next year lost yes we're all the way to superintendent yep okay um again just some information there that uh we shared with in the past in terms of just some building the budget uh for uh next year uh we have shut down uh our uh our our budget from this past year we closed out this budget we just did that guess that would have been Wednesday was it two Tuesday Wednesday I think now first second Tuesday last last week so we've taken care of the close out for uh last year we made the required transfers you saw that uh information there and we've approved those those are just mandatory transfers we made again big thank you to uh chrisy uh she has been tremendous asset working with our budget and also uh Nicole and Jen
in the main office as well uh they just they I say just absolutely absolutely awesome to work with um again there's just some information as we put together our budget for next year these are things that you've seen before nothing is really changing much at all um I don't know if you have any questions over this first part of my report we're working on a revenue neutral rate information most likely we will exceed the revenue neutral rate for a couple of different reasons but one specific reason would be because we're adding that one mil for the welding shop um which will begin next Monday the welding shop renovation the will shop electrical improvements um the second part of that project biger part the addition renovation that we're going to use the one mil for 3
years on we're going to look to do a construction manager at risk uh option there where we will interview some firms that show some interest in that project that'll be more of an addition in terms of the um the the shop uh I'm going to say the locker space uh as well as additions to the actual shop area and uh give that that area just more room more space for the equipment and possible uh hopefully for next year we can maybe look to have some part parip with the F Hills Technical College using that space dual credit opportunities credits during you know the weekends the Summers uh whatever the evening hours um those are some things that we can maybe work out in the future so uh anyway that's a little bit about the RNR
but also the uh the connection to our willing shop improvements and Miss cen's very excited about getting power in that uh building the way it should be so you don't have to unplug one thing to plug one thing in so any that's that's the of the first part of first phase is purely power yep yes it is good question okay uh again from last board meeting working with Tom roon and camon Roth in preparation for the land auction for that land that's just south of the high school uh we are looking to have something prepared ready for the next board meeting uh Tom Ron's going to have some parameters as far as for anybody that's interested in buying that like we talked about you can't just buy it and hold on that land for 20
years and they go back and sell it and make a huge profit on it uh you as a board have directed us to have some parameters in place where there should be a timeline set for um the development of that property into single family homes and um also uh Cameron's doing a little bit of research on whether it should be sold as one plot of land or two separate plots of land in other words it can be auctioned up in two separate sections if you will um basically break it in half almost so he's going to do some cost analysis for us and determine what's best uh if you have any questions on that just don't hesitate to shoot me an email give me a call but we'll probably have something in place for you
guys for the board meeting in August to look at to make sure this meets your guys satisfaction and then look to have an auction sometime in late August any questions to double check the r was not at all interested they are not matter fact know I'm I'm glad you mentioned that because yes I talked with Scott Jeffers about it and he said we're going to be thankful have to mow it anymore cuz really that's all that's truly all they're doing and I know Bob mentioned he lives over there right by that area and there's just not activity on that land there two soccer goals there now and other than that and no one's used the soccer recently is there an option to do more than two uh I guess there could be um I'm going
to trust Cameron on what he feels like would be best um and and if you guys have a differing opinion on that that's fine you could do it in two you could do it in four you could if if um if you broke it up and wanted to plot it out into actual Lots you could sell it by the lot I don't know if we want to get into those details though I really don't think and and then I know that you know like kind of assume they can get city water and suit and Sewer electrical but is that really true because I know that sometimes people had trouble like the sewer lines only goes I mean kind all that's out there as and they can it is even though it's out there like they
can get it you know what I mean because I know like the city of okay and we and we could do like the drainage piece would be one thing I think I mentioned that you before the drainage piece would be one concern we could try to fix the drainage or and and and sell the land at a higher value or let the developer whoever buys it the who are wet fix the drain I would rather and sell it at a lower dollar amount I think to me that's better that way they can work with a city and meet the the guidelines the codes uh the the the requirements that the city's going to want to meet so having said that I think that's our best um best option is to let who whoever buys it
deal with the deal with the specifics on on what's needed there for that be certain the city has an EAS on that drain area right there anyway okay uh if if you have any questions call text email just let me know uh Sumer work in the district's going well on all buildings matter of fact they're getting ready to start in the Elementary Middle School's done high school will be done Wednesday so they'll move everything cleaning supplies uh carpet cleaners fans you all those types of things to the elementary and we're a little bit ahead of schedule ahead of pace uh the crew is doing great computer work and The Summer's going well technology work uh if you haven't checked out the new website the website has a a fresh new look and it really is
very very nice I think it's a little bit more user friendly it'll take a little getting used to but uh it's very like I said to me it's very user friendly and it looks very good kudos to Craig kman Courtney finless and probably a cast of others that were involved in that as well so um anyway so there's just a lot of things going on grounds people are doing a good job getting prepared uh everything ready you know outside uh for uh you know school's coming up here believe it or not we're in the 8th of July already so it's coming up here fast so again kudos to all our summer workers um I was going to I the last item I have here is just uh any type of discussion any type of thoughts
um in terms my Friday notes I've shared some information with you about potential of again elementary school bond issue looking at that uh in the future uh just to give you a couple of thoughts a couple of ideas um a general election is possible to go to in November it' be pretty tight to try to do that now I do believe you guys would be best served as award to look at again a construction manager at risk again for a big project like this those people are building those buildings if we are moving forward with this they are the best they're the ones that know what the current pricing is for materials um just what you know labor how much it's going to cost labor wise to do this that or the other whatever you're
talking about in terms of of the project um you would look to interview firms whoever shows an interest and it's it's again an interview process and you can choose to pick whomever you want and that construction manager at risk piece the construction manager at risk they will help you to sell the bond to the public in terms of being there with you your bond advisor which uh whoever you might choose to go with I know we had Clayton FY from Piper Sandler Here back in January he again Piper Sandler would be the ones that would be there with you to help you know support and sell the bond issue to the public give information on taxes so on and so forth um and they they do not have any fees attached to them if the
bond passes they're going to get paid because the Project's going toer if it does not pass you're not out anything the only thing you have attached fees wise attached to fees would be architecture type fees as far as drawings and Clark Simpson is working on the outside renderings for you guys hopefully will have about that I can share that with you on Friday notes of coming here very soon how it might look um he's asked me about what I should what what we should be looking at should it be a similar outside view as far as what the high school and middle school look like or would it be more Elementary like and we pop the red and the gray to me I said I suggest the red and the gray I for has been
very positive about promoting the red and the gray the Wildcat colors and I think it would want we want to set the building up to make it look a little different than the middle one high school right off the cross street so if you have some different thoughts on that we once you see the rendering you can give them those thoughts to me but um and part can adjust it it's just adjusting colors or outside looks or views so anyway um questions or comments on anything thoughts I talked to Craig today a little bit about you know November is going to be pretty pushing to try to get it done although it' be great to do during the general election especially what was going to cost us to run that right so that looks like
probably February or something but but we also don't want to get ahead of ourselves so so yeah I know I've had a lot of questions and comments from people on both sides of the things about an elementary school and I don't think our and I know cra's done a great job putting stuff the newspaper on stuff but I still think there are people have questions about a need for it and thinking that it's all about the chip plan um I don't think the board thinks that way but I I don't think we'll have time between now and November and all the other issues people November to get that message properly out to people so they understand the need and the desire for the board to kind of move forward with an elementary school so I'm
kind along the same lines I think we mess up if we try to put it on right February whatever so get everybody's questions answered and I don't know what the time frame would be if we started in nove November would we have the new school finished in May right as opposed to have been done in August not dep I don't even know what year5 whatever but I'm just saying that who knows what that timeline is I don't know but I think we'd be better serve to wait get more Communications have uh since you put that article in the paper talking about it have we what kind of feedback you received I I haven't received any either way I I have not um I have not had phone calls where I have not had people coming
in naysayers um I'd say the very feedback I I've had is that it's just very good information and people would want people would want some more information which we will share and share everything um when that time comes the biggest hurdle or question that I've had was my kids went there in the 90s and the school had more students then how come doesn't work now and we can explain and talk about this at the end of those conversations I've had with people they've understood where we're coming from but I don't think we can answer that with the most people to be before we even think about when we're GNA if we're going to do some kind have renderings some plans drawn up something that we can show people once we have that right and then
we can not just what do you even talk about like what what's it look like and all that stuff so well I I thought it was interesting I was looking at the paper the other day it was talking about I always like reading the historical section CU they're kind of silly sometimes and one of them was like 75 years ago number people in town was the same as it is now so I can totally see where everybody's coming from as far as the are do we really need more space kind of thing quick quick thought here just I'm just going to say this and see if this seems okay and if it does right if it doesn't please tell me you know if if it doesn't would you like to have a town hall meeting
before we look to go and pursue I'm going to say the the bond issue interviews for construction manager at risk interviews for again the bond advisor would you like to have a town hall meeting two or three set up before we get to that point or do we want to have those people on board there supporting us in a town hall meeting I was going to say I the bonds I've been through in the past those people have been at the Town Hall meetings as well I that's what I consider yes but but you're looking yeah you're kind of looking to commit that direction if you have them on board at the meeting because well they're not they're not getting paid they I think they're want to attend meetings if you're really not you know
all in on this so I don't really need an answer for that now but you can think about that and you may I'm okay we we could have a town hall meeting or two before but they're going to be there to be able to give us the most answers yeah the most specific answers to construction cost ask yes have those answer I've kind of seen that both ways and I totally agree like I've seen it where they you know you have those people there and they got all the answers and stuff it also gives impression that well looks like mors already got their mind made up so we just show M here and so I can I can see it kind of that way but also if you want to be educated and informed so
why would you have people that have the answers there to give them so it almost makes me wonder if we shouldn't have the first one before and then based on that I mean if we go in there and it's pitchforks and torches then I see a reason to bring in first one before before we bring in somebody half commit but I mean I'm not set on that I see so I guess the point of those meetings are those to get public feedback on is this a good idea or not or is it more of this is how the board wants to move forward here's information on it I guess what's the intent of the Town Halls is really what we need to look at in my opinion very good point yeah and like I said
in my head and it's not always the best place to be but it seems like the first one I'm kind of curious what in general what people's opinion is I mean I don't want to try trying to push this if everybody is against the idea I understand I know we've had the community Advisory Board and it great information great feedback but I don't think we got all of the Community Players involved there I we had some local business owners and stuff but we're going to be asking Hoover to increase their taxes to pay for this too and wol Creek andard and all those places so you know I don't know they've necessarily put in the effort to learn about any of it until now you got figure the ComEd Advisory Board the people that show
up are the people that are interested in the schools already so it might not be a representative group let me do a little checking with a couple of my colleagues that maybe have passed a recent bond issue to see if they've done anything like this before like meeting the town hall meeting before they got on with a bond advisor or a uh construction management team um if if for example if we were to have like a bond advisor or a construction manager manager at risk type or a construction company at those meetings before we move forward there might be a perception that we've already chosen these people so that's the danger that you have when you when you adite people and you haven't like say you hav't fully committ to those people being part of
your team it could be U it could be looked at as like say your Apple you know the carton for the horse kind of like what I think Lucas mentioned that we've already made up our mind so and and Stacy made that comment about what is this information sharing or uh in what we were planning to do or are we Gathering people's thoughts and input yeah I agree like I said I'm I'm not opposed I mean I don't want to do this different way than has been successful for other place in the past my biggest concerns are one are we going to give people the idea we're doing it like you said and then my other would be is if we bring in a company to do this and then we decide not to or
we burn a bridge for a company we may want to use later I would think that you know a fairly professional company wouldn't let that affect them but we are a little Limited in resources around here at times I think along the lines a little bit with u if you do this architect rendering kind of so you have some community meeting talked about that but I think we still have to we have to know what we're going to spend I mean we have to have a good idea what we're spending and and we haven't necessarily picked anybody but we' have kind of talked about a bonding company so we know what that's going to cost and how it's going to cost us so that is probably okay the management at risk we probably haven't certainly
haven't selected yet we don't have to select that right away but I think those people have to be on board the B and that's that question answer thing that we had about give us the pros give us the cons we have to have those talking points be able to go to this public and and discuss that because those are be the questions that are asked if we're looking at let's say a February bond election possibly if that if that's the direction I think we're probably looking at I'm going to say passing um a resolution to go and there's some paperwork that needs to go to the state for the approval on that I'm going to say we're looking at September October at the latest and on October November to get a bond is bonding company
as well as a CM on board and then they're going to help you with the last two to three four months of this process so just those are General timelines to to get things in preparation for going say February bond issue which I think February's earliest you can have it after a gen general election I think you have to set I think it's 6 days before you can do another election I think it is don't hold me to that number but I know there's a certain time frame that you have to wait till after an election has occurred before you can have a special election so okay let me let me do some more Gathering of information it sounds like you want me to do a little bit more there and I will share that
with share that information with you on Friday notes and we can come back and have this a little bit more discussion in either Friday notes you call text email me or back at the a sport meeting yeah I would shortly after we get some kind of artist rering we should think about having people I mean it sounds like we're on fairly short short yes and and I would say a couple comments you you have all made this if we have fewer students why are we looking at doing this for a variety of reasons remember education does change uh remember that if Burlington doesn't grow any at all from this point forward we just stay status quo we're probably okay and we can leave it for fifth grade at the middle school we probably do it
but if we change and we have any growth whatsoever we're going to have some issues to deal with and not only at the high at the elementary school but at the middle school this possible plan where fifth grade goes back to an elementary and a new building solves to me it solves two problems without making additions occur if you will increasing classrooms you know at at the middle school so again just kind of quick recap there on on that scenario of the future and and what it may hold anybody else anything other thing and maybe this has been done I know it's been done as the elementary school but I've learned that sometimes your staff can be your best sellers um so potentially having that town hall type discussion with the entire STA and the
entire District um to kind of talk through some of that because you know people will in the public of even if you're a high school teacher you work for high school what world dist board doing that way they can maybe some thoughts that we had just we could have a staff meeting for all staff as well for anybody that's interested and wants more information and they might be able to give you a good PO on the public family neighbors who will talk with good good thoughts good ideas it be out of the norm if you had something like that for some of the board members to come help absolutely not absolutely not the more people we have there the better I think I I think so too I mean I don't want this to come
down to a Craig is push in the elementary school no type situation you know as long as I know we're all kind of moving on the same page okay right I'll gather a little bit more information and share that with you and we'll talk a little bit more in August August at the board meeting as well and that's all I have unless you guys have anything to do all right thank you moving on to board reports anybody have anything just tell me what a Bine injector is oh gosh I don't even know if I'm words for I am not I am not an I would just say it has to do with animal science agriculture veterinary science along those lines is that is [Music] that it either has to be it isal cow injector I
think the reason James is asking is that was one of the purchases I explained to you on Friday and it's it's a real number for what is this is it just a delivery system for medication yeah it must be a for shots and there's simulators yeah yeah proper cattle injection techniques ear tagging growth imp PL Basics $5,000 I bet teach it huh 5,000 more than that but there were there were other parts that there were other parts to that requisition that it was a real was a real number good learning for the kids I'm sure if they're not one with Mom and Dad they not any was just curious I just and a quick and a quick note on that too because uh with that that dollar amount was over 20,000 that whole all that
person we did not have to go to bid for that because it was a curriculum type of material um to when you approve textbook curriculums for science math social stat things like that we had to do some checking on that because it's it was a different type of equipment but curriculum in that in manner so yes interesting and I know I'm not on the agenda but I will say information went out on a hiring Fair lasted a lot on Facebook so if you see it it's on our web page share it share it and share it absolutely it's for custodians Cooks bus drivers and yes Paris and hopefully we can kind of almost har oh yes oh yes thank you anything else review the operating procedures this will look very familiar uh so it's stuff
that we have used from day one since been here and believe it or not this is starting my ninth year so we have been very successful with things like no surprises dis distinction of Duties chain of command evaluations so on and so forth and so um I'm not going to read over that because you've seen this for quite some time and it's boed very effectively and kudos to the board uh board members for U following um you know the the different the different operating procedures and uh as we move forward with each school year so thank you yes I I still think I talked to Craig once before about maybe that I these chain of commands need to be U poster not necessar poster size or something in each one of the offices just to
be able to point to say hey there's your CH come in make sure you're following that because a lot of times I don't know the kids don't know that I mean and that is something we are going to do it's interesting you mentioned that they just talked to Craig kman about that here just recently and we are going to get those uh in larger poster size type of U displays for each of the buildings and for the Board of Education Office plus we have our mission and vision statement which we just did get it's framed up by just we just got it so we're going to hang that up for the next board meeting you'll see that up on the wall so it's coming soon so yes thank you else anybody okay so need a
motion motion to establish gr rules presented for working with superintendent discuss and the official of this meeting second motion second any discussion 6 next Board of Education goals for 2024 2025 and again these will look very familiar as well uh information that you've seen before we will look to do a retreat um in a couple of evenings and in August September so kind of check your calendar and we'll look to set those uh at the next board meeting uh I say we probably do a I think we've done Wednesday evening in the past 5:30 to 8:30 so check your calendars and we'll get that all lined out um again there's just a lot of information here that looks very very similar um and again if you have a preference for the The Retreat different than
Wednesday evening I say it's listed there as a possibility for a Friday or a Saturday morning before afterward meeting I that's up to you guys but uh wnes meeting seem to have worked Fair well uh we have to be careful around I think kind of so get your calendar like starts andity service type things so anyway um yes falling to for that position let's see James has been there you know yes I yeah I'm thinking it doesn't start till the 18th or 25th I I'll find out I can do one before that or something we look to set that up at the next board meeting for a couple of Wednesday evenings it sounds like as a it's a possibility so any any questions on any of this again this this is very familiar information it's
just a quick review it's always good to review though good then um you talk about the budget status report there's more information here and this was updated uh uh with some new information just from this past year nice chart form that Christy put together uh in terms of our Capital outlay uh you'll notice that we are rebounding a little bit from our assess valuation from 2223 dropped in 2324 which we talked about that correction being just a state utilities corre so rebounding a little bit for 2425 that TBD is actually we'll find out in November November 1st for actual um what we will receive uh what our assess valuation will be you number I I think it's going to be pretty close to that number you can see that really if you look at what
they tell you as an estimated number it doesn't vary too much uh 134 is the one year it looks like uh that was a a a significant change 1819 was a little little lower but they're pretty darn close the count is pretty good and the people of the county again we were very fortunate to have people like Angie kerser Casey Paris peris um and others at the county that help us with the information um they are just great to work with in in dealing with assess valuations Revenue neutral rate and the list goes on and on so um um I I don't know if you have any questions or anything that you read again a number of historical pieces of information we just kind of add on um I think a key note to to
mention is our Esser funds are over on in September 2024 we are done I think it's September 30th is the last day that we would have money for Esser those general fund items that we use to spend Esser funds on now we either have to make a decision do we come back to the general fund and use general fund money to purchase those or do some of those things go away and so um having said that uh um that that the SRA funds were nice but now we won't have them any longer so um it is a little bit of a challenge um about Case by case bases exctly you keep what's important what's I I think that's it um again the re the proposed Mill ly will be dependent upon when we when we're
building this budget this is the early July July this July 8th is actually an early meeting for us um we are I say working on building that that that budget supplemental general fund lob will have that to but TBD to be determined on that because we um we're not exactly sure what our supplemental general fund will be this year as we're building the budget as we begin that process here um it'll be very I would say it be very similar it's not like like that supplemental general fund is going to raise to 10 ms it's going to be very similar to that 4534 that we've had uh just to this past year but again in that uh in that neighborhood it'll be I say very very close okay thank you any other questions okay I
don't believe we have any one right nothing for student issues I think we probably better go in for negotiations we can't we can't 10 minutes I motion to recess in executive session for 10 minutes to discuss certified contracts pursuant to the exception from employer employee negotiations under coma and a return Open session in this room at end of that time including Craig Marshall and lindsy gr second motion any discussion e e e Mo approve to serve as Government relations Network represent for second second all right thanks for stepping up is this have we done this mou before or is this something uh we have done this before um I'm trying to remember if it was in the July meeting years years it does say two years yes I think it was in every es and
