001e e e [Laughter] that okay we will call the revenue neutral hearing to order so for our Revenue neutral hearing we published that we were were in the process of exceeding the revenue neutral tax rate the tax rate that we were given um from Elsworth County was 18.74% um I don't know if you guys are familiar with the neutral tax rate uh the revenue neutral rate the revenue neutral means that the tax rate from the current year um they give us a number that would generate those same tax dollars as levied the previous year but using our assessed Valu assessed valuation so to raise about the same amount of money because our evaluations overall went up a little bit our Revenue neutral rate is actually below what Ellsworth County gave us um our hope is
002that we can always keep that Revenue neutral rate lower than what that number is that's our hope with inflation and price costs and things that we need to have in the district looking forward we can't say that we're going to be able to do that every year but our hope is that um we would be able to stay close to that Revenue neutral rate that we get from Ellsworth County so with that being said um I'm recommending not exceeding the revenue neutral rate if the board would like like to exceed the revenue neutral rate by raising that M Levy number the motion would need to be made at a regular at the at the regular meeting time whenever we call our agenda to order is there any comment from the board or public comment at
003this time in regards to the revenue neutral rate motion to ad the revenue neutral right here motion by Allison second by Josh all those in favor say I I any oppos say sign motion passes we got a few minutes to wait yeah we should wait till 6:10 I didn't know as that was going to be so fast I could the regular hearing will start 610 y regular oh I think you just pressed the middle button e e e there you go okay I will call the budget hearing meeting to [Music] order okay I'd like to take a little bit of time to go over our needs assessments for um our buildings our first one is Wilson Elementary the needs assessment at the top we did gain two students so our number is actually at 78
004right now on our document that's posted is 76 when this was turned in a couple of the highlighted items that I want to turn your guys' attention to one here we have a lot of curriculum needs that we're working on um we're working with the at risk list that we visited with you guys about at the last meeting on some items that were on that risk at risk list to use sorry so you'll see in the purple section 4 area that there's um some different curriculum needs of that building that we are already diving into this semester and then as you scroll down to our facility needs you will you will see that there are some repairs that we've talked about as well as our HVAC system um in our building and I know we've
005had some discussions on that that are going to be needed to repair or some existing some new existing a HVAC systems that are going to need to be replaced at some point as well so that is a a big need for that building on our needs assessment and if you'll keep scrolling down on there it even goes to our 2425 Central Plains Elementary School our needs assessment there you're going to see a couple items and uh you guys are well well aware of the space needs that we have at our Hol root facility our head count for kids there right now is is 227 is what we have on this document there have been a couple of new enroles since then miss oer is she in here yeah 230 yeah 230 is our number now
006so our space needs we're definitely going to have to look into some space needs um with our kiddos there at that facility you'll also see um we do have curriculum in that facility as well but we're going to have to do some updating to that as we're moving on and miss oer and Miss Murphy and Miss Moore have been already visiting with some different parts of their building and some different different compartments to make sure that we're on the right path path there scrolling down to our Junior High in high school our head count actually right now there is at 150 in the building we have 153 enrolled so we are getting to the point where we do have a space need at the high school middle school too for our 8 through 12 we
007do have one class I believe it's one of our Middle School classes that we only technically have one teacher for so all that grade level is group together all day so that's going to be a big need moving forward for some staffing issues at the high school middle school we are working with some different inspectors to develop different mitigation plans for some some ASB bestus items in the high school as well um we do have some hbac needs too that we're working on as well as like different Carpeting and updating throughout the building those were some of the high points of our needs assessment and our accountability you guys have any questions comments I do yes ma'am the uh where it says section four for the elementaries on the curriculum about sufficient knowledge kind of
008like the last few goll points on Wilson we have no but on Central Plains Elementary we have yes do they not learn the same curriculum on which one on point four four on point four um sufficient knowledge of economic social and political systems for students to make informed decisions onor Wilson when we have no uh governmental processes no self knowledge and knowledge of his or her mental and physical wellness no and then sufficient grounding in the Arts to enable students to appreciate his own culture we have no on our Wilson site and then we have yes on our Central Plains Elementary School site so I think what what the question is is do we have the same curriculum in both buildings throughout we using it Wilson and Antiquated um curriculum that needs to be replaced
009so teachers are filling in but there's it's not an adequate curriculum so we're not using the same at both elementary schools no I think the answer is no that is a goal that we would like to see happen we had a great conversation about that at our last admin meeting too as far as our math curriculum goes um and then also our um language language arts and then seal social emotional learning across the board so we have the same SE last year but then that came off the at risk list so we're looking now at a different one that we both will share the focus in the future is for us to be to be the same to be the same okay on that same document we have our capital projects needs assessment this is
010something that we have went through each building with our principles and our maintenance directors highlighted a couple of um more of our capital projects and needs assessments moving forward Central Plains Elementary School a couple ones we have highlighted are more space for students roof repairs and then drainage problems in the cafeteria um are a couple that we have highlighted on there and then at Wilson Elementary School one we have highlight is our air conditioning hbac system moving forward entry system um talking about either weing the locks or a keyless system in that building and then we have multiple places that we have leaks that we're looking at highlighted items to get um a little bit of a direction on to get a good grasp on those and then at the middle school high school continue
011to mitigate the different parts of the building that's out of date with ceiling tole floor tole that could contain asbest and then AC units in classrooms and office area and then more space for students were some of the items that were highlighted as high needs on our capital projects with our custodial note that if we do do any of remodeling or stuff here at the high school that might trigger the ADA compliance law okay definitely look into that and then we have our state assessment quick look information that's broken down into level one twos threes and fours we have it broken down with our Wilson Elementary School in Central Plains Elementary and then our high school as well with the grade levels out beside so you can see kind of where our percentages fall within
012those levels one two three and four and then you can see the grade levels out to the side that took those tests last year we've talked a lot about aligning curriculum and aligning standards especially with some of the new standards that are coming out so our hopes is to get a good curriculum in place across the board that can kind of help us in that alignment not just building alignment but also standards alignment moving forward is that the percentage that is effici or what's the percent that the percentage is the percentage of kids that fell in that that level yeah so normally the way you look at that is level one is is below you want to be in the level three range it's really where you want to be um and they say they
013talk about those levels as college career ready especially when you get to the middle school and high school with the different levels that are on there level one level two level three then you'll see some of this continue over some of these same the same verbiage into whenever we look at our numbers for our budget hearing again the numbers represented in our budget is our Authority to spend it's not necessarily what we're going to spend but that's what our Authority that's what we would propose our authority to be to spend so um looking on of some of the high points through the budget if you turn the first page in our budget item is our Revenue neutral the next page is a notice a hearing which is um the form that was published in the
014newspaper I do want to call your attention to a couple items on the 2024 2025 proposed budget to go over one of the items is the atrisk education fund you're going to see that one um up a little bit on the expenditures just because of that curriculum that we're talking about that we know we're going to have to purchase to align across the board and we're we're going to try our best to make sure that that's something that we think is going to fit our population of kids to um hopefully also be something that's on that at risk list as well the next item on under that is a flow through with our virtual education I wanted to touch on this a little bit more so our adult education we usually um budget about 2,800
015credits is what we propose in our budget when we checked in that at the end of the summer that number has gone up and they've proposed us to be at 3,300 so 3,300 credits is what our proposed budget is for our virtual education for our 38 sorry 3,800 credits for our um adult Learners and that's the one we use graduation Alliance through in the district so if you scroll down a little bit on our gifts and grants we have budgeted a little higher than we've had in the past we're still hopes that we're we still have high hopes that we're fortunate enough to receive a couple gifts a couple grants that we have out there so we did want to make sure we had the authority to spend that if we are fortunate enough to
016um get the Patterson grants that we've talked about before then if you'll scroll down a little bit more to the middle section on our assessed assessed valuation you're going to find the first line that's code where it says code line 99 it's number 128 and you'll see on there that from where we were at on our actual 23 24 and where we're proposed now you're going to see that down about 2.5 mil the reason that is is because they passed that new act where the um ex the ex tax exemption went up from $40,000 to $70,000 for homeowners so they're able to exempt the $70,000 and dead of 40 so that did go down a little bit on our valuation but you're going to notice the next two lines on our funds and our Capital
017outlay those numbers did go up about 1.7 in each category and that's due to gas new construction oil items like that that were within our district so um our Val our valuation did go up overall from last year to this year on the next page that on there we did have to adjust as we went on this summer our head count for our students I believe we were going to turn in right around that 460 number is what we were going to turned in and then whenever we started doing headcounts for our enrollment it went up quite a bit so we went ahead and turned in that third number which is 475 for our head count and right now our headcount on power school is 463 so we're really fortunate that our enrollment in in
018some of our buildings is heading the right direction so I'm having trouble getting that number by all the numbers that have been reported I don't even get close to that 460 number yeah so in in in Wilson on Power School we're at 478 and then at Central PLS Elementary School through Power School no just 7 sorry 78 Central PLS Elementary School on power school we have 232 and at the high school middle school we have 153 includes the preschool preschool which in these numbers you can't part of it you can right so when you when you go into these where it says exclude the preschool and fouryear old I don't get nearly What You Get It 4 63 well again you want that number inflated some because you want to be under you don't want
019to be over still but 60 cuz like we reported 403 last year we grew by 60 kids we had more than 403 well on the report on this report it say 403 and then we're going to do 463 we grew by four for by 60 kids where I tried doing all the numbers and I I can't get close the best I can get is 411 well the 403 excludes three and four year olds right so so should the 460 yeah I'm going to say yes that we've gone up okay so when you look at the number that everybody reported where's that have 60 kids then from last year well we have to go by the threeyear average but right I'm just saying though but if you look at the just strictly these numbers we're saying
020we jumped 60 kids well again whenever we're able to use that average number this year compared to what we've been able to use in the past it's going to inflate that sum right but I'm not talking about the average number I'm talking about this number that you put in here that 463 number what's the percentage of that you can use for three years CU you go back in and put those in later on so I mean that's on a different line item yes so I'm looking on that at table one even your 78 your 230 and you're 150 and that doesn't 46 that's 463 that's 463 that includes your three and foury old that includes three and four year olds your three and foury olds I believe half they're half credit right but you take
021it out here and then you put it back in later on you can't Double B those numbers does the 463 does that include like the ones that you get extra for for like your free and reduce lunches and the ones no that's a separate waiting sear that goes down on form 150 it goes down further you can see the waiting on those kids that are free or reduced at risk kids Transportation those are all extras so we did we graduated a pretty small class and our fourth grade or our four-year-olds that came in to first grade was a substantially larger class so I mean that probably would have been picking up close to 20 kids right there yeah which how many did you graduate 10 still that's not 60 yeah but then we've had I
022mean just by the numbers that have been reported from the principals um taking out the uh four-year-old and three-year-old preschools that they reported the number they reported total is only four six the only thing that I can say is you want to have it padded even if it's 60 even if it's 60 and the defense is that then you don't have to republish if you're at risk goes down if your special education goes down if you're you know your title kids so there's a lot of War a lot of variables doesn't hurt us to be over no no you don't want to be under you're under then you'll have to republish you don't want to be under so if we do it this way the 463 I can see where you're saying it's 60 kids
023higher if we do the 463 um then the auditor comes in and says has the count on September 20th it still hasn't even happened yet but on September 20 if he comes in and says you only have 453 then we then we don't right then we don't lose right they make you adjust anything as the year as the year goes on yes as the year goes on I adjust down matter so how much is I mean how much are we looking at we would have to adjust if we reported it by that much but then that also probably throws your whether you're going to do the average or the current year which get is current year in taking that we're doing yeah so if you look at table one on but this isn't our enrollment
024this isn't what's reported as our enrollment right but it's the current year that you have to use on your table is what we're doing you have the threeyear average if you look at table one on 10 11 12 we're using the current year the 463 we're not using the average here least on this in that I see because the average it's 439 but we're using the 463 which is current year I don't think you want to go any less I just I think this is awful High well if it doesn't matter I mean if they don't care if we report 46 403 then or whatever that number is 406 we just we just want to make sure that it's over budgeted and not under under budgeted if it's under budgeted we have to republish if
025it's over budgeted we get our legal Max letter on what they're going to give us monthly I mean that's about and it's about 30 30 in difference if we because if we use the correct number 406 you're looking at your threeyear average to be 435 your twoe average for 434 and then your current year is 406 so we're looking at 30 kids that were inflating it by is that is that normal we've done that before yes inflated it by 30 because that 403 number is as of what date so I said 43 that was last year's this year it would been 406 okay off the numbers that they have reported to us just recent yeah yeah okay and that does include the rise in the ele Elementary and the rise that we just got in
026the6 is um without the preschool it's just K through2 okay I think with the preschool it's like 477 or somewhere okay so our preschool enrollment is basically 45 kids at Central Plains and 10 kids at Wilson m okay so that gives you 45 kids okay so if you take 463 minus 45 what do you get four be 55 is the high school 150 or 153 we're at 153 now our original have more okay that's what I had okay yeah so that yeah so you get 418 right 4 63 minus 45 55 55 sorry you get 408 408 yeah so out of those 55 you get to count those as part-time okay is half so that puts you at 23.5 right so that puts our number at 4 31.5 a half of 55 would be 27.5
02727 yeah got so many numbers on here so you'd be at 43535 so' be at 435 yeah comp to so we're we're saying that we're what 40 if that you put your waiting in on the other side at the 460 number that's a little bit closer than what that 406 is yeah CU then when they added in their preschool they didn't add in as many as they know they have preschool yep so you have the so we're 28 difference 28 difference which you you want to have that cushion on there when when we visited with Mr lry he talked about being within that 2020 range so we're not far from that so connect I'd rather be closer or a little more expanded than too close and then we have to re do it what is
028that buffer what did they tell you when they decide no you're too far off you have to redo it what is that buffer period what is that it goes throughout the year we'll get we'll we'll get our first legal Max letter in November based on on the numbers that the principals turn in by October the 4th it's like a building report and then when you put in all of your numbers on that report and then they'll give us an estimated number in November and in the past if that's been lower then I just automatically just lower the budget automatically on the computer so I match the legal Max letter then if they come out an audit they say oh sorry we forgot about this and they can make it go up again so it fluctuates
029throughout the whole year and every time I get a legal Max letter when I can get those from the state department up to three or four times a year I make sure that fund accounting matches um that letter publish the budget each time you do that no you only have to republish if you want to go higher than what show that's why you want that buffer in there so if you do have an influx of kids that you have that you don't have to republish we don't want to yeah you don't have to republish unless we gain a bunch of kids by the 20th and we have this published and then they're going to say oh we could get another $150,000 then you definitely want to republish but if it's taken away that's a little
030bit easier to take away than to republish every time no you do not have to republish every time we know that we're kind of inflated in our right okay um and then the next Pages you guys will flip through your you'll find form 155 that has our local option budget that we'll also have in the regular board meeting that'll the max that we're at is 33% you'll see that on there that's pretty consistent looking back through our on our it says form 155 at the top page one at the bottom so and then the rest of the items on there are budgeted items and you can compare kind of where we were at in the past few years to where we're at now um again it's just the authority it doesn't mean that that's what
031we're going to spend it's just our Authority that we're going to get from those numbers I'll give you guys a second to look through that the general fund fund 06 and the local option budget fund fund 08 those budgets you do spend to zero and so at the end of the year like last year we had money left and that's how we got to pay off the lease purchase agreement through the capital outlay fund and that's how we had got to put money in contingency because we didn't spend it all so the general fund and the L you want to spend to zero that's the only funds that you do spend to zero y then on the very back page on our unencumbered cash balance you'll see that in federal funds um we still have
032the the last part of our Esser funds coming out for our AC unit um that's in the gymnasium so you'll see some unencumbered amounts there and that's what that that's what that number represents and I did have an email out on that and I don't didn't get a respond to I think they're still on task with the end of September that being middle middle to the end of September that being done because uh that money does have to be out of there by is it September 30th yeah September 30th yeah is there any any public comment from our budget hearing any other questions from the board okay I would to entertain a motion to adjourn the budget hearing motion by Allison second by Josh all those in favor say I any oppos same sign motion
033passes 60 I will now call to order the regular meeting and I would entertain a motion to approve the amend Ed agenda adding item number 14 the Wilson facility usage and item number 21 donation of shoulder pads I move to approve the amended agenda second moon is second by Josh all those in favor say I I any oppose same sign motion passes 60 and first item is the approval of the budget that we just had the hearing over after review of State assessments and the needs assessments I move to approve the 2024 2025 budget as presented motion by Allison and second by any further questions or comments hearing none all those in favor say I I any oppose same sign motion passes 60 the local option budget resolution approve the resolu to% local option motion
034by Kayla and a second by Allison any questions or comments all those in favor say I I any oppos same sign motion passes 6 and then approval of the minutes from the meeting any comments questions changes also move as presented motion by Josh second second by Allison all those in favor say I I any oppose same sign motion passes 60 and approval of the treasurers [Music] report is presented and has been there for you to review any questions or comments from Kayla second from Josh um the Midwest Energy Capital credits was that for H or what um it came to our office and there was probably 10 or 15 checks from Midwest Energy for their credits so it's all locations that use Midwest Energy and I got one at home so yeah it's after 20
035years or something they give those credit they pay out those Capital credits so that's what that is so we just received that in capital outlay fund okay sorry that was a motion in a second so motion by K second by Josh all those in favor say I I any oppose same sign motion passes 60 and approval of invoices did you have anything that you wanted to yeah so on on the invoices a couple things number one the first one on there is the um new vehicle that we purchased to put on our sped route so you'll see that one on there and then I did want to call your attention to a couple others on the second one on our um Imagine Learning on our Edgenuity that's the one we're using for our virtual education
036for our students that are in the virtual program and then we have some students that use that here at the high school uh to supplement their classes that they can take so I did want to turn your attention to that one as well for then there was one other you'll all see the cooler the cooler condenser on the third doc M that's on there down kind of towards the middle as well so that was um one that we had to redo over at the elementary school this summer for our condenser it was a pretty big and then our vehicle maintenance repair uh you can kind of see that on that same document was about $22,000 this year for our bus and our vehicle maintenance um that'll kind of play into when we talk about our
037um Tech our vehicle rotation that um director zinc and I talked about this past month as well so you can kind of keep that that total in your mind too as we move forward with the meeting today so those were the ones that I wanted just to point out to you guys any other questions for [Music] entertain a motion to approve the invoices and the amount presented so mov motion by Allison second by Josh all those in favor say I I any oppos same sign motion passes 60 and then the documents are attached for the reconciliation and cash balance report yeah the cash summary uh matches the cash in the bank which matches the treasures report and I have attached the budget summary of funds to that and that's with this budget that we just
038approved all those numbers are recorded on here so I match what we're going to put in we put in the newspaper so this is what I keep track of every month to make sure that my numbers match the budget which matches the state department so this is where I make an adjustment if I need to if they come back with a legal Max letter and it's lower then I lower that total budget First Column there because I want to match all the time all year long so we know exactly where we are every month sign no all right so administrative reports is going to go first Cas say do match the Reconciliation Report and I just listed our enrollment numbers there again to show you where they are on those classes um beginning of the
039year testing we're almost finished with um the math and the ELA a few that have been absent that will get caught up and then the social social emotional they're still working on but we'll get that done this week our fourth graders went to the Barton County a day on September 4th second grade is going to go to the great Ben Wetland Center that's October 9th all second graders in Barton County are invited that day and then our fifth grade will start going to Star base in Salina five Fridays starting in September October and then I think there's one more in November we have our book fair next Monday um and then profits will go to purchasing more books in the library that's all that profit goes there on the 18th we have picture day and
040then on the 30th we have inservice day and that's where we are going to begin looking at the changes to the ELA standards that occurred um that will tweak the state assessments a little bit um begin reviewing the social emotional curriculum and then putting together a math curriculum committee to begin looking at different math curriculums and uh the sixth graders and Brent wmer and Darren Marcel and I'm myself decided we try and put the Gaga pit together uh we raised that um money through the our raffle last year and all and I tell you what I need two of them um I mean we have to schedule groups in it because it's non-stop um a lot of fun and then um and then that that was 80 by 40 feet not 40 Ines sorry but
041I am would like to add another concrete pad out there where we have the lake when it rains um we did have somebody come and take a look at that just for the drainage purpose and and he thought where we were looking at putting that concrete pad was perfect there's not much work we would need to do um and then have him come back in I'll try and get an estimate from me to get that drainage that water to travel maybe to the creek instead of staying there on our playground I'll try and get some prices and stuff together and like I said we're going to work concession stands probably have another calendar raffle I think the PTO is willing to help us out and we'll see where we I know concrete's terribly expensive but
042we'll we'll see where it gets us so any questions all right thank you afternoon everyone I'm mat Wilson um our calendar events are that on Monday September 16th at 5:30 we'll have our site council meeting on Tuesday September 17th we'll have our first parent information night which will cover um information from OCC and also from um tanen to talk about um chronic ABS andm and the Autism Services that are available in our counties um that are separate from the Lea um on Thursday September 19th is our school picture day and on Monday September 30th is Jane said there's no school teacher and services our Focus will be on um making sure that we are looking at the new standards for ELA and also looking at all of the different things that she talked about we
043have a school field trip on Friday September 20th on the sixth graders will have a Le leadership day they'll be traveling to the great B Air Show so they'll be going with Mr Murphy for that um we started a character education program this year at our school and so we implemented uh a cop being good um card system and so the kids are really enjoying that they get their names called on Fridays and so that's been really a lot of fun we also um started a character Bo of the month and using the pillars the character Pillars and so our word this uh month is responsibility um our fast Bridge testing is completed was completed on Friday our after school update is as of right now I have 19 although I did find out today
044that we have moved to 20 but we're going to lose one part-time so that um that might leave us at 19 although I am going to be I'll talk in just a minute adjusting some things um we are working with the KSC research and extension office to provide some after school activities as well as the utilization of the Cosmosphere activities which the district um is partnered with and the Kansas Wetlands program um homework assistance groups are for are forming as of today I began that process and so that should add about seven to our after school program however I'll be I'll be the third person so there won't be a need to hire that third person yet now if our numbers get any higher than we might have to but as of right now we're
045good our reading assistance groups have already started although there'll be some adjustments made from our fast bridge data uh daycare update we are full with the exception of one toddler opening and we're interviewing for that one as we speak and we have one additional um we're going to do a fundraiser on November 2nd and have a pickle ball tournament in hopes of being able to purchase our own GaGa ball pit so that's kind of where we're at are there any questions than I afraid goaga ball would be lethal at the high school well they did it after did they yeah um they their favorite thing right now is to kick the volleyball as hard as possible um I just wanted to share a couple of updates um with the build from the building we had
046a great start to school with our school and Athletics our enrollment is at 153 so our enrollment last year at the end of the year was 137 so we are up a little bit there um our our lunchroom feels it it is very full some of our students who bring their lunches are actually eating in the gym because we don't have enough room right now in the lunchroom for everybody um just a curriculum update the principes um travel to Hayes on Friday for a meeting and I just kind of wanted to let you know this was from ksde um and this pertains a little bit more to the elementary schools but there is a lure teachers H um at the elementary school will have to do letters training which they've probably told you about that
047does not pertain to the high school uh Junior High um but our teachers are going to be required more things um for their licensure um the state is paying for that right now but um only until 2028 I believe um so that's just something that was kind of on our radar uh they talked about dyslexia reporting which we report um and then all the way up until freshmen they're tested every single year um and then their freshman year they're tested if they are tested proficient at their freshman year we do not have to retest them unless we find a need or see a need um the other things that was kind of interesting in that uh curriculum was they've got new state standard checklist which those of us that taught a long time ago um
048they used to have flip charts for us which is really nice and so they're putting those back together I'm kind of excited and encourage ened by some of the things that they said as far as State Standards go um in my building will'll be working on Curriculum maps um so that the teachers know um you know from this grade level to this grade level what is taught so we're not overlapping too much and we're not missing the boat in other areas um we do have new uh Ela curriculum I'm sorry yeah new Ela standards so we're trying to make sure our teachers in our nexton service have time we've we've scheduled time for them to meet um as an Ela group to make sure those standards are being taught from top to bottom or bottom
049to top um and we're going to do the same thing as we're looking at math curriculum to make sure that as a district we're okay with our curriculum and that our the curriculum we choose the standards are being met um by that curriculum we'll continue to do career interest inventories um at the high school to strengthen our IPS which we've kind of talked about in the past um just a Kissa update we will have a meeting with Amber um from ksde we'll do a check-in with her in September and then we'll I'm sorry in October and then we'll meet with her in November for our Kissa review day um we do have a a flyover planned for the September 20th game um I'm really excited we're going to have two or three airplanes come um
050Christina Hayes has been great about uh communicating that with us so um the band will play and the flyover will happen and then we'll get started with the game I included in my building report just some information about Athletics and how many participants we have um so at the junior high we have 33 students who are participating out of 47 47 students so that's about 70% participation in the junior high high school's a little bit different because we have a couple of kids who are dual you know dual sporting so um if they if they're cheering they might also be playing volleyball so it's kind of and dance is Cheer and volleyball and um so about 65 participants out of 103 students um that are here um so about 63% participation there and then just
051from a counselor's perspective we've kind of mentioned this we'll be working on anal curriculum that meets the needs on that at risk list um and the counselors have a scheduled for that on the in service day coming up so does anybody have any questions for me Wilson site counil okay so per our Board of Education policy our site councils have to be approved by the Board of Education and Wilson is starting theirs up uh the site Council proposed members are Susan Thelen Kelly Kelly thielen Ted long Kim chriswell Allison Ford Aubrey P pachic hope I didn't butcher that that's pretty okay Jennifer Dalo Karen Moore Michelle brokish and Terina Templeton um again per our policy they do have to be submitted for board approval Michelle Michelle Allan or Tony's Michelle Alan Allan okay I'll motion
052to approve the Wilson sight Council as presented for the 2024 2025 school year second it's been a motion by Kayla and a second by Alon any further questions we don't have to approve each individual do we every time it's just the council itself okay that's I thought yeah you got it any other questions all those in favor say I any oppos same thing motion passes 60 and item number 14 the Wilson facility usage we had a facility request brought to Miss Moore and I this past week um from the Wilson wreck department they'd like to request use of the gyms weight room and football facilities at Wilson Elementary School throughout the year for various practices and games games uh they also requested use of the gyms on Sunday nights from September to May for adult
053league activities PR board policy it does have to be brought to the board for approval I guess one question I have as far as anybody using the facilities any of the facilities how does that work with overseeing keys to like we're talking about re keying or doing electronic keys and things like that logistically I mean are we still restricting usage says in our board policy that whenever we have facility usage that it has to be uh supervised or there has to be supervision um permission granted from the principal of the building um and then it also gives the principal permission do not also have somebody there if they don't deem that they need to have somebody that's a School employee there as well MH so I don't know if that answers your question or not
054but that's what our board policy says um would he to like say the may I speak yes um Ted long will be there okay because he's part of the parks rack so Mr long will be there perfect and Miss more did they give you an amount of days like during the week when they visited um for the for the one is just the Sunday that's just that day and then the other they wanted to have the ability to access it at any point okay during the week so it'd be Monday through Sunday basically all like in the evenings which is something they've done before this is nothing new you issue a key to the city or are you saying Mr W is going to be there yeah t has a key every time every time
055yeah he's part of the parks some rack most of happen in the evening right or in the I the they issued a key to the city but I could be wrong yeah there is one at the city at the city level yes um there are also several keys that shouldn't be out but which I think the city they have they restricted chees only by the whoever is their representative on so they just have for that person you get it yeah that affect our insurance at all's that sign we they sign up the liability okay they do okay now football facilities what are they looking at on their just the field yeah they're just wanting to use the field as all they're wanting to okay but again they're signing release yeah are they going to be
056turning on the lights it'll be during the day they yeah I mean as as the weather goes as we get darker earlier they probably W turnone answered your question I would assume so yeah I we ever had in past remember I remember that being an yeah that uses a lot of electricity you put that in writing or something well see I mean if it's that much like we pay the wreck here to have daily practices and stuff and we pay bution to have prct you have practices at that Rec so does it work both ways so does the policy state that anybody using our facilities like our Rex we have to come to the board is that what our policy says because I have a Rec group going in and using ARG for volleyball after
057school they have for years yeah it says facility usage has to be approved by the board each year each year I would has it been brought to the board before guys but we don't she's saying I I think she's [Music] saying I think in the past the principl just kind of okay them haven't they the use of facilities yeah they as me they've asked for you know volleyball wreck and yeah if our policy we have to approve it di policy Mr Murphy is there a usage facility fee at that point it says the board can grant one if they if they would like because Mr was charging $150 to who but I'm not sure who the $150 we would have to clarify that Char they P taxes [Music] yeah I didn't I didn't know of
058any fee that was ever charged but I would I could always ask Susan about that but the the question was asked about the lights for the football field and those are expensive to operate right but in the past they've never used them so yeah that's it's typically been on the weekend do you know it has Claflin wck ever been charged to use the facility for volleyball practices or anything I know we do use correct me if I'm wrong but it's my understanding that we do use the wreck for some volleyball games we have an agreement for that okay so like if we have a certain volleyball tournament or something then we could use their Rec for the use of facilities pay to resurface the floors annually and stuff like that so there there's a contract
059in writing that we have financial responsibility to help with that just like we're renting the facility in bushon for games over there there's there's an agreement in place we don't charge if they if the rep would use this m yeah other places I've visited when they have stuff kind of like that where they're doing a wck league or whatever some of them have taken like donations up from whoever plays like everybody throws five bucks in and then it's donated to the school to help cover the expense of the lights you're using and things like that but that was not within our district that was other places but I'm not opposed to am using it I just have concerns about if we're working to get to more secure I want to make sure that we're not
060shooting ourselves in the foot by having extra keys running around because then you're kind of wasting your money to secure it if you're passing out keys that was one of my no keys can leave my building without my permission and with Mr long there that's perfect is there too so the city does have a key I'm just kind of think that the city does have a key how do you manage it Jane with your keys and your facility Well if it's a coach that is not on our staff I do check them out a key for the season and we document it and they must return it at the very end yeah um now we have had a group but they haven't been in there in a year so there was a uh some guys
061that would come in and play basketball he would come in that day get the key and then he left the key in the gym for us to take back but they haven't been doing that lately right now I just have a wreck volleyball group in there so it can be easily managed to and they've used our facilities for years I mean I hate to charge them when it's they're paying our tax they're paying taxes I mean I mean I think it's a good Community relationship we have have to manage ex they talking about is the grade school not key card you guys still use key yes but the old gym I know you're not Wilson is key right we had the key cards but the old gym when I check out I don't want them
062to be able to get into the main part of the building when they use the gym we lock those doors so I give them a hard key that just gets in one door in the building I was wondering even up at Wilson like where the double doors are and stuff I you could limit at least could you limit to a portion of the building yes well from what I understood from Angie you can no not right now you cannot because of the way that the system is set up we we try cuz we have an escape issue with one of our students and the doors won't it'll lock if there's it's kind of a weird deal so that's something Mr Murphy and I have been talking about is looking into that to see what needs
063to happen to make that happen but here's the thing on that far side we can shut that gem door I mean it can be secure looking ke in the whe can we go to so the thing with keys now anybody can go to wherever and copy you can't copy a card or you can disable a card if it doesn't come back and you can surely set up each lock to use only this key at this door and you can live at hours we just we just had this conversation last week about where we're at with the cost to Rey the building as opposed to maybe waiting for another safe and secure Grant to open the half that we can maybe go straight to the keyless entries we just had that conversation M more and I
064did just last week so there's there's a tremendous amount of concern for the Wilson to keep it s you know keep us safe so basically what I've done is take as many keys as I can find that I know and get them back because at one point we were you know not giving keys where we should be but the bottom line of the story is is that we do need to do something and because I don't feel like I'm G to it bothers me I think at one time I was told there were five different keys for the gym like that you can different doors different keys that for the gym well at one point this summer I had 11 keys out yeah this would be like actual key blocks at five different key blocks
065the gym so You' have five different Keys yeah okay so we're facility usage right okay Mr Murphy and I was talking about this facility usage and that this could possibly be every single day from September to May so I was we were concerned about the cost of the electricity and because and that so that's why we kind of put that on there that's do you need to put a time I mean like am to pm time on it on usage so not out going in there at midnight I think mainly it's for direct practices so I mean I don't anticipate like the wait room yeah the wa room's always been different the wait room that could get there anytime okay I was not aware of that waight room would bother me because there's a very
066high risk there um and I don't you know we have we have a um liability you know release of a liability but I don't know how Iron clad that releas liability is going to be and it bothers me for more than just that I mean it bothers me they did ask for the weight room yes they they requested use of Jim's weight room in football facilities yeah how because right now there are keys out for the wa room right I've gotten as many but yes I've gotten as many as I can back but yes but we normally let people use it right now I'm only allowing one person oh so that's changed we don't allow people to use it anymore um right now until we can get my building secure I'm not comfortable with that
067it's not that I don't want people to use it I just want to do it in a way that we know who has access to the building was used quite a bit by community members is the wait room here used by the public or is that just by students right okay I mean it the one thought that we took Bobby and I talked about was um opening it up to the public and charging like a fee for usage you know to kind of help with some of the costs associated with cleaning it and all those different things and they would and it would have that money could go towards so we did talk about that but it that opens up the building to right now to anybody can get in the building are you comfortable
068with doing this right now with doing having the fa yes because Mr long is going to be invol included in the wait room yeah I'm okay with that because Mr long is going to be involved if you guys would like us to get some more information on the times the amount of usage is specifically going to be in each location um this is something that we could table until next meeting I would like to see some hours like some ironcloud hours maybe I don't think anybody's against it it's just like a little bit more are they waiting on us for approval before one of their activities can begin um yeah they are I think they were too yeah I mean I can when I give this back I can just tell them if you just
069tell me what hours you're feeling like we should utilize the facilities I I don't know what are logical hours but I would think like from you know from 4:00 in the afternoon when school's over you know during a school day would probably be adequate from 4: to 10: maybe at the latest or 4 to 9 something like that and then on the weekends we could set it up well and what what um activity are they waiting on I mean what anticipate that they probably are trying to get volleyball practices and game schedule just with with the wreck I don't I don't know that but I would I would anticipate is that right I wouldn't have a problem with the whole thing the weight room I I know how that is a high risk you know
070when we Bush and wck is dealing with theirs Insurance wise it is terrible I know in the past that the kids didn't use the weight room it was always adults I I agree but I so that kind of surprised me when he said he requested it so um but yeah I mean but even as an adult insurance is is very stickler on that or she you know liability waivers are signed but and even if what liability waivers are signed we still have an issue um right now the my primary concern is is the security of the building and I'm not a big you know I've talked about that too the security and the safety of people and we had kids in there utilizing it over the summer and so I shut that all down and
071said can't do that and I like I said just have one person right now utilizing it and I have a liability release a liability but like he said that's only you know I would be okay with just kind of limiting the weight room facility it's right now get more information from our insurance and DEP and allowing them use of the other facili football field the gym and the football field more information you want more information we can get more information from our insurance and I also think that um Mrs Moore needs to have a firm schedule of when they will be in the building so that for her peace of mind she knows when somebody's been in there or know there's not supposed there's nobody scheduled to be in there tonight and I think there
072needs to be clear communication so that she knows what's going on in her building even if it's as simple as you know at our rec they have a calendar on a clipboard and you sign up when your practices and when the games are it doesn't have to be a major ordal just even something as simple as that that that way there's communication that way you feel like you know what's going on in building you're responsible for so we do need to make a motion on this and I don't know if someone if at this time there wants to be a time limit does this need to be more of a district motion than just a building motion to give each building principal the ability to determine that already Poli well I don't know it says
073that they have the right to have somebody there but the principle does the principal does to supervise or deem whether they don't need supervision if there's somebody else that's going to be there but with what I'm hearing from the other buildings with letting the wck use the other buildings if that's never been something approved I don't know if we want to make that across the board where um they're all covered they're all covered or if we want it something that bring individually for each building they sign a waiver for you Jane like we do anything I've never seen one so right now I have um a flag football game on a Sunday afternoon because it's our two Clin teams that are going to play each other and then there's a volleyball date in October um
074is what is all that the wreck is asked to use our facilities here but I don't have any sort of waiver signed by any and are we asking for a waiver to be signed by every single every participant person that comes so the parents sign off for every participant or does the Recreation Commission do they have the ability sign a waiver when you do any of those yeah anytime You' sign like you sign a waiver through the wreck or like our little Oilers they sign a waiver when they do that and then the W just signs are okay I'll have ma potentially it's not every year but I'll sometimes have an mab group that'll want to use the gym for basketball practice no games just practice and that's the same I would have a basetball
075yeah this the day in age liability is just so crazy everybody wants to sue everybody that just scares me to death I mean I want them to use it but I don't to be our fault they trip over [Music] Rock so honestly I mean I don't think it's something that anytime any group wants to use one of our facilities we don't need the group or the building administrator having to come to a board meeting to ask [Music] so I feel like we should leave it up to the building administrator and I would entertain a motion to leave facility usage up to the discrepancy of the building administrator change policy change policy to reue that policy would have to be so I think maybe for tonight we need to give a blanket approval for the usage
076that we're aware of and that they anticipate and then we can discuss a board policy change at another meeting if that's the route we want to go but that way people can keep doing what they need to do yeah so Diane how do we word that I just have leave the building usage up to the building principles that would change that would change the policy though I think it's got to be worded a recomend you tell me Well recommended motion to allow Recreation usage at all building sites in the district that all all gyms and football fields in the district with coordination with the building principles you just put facilities it still includes waight rooms so allow recreational recreational usage at gyms gyms and football fields in the district but that that that's that's just
077you do you want something in the motion that you're going to review then the board policy or not in the motion okay allow Recreation usage at all gyms and football fields in the district at the discretion of the building principal oh yeah and I would make that motion okay there's a motion by Alison second second by Chad any further questions comments discussion hearing none all those in favor say I I oppose same sign motion passes 60 and just to be clear that does actually leave off the weight room at this time right we I just put there football fields and gyms yep okay so no waight room no thank you s just Mak okay appoint a KB delegate so we need a voting Delegate for the convention in November in the past I've done this
078I would be fine doing it again o I think that's just an appointment so you don't have to do a motion and then I'll report I'll turn that in tomorrow because they've been emailing me saying who's your delegate who's your delegate okay yeah it number 16 substitute pay okay a couple items on this um we've had a couple conversations talked with Mr lry a little bit about um his Envision with this whenever he left um currently our substitute pay is $15 per day and you can see we compared that to another four districts with Ellsworth being 125 Hoisington 110 elenin 130 and then Russell 120 um we're recommending to update this to $115 per day we anticipated costing the district about $4,300 more if we use the numbers we used last year um for the
079amount of Subs we used in the building so uh we are recommending that substitute teachers um move to the pay scale of $15 per day for the first 10 days and then 125 from Days 11 through 20 if that's for the same teacher that they're subbing for in a row and then per what we already have in place the 21st day forward if it's for the same teacher will be a percentage of the base salary of the current current year salary schedule um that puts us kind of In Contention with some of the surrounding communities for these substitutes that have licenses um to make sure we're doing best by what doing best for what our kids need in their in their classrooms and then adding to that one um we have substitute cooks and substitute
080Paras that they're at $1 per hour We're recommending increasing those substitute cooks and Paras to $12 per hour um this would put their pay um this would put their pay to what we have for our substitute custodians which is already $12 per hour and they put them at the same rate for our substitute custodians so our recommendation is to move the substitute pay for the Paras and the cooks to what our substitute custodians are at which is at $12 an now as well questions concerns on that thoughts anybody the 43 $0000 increase in cost that also includes the pair of Subs increase as well we just added them all together and it came to $4,300 if we would raise substitute pair rates too and to be you know so you know for substitute teachers it
081varies year to year with babies and you know maybe somebody got hurt or had have surgery and some years we get by don't have hardly any and the other years's more so it's it's it's a variable thing but we want to be competitive so we don't these calls to districts that are close by I move to approve a pay increase for substitute teachers to $115 per day for the first 10 days Days 11 through 20 $125 per day for the same teacher and the 21st day forward for the same teacher will be a percentage of the base salary on the current year salary schedule I'll again motion by Allison and and second by Josh any further questions or comments hearing none all those in favor say I I I any oppose same sign motion passes
08260 I move to approve increasing the hourly pay for substitute Pairs and substitute Cooks to $12 per hour second motion by Allison and second by Josh any further questions or comments hearing then all those in favor say i i i any oppos same sign motion passes 60 and the first reading of kasb policy updates so this one's a big one and we wanted to give you guys time to get this document in front of you and read through it um for the next month so on the document that's downloaded it it does have some review and adopt from kasb updates um then in view um that have some different components to them with sample motions for executive sessions also the use of consultants in the district our cardiac emergency response planning as well um some
083food management uh food manage Food Service management that's revised as well and then some parental and family marital St status and parenting for employee information so we wanted to get this in front of you guys to give you guys time to read it for the first reading to come back and ask any questions at the next board meeting before um we put it on the to adopt our KB and review and adopt our KB policies so we wanted to make sure you guys had time to read over that before any action was taken item number 18 Transportation rotation so yeah at our last meeting we talked a little bit about our transportation rotation and the amount of vehicles that we have in the district so had the opportunity to sit down with our transportation director
084um and we have a proposed shortterm rotation for your guys for first reads as well no motion is necessary for this one get this pulled up on here so the first item that's on there goes over basically what we have in the district um as far as vehicles and the vehicle flea the years and the mileage including the Ford Transit van that we're still waiting on and the Chevy tracks that we recently purchased for our sped route to Salina the next document that you'll find on there is a short-term rotation to try to get down um when we started the 23 24 school year we had 21 vehicles in our Fleet our goal right now is trying to condense that down to about 15 Vehicles the next few years with adding newer vehicles and less
085mileage so we have um our rotation does involve some items for the October board meeting meeting that would be selling the 2012 Dodge Caravan wheelchair accessible it uh vehicle that we have now at this point right now this van's not usable at at all um due to needing new tires new batteries Body Work inspection by the highway patrol um it's our recommendation to look at selling that moving forward and then uh our hope is that our new Ford Transit van is going to come in and at that time when that happens we're going to recommend selling our 2004 Ford Freestar that has about 15 50,000 Mi on it now the cruise control on that vehicle doesn't work nobody really wants to take that vehicle cu the doors are extremely hard to open um so that
086would be a recommendation that we would have as well and then um in January our 2008 Chevy and Paula is going to be estimated to have over 200,000 miles after talking to our transportation director this vehicle is used as our driver's ed car as well um and then we have an art teacher that uses that to travel back and forth to Wilson uh we'll move another vehicle in place of this vehicle to let that art teacher have a vehicle to drive and then at the April March board meeting we would look at making a recommendation and taking bids for another vehicle that we could put in that rotation for our driver's ed vehicle if the budget allows at that point this should give us enough time to get that equipped um for everything we need
087for driver's Zed then at the end of this year that'll put us at 17 vehicles in the fleet 2526 um we don't anticipate at this time that we're going to need a bus for 2526 6 we're going to recommend selling the O2 suburban and then the ' 06 Town Chrysler Town and Country and then recommend buying a new or use Suburban or Transit van to replace those two vehicles that's going to put us at 16 and then um talking to our transportation director we anticipate we could need a bus um 26 27 but we are going to recommend selling a couple of our Suburbans and then uh buying a new or used Suburban or Transit van to replace that two vehicle that those two vehicles um and depending that'll be depending on if the budget
088allows us if we need a new bus as well and then that'll put us at 15 vehicles um at the end of 26 and 27 I just wanted to give you guys some time to look over that and think about that as a first read moving forward and again all this is going to be if budget allows at the end of the springtime so then on the next document on there at the end of 2728 if we're able but budget wise to follow our plan that would kind of be what we would have in the district at the time for our vehicle Fleet again this is a first read so no action needs to be taken um if you guys have questions or concerns I'd love to hear them moving forward um into our next
089meeting as well do we know what we want to try to be at like transits to Suburbans to vehicles kind of had that conversation you know the more people we can get in a vehicle without having a to have a CDL driver is going to be beneficial to us so I think you know we would still like to be able to have our Transit Vans but the Suburbans are good usage too you know with the driver's ed vehicle that's something that's very important we have to have that in place moving forward as well so um we didn't really talk about the percentages of Transit Vans to Suburbans to veh to cars but that is something I could definitely look at and get back to you guys on you know because what they're showing is Suburbans
090are nine and their transing Vans are 10 yeah you know that one person is it going to make a big difference you know and is the price of the vehicle you know extreme amount right you know or if they're both the same pretty same close then you know yeah let's look at that extra yeah yeah yeah Transit and so that's why I was asking on that if if if we needed a a certain number we usually take five yeah that number usually ranges I mean you don't really know you need that one extra seat until you need it you know we talked about Transportation with our with our sixth graders to get them to be able to go together to um the Great Bend Air Show thing on that Friday and you know it's if
091you can get to the transit van number to have it and like you said the price is comparable that's the route you want to go if you can you know get to the point where you don't have to take a bus and take a Transit van but if that number is extremely lopsided then that's something you definitely got to take in consideration so and you know whoever has the state bid at that time for that year it's going to play a play a part in what the cost are going to you know costs are going to be as well so any other questions or thoughts on the transportation item number 19 the classified handbook proposed change so we'd like to this as a first read as well we're exploring the idea of looking at maybe
092giving our uh classified employees till December 31st of the following year to use up any of their vacation time from the prior year our current policy states that they have to use that up by July 31st just a really busy time for a lot of our custodial staff and our secretaries as well to try to use that time by J July 31st or they're going to have to use lose it um you know we're getting ready for school and activities and budgets and things like that if they had a little extra time to use that once school started then they could find the time to use their days and not lose them so we've kind of had a couple conversations about that um I said we're running into a few of these employees having to
093take their vacation times at the busiest time of the year right before school starts to use their previous year's vacation days um and again this is no rec no recommendation here this is just a first read as of right now so you guys have any thoughts on that questions comments I can see where that would be a big challenge when you're trying to get all that stuff done you can't bring in a substitute to cover that kind of stuff yeah and it only affects those of us that get vacation which is the all of the 12mon con 12month classified staff which would be all custodial staff and district office step um so yeah the last couple years we just could not get our vacation in in time in July and you know how the district
094office is in July and then with especially the year we moved the district office there was just no way that we could get it in and so I just felt like it should be in the handbook that we could go ahead and extend that out because by the time maybe the end of October rolls around I can try to maybe take some time off you cuz it's just crazy busy and so that cut off would just be very helpful and I have a little spreadsheet that I keep track and so I what I do is what they have as of July 1st or as of June 30th their vacation time and then July 1 they get two more weeks so that was in June needs to be used by July 31st you just can't get
095it in so that's my thought if we could just extend that out and we had some of our custodial staff run into that this year they had they got right of to the end of it and they had to use it or they were going to lose it there at the end yeah so are you it's not creating more work it's just extending how long you maintain your spreadsheet okay yeah are you opposed to us going ahead and taking action on it I'm not I just don't like to throw things at you guys without giving you information first and we haven't talked about that so I didn't want to just throw it at you without you guys thinking out thinking about it I don't have an issue I would go ahead andain a motion to
096approve motion by Alison and second by Josh to approve extending the time frame for classified employees to utilize their vacation time from the previous year any further questions or comments hearing none all those in favor say I I any opposed same sign motion passes 6 Z thank you uh donation of the boys basketball uniforms we received a donation from an anonymous Patron that looks that wishes to remain anonymous for the purchase of Home 35 uniforms in away 35 uniforms for men's basketball for Central ples the amount of Their donation be 9, 27 I believe on our document it does have a mockup of what those look like in case you're interested in that um to accept the donation for the purchase of new men's basketball uniforms for Central PL High School motion by Allison and
097a second by Josh all those in favor say I I any oppose same sign motion passes Z Item number 21 the donation of shoulder pads hey we have a high school football player that's bought his own shoulder pad pads him and his family they would like for him to wear them during football practices and games and I did we did call and get some guidance from Casa on how this needed to work because it's not technically school property for a high um impact game I guess is the best way to put it uh this would Des uh so the guidance from Casa was for him to donate the shoulder pads to the school so they would become school property um this would decreases school's liability if we allowed him to play in the contact sport
098with the equipment that was not official school property after the student graduates the coaches could give him the shoulder pads back if they wanted to at that point or they would still be school property as well so that was the guidance that we received from qua um parents wish to remain anonymous for the shoulder pad donation as well so our recommendation is to approve the donation of the set of shoulder pads um for that student to wear and the shoulder PS comply with all the they do yes ma'am they do prove to give them back I'm assuming after they don't the school does not have to because and the parents are aware that our school property and if when the kid graduates if he wishes to have them back then they can give them back
099they want them back we have to approve it like I don't see a problem but no because at that time after being used for the amount of years it would be underneath the amount that it would be worth for our board policy to have to approve it to give it they also are only good for a certain amount of time shoulder pets have to well and re um inspected so we would just not reinspect will the time period that the student is here will that cover the time Ma I move to approve the donation of one set of shoulder pads to the central PLS high school football team from an anonymous Patron second motion by Allison and second by Josh any further questions comments all those in favor say I I any oppose same sign

104they pushed it back to the mid middle of September so that's kind of where we're at with that one right now uh hollyrood location whenever our architect came in the walls that are there that split the apartments are not considered firewalls um related to what the specifications to the fire marshal the the architect that came in is having a conversation they are in talks with the fire marshal um about those walls and I have not heard anything back from those two yet that happened I believe it was last Wednesday um whenever they came down when the architect was um in the district so maintenance updates fencing is going good out here at the football field we did have Ray Roofing come in today to the district to look at our roofs um we do have
105District in service coming up September 30th and then we'll be working on standard alignments Perkins CTE pathway Kissa 2.0 at that time uh guess I did want to turn your attention to this this is something that's pretty important that could be coming down to the pipe and I want to be out in front of this rather than behind it so our high school enrollment right now that we have uh sorry 9 10 11 12 is it 106 students okay last year I believe we turned in 87 to Casa which put us at 1A 108 was the break for 2A and we're at 106 right now and with open and enrollment they don't really know how that's going to play out until count day so there is a chance you know we could be bumped up
106to 2A instead of being at 1A now here's the kicker for our baseball and softball Cooperative with Hoisington they add our enrollment with Hoisington enrollment I did talk to their superintendent today their enrollment is up and if you added both of our enrollment numbers together based off of last year's numbers it would put them at 4 A now are they have a problem with that they're supposed to be having that conversation tonight the vibe I got is that since that's a drastic um change in enrollment numbers that there is a chance that they would not be okay with that we are on the second year of the agreement when I talked to a couple of uh ads today they said if there's basically big change in enrollment that's going to boost them then that that
107two-year agreement really doesn't mean anything so we're going to be having conversations about that I did reach out to a couple other schools to see what their numbers were just if they had any baseball or softball players just for if this thing went South on us we had something for our kids um I got some information back from one School uh that that co-oped when they did have some kids at Chase talked to their superintendent a little bit about that um so just exploring some other possibilities if this does not go the way that we wanted to go um whenever I talked to our athletic director today anywhere from four to six kids baseballwise four to six kids softball wise um is kind of where we had expected to be going into this year so
108I just want to keep you up to date on that kind of where we're at numbers wise and I'll keep you guys informed on what that's going to look like when I get some feedback from from Hoisington they're doing that tonight they're talking about it tonight I don't think they're going to make any decisions because count day is not till September 20th I would venture a guess that if our enrollments added together and it still keeps us at 3A probably no problems I would guess um there but if it bumps them up to 4A that's a big jump so that could possibly I mean if if we stay the same ha negotiation for the next two years might be different because I'm afraid we're going to definitely bump it up Sir because that eighth grade
109class coming up into the freshman and right seniors graduate y so just wanted that to be on your radar nothing has been confirmed or done yet they're going to have some conversations about it tonight and then um their superintendent supposed to get back to me on that so we are in the middle of our virtual audit our open meeting for that was last week um this Wednesday is our first formal meeting with the dist our district team and our audit team for our 21 and 22 virtual audit um that we're having to do this year with four other districts in the state of Kansas and then um we're finishing up all all that we can with the EPA request for plans and mitigations here at high school um we'll turn that information into them on
110Friday um I did talk to them a little bit today and make sure that we're online with our EPA request to turn in all documentations for mitigation plans &m plan and that sort of thing moving into next week and then we have our KB conference coming up um November 15th through the 17th so have a lot of lot of irons in the fire but we're moving the right direction I think so questions comments concerns do you know you already have me down for registration to go for K Kayla sent an email just yesterday or yesterday and or today I can't I'm lost the dates today that she's going to go but but we've got rooms for all everybody CU I had emailed a while ago that I was planning to go okay which hotel I
111don't know put me down she couldn't she couldn't get the host Hotel it's booked uh it's booked but I want to say it's something downtown I don't know the name of it I'd have to check okay Allison Kayla Tamara okay so we all got rooms I got find out first that's okay the registration for the Hotel you can cancel like the day of or the day before but the conference if you decide you're going to go then you can't go there's a certain deadline or else they charge you and yeah so we'll go Allison Dalton Kayla Tamara for right now and you guys can just let us know I'll let you know tomorrow that's fine and then I'll make sure that you guys are in when she registers so I think we can register up
112to a certain day without an increase so we got time but she wanted me to just double check so but you guys all got rooms and they I mean even if we are doing playoff football um I know there's people that come in late of course yes yeah I forgot about that there's a conflict there isn't there could be yeah but there's usually people that come in afterwards okay board member reports anybody have anything um so I did went to the legislative committee um meeting that was good went to a couple listening tours went up to blit with Brendan and um a representative I can't remember his name was up there and then I went to Great Ben the next day um couple board members and um another gentleman that was running and he wasn't
113my representative and so I didn't pay a whole lot of attention but um it was good it was kind of cool the guy from wakanda some interesting facts not even this totally on legislation but um wakanda replaced all of their buses that run routes with electric buses and he said the only issue that they've really had so far is that the air the fresh air intake for the AC or the heater I don't know one was pointed down and so on the dirt roads oh it was getting clogged so he was having to deal with that but he said all the like the brakes and the lines and everything was being taken care of by local mechanics and then if they needed when they needed anything done they actually had somebody come to them to
114work on on the buses but they haven't had anything done yet but he said it was so cool because each kid has a fob that they carry and so it lets the parents know when they get a text when they're one stop away from their home and yeah so when they'll be there and he said it's an electric bus it makes a sound when it's in idle mode and said so right now it sounds like an ice cream truck but he's having having the band play the School fight song and then he's going to upload upload Lo that onto the bus I was like that is so cool and he said actually the aisles are a little wider and it has Wi-Fi so the kids can work on their homework or whatever on the way
115home and he said that it has a 60 M radius so the drivers go run their route and then they return and usually he said it takes about 2/3 of a battery so when they get back they just plug it in and then by the time they go run their afternoon route it's fully charged and I said okay so what about activities he's like oh no he said we have diesel for all of our activities and so they have a diesel backup for all of their electric buses but they got a grant to replace all the route buses is this their first year with it yeah okay so cuz that's when I was talking to somebody else they're like yeah so how much does it cost to replace the batteries I didn't ask him that
116so I was like that's kind of cool what school is that wak interesting that would be interesting how it does in the winter with he said they didn't um because that was one concern um like the extreme temperatures he said it did suck a little more more power a little more power but they were still okay yeah um one of the other issues that came up it did come up a little bit um during the legislative committee too but then we also talked a little bit about it in beloy um was like a state cell phone policy uh and I know that they're having a committee get together to just look at overall electronic usage by students and everything else and so the legislative committee the policy is to leave it up to local boards
117is KB's you know official stance on that um but heing some different school districts that have implemented policies over the last couple years um have really had some positive feedback and kind of some unintended effects that they didn't even really expect like one of them said yeah you know what I really noticed I'm writing a lot less bathroom passes I was like yeah cuz kids aren't going to the bathroom to check who's texting them like oh oh and someone else said yeah like there was a lot less um decreased Hurtin or decreased um absenteeism and I thought that you know since that was kind of one of the things that we T talked about was chronic absenteeism anyway it's just U Brendan actually said to when we were talking to the representative um because the
118representative was leaning a little more towards making a Statewide policy and BR was like hey hey hey what about just like dangling the carrot what about you offering to buy the bags you know you buy the bags for all of us so that we don't have to pay $30 for every student to buy these bags and I think it was wakanda that also um like some school districts you know every school district does it a little bit a little bit different um some of them let them let their students have them back during passing periods or and Wanda said nope they don't let them have them even during passing periods and stuff because during passing periods and lunch was actually when more cyber bulying was occurring so they're like no you can have them back
119when you go home when you're not seeing all the other teens and it's not not Forefront in your mind you know to do all the cybering so I thought that was kind of interesting they did a lot of um like preventative stuff or upfront um prior to even their electric buses and also before implementing their cell phone policy because like they were talking to parents and you know putting out all a information and they went ahead and had said Hey cuz I know your parents are going to say but I want to be able to get a hold of my kid so they have text the email so the parents can text to email to their kids's um computer school email so they can still get a hold of them and that doesn't disrupt you
120know their classroom stuff so that was how they kind of got in front of that um and then for their electronic presses they had them at like their conferences and stuff and were given rides around town but he had a lot of good stuff I was like oh that was cool did a lot of things here so I mean even it was really good not just for the legislative stuff but even to hear what other districts were doing um another thing we talked about was the 4 day a week thing and how it's losing a little bit of its recruitment because a lot of districts are starting to do it so it's not quite as enticing when there's more and more districts doing it to be able to do it um and there's still not
121solid evidence that it's the best thing to do for kids um one of the things that I heard somebody say Dr Watson said okay so is a football team only going to practice four days a week and if we're practicing Athletics 5 days a week we need to be educating kids 5 days a week I was just like okay yeah it got me I've never been a huge fan but I know it's a Hot Topic so um one of the other things they've talked about is free and reduce lunches um because one of the things uh that is a Hot Topic too is trying to move towards um free launches for everybody but that changes um you're at risk funding and so they've talked about using like the census indicators but but that's actually one
122of our legislative things so I mean that's just a topic that's out [Music] there I think that was the main thing um from all that that kind of spurred on a thought that I had that I just kind of wanted to bring to the board um so I know know some of the boards in the area have like bonly meetings not is that what I want to say two meetings a month um biweekly biweekly thank you I'm like that's not right um and I know an additional meeting is not by anybody necessarily want so I don't know if it's something we do every month or not or if it's even something we do but but I know some people um other boards have talked about trying to increase communication with teachers and um I know
123increasing communication with all stakeholders is a way to build trust and it's been a topic um for our board for years um just open honest communication with everybody I mean teach teachers all stakeholders uh one thing I had considered calling it was like opportunities for growth so you know whether it be a teacher bringing a thought to us or a group of teachers or us going to businesses and you know seeing how we could kind of increase our CTE Pathways or whether it just be a work session for us discussing some of our facility needs or whatever but all of that is opportunities for growth so wanted to see kind of what everybody else thought of having like a working lunch just a work session so there wouldn't necessarily be any official action ever taken
124but just work session every other month [Music] or I I think that's a good idea especially for our buildings are [Music] 34 we have a regular meeting two weeks later the only thing we had on the agenda was staff presentations or student presentations M so if something was happening in a classroom that teacher would come with her kiddos and did a demonstration or whatever and and there was no action taken yeah and maybe not we did it every month but for a while there we did kind of got the kiddos involved too yeah well that's another thing that's on like our is it Kissa or Civic [Music] engagement you probably remember the time when I don't know if you all know when Taylor S did her presentation with his little robots and the kids had
125the robots and they did the thing that might have been at a regular meeting that was at a regular meeting yeah that was over in the Hollywood cafeteria that's right but yeah having like a working lunch I mean you could move it and may could go the ability to have it at the different buildings and hear from the different teachers and students kind of meet them where they are a little bit I'm kind of heing that everybody kind of likes the idea okay maybe like was the WR word is it something that we want to schedule like three times throughout the year to do a working lunch in each School building I think it's a good start yeah you want to schedule it in advance or do you want to wait and I mean kind
126of depends on what's going on can you guys let me look at a calendar and talk to our principles a little bit and then I can come back and shoot you some dates at the next board meeting yeah I mean you don't want to schedule one and then they don't have anything Friday okay working lunch let call it working lunch are you guys okay with that okay I think that's all I mean a work session if you I me even on agenda you just got a work session okay so any sorry I'm good okay open Agenda items okay items for next month's agenda so we'll have the KB allc updates should have some Hall of Fame review I'm hopeful that we'll have some of the auditing reports not only from our normal audit but also
127maybe some from our virtual audit as well hoping to have some of that at that time to give you guys some feedback on what that looks like Adams Brown will be here this Thursday to audit internally audit so hopefully they'll be finalized and ready to go then she can come and do a presentation at the October meeting on the open Agenda i' like to curriculum for the two elementaries I don't know anything about curriculum how it works but is there reason we shouldn't have them on the same so the teachers can always talk back and forth if they have questions or anything you know normally when you're trying to to align those vertically you know in the buildings and horizontally that's best practice to do and that's something yeah that's something that we're working towards
128they're working towards having a math committee and I think they're actually unpacking the new language art standards so we're going over to what son on September 30th hope I told you the right date September 30th our fifth grade and downs all going over to Wilson for the professional development that day and they're having they're uh unpacking the language art standards the new language art standards and also talking about some of the math curriculum as well at that time um talked to one of the um businesses there that's uh coming in and going to cater lunch for us that day so I'm really excited about them coming in to do that so if you guys are around and want to come eat lunch with us and the teachers on that afternoon they're doing a pasta bar
129for all of us so be some good food up there that day so yeah I I don't D did I answer your question yeah I would just curious I said I don't know anything about how it works but that' be best if everybody's on the same page yep would be and then we'll probably have the transfer on the next month too y we have on there the final handbook approval but we just did that but I believe that there's going to be a u there might be one change in the faculty handbook facy handbook we'll still bring it principles are discussing as well so okay I would entertain a motion to adj motion byis second M all those in favor say I I any oppose same sign motion passes 60
