001call meeting yours by my computer and the first thing we'll do is pledge allegiance i would be honored ready to begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you oh and i do have a request for we'll go attendance to number two the request for agenda modifications christopher well thank you um i wanted to add a discussion of our 100 year anniversary to um i guess it would be action items now i just want to talk with the board about some friendly discussion items we might need a it's just some approval for me to do something okay so we'll put it up here probably under reports okay all right introduction
002of the acquainted board member christopher mcmourn christopher mcmorran welcome to the board family wellness school district 17 day [Music] all right student government report um public comments [Music] i have this one okay let's start out with the green card [Music] okay i'd like to reiterate that our collective goal is to keep everyone safe and in school i mean none of us wants you to school again right evidence suggests the best way to ensure the safety of students teachers and staff and to keep schools open is to use layers of protection that ramp up when cases are higher and rent back down when cases decrease collective efforts are necessary and pheloman has always had an excellent sense of community i've never lived anywhere else where everyone from high school students to retirees shows up at something
003like turkey bank i believe that creating a layered approach to children protection in which each family knows their role in the overall collective effort to keep everyone safe that we can manage the academic year in a way that protects the most vulnerable without requiring excessive sacrifice here's what we know about kobe so far it's an airborne virus and clean air and masks are essential to suffering spreading while vaccination generally prevents hospitalization and deaths it does not prevent someone from getting filled with investments and about five to ten percent of people who've had any coping infection including mild ones with very very vital symptoms end up with lingering symptoms or long periods and some people end up severely disabled by long covering and are unable to work around school covenant has also been implicated in later
004heart attacks strokes brain damage and immune system marriage so reducing the spread of covenant will reduce the impact it has on our community protecting kids and their families from illness hospitalization disability and debt is an important piece of protecting students mental health high quality masks like these especially when everyone uses one can limit proven infections a recent study from massachusetts massachusetts calculated that school districts which kept a mass requirement after the statewide requirement was lifted last february had 45 fewer cases of closing per thousand students over three months that's a lot of lost learning time and disruptions for teachers who have to help kids catch up high quality air filtration hepa or nerve protein filters and ventilation reduce coping infections and also those from other viruses the us public broadly supports proven protections especially in
005schools several recent polls indicate broad support for things like mass use even with with even more support for masking in schools nursing homes and hospitals i realize there's a local contingent of anti-mass folks who are very loud but plenty of us support you this reward in making decisions to keep students teachers and staff safe which in turn helps keep the community safer the cdc has decided they are no longer mandating covenant policies instead hunting responsibility to the states the oregon health authority in turn has decided to leave things up to individual counties and school districts for now while cases are low-ish in benton county i would encourage you the school board to prioritize adding measures to provide cleaner air and to make sure everyone understands that they come back after five days rule is if
006you no longer have symptoms and if you wear a mask for the next several days it's not come back after five days and cough all over everybody and i'm not sure that everyone understands that additionally i encourage you to decide what metrics you will use to determine when to add additional layers of protection like masks eating lunch outside limiting spectators of indoor extracurricular activities whatever as we're learning from the airline industry staff illnesses can cause major disruptions so what will your mentor be to add layers of protection is it going to be based on oha's case counts for benton county or will it be something more local like when 10 of staff and students are out sick or 40 of staff and students are outside or whatever i think there will come a time this
007year when we need to think about adding additional layers of protection and it would be great if we knew upfront what that metric was going to be living with copen does not have to mean multiple infections per year for everyone it can mean instead being smart about the layers of protection we deploy making them match the current level of risk which makes the school environment and our community safer and more inclusive for everyone none of us want to go back to zoom school and i fully support any efforts you deploy to help safely keep kids teachers and staff in schools thank you we received another public comment by email this afternoon and i will read it it's from shelly kratz it's a i am a parent an eight-year-old child the whole school district has some
008great heavy concerns about what is being taught for my child and what he and other children are being exposed to in our schools i am concerned about the books that he and other young students have access to [Music] have access to our school libraries books such as flamer a book not only explicit in content but it is also has pornographic pictures as well none of which are appropriate at the middle school level attached to the picture from the book do you really feel this is okay for 12 13 year old children to see and read why are we allowing things like this why are we subjecting our kids to porn what is the district's policy on the book approval process for each school are parents involved and notified when books of this nature are brought
009in is there a word that approves these books and who is on these boards who is giving grants for these materials our parents be involved in this process and if not how can we get parents involved because ultimately we as parents have a right to know what our children are being exposed to regardless of whether they are in kindergarten or senior in high school parents in this district are tired of being shut out of our kids education and not having any say in what is okay and what's not okay for our children exposed to we can't unteach these things once they are taught and by forcing this inappropriate information on our kids you are directly responsible for taking that innocence from them thank you for taking the time to read my email and to present
010it to the board are presented at the board meeting on august 18 2022 kind regards so [Music] i was going to say that as far as the the covet information we've got a covet update i see that that we've got on the agenda and um as far as the book we had a similar email come to our new library media specialist that she and i have put together a response to with regard to how our material is chosen who selects them what's the resource those kinds of things and so am happy to be able to provide the same information both to this parent in the email as well as making a report available for the broader whole to see with regard to our library submissions so that uh people can know how that works all
011right so i'm happy to take care of that so you're going to directly respond to this i will directly respond to that email and um will also be able to come back in our at our september meeting with the same information to make more public the information for folks to forward and for others to be able to know our choices and things like that okay [Music] a copy of this email okay i'll just read this public comment and the deal here that we have on our list uh just to indicate your desire to comment please arrive before the meeting begins and complete a request card which is the green cards that are over there um please give the completed card to the board secretary who is little in uh prior to the start of the
012meeting for virtual sharing please contact lillian edmond lillian.edmonds.k12.org.us by 3 p.m the day of the meeting to schedule comment please include your name address phone number and a topic for public comment so that's what that is with the public comment if somebody wants to comment you know with a public comment they can either do it in person with a green card or uh by email but it's got to be done by three o'clock the day of the meeting so everybody knows that so i submitted one and it didn't get ready what's that i submitted one and i didn't [Music] um did you just send it to lillian or susan and lillian yes absolutely okay so i apologize [Music] an error on the website [Music] but do you [Music] or you can forward it to the
013correct email address and you can still read it and it was more specific about the comment the actual text in books and the visual pictures that are in the books like that's it's an actual book in the junior high library right now or does it speak it's not a hypothetical like where are you allowing certain types of books and this is an actual book and this is just this one that's referred to here yes yeah oh it's saying the same actions okay sarah can i provide the same can i response add you to the to the response about that particular book yeah i mean i if i i would if you are able to still forward it to the lead and that will you can still share it with us i would appreciate that you're
014welcome to share now if you would like to since we're here at the board meeting okay do you want me to read it yeah you can or you can forward it to me and i'll i'll read it whichever way you want to do it and thank you for your understanding on the title yeah we're gonna fix that for next time i quite genuinely taken something to someone's desk faster than the email that i said um i don't know how old this gal is [Music] okay we'll go ahead and read the one that i just got from sarah i will tell you that we are streaming and so we can't guarantee who is in that crowd so we'll read it and we'll continue that's this um from sarah mars uh some of us parents have concern
015over the process of bringing in books to the former school libraries the fact that the book titled flamer is available to check out at our middle school library is very disturbing and makes some of us wonder what other disturbing books are readily available this book is particular and sexual explicit and pornographic and should in no way be allowed for minors to check out at his school library a couple of quotes we reached busting a load let's see oh we're each busting a load into this bottle if you don't come you have to you have to drink it or in quotations that was the end of the quote or i started watching my dad's porn a lot when naked not to mention the extremely explicit illustrations that go along with this book if this makes you
016feel uncomfortable to read or even listen to then it clearly does not belong in the hands of a child i'm certain that most parents are unaware of this how is this material chosen for the libraries is it sent from the state chosen locally if the district is responsible for the materials in the library are there policies in place to determine what is appropriate slash inappropriate by age for example where does the funding for the library materials come from thanks for your time sarah marks and that's the the same general idea as the other email that i had received that actually our library meeting person i responded to today okay so i'll add the same information which is the house and did you guys understand the level of frustration as a parent that if i was
017to send those pictures directly to you that i could be arrested for porn oh yeah because you're having them available for our children to read and it's not just my child it's a neighborhood child that reads it and then is telling my eight-year-old well it's it's not much of an excuse but i did not know that that was right there's more that's just the one that we but we've got a list of hundreds of books that four of us moms have to go through and review these books not just take somebody's word for it this is like a big deal like our children are so over sexualized in society and we send them to school to learn reading and math and social studies not how to alternatives to regular sex these are children again okay
018and i understand your frustration i'm not i'm not going to you know uh downplaying that a bit but we've got it on here we've got the emails and believe me we will do our due diligence and on our end of things because i don't think there's any one of the five of us up here that would like to see that type of material in the libraries that i've seen quoted here i know personally i don't but i can't speak for the other four but i'm assuming that they wouldn't well i think i probably do have different opinions on what is appropriate and what isn't appropriate and whether or not it's really sorry i think this is actually not a place where we have a discussion yeah that's that's where i'm supposed to say i'm just
019saying i do not want to start down the road where we start banning books in our studies yeah but okay um it's been noted and i've already got it set up to request for um i'll respond to the emails but then it's also a september meeting topic okay uh association reports nothing then you won't have osca they decided to abdicate until okay september all right well that leaves it to the super tenant report um and my goal is to make these available in the work packet ahead of time so that they can be read and i'll go ahead and send this and we'll get it posted on the webpage it was really about wanting to be able to take some time to recognize and it's not complete by any stretch of the imagination um individuals
020who have been you know working throughout the summer when there are folks that say school personnel uh get the summers off um we've had some people doing some great work and so i look at the and i i want to apologize if i miss anybody because i'm sure i did the idea of our summer school staff which grace is here to report to us this evening that includes those that work with high school credit recovery with k-enrichment camps in our phs bridge program our summer support staff amber ellis with the youth transition program worked with students all summer um inclusive of spending some time um in a coordinated venture for the um uh the botany program at the high school and so back at noel as a student worked with um amber and some of
021amber students in the youth transition program to be able to make sure the green house was maintained through the course of the summer so it's been a really nice partnership that they've worked through our district office staff has been here through the duration of the summer making sure that there's onboarding of new staff um all the stuff that needs to happen to get ready for the start of a school year they are here our maintenance and custodial staff who have worked diligently to be able to make sure our grounds our schools our everything are all ready to be up and running if you notice around the district office if you've been here lately um there was an overhaul of um and i walked in you walk in and you kind of look at the shrubbery
022and you're going oh that butterfly bush that was there is it made the parking lot viable and visible again and just things like that that um it they do a lot of work in the summertime to keep our schools ready our technology staff the same thing we have our our usual suspects in the technology department we also had uh tyler mode and roman padar as two students that worked this summer in every chromebook that um goes through the hands of students was um all cleaned up and moved i mean in terms of everything was um every machine was touched and and re-imaged and those two took on the lion's share of that work to be able to do that and get them back in school so their hope is greatly appreciated and also our administrative
023staff have done something since coming back the first part of august that is that it's just been wonderful to be able to work with this team of people um to be able to make sure that our years are ready to start off with our schools so i wanted to include which christopher wanted to talk about this evening as can be noted in the school logo we are celebrating our 100 years this year and so um we're looking at what can we do to be able to acknowledge the 1922-2022 and be able to make a special time for us uh noting that hundred years um also have some information that we're putting out there because someone here didn't want to do that because some people will say that well the the fall of college had students
024before that yes they did but it wasn't a public school and so being able to make sure that there are those pieces of history available those are some things we're working on as well the in-service the start of the school year was included in your packets and all the board members are invited to the wednesday breakfast in the fallen high auditorium in making plans for our in-service this year we thought very hard about what we wanted to do and typically we'd have everybody together for most of that half day plus half day and following day and what we decided to do because our whole staff has not been together in close to three years um is it's time for everybody to see each other again but we're looking at only going until 9 30 in
025the morning 8 to 9 30 and then we're out so we're putting people back in their schools after that so that we can minimize the number of people who are all in the same place at the same time we thought it would not look good for us to spend a half a day together as the whole district staff and then not be able to face students if there's a coded influx because we all spent time together so the rest of the in-service time for staff will be spent in individual schools and so we will deliver via zoom on thursday to be able to make sure that we're looking out for the needs of everybody but felt it very important for everybody to be able to see each other again and be together um information about
026the center for educational leadership which you've heard about which was a um a decision of the regional superintendents to contract um for the esd to contract with the center for educational leadership in the at the university of washington we have five administrators who participated in that initial training and much of that professional learning is involving visitation in classrooms both in following and our teachers i believe will also visit now c classrooms and lincoln county classrooms they're trying to cluster together groups to be able to have some common framework of understanding in visitations and what we're looking for with goals that are important within a school so i'm looking forward to that as a year-long project the center for high school success training was derailed from its original june schedule and so we will be sending
027our same 21 people um either this friday tomorrow or wednesday of next week to the training the center for high school success will again through the esd will work with us to be able to help look at the metrics that ensure that our students are on track to graduate so we'll look at attendance it will look at credits and things like that we will be able to make sure that we that routinely become a part of our work to be able to do it's primarily freshman that they focus on because of our size we're looking at 8th grade through 12th grade as being the area of focus to be able to have have the middle school know where the high school expectation is and being able to carry it through to all our students so
028um you'll notice that today we are still in this facility for our board meeting and that is because the city permit processing um [Music] we need to we needed to make sure that in order to get that work done that um the move will be delayed until winter break so right now the academy remains in the fall of high school library once we get the permits obtained then we'll begin work on this room and um the lab the computer lab that was over there and making them uh readily available to accommodate the academy and then we'll move future board meetings from there because we stream them we'll move to the same location there was some question about do we move them from school school school and when we're trying to stream everything uh it just
029makes it too difficult so we'll find a single location to be able to make those rooms i have one quick the city permit process um was that our uh tardiness on getting paperwork to them to do that or is that something in the city that they had the paperwork they're just slow getting things back to us or what where's the disconnect here we put them in as soon as we knew that the move was going to happen and it's taken the time to be able to get that coming back the other direction um we have to provide contractors license information when we apply for the permit and as joey and ryan are going to do the work um it was joey's contractor's number that was used and so we have to wait until in hand
030before we begin work oh i understand that yeah i'm just curious because i know we've known that we were going to do that work right for some time and it was submitted as i don't remember what it was submit but as soon as we had the notion of and then it's a question of making sure we get the work done and whenever we have the opportunity to be able to have a formal move take place yeah so i i understand and i can get more specific about the dates if you want me no i i was just curious to where the disconnect was that you know why we're being backed up like that whether it was on our end for being late getting paperwork turned in or on their end of not getting it back
031to us in a timely manner right and i and i'm not as familiar with the the timelines in that and how long it takes like that yeah okay thank you for the question uh school meal program um we've been putting this out in all district and school communications and um thanks to brad for making sure kind people know this it's really wanting to make sure that folks know that the the free meals for all students goes away with the start of the school year and so we're going we're really strongly encouraging individuals to apply for the free and reduced meals there's also in this year an oregon extended income program so there's those who qualify for free and reduced and those who could qualify for the exploring and extended income they're two different pools and
032the oregon extended income will make will allow more students to be eligible for no cost meals and so we're trying to make that encouragement one of the things that we also need to let families know is that there's a true response process so families may get a letter back from free and reduced that says you do not qualify for free and reduced they need to wait for the second letter to come that could say you qualify for the oregon extended income program so rather than receiving that first letter and assuming that um i don't qualify it's the importance of waiting for there is that second letter that's going to come along and so we've got schools that are ready to be helpful in any way they can to be able to process that forward but
033we want to be able to encourage and allow as many students as possible to eat free knowing that a full stomach provides a more activated brain and body and a readiness to be able to learn and so it's been really important to make sure we give this information out to families to encourage as many kids as possible to be able to get in um avid we talked about sending some people to the uh avid training this summer and wanted to talk about one of the wonderful outcomes for some work at fulham high school i went with the group to san diego which was all high school people at the end of july and as a result of that work the work that we started there there is now a team of staff members who have
034been working since we returned in august to be able to ensure that avid strategies are embedded into the structures of freshman success as a class and homeroom activities and so they'll have the freshman success class which is first trimester class plan and ready consistently with the same provision of instructional materials and activities and home room activities will also be planned for the course of a year with support to teachers to be able to do that so i'm really excited about that and i appreciate the work that is being done at the high school to make that a reality um cynthia marthaly our new student services director has some information from um attendance we all took our administrative group to the summer institute the administrator summer institute she will be involved in supporting social emotional learning
035for our students um so the involvement in being able to take a look at a framework and standards that are to be produced by july 1st 2024 and our active involvement or our desire to be a part of that work and that input on behalf of the district student engagement was another area equity is another place where cynthia will be directly involved in taking over the work for the leadership excuse me for our equity group and also referenced the summer english language learner academy which is one of the summer programs will have or has had in grey stands for that a stem project during one of the classes so its connection to lbcc and their work with science technology engineering and math and it's it's been really really good and really well received so those
036were some notes that i included for her the other is our information has been filed and we have a ballot title measure 212-137 for our local option levy and shelly brown our former board member and christopher our current board member have been working hard on making that happen so i'm going to defer to you for a minute if you have anything else to add i don't have a ton um but we are working on that um as as i have said at previous meetings um we're starting to talk now about the formation of a pack um and we're working on getting that all filed and then um we'll start talking about sort of more public outreach and everything so i will follow up with you all after the meeting probably individually um i know we've
037already started talking about a little bit of that um i don't want to make our board meetings to sort of political campaigning in that regard but obviously the levy is crucial to our industry budget so i think that's going to be a big priority for us for the fall um we're on track to have everything um said that the measure is on the ballot our explanatory statement is on they're not the explanatory statements and the voters pamphlet the measures on the ballot and voters pamphlet um the next deadline coming up is i believe september 12th is the deadline um for folks to submit arguments in favor or opposed to the levy um so that's the next thing that we'll do some outreach with um and again just for the folks in the room to reiterate
038the levy um it's just a local operating levy which funds district operations above sort of what we get from the state in our normal application so it funds a lot of things that folks find most valuable about our school district doctor athletics and activities things that keep kids in school our cte programs um it was originally approved in 2013 which are due to 2018 and we have to renew it every five years um so we're just going through the exact same rate we're not raising taxes we're just trying to kind of keep what we've got going going otherwise we'll have to lay off teachers and want to cut programs so we would rather not do that and we're very grateful for our community that's very supportive of education of our students and we're hoping to
039um continue to receive that support on november 8th so i will follow up um with some more details uh my the next item on there is uh from senate bill 13 in 2017 which is now called tribal history shared history and what it what it is about is it directs the oregon department of education what it did in 2017 to create k-12 native american curriculum to be included in oregon public schools and professional development for educators what's already on the department of education's website is these nine essential understandings as areas that are a part of instruction to and with students so those are things that we will continue to look at through this year in terms of where and how pieces and parts fit i put that in there in part because it leads right
040into work that we are doing with the confederated tribe of this lesson needs if you recall in march of 2017 we entered into an agreement with ctsi with the selects indians for a five-year agreement that took a look at some instruction and professional learning for our staff but it also had very much to do with the use of the logo the warrior and the braves most specifically and that was a five-year agreement we're to a point of renewing that five-year agreement so i have talked with i've been in communication with alyssa laine keane and buddy lane from the confederated tribe of the selects and our renewed agreement will go before their council tomorrow for their approval and we will know next week where we're at a part of that approval um is again the approval
041and use of culturally appropriate and respectful mascot name and logo um specifically the high school warriors and the middle school braves um they know that there is a commitment to using well it's the second bullet alterations to the approved mascot renderings may not occur for any reason so we have had in the past some groups that have decided to add to the red range for a t-shirt or something like that and it's been real clear that um we agreed that we wouldn't do that in order to be able to keep those mascots um a mutual engagement and professional learning opportunities for the fallout school district we have our first two-hour session with them scheduled for october 7th and we will look at more dependent upon need and interest as we go um beginning the implementation
042of ode's nine essential understandings originally the tribe had asked us to implement a specific curriculum to students in the 223 school year went back to them and said we're right at the start of the school year and the specific select information is not published yet i mean it's not been posted on their website and so we've got teachers ready to be able to do things in their classroom so we will discuss implement what we are able and talk about how we do that into our future with a look to implement in 2324. that seems to be appropriate because we didn't want to say we're going to do everything that we need to and promise that we're going to upset the apple part for all our teachers right now and be able to make that happen
043and also continuing supporting our racial equity club which also includes our indigenous people so we'll bring this back once we hear from the selects to our board for approval in in our september meeting so that will be another request for september and also the the involvement of eric nieman from our community he has been interested he has been involved he has um provided input from his work with the fellow inclusivity committee and bringing the selects here and has has really been a help in being able to make this a community project and he understands where we are so he even said this brought over today this was to the city thank you to the city the confederated tribes of the celestial indian flag that was gifted to the city um that right now it doesn't
044have a home and so that'll be part of what we look at is where does it live in the city or the district or whatever but very thoughtful of uh from a city perspective to be able to be inclusive in that way so thank would um uh that's something that they they are getting money from um the state that was part of the 2017 agreement to be able to craft the ninth federal tribe specific thank you for the nine federally recognized tribes to be able to create their own so the resource comes from the state and we have access to it for free okay so they are being paid just not by us that's the best you're catching on fast forward all right being done with the tennis report finance director she doesn't check as
045much as i can i'm usually free i submitted in the board packet my financial report i didn't have the standard financial reports because in august being august there's really not much only july expenditures and doesn't just show a true picture of how the district looks at that point um i noted in the report where our estimated ending fundamentals is lower than i would have liked um we've just been really busy the last couple months in our office closing out 21.22 getting ready for the audit in october so i'll have probably everything buttoned up by the end of august and everything to auditors and they will be here in october and finalize their reports again for january in the report was also one resolution to recognize and accept uh grant funding for the oregon department of
046education recruitment and retention grant we are giving 204 almost 75 000 we have our staff with recruitment and retention we're working with the administrators to figure out how to best utilize those funds we have a few ideas we want to share any of those or wait until we finalize problems we'll be looking at the plan again on monday but it's been it started out last spring with a conversation involving administrators and licensed and classified staff to all be able to take a look together about what the possibilities are considerations for use with those funds some of the things that we've already talked about is mentor support for our newer teachers and have been in conversation with len and pea about the the stipending of those individuals apart from a mentor that also includes a look
047at something that we've called school ambassador and so that's really somebody that their role within a school is to be able to take a look at new people not necessarily just to the profession but new people to our district with a simple how are you doing today what do you need let me show you where the construction paper is in the school let me show you where there's another bathroom because you might not know where the other one is down the hallway um let me help you with making some copies um if you really need a b or c let me tell you how you can ask for a b or c um and being able to do that to be able to craft an environment that acknowledges the work the extra work of people
048in those positions but also opens the door for being able to reach out to um both individuals new to the profession and individuals new to our district we have talked about um oh get my head wrapped around that one some professional learning opportunities for staff being able to do some different things throughout the year to be able to be supportive of a culture of belonging that's kind of our big mantra in this year is really being able to support a sense of we're all in this together and um how do we do things that help people feel supported and that everybody belongs so um so we'll know more after monday about where we are with some of those and then it will route back through with the associations as well so the associations know where
049we are because the idea of the money was to be able to support all staff so we look at licensed and classified and this is just a one-year grant yeah it's not going to be anything wrong thanks for the explanation and one last thing i just wanted to acknowledge that we had a donation of labor and time and installation of the irrigation system on the football field that happened a few weeks back so hopefully there will be an enough shape to play i know it's not sure that everybody wants but with that donation um chris martin campus land sleeping maintenance donated all of his labor and time and equipment time and the district purchased materials for it so it's a win-win situation so that's that's great hopefully we can we're hoping that it will help
050save water and time because they have to put out the temporary sprinklers for the ice every time to water the field off and on um [Music] okay and his estimated value their time was about right now i have my second question i guess i have one question and i know i should know this from the budget commission but you're just saying the ending fund is below where you want it to be where you want well we like to have we have the board contingencies which is included in the ending and above that we have a few hundred thousand dollars in the past we've had closer to five hundred thousand four properties uh so it would be nice um copenhagen um just to let you know that the resiliency framework the rss goal because nobody else
051out there can see it [Music] so the whole resiliency framework that we have over the past couple of years from the department of education is now a reference only um and i still have it on speed dial because it's got some good information here um in an excerpt from the august staff letter i wanted to include so you knew what got sent to them um same thing that was addressed earlier this evening while hospitalizations and icu requirements remain lessened following the heisen cove invariants still remain alive and well in our communities so if we face coverings we'll be optional to begin the school year and they but they will continue to be available in each school office at the time i sent that letter then counting was in a high transmission category and as a
052result face coverings are strongly encouraged as we begin the school year continuing to remind and reinforce appropriate hand hygiene uh individuals with symptoms or those testing for cohen must quarantine for five calendar days upon return to school individuals are encouraged um is what it says to wear a mask for an additional five days we're watching that to be able to say is that an encouragement or is that uh you need to quarantine is no longer required based on oha's information um for people within the general population who have been exposed and we also have school coven 19 management plans they're in process right now being updated so you'll see in the management plans they replace the operational blueprint and we're required to have a document for each school or program and we'll submit the plans
053by the august 26 deadline even though they won't be approved by the school board yet we're going to meet the deadline because we didn't want to invite teachers back in july or june to have them go over information we wanted to be able to make sure we were closer and within the school year to have that level of review um the completed plans were shared with our district nurses today once the review is completed by the nurses we're going to have representatives from each school review for their own location and the plans will be submitted and shared with the school board for the face coverings we'll continue to have face coverings available in each office and face coverings encourage during times of high transmission however will not be required for the start of the 2023
054school year we are looking at right now in addition to that um attendance metrics that will say if we've got this percentage of students or staff out what does that mean in terms of what our next step is so we've gotten some recommendations from the benton county health department and what we're doing is taking a look at those in relationship to what we've done with other things does it need to be the same as a big flu outbreak or norovirus or whatever it is or do we need to change some of those protocols so right now we've got all of that in our nurses hands um to be able to look at and we'll get it out to the schools and included in that will be at what point might we um look up that
055have to face coverings or not at what point um will we change look at changing the rules because of attendance in schools and that will be kind of our primary indicators about attendance um we'll always look at covent transmission based on what it means for us when i talked about our desire to get our whole different staff together because we haven't done it in a very long time and we really need to support the notion of belongingness and all being together but we're limiting that amount of time so as we make decisions we will make them with that in mind knowing how we need to continue to move um joey is it has filtering and air filtration consistently um also as a part of the plan that will be out there um the merc filtering
056are what is the recommended right now maximum we didn't have that early on in our earlier plans because of supply and demand and so what we were doing was using lower rated filters by changing them out more often and so now that we're into the place of we have the supply we're following that so these plans when they come back um will really be another opportunity to be able to look at and and make sure that our plans uh pass muster the letter in it was titled um i put that in there no i didn't is still with us and so it was the notion of um we can't forget um even though things have changed a little bit in what we're looking at so um that's where we are right now as far as
057code questions i don't know i have a question as much as a preference is that okay um on the five days after positive tests returning i would very much prefer that his masks are required for five days after return because the transmission is still thank you [Music] jumpstart is going great we um are serving 46 students for jumpstart right now um and champions is also going really well they are just serving first grade or outgoing first graders or athletes kindergartners 21st grade and they're serving 37 students right now um at the elementary school for lip camp we are serving 65 students right now our buses are sending buying students after summer school shopping like lemons come home everything's built we have seven enrichment camps that we are offering um and we have five camps that
058are the run or really run and two of those camps have two different sessions um we are serving 55 students with their elementary school enrichment camps right now and they are loving it for middle school we really wanted to get summer school going but due to low enrollment numbers it was cancelled and we had one student sign up so we could evaluate that at the high school for our june session of credit recovery we served 36 students and for our office session we are currently serving 18 students um we have two enrichment camps going for the high school um and we are certainly 15 students with those and there's going to be a mural delay at the high school which is very fun we have our free lunch program going for all those families and
059then the two summer camps that were not run were dutiful low and lower numbers but since i've been here they are higher now that we have summer school funding yes because before we had a couple of years where summer programming was free and a couple of other years where um it was fee for service and it was it just didn't happen and so the fact that we've now got got funding on to be able to back summer opportunities i think that adds to the involvement i'm just looking at the numbers i think they're great that we're serving this many students that's um we must be doing something right i guess do we have any idea what they seem like pretty healthy numbers at every school and then they're one person in middle school [Music] i'm
060hoping that next year i can my experience part of the part summer school is the teacher's encouraging and sure building it up and talking it up interested as soon as the primary school or the elementary school high school business program said there would be set in stone for the last couple years um and this is the first year i tried it um the middle school on board and so it was just culmination thank you and grace has done a nice job of being able to keep the boat floating you know in terms of um making sure that people have space available and that people get registered and questions getting unscrewed and things like that so um it's been really good cynthia our new student services director came from the elementary school yesterday from registration and
061she said i want to sit and read a book with an adult attached to it and she walked over and she said i want to do that yeah [Music] okay all right [Music] oh yes since i asked for it so um yes and i apologize for just sort of springing this on at the last minute this was something that um miss halliday and jennifer and i talked about um on tuesday so it's a little fresh but um yes it was brought to my attention that this is our 100th year anniversary and um i just got very excited about that and i thought that's a too good of an opportunity for us to pass up um and i think you know as i said earlier about the levy i think you know we're very fortunate to
062live in a community that is very supportive of education of our students i think this could be a great opportunity to kind of thank the community and to build some you know some good connection with the community and do some outreach um so i'm looking to work with the city and to work with some other local partners um and then potentially tap into some of our board budget to do some sort of promotion and sort of community outreach with that um but i want to get your all sort of blessing before i start going out and talking with like the city council or anything like that just so that i you know i know sort of where we're all at um i see you know um so i'm not exactly sure of all the details
063yet but some thoughts that we were having we're um potentially trying to get like some banners up on main street just sort of talk about you know 100 years of columbus schools um do some outreach to you know local organizations and do some some sort of i think specifically we're looking at october as sort of being like this month of sort of 100 years of school celebration because that also coincides with homecoming um and so we can kind of turn it into this celebration um and then potentially talking with the high school and their student government folks about seeing if we can do some sort of community event around homecoming but isn't just for students but it's again kind of thankful for the community um and then jennifer and i were looking at um we
064have um i don't i don't have the exact numbers in front of me a couple thousand dollars um the report is already approved for like printing and mailing and outreach um so then just looking at being able to use that potentially for some of those banners or for some of the community outreach related to the hundred years um and so i guess i just kind of wanted to put that before you all um since i'm not allowed to act on behalf of the district without your blessing um and then just to check in about that money to see if there was anything else anyone had plans for that money for or it would be i'm not gonna spend all of it but um well yes of course i wouldn't want to intrude on that rick
065um but um but uh just because if it is coming up in october i want to get started working on that now i thought the board meeting in september might be a little tight to get things turned around so i'm not sure exactly how formal we need to be in terms of um i don't have like quotes or anything yet for the costs but i guess um since jennifer was saying that since the board has already approved that money for outreach and publicity and printing and stuff um it's not something we need to like specifically approve i just kind of wanted to get your blessing before i and i'll keep you all in the living room one thing you know you just kind of stated something right there and you mentioned the local option levy
066yeah at the same time right that's 100 year celebration type thing right here so using school funds right now that's where you got to get really really careful yes we cannot use any school funds for the local auction levies so you need to throw that local option levy away yeah this particular instance yes to to keep it completely away from uh any looks of impropriety absolutely and i want to be very transparent with what we're doing that you know there's not any gray area that you know people could come back and say well they use school funds for the local option levy you know to help promote it yeah i don't want anything like that as a board chair to come up so be very very careful yes yeah well let me just be very
067careful in how you promote that and no mention whatsoever other groups want to for example the city council or a class club or a rotary or whatever that so that's them but yeah but the district can't put any money towards anything that has anything to do with [Music] there's no gray area right so i appreciate that and we will be very there will be a clear line there okay um we want to be clear this is just sort of celebrating the schools and thanking the community and then off the clock i'll be doing some other work okay all right i mean i'm going to go get one of those constraints okay well thank you guys more power to you okay okay yeah i agree but i i feel like we probably make is a good
068good bet that it was and there were great i mean things like checkpoints at the high school because they do banners for sports and athletics all the time so you know all the time but i just thought maybe a local person right another degree so yeah i i can let you all know when i hear back [Music] but as long as there's no objections to me starting to reach out to folks that's what i was hoping to appear all right well thank you so much all right moving along we are going to go into the superintendent contract so i would be willing to uh hear a motion that hopefully be approved i would move that they approve the superintendent's contract as i think the the fixes were made yes they were the fact that i
069wanted no vacation years by i move that we accept this contract dated july 1 2022 through june 30 2025 correct i did have one question wait we have to sign the motion right i'll second that okay um it's been moved and now we'll open it up for discussion um okay um oh i just wanted just some clarification on that as an exception to begin 2022 2023 the superintendent may carry over an additional five days vacation to be used in august 2022 i've got some changes highlighted that i'll go through from the last contract right here um the salary there's no cola for her request there will be in in the 23 24 24 25 years and there's a typo number two salary william the second paragraph uh it says at the end of the beginning
070of the second sentence there were at the end of the first one here contract shall be increased on july 1 by a uh the evaluation the evaluation of superintendent by the board shall be in writing and will become a permanent attachment to the superintendent's personnel file i don't believe that we've done that haven't we to put it in writing this year forgive me in minutes it um yeah all right well i just want to make sure that we're doing what we're supposed to be doing by contract yep okay um then the vacation um the same except for we did put in an exception to begin 2223 the superintendent may carry over up to an additional five days of unused vacation to be used in august of 2022 which she's going to use by the end
071of this month okay i just wanted to make sure that was in our discussion because she had some extra left over but she planned on using it before the end of the month you know we come to an agreement on that um i don't know if this is new this year or not that no cause termination this is a separate item yes yeah it's been kind of yeah termination which is an ors 332.505 um a new law that they passed that you know because superintendents were being fired for no cause and causing a lot of grief everywhere so uh the state decided they need to get involved to make law so they did so here we are we put it in the contract it's number 19 b no cost termination the language is in there
072everybody can read it so that's the only changes i think i don't know if you have any more but those are the ones that i wanted to highlight so that we knew the difference from last year to this year oh utilizing support oh yeah i missed that one uh number eight professional growth of the superintendent we put in there this year uh number b is utilizing support of a mentor to support individual learning and growth abc it was you know when i went in there the first time the format or the change formatting was holding and so everything said um june 30th length length length five so i did a good job of making those 2025 um but then when i looked at it and if christopher had pointed out to me it said the
073superintendent will be awarded zero zero vacation games [Music] okay so it's been moved second discussion is there any more discussion okay all those in favor all right all right all those opposed matt uh motion pass that's five zero [Music] moving along here the addition of the native land acknowledgement yeah and since i put that in the agenda there's a couple of changes for me um that have been uh primarily through conversations with the confederate foreign so i put in the general part of it a number of school districts have adopted native land acknowledgement statements and such an acknowledgement and the links which will be in the hyperlink takes you to the definition or where i found the acknowledgement part of it um that they say used by native peoples and non-natives to recognize indigenous peoples
074who are considered the original stewards of the land on which we now live in the superintendent's account equity academy that i was a part of this last year we started our sessions with a reading of a native land acknowledgment there are a number of boards across the state of oregon that are reading a native land acknowledgement at the start of every meeting at the english startup every board meeting and so with those kinds of the knowledge of that that was kind of my um my direction of being able to take a look at that and it was buddy lane from the confederated privately celeste that he said if i can throw in my opinion which was like please prove in your opinion um he said we really prefer that people don't approve a native land
075acknowledgement unless it has meaning every time you use it and so he said if it's something that you read or looks to read before every board meeting does it become a statement like a notebook on the shelf that nobody looks at and if that's what happens then it does you a disservice and it does us a disservice which i thought wow that was pretty darn impressive for him to be able to raise that and so whereas my original request was really about um consideration of a native land acknowledgment before our board meetings what i really like to consider or i mean the discussion can happen is being able to approve a statement that can be available and utilized as appropriate and i put things like around indigenous people's day or native american heritage day or
076some of those specific spots where we can use it with the meaning and intent rather than just getting lost in a piece of paper that we read so i put in the example from the superintendent's equity academy that was used for us there this i would need to get i would like to get approval from the selects before we approve it to make sure that it has muster there because in this one um i'll just read the whole thing every community owes its existence and vitality to generations from around the world who contributed their hopes dreams and energy to making the history that led to this moment some were brought here against their will some were drawn to leave their distant homes in hope of a better life and some have lived on this land
077for more generations than can be counted truth and reconciliation are critical to building mutual respect and connection across all barriers of heritage and difference we begin this effort to acknowledge what has been buried by honoring the truth we we are gathering on ancestral and occupied lands of the confederated tribes of the indians as well as the chinook classic confederated tribes of the grand home and more who may call this place home we pay respects to their elders past and present past present and future please take a moment to consider the many legacies of violence displacement migration and settlement that bring us together here today um the lincoln county example which the benton county or excuse me which the celeste indians have suggested be looked at um has a different flavor of it and i left
078it specific this is very specific to the confederated tribes of the silence the selects is who we go to for our agreements and our information but the other thing is being looked at especially in light of the professional development that they are providing for us is what other tribes fall within our boundary um that could be acknowledged in any kind of state so um i put both of those out there i don't know that there needs to be and i wanted the discussion but as far as the approval of something like that um there are some pieces of what we decide that i would like to make sure meet with the agreement of the choice so well it has to meet with the agreement yes absolutely there were some pretty tense times earlier you know
079between uh the district and the tribe and it'd be nice if we could keep it going in the direction it's going down i was really pleased with um i've been really pleased with the conversations that i've had with them um their willingness to work with us and support us their appreciation of us as a district one of the things they said was sloth was the first one to respond to all the districts that we put contracts back out to um and so it was like sweet um we did that and some of that i have to say was in large part to um the prompting from glenn cerny and alex eldridge to be able to make sure that we were jumping on it as fast as we could so um appreciate that a lot i'll
080just say i i also appreciate you know i love the swords and i'm about to have such a good relationship with them um just working with the city actual cities and then working with the grand ronde more because i think the city specifically is actually on more of their ancestral lands or is the rest of the you know west of here that district is more in this level so i think it definitely is important to start working with them a little more too so yeah and then you mentioned a few uh times that you would like to have the statement right i think any time we do a groundbreaking or something like that would be an appropriate time to do it as well like a dedication ceremony perhaps during 100 years celebration at some point
081but i i do like what you said earlier if we do it like before every board meeting it just kind of becomes you know not as important as it should be well that was i really appreciated buddy being able to say um it doesn't it really doesn't disservice to us and to you because it doesn't mean anything it's just something that's on a piece of paper that gets read um that i'm not trying to say that but i think it would be nice if we had something that this was like printed you know i don't want it to just be something on the shelf but i just think you know it's great to read it at special events but just some you know when you walk into the district office you walk into the high
082school library or something if you start meeting [Music] and be able to select what you use and how we want to move forward so thank you thank you uh the llc co-op agreement just money-wise um how is this working like as far as we don't like have people play right now do we but like does lc and then how does that work yeah yeah i don't think it's a negative on us and i don't think that i mean it's up to lc whether they have a pay-to-play thing but that's their district but right with the kids coming in here we're not going to charge them okay you know to come in here and i'll see where their parents are responsible for the transportation i just want to make sure that we're not charging that i'll
083see he's not charging them to come here [Music] yeah i just have a question on the wording and i'm not a person that has a lot of history with that but um the agreements for boys and girls soccer and then it says swimming should i say boys and girls swimming also because the baseball is specifically to the boys in a softball is to the group so i mean should we put boys and girls swimming as well as boys and girls soccer you wondering however we want to do it but i just want to keep it the same because you know the boys and girls participate in soccer and swimming and if it lists them separately for soccer it should list them separately for swimming i wouldn't think so so you want to mend the motions
084[Music] yeah we'll just leave it the way it is probably best to make it um more let's err on the side of specificity i mean because boys any any student could participate on any of those teams related to soccer swimming baseball [Music] excuse me um all right so the motion is amended to include boys and girls in front of swimming all those in favor motion passes 5-0 okay [Music] the consent agenda [Music] uh school board updates and information the board retreat planning okay i guess we'll get into this by when do the it just says it was planted in august doesn't say when we have to do it so before it's your last meeting you mentioned you wanted to push it out so after you have elected your yeah your and so then you had
085suggested when you get to september there's no set time when you have to do it okay you just if you want to have one then [Music] all right we got to figure out a day we want to do it and where we want to do it at and then what we want to put on the agenda so there's three things that we need to do right here so i guess the first thing is people need to look at their calendars and see what a good time would be to do it and preferably not on a weekend right and do we want to do it now the september board meeting we're still going third third thursday right right the 15th so we want before or after doesn't matter um those are making a difference huh i
086said i would like to shoot them later okay so some of the things we discussed and set up or kind of roll out throughout the whole year i'm booked till the 7th but from the 8th on pretty clear okay uh is everybody good on 8th the 2nd thursday okay you can okay aaron yes okay and so yeah okay lillian we'll do it on the 8th from 6 until 9. okay now we have to pick a place and no it cannot be in vegas it has to be inside the district boundaries so why would you go to las vegas well [Music] the building down there previous years um trying to think where else we'd have besides on district property i think that was the only time that we district property was down here that nice facility
087in the city park we got it in there one time does that have to be reserved years ago we still have a board meeting out there once a year we took our administrators on a school bus out there last week that was coming i mean obviously leaving the city but i mean we haven't been out there for years right right so i mean it might be a nice thing to show the blog community that hey we we still acknowledge that they're out there and go out there and watch it and have a board retreat no i don't know is that okay and do we i guess do we know like if there's no events planned i would say yeah but alternatively we'll set it up for the eighth from six to nine at the block
088of school see if there is no pending you know that they don't have something that's already there okay that takes care of that uh osba annual conference november 11th through 13th 2022 uh i'm assuming it's gonna be held in portland again it is held in portland and they they don't have registration open yet i just put it on there to make you aware of it because it does come open it's kind of important to get reservations made by the way yeah because the rooms fill up fast they have rooms in the hotel right there where everything is it makes it very convenient to just pop up to your room and back down if you need to and they have some down on the waterfront which is a lot more inconvenient but if you get registered
089early then you can get in the main hotel there where everything is at so and you can go to the osba site when they start when they do put it up to see what sessions there's going to be and so yeah um i think for the most part every year that i was on the board before the breakout sessions that they have but you can communicate with and and tie together uh very very informative and helpful in fact that's where um the electronic board deal came from was one of their sessions up there that uh eduport will have and you know um believe it or not i was one that brought it back to the board and suggested we do that as technology challenged as i am but actually it's been to me it's been
090very very good because we don't have to come with a stack of papers like this a lot of times a lot easier for the board secretary to do things and change things than it is to print everything out so there's a lot of good information through that annual conference and i don't know how often you guys have been up there well once and then there was code yeah well then code came in and you know they didn't have it but yeah the summer conference was excellent so i think i'm looking forward to that [Music] summer they offered yeah okay okay if you can go like representing it's just it's good to really be able to interact with people yeah it's usually a thursday friday saturday i don't know what the dates on the 11th to
09113th but i think it's usually a thursday friday saturday night conference is friday saturday and sunday morning and then the prequel is thursday yeah well and for board secretaries and stuff i think is on thursday you know 11 through 13 is friday through something oh friday through saturday okay christopher one thing i'll say if they do the virtual option the same way they did for the summer in later because unfortunately [Music] karen well sort of um i mean one of the things we talked about in our board retreat was um a goal for equity and one of the things we talked about how we would measure equity by doing some professional training for the board members themselves so that we know of which we speak um and there is an opportunity if you have it
092up there for virtual conferences for board members specifically for school board [Music] hey yeah the fire is not in here but i do see that on our agenda that's in here it talks about that it's next thursday august 25th virtual 1101 pacific time and then there's a better rating we all sign up right and i was i meant to look today but didn't have the opportunity to see if there was still space available because it's happening quickly and the other question i was going to ask is there another session if there's not i you know i only got that session emailed to me in that emails it could have more of an issue yeah and i just figured i'd reach out now and i just didn't get the opportunity to do that today i apologize
093okay um so what do we i don't know that it needs an action well no we don't need to actually just so i guess my suggestion my recommendation is that if you were interested please contact lillian about getting registered and signed up and well okay my question then would be you know aaron uh has all the stuff from some report conference is it possible that somebody registers for this and gets the information to bring it back to us because at 175 piece they could save you know sure and i you know don't know the answer as far as like can we all walk in those one person um and you know i'm happy to go out of tent i also don't want to okay i don't want to mess anything up trying to reiterate it
094back to you guys no no but i'm just saying that at 175 a person but it does have a star underneath that ask about our special group registration for five or more from the same district um double checking do you have a professional development budget for board members and this is one of the things that's coming up in the legislature potentially practice that uh professional development will be required before yeah so you know i'm not opposed to doing it i'm just saying that that's yeah right if there's a way that we could save a little bit of money and it would be we could well we can have a party [Music] equity-minded leadership for k-12 school board members offered by a group called connect k-i-n-e-c-t education so what is it what does that mean is
095talking about education making sure that every kid has what they need and from a school board perspective making sure that we're making policies and uh setting up our districts so that we can ensure that every kid gets what they need trying to explain what it is trying to avoid the kids with crash trying to get you know hopefully education for every student as appropriate for them because right now i didn't tell you because i haven't looked up i'll be right home so um anyhow let's go back to the board retreat plan because i kind of got the cart before the horse on what we want to discuss and what we want to do at the board retreat so i'll open that up to suggestions so i would definitely like to add a discussion about having
096a student representation i believe we also need to uh since we have a new board member look at our uh committees that we've signed up for and determine if any of that needs to change yeah so that would be like the board layers on and all that kind of stuff okay minimally we need to cover what antoine was doing yeah yes please tell them possibly we might want to switch outside so that's two things we should review our goals which i said we should review our goals [Music] on that um and then circling back to some of the things we learned at the summer school conference is talking about engagement with um one of the things that really struck with me is that we are actually communicating with parents we're not engaging with parents we
097tell things after the fact this is what happens not this is what is going to happen i think we need to talk about how we will shift things to a more uh proactive well since i've heard a lot of this side of the table um and i don't know if we want to talk about any of the local options i mean yeah i think i mean because we can do that right and that might be a good place to right kind of bring it in throw it out there you know how things are progressive what we can help with yeah yeah that's a good sort of deadline for me to have some firm materials well i don't know if i don't know if this if we could do much with this in that meeting but
098we could look at maybe brainstorming for long-term facilities in some way of terms of you know because we we've had this discussion before the idea of trying to build up a fund for long-term you know support of our facilities maintenance to address our sustainability but only once before right of course yeah so um anything else there's six topics that it can easily cover three hours yeah i think it can go three hours pretty easy and and what i would ask is if you've got something that pertains to these bring it to the meeting prepared so that we're not kind of sitting there needing to do the video it make it a lot more efficient and uh basically make the board look better if we come prepared rather of course you know just i mean sure
099somebody's gonna have preparation and come with stuff and then somebody else is going to have questions which is going to happen but if if we all can be prepared with things that relate to these topics then maybe a lot of them will be covered when we first get there and everything goes smoother and quicker so that would be my suggestion for this one right that's up here at the top that's under the store for me because i need to do that as well with everybody else okay um so yeah since we went back and covered that we did some professional learning um i do have a question it's kind of an add-on to the thing here budget committee members since we lost a budget committee member now i know that we have a alternate well
100didn't my term technically expired yeah i didn't realize that i thought that you were on there and we were gonna yeah i had to fail for it i just went back and checked a little bit ago because i think and that will be done through the budget committee process so we don't need to worry about it here so we can scratch that um okay on to the meeting closure any important things i would like to thank our guests for coming out tonight i think as karen said we need to do more to engage parents so i appreciate you being here and i look forward to chatting with you more we're going to be here all right i would also please you know reach out to us outside on our emails and stuff i mean it's
