we gonna go ahead and are you ready Terry okay we're gonna go ahead and um P the meeting to order I'm gonna ask um to start with introductions start with the inner horseshoe first and then go on back side so Mary I'm Mary Kane senior legal council Eddie W board Committee Member I'm Michelle the pass board Committee Member Julia Edwards uh board member and committee chair large contract to General counil iotal Manager carad executive assistant Patty do you want to go ahead oh hi uh Patty Sullivan board member my name is I Katie Cleveland [Music] par John with person Soul same group korto Roosevelt Ian RoR roselt student andary property Communications Department great thanks everyone for joining us today appreciate everybody here um in terms of the agenda we're going to start with um public
comment and at a certain point um director green is going to join us virtually he um has ask us to consider agenda item number three so um he he's going to just share um a little bit about what he um is proposing and why so that um car would you like to call those who have signed up for public comment yes Smith play and um you have um two minutes and please state your name when you start you have anything you want to give to us um this longer feel free to subit my name is Smith l l Ai and I she anounced my kids have attended Scott Ros Heights M none of which have foundations almost two years ago I participated in a PPS Le Roundtable discussion about school-based fundraising where members of schools
without foundations discussed many reasons for reforming the foundation policy that night we talked about the nature of individual School based fundraising how we had seen within our own School schools that it can exclude families and undermine a sense of community insured purpose across the district many of us felt that there was a lack of Greater understanding in the PPS Community about the vast disparity in school experience the woman who sat beside me at the round table Jam rashed who is a Roosevelt parent later provided testimony at a policy committee meeting and said there was no dignity in being handed a small cut of weal schools funds the current policy helps to perpetuate a broad connected system of inequity including partial enrollment balancing school closures and teacher and principal retention this system constructs walls preventing immigration
in our neighborhoods and schools I'm talking about policy and practices that draw red lines in our city today it's necessary to rewrite policy that currently segregates our communities and feeds the good versus bad schools near according to the Lincoln high school newspapers editors reforming the policy is an opportunity to see that whether our school lies in the east west north our s we are connected by our shared experience of this beautiful city it will be a shared acknowledgement that the things that make the city good for one of us makes it good for all of us so as a member of the original Community Round Table called together to advise on the current policy I hope that you will move forward with option number two prepared by PPS staff we need a new start with
new Tools tinkering around with old tools that Design This flawed system does not lend space to new voices or better Solutions thank you for time thank you and I should just clarify both of the options I built based on the framework and the options that had been shared previously just I don't know if I should this I just printed this is some of the data I refer to in my testimon it actually was sent to you an email before the last date so good afternoon my name is Beth cavanos c n a u g she her pronouns I have students at Hosford in Cleveland and I'm an organizing member of the reform PPS funding group when I first gave public comment to this committee three and a half years ago the foundation fundraising policy had
been sitting at the bottom of committee agendas for a year already as future work every time this reform is delayed we must educate a new committee and new community members on the facts once again we're at a point where if the community if the committee chooses to do nothing a policy that the PPS Community finds problematic will continue for another year I ask you to please set a timeline tonight that allows the full board to make meaningful change to this policy within the school year forward momentum has often stalled because of concerns about losing fundraising dollars but in real reality we don't know how much a districtwide foundation would raise in PPS we do know that the only other local districts that raise funds for FTE do it through a districtwide model and they consistently
raise more dollars per student than PBS's model does as you can see in the document I've provided tiger 12ton in Lake iGo raise far more money per student than PPS delaying change to a districtwide model could just as easily be holding PPS back from Raising more money but more importantly it delays the much needed unification of our communities to build advocacy for funding schools with public dollars something that would be much more impactful and sustainable from a resource perspective we're not that far away today's meeting materials offers two options for reforming the current policy option one is overly complicated costly and difficult to implement by offering District funds only to schools that don't fund raise for staff themselves parents who care deeply about and are skilled in raising funds for public schools are de incentivized
to raise money this option also maintains the division between schools that are able or not not able to fund raise for staff positions option two on the other hand encourages School communities to work together to raise funds for staff as one United District through fundraising transparency and advocacy with a few clarifications we support this option and and ask that you move forward with it finalizing language to refer to the full board in your next meeting thank you ay dber hello committee my name is iy dver Dei b r t I didn't know foundations existed until a few weeks ago and as someone who talks at length about the things that make me angry I have learned most of my friends weren't aware of their existence either this is because our schools have never had foundations
without knowing about this system we haven't had the opportunity to tell you how we feel about it I'm here now to be a voice for my Roosevelt Community I grew up in nor I attend assessor Chavez and now Roosevelt and it isn't a secret to students that majority low-income in POC schools like mine have worst educational outcomes a disparity that is further exacerbated in Portland by the presence of Foundations I want to be clear all public schools are underfunded foundations are a stop Gap measure but not for the vast majority of PPS schools which means the money foundations raise creates a significant difference between their schools educational outcomes and ours my tools fundraisers are limited it just isn't possible for our families to give much and my peers feel this difference when Lincoln beats Us
in sports speech or any other competition we joke well they have a grand piano in they by which we mean we are on the same level we never stood a chance so when we hear about swim practice held at the private mat club or Prat is Proctor in the Tiffany Center it SWS resentment from our community's theirs Roosevelt has always taken pride in being the underdog but it is tiring to consistently have less to exist under a policy that treats us like we aren't as Worthy this isn't up to me it's up to you moving away from school-based foundations toward a districtwide foundation will advance racial equity and unify our district Foundation reform would send a message to students on the North side we matter to we matter just as much thank you thank you
pan mmes my name is Megan RIS and as I said I'm a parent at Laural Hurst um and I want to thank you for your ongoing work on Foundation re for today I wanted to address policy option two as it best embodies the goal of the unified PPS Community working together on behalf of all students it's also the solution that has broad support across the district as evidence of that support in May 2021 we submitted a letter to director Rita Moore and the board signed by PTA PTO leadership across the district in favor of foundation reform following the McDaniel Roosevelt Round Round Table in June of 2022 the district summarized the feedback as there is a strong interest in shifting to a districtwide fundraising effort particularly for Staffing and other essential services that should be
provided through publicly funded education at the community work session on foundations led by director Holland in early 2023 there were many calls for moving to a districtwide foundation our reform groups change.org petition has over 500 local signatures calling for a change to the way fundraising for staff is done and similarly an open letter from our group in 2023 asking PPS to move to a districtwide foundation was signed by over 550 parents caregivers students and community members from 75 different schools Oscar ponter saying his name right his January 2023 article in the Franklin Post summarized it this way despite their opposing viewpoints all sides agree the foundation shouldn't need to exist in order for students to receive the resources they serve the Lincoln card times editorial board STV 2020 April 2023 imagine the good that could
be done if the banner doesn't just fly over the common room's common room of Lincoln but the whole of PPS switching to a general fund to change the way we see our place in the district a smaller representative to a collection of school communities since 2018 the cbrc has called for the district to change the way it allows fundraising for staff and we are grateful to see that there is obvious support from this policy committee to move forward with reform what we've heard time and time again loud and clear is support for a districtwide foundation most importantly from those at schools without the means to raise significant amounts of money but also for many at schools with foundations like mine this is where we can come together move forward with courage and hope and unite
the district under a single shared purpose and effort with a districtwide foundation we see this as a win for the promise of public education for all thank you sork uh for take off our meeting take care of two housekeeping things before we dive into um the first topic one um item three 3B which is a school initiation and school closure policy um I have had an issue with Version Control the drafts and I didn't have a chance to look at um the new versions so I'm just going to wait till the next meeting I think we're gonna have a pretty full meeting anyway um so I appreciate you getting your comments in that's on me I justand guys into it and then the second issue is I just want to note that I'm um can
just cross off the policies and public comment period um while this committee did um recommend and then we had our first reading at the ethics and conf interest policy um at the last board meeting we had some added language that is not um necessarily um significant or material but it is a change and so instead of approving it the last board meeting we decided to pull it over so that if anybody had comments on the new added language I say it's relatively minor just align with State Statute um but if if there's no comment received um ran if we could get this on this for second reading on the next available board meeting that would be great um obviously if we have some if we have substantive comments um that would make us want to
change it or reconsider it we pull it back otherwise we on 20 okay great okay so just those two um so the topic um that is first up and I want to make sure that we get to all three of the items today so I'm going to just think how we I'm gonna say um direct director green that's about 10 minutes and then we'll have 30 minutes for the other two topics and um sorry backwards but I want everybody to know kind of what what to expect here for the um diploma requirements um changes that we have some recommendations from staff um what director Wong and I discuss since he's the chair of the Student Success committee is we're going to hear about the changes today and what's being proposed gather any sort of questions
and that probably this community and just out okay is there further direction for staff on which goes to which committee when it's a policy um what I what we talked about suggesting is that Michelle and I join um their committee meeting that day um I mean for other topics so no this is probably like a rare topic um in the past we didn't have usud I we haven't had one since 2018 it's fine okay yeah I would say like policy should just generally go the policy committee because it's the policy committee um this has it's a topic that um there's interest in some other things besides just the changes that were made and those are probably better be discussed sense um we're and we're also going to just try to Avid duplication so not have
successive um processes so we may get invited for future when are those meetings we thought like today at least we get out on table like what what substan is being proposed what questions do we have okay so um I haven't checked okay yes they are thank you don't usually respond to so I'm going to spend just a few minutes framing up the next agenda item topic um so since I got on the board from 2017 this has been a topic and I thought today I just bring my file that's just on this one policy um just as an acknowledgement of how much discussion there has been and there are really um are a lot of different viewpoints within our school Community about um fundraising for staff um so I start with that I also um
um the next meeting I will resurrect the um uron committee um a couple years ago when you ask for um Community more Community engagement um especially the communities with n necessarily have been engaged um we have summaries of that um so just to bring that elevate that again um pre precoded um also we did a principal survey I believe so we have we have that and we can share that as well and I will say um I apologize to anybody in the community for those in the community who are have been impatient this year with the pace of things um we did not want to move forward we we tried to sort of clear off most of the board committees meetings during the fall when the strike was going on just knowing that that was
probably the most important for the district to um resolve and get settled we our kids back in school so um a couple meetings were cancelled and then um I Andrew director Scott and I had the assignment of the recruiting the inter superintendent naiz Focus so my apologies for everyone for the um so delay in carrying this but I think ready to have conversation um about um I think some different options and I post posted online I posted for this with this week's um meeting agenda is a document that I put forward or created of sort of here are the different ways based on six years of discussion um of the different options of what we could potentially do and they range from everything from do nothing just leave it as it is to um a
host of different um kind of Leverage changing um maybe limitations or you know creating different uh governance models or structures um as sort of the all the what I think I captured the main the main ideas have been put forward by different people in school Community again there's a diversity um of opinion in in our school Community about on the topic so I tried to capture all those and then I created two potential options I figured I didn't need to um create an option um on maintaining the current system because it's what it is we've had six0 years or had longer than that um I would say that if if that were what the board wanted to do that it should all go into policy because frankly the one third flit split is just a
memo um and not embedded in policy so that were the that were the direction um that I would say we so should clean things up so I tried to come up with two other Alternatives that I do believe capture some of the most important um elements of um the changes that people have proposed and I hate to do this but I'm also seeing director green [Music] and you all be okay if I just I think that's um sorry we're just GNA fit it again it's okay yeah you do um you're you're on you're on a speaker you're on mute director green yeah I know I I didn't want to interrupt so a roll and then I saw you up there so um we T we spoke briefly before you got on the phone that um
you were going to come on and talk about um your and we can talk later in the the committee meeting about sort of next steps but I wanted to give you an opportunity to um share why um to what you're proposing and and why in terms of this specific policy absolutely and I'm assuming that we're referring to the Geral TC program yes okay um the reason that I wanted to look at the look at the policy is I after talking with several students from um a few different of our few different schools and realizing that there was some interest there and then speaking to some administrators to to um to F you know to figure out if there's interest from the students then why um what is the resistance in the schools um It came
it became apparent that there was a um a barrier around understanding of what we could do and what we couldn't do and what was authorized and what wasn't um understanding that the the jrtc programs aren't for every student um and the students that would benefit um that could benefit from this this something like this are the students that that want this the most it's not going to be for every student it's not for and I don't feel like every student in the um building should be required to um to take it or have to have to go through it however um for those students that this would benefit for those students that would be interested in something like this understanding that where we where we sit now we understand that college is not for everyone
so getting beyond the model that says you know if you don't go go to a four-year College then you're not a success then if we move beyond that then what are some of the other options and I I believe what we start to look to is um are our trades our career programs which is why I believe that this should be housed under um under the careers aspects of things because the military um is not everybody that goes through jrtc is going to go to the military but what they learn in jrc could lead them to a career um that furthers them um around their their path to Il take care of themselves take care of their family and to better serve our community and so I want us to look at this from a
career's perspective and I want to see us give this the same level of attention um that we give all of our other CTE programs so I don't feel like the military should have any any special treatment whatsoever like I don't want want them to get anything that no one else does I also want to make sure that we're not making them jump through hoops that we don't make any other career program or career path go through and so by looking at this policy and by bringing this policy up it gives our our administrators who are interested in something like this a pathway to go down to present to say here is the the rule per se that says that gives me the authority to do it and that's what I'd like to see see happen
with this again is it for every every student no is it for every school probably not but should they all have the opportunity to say no absolutely should they all have the opportunity to determine whether or not this is something that that they could benefit from absolutely and we as adults shouldn't allow our biases to get in the way of that student making that decision for themselves nor should we allow our bias to get in the way of an administrator who wants to provide this opportunity for his students and his site and his his community so I want to see I believe that this this policy revision or this revision creates a pathway where we can get out of our own way and open up the door for those that want to consider this further
uh thank you uh director green and I clarify this so two changes being proposed the change of the title and also adding um a additional short paragraph or sentence on um Junior Reserve officer training for um and I understand also director green based on a conversation that you would like to add an additional like Clause before that third paragraph that just says in coordination with the superintendent or their designate is that that's correct that is correct um so thank you for coming to explain it we um will have a future um committee discussion about it when we have somebody from the CTE team who can come speak to this or answer questions we have um so I would ask and we can C black after this but for if you have questions we should get
them submitted you know just what is it do other schools do it if it's curricular does it go to committee or do it St um this is another this is another instance here here's so would be a curricular not a recruitment so that's the difference so what what Chris brider will be speaking to is developing it as a CTE curricular op so in some ways um I like have that discussion um later I want to get back to the the other topic um I do this is more just like an authorization versus like here's what actually is in it um details I I have questions about I have a lot of questions about it let's we could we set time to talk or have those questions answered yes a little bit more research we're not
moving it yeah um but in terms of process yes yes will we so um I want to let Dr Green just get his idea on the table and when we get back to that point of the session we'll collect questions and we'll see what else people want to know or who you want to hear from um EXC for sure we want to hear from students as well um I'd also be interested to to find out if if what we're doing here if the if the things that we're putting in front of this are this are these the same types of things that we put in front of every other CTE program so I we're the and I I feel like every every program should be um have the ability to to answer questions and and
to go through all that so that's that's not what I'm saying what I'm what I'm looking to is to understand is are the the hurdles that we're going through the stuff that we're you know that we go through are we doing this for every CTE program that we enlist within PPS because if we are then great if we're not then I'm I I want to know why we're doing something different right so it's not about whether or not we should or we should if we if we look at this as this is a career opportunity then are we because what I want to make sure that we're not doing in all of this regardless of who I talk to or who we talk who has the conversation what I want to make sure that we're
not putting in front of our young people are politics I I don't want to do politics I want to I want to talk about career opportunities I want to talk about are these viable opportunities that could bring a A Student Success viable opportunities that could bring a school Success viable opportunities that could bring a community success and and and so take care of a few things I I don't I don't have room for politics and so that's what I want to make sure that we you know that we get we get real clear on because it's director green um I appreciate that and we will make sure once we understand what the questions people have the information we're looking for um we welcome you to come back to the committee and be part of the
committee discussion if um I love talking about anything and I I I just want to clarify I'm curious about it like I have a lot of questions like is it going to be offered at every school and you know those absolutely fair fair absolutely Fair um just clarifying question so like um I know CT has a pro um but yeah I saw you sign that they're separate director one can we wait to later and have this I'm just curious like we can have it we can have it in the same this committee meeting I just want to get back to the other topic I wanted to let because we could talk about this for a long time I wanted director greine just to get on to be able to like here's what I was trying
to do and then we'll have more committee meetings and discussions but I do want because it's moved back to the agenda for the almost the whole year top is that okay yeah but for sure we'll leave yeah absolutely okay and you're welcome to come back director green or stay I would love to just let me know when okay sounds good and y'all all look lovely tonight back to back to the two um the two options so essentially the two options are maybe I walk through option two first and then option one option one it probably needs to be um have additional revisions what I try to do is mimic a little bit what we did this year in which all schools had some additional resources um because what it meant is for the first time
schools that don't have foundations and get Equity Funds had actually the ability to have some discretionary funds where they could utilize it in ways that was customized for their school Community versus times Equity Funds it's very directive of how they have to spend them and then for the schools that don't necessarily get Equity Funds but also don't have foundations they had the ability to say you know we're going to do another you know half at another five so we have a full-time you know art person maybe a point to you know give so we have a full-time PE teacher or we're going to do two EA so they had they had the ability to customize things with their schools so that is really what option one was trying to do is in some ways MIM
make that and there are some inherent issues that you need to have the resources to do that and then option two is the shift from having school-based fundraising being allowed to purchase staff to moving to a centralized um centralized Foundation where stff could still be purchased and but it would be done at the district level and so the money would be gathered centrally and then distributed pretty much the model that most other almost all other the school districts use if they have a bu so private foundies in in addition um both of these policies tried to capture other issues that that were raised over the last six years so I'll just talk about like the registration so we have an understanding of you know who's who's raising money um there is you know donations are
being made to the schools but we have some disability that who's who's um involved with that who do we contact the 990s are available this it's again more like transparency um issue in addition under other requirements so both both options have this um this this was um the first bullet point which is really meant to have inclusive fundraising events and this came out of um the from The District staff of you know how would you do that so that we don't have events that the ticket price excludes part of the school Community um the second bullet is um falls into the category and this came about from some of the parent feedback I've received where in some schools there's an expected per family or per student fundraising Target if you have two students at school
we you know expect a donation or to you to raise x amount which um community members abilities to raise different amounts of money um or to donate it so the easiest thing if you have the resources just donate it you have to go out and fundraise it so putting different requirements on different families um and to really um have that not be part of the practice in a public school system it's often something happens in private schools but not schools um and then the third bullet included in form the Brader School you about fundraising decision making processes again that's a transparency issue within the school community and the lastet point is here District policies and then um there'd be like an annual view with budgeting that board would get um superintendent and other Provisions Foundation
have representers large numbers so that's a high level like here here's the two policies they have some things in options and I say Obviously the the third option is do nothing or we can um look at some other variation but these seem to be the ones that most directionally in line with what I was hearing and in all practical terms that means for next school year the currentc because the practice now is that you have to identify and paper um staff by June 30th that this cycle would allow that I when actually could raised but then after June 30th the that would be le an option to you that would be notot of so for which would really be for the 25 26 so School communities within the school year having done if they had
foundations with their fundraising they would have said what staff they're going to purchase and then um have paid that by June 30th and then so that would see for next year and but starting July 1 starting 2025 20 25 26 it would be like you're not heading into the school year knowing that you're going to be having a a fundraiser for staff doesn't mean you can raise money for the just clarify so all the all the money raised from now3 would apply towards f for the 202 right right which how it used to be is like literally um they could raise money during the school year to pay for staff that they already had and one of the things that changed in9 1920 was that you had they then had a deadline that they actually
had to PID for before does that make sense go ahead director s um yes um one thing I think is really important is who decides how to distribute the funds if it's a whole group and I'm really interested you're saying that other districts have a way of doing this and I be interested in seeing how that works for them how they decide how to distribute it um and I think that would be very important in getting people to be more interested in a whole uh you know districtwide fundraising that's a that's a great question director San so um we'll get that kind of the mechanics of how it works titer it I just did some quick map um about So based on this these other school districts so if PPS raise the same amount for
students as tiger twon um we could raise I mean it' be $10 million would not but and their mediate income household is also lower than Portland yeah so relative to what the median is I just drove that there could be a multiplier to add you know for the additional we could [Laughter] more yeah so that's a that's a great question um we'll try and get answers and we'll try and get in advance so that you have that it also um one of the things just that I was thinking about Reen in the um so let's see there is somewhere where the the formulas decided by the foundation you could have the distribution formula just be approved by yeah if you look at look at Option One the first um Bullet at kind of at the
bottom of the page you'll see it says the formula is annually viewed by The District's Foundation board of directors we could change that to the school board um or you could have the the school board setting it um so just know that that would that change then when the board changes over or how does that how does that stay encoded inity um so I hate to say it this is but like nothing is in perpetuity um because you know boards can't encounter true and that's that's what I was asking um I would say one of the things that we need to do is needs to be like front loaded at the beginning of the year so everybody knows what look like um because one of one of the things I see that you said in
the some of the options uh number 10 was Rec require the district to create a broader base Equity funding formula and so now I know we have a an equity formula um and how would that fit in with the people who at this point are not getting the advantage of the equity formula but are raising quite a bit of money so somehow we have to make that clear to how that's going to work and and it's going to be hard especially if you can change it every year so I think that's a very important part of the policy yeah I think it's it's a great question and I will say um number 10 like say this option was like you're all the different things we can do um my assumption is if you um that
probably would be more in play if you did option one um which is it's just more complicated it's yeah it's just I mean for me I would just like to see what what the other districts how they are figuring that out for the distribution and how we could make it part of the whatever option we're voting on at this point I don't feel comfortable with either option so I just think it has to be clear okay and I personally need to know more so that's up up to me and I'll look to you to help me get the information okay yeah we can do that it's it's a great question um I'm sure a lot of other people have as well true um I was curious about this um other document that was posted the
funding of schoolly Staff oh yeah that was and that has like an option it's got menu a menu of options that together yeah thank you I appreciate the work on that so um I what what I'd like to understand I guess is I'd like to kind of see it modeled through with with the numbers to see how um you know I'm leaning towards option two but to see how option two actually works out you know I mean does it does it get it closer to you know making sure that all school students all public work public have equable access which I think option two does but don't know that have we tested all these different um menu options to to run it through a so we know what the the out is well we on
that same policy is good too to test our we would want to test our assumptions and and model out and Beth I think you might have provided us with a model at one point of um what the current system produces versus what what another a different system would produce which I don't know where it is somewhere information can yeah i' I'd like to see it modeled out um so I will say like we can't model all these ones out because they just um some of them are just different and so for example state number nine in policy directed The District to create a transparent pool of FTE that schools with class sizes over certain size can tap for additional support yeah that difficult well we proposed that in um as you may recall as part
of argain uh I think we had million doll no ask me these question I think it was about a million dollars that we put had a fund and because when we were having all the discussions about class sizes and supports um so we like for example we model it out it's not it's not going to be a distribution of money it's like here's what it might look like but we did offer that for example in in um made a decision to go a different direction but we had a full of money and then if you came up to thresholds you could potentially get an EA or have an EA and and I think that's also that's in here I I guess my overarching question is which of these scenarios gets us closer to that I
mean frankly I will say and this I think gets to P's issue as well is option number two and then doing the Distribution on a per student basis um because if you think about the district already saying um we have an equity formula um so our formula is equable and so if you just add in certain places then it takes an equitable format formula and it's because it's it's it's it's random how it I mean somewhat how it impacts so um doing things on a first student basis would essentially take the equity formula and on a first student basis just move everything does that make sense um but that's if you did that if you just use it a her a her student student then everybody' rise up together so you just take the whole
um formula and it just be okay say we have a pot of say we do um you know we we can you know competitively um compete with tiger twon um we get 262 we had $10 million is like how do you you know on a per student basis what does what does that mean and then you take a school you have X number of students and this is how much so like on a pessimistic side say we keep our total student rate 62 right in a school like Grant in right that's the whole can pay for 124,000 versus Jefferson yeah yeah but then we get into I mean that's we go for student but I mean that I think your point of saying like we already have an equity form so we add everything the
ideas that we moving everything up geometrically right equ well this equally yes stud so you're keeping you're if if your assumption is the base formula is Equitable and you're just Bas basically moving the whole formula inre okay yeah absolutely a whole other discussion don't want to miss um does that make sense yeah um I think comment well I was say I know I know if you have a school with 200 kids that doesn't equal FTE but if you have a school with 538 kids it does so that's where he's coming from so um sorry thank you one of one of the things because of [Music] our base funding is that if you're a smaller School you already in some ways get more staff per student because you don't have the economies of scale I mean
obviously in the ideal world we would have $8 nll and S dollars like we did this year um every year because this to me that is the big challenge of option number one so let maybe I think option pretty number two is pretty clearcut and Patty asked I think the the most um sort of salient question about you know how P's hand raised again your hand is raised again Patty um um just to say I I don't think we can work this this out right now but but but can we have a time to to look at other people's programs and see what they did so we can have an option that feels more secure because I I don't want to do an option that we can just every year make a different decision about
how it happens we're not moving anything out a committee today so yes we're GNA take question get more information um so we can see how other people's do I say I spent the last 17 years in Washington County and most of those school districts including Beaverton and Hillsboro all have one Central Foundation um and then divide the money up they do it different ways um but they it all goes in centrally uh to but I just like to know the different ways it's done and what works and and then because you know we're we're unique too so but I think it needs to be presented in a way that's clear C are than now yep so option number one um I would say just going to kind of walk through paragraphs some some because I
there's some places where you can you can make more changes because there's um it's just a a different model um and again this is more based on something similar that we did this last year and it required the to have resources to put into the PO because essentially it's saying right now we have this Equity formula and there's a little bit of movement for the schools that are of highest need because they get the equity grants but they're quite a bit lower they're not that much and then at the other end you get a a bigger I'm sorry they're down here these guys move up a little bit but the the schools with the highest incomes that raise most money they got a bunch and then the people in the middle don't move at all
and what happened this year is um it wasn't that everybody moved up the same amount because schools could sell fund grades but essentially everybody moved up to 100 100,000 plus $11 per student right was the formula that was for every school yes 100,000 for school princip but but we know we can't count on that this year so so it's it's not a viable option so that was not based on me that was just police were distributed right so why this is complicated is like I didn't say for like that if you're a school that has a foundation you would get $100,000 plus $1 right for you know then you have question is like if people know they would get for example we're going to get 100,000 and that could be 880,000 it could be 30,000
I mean that's that's a number that could change but if um schools knew that they were going to get that if they didn't raise any money to pay for staff would they still raise money to pay for staff and so the question would be you say you raise this Mount you give oneir to um the pot the pot and maybe you can raise a little bit more than 100,000 say if that was so like as an incentive like to raise the money versus just take the districts it's it's it's way more it's more complicated uh but like I say I think last year was the first year that I heard the fewest number amount complaints from schools of like hey we did we didn't have an opportunity to really large kindergarten class and we didn't
have an opportunity to get an EA or you know we needed the PE teacher for another you know3 didn't have it so this year there there's a lot less than that in my 11 years on the board so that's why say what that's why I was trying to come up with like an option but it's just it's it's more complicated and I'm going to walk through some of the just different points because I want people to think about it as because I say it somewhat like did um this last year so in the new paragraph two in the second line we need to add the words [Music] um in like that be clear that the the fund school would be the centralized place for district level fundraising for staff just to be clear instead of
saying just serving as a Fiscal Agent right because it's making it saying you're just serving for fiscal for those schools that have a foundation would be the decision maker yeah well it's just it's making clear that you could still have money coming in centrally that then gets distributed however we decide to get distributed that can be us for staff it's not like it's not like there's no fundraising fora um so walking through here the places where there is you could change things is go down to equal fundraising for staff and contract staff on number two [Music] um it the $1,011 per student I just dropped that in because that's what you we did last year and I don't know what about how we can with that okay what May um feel like I feel these
conversations every meeting I don't I don't how I don't know what happens in that's so but you did give me that information it was $1,000 $1 forsit so just say if you have a student a student body of $1,800 it's one thing if it's 200 so again those numbers change and you say hey we're going to shoot 50,000 um and that I had is for for that would be for schools that do not fun staff positions and then when you get down into the next um you get into the next bullet point um we have the first 10,000 raise um stays in school that's current practice um the 30% it actually I was just using the current one but it's actually 33% right okay that that's a typ okay I was wondering about that but
you could you could have it be any number you could say okay if they're going to everybody else is getting a certain amount if they're going to raise their own money we're going to say they only to put 20 you know 20% in that you can change that or you could say yeah or you could say you can raise you know 200,000 but you're going to put 40% in and so that's a I meant to use the current number but I want you know that that is a point where you could change it um and then later on in that paragraph when you this is the issue of that Patty raised about and um sorry and Eddie the who who decides what the formula is um I think I do think it should be you
know set at the beginning of the year you could have a twoyear b Anum set so everybody knows what it is um and then the in the second bullet point when I'm at the um the B this this would be something new that you couldn't raise more than 130,000 per school so right now you can raise unlimited amounts you have to give 33% but you can raise unlimited amounts after to relook at the data but 130 is covers a lot of the schools um not all of them but a lot of them and again I think this would be something you need to look at because my guess is you said only Reign 30 and and a third goes to um the centralized Foundation that people would say oh just let not rais this year
and we'll just take the districts but again it's put some sort of cap on it because otherwise then you just are in that never ending there'll always be schools that are raising a lot and trying trying to keep the equity formula all uh I'm curious how we would put a cap on what schools could raise well they just couldn't spend more than 130,000 because they have to pay the district for the staff so you can say okay you want to purchase 4,000 we don't have many principles here e be don't I think an EA is for example will be 4,000 so you could under this say okay you could potentially have three EAS on this but again that number almost 2000 off sorry almost yeah um but I think what we saw in a lot
of the um there are there's a lot of smoothing out but we wanted to make sure that our library specialist was full-time not7 um anyway in other words that money would go further because it was just to cover gaps between yeah I mean just depend if you look at in the past what district um schools have spent it on but again that number could you could set it to different places um on the other requirements on the next page this would be for both both options um it says fing group that rais Staffing funds shall and I actually think you should just eliminate the word Staffing funds because I would think that we would want to um no matter what type of fundra doing um this the paragraph this other requirements just remove the word
Staffing um and then I move down in other places where where um and then for this um it shall provide 10% of the total anticipated admission tickets would you not want to tie that percentage to the number free reduced or some other metric that kind of aligns with poverty rate well it says or whatever percentage need this policy um for families who wish to attend but for that's assuming that's there's only 10% of a different School in C for I was one of those pars that for fundraisers even if I fundraised um okay just it's in DET language to better I think that par the parentheses is what we're trying to whatever needed to meet the Poli um so if you have better language that's not a statement than parentheses um do it again this
is this as the first draft the second to last bullet which says submit funds Pap for staff node later than um there is a current timeline it's not poliy um so that would be add and then the last bullet point just to let people know the designate and pay actual cost wage benefits for staff member so in the past what's happened is some schools have paid used their funds to pay for the least expensive staff person versus the one that they were actually get yeah um so this this was a um reform that many of these things are things that the PPS instituted so this is just a carryover we decided that and then the um you keep moving the policy the second to last paragraph I'm sorry the third to last the Staffing fund
trans required Staffing commit being made that seems like that should move up to the other requirement section and then I feel like the district Foundation sh board of directors represen the broaders would be a large number needs more work and we need to would need to know what we have supp given the relationship looking at I'm looking for you like we we do have an agreement between district and so it would need to whatever we do here needs to be in sync with that yes if that if that's the V yes and there's the there also the bylaws and the other agreement the fund is an existing entity with its own formation document so all of those need to be I mean theorically when it came to um so I used to be just P
this on the um from the schools Foundation board which then became all hands and I was there schools Foundation to All Hands they decided not to basically get involved in District level issues but they still did the fundraising for Bo um and and managed these local school foundations then when I came here um we carried because they were were done managing all these small local school foundations we came here then we had [Music] created def in 2018 um and it has a whole bunch of documents in it's its own separate 501 yeah so it's it own so I mean for for efficiency like it seems like it would be easiest to use PPS as the the vehicle um but I'm because I'm recognize like and it's not just like one sentence here we make that
happen right there need to be a legally coordinated effort as well we say conversation I again this very likeminded ex they're very Sy but you're saying just for efficiency would be that would be they're already it could be I mean but and would would be the alternative to that well you can sorry you do whatever you want two District foundations as some other complex I mean the fun for PPS it's in here um I know right where it is it's actually I think this file never um but the the concept as a fund for PBS was to be like the vessel for all fundraising um so I I don't think an intention of like it's to be an Avenue which we can raise money to support our students um it fits under that umbrella so
I don't think it's antagonistic but I I'm just trying to recognize it's like we can't just say something in policy and then it happens marri's nothing yeah okay so I'm sorry that took a long time to sort of walk through the two proposals um or just two different any my thoughts or questions or Michelle you've identified your interest in modeling and then coming up with a number that you know it's it's indexed to something under the under other requirements so it's not just 10% it's actually TI the property rate so you're saying for the number of tickets or fundraising groups that raise stopping funds shall include in all schooler programs so as a way of being inclusive rather than limiting it to 10% and 10% might be the good number but if it's a school
that has you know 78% gree reduced that might not include all of the number of I mean my my experience is for schools I'm going to use the hand breakfast it's do not look left any I mean so it's it's not like memory you're pay $100 to come yeah and um I I I my kids went to a school where I could not have Leed fundraisers so you know this is a way of not stopping Li limiting the number of tickets to 10% or at least 10% but actually saying if you have a higher poverty rate in your school then that number needs to move up and be indexed to that maybe more allow for more agility separate policy for example we have our school Foundation policy right or District school Foundation policy and a
separate one like policy for how to fundra feel like put them together to create more Pome you know separate that would allow to be more like for example like one policy change SE or do you do you have a policy if you want to tell me I'm going off to eay to me so like right now we do have we do have a a foundation policy and a I forget what this one used to be called but it was something like parent fundraising um so I just picked one and together um more for like efficiency so people are looking at what are the rules around it um and so you have more one place to go versus looking different places but I I I mean maybe to get to your point um and also your
point Michelle is like you want policy to be high enough level that every time inflation say inflation changes or School Community changes that you haven't you're not like we got to change it from 20% to 18 or anything like so we should try and keep it high level a little yeah I'm just thinking like you know in my dream right you have a district foundation and let's say some billionaires want to go on rent a yacht and throw a big party where it's like $2 million entry ticket and they're going to raise us you know $50 million you know I'm not going to say no to that because that Poli you know yeah yeah you know like what if okay so here's what I would do if that happen I would like draft a resolution
to wave the policy exceptional exceptional circumstances okay I like your dream yeah do too to I mean you obviously don't want you want your policy to flexible enough like 95% of the time it works so you don't you're not waving it um you no I I agree with the the um the spirit of it well so maybe it's so the policy I mean in the perfect world would be kind of a what and this is the how in the administrative director like how how you do it how you have ades I mean one of the things I was just like to your point it seems like there's a lot in here it's somewhat prescriptive in some spaces in some parts and um I I think a good policy is kind of is high level B
but not too big but not too big simp so I I think it makes more sense it's especially poliy mans online to try and keep like Concepts together so um it could be things that are specific then get in more spelled out in the ad versus versus policy and to change it day yeah if stuff is going to be massaged over time that where policy Direction has been given that's very helpful in ad because policy adoption process can clarify changes updates to okay I'm the time what I'm going to ask is is if you um and includes you is if you have questions or ideas or to send them to me don't do a can't do yes um next one with that so thank you yeah okay um for the great comments and Patty will'll
get you the information you can ask we'll try and do some modeling so can the next meeting we can discuss it further maybe Patty and I could um I know someone on tiger toall could talk to because this is a much sced thing I'm sure that we can find their probably I just I likeed um J's personal interviews yeah I know some PE people have told or I think it was Julia told me that you know TIG wallon and leaso and different other districts have policies that um include you know larger um money-making situations so i' just like to see what what they are because I've also heard that in some ways ours has been a model because there are some places that just they keep all their money they don't give any of it
back to a central amount so um yeah I will extend my ideas to you Julia and I appreciate any information anybody has I'd really like to take a look at it great and post it so so people can everybody can see it and it's very transparent okay great switch to the um next agenda item and who's on point this what I like is just a very high level some of the some of these changes are statutory it's my understanding yes and I think the statutory changes if you can just briefly call it out like this is the statutory change policy and then the places that aren't if we could fall those out because obviously things that are statutory changes these are all statutory changes actually really 100% I'm pretty sure so um I was hoping
Yen would be yeah we thought thought subject be here you want to tell me about the science requirements so back to the pancake breakfast so um the the what you see in terms of the requirement for additional um that have credits those are those are legislative changes those are new requirements the we have removed the um essential skills that has been put on hold until want to say 2027 you know um Mary can we just walk through sure by Page um okay yeah one a so those the social studies and science changes those and the also the ones on the next page those are all like personal finance those are first yeah so the the personal fin finance and the higher education career past skills are new and they're getting at the class of 2027
so those are be half credits each the um we don't know a whole lot about it OD is still prob you developing the RS around this but we wanted to get this in place but it's statutory it's a requirement so then um and then we've CH we've change and I wish boy I wish you had could speak to this piece of it um some of the credit requirements for you know the terms of the your personal education and um PR related learning experiences those are modified slightly are great um and then experience students develop their own portfolio sort of saying that is statutory or I I I don't recall if that was statutory statutory is it could it be regulatory stat is it required is my um I'm not I'm not sure about this language
or this is Powers the um the portfolio a portfolio is required but I don't know the specifics of it how we say that so I don't know if we have created this portfolio plan but that's we've made changes today um so Mary whether it's this committee or in um stong committee it seems like it would be useful on all of these to know like this is required because we're not going to spend a lot of time talking about it yeah versus other things like I'm really interested in where the for example the essential skills and then also there's this section um to give the superintendent ability to okay never mind I'm so is it the essential skills it got delayed several times but is it actually gone it's not gone gone but it's it but
it's been put on hold until I want to say 2027 2029 and given the many changes my perception was this this policy will be back in front of you in you know suspended till 2728 yeah so so my preference here someone someone will be here to look at the diploma policy is our hope so and this I guess maybe is more than we um my preference would be um not would just be to put in parentheses like this section suspended until you know by the state currently something like that so it's but not to REM remove it because one of the one of the topics that board members not who aren't here but who would like to conversation i' like to have is like do we have any sort of base level besides just earning
credits which you can do and get D's um do we have some sort of standard which I think people like okay the minimal standard we have is entral skills and now if we're taking it out like what is our minimal standard what are we doing in terms of what um you don't have to answer that thank God I think a lot of us are curious about this question which I think maybe is a a way better question to have in your committee um but I'll just say like I would be hesitant to remove this when it's actually not been deleted from it's just been held in a bance right for the I knew there was some legal term Avance there we go I see that I can do yeah which means it's on hold until
on hold there's no requirement for for the next few years okay so maybe we can just get the language that they're using right now are they're telling to districts about what they're saying about it like just put this on hold till whenever just so director Long's committee has it yeah there's a really nice summary Mary yeah personalized learning requirements for diploma education plan ofile application again Yang can talk about and that's what we have about that's been modified so you see that that portfolio is but if if we take out the essential skills just like hey and then you know five years from now when they get back to it the board can add it back it will I believe open up a huge conversation about what are our standards um I mean I think
we're going to have that conversation anyway but okay it will be taking out I think what people believe were the most put minimal level of Standards other than the credit hours okay um I'm sorry are we taking out the administrative directive because we don't need one or we don't need to say that is that where we're taking that because we already have one we actually have like four directives related to this policy so it's just a it's done um oh here's here's the one I was looking at in VA So currently in 200 four or five PPS for example created a there were language credits I don't think it's that's that's not a state requirement I don't believe that's a PPS requirement we yeah there the I recall this we worked on it the last
time we opened thisy there was a requirement that could combine languages Arts C right and and District district want well that's that's the Career and Technical education the Arts or a third Credit in World Language but you still have to have two World languages right two years of that's our personal right that's our so for example my question um I'm singing here this is maybe a question for the next meeting or for youre is I don't know that I've ever seen a report from the superintendent on the number of nature of waivers granted from pardon is that it that's the only one that you guys vote on and there's my question is do we have students for example who say I actually speak um like French French is my not my English isn't my first
language I speak the thir language I'm not GNA I'm not going to get two credits in language I'm so I'm going to get 22 credits which meets the state requirements but doesn't meet the PPS requirements has the superintendent been granting exceptions to Thea I think those are the I think the world language is the only one we have in Access of the [Music] statea don't I thought I thought that if you did language it had to be different from the one that you speak it's so here are the questions I'm going to give to your committee um what requirements do we have that are be beyond the state requirements my my understanding is there is I thought is 22 and then the uh wood language was ours that was above and beond state requirement and
then in 5A the question is has the superintendent been granting exceptions to the diploma requirements and acccess to the state diploma requirements and if so what does that look like I mean it may not be an issue at all and he may not have been doing it ignorant us now [Music] um is that is that the only change think we really need the academic books here I'm looking at the changes is look like there's any other but the the questions you want answered be we have people who know like they're very okay well the good news is because they're not here we might actually done one but I think I've outlined a set of questions I have about this that from a policy standpoint not necessarily from an academic standpoint so what I heard is
you'd like us to modify the essential skills to keep it in but just put it kind of a caveat so perhaps a footnote Asos I know chair Hollins has some thoughts abouts and then a lot of us the we can get rid of the administrative directive that's not a big deal and then whether the accreditor this whole personal education plan whether that mirrors the state um and then my other only other question is around 5 a did you all have other questions that are not curcular committee but just around calls I mean I mean my big question part of these policy changes what we're do now I besides the yeah there some some states yeah I'm curious actually langage oh thanks it was a big issue at the state level because there were a lot
of districts like and where are they going to go from Enterprise people just um so we should student to speak thaten no as an adult like good french that's even better yeah and so you can also look at some of the ABS one of which is essential skills of Reading Writing maths asking there are three other administrative directives that s lay out more specifically some of the so no no no just that it's all under4 in policy but if you look under requirements oh there's more than four one two there are six so I think useful create the committee agenda that has the on to have all the ads so that you can look to see how they would those need to be updated to them um that happens after we change the policy it
depends on the changes whenever there's policy change instructiona figure out if theist sometimes they are sometimes [Laughter] they okay well that's that's a game closer um thank thank you everybody
