001It goes blue. >> I don't see any blue. >> Well, normally it's on. Yeah, there it is. There it is. It takes a second or two. break this thing. >> Okay, we'll go ahead and call the meeting to order. First item on the agenda is approval of the agenda. >> So moved. >> Motion by Allison. >> Second. Second by Kayla. All those in favor say I. I. I. >> Any opposed? Same sign. >> Motion passes. 70. Uh, next item is approval of the board clerk and treasurer. >> I move to approve Diane Nye as board clerk and Stephanie Peterman as board treasurer. Motion by Allison, second by Dalton. Any questions, comments, discussion? Hearing none. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes. 70. Next item on the agenda
002is approval of the minutes from the 6:25 meeting. Any changes, questions? >> Motion to approve. >> Motion by Kayla. >> Second by Chad. All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes. 70. Approval of the treasures report. that is uploaded for you to view. Any questions? Just explain to Jerie um and the other board members that asked this is extra long because of all the outstanding checks. We have to do all the checks in June that are dated in July and August because it has to come out of the June budget. So teachers lump sum checks and teachers that get paid July and August that's all credited to June but then those are considered outstanding. So that's why she lists it that way. She has July checks and August
003checks. So and the most important thing is that bottom number matches it. It's quite lengthy to do this for this month the treasures report. Thank you, Diane. [Music] >> I entertain a motion to approve the treasur treasurer's report as presented. >> So move. >> Motion by Allison. >> Second by Chad. All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes 70. Uh approval of the invoices. anything you would like to draw our attention to, Mr. Murphy? >> Yes. So, we do have a couple of big ticket items. One you'll find at the end is our kids property insurance and that was the $230,000 bill that's there um at the bottom. And we also had our workman's comp for 16,000. Our edgenuity online you're going to find on there is for
004our online students and we use those for some of our high school students but also our online and our virtual kiddos. Um, we do have part of our ACM mitigation for asbestous removal at the high school in the about $39,000 range. And then one of our educational service center fees to be an Aztec member was out of there as well. So, does anyone have any other questions? I move to approve the invoices as presented. >> Motion by Allison, >> second by Kayla. All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes 70. Uh the reconciliation and cash balances report. on this topic item as well. You guys will find the um end of the year transfers on there, the final transfers. We did the proposed transfers at the end of
005the year board meeting and these were the actual end of the year transfers. So, that document is on there for you guys to take a look at as well. Any questions by anybody number eight. Okay. So, at the start of the financial year, we do have some of our organizational items that we do need to go through. So on our appointments on number one for the depository for district funds I'll go through these uh first Kansas bank of Claflin online activities is the first Kansas bank of Claflin payroll accounts is the bank of holy rooout idol funds quiver federal bank in Bushon Wilson state bank of Wilson and we also have our first the first Kansas bank of Claflin and the first bank of holy root the bank of root on there as well for
006our official depository of district funds. our food service hearing official is me. That's none of these have changed from last year so far. Um our title services, um I'm the one in charge of that. Our 504 coordinators, uh last year was Jane. This year we're going to switch and have each principal in charge of their 504s in their building. Same thing with Truan officers for each building as well. Our district capers representative will be Miss Diane. um our asbestous hazard emergency response designated p person is me. Freedom of information officer is me as well. Uh designated newspaper for district legal legal publications is our Ellsworth independent reporter newspaper and also the great vent tribune. Um you'll see attached to this document as well is the law offices of Watkins KCAR. Uh we used those that
007law office last year as well. that'll be our attorney for of law for district legal matters. We're approving 1,116 hours for our school year that will be in session for 2526. Um also approved board clerk signing purchase orders uh for the superintendent in his absence, Diane. Our hearing officer for student matters is myself as well and our homeless liaison is me. So most of those are exactly the same as last year except for the 504%. And I would just say kind of like last year I would make note that I know we use the el independent reporter and the great contribute for our label publications and sometimes it's necessary to have both but still would like to use independent reporter as little as possible. Did you say as little as possible? >> Yes. >> Even
008though Wilson doesn't get the great review at all. um for the Wilson news that's fine, but there has been some >> non factory just some more personal feelings but I feel towards central plains and not matter of fact with independent report. >> I guess I don't agree with that but it's pretty >> but I think we definitely don't need to discourage them to put in the district paper. I mean it's Wilson's business too. >> They can I they can print whatever they want to print. Well, I know she just said use them as little as possible. I mean, how are we going to not use them? >> Well, I mean, as far as ad, you know, ads and stuff like that, >> like help wanted ads or >> Well, that obviously that would be put
009wherever it needs to be put. So if it's a Wilson job that would probably be most useful and elsewhere, >> right? Or I mean to me I would consider if it concerns the district it should be involved whether it be else or I think it's Wilson's business whether it's class one or something class one for the school district or vice versa. I think class one should be aware of what's happening in Wilson. I mean, I wouldn't I wouldn't avoid using them is what I'm saying because that's how pretty much all of Wilson gets to use. >> And I agree with Kayla that that's how we know what's going on at Wilson. Well, in the past, I'll just share. In the past, um, we published the budget, which is going to be coming up, and we
010just put it in both, >> right? >> So that way they both can see the publication. But if it's there's a job opening at Wilson, we will definitely publish it in Ellsworth paper. If there's a job opening here, then most likely we usually do it online or do it on our website or do it through Facebook. But we try to do the ad fails with Independent Reporter. I don't want to discourage using them is what I'm saying because that's how we get majority >> and Ellsworth editor attended our meeting where I've never seen a great big tribune person staff or anybody here at our meetings. Well, I think the Great Ben Tribune and the Ellsworth Independent Reporter go hand in hand. >> I couldn't tell you that. I don't >> Yeah, I think that's what
011was told to me at one time. So, Greyban Tribune also covers the Ellsworth paper. So, if we put something in the Greyben paper, the Ellsworth paper would get the same article and they've shared the same article before. So, there's some kind of connection there, but I can't tell you exactly what it is. Okay. I would entertain a motion to approve appointments 1 through 14 as presented. So moved. >> Motion by Allison. >> Second by Dalton. >> All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes 70. Policies and resolutions. >> Okay. Okay, so on our pol policies and resolutions, these look exactly the same as last year. We have our inoculation policy that's in line with state policy, family rights and privacy notice, non-discrimination policy, our resolution for the destruction
012of records. Also, principles for accounting for gay receipts and activities, receipts for activity funds, resolution for public records, resolution to adopt new board policies. our home rule resolution to authorize advanced payment of utilities claims and vouchers and then also to approve generally accepted accounting principles. Uh those are exactly the same and they're online for your guys' viewing as well. No changes there. >> I would entertain a motion to approve the policies and resolutions item A through J. So moved. >> Motion by Allison. >> Second by Chad. All those in favor say I. >> I. >> Any opposed? Same sound. Motion passes. 70. 8 C organizational and procedural. Procedural. >> So these are action items. So I'm going to go from A to A down and then kind of B to B down to work our
013way down. So the first item that we have on here that our action item is our board member to the governmental relations network. Um last year that was Allison. So we need to appoint a new member to the government governmental relations network. Um and Allison was our representative last year. >> You be willing to do that again? >> I would um move to appoint Allison to our government relations network. Second >> motion by me and a second by Chad. Any questions, comments, discussion? >> All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes. 70. >> Okay. Then B is uh we need to appoint a board member to represent our PDC, our press professional development committee. Uh last year that person was Kayla for the 24 25 year. So we
014need to appoint a new one for 2526. >> I would move to Kayla as a board member representative to the professional development committee. Second >> motion by Van and second by Allison. Any further questions, comments, discussion? >> All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes. I think 70. >> Josh, do I still have you on here? >> Okay. Okay. Are you good with that one? >> Y. Okay. >> Yeah. >> Okay. C is uh setting the petty cash funds to set limits as follows. $1,000 at Central Plains Junior Senior High, 500 at Wilson Elementary, 1,000 at the USD112 board office, and 500 at Central Plains Elementary School in Hollywood. And that one is an action item. So we do a motion for that. >> I move to approve
015the petty cash funds and limits as presented. >> Motion by Alison, second by Kayla. All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes. 70. >> Okay. So, our next one is um the the mileage uh reimbursement at 50 cents per mile for employees and 50 cents per mile for parents that would transport students to school on the north end of the district um at a maximum of two round trips per day. >> I move to approve the mileage reimbursement at 50 cents per mile for 2025 2026 school year. Second >> motion bounc and a second by Kayla. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes. 70. >> And then um I'm going to skip down to F. We have another one um
016for the dispersion of district property that's valued at $500 or less for us to be able to get rid of those items that are valued at $500 or less. I move to allow discursion of district property that is valued at $500 or less. >> Motion by Allison and second by Chad. All those in favor say I. >> I. >> Any oppose? Same sign. Motion passes 70. And then it is customary for us to talk a little bit about the flowchart that's e on there and that's on your board packet that talks about the deleg to delegate lines of responsibility between the district. So I'll take a second and have you guys look that have a second. No motion's necessary on that. That's just customary what we've done in the past. Item number nine, recognition of
017visitors. There are none tonight. And item number 10, bank signature authorization. So, the Bank of Hollywood requires board approval to take Jane's name off the checking account for CPEs and admin Shehy. Uh, this would be a good time to remove Diane as the third sign third signer for the account. So, uh, we would recommend the new signes would be, uh, Shayen Shehy, Kayla Robinson along with Kaen Gatis for CPEs, the checking account that's at the Bank of Holland. I move to approve the removal of Jane Oer and Diane Ny from the Central Plains Elementary School account to the Bank of Hollywood and add Shayen Shehy, Kayla Robinson, and Kaen Gatis to the account. >> Motion by Allison, >> second by Chad. All those in favor say I. >> I. >> Any opposed? Same sign. Motion
018passes 70. And item number 11, ref reps. >> Perfect timing. >> Taylor. >> Um, so I think we mentioned this a couple board meetings ago. I was approached by a company that um offers a program called Refps for students to be able to be certified as um referees in the state of Kansas. They provide the online curriculum um and then the students can sit for their um license which is a is just a test. Um all head coaches have to take the same test to be able to coach um through Quesa. Um the program costs $45 per seat per sport. So, if a student wanted to, they could get um up to three per year is kind of what uh Coach Styles and Coach Ryan and I talked about. Um the idea of it is
019for one, there's a huge shortage of referees in the state of Kansas. Um it also is good for our students to be able to themselves in those positions um and realize that it is a very difficult job to ref um but they also teach conflict conflict resolution and empathy is part of their um curriculum. They have writing assignments. Um, so basically the way that it kind of works is they um give the students the curriculum online with one of our coaches in the classroom with them um just to kind of supervise and then they give them um like scenarios or situations that they can go out on the field or go in the gym and kind of walk through with the coach. Um, so I just think it's a great opportunity for our kids, um,
020and for us because then we have some more certified referees. Um, I also think it's a great chance for our students when they graduate as a as like a job in college if they have a certification to be a referee. That's amazing. Um, we can do any sport we want. They their suggestion would be that we choose the first two and then the student could choose their next one that they might want to get certified in. Um, so we would probably go with like football and or volleyball and then basketball and then let them choose their third option. Again, that's $45 per sport. Um, but the way this works is after they get their certification, they ask the student or he said in most schools, the student part of the school paying for that is
021they have to ref athletic events. So, we would have them rough like a JV game or a junior high game to kind of pay back the school. Um, which we pay $45 an hour or a game. So, that kind of is a wash um there. If especially if they did two, it would double pay for them. Um, the normal seat cost is $75. So, it is saving um them from, you know, having to pay. It's only $45. And then it allows them to wave their registration fee for the certification. So there's no fee for them to get certified, which it's just like I don't know. It's a it's a great deal. So I guess I'm just asking um if it's okay for us to purchase some licenses, what we would do for this year to
022get us started. We don't want to jump in with both feet and let everybody that wants to be certified get certified and not have the manpower to to deal with it. So, what we thought we would do is just start with seniors for the first semester, kind of see how that went. Um, and we would do it during our reading class. So, it's not going to take away from um any of our class time. Um, but it gives another option for students who maybe already have their AR goal, are on track to graduate, are already on level grade level wise. It gives them something else to do. And it is there is some reading involved. So we're not just replacing and and not letting or not not letting them get out of reading time. So
023>> do they do the curriculum at their own pace then? >> Um yes kind of because they kind of need to stay together because the modules when they go to work on things they need to kind of work on them together. Um, but there's lots of videos and if you if you were at the state basketball tournament, I guess they were set up in the hallway case went and um got to practice uh there were videos and they got to see if they could make the right call. Um, and so that's what they have is they have lots of situational videos and you get to kind of practice um, you know, what those calls are. But I think the conflict resolution is really great. Um, we have a senior who grad who uh refs a
024lot of our JV and junior high games and refs some um baseball for us this year. He did a fantastic job. And if they have that background of learning how to deal with humans in the stands, I think it's really great for them. And again, also just for them to have that background, they can go back to their teammates and be like, be nicer to the refs. It's a lot harder than it looks. So, you guys have any questions for me? Um, the program is the state of Kansas, I think, um, according to the guy that I talked to, he thinks that eventually it will be a requirement for all officials to go through the REF reps. In some states, it's already that way. So, this would even be a jump on even if they
025went into another state, um, they would already have this repres class under their belt. They wouldn't have to take it. they would just have to get certified in that state. Um he really thought that Kansas would be moving toward um requiring it if you're even any official that wanted to. Um the other thing that I will say is um we also thought about having the refs that we have already in place come in and kind of help those kids too because our our coaches um I think it would be a good perspective for them to be able to see from those reps that we already have in place. So >> how many are you anticipating? >> Not very many. probably um to start off with in that senior class. We we counted about four, maybe
026five um that would maybe be interested. Um there's pretty good incentive to do it. Um but we'll have to be kind of selective on who, you know, will be able to take it and then um yeah, I think as it trickles down, I think it'll get pretty popular. But again, we need to make sure that the kids are on track and we're not taking away from their intervention time and all of those things. So we'll have to be a little selective to start. Eventually we'd like to see it actually be a class like a class in for PE like something but right now we just everybody wants to take weights which is fantastic. So we don't want to take away from that. So any other questions for me? He had a lot of information. So
027I have a lot of random. He did say that the um we can purchase up to as many um seat licenses as we want. Um we have to we have to at least purchase 10, but they don't go away. So they'll stay for a year. I mean for any time that we want to use them and it's just a license, so it's not tied to a specific sport. So um if we purchase the 10, then we can use them as anytime that we want. So >> what what other ones do they have besides >> Oh gosh, they had everything. wrestling. I mean, pretty soon pickle ball will probably even be um No, because it'll be like tennis and they call their own. Um yeah, he said they have everything that you could think of. Rugby,
028I mean, lacrosse. So, anything that a kid wanted to get certified in. I mean, we would have they would have to um probably do a lot more online videos because our our coaches aren't going to know and they're not and if they do it on their own, they're not going to have like a group to kind of go out and practice things. So, >> yeah. Yeah, sounds like a great program. >> I think that's really cool for the kids. >> Yeah. So because it is adding to the class offerings and the district would pay for it to start off motion to add that. So >> I move to approve the addition of the ref reps program to our high school class offerings. Second motion by Allison and a second by Kayla. Any other questions, comments?
029>> I did kind of wonder about volleyball and football Jesse. So they would So in the fall they're taking these describe but they wouldn't be able to ref those are fall sports. >> Yeah. So um they would it it's I think it said it depends on the sport. Like football is going to have a lot more classes than volleyball. Volleyball is not there's not that many um sessions and I think it said it's 7 to 15 class periods. So truly they could get certified pretty quickly for volleyball and we definitely could use some volleyball refs. Um football might take a little bit longer. Um but hopefully by the end they'd be able to do like that last football game or I mean we played football till I don't know December last year. >> But yeah.
030Yeah. So it would be a little tougher. Um and we'll just have to kind of see if we don't think we get them certified. We might just start with basketball so that they would already be done and we could do basketball and then baseball and softball or whatever whatever the kids wanted to do. So, >> all right. So, there is a motion second. All those in favor say I. >> I. >> Josh, I still got you on here. >> Okay. button. >> Any opposed? Same sign. Motion passes 70. >> Okay. Item number 12, the revenue neutral tax rate. >> Okay. So, we've been working on the budget the past couple weeks. Um, and we are heading to Topeka on Thursday uh to finalize the budget and one of the items that we'll spend some time
031on is the revenue neutral. Right. There's been a couple changes on the revenue neutral rate. In the past, we have always went ahead and exceeded the revenue neutral rate because that meant that the budget wouldn't have to be published until September. So, that's off the table now, which means you don't have to pass the revenue neutral rate to certify in September. All budgets are due at the board meeting in September. So, it kind of takes that off the table. Um, so I wanted to make sure and get that out there as well. We do have to certify to the county clerk by this Friday if we are going to be over revenue neutral. So this document right here I posted on there as well that has our revenue neutral rate. So it looks like the
032bottom number um on the far right size our proposed tax rate for 2526 is going to be about 18.467. The tax revenue neutral rate that we're going to have to go by is 18.482. So all signs point to us being under revenue neutral rate. Um the one thing that does concern us a little bit is we always like to go to KSD and confirm our budget before we uh finalize that, but we have to finalize it because July 20th is the deadline to file to the county clerk. If we go to KSD on Tuesday or on Thursday and everything's good, we don't need to exceed the revenue neutral rate, which means then the county clerk doesn't have to send everything out to everybody and all that work on top of it. So, uh, talked to
033Bill a little bit this morning about this as well. And what we would like to do is we just have to have the consensus of the board to exceed the revenue neutral rate if needed. What that means, the if needed is if we come back from the KSD meeting on Thursday and they say no, you need to change this, you need to change this, then we would go ahead and file it with the county clerk on Friday. And if they told us that they didn't need that everything was good, um then we would be under underneath the revenue tax neutral rate, which means then we wouldn't have to have the Ellsworth um county clerk file all that for us. So, a couple other pieces of information you're probably going to want to know on that.
034of valuations for the district under the general fund went up about $100,000 and then all other funds for valuations went up about $500,000. So, um valuations did go up across the district. So, uh good news budget wise um which means we could lower our mill mill rate just a little bit also with our carryover cash which means we don't have to exceed it. Fingers crossed. So, don't need a motion. We just need consensus of the board to um exceed the revenue neutral rate if needed from the KSD meeting on Thursday. >> It just allows for error here or there. If there's an error, then we have the ability to exceed it. So, it just kind of helps protect us so we don't have to redo everything. >> You guys have to meet again. So if
035it is if it is needed then we would send it to the county clerk on Friday and then we would have a revenue neutral hearing before our budget hearing in September. If it's not needed then we don't have to do that. So >> is everybody okay with that? Yeah. Okay. >> Awesome. >> Okay. Item number 13, the approved district paid health insurance benefit. >> So, we were hoping by today that we would have information from Green Bush. Um, they're still waiting on the Kansas Insurance Commission to grant them the certain type of insurance license that they're going to need to be the health healthcare uh consortium for our district and other districts. Uh, they are still anticipating that those increases um 1% if they don't get the license, the top it's going to go is
0362.5%. and we'll talk about that a little bit in negotiations. So, really no motion or anything to be made here. They had a meeting at the end of the week last Thursday. Uh we were hoping Friday or today we would get something from them to be able to go ahead and finalize, but here we are. We don't have anything. They they're telling us it should be this week. So, if they don't get the insurance license, we're looking at a 2.5% increase, which is roughly about $16 a person a month. um if they do get the license, we're looking at about a 1% increase, which is about a $6 a month change >> for the single plan. So, >> and we're not the only school. There's like 16 schools in that sort of so everybody's just
037waiting all waiting for that number. >> Item number 14, the handbooks. >> Okay, so we have handbooks on here as well. Um this is the second read um from the first read in June. Uh no changes were to the faculty handbook to Central Plains Elementary School to give Miss Shehi a little bit of time to see how things are running um in her building. Uh virtual handbook, classified handbook. The one question that we did have was on the Wilson Elementary School handbook changes and I have that document on there as well. Uh talked to Miss Moore a little bit about this today. You know, I think really what they were shooting for is a visual of the discipline that could happen as a result of the actions. That's why a lot of that says up
038to this amount. Um when I talked to Miss Moore today, um she said if the board's not in favor of that, she just wants to take it out. But really what they were shooting for is a visual to give parents and to give students of up to if if this is what happens up to this amount could be what the discipline policy looks like. Um and there's there's other districts that do that as well. So I really think that's what they were shooting for whenever they were doing that to try to help curb some of those act those actions that they had this past year. So, um, and then also the middle school, high school changes are on there. Um, whenever we talked about those in the last reading, I didn't hear a lot of
039concerns on that side of it. So, I just wanted to open up the floor to that um to talk about those two changes on the Wilson Elementary School or the high school middle school changes as well that are attached. So, >> I'm not against adding a church, but I what I am concerned about is adding having a different handbook for both elementary schools. >> Okay. I mean I would be more to have one for both. So I think I would ask the principles work together to develop >> to develop their own matrix together. >> Yeah. >> Okay. >> That would be my recommendation. >> We do have a matrix in our high school book. We can sure we can sure do that and talk to the principles about working together to try to come up
040one if they feel like that there's a need for it. So um so if that's the direction we want to move, we would need to approve the handbook changes presented excluding the addition to the matrix that's on the Wilson for our principles to get together and work on that if that's what you guys so choose to do. So I see I see some value in that between districts if they both think that there needs to be a visual on that for them to work together as well. >> So their handbooks are the same. Miss Miss Moore is wanting to add that to theirs just for a visual on it. Um but again we're wanting Shay to have a little bit of time to try to develop hers as well. So got >> because I thought
041we did have one happen. >> We did. we but she's wanting to add that to hers and >> just to the >> right we don't feel comfortable Shay don't feel comfortable right now she needs to get her her hands in a little bit to see how things are working with make some updates on hers so >> I guess I feel like for this year if Karen feels like it's going to help her be more effective in managing the challenges that they've had that um I don't think it's fair to impose that on Shay as she's stepping into the role Um, so I think for this year maybe we should allow two separate handbooks. They're not really materially any different. It's just that the other one doesn't contain the matrix. The matrix is still what's going
042to be used if something were to escalate. Would you agree that that's fair? Um, it's just trying not to shake things up because I think some of the perception might be a concern is if you put that in there and then put it in front of parents, parents might feel a little bit when there haven't been issues, they might feel like it's a little strong coming at them. Um, so I think for at least this year, maybe we go ahead and allow Karen to put it in hers and Sheay to leave hers as is. And then over the next year we can work through that and see if if we can get them back to the same or if we feel like that made a difference or not. But I guess I would be okay
043with them being slightly different but 99% of the content is the same. So >> I don't know Kaitlin agree about that. I think it should be the same. It's next year. >> Yeah. Okay. Did you see your comment again about um I guess I didn't quite understand what you were saying about putting it kind of apparent that it'd be too aggressive. I I didn't >> like for it to appear like there have been known challenges, behavioral issues and questions about process and procedure right with Mrs. Moore. So she's trying to be transparent about what she's using because there have been questions about her transparency, right? So, she's trying to answer that question with information and I don't feel like Mrs. Shehy has had some of she hasn't been in that role. So, then to force
044her to change her handbook without really having any say or opportunity because she wasn't in that role until just now, I feel like that's a little bit unfair >> and it's not really different. How things are going to be handled isn't any different. Does that make sense? the matrix >> most likely still be used >> is just behind the scenes. >> It's this matrix is the same way things were handled before. It just wasn't published in the handbook. At least that's my understanding from this is more. Is that fair? Okay. >> She also expressed how she wanted some paper to go to so it's all pretty consistent. Some of these are kind of I mean as a parent looking if I was a parent looking at them I would call they're a little intense for
045elementary but >> well and I think that's why they made sure to clarify that it's up to >> yeah even that there I mean still you tell them up to one day ISS you know you're for kindergarten you're thinking oh my god you know I just I don't know I Well, that's why I mean it's understood that it's a a matrix or a guideline. >> I understand. >> And you also understand that you have kind of a continuum in a grade school from kindergarten to sixth grade. >> A little broad though. It gives her a very wide range. And I don't know whether she really should have that wide of range. I mean, like one day I assess for disruption behavior for a kindergartener. That's to me that's just outrageous. >> She doesn't just have
046kindergarters in the building. >> I understand. That's why >> the handbook covers the whole range. Which is why kindergartener reading this, I would be like, "Oh my gosh." You know, I mean, now if I was a parent of a sixth grader reading that, you're like, "Yeah, okay. No problem." But that's why I don't know if >> Well, you can't spell. I mean, kind of what you're saying though is not every situation, you know, is the same. So, you have to have that flexibility. So, you can't say for kindergarten it's this and for sixth grade because you have to have that flexibility across the continuum >> so do you really need this matrix in there? I don't really think you do. I think it'd be up to discretion. This is more how to handle it. Well,
047since there have been questions and concerns, >> that's why she's trying to let people know >> this this is where I'm coming from. This, you know, could be the maximum penalty if the situation presents itself to that. So, she's trying to get ahead of that at the beginning of the school year already to let everybody know what possibilities could be. Is there anything giving him now about behavioral issues? >> Yes. >> How does it read now? two So it's more broken down by topic like when you go over bullying. It's more broken down by topic of bullying and what what would be you know addressed. The board of education prohibits bullying in any form. The administration so propose and the board shall review and approve a plan which is our bullying procedure. Students who have
048been bullied or violation policy may be subject to disciplinary actions up to and including suspension or expulsion. So a lot of them is defined as the topic, right? And then that there's a lot of leeway there. Suspension or expulsion. Well, is it ISS? Is it OSS? Is it one day ISS? Is it 3 days? How many violations have occurred? Um are there numerous kids involved? Do we have, you know, with the documentation? Um have they already been suspended OSS for a certain amount of days? >> That's part of the polling policy. There's Yeah, there's a lot of variations with this though is what I'm saying. >> So, it just says up to sorry, including suspension or expulsion. >> But I guess what I'm asking is does our bullying policy spell out the proof of just
049procedures or >> Well, it says the same thing. >> It doesn't detail. >> So, she's wanting just more details than >> Right. But that's all it says about the suit. >> Yeah, that one. That one is that one. And it also says like harassment harassment stuff um is in there as well. Um parents have the responsibility supervisor. Oh, this one's on the bus. So, the bus one is is kind of separate on there as well. First offense is a warning. The second one, they could be denied privileges of riding the bus. Um third offense, parents, guardians will be met with. Um they maybe didn't sorry privileges of riding the bus for a period of time. Um they just have playground rules. Um really no discipline actionary towards those. It says some of the unacceptable behavior,
050harassment, destruction. Um just read through these real quick. The following rules apply for inschool suspension. Students had no contact with his or her classmates. Um there's rules apply that apply for out of school suspension. So really each topic is up to the discretion of the principal and it's not really spelled out besides pretty wide open as of suspension expulsions that's in the board packet from last month too. So you can go back and click on that if you want to. I don't want you to feel like I'm just giving you [Music] >> I would agree um with Alison that you know that was kind of Mrs. Moore's first year last year and then after everything her experiences and everything, she felt like this would be the best practice for her building. Um, and I would
051venture to guess that in bigger districts, they don't necessarily have all of the same handbooks for building to building. But since the handbook does leave it up to the building principal the way it is in the handbook, just allowing the building principal to go ahead and get that out there and visual um before the year even starts is a is a good proactive step. and then allowing Miss Chie to have this year to see if she wants to make any tweaks to that or if it's anything that she feels like needs to be added to the Hollywood. >> Well, we have less students at Wilson, so I can't see why we can't have the same handbook as Hollywood because you guys would have more problems. You have more students, but Apparently, we're having the problems
052[Music] to me. I'd like to have the same for each school. I can see both ways, I guess. I mean, I can understand her wanting to have something, some sort of guidelines, you know, and maybe she needs some sort of guidelines to go by herself, you know. Um, granted I think these ones to me are a little harsh, but when I'm looking at it at a wide range from kindergarten to sixth grade. Um, I don't know what other behavioral or whatever actions they take for minor classroom disruptions. I don't know. They don't know if they do detention at elementary levels. Well, I mean, I think you know, Miss, we were talking about it, she even did say like it might just be sending the kid to the principal's office for 20 or 30 minutes and
053then they return to the classroom. Like, >> it doesn't have to be a full day of ISS. Like, >> yeah, >> it might just be 20 minutes and that's their ISS. So, >> and maybe there's a little bit more clarification than that. You know, I mean, because to me, when I first heard this, I was just like, "Oh my gosh, you know, that's pretty harsh." >> I mean, and I can understand her wanting to have something, you know, so she can say, "No, look, these are these are the guidelines that we're going to go by. This is I mean, I I understand that and I appreciate that. Um, I'd like to see it, you know, in both schools, but I understand, you know, having your principal wanting to wait on things. But >> I think
054just with any instance, you don't want to necessarily hang yourself into a corner either. So you don't want to be too strict with, you know, >> the specifications of the punishment when you may not want it to be that strict, >> right? I just didn't know too detailed. I mean, I >> I think I think the documentation piece is important for this as well. I mean, if I have a second grader, only time they've been in the office all year long, nothing documented from this year, the year before, and they've never been in trouble. Okay, maybe they need to talk to talking to maybe they need to write an apology letter. Maybe I need to do some of those sorts of things. Whereas if I have a second grader that's already gone through that part
055and they've been ISS for half a day, ISS for a day, ISS for 3 days, and now they're the action hasn't changed. You know, I might need to take another step and look at OSS for a day. you know that you don't ever like to OSS any any elementary school kid, but there has been a couple of things this past year that have warranted that for the safety of our own faculty and staff. not 100% sold on this particular presentation. I think um the best thing that we can do is to move forward and then if we need to make changes then we have to have a starting point though we make changes throughout or is it just every year to the handbook? Well, you know, you usually it's annually, but if there's some things
056that need to be changed as the year goes on for what's best for our kids, I think we've got to push those to the board and look at changing those or make changes. >> And honestly, it's easier now that we don't print them and they're just online. So, >> you know, there is some communication that has to happen when we change those with parents to make sure they understand, you know, what's being changed and why it's being changed. But um >> don't if we have to for the betterment of our faculty and staff and students, we have to >> I move to approve the handbook changes as presented for the 2025 2026 school year. >> I did have a question before going on. Are we talking about the classified certified staff handbooks yet or not?
057Because you know you gave them to us to read and go over. This is not that time. We're not talking about those. >> No, there's no changes to those. >> Well, I wanted I thought we had a month to read them and give you some ideas. >> Yeah, this this is where we do that at. >> Okay. >> Right now. Right now, because when I say no changes is we're not recommending any changes as of right now. >> Okay. So, >> to the to the to to the books. >> So, I looked at the certified staff handbook >> and I didn't see anything about video camera surveillance in classrooms. Do you guys have that in the high school and the Holly Elementary? >> Not Not in classrooms. In the hallways. Yes. >> In the hallways.
058>> Hallways. Yes. Not in classrooms. We can't have cameras in classrooms. >> Could we have a sentence in there in the a staff in the classified certified staff handbook? Could we have a sentence about because I've heard I don't know. I haven't been in the classrooms, but I just want to make sure there's not cameras watching. Or are there cameras watching >> In the classroom. >> There are not cameras in the classrooms. >> Could we have a statement in our certified staff class in our handbook that we do not have surveillance cameras? Because I've heard there are some surveillance cameras. >> Okay. There there are no cameras in the classrooms. >> I'm talking about will student >> now the only the only item with that though is in the classrooms like our daycare room has
059a camera in our daycare room >> but classwise we don't we don't have cl I mean now in the gyms we do have cameras in in the gyms but in in the main classroom setting we don't have cameras in the main classroom settings. >> So I guess I'm getting a mixed message about that. So, I don't know, but I wondered if we could have a statement in our handbook saying um that we do not have classroom surveillance cameras or something about that because it's just not in there anything. There's no mention of cameras at all in the handbook. >> I I guess I'm really confused on on what the situation is. Are there people worried that they're doing things and it's being videoed? >> No. in the classrooms. >> Well, um I just wanted a
060statement about if they're allowed or not. I guess could we have >> I mean I I honest I I need to check but I'm pretty sure that it's illegal to have video cameras >> in classrooms >> like school furnished district video cameras. I don't want to I mean I'm I'm I'm pretty sure. >> Okay. >> So I guess I don't know like the root of the problem there. >> Okay. Okay, >> I won't go into it now. >> Okay, >> but I did want to bring that up about the video cameras and classroom >> because I could not find anything about that. And where I worked before, we did have um cameras in the building around >> right in the building but not in the classrooms. >> Okay. >> So, there is a motion by
061Allison to >> I have one more thing on our certified staff handbook. Um there didn't seem to be anything mentioning if the if we know our certified staff is very important to us and if their safety if they feel like their personal safety is in jeopardy there's nothing in the handbook that protects them. Now, OSHA of course has it, the state of Kansas, but um could we have something like a statement in there about um if they don't uh feel safe that they can um talk to their building principal, but then also talk to a superintendent about their personal safety. Um, I was looking at page eight about the complaints and um, and I felt like it really didn't really say and I call it page eight because you know it was >> Yeah, I'm
062trying to get through >> I believe that in some of policies. There are KASB policies >> about safety. >> Okay. >> Um so that would supersede our handbook anyway. >> Okay. Okay, that sounds good. >> If we can >> because um there is safety about sexual harassment, but there's no mention of personal safety if they feel threatened >> or there's violence violent act toward them. I believe there are KSB policies on that. >> Okay. >> So, we do have policies. >> Okay. >> On >> and you should have access to board policy. >> It has it right on them. >> Yeah. >> So, the classified staff would they have access to what you're saying that they could see it too because this is all they would know to have access to. Apparently, they sign these
063when they're handed these. It says >> Yeah. if they've never seen it before. >> If they've never seen it before. Okay. >> Right. So, like new staff. >> Okay. >> Then I I give them a handbook and they have to sign. Yes. But experienced staff, they don't get new handbooks unless there's a major change of something. >> Okay. That's good to know. And then on evaluations, that's really page 10. It says that all classified employees shall be evaluated twice a year when they're new and at least once a year after that. So that does mean that if there are two employees that have a little bit of a problem that only two are evaluated, no one else is. And there's no deadline for evaluation. So you really cannot evaluate classified on the last day of
064school. >> Well, that's up to the building principal. >> We can we we can do classified staff evaluations anytime we want to throughout the year, right? And we usually we try to wait till towards the end of the year, >> right? >> Because then, you know, we have the whole year to evaluate them all, >> right? The last day does not really help. >> So I do have a motion on the table. So we need to see if there is a second to the motion and then we can have further discussion if they want to continue. >> So there was a motion by Allison to move to approve the handbook changes as presented. Second >> and now there is a second by chat. Now if you wish to have any other comments or questions or
065discussion regarding that motion we can. But there there weren't any changes to um the certified or the classified handbooks in the motion. >> Okay. Because last meeting you said we had a month to read for it. I had already read through it last time and we didn't have time to discuss so I want to discuss it now. So >> that's good. >> Okay. So should we have um on evaluation something about that they should be done or completed before the last day of school or >> I mean that's really up to you guys if you want to make an adjustment to to that handbook >> because the last day they don't have any chance to improve for the school year. If they knew like in March what they were doing wrong they would have time
066to improve. That's why last day doesn't really help when you evaluate them. And what I was saying earlier, it says all certified all classified, sorry, all classified employees, not just a few. >> So it needs to be followed. Are are you insinuating that you know that all the classified staff was not >> I'd rather talk about private. Yeah. Uhhuh. >> Okay. So there is a motion and a second. So right now we'll go ahead and take a vote on the motion and the second. All those in favor say I. >> I. >> Any oppose? Same sign. I >> I motion passes 5 to two. >> And since you say that you'd rather have that discussion in private, we'll move on. >> Okay. >> To item number 15, KASB policy updates. >> Okay. So, we have
067KASB policies. There are 12 revisions and two new policies um on there for your guys's first read. It is quite cumbersome. So, um, I would kind of take a look at those and give us some feedback. But those are KAS policies. The way we handled it last year is we did first read in August and then we did discussion, sorry, first read in July and then we did discussion and adoption in August. So, wanted to make sure to have those in front of you. Um, we don't have page numbers, but it is quite lengthy that you guys will probably need to have a little bit of time to look over as well. So >> and then we'll move on to item number 16, the baseball and softball cooperative. >> Okay. So Hoisington's board of education
068have agreed to renew the baseball softball cooperative for the next two years. Uh, so I need a board motion to move forward uh with continuing that baseball and softball cooperative withington for the next two-year cycle. >> So moved. >> Motion by Allison. >> Second by Chad. Mr. Murphy. I know you were going to talk to um I think >> Mr. Fletchel. Did he have any changes or anything that >> No. So, in in the past, we have um supposed to been paying for one assistant coach on the softball side and one assistant on the um baseball side, softball side and baseball side. I don't know kind of from the the documents that we have that that's been happening the last few years. So, we really need to sit down and look at that and see
069what we need to do on our side to making making sure that we're fulfilling the needs of the kids that we're sending over here. um >> they also need >> on that side of it. Yeah. Yeah. So, I don't know whether that just kind of fell between the cracks for them on invoicing us for those or what that looks like, but we need to have some discussion on what that looks like for the amount of kids that were sending. So, >> hey, there is a motion and a second. Any further questions, comments, discussion? >> Hearing none. All those in favor say I. I. I. >> Any oppose? Same sign. Motion passes 70. >> Yes. >> Oh, he's ready. >> Okay, go for it, Josh. [Music] with Mr. Murphy present and return to open >> 10
070minutes. >> Yeah, 10 minutes, please. >> 7:15. >> Okay, >> sounds good. Second. >> Okay. Motion by Josh, second by Allison. All those in favor say I. >> Any opposed? Same sign. There it goes. [Music] Okay, we're back in open session. >> I move to approve Theresa Castro and Penelopey McGra as USD12 daycare room directors at Hollywood. >> Motion by Alison. >> Second by Chad. All those in favor say I. >> I. Any above? Same sign. Motion passes. 70. >> I move to approve Tegan Shep on an as needed basis for summer maintenance duties. >> Motion by Alison. >> Second by Chad. All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes. 70. >> I move to approve the resignation of Courtney Shamburgger as the high school track and field
071assistant coach. I was ser >> Did she sign? >> It was an email. >> It was the email. >> She told me officially she changed her. >> Okay, good. >> She still shampooed her, too. >> Motion by Allison. >> Second by Jed. All those in favor say I. >> I. >> Any opposed? same time. Motion passes 70. >> I move to approve the resignation of Hannah Baron as the high school track and field assistant coach. >> Motion by Allison, second by Chad. All those in favor say I. >> I. Any oppos? Same. I >> motion passes 70. >> I move to approve Kayla Robinson as the lead teacher at Central Plains Elementary School for the 2025 2026 school year. >> Second. >> Motion by Allison. Second Metad. All those in favor say I. >> I.
072>> Any oppose? Same sign. Motion passes. 70. >> I move to approve the spring sports supplemental list as presented. >> Second. >> Motion by Allison, second by Chad. All those in favor say I. >> I. >> Any oppose? Same sign. >> 70. [Music] Josh, you ready? [Music] employee super. [Music] >> 10 minutes, please. >> Second. >> Motion by Josh, second by Allison. All those in favor say I. I. >> Any oppose? Same sign. Motion passes 70. and we're back in open session. I move to approve the negotiated agreement as presented. >> The motion by Alison, >> Second by Chad. All those in favor say I. >> I. >> Any opposed? Same sign. Motion passes. 70. Item number 19, superintendent report. >> Okay. So, we have a few items I wanted to make sure and communicate
073with everybody. Uh, our enrollment open today. We're working on start of the year in services and trainings. Um, and that kind of brings us into the teaching positions at Wilson. um read through the feedback from the teachers whenever we met, not last time, but the time before in early June. We wanted some feedback from the teachers and I shared those emails with with you guys. I I think it would be best in early August if we got the teachers and the admin together for a day in Wilson to help create the schedule with the current faculty and staff we have. PE would already be taken care of by someone in house and the question would be the first grade class. we would need to probably pay the teachers for that day and then also maybe
074provide some lunch. Um, some of the teachers provided some different options and I need I think we need to make sure and um let them have a chance to voice their opinions and what that should look like or what they think it should look like to move forward. So, I just wanted to open that conversation up. Um by that time also we would be hopeful that we would have some of those early enrollment numbers um to kind of help with steering them certain way certain ways on their on their schedule. So wanted to open that conversation up with you guys to see what your thoughts were on that. change is always hard and so I think definitely yeah to help with the buy in and the understanding of the whole process and help them feel
075like they're their voices have been heard and that they have a a part in it. I think that's a good idea. I would need to probably visit with Miss Moore to kind of communicate with their teachers on what day would work best for them um that first probably week in August to try to get that kind of hammered out what that would look like to bring back to you guys for that board of education meeting in August on what their thoughts were. So okay, so I do have some project updates for the middle school high school. All the ceiling tiles are out of the east end of the school. air quality test passed uh with flying colors. They're starting back with new tiles today. The A building is awaiting their air quality test tomorrow. They
076have all the ceiling tile out of there as well. And the west side of the school um is almost secure for them to start removing tile. They were uh putting all their plastic and everything up today to start taking those out. So, um we have gotten to a point at the elementary school in Wilson for the library. Um magnet dry came in. It wasn't quite as extensive as we thought it was going to be. I would say probably half of that library is um under construction, if you will. They only had to take certain parts of the sheetrock up halfway. So, um they're coming back in at the start of the week to clean the carpets again and make sure all that's ready to go. We did uh take Magna Dry um recommendation and they
077have a company they work with called Webcon. Um they came out last week and they said that that uh roof has some damage on it up on on over the library and they think there's some places that the water's pooling between the metal A caps. So they want to go back and put standing a metal caps over those standing A caps um where those metal seams are at. And it would take them 2 to 3 days to do it. But the kicker is going to be it's it's going to be between $7,000 and $10,000. Okay. The kicker though is because of the damage that's up there on that roof and the repairs that have happened in the past, they are not going to warranty any part of it. So, we could spend $10,000 on them
078putting metal a caps on all those seams and it might not help at all and we might still have leaks in there. But I mean, we're gonna have to do something because we can't put back any any sheetrock, any books, any bookshelves, or any of that sort of stuff until we have the roof and the foundation figured out. Thrasher, we're waiting on Thrasher to come out and give us some information about what their thoughts on the foundation um to the library was at or the situation with the foundation of the library. Um, Magna Dry thinks that there is some foundation damage underneath that library. So, that's kind of where we're at on both of them. And I I just need a little bit feedback on from you guys on what your thoughts are about the
079roof at the library. >> So, do you feel like the mold and the water damage came from both the bottom and >> and the top? >> Both places. Yes. >> How confident was the water test? No, they've came out and done water test other roof other companies have that we've worked with this year and they can't they can't pinpoint the leak. >> I just didn't know what the she was being on. >> Yeah. >> No, I mean whenever they came out before they lifted those tiles and everything back and did the water test. Um and I can't think of what the name We've had a couple different companies come out since I've been here in July. Um, but when they did that water test with the other company, they they couldn't pinpoint it. It's got
080to come from a certain direction with a certain wind um to be able to to get the leaks to produce anything is what my guess would be. Um, on how confident they sound, they don't I mean, they said that the roof has some some some damage to it from hail storms in the past and things like that. So, makes me think that maybe they're not as confident as they think they could be. Um, I could always get another roofing company that we haven't worked with to come out and give us their opinion on it to try to get it done. But, but we can't start back with anything in that library until we have a plan moving forward. And no, I just want everybody to understand, no matter what we do, no place is going
081to carry a warranty on anything we do on the roof. How long would that take to fix how their that work that they would do? >> They said two two to three days is what they said. and they they uh said they would come out this week and kind of walk us through the project a little bit and what it would do and what it would, you know, hopefully mitigate the water in the spots where it's coming in. But again, there's no warranty behind that at all. So, >> how when do we think Thrasher is going to be out to talk about >> Well, we're hoping this week we're waiting on a phone call from them to schedule something. Magnet Drive's been kind of helping out with that with their connection as well. So, we're
082hoping sometime this week. Um, I don't have a date pinpointed for that yet. Tammer, >> do we want to wait and see what the scope of that might be before we give the go ahead on >> the roof? >> Yeah. Okay. Any other thoughts on that? Okay. Moving on through here. Um, we did save around $3,000 in June with the new AC units up at Wilson, so that was good. Um, the flooring in the preschool and bathroom, um, we are waiting on the carpet and the flooring to come in through Millers to get that done. We're anticipating having that done hopefully the last week in Julyish. Carpet of Central Plains Elementary School is done. And our hope is I talked to Scott Christians today. He's going to come in this weekend and start doing some
083of the dirt work over there, but he's anticipating another week at least, if not a little bit longer, to come in and do the concrete work over there. So, did want to touch just a little bit on our title services. Um, we've kind of been seeing this in the news. The federal freeze is impacting us. We generate roughly about $110,000 in federal aid for title services. All signs right now point to us losing about $30,000. The other $80,000 should be allocated for our district, but that is not allocated in the system as of right now. So, we did budget for the $110,000, but we're not expecting all $110,000 for our title services. So, um something we're going to have to kind of maneuver through this next year to see what that looks like. And I'm
084I'm kind of afraid that that might just be the tip of the spear on budget items moving forward in the future. So that is all I have. Open agenda items. Um I would just remind everybody that um KASB conference is November 14th through the 16th I believe this year and the registration opened up Friday. >> I think so. I got an email saying that. So >> or today >> probably the the sooner we decide the better. Then we could get a block of rooms. >> So I guess if anybody wants to go to that or thinks they might want to go to that >> just communicate with Mr. Murphy and then Nicole can get their rooms. >> I'm sure those rooms will fill up fast. There was I did get an email to about um
085if you had five or more board members go they were having a like a scholarship but it said priority was going to be given to to boards that hadn't been in the past. So >> I saw that >> but just an initiative to get >> yeah try to get more people there items for next month's agenda. So next month's meeting we have August 11th scheduled. Um agenda item will have substitutes. So, we'll have the final reading for KSP policies. Then we'll have some personnel and some budget information by that point for um approving our budget in September is our hope. >> And we should be at the high school. >> Yeah. >> In the library or in the cafeteria, >> right? >> Yeah, I was going to say. And possibly either a tour next month
086or September. >> I'll write that down. >> August. admire the new ceiling tiles. >> I know. So, >> we had a couple of our kiddos put a couple of our summer help starting putting those in today and they look exactly like the old looks exactly the same. >> It's like getting a new >> Yeah. >> Or new water heater. >> Yeah. >> All that money. >> All right. I would entertain a motion to move. Motion by Alison, >> second by Chad. All those in favor say I. I. I. >> Any oppose? Same sign. Motion passes 70. Thank you everybody. I know that little I don't know I'm throw
