I call this meeting to order. If everyone could please rise for a pledge of allegiance and a moment of silent meditation. >> I pledge allegiance to the flag of the of the States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> May be seated. Um just a reminder here, uh all or a portion of the meeting may be live streamed, recorded, and posted on the district's YouTube channel for the purpose of public broadcast and according to board policy. The district disclaims any responsibility or liability for any defamatory or slanderous statements expressed by any member of the public. Any unauthorized recording or rebroadcasting of any video, audio, and or still image of this meeting is strictly forbidden without the written permission of the

board or superintendent. We have four five individuals signed up for public comment. Our public comment period works as follows. If you could stand up, come to the podium, state your [clears throat] name and your address for the record, you'll have 3 minutes. I'll have you on a timer. At 3 minutes, I'll ask you to to wrap up your remarks. So, first we have Gail Fetterhoff. >> Hi, my name is Gail Fetterhoff. We live at 1033 Smith Road, Punxsutawney. I rewatched last Thursday night's board meeting before deciding to speak here tonight. When Mrs. Robertson was asked what the cost is once in paying the ESS company versus district employees, her response was, "It's not that much." My thought process is make these cafeteria, custodian, cleaning, and aide positions full-time. The cost to do this is not

that much, which is very opinionated. But, why don't we try that first? Or open the contract and raise these wages so that the wages are competitive to attract interest in working for the school district. 25 plus years ago, when I was hired, people wanted to work here. Taking a part-time position until full-time one opened up. Sadly, it's not that way anymore. Why is that? Full-time positions aren't offered that often anymore. People need enough money to live on, not just get by. As for the front line being taken over by the company, how will that look? How will that work? We have support staff for support staff. Mrs. Slaninger subs almost every day. Will that still be an option for her? I just don't think we're doing enough to keep people we have in these positions.

It is no longer an an economy where people can just go to work for a couple hours just to get out of the house. People need a job that they can that they can be sustained on. People need full-time jobs. We would need less people if we had full-time personnel in these positions. Two people would do the job. Or one person would do the job of two now. Dr. Kay said we would use the company in emergency situations. What does that look like? How many part-time people or full-time people would have to be off for it to be considered an emergency? The people in these positions know our students and care about them. They are friendly faces to these kids. And somebody from a temp service doesn't have the connection to the school or to

the students some as someone that works there day in and day out. My hope is you will take all of these things into consideration before voting to outsource these positions. Thank you. >> Thank you for your comments, Mrs. Federici. Uh next we have Michael Weaver. >> Good evening. Um I'd like to first uh publicly apologize [clears throat] to uh Dr. Smelko. Um I uh on February the 6th, I made a mistake after the game uh and uh it was uh >> [clears throat] >> tough for me to uh It's an intense moment after a game and I said uh something I shouldn't have said and I I I apologized to her uh real close um to the time that I did it um after I talked to my kids for a few minutes in the

locker room uh privately, but I think as a as a as the head basketball coach and even just a man I think it's the the best way to do things is to also do it in front of witnesses. So, I um just want to uh apologize to you. >> Thank you. >> Okay? Um and I'm very very regretful for what what happened. Um I just wanted to talk a little bit about >> [clears throat] >> uh my coaching. Um I just want you guys to know that um I love my job. I love being the head coach here. Um I um think it's really important to um love your players and I know I said to sometimes early on in the season, I told my players, I said, you know, there's a coaches coaches day

days cuz coaching has changed a lot. And there's a player's coach. And I'm more of a player's coach. And I explained what I meant by that to my players. And so, um I'm very dedicated and passionate about coaching. Maybe sometimes too passionate. Um something I have to work on. Okay? And I I think that um >> [clears throat] >> my goal always is to um look out for my players, my coaches, and our program. And I think that's really important to do. And my goal every year uh when I coach, whether it's at the head varsity level or an elementary program, is to really pull out from the players um the hidden um opportunities they have that most people don't see and they don't even see or their parents don't see. And as a coach,

I try to do that. And so they can maximize their performance and also believe in themselves, which is really important as part of a coach, is to make sure your kids believe in themselves. And um I put [clears throat] my heart and soul into this program. I brought my my folder. This This was my workload for 7 months. Every practice, every open gym, um working on the marketing to make a better image of the basketball program, um >> [clears throat] >> trying to get the community involved a little more early on. And so, um >> Coach, you're over 3 minutes. So, if you can finish up your presentation. >> Okay. Um anyways, I know that it there's been communications about the community and the basketball program in Carmel oil and divided. I guess tonight I'm

looking around and I don't see the people that think that um to come here with solutions. I just want to tell you guys to finish up a good coach can [clears throat] change a game. But a great coach can change a life. And I'm about the kids. And I'm about my kids and I love my players. Not just my varsity players, but the players from the elementary up. >> [clears throat] >> Okay, I'm going to stop you there. Thank you for your comments. Thank you. >> Thank you. Thank you. >> Wait a minute. >> It makes me angry. That's what I It's just my two cents. It just makes me angry. In this day and age. >> What about >> Oops. >> I don't recognize him. Yeah. I'm just trying to feel. >> He got

his suspension. >> It just seems so strange. >> [clears throat] >> All right, we're going to move on to our next speaker, Bill Vassallo. >> Hi, my name is Bill Vassallo, 517 West Mahoning Street, Punxsutawney. >> [clears throat] >> I've I've served as a volunteer basketball coach uh for the past four years. In the next 3 minutes, I will try to give a different perspective on what a few people have been working to do in the last several months by calling board members and administrators to paint a narrative Excuse me, of Coach Weaver and the both boys coaching staff. The incident occurred with Coach Weaver late in the season is one that he and everyone wishes had never occurred. It was wrong >> [clears throat] >> and he admitted, excuse me, and he has he

has been reprimanded for his his actions. Is it fitting to terminate his position? That's what we're here for tonight. It's my belief that there are other factions at the heart of the decision. Our one loss record was not what any of the coaches or players wanted, but I felt we worked hard to make the correct decisions in preparing our team for every game. Granted, we missed a few opportunities to win a few more games. By mid-season, it was apparent that we were swimming an uphill uphill against a small current of parents working to undermine the coaches. Phone calls and letters to board members and administrators accusing us of things that that they believed were unfair. Much of this, I believe, was nothing more than about playing time or players' performances that led to a coordinated

effort to shift the blame to Coach Weaver. An effort to get Coach Weaver fired was being carried out behind his back. I commend those parents >> [clears throat] >> that stayed supportive and refused to indulge in the stone throwing. Some of the verbal rhetoric even led to the spouse of a coach being targeted verbally. I've never seen a more orchestrated, disturbing series of events in all my my coaching, AD, and teaching experiences. Some Some publicly stated they wanted to get him They were They were out to get him fired. I'm here to say Coach Weaver never never abused the player as he's been accused. It's difficult being the head coach, and it's very difficult being a first-year head coach. I've experienced that. I had 5 years of JV coaching experience and thought I was ready,

and I wasn't. But I survived it because I had support of a lot of people. I agreed to volunteer again this year as to help a former player pursue his dream of being a head coach and making this season better for him and the players. That's all I wanted. Not all this. I'm I'm shocked by the behavior of a few people in the stands. But I'm pleased to tell you I was proud of the manner in which our players represented our school and community. There were a lot of things coach Weaver did that were positive that nobody told you about. You know, he he took the team out for breakfast, did a lot of things. Gatorade was always in the locker room for the kids after practice and game. And he he paid for all

that. The head coach must make many tough decisions in the course of a season, and not all will end up being correct, and not all are going to please everybody, the players or parents. Mike had the best interest of the kids and and the team in in mind. All of us have weaknesses and flaws that we continue to try to improve upon. >> Coach, I have a question. >> Okay, I'll finish up. The question is at hand is terminating the coach warranted in the best interest of the basketball program. I do not believe it is. In conclusion, improvements need to be made by everyone that had a role in causing us to be at this crossroads tonight. Thank you. >> Thank you. >> Okay, next we have Heather Weaver. >> Hello, good morning. Heather Weaver.

Rock Mountain Athletic Complex CPA. Um thank you so much for the opportunity to speak. Um I hope all of you received and were able to read the email sent over the weekend on my husband's behalf for me. Thank you for returning our calls and for following up. That meant so much. We were just scrambling to get a hold of you guys. Um we appreciate your efforts and your time. I'm here tonight to try to convince you that my husband, our current varsity head coach, I'm trying to convince you that he's worth it. >> Okay. >> I wouldn't be standing here. I have standards, okay? I wouldn't be standing here if I didn't believe that. He is worth it. He is worth keeping here at Punxsy. He is worth your vote. Mike and I have been

involved in sports for most of our lives, playing and coaching. In all of those years, it is rare to be around or find a coach like Mike. Let's just get the first quality out of the way, passion. I look at passion as an asset in a coach. I've seen I've been around coaches that don't have that. I doubt you'll find many successful coaches who are dispassionate in their approach to the game. He's passionate because, number one, he cares about these kids, like he said. He especially cares about everyone doing their best for the game, for their school, and for themselves, because that's what he does. That's how he That's what he gives. That's how he lives his life. That is an example that kids need to have today. He is a good example in many,

many things. Um and you know, if you're going to do something, then you do it with all your heart, or there's no point in doing it. If you're not demanding in a constructive manner, you won't get all there is to get out of your players. I can promise you at the foremost of all that he does relating to this job, he puts the players first. He cares about them very much and in a personal manner. If he doesn't get to stay on here, you will have a hard time finding anyone as committed, as dedicated, focused, compassionate, caring, organized, very hard working, very determined, and he's very generous. You'll find someone, but it won't be Mike. And that is a grievous loss to this future of Punxsy basketball. I understand the concern that was raised. He

has apologized and regrets it, and I feel that the discipline he received was appropriate. To be sure, it was painful because I witnessed that. I feel that going beyond that discipline is excessive and unnecessary. I am asking, in your discretion as the board, to think about all of the good qualities that Mike brings to the table, all of the qualities that he has to offer these kids, and compare it to a few unfortunately on his part misspoken and untimely words. We are asking and hoping for grace and mercy as we all need that sometimes. Mike truly desires to coach this team, and he will do better in all aspects moving forward. No matter the outcome tonight, we'll be okay. Mike will be okay. We know who holds us in his hand, and he always has

a perfect plan for us even when we don't completely understand. So, thank you for your time. >> [snorts] >> Thank you. Thank you. >> [clears throat] >> Okay. Uh Michael Gelotti. >> Good evening, members of the board, Dr. Kriebel, parents, students, Punxsutawney community. My name is Mike Gelotti, and I'm at Box 123, Walston, PA. And uh I'm speaking tonight to ask you to retain Coach Weaver. I'm aware of an incident regarding Coach Weaver and his comments heard by administration. Now, I do not condone unprofessional behavior. However, I believe a moment of high stakes and passion for one single incident should not outweigh his dedication to our student athletes, to the parents, to the coaches, administration, and fans. This is his first year. Everybody said it's a first year, right? He is, as we know when

we hired him, highly competitive. He's structured, he's passionate, and he's a winner. Coming from a background of high-level sports and educational excellence. That competitiveness is driving him to expect the best for our students, athletes, coaches, team, school, administration, parents, and fans. While he needs to channel that intensity more appropriately when talking about administration, Coach Weaver's passion and dedication comes from a place of protection. >> [clears throat] >> He's protecting his students, athletes, coaches, his team, his school, his administration, parents, and his fans. And he does all this cuz he's wanting all of us to have a fair, high-quality experience. Since Coach Weaver took over, I've seen it, I'm sure you guys seen it. You've seen improved player discipline, competitive games, player development, character development, better attendance, spectator enthusiasm, spectator support through thick and thin. We

know reacting to a reaction doesn't always bring out a positive result. So, let's not ruin the promising program by creating instability in year one. That's what I would ask. There's passion, there's enthusiasm, there's support, there's excitement, and the sky's the limit with Coach Weaver. I ask the board to allow Coach Weaver to learn from this incident, grow as a mentor, which he is a very good one, blend with the administration, and continue building a winning culture here, along with an academic culture here. And I also ask everyone here to do what Coach Weaver has shown and demonstrated. Number one, to do what is right number two to do everything to the best of our ability and number three show people we care. Thank you for listening. >> Thank you. >> Okay, we are going to

move on Susan has done the roll call. I just want to apologize to everyone for our late start. We had an executive session tonight from 5:30 to about 6:22. So again my apologies. I know there was a lot of people out there waiting. Um student board report. We heard on Thursday from Bo Thomas about what's going on at the school. Presentations will call on Dr. Smelko. You have some students here that you'd like to present. >> Yes. Thank you for having me back again for a second night for the meeting. Last week we had to put a small postpone on our music students being able to attend because I think all of you yes were in Matilda and [snorts] before we get into the recognition I'd like to take a moment and commend Mrs. Neffert

and the entire student body. They put on a absolutely phenomenal performance on Friday, Saturday, and Sunday. I know many of you were able to go and and see that and they did a phenomenal job. We also and I can maybe Mrs. Neffert remembers we had quite a few donations that were brought to us as part of Matilda's backpack program. So when she comes I thought I'd let her explain that to you as well. So before I recognize all the kiddos I wanted to say that they did a great job. So tonight we have Mrs. Neffert here with her choir students and we also have Mr. Cessna here with her band students and they are going to introduce to you their students that have competed recently in various areas of of music education within our within

our district and competed outside of our district. I also have some photos that I'm going to pass around. Ken Deem, our rockstar photographer of all things for the Punxsy School District, has some professional photos that he took while he was at these different competitions and wanted me to share them with you as well. So, first I will have Mr. Sasse come on up and >> Good evening. My name's Curt Sasse and I'm the high school band director and I have the very honor of introducing you to these five students around me. They have competed in the Pennsylvania Music Educators Association Festival system this year. We started with district band and we had four students go to district band and we had two of those students place at district. We had Ella Burke on euphonium, we

had Melody Shafer on saxophone, we had Nova Schreckengost on tuba, and we had Jacob Bowser on trumpet. They all went to district band and competed. There's about I think it was about 29 school districts represented at that event that they auditioned against and two of our students, Nova and Jacob, will be going on to compete at region band in Erie here on the 19th of March. I just want to wish them luck and tell them that I'm very proud of them. And also representing our jazz program here at Punxsutawney, we have Nevada Collito on alto sax, lead alto in the white band. There's three bands, if you don't know this, for district band. There's the red band, the white band, and the blue band. They played lead alto in the white band and Jacob played

lead trumpet in the red band, which is the top band. So, congratulations to you guys and thank you for allowing me to have the best job in the world, which is to work with these guys every day. Thank you. >> Thank you. >> [applause] [clears throat] >> HELLO. UM SO, MY NAME IS AARON NEFF AND I'M THE HIGH school choir director. And these students behind me and beside me represented Punxsutawney at the district choir festival, which this year was held in Brockway. Uh they got to work with Dr. Capers, who is now a choir director in North Dakota at a university, but he was formerly a choir director at IUP, which is how he had a connection with our host Ryan Carter at um Brockway, and they had a great experience with him. Uh he's

actually from South Africa, and he um had them sing a piece from South Africa that we're now sharing with our choir in at the high school. Um I'm going to let these students when I'm finished introduce themselves really quickly, and then um I want to recognize two of our students who as part of the festival system, uh they they audition their first day that they get there before they get to go and sing with the big choir, they have to go through an audition pro- process, and it is a very nerve-racking process. But, these students prepare for it, and they were already, and they went in, and two of our students are progressing onto the region choir festival, and that was held in um DuBois in February. And so, they were able to participate in

that, and they were uh directed by this Mr. Frank Bianki, who has been a local educator uh for 30 years, and then he uh taught in uh Ohio, and he came back and worked with them. And both of these choir directors were just wonderful, and the students um got to have a really great experience, which is wonderful music for them to sing, and they created an environment where they got to work together and make beautiful music. And so, I'm going to let these students introduce themselves. So, your name and what year you are and what part you sing. >> So, I'm Noah Shackelford. I'm a senior at Palm City. I was tenor one, and it's my go to go to states. >> I am Leo Fischer. I'm junior, and I was a bass two. >>

My name's Cadence. I am junior, and I was alto one. >> My name's Lacy Dean. I'm a sophomore, and I was alto two. >> My name's Zach Stiver. I'm a senior, and I was a bass one. >> I'm Dominic Adams. I was a bass one, and I'm a junior. >> And then Beth Ballis also >> [clears throat] >> sings with us, you know that, but tonight she's receiving the DAR award, so she's not here. >> [laughter] >> But, um I just want to thank the board. Like Mr. C said, we're very lucky that our students are able to go and participate in these festivals. For them, when they go there as in the choir world, they go and they get to sing with over 160 students, and some of these gentlemen that sing in their

bass section and that's smaller sometimes here, they get to go and they sing with 40 other basses, and that's just a really neat experience. In the tenor section, sopranos and altos, and they bring that back to the school with them. And what they go and they experience, they bring it back and they share it with the other students, and it's a wonderful thing. So, thank you for supporting. >> THANK YOU SO MUCH. >> [applause] >> AND I ALSO WANTED TO SHARE DR. SNAPPO mentioned our service project for Matilda, the backpack project. Many people brought wonderful comfort items to the shows, and our students in class today, we created a kind of a list of what we were donated. There are many items that we're going to be able to use to put into our backpacks,

and then there were also monetary contributions. And so, we're going to use that money, and we believe that we should be able to make about 40 different backpacks for the younger students and for the older students. And so, thank you for letting us do that project. It was really meaningful for us to participate. >> THANK YOU VERY >> [applause] >> I THOUGHT THEY WERE GOING TO SING A SONG FOR US. >> [laughter] >> I SAW THAT PAUSE. I thought we were going to >> We have Marsha and Brando here tonight. >> Okay. Well, thank you, um, Mrs. uh, Nepper and Mr. Cesena for the leadership that you provided to these these kids. Uh, we appreciate you all being here. Congratulations on your achievements and best of luck on your your next steps. So, >> You

guys killed it in Matilda. I got to tell you. It was It [clears throat] was awesome. And I admire the courage it takes for you guys to do that. I really do. I would never have done that. You couldn't pay me enough to get up there and do what you did. So, I was really proud of you. It was awesome. Thank you very much for that. >> Thank you. Thank you for coming to see the show. We appreciate it. >> Okay, [snorts and clears throat] I don't think we have anything under unfinished business. Um, under minutes, I would ask for a motion and a second for approval for the minutes from the February 5th and the February 10th meeting. >> Motion by Cindy, seconded by Didi. All those in favor? >> Aye. >> [clears throat]

>> Opposed? Motion carries. Under reports, we had an athletics report from Mr. Gold. Um, we have uh, three items here that need to be approved. The first is a resignation. The second is uh, hiring of some individuals. And the third is a budget transfer request. Any questions on any of those items? Can I have a motion to approve? >> So moved. >> Motion by Jessica, seconded by Trevor. All those in favor? >> Aye. >> Opposed? Motion carries. Under transportation, we have approval for two items here, a new driver, and also permission to bid the propane for the '26, '27, and '27, '28 school years. Can I have a motion on those two items? >> Motion by Didi. >> Seconded by Alan. All those in favor? >> Aye. >> Opposed? Motion carries. Under buildings and maintenance,

we have [clears throat] a approval requested for an agreement with Gilliland landscape for fertilizer and weed control services. Can I have a motion on this item? >> Make a motion. >> Motion by Katie. Seconded by Didi. All those in favor? >> Aye. >> Opposed? Motion carries. Under cafeteria, we have approval requested for US Foods parent participation utilization incentive affidavit. Can I have a motion [snorts] for approval on that item? >> Motion by Cindy. Seconded by Trevor. All those in favor? >> Aye. >> Opposed? Motion carries. Under federal programs and curriculum, we have approval requested for two purchase orders. One is for the student education leadership package, and the second is for On Hand Schools the data management program. Any questions on that for Dr. Gaston? Seeing none, can I have a motion for approval? >>

Make that motion. >> Motion by Didi. Seconded by Jessica. All those in favor? >> Aye. >> Can I ask a question? >> Yes. >> Under athletic report, did Did you include the uh the initial review of the handbook? Was that included in that? >> So, I think that's a a work in project progress. >> Okay. >> We're not voting on the handbook. It's it's just there for review at this time. >> Okay, great. Thank you. >> We should have that next month in a more final form. >> Okay. Now I lost my place. We haven't did we federal programs purchase orders we had a motion and second I believe. >> All in favor? Okay. Any opposed? Motion carries. Moving on to the superintendent's report. We have approval for seven items here. I think we can

probably lump all these together. If anyone has any objection, please say. First is for approval of conferences and field trips. The second is for a Is that Brew on RWA and agreement with Riverview? IU [snorts] six. The second four is a letter of agency for participation in the Riverview E-rate consortium for the 26-27 fiscal year. The third is a MOU with Special Olympics for Unified Sports. The fifth is a board policy revisions for two title nine harassment policies affecting students and the second one is for staff. Item number six is a calendar revision to make March 20th a flex day and to add an additional snow day and item number seven is to make two remote learning days available >> [snorts] >> after the snow days are all used. Is everyone okay with lumping them

all together? Is there anything anyone wants broken up? Okay. Can I have a motion for items one through seven? >> So moved. >> Second. >> We have a motion by Doug, seconded by Trevor. Any discussion on any of those? No? Okay. All those in favor? >> I. >> Opposed? >> I. >> [snorts] >> You're opposed? >> Yes. >> To all of them? I guess. >> Yeah. Just I'm opposed to yeah, you lump them all together I'm opposed. >> Okay. Please note Miss Debbie Hutchinson is a no. Um Yes, no. Um Motion carries, 8 to 1. >> [laughter] >> Uh Okay, moving on to building and principal reports. Um we have elementary um we we heard from um Mr. Gill. Um we have approval to discard um uh nonprofit 429 library books uh to a nonprofit

or students. Um can I have a motion to approve that? >> So moved. >> Second. >> Motion by Doug, seconded by Didi. All those in favor? >> Aye. >> Motion carries. Under um high school report, we have approval requested for um a trip to the DECA National Competition. We have item number two is a donation for the Moonlight Drive-In for car passes for um all seniors. Um we have purchase orders for um three items there. And number four, we have donations to the DECA Club. Uh there are 1 2 3 4 5 items there. So, um any questions on those items? >> I trip to the the trip um are we covering costs for just the teachers, for the students? Do we have a definition on that? >> This doesn't approve any expenses. This is

is approval for them to go for item number one. Item number four is approval for the donations. Is that correct? >> Item four is the donations. However, item one is how they presented it on the conference and field trip list, which does include cost and it breaks it out by which the district will pay and which the club will pay. >> [clears throat] >> One is the one that's conference and field trips. >> [clears throat] >> That word broke out in conference and field trips? >> I don't see it on there. >> I don't believe that one's on the on the list. >> Oh, it's not on the list? >> Oh, wait. It's under conferences and field trips. I believe we were going to approve that one in concept first and then >> Okay. >>

put it on to the >> I'm sorry. I thought it was on the list. >> It's not on there. >> They came in too late to be able to be on there. [snorts] >> So, this is just for approval to go. Is that how it's listed? >> Yes. >> [cough and clears throat] >> It'll [snorts] be on the next time for the expense. Any other questions on items 1 through 4? Okay. Can I have a motion to approve items 1 through 4? >> So moved. >> Motion by Doug, seconded by Alan. All those in favor? >> Aye. >> Opposed? >> [snorts] >> Motion carries. Under financial reports, we have Mrs. Robinson Robertson. Approval for two items. Finance >> [laughter] >> Financial summaries, board reports for the district and auxiliary accounts. And the second is a

bud- budget transfer request. Request. Any questions on those two items? Okay. Can I have a motion to approve? >> Motion by Didi. >> Second by >> Seconded by Trevor. All those in favor? >> Aye. >> Opposed? Motion carries. Moving on to personnel. We have items um 1 through 9. Um item number one is a addition and deletion to substitute list. Item number two are two retirements. Item number three is a resignation. Item number four is to hire individuals for the following positions, uh cafeteria workers and cleaners. Item number five is to name name Dr. Krainbaker as the temporary Title IX coordinator. Items number six, seven, and eight are awards for RFPs for professional sub services, cafeteria supplemental staffing, and um uh custodial services. >> And I would add to those if I may interrupt. We're

Those are reflected in your packets. Uh two of them we only had one respondent. Um the uh uh substitute uh teacher one, we had five respondents, and the one we were recommending is ESS on there. Which um had the um uh least expensive bill rate, and that was reflected on your chart as well. The one we've had experience with as well. >> And these the ESS is only going to be used for emergency situations, like whenever you have some you don't have enough personnel, instead of you having to go >> For custodial cleaning, yes. >> cafeteria. >> Correct.
