001the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all on Veterans Day on Veterans Day on all right sure very addition to the agenda thank you none second motion to approve the agenda as presented second motion second any discussion submit your votes okay did it come up for you it came up online I Monique are you able to vote Yes I voted okay perfect we're we're having a little technical difficulty here so there we go all right cool motion carries 60 concerns of burington USD 244 patrons do we have anybody in the audience that any concerns gu not great well we'd like to welcome the FFA have a parliamentary procedure presentation I leave tonight you guys are ready

002you got the floor going I just want to let you know kind of what they are doing first of all we have our parliamentary procedure contest coming up this Friday so we thought this would be a great way for them to get in front of some people um just as they would be in front of judges on Friday they actually um are just given a main motion um I just gave it to them a little bit ago they're not allowed to discuss it just like they want the competition um they each have a required motion that they have to do which is on the card um that they don't until they get in there and they also have to do an additional motion that is not on the card of parli procedure and they must

003debate four times a piece and this all has to be are awesome is there any further business Madam chair Trisha I move that our chapter establish a scholarship for members pursuing higher education and agriculture second has been properly moved in second that our chapter establish a scholarship for member members pursuing higher education in agriculture is there any further debate Madam chair treer you are the maker of this motion you have first right to debate I wish to speak in favor this motion as it will give us an opportunity to let our students in agriculture Pursuits be able to afford to be able to go to agriculture schools and be able to learn and further their education in agriculture so please stand with me and vote Yes on this motion Madam chair McKenzie I simply cannot

004put my support behind this motion as we already have so many organizations and companies who are willing to support our FFA members and already sponsored scholarships additionally we would not have the funds to personally create another fund for scholarships please stand with me in failing this motion chair em I am in favor of this motion seeing as this would be a wonderful opportunity to to help our future agriculture members pursue their careers whenever as they graduate please say with me about yes in this motion Madam chair I for this motion as I feel like it will be a great opportunity to get our FFA people and officers in future in a future agriculture lifestyle having the agriculture later on in their life will help them throughout their life because agriculture is in everything it is

005always great for us to stay with FF so please vote Yes on this motion mad chair tager I stand against this motion for a scholarship as I feel that finding the funds to make a scholarship for our fa members while we are in the midst of our food packaging fund funding plan and scholarships would just be too much for community members and that we should not support a scholarship please vote with me against this motion Madam chair I in favor of this motion as I feel like if we support our seniors by giving them scholarship money they will be able to pursue a career in agriculture that they would actually enjoy and be able to give those the opportunity to go to college who might not be able to afford it otherwise please stand with

006me and voting yes on this motion Madam chair once again I'm against this motion as we have already done three fundraisers this fall and fundraising for another scholarship would completely drain the community of any will to support us please stand with me in failing this motion Emma iise to your inquiry State your inquiry what motion what vote does this motion require this motion requires a major majority vote please be seated the main motion is still on the floor is there any further debate M I wish to speak for this motion because it will give us an opportunity to get out there to those members and try to convince them and let them and fund them to be able to go continue their education agricultur opportuni so please s with me yes on this main motion

007I'm still for this motion as I feel like it will help us a lot and the funds will not be hard as the community loves to support FFA and especially a scholarship that will continue us in our college and further in our agricultural life so please vote Yes on this Mo M I call for previous questione second previous question has been called all those in favor please rise please be seated please rise please be seated motion lost we will not move to previous question the main motion is still on the floor is there any further debate Alana I am still in favor of this motion as I feel like if we offer more scholarships for our seniors more people would be willing to go to college to get a college degree so please be with

008me and voting yes this motion Madam chair I we lay this on the table as been properly moved and second that we lay this motion on the table table all those in favor please say I I all opposed please say no no motion lost we will not lay this motion on the table the main motion is still on the floor is there any further debate Emma I am still I'm still in support of this motion seeing as it will encourage our our already graduated eth members to pursue their career please vote Yes in this motion Madam chair I wish to amend this main motion by adding two senior members pursuing higher education second has been properly moved in second that we the we amend the main motion to where it now reads that our chapter

009establish a scholarship for senior members pursuing higher education at agriculture is there any further debate de you are the maker of this motion you have first right to debate I feel like this amendment will help us a lot because only having two seniors will help us because not as much funding will be needed and it is a set number so we now know how much funding we might all we might need it for being seniors also means that we would need it for this year yes that is less time but I feel like having it now and ready for we can get it done and the community will support us so please vote Yes on this amendment with tiger I'm for this amendment as I feel like creating a scholarship for two members will create

010more competition and strive our Fafa members to be better and do better things within our school and our Fafa organization so please vote for this amendment Madam chair I am against this amendment as I feel like we just two scholarships that would not leave room for very many people and less people would have the opportunity to go to college so please stand with meting know on this amendment Madam chair Trisha I wish should speak for this amendment because it will give us an opportunity to know where the set balance we need for the two seniors we could be giving our um scholarships to so please stand with me and vote Yes for this amendment I'm to fix Time s to so that when we we Recon Friday at as been properly moved and seconded that

011we fix time to wish your so that when we reconvene we reconvene Friday at 2 um all those in favor please say I I all oppos please say no no motion adopted we will fix time to wish to adjourn Friday at 2 is there any fur is there any further debate on the amendment Madam chair McKenzie I'm against this amendment is only making the scholarship for seniors would give us so little time to prepare please stand with me in voting no on this motion M ch should speak for this amendment because I think it will give us a great opportunity to be out there and to be to make the com make the sponsorship competitive enough to where the scholarship goes to the two most needed and most fitting senior so please stand with me

012and vote Yes for this amendment m d i still for this amendment as I feel like having a competition with only being two seniors out of I believe the five seniors we have will help us create better surroundings and help those people that really do need it instead of every senior that might not need it having the help for just two people also help us from spending a lot of money on a on multiple scholarships so please vote Yes on this with M chair Emma I am against this this amendment seeing as though we have very little time to prepare this scholarship seeing as our seniors graduate in May please send with me and v no on this on this amendment Madam CH tiger I Mo that we extend three debates per item second has

013been properly moved in second that we extend debates of three debates per item all in all those in favor please rise please be seated all oppos motion adopted you may now debate three debates per item the amendment is still on the floor is there any further debate M chair Alana I am still in favor of this or I'm still against this amendment as I feel like just doing two scholarships yes we would have we not have to fundra as much however it would still be difficult to get the fundraising and if we're fundraising we might as well just go ahead and get it for more so that more seniors would have the chance to get it please with me and voting on this amendment Madam chair Emma I am still against this amendment seeing as

014we are already have fundraisers planned in the ring for things that we for expenses we need already if we add one more expense to our docket we will not have enough to support our two seniors please know on this am after consideration I am in favor of this amendment as naring it down to two seniors for the scholarship would give us more of an opportunity to supply these seniors with more of a fund for their college career as agricultural Pursuits can be so expensive please stand with me in passing this amendment mad CH I wish speak for this amendment because it will give us an opportunity to set a set budget for a specific amount of students so it give us an opportunity to have time to fund raise for the exact amount we need

015for the seniors because as further have said it is expensive to go into the agriculture Pursuit he will give us an opportunity to set balance and have an opportunity for these students so please stand with me and pass this amendment m i rise to a question of privilege State your question it is hot in here may we turn the air down no you may not please be seated the amendment is still on the floor is there any further debate m after further consideration I am against this amendment does I feel it would be more beneficial to our chapter to create an opportunity for more FFA seniors please vote with me against for this against this amendment M chair Alana iise to a point of information State your point how much would each scholarship be worth

016we don't know at this point of time please be seated is there any further debate on the amendment seeting none we will proceed to vote all those in favor of amending the main motion so that it now reads that our chapter established a scholarship for two members pursuing higher education agriculture please say I I all opposed please say no no division division has been called all those in favor please rise please be seated all oppos please rise please be seated Amendment adopted we will amend the main motion so that it now reads that our chapter establish a scholarship for two seniors for pursuing higher education and agriculture is there any further debate seeing none we will proceed to vote on the main motion all those in favor of um passing the main motion please say

017I I all opposed please say no no no motion adopted we will um establish a scholarship for two members pursuing higher education in agriculture is there any further business Madam chair I move that we adjourn this meeting second as been properly moved a second that we adjourn this meeting all those in favor please say I I all oppos please say no motion adopted meeting adjourned [Applause] sorry do any of the board members have any questions for us you voted great job with voice and sometimes you voted by standing what C what's the difference for that is it's whether or not we have a two3 vote or a majority vote okay so majority we vote by voice and for two3 I have them both by standing thank you how much of that was pre planned none

018of it we we get this card yeah that was really did your card tell you to ask about the temperature no yeah very impressive good Lu this weend actually have extra de to which is why we have six for whenever we go and actually compete we will only have five debaters and so that'll cut one person's all of their debates out so we will definitely make time yeah you're right at 11 that's awesome can I make one uh note be careful about watching the audience because I notic several of you when you would look over and catch one other side the corner of your eye you'd like stutter over your own words like you would lose track don't let us distract you you're not allowed to critique we probably should take some lessons Okay you

019guys are start stand up yeah their knees are a lot younger than ours thank you you're welcome to stay or what you gotu as as I want to feel if you need to leave that's fine all right thank you guys thanks for thank you thank you Julie anybody else that we have any good so moving Miss Long uh thank you for your program this morning fantastic [Music] as anything heard you lost maybe lost some air in yours at one point anybody have anything for darl so move right on the M oh I'm sorry I just want to make one comment to Darla thank you for continuing to do lights on schol here and the pictur and the pictures welcome she noded her head and said thank you so okay now Matt have anything for mat

02096% of the seventh graders on honor rooll and 92% of the fifth graders so hopefully that translates as well as when you start looking at State assessments that are as aign to the state standards and things that that does Translate I was impressed with all those numbers but 96% 92% is like ridiculous yes it is very okay we have anything else High School Jody wa a good turnout for our they dinner the other day and our ladies we have the most amazing Cooks um so we had about people about 16 uh to go boxes and our jazz band played and uh JC Bel sing two py flying songs and so they really enjoyed that so we had them in the gymnasium prior to while we were playing in up from lunch um so that was

021a success Mr Felipe's first time and um Miss Miss kiry's classmate um appetizers and so kids were serving and stuff so actually for having people and Mr pH B and knew um it was good and um brought the cooks out and they got a if everybody could have stood up they would have but they had a round of applause for the cooks and I'm just very appreciative of what they do and try pull that off um and then you'll see some preliminary data we did the interims um so and then we also got we just received our um nth and 10th grade ACT scores the pre act and so it gives us a lot of to take a look at um what we're struggling with is taking assessment seriously and so kind of filtering through

022some of that so um we'll do those again in January for the interims um get us ready for those data assessments um so we have some good data coming up for good bad or ugly it makes us move forward on some of the that as well so any questions on anything else on the um eligibility chart was the big spike at the beginning I guess mid October new the first week the first week of the new nine weeks a teacher puts in one grade they don't do it it's a zero and so it spikes that's why you see that slow decline we've had those conversations in our house so I figured that's what yeah and um so it it's scary to look at but that's why we look at it over time um and then

023we reaching out where we actually have a meeting tomorrow morning um a a group of teachers are getting together you know if I say hey I'm buying need a 11 of flame coffee you know teachers will come um and we're going to talk about really focusing on our freshman we really feel we're lacking a little bit of um how to be a student and organization and study skills and actually pull the students and um they know that of themselves so we're moving moving forward to what their needs are to really um focus on um decreasing that and taking school for what it is at high school level and um had some individual meetings and Don and I um broke kids in up last week and had individual meetings with them and um we saw a

024decrease in their their and again when a student is spelling three things and trying to figure out how to get up out of out of you know the ground basically is you know one app at a time getting caught up is what we can ask for so we're working on it and showing them success and then our Athletics starts next week and so really that's having these conversations you're you know going to be representing Burlington High School that mean um just really one-on-one conversations with them so I've got to know a lot of the freshmen more than I probably would know at this time of the year um and just having positive conversations reaching out to parents so it's a process um so I appreciate you looking at it as often as you do because

025that would have worried me had I just seen that specific point I mean it looks like they're moving in the right direction and I'm sure they'll figure it out with time well you make adjustments to because we have the eligibility that week Mr Wilson did um the semester instead of the weekly because that's not fair when and it is I mean then that week we had four days of week four days of school we didn't even have a full week of school so um we took their um semester grade instead of that Weekly grade and and made some accommodations there so um so try we're all trying to figure it out and try what's best for them yeah the student Behavior information is interesting too it it's just interesting to me like fourth hour and

026then eth hour fourth hour is right before lch and hour is yeah corelations Behavior very interesting that's the only way we can take a look at it because it's not hallways it's is classrooms it's not bathrooms it's not locker rooms and so we want to look at all the Avenues and where that's happening to address it and it's really happening in the classrooms and so that's where I think last time I talked about our last um faculty meeting we did a lot of instructional strategies in October no maybe not so our we did teaching strategies and instructional strategies and with having so many young teachers is kind of um the older teachers refreshing what that looks like because we have 14 15 year old kids that can't sit still I don't know about your own

027children but so how do we teach in this day and age with them and keep them engaged for that 50 minutes plus they're in class seven times eight times during that day and they're getting tired how do we keep them engaged so we're working hard with our teachers on instructional strategies and those teaching strategies and so it really helped at a great end service um and so they're coming back here in December and they had to try one new thing and see what's working what might be better for their classroom and so and we'll keep looking at the data and seeing if those fourth and eighth hours are decreasing um so we're that's not that data doesn't Li it's a great starting point to build a foundation yeah just to see that like okay then

028by the end of the you know just okay these are where I'm really having behavor it's exactly what I would have guessed for teachers yeah yeah that's that's what to yeah that some great information anybody have anything else for I'm such a I we just got back from the law conference so we took six people um um it was amazing um lots of things to learn now we're TR how to disseminate that information in a way that people will actually read it and take it and learn from it so that's our next step but it was really good um what you really always want to know for me is Staffing uh we are in a unique Trend I hired three people one day two of them resigned before they started um so we're still fighting

029a good fight and trying to find some people but did they give you a reason like a better position came up or anything was there any hot topics or stuff at the law conference um present levels of performance was a pretty hot topic behavior is a very hot topic dealing with behavior um those are probably two that we commented on the most Transportation was another one so like I said it was great the lawyers that come and present are phenomenal and some people think that's horrible that like in theory like how do that sound like Warriors really but they have good personality they crack jokes they talk at our level um not all legally so that I don't understand what they're saying um and they give us a lot of materials so like I got

030a jump drive with everyone's presentation on it and I actually got two of them this year and we've already shared out a lot of that in bulk like I said it's about how I can highlight now what I really feel like so yeah sometimes get a big there look at just a coup else linday Mr Gman it's less windy this we it is less W windy we uh we luckily are uh back in business down here um quick was able to come and install a a kind of a replacement it's not a speedy as what we're used to but it's still very robust um and uh We've since received a permission to uh put our 80 gig on the uh Courthouse Tower um so um in the next few weeks as as weather is good

031and and has time they'll do that they'll be able to go higher we'll get um better angles they've already installed on this roof a better mounting system because this this end was really the the the biggest problem in the wind was it really got it out of seink so is that SLE line of sight it is it's yeah it's a they call it a point too Point too system access yeah so yeah yeah good than anything else anything else okay anything else cig Marshall and then kind of tying in with that we we definitely thank the people at the courthouse the county uh it's always great to work with and so we we definitely thank them for allowing us to have access on that Tower and uh it's going to help us going help us

032it only since we've been out here four years this only happened twice where we've lost some connectivity with some extreme wins kind of amazing when you think about the winds and canas and things like that but two times is really two more than CRA I would like to have to deal with so anyway um American Education week is coming up next we want to thank uh everybody that does the work with our kids uh we're so terrific we're so fortunate to have terrific staff dedicated people to work with us we have some really nice American Education gifts you guys are part of American Education week too so they staff had a chance to pick either a polo type shirt or a nice uh book bag with a wild cat and on the on the book

033bag lots of book bag people lots of people that want like the book bag choice so uh they seem to be very very popular they're very very nice bags so anyway um again just want to thank our staff and thank everybody involved in usd244 and um hopefully they're going to enjoy the nice gifts so anyway uh hea I was give an update quick update November of Aisa uh this year it's a little different um you we want to try to develop a solid action plan um that Mak some adjustments to kizza and this kind of ties in with our strategic plan that we've uh we have created um you know a couple of years ago uh which is really great for us Kissa and our strategic plan should connect and work uh you know hand

034in hand if you will and uh we have two different meetings one in January with our regional executive um that's from KSD and then in February we go to meet in the Green Bush Lawrence with like school districts um I'm trying to remember we all on our a group of people that uh or a group of districts that we meet with in February but we meet there and we talk about just have good conversations have discussions about how everybody's dealing with different things like individual plans of study graduation rate early childhood education so on and so forth and so uh that's what keeps is all about this year I'll have a more formal report after we our February meeting so sometime in March or April we'll have more of a formal update on our final

035on our final meeting so again accreditation is just a little different this year they kind of keep us on our toes by doing some things a little different each year so uh anyway uh the third item uh ksbe has star awards which you guys know about we do we did receive three different star awards uh copper award for high school graduation um a Bronze award for post-secondary success and and a Bronze award for individual plan of study and again these are just not as you can see like postsecondary or high school or individual plans of stes are just not like high school or middle school it's it's all about all schools high school middle school elementary school everything that we work on builds from one year to the next from one building to the next

036and and so on and so forth and we're going to keep working on trying to get more of these Awards here in the future and with that said I think I am done questions for me any question I think we'll build report riew we do this in November and a very quick review because the building administrators do this during their um results reports U this has been on the board agenda many years past I think Christie is going to pull up a link here real quick um again and as you can tell and you see the building principles and staff are looking at data all the time whether it's state assessments whether it's uh as web or what whatever type of data individual uh assessments uh interim assessment which interim assessments are assessments given they're

037like Practice State assessments if you will so having said that um they're always looking at data uh we're not going to go through all of this information but it's on the state it's on the state department website uh you can pull some information up uh you can go in depth on like grade levels you can go in depth the the the administrators actually have a more in-depth versus like for example levels one two three and four students on state assessments they can actually we pull up some information that will show if you're a high one or a low one on the state assessments or a high two or a low two you get the idea to see if we're really close to moving some kids because we we again we aren't going to be in

038one year's time you aren't going to move a student from a level one to a level four it's just not going to happen but if they're a high one level maybe we can get them to a low two or even an upper level too if we can move them one level or make you know movements in other assessments if you're just moving forward if you're moving the needle forward that is very very important um Christie is pulling up let's see that would be the uh I think this is math math for all grades this gives you a couple of different uh bar actually four different bar graphs you can look at the District results for one year in 2023 and District results for 2024 and then you can look at the state results for 2023

039and state results for 2024 so you're really comparing the first and the third bar graph if you will the second in the fourth bar graph you know for for like years so you can see like for example with math and all grades our our our data mirror status or state data very very similarly um in these past two years we may be a little higher in one area a little know maybe lower in another area we're really looking again for levels two three and four students two three and four is what we're looking for um you can break this down I think I'll just show you one if you just click on all grades at grade three please you can break this down as you can see you can look see how the third graders

040did which this past year our third graders did really well in math very low number in level one and uh I say lots of kids doing very very well um at the district level in 2024 we can do this and break this down I'm not going to go through all the charts but administrators are looking at this information all the time with their staff and especially those interm assessments that we're giving again those practice assessments help us kids are you know doing well in certain areas um and again building principles will'll be making formal presentations with results report starting in December if I'm not mistaken is our first results report coming up any questions you've seen this information before minus might have not seen it but I was in the room I was not behind

041the desk okay so you have a little idea I'm sorry other questions comments okay very thank you board guess we going talk a little bit about the survey that we've sent out Craig's going to discuss some of that right and I thought this would be a good point in time just to share some information and look at some I tried to go in and the survey information and look at some like common statements that we were seeing and you guys might have done that already because you might have noticed there were just a number of number of statements that were popping up repetitively and so with the public survey there were 21 comments about safety uh with the Justice Center next to thees and the Bel um I tried to look and see anything was

042related to jail safety anything related I just I counted that I went and I highlighted that item and the 128 different comments um public survey also had 43 comments supporting a new bees these were the public comments um or the comments areas and and putting all schools together on one campus so there were about 43 different comments made I guess say in the comment narrative section um and a reminder the anonymous survey of the bees staff that they had before we did this F this survey for the public had uh 43 in favor of a new bees six were in favor of an add-on renovation of the current bees and one was just not in favor of either one um I don't know I'm going to leave it to you guys because this is kind

043of your your board report time or comments I don't know if I can figure it out from there but how many total surveys were submitted um 30 like 53 if I remember right 300 and Craig is pulling that up right now I'll try to look here so that of 350 that's that's what we got no no no that's those were for the staff only yeah those like um oh I'm sorry you know what I've got that right here um it's it's in the attached document the attachment and we had uh six there were see 16 in favor of a new prek through fifth grade building there were 86 in favor for a new Bel to fifth grade building it's the attachment there and 47 were were adding on renovating the current B we did an

044option of like none of the above I you know don't we Craig and I debated on that whether we should do that option but um we felt like we ought to at least have that option um I don't know if really if we're I mean none of the above meeting not we're not going to do anything to the elementary school that doesn't we're going to do something whether it's an add-on renovation a new one or if we don't do either of those types of things we we'll just continue to improve maintenance like yeah just just regular improvements yes exactly so anyway when you look at the count uh I think it's and like we have 149 that are for a new or addition and then 147 that are n right there's the account I was

045looking thank you so uh questions comments I mean I say this is your time I just thought you guys might want to have some some of these pieces for session I think that if anything this is going to create some discussion about the community uh that you know may change over time and so we look at that again because we're we're not there yet so I appreciate everybody taking the time to go in and do the survey um obviously the results shows that we're kind of split right down the middle which I'm not 100% surprised with um I I have to be honest I was a little disappointed in the number of comments that uh talked about our reasoning for L wanting to do it and then being reasons that we specifically said that was

046not our reason for wanting to do it um so and it was a lot of the comments that uh were more I don't know if aggressive is the right word but uh right now that's all I can think of did sound like the came from people who did not attend either of the um Town Hall meetings so it sound like they were um some of them they were very strongly worded comments for people that hadn't talked to any of us about it yet and I think that if they hadn't talked to us first they would they would have more information and may not have felt as strongly as they did I mean I can appreciate if people don't want to spend the extra money I understand money is tight um but there was a lot

047of misconceptions from comments yeah I agree I feel like some of the comments um I don't even know that they opened up the document and read it that we provided because they were saying some of the things that were very clearly spelled out in the document and it's like you didn't even read it and I if people are against it that's fine if they have their reasons but I just wanted people to be talking about things that were true you know I of course social media I feel like um is where more information is spread and so I think that maybe we need a bigger presence as a district and um you know saying things that are that are true and that are happening or that are not you know I saw like that's that

048playground's brand new they don't need anyone that playground's like 27 years old like it's and they don't make repair parts right we've had to take out pieces of that playground because they were unsafe for kids and you know so things like that I just feel like maybe just further education of reminding the public there are funds for buildering repairs and there are funds for salary and those are separate and they have to be kept separate um and that you know we're not behind on any maintenance we right you know um we keep up with all the boilers in the roofs and the you know the schools are all their basic maintenance is taken care of and that's not the reason for it so I saw a lot of that that we're falling behind on a

049lot of things and we need to take care of those um and so I don't know if it's just like more conversations um with the public about really you know what's going on in our school and reminding that we you know had the big science renovation at you know High School we've done the theater we've done the libraries we've done you know it's like I saw a lot of things they about sports well we care about a lot more that's kind of you know at the end it's all encompassing Sports is part of it but education's first I mean it's um it just was a little disappointing I think uh not that people were commenting because we want them to comment we want the discussion we want honest opinions but just the comments that were

050said that were just not true of things I guess all the sports thing the general public I mean you realistically the majority of the people in the district probably don't have kids in the district and what part of the school do they see they see gymnasiums and they see the football fields which are nice which in some people's head means that's the only place we're putting money which is absolutely not true um the other thing that came up and it's not directly related to the elementary school but I don't have any other venue to discuss it would be was a lot of comments that were made either in surveys or in other medium that was basically implying that that people had issues but they didn't want to come and talk to school board members or

051members of the administration um and all I could say several people including myself reached out to individuals and they didn't want to come talk to us I I can't address your issues we can't address your issues if you don't come talk to us and um I'm not going to go down every one of my constituents that was implied by somebody you should go find your constituents well for all of us that's hundreds of people that's not really realistic um but there's a lot of comments on there about lack of trust and thing like that and if that's true then I want people to come talk about it you know I'm there's not a lot of people around Burlington that know me real well I'm a transplant here so I don't have a lot of predisposed

052opinions of people um please come talk to us there's no form of retaliation I'm not firing teachers if somebody comes and talks to us you know I'm not going after people's kids I saw that said at one point that we were going to go after individuals kids that they talk to us that's not the reason that I and I feel pretty confident saying anybody else got on the board yeah it's very so and yes we have received Anonymous uh letters in the past I know I haven't received as many as other people but we have received them if you write an anonymous letter we can look into that stuff but we can't respond to you so please I know we're being recorded and I don't know that there's a thousand people out there watching this

053video but if somebody is you know reach out to us whether it's through social media or phone or whatever our information is on the website so we don't know what we don't know so if you know there's things that the Board needs to know then people talk to the board um and sometimes there's things we know that the general public doesn't right but yeah I just think um all in all I felt like we just need to have more um maybe more conversations more articles more updates more something where we're regularly as a district I know you do um we do articles in the paper already I know we post lots of stuff on our Facebook um but sometimes I think it's something that we need you know an area where we can have a

054little bit of approve um Improvement um because I I mean I know we post a lot of stuff we share a lot of stuff um and I I don't know I'm looking for I guess suggestions too or what all you think if on that front one thing that's important to point out here is even if we ask to do this it's still a community vote yeah the vot's not within this board it's a community vote for a bond issue so we're just trying to ask what the community wants and I will say that some of the feedback that I got as far as the survey went um I was asked how do you know it's the taxpayers that are responding to your survey right um as well and so I did remind you know this

055is just to get flavor for for what the environment is like it will go to a vote but that was brought up of how do you know that it's people in the district that will be fitting the bill for the new school that are responding to this survey um and then another suggestion that um somebody had brought to me is they would like to see the renderings for a renovation of of the elementary school similar to what we did for the new bill they're like it would just be interesting to see what the vision is if we were to renovate so that was another we can do that that will cost money right right and right now we have very little money into this discussion right and I mean that's something to remind everybody of

056us asking this opinion was not asking for a vote it was basically saying if we were to spend money on an election which of these would you prefer we spend money on it because I don't want to go spend $20,000 on an election that 80% of the people are going to vote against right I mean there's some stuff talking about being financially responsible and I think us putting this out there was a form of trying to be financially responsible so couple quick points that I want to make this I'm glad you just let me right into this number one over the past 15 years this school and these and you guys' board members and previous board members before have a mill Levy for the school district that is has decreased over the past 15 years

057I challenge you to find any school district in the state of Kansas I'm guessing there's very few if any that have a lower Mill Levy than they did 15 years ago the board and the bo current board and previous board members have previous boards have done a tremendous job of being excellent stewards of the taxpayers money and you guys are trying to get information on what to do what's the best what's the right thing to do uh the the second thing it want there were a couple of comments in regards to We rais The Mill Levy to put Turf down on the football baseball softball fields absolutely not that is f that is 100% wrong we did not raise anybody's Mill Levy to do that the only time we have raised Mill Levy for Capital

058reasons was one mil for 5 years when we did the high school science room middle school science room Renovations and the 40-year renovation to the to high school gym and we came under budget on those because we didn't have any foundational issues which we weren't sure about we were able to have that money about 330,000 go towards the elementary so that for the first grade Wing renovation so every building got a piece of that one mill for 5 years and after 5 years was over that Mill that Mill went away just like we said and then now a couple years later we've asked for one mill for 3 years for the boag shop addition renovation we'll have it for 3 years and at the end of 3 years that meal will go away just like

059we said so we've been very honest and very upfront and very forward uh very forward thinking with what we need to do uh to take care of students needs um and so anyway I I'll stop there one thing go ahead James you so no go ahead I'll just I was going to say one thing that was brought up during the second town hall meeting and I really appreciate it because it put in perspective for me and I was not aware and it ties back to a lot of questions we we got comments I apologize about how people are being taxed to death and I I know people feel that way and I understand that and that is coming from multiple groups I don't think um a lot of the people in Coffee County realize how

060much our school taxes them compared to schools in other areas and that was something and I can't remember his name but that the other presentation that was put out at the thing explaining how far down that scale we are third from the bottom or whatever it was as far as the I wonder if that information couldn't be put both on the District page and potentially time we talk to the paper I me you'd have to summarize it I wouldn't just list a bunch of Statistics because it's not an area that I think most people including myself are experts in but so it's it's interesting you mentioned I'm sorry but real quick um uh Selena and I had a conversation and in terms of like just kind of what she's mentioned about a newspaper article and

061I I write the articles for the paper at times in the Republican wonderful to allow me space to put that article in so if you might remember some old I just got some notes Here you might remember some old an old TV show called draget there was a catchphrase is said just the facts ma'am that was one of the investigators just the facts ma'am so that's essentially the theme of my article bullet point bullet point bullet point just the facts ma' if you will uh for a lot of information from the survey so my article is essentially taken from the survey because again and I will say this that there's information some questions were up came up in the survey about we' like to know what we're going to be paying tax increase wise well

062that's on the website that's it's in I mean it's right there and again reminder it's a survey we are not taking a vote this is not a vote we'd have to go again to a formal bond issue a formal election like you vote for the president uh you vote for a governor that type of thing so James I'm sorry go ahead no I just um those all great comments everybody but I think what this survey has showed us is we got a little bit more work to do to get some more information out there answer some people's questions and you know so all we can do is continue to to you know um promote or whatever we're going to do uh and and get the information that people are wanting you know if they're thinking

063that you know that uh we're going to do X and this and you know maybe that's not what we're going to do but I think that it it allows us a discussion we've got time to kind of figure that all out Greg like I said he's going to do another article uh they'll have some more information in there but everybody's concerned about what their taxes are going to do um everybody's concerned on you know you know you got a percentage of concerned about what the what the school is next to the jail I mean that's a concern I mean everybody we just need to address all those concerns and let them know you know we may not be able to fix all of them but we can at least say they've been addressed and I

064would say that your comment the survey doesn't show us that we have more work to do to me it's the comments that show us that right because if people if this is you know how what they are wanting that's what they're wanting and that is totally fine if they want to you know not do anything and just keep up with maintaining that's what the public wants but for the comments I feel is where yeah so I think the survey results show us I agree some of the comments were like well I'm not going to vote for it if you're not going to tear down old school well what kind of deal is that for us I mean because we you know like well you know we got the chicken egg so we got to know

065that we're going to do something before we decide we're going to tear this down or what we're going to do with it so so there's lots of those that we have to cber through and kind of answer lots of questions and lots of comments based on um not knowing something that we've presented or not knowing the details about something um so we need to do better about educa and we did discover later on that the survey that people were tapping on to some of the people couldn't get to it because they didn't know how to open it and so they were I know it's Selena in address somebody said we go to this the district office you can pick it up and then Craig fixed that and so it'll be on the boards with page

066I suppose some of that stuff will it be it is yeah that's what I'm saying so I mean well it was it was through the end of the survey well and yeah and some people like mon do you have anything yeah uh yes I have a couple things so know if you just add the totals of the number the survey results is basically even so like if the people 147 voted no the about 149 that would vote Yes for something you know just for no V and then um I kind of Wonder like the comment part it's like well you ask me so I'm going to let you have it my opinion whether I'm going to read anything or look at all the documents or any of that and I I kind of tie that

067back to um an individual that was at the presentation the first night and said well they're not the people they know are not going to come to an event or a public meeting like what we had that they're going to vote well maybe that's some of the similar um group of people is the only word I can think of that they're not going to attend a public meeting and get all the backs in the information but since you asked our opinion on paper just going to tell so like that I mean that's just kind of some insight I have I did think it was uh like one of the comments I thought that was valuable um that we hadn't thought of and not that it's tons but they talked about how students at the high

068school work in different buildings or at Bel or at the elementary well then they wouldn't have to travel you know so I thought well that's another you know like something we had not talked about we talked about lot transportation and that kind of stuff but that was um I thought that was a good good feedback too yes I have uh a quick quick reminder too and I know this was brought up at one or both of the meetings um again Iola did a um a bond issue for uh their District in um a vote vote was April 29 19 uh again it took them 2 years to put together what the plan is that they wanted to put together I don't know if we want to go two years to put a plan together we

069may want to try to get something done more so because again I'm going to go back to when I first got here nine years ago the high school and the middle school were the two buildings that were most in need of things the elementary school not so much well 9 years later now we've done a lot at the high school in the Middle School we've done some at the elementary school it's the elementary school's time for some things like we've just identified and uh again back to Iowa a quick reminder again they did a 35 million bond issue for 30 years it increased their Mill Levy to their taxpayers 22 Ms 22 Mills 35 million for 30 years 22 mil increase and if you look at our information we're not looking we're looking in 15

070or 20 years and the highest Mill increase for us would be I think 7.2 MS if I'm not mistaken look what 22 value is for them down there yes again they they are not as uh strong financially in their in their County as we are because we have a nuclear power plant here in our neighborhood so anyway my favorite comment was I wouldn't vote for this even if I only raised my taxes a dollar a day and my first thought was well we're not asking for a dollar a day we're asking for about 20 cents yes anything that you want me to do in moving forward in some way shape or form um I don't know if Darla has any Dar I comments I mean we did meet with her staff what did the STA

071what's the staff saying or what are met AEK ago just kind of was that before the survey came out after Town Hall meetings we kind of of what the town hall meetings how those went I mean which that was one of the I didn't read all the 300 comments after about the first send out that was prob the G stayed the same the rest of the way down um it was frustrating because like one of the comments that really bothered me which this is this stupid thing was like bees that you're using all these classrooms for storage no we're really not I mean so I do think people either have their ideas in their head what the school maybe used to be like or how it was when they were there or whatever but um

072anyways I think the staff are still in support of it I mean that kind of came out in one of the comments too is like all the bees staff are against it I don't feel like that's accurate I I mean they have their chance to vot which if they are is fine if they are fine you know it's you can everybody's entitled to their opinion that's just and that's kind of what we told them like we're just trying to get a feel for right how or if the project should move along um the comments did not line up with what we saw in the survey the survey showed a lot of support implied that there's a lot of teachers that work in support of it makes me wonder if it's a few vocal individuals and

073so there's a there's a phrase I use a lot I can and we as administrators I will say this not only for us for me but also as ministrators we can deal with people who talk to us but we cannot deal with people who talk about us and if we get together and we I give my view something and somebody else gives their view of something it's okay it's fine you know they may not be exactly the same but again we can at least have a an adult conversation and have a discussion and I might learn something from you that I didn't know in that conversation and you might learn something from me that you didn't know in that conversation and you're more educated if you do that again we as administrators and leaders we

074can deal with people who talk to us but we can't deal with people who talk about us and Anonymous thing we just can't can't we can't respond to it these are things we might have already dealt with in numerous cases that things that we've discussed and we look at things whether they are whether they are people who come to us and talk to us or whether they are Anonymous it's Anonymous information we do look into everything we do so anyway I that's my little soap box I'll stop thank you so we'll continue to work on that and if there's anything you want me to look at or do whatever I mean I I can look into it it's going to cost us money and I mean uh we have about $99,000 in architectural fees for

075a new facilities I will say this I have a good real good working relationship with Clark Simpson and Clark helped me with those dollar amounts on the renovation items without charging me anything those are pretty I mean again I can't tell you what something's going to I can't tell you what Cabinetry is going to cost in five years if we if we do if we draw something out and it takes 5 years to get to cabinets or if it takes uh 5 years to get to carpeting or Floor Covering it's going to increase incrementally 3 to 10% so I mean I I have a pretty good idea with those numbers and I'm trying to be uh as accurate as possible but nobody knows uh it's kind of like insurance we don't know what's going to

076happen from year to year so I mean I would what it's going yeah I mean I would say at this point in time I don't think we should have a something drawn up of what Renovations would look like because I I mean the support from the survey the support's not there for that so I don't think at this time we should do that I think we have a fair enough amount of information that gives us a dollar amount without having to spend any more money moving you know forward so anyway um comment also too in regards to staff will be involved this is just a a beginning rendering that we had drawn up it's just to be to give you an idea to give us an idea what what the dollar amount 30 to 35

077million might get us again yeah and because we talked about that at the meeting that a final would be have a ton of daras input and a ton of Staff input on what makes sense to have it set up in what areas of the school and what works and what doesn't and um yeah that if it would proed you know if that down the road happens there's a ton of input from them it's not us because we don't know where things would be better suited in an elementary school okay again just let me know if there's anything I need to do I'll be happy to look into whatever I need to so if something comes up just let me know okay so just so I can be sure on your spreadsheet your your estimated cost

078your actual cost and your status the status is so it's yeah yeah so real quick on the capital Out review You've seen this information before uh we we try to keep uh I say um that the the balance in our capital outl real close to $2 million it's right now in that 1.8 million range again that's we we want to try to make sure we have the money because again we don't do Bond issues around here unless we go for a new Elementary or something along those lines uh we don't do Bond issues we take care of our our facilities with our our Capital outweigh money um again you see some information here this is information that's very very similar to what you've seen in the past and then the the next the last paragraph

079talks about some things that we are going to be doing um you know this year some things that are on our Capital outlay document um again we're trying to make a a 5year transition from a 5e to a seven-year plan if we don't get the dollar amounts for year seven down because we don't know exactly what they at least we can get the items Down For What may occur in years like five six and seven uh so what we contining to work continuing to work on the list of things um and again a reminder over the last eight years the district's done a a lot they have done an awful while we talked about all buildings all three libraries have been renovated uh first grade wi been renovated carpeting flooring LED lighting science rooms main

080gym renovation the list goes on and on and on um so we've done a lot the document there that you see attached um again gives you it's an estimated cost and then the actual cost so I do the best job that I can for estimating and then the status is if it's been done and paid for you see what that the the year the time frame if it's been done and paid for or it will be paid for in in that time frame so there's a lot of items there um one thing you will notice and I'll kind of tie in Mr Wilson on this just briefly is we have been working on um a main gym scoreboard upgrade at the high school and we have been we've had meetings with sponsors I shared with

081you that that handout that booklet on what we can potentially do currently I think we're at six is that right six at varying levels yeah and with that being said that also that that that project will be something that will not only enhance the the the different activities in in the gym but it will essentially pay for itself over a 10-year period so our scoreboard again our scoreboards are going to cost us I put down an approximate number there um for what they would cost us uh see where is it [Music] um $10,000 right now that's about what it would cost us to do the two new scoreboards and the video board in the main gym and part of that is also a technological techn technology and a a curriculum piece where kids can be

082able to do the actual video productions for advertisements videos things like that and we have a Sports Marketing class if I'm not mistaken at the high school that will tie in with doctronics we have a representative from D Tronics who lives in udora who can come help us with these different projects and so essentially we could be getting two really really nice scoreboards and one video board and be able to tie in with uh some curriculum things for a very minimal amount and we may end up having that whole project paid for if we end up getting one or two sponsors so that's something we're looking at doing that will probably not occur installation until next summer and we get the training and get the the everything L that and so uh that is a

083project that could have cost us if we were to go with that we probably wouldn't have gone with that if we would have had to pay for it all ourselves but that would have been a$1 110 $15,000 set up and the sponsors that we have blind out that want various anchor anchor or an we call them anchor sponsors that are key sponsors for their advertisements uh being up there so um you see you see a lot of other items um up here again listed and again the h8 athletic entrance onest all new do completely brand new yes yes and then the and that's and that is out for bid right now just so you know that is out for bid it'll be less than two weeks we will get that hopefully bids and we will

084be able to start with that replacement ASAP okay is that could we do that like I mean they would do that during school or that be something Christmas crossing our fingers the um KAC machine what is that they're called KAC so those are those are the high uh heavy duty cleaner so think in terms of like a the best way I can say is it's going into like a car wash you drive your car through the car wash these these machines like it's there's a wand and it shoots out the cleaning solution and it sucks up the water we try to do that thank you you got it we we try to kacks yeah we try to we try to Kack the the restrooms I think once a week to two weeks give them a

085really really good bath okay good thank you good good question so there's a lot of I said there's a lot of other things down there that you can see U that you've seen before um and again we've got we're getting ready for a concrete bid I throw out a dollar amount that I like to try to stay under um again we try to do under like under 2 million a year in in capital alley we essentially do little manyi Bond issues every year when you really want to think about it we're doing close to 2 million to keep our facilities up and Top Notch and you can see that this extends out in the years to come um you know part of the money like if you look at like if you look at 26

08620 25 26 in the elementary school you know we got some some decisions to make on carping um you know we got if we pull out if we're going for a bond issue we pull $200,000 off of carpeting possibly so again there's numbers in here obviously this document is very fluid it it adjusts from I'm not going to say day to day but I think I I I dream about this document all the time and it's there's always adjustments made based on what we're looking at doing um again there's yeah and and items that don't have an estimated cost are those just things that if the money frees up it's something we're to look at or currently trying to trying to get quotes on those sometimes it takes vendors a little time at this current

087moment in time I don't have a a proposal good question though um yeah I'm working on those you mean the actual cost oh the estimated cost like an estimated cost no I'm looking further down a few years out there's some stuff that doesn't have amount next to it walking cooler shell walls that's fors out yeah that if they don't have a number in the estimated cost that means I don't have a possible quotation proposal yet for those question co yes what what any questions I you've seen you say you've seen this before and you know how we operate if it's over $5,000 I inform you guys about something that we're looking to do uh you guys of course approve anything 20,000 or more by um a vot we have to go for bids like those

088h8 athletic doors at the high school those will be more than 20,000 they're out for bid we'll get you guys to approve it you know how all this operates other questions or comments and if there's uh something that I'm missing on this Administration directors I met with them to go through uh if there's something that we're missing don't hesitate to let me know because we're in the get it right business we want to get it on the list okay all right [Music] ohwhere I go we love Kimberly we love Kimberly Kimberly Insurance renewal you have the floor well I appreciate your time this evening and um your encu policy along with your U deductible buy down policy um reviewed on November one and I did meet with chrisy and Craig and they've been phenomenal to

089work with I appreciate them very much um and as Craig alluded to earlier in the meeting um you know sometimes in insurance we don't always know what industry wise is going to happen and and so forth um I am here to uh to kind of run through each of your lines if you'd like and to highlight the through and I'm on the comparison in a sheet um the the main differences in this renewal uh is property which includes your buy down policy and your work home those are probably the two heaviest this year that had some significant changes um to begin with the property um similar to last year the industry is moving to more percent uh percentage deductibles for wind and hail and like um your buildings are I mean your whole Total Property

090blanket is over $100 million so think of it in terms that your schools um school is 16 you know average value of 16 to 20 million and um if we if EMC wanted to go to a percent deductible that one or two or up to 5% would be astronomically drastic to your budget and so we as an independent agency um worked with EMC um they wanted to try and keep uh wind inhale DED as low as they could um but the best flat deductible that they could do for just the school buildings themselves would be $75,000 that's the best that we could get them to to go with and it also changed the terms um your $25,000 uh deductible for all the other buildings 25,000 again that is still per occurrence but now the $5,000

091wind hail is per location per building so if you had if we had a major hail storm that affected the north campus meaning both the high school and the middle school that could be 150 up to or $225,000 deductible in this policy the reason I say that is because it's not just two buildings the high school is actually let uh uh per ISO the mass of it it's actually listed on your policy as and registered as three different buildings scheduled as three different buildings okay you have the central part of school the educational East wing and then the athletic wing on the west side so um with the buy down that ties into that so $75,000 per building or excuse me per location per building so that also affected your buy down last year we

092took that buy down to try and bring that uh because last year if you recall it was 50,000 they took us to 50,000 which was another which was doubled from the prior year and we took a buy down to bring that back down to $25,000 to help the budget to keep the budget sustainable and it was two $2,200 no brainer well with per building per location that's where you saw the increase of that policy up to $177,000 because of the value you're buying down uh per those buildings and the effect that it could have um it is so not only is that affecting your bottom line on your premium with EMC on the property side but the buy down is also affected because that per per building deductible ACH per occurrence is the way to

093go um because that way one event it's just one deductible but when they really change the the policy condition that is what affected the premium significantly to go into per building so so the high school if it just hit the high school you still have 375,000 DBL you see what I'm getting at yeah um the it's Su I know um did I miss a question I'm sorry you're right one of my hearing names is dead so I can't hear very well oh okay well I wanted to ask because I don't want to I want to be able to answer all your questions and I apologize uh for my uh agency here so uh me meaning me you're you um the other the other piece or the other line is your workers compensation um it's not

094that payroll has drastically Chang this it's more your claims um your mod Factor went up 4048 uh percentage points um and so you literally are being char charged more money and debited because the risk management it hasn't been as good the last 3 years okay so a mod Factor you want that to be in order to be just flat no credit no debit that's a one so your mod is 2.7 so that gives you an idea of how far on the on the debt debt factor that you are because of the the significant amount of claims that you have had uh the last several years and some of those bid shock losses meaning $100,000 injury shock losses um just work comp just to give you an idea um over the last excuse me the last

095five years uh total incurred cost has been over a half mil7 so yeah it's it's significant Craig do we know what the common if there's a common Trend driving this um yes do we have bad stairs or no to answer your questions no but go ahead can't believe okay and I I will chime in in a minute okay um I have given I I did a fiveyear claims analysis and I have given this to Christie and Craig and it does show some driv to some in some of the the high valued ones but is it driving like or is there a multiple uh occurrence no I hope that helped answer that question um uh and I'll let Craig talk more about the claim side of things if he if he would like um but uh

096there are additional safety and risk factor uh things that we can help The District in doing and um we have uh EMC also has numerous online training and and risk uh management features that they already you know Craig already utilizes and takes advantage of um we are going to continue those um also this could I want to say that it could be a lot worse if we didn't already use one of the most effective tools is emc's on call nurse and that is where your staff there's an injury they immediately call the hotline number and that Nur that is a nurse that triages them and so they're not automatically going to the ER you know that that costs maybe $800 to $1,000 so you're deductible you're not paying that deductible each time either they're actually

097triaging that that injury oh is it you just need first aid and just put some ice on it okay you're fine let's go there's numerous claims that are flat out zero because of that triage that could have cost you money so I mean that is an added value program that EMC provides uh as a policy holder that has been significant for we we yes yes we are yes so immediately after Kimberly met with Christie and I and we got the the oh my gosh you know the quote and seeing that our we're competing and I'm going to go back about oh 5 years or so ago we had actually had a mod rating below one we were I mean but there are there are some and there is some information executive content the reason it's

098an executive content is there are there are some names identified just so just so you know um that please that that's confidential information that does give you a list of of our of our of our claim situation and again that's very confidential but uh we've had we've had a like a handful of of what Kimberly would say shock shock shock losses shock losses and the that needs to stop so the day after we went through this information I sent an email out to the whole District be careful in so many words be careful I almost want to go wrapp them and bubble wrap and you know plastic forks sometimes no sharp objects but anyway you get the idea we are very much aware we are going to utilize Kimberly and Angela to come and talk

099to our staff set them up to discuss how this is general fund money this is this is a bigger number than we expected we did not expect we expected 15 to 20% increase in our property and casually insurance we got 35% this is a real number $132,000 more from last year to this year we did not expect this but we'll be okay we'll we'll figure it out but it is important that you're not walking into the building with your cell phone on one ear three or four bags in another with your cup of coffee and you're not paying attention you go over the curb and You Take a Tumble because once you're on our property it's a work comp issue whether you're in our buildings at 10:30 in when you're on a property it becomes

100work comp related so if you're walking on the city street here and you got your cup in one hand and your cell phone in the other hand and three bucks in hand and you tripping fall it's your fault it's on our property we're paying out well if they're an employee employee they employ if I was a city employe did that then it would be and it was when you're an employee so there are videos also that EMC has that we can yeah there are videos also that EMC has that we can utilize during in service time as a reminder a make sure you're situationally aware in winter time in in January when it's just spitting snow a little bit there can be some slick spots you got to walk be careful you get the idea

101so get paid so let me ask you on this first on the uh property replacement cost of property premium went up $881,000 but I'm trying to see where that went up like that CU if you compare those numbers you have 1016 uh well doesn't see I don't see that part part of the values increase is the additional or just the the 6% or excuse me the 5% building values they increase inflationary wise by% each year so that is your that is your values increase okay but the deductible wind hail deductible that is at the bottom yeah so is that I was wondering if that was so because you wind held deductible buy down premium is 177,000 but even if you throw that in there I'm still trying to figure out where that number comes from

102it's both of them together for your property I mean it's basically you have two property policies you have your property with EMC that because of the conditions changed on the iso form that they are no longer doing per occurrence they actually per building as scheduled on the policy so that actually increases more more deductible fact and more payout because of of the occurrence that it could happen if I have a clim if you have a claim and the buy down and the buy down is is to bring it from 75,000 that policy is strictly just to buy down that deductible from 75,000 to 25,000 that way the school district only has 25,000 per building in the event of a claim so you're it it's they both work in Tangent with each other because of the

103per building change and it's just the schools that are on that 75 flat and like I said the EMC is going to a 2% when held deductible on most of their policies and 2% of the high school the high school total value is approximately oh I don't have it in front of me but it's about 27 approximately 27 million so 2% of 27 million would have been your deductible on that build well times three depending on not the not the total but that that 27 million is three buildings together so so if you take two% times 277 million that would be what your one deductible would be for one occurrence and let's say TW a week later you have another hail storm it would be another one 2% maybe I'm a little thick but I

104just still don't understand I don't understand where the 81,000 came from for 5% I don't either so even if you took the 81,000 and said I'm going to throw 177,000 in there uh for the buy down buy down that only puts me at you know that's put be 246 plus 17 I mean $ 15,23 something increase for the buy down that's what you had previously but the conditions have changed but I mean those numbers don't those numbers don't say that they say 101 to 106 and then everything else is there the the asteris the $75,000 schools but it shows an $81,000 increase and I'm just trying to figure out those numbers don't match oh I see what you're saying the building values that's what you're referring to is the building values well our property premium

105in that 81,000 forgive me yeah in the in the property policy under EMC that has your property in the open included in that the buy down does not include property in the open I can only do buildings and personal property what does property in the open mean I'm I'm sorry what does property in the open mean property in the open is uh like your track your small anary buildings your dugouts at the at the uh baseball fields um you have a you have sizable amount of property this building so this is a building so everything would have that 75 000 or everything would have to 25,000 the school buildings right are the only ones that have the 75,000 flat wind Hil deductible okay all the others have 25 per occurrence right okay so like this

106building has a 25,000 wind hail per occurrence but your Elementary School your three three buildings up the high school and your middle school get it one building right actually your ISO I'm sorry what's ISO Insurance Service organization square footage type thing no okay Insurance Services organization there the one they actually uh regulate the insurance industry and coverages should be provided and then the carriers take it from there so they provide the foundation of in you know the standards however um they also do rating based on building square footage and how that is split out so yes on the the high school it's because of the the mass amount of property and the square footage and there's I mean your credits that you've done throughout the years like the fire doors the security system all those

107credits are still in this policy I mean they're still on your property policy it's just strictly the the fact that um that building per going to per building instead of per occurrence it's really significant the high school's three times what the middle school is no not not square footage that it's how ISO rates that building in order to schedule it on an insurance policy so that's why they split it into three sections and that's how it's listed on the policy because of it it's mass amount so I do have one correction that's going to need to be made for sure is location number six yes okay thank you yes and there's a list of drivers that has been adjusted and taken care of it may have not have gotten adjusted in this document but the

108list of of drivers that that it's going to be current and update accurate so so once again I I don't want to be difficult but I just want to understand what I so so and I'm looking at your numbers because you're you're the one that provides the numbers and you're giv us a 23 24 comparison 2425 comparison and then you're giving us a difference over on the side and so if I read the difference over on the side it comes up and says we have an increase of 13278 okay overall for the whole thing follow me okay so so now if you take 369 and 502 and you add that 132 is probably there but I'm still trying to figure out where this 81,000 came from property rep on the property replacement I'm still not

109understanding that because it doesn't show that in your in your formula or your numbers I I know you're talking about deductibles and all that stuff but but it doesn't show it because what you're saying it says I would be paying the deductible right up front I mean if you're saying that well we got to pay on deductibles because you know they're moving toward more dedu or whatever 75,000 what you're talking so I because 246 to 327 is an $81,000 increase but if 101 to 106,000 is not 101 million6 million I got that obviously I'm try yeah it doesn't make sense like that numbers don't add up I guess I'm I forgive me for being confused no myself I think if that number if the 101 million went up 5% to get to 106 million why

110did the property premium go up 33% yes thank you yeah the the actual property uh the property premium uh the significant part of the property premium is in the the change of the end endorsement form and that is that is strictly what I got from the underwriter the the other piece of that is last year um you were at a at a $50,000 deductible per occurrence and those buildings went back down to 25 not the schools they went up where the rest of the buildings went back down to 25,000 so there's added because you're getting more Co you're they're adding back more coverage for giving you the 25,000 per occurrence deductible on anything but the schools but it still is that may affect my premium I mean because that's what I'm saying is it does

111affect the premium so it's just because it doesn't it doesn't show that see that as an amount or where that's coming into play um under the under the proposal would like to look at that one see be p on the proposal I actually have every every building everything broke down okay so so you can see the actually the high school I I forgot that I have this proposal in here but you can see that building number one is the high school and how it's listed out three three separate buildings the Central Central Wing the athletic wing and the East educational Wing what if we went to a $50,000 deductible versus 25 which we we I can so what's the yeah what's the difference I don't know today but I but we can CL that because

112that would make a difference in our property premium quite a bit well um I don't know the answer to that but um it would we would also need to change the wind tail by down as well because that we already adjusted to meet the 25,000 and I don't I mean I don't know how you all I don't know that that's worth 15,000 the the reason that we have had done this was because to to protect that cap because obviously you have sizable amount of claims that's going to be deductibles coming out of your Capital outlay that's going to be affecting your your but that's just for wind and hail correct just wind and hail and that's that's majority of the we have so that's why I presented the the buy down deductible last year to

113try and help solidify your budget to be more reasonable where you have it you pay a little bit more but it would help you buy down that deductible so that you wouldn't have all that up front out of your budget right we can ask you know I'm happy to quote options deductible options if you like we can even quote a deductible option where everything's up to 75,000 flat deductible if you would like I mean it it may be worth trying to do something like that to counterbalance the workers's comp increase for a year or whatever until we can try maybe get that back under control comp actually mod your mod actually um is years yeah it's going to St on you can't got work yeah after years those shop losses fall off and but not

114that it could come down it's just it the reason it hit higher this year is because your your major shock year is in the middle of that three years right now and you had you've had this last year you had some significant claims that have played into that and so next year it could stay the same or you it just depends on what this year turns out but um if you have lower claims this year it would be ideal because youve Got a Good Year going off next year so you really need to otherwise next year's going to be terrible correct I know when James grown now I know why you groaned now when I mean I myself would like to see some other options with the deductible just because I mean I think that's

115but I don't know what everybody else wants 13 133,000 more is again as we know Insurance nobody likes nobody likes to deal with it but you need to have it when you need to have it so having said that uh you can roll the dice a little bit and we hope we don't have wind and hail issues if we adjust that deductible and we do then it's going to come out a capital outlay and there will have to be projects being adjusted and moved back off the list pushed out you understand that yeah that's even what does everybody else feel like I mean if it's she said the most realistic one is wind and hail I mean that's I should say it could happen we might have to adjust you knowjust process so I mean

116if a huge hail storm came through however many school buildings they magically decided we have at 75,000 magic I mean you can have one major hill come through and affect every single school I know that I'm say break so we have each buing each building yes right but we could still have the buy down but have our other per occurrence deductible to 50 and still have yeah and still have the buy down for that it would be to 50 and we can see what that is if you all want to see that I don't I mean I think it um the next increments is 50 and then 75 uh the next is 100,000 if they'll I I will say that I it is 100,000 I do have some policies with 100,000 but with the value

117of your personal property blanket they might suggest going back to the to the 1% if I get higher than the 75 I'm just throwing that I just want to be fully transparent when we negotiate this that you know EMC could want to just make that 1% and then again I would justif buy down for that accordingly as well just so you're aware I think looking at the 50 I think looking at the 50,000 at least is worth checking out I'll do both the 50 and the 75 to see where we're at and I can come back so I I would move that we table this until next month until that she gets back with you or we got to have this by when we need to get probably sooner than um next month is fine

118okay um okay we've are like I said I've already uh bound your policies okay and and we can always make changes so you've got coverage thank you K to make no no that's no that's that's what I appreciate the opportunity to work with you all and um and if I I can answer any other questions please just reach out to me let me know I think what you're seeing as us trying to be the best Steward stewards of the money absolutely the community so it's done the best absolutely and I sat I mean I not this board but I have sat in in that position before and and it is it is a hard job I mean everybody have some form of Public Service to understand what it takes these are really good numbers they

119are they really are um so no I I do appreciate it I'm here to serve you guys and that's what you know we appreciate uh the opportunity to work with you and Craig and Chrissy are amazing so I appreciate them as well want to just thr that out there again thank you and I will reiterate with Kimberly and Angela they are terrific as well we have a really good partnership work relationship with them so we'll we'll be working we' got some homework to do and we'll get it done so do I need to make motion right now you have a motion right now for approval so are we you you we could table it or it just no motion no motion work for me [Music] that was your rebate checks that's I feel like you

120gave us money once because we were dirt yeah claims were so low it did happen it what happened to the you are still part of the of bmc's school uh safety group dividend program um and as far as claims you're not I mean you're not the only School District out that has issues that you know sometimes it goes up and down but think of the divid the thing to remember about the dividend is it's all lines coming together and all that premium that comes in and once those claims are paid if there's a 20% residual they give that they put that back into the percent and ratio that was obtained so that's why you get a dividend back now you know God forbid anything like a I'm not even going to say it don't say

121it we got in our mind that could that could wipe out everybody's dividend I'm just saying like a quadruple shock L of some could could possibly wipe it out but or the loss of yeah anyway you just don't know but that's the dividend program that I come and and I love bringing money back to you and that is and that is do one of the reasons that EMC is such a good partner as well because they actually uh understand the mechanism that that you all operate under and they are a leader in Municipal business for that reason because and they provide that dividend and and give it back into the budget so that's that's a plus forc and if you again thank you for your time and if you have any other questions just reach

122out I'm at my office [Music] I just want to know too because it goes along with the insurance policy but also a previous conversation is that over the last five years and Beyond schools changed our kids have changed and how we teach has change so we were talking earlier about um space and buildings and and things of that nature and we have a lot more staff and a lot of that comes from my area right um we also have a lot more kids that are showing violent tendencies and can also lead to increase increased claims and we do utilize the call nurse all the time um and we do try to train and put kids in or staff in positions to not get hurt but those student mental health and social emotional needs are only

123Rising which takes more personnel and leads to possibly more injuries but it also takes more space um which just you know we don't have in all of our facilities also cost they're all comparative and ren I I get it to I understand I know you wer talking to me yeah consider okay anything else that's enough textbooks instruction materials and media centers you have two documents there one's a red line adjustment what the adjustments are and then you have a do the second documents without the red line so anyway having said that uh this is again an adjustment to uh instructural materials and uh policy if uh both library media center uh staff members uh Julie Temple Diane Marshall have seen this they have looked at it and given be okay for this in terms of
