That's scary. Thank you everyone and thank you for being patient. We had some executive session items to take care of. So we're ready to get started. If we could have everyone stand for the pledge of allegiance. Pledge >> allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. Mrs. Ramirez has roll call. >> Okay. So, for public knowledge, we have currently we have two board members online. That is Miss um Genta >> Greenfield, sorry, and Mrs. Jennifer Xando Davis >> and we are waiting for Mr. Simonetta. >> Correct. Okay. So hopefully he'll log in with us here shortly. Um which has a full complement of our board this evening. >> Okay. We will
move on to superintendent report. >> Good evening. And as I said I'm going to try to speak a little bit loudly enough so everybody in the hallway can hear. We are going to start out with some recognitions. Just so you know uh my agenda for my portion. I'm going to start with some students from the middle school being recognized. followed by our student athletes, followed by profile of a graduate uh recipients and then followed by an audit report for us. So that will be my superintendent report. Um so that those of you in the hallway can hear and and make your way in. Even if you need to squeeze forward, please feel free to do so so that you don't miss the portions that you want to hear. So I would like to start by
acknowledging our middle school principal, Mrs. Heather Gomer, who has brought with her a number of friends this evening for various accomplishments and acknowledgements that we would like to share publicly and honor our students to let them know that we appreciate their academic prowess, but also their extracurricular um aptitude and interests as well. And that is why they're here tonight. As Mrs. Gomemer um uh introduces and speaks about each child, she does have a certificate to offer them. And please know that we as a an administration and a board are super proud of each and every one of you and thank you for spending a little bit of time with us this evening. So Mrs. Gmer, I'll turn it over to you. Good evening everyone. Tonight we're going to honor three different groups of students from
the middle school from our spring semester. The first group is a team of seventh graders. These outstanding young women developed an air filter, the friendly filter. It uses an electrostatic precipitator and a carbon filter to improve the process of making styrofoam. Their electrostatic precipitator uses high voltage to charge particles and remove harmful chemicals. Their design won second place in the sixth through eighth grade category at the regional STEM design competition hosted by the IU on March 27th, 2026. So, at this time, I'd like to call up uh Leah Chen. Hi, Leah. Congratulations. You want to come over here, Leah? Um Alma Jazzi, congratulations. Alexandria Lewis, Anva Mcuana, Congratulations to you. to put people on the spot. So if any of you would like to speak to your project, you were introduced with a with an
assignment for enrichment. um it was how to make um the process of making a c um the manufacturing process of making a certain product like more eco-friendly. So we we um noticed that styrofoam is like overall a very bad uh has a very bad manufacturing process and it releases like harmful VOCC's which are like bad chemicals and toxins into the air and it's one of the root causes of air pollution in our modern world. >> Thank you. Girls, congratulations on your achievement, but more importantly on your forward thinking and consideration for the environment. Well done. >> Excellent. All right. Our second group of students are 10 individuals. This was uh a team of middle schoolers who participated in the Lehigh Valley's flagship program, What's School Cool in Manufacturing. That is a high stakes competition that
integrates STEM, digital media, and career exploration. These students participated and created a student video that challenged them to film and produce a documentary about a local manufacturer. The Victtoic Corporation was our partnering company. Students visited the site. They interviewed staff. They took various video and audio clips. They assembled them into a video that highlighted all the wonderful work done at that manufacturing facility in our backyard. So at this time I'd like to call up first Natalie Glouse and friends. >> Lauren Moshberger, >> Judy Dion. >> Congratulations. Ava Brown. >> I know it's true. >> Um, David Cardahana, Angelo Sanchez, Fry. I promise you I did invite them all. Um, Izzy Mishahuska. There you go. >> Sophie Day. >> Ava Nace. And lastly, Daniela >> Comptin. I was actually asked to um make music for this
video. And basically what I was tasked to do was make a song or a beat using the um sounds from the factory to display kind of what kind of some examples of the factory and what it might translate to in real life. Um, our project was partnered up with Victtoic and it was to display again what's so cool about manufacturing and we were um able to go into the factory and take video clips and record everything and you know just kind of immerse ourselves into um what the experiences is like to work there and see what goes on behind the scenes in our buildings and uh stadiums and dams and other places. Again, super proud of of these two young ladies are here, but all the students who were acknowledged. I will share with you
that the uh middle school, what's so cool about manufacturing kind of came online a little bit late in the game and so they didn't have necessarily the full amount of time planning and so the fact that they've accomplished what they did in a in a truncated amount of time is pretty remarkable. Um certainly want to thank Victalik who has been a good uh community partner for our school district in many ways. Um and want to acknowledge the fact that the education that our students get in the classroom is super important. That's why we're all here. But the experiences outside of the classroom and how they transfer the knowledge from in the classroom to real life application is extremely important and it is where we continue to kind of shape our education here in Easton. Um
you know many years ago you would not hear an educator say that our trades are as important or more important than academia or college. But we are in a society where our trades are extremely important. Um and we recognize that all not all students choose or want to go to college and there are certainly very viable pathways within the trades um which are rewarding, challenging and certainly pay a a reasonable rate to raise a family on. And so anytime that we have youngsters exploring all avenues of their opportunities, it's certainly something to celebrate. And so again, we applaud our our students for taking that leap of faith and trying something new. So, congratulations to all of you. >> The final group that we honor tonight from the middle school is our members of our East
Area Middle School TSA chapter. These students earn the opportunity to participate in the technology student association state competition held in Western Pennsylvania in April of 2026. They participated in events such as CAD Foundations, Techbowl, Flight, and RC Off-Road. Their work included designing, modifying, re-engineering, and presenting tech models, including summary notebooks that were scored and reviewed by various STEM professionals. All of the students tonight earned top seven places in the state. The first one I'd like to bring up is Andreas Gil. The next is Mitchell Gomemer. Um, Sahem Parveves. Thank you very much. Congratulations. And lastly, Vhan Shini Vasa. And again, gentlemen, you know what's coming. Does anybody want to share your experience? >> Does anybody want to share your experience? Why you chose to participate? Maybe what you've learned from it. >> So, I chose
to do this because I like technology and I'm a fan of and I kind of wanted to learn more about like different processes and technical things in our world. So I chose to join this club and also because my older sister high school role model definitely. So then um we go on a state trip and it was a good fun trip cuz we got to do a lot of different events exploring different areas of technology and it was honestly a great time because we got to learn about all the types of technology and for example, controlling cars or building or technology just in general. >> Thank you. Anybody else want to offer any words of thought or wisdom? Um TSA is a program that I started last year in sixth grade. My father is a
head of Lizer up at the high school where Brian and I'm going to tell you right now, it has been one of the most dearest experiences. I have met some of the best people here and I'm sorry. They really they really mean a lot to me. We worked long nights, early mornings trying to get stuff ready for competitions and it's been some of the best things. If you're going in somewhere between sixth and going into 12th grade and you want to join, just contact Brian Gmer down to middle school. >> So, I think young Mr. Gomemer is going to be in the PR business or uh something along those lines. Again, I will echo, you know, some of the sentiments I said earlier. Opportunities for children to explore the possibilities of education. In this case,
technology, which we know is a wave of the future, whether you like it or not. It's it's coming and ever changing. And so the fact that they had some opportunities um both in-house and make some great friends and experiences um but also to network with some kids from across the region um is an invaluable experience and we applaud you for taking on that task and for um being excited about technology and learning and uh Mr. uh Gomemer is not wrong. We do have a robust program particularly as you move into the high school and so as our kids are interested and and I'm proud of our middle school for exposing students to these opportunities um that allow them to consider what their high school opportunity might want to look like. So to each of you
again congratulations for your hard work and dedication. We appreciate it. >> Thank you so much Miss Piaz. I just like to add on our certainly our students are the stars of the evening and they certainly deserve to be congratulated for all of their accomplishments, but I also want to make sure that we recognize and thank you know our administration. Thank you Mrs. Gmer for your leadership and also for all of the staff members who worked alongside our students to ensure that they had this opportunity because without them they wouldn't be sitting here and our parents for allowing them the opportunity to participate in these programs after school. So just want to extend that thank you to our leadership, to our staff and also to our families. So thank you so much. Thank you. >> Hey,
thank you and congratulations. Again, you are welcome to stay. If you want to take your leave, you may do so. We are going to transition next to our athletes. So I will invite Dr. Boltz to prepare for our student athlete recognition. Those of you who want to stay, happy to have you. Those of you who want to leave, please feel free to do so. So, we're excited to uh once again welcome some of our scholar athletes here this evening. Uh tonight we'll be honoring our spring student athletes. Um each of these individuals were recognized uh by Easton and then nominated along with representatives from the other 17 schools in our conference for the overall award. Sorry, I I stopped uh Dr. Bolton mid-sentence there. I just want to give everybody a chance to get out
and anybody who's in the hallway that may want to come on in. There are some seats available if you'd like to come in. If you're comfortable where you are, that's fine as well. All right, Dr. Boltz, if you want to proceed, thank you. >> Okay, so I know um right out of the gate, we have a couple individuals who are not able to join us tonight. Um but they are some familiar faces and names since they've already earned this award in a different sport already this year. So, um, Evan Gish, who was also our scholar athlete for cross country, was our boys track and field scholar athlete this spring. And Curtis Crossman, who was our representative from boys wrestling, was our baseball scholar athlete this spring. All right. from our boys volleyball team. Our scholar
athlete was Kennedy Park. I don't know if Kennedy's out there or not. >> From girls track and field, we have Cameron Baker. >> Congratulations. >> Thank you. Our scholar athlete for boys tennis, Nicholas Wrestler. >> Our softball scholar athlete for this spring, Zoe Betts. our representative from our boys lacrosse program this spring, Matthew Kersner. and from our girls lacrosse program, our representative this spring and she also earned the distinction as the overall scholar athlete for the East Penn Conference in girls lacrosse, Cassandra Hoffman. And >> congratulations. >> Once again, this year, our scholar athletes from Eastn represented at a very high level across the three seasons uh in the conference up there with any of the other schools. We had four overall scholar athletes of the 22 sports this spring. So, um, an excellent representation
yet again from our student athletes here at Eastston. >> So, again, our seniors kind of snuck away quickly and quietly. So, I'm going to ask you to come back up and make the same lineup up up front here so your family and friends can get a nice picture and so that you don't think you're getting off the hook. If anybody wants to say what kind of dedication and effort it takes to be a scholar athlete or share anything else, you are welcome to do so. Anyone >> anybody want to share any wisdom about being a scholar athlete? >> It's not easy. Thank you. >> Congratulations. >> Got a steak dinner tonight. >> There you go, Dad. Congratulations to our scholar athletes. Um, you know, certainly the first word in that scholar is is very important
to us as a school system and I'm sure as parents as well, but the athletic part is equally important as all of our pathways in life uh come from from different sets of interests and expertise. And so we congratulate each of you and for those of you who are returning, which I think is all of them, Matt, we didn't say who seniors and who's not, but >> they're all seniors. So none of you returning. If I knew that, I would have made you tell us your next your next set of plans. So, you got off the hook a little easy, but we wish you all the best in your next endeavors and hope you um experience as much success there as you have here in East. We're very proud of you. So, congratulations, Matt. You're
good. >> Okay. Okay. Thank you for coming. So, with that, I'm going to uh change change uh tunes a little bit and talk about some adult um adult recipients and adult heroes that we have in the crowd as well. And so, these are the individuals who have been nominated for a profile of a graduate as a profile of a graduate recipient for the month. And this um nomination comes from a compilation of your peers um here in the district um or fellow alumni across the district u most of whom are uh you know in the district but it recognizes both staff members and alumni who have um contributed to society and have epitomized some of those tenants that we have within our profile of a graduate. For those of you who aren't real sure about
the profile of garage, you'll hear a little bit as I'm reading some accolades here, but it really is those six items that are um kind of the soft skills sometimes people say that businesses and society look for. Communication, problem solving, creativity. And the individuals that are being recognized here tonight are individuals who um let those character traits shine in their daily being and are great role models to those of those of us, our students and adults alike who um look to you in admiration for all that you have accomplished. Our first individual could not be here with us this evening, but I am going to read her bio. And she actually knew she wasn't going to be here, so she asked me to read a little um reflection that she presents as well. and that
is Miss Stacy Chunko. Um Stacy is a teacher at March Elementary School. She's being recognized for exemplifying the Eastn Area School District profile of a graduate competencies through her innovation, leadership, and unwavering dedication to students and staff. As an invaluable member of the school's steam team, Mrs. Chunko consistently creates engaging and meaningful learning experiences that encourage creativity, collaboration, and problem solving. 023and the broader community together in a positive and engaging way. She consistently goes above and beyond to ensure that students have memorable experiences that f that foster connections, excitement, and school pride. As an Apple um distinguished educator, Mrs. Trunko, Mrs. Chunko integrates innovation and creativity um excuse me, creative technology lessons into her daily lessons, enriching learning opportunities for both students and staff alike. She is also incredibly generous, frequently sharing her highquality resources and material that she p personally purchases to support um excuse me one second to support her col uh colleagues and enhance instruction throughout the building. Her willingness to give of her time, talent, and resources demonstrates her selflessness and commitment to continuous growth for everyone around her. Through her passion, creativity, and leadership, Mrs. Chunko makes a lasting and meaningful impact on the
March Elementary School community. And certainly we want to congratulate Stacy for her um impeccable work that she does within the community and her dedication to our students and her staff and community alike. Knowing that she couldn't be here, she asked that I read a statement on behalf. Uh Mrs. Chunko says, "Unfortunately, I'm unable to attend, but I am truly honored and grateful to be recognized as an East School District employee of the month for exemplifying our profile of graduate competencies. I feel very lucky to do the job that I truly love each and every day. Working with such amazing students, families, and co-workers make coming to school rewarding and meaningful. I am thankful to be part of a district filled with caring and supportive people who work together to help our students grow and succeed.
Thank you so much for this recognition and honor. I'm sorry that I'm unable to be there um in person to accept this honor, but please know how much I appreciate this special recognition. So, let's give Miss Junko a round of applause. Um I think I see Yep, I was going to say I think I see our next recipient back there. We're sticking with the Stacy theme and we have Mrs. Stacy Elely joining us this evening. Mrs. Elely is an educator at the middle school. She is a teacher of um of EL, which is English langu English English language learners. So, she works with our multilingual students. Miss Stacy Elely um is an ELD teacher in the East Area Middle School. She is being recognized for exemplifying her Eastn um area school district profile of a
graduate competencies through her compassion, leadership, and unwavering commitment to the students and family. Miss Elely consistently provides support to all members of the excuse me, all members of the school community both during and beyond the school day, creating a welcoming and inclusive environment where students feel valued and connected. Her dedication to meaningful um excuse me, her dedication to meeting the academic, social, and emotional needs of students reflects her deep commitment to quality um to equality, empathy, and student success. 027ensure that our new ELLL students experience a smooth and supportive transition into the East Ner Middle School. Beyond her direct work with students, Mrs. Elely is an active and engaged leader within the East Area Middle School community. She contributes her time and talent to numerous school initiatives, including participation in the school play, chaperoning school dances, serving on the scheduling committee, and helping to organize upcoming family bingo nights. Most recently as she initiated a donation drive for the middle school um personal care closet, providing essential items for families in need and further strengthening the culture of care within the school. Mrs. Elie's dedication, um, selflessness, and commitment to
supporting others make her a true asset to the East Area School District, middle school community, and deser and is a deserving recipient of this recognition. So, Miss Elely, if you would come forward, we congratulate you for your service and support. And on behalf of the district and the profile graduate committee, we have a recognition for you. Thank you for all you do. And again, I'll offer you the same opportunity. If you have any words that you would like to share, please feel free to do so. >> Being in a room full of students shy in a room full of adults and I get super nervous. Um, so thank you very much for this honor. Thank you to the district for supporting our um, English language learners and their families. Um, about 10 years ago, Phoebe
SS and I and a small group of teachers, we started the newcomer program at the middle school and our students since then have flourished. They're doing amazing things because they are coming into a community where they feel welcomed and they feel safe to take risks. Um, families are starting to become connected to our building and to our school district. So, I thank you for, you know, um, encouraging us to continue with that program. But what I do is I'm not alone in this. I have four amazing co-teers who I work alongside. Um, Anthony Viglanti, Sarah Cioli, Tom Mertz, and Brandy Writtenhouse who are really we are a team 100%. So, thank you very much. And if you are interested in learning more about the personal care closet that we started at the middle school, please
reach out. We are always looking for donations to get um basic needs in the hands of our students and families. So, thank you. >> Thank you. And our next recipient is also no stranger to the Eastern Area School District and certainly uh within this year has um played some pivotal roles within some um of our programming across uh across the year. And so we welcome and would like to acknowledge Miss uh Hassan Birds Hassana Birdsong, chief executive off officer, excuse me, I'm getting tongue tied here, of Lehigh Valley Public uh media. So, uh, Hana works for, um, uh, the station that we know as PBS or channel 39, um, in an executive official role. She also came and helped us out with some of our programming as a keynote speaker and so we're very appreciative
of that this year as well. Uh, Miss Hassana Birdong is an alumni of East Area School District and she's being recognized for exemplifying the qualities outlined in the district's profile of a graduate through her leadership, innovation, communication skills, and commitment to the community engagement. During her time in East Area School District, she demonstrated um she demonstrated initiatives and entrepreneurialship um entrepreneurial thinking by um sorry by funding founding the school's future business leaders of America uh club. An early indication of vision, confidence, determination that would shape her future career and impact. Today, as chief executive officer of Lehigh Valley Public Media, Asana leads her mission-driven organization dedicated to education, trusted journalism, and meaningful community connection through her leadership of public television, radio, and digital news platforms. She ensures that diverse audiences across the region remain informed,
engaged, and connected. Her work reflects the qualities of an effective communicator and empowered citizen using media as a tool to educate, inspire, and strengthen the broader community. 033We applaud you for the work that you do and continue to do and for being a great role model to not only our students but to our community alike. And so we thank you and and congratulate you for being our alumni recipient this year. >> With that we will present you a certificate and the same opportunity to say a few words if you so choose. >> Uh first I want to thank you for nominating me and the district uh everyone here and the board and all the administration for uh giving me this honor. really means very much to me. Um, I am a very proud red rover and I in your comments you said 25 years that makes me feel extremely old. I'm not sure how it could be 25 years but it is not
hyperbole for me to say that starting the future business leaders of America at Eastn High School was an inflection point for me in my life and my career would not be what it is if I had not done that. So, I am really very grateful for my time at Eastston High School and I intentionally took a role outside of the private sector and in a nonprofit so that I could give back to the community. So, I look forward to being able to do more. That Little Rock N experience absolutely blew me away. What you all are doing is so important and so special and I thank you for that and I thank you for letting me be a part of it and I appreciate it. >> You're very welcome. This is an honor. Thank you.
You're >> welcome. So again I will just say as Hana mentioned she was our keynote speaker for Little Rock Nine which is a special uh awards program that we do and we are very honored to have her as our keynote speaker. The other uh piece that we are honored and privileged is uh the partnership with not only the the TV station but with Hana personally um as we're planning some opportunities whether it be experience opportunities or um kind of internship externships with some of our kids getting to know media from a firsthand perspective and we look forward to that continued partnership. So thank you very much for that. >> Congratulations. With that, as I close out my segment, I'm going to turn it over to our CFO, Jack Trent, who will introduce our um our
auditing firm to go through the 2324 uh audit for us here for the board and the public and be willing to answer any questions that the board may have. So, Thank you. We have uh Mr. Weiss uh from ZNA auditing who will present the which one we're on? Fiscal year 24 audit. >> Thank you. Thanks, Jack. Um I thought they were all here to hear me. I guess not. So anyway, but that's a tough act to follow. That's a tough act to follow. So I'll hopefully get through this. Um, my name is Jeff Weiss. I'm a principal with Zancuffsky Axelar Rod. Um, and we did complete the 2024 fiscal year audit and that's what you're here to present. So, just a a small presentation to go through kind of explain about the financial statements and
also who we are and and and what the responsibilities um of the school district are. So, Zelicarrod um we specialize in providing audit, consulting and accounting and tax services to government and not for-profit entities. We're a regional firm with with six offices across Pennsylvania, Delaware, and Maryland. Our responsibilities from the audit are to issue an opinion on the financial statements. Um, and it's comp and then also we issue an opinion on your compliance with federal and state regulations related to your federal and state grant funding. Um, those are done in accordance with the uniform guidance. Um, we do not issue an opinion on internal control. However, we have to gain an understanding of that internal control and provide you any comments um if we find deficiencies um over both the financial statements and the compliance.
The district's responsibilities you are to prepare your financial statements in accordance with the US generally accepted accounting principles or GAP as most people have used and then also prepare the RSI or required supplementary information which we'll go through with some of those but the um required supplementary information is the management's discussion analysis that's in the front of the financial statements um budgetary comparison schedules on your major funds which are in the towards the back and then also any required prepared pension and oped information that the governmental accounting standards board requires that you disclose. Um, as far as RSI, um, we only perform limited procedures over that. Pretty much that's to ensure that nothing in those schedules um, conflict with the financial statements. Um, but that's our responsibility related to those. The results for this for
the 2024 audit is that we express an unmodified opinion on the financial statements. And what that means is that the financial statements that are attached to the opinion that were prepared by the school district um are materially correct um are correct in all material respects I guess is the best way to put it in accordance with GAP US GAP. Um we ex we did in the compliance areas over the federal and state grant programs um did provide an adverse opinion on one of your programs that was related to the ESSER program. um and finding the reports for the district did not reconcile and tie out the information that was supported. Um we also issued findings related to the overall district accounting procedures and timeliness of reporting. Uh just an overview of the financial statements as
you look through them. Um in the beginning are the opinions as I said we issued an unmodified opinion. The next section um is management discussion analysis. So that is management's rationale for what the financial statements are telling you for the year. So that's their um explanation of what occurred to make the numbers do what they did during the year. Um and then there's actually two different levels of financial statements um in in your financial report. The governmentwide financial statements pretty much take everything the school district does and kind of slams it down into two columns. Um whereas the fund financial statements go into more a little more detail related to your fund. The governmentwide financial statements are done on the full acrual basis of accounting which means all of your assets and all of your
long-term liabilities are on there. The fund financial statements are done on a more um current standard and really anything that's that's due or anything that has a like a life more than a year is not on your fund financial statements. So that's where you'll see some difference and there is a reconciliation between those those two different levels of accounting reports. Um and then as you go through the report the notes of the financial statements just provide provide some more detail on certain numbers within the financial statements and I'll cover a few of those as I go through. And as then as I said the required supplementary information which is your budgetary comparison schedules as well as the pension and OPED information. And then towards the back of the report is where we we discuss our
compliance auditing of your federal and state programs under uniform guidance. Some of the financial financial results on a high level. Um your governmental activities net position deficit is $82 million. That is actually a betterment I guess is the best way best for me to put it. It's actually a deficit decrease of $6 million from 2023. What I will report or what I'll try to state, um, the governmentwide financial statements include your pension and OPED liabilities, which are pension or pension and OPED liabilities are really your liabilities, but as well as the state liability, but they're all shown on your financial statements. So that um that net position deficit right now is $82 million, but $186 million of that is related to the district's pension and OPED. That's what's taking it to a deficit. Um the
restricted net position of $10 million is restricted for capital projects. That's money that's held in your capital projects fund from bond issuances and and other um funding streams. uh your business type activities, which is your food service programs. The total net position is $3.1 million. Once again, that was a deficit um a decrease of $236,000 from 2023. Once again, the the net position is 3.1 million and 236 389. Sorry, I doubled that information for some reason. was important. Um, general fund, which is what most people like to concentrate on because that's the the funds that are paid for by your tax dollars. The total revenues in the general fund were about 211.8 million um in 24 versus 197.5 million in your fiscal year 23. The expenditures were 219.6 million versus 203.9 from 2023. um your
deficit of revenues um your definite deficit revenues under expenditures is $7.8 million. Your net change in fund balance was a negative $5 million versus last year it was a negative $5.1 million. There was a $1.2 million decrease in the beginning fund balance due to a restatement of prior year that was related to tax collections due to the library. Um, your end-of-ear fund balance is about $22.5 million with $173,281 of that being unassigned and completely available. Um, some other governmental funds, your capital reserve and your capital projects funds are money that that are set aside for capital purposes. Um, your capital reserve had a change in the fund balance of a negative 126,000 and your change in fund balance in your capital projects fund was a negative 2.97. um those that's normal as you use those
funds up um for capital projects, your fiduciary funds which consist of your private purpose trust funds, your student activities funds, and then the tax collection library fund. There were no significant changes in the ending balances from the prior year. Just a couple notes I'll highlight as you read through your financial statements. Note five, which is capital assets, you have um you had about $7.6 $.6 million in additions in 24 and your depreciation was 12.7 resulting in the decrease in the overall capital assets. Note six covers your long-term debt. There was no new debt issued in 2024 and you paid down about $12.2 million. Your total outstanding notes are about $122.5 million. And then note 7 talks about your your capital leases. Um there's approximately $1.7 million for buses in 2024 um with a total outstanding
lease liabilities of about 3.5 million at the end of 2024. Another note is your pension plan. There's a a lot of required disclosure related to your Pers's net liability and the pension plan. That net liability is about $225 million. And then also note nine goes into your um other postemployment benefit plan that is part of the PERS plan. Um that liability net liability was about $9.1 million. There was a very small change in that from 2023. Note 10 also talks about the other post-employment benefit plan, but this is this covers the single employer plan that just covers the eastern area school district employees and that has a liability of about $13.7 million. RSI, required supplementary information, the general fund budgetary comparison schedule, which is another schedule a lot of people like to look at and
spend a lot of time with. Your revenues were above budget by about 11.3 million with most of that being in federal services about 9.3. Your expenditures were above budget by 13.7. Um, overbudget in numerous categories. What I will say is most of the time when you end up getting the federal grants that you didn't budget for, you have to spend the money. So, um, you know, you're over budget and the revenues by 9.3 in your federal sources, which is going to result in your expenses having to be over budget also. So, um, and then with lease is issuance revenue and other miscellaneous revenue, your overall results actually ended up $400,000 better than what you had budgeted as a district for the year. Once again, the retire the RSI that I talked about, there's 10 years
worth of data related to pension and OPED schedules. um that you can that you can go through and see how it has changed over the years. The single audit supplement. Our first opinion is what's called the governmental government auditing standards opinion. You can go one slide. There you go. Um some people call it the yellowbook audit if you ever heard that term. There were three material weaknesses issued. Um finding 2022401 was bank accounts and reconciliations. That was a repeat from 2023. Um 2024003 related to grant reporting. Um that's in the esser area. Um that was also a repeat from the prior year. 202404 financial reporting has to do with the timeliness of being ready for the audit and getting it getting it prepared and completed in a timely fashion. Uh and then there was two
significant deficiencies 202402 which is related to capital assets and the recording of capital assets and the maintaining of a capital asset ledger and that's a repeat and then 202405 is continuing disclosure compliance which once again has to do with the timing of the report being issued um and provided to the individuals who h hold your debt. The second opinion is that's under the single audit supplement um is our opinion on compliance with actual each of the actual major federal programs. So we tested two programs this year. One program has an unmodified opinion which was title one had no findings and then one program had an adverse opinion once again relating to the reporting that I talked about earlier which was a repeat finding and that was in the SER program elementary and secondary school relief
fund and then one finding was resolved from the prior year which was related to having act outside access to the IT server access that has been corrected and that is my short presentation um on the audit for 2024. >> Thank you. So I would ask the board members first of all all of you I for failed to say that but I think you figured it out. You have a hefty little blue book in front of you that is the complete audit for your review and uh questions and then certainly if anybody has questions of Jeff or Jack myself we're happy to try to entertain those. Again, keep in mind this is the fiscal 24 fiscal year 24 audit. We have yet to do the fiscal year 25 and then this year will be the fiscal
year 26. So, >> any questions? >> And if you have any any additional any questions come up after the fact, um Jack has my email or Tracy has my email. Feel free to email me any questions. >> I have a couple questions if I may. >> He's online. Oh, I was looking around to see who was speaking, but okay, got it. >> This is Mike Simeonetta, board member. Um, so, um, besides the the fact of the timing and and the delay of the audit being done, I do want to get back back to that for a second, something you wrote in your report. Um, one of the large concerns I have is the findings on the ESSER money on the ESSER grant. And, you know, we're marked for high-risisk audit. Um, have you experienced this
and has has the feds come in and asked for money back if we didn't do what we were supposed to do the right way? >> Uh, I have not seen that in for the ESRE program which was actually a a COVID grant funding program um that came out of the COVID all the federal COVID funding that occurred. I have not. Um Rachel probably has a little more detail sometimes detail with the clients and I don't think you've seen that either. So no, I have not I have not seen that. We have not seen them come back and ask for any money. >> I haven't seen a a district that had a uh a finding on on that particular grant. Uh so that's >> Yeah, we do we do have some that have findings related related
to the those programs. um not aware that the federal government has come back and asked for any of that money back. >> Okay. Um the other question and I'll address the the elephant in the room. In your management report, you clearly stated that uh a lot of the delay was a result of not receiving auditable financial information and I think you know depending on the meeting there's conflicting reports on that. Uh we did provide it, we didn't provide it. Uh can you just elaborate on your take on that please? >> Uh for us to be able to complete the audit year financial statements that that we we have to be provided information that allows us to to do what we are required to do as part of the audit. Um that was in the beginning
not provided. your group, your district actually brought in an outside consulting group to help get those financial statements um into an auditable fashion that would allow us to perform the procedures that we needed to perform. Once that occurred, um we came in and and started doing the work. Understand that it does take time um to do the audit. Um, and also at the same time we have to be able to schedule. So when it becomes available and we're told that the information is available and ready for us, we then have to get it on our schedule. Staff availability to be able to come in and do it. >> And waiting for that auditing firm, which I have another question on that, but was the district after you received the initial like were we holding you
up or just your timing, your scheduling, how did that all transpire? Uh, I'd have to go back through back through and write all the times, but major the major slow up was us receiving auditable information to be able to complete the financial statement audit and do our procedures. >> Okay, I appreciate that, Mr. Weiss. I appreciate your your honesty on that. Um, the um Jack, if I could on the auditing firm, I had that as a note as well. Um, I don't recall the name. Did we have we paid them yet? And how much have we paid or how much do we still owe on to them for getting our finances? >> We we received the bill upon completion of the audit. >> Is he talking the auditing firm, Jack, or the you had come
in? >> Oh, I would have to get that for you, Mike. I don't have that in front of me. >> Yeah, I I understand this the auditors that did the report. I'm talking about the firm that we hired to help us get the information put together. Yes, Mike, we have that, but I would have to to put that together for you. I don't have it in front of me. >> I appreciate that. >> Yeah, from ZNA from ZNA's standpoint, um, we received their invoice at the completion of the work. So, I believe that was last week or couple weeks ago, maybe. We received your invoice. >> Yeah, you would receive I think I dated it, it was a May 15th bill, so you would have got it in the past week. >> And And what
was that uh what the contract was for or was it extra time, extra money? Uh we we have only build the contracted amount. >> Okay. All right. >> And Jack, what was the name of the firm that we hired to help get it in order? >> Um Sesquana Consulting. >> Okay. Okay. Um other than the obvious, that's all the questions that uh that I have for tonight. Thank you. Oh, I do have one more. Did I see where we had uh at the end of the fiscal year we had $2 million in accounts receivable? >> Sorry, I have to pull the detail up. I don't know the answer to that. >> Oops. Give one second, Mike. >> Sure. >> Uh you had other receivables of 2.6 Six is in governmental activities. Were you at looking
at the general fund or governmental activities? >> You know, I don't have the funding. I just need to note I can follow up with that. >> It was it was in there was 2 um I just said it 2.6. Good answer. And um 600 of that is in the general fund under other receivables and and almost two million of it is in your capital projects fund. >> Okay. Okay, thank you. >> Yep. >> Any other questions from board members? >> Just one quick question for the reporting as it pertains to the ers. Are we currently in compliance with the reporting requirements or is that still being worked on? >> No. At this point, we're we're in compliance with it. >> Yeah. >> Thank you, >> Jack. Have we had the um uh feds come in?
The esser auditing firms come in? >> Uh not that I know of, Mike. No, not in the past. >> Say that again, Mike. I didn't hear you. >> So during the this ESSER and all these grants from the federal governments, there were they hired a firm uh that would come in and audit stages of the ESSER funding and receiving it. And I don't did we ever have anybody come into Eastston yet? Um, we had some folks come in to monitor, not officially um, audit. >> Okay. And we have no word that anybody's schedule or anything coming in, right? >> No, not at all. And I since I've been here, there hasn't been any >> anybody in. >> Okay. Thanks. >> Yeah. >> Any other questions from board members? >> Okay. Thank you. >> Thank appreciate
your time tonight. >> Thanks. >> With that, that completes my report. If there's any questions or comments for me, if not move on in the agenda. Thank you. Okay. Thank you. Um, we will be moving on to three reports. Colonial Intermediate Unit 20, Mr. Snder. >> Uh, yes. There's no report. We have not met since our last since the last report was provided. Our meeting is tomorrow night. So, you will probably see an email link to the uh most recent newsletter in your inbox within the next few days. That concludes the report. >> Thank you. Next, Eastern Area Public Library. Nothing. >> There is one attached. So, >> yeah, they said they would not be okay. Yeah, I just saw this. No rep, but the the minutes are attached or the report is attached. Korea
Institute of Technology. Uh does Dr. Keegan or you have nothing? Okay. So I'll go on. All right. Um we had two seniors Christian Knight and Tyer Bergland from Easton and John Rubis from Banger visited Country Meadows Bethlehem. They were giving online safety tips and providing support to the seniors there um with their devices which was really cool because a lot of them were confused on different things and fishing and spam and all that kind of stuff. We had seniors Kendra Sun and Lilvette Hero and the PM cosmetology class gave manicures to the individuals to seniors at the country meadows and Forks. Uh, we had Alexis Milstead, 11th grader here at Eastston, who won the gold in medical terminology at the 2026 PA Skills USA competition. Um, we had 80 they had CIT had an 89%
competent or advanced in the NOCI uh testing and the following programs obtained 100%. is the autoc collision, cosmetology, early childhood education, electric technology, electrical technology, exercise science, HVAC, masonry, and small engine and outdoor equipment. And the senior recognition ceremony was on May 21st. Um myself and Miss Piaza attended. Uh was Mr. Guyer there? >> He was. >> Mr. Gger was there. and um I got to again give two recipients to a scholarship in my father's name by his class. So that was a a wonderful event. So was a little chilly though. All right. Next we have Yep. Community college or Mr. Mr. Fenel. >> Thank you. And just wanted to highlight something. Uh you know different times I come here and we comment and even earlier tonight you commented about the trades and everything and
you know the ability for the students to move into those fields. About a little over a year ago I had commented here about some of the medical programs that we were starting because you know when Dr. Ruth is here you've already heard how we try to listen and meet the community needs and how fast we can react and do some of those things. Well, this year during our commencement exercises for three of the new fields, cardiac synography, vascular synography, and respiratory care, we actually had the first group graduating through those programs. But better yet than that, they all had jobs before they had finished grad receiving their degree that night. That's how much of the need there is and everything in the medical fields. And you know, the holdback is our our medical fields are
always filled with a backlog of students, which is great to have. uh but they can't move through again only because they have to get their clinicals and everything and nobody you know the hospitals aren't able to provide enough clinicals. So we have to educate to the point that we can fill the clinicals but you can't over because they would have no place to go. Uh so that was great news to see new programs and the filling and I believe couple months ago I also mentioned here we started a new program prison precision machine labing. We're expanding our current one and again we're finding that that's already filled for the coming semester in the fall. So you can continue to see that all the trades and everything are very popular and again uh you know meeting
the needs or coming as close as we can based on what we have to meet the needs of what the community is looking for at this point in time. So completes my report. Thank you. >> Thank you Bob. Okay, next we have the foundation for Eastern Schools, Miss Siago. Thank you. Uh, so I believe Miss Piaza mentioned last month, I can't remember or not, but unfortunately our executive director um has made the decision to relocate and so we will be in the process of finding a new executive director. Uh, you should see a job posting for that coming soon. I do want to thank Ashley um tremendously for the work that she has done over the past year um to keep the foundation moving and to be on a better footing than we were a
year ago. Uh we have doubled the size of the foundation board during that time period and we have um put some processes and procedures in place that I think will serve the foundation well into the future. So I again I want to thank her for her service and we look forward to uh finding someone new to take over um her role uh hopefully sometime this summer. She will be staying with us. Her contract goes through the end of June and then um we will um as needed be sort of retaining her services to help us with that transition. So thank you. >> Okay. Thank you. Uh Charles Shren science and technology initiative we have no report. Uh, student EHS student council executive board president Jack. >> Good evening everyone. Um, we did not have an
exec board meeting this month. We're currently in the process of electing our new student representatives for next year. Prom was a huge success and people had a great time. I'd say AG was an even bigger success, especially since the varsity lost. Last week, students finished up their Keystone exams and currently some students are still taking their AP exams. We're basically at the end of the school year and teachers are preparing their students for the finals. Tomorrow night, the academic excellence ceremony will be held in the high school auditorium to honor the top 5% of the graduating class. Department students of the year, scholarship recipients, and more. The senior sunset is set for this Friday at the high school. Some other events for the seniors are the elementary school walks on June 5th and the senior
picnic on June 8th. Lastly, graduation will be held on Tuesday, May 9th at Cotttingham. The graduation committee is finalizing all the details regarding that and that's all I have for today. Are there any questions? Thank you. >> Actually, Jack, I have one. >> Oh, sorry. >> How quickly did it go from your first meeting till now? >> I mean, I don't know. >> Flew by, didn't it? >> Yeah. I mean, the first meeting was an interesting one, but >> thanks. >> No. All right. Thank you everyone. >> Best of luck. >> Thank you. >> We appreciate your support over the year. Thank you. >> Okay. Next we have association reports. EA Mr. Quinn. >> Good evening everybody. I'm off script tonight so this will be quick. Uh I just want to thank everybody here tonight,
the board, uh all the administration. I also want to thank all the teachers, all the staff, uh, in the school district from bus drivers to food service to paras, uh, nurses, everybody who works in this district I want to thank. Uh, we wouldn't be able to do anything we do in this district without everybody who works here. Uh, so thank you for all that you do. Uh, and the next piece is in advance. So hopefully they're all going to actually get their diplomas. Uh, I want to congratulate the class of uh in advance uh and wish them the best for whatever they head off to do after graduation. Thanks. >> And Jeff, I'm sure we'll have the opportunity to see each other, but uh certainly or Bill, I don't I did that to you one
other time. I don't know why, but uh certainly want to thank you for your commitment and and time spent with us as well. Thank you. You must look like a Jeff. I don't know what's in my head, but Okay. Do we have any other association reports? Okay. Seeing none, we will move on to public to be heard on agenda items. Is there anyone in the public to be heard? Oh, come on up to the podium. Sign your name. State your name and which municipality. >> Um Charles Defender for Palmer Township. Uh the item that I'm concerned with is basically the budget that's coming up. I know there's been a lot of discussion over the past year, especially last month. I don't believe that the budget the presenting the one that's getting presented is much different
from what it started as. One of the concerns I had is when I look through some of the budget line items in there was under the um a lot of where the um the personal services and the benefits are listed. It's um like accounts 1100 2100 2200 2300 2700. They're mostly uh salaries and benefits are the key items in there. The big concern I had is between those five different items, there's a ve fairly large variation between what the benefits are and what the uh salary portion is. Like in some cases, it goes off almost up to 78% in benefits. And some of them it's down to like 42%. I don't know what that is. I'm not sure. I'm sure there's a lot of details in there that, you know, without seeing all the line
items, it's hard for somebody from the public to understand. But just the fact that they're up that high as um as benefits, especially the ones like uh one of the high ones is the um the elementary and secondary education, the regular programs. The uh the administration is actually one of the lower ones. Uh transport for some reason didn't make any sense. That seemed to be inordinately high for something you wouldn't think would have that high of benefits. So, I'm not sure how these get looked at, but the between the couple that I just pulled out, that's almost like a hund over hund00 million. And I don't know whether that's a good place to look at um in the future for reducing the budget or whether there's just items in there that are one-time items that
will go away. But that's a concern that I have. And I think the budget is high. It's a much higher increase. You know, it went up last year, it's going up this year. and it looks like it's being presented for the future that way. Um, I think there's got to be some places where some cuts have to be made. Um, you know, where they make sense and from somebody that's outside the school, it's difficult to say what makes sense. But with with two over $200 million in a budget, there's got to be some places that can be reduced. And especially there were a couple of items like when you spoke last month, there were some programs in there for mental health, which makes sense, but there's also a special thing in there just for sports
people. And really, is is it that much different if you're going to use have like one line item and somehow split that out within the line item as opposed to having a couple different people for that? Um, it sometime makes sense to do that. the the problems are probably similar, but I don't know enough about the athletic, you know, the the people in that and the general population. So, thank you. >> Thank you. Is there anyone else in the public? >> Jenna Broadhead. I'm a teacher in the district. very proud teacher to watch my kids get acknowledged tonight. What I want to say is thank you. Because of your support, they are able to participate in these programs and these are not things that I can manufacture for them inside the four walls of our
schools. They are hungry. These seventh graders, I'm okay if they change the world because they are hungry for more. And so, thank you for all the opportunities you provide for them. They show up, they are proud Rovers. And um thank you because the more that they can do the happier they are and middle school's not fun and they were smiling tonight. So thank you. >> Thank you. >> Okay. Is there anyone else to be heard on public? Okay. Shot of Forks Township. Um, and looking at the budget, um, with all the growth that's going on within the city and the townships, um, and your budget, um, the earned income tax that you receive from each of the municipalities is going to only increase due to all the condos and the developments. Um, has that factors
got to be taken into consideration. Um, you get a raise when we get a raise. So, we, the taxpayers, when we get a raise on our salaries, you get a raise. We have to make it work in our homes. Whether that means not going out to dinner with not taking vacation, not buying a new car, we have to make it work. Yet the school board says it's not enough and you come back with more tax increases. You're forcing us elderly right out of the our homes. It's getting to the point where we can't afford to live. We're paying taxes. It's got to it's got to stop. I mean, there's got to be a point where you got to cut and you got to make those hard decisions. That's what you're elected for. Um you're here
to do those things. But um the increase in all the taxes that are going to be coming in with the developments just in Forks, you got four new developments that are building right now. That's 400 apartments on Sullivan Trail that are going up. Um you got AR road being built. They're all tax increases and they're all property taxes and income taxes that are going to increase. Yet every year it's not enough that your increase so you come back and say, "Hey, we need more money. We got to raise the property taxes. I can't go back to my employer and say, you know, that raise you gave me isn't enough, I need more. They tell me there's the door. Goodbye. Um, so, you know, you guys got to start looking really seriously looking at what you're
forcing people into. We're basically working for school taxes. It's it's become ridiculous. And as a school board, you're all elected officials. You're here to represent the people, not just the students. But I understand the students are important. Education is important, but we also have to look at what the townships and the municipalities can afford as residents. It's gotten to the point where it's out of control. Thank you. >> Thank you. Is there anyone else in the public who would like to speak on not on agenda items? Okay, seeing none, we move on to executive session. Executive session was held on April 28th for student matters, negotiations, and personnel as well as May 12th for negotiations and confidential matters. I need a a motion to approve the minutes of the following meeting. Standing committee meeting of
April 14th, including academics, athletics, budget and finance, buildings and grounds, educational technology, and student supports and policy. and the regular board meeting of April 28th. >> Motion second. >> Any questions or discussion? All in favor? >> I. >> Any opposed? >> All right. Next, we'll move on to personnel. We have a motion to terminate the f I'm sorry. >> So, I'm just going to say this. You probably have figured it out, but personnel is the majority of this thick packet tonight. That is because all of our um transfers or assignments for next year that have been articulated so far are on this agenda. So, uh as you look through the long list, that is why it's this time of year that we are obligated to let our staff know what their assignments will be for
the future year. And the majority of them are articulated here this evening. >> Thank you. >> That's okay. Uh, a motion to terminate the following employee as presented. >> Second. >> Any questions or discussion? All in favor? >> Any opposed? Next, we have B. Motion with regrets and best wishes to approve the following retirements as presented. >> Motion. >> Second. >> Any questions or discussion? All in favor? >> I. >> Any opposed? All right. Next, we will now we'll move on to we'll take the rest of them. C. Motion to approve the following resignations as presented. D. Motion to approve the following leave of absences as presented. E. Motion to approve the following administrative transfers as presented. F. Motion to elect the following support staff as presented. Pending receipt of all forms and documents as
required by the district. G. Motion to elect the following coaches as presented. Pending receipt of all forms and documents required by the district. H. Motion to approve the following changes to the contractual EPFED stipens as presented. I motion to elect the following summer employees as presented pending receipt of all forms and documents as required by the district. Okay, this is the long one. J. Motion to approve the following support staff substitute as presented pending receipt of all forms and documents required by the district. K. Motion to elect the following summer employees present employees as presented pending receipt of all forms and documents required by the district. L motion to approve theou between EISD and EAEA as presented. >> Bless you. >> Motion second. Is there any questions or discussion? All in favor? >> I. >>
Any opposed? >> I have no on L. >> Okay, we got that. Mike, anything else? >> Um, nope. >> Okay, thank you. >> Thank you. >> All right, next we'll move on to academics. A motion to approve the following ZSpace renewal as presented. B motion to approve the following renewal of community schoolou as presented. C motion to approve the following CSC Head Start agreement as presented. And D motion to approve the following field trips as presented. >> Motion. >> Second. >> Any questions or discussion? All in favor? >> Sorry. >> Okay. Somebody else. >> Sorry, Mike. What was that? >> That's right. Somebody else have a question? >> Yes. Go ahead. >> Um, on the United Way and the um CSC contracts, one thing I I would suggest is that we put the amounts on
the actual agenda motion. I know there's an attachment for people to figure out what they cost. Um but what what is the United Way cost and the CSSE cost? >> So the United Way is our are our two agreements for our community schools for Paxinosa and um Chest. This is at no cost to the district at this point. We previously paid $5,000 per each um each school uh with the change from CIS to family connection and our contribution to family connection already they have waved that fee. So it is at no cost um for that one and the head start I believe is also >> inind >> is an inind cost. No um no uh dollar cost. It's they we allow them to run their two programs at two of our elementary schools, which is
their uh prek Head Start program. So, they use a classroom in two of our buildings. >> Okay, that's on B and C. >> That's correct. >> Okay. All right. Thank you. >> You're welcome. >> Okay. Any other questions or discussion? All in favor? >> Any opposed? All right. Next we'll move on to athletics. A motion to approve the agreement with Dr. Spencer and mind of an athlete as presented. >> So moved. >> Second. Any questions or discussion? >> How much is the mind of the athlete? And again, maybe we should put that on the agenda wording. And what what um we get a brief description on that? I may have missed that at the committee meeting. Mr. Simeonetta. So, it's going to be um a breakdown of I believe uh 45,000. Um but this will
be paid through grant funding, not through regular district funds. Uh Dr. Spencer will be meeting with all of our student athletes at the high school as well as all of the student leaders of each club and organization uh once a month for an hour. Both he and his colleague Dr. Wilderson will also be meeting with our coaching staff uh during those meetings for an hour each time. Uh and we'll also be working with him to develop digital content that the district can use and disperse both through our website but also um online through ETV, YouTube uh and and other means so that we can get those messages out to the broader community. >> Uh thanks. What what uh what grant is that being paid in? It's from ready to learn. Mike, >> that was last
name. >> So that's that's a district choice that >> we're going to use that money for this particular program. >> I'm sorry. >> That's okay, Mike. Um the uh choice to do that was around um we had that money earmarked for mental health and we decided um to utilize that for our athletic and leadership um group of group of students as we dealt with our other areas of mental health through district um and grant opportunities in school. >> How much do we get for ready to learn? That one I don't have the number right off the top of my head, but it is a multi-million close to two million. >> Can Can we get a breakdown on what we use that money for? >> Yes, you can. Just so you uh so you know that
that is um um that money runs through um June 30th. Um, >> and then the new year is authorized somewhere between July and October, November, depending on when the um, uh, fiscal package comes through the state and federal government. >> Yeah. Do we do we is it a grant? Is there an application process or we get the money and decide what we do with it? >> They give us the allotted amount of money and then we have to put a proposal together. It is a non-competitive proposal. So as long as we um um articulate the the items within the guidelines that they give us and in the timely manner then you are granted that granted those funds. And then like all grant funds there are um reporting um categories along the way and then that
final report at the end of the fiscal year for for that grant. >> Okay. Thank you. >> Sure. Any other questions or discussion? All in favor? >> Any opposed? All right. Next, we'll move on to budget and finance. Motion to approve the financial matters as presented. Treasurer's report, general fund revenue and expenditure report, monthly student activity statements, EAMS and EAHS, the bill register for the regular and AC, general funds, special activities, capital projects, new EHS and food service. >> Motion. >> Second. >> Thank you. Any questions or discussion? Yeah, I have some questions on the U 10 A and 10 C the F. Um, so we're still looking at the reports and I know Jack, you tried to explain that last meeting that the debt service is part is not part of the expense report,
but it is in the budget and it is on the U revenue side. So, I thought we were going to correct that and put that in as part of the report because right now we have a $193 million expense budget to a $213 million revenue. >> Yes, I understand that. We're we're I mean we are still looking at how to get that into the report and I anticipated that question coming. What you're seeing, yes, is the general fund. Um, as was in the board brief and talked about, you're not seeing fund 30, which was the money allocated by the 1.5% extra for the new high school, and you're not seeing the debt service fund, um, the bonds, which have already been paid this year. >> So, >> right. >> So, I Yes, that's just the
general fund. We're working on how that's going to look. >> Okay. Um, so we also talked last meeting about the revenues. Now we're a month later and the you know where the shortfalls are so far. Uh you were going to do a projection on where you think we'll be at at the end of the year on the revenues. Um so I I've been out for a couple days so I really haven't had a chance to analyze it but um I'm looking for that projection for the end of year to see where the revenues are going to be in those areas that I mentioned. >> Sure. I had that in the board brief as well, but I can forward it. It's uh shows our current revenues and then the anticipated significant revenues that we still are
looking for like basic ed funding, IDA, special ed funding, PERS, FICA, um EIT access. So I I can put that out to the board as an updated version tomorrow. >> All right. Well, it'll be tomorrow, but I'm just looking for that. Um on the um expenditures and the object uh 300 there's a negative $5.6 million. Give me a second. I bring it up. Well, again, we have to go through and make adjustments and that will be one of the adjustments that we have to make. >> Okay. Are you doing like transfers or they're just charges to the wrong account? >> No transfers. >> Okay. Okay. Um All right. I have uh I'm not going to do this now. I have several questions on bills. As I said, I've been out the last few days, so
u not fair, but I just, you know, I'm probably going to be voting no on this item because, again, we've got to be reminded that, you know, when we get to the budget vote, but voting no on a budget once a year um does not alleviate the burden or the pressure on the budget, the taxpayers. it's these monthly approvals and expenses that we have to start watching and start uh paying attention to. So, um the other thing on the um the settlements on the uh the stipulations um I I may have missed it but there you we asked for like a summary the net impact minus the fees to the attorney to the consultant to the appraiser. Mike I can answer that. Um so these were listed I think previously at least 600 canal in
Huntington. Uh those did include at least the uh increase to the district. I did not um get the uh attorney's fees associated with them. I can get that for the board's um uh review. And in terms of the consultants, it's it's the contractual uh rate which is um I don't I I believe off the top of my head is is uh 33% uh for three years. Yeah, it's a percent, but I wanted to see the the dollar impact like what's the net return to the district after all the fees and all the costs associated with doing this. >> Sure. Well, keep in mind some of these at least to the extent that they go are future appeals or future years until the mill rate is set. >> You know, we don't have the the actual
number of the increase. >> Right. Okay. >> Okay. Any other questions or discussion? >> All in favor? >> I. >> Any opposed? >> Sorry, I stepped out. Are we >> on a Okay, >> I'm sorry. >> Hold on, Mike. One second. >> Okay, >> I'm good. I just I wanted to make sure we didn't because we were asking questions, right? Okay, just >> so right now we're >> Okay, so I'm no on payments to Home Depot. >> Okay, >> so we're just on A. You're voting on A. Meg has said >> that's okay. >> Me has made a >> mention of Home Depot bills. Any other >> I'm on. >> No, I'm just a no on >> 10 A >> at all. >> Mike, you said 10 A. >> Mhm. >> Okay, thank you. >>
Okay, are we good? All right. Next, we're going to be doing roll call on a couple of items. This one will be one of them. We have B. Motion to approve the 2026 2027 proposed final budget as presented. >> Second. >> Any questions or discussion? >> All right. I have a couple comments or questions if that surprises anyone. Um, so just making a couple points that we talked about last meeting again. Um u there was some comments on the agenda items that uh kind of acknowledge the fact that I don't think that we did what we were asked to do uh when this was delayed last meet last month. Um but there were no options out there for the board to consider other than the three and a half%. Um the um result of where
we were and where we are is a zero balance in unassigned reserves. Uh our budgets have increased about 5% a year for the last four years, four or five years. Um, we have there was a a report on ESSER uh expenses, the federal funding, and if I'm not mistaken, there were about $10 million in salaries where at the time everyone knew or should have known not to do salaries. My question is, how much of that $10 million that's on salaries and benefits? How much of that $10 million is still in the budget that we're hitting taxpayers for? That's one question. And then we had $2.3 million on professional services, purchase services. How much of that is still in the budget that we're carrying when we knew we should have done one-time expenditures with this federal
money? I know you can answer that now. I just uh these are things that we should be looking at, we should be addressing and and uh removing. Uh >> I agree with you, Mike. I will say that we just saw the fiscal year 24 audit that showed the district spent $220 million. We're now three years later proposing $223 million. I know we can't go off of what we spent, but what you're referring to includes those esser salaries, everything there. So, >> um, I don't have a list of what has been shed, but I can say three years later, we're looking to only spend $3 million more. >> That and that's that's great. That's moving in the right direction. I'd still like to see how much of the ESRE salaries and benefits and professional services we're
still carrying. So, if we're still carrying that much money, then somewhere $12 million had to be taken out of elsewhere. And that's that's what I like to see. Um, and then Jack, I have some other questions about some of the comments that are out there about and made by the board and, you know, we should just tax more and they complain about state funding being reduced. I don't recall a year when we received less state aid than the previous year. So, I'd like to get a little report on that if we could. >> Absolutely. I don't know if I ever said state aid reduced. >> Not no that didn't come from you. Okay. >> But absolutely. I mean that that's that's easy. I have the spreadsheets downloaded from the state for the past few years.
So, >> exactly. >> Okay. That's all I have on on that. >> Thank you, Mike. >> I have a comment. >> Yeah. I'm going to vote yes on the budget because I know that the administration did a great job finding ways to save some money and saving the taxpayers money. And in this age of rising prices at crazy prices everywhere, I think 2% is a very reasonable amount to with what we have to deal with. But it's that darn one and a half% that's tacked on for year after year after for this new school that bothers me a little bit. It's just too darn expensive. And I know we're deep into this, not really that deep, but I wish the board would reconsider some of the uh I mean, I won't say extravagant, but if
you look at these plans here, that's quite a school, but uh Okay, thank you >> to that comment, Bill. um you know I don't know how extensive it will be at the at the back side of it or at the back side of the project but each um you know each month when we meet we do talk about what are areas that can be either eliminated or put as a um >> an alternate thank you and so there are some areas in which we can reduce it'll come down to um preference from the board and and ultimately where we where we land with all of that but we are um certainly doing our best to stay with within and below the budget. Um that will, you know, time will tell as we continue those conversations
with inflation. >> Well, like I said, I I voted no from the beginning and I'll continue to vote no with the new school just because of the I think it is a little bit too much. But um I did offer an alternative a while back, but it's like I said, we're pretty deep into this thing and it's going to go and uh I just hope we can kind of reduce things a little bit to take the pressure off the taxpayers with that one and a half, one and a half, one and a half and so forth. >> So Tracy, I just have a couple comments to that. um those meetings that you're having. Um I think I had this issue before like the board becomes aware of any changes or recommendations. Are there minutes for
those meetings? Like we become aware of it when it's presented to the public and I don't know that that's appropriate. Like we should be on top of that working with the administration. It always was that way. That being said, Bill, you're right. We are way into this process. One thing that we um I will say is that at the end of the day when this is all said and done, we have I think last count was 22 alternates for the bid that we can uh that are included in that $300 million price tag, which I think is is high. Um but at the end of the day, you know, all the all the work's done, the the design, the professionals, all that stuff is done. And if it's over budget or if it's too much,
we have that opportunity. Remember, we're borrowing in phases. We're not borrowing all at once. But as I go back to the minutes of those meetings, like I it would be nice if the board was made aware of some of the discussions and thoughts and we could chime in ahead of time as opposed to seeing it fresh at a meeting in public. >> Thanks, Mike. We do have some minutes on that and um certainly can share some some of that in board brief. Some of it is at times mentioned in there but we can certainly share share more forward. >> Thank you. >> Anyone else? >> Yeah, I I just want to say I I do agree with Mr. Whitman um with that early in the process. I remember talking about uh myself bringing up the
proposed size which which we did come down on the proposed size of the school square footage wise. I I seem to think that the initial design was about 75,000 more square feet at least preliminary design. So, you know, I I know that one of the things they put in there was the gym was supposed to be able to fit every student at one time at that time. I didn't know that that was necessary because it would be almost impossible or very unlikely that you would have every student enrolled in the school in the building at the same time because you have children who come in and they come in for attendance purposes and then they go maybe to their co-op or to CIT or they're out on a field trip or they're physically going to
another building or somewhere else in the district for either an activity or or any kind of learning. So, that was the one thing I had looked at, but I I'm not an architect. Uh, and I know that just for the board's records, I'm keeping track of this. We're 6.5 million now in fees just for the architect's fees for Ally 5. I have not done CHA's total yet. I'm not keeping track of that. That's creeping up, but they're only billing us like 80 or 90,000 uh a month it looks like right now. Whereas the last one, the one on our agenda that we just saw was 694,000 from Alloy 5 and that was on top of 865,000 just from uh last month and 789,000. So we right there that's pretty close to $2 million of of
that they've built. So if we look at redesigns or downsizing, they're still going to be billing us for that. So that what that would save us would that I would love to see if we could save 25 million off that cut 10% off that cost. Um I know we need a big building. I certainly understand that and and it's not uh and I do I am in support of a replacement building. I said that at the beginning, but again, I am a little concerned with with how these costs just creep up with the other things we're facing with with the budget. So, that's all I want all I wanted to say. Thank you. >> Anyone else? Okay. The only thing I'd like to say is I can appreciate our gentleman coming here and asking the
questions and um talking about the budget and and the increases. Um and I think it's important to recognize again that the 2% is for our operating and the 1.5 is for our new buildings. So, um, as difficult as that is, I will continue to say that the money that we have put into the high school has, um, I don't want to say been a waste, but it's really we've been putting money into something that, um, is not returning our investment. Um, I do think the frustrating part that we've talked about over time is the money that we had originally planned on hopefully using some of the general fund to be able to put towards those and we don't have that opportunity now. um out of all the budgets and schools and improvements, uh this is
one that I definitely feel needs to be supported and um do think that there are opportunities for us to look at other things within the operating budget. Um but I also know that when you look at the education we're giving our kids, especially some of the ones that were here tonight, that is really the important part of it. And um I will say again that we need to to petition the state of looking at how to fund our schools differently so that it's not on our seniors and our taxpayers the way that it is. >> Jody, if I can just and thank you because that's one of the points I want to make as well. Uh if I can just piggyback on that. Um to your point when we talked about last meeting last month
about the reserves and the depletion of that and I know we can't go backwards but we have to make this very clear those reserves were there for to build that budget. We wouldn't have to do one and a half%. That tiff money, that tiff revenue from the real estate taxes that came in, it was planned 10 years ago. That was going to be there not to cover overspending. It was going to be there to fund that high school. We wouldn't be asking for that extra percent and a half if the plan was followed. And I just think we need to make that clear to the or I will if if nobody else uh wants to make that very clear to the public. We're in this position for a reason, but we still do need the
high school. Whatever fashion it comes in, whatever number it comes in, it is certainly needed. Thank you. >> Okay. All right. Anyone else? Okay. With that being said, all in favor? Uh, I'm sorry. Roll call, please. >> Mr. Davis, >> yes. >> Miss Greenfield, >> no. >> Dr. Yes, >> Mr. >> No, >> Mr. Snder. >> No, >> Mr. Whitman. >> Yes, >> Miss Dennis. >> Yes, >> Mrs. H. >> Yes, >> 63. Sorry. >> No, I think she was just asking. Thank you. Okay. All right. Moving on. We will take C. Motion to approve the Huntington Realy LLC stipulation as presented. D. Motion to approve the 600 Canal LLC settlement stipulation as presented. E. Motion to approve the McFaten Warehouse LLC settlement stipulation as presented. And D. Motion to approve the resolutions designating depositories
for the EASD as presented. And G. Motion to approve the 2026 or 26 2026 2027 homestead and farmstead exclusion resolution as presented. >> Motion. >> Second. >> Any questions or discussion? >> All in favor? >> I. >> Any opposed? Okay, we'll be doing roll call again. H. Motion to approve the 2026 2027 Eastn Public Library budget as presented. >> Motion. >> Second. >> Any questions or discussion? All in favor? Oh, >> I'm sorry. Roll call. Sorry. >> I just wanted to I know uh library director is here, Miss Long. Thank you for coming. And I just want to thank the library um as well for working with the school district. Um I know that there are a number of financial challenges that we are dealing with with the building itself and I um appreciate your
continued partnership in trying to uh raise funds to handle that. So thank you. >> Okay, Mr. Ramirez. Roll call. Miss >> Greenfield. >> Yes. >> Dr. Keegan. >> Yes. Mr. Setta. >> Yes. Mr. Snder. >> Yes. >> Mr. Whitman. >> Yes. >> Miss Dennis. >> Yes. >> Mr. Davis. >> Yes. >> Okay. All right. Next, we will move uh to I the 2023 2024 audit report. And I'm going to change one wording in here from approve to accept. Motion to accept the 2023 2024 FY audit report as presented. >> Motion. >> Second. >> Any questions or discussion? >> Thank you, Jody. I'm going to suggest that we don't approve that. We just accept it. Yes. >> Okay. All in favor? >> I opposed. >> All right. Next, we have Jay. Motion to approve the request
for a new student activity account at the EHS, namely the Law Enforcement Criminal Justice Club. The purpose of the club is to guide students with an interest in a law enforcement criminal justice career. >> Need a motion. >> Motion second. >> Any questions or discussion? So, to give the board just a little bit of context, this is something that I asked John Ramali to think about. Um, you know, how can we be proactive in some of our services? Um, rather than always reactive with student on student discipline and give some students who uh may have an interest, whether it be full-fledged in law enforcement, whether it's in physical activity, service, whatever that may be, an opportunity for them to explore um law enforcement and service fields um as an exploration activity account. So, I am
uh regardless of how the board votes, I'm very appreciative of John and his staffer uh taking the suggestion and kind of running with it in developing um a potential club for some of our students. So, that's where that has come from and I'm, you know, pleased to um acknowledge their effort in moving forward with that. >> Okay. Any other discussion? All in favor? >> I. >> Any opposed? All right. Next, we'll move on to buildings and ground safety and security. A motion to approve the two conference requests as presented. B. Motion to approve the award of the middle school paving project contract to Barker and Barker Paving inclusive of selected alternate alternates and subject to solicitor review as per attached. and C motion to approve the award of the split system contract to ASL refrigeration
company subject to solicitor review as per attached >> motion >> second. >> Any questions or discussion? All in favor? >> I. >> Any opposed? >> B. >> Okay, Mrs. Ramirez, you have that. Okay. Thank you. All right. Next we'll move on to educational technology and student supports. We have a motion to approve the 2026 2027 annual renewal with feronics deep freeze as presented. B motion to approve the 2026 2027 annual renewal with Sel Selius as presented. C. Motion to approve the 2026 2027 annual renewal with Colonial Intermediate Unit 20 Techpool Council as presented. D. Motion to approve the 2026 2027 annual renewal with Filelet Destiny online library software as presented. E. Motion to approve the 2026 2027 annual renewal scholarship as presented. F. Motion to approve the 2026 2027 agreement with Brett and Denovi and
Associates as presented. G. Motion to approve 2026 2027 agreement with Ory Learning as presenting presented. H. Motion to approve the 2026 2027 annual renewal renewal with Sapphire Software as presented. I. Motion to approve the 2026 2027 annual renewal with Job Corpse as presented. J. Motion to approve the 2026 2027 amendment to behavioral health services agreement with St. Luke's as presented. K. Motion to approve the 2026 2027 annual renewal renewal with Vector Solutions as presented. L. Motion to approve the 2026 2027 agreement with Valley Youth House as presented. M. Motion to approve the 2026 2027 annual renewal with Zello as presented. And N motion to approve the CIU 20A part B use of funds agreement as per attached. >> Motion. >> Second. >> Any questions or discussion? >> Yes. um kind of hand in hand here
on F the the Brett Denovi Associates. I'm looking at that um when I looked at the contract from last year, I saw last year had a not to an exceed amount in that. Uh this year that language does not appear to be in that agreement. So I'm a little is there somewhere that I missed or is this a change that's being uh because the rates are the same it looks like but I that not to exceed is now missing. >> Yeah. So the the last year, Brian, when we went to not to exceed, we were trying we were trying to look at some of the services that that we were bringing into the district and we we put that on there as a as a placeholder, not placeholder, as as something to guide us. The
new contract we we came we came pretty close to the $200,000. We didn't go over it obviously. Um Right. So yeah, so >> Yep. So the addition though, there's an addition to that contract as you know is the additional hundred,000. Um and that is for the additional um BCBA and for RBTs and that's for that's for the training to bring hopefully um bring that then you know back in district in the future. That's why we're increasing that contract. So I mean at the end of the day I guess we could put and not to exceed 300,000 if you wish you know if that's the case you know we could do that. That's not something that when they redid the contract that was that was in there. >> Okay. Okay. And um I I just that's
one of those things that I'm beginning to really look for is the not to exceed with if with that I saw that um like in Jay with the uh St. Luke's as well with that 15,000. I didn't there's no not to exceed. There's a 15,000 per whatever build item, but there's no not to exceed. And just conceptually, again, I'm not finance person. And I'm wonder I'm wondering if that's something we should be looking at in in the language of some of these agreements when we see our audit that we over spent by a certain amount of time. I know a few thousand here and there may not necessarily make a difference, but nickel and dimes do add up over time over the case of of two or three years or or if you have a
lot, you know, you can count to a million with nickel and dimes. Not, you know, you need a lot of them and and it's not not hard to get to that point sometimes. So, just uh thinking aloud on some of those things as far as uh to give other board members ideas because that's what I try to do when I hear other people say things. I try to think about it and you throw it out there and maybe it sticks, maybe somebody on the board picks up on it, somebody administration picks up on it, says, "Hey, that's a good idea. Maybe it's not a good idea. Maybe it's not quite correct there." But it trying to get people to think. That's really what my my aim is here on on somebody is to just think
about it like that because when I look at my budget of what I spend, I get to the point somewhere we're like, I think I'm spending too much on whatever this year on my, you know, my craft beer habit, you know, or whatever, right? Um I get to the point where I'm like, well, maybe I better cut the budget back a little bit like that or or anything. So, not all of us maybe have uh have to worry about that, but I do sometimes. So, I don't draw it out, but it's just something I'm that's something I'm thinking about, that's all. >> Yeah. No, it's a fair it's a it's a very fair point, and I think it's something we can certainly do moving forward, and I think it's a I think it's a point
well taken. What I will say is when we were in that last year, just to give some context, is we were contracting with two different we were contracting with two different companies for the same type of service. And what happened is we were starting to shift a little bit more away from the other company. So we we put that in place to because we didn't know how much we were going to spend in in conjunction with the other company as well for their services. So that was the purpose of doing that. But moving forward we can certainly do that. That's not an issue. Um you know we don't we don't believe looking at our at our monthly expenditures um as well as the conversation for the additional BCBA of 100,000. You know we don't foresee
that going over. Um now that is also dependent on you know any students that might transfer into the district right that might need extra services etc. So, you know, I can't guarantee that, but at that point, we would then come back to the board and say, "We'd like to revise this agreement and explain to you why." >> Okay. Thank you. Okay. Yeah. It's funny because the IU puts that in a lot of the language, a lot of their contract for for the stuff that we approve that for whatever the IU is doing, not not what they send us here necessarily, but but you know, when I look at the IU agenda, I'm like, not to exceed because they'll have a contract with a the with a therapist or a doctor or a specialist and I'll
say we're going to pay this person up to $75,000 and they're going to bill us at $88 an hour or whatever it is. So, I just I'm seeing that language there and I'm just curious. So, just stop vote for thought. That's all. I don't want to go go on with it. Thank you, >> Josh. I have a a couple questions. So, again, I I'll ask the same comment that these contract amounts be put as part of the uh agenda motion, the dollar amount that we're paying for all these contracts. What is the total amount for Denovi? >> Mike, I believe that was a 300,000, but let me just double check and make sure I'm in there. And Sean, if you want to speak to that as well, you can. And that's 100,000 more than last
year. >> Is 100,000 more than last year? >> No, it's it's it's comparable. So just a um just a a reminder that these are paid through access funds as well. They do not come out of the general budget. Um so how the access funds works, you know, the access funds we can use for staffing, you know, supports for special ed students. So what we've been doing uh we did a a re major reimbursement of access funds which paid for the end of denovi and then at the end of this year we'll have another access reimbursement which will pay for denovi next year. So it will not exceed 100. It was if you remember we had an initial contract and then we had a sec we had an addendum about midway through the year. So it's
very compar so those two contracts together is equal to what we're proposing for next year. So, not in excess of $300,000 and it'll all be paid for through access funds. >> All All 300,000. So, the other company Josh, you said there was another company that was doing the same services. >> Yeah, we did. We partnered with Glen Cuckus and Associates, Mike, as well for a few years and um we decided to also uh kind of talk to Brett Denovi in regard to some additional services that we uh were looking to improve upon. Don't we don't have cuck anymore? >> Uh I think we have cuck to be honest I think we might have Glen Cuck for uh one or two different students um that are working with them but it has been severely I'll say
diminished. >> So okay but so we still don't know what this total thing is costing us and and do we and we get a 100% of the access funds for that and we can't use the access funds for other expenses. Is that what you're telling me? Sorry, Mike. I'm not following you. No, you're asking if we can't use the access funds for other expenses. You're saying? >> Well, so you said it's all paid by access funds. >> So, access funds have to be spent on student services or staffing related to special education um needs. >> Right? So, but my point is, >> so we need we have this need that we can't do. We contract out. What I'm saying is go back to the grants. Are there other areas we could be using this money
for or is this something that we have to use the money for? >> No, obviously Mike, we have our our draw down plan and our goals, but I will say to you from my perspective and Mr. Kllan's perspective, I will not speak for him, but he can certainly add to this. The additional BCBA and RBTs is a focus area for artistic support um piece that we're trying to move back toward our district. I think that's probably priority number one for us as a district in a special ed department. So for your question, I would say this is priority number one for those funds. >> Okay. Any other questions or discussion? >> All right. All in favor? >> Any opposed? >> I'm going to abstain on all of 12. Um, I have I would like to
sit down and talk about these contracts, all these renewals. When I see renewal, I just wonder is it just something because we always do or the need or what did they do? And I haven't had the opportunity to review them all um with Dr. Ziadic. So, I'm going to abstain, but I am going to vote no on 12F. And I'm going to be a nay on E and M and affirmative on the rest. >> And Mike, just a clarifying question. I got your abstension on all of 12 and then you said, was it a no on A or an affirmative? >> No. On a no on F >> on F. Thank you. Excuse me. Thank you. Sorry, the sinus thing is making it worse uh to to speak on a microphone. My apologies. >> No,
that's okay. Thank you. >> Okay, Mrs. Ramirez, do you have that? >> Thank you. >> Okay, next we will be moving on to other business. We have a motion to appoint Mr. Jack Trent as district treasurer for one-year term effective July 1, 2026 through June 30th, 2027 in accordance with section 404 of the Pennsylvania public school code >> motion. >> Second. >> Any questions or discussion? All in favor? >> Any opposed? All right. Next, we move on to B. Motion to approve the settlement agreement as presented. C. Motion to approve expulsion hearing waiver form for student number 51863 under the terms as presented. D.
