states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all any changes or additions to the agenda we wanted the consent agenda any questions or discussion about the consent agenda it's like there's a number of personnel lots i'm going to approve the consent agenda items presented second comes up you want public comment sections communications looks like we have a nice thank you there for the parks family move on to bbes report and darla they have elementary parent teacher conferences tonight and tomorrow so she's not here right now so if you have any questions and she doesn't make it in time i can i'll be happy to relay that information to her or relay questions to her and get information for you any questions or
comments elementary report move on the middle school report mr springs questions one add-on i have our final quote for our dodge ball for heart was 1 868 and one student chloe gilbert raised 835 owners so the gym will have a shelf a little plaque above the gym for her next year awesome as well but all right yeah i think we only need to commit this year oh my god move on to bhs and national honor society just to get finished dave is here stacy will be here in a little bit uh possibly as soon as they get done so again um you have any questions i can relay them to him if he doesn't make it another question we'll move on to special education march report i don't really have anything to add i will
start my spring tour probably between uh now well after spring break i'll start it where i go around and meet with all my staff build the whole co-op and get needs and wants for material items as well as training and stuff report you want a technology report guys there's not a written report in there that's mine just two items because it was such a short turnaround from the last meeting one stacy mallory and craig coolman along with matt spring and myself are involved in taking a look at the middle school technology center in those labs the modules synergistic has committed that they are leaving that format they're going to a different format for middle school technology that's more steam focused and oriented and more full class instruction that's something we don't believe in uh we
believe in that concept of the launch pad that that that program launches kids in a variety of directions into different vocational pathways and so another company that started at the same time synergistic did in fact it was a spin-off of synergistic is a company called depco out of pittsburgh and they have middle school and high school technology modules craig and stacy went down and took a look on friday at their program their lab and their equipment and so forth we're very interested that will be a curriculum piece and then any hardware upgrades will be technology and that leads me into the technology capital outlay you'll see kind of your executive summary next month with the idea of this is what we're looking at across the district and then the idea of that that would go
to bid if you're okay with it that would go to bid and then turn around and we would see uh bids come back at the may meeting with the may report so that sequence hasn't changed last but not least please do not take any kind of disrespect of me stand sitting during the pledge right now guys it takes me like about four minutes to unfold and get up in fact i looked at my clock and thought okay i better start now and lucas said go and i thought and so i love the country and i will not disrespect it but i was i didn't want you to watch me try to unfold myself so please understand that okay okay thank you is that the original kind of program that's always been in there yes that
has been that exactly yeah they had they've upgraded gone cloud-based did a lot of other things with it uh did some changes to some things but that that concept is still the same and that concept is one depco still still believes it absolutely and that that was talking to stacey and myself and doug is that self-exploration that self-learning is what we want kids to do and if we go to the whole whole class module it's going to be the teacher directed learning through everything rather than kids problem solving with a partner on their own so that the detco is definitely something that we're interested in another discussion move on superintendent's report i just have two quick things um just want to quickly review the premium pay plan place in november and just see if you
know any comments uh discussion questions suggestions anything along those lines um so again i guess we can leave it as is or we could make you know possible adjustments yeah i think we discussed it when in january we approved this or was it december it was actually [Music] the best thing for our children is to have healthy teachers in the classroom and i want to support that i'm kind of on a side pub too our health illness numbers are just off the charts great we have not anagen tested anybody and i don't know about today for the past two weeks none today so again so we're heading into week three so we'll have something to discuss i'm going to say after spring break we allow a week or two after spring break that we'll evaluate
we'll talk about this at our next board meeting and maybe look at the health and absence guidelines again our illness numbers are all under two and a half percent or less uh everything's going really really well so anyway on that side note there another item that we're looking at as far as uh we've had some people inquire about uh daycare potentially having uh an opportunity to be able to have what for example was with kids in the summer like kindergarten or first grade first-grade age kids uh be able to have daycare in the summer run through the burlington early learning center and so our ratios there can be really good because again the older the kids fewer the staff so we're looking at that we're probably going to get a flyer out to elementary school
start out with kindergarten to see how many kids uh that that you know how many are interested parents when we'll get a flyer and then we'll see how many spots we can possibly have and then if we have let's just say we have 24 spots and maybe in kindergarten there's 16 kids that are interested we'll go to first grade and we'll take as many as hot spots as we can kind of a first come first serve scenario so anyway it could be helpful for the parents in the summer absolutely okay so [Music] are we still having any issues with getting positions after school filled as far as maybe in the after school program or like to run the clocks at basketball games or work track meets well i think that's a good question maybe for
matt and dave a little bit but right now they're going into the spring season of course and then again you don't have super like for example you don't have to deal with like for example taking gay because typically we don't take gate at baseball softball track so it's fewer musicians there and when you have two different gyms so for example that could be twice as many gay people for people to do gay so but if you have some ideas well my thought was if somebody had an extenuating circumstance and they were gone six days if there would be any ability for them to maybe work some of those extra after school activities that are sometimes difficult to fill to maybe earn back um but their potential incentive by helping out was my thought um it's
a little bit of like open with fill events and things like that but we'll use an automated timing system for for all the timing so that cuts down on workers and then i mean for for our drag we're still we still take three adults per field event we're running eight field events off at the same time and then every baseball softball jd varsity we've got to have these two people there so there's there's opportunity there it's just whether that's something we want to look at in the stream i just know that some people have some extenuating circumstances that right maybe if we could give them the opportunity to earn it back it could be mutually beneficial it's a thought after school program or not the daycare i know is advertising for high school students to
apply to work after school i didn't know that from just like 3 30 to 5 years it seems like i saw it at the bullet center we yeah we did and we still have i think we still have the opening posted the openings posted for either substitutes or permanent staff and we still have a few if i'm not mistaken a few para openings left lindsay is that correct just a few but no we for the next boarding meeting i'll try to have me or maybe in my friday notes i'll try to have maybe a number of where we are after nine weeks how many people would still have that ability to have the premium pay incentive and that way you guys can kind of have an idea of how many staff are still in the
running to get that premium paid it just gets difficult to define extenuating circumstances yeah especially it does absolutely and with just one group of leave it's hard i mean there's no someone use six sick days for six sick days it's just discretionary so really we don't have a definition between why someone's gone immediately and we could say there are some extenuating circumstances that you know they they are really good employees for us they for whatever reason this semester they missed some days uh that would not allow them to have that premium pay incentive um and you think gosh oh you know you kind of feel for them but again if it's hard to judge a jury and everybody if you if you put in like an appeal process and everybody that had six days or
more absence put in an appeal to that that premium pay incentive everybody is putting in for that in that that i guess that that appeal i think they all believe that they have a valid reason and if you put in a judge and jury situation if it's me for example or the board it becomes hard it really becomes hard i think if you were to allow somebody to make up maybe that's probably not the right word but to participate in some after school activities to earn back that incentive you have to open it up across the board you would be able to say if you're eligible and you are not i think i have to get open to everybody that's willing to put in that extra time if they work six hours and get that
day back you're also saving because to me it would have to be volunteer time so you're also saving that extra depending i wouldn't want to hurt those people who rely on that too because that's something i don't have anything else any other questions for the premium pay or summer kindergartners first graders move on to the board report and i was going to share we kind of talked about this last month with um judicial center and flint health tech moving in community um flint hills has still expressed that they're very interested in this community and they need the facility to do it and the ball is kind of in our court about how serious we are about vacating elementary building a new one and assuming that will be up north of the high school so we
kind of need to get serious about a number that has a board we would be comfortable with our community funding for new elementary schools whether that's if flynn hills tech offers us the price of building building a new elementary school is probably pretty easy to come up with but if they come up with only half and right now the estimated number's 20 million maybe probably uh aiola talking with them they have built a 600 student elementary school on 25 million dollar price tag so we would be looking not quite at 600 students but anyway and again of course a couple this was a couple years ago when they passed their bond issues so and that would be kind of part of the discussion is i mean if we need to come up with a 10
million dollars is that done at a bond level or do we look at our capital outlay being increased over a couple of years to support some of that or what but the interest is there for the building i think we don't necessarily know their financial fortitude to back up that interest but we need to know what our community do we want support i kind of everybody i've talked to seems on board with the idea it's just a number right it's having a flint hills tech campus in our community i think would be huge for the future of burlington and coffee county going forward and that new elementary school isn't a bad thing built for this day and age so just entertain anybody's thoughts about how they feel about it i guess did you put together
a community well i've done that i haven't done that yet because i kind of a couple of reasons one just of course we had our retreat work session on friday i guess if you give me the direction as a board to try to go and pursue i'm going to say flint hills technical college and the county to see what they are looking to spend on the land and the buildings then once i can get that if you if you let me go forward with that i guess to try to find out what that what that dollar figure is going to be what they're going to pay then that allows me to come back to you guys and say okay let's just just again just round numbers and nothing set in stone but let's just say
a new elementary is 20 million if they are going to offer us let's say 5 million for the elementary the the daycare and the land that that's going to be a 15 million dollar price tag that that's something we'll have to decide and then i think we get a community advisory committee together at that time to discuss what would you guys be willing to go to bat and support is it is it 15 million or 20 million is it 10 million and 20 million so i think i want to wait until i guess you guys give me a little bit more of a directive to pursue what they're willing to pay for the facilities well i think right now what i see is the judicial assist center really has kind of pushed us in this
but wait it's really not even that's not even part of the equation now so it's really whether or not flint hills is going to purchase the elementary school and then we build from there so i think i guess my question would be is you know what kind of valid offer are they going to provide and i don't know anybody's come up with that yet but i would certainly entertain you know an offer from them and then see where we go from there but and i think it makes sense good sense to put it all on one campus up there you know in one place uh for lots of reasons but busing and everything else do we have an appraisal value from the county on any of that did they do we we do yes and
uh we just did get that if i'm not mistaken um so i wish i could now everybody's yes if you know if you notice everybody's appraisals did go up i think six to seven percent somewhere in that neighborhood if i'm not mistaken so we could utilize that let's start yeah a real good start sure and then some of that too is the area south of the current courthouse the elementary school and the playground area the county judicial center as stands takes up all of their parking all except one little strip on the north end of their parking so i would entertain asking them what they want for that helmet for the daycare in that land for them to have a parking lot too and then they would have have it all right there for their
parking that they could do now i know the playground on the north is not really our property right well yes and no it it it's yeah we take care of it and the city basically has granted that to us but if we were to make a change to that north facing part of the elementary in some way shape or form we'd have to get the city's approval so if we were to take down the call buttons if you will we would have to get their approval if we wanted to put parking in the front there we would have to get their approval but selling it do we have to i think it would just go follow along the lines it would be it would be flint hills technical college for example if they were to
buy it and then they would just they would follow along with the the rules already set in place for that land if they wanted to do something to it they'd have to get city approval not that this would be a make or break piece of it but is there any concerns with selling the daycare property since we accepted all that grant funding to pay for seven days here well i think that yes if we were not looking at continuing a daycare in my opinion because if we were just to say well we're not going to do that we then yeah it would it wouldn't look great right but i think what we would be looking to do is just to continue that exactly exactly and yes it would have been ideal if we were known
about this maybe two or three or four years ago but timing you know sometimes timing doesn't always work out perfect so anyway well can you put together some numbers of what it's appraised at just forced to start a little bit easier ticket to swallow right and i do think with the friday retreat uh work session that we had you kind of get an idea of how far if they build it on the on the west side where the parking is you get a feel the parking lot is going to be basically gone and on top of that it's going to be really close to that street there because i call it a street but it's so i would say it's a road if you will street or service road whatever that leads to the circle
driver i'll put together some appraisal numbers do you want me to approach like flint hill technical college in the county to find out if they will if they're interested in what that dollar amount board of education and elementary i mean daycare basically elementary so you pull up the appraisals okay six point three almost that's buildings only or that's land and everything else okay [Laughter] [Music] okay i will uh approach the county as well as the technical college and go and see where they stand then the committee of course i'll share that information with you guys as well and we'll have some of you on that committee okay move on to vhs softball field turf discussion okay we did discuss this at the friday um the the retreat work session that we had um and and
i know uh like i said you you guys have had a chance to see you know what the field looks like and i put some information there in your report again the rec center is interested in just for everybody's knowledge that rec center is interested in contributing a hundred thousand dollars towards this project uh be twenty thousand dollars a year over five years or they may pay it off even sooner than five years if their financial situation each year you know it's better so they um again they're they're very interested they like the restaurant concession stand facility up there they like the the facilities you know it just it puts things that are close by and makes it easy to take care of so anyway having said that and i shared with you we did
have the field turf committee meeting last tuesday the one comment i won't go into a lot of the details but there was a lot of really good discussion and dave a few since you were at the meeting if you have anything you want to add but the one comment that was made and i really appreciate j hale made this comment and jay said well if you don't do field turf is there a way to fix this field so that it does drain better and it does doesn't cause you issues to deal with and one of the things that we talked about was okay you're probably gonna have to raise that infield up you're gonna have to build it up almost like bring in a lot of dirt potentially have to do something with the dugouts
that was something we talked about because the dugouts provide some shade where it's it's hard to get that that area of the field on the third base side dry because of where the sun is in location during the spring um further to the south so you can spend a lot of money and brad griffin's comment was you know you can spend a lot of money and you may still not be in love with the project the way the way it turns out um so yeah we haven't looked at some possible options other than this going towards a field tour project also one comment was made with that because you could you potentially use like for example the dredging of john redmond the the dirt that was used that was pulled out of there i made
multiple phone calls today and found out that dirt's not ideal for an infield it's a very fine organic type dirt and it's not it's not compacted it's very loose and very does it it's not the type of dirt that you would want on an infield so and some evidently somebody local has a lot of the the soil the dirt from john redman that was the phone call i had to make uh i i called the army corps of engineers i called somebody else i can't remember and then finally got a hold of the person that actually had this dirt from the redmond dredging so anyway dave i don't know if you have anything else i i mean the issues we deal with now are it's difficult for a team you know to be able to
practice somewhere um you know practically then try to play there it's nice to be able to practice in the place you play played and we've relocated games in multiple years just because that feels not playable so i would like to see even though it's not going to be me so whoever comes into that position have a field that they can show up daily practice play on and you know turk makes sense to me because it also provides opportunity for brokers direct also drawing people in for you know outside tournaments things of that nature as that gets bigger and if you guys decided to go ahead and do baseball now you have a complex that's very marketable for other people you also have the opportunity of doing rental fees for softball for other schools on off
nights that we don't play so there's a lot of advantages with that like the rec center since they're putting 100 000 in on this if they host a tournament then they just get all that money right we don't we wouldn't be able to to charge that right is that what they're is that way they're wanting to get in on it that's kind of part of it i and i think they they fight the same thing especially early in the summer where rain they have rain house nasa feel that they can at least play some games i know craig has always talked like to be done with summer softball by the fourth and capturing four so those younger kids have some summer whether they've had wet wet summers you're gonna be playing in the end of
july so it gives them that opportunity too but i know i know humboldt it is a it's fairly lucrative for me now they do have baseball softball but um but the only way would be for us to make money is if we organized it and did it outside of the rec center or with we like in april and may we read out the facility for other towns to come in like for example last year we hosted regional softball the rains just didn't work for we couldn't get on our field and a lot of other places had the same problem we did we ended up going to ottawa university and playing there so that's eight teams going to ottawa them spending money in their restaurants and convenience stores and walmarts and you know the dollar general
stores and things like that so and trying to relocate we've got to provide the workers for that that was quite a challenge as well so um yes i i didn't know the assistant ad he did give me a break i know humble bring theirs they hosted and posted two hooks of their own on the off nights hosting another uh they were getting 400 you know our softball games are typically tuesdays or thursdays so if it's wet we can host monday wednesday even friday and have you know that you know just used a lot then you also have wear and tear and things like that but uh you know i would suggest if you move in this direction steel is eliminated on that turf field it's all molded clean or turf shoes softball is all for
baseball is if you'll turn about female grass depending on the event so for waverly high school we that's a reciprocal because they host their meat and then we also know theirs so we just trade that expense when their junior high is 250 delaney host regional is foreign we may need to look at increasing our our amount our dollar amounts because our track's brand new uh i don't know how long that fees been in place we may need to look at adjusting that for our policy i would i would recommend that so if the problem is just the infield have we looked at disturbing infield like they do we can do that that that is an option that isn't i mean i love everything we're saying about the good positive things of it but 488 000
is a lot of fun i mean all the half tournaments bringing in things community that's great for a little bit double the money we've renovated a whole wing of school and that's i mean i like spending money there i mean that's where the kids are all the time but i totally understand all the aspects and good parts of it and i mean even for the drainage i would like to look at either other options some french drain in front of the uh i guess the south bench uh maybe building up the fence the field having some options like that instead of just having everything at once and just going total turf like what is an actual number for someone to come in and put a curb in front of the dugout and then drain away
from that and build up that third base line or build up the whole infield if that number's 60 thousand dollars i could be on board with that that'd be great and if it doesn't work out in five years we're in the same spot then we look at it but an incremental step to fixing the problem is how i would like to go at it or even if if that becomes uh cost prohibitive just looking at just the infield [Music] maybe something instead of just the total 488 number this is kind of what i would like to see rather than just either we struggle through with what we have now or just go all in onwards that's kind of how i feel about it okay i think we could look at the other avenues to address
it how much were we getting from that that's going to have to be if we don't put turf in the outfield that's going to have to be fixed so but that's about the difference of 11 5 with our settlement with that with the um oh i can't remember the company but anybody who split the difference so we we have half of that cost of 11 500 so 57.50 um and we can get that done i'm going to say late late late summer early fall they'll come in and do that work um if we do again to to me if you're looking at just again a smaller version or a private project then you're again you're looking maybe doing the infield and the warning tracks and leaving the grass outfield as is you could do that
and what that number is going to be i don't know because i'd have to ask them but it i want to say it may be half that number approximately um there are for example a person a person has an infield turf outfield grass on both their softball and baseball varsity fields why did they do that they they got to use scholars and cents they do they like it because they can play again you typically aren't you're not you're not missing gains on a field that's wet because the outfield is wet grass obviously it absorbs obviously moisture better um i think you know from what i gathered from them that if they could have done it they would have done it but you know turfed everything but they they get money no because we again i've
got i have this as a budget item yeah as as you've seen with capital like there are a number of things that we have in in as far as in the capital outlay we may do we may not do like for example parking you know we talked about maybe doing parking out of the like baseball softball or addition fields as well as additional parking at the high school those projects may or may not ever occur we wouldn't have to put anything on a back burner because of this project because it's already budgeted in so if if you want to table this and wait till april to make a final decision you can if you want to that that is also an option they're going to a company is going to need to know if they're
going to come in at the end of july 1st of august don't have this done by the middle of october they're going to have to know i'm going to say here by the april board meeting for sure what did hold on can you think it was right after we left [Music] oh that's just a google connection you should be correct so the material that's on the infield where did it come from it was the midwest whatever third that are the plain surface point it's groomed and dry it's a really nice surface so i've looked at that for quite a bit and the infield is actually lower than the outfield and that i i believe that that's part of our problem i don't think it's the sun getting it the sun would help if it hit
it better but it the grass out there serves as a barrier the water running off and the dugouts are a little higher i just can't help but believe that if we were able to haul in several ton of this material and spread it out and the turf company they're going to have to do that anyway you can't leave turf over it as it is you're going to have water standing on the turf so we haven't lost anything if we raise it a little bit and let it pack and see what it does i just i have with lucas i kind of have a hard time spending that much when when we might be able to just fix it by raising the infield a little bit but again i want to let you know you're you're
going to i mean it's going to be a dollar figure it's going to be a real dollar figure and then if you do that and you've got a skid steer you could spread it if they just hauled it in we've got we have three guys out there today i mean don't get me wrong i mean they and they love that skid steer and that skid steer has been very helpful to them but we're going to get into the mowing season here heavy duty and you know it's going to be hard for them to be able to do a project 188 000 and i can make a lot of that work right i'd like to know the cost of other options before we go all the way okay i mean if we yeah half the turf
is i mean i'd say it's square footage right yeah yeah it's based on square footage so if you look at just doing the infield and it's half-ish i don't know how that works but talk about that or even the cost of the the door work i mean i don't know what that would cost if it's a year and we spent 10 grand or something on it well i'm sure that's that's a part [Music] think in terms of that warning track that's 11 500 just that warning track i mean it that you've got laser leveling you've got heavy equipment you've got guys that again have done obviously it's a skill to do that um and i did mention to you all you know for example in baseball and softball you're bringing fields out of hibernation in
the winter they're not in the best shape and you're trying to play games on them in late march early april or in april and the fields are just getting to a point where they're in good shape and it's the end of your season come may the fields are in the best shape in may in may june july when the summer when the summer programs are on those fields so having said that you're trying you're trying to bring those fields out of the winter and it's and again that's not always easy it's not always easy to again to do with it we don't have a ground screw we don't have a crew like kaufman stadium of 10 guys or you know they've had a lot more guys well like 10 guys working on our fields it's
it's very minimal if you want me to do some checking and see what an infield would cost maybe infield softball and i'll just say infield at baseball as well to get kind of get a number for the two projects i would i would say this i would recommend that we go with mazda if we are going with that company going with the turf company they have provided a bid that's less than the other company that i've worked with as far as getting a bit of palace and so i would um i would recommend that we go with them they're a local company out of kansas meridian kansas they've done a lot of a lot of projects very i won't say high school direct center projects and college nfl type big time projects so if you
want me to do a little bit more research i can have we actually had anybody come in on the south side because it looked to me like on friday that was where the worst department was on that south side of that field who actually had a professional come in or look at that and said we did yes we had again we were doing the work on the infield on both and as well as the outfields we did and how much was it well again they came in they redid that midfield three years ago i think it was three years ago the problem and i was out there today of course we had about a half an inch of rain and approximately sleep you know snow whatever you want to call it you can see where
the sun's hitting that field and you can see where the sun's not and again today obviously wasn't a great drying day it's not 70 and you know sunny and windy you know that type of thing it's just that that area of that field just doesn't see the light of day much so it's the third base line so i have the same problem at my house so on the north side of our house i mean we had a wood deck it rotted i mean the sun it's the way it is the sun is located on the north side of and there that house out is probably about the same as the and it will not see sun so i have another idea why don't we just buy a tarp and keep it covered when it's not
being used we could do that but taking it off putting it on and taking it off putting on is a little bit of a challenge got all kinds of kids you're you're you're right you're you're exactly right a lot of times they kept it covered and yeah they went and they went to turf i mean don't don't get me wrong what i'm saying i understand i understand exactly i mean it is an option it is an option a tarp isn't a is an expense the summer power they're going to get that tarp on and off fields with you know that the rec center may have some issues there we've got high school we've got high school kids they can obviously do some of these things so i am interested in the infield part about the
humble ones they are in theater but not i think they would yeah okay i'll work on getting some revised numbers on i'm gonna say the infield for softball as well as maybe even the infield for baseball so that will have at least a projection for what that could look like whether we do just one or both that's the discussion for april um also so for years we fought the drainage issue in the high school parking lot and burlington construction said it's not your parking lot it's that tube way down there right and we spent 15 grand lowering a culvert that took all the water off a couple hundred thousand dollars for the concrete and it was very beneficial could we reach out to them to say we have a drainage issue here can you shoot
it give us some levels where you think maybe drains or i think a curb in front of the dugout and run some water there or this i could an idea i mean it's not that bad that that is a good idea and i can um i can't i can ask that they're probably going to defer to like a field type of a turf type field type kind of let's say i mean uh a field construction type scenario but i could at least i could ask jeremy i mean even off of the field it's to the south and the west it looks like it's where the water would need to go even off of there it's flat right we'd have to fight something there so you can pilot if you wanted right now you know what
i mean but in thailand sure okay any other discussions i think uh you're gonna go try to get some more numbers or just in field maybe some other issues there's a motion there okay okay we'll move on to personnel move on to retirement looks like we've got one there for our food director 41 years 41 years food um motion path 7-0 we will miss diana a lot it's wonderful i think the negotiations could be ten since you've had that information for a couple of months so who wanted to attend for that motion recess i've been creating a session for 10 minutes to discuss certified contracts pursuant to the exception for employer employee negotiations um thank you motion guys appreciate everybody's okay comments
