001obtain it easier uh the student may not even know that they're taking an oord or how dangerous it may be a presenter at our school nurse conference over the summer um was speaking about a student at shaie Mission who used Snapchat to obtain what he thought was peret but it ended up being laced with fent now he split the pill in half with his friend and unfortunately the half that his student took was legal the lockon does not take the place of eem emergency medical Services therefore calling on11 will still be the first line of action um even though our EMS can potentially get to our schools quickly it can take minutes for a f fatality to occur if we can provide them the lock at the school it may increase the chance for a

002more positive outcome if approved training on how to use Naran and what to do after the lockone or Naran is in this will need to be completed and there will need to be a discussion on where it should be stored for example since we're going to be pulling the ad machine anyways maybe keeping it with the a machine monthly checks will need to be made to make sure that the medication isn't expired or tampered with and the state of Canada allows pharmacists to dispense emergency op antagonist like the loone without a prescription and there are programs out there and organizations where you can get it for fre even though we currently do not have an opio crisis in our district or Community I still feel like we need to be proactive in prevention it is

003like having an a we have one in each School building and we hope we never to use it but it is there if we do why not have no for the same reason it only takes one kill one time to potentially life consequences thank you question I like that you pointed out that it's not not harmful even if it's not an avoid that's very reassuring and you are protected under the Good Samaritan law if you administer it I don't think any harm would ever come from doing that but you are legally protected if you do administer it and it's just a nasal spren just put one little poof in the nose and that's all you do sometimes if they've had a large quantity of it you may you know you would wait a period of

004time and then you may have to readminister and it comes in a box of two so Deca has Deca is a drug and alcohol program out of Lawrence and they have Brant money and every count can have it free pretty much unless they run out of the funds they said some larger counties like SED and whatever maybe not have it free at this point but um we just order it the nurses order it and it comes fairly quickly and you can order I mean I would say you know you think about grade school kids do they really need it yes they do because we don't know what they got into before they came to school anymore so um you know at least one in every building it a life of about two to four years

005so it does stay you know happen quite quite a while um it just needs to be kept at Ro temperature shouldn't be out like on the football field get really hot or freeze in somebody's car that's the biggest thing is you know where you people have access I like the IDE the I'm with Amber I think is we would feel horrible if we didn't have it and somebody needed it but if you pull it it opens alarm sound so know and that's why I think Che on it system a che che you can buy it over the counter now it's about $45 for a box of two so I don't know how long that W be able to provide it but at least for the next two three years we definitely be covered and then

006it just depend on funding but it's not horribly expensive we it's pretty cheap like I said like there's little to no side effects you mostly see like the withdrawal side effects agitation confusion and that kind of thing um and they said you more than likely see those with the people who are like using it a lot but not that will actually come out we had them come to O us today for their in service and they just met with the whole staff and they talk to them about the need for it and how to use it because you know everybody has to be trained the nurse might not be there when the time comes and uh she was it was about an hour presentation I thought it was really helpful so that's something you might

007consider doing thank you very much so that is listed as one recommend so just so you know that um the next policy ja Student Activities uh this policy was drafted to reflected changes to state law regarding participation in Student Activities and Athletics by H School of part-time students the house substitute for C Bill 113 KK disposal of District property has been revised new title this policy was amended to reflect the new procedures required prior to the sell of District buildings ultimately giving the state the right of first refusal to purchase said building again this is due to the house substitute bill for Senate Bill 113 kayen complaints this policy was updated to clarify the role of the fial officer with the initial termin determination in the formal complaint has been appealed this is also required

008to pass again along with uh the bill we just talked about which is JG fga administration of emergency op antagonist there is a form incident report that I also recommend that we approve it also I think it's in yeah it's in your packet the last one all policies are recommended except for GB QA any questions it's gbcc so is that the form oh this we waiting never mind JBC I move to approve the policies AG g a a f g a o a g a r i i CC JBC JF J gfg K JH KK k n as well as the form for jgf g a as second motion by Allison and a second by Brad any further questions or discussions okay all those in favor say I I I any oppose same sign motion

009passes 60 also question okay I move to hold a hearing on policy jbcc enrollment of non-resident students on Monday November 13th at 6 pm at the district office motion by Allison a second by Josh uh just to clarify I asked Mr before the meeting started if that was when we like said the numbers on how many class SI could be and he said no that that would be like in April of each year because that way it allows for it to be kind of a fluid we don't know enrollment Spike or decrease or at Central planes they'll entry two sections one section that keeps changing every year so you're maum are going to change when you have two sections or one section okay so there is a motion on the floor to have a hearing

010prior to the next board meeting and it's second by Josh any further questions okay all those in favor say I any oppos same sign motion passes 60 the security proposal so you see a security proposal from Ina alert uh for Central PLS Elementary School in Hol Ro and also access control the total cost 38,500 I will tell you that's the number I used when I applied to the safe and secure Grant we received $736 on the safe and secure Grant we currently have a $21,000 credit with Ina alert do to not finish it the last job so uh that after you apply the credit and the safe and secure Grant there's a remaining of $8,990 to pay from Capital outlet for this project and just a reminder for everybody that safe and secure Grant is

011like a 5050 Grant anyway or matching matching Grant that's yeah so we would have to pay the amount that the grant is anyway in order to receive the whole approve the B is that uh saving secure Grant calculated based on student counts yes so what they do they take the number of people who apply for the safe and secure Grant they take the enrollment of each of those schools they take total enrollment divided into the total amount that the legislature approved and they come up with a per student amount and then you receive the per student amount I mean what you ask for I know they tell you go ahead and ask but what you ask for is really irrelevant at the end of the day because you're going to get the grant as based

012on your student count I think between the Grant and the credit that sounds like a very good expenditure we would hope to be able to continue till we have all of our attend centers this way the high school there do they have the key cards now correct for the to get in and for has that been a pretty positive or do you know well I think so um we still have if we did move and also people have to buzz in and talk to you we did Mo that to the outside doors and not the inside doors which we will do that so secure that way also there'll be every door will have an alert if that's propped open but so long there'll be an alert that tells you the door has been propped open

013they know when they install all that I would guess that if it's approved they'll probably done the sub there is we got a little bit of manufactur discount I if you saw that that's about $1,000 1,400 so the cost also do we have these on the shop buildings too or is it so what you do also the passing periods of the high school I think they all open up P lock back down can schedu doors and second by Alison any further questions or discussion have they told us that they would keep an upkeep on it or they would come by once a year I mean I'm sure there's a charge on there but there's no there's no service agreement at this time with this equipment um I will tell you it probably takes a little

014while to get everything looking correctly just because the doors and stuff right I think we have everything working at the high school as far as security doors don't we to we working okay with did have some issues with magnets and they came which that's also in security quick response you can lock everything down would be as far as service any other questions all those in favor of approving the security proposal by Ina alert for Central plans Elementary say I any oppose same sign motion passes 6 the HB proposal we listened last month uh innovative solutions have completed 100% plans they're in your pcket along with the bid process and that has all been sent to the Esser and is in our file and should be reviewed sometime this month or this week not this month

015hopefully hopefully this week with either way the board could approve to send out for bids because you're not obligated to tell you accept bid by time the bids come back Ezra should be a full per I would entertain a motion to approve to take bids for the h system at C Junior Senior High School motion by Chad second by Josh any questions comments okay all those in favor say I any oppos same sign motion passes 60 now the board p position district report on it I've tried to I've got a request into the Kansas legislative research group to send me the populations and and map with the population by section block so that I can figure that out not smart enough to do it on the census.gov website so it's there I've used it uh

016legislative research in the past and work really well because I get a nice M look at the numbers okay so I should have that next month and a we have to pass a resolution and I'll try to get that to you before the board meeting so you can all have a chance look at little prepared okay a Hall of Fame selection we had five people nominated Alice per and Beth kic Ron Major Jim Ryan and I think Chad and I are both in agreement we would recommend all of them into the there's usually a ceremony during the basketball season and imagine simar this year do just a ceremony I thinking about doing a possible concert or some type of other activity okay be on when we get the plaques stuff so I would recomend I

017make motion to accept the five nominations as presented packet second by CH do you have any questions or any comments all of them serve the district for a significant length of time and were well loved by all the students and administration and staff that they were for leave it to the ceremony for the rest of [Music] okay so all those in favor say I I I any oppos same sign motion passes 60 donation of basketball uniforms we have a donation for 5,616 for uh withness basketball uniforms in C Plains High School that we approve that donation second a motion by Josh and it's second by Allison all those in favor say I I any oppose same sign motion passes 6 you very much for that very generous donation superintendent sear I determine uh what the

018board would like to do as far as uh superintendent search I put down ksab does offer services to do that um if the board does approve them there's like to start with a about a one hour meeting with the board sometime this month probably would meet the staff and put out a commity survey then probably put it open that up in no the Goa I think it would be good if we have to go down this road to open any andot possible so you to go ahead and move forward with it are there there are dates there for a possible special meeting of the 10th 11th 16 17th and 18th yeah the only one I'm already 1 18 I mean I gu whatever they decide she nobody lik AER not you that wasn't him that's

019so I would make a motion to contract with kasb to help us conduct our superintend motion by Allison is second by Josh all those in favor say I anyos same sign sounds like the 18th is most agreed upon I can't but that's okay about one hour said about 1 hour I have to hold a special meeting uh on October 18th at what 6: p.m. to meet with u kasb to start the superintendent search process second by Josh all those in favor say oh yeah at the district office I said that you you did sorry sorry about that I session discussed personel the topic of substitutes supplemental position certified staff protect the privacy of an individual be discussed and return to open session 650 with the superintendent FL and John Sherman second by Chad all those

020in favor say I I any oppose same sign motion passes okay I mooved to approve the okay now we're back in Open Session I move to approve the resignation of Bobby Crow is the accounts payable secretary effective February 1 2024 motion by Allison and second by Josh all those favor say I I I any oppos same sign motion passes 60 I move to approve Deb Kimble and Barbara Musgrove as substitute teachers at Central Plains Elementary School Moon the second by Josh all those in favor say I I any oppos same sign motion passes 60 I move to approve Amanda angam as part-time preschool teacher for the remainder of the clear motion by Allison second by Josh all those in favor say I I any oppos same sign motion passes 60 any board member reports administrative

021reports our activities account snatch the bank statement um our book fair made over $4,800 which is I think the largest we've ever made and also we'll have over $2,000 of Scholastic dollars to purchase books for the library so another great turnout um fire prevention week this week and you can see we're visiting the various fire stations through I think we had one last week and two this week launch learn our September 25th in service two people came up from the Cosmosphere and that made a huge difference in getting staff to to um start scheduling some programs in our building it just gave them a better idea of what what they would offer and so we already will have the K through six classes are going to have scheduled some Outreach programs I had it wrong

022the rocket Outreach will be kindergarten 1 Fifth and six the third and fourth is going to do a robot Outreach so they'll come to us and do like an hour and a half of type of workshop training with them and then we'll have our stem night um this next Monday the 16th again the cosmos Fair will come out um two of the programs we well they will present and then the other four the staff will run those um the living in space one even though it's a come and go the living in space when and I'll get this out to appearance to um their schedule time because they last that one lasts about 45 minutes so if you want to see it one will start at 5:45 and then we'll open it back up and

023they'll be in the second session at 6:45 so the rest of the stuff is kind of a come and go try some different things um with the kids um the reading goal we have now achieved the reading goal the kids voted to have a spirit week so we'll have that next week um our I class from the high school is going to come and work with our k32 students this Wednesday um Club invention the 24 students that have signed up and there's still some on the waiting list I wish we could get them all in but we'll start Club invention this Wednesday end of the first nine weeks is already Friday crazy it's gone that fast um again some of these things are kind of repeating so kind of skip through them the 19th kindergarten

024we go to the CL Center and the H Legion and present our program to our friends there on the 20th we have no school but we'll have a teacher in service my K through6 teachers will go up to Wilson for a half day training with the Wilson Staff um on our mtss and fast Bridge kind of our reading piece um and then um in the afternoons staff will get to work in their rooms conferences for parents are ready on the 23rd from 128 um that morning I'll be meeting with the staff a little bit um to go over and talk about the Kissa um process that is going into place even though they're still trying to figure out what it's going to look like over the next six years um there's still some things we

025can be looking at looking at our data and kind of determining what our goals are going to be and then you can see we have fall parties here at the end of the month any questions was there any change on Count Day from the original enrollment well yeah we did lose two families like right the week before we lost about seven right there um but we picked up some too with some of our 5-year-olds that are in the preschool program and Al my FTE I believe was up two from last year your head counts what 224 yeah her head count which got to remember preschoolers count as a one person but they don't count as FTE funding she has 224 kids that go through her building thank you bank statements reconciliation reports on that we

028will attend the Asda career explo Fairgrounds believe the last time I saw there was students signed up it's a two really well organized gives a lot of information a lot of opportunities to see different schools careers people who hire kids out of high school apprenti ships things like that uh then the old school play would be November 9th and 10th or 11th depending on how the football team does and'll start at uh Wilson Elementary uh this past month we've had school pictures uh we also had the fire marshal inspections there we have also had Dental inspections for our kids the third fourth and fifth grades have attended the Fort Hayes reading workshop this past month the fifth graders are attending star base in Salina we also had spirit week we had construction day on Wednesday

029where we did Community Service uh they also had Jam day and purple day that week uh this past week was anti-b week where we did kindness week and on Thursday we did thankful Thursday where uh the kids wrote thank you notes we will be having hearing checks this month Grandparents Day is scheduled for the 19th we do have a teacher in service on the 20th in Wilson the morning um again we're doing mtss and uh fast Bridge with the staff the afternoon that'll be a work day for parent teacher conferences then on the 23rd on Monday we're going to do a data review at 10 o'clock and then the parent teacher conferences will be from 12 to 8 on the 23rd coming up was the head count for 80 head count um like Side Learning

03015 which it that's up um I think uh graduation allance like 621 that's what I saw uh B head count doesn't don't get funded on those kids you get funded through uh credits earned on 20-year-old older I will tell you that FTE does help more for State just clicked off by the rep I'll go right back to it um we attended the Kissa peer review at Smokey Hill this past week for our our district leadership team which is Administration and two staff members from each building um we'll start reviewing student data to set our goals we have a ksde person come out and do a a a check in and then we do a peer review at the end of this year accreditation it looks like it's going to become an annual process I say

031it appears because it states to telling us that this is what they think that they're going to do they're working it as we speak even though we're in the middle it kind of they're still developing it so we believe that's going to be an annual process for accreditation s of a fiveyear process like we just finished um I will be presenting tomorrow at the special committee on education the topic of school closure and disorganization um I've already presented the enrollments um we should be re receiving our funds the next couple weeks from the P Family Foundation again we received the grant for lens for our yearbook staff and also uh financial support for staff to get fully licensed through uh their degree work that should be coming in shortly we also we still have tax

032credits available through December the 30th of 2023 um continue to look for Grants to help support daycare also project um also each of you should have received an email on this delegate assembly that's coming up at the ksv conference in November along with our voting delegate all of you should have seen the legislative positions uh from KP that should have been sent out in an email this week any questions where we at on the daycare tax what what number we at now uh we're right at 150,000 uh setting there we have about just under a 100,000 tax credits available to be to the contribution which is 70% uh for any contribution you get 70% of Kansas state tax here get that rate Ned up in Kansas state tax credit for that probably be trying to

033get those completed because we'll we'll lose them if they're not done by December the 20 now we can ask for more to um trying to decide which way to go we're still working uh with abcc which is advancing Barton County child care they're working on grants trying to determine size and how to manage daycare here in this project so we'll work together to try to my biggest goal is to try to have I'd like to have something which is it's getting close here now to have something opened up by in the my time school starts next year would be deal but I'm concerned now the time what did you say again Toby was the total head count what's the number or dollars dollar depending on if you're looking at some type of uh remodel of

034a current structure if you can find a current structure we're probably going to get real close to that if there is a current structure we can remodel develop I will tell you taking a house is counterproductive when you try when you're short on housing taking a house out of commission day care in so if you had another building we looked at some type of uh unit that could be moved in which would be the quickest the company that we've been using the hands Foundation they have they're going to retire here the next two months so I'm not sure that's um and then the center they're looking at centers you know through the grant that they wrote originally for 59 slots which I think I'm not sure 59 is the right number for us but I

035will tell you I mean they say to cash flow you about you be 9 slots but you're only half full you don't cash flow anyway so uh we really need to work on that talk with that that group thatl see that maybe see who's that through that is through the uhy economic development and I went to the county and asked for them to match the funds and they said theyd only match the uh Economic Development they wouldn't uh they would not match an individual ual entity because the economic development helps the whole County and so I didn't I was unsuccessful that request so open Agenda items I didn't know if there was on the board meeting location talked about how the elevator out here I know was not functioning for just a short time because

036they had taken the seat out to the I know it's back in operational now I just might remind the board that on in J at January's meeting is where when you pass the resolution for the day time place location you know you said that in January for the year um so you that will give you guys time to think about when we get ready to pass that resolution you want to continue with it here or move it to another location um you can move it on a monthly basis too based on the crowd or the number of people that you anticipate coming like we've done in the past but we do that do the resolution election of officers in January yeah very good point Thank youan so I would say for the time being we're

037going to stick as per the resolution but something to keep in the back of your minds if we need to discuss further in January I guess I would just remind people too that elections are coming up so make sure you're doing your civic duty and voting November yeah it'll be before our next before your next meeting don't be the clo I didn't say it that said a lot okay items for next month's agenda we'll have the hearing for the board policy we will have the special meeting before then so information on the super sech a Adam Brown probably have something school board districts might be on also that'll be right after State Convention right we have more information on H proposal not sure how quick well we should have should be by the end and

038then also I don't I'm not sure about the bids I've got a by the open anticipate by [Music] December yeah and we don't need to but several of us will be attending the KBC convention again okay I would end rain the motion to adjourn second all those in favor say I any oppose same sign motion passes six thank you everybody this
