foreign this is okay we'll go ahead and install the meeting to order first my business is changes ever accept the emotions seconds and 10 24. we're looking for you to see are there any changes or additions or comments if not I would accept the motions any opposed and then next uh people of the charter reports if not I would entertain emotions of the emotions I I had an opposed okay [Music] questions anything foreign expenses and Reconciliation for those who are on the website and the paperless board meeting and the cache summary matches the treasures report which matches the bank so we are in balance foreign a parent at Wilson uh farm and ranch with my husband south of town have four boys three currently in the school system um one on his way into the

school system spent a couple terms sitting in the seats that you all are sitting in right now uh there's no secret that the relationship between Wilson and Central Plains has been strained over the years to say the least as such a couple years ago a configuration committee was established with representation from across the district a moderator from kasb was hired for several thousand dollars to work with the group from Bushton clockland Dorrance Hollywood Lorraine Wilson good representation of the entire District over several months a lot of time put in by this group several recommendations were presented from that group and almost none were ever acted upon one of the recommendations presented was that since we are one District to sync schedules at Wilson and Central Plains Junior Senior High Schools thus being able able to

utilize teachers both ways when this was presented the teacher stated simply they did not want to do that they did not choose to teach at both ends and that was the end of the discussion Instead at the April 2022 school board meeting there was a motion to close Wilson Junior Senior High School and absorb those students into Central Plains Junior Senior High School that motion passed five to two of the five members that voted for that motion had been on the board a mere three months three months that is nowhere near enough time to understand what does or doesn't work in the district which leads me to believe that these board members came on with an agenda in place it did not matter the recommendation the committee had put forth the board was going to

do what it's going to do the other part of that motion was to pursue a land transfer for Wilson before the 2023-24 school year with that portion of the motion the two Wilson representatives were sent out on their own to find another District that wanted to form a long-term relationship work out the details as to how that would look I.E where schools would be located the whole all the details and we're given nine months to make that happen the motion was made in April paperwork has to be completed and to the state in January nine months this is a huge long-term realignment and two board members were sent out to make it happen on their own in a handful of months if this is true like what is best for this District there should have

been an effort from all seven board members and enough time should have been allotted to make this long-term true good solution those two Wilson board members were set up for failure from the beginning and once again once again the kids were drunk through the mud this has been nothing short of exhausting and devastating for the Wilson students and I assure you had the had they had the option to say we don't want to do that like the teachers did that is what they would have said unfortunately they've had no say in this in 2019 the very difficult decision was made to close the bush in school there was a very passionate Hot Topic I sat in the seats you guys are in the difference then the board took over a year to study options get

public input and look at every possible solution besides closing the school in the end unfortunately that was the only viable option but at least the board took the time and took the decision very seriously to make sure that all staff and all students would suffer the least possible harm nowhere in the decision to close Wilson Junior Senior High School was public input sought never did we hear Compassion or empathy for our students nor was any thought given to what that would look like for staff it seems to me this was a rash decision made as soon as the board was comprised of enough enough members to make it happen and so here we are it's been seven months since the motion was made to close Wilson Junior Senior High School and in that decision and

in that time we've not heard one decision as to what this is going to look like so if that's the direction we're heading I have four questions that I would really like for you as a board to address as part of this discussion and I have handouts so you don't need to take notes I've got handouts of my questions for each of you the first how are we as parents supposed to feel safe sending our kids to Central Plains Junior Senior High School when the very night that motion was made there was a petition sent and signed and presented to the board presented from the Central Plain student body stating they do not want Wilson students in their building also some of the very staff that said they don't want to teach in Wilson are

going to be their teachers so how do we know they'll be safe how do we know that this will be a welcoming environment for these students two when should we as Wilson parents expect to receive a bus schedule you see in the 12 years that this district has been in existence there has always been door-to-door bus service for the Central Plain students that has never been offered for Wilson so since we are one district and since we're trying to be fair for everyone then I assume that is something that will also be offered in the future for Wilson three there is discussion of moving Central Plains Elementary School sixth grade over here also so I'd like to know how that works out numbers wise for Wilson seven to twelve can come down as well as

central place elementary sixth grade to come over I'd like to know the logistics and finally if the Wilson 712 grade students are to be sent to Central place during the state of high school then why is there a discussion of building a whole new building that should leave plenty of room at the Wilson school to absorb the Central Plains Elementary School so we could just bus kids South I thank you for your time in addressing these for the Wilson patrons [Applause] and next we have I'm Jackie I'm also Terrell Wilson and I have two kids in elementary school uh I was part of that configuration study of this spent countless hours in this building in Holly Ridge building in Wilson's building coming up with a plan for you as the board the best suited all

students district-wide not just Wilson not just Central Plains not just one individual town and if it's a kick to the face of you guys not taking any of those into account we gave up our time with our families our evenings with our families and we gave up everything for the evenings to try to make the district better and it was voted on to close which wasn't even one of our options as the Forefront so I look at this as as a as an agenda it was a there was a plan in play and everybody worked they wanted to make it look like we were working together to try to make the district better when there really wasn't an overall plan to save the district um I also you guys say that we'll be saving money

by closing Wilson where are those extra expenditures going to go to what are they going to be allocated for are they going to go back to the students I mean you're here to do what's better for the students but your actions have shown otherwise you're doing what's best for one set of students not all students involved in the district and those are my concerns I have two elementary kids that are that are concerned each and every day of where will I go to school what will I be doing they're seven and eight they shouldn't have to be worrying about that stuff that's what we as parents and adults should be doing and that was part of what the configuration study was about was to prevent those Elementary School students from having to worry about that

and then you take into account the 7 through 12 graders what are they going to do next year where are they going to go they're not wanted here so where is their home these are things I want you guys to take into account you say it's for every student and you're here for every student but are you really by your votes that's something to think about I put on you guys that's all I have foreign key I'm from Wilson Bender for quite a while um we moved up here from Jetmore back in 98. and we lived here within a month we figured out where the Mason-Dixon line was takes two sides to fight but there's a not a very Unified School here and uh it's never changed to my knowledge and I don't know what

the problem is but this school board right now is helping us kind of a kind of good if I can use that term you're closing a school that's going to affect a bunch of kids a bunch of families community and I think it's a vendetta for some reason you yourself said that the reason that school was wanting to close was it was time for us to feel the pain of a Building closed so that's not have been dead I don't know what it is so don't shake your head because you said it so that's that's where I think it's all coming from I think there's some animosity for some reason now he's getting out of hand next to Adam on the agenda is the audit District have uh I went out of the brown principal

with Adam's Brown and I'm going to go through this kind of quickly I think did you all get a copy online okay um hopefully you've had a chance to take a look at it and maybe have any questions at any time as I go through it I'll go through the letter first um a single letter this just lets you know if we had any difficulties encountered while we are performing the audit or if we had any disagreement management we didn't have any if we had any internal control issues or any recommendations with enteral controls we would also note that in here we didn't have any just general recommendations so you will not see anything in there for that so then I'll go ahead and flip on over to the audit report and on page one

two three and four this is where we issue our opinion and on page at the very on page one at the very top we do give you an adverse opinion on Gap because you wave Gap and you follow canvas regulatory basis so the third paragraph down is where we're giving you an unmodified opinion on regulatory basis and that's the highest opinion you can receive um that's basically stating that we believe there are no material no statements then the letter goes on to tell you what responsibilities of management is versus what's responsibility of the auditor um it explains kind of fraud how fraud works and the financial statement we are auditing for fraud we are auditing the financial numbers themselves to make sure they are correct sometimes that's misconstrued so I do like to point that

out we also had to do a single audit this year because you exceeded 750 000 in federal expenditure so you'll see that additional garbage there in the letter on page five is where we are uh this is a financial statement that we issue that opinion on and at the end of the year you had unenccovered crash and this is episode 6 30 of 1.1 million and that is a decrease of 173 000 in the private prior year and um 42 000 of that is from Esser expenses that had not yet been reimbursed so it's really a decrease of about 130 000 and most of that is in your Capital outlay fund and some of it is in your virtual education fund relatively the other funds state consistently the same the next several pages are the

notes to the financial statement kmag did not have any large changes or significant changes that you're going to see or any new but notes that were required so I'm not going to go through each of those but on the very last page of the footnotes which is on page 13. we did have one compliance signing we also have to look at Kansas statutes there's a lot of Campus statues school districts are required to follow up one of those is any contract that is over 20 000 has to be bid out and one of the bids for the bus router that was for the ECF Grant um it was right over 20 000. it did not go through that bidding process so we did have to cite that finding for those bids on page 14 is

a long-term debt schedule at the end of the year you have a balance of 490 000 that is expected to be paid off in the 20 27 2028 school year and then the next several pages are the um statements that do a comparative to the prior year gives you more detail of where the funds are being spent again I won't go through each fund unless there is a specific question you've had instead I'm going to jump on over to the single audit information which starts on page 45 when we do a single audit we have to look at the internal controls that the school district has and we also have to review compliance with whichever Federal program was chosen um so the very first letter on page 45 is uh the independent Auditor's report over

the internal controls and as you read through that you will see we have one material weakness or significant deficiency uh that is for segregation of Duties and that is something that you have heard in the past that's nothing nothing new but it's just reported differently with the single audit and then the second report is on page 47 and this is where we go over the compliance findings for the programs that we audited specifically we did have to audit two Federal programs due to the coverage amount that we have to obtain the first one is the emergency connectivity fund this is for the technology that was purchased with the grant we do have a qualified opinion on that program and then we also tested Child Nutrition cluster and we have an unmodified opinion on the Child

Nutrition cluster and I will go through those findings in just a moment if you turn to page 50 the this is a schedule of expenditures that were audited of this 1.1 billion in federal aid that you received we audited 000 of that it's about 54 percent and if you keep turning to page 53 this is um the two financial statement findings or findings I know the first one's a significant deficiency on segregation of Duties and then the second one is the material weakness on the emergency connectivity fund and what this finding is stating is the calculation that was uh done or asked for reimbursement was not correct um too much was asked for for reimbursement basically the application allowed an estimated amount of computers or software devices or iPad devices but when they actually went

to go into reimbursement they had to look at unmet need and the amount of students and staff that were actually going to be using them and only be reimbursed for that amount and so when Bill and I went back Mr Lowry and I went back and calculated it we had too many we couldn't justify the amount that was asked for relationships so you will see on page 54 and I apologize for 54 not get found injury report I caught it as I was reviewing the auto report right before the meeting so it's just slipped in there but you will see that there's 106 devices too many or 36 000 that will most likely need to be returned to on the SEC the copy that you have on your computer says correct it's just the printed

copy that is wrong any questions would that find me or anything else in the auto report okay and you define proper segregation duties yes so I get this small entities every accounting function has to have separation so accounts payable payroll uh receipts uh cash reconciliation all of those need to be divided when you only have one or two people doing it there's really no way and it's not cost so for the size of an entity so we do note it but I will say that the district does have good controls for the staff that they have it's just for our regulations and what they require suggestions do that um they actually they they use multiple people to review things thank you very much and if you guys aren't going to use the printed copies if

you want to give it back to Diane I will have them fixed that page gets split in there correctly I'm gonna already approved um any other questions or discussion any opposed motion capacity yes yes and I want to thank the staff too they really do a great job getting us here and it's not always the case so we appreciate them and helping us get through through videos okay thank you thank you okay in your pocket do you have the current policy recommendations Bible Justice to those I will go through them by title and so forth the first one is uh the we recommend that we delete CMA administrative rules which this policy has been added to both policy BBA and CMA so recommend that we delete that the following policies we recommend that they be

adopted policy BBE attorney policy BBA developing adopting amending and repealing board policy policy BG memberships policy c e c superintendent recruitment policy see him policy implementation policy DB budget planning policy BC annual operating budget policy dfab standards of conduct for federally funded contracts policy dfac Federal fiscal compliance policy DJ Fab administrative leeway policy PBA insurance program policy ed student transportation management policy e d a a school buses and vehicles policy FC memorials funerals and naming of District facilities policy GAA goals and objectives policy GB RJ substitute teaching policy g c i a evaluation of coaches and sponsors policy g c r g leaves policy IB School site councils policy i d a e student privacy policy policy IL textbooks instructional materials and media centers policy IIA Performance Based credit policy iib GB online learning opportunities

policy ing animals and plants in the schools policy ja goals and objectives policy JVC enrollment policy JBE truancy policy J C A C interrogation investigations policy jgcb Health screenings policy j g f f student transportation policy J GG transportation policy jhc student organization policy KB public information programs policy kba District or school websites policy kga you said District personal property and equipment policy KGC bullying by parents and uh the form for documentation for policy G aaf TSI documentation form those are the recommendations as we reviewed last month a lot of those are required to do the funding bill that was passed last session is there any questions on those my plan is to now that we have the people in this board meeting link there's a way that we can put the entire board policy

on that so you guys can have everything electronically and so can the public so that's my to-do list so now that we've got all these new ones we'll get those Incorporated and we'll try to get that on there so but you guys at least four inches yes I have electronically on my computer though so it shouldn't take too much stuff that I gotta incorporate the changes so but it's it'd be a good reference for you guys plus the public as well so okay Floyd Mr Lowry said we had our initial reading nope but I was just gonna be going to the motion I was gonna say this was the circles or if I'm already yes thank you thank you yeah that's what I was saying so so a couple months ago with her last month

we had the initial one this was the final review so now I would accept the motion to delete the policy CMA and approve the policy changes as presented motion bye Josh second second about Allison all those in favor say aye any of those episodes so uh just as a review from our planning session we had two weeks ago as we discussed that uh Motion in April it's an intent motion after legal counsel he talked about her statute that you're improved with that plan and go through the same process as any building closure uh also that meeting there was some quests and some other discussions that we had so that is what this item is about where we're at and what what action this board would like to take foreign I've got some myself of course

where are we with the sixth grade where's Administration with that where I've looked at it it's going to be you know it's one of those close things that I believe this next year that no accident happened no no students had to be moved because we have a similar size class we'll probably go to one section instead of two uh just like we have as they get a little bit older so that would not require moving sixth grade from that building currently so we talked about that looked at those numbers of course I will tell you that and maybe next month we'll have two more kids in that grade move in we've had to movement about everybody in and out but at this point we have a lower grade they'll move up with about the same

well with the same number that we have this year in my classroom so that's one thought we uh you know really have it made a recommendation to move them because that number is kind of where we could keep it there you know and it goes back to planning but we're still kind of waiting on this on the board to say okay this is what we're going to do for next year uh so that we can plan before that so if there is an influx of two or three or four or five possibly would that put that where would that be in that same grade yes there would have to be some type of decision made on how to either create space at Hollywood or typically the sixth grade to a different location what we did

not with preschool to different locations things that we've looked at so far foreign been given by the board for administration about transporting students at the North End of the district by bus from door to school I don't believe there's any discussion that I'm planning to eat on that I've reviewed that I do know that which the location makes it a little bit more difficult I have I don't know what the official mileage is for them Southeast corner to the northwest corner of our district if that's I would assume it's probably people that know this I'm going to guess it's probably close to 40. miles across there I don't know that good just looking on my map it's close to that I think that would probably be a problem for if we move students from one

corner to the other corner of the districts I guess uh I think you know you talked about that we talked I think it was brought up that there was room and pushed it also uh so I mean yeah we're looking at economy and savings which I'll put you at um it's hard to put God in one or two buildings then you're going to have to split one or two classes in one building supervision teaching staff and so forth trying to save money that to me is not very feasible are you talking about door-to-door pickup yeah I don't think we're on the same page here yeah I'll think about just transport let's talk about six seven eight or the sixth seventh going to one location I'm going back to I think Chad just I think door-to-door

door-to-door and take a you know to the Attendance Center that's what we do I wouldn't know and I don't know the history here you're going to have to help I don't know why it never was I couldn't tell you that either I to me it seems I mean that's something we're doing I don't know why you would do that every okay well it wasn't if you go back and history the rights so that's why the dwarfing kind of stayed on that but Claflin had border door so when we Consolidated down here we go absolutely I took it we Consolidated with platform out here that's what it was a great upon but will someone or from what I've gathered they they accept it that way because the parents get paid mileage to take the kids to

the Dropout point which we have several parents that I mean you know if they get paid my own but so bring their kids to the buildings and some of their different drop-off points down here and it's about from what I gather remember it was about six to one happens in the other as far as paying parents mileage or actually picking up for the door other than the wear and tear on the buses and having enough drivers for routes I do know some of the districts next to us don't want any buses both great I know great it does and how else work does it I'm sure that's so but I know some of you know my name buses they make them apply for transportation which I will tell you that's a movie they take how

much state aid they get to how many parents apply for how many miles they divide that because they come up for per mile so that per mile is not set but they never pay more than the state gives you a state aid which I'm going to guess to haven't looked at this yet we probably paid a little bit more out in transportation that we will just stayed I would guess that through our bus drivers buses and Fuel and we probably did the day probably pay ahead plus people that were paid probably pay out for the state aid and that's why they do it because they don't want to pay out anymore for the state aid so they just said some parents will claim it some won't and so then they divide total miles and that's

how they come up how you get paid so that per mile amount has changed every year depending on how many miles is turned in by the parents so I think the point here is is inequity well I think I mean I don't understand yeah so I I don't understand why you wouldn't yeah just but but uh it's something that should be considered yeah because it's once there for one end regardless of the wear and tear on the buses it's wear and tear on parents Vehicles a second correct and how much savings are we talking about if the transfer is made 712 down here to close that part of the building so if you look at those building expenditures that we did this current year which current year is probably the most accurate because the previous

year graduation Alliance to learn to Center was into the same building and now we have a different building so this past year we spent 1 million a little over one million dollars of usd-12 I don't count I'm not count Federal because that's another 200 000 or so so if you take the 1 million dollars that was spent and uh I would get this is an estimate on my part is that it's still going to take you another 200 or so thousand to maintain the building and to keep other staff because some staff depending on how we utilize staff are split uh then you know I think another hundred thousand or so if I calculate fifty thousand per staff teacher which is on the high end so that's you're getting about 300 000 400 000 so

at the end of the day is probably about a six hundred thousand dollar difference for two years I can only say that for two years 600 a year 600 000 a year prior to two years um because everything's based on enrollment okay if our highest enrollment was this past September 20th we're locked in for two years so that's the only thing I can tell you two years that's why I see that so at 600 000 savings where's that where is that going to go board members I would have one suggestion that was to pay our teachers I guess I mean I think you know our teachers are down at the bottom prior this year I'd have to go look and see how the way they changed this year but we're in the bottom 10 of

the state I think it hurts to create teachers with that uh a little bit so so the point is we're going to assembly I'm just right and I understand that we are and it's terrible by the way I mean totally understand that but we're going to sacrifice 712 transfer of students down here to increase our pay plus we'd have to do something else that you're not we're not going to give 600 000 to salaries so where else are we going to reduce taxes I mean we're trying to be efficient you what's less for the taxpayer I would hope [Music] where's that 600 000 if we give our teachers x amount of dollars you still have quite a bit left where's that going to go so another place I would suggest right now is using cap

a lot like funds to pay custodians it's a for custodians out of capital language 200 three hundred thousand dollars which really slows down general maintenance and upkeep of all buildings transportation and so forth so there would be another place in fact I'm trying to do that a little bit right now it should speak because I've already used some of those quite a bit of a few of that expenses over the general fund at the end of the year we'll see what's there but uh now that's one thing to maintain our buildings we've got to be able to utilize our because if you don't do stuff every year it gets so bad that you can't hardly do it get caught up so I come back to the point that we're going to close a school transport

kids down here to give our custodians and maintenance and and uh lose the school in the community to maintain building you're doing your job and I'm doing my job right that's two ideas that I've seen right that I can think of so how much did we save closing I can't tell you I don't know Josh 90 000. and you are you you ought to be thinking about this oh I I am yeah because you know how I got four kids involved you you know how sick if they do but if we don't do something here everything's going up expenses trying to do maintenance on each equipment I seen that this weekend just the cost of maintaining everything uh busted prices are going up um and just the numbers that I've seen we got a new

song where otherwise we're in trouble and I didn't move back eight years ago nine years ago for my kids to go to another bigger School otherwise I would stay up in the door your door is a phenomenal School I moved back because of that reason my kids I went to a small school I wanted my kids to have that opportunity and if we don't do some our District's in trouble you know three years ago Michelle said it too we closed bushnet same ninety thousand dollars ninety thousand but it goes pretty fast when you got expenses and maintenance I thought of one more thing so we opened this past year she has said that 170 000 less than cash balances from a year ago which that means that 170 thousand dollars were spent more than we

got a general fund and supplemental kit so the scenario is if you wanna take this to a personal level if you have a savings account even through the year you had to keep pulling out of your savings account you know you're spending more than what you're making that's kind of what that is now we're going to do that repeat that again try not to as I reported it we were ahead of the game a month ago but now with the high implicated as far as trying to keep expenditures uh where they're at part of its uh different this month as I said is that we've identified some things that at risk that we're already transferring buddy to this year so we're doing some of those expenditures maybe a little earlier than at the end of

the school year sometimes you wait till the end of the school year to determine how much salaries you can actually pay without risk it's so important you know that's so you need a hundred and I know some of that is Professor as you also know that thirty six thousand dollars those laptops that's got to come out of Kappa outlay now Professor because ECF is not going to pay for that because you know so that's going to be back in the capital Ally so uh you have to I'm not I don't get too worried about actually about a little up and down the cash balances because the headset flows on what you have to do you know we just spent on the three roofs would just spin it down by lightly pretty good about 200 000

about this and then so he's fed you know currently as we speak today we've spent over half of our Capital Outlets but for this spot we spent almost 50 percent of our account Wildlife budgets because of some expenditures that I did at the Starbucks so that's kind of where you know and we still have the uh at least purchased I would love to get that paid down I have to keep doing that but that's on for another um so just some ideas I mean there's these aren't like Perfect Solutions to any other side I'm just trying to answer your question by the way okay foreign things that we've been talking about for almost three years even though we did have some new board members Allison was on the committee that you know helped create that

report so it's not like it was anything new for her either to loser things that we've been thinking about and on the report was one of the options was one high school and two grade schools it's not it's not been rash or not that we haven't considered and discuss well it's been it's been rather rash in uh the point that it was on three months into a new board and if there's no discussion up to that point and then March your motion was made to move the activity of seven twelve there that failed and the next month there was a motion to to do the move everything 7 12 here that did not fail that fast so in three or four months that sounds pretty radish to me with no previous discussion before that point

like Tamara said it was discussed even clear to three years ago when the old school board was still here multi of them kept on saying we cannot stop now we got to keep on moving on to take care of our situations that is and it's just kept on going well not in everything years ago this is a different board and to bring that all and happen in three or four months without the discussion of this board seemed further rash there have been other items in the report that have been discussed in the advised to in the district office to make for another grade school we've discussed multiple times the location of the sixth grade or like Bill said we also kind of discussed the location of the preschool okay and we did we did look

at combining some teachers last year uh if they looked into that so foreign for grades 7 through 12th at the end of the 2022-2043 school year and reassign the students of taking lesson attendance by them for grades 7 through 12. two Central Plains Junior Senior High School art class further that public notice of the hearing on the closing of the Wilson attendance building for grades 7 through 12. if you have any in accordance with the KSA 72-1431 setting the date of the hearing for November 28th 2022 at 6 PM with the hearing being held in the Commons areas at the USB number 112 Wilson Schools in Wilson Kansas located at 2005 Avenue D Wilson Kansas and that the reasons for the proposed closing be given as follows one the financial condition of the district to

the districts need to reduce expenses three the districts need to gain those efficiencies which can be gained by closing a building so there is a motion on the table Josh any further discussion this semester so we're just going to not doing that hearing at Wilson on the 28th for third discussion just so they understand yeah you know due to the neutral vote Allison okay just gosh yes yes no emotions and again that's just emotionally for the hearing so moving on experience board Central Plains Elementary received a five thousand dollar Grant next week Communications is one of the partners in the closet sphere and actually I think uh this exposure actually got it for district-wide participation not just the elementary so it's the whole District could participate in this launch learning program for all kids you

have information there on that here have questions or thoughts do you want to expand on any of that well I just said it would be a neat experience to be tied for the Cosmosphere I mean we'll be able to have access to astronaut on live stream and disability they'll also come out and present programs I mean do all the planning and everything bring the same activities to classes it was created by teachers and Covenant and travel to the godsmosphere they hire teachers to set up all this difficult right now I think they're as strong as they're turning through eight um we have free access to the Cosmosphere or trips there's only one area of other people that was paid for and then they also would help support after school programs stem after school programs if

there's any schools that want to participate in that as well as access to a library and I make some video resources as well so I would move to accept the five thousand dollar Grant from the foundation for Rural services well thank you for the discussion or questions regarding the grant for the opportunity for all the schools foreign State request Ed to go to Kansas City Missouri for a Chiefs game there against therapy state that you can have approved foreign yes I'll make a motion for the Oak Road it's motion by Josh and second from Allison any further questions or discussions wow it's down at back at what day okay I think they're just yeah they're just going through the Chiefs game right back I shouldn't say right back okay so I have a motion and

a second all those in favor say aye all right any opposed motion passes six to zero and there has been a beef donation if Farms like to donated me to the schools immersion Chad second just think of parallelism and I would just extend our great appreciation and then there's been other families and farms in the past that have donated also and it really helps out the school and we appreciate it so there's Motion in a second all those in favor say aye aye um substitutes the bus driver okay so I will move that we add two substitutes what's that if I need the name of it yeah more experience Wilson and Cammy threes District One County lives in Wilson but she said she'd said anyway that's me so she'll come down here in the group

whatever and Mark's gonna just set up more is that retired now percent absolutely okay I made motion second by Allison you make a motion camera yeah okay any further questions discussions photos and favorites can you impose motion passes six to zero and then first bus driver I would need to approve Carla Hurley as a full-time bus driver for the history of Allison any questions or discussions okay all those in favor say aye bye motion passes five degree it's like a full minute for Josh to step back on um okay uh um activities so how are you guys like you have a couple here three of us we'll go ahead and do administrative reports a Wilson report I've got that talks about uh Cancer all balanced guy basketball started at Wilson but they've been very active

this fall was the the second it's the presidential sophomore called the hutch for the uh as that career fair 8th of November Juniors and seniors traveled through Russell uh the college fair Thursday students traveled to Fort Hayes for math relays on the 15th President I think their ACT test 18th grade six through twelve travel to Copper uh leadership training I'll talk about that a little bit later uh today December the 8th Juniors will visit K-State December 19th 20th it's finals the 19th uh peaceability division team will meet at the district office on the ship of the 19th Fairburn all right okay but tell me uh bank statements and Reconciliation all matched into the first nine weeks was the 14th and we had parent teachers policies on the 20th we had right at 40 of our

parents represented and all of our seniors did their student-led conferences kind of Metro placed third in singles one three two one a state tennis Ashton Armstrong and Brian Metro also a few days with doubles but did not Place uh Junior High basketball has begun we have 21 boys and 21 girls out um last Monday the 10th was on Thursday 10th was our first fall day here in Washington currently November the second the Juniors and seniors at Kennedy as that career Expo and Hutchinson Student Center for the positive on the seventh the Juniors and seniors attended College Planning conference at Great Bend at the end they said it was very positive whole school played we had nice crowds both nights last week with buffer wheat tonight basketball practice for the high school boys and girls practice

that are started I'll have numbers next week or next month uh before your first game is the second at Marine Academy qualifies the Russian tournament next week early in December we'll do the Kansas Community Care survey for the 8th 10th and fourth graders that signed up we will send our 10th 11th and 12th science students to Jack Kilby stem day on the 21st and streets will be gone from nine until about two and then we'll begin second semester enrollment mid-December with Barton County college classes questions an hour or the seniors wrapping up through Barton Lake College um are we current we offer six we offer the public speaking and the college called here on campus uh I have four students that are currently taking additional credits through either Allen County or Barton County on top

of the months of the office so last year I had a girl a few years ago I had a girl that had 12 hours each semester and did High School I I and I just didn't choice taking online classes and trying to be at high school just move in a place in order to get involved and that's that's a lot especially a lot Earl the off-campus courses online yes not going they're not traveling uh Allen County actually it's no Neosho I'm sorry Neosho County is undercut as much features fifty dollars a credit so we've got a few kids taken some neutral credits the undercutting the quality I I know it's the fact that well the kids don't I mean they're they said it's hard so it's if it's if they are they're not they're not

seen in the state of Kansas it's a numbers game just like any place else exactly right it's like having a campus in China you know Fort Davis has I don't know how many kids on this on their campus that you know how many are physically on campus it's enough in the past we've had a I think falling down the road I think right does that just depend on if there's kids there has to be enough students that you can offer a person and several of them are taking the young show for 50 bucks an hour several of them and take it this summer online I don't I don't foresee if this view of seniors that we have that will be an awful in person because I you can't offer it but they the teacher gets

paid less they have to get X number of kids in their class before I guess we have all for college our bank statement and activity accounts match we have 93 of our families representative parent teacher conferences and the staff teachers are real good event about contacting them as soon as maybe more able to attend and using megaphone contact with them our k-6 came over November 9th for the dress rehearsal of the play it was cute I said maybe we should have taught our kids in the middle of etiquette maybe on the play but they got into it because they told him to laugh so they laughed what a bit Dental screens were provided that same day this week is American Education week so planning to do a special thanks for all staff plan to provide

a meal for them on Friday on the 16th or third grade kids will go to the Great Bend Wetland Center and get to dissect owl pellets we'd like to be a part of that but they enjoy doing it even though it sounds kind of disgusting November 17th our kindergarten class will come over here to the community center in Cleveland and present some songs to our plants here our progress reports for second nine weeks are coming out already on the 18th on the 21st our sixth graders will take the communities a care survey and then we're probably going to move our music program off of Monday we just found out today that our kids play in the Russell tournament on that Monday so that will take away some people so there's nothing on Tuesday so we're

going to look at Lou in our music concert to Tuesday Russell tournament and then I'm working with kdhe and I think Wilson is too I've been talking with Serena they'll provide a bring out a mobile app for no cost and present various programs you know pertaining to their health and teaching them all different topics and things so we're trying to get that set up second semester for that mobile unit to come out and do some presentations for our kids questions thank you I'll go through my report sr3 just a review we had 595 000 493 dollars allocate for sr3 the original plan submitted last March 350 000 was for equipment or bait detectors cameras security somewhere between there and probably the other I'm not sure what approved whether that was June or that was made

he was approved for 172 000. those items then once the plan was finally approved and then which we made several adjustments and then I had to send a list of equipment that was rejected there so that 172 000 now becomes a capital Outlet purchase uh because sr3 rejected back so I have to spend another 350 000 dollars I need to get proceed with this because I got till the end of next fiscal year but have to go through a lot of paperwork some Logics and so forth some different plans hopefully it's a larger and I hope it do some suggestions as I work through here and uh hopefully next month that you see we can look at that kind of come to some conclusions on where we could proceed to see if we can get

that long term that you want to do something kind of long term that will be very effective in the district so I'm looking into some options uh but we need to get that 350 000. spent and you have to go through a lot of different steps to get that approved um I was just going to say anything Josh you that said that like this weekend talk to us some school districts that had either sr3 some of the phase amendment of thrusters were you denied three times three times and then they resubmitted it rewarded it well I've done that twice yeah I think the company said they would help us I personally called it and asked what they said they said it possibly could that's what they told me the reason why because at number one

the air so you know we changed that to air quality uh sensors which when they look up the deal it was vape and then they said they haven't approved any security or cameras to contact Tracy what's that was the point I was trying to make with that is for contact Tracy and they said they haven't done that I talked to them the head of guy now the plan itself with the plan I mean we we spit it we spent it kind of put some pressure on to go ahead and finally went to the state and it was approved the equipment was denied that television list once I submitted that last thing nice and I will just say too for there were several of the streets also then said they said they do as your three

just because there is a lot of renting so it's not that yeah and say wow that is so much money what we could do with that money but the the paperwork involved in the time and the effort and oh yeah it was crazy how many districts didn't even they did the one and two because the the the red tape and the paper trail on it wasn't that difficult and then they said when they got to this or three they said we didn't even apply he goes yeah and and they they were saying a lot of it was they were understaffed and it takes so much to do it you did a lot of purchases so we do quarterly reports estate now we're doing yearly reported defense with the same information and they will not interchange

the state the feds will take the state report the state won't accept report so we have to do a state report quarterly and now we've got to do an annual report that's due January 15th for less than one two and three and they chop up the months on what you're supposed to use it for and I've already submitted it twice and they can't roll it over into the and you have to put function and object on each expenditure we have to tell them what function objects how did you expect it's just part of our account thousands education right so those are odd samples uh but yeah it's so basically the honest we've got to me it makes more sense to look at some type of HVAC because anything with air quality and HVAC should approved

as they've told me yeah so I'm kind of looking at that Arena to see what would be the most beneficial because uh that would be something that would be beneficial District s so that's kind of where I'm looking for sr3 any questions on sr3 I have so kasb presentation I did that this weekend at the conference on child care and that's a little hotter topic than I anticipated I would say out of Department people I know there's probably close to 90 in that you know probably make fit into yourself uh or 60. so it's quite a few people sitting on the floor yeah I knew there's a lot of people down here so that's a very uh Hot Topic with the whole state a lot of people doing different things and so forth but I

did talk I want to jump down here we talked a little bit about our tax credits that we received for the simpleplates Child Care Network um and if you notice in our news feed on our website it's soon to be at the two papers uh we kind of started our campaign with the 50 000 donation from Farmers Bank and Trust uh so that's out there our our goal is 250 to consume that 250 000 to consume the 175 000 of tax credits available and that's a 70 tax credit that program so uh and I we can take donations 250 and up I can still get the person will receive a 70 tax credits once we hit 250 000 if we hit that that would be all the tax credits and once we would apply again

so uh just letting you know in that program with child care and it's important we have not have our one in Wilson started yet have to wait for licenger I hope we have everything turned in now uh but if you know anybody that wants to do the campaign that's out there we've been advertising that paper and so forth so that's available um on number three student leadership team building presentations you know we had a really good September 29th we went up we stood all the students in the district 712 to Wilson for leadership uh a lady that was there for the regional student council stayed after and an afternoon presented just at USD 112 and I contacted Joe Coles which is a an outstanding speaker uh you can look him up and he is uh

his for over 10 years he's been helping teachers students and businesses to improve he talks about leadership team building and we're going to do that Friday in small groups these are skills that will help every student be more successful in school after they graduate no matter where they go to school it doesn't matter I mean it's for the kids to get better be successful I think that's important that we talk about what do we do for kids to make sure they're successful here that's plan for Friday what after their one hour sessions right in one of two grades per station just to be effective um also it is the American Education week and tomorrow uh on behalf of the school board we'll be putting some food into the workrooms of all the buildings that show

our appreciation for the work they do all staff so we'll play around putting those into all the workers tomorrow for all staff so if you see anybody or talk to staff I'm sure you thank them for the word for American Education because okay board member reports so yes there were four of us that went to the kasb annual convention at this past weekend because anybody want to talk about anything that they saw or do you want to tell me like your thoughts and talk about it next month or it stores a lot there was a lot there I might just kind of explain the setup for the ksab conference number one you have opportunities to hear I think you have two outstanding keynote speakers along with commissioner Randy Watson was the third one and then

you have breakout says Saturday and there were five four four break out until breakout rounds with and then age vendor area to go through and visit with vendors that support schools and education and so forth and see what's out there that also a chance to tour schools let's see what else is in school we're doing in the in this case around the Wichita Area so that's kind of the setup start on Friday it ends on Sunday at noon about a two two-day conference so I went to a tour Rose Hill School District on Friday and it was very cool to see what is out there on what other districts are doing and just it was the whole weekend was a very neat experience to be able to here from different districts you know positives and

negatives and just other things going on around the state and Rose Hill um which is a bigger District than us so it was kind of like oh man and then from what I heard later on Hayesville that they when they toured um had a very nice Auditorium that you've been hearing some 3A schools talk about how oh yeah it's just pipe greens you even have a couple of sizes so it was like well at least we're not following events are like drooling over what we were but they had uh a daycare program that I was interested it all started off kind of with what they called that Latchkey program so they had before and after school programs that was daycare-ish except where it was for school age kids so they would use that time to

work on homework and homework and re-emphasize what was going on in the classroom if needed and they also just had structured time that for the parents who couldn't um wait to drop off kids and that was probably and I didn't even think to ask you know what their transportation is like but they may not have transportation and so it would really be an issue for some parents to wait until school started they started theirs at 6 15 and had six o'clock for a lot to pick up an evening so that would I mean those would be pretty long hours for people but they charged for it it was a revenue producing program too but that was where it all stemmed off of and then kind of grew into their preschoolage kids and then eventually into

infants and toddlers also that they added on a whole new Wing onto their Elementary so that way these kids who are in their daycare got exposed to the environment that they would be going to and it wasn't to expand on the academic progress or anything like that but it was more your kindergarten Readiness things you know your socialization and just recognizing numbers colors having some of that stuff introduced but by having the whole Wing they had their daycare on one side of the hallway and then the preschools on the other side of the hallway and so that way they could just walk them across the hallway and all of their preschools were licensed teachers but then they also had their daycare providers who could just he's easily communicate with it could kind of reinforce things

which um being after hearing Mr Lowry talk too and some of the stuff he started at Otis bison definitely I mean on the right track just on a much taller scale but as you know accustomed to our district is where we're headed but they you know said that it was a very positive thing having daycare because not only did it help recruit and help retention but it also lessened their sub days or their days of teachers were out of the classroom because their daycare provider was sick or had vacation or things like that too so I mean that's all definitely things that you know other outside benefits that maybe people should have their attention drawn to and stuff too um and then the keynote speaker that I was phenomenal and very energetic and just really

helped you see how as adults we may not always be modeling the most positive behavior for our children and he said how but second graders or kindergarteners last 250 times a day and as adults we laugh like seven to eight pm today it's like what what are you modeling to do your children you know oh grow up and kind of be serious but at that age they don't need to they don't need to internalize any any of that stress and stuff you should be able to enjoy the day and be in the moment and be a hundred percent in the moment and everything so that you're not dividing your attention because he also showed how you know kindergartners are there a hundred percent if you tell them to do something they they put their whole

bodies into it they're not sitting there stressing about oh what am I gonna make for supper oh how much money is in my bank account oh any of any of that they're able to be there 100 and if we could just live our lives you know even partially close to that I don't know I was going to add to that yeah hit the nail on the head that we teach them over time to be more like us and sometimes that's not the best thing because we teach them to stress about things that they can't control she also pointed out that what if you say 100 things you worry about in a day and of the 100 things you can only control um there's like three of them you could control seven of them were possible

that they would actually happen in three of them you could actually control the outcome and so to learn to teach them to set aside the things that they're worrying about that they can't affect change on so that they're not ruining their day worrying about those things um yeah then this Saturday was was a busy day and a lot to it I had I felt like very interesting um initial my first one I went to foreign yes and the bad thing is they only give you 45 minutes to look yeah which most of the topics needed a couple hours it was hard too because you wanted you wanted to be there 100 percent but that I was also trying to take a few notes but I may even it's as far as that goes kind of

developed because I did want to talk a little bit more about some of the breakouts that I want to but I may actually sit down and spend some time and put those keys together because like you said it was until Sunday so between that and watching YouTube's name and get ready for work today I haven't had time to compile my thoughts on all of that but it was very worthwhile and I'd like to attend again next year because scheduling louds and I think it's very beneficial to see all of that I think this is the first year that I can remember that it was full and then they shut off registrations they had over 600 registered and that was the best they said the most they've had since 2008 or something yeah [Music] it was

like they didn't have enough seating for everybody a popular speakers yeah they should have given him one of the bigger groups but it was I was I was impressed with figures too thoughtfulness information is presented a lot of good information in the time that you have a lot better okay any open Agenda items okay items for next month I got those are three uh to get more discussion attendance also talk about negotiations represented the other thing that may be on there is the new contract with graduation Alliance and the next events meeting will be in um Holly right for advice oh well my bad Wilson the next meeting was at Wilson the 12th I would entertain a motion further met if there's nothing else okay I thought I'd really want to say motion made Josh

Thank You by Allison all those in favor say aye aye hoes did I misspelled Mr Speaker [Music]
