Mrs. Kayla Robinson was rec recognized as the December school hero of um by OPI and the Kh radio. She was awarded a $500 check this last week for all of her services to our district. Uh, Mrs. Murphy and Mr. Holmes brought over a group of students to help with our winter games before Christmas break. Um the elementary students, all K through uh sixth grade, enjoyed the games while the teachers had a chance to work on report cards as well
011as things in their classrooms. Adam Platner was our January CPES student of the week. He's the son of Jeff and Amanda Platner. I had the opportunity to take out six students um to eat at M meteier in Washington. They each earned over a 100red AR points for the last nine week or for the second nine weeks and they were already planning on where we were going the next nine weeks. >> I think um Dalton's son has some big ideas over there for us. Um today this this was kind of a last minute thing. Starbase um our fifth graders were involved with Starbase this last year but be because of the government shutdown they were not able to finish the program. Um, looking ahead, uh, next week we have our fifth or third graders going to the community center in Claflin in the Hollywood Legion. There's no school on the 19th. Half of that day will be an inservice and the other half day will be a work day. Our fourth, fifth, and sixth graders will um be involved with our spelling bee next or on the 20th. It will be held in our gym. On the 27th, the FFA students will come over for a in the classroom. The third graders will be going to Smoky Hill Museum on Kansas Day for some Kansas Day activities. Um so on January 6th we've returned and on the 15th um we are looking forward to having a in the classroom. um the Central Plains High School students, some of them are coming and they'll be working with kindergarten through sixth grade. On the 19th, we'll be having site council meeting. On the 20th, we'll have our um Little Dragons daycare meeting. And then on the 29th, um Wilson Elementary will have our spelling B. And then in February, there'll be the the spelling be. Those that qualify will go to the spelling be. Um, our daycare update is we still have five friends, uh, four full-time, one part-time. Our enrollment as is, as I projected, we have 58 K through six and then 10 preK. And I've given

Um, I did we did celebrate um just after Christmas that um, one of our students, our talented sixth grade students had won Dalesworth newspaper Christmas coloring contest. um their creativity and festive spirit stood out among many entries um bringing holiday cheer to the communities. We wanted to congratulate that student on their wonderful achievement. And then um I wanted to give out this month's um sizzle snort and that um I have two teachers this time um to Justine Davo and to Kelly Van. They create exceptional learning spaces that inspire curiosity and engagement. We would I would recommend moving forward with Brentwood Builders so they can get it scheduled so we can um try to get it up and going before spring because when spring hits and we have to go up and whether it's AC maintenance or whether it's covering skylights for the the graduation ceremonies, there's going to be people going up there. And our hope would be if we could move forward at this point, we can get that done before there's more traffic up there than not. That's the blueprints that we will use to get all the bids, quotes, groundwork done. So, they are still on saying that the timeline for them is easy, end of June. No worries there. Um, we've communicated with them on a couple items. So, we I visited
021with Miss Shei a little bit about this also with Shawn Dell um because a couple of the rooms could potentially be daycare rooms is how we're looking at them. Um, so one item that we have already found is the daycare 2 room. Both daycare rooms need an entrance the hallway and they need an exit outside. So, this blueprint right here does not have an exit door in the second room. And I've communicated with the gentleman for these blueprints that we do need to update that one. Um, I also visited with him a little bit about making sure on the hallways that we have enough room to put lockers down those hallways that they don't overlap the doors. So, looking at these corners down this main hallway, I wanted to make sure that those are at
022least 13 in deep because that's really what we need to suffice for lockers. If they're not 13, then the then the lockers are going to stick over or we're going to have to get narrower lockers. Not narrower lockers. The wood's going to have to be down on the lockers to fit. So, um haven't heard back from him on those two items. So, I wanted you guys to be able to look at this and whether it's today or tomorrow, within the next couple of days, um, he should get us new blueprints, making sure that the locker depth is correct, but also we have an exit door out of that other room as well. So, um, I wanted to get this to you guys as soon as possible for you guys to look over. So, if there's

With this, it's kind of hard to be to come up halfway through. Um, so we'll be working through all those challenges as we get the ball rolling on this sooner rather than later. So, um, just looking ahead too, there could potentially be a couple times we need some decisions made and might have to call a couple of emergency board meetings to get those approved to get the ball rolling on it if it falls in between two board meetings. 030come to us since I'm here visiting about land transfers. So, I just wanted to uh be very open and honest that we have had two school districts reach out to us that are interested in the land transfer. Um talked to those two school districts. That's Russell and Silvin Lucas are both interested in a land transfer. They're very interested in it, but only under the understanding that Wilson Elementary School would have to be shut down before the land transfer could happen. Um, after Russell and Silvin ran the numbers with the population of students we have, they can't financially support the elementary school in Wilson. And guys, just to be clear with the population we have right now decreasing, you know, we can't guarantee from year to year what that's going to look like financially for our
031district into the future as well. So I do want to share a little bit of data with you um to explain the financial situation for us but also for Russell and Silvin if you guys decided to move forward that direction. So last year we did absorb two positions in Wilson. Um but we're still estimating to expend between 250,000 to 300,000 more than what state aid and revenue is to keep that building open with the student population that we have. Um we have not gone through our audit yet. So that's why I put estimated on there. Our audit is supposed to happen 1 of February for the estimated. So have a little bit clearer numbers once that's done. That's based off of our building principal report that our principles have to turn in every year. So
032just to go through the K through6 population over the last three years at Wilson in 2022 23, they had 87 students up there. Um in 2324 we had 75. 24-25 we had 69. To start off this year we had 66. And as of right now, K through six, we are at 50 students. Uh after speaking with surrounding superintendent um in Ellsworth, in Silven Lucas, and in Russell, they are estimating that they're transporting between 28 and 35 elementary school kids out of Wilson and Dorance to their schools. Um, if you run a little bit of math on that and you don't count any waitings at all and you count 35 kids times the base state aid $5,618, it comes out to a little under $200,000 um without any weightings added to that. So, um, also our
033ESA report that we have, we turn that into KSD to break down how much we spent. But just to be clear with that one, the ISSA report has all funds, capital funds, um, has federal funds in it, it has our state aid in there. So they break it down b per building per student. So at Central Plains Elementary School in Hollywood last year, we spent just under $13,000 per student. And in Wilson last year, we spent just over $28,000 per student. Um, not really anybody's fault why that's that big of a discrepancy. It's just the enrollment numbers. Whenever you only have that many amount of kids that you're trying to spread out across, that's just that's how it falls. So, um, and then at the high school as well, that that cost was $16,748 per
034student is what we spent last year. So, KSD's new financial formula scheduled to be released right now, summer of 2027. I've heard that there could be the instance that that's push pushed back. Um but that brings some unknowns to the table on what that's going to look like with that new funding formula as well. So, when talking to Russell and talking to Silvin, um, looking at their base pay per teacher, looking at what they charge for insurance and their insurance plans, it really fluctuates what you bring in expenditure- wise as to what what you sending out expenditure- wise to what you're bringing in revenue-wise. So, neither one of those districts can financially afford it. Um, so really that just hinges the question is, you know, is a land transfer wanted? And if it's wanted, it's
035going to be under the understanding that that building's not going to be able to open. And that's going to fall on your guys' shoulders to close that building if that's what you guys want to do. Um, I do want to talk about allow a little bit about if that building shut down, why would Silvin or Russell want? So part of our supplemental general budget and capital outlay budget is calculated using the total land evaluation of all land in the district. Okay. Central Plains's evaluation when you total up all of our land in our district from north to north to south, east to west, is worth a little over $123 million. Russell's land evaluation is just over $80 million. And Silvin's land valuation is a little under a little over $37 million. So, prior to me
036getting here, when the land transfer was talked about before, if it would be drawn where road M is, estimated at the time was between 13 and $15 million of land valuation. I would just throw a number out there estimating what that's worth. With with the cost of our valuation going up, you're probably looking at $20 million now. So, what does that do? That takes $20 million off of our valuation. That puts us at about 103 million. And then that adds $20 million to their land valuation. So what that means is when we talk about the mill rate, one mill at $123 million, you can get what one mill is worth. One mill at $37 million. You can see why another school district would want that. Um but again, I'm just approximately giving you an estimate
037on what it would be worth if it was going up at the percentage everything else went up that. So, um, unless a survey was done on what that land evaluation is worth for road M north, I I couldn't give you a solid number on that. So, >> um, >> it's a little bit more. So, this could potentially impact our capital outlay budget an estimated $150,000, but is also not necessarily going to affect our LOB in the future. If you guys decided to move forward and the other the other districts decided to move forward with it, it would just raise our mill rate levy if we wanted to raise the same amount of money, which could potentially at some point raise taxes at different parts of the district if we needed the same amount of money
038on our supplemental moving forward. So, um, talking to the other two districts, KSD's recommendation of a timeline, if we decided to move forward with it, they said in the spring of 2026, the process of closing down the building would need to happen the summer and the fall of 2026, the land transfer process would have have to happen, which would include all the paperwork, all the surveys of the land, redrawing the board of education district lines at all of them and everything, both districts that are receiving the land and the land that's being moved from one district to another. Um, and then that would need to be on the state board's desk early spring. That way they could finalize the transfer and then July 1 of 2027 that would officially be transferred to another district if
039we went that direction. KSD did say there is an option that the building could stay open for next year while we would try to shut the building down in the fall and get a land transfer completed. But in this situation, if we have one small situation that causes a delay, it could eventually push the land transfer back another year depending on how long the delay took. Um, I wouldn't recommend this if that's the direction you guys chose to go. Uh, just based on time constraints. So, so we've had constituents consistently ask for land transfers. There are two two districts that are interested. Um, just to be very clear, guys, I don't see, and this is my own opinion, any district in the state of Kansas that's going to accept a land transfer with that building
040being open unless there's some restructuring that happens with it. Um, financially, they can't put themselves in that position. In past meetings prior to me getting here, it was mentioned that they we would need to consider closing Wilson Elementary School if the K through six numbers dropped below 60. Guys, I'm not sure where that number came from since that wouldn't be a break even number financially. Um, but however, we currently are at 58 students K through six. If the land transfer is not what is wanted, we're going to need to seriously consider restructuring that building. Uh that could involve reduction of force with classified staff members, multiply multiple grade classrooms, um an understanding that this could be a short-term fix depending on what happens with the new budget formula, further declining enrollment or being able to
041not staff the building appropriately. So, um this could also force more more elementary school kit students to leave the district and go somewhere else. So, my recommendation, I wanted to open it up for for your guys' discussion moving forward. Um, I would recommend the board of education's approval after your discussion of having a community meeting in Wilson to gain feedback on what they would like to see. So, I just wanted that to open it up for discussion for you guys to discuss and visit. Um, it's also being discussed at the Silven board meeting tonight as well and it's also being discussed at the Russell board meeting if they want to move forward depending on what you guys want to do moving forward as well. I know that's a lot of information. Um, but it kind
042of the situation >> off the top of your head, you know, up how many kids it would take to break even up there. >> I I would we were talking about this today and we thought it'd be need need to be around 70 to 75K through six. You know, preschool students, it's great to have preschool and preschool students, but we don't have full funding for all the preschool students. One is if I put myself in their
043position and I had a middle school student that was going to Ellsworth, Silvin, or Russell, uh because it was closer and I was taking them over there, it would be just as easy for me to take my third, fourth, fifth grader over there as well if I knew I was going to have to pick up my middle school student as well. That would be my >> We did know that even when the high school and middle school closed, there was already a number of kids Mr. Lowry told us that were going out to other schools. I don't remember exactly what the number was, but there was already kids in our district going to those schools at that time. Hey, it would be nice if we could get them back to break even somehow, but I
044don't know how you do that. Like I said, if they got reasons like that, it'd be tough. But we get 20 of them back, that put us back up there in the green. I mean, I definitely don't want to make any decisions without talking to the community first. I'd like to know what they think. I think there's been some misleading conversations from Silvin to some of the parents. So, it'll be interesting to see. >> I want to make sure you guys are aware, too. But like third and fourth grade, fifth and sixth, if there was a certain number of kids in the classes back to back, I'm just going to throw a couple numbers out there just for an estimate. If there was if there's less than 16 kids, 16 or less backto-back classes, third up, we would look at combining those classes. But if we
049had teachers for those already, then we're letting teachers go. I mean, you know, if we're restructuring it and we're looking at combining classrooms that way for the upper grade levels. Let me let me think about that and let me talk to some of our staff a little bit and some of our faculty and see what ideas they have um on what that would look like optionwise. What things have you heard or what do you feel like are some of the rumors that you're hearing? >> I haven't heard a lot honestly. Um the biggest one is we we know we have to do a couple things to keep it open. One, you're either going to have to reduce your expenses, which we all knew they were going to be
050high when we shut the high school down. You lose half the students. You still keep the cost. pure common sense plain economics. What's going to happen there? The second thing is you have to have students in the building. Um we've had a lot leave their just mistrust of the district, their you know hurt feelings, whatever you want to call it. I would hope that we could, but I know a lot of those are, you know, some that have been going out of our district for years. It's not nothing new. But, um I mean, without a little bit of give and take, I don't think it's going to be a good solution for anybody. Um, and when I talk about, you know, seeing what our options are, you know, to get students in that building to help offset the cost, you know, we're going to need room at the high school. What are we going to do there? I would just,
052you know, we're going to need to look at all of our facilities. What our five 10 year goal is for each facility, whether it's closing Wilson or expanding on the high school. I mean, we're going to have to do something. And I think that we could really get creative and work with both communities if they choose to want to try to stay open, but it would mean compromise on both ends. I mean, we would have to give up some things and, you know, the north end would have to give up some things. Um, I don't see a really good black and white yes or no solution for this though. We did get get that direction back today. our piece of plan with our uh goals that we talked about on the mass side of it were um approved today and got that that that approval at the end of the day. 081starting. Uh some things to watch out for guys. One of the big hot topics right now is the personal techn technology devices, cell phone and watches. There's a big push right now for them to be banned. Um when I say banned, they're talking about no access from 8:00 in the morning till 3:30. as lunch, everything else. So, uh, that's the big push right now. Um, you know, I've been in a school district before where they were a problem. I just don't see it here. When I'm in the classrooms and been in the classrooms and the kids do what they're they're supposed to be doing with their cell phones, put them up. And, um, I know Miss Murphy has really strong opinions about this that she's going to visit with you guys about and are, you
082know, just don't see it as a problem here, but I know in some other school districts it's are it is. And I just hope um I just have a really strong feel for the small rural districts. I hope it's not something that affects the small rural districts. Usually

Uh KSD audit, uh we have the virtual audit done, but we have the regular audit uh scheduled in February coming up. And then also the adopt grant did come through. Um they were supposed to email us whenever the new Chromebooks got here and walked through the front door the other day and all of them were in boxes out in front. So, all of our sixth graders all the way to our 12th graders within the past two years got have brand new Chromebooks. So that'll be something that we don't have to budget in. Um we're going to make a plan right now. We're making a plan on how that's just
085going to follow them throughout. Um and then do updates and stuff over the summertime. So um that was a big deal last year. I think we had the odd even grades and then this year we did the odd grades with that. So or vice versa. This year we did I think sixth, 8th, 10th. And last year we did seven, one or the other.
