is [Applause] oh [Music] [Applause] okay and karen would like nation and under god indivisible with liberty and justice for all [Music] difference here from the regular session agenda we are going to honor somebody who's going to be retiring at the end of the month william this is yours [Music] that is a gift card to your favorite restaurant right here i don't even know if it's a place you've ever been but it was suggested as a place yeah okay we got two dozen cupcakes from cupcake parade which [Music] administrators and i'll open it up until they're all gone i just wanted to recognize lola for all that she's done continues to do uh will be doing until the end of the month and she's probably not just going to disappear after that we'll be calling her

up and asking her if i'm sure and it's been a pleasure working for the district and i really uh appreciate all of you and i'm not going to say much more than that [Music] it's been great having you in that position [Applause] okay now we'll go back to the agenda is there any other request for agenda modification now we're going to do the administrators part here and susan wants to do that real quick with back to school uh open house last night everybody had kind of a late night and so i promised them if you show up and introduce yourself then then you can go away [Music] you know i could only say stay so many nights very late so um and we were missing abby couture from his primary this evening she had another

commitment and can't be here so um i am really pleased with the people that i get to work with every day every day um that helped make decisions and keep our schools moving and wanted the opportunity for award and uh community as we have some new faces to be able to to meet the team that i get the pleasure to work with so i would like to ask them um to stand and introduce themselves please brian trailer principal at lawman elementary still middle school so i'm chad matthews a little bit of assistant principal athletic director sometimes teacher sometimes success coach whatever else mr doll asked me to do dave johnson along with academy i hope you're enjoying my space mark anderson um so yeah thank you i appreciate that ain't no problem i think they

did too just because i knew that would be a good thing but i see most stuff stuck around but they are good they're cupcake hooray the lady lives here and your fabulous cupcakes leaking i've had them before uh student government report here we go hi everybody um should we introduce myself on one of our coast president's work mode my cobra isn't going to be here tonight we have a bunch of updates from asb and our student body so the first thing is um we have an extended lunch program going right now it just started um students are eligible to get 15 minutes extra lunch they will be 11 55 during earning advisory if they meet very specific criteria um which includes having a 3.0 gpa the previous trimester so freshmen can earn the second try

but everybody else is returning their work right now and then um you have to have no g's or s grade checks are every monday for administrators and they let them and the teachers know so they tell them on mondays and then you know the rest of the week um myself and aggio brought this idea of extended lunch and based off our campaign promise last spring to our new administration and we compromised and collaborated and we think we could also set our work for you to tell our students we had two events pretty recently when school started freshman orientation and the first day assembly um both of those things were really big successes i think um in freshman day we our goal is just to have all of them be somewhat engaged because sometimes some of

them are not going to be in high but i got to leave most of the activities and i think about almost every single kid at least at one point engaged next to me talking to somebody smiling and that was our big goal and the first day something we tried a couple new games and it was pretty successful and everything went very well without you upcoming events starting tomorrow we have a whole bunch of tailgaters happening so the first love theater is tomorrow for the football game at 5 30. um we have a boy soccer until meet around september 27th a football team here on september 30th a cross-country retail theater at um the only homecoming country base and october 8th and then we have a volleyball and girls offer combined tailgater october the 13th and

then september 30th we have our very first pep assembly of the year and we're pretty excited for that and then our gummy our oregonian cup assembly will be october 7th and we will be receiving our oregonian cup um and then homecoming week will be shortly after that with our brave floats the powder puff mess assembly and the game until we are situated back um and with homecoming we have come up with a system um so the biggest thing is our homecoming court is going to be redone um we're adapting to include all of our student population so we are implementing some up some adaptations to our homecoming court system to include our entire student population this will include having two non-gender specific monarchs our current plan will double the number of students that is involved

in this process the selection process will be pretty much the same as before the same voting system except now all of this students in a particular grade will be on the ballot instead of just the most of the class um this will be the same process we use for our winter formal and once you're on the court once you'll be taken off so it won't be the same you could have any person go here and then asb in the high school feels like this is a necessary change just a little one in order to best serve all of our student population okay we're gonna move on to public comment and there was one comment sentient uh electronically and it came from david and deborah alba and it concerned basically the library first amendment things i'm

not going to read it but that's what it is and i think if somebody wanted to copy everything can they get it from you lillian is that or kenny available will be given any written comments for you to review but it doesn't say anything about then there has to be red or that it has to be disseminated to other people so i think as a board we need to decide how that works electronic combat for this board meeting and i have two green cards here and i'll be the one that i'm not sure how to pronounce that mark [Music] i think you've filled out a green card before and i had trouble with it before look at it this is holiday scene lots of our kids come through the name hi everybody i'm here to

talk about library books as well i got a copy of that flamer book that people were talking about last time i figured it was causing a rocket scientist get it and read it you know um so this is a young adult graphic novel and by graphic i mean pictures not porn um this is not my usual reading material but i thought the book was fine um the it's one in the genre of middle school kid he's a little bit different and he's getting bullied and then kind of stands up to the bully at the end um so the main character is a kid and it's the summer between eighth and ninth grade for him and he's at boy scout camp and he's getting bullied because he's filipino he's not very good at sports and he

hasn't really gone through puberty yet even though many of the other boys had so his voice is still high and he's pretty short his little pudgy you know all the things that might get you picked on as a 14 year old boy um and he's also gay which he's in the closet to himself for most of the book because he's been in catholic school his whole life and has heard about how um so the line that was causing consternation last week is in the book but it's in the context of 14 year old boys trying to burst each other out so i didn't think it was inappropriate um and the book ends with there being so much bullying that he seriously contemplates suicide uh he writes a note he gets his weapon he goes to

the place and in the end he doesn't um and then he stands up to the goalie and that's the end of the book um we moved here in 2009 um when my older two kids my stepdaughters were in second and sixth grade and you know moving is always hard for kids and we didn't get as much pushback from the girls as i thought we might and i think partly that was because they were happy on some level to come to a place where not everybody knew their history so they could just be themselves instead of those poor kids whose mom died and not long after we got here like i said the older one was in sixth grade and she found a book in the middle school library called win dixie which of course is

about a ten-year-old girl whose mom just died and my daughter read that book she got a library and she read that book like 10 12 times the school finally had to call us because it was so overview that might have been mrs holliday actually who called us because she was the assistant principal in the um um and you know so i really think it's important that the library have books that are about all different kinds of kids books about black kids and books about muslim kids and books about kids only have one parent and books about kids whose parents in the military and so they're deployed and books about uh you know just all different kinds of kids because we all know that bullying happens and i know that this community and the school board

and all the administrators in town really take bullying very seriously um and i know that this community also takes youth suicide very seriously like we've got lily's little grace coming up um and i think that one way we can we can help with that is have books in the library that all kids can relate to not just the kids who are you know quote have david unquote up and i should have read this beforehand but i'll just kind of summarize it uh i need to keep the comments to three minutes and be respectful so hi um my name is david alley i'm a father and a student in the district i was heard come here tonight in response to a letter that i believe was read in your record at last week's last month's meeting

concerning reviewing a book called flamer from the library the letter cited pornography or photographic pictures of some sort in the text after reading the book myself last night i find the justification for that label and i support keeping the book available a bit about myself i grew up in the boy scouts and eventually learned the rank of eagle scout like the author of the book i grew up in a conservative catholic family just like the author of this book as a member of boy scouts i went to multiple summer camps i became a counselor and summer camps were some of the best experiences of my life but also like the author and the main character of this book i was targeted by bullies during middle school and high school would have been 1988-1996 one angle

of attack that these bullies would use was two spring rivers about my sexuality and called me gay slurs in my face despite this being complete bs i'm not gay uh the taunting significantly derailed in my social life look flamer accurately depicts the experience of boy scout camp from merit badges to cookie even the stealing of your new even as a grown man i recognized every page of that book and i felt the main character's alienation and i remember the highs and lows of being that age during the original objections to the novel i was an agreement that might be better suited to high school students however after reading the entirety of the book and the benefit of having basically lived that kid's life myself i believe flamer is generally acceptable middle school leaders as well

anyone who blanches up the vocabulary in the book has obviously never heard how a gross teenage voice can be school liberation have a free hand and curate and provide resources that reflect the interests cultures and personalities of the entire student mind reading is a foundational skill for students to learn and frankly anybody that holds kids interest is better than their book at all few self-appointed advocates should not be given a free hand to preempt the library book selection process based on transparently political votes i am happy that the school board meetings and minutes are available online since most parents probably don't have the time to come down here these games are generally pretty dry but i will certainly be following along closely and encouraging other parents to do so as well thank you [Applause] [Music]

a okay [Music] and i actually tried something novel and that was making sure that it was before a meeting so um which i figured would be um that's that's one of my goals is to be able to make sure i have the information again um we did a had a nice welcome back across the district um we were able to get everyone together we limited our time together because we still know that covet is alive and well and we actually had every staff member in the district introduced themselves and uh normally people say why i'm doing this but i got so many comments from people that said it was so nice to be able to hear everybody's name and to know who was there and to get to see one another again because it had

been three years since we've gotten together as a whole group so it was nice to be able to do that again um we've everyone you can see some of the shirts that are being worn that we we did for our staff last are we did for all our staff and board and really the mantra of the year was together we rise and it's together we have to work on things and support one another together and that's the important part and so the rise is really about respect inclusion support and and elevation and so um that's what we're living this year is uh how do we show our respect to one another um how do we show our respect to our students and our colleagues how are we inclusive of each other when we talk about

support how do we accept support as well as how do we give it because sometimes that's the hardest thing to do is to be able to open the doors and let somebody provide support to you and the notion of elevating uh same kind of a thing it's about being able to elevate the positives we talked about it in some of our administrator sessions about um what was it calculated gains or wins or harvested harvested wins and you know what are the things that we're seeing that are positive but the other part of that is how do we accept being elevated and who are those people that elevate us and um sometimes that's really hard to do but how do we all do this game together to be able to make sure we're doing the best

for our students and our staff so um it's been a nice kickoff to the year uh feeling very good um the meal program information is the same as what we've put in before one of the things that i'd like to point out is the back school open house last night across the district and the attendance was phenomenal um very much appreciated i got the impression that people enjoy being in schools and actually being able to go in and see classrooms as opposed to having to be online and not seeing and so i felt a real good energy with people who were in attendance last night and really appreciate it as a great opportunity also appreciate feedback so as the community has feedback about that event we've gone back and forth about one night versus multiple

nights in a week and how we set that up the feedback is always good to be able to help us continue to be better as we move forward into the future [Music] i don't know if you have any local option learning stuff it's happening it's happening i think i'll keep the rest outside of the meeting and then we do have i put in the superintendent's report the the native land acknowledgement that is edited that was used for the lincoln county school district as we if we approve this evening the um with the confederated tribes i will reach back out to the tribe to be able to make sure that the land acknowledgement that we have is acceptable to them and i've also i talked to our mayor today chad jones about uh making sure that

it's a representative it's represented appropriately and um that we also have connections with the city and that as well so we've got an action item in here about the native land agreement or native land acknowledgement and what i'd really like to wait on that until we have a chance to get further input from the trial so if there's any other questions about my report i'm happy to answer i apologize and that's part of the conversation is who else needs to be included um the celeste tribe had referenced uh lincoln counties as being something that they've used but also want to make sure that we're being representative of all the other tribes that we don't cross over in this area so yes that's the other piece of the puzzle they will be here to provide an

all-district in-service we'll do it via zoom on october 7th we'll have a two hour in service with the confederated tribes and at that point they'll be able uh to have some information for us also uh that they want to acknowledge all the tribal units that influence this particular area so great question sure i have a question about uh the flag that they were doing if we got a place to put that and if that fell and there are like policy at all it hasn't found a home yet and it's getting back into the policy of display um and then we'll get a chance to be able to make sure that it goes where it needs to be somewhere yes any other questions okay acknowledging the staff or business office has been super busy august in

september new hires staff shifting there's been a lot and then having new staff in our office as well so they've been busy so i just wanted to acknowledge all of their work uh my financial reports were in the forward tactics i put in the regular reports they're not quite meaningful yet because we haven't gotten too far into the school year so next month we should show a little more information um there's some good news on the enrollment front it looks like our enrollment is up this year you can see the numbers in the report [Music] and not quite back up to the highest before but it's looking better and i tried to reach out to some counterparts to see around the state however it worked but they're all at the international aslo convention in portland

so i'm going to be attending our business manager meeting today so hopefully next month one last thing is the budget committee vacancies we have two vacancies both terms expire one of those may want to be reappointed and who may submit an application but otherwise we have openings on the budget committee for anybody interested application or on the website we're taking applications until september 30th and then we'll review them before we'll review and appoint hopefully at the next silver board questions what do you see the enrollment doing i mean it's silly creeping up or do you think it's kind of leveled off or continuing on forward or just as we get the point forward you know i'm hoping it will continue to rise a little bit we have some really big classes that were a surprise

i think for the district this year so i don't know how much more we can grow but hopefully it will just continue to slowly rise yeah the high school's been our biggest surprise with close to what 80 70 yet um this is like a very sort of detailed thing and i meant to email you and i forgot um we got these enrollment numbers on monday but they say as of september 15 which is today so are they that's i'm just very hasn't been a big change between monday and today okay okay thank you thank you appreciate it very much uh strategy and discussion first step is the library acquisition process ashley colgate and susan hallett and actually it's ashley folgate and eclipse who are going to be able to share with us and i'm playing

vanna and doing things like that so we had promised in our last meeting that we would come back at this meeting to be able to talk about our acquisition of materials and so that's what ashley and kiki are here to be able to share so that we have that information coming in front of everyone [Applause] [Music] oh [Music] hello um thank you for having us this evening we are going to jump right into a presentation about our library acquisition process and acquisitions it's just the word that libraries use to mean getting books onto the shelf um so let's jump in and do introductions if you want to jump slides i'm ashley fulgate i'm the district media specialist and i'm a trained librarian i'm coming out of the world of public libraries and some of you

may like me thank me i was the public librarian for six years at the columbia library um and then i jumped up to the stable public library for about four and a half years and my husband and i have resettled back down from this end of the valley and i got a job with the former school district so and i'm keith cliffell i'm the media assistant in the high school i've been in my position for four years and we're super lucky to have ashley join us this year so let's jump to slide three and i just want to set this stage for you um i always like to tell people where we're going so tonight our goal is to cover acquisitions in our library and libraries in our district or magnifying policy on this policy

iia if you'd like to check it out and we're also guided by best practices we have a collection of development manuals i've got all kinds of tips and tricks in it we're also guided more broadly and kind of theoretically by the library bill of rights which is written by the american library association and then there's an interpretation of that delivery that applies to school libraries and that is in your pocket so i just want to highlight what i gave you i gave you a cartoon that we're going to get to a little later on the two pages that are in yellow are american library association documents and the two pages in white are for homework documents so i wanted to separate those two so we're going to talk about how many libraries we have in

our district um we're going to define intellectual freedom and share an idea of books as news and most as windows we're going to talk about the two kinds of reading that happen in schools and then we're going to move right into talking about selection kiki's going to tell us her process so you can kind of see we have three staff members that do bookline as well as myself now finally we're going to discuss praise for library items and how we learn about new things and we're also going to complete with talking about our formal challenge process and how that's codified in policy and we should have time at the end for questions from the board so the first question is how many libraries do we have in our schools and how do we staff serve

those libraries um so we have five libraries in our district we have a high school library and that focuses on grades 9 through 12. we have the middle school library grade 6 through 8. we have the elementary library 205 clement's primary service pay and 1 and launch it serves major 4. and then when students are in the academy they do have access to library materials depending on their name so we serve those students also and there are three media assistants and then myself so four of us total for five libraries so let's jump to talking about intellectual freedom and i have this in here because i want you to think of it as an umbrella concept so it's a big picture kind of thinking before we drill down and thinking a little bit more about

colombians um it's a cornerstone of how librarians think about and try to seek balance in a world-recommended viewpoint so i'm just going to read the definition for you intellectual freedom is the right of every individual to both seek and receive information from all points of view without restriction it provides for free access to all expressions of ideas through which any and all sides of a question cause or movement may be explored so this was written by the american library association and what i like they kind of go on to explain intellectual freedom encompasses the freedom to hold receive and disseminate ideas so we think a lot about students as receivers and creators you know they're always creating cool things in the school so next i want to jump to a concept and you've got your

comic in your pocket it's the idea of books as mirrors and books as windows and this idea was put forth by dr revin sims bishop from ohio state university the ohio state university and she talked about books should be a mirror for our own living experience so for many of us that read we like to see ourselves on the pages of the book i recently read a romantic comedy novel and the main character was a school librarian so that's a pretty good example of seeing yourself on the pages of the book and that's an example of my own live experience and this is true often for students also they want to see themselves in books and they often gravitate toward characters that reflect their own life so we strive to buy a diverse array of

stories to help me that in here books can also be a window so for many books can let us look out into other worlds sometimes those are fantasy worlds outer space alternate realities sometimes our other worlds and other persons live experiences so we want to make sure they have books on the shelves that are windows and sliding glass doors so that we can understand other people's experiences books are also stepping stones for our students so we push our students to improve their readings try new genres finish a series the list goes on and on the other one i wanted to point out as books as estate patches and anchors that can be very important for students um they seek out safety and something anchoring in a book i put a youtube link at the end

of this presentation we don't want to go there but if you want to explore this more she does a much better job of explaining it than i have um so those are in there if you want to check them out should've got my water bottle okay so the next slide in the presentation i want to give credit it comes from the roseburg high school librarian um and so i just want to acknowledge this isn't my work she made it and shared it um but it covers two important concepts for us to think about and then it's kind of covering the two kinds of reading that happen in our schools so the first kind of reading is independent the students choose their own books they that includes throwing a book in their backpack and bringing it

from home coming to visit the library having an ebook on their device that they're carrying students at schools are not required to check out any title nor are they required to students at schools are not required to check out a specific title nor are they required at all to check out any library books we hope that they do but some choose not to um especially in our older grades so quiet reading is built into the school that we see kids reading throughout the day the second kind of reading happening in schools is required reading so that's any reading that's invited into the curriculum so this would be a language arts activity um a math problem that's a word problem that would be required reading for a student to get through their schooling so libraries support

the first kind of reading and we also can support an assignment if a teacher asks us for something to support their curriculum or if there's a special project biographies we're jumping in the support lab of the books [Music] so let's kind of focus down to holoman now um and let's talk about our selection of materials so i'm going to read i was going to rewrite it but i was like well i'll just read it so this is our criteria for selection from our workbook the primary factors determining the selection of curriculum materials books periodicals cereals and government information are the requirements of the instructional program the individual needs of students and staff other factors will be taken into consideration selected materials should provide accurate and current information have aesthetic literary social and recreational value be

appropriate for the various ability and maturity levels of students for whom they were selected meet high standards of quality and content and presentation represent diverse viewpoints on controversial issues reflect a pluralistic society and satisfy heavy demand for particular titles so we are always trying to think about and he is going to talk about this more how we keep that balance in our libraries so we use some tools that i just wanted to highlight for you um books are motivated by various people librarians teachers and we use different sources we use a tool called pull it tidal wave it's a play on words um and it covers all the journal reviews that we would follow um and one thing i want to bring up is children's literature often it's an age assignment but that can vary

journal to journal and some journals will say grades 8 and up some journals will say ages 12 to 18. so we are always trying to do our best when it is these are some of the tools that we use um we use school library journal a lot because we're in a school setting so he's gonna jump into the day-to-day of this so particularly at the high school the main goal of um when i'm trying to select books for our library is what is a book that our students are going to be excited to read and i'm trying to get handbooks into the hands of students and the best way to do that is by clicking on something that they're going to be interested in and keeping in mind our goals of you know having a

balance of different viewpoints and having all different sorts of experiences represented um i think that the concept of the mirror and the window is super important particularly in our community um i know as a child reading books i knew what it was like to live in an apartment in new york city not because i live in the department of new york city but because i read books that were set in new york city and i think it's important to open up the world to our students and then also to reflect the different experiences of all of our students so keeping that criteria in mind how do we go about finding books that are going to be right for our students one of the biggest things i do is that the student comes and tells me

about a book that they're excited about reading i definitely put it on my list i look at all different sources for information about books i read a lot of blogs i read the school library journal um i go on to a lot of online librarians groups and school library groups and there's always lots of suggestions coming from those i attend webinars put on my librarians where they just review books and tell us what's new and coming um but then once i get all these ideas we don't stop there and then we look for many sources of information about the book i don't just take because it's going to be a great book i'll go ahead and check and see if it really is a great book um and so that's where we go back to

title 8 and look at all the different reviews that are out there i'll even make reviews by you know reviews by professionals and i before we decided and another place to go is awardless there's lots of different awards that are awarding your books for children and we look at those and again follow up with checking all our different sources to see if that's something that we're good with what we're looking for um i also sometimes will we actually do get paper catalogs in the mail and we look through those and see what those publishers are and then i'll look at other schools um catalogs or online catalogs just to see what other schools in the area have or just what is across the nation i'll just browse them on there and see what they're adding

to their libraries for our library as well um and then we also um think about what our goals are in our collection like i will think about workbooks so we must be on ourselves and then try to find books that fill those goals and one of the things that um ashley and i talked about is working a little on the non-fictions i used at the high school and this year that's one of my goals for my collection this year is to try to get some um symbols in that area um and then um once we have decided what books we're going to order and we order them and get them in then we have to get them on the shelves and um we do our own cataloging we add them to our listening catalog which

is available online so that includes information about the publisher and the title you know all those details and all the synopsis of the book and then some tags so that if you're searching on a topic or searching um um and then we process them which would be you know putting the slime they go on and getting them stamped and putting the cover on them and getting them ready for the show and and then last year um the libraries from the district decided that we wanted to try genre buying our non-fiction collection so instead a traditional library generally has all of their non-fiction books worked together and it's sorted by author and it's kind of been a training school libraries and public libraries lately to genre fiction so if i have a student who comes in

and is looking for a book about um adventure adventure we have an adventure section where they can go and see all the books that are adventure instead of having to read through the entire collection and hope they stumble upon individual books so we have like a [Music] you might find a fact book about a chapter and a storybook about a tractor and then our last step when we get you looked into the library is promoting them because again our goal is to get closer to the hands of the students and so we'll do displays of interview books we'll talk them up to our readers and i have a instagram account um so we just find different ways that sometimes i'll put something in the morning announcements about a new collection of books that we've gotten

and it's just all about finding the right book for the right career so i want to move now to talking about how we gather information about our libraries from our community so i'm going to read from the policy all supplements supplementary materials and library media resources will be selected cooperatively by teachers principals librarians and sometimes with the assistance of students and parents so as kiki mentioned our team of library media assistants are constantly listening for new book recommendations we really look forward to our students pulling us in especially with new series um kids are really a lot of kids are serious readers and we don't always know what's going to go like really hot in this huge population so we're always trying to listen for what series are kind of flying off the shelves we

also hear from teachers um teachers reach out and say hey i'm going to be working on this or hey i heard this from a student um but we also extend this invitation to our community so this includes you guys this includes support staff this includes board members parents and community members one project i'm working on this year is to bring to like a library services section of the district website and corvallis has one and i think it'd be nice if we had one it'll kind of look similar to the health services website like a one-stop shop for our libraries but on there what i'd like to do and what mayor's public libraries is we put a suggestion tool for the community to send in suggestions um so we're still thinking about that it's a project

that has not yet started because it's only the second week of school so so finally i want to talk about our challenge policy so schools and public libraries often have a challenge policy and we do have these in your pocket on the white pieces of paper so our school library follows the policy iaa ar2 um and we would follow this if there was a challenge to the curriculum i would also collaborate if there was a challenge to library materials but the first step is always to have a conversation as much as we possibly can um and we would hope that conversation would be between a person a parent or a student and the staff member to understand that material what has happened what the question is um so sometimes that could be facilitated by a

building administrator like a principal might set that meaning up sometimes it's more informal in the phone call with an email it's a question so we always want to keep the lines of communication open if the outcome of that meeting is not satisfactory community members are invited to fill out a challenge form and what you'll notice is we are trying to get as much information as possible so this will be the final form in your packet we ask the person to identify the books um identify themselves talk about if they're representing a group or organization or representing themselves and then we ask them to specifically identify the sections or parts of the book that they find objectionable and this would be the same in the curriculum um we also invite the person to read the entire

item and we do have that on the form we will really hope that they've read the entire book we invite them to suggest um an opinion or i'm sorry suggest an expert that could come talk if you can talk to somebody about it we also invite them to recommend another equivalent material that we could put into the school and this would kick off the process of review with the committee as it is outlined in the document it would be a transparent process and it would be a community that was a mix of district employees and patrons of the library and it would be to follow or in the public record and leading laws of oregon so and it would be a review procedure that we would walk through if we were to get one of

these forms so before we end um i have a link to roundup and you're gonna i think get access to this we'll make sure lily and we can put that up but all of the links that are turquoise in the powerpoint are live links um so feel free to explore i didn't want to go much beyond the 10 minute mark tonight um but that's there for you guys so use it as like a bibliography and then finally we have time for questions from the board if anybody has questions um if we need some time to get an answer to we will try to commit to getting an answer by tomorrow um if we need to do your research so no questions here yeah this was an incredibly thorough presentation so thank you for spending i

just have one question but i think um upon receiving the written challenge the superintendent shall within 10 days contact 10 student contact days appoint a review committee and provide a copy of the red challenge to the staff member members involved when selecting a committee who is that i mean where do you draw from and we've had conversations about that we would draw from each of our schools um ashley and i actually had a conversation about um the people most directed and in the middle of it probably shouldn't serve on the review team so you know ashley has talked about the times that maybe and give the um the general ground rules of what the process looks like but not actually being part of that that decision as the person who purchased the book yeah the

best practice is usually like we have the four library staff so if a book was challenged at the high school library we might send the elementary school library the assistant could be on like bloopers and most directly involved with step aside there's usually best friends yeah but i was just curious how how that process worked more than anything just because i didn't it just says it don't you know appoint the committee that it didn't say give me the clues as to who it might be is made up of this four district employees three patrons the more majority of the district employee shall be licensed staff the review committee shall be chaired by a district office administrator or government appointed by the superintendent and shall be a non-learning non-voting member of the committee these shares will

be responsible for and then i also wonder it's from 2019 um so there may be some necessary language changes just in regards to the 10 student contact phase which i know that's language we updated 000 policies last year so um because i believe that that language has kind of universally been changed by the osb in regards to how we label names it's a minor detail that's something that we could definitely review all right any other questions thank you very much thank you for having me hang onto [Music] um so as far as a timeline goes we had to verify by august 19th our state assessment data one of the things that these report parts try and look at and we'll see a lot of not applicable because last year we had excuse me last spring

we tested every student the spring before we had an opt-in instead of an opt-out and the spring before that there was no testing because so we're not seeing the same patterns um our narrative data collection is due tomorrow and uh fortunately everything has been hit submit so that stuff's all turned in um our statewide assessment results will have a public release on september 22nd october 5th a validation window closes for the actual report cards on october 13th there will be a public release and so we'll share the formal documents and some of the support materials at the october board meeting the data that's considered is the state test performance and state test participation a couple of things of note in our state test participation the state likes to have a 95 or higher participation rate

and most specifically at the high school level but at a fair number of levels uh there were students who are students and families who opted out of the participant participation in the state test which they can do um and it's kind of that two inch then then you're not going to get your 95 performance target or student participation target um but it's those things that we're talking about statewide we look at regular attendance students on track to english language proficiency for our english language learners ninth graders on track to graduate four-year co-work graduation and financial leaders and we have narrative data that we have to the narrative data we submit has to do with you'll see school goals safe and welcoming environment extracurricular activities is all schools bullying harassment and safety policies are at the

elementary and middle school level parent engagement is a middle school they name different things for all the levels so community engagement and then high school has parent and community and engagement put together because the high school also has to have advanced coursework and career technical education um i put this out here just to say the deadlines are forthcoming and we know we're going to see some things in this year because we know of we've got a span of three years worth of data that isn't complete and we also know that there was some experience of some i'll call it learning loss over the course of coven and uh we have some ground to make up which we're working on um in some local assessment kind of information that we'll also be able to share with

you in the future so from what i've looked at there are some things that are pleasant surprises and some things that um that we're already seeing the benefits of some work on but we know we're going to see some things lower than they've been in the past and that really has to do with coming out of covet and being able to move forward so i just wanted to be able to put that out there that you know we're in a place where information is due to the state we submit that information and um we'll talk more about the specifics of the october meeting but not to be surprised if you see the state assessment results come out wait a minute i had no idea that that was going to happen so just wanted a quick

overview to be able to say we're watching those carefully of course we put stock in them but we also are looking at the reality of where we have come from and how we have our measures in our key success factors and other places where we can continue to show growth that isn't just dependent on our state you mentioned that some of the things would be lower coming out of code yep so does your cohorts seem to think the same thing in their districts that it it's kind of more state-wide just kind of a coping thing we're seeing that pretty universal that um things are lower of course the thing that's going to be interesting once all of that comes out is where are the anomalies where you find someone that that has actually blossomed in

an area and and where are they and why you can figure it out so the other question thank you uh kbcs psd joint board meeting schedule i have reached out to kbcs haven't heard back from them yet so as soon as i do i will disseminate that information and see if we can get a thing that works for everybody involved because there's a lot of people that are involved that have things going on so we'll try to make something work so that's where that is um through a long discussion an action item student representation on the board which is the policy and is there any questions comments you know chris i think yeah i'd like to just make some amendments to the language that's in the package okay unless people wanted to talk about it

first um i guess yeah you have the floor go ahead um and i guess lillian just for you like you have the language i sent out would it help i didn't read it out loud or what what's the the board is provided for a formalized ongoing method of communication with district students by establishing a position of student representative to the board next paragraph the student representative shall receive notice of non-executive session meetings the agenda and the appropriate agenda materials semicolon be provided a place at the board table semicolon and shall have the same privileges of discussion as applied to board members the student representative shall not be permitted to attend executive session meetings student representatives shall not be a voting member report and will not be permitted to make motions or second motions however the

student representative shall be entitled to a vote and the ability to make end second motions on the selection of the next representative next paragraph the student representative shall be installed on the board through the following open office i student name will support the constitutional laws of the united states the state of oregon and the laws thereof and the policies of the columbus school district and will discharge the duties of the student representative to the florida school district board of education to the best of my ability so thank you very much um so those are my i guess that we amended to read that i think it's very good that you brought okay so that your motion is to uh have that as a men you know the culture as you've read yes to establish that

as policy yeah okay so i have one quick question since we all had an opportunity to read this i had a plan does this count us or does this count as the first reading because we looked at it at our work session last week that was our first so this is this second so we could have done it tonight so i have a motion that we approve this as amended that you read it was their second chair and seconded so it's been moved and seconded uh all those in favor aye all right motion passes five zero public but it i think you know as we also heard from the library folks they want to make sure that they are filling the library with books that students think are important and we want to make sure

that we are building our district with policies and practices that our students think are important and we want to make sure we're aware of our blind spots you know we have a wonderful board but that doesn't mean we know everything and our you know we all represent voting constituents and um most of our students cannot vote um and there are 1600 of them that we serve every day so i think it's really important to make sure that we have an active representative of arguably our most important constituency obviously we love our voters and our taxpayers but i think we can all agree we're here for the students so that is the idea behind this moving on to the gbl policy yeah does anybody have any questions or anything else i know that we approved gdl

um this was put on puzzle or requesting a language change so i think we would um go with the [Music] um the change language from future back to what it used to say which was what rather than contracting it down to just teacher okay keeping it down five zero yeah covered 19 management plan approved yeah and that's why that's why your pack is so good and there's really not much new in the common report that was in in with those plans um there were just reminders from before the school level management plans which is what's in your packet tonight they replaced that operational blueprint we had we submit the plans to ob we have them posted on the web page as of the october 26th deadline um but we really we couldn't see inviting people

back to do the review and the edits and everything else over the course of the summer and so we said we're going to get them out there and then we're going to have them approved after they're posted if there's any change that needs to be made so that's where we are right now what we did was we took a a generic template if you will that was crafted that has same information across all schools with the exception of where you're asked to name a quarantine space in a school or an isolation space in a school um at clemens primary the isolation space is here i mean so we we got specific in the places where we needed to but kept everything else more generic um to allow us to work off one temple one template

for each school so um that's what you see within your package is the information that we have and that was posted um with our plans i did put in my notes that we need to continue to monitor copenhagen transmission within the county and within our area um as the presence of illness increases in a local community implement any additional layers of protection closely monitor unusual absenteeism or illness within a cohort and notify the vince county health department about unusual respiratory disease activity if we've got greater than or equal to 30 absenteeism so we've got some student attendance measures in there to be able to help us look at patterns to be able to look forward to we do have four more scheduled vaccination clinics which will be for young young children but there will also

be the availability of the bivalent um booster at all of those sessions so um that's where we are right now and we know that in the course of the year we have to update these plans that they can't just sit stagnant and so they will come back again but i'm recommending their approval so that we can have a formal board meeting date to put in all the publications okay do i hear a motion i i move approved okay possible future amendments all right okay so it was our only metric to measure code transmission or our next step in our token plan is it might be just absenteeism we're looking at all kinds of things we're looking at illness absenteeism reported cases um you know when when do we have um we're kind of doing that

broad brush but but without the um we no longer have the if if you've been in contact with somebody who was diagnosed as positive then anybody that's in contact with that person also has to quarantine with that gone it kind of changes the the accuracy if you will of a lot of what we at so attendance right now seems to be one of our biggest things to watch but um it's also we don't know what we don't know in terms of what we need to watch so um trying to do the best we can just like so counting went to say a high that doesn't trigger some sort of like students go in and outdoors one direction for example or we go back to i don't even know yeah we go back to the recommendations

because at one point there was a record it's this is where it gets interesting it's you are now a local decision-making body but when the transmission is high based on the cdc's um and i'm looking at my expert um at the cdc's um information when transmission is high the recommendation is that face coverings are worn in on all indoor facilities and activities so um that's where we end up taking a look at um what we may have to do not have to do as we get back into a high level and that's spelled out in here yeah it's talking about there's a lot of pages need to ask some questions yes uh you may have got any more questions all right good move in second hand all over the paper oh motion passes five zero

um in your packet you have the approved memorandums of agreement with the confederated tribes of the select indians what it does is it allows us to continue to use the the the diagrams if you will that they've provided for the warrior as a mascot at the high school and the braves as a mascot at the middle school the agreement is for a five-year span and the agreement also takes a look at using beginning to use instructional materials for um that the selects will provide to be able to address students in our classrooms and so originally in the proposal we were asked to start or implement with a full degree of fidelity in this year but we didn't have the instructional materials posted um and i don't i haven't worked yet this week i don't even

know if they're posted yet um and so we said we're gonna do our best um and and then we'll work to be able to make sure things can be uh put into the curriculum for the following year so um the the agreement is really with the exception of the instructional items pretty much the same as it was five years ago but it allows us to continue to use the mascots it's been approved by their tribal council if we approve it we'll do the signature and send our copy to the confederated tribe to get their signature and we're going to go okay so i had one question um the appendix is sexual harassment policy is there some reason that's attached to mascot stuff it's mascot and it's also about um uh native american recognition okay and

so with with those components of it of any kind of harassment it's just a standard appendix that they've put in everywhere okay thank you okay any other questions entertaining motion are we voting on this is this table oh no it was it was the native land acknowledgement i will remove the except those mascot units okay that stated the number five sorry okay first per second eight more discussions all those in favor motion passes 5-0 thank you very much and like i said they're coming or they're going to zoom in for um all the staff in the district on october 7th and you're welcome to to join us uh we're starting at 1 15 on that afternoon with what's in it it's october 7th it's friday [Music] okay moving around along the osba position number 10.

anybody want to volunteer for is anybody else interested i mean we don't have to that's they're just looking for people to serve on their board [Music] okay [Music] it's that agenda is there anything we need to discuss like for example the out-of-state travel last year didn't happen that looks like it's going to happen this year any issues what i have asked or what i asked on the information as i send it back to the schools was to be able to say um to ask for one of the provisions should coven 19 raise its head more what should happen if there are travel restrictions and so i'm asking for that plan b if you will um to be able to make sure we've got the basis covered there right now as it stands with um last

year we knew going in that there would be travel restrictions that that nobody could get already yeah and we're not there right now um but we also want to be aware of what might happen and so we're in conversation about what that looks like okay thank that was the discussion last time doesn't that discussion go through this time it's looser now that it was less winter much closer in terms of the airlines and things like that so yeah they're not they're not checking only but i'm just saying i don't think anything's changed and one of the things that we've talked about is do we can we get insurance if you will airline insurance if you've got to back out um because of illness and things like that so that's one of the questions that's on

the table right now yeah i would say that would be my bigger concern it's not so much whether or not they would have to cancel travel plans and lose money which would be really bad that's unfortunate but what does happen if you get there and everyone gets sick yeah and that's that's the question that i've got on the table with them right now is to be able to say we've got to have that plan because if we don't then we can't do it i don't know okay i see blake again when i see yeah yeah just a very minor detail but on page 198 under item 1i [Music] i don't think he would i don't think the pledge of allegiance led him already uh next meeting agenda i know does anybody have anything to add

that they want you know specifically on the next meeting well i know i think if we want i guess depending on our timeline when do we want to conduct interviews with student representatives we're going to schedule a separate meeting for that i would say we do a separate meeting with two board members official yeah work session as opposed to dying in the timeline i mean you could oh yes you're right you're right but like everybody did for me it was just a special meeting before or an hour before the regular meeting with that just kind of get christopher's yeah that's unreasonable do we feel that that gives the students enough time to put together their application materials and submit them for radio network meeting or should be late i don't know i think i think

we have to talk about the actual application essentially but i would like to take you forward for the october meeting okay because if not that we're talking november and then this year is almost over i just and you know when you talk about this at this time of work in progress so um well as a workforce you know christopher feel comfortable putting that application together and getting that out to the high school because i don't think that's something that the board needs to approve no that's correct yeah i think that christopher and i yeah okay i think we'll plan on it in october but if something comes up that we can't make it work in october we can always we can always sit back again i mean if we're not getting response from the school

or we have trouble disseminating the information something like that there's a barrier there yes but i don't want us to be the barrier for getting this going okay and just give me my marching orders okay and so just a question i have some and i decided to be a little cheesy this evening and embrace the rise theme so i have a short thank you for each of the ryze theme words because i like the little cheese um so uh for the respect i wanted to thank the asb for granting or for working to get that extended lunch period i know it's been very welcome within my household by um my high schooler um and under include i wanted to also thank the asb for their shift in how they are building the royal court for

this school year i think that's a really wonderful example of inclusion and i especially love that it came from the students rather than being handed down to them as an idea and then for support um i have said this endlessly i will continue to say this until the end of my days but our school counselors are one of the greatest assets that we have in any school district so i wanted to thank them for their continued support of all of our students and then under elevate i have two um are at our librarians because um i always feel elevated after i read a book and also our open houses were tremendous um our family got to attend two this year since we have two students at two different schools the middle house one was a

relic and party full of laughter and excitement and nervous teachers and students who maybe still went down the wrong hallway even though you know we're over a week into the school year independent tattoos that was pretty cool so thank you to everyone who's involved in all of those things this is generic thank you to all the all the staff uh and students uh to get the start of the school year absolutely and strongly so absolutely and [Music] just i've been um to a bunch of different cool things so i wanted to thank the folks at safety town i went to their graduation which was always a good time um and then i visited with the former academy team um after our service breakfast and they were very welcoming and had to learn more about their

operation and then i went to a football game a soccer game and a volleyball game at the high school we won the soccer game in the volleyball game and i'm sure we'll start winning the football games so um that was good and then i'm simon babcock invited me to do some forestry throw some axes so just i guess don't call our insurance [Music] um so i just wanted to thank um all the folks that have let me come visit and i'll be doing more building visits to start off my time and again having all staff there and the introductions you know very very good we have the administrative staff alfred and then that kind of schools credit unions was jennifer and julian and the district office folks that the lion's share of pulling everything again

and finally a special thank you to lillian [Applause] she does way more for me than you know should ever be expected but i mean she keeps me out of trouble [Music] so i i really really appreciate everything that she's done and you know i'm sure we'll continue to do the health industry so i just want to give a special thanks to lillian uh board's request let's get some cupcakes and go home okay is that a good request
