001foreign just a reminder to sign in either as a guest or a speaker and attendance foreign [Music] any of those okay and then approval of the minutes from the January 19th a comments questions changes except the emotional character English analysis second word Josh all those in the favorites their eye any of those and then treasurer's report from the Chad all those little favor we need a boost motion passes and the approval of the invoices the questions or any that you would call out or anything right yeah especially close through apples this month a little higher and she said flow through which basically um voices oops first oh my gosh seven miles paper questions or discussions okay all those in favor say hi all right I'm gonna be closed so she passes seven zero and Reconciliation
002and cash balance foreign at the end of January matched the cash in the bank which also matched the treasurer's report and as you can see the balances went up because we've got the tax distribution in January so if you look on the treasury report that was 1.4 million so that's increased our cash balance so I invested in a couple of certificates to get the higher rate the rates have really gone up a lot because some were used to be a point 4.7 now they're four points that went 4.8 so hopefully our interest account line item is capital it will be higher because of the increase yeah that's good news I think Cassidy's the only one that signed it all right I made it in time I was wondering got out late uh I'm Cassidy Smith
003with Alliance Insurance we write your Property and Casualty Insurance for the district and with being with Employers Mutual what they do is they put all the schools into a program and at the end of the year if that program is profitable then we get to come out and give you guys a check this is the second year in a row that we've been able to do that um you know that's a great thing about being with them is you know if something were to happen and the program was uh unprofitable you guys weren't going to be getting bill but this is just nice this is extra money that you guys can put whatever you want uh it's about double what it was last year so um we always like to see them go up um
004this year you check is for 12 829.67 um and that just comes to you know you guys can't help the weather nobody can help the weather um but you know the other losses I mean you guys other than and Bill's doing better correct idiot and hit a deer yet so um you know other than that I mean you guys have been great on your loss control um you know and that's yeah we love having you guys as customers you guys have been really good you know administrations always used to work with but we do appreciate your business um any any questions it's not very often something it comes in and brings you guys a check yeah usually it's like hey Anita I need one but no I didn't do the percentage on this but you
005know I think it was somewhere probably around about uh nine to ten percent of what your premiums were last year back I think last year premiums are somewhere around about a hundred Thirty or forty thousand so pretty close to 10 which is you know pretty good when you're talking Kansas and EMC went 15 years without giving uh profitability bonuses back to the uh to the school so they we've luckily uh weather's done with this done but uh you know we're excited that we can give this to you if you want to I can't get it or yeah okay now I mean you guys go have parties put it in whatever find you want so but thank you very much and if you guys never need anything you know how to get older so have a
006great evening okay in our pizza report it's the last Wednesday we had our outside visitation team review which this is our fifth year which is the German accreditation and from the state level they will do their reports uh they'll send it to the accreditation Review Committee for a recommendation to the State Board of Education for accreditation that'll probably take it will happen this meeting possibly here at March or 8th floor of the soup it will make the state board approval I gave you the presentation that we presented for information uh on the agenda as you can see the we reviewed our past information uh we reviewed our five-year professional development plan for compliance we also reviewed all of our functional structures such as tiered system of support mtss our family community business Partnerships our diversity
007and equity our Communications and basic skills our Civic and social engagement our physical and mental health our Arts and Cultural appreciation and post-secondary and career with the things that we reviewed from the first years [Music] we also reviewed our goals we had goal one which was less than 15 percent of our students would be at some or high risk on Savers at my Savers which is uh social emotional learning assessment our second goal was less than 15 in summer high risk of fast Bridge or eight reading which is our rigor or reading goal that we have for the district if you go through there it gives you each Elementary in each 7 through 12. uh their results from the winner of 21 the fall of 22 on on my savers uh we did not meet
008I mean we were closed in some areas and sometimes they go up and down also assessment we do the spring and changes to some degree and it depends on what's going on I will tell you that on my Savers teachers do the assessment you know say that my Savers is the student correct look at that correct Savers at my Savers you know the Sabers is the one the teachers yes my Savers is what the students do on themselves so that's how we determine that for social personal also the next one after each building's results you can see what they're doing to try to achieve each of those goals and kind of explain where we've been the last five years or to the buildings as we go through there uh with the reading goal tell that
009did pretty good also we put State assessment averages for each building is to go through their career and then again at the next page you can see things that each building is trying to do to achieve their goals we did change the fast Bridge which state sponsored assessment which is good but I will say it changed in the middle here five years it doesn't give you consistent data for five years so we've only had this for two uh but I think we're doing really good I think also continue to improve our mcss our tier support system for students and also work on on reading levels with all students you continue on there we talked about ips's individual plans or studies for our secondary students so that that they can review and prepare us when they
010finish High School and as you look through there it gives our five-year District graduation average and then it also talks about District effective average which is every student on the second year for graduation if they're successful it's determine if they are still enrolled in college whether they have a degree or credential by that second year after graduation so the state goal is to have 70 to 75 of our students at that level not necessarily a role in graduation because we're looking for about 40 percent of our students that grad college level the rest of them are looking for good credentials or some other type of certificate so it'll help them be successful After High School you can look at graduation rate 20 and 21 for both high schools uh we know that it's not a
011real high number of graduation rate one student in tax percentage pretty significantly so we know that attendance rate we put that down and you know chronic absenteeism we know is a big factor is through the morning which is good this is ten percent of the days they're considered to be chronic absenteeism so that gives you the attendance for all the buildings uh it also gives us the ACT scores over the past five years State average for both high schools we also looked at kindergarten Readiness which is very important especially with our biggest impact for kindergarten Readiness this length of five days a week with our three-year-old program from two which I think will tell for our students if complete we also qualify for the at-risk funding by doing that so that helps also we talked
012about what how to determine a successful graduate in the five areas we talked about is their academic success their economic preparation their technical skills the employability skills and City engagement those are the five areas that we focused on as far as defining what a successful graduate would look like then we talked about how they're probably going to sustain this process and what are our next steps on sustainability uh we'll continue to work with Kisa we have a district leadership team and a building leadership team which will particularly look to guide us through that we need to we really want to get more parents involved advisory and our site councils so we can get more communication with that area we have to be committed to providing professional development for our staff so that they can be
013successful as they teach their kids we think collaboration time is critical where teachers can have opportunities to sit down and look at the data have time to do that because you have to look at the data to see what you're doing is successful now you need to revamp on how you're doing things also we put down Board of Education support that's how we can sustain this process our next steps we will probably do a reading goal but we're looking at possibly a map goal and we'll do our needs assessment and develop those goals at the start of next year and start a new process I don't know at this time and they can't really I don't know if it's going to be a three-year process or a five-year again they're kind of redoing our accreditation
014process at this time uh we'll continue to look at our action plans we'll refine our mtss process uh and we'll find more ways to involve students parents in the community and again use our foundational structures to help us determine our progress there any questions in that presentation that you have get out I was just going to ask if there's anything that stood out to you other leadership team that really needs address well you know there's some assessments are a little bit up and down okay State assessments are probably the most consistent thing that we did every year during the five years I do think going to Bass Bridge helping monitor our reading will help us I think you know the graduation right there that one year heard us but again I really think it's just
015because of clothing small graduation classes made that kind of shoot up at 67 percentage they're one out of six yeah yeah and that's what I'm saying it kind of overlaided that percentage which is really tough actually any of this information that there's less than 10 they don't put it into a subgroup because it's too easy identified so if you think about that a lot of articles too small to analyze because the number uh I don't know is there any areas that you guys other than that I think that's really feel like we're focusing on reading but I think on the map also it's part of the first thing I kind of want to have etss yeah I think they should have our multi-tier support system for reading and math it helps so all the students
016are put into tears to pay down how they assess and then interventions are based accordingly to each one of those tiers more time is given for the students that need that seem to be further behind we need to get that more time and opportunities graduation rate is tied to attendance detention attendance rate how's that it varies most of it's over 90. daily average of 1992 we do have some that's right in the upper 80s uh but we do have some kids that are that chronic absenteeism that uh so attendance rate for the uh central place elementary 21 97 2 for 22 is 95 4. the Wilson Elementary and 21 it was 89.5 or 22 is 86.9 State average it's 93.8 and 92.1 High School essential Plains is 96.2 for 21 94.3 for 0.2 uh for
017Wilson 21 is 93.1 and for 22 is 88.5 the state average of 93 8 th that's that's off of the building report cards so all this data you go to the building report card on the KSD website it's accessible to buy history and by building so almost all it's on the website yeah it's just like we said Roger you have when you have 100 kids and one kids uh chronically absent for the proceed pretty high you have 50 kids and one kids chronically absent your percentages dropped for quickly yeah Wilson just isn't very good because that may be talking about too I don't know I mean you're looking at smaller numbers but you're also looking coming out of covert you know there were still some some quarantines and you know when the doctor says you
018can't you have trophies you can't go to go to school for five days there's not a lot you can do about that in your family but that you know we're I think we're about out of that we haven't had kids pointing for a while well I mean there should be some interventions I would think place for students that chronically absent apparently that's we work with students I know there are students that we have to contact and talk to parents about at some point if they're unexcused you can't get up there to become a child in the careers chronic absence is probably the number one thing that affects student learning gossiping uh it's pretty tough to maintain your learning keep up grades if you're absolutely it's okay to Performance Moving On The Board member representative for
019negotiations withdrawal so I think a Chad said he would be willing to do that unless somebody else so I would entertain a motion to switch okay there is a motion by melons and a second dialysis any other Thunder tolerance okay hearing none and sort of okay so this version uh for chat to me for representative for negotiations any opposed and push him past the seven scale okay item number 10 land transfers there's a group presenting tonight considering land transfer they're also presenting information so they're actually giving information to school districts one seems to have some interest in that so they've talked to us about a bastard yeah there is a potential of a land transfer of the 24-25 schools so you know you've already passed the date this year to do it in 20 23
02024th of the year so now we're looking at 24 to 25. so what they're asking is if there's interests if you have an agreement that we continue to fund and leave 712 at Wilson in place for the 2324 knowing that's probably 425 doesn't feel like so that was a quest I'm not sure I think whether we have consensus or there's a motion I think their pride needs to be discussion because really we can't do a lot of action until District says yeah we were interested in wanting to do this sit down and come to an agreement and if both boards agree there's a sign agreement they would go to the State Board of Education for approval to get it on the April board meeting this would have to be done in about the next two
021weeks so the April State yes April State Board of Education week the reason I state that is to get into pay now you're getting into the intimate to your contract period and continue the contracts so there's a couple people here that they're those two on that committee for questions discussion I think once the group had discussed decide of where we want we want to go on this situation the only thing I ask is champ for a long surpassing capacity because that's really the appropriate that's not fair students parents staff once you get into that later deal so so the question is if there's an interest we had an agreement we had a State Board of Education the board would consider continuing seven through twelve at Wilson for the next school year knowing that the land
022transfer 24-25 school year did you had conversations with anybody at the state that they might be willing since it's after the date they would consider helper to be into the first this year for next year and yeah the reason for that is number one we gave a gift of the April before I begin probably after the board and usually they have to get information to the counties so that we can figure out assessments would get rid of your budgets again assessments valuation on Twitter they want to give the County's a chance to get back so the discussion then tonight has been to delay the closing of 7 12 for a year to get the Wilson Community opportunities to find a district that you might be willing to do a land Trend right right kind of
023looking at that and you know again we talked talked with the ones that are presenting tonight you know help them think we'll have conversations tomorrow so I've expressed to you trying to learn about this and put it do it take action as quickly as possible so just for the record some thoughts that have expressed um you know we're not we're not trying to see it in the way as a school board would definitely not for anything in the way of um what the communities would like to do can't you say that again we're not trying to stand in the way of what I was trying to do because we do understand some of this difficulties and challenges that this large District in the large land mass es and we don't deny that I don't deny
024that um so as far as that goes I'm interested to hear what other school board and other school board is interested you know we're open to those discussions but thank Mr Robert and stated we definitely don't want to for a long distress and anxiety in in order to play in and prepare for next year when the teachers and the students and staff and parents and everybody involved I think their world definitely need to be a deadline and we can have conversation tonight and discussion and if you have specific questions for Jacob or any of the meeting members that are discussing with those other districts but I do think you know if we hear from the other districts tomorrow or anything that you might be something that we also a lot on any particular motion and
025may need to discuss further in this special meeting I mean as a district but I mean I think what the only thing would really by postponing and waiting to see what these other districts interest is the only thing that we're really risking there is you know a month of the administration getting ready for the food I don't think it's it's I don't think that month is going to be so drastic that we can completely interested do you have any specifics or anything you can talk uh I know that we've got representation at Ellsworth tonight Natoma numbers are supposed to be taken to someone and one proposal districts as well as another option that came up but potential there was some interest from the potentially from the Diocese of Salina possibly looking to a Christian School
026so uh really going to come to brings up one question answer to that if the insurance group if the diocese is the area to go with that potentially delay that everything is a potentially the same type of transfer inside of both districts another state of your District so but I don't know if anyone has that answer John does transfer land to the past as well I don't know not so much for tax purposes but as far as like the facilities and anything that would go physically building the school president property and all that so you can you can abandon the facilities District oh by the Kansas Department of Education to the city and then the city would transfer to the Texas you can you can close facilities and certainly selling just like the information oh
027that's just an entity that I choices so I think if they're getting out to quite a few people tonight because they're eating some stuff probably before tell them I don't know he disappears that way uh like that at this time we don't really have enough information to say sorry but if we get the information back see the need for a special meeting yeah that's good my community at this time it only consensus that we can do at this point is to say that we're not going to see it in a way that we need to entertain any communication within the district people for work to get this process coming up with an agreement so that kind of a special meeting said it you know to teach Court because that's the first process each board's gonna
028have to agree on the same agreement a good deal I have an experienced person that has been experience and so it kind of helps through that job with this area so this is expertise so I guess there's kind of the point of this agenda item would be twofold is one to collect the administration now like you know we need to slow down and see how this goes to to kind of consensus of this board of would we entertain the land transfer you know the answer is no if we as important entertainment management delaying anything so I mean that's kind of twofold not necessarily uh hey we can do it but at least an entertaining of that's that's the question right there to give another District if there is another District heads up say chances are
029consensus that you would do a land transfer because the consensus is not to do about transfers and we're wasting more time I don't think we've ever said that but I'm not saying anything I'm just saying that's what we're talking about tonight I don't think you have as well to have Patriots I'm not sure I'm not sure the question well this is stating without land transfer keeping the K through twiddled for this elbow I mean you have a k through six and still totally interested if you still have an interest in the district and proceed on correct which is smokers our students are still like this first right your students are coming through a bailsworth or here they haven't told them or the president or home school ing just not and that and that's that's the
030concern and then foreign I'm not sure what you're talking about but we're trying to keep the community together the students together so if nothing happens and in 712 closes or it's closed and those students will splinter and then if maybe you can tell me if I'm wrong if you're suggesting that maybe a year from now a land transfer it becomes possible our 712 students have already gone off to wherever they're gone to get them back but yes tiger you know but even if we agree upon hey let's go ahead and proceed with land transfer it's not a guarantee that the land transfer is going to go through and then 23-24 at the end of 24 school year we're back to stage one well I doubt that yeah it could happen but I it has to
031go through the whole agreement between districts and then back into the states and the state house is still okay just so that this is I don't think our students education could afford just like decision six months and we need to know what the interest is and if there is the state has thoughts decided States of talk to people uh ksde and so forth even the statute kind of indicates that vote for to agree and there's no compliance issues there's a very good chance of state board today I guess that's where I'm hanging out you know at some point there's an interest to speak to our advantage to produce up to expedite as quickly as possible so something to go through because startup next school year they've been transfer yeah we cannot transfer until the 24-25
032because the deadline for 23 24 school it's already passed but you could go ahead and apply early again that's the reason the deadline actually they're like and we can talk about that being here really understands that she's the benefit of everybody and if there was interesting who makes the decisions on it so everything am I correct whatever the committee is that kind of um is that correct for real for expecting yeah and basically we're just asking for you to fund the school the 7 through 12 for one letter that I mean if like you said if the students um if we don't have the school and we still can transfer but it's going to be harder for the students to transition I think into a new basically American District without having the school um I
033think if you gave them you know that one year where they still have that school it's going to be easier for them to turn position and turn into a new District whether they came through travel stays open after that when we go to City District and that's all up to you know agreements and negotiations that haven't been but um all our dating is one more year to get this finalized what year did after that we know we know if it doesn't happen then happy in the next year stay closest whether we have transferred or not we know this we just we have these opportunities we need to at least try it and that's where we're at and we did talk to our representative Mr Dennis um today I hope you have talked with him and
034we will be CNN tomorrow we're speaking public information and his request from him today was he prefers a land transfer so he's on board I'm trying to say they've worked out he encouraged us to talk to him tomorrow I said that'd be the quickest and easiest way to get things done they represented for the states yes so we are going to try to bring in some information tomorrow if it's possible he knows that we were meeting tonight with the different boards he knows that you know you guys had it on the agenda for tonight he wanted us to update him tomorrow on what we told him that it might be nothing it might just be informational he knows that he's okay and we're not asking for you to make the decision tonight and we understand
035that you know a lot there's a lot of package up to play we're just hoping to get yourself ordered the information the better it actually in my feel to be a special board you can focus on one topic to cover all of everything in each coverable prices one beneficial and that information down and we're taught if you like it would be worthwhile to go ahead and sit the special for me or we should be wait and see if there's any interest I think I'll get information back tomorrow so my understanding of my healing from the board is the consensus is that we're for willing to wear us to talk to any interested school districts that might be one of our pets so now we're in this morning to see what we find out the other
036districts that you've presented I don't think it's necessary to have a boat I just think a consensus of course that's not very binding but obviously other districts have heard that there's a consensus so you've at least entertained your words all right like you said we don't have a whole lot of information tomorrow yeah Bill may know tonight too yeah so for the minutes of the client and since was the board agreed to discuss land transfer with any other school district and their interest to do so as well and they're interested you guys are interested did you use consensus I did by consensus a good understanding that with the understanding that the proceeding could be expedited oh sure enough foreign [Music] to the Kansas open meeting act to discuss non-elected Personnel approach the topic of classified
037and certified staff to protect the privacy Mr Lowry and John Sherman president returned to open session in this room at 7 15 7 20. motion on the table the second my Chad all those in favor say hi all right did you post Ed cheers foreign that thing we're going to make a very resignations resignation as a fourth grade teacher at Central Central Plains Elementary and Terry dwarf's resignation as facts teacher at Central Hills Junior Senior High School effective at the end of the 2022-2023 state true Universal and I also did a single night Josh any of those okay and I would entertain an approaching to me it's a resignation of Cali pumps for Canada it was doing Josh okay sorry it's a revolution below Josh and secondly Chad Proverbs and papers and then the supplemental

045175 000 tax credit we currently have 65 100 left so we have uh been approved 109 900 of those tax credits have went out and that much money has raised 157 000 we currently have I believe I need to get it right around the 200 000 to be so that we can really be committed in that project that only started too quick it didn't probably hit the 200 000. uh do that again I've got two articles on the website any contribution receives a 70 percent automatic state of Kansas tax credit the other 30 percent could be conducted on the federal side again this was raising money for the Child Care Network I also plan to try to do some graph running or just that we're trying to continue through our daycares in our district our
