to the consumer we will mention one quick thing on the consent agenda if you'll notice there are two new higher contracts for elementary teachers Darla is working on placing them whether it'll be in first or second grade they want those two the staff in the interview process if they want those two and they're still I think there's some jockeying going on between where they're going to end up being so that's why there's not a specific position but one will be first one will be second grade foreign much appreciated very much in route are you on your computer too so you can vote remote yes sir awesome I was like butter and tears foreign [Music] we just got through the consent agenda moved on to Communications we got some more Communications here and then we'll move

on to okay moving on the administrative reports start with Elementary any questions or comments for elementary short and sweet report January getting back up to break kind of the days are flying by you know okay Middle School Matt's not here he's still up at Middle School basketball they got about four eleven eight three games but we got lots of information shared there if he comes back in later we can go back to him and ask him a few questions for how to do this [Music] morning thank you very much thank you we move on to VHS report any questions or comments for VHS report going on nope looks good okay anything to add anything that's doing good move on to special Edge education report so I is uh Lindsay there yes yes thank you for

announcing where um Bridges is going to be located for next year and I know some people have asked me some questions so I appreciate that we've publicized that social media and other avenues as well and how's that reputation going it is in full I haven't been there um I haven't been there in person lately but I've been in touch with the landlord and the kitchen is in full swing and so they're hoping to have it done by June 1 so we can move straight from one building to the next even if we don't set up or not but we can have these moves traded and a quick again a reminder we are not purchasing that building we are renting that building so I think there was some confusion that some people thought we might be

purchasing that building we are not we are just renting and thankful for that opportunity to be in that building foreign but it was also a year that we had some staff changes so it all balanced out pretty well so okay we'll move on team technology report and Craig is here too if we have questions are the access points in the bus barn garage or these wireless access points like to the bus will pull them in and the ads connectivity form but landline download directly to the access points under our Network to be accessible cool I'm sure being a metal building that's kind of limited you got to be in there to get anything exactly okay we'll move on to your new superintendent's report just a few items here as we start to get into in

state assessments uh again just some information there again we're not all about State assessments but we take we take them and we want to do well with them so whatever we're doing we want to do well whether it's just the regular grade State assessments means where the testing the map testing whatever the case might be so anyway I shared with you some information from our accreditation review Council The Arc short short report or short for accreditation review Council again this is our accreditation piece that we that we have gone through the process again tremendous tremendous report as you can see they are recommending us for full accreditation again you see that report that information there and this has been just not the administrators it's our staff it's everybody together working hard to make sure that

again our district is doing real really well with the you know taking care of meeting kids needs in all areas so again that information there the state or from the art committee is there and again we should all be proud of that on everybody in usd244 should you know feel good and impact themselves in the back and and take some credit so it's really a terrific accomplishment uh there's a list of upcoming school events over February March April May and we look at that and we think May is a ways off but guys will be here for the mayboard meeting before we know it and it'll be the end of the year so a number of different things that are happening coming up here in the next uh the next gosh four months it's hard

to believe but uh yeah a couple of other notes real quick I'm going to send you some email an email or two with some legislative updates and information there's a lot of things flying around a lot of different bills and I've kind of shared with you I've been in touch with Eric Smith and Michael or representative or state senator sharing our thoughts you know or at least the thoughts that how it would impact Burlington uh you know if there's a vote a certain way I always try not to tell them how to vote because I know they got to think different things and they got to consider everything because I wanted to tell them how it would impact Burlington because Who We Are so I am in touch with them I'll send you a couple

of emails here that have just popped up here recently and then one I guess two other things one I've kind of gone on another update they were laying Turf on the Outfield in the softball field and it looks like it's it's done so they're progressing at a rapid rate now hopefully to get that field done here in the next I'm going to say 10 days approximately to baseball and so on so forth so that was exciting so if you have a chance you can drive by it you can see a lot of Green Green Turf so that's that's a really good thing I just received some information again this is a notice to Property Owners of a zoning hearing and it's close by when anytime you have an area where it's close by to where

you you have you know you know property this would be a 1290 links Lane which would be I think the lular Bell Nursery Greenhouse there they are looking to do what's called basically a ad tourism venue where they were working to expand their business piece there I again we get this notice if we have any concerns about that whatsoever again we can voice our opinion at the hearing that type of thing I don't really think I drove out there a couple of different times today just to look and see I don't think it's going to be an issue for us again it's going to be that uh area that would just be a little bit north and a little bit West and be on the west side of links Lane there where they have their

their business area so I don't really think it's going to be a problem for us for the school district the only thing maybe they if they were to have big events they might you know overflow parking could be the area where we have baseball softball but that would be I'd say I would hope that they would consult us if they were going to use that over the workflow parking area I don't think it's going to be a major issue they do have a hearing on Wednesday it looks like on the 15th at 7 05 PM so if you have any I've noticed just two days notice but if you have any questions or concerns you can bring it to my attention privately I can go speak on behalf or if you want to join anybody

wants to join me at the at that hearing if maybe otherwise if not I'm not going to go to the meeting unless there's a concern so that is it for a couple three additional items any questions no all good information I've done some uh work on their property up there across from us and it's yeah it looks good so it's very well done uh moving on very nice yes I would agree no other questions or comments we'll move on to more reports and I actually was coming from middle school again in between games I walked over and went to the church so yeah it was I was curious I didn't want to be a deal after that I walked over there took some pictures and there looks like they're doing a lot of drainage work

outside of what I would consider the scope of the turf project like north and east of the baseball field there's they're riding that drainage so it goes away from more expensive right here exactly they had done a tremendous amount of the gravity flow if you will the the weight and they've they've shown me and because I'm interested I'm interested to see how it's all going to come together and they will uh they said that they're just great to share information so uh yeah it is it's exciting move on to the art report I might not be as quick as all that ones so my name is Kyle so it was with Jared Gilmore Phillips are the ones that completed your physical audit for the year ended June 3rd of 2022. like always there's those letters

in front of your packet we'll skip past those to the very end of the presentation we'll start on pages one through three page one through three those are the independent audit report on this as well as a couple of other reports in the back of this booklet are the only thing in here that actually belong to us oddhurst everything else in here is the district's information and we just take it put it into prescribed format so that first paragraph is what we all did which is a company fund summary statement a rate report basis receipts expenditures and unencumbered cash balances of USD 244 for the year into June 30 2022. that next paragraph talks about an adverse opinion on U.S Gap financials since we elect to follow kmag which is a modified Cash basis of

accounting we have to issue an adverse opinion on Gap financials because there'd be material differences for things such as debt prepaids receivable signs of those nature with kmac you just have captioning accounts payable that third paragraph there is the most important that's actually in the modified opinion um I do like to point out that they did actually issue some new regulations where they changed this report around a little bit and these they if you notice they did move these opinion paragraphs up to the front just for the sake of saving people the trouble of having read three pages so we issued an unmodified opinion on the financial statement which is the best opinion that the district memories receive and we believe that the numbers presented here and are a material accurate representation of what happened

during the year those next two paragraphs kind of touch a little more on that basis for adverse unmodified opinion I'm down there at the bottom we talk about Management's responsibilities making sure our numbers are correct as well as making sure that our checks and balances kind of our controls or operate effectively throughout the year that next section there on page two talks about our responsibilities operators we audit according to internally accepted Oddity standards that k-mag that Kansas Municipal auditing accounting guide and then also government auditing standards because we received such a large amount of federal funds we're required to have a single audit which just adds a little an extra layer of auditing per se those final couple paragraphs are on page two and Page Three talk about supplementary information we have some various required

supplemental schedules at the back of this audit postal review and as well as talking about how the prior your information is in here as well just to kind of give you an idea of kind of what happened one year to the next and finally that last paragraph there at the bottom of page three talks about other reporting required by government auditing standards and like I mentioned we've got that single audit so you can actually choose to issue two separate audits of financial statement and that single audit we choose to stick it together just for the sake of having it all in one place and that's what that paragraph is mentioning so now we're going to go to Pages four and five which is statement one uh kind of the meat and potatoes of the audit

financially per se I'm just kind of gives you a quick synopsis of kind of what happened within each month over there on the far left we list out all the various funds held by the district and then we have our beginning unencumbered cash balances or our cash carryover for Budget purposes that next column is going to be receipt set money we brought in next column expenditures money we sent out the door to get to our Indian unincumber cash balances now with all cancer municipalities that elect to follow Commack there's about an eight ten page checklist you're required to adhere to some various statutes and regulations one of those is that each fund ends in a positive cash balance as you glance through there you will happen to notice there is one negative that's allowable for

the state because it's a grant fund you know we spend that money ahead of time we're expecting reimbursement so they understand that that's how most grants operate and so they do recognize that that is allowed so as you can see we didn't have any issues to disclose there that next column is going to be that accounts payable this is kind of what's that caveat of kmag you know those are those bills we get in July and August for services from June or prior that we pay and just to kind of get those expenditures in the right period for Budget purposes finally we get that ending cash balances far right column and as you can see on page five that ties to our actual cash per Bank we've got a little breakdown there the various types

of accounts that we hold one of the things I always like to point out is that agency funds amount that we subtract out those are the funds that the district holds in their accounts but they don't belong to the district things such as our Student Activity accounts and things and we'll see a schedule all that at the factory side now we're going to get into the footnotes of the audience kind of the words behind the numbers footnote number one is our summary of significant accounting policies won't spend a lot of time because this really doesn't change much year in and year out and talk Scott kmag talks about Kansas budget law things of those nature one of the things I do like to point out there on page eight underneath that numbered list I've got

that paragraph we're going to disclose any kind of budget amendments that we had we didn't have any to disclosed the only thing to talk about in there is the usual the general fund and supplemental general fund get adjusted for enrollment each year page number nine we get to play note number two which is our stewardship compliance and accountability footnote and this is kind of that kmag checklist but no if we have any issues there I'm not the long lengthy part is talking about that negative encumber cash balance sites that's an issue but then also cites the statutes to make it allowable that last Sims talks about any budget violations which we did have too in the rec commission and Rec commission employee benefit and that was just a product of us paying out all the

taxes we collected which was more than we budgeted so we have to recognize it as a budget issue but in theory you know we're paying in their money we're just required to disclose that footer number three is our deposits and Investments those first four paragraphs pretty General regulations that were required to adhere to as a Kansas municipality sites such as our money has to be in Banks within the county we operate our surrounding counties we can't go putting our money in the stock market as well as requiring that our funds are secured at the end of the year they're at the very bottom of that footnote we actually have information pertaining to the district our carrying amount of deposits was a little over 8.1 million and then the bank balance was a little over 9.6

million that big difference is just due to all our outstanding items at the end of the year that hadn't cleared the bank we held that money at three different banks so 1.5 million was covered by FDIC insurance coverage to win that remaining 8.1 Plus cover back alleged security so we met that requirement to be secure finger number four is another special caveat with school districts you know we get that money in July that's part of the prior period uh we're just required to disclose what that amount is a little over 267 thousand dollars on page 10 we get to footnote number five this is called right to use contracts or some new regulations as well that came out regarding leases they changed them from Capital to finance leases and then they kind of did away

with the operating lease wording on so now I just refer to these as right to use contracts that's kind of any kind of agreements we've entered into for equipment space Etc that we're never going to own that property at the end of that agreement we just kind of are renting it per se we just disclosed what that amount was a little over sixty nine hundred dollars but no number six is our defined benefit Pension Plan footnote um those first two paragraphs pretty cookie cutter don't change much year in year out that third one the only major changes is just we change what the rates were those always fluctuate year in and year out and then those remaining two paragraphs there on the bottom of page 10 kind of some legislature type stuff as far as

what they're doing as far as underpayments and overpayments with papers at the top of page 11 we actually get into information pertaining to the district that first paragraph discloses the total amount that we've remitted on behalf of our employees for Capers of a little over 1.3 million and then that second paragraph is always that scariest footnote in here that net pension liability that amount we would owe of Capers were equipped being funded by the state obviously we don't ever foresee that happening but as you can see it's a pretty large number and so this is underfunded plan we are required to disclose that and there's a little over 10.1 million like why not compared to last year that number did drop drastically but I did just see the new report come out and enforce generally

it looks like everything that they gain they lost in the prior year so it looks good this year it's not going to look good next year it went way back up again footnote number seven is our other long-term obligations for operation that first paragraph talks about an addition of one percent for Capers for death and disability insurance that we pay and then we get into the vacation and sick leave policy and these we just kind of disclose what the policy is and then we calculate out what that liability of hours it carries over from one year to the next year for vacation it was a little over forty six thousand and sick leave it was a little over 415 000. I've just taken those hours times their rate at the end of the year then

if you roll over to page 12 we get to our early termination benefits or our early requirement that first paragraph just kind of discloses what our policy is that second paragraph talks about the total amount we paid out on behalf of our early retirees and during the year was a little over fifty thousand dollars and then we're just required to disclose those future payments that were currently agreed to based on those people that have taken advantage of that and as you can see it's listed there down below uh phone number eight and nine pretty picky kind of footnotes eight deals with risk management we mitigate our risk of loss through the purchase of insurance that one doesn't change much year in year out same with Bitcoin number nine contingent liabilities always the possibility if grantor

could come back three four years later down the road say hey you didn't spend that money howling Vision I mean you actually owe us some of that back so they're all in that contingent liability that they can come back and request some of that bad footnote number 10 is our inner fund transfers and one of the biggest things to take away from this one is just that all of our transfers had statutory authority to be made footnote number 11 is our contingency window and this is just on that covid-19 again we're just required to put that in here because it's still ongoing very uh this audit time period per se it did actually get removed from our footnotes for the next year and so that you will not see that one anymore barring any unforeseen

changes obviously and infinite number 12 is our subsequent events now this is anything that happened from July 1 to the period that we issued you got it it's kind of large or out of the ordinary for the school district the only one we have to disclose is that Turf project we've got going on a little over 3.2 million and then we just disclosed that 2.2 of that is finance or Finance lease and then that a remaining amount is paid out of the capital outlay fund now we're going to get to that supplementary information on page 14 we get a 2d budget schedule this just gives you a breakdown of all your budget and funds but they're on the far left we list all those funds out and then we have our certified budget that next

column is going to be our adjustments to comply with the legal maximum once again those are those enrollment based adjustments and then we have adjustments for qualifying with budget credits these are going to be things that we don't necessarily have to budget for because we know we're getting reimbursed for those funds are coming from somewhere else to pay for those items things such as Grant proceeds loan proceeds reimburse expense things nature so you add those three columns together to get to our total budget for comparison and then we compare that to the expenditures charge for each fund during the year and finally that far right column the most important one the one time a negative number is a good thing that means we were out of our budget and the supplemental generally was a dollar

over well the state gives you a dollar leeway on your budget and then we just point out the rec commission and that employee benefit where we were over budget and that's just like you said just simply due to paying out more than you know what we budgeted to pay out because we collected more Pages 15 all the way back to page 40 our individual fund summer statements I want to spend a lot of time on these because we've been here all night and Craig's trying to get us out of here in two hours five minutes but this just goes into more detail as far as where money comes from where I'm going to go and receipts you know things such as Federal sources federal grants State sources or state aid local sources things of those

nature and then expenditures are broken down by the various categories required by ksb so and then we also get that priority information in current year so you can kind of have for comparative purposes Cassie those Trends what's happened one year to the next then we have that budget for each line item and then the variance over under by budget for each line item one of the things I always like to remind people on that is that the budget is really adhered to in total by the fund not necessarily by line item so while those are you know do look kind of very they really don't have a lot of weight behind numbers because you're mainly just looking at the ending number but I encourage you to kind of glance through there kind of see those

various um fun CD activity throughout the year if you try to pay just 41 and 42 these are our Student Activity funds that don't actually belong to the district and those are those agency funds I talked about we just list the various funds they're hidden balances receipts disbursements and then ending balances the next page are district activity funds and these are the ones that actually do belong to the district um you know the many two Athletics and then are special projects and various um 21st century petty cash sales tax places nature page is 44 and 45 get into our single audit portion of at this package 44 and 45 is the schedule of expenditures or federal Awards this just breaks down all the federal grants we receive and spend during the year over there on

the far left we've got them broken down by the various Departments of the government and then we go into detail as far as where they pass through somebody and then the actual name of the Grant and if they were passed through somebody we have an identifying number for that entity then we have a federal cfda number which is a five digit number assigned to each Grant just so the government can keep them all separate provided a separate recipients if we received any grant money that we in turn granted somebody else we'd list that amount there cash receipts that want to be brought in and then our expenditures um well I mean the biggest thing on page 45 is just that this number you know continues to creep up with all that extra money that we

keep receiving and you know probably have another year of it really going up and then it'll probably start kind of trickling down suit again I would guess unless something major changes I'm with a single audit it's if you spend over 750 000 of federal money um as you can see we are well above that so then we're just required to select a program to test uh based on kind of past performance of that program as well as dollar amount um the two that we did select this year uh were the USDA Child Nutrition cluster there at the bottom of page 44 and then also the answer money that we receive kind of in the middle on page 44. if you flip over to page 46 now we get to the government auditing standards report I'm

going to kind of make light of this report because we don't actually issue an opinion in this report this is any kind of internal control over financial reporting issues that we have I do like to point out that we did have one issue to disclose this year and we don't really talk about it in detail in this report we'll talk about it more detail later but if you look at that fourth paragraph down we just talk about how we have it finally at 2022-01 that we conserve to be a significant efficiency which is kind of that second level of control issues so I don't spend a lot of time on this because there's really not a lot of information here it's pretty the key cutter that we put it in here but we will look

into more detail on that finding later on if you turn over to Pages 48 through 50 this is that major program report this focuses on that USDA Child Nutrition cluster and then that extra money kind of the results of our testing there the many paragraphs are pointed out there are the second and third one on page 48 and we actually issue a qualified opinion on the USDA nutrition cluster as a result of the finding that we'll look at again later on and then we have a modified opinion on our other major federal programs um so I've got to make a lot of those reports because there's not a lot of information per se I'm just kind of disclosed of the general order issues where they're not issues and if you turn on page 51 you'll

say we should just skipped those reports that's a lot of words let's go to page 51 look at the schedule and it just tells you everything you need to know up there at the top we talked about our financial statement and what opinion we issue that adverse on Gap and then unmodified on rainfall basis of accounting and those issues and internal control over financial reporting which we have that yes on significant deficiency over Federal reward once again another yes on significant deficiency and then our opinion on the major program report which was a qualified opinion and then we had some audit findings to disclose I think we list out those major programs that I spoke about earlier and we talk about that distinguishing between A and B programs is 750 000 and that's just kind

of a dollar amount based on the type of program depends on how much testing you do and then that Oddity qualified as a low risk that'll always be no for the school district because we like to follow kmag which isn't a state required basis of accounting it's always going to be low risk or high risk because that's one of the questions to be low risk is that you either follow a gap or you follow a state required basis of accounting all it really means is that it just changes the level of tests and we do from 20 of your federal dollar spent at a 40 percent so now we're going to get into those couple findings that we talked about earlier they're on page 52. we have our first that financial statement binding on kind

of that internal control issue we've had this process of running split checks where we you know have a big PO for a project we'd have four or five checks written for that project because you know as they trickle in there maybe not for the full amount so we just use that same check number repeatedly to pay you know a b c d e f to pay for that project during the audit when we were looking at that and it traditionally hasn't been a problem I will note that in the past but during the audit when we were looking at it we happened to research this one check and we found that one of the checks was written to I don't remember the vendor off top but maybe some type of supplies per se and then

the check number actually went to Kansas Department of Revenue for sales tax so that split check while it said in one system that it was for supplies but actually got written for was something totally different so that's where we felt the issue Glide was that it'd be easy to manipulate that and see you know well why we wrote the check to this it really went to this person so let's just note and like I said it went to sales tax or something like that so it wasn't like it was a fraudulent check or we found any issue with that but we just felt that it was probably best if we were going to get rid of that issue going forward because it also caused a headache on our bank racks at the end of the

year too so we just felt like it was necessary to bring that to the board's attention if that was out there we do like to point out that in February of 23 we actually have stopped using that uh Kristen will confirm that but so we did actually get away from that and that'll hopefully curb that problem going forward but like I said you know we found that issue we just felt like it was needed to be brought to the board's attention and then on page 53 we have that Federal award finding and unfortunately this is a repeat finding from the prior year I'm dealing with our meal counts once again you know we're having handwritten sheets taking care of how many meals we have at each site when we come to the test we actually

kind of go through those sheets comparing to what was reported as submitted to ksde to make sure those numbers match up and we found an issue that they weren't matching up entirely and they weren't off a lot maybe like five or so meals but because this was another issue as what we had in repeat from the last years you'll see on page 54. I just felt like we I mean we have to put that in there that this can't be happening you know because we can't be claiming more meals than we actually serve or vice versa we're under claiming or not collecting all the money that from the meals we serve so that's all that information is basically pertaining to is that issue with that and like I said on page 54 um it just

talks about it from the prior year Christie I believe was going to start kind of looking that over more closely and we're going to have two or three people I'm not sure the exact process that you've implemented but we're going to have two or three people kind of reviewing that meal count to the individual account sheets just to make sure that they're jiving back and forth because it's a simple issue just you know one person maybe is trying to fill it out maybe they're even in a rush because we're behind and so we're just going as quick as possible maybe having another set of eyes on that I'll catch those little mistakes and make sure that we're accurately reporting our meals and then back there on pages 55 and 56 now this is a corrective

action plan if there's finding we're required to put that in here kind of the district's response to the findings kind of sums up everything that we've been talking about as far as what's been implemented and what our processes are going to be going forward but this is just the district's response per se to those findings now we'll go back to the letters they're on the front of your packet that's just one pack of stapled letters these first two pages are what they call a presentation letter if we were to ever have any issues with Craig or Christy giving us the information we needed in the past we could just come to the board orally and kind of report those say hey this is going on I want you to be aware of that we didn't

have any issues to disclose or just simply required to now put that writing in this letter and that's what I'm saying is you know we didn't have any issues no problems as far as the auto went to the great staff as far as you know helping us out making sure that we're getting what we needed as well as I would say a commitment to try to be better you know Christians really worked hard with Skyward in the last couple months to really nail down that process of Bank Rex as well as just in general you know training yourself more in depth so I will commit to that on that third page of our audit adjustments I have nothing to really majored in there to point out um some of these are just kind of some

generic and record interesting cattle on some of our investments um our CDs and then just some various adjustments with accounts payable and some transfers so really nothing I feel like needs to be pointed out that really sticks out is you know out of the ordinary major and then on the fourth page we get to our management representation letter this is in that staple pack it's got the date at the top but no letterhead this is what we like to refer to as a reminder letter we really encourage the board as well as management to reread this letter each year each one of these points we should have talked about at some point during the audit with management so it's really good to reread that kind of see those things that we might approach you about

and see those kind of questions we asked during the year kind of just stick it in the back of your mind like oh hey this happened during the year and you know make sure that we tell our auditor about it and year so with that being said if you have any questions or comments Kyle and his crew do a very very thorough job so again you want to commend them to their work and Christy and our central office staff Cindy Nicole and Missy and the building staff that present the information as far as all the all the accounting too an awesome job as far as getting everything together and as you can see we've got some corrective action as far as we're dealing with the issues and making sure that they are taken care of

it we're as Kyle mentioned we have a commitment to get better with those two areas for sure so and Christine and the central office staff has spent a lot of time with Skyward to that's been very beneficial especially with that split check scenario that's been going off for years and years and years and it needed to be taken care of and it has so yeah sometimes I always feel like it's best to play me out or changes are happy to take it does anybody have any questions at any percent a lot of information but I think in years past we've uh maybe last year was not as in-depth I think every other year we kind of elected in depth go through like it was not and I think that's the address though yeah right so

that's really good I appreciate that and it doesn't do have questions Christy Craig they can always get a homeless throughout the year we're happy to help so yeah thanks thanks here's one motion to approve the audience I'll move to approve the 2021-2022 audit as presented a second Monique are you on a computer able to vote yes okay yeah motion passes six zero now we can see if we're happy with what we're present with and move forward with the same armor next year for a contract approvals and appointments this is kind of the same I'm the same numbers I think as last time right slightly more or about 600 so maybe 400 news right seems like a very professional presentation every time we've had them come in here I think we switched three years ago Vice

Hauser yes no place got out of school auditing right okay baby yeah no I like how you present it and it seems like is are they good to work with yeah and we can get in touch with them at any time they are just immediate okay if they're not there to take our calls they call back very very quickly and and just have a really good working relationship with them and they help us and yeah a lot yeah we recently have a three-day like work session with Skyward that they came in on site which excellent awesome and they were able to work together or we were able to work together with both Skyward and Kyle to work through some some things that had been hanging out there for a few years so um still um

the engagement letter with Jared Gilmore and Phillips PA for the 2022-2023 financial audit and the amount not to exceed nine thousand dollars in a second mode capacity move on to the personal section of the agenda motion recessive detective session for 10 minutes from hours which would be being privileged in the attorney-client relationship under coma to include Craig Marshall and kasb attorney by phone second foreign Jimmy Island I'm going to accept their entire request and payroll back as high school facts teacher with regret at the end of the 2022-2023 school year second foreign ers on mine money I said it goes we got it motion passes six zero move on to the next one and I'll move to accept the retirement request of Tim Johnson as high school science teacher with regret at the end of

the 2022-2023 school year second motion passes six zero and again Pam taught for 31 years four of those with us and Tim 32 years 21 with us and they will be missed move on to the results monitoring report science and social studies perfect good time yes okay got it foreign minister we just don't we don't have anything give us more lovely twos yeah so it's not there there isn't anything formal for the state at all we still haven't gotten anything back from them we'll be tested during our Juniors this year and then next year at 16 years and then from that year on out we're gonna do all seniors trying to get a plan in place for our building we do fourth grade ours is only seven so we kind of shared their wealth in

each building um took a to the grade level there and that creates pain for the science assessments at Bes we only have that also in fourth grade and we take the math assessments and then we'll click on a select person and we um these these scores are really consistent year to year for the fourth grade students they perform very well on the science assessments with a large percentage of the class to the average to high average and high range so this year I can see it's the 70 of the kids are in those three strong and our results are pretty strong too with the exception of what is the slippery which is your experience traditionally can't perform than what most classes do at me a mess that's also the blast that we've had 75 kids

last year in three sections it was it was very large but they typically performed lower or making gains in the right way as well they just they're just lower performance when you look at eighth grade again they were above the state average and science as well as on map they were above the national average there as well the next time yeah so 51 scored in the high average to high category which is pretty exceptional again overall they're above the national rappers there and then this is the the type of piece [Music] again I mean if you look at the upper two categories eighth grade they're they're both know about the state average and then again fifth grade that would be this year's sixth grade has has performed below the state average or just about everything

but when you look at some of the map scores at the end of last year they were actually only like uh typical points below the national average on the map so there's a little bit of that summer aggression with ours with our science degree questions but with ours and then with the ACT um kind of taking a look at that we've taken a little dip um with our I think as we cover some of that through the last a little bit but our science we are getting the numbers up in those other level classes again so from pre-enrollment so that's a good thing doing some engineering inside of the classrooms and adding engineering Pathways as we looked at our scores it's what we can do to kind of get those those in there and then

with the what's the last one is that the collagen career ready one yeah that's the color yeah it's a college [Music] um and so really what we were looking for here is making sure that our kids are at that point at that point so I mean anytime you look at the data that's triangulated um act and it since all of our kids take the ACT it we tend to take a little dip in that because and what we've done is rerouted some of those science classes so that there's not um there's not an easy easy app they're still getting those standards built in there so we take a look at that there thank you [Music] there are any specific questions in the board that we have one results I think a good comment that Jody

made as far as we want to encourage students to take those challenging classes if they can take those challenging classes you know they may not get an A and they may get a B but that's not a bad thing it's it's okay to you know struggle a little bit have some challenges before they may end up going off to college and that does challenging classes again will help them in the future another piece to this is that the state universities and yeah speak to this Jody and Taylor if you want to on this State University's ACT scores are not required as much now because they want more kids to enroll they've had a number of kids that are going into technical colleges more so and so the ACT isn't quite as important as it was

before it's still important for scholarship money and so on and so forth but it's it's not it's not quite as emphasized as much you know to get in for just College admission so anyway a little different and basically you got the money can go but if you have the match of your GPA and your act you're going to get a lot more money now because I let a lot more people on the door but I can't see the value in it it's not that I just don't think our kids together and it's just that when they see that the rigors in the other classes as well it just looks differently they all motion do accepted results monitoring report concerning science and social studies as a reasonable interpretation of the board of education's results policy so

again motion passes six zero move on to board policy the first item on there is the calendar for 2023 2024. okay I've shared with you some information in the past again uh draft One calendar draft one was presented to uh our staff in all the buildings uh in December uh they gave feedback before Christmas break and then that created some time for us to look over some possible adjustments again overall I might say uh draft one was a pretty solid draft but it did cause it did create an opportunity for us to create a second draft which again some side adjustments administrators were involved in in discussing this as well as far as The Slight adjustments from the the comments and and the information we received from draft one so with that being said there's

just a few adjustments um that we ended up making from draft I must say from draft one to draft two we just switched the September in service Day from the 11th to the 18th just wanted to not go back to Matt Mundy's there with uh kids being off into four day weeks there that was one adjustment um let's see draft two also allowed us because buildings especially middle and high school struggled to get conference time in so with that being said we ended up doing we ended up doing conferences at both first uh the first semester and second semester conferences to give a day and a half of time so we're not jammed with just really tight windows and it seems like parents just get a chance to sit down and then they got it

that it's done it's they just have more time at the middle school and the high school level so with that being said um we did we did it allow again the adjustment of the calendar allowed us to add some additional time for parent-teacher conferences um we left the in-service day in January as uh that's uh Martin Luther King day as is we adjusted the February in-service date of February 9th it's not President's Day I remember right President's Day is that uh in February um yeah we adjusted that because we were having some difficulty within service presenters they were typically take off those holidays Martin Luther King and President's Day so if we have some presenters coming we at least wanted to have an opportunity um yeah oh I'm sorry yeah we and we moved out

of that February where we don't have any service uh where we move that to April instead so if you look at again parent-teacher conferences the first semester and second semester you can see that their uniform I forget I should have mentioned this before I mean backtrack here they're actually uniform in all three buildings they're going to be held at the same time something a little different we haven't done in the past and that would be in September on the 28th and 29th so that actually on September on the 27th and 29th so it's a Wednesday and a Friday all day long I'm sorry I got ahead of myself on that and then in the second semester they're going to be in February on the 8th in the evening and the ninth all day long so

that will also give us an opportunity for maybe some people that need conferences during the day we haven't done that we've said two evenings in the past okay almost thought their questions anybody so far anything uh on draft number two February in the text in the middle says the 26th is an in-service oh we need to take that off thank you yeah we'll make that adjustment so that comes off that's not just a wrong coach work correct yeah that that comes off we just didn't get that thank you for catching that I have a lot of people coming to take Mondays after Super Bowl off but there's a lot of kids if if people can guarantee that the Chiefs are going to be in the Super Bowl every year but see if we do that

then we're jinx them seeing so anyway and if you're a Broncos fan you may want us anyways I know something is a Bronco fan so anyway no I did hear talk favorites talking about Columbus Day getting rid of Columbus day's official holiday and then making Super Bowl Monday you know like yeah uh March um it's it's a strange Foundation yeah yeah it's it's way spring break pops up and and just in service time the teachers like that half day in service half day they'll be able to work and wrap up grades for the end of the nine weeks so that's on this calendar the first and then we've had a number of comments about having the Friday before we start officially that spring break so you can you can do something the weekend before actually

spring break starts with the or the weekend after so that's yeah marks there's only one Friday in March there okay and yeah and because we've got the um Good Friday and Easter Sunday yeah so it's September 29th and are no school days so teachers are not working they will be they will be in in parent-teacher conferences all day okay so they will be working all day with conferences they don't work in some of the no school days they do yeah because they're like a differently we could fuchsia a different color we delineate that differently or something because it appears like we've added 2X you know what I mean it looks like we got it that's a good point that is a really that is a good point we haven't done like I said we haven't

done the conference scenario where we've been on a date so that is a really good it's only been evenings well and that's I don't know if you could you could do it blue at the teacher work day because really that's basically what it is right well no we actually believe it or not we for conferences we get full credit we get full credit for a day we do need a whole new color yeah we do need a whole day yes so in service days we get half credit for the number of hours on our hours our 1116 hours for in-service days for parent-teacher conference it's considered full credit so we get okay just maybe yes any of that separately so it doesn't appear that it's another so that February in service day that we've had

President's Day is shifted to April uh that 19th and we just uh moved it there that was a comment uh that was made and then the rest of it's that's pretty much the same so it wraps up the school year on the 5th or the 14th with kids 15 for a flex work day any questions on either draft one draft two or anybody no I think it's worth a shot I've heard you know I've heard from teachers and staff but they'd like to maybe try those days of conferences during the day and you know it's awesome pressed into the nights so I think it's worth a shot to give it a try to see how it works for a year and and we do uh the motion in the past as far as the ratification

piece with Buda remember we do we do that at that statement just because we don't make we don't necessarily know what they may bring to the table as far as for negotiations and remember a couple three years ago when we made the adjustment on the the length of the day if they bring that item that's why we would mention you know that it could be subject to ratification just because it might be an item they bring to the table is one of their items for negotiations so um anyway any other questions I'd like to thank the staff and administrators and everybody for giving input on to this and I think we've got a pretty good calendar and we'll see how the parent-teacher conference piece works 23-24 calendar draft number two subject to final ratification of

the employment contract review no sorry motion passes six zero move on to the KSP policy updates okay I'm going to try to go through these uh fairly quickly uh again please stop me though if I'm going too fast um the first one the gaab complaints of discrimination there's uh again those notes that you guys see on that it's just a revision and updating clarifying the process again if you have a staff that have complaints um and and again that they've just made some adjustments there there's a spot where it says my position address email so on and so forth we put the generic title Superintendent at 301 Neo show there's a couple of those pages a couple of those slots on that first page there on gaab complaints of discrimination um let me see uh

again they just they've just adjusted with a lot of work at credit I say adjust the wording to make it again simpler easier to work with if that's I don't know if that's possible or not you know but again we don't commit the board policies to memory but we know we've got a place to go and following a process or a procedure if we do have to deal with certain things that come up um that's gaab there's not anything I don't know if anybody noticed anything okay the g c r f which is a couple here it is GCR is again just non-school employment it deals with the able to classify employees again they uh they have a job to do they should be doing their job they should not be asking off from their

their job at the school to go to a second job if you go or another job so that just deals with that they have a DVD to perform and so on and so forth so that's gcrf um ibad we will put in their uncertain spots like student mental health the superintendent and administration May develop and Implement a student mental health awareness policy because that would be not necessarily me I wouldn't be telling the elementary middle and high school exactly what to do we'd be working together to determine if student mental health what what that what that would be what that would mean what we would need to do Dropout prevention the superintendent and administration May develop and Implement programs so if there's a Dropout situation in the High School Mr Wilson Mrs Grover they meet

with those those students so again it's a it's not just superintendent it's superintendent Administration the at-risk students again or at-risk students again superintendent and administration shall be responsible for developing a program so those those are just rewarding changes there um on idab um IFA again just talks about classroom displays pretty self-explanatory there and that's a new one right that would be adopted a new policy it does and JBE the truancy piece uh that one second the one spot there at the top the building principle just cross out or it would be the building principal shall report students who are inexcusably absent from school to the appropriate Authority that's a building administration's job the next one is jce complaints this kind of ties in you'll see some very similar wording to gaab in the jce complaints

of discrimination and I don't think there's anything other than just some strikeout language that they have there and uh so on and so forth jce so yeah jdd number of countries off on two-sided they are us and you really major there until you get to the last part of that uh the board or hearing officer appointed by the board it's out here the appeal within 20 calendar days after the notice of appeal is filed it's just a standard operating procedure there within 20 calendar days and KN complaints you'll notice that probably looks a little similar to the jce at times as well as the gaab and at times they refer back to uh board policy um during this uh during this policy as well okay and then there's an additional piece there about complaining about

security rules and the student may file a complaint with the principal concerning a school rule or regulation as it applies to the student the complaint shall be in writing filed within 20 days following the application of the rule or regulation and must specify the big principle then shall investigate the complaint inform the student of the resolution within 10 days after the transfer it's just uh again that standard operating procedure of what needs to occur and then it looks like the last item they have just deleted family night LED family night policy LED is out even though we do have some things in place for Wednesdays and Sundays if we were ever to have those things I have to notify you as the board let you know let you know the time and the reasoning why

we also notify the minister of Alliance as well we have our own protocol in place for that okay that's a lot of questions um that's not really a feel for the rest of the board on the classroom display stuff that everyone read what that policy will say that's kind of a new one and it's kind of saying that if material is replaced around classroom it's implied but that's kind of what the school board's saying and there's lots of people placing things in their classrooms that may not be agreed upon by the school with it but whatever so what it's saying is that that is our free speech to say the teachers can put them there but that would be classroom appropriate very appropriate learning about curriculum based not other things so I feel that that

is something that should be added the other one I actually like the LED being in there right I like to maintain every year when we talk to the ministry of Alliance they talk about maintaining the Wednesdays and Sundays travel I don't and the reason that kusb has that in there to review it and delete it is to give School more flexibility that's kind of what it says I don't know if we necessarily have other evenings we want to delegate as you don't want to do things this time but well then we kind of have an unspoken or Unwritten sorry Unwritten like you said he calls us or whatever but like we're not always all going to be here so it's kind of nice to have that policy in there because I think that's something that

we want to stick to as a district to hold that so I think it it holds up our agreement with our communities right but those are my comments I don't know if anybody else had any other comments about that currently changes currently just so you know on the read LED as it reads right now we can leave it in there too no school activity is to take place on Wednesday night or on Sunday without permission of the superintendent these times are set aside for family activities if the superintendent permits any exceptions to this policy notice shall be given to the board so that we do have that actually we can leave it as is I think we go above and beyond that I mean you always reach out to everybody if we have to do

something on this but I don't want to give you the impression that we're right trying to get rid of those so he practices that was about no sense and I'm truly fine with leaving it in there I mean I think we should leave it in because that's what we're committed and want to stay with yeah and so it doesn't see any point now I don't want to if in six years and when some of us aren't here and this policy is not there and they don't even know why it disappeared well the reason is very valid some school districts may not want Wednesdays and Sundays but yeah I want if that's going to be a direction that gets changed later that they at least have to address that we've said it right so do we

you can because we're not we're not approving them as presented the exception available or as amended and and Christy and I will go back through those well the LED as well as filling in those spots there that we've just talked about as amended with the exceptionability family night okay I think that would be fun for is there any other discussion or comments I'll go ahead and I don't know if Chris is move to approved ksb policy updates as presented with the exception of the LED policy as amended with the exception of Emily Polson no second sorry okay you're back well I was looking at the documents have a hard time we gotcha motion passes 6-0 move on to negotiations it's a quick 10 minutes from this just to get some feedback please motion recess and

executive session for 10 minutes to discuss certified contracts percentage to the exemption for employee and employer negotiations on our equivalent return to open session in this room at the end of time including Craig Marshall and Lindsey Graff second question thank you guys interested [Music] on the show foreign
