001questions foreign then [Music] thank you tonight is going to be like this so back to where we uh until the very last time [Music] thank you problem s thank you everyone for joining us this evening um tonight we have our study session before we begin may I please have the interpretation instructions foreign foreign charter school with us this evening um would you like to start with introductions just turn it on it okay good evening thank you for taking the time thank you superintendo Gloria thank you to the board of education and support team take the time for this work session with us we really appreciate it uh my name is David singer I'm the founder and executive director of University Prep I'll just do a quick roll call here of whose presence as you all

002know because you may hear from different voices during our time together build that use our general counsel foreign officer Liz Suarez our chief academic officer for our Network and you have TL who is our leader of all things for emerging bilingual students naming Jay Howard is our founding principal of our new school for Adams 14 Carla Loria a very proud alum Alum score team Carlos Salas a very proud alumni this is a recent shift that's a different story operations he's based work at the school and then uh we have Miss einspark who is leading our Early Childhood Education Association of early childhood education to charge with developing our licensure uh for our EC program that's part of the overall pre-kated fifth grade program suppose chest approved in December of 2021. so some key members of

003our team here and then we have a few parent leaders who are equally important in this work Susanna is here and Wendy Erica and Josette if you want to raise your hands real quick and then we've got some members of our Board of Education as well if you have any questions from the important perspective so Tracy Lovett is here as well as that's um a couple representatives from our Board of Trustees so that's who's in the house for the University of prep this evening um thank you all and thank you for joining us this evening um I think we'll start by giving our board members today to ask questions um I skipped over a very important part I forgot I'm sure you met the rest of our board but uh I would like to welcome

004Miss Lucy Molina she's learning the support of director I had appointed last week so thank you for being here congratulations on vacation thank you thank you okay good evening so the first question we have here isn't it true that based on the December 14 2021 presentation you prep made the following representations to the items 14 Board of Education dual language competence programming supporting whole Child Development social emotional learning parentheses sdl full day offering at no cost to families serving students with special needs tapping enrollment at 16 students per room serve early childhood education through fifth grade including free day and Free State fourth year old programming engaged in a slow growth model by launching ECE three fourth and kindergarten to start in August 2022 and join one trade level at a time each year you

005prep with being physically located in Commerce City year two would serve Pre-K 3 Pre-K for kindergarten through first grade the first question okay uh I think we have all the points that you just asked just want to make sure that we're doing a response one we wanted to make sure we're part of the district's solution to putting more kids on a path to a suicide literally means academic Proficiency in both languages English and Spanish and so we propose which is written in the application is a really clear program that does two things one it enhances the quality of English language acquisition quality it's a really rigorous Ela program and that program is accessible for all students including those who are emerging bilingual students so that includes a full English language development blog for 45 minutes

006a day and always added that is unique to the preposition is a track for Spanish language acquisition for both the native speakers and non-native speakers that would be part of core instruction just as math is or Ela or science or history and so that is a unique element of our proposed new school that we set up to to create with our families that they ask for very clearly that they want Spanish language acquisition to be an instrumental in the program so it is not defined as a dual language program to clarify but it is absolutely embracing of native Spanish-speaking families and children and ensuring that that language is seen as an asset and then all the further through the Spanish language program TL is actually sponsored working with our families to determine the curriculum that'll

007be part of that Spanish language program to be part of every kid's daily instructions um so I want to confuse that with thinking like math is taught in Spanish there's definitely a dual language or emerging language there's lots of different models but as written in the application as a proven December we will have a Spanish language program as part of the core Academic Program and cl has already been hired and is working on that during this year zero planning year to get to that album so if you hired the staff to do that our families are working on it with TL to bring that to life so if that was a question one uh question two absolutely yes we believe in serving the whole child we believe in programming and support to make sure all

008aspects of a child are nurtured we do better our current campuses and you tend to do that fully on our new campus and that is also laid out in the application and that comes from everything for morning meeting programs to a sort of Justice practices all the things that build character and develop a hotel Beyond core academic programming if you want to learn more about that understand more about that apartment program I'm happy to turn it over to Miss Howard and just to describe more in detail but yes answer that question short days yes uh Syrian students with special needs 100 yes I believe the district average is roughly around 14 of students with IEPs as the application States and as it was approved maintenance certainly very similar if not exact population of the school

009district our current schools are between 11 and 12 students with IEPs which matches the average in the district be currently operated our goal is to match the exact student demographics of the populace within Adams 14. when we applied I think that was roughly 14 to 14.5 I'm not sure what demographics look like in 2010 to our open enrollment process would serve all children and to match the district demographics the same is true for emerging bilingual students right now I do this around 45 of your District we want to see that exact same percentage show up at our school or whatever so the short answer that question is yes in terms of grade bands are 100 intent in expectation as laid out also in the charter contract is that we will operate all grains EC through

010third grade now we'll be starting with Early Childhood three and four-year-olds in kindergarten in year one we grow one grade level at a time from there so what we agreed upon after the December approval was that we would need longer to build the contract that was a beautiful District leadership in ourselves and so we turned 22-23 into a planning year so we're in right now as we have all these amazing folks doing the work getting ready for the new school and then we'll open in the fall of 23. our 100 intent is to open with EC3 and foil as well as kindergarten integral grade level of time so in year two this would be 23-24 we'd have BC take one and then we have Eck one and two so that is exactly right we discussed

011and contracted and this is a discussion at large and so you would have had Sheila and Erica and Mario and a number of other senior leaders in the district that that conversation was ECE legislation has shifted there's a new department at the state level right really tele-education and getting the licensure could take slightly longer so we asked for was in the worst case scenario that the EC would open in year two of operation no later than that time that would be in the fall of 2024. because the other component of this is getting a facility ready that meets all EC licensure requirements that's the size of the toilets that's doors to exit outside for every classroom that's the makeup of the place kit that's the kitchen requirements lots of aspects right so we anticipate a

0121.5 potentially two million renovation necessary to have that ready and we all know how things are going with labor and supply and construction and we also know there's some variables regarding the actual licensure process of the new state department so our intent 100 is to open the fall of 2023 with a worst case scenario that the EC component will be delayed until fall of 2024 an idea permanent part of the school that was discussed among senior leaders of U prev and Senior leaders of Iris 14 and then built into the contract was an expectation 3000 postal as you mentioned director Molina was hey we're going to open with EC and K grow along grade level in time that's 100 our intent we also recognize there's things that can slow that down but it cannot just

013go down Beyond one year before we meet out of terms of the contract which we thought was really reasonable fair and appropriate and I think I think those are all the means the pieces that are asked for regarding the question that was posed by director Molina is any other one member of the cleaning up directly have further questions about any or one of those ask Ed me to and continue to press forward towards the team we have on here
