001Would you let me touch it forever? Is it usually blue? >> It usually goes blue when we're ready to listen to it. >> Well, I can't get it to turn blue. I had a Bluetooth connected while ago. though. We just tapped it like that and it goes >> Yeah, but that's recording it. Check check check. >> Oh, >> that's you. That's mine. So when it does that, it's on. I will call this meeting to order. First item on the agenda is approval of the agenda. I move to approve the agenda as presented. Motion by Allison. >> Second by Josh. All those in favor say I. >> I. Any opposed? Same sign. Motion passes. 70. Uh, approval of the minutes from the 9A25 and 92325 meetings. >> Motion by Josh. >> Second by Kayla. Any further

002questions, comments, discussion? All those in favor say I. >> Any oppose? Same sign. >> Motion passes. 70 approval of the treasures report. >> I move to approve the treasures report as presented. >> Motion by Allison. >> Second by Josh. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes 70. Approval of the invoices. Mr. Loopy, is there anything you would like to draw our attention to? >> Yeah, so our invoices are a little inflated um from our normal monthly cost, our normal monthly average. Um we did get the virtual 2122 audited um adjustment from KSDE, from the state this past month. It was about $350,000 for 2122. Uh 300 of that $31,000 out of that was flow through back to graduation alliance and then the other was our 15% that

003we normally keep. So inflated about $350,000 from where it normally is to make sure we encumber that uh 21 2021 2022 virtual audit um adjustment. So, a couple of the other items on there on our advanced invoices are our smart touch uh TV, our smart touch screens that we had to order um in two of our high school rooms earlier this year. And then we had our also our August graduation alliance billable credits. It was 184,000. And then our board of education invoices, we did have uh Frontwood Builders coming in and helping us install the ceiling tile was $19,900. And then we did have flow through as well from um going to our rec commission here in Clapatlin of $7,69354 cents. Then you'll also see the graduation alliance billable credits on there from our virtual

004audit from 2122. So those were some of the big ticket items. Any questions, comments, especially with it being kind of in the new format? >> Okay, hearing none. I would entertain a motion to approve the invoices as presented. >> So move. >> Motion by Allison. >> Second by Josh. All those in favor say I. I. >> I. Any oppose? Same sign. The motion passes. 70. Uh the reconciliation cash balances report is attached for you to review. Any questions? There isn't a district office. The treasur's report is pretty accurate based on what you could do for check reconciliation. We just haven't got the cash summary yet to um get you the report. We're trying to convert all the monies from FA2 into APA fund. Got two months worth of FA2, one month of AP to fund.

005So, we have to put them all together and try to get the report. So, we'll figure it out. >> It's been a big chore and our ladies in the office have spent a lot of time working on this on the transfer over to Apton. So, I really appreciate all their time. Hopefully within the next month or so, we'll have all that kind of straightened out, but it's been a lot on them and they've worked really, really hard to get that changed over. So, >> yeah. Item number seven, recognition. >> Yeah, >> recognition of visitors. >> Okay. Item number eight, the administrative report. You seriously feel like you should just Okay. Well, good. Okay. So, um in September, we started off from the 29th to the 3rd of October with Wilson Spirit Week. Um from tractors

006and a special visit from 4 to a touching balloon release of colors in honor of those impacted by cancer. Our homecoming and spirit week were packed with heart and creativity. the pre um the parade showcased an array of imaginative wagon floats and the celebration wrapped up with a lively hoown dance on Saturday evening. Um the school was just full of school spirit and it was just a lot of fun to watch and I know you were there. Thank you so much for being there. And um we had with the Hoown dance we had at one point 48 of our 71 families. So, I thought that was really great. And the kids were dancing and they were just having a really good time. And I shared some pictures of everything. There were lots of pictures I

007I could have shared, but I thought those were some of the best. Then on 106, we had um students from Central Plains come for in the classroom. The kids loved it. They got to eat pumpkin, some type of pumpkin and wood topping mixture. They loved it. They got to mix it together. Then on the 8th, um the kids headed to the dilapo farm for act day and our prekers headed for to the pumpkin patch and had a great time. One of the little guys came up with the pumpkin. This is one. Look at my pumpkin. This is tiny little pumpkin. It was so cool. They were so excited. Um then on the 9th, the K through2 pumpkin patch. Um the K through2 went on another field trip for the pumpkin patch. That was kind of

008interesting. I've never seen pumpkins round like tennis balls, but they told the they told the kids that because of the weather like they didn't grow very well this year. [Music] Then on the 10th we had community service day and so kids went to Dorance to help pick up trash. They went to several of our locations in Wilson and helped pick up trash. This Thursday um they'll be headed to Hayes for Morg Day. Um, I heard lots of talking and trying to get extra credit points built up here so they could go. I think you heard a little bit too when you were there. >> They were telling me their plans today when I was at Wow. They were going to get their articles. So, they got some good plans. >> So, it's kind of Then

009on the 17th will be, of course, our half day in service, half day work day, and that'll also be the end of nine weeks. Um, on the 22nd and the 29th, our kids will be headed to um Starbase. On the 24th, we'll be walk welcoming grandparents day and the book fair. And then on the 27th, we'll be celebrating with Red Ribbon Week, parent teacher conferences, and harvest food drive. Um, we did celebrate for coins for Karen. That was a huge success. Those kids brought in $450 for that coin, which I thought was really amazing. And I got to kiss a goat. I kissed cows, but I have never kissed a goat. That was Mr. So the go was it was an encouragement. I watched kids one one of the students I believe it was in

010the sixth grade which was who won. They got in a huge bag of coins that they had collected. It was like $25 in coins. And the deal was if they got pennies, those didn't count. But if they got coins, they could dump them into somebody else's. So, of course, they dump them in staff. So, yeah. So, it was it was a really good weekend. It's just wonderful. It really changed. Um, with daycare, we have three friends who are in work full-time and part time, I think. Um, we have one family that I think is going to come in the school part and I think we've got a couple others that our moment changed by one um that was in preq4 program where we're headed questions Thank you so much. >> Thank you. >> On September

01115th, we held our Scholastic book fair and we raised over $2,300 and those Scholastic dollars will be used to purchase around 80 library books for our book or for our library. This year we've been able to go on several field trips already, which is a really nice way to represent our grade school. Our kids have been really good. Their behavior's been great. Um, and it's nice for others to see how good our kids are when they're out in public. So, that's that's always fun. I'm very thankful for the fire departments. Those were our most recent field trips and the guys always do such a nice job with that. Um, I'm very thankful that we can go on these learning opportunities. Um, it does it does add to their learning that they're learning, too. Um, I

012do want to have a big shout out to Jamie because she made some pretty big bus arrangements for us this last month whenever we went over to the uh parade, the homecoming parade. Um, she transported over 200 kids to Claflin. We got over there, we got and we made it back safely. It was great. So, I do want to shout out to Jamie and all the bus drivers. That takes a lot. Uh we have a student of the week. Um Corbin Habburgger was selected by his teachers. He will be featured in the Ellsworth Reporter this month. Um he is the son of Brian and Lindseay Habberger. At the beginning of October, Miss Debbiey's fifth grade class challenged themsself with a soctober. They challenged themselves to collect over 500 pairs of socks and they met their

013goal within the first couple days. So then they decided to double it. So they're now their goal is a thousand and as of today they're at 93 pairs of socks. So I think they're going to meet that goal as well. All of the donated socks will go to various shelters and um those in need. I'm going to say tomorrow night if the weather cooperates the PTO is wanting to paint the lines on the basketball court. So I'm not sure how that's going to work out with the rain. Um next week we'll be holding spirit week. Uh it is our first nine weeks AR reward. As of this morning, we had read over 4,000 AR books and we're at 90% comprehension. I have five students that I'm taking out to eat for um those that have

014earned over 100 AR points. That's quite an accomplishment. Some of the upcoming events on our calendar um unfortunately the fifth grade will not be going to Starbase because it was canceled with the government shutdown. We don't know if they will be rescheduling at this at this point. We hope they do, but um as of now, we're just not real sure. Our fifth graders will also be going to the community center and to the Holly Reap Legion this Thursday. This Thursday is also the end of the nine weeks. We do have an inservice on Friday where we'll where we will be working on Kissa and um other we have an OD um workshop. Also, we do have a site council meeting coming up on Monday at 6:30 on October 21st. will be offering flu shots to

015those students whose parents have signed them up. Today, Mrs. Murphy called over and invited our sixth graders over to a demonstration of a drone activity for I mean, so that's something new that we just found out today. I think they'll really enjoy that. The three three-year-olds will be hosting a family event next Thursday. We have parent teacher conferences coming up. We also have a in the classroom coming up for the third and sixth third through sixth graders. On October 30th, we've been invited to Hoisington to see the Three Little Pigs and Schoolhouse Rocks, excuse me, play. I think the kids will really enjoy that. We will end the month of October with our fall fun parties. Um, and then we just added another field trip for the third graders to go to uh the wetlands

016to dissect owl pellets. That's all I have this month. Do you have any questions for me? >> Thank you. added a couple of pictures on the second page if you kind of like to see what the kids are doing. So, um that first picture there is uh custodian appreciation day was October 2nd. So, our leadership class presented our wonderful custodians with some candy and a little saying with fun little um candygram. Um some notes from my principal building report that we turned into the state. We had we have currently four new non-resident which would be out of district students this year at Central Plains. Um our CTE FTE which is that career and technical ed that I keep telling you about. Um we are up at least two FTEEs from last year which just calculates

017to more funding um for those programs and just for the school. So, um, that was not really us offering a whole lot more. That was just cleaning up some of the, um, numbers and such that we report to the state. Um, I had a CTE meeting with my, uh, teachers the other day. They would like to plan a fun night for community members that is hosted by the kids to come in and learn skills that they have learned. They would like to teach community members. Um, one of the things that Miss Baron, Courtney Shammy, um, has been talking about since I got here was wanting to do a women's welding night. Um, we can't do that now because she just had a baby. Um, but that is something on her radar that she'd like to

018do. So, we're going to have the kids pick a skill that they would like to teach community members and then have them come in and they kind of help facilitate that. So, I'm excited about that, getting the community involved in that. with our athletics. We turned in 99 students for our Quesacia classification this year. Um I provided a link there for you if you'd like to kind of take a look at what those classification numbers look like. Some of you might have already done that. Um our the cuto off for 1A and 2A is 107. So we're eight students underneath that count. Um interestingly, I think this is interesting. The smallest school in Kansas has 12 students in their high school. I just think it's kind of neat to look at those cut offs there.

019Uh we did help hold homecoming a couple weeks ago. We did the parade in pep rally down Main Street this year. We had lots and lots of people um participating in that. There was lots of candy. Um we'll make a few adjustments next year to make sure everybody can hear a little bit better. Um but I feel like it was fun to see the excitement of homecoming. Um our junior high sports teams did hold a food drive at their last two home games. So I I added a couple of pictures um from that. This one in the corner up here is the students um actually taking the food to uh to donate it to the food bank. Um which I think is a really fun thing for them to get to do. We did donate

020that to the Bushen um food uh pantry. We'll do another one in during basketball season for the Coplin and Hollywood um food banks. Our junior high volleyball team is planning to take uh the girls to K State volleyball game in Manhattan on November 8th. Uh there's a couple of notes there from our counselor's report. Um Apply Kansas, which I just took the sign down, but we did receive star school credit uh this year because we did a Apply Kansas event and then a FAFSA night and then we also did that um uh signing day event. So those three things awarded us a star school status. Um, our freshmen will take the PRAT at the end of October. We have, um, a couple of other events you can kind of read down the list there that

021students will be able to participate in. Lots of career exploration things coming up for our kiddos. Uh, then there's just a couple of notes down at the bottom from different clubs and organizations. The play, we have a big play this year. Uh, we had lots of students interested in participating, so they are working hard on that. We'll uh, present that in November. Um, Scholars Bowl has started and they'll get rolling here. October 20th is their first meet. Graphic design class did go and paint some designs on windows for homecoming. So, there's a couple of pictures there for you. And then we did have eight students um that traveled to Hayes to audition for state. Thank you. Oh, um, really quick, sorry, one thing. I don't know, Mr. Murphy, did you guys talk about the plaques?

022um protocol you have. Okay, perfect. And then I was just going to say that mobile lab that Shay was talking about um that is to kind of tie into our IPS sixth graders um need to start having IPS. So as we talk today, we thought that would be a good way to get them involved without them having to um do a big presentation, but they get to participate in activities um starting in the lower little lower grades. Okay, item number nine, the audit report with Adams Brown. Um, I did give everyone two documents. I will start with the um the bail documents auditor support. If you want to turn to the first page, this is our opinion page. Uh we are issuing an unqualified an sorry an unmodified opinion in accordance with the uh Kansas

023municipal audit guide which basically means it is the statements are presented fairly and accurately. Then if you want to turn to page four this is the one statement that is required to be presented. Um it is a summary of each fund starting with beginning unencumbered cash receipts expenditures coming to ending unencumbered cash and then we'll add back accounts payable to get to ending cash at the end of the year of 4.2 million. Um, in looking at un unencumbered cash, it did increase about a million dollars over the year. Uh, it was mainly in three funds. The first one is contingency reserve. The district was able to make a transfer in of about 300,000. Uh, the other one was capital outlay increased about 260,000 mainly because the debt was paid off in the prior year. So

024there were no debt payments made this year. And then finally in the ESSER fund um all of those dollars were encumbered last year and all of the expenditures were paid this year. So overall a nice increase of about a million dollars. Then if you turn to page five, this would be the footnotes. No major changes here as we had no significant changes to the audit guide or in our accounting or auditing standards. Um, if you want to look at page seven is a summary of the cash and deposits. Uh, we do look at your bank reconciliations. We make one that the district is reconciling every month and that all of your cash balances are adequately secured with the bank. So, we have no issues this year. You want to turn to the next page. Uh,

025note four on transfers. We do look at transfers between funds. to make sure that they balance and that there is statutory authority to make those transfers. Uh page nine, um towards the middle of the page, we did have one issue to report. Uh we do look at compliance with Kansas statutes, probably 20 or 30 of them. And we did find one problem. Uh the district did not have a shy bond in place for their treasurer. Um the district did change insurance companies during the year and it was not clear from the information provided by the company that a shy bond was provided. My understanding is the clerk did call and get that taken care of after the audit was done. And the rest of the footnotes are going to look very much like what you

026have seen in the past. Um page 13 will start some required supplemental information. The first schedule is a budget to actual comparison. We do take a look at your budget and any um amendments that may have been made to make sure that you are staying within your budget authority. And of course there were no problems. And then the remaining schedules is a lot of details about each fund, the different types of revenues, the different types of expenditures and then comparing them prior actual budget. Any questions on the actual audit report? Know it's a lot of information to go through quickly. Uh there other document I gave you was a letter that we are required to give to the board. Uh this kind of just goes over some of the um any significant audit matters or

027problems or if we had any disagreements or that sort of thing, we would report them in here. I will just point out a couple of the items on the page three that we have to report. Uh one of them is segregation of duties. Uh this is not new. Every year we have to let you know that the district does not have enough staff to adequately segregate the duties as needed. Um, it's impossible when you have a small staff, but it's just good for the board to know that and to keep an eye on the financials and make sure you're always questioning things that you think look unusual. And then the other item was an accounts payable invoice that was missed. Uh, it was in the virtual education fund. uh we did have to make an

028audit adjustment of about 144,000 to increase the accounts payable to make sure that we had 12 months of expenditures reported in that fund. Again, not something that I was overly concerned about. It's a very common finding that we have um with our uh smaller school districts and even some of the larger ones. So basically what happened on that is we paid the 144 out of this year's budget on the last month of the bill from June instead of out of last year's budget. So we just modified those transfers at the end of the year to make sure it was done appropriately forward. So >> I think we usually get those accounts uh from graduation alliance in the middle of July. So, it's hard to make that adjustment as we're going whenever that's already flipped to

029the new year. So, we'll uh we'll fix that moving forward. >> I think she said you got it like the day or two after you cut off accounts payable is when the bill came in. So, it was just missed. But, we talked about how to correct it going forward. In fact, you can just estimate the amount if you need to so that you get it picked up before you're cut off just because there is a delay in them getting the bills to you. Any other questions or comments? >> Okay. Well, if not, thank you very much and I appreciate all the hard work from Diane and the rest of the staff. >> Thank you. >> Makes the audit very easy on my end. So, [Music] Item number 10, the wait room items at Wilson. >>

030Okay. So, um, Mr. Wong has been working on this for us. >> I move forward. >> I move to approve the 2020 audit report as presented. >> Second. Motion by Allison and a second by Josh. All those in favor say I. >> I. >> Any oppose? Same side. Motion passes. 70. Now item number 10. Thank you, Alison. >> Mr. Long's been helping us with this since he's kind of helping with the PE a little bit over at Wilson. So, we estimate that the items that are marked um in orange would be the items that Miss Linka would be interested in uh for her new gym/fitness center that they're trying to get rolling in Wilson. So, those items using um kind of using a auction site to kind of compare since they are used items, estimating

031it about $2,250 on those. Um just need to know which way the board would like to go on those. as far as um if that's what we want to charge or you know what that looks like um with the equipment that we're not using in that weight room anymore. >> Um do you know the auction site that he used? Is it comparable to like like the purple wave that we use for our automobile? So, I mean, it's by a pretty good price. >> Yeah. And and like I said, it's used stuff, so it's not it's not brand new. I mean, it's it's been in there for a while, and it's hard to say, you know, whenever you get on an auction site, what people are going to need and what people are not going to

032need and >> what you're getting because, you know, you're just looking at pictures of what you're getting. So, um it's really hard to compare the auction site to it, but that was really the best that we could do on there with the used equipment that's in there. and then the items that are in green on there are items that our wait room would use down here um to kind of fill the need of the items down here. So the items in green we would move the items in purple are items that they still use with their upper elementary school kids. So, those items need to stay there, the items in purple. So, I just need to know what your guys' thoughts are as far as whether we want to um offer her at that or

033if we want to offer it at even a discounted rate since be used in Wilson for the community or what your guys's thoughts are. >> So, have we talked to her and all the items that is she said yes, we would take? >> Yeah. items in orange are the items that she would want. >> And what would be done with those funds if we do treasure? >> Um, you know, it's it's really capital outlay items, so it probably need to go back into capital outlay expense. I mean, if we were going to buy those, it would come out of capital outlay when we bought those. Um >> it would be like what whenever we sell a district owned property um personal property it goes in the capital because you purchased it years ago. So there's

034an account in there called miscellaneous revenue and that's exactly where it would go. That's what we'd have to do. Does she know um approximately how much we found the value to be or >> We talked about it briefly and she just wanted to make sure we knew those items were used and we knew that they were used items. Um we haven't talked about a final number. We talked about just that we're using um an auction site to try to compare what they're worth. um you know, >> yeah, it's actually my son and his girlfriend that are doing this. That's what I'm trying to say now in the conversation. So, but I mean um yeah, they they just had their grand opening on the fourth their gym. So, but uh as far as I know, they're

035still interested in the equipment. She's a schooler. >> She Wilson. >> Yeah, she they both graduated from Wilson. >> She graduated from Kate and Trey graduated from KU. So, they both have they're both alumni of Wilson High School. >> And and I would even, you know, if if the board gives me the the approval, I would, you know, reach out to her and see what they could afford if that's what we wanted to do, you know, with them opening a new business. If you guys give me the authority to go ahead and do that, I can do that. I don't know with opening new business. I know it's probably tough, but um you know 100 bucks I'd be in favor graduated Wilson. I mean the community members that's kind of like I feel it's not

036that big of a amount but it's whatever. We can do that. We can do that too. is going to be used in the town of Wilson for for the people. You know, we talked about other options of trying to open that weight room up and the liability it puts on the school. Um, you know, if that was the way you guys decided to go, then, you know, the community would still be able to use that stuff. And I'm sure there's probably a a fee for them to be in that, but they would still have it open to be able to use those items. >> Okay. So, we would need a motion to donate those items that are in in the orange to Caitlyn Zelica if that's what you guys would like to do. >> So,

037move. >> Motion by Chad. >> Second by Josh. Any further questions, comments, or discussion? >> All those in favor say I. I. >> Any opposed? Same sign. Motion passes 6 to 0 to one. >> It says all items in orange. I'm just going to attach this to the minute that sounds good. >> Okay. Item number 11, activity bus. >> Okay. So, we've visited a little bit about this in the past. Um going from a sit time drive time to an hourly rate. We did check in with some other schools on what they're paying and it's anywhere from $15 an hour. Um some of them would tell us they would give us the range between 13 and $15 an hour for their activity routes. So um we were looking at moving from a 975 per hour

038sit time rate and then an average of 2150 drive time rate to just a flat $16 rate uh hour rate for activity drivers. um did meet with our activity drivers last week. They're all in favor of this if we go this way. It's going to be a slight increase, but it's not going to be anything that's, you know, really worth writing off about, and it's going to change based on transportation every single year as well. Um we did look up some different scenarios. Um on one of them, whenever we did scenario one, using again, we're using that 2150 in average. I mean, it comes out to about like $5 more a trip on a 2-hour trip, 4 hour trip. So, it don't come out to a whole bunch more dollars, but it makes it easier

039on their side trying to figure out the drive time, the set time, and it makes it easier on our bus drivers. Um, one of one of the gentlemen I was talking to, they went to, I think, Ellsworth for volleyball and they drove there. They sit there was sitting for a while for sit time and then they had to drive them back across town and they were just, "Well, I'm not counting that as drive time." And it made me feel kind of kind of bad. I mean, they're driving the kids and they're discounting that as their sit time. If we just went to an hourly rate of that $16 an hour, it is slightly higher than most of the surrounding uh districts, that could help encourage some more activity bus route drivers as well moving forward.

040So, um we feel like that would be a a very good choice to make moving forward. So, that that'd be my recommendation is moving the activity bus route drivers to a $16 an hour flat rate rather than a set time drive time. Yeah, their time sheets are like all over. >> Yeah, >> it takes me a long time to decipher sit time, drive time, and they have to do the same thing and do one rate. So, it' be quicker for me and >> yeah, even though it's going to cost us a little bit more, it's saving my time. >> Saving their time, too. >> And saving all their stuff. Hey, I'll >> drive and we won't have to look so bad. I would entertain a motion to approve the hourly rate for the activity bus

041drivers. >> Also move. >> Second. >> Motion by Josh and a second by Allison. Any further questions, comments, discussion. >> Hearing none. All those in favor say I. >> I. Any opposed? Same sign. Motion passes. 70. Item number 12, the state assessment quick. So, we did want to give you guys the information. We were able to uh get state assessment scores. So, we uploaded that uh a quick look um to the board packet. We will be sending those sports scores out with students as well. Um, one thing the state board that took the state board a little more time on, um, they changed the levels for the test. Some of the levels were widened a little bit more and some of them were narrowed a little bit more. There felt like that maybe a level

042three category should be widened as opposed to a level four. So, they did make some modifications on with what your score was, what level you fell in on. So, it's hard to really say if there was improvement or if there was a decline in it. Um, we're going to take it as an improvement because they did they did change the levels of their um the scoring between level one, level two, and level three. So, I'll let you guys look at that. It is broken down from uh 21, 22, 23, 24, and 25 on there and what level they were in. So you can compare that to where uh they have been Any questions? And moving on to item number 13, the elementary site councils. So, this has changed just a little bit because of the

043new regulations of the Kansas Open Meeting Act that we will not um take action on this. We just wanted to give you guys information. If we do take action and approve these, then it has to be uh recorded and open to the Kansas Open Meeting Act as well with our different site councils. We just wanted to give you the names of our site council members for uh Central Plains Elementary School and then also our site council members right now for Wilson Elementary School as well. Um, I do believe we do have one opening for a site council member in Wilson at this time. So, our members for Wilson Elementary are Susan Theland, Kelly Theeland, Ted Long, Kim Kriswell, Allison Ford, Jennifer Dabble, Satie Suckup, and Terrina Templeton. And then at Central Plains Elementary School, Shayen

044Thomas, uh, Cara Worth, Amy Metro, Chris Deml, Kayla Johnson, Kim Ingram, David Bowen, and Banna Weber. Any questions about the S contest? >> Um item number 14, Hall of Fame selection. >> Okay, so earlier this year, um Tamara and Chad were selected as the members of this committee. So I tried to send this out to you guys as well. So our two nominees are on there. Um, the first nominee is Jane Oer and I'll let you read over her information and then also Joan Clug as well and I'll let you take a little time to read over their information as well. Now I'll let um Chad and Tamron take over if they have any comments or thoughts on those nominees. I think they're both very fitting. Um, dedicated a lot of time and energy to

045students and the district for many years in lots of different ways and you can read that and then also we'll present that when we do our Hall of Fame induction. Do you have anything I don't think there was any hesitation to accept both of those nominations. >> Second motion by Kayla and then a second by Josh. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes 70. And do we know yet when that will be? That's during last calendar. I can [Music] >> Yeah. She didn't have to go look. But um we can go ahead and move on to item number 15, the bond and interest account. Oh, wait. Sorry. >> It will be February 19th. That would be a Thursday night versus >> February 19th. Thank you, Mr. Murphy.

046Um, item number 15, the bond and interest account. >> Okay. If you'll turn in your guys's uh your audit packet that you have to page 13 again for me real quick. So when we went for our budget meeting at KSD um we were given some recommendation that and our bond and interest fund on page 13. You'll see that amount of $116,000 $16,481. Uh their recommendation was for the board in either October or November to make a motion to roll that bond and interest amount over into our capital outlay account. Um it is drawing interest, but the interest that it draws is going right over into capital outlay the way it is. Um if I remember the conversation right, that was from the bond on which building was >> all the buildings when they had the

047bond issued 328. >> Okay. >> When the bond was paid off and 2017. Yes. So, we've had that count sitting there for quite some time. And the only thing you could use it for is capital outlay or you leave it in there if you think you're going to pass another bond in the near future. Well, this has been eight years ago already. So, um that's what they suggested that we go ahead and get that closed out, put it in Capital Alley because the interest earned on there goes in Capital Alley anyway. So, And the only thing that's deposited in there is just old delinquency. And maybe I think last year we receeded $5 in some cents in there. It's very minor amount that goes into that fund each time. So, >> not necessarily for a

048specific reason, but just it's in there and especially with a couple of the projects that we have going on now, if something happened, then we would have that money in the capital outlay that you guys would be able to use if you decided to use it. So it does take a board motion to move that over to the capital outlay account. >> Thank you to transfer the total balance of interest to the capital second motion by Kayla and a second by Alison. Does anybody have any questions about that? >> Good. All those in favor say I. >> I. Any opposed? Same sign. Motion passes. 70. >> So as you receive those like few dollars here and there, will those have to be transferred again or you want to put it on that account will be

049closed? >> Okay. >> Item number 16, the modular unit. >> Okay. So you guys should find a new packet from box modular in there uh with the blueprint. So I'd like to take a second and kind of break this down because there's a couple pieces here. um and take a look at the blueprint on there first. It is on page. It is on page six. Um a couple items that were taken out of there. Uh the doors, the outside doors from the classrooms except the two rooms that would be the daycare rooms were taken out. Um also the spot that is in the boys's bathroom, that's the square that we were worried about basically is just dead space. They thought with the urinals that are there, if they pushed that back and made that a

050full um depth of the rest of the stalls that it would be kind of awkward to to have it that far back. Um so right there, that little square right there is just dead space. There's nothing there as of right now. Um it did actually uh taking the doors out and making some of those modifications. The uh another modification that was made is the hallway between the utility room and the where it says office space was widened just a little to allow a double door there. And then also the main hallway was actually um widened out just a little bit to make sure we have plenty of room for those lockers where they don't overlap to become a a fire hazard. So those were a couple of the other items on there as well. Um,

051>> did they say yes, that's a good idea what we did or hey? >> Well, they just said they put those in there because normally that's what they have is outside doors for each one of the classrooms. They said it's really specific on what you would want. The question that I had that that I wanted answers for was is it something with the fire marshall side of it that had to have a door and they said that no, they did not think that was the case for those doors. Um, there was one other that I wanted to discuss with you guys about on this >> is the dead space. >> Yeah, there was one other thing that I had a thought in. Oh, just the the middle hallway. The middle hallway they did widen out

052just a little bit of more to make sure that they did have the the spacing in there for the lockers on the on the sides. Um, so that is just a little bit different width than what we've had before. So, it did knock the price down just a little bit. Not anything crazy, but it did bring the price down to take those doorways out. Um, on there thoughts, questions, concerns so far on what we have for layout. >> Did they say um escape windows? The windows was escape out and were not. What did they say? I don't remember us having the conversation on what those windows were like as far as escape windows. >> So, if there's not an outside door safe enough to get the children out of the room without escape, >> I

053think it would have to be. >> Okay. >> Or otherwise, I think they would have said, "Hey, we would have to keep the doors in because of that reason." >> Yeah. Specifics on the windows. I don't know exactly what those specifics are. I hate to tell you I'd hate to tell you wrong on those, but I can ask that question. Common thought would be, you know, if you're taking those doorways out, kind of like Josh said that those windows would have to allow them an access out of them. But I want I'll I'll get a for sure answer on those. Are we going to expand the parking lot any way or is there a room around the daycare there as well? We haven't really got that far yet. I haven't really thought about which way

054we would expand that parking lot or what that would look like. It'd be nice if there was some way of a, you know, that we could expand where there was a little bit of a U shape where it'd be a little bit easier to drop kids off in the morning and go out maybe a different direction than where the buses come in. Um, our hope is that we can get this up and rolling and then we still have till next January to move the daycare if we so choose from where it's at. So, it does give us a little time to try to do this in segments where we can get at least the classrooms set up, the classrooms rolling, and then have the conversation of what it's going to look like and what we

055need to do to move the daycare from where it's at over to these two rooms. So, Then the exterior windows are three fours which is classified as fire escape escape. Okay. >> Does it say on there Josh that they are fire escape or is it >> doesn't say but >> that's a standard fire escape size. >> I'm going to ask I'll ask make sure I have it though. Okay. Um, I did want to turn our attention next to um, the payment schedule that's on there. So, I printed it off. Um, while they don't use the word penalty in paying off the item, there is an amortization schedule that they have on there and what it looks like. So, I included that on here because I wanted to visit with you guys on that to make

056sure just 100% transparency on what that looks like. So, I believe that is the second one on there. And then go back here. So on the last link there that you can click on it looks just like this. So this is all sample numbers cuz I wanted to break it down. I wanted to make sure when we talked to Lee when Tamar and I were going over the board agenda, he said, "Well, it's not a penalty, but there's a fee." We want to try to I want to know what that fee is. Even though they're not going to say it's a penalty, I want to know what the fee was. So, looking on here, whenever you break it down after the first 12 payments, and again, this is a uh $1.1 million, and then this

057would be um with no down payment. Okay? So, again, this isn't going to be exactly what ours looks like, but this is just what they gave me for an estimate. So, with those numbers, whenever you broke it down, if you paid it off at the end of the first year, after month 12, there would be a fee of about $14,856 after the first year. That's included in the payoff purchase amount. That's not a penalty. That's just added in there. After the second year, so after 24 months, it goes down to where that fee is about $4,000 after the second year. So, while it's not considered a penalty for paying it off early, it is a fee that's built into that amorization schedule. Now, ours isn't going to look exactly like this because our hope is

058we have a down payment. Um, our hope is it's a little bit cheaper than what what they're projecting on there as well. Um, and then our payments our payment schedule will be different as well. I just wanted to make sure while they're not saying a penalty, there is a fee in there as well. And again, that's built into that purchase option price on the right side. Once we have it marked down on exactly what we want to go with terms and what we want to go with down payment, they'll be able to get us one of these and I'll be able to get us a little closer numbers on exactly what that fee is at the end. Um, so I wanted to make sure you guys had that information as well. And then I wanted

059to go back to our um box modular proposal. Okay. So on on the top page actually the page one 2 3 4 on page four it gives us two options on there. It gives us a 2year and a threeear. So the acquisition cost is going to be 1.1 million. Okay. On a two-year term, if we put $150,000 down for 24 months, it would be $44,722 per month. Then you can see what it is. With $200,000 down, it's 42,485 per month. And uh $250,000 down, it's $37,000. All those all those estimates are over what we budgeted in our budget summary that we talked about last year or last month, sorry. Okay. If we went with option two, which would be a three-year payoff with $150,000 down, that would put us at uh $3,69648 per month. At

060$200,000 down, that would put us at $29,148,000 per month. With $250,000 down, that would put us at $26,000 a month. Um the last down payment again with our estimate on our budget budget summary that we had of that $35,000 per month. If we put $250,000 down, that's roughly $9,000 less than we budgeted. So if you take that $9,000 times 12 really quickly, you're going to figure out we're going to have, you know, over $100,000ish left that we did not estimate in there a year. That would give us the option after maybe two years of just paying the whole thing off if we had the funds available for that. So, um my recommendation would be stay away from that two years. I think that ties us up uh a little further than I would feel comfortable

061with. Um I think any of those options on year two are very easily doable. Um, my recommendation would be either go with number two or number three on the option two, which would be $200,000 down um for the second one at $29,140 per month or $250,000 down and for 36 months that $26,000 $26,5189 per month. Um once we have it kind of lined out which direction we want to go, then we'll have to file all the credit information for lease source. And that's the company that Atbox modular works with. Um they do want to give us the option of financing all of the groundwork as well. I think we're in a situation where we don't need them to find finance the ground work for us. um with the position we're in, I think we can

062handle the dirt work, the concrete work, the electrical work, and all that. And that's what we had in our budget before. So, I just wanted to open that up for your guys' thoughts, questions, concerns before we um tried to make a motion on which direction we wanted to go as far as payments. >> Additional payments to the principal. >> What was that? >> We make additional payments to the principal balance. Yeah, it's my understanding we can >> reduce the overall. >> Yeah. >> So really we could look at the number three and take that $9,000 difference >> go straight to >> the other Yeah. The other side we could do that monthly Josh and and and Kayla or at the end of the year if we're in a very good position and we didn't have

063to use that then at the end of the year that's what we use to make an additional payment as well. It just frees us up a little bit more >> to wait till the end of the year if that's what we decided to do. I think it looks like consensus is fine to go ahead and go with number three since we're in a position that we're able to do that just to bring those monthly payments down and then Yeah. at the end of the year be able to hopefully make a larger lump sum payment. >> But I would entertain a motion make that official. [Music] >> Sorry. >> Um well, you need to How much money did you move? >> $250,000 down payment >> over 36 months. >> Thank you. Okay. So, there's a motion

064by Allison to make a down payment of 250,000 with the 36month payment plan and a second by Josh. Any further questions, comments, discussion? Hearing none. All those in favor say I. >> I. Any oppose? Same sign. Motion passes 70. >> Uh, Mr. Mr. President, I move that the board go into exe executive session to pursue to the Kansas Open Meeting Act to discuss non-elected personnel for the topic of substitutes, resignation, and classified staff to protect the privacy of any individuals to be discussed and return to open session in this room at >> 7:10 with Superintendent Murphy in the attendance. Okay. Motion by Josh. Second, second by Allison. All those in favor say I. I. >> Any oppos? We're back in open session. I move to approve Lana Wood as substitute teacher for Wilson Elementary, Daryl

065Harding and Michael Spect as substitute teachers for Central Plains Junior Senior High, Johanna Mittman as a substitute teacher for both Central Plains schools. >> I'll second. >> Motion by Allison and second by Josh. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes 70. I move to approve the verbal resignation of Penelopey Mccra as daycare room operator. >> Second. >> Motion by Allison, second by Josh. All those in favor say I. >> I. Any oppose? Same sign. >> Motion passes. 70. >> I move to approve the resignation of Corey Bailey as family engagement coordinator at Central Plains High School Middle School. >> Second. >> Motion by Allison and a second by Josh. All those in favor say I. I. Any opposed? Same side. Motion passes 70. >> I move to

066approve Brianna Helton as the school nurse at Central Plains High School Middle School for the 2025 2026 school year. >> Second. >> Motion by Allison and a second by Josh. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes. 70. >> I move to approve Felicity Jones as daycare room operator pending completion of all KDH certification requirements. Second >> motion by Allison and a second by Josh. All those in favor say I. I. >> Any oppose? Same sign. Motion passes 70. >> I move to approve Jacob Ryan as a high school assistant basketball coach for the 2025 2026 season. Motion by Allison and second by Josh. All those in favor say I. >> I. Any oppose? Same sign. Motion passes 70. I move to approve Charlene Pearson, Candace Willard, and

067Sheila Franson as bus route monitors for the 2025 2026 school year. >> Second. >> Motion by Assa, second by Josh. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes. 7. >> Mr. President, I move that the board go into executive session pursuit to the Kansas Open Meeting Act to discuss and personnel for the topics of superintendent evaluation and return to open session in this room. Matt, >> whatever you guys need. [Music] So like 740 >> 7:40 with Superintendent Bob Murphy to be on call. >> Motion by Josh. Second. Second by Allison. All those in favor say I. I. Motion passes. session >> item number 19, the superintendent. >> Okay, so a few updates. Um, Brasher did come up to Wilson um to redo. They did bring the uh concrete

068foundation up in front of some of the entryways. uh but they did not bring all their materials to do everything they needed in the library. So that was rescheduled for November 7th as of right now for the library part of it. I just want to give you guys an update on that. And then um we did file for the adopt grant again this year through KState that is a technology grant for Chromebooks. So we're hopeful that we might have the opportunity to um go ahead and have uh all new Chromebooks do the sixth grade the rest of the way up. So, we're hopeful that we have a chance to get the adopt grant. Um, the Claplin Daycare did get the water line moved, the new fire hydrant put in, and right now they're bringing in

069a lot of dirt. The rain's kind of hampered their progress on that a little bit, but um, they are moving in the positive direction. We do have an inservice workday Friday, end of the nine weeks. We do have a OD training on Friday as well. We're going to include our bus drivers and our monitors with that, too. And then we are going to have our K aisa collaboration meeting and then we have a work day the rest of the afternoon. So November 4th we do have a key our KISSA improvement day. Uh that's at Hayes. We are grouped with Victoria and Ellis. The fundamentals just as a review for you guys, we did choose our fundamental last year to be standards alignment. The structure we chose was professional collaboration and our action plan um was

070for the district collaboration guidelines and expectations to be completed and presented to faculty and staff to finalize. These guidelines will be the expectations for all grade levels uh prek through 12th. And I did see the I did go ahead and put our attached document on there as well that we will present to our teachers. So I wanted to give you guys a chance to look at that. We did have teacher buyin with that uh faculty buyin as well. So um those professional collaborations if you click on the superintendence report for our school district guidelines and expectations collaboration that is our final pro that is our final project as of right now. We do want to meet with our teachers one more time to finalize that. So, I want to give you guys time to think

071about that and read that over before we presented that to our KISSA team in Hayes for that day. We did have homecoming festivities. Uh, our Wilson homecoming activities and our high school middle school homecoming activities were all in the same week. So, uh, the scheduling was kind of tough on that to try to to make both places, but um, both places seem to have a really good time with it. And hopefully next year we can make some modifications to our schedule where they're both not in the same week. And then we visited a little bit um in weekly notes about our hallway plaques. So we do have our hallway plaques. Um we are kind of making a plan to put those up. We just need a little direction from you guys on how you feel

072about what needs to be up on the wall. Anything that has a state symbol or a state uh substate, anything else like that will be put back up. Um, but there's some plaques from the I don't know, probably the 70s. >> There's one that's blue. Has no emblem, nothing. It just says first place 78. We have no idea if it's a sport or a music. We have some really random stuff. So, >> so not necessarily that we're trying to do away with those plaques. We're just trying to clean them up a little bit. So maybe it looks a little more uniform down the hallways. Those plaques like that that aren't clear what they were for or anything else like that that aren't state sanctioned events. Do you guys want those back up down the hallways?

073Do you guys want us to find different places for those? We just wanted some feedback from you guys on what your thoughts were. >> What our plan is right now is to take all the fine arts um awards that we've gotten and put them down by the auditorium. Um, so anything music, anything drama, any um, scholars bowl, anything like that, we'll put down there so that when we have events, you know, those are more relevant down there and then leave this area for more academic or I'm sorry, athletic boards. >> You guys okay with that or would you rather have them all down here? >> We're just running out of >> Yeah. No, I kind of like I mean I like that more where that focus area is having that down there. Um I totally

074understand getting rid of or not replacing something that you don't even know what it's for. Um I'm a little hesitant to >> have a date cut off or anything like that. >> Take them to the museum before a certain date or certain date is kind of what we were wondering. Is there is there some point. Do we want to say after this before this date we're going to put them out of the museum or that's not something we want to do? We just >> we have a problem because we have too many words. We haven't even been able to put up any of last year's stuff because we don't have space >> just last year. >> I don't know if you guys have noticed, but they you can see where all the wood that goes

075all the way around. It actually goes all the way down this hallway and back up as well. So, both of these hallways are lined all the way down there and then down this way as well are both lined um that had clocks up. >> I like your idea putting the fine arts stuff down by the auditorium, you know, kind of separate it because in like the sports stuff, a lot of people come through here for the sports and we probably do need a cut off date if we >> Yeah, because it's going to keep on keep stacking up. We also talked about maybe trying to keep sports together so that um you know you have like all the football in one area so that as you're looking at it you can see the realm of

076just the football and um you know for all of those but I mean we have >> we have boxes and boxes and boxes of every single sport. So >> how far back do you think we need to go to make a cut off? >> That's why I just don't know. I don't I don't want to upset >> anything at all. I just we are going to have to start stacking them in areas. >> Well, I say we look at the date, you know, let's say the 70s >> and how much more space does that give us? >> Yeah. >> You know, and if it's not that much, do we go to 85? >> Okay. >> You know, and see what the numbers are, you know, because we're going to have to hopefully have that discussion

077again in the next five years because we've put more up. Uh >> yeah, we can definitely do that. We have them all. They're they're all being sorted. So, um right now we're putting them by sport and we can kind of take a look by year to see how many that saves and I can kind of let you guys know. Um we're just going to need to get them out of the auditorium so we can have a play in the next month. So, um we'll go ahead and get the uh fine arts ones up down there and then we'll find somewhere to put them until we can figure out >> Yeah. And the bad thing is is some of the sports we don't have no more like golf. >> Yeah. >> Indoor track >> really. >>

078I think most of the indoor track stuff is just those records. I don't think we have a whole lot of like plaques or anything. I think we just have the record sheets. So, >> and those are still up. We didn't take those. We do have all of the um like um brackets and stuff from the state tournaments. We talked about maybe putting like dedicating this corner to putting it all in there so you can see it all or somewhere in here. Um instead of because they're right now they're lining they will line up. We're lining the hallways down here. So we thought if we put them all in one area you can kind of might be more of an impact if you saw them all together. So >> and you know they get crooked because

079they're just scrums. >> Yeah. So I guess when we visit that one we kind of know like yeah the cut off date. >> Yeah. >> How much space would that save us? >> Okay. So, a couple other item ranges, radar items that that we're working through. You know, we've talked a little bit about a sub shortage. Um, you know, down the line here, depending on how that that rolls, we might need to look at trying to fill a couple of our uh maybe moving some people from just a sub periodically to a full-time sub within the district where they're not going to other districts. We just have them here and we can move them between classrooms. um could be something that we we could look at here in the future if we get any closer

080to where we're at right now with the need for subs in the district. So, um you know, a couple of the other items we've talked about that uh the practice field irrigation, coffee machines, water heater, um we do have a couple of doors that we're going to need to work on at Central Plains Elementary School and get those fixed up. And then, um we're still kind of visiting with Turf Tank a little bit to make sure we have all the information for that. So, we do have some radar items that we're still working on moving forward as well that we'll we'll try to get attacked here in the next couple months as well. >> Can we add to that radar item in front of the daycare sement between the sidewalk and that I know I've

081talked to you about it >> before and I think it's kind of fallen off the radar but like to maybe get put back on it and see what it would take to get that. So, we are actually having some conversations about trying to do some sort of a sidewalk around that to the the play area that's back there now >> just because, you know, depending on which way they go, they're tracking through mud and that sort of thing. So, we're having some conversations on what we can do with that and what that's look that looks like to make that maybe go around the building this way some. So, we'll kind of include that in there as well. Going across to the street >> doors for the dayare sidewalk and >> from the street. >> Yeah.

082>> A lot of traffic starting to get pretty >> Yeah. [Music] >> Okay. And that's what I have for our super report. Uh board member reports we have anything. Um they are I think going to email out to all board board members the legislative committee drafts and everything that were talked about during the listening tour. um they had some pretty cool feedback uh and the program utilized to compile all of that too. So be on the lookout for that because if there is anything that you want me to take take to back to the committee or if there are any amendments there's also you know things on how to do that at the state convention. So, uh item number 21, open agenda items. >> Okay. Items for next month's agenda. >> A couple things. We

083might have some personnel to put on there as well, but also we'll have some information from our KISSA uh school improvement day when we go to Haze on November 4th. So, we'll have a little information to present to you guys on how that goes and what our next step will be moving forward for our next action plan. >> Did we have any idea when they would start? >> No. I've asked them a couple times and they just said once there's amount of dirt in the right amount of dirt in there for them to start packing things down at the daycare and then also um once it dries out >> for the modular >> Oh, the modular. No. So, the step-by-step process on that whenever um visited with Lee a little bit about it is we're

084going to have to get the the financing that stuff done, the credit side of it done, and then the blueprints that we have, we're going to have about once they're finalized, they're going to send us send us a finalized blueprint, and then I think we'll have a week to approve that blueprint once it's once we have the final blueprint. Um once we have that done and the final blueprint done, they're going to send us specifications for all the groundwork, exact specifications. That way we can start working on specifications, exact ones for the concrete, the electricity, the um gas, the water, the concrete. >> Those have to go out for bids. >> They will time. Yeah, we'll have to put all that out for bid if it's over a certain amount. Yep. So that's kind of

085the process that that Lee said that we're kind of that's kind of where we're at. So I asked him if we had the final blueprints by the November board meeting if we'd be ready to move forward and still be in a good timetable. And he said yes. So my hope is by November we have the final blueprints for approval. And that way we can talk with uh I can talk with Shay just a little bit about that, bring that to you guys at the November board meeting. then us sign off on that. So they're ready to meet the board after that board meeting in November on that. And then at that time we'll be able to work some more on the bid side. >> And he did also when we talked about that um so

086with that timeline, as long as we got what we did done tonight, it still looks like probably middle of April, like end of April, it could possibly be ready for delivery. So, we also asked, "What happens if the site's not ready and the building's ready?" And he said, "No problem." Like, especially they deal with that anyway, you know, within a certain amount of time frame, but even if it's an extended time, we don't have any fees or storage fees or anything like that. Anything else? If not, I would entertain a motion to adjurnn. So moved. Motion by Alison. >> Second by Josh. All those in favor say I. >> I. Motion passes. 70. Thank you everybody. Jesus Christ.
