Please rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Uh, may I have a roll call, please? >> Mr. here. >> Miss Kini here. >> Mr. May >> here. >> Mr. Murray >> here. >> Miss Schmid >> here. >> Mr. Smith is not here at this moment. >> Mr. Stern >> here. Miss Kenny >> here. >> Mr. Miller >> here. Introduction of others present. Pat Andrew downstairs superintendent of schools. >> Ben Hower from David True Love's Office. >> Thank you. Uh welcome back everybody. Uh hope you all had a good July. Um we are back in session with our normal meetings as well as committee meetings. Uh
so uh at this point in time we do have an executive session scheduled for after our work session meeting tonight. Um did you need to fill in the details if you >> Sure, Mr. President. After tonight's meeting, the board will make an executive session with myself, Dr. Doster and Joe Joanna Doski from my office with respect to the pen USA uh tax assessment. Thank you. Uh so we'll move on to our committee meetings uh for this evening uh which are the committee of the whole meaning that the whole board is involved in these two committees. Uh so do we have anything with facilities Dr. Dster or Mr. May? >> Uh just to note that um Mr. Crowen and his team have gotten the facility ready to go for students to enter next Tuesday. Um, and
the floors are shiny, the classrooms are clean, the bathrooms are ready to go. Um, they're just tying up any kind of loose ends at this time in preparation. And as the teachers have, uh, several teachers in the buildings have moved classrooms and locations. So, they are just making sure that they are set up and finalized as well. And they are also uh, Mr. Mr. Con and his team will be placing the um new multi- um plug outlets in each classroom to assist with the Chromebook charging with our new plan with the Chromebook chargers for this year. So um they've done a great job. My hats off to them. Uh not just the facilities themselves, but grounds uh look amazing and they've also I believe corrected all the issues on the bleachers down at the field
as well. So that uh as far as I know is complete at this time and that's all. Mr. President, >> thank you. >> Mr. May, did you have anything you wanted to address as the chair? Well, when you walk in, it's easy to see things like the stains tiles were taken out of the ceiling and replaced. Um, two of the handicapped spots have been put back. That puts us back. And you know, in general, the floors work really good. The guys will do as they do every year. >> Um, okay. Is that all, Mr. Man? Yeah. Any questions or any um items for um facilities that need to be addressed from the board. Okay. So I believe then we can conclude our facilities report or committee. Uh moving then on to the finance committee. Mrs.
Getty and Dr. D. >> Can we start? >> Sure. For those who are not following the news, state still has not passed their budget. So, um, some of our funding is still being withheld until that budget goes through. Dr. Dosser informed me that the title funding has gone through for title one, title two. Correct. >> Correct. >> So, we do have that have that funding, but right now we are relying on tax payments to operate the school. So um just hope that the uh state government pulls it together and gets that budget for so that we can continue to operate. >> We are expecting an influx of our uh tax monies to come in by the 28th. Um that is when the escro payments would also uh usually hit the account. So um as soon
as that uh is in hand, we will give you the board as a whole an update as to where we stand financially. it. Um, we are trying to analyze every expense that comes in. For example, there's a proposed expense for mulch for all the playgrounds in Pennsylvania require that you have a 6-in base of mulch. So, we have to make sure that we are in compliance with that prior to determining how much is needed and how much we can spend. So, um, we are looking at every single item that does come in budget-wise and where it fits, what's needed. Uh I did explain the situation to the faculty as a whole Tuesday morning. So I gave them um I guess an overview or a mile high view so to speak of what this means for
them. And basically we're in a mode with the principles and the teachers at this point that we are focusing on what is needed for the academic program and the students in the classrooms. Um but we're looking in shorter periods of time for ordering. So, for example, normally now we'd be putting orders in that could potentially not be touched or utilized till the spring. Whereas things we might need in January, February, beyond, we're going to wait till later this fall to order. So, we have a handle on all of all of those things financially because right now with these subsidies being withheld, it is an $800,000 a month average of revenue stream that is not coming in. But >> thank you. >> Anything else? >> Okay. Did you need to touch on anything else, Dr. >>
No, just that we uh Mrs. Paposki and I have begun the process of applying for uh subsidies, monies we can get for addressing our um debt service expenditures through I sent an email earlier to the board regarding act 85 of 2016. So it does allow PTE to access monies from uh Pennsylvania in order for us to to meet that debt and those bills. So we are setting up the entire list of the of what we would need. Uh and that'll be going out probably at the beginning of next week. Thank you. Uh any questions? Anything else for finance committee? Anybody? Okay, we're [clears throat] good to wrap it up then, Mrs. Getty. >> We are good to wrap it up. >> Thank you. All right. Uh moving on to public comment. Uh number one for
this evening for any agenda items for this week and or next week wishes to speak. No. Okay. You just want to move on to the next item, right? Okay. Uh we have one action item uh for this evening which is uh an approval of the collective bargaining agreement with the um bargaining unit of uh MESPA. So the motion reads motion to ratify and approve the collective bargaining agreement between the school district of Burough of Morrisville and the Morrisville Educational Support Personnel Association. So moved. Do I have a second? Second by Mr. May. [clears throat] Any discussion? Is um is this assumed that it would be retroactive to July 1st or do we need to make that part of the motion? I had assumed it would be retroactive back to when the tenative agreement was reached.
Correct. >> I'd agree. >> Okay. All right. I just wanted to make sure that was um any other discussion? I want to thank everybody on the MESPA team um as well as their representative uh you know helping out with uh getting to an agreement that uh everybody was able to agree to. So I appreciate that. I know that it was a long time, many nights, long nights at times. Um and uh it's never easy. Um, but it's uh I think a contract that everybody is able to work with. Thank you. >> Appreciate your time. >> Thank you. Uh, any other discussion before we [clears throat] get to the vote? >> Okay, we're going to need a roll call vote on this one, please. >> Mr. Broington, >> yes. >> Miss Catalini, >> yes. >> Mr.
May, >> yes. >> Mr. Murray, >> yes. >> Miss Schmidt, >> yes. >> Mr. Smith, I'm sorry. Miss Durn, >> yes. >> Miss Getty, >> yes. >> Mr. Miller, >> yes. Motion carries 8. Thank you again. [snorts] All right. Uh moving then on to our agenda for next week. Obviously we'll have um our um of the opening of the meeting but then we also have a number of reports uh regarding our liaison reports and committee reports um and administrative reports and enrollment figures and all that great stuff. We have action items regarding uh approval of minutes. 7.1 A motion is in order to approve the minutes of the May 21st, 2025 work session meeting. 7.2 A motion is in order to approve the minutes from the May 28th, 2025 business meeting. 7.3 A motion is
in order to approve the minutes from the June 18th, 2025 work session meeting. And 7.4 for a motion is in order to approve the minutes from the June 25th, 2025 business meeting. Any uh questions or discussion regarding that at this point in time? Does anybody have any um issues in putting all of them under one consent motion? So, we'll revise that. So, that 7.1 will be a new 7.2 2 through 7.5 make the evening go a little bit faster next week. I'm sure everybody will appreciate it. Uh there is nothing at this time under facilities under education. Uh action items uh for next week 9.2 2. A motion is in order to approve the 202526 student handbooks for grades kindergarten through 5th as well as the 6th through 12th as presented and they will be
attached and corrected. Thank you Mrs. Yeti for your suggestions for edits and corrections. >> Do um while those corrections are being made, can we make sure that any links to policies are also correct? And if there's any questions as far as which policy to link to, I'd be more than happy to answer that. >> Y uh 9.3, a motion is in order to approve the 202526 high school program of studies as presented. And 9.4, a motion is in order to approve the additional targeted support and improvement, which is the ATSI title one high school plan for the 202526 school year. as presented. Any questions regarding >> in the education committee? Did we discuss the high school or we were getting rid of a minus? >> We're getting rid of a plus. >> Got it. We're
keeping a minus. >> A minus. >> Okay. I was trying to recall that when looking at the handbook in the program studies. What did we alter here? So, we got rid of a plus. It's just a Okay, just confirming I understood that correctly. Any other discussion under education items? All right. Moving on then under human resources action items uh 10.2. A motion is in order to approve the tuition reimbursement for the 202526 fall semester as presented. I assume there'll be an attachment. 10.3 a motion is an order to approve and ratify the personnel matters as presented. I assume there will also be an attachment to that if there is one. >> Correct. And 10.4 a motion is in order to approve the 202526 stipens as presented. Any questions regarding any of the action items under
human resources >> in the stipens? There's some blanks. Are they going to be filled in or we don't have anybody for those positions? >> If they're blank, most likely we don't have people in those positions at this time, but I will definitely double check for you. >> Thanks. Just so that everyone is aware, those those positions are usually budgeted um even though they may not be filled at this point in time. And if they're not filled, then that would just be money that was not spent for that particular area. I'm particularly concerned that we don't have a social media person lined up, >> but the one she's out on leave for the year. Um, we have somebody that we just hired in the last week, so we're hoping to make that transition so we have
somebody that can do that as well. Thank you. >> Any other questions under um HR items? Okay, moving then under business operations and finance action items. Uh we have 11.3 which will be a consent motion for 11.4 through 11.6. 11.4 is a motion is in order to approve the investment report as presented. 11.5 A motion is in order to approve the treasur's report as presented. 11.6 A motion is in order to approve payment of bills as presented. 11.7 A motion is in order to approve the excess items request forms as presented. 11.8 Eight. A motion is in order to approve the 202526 Bucks County Intermediate Unit Technology Pool Consortium Agreement as presented. 11.9 a motion is in order to approve the 202526 statement of work for US security care as presented. And 11.10 10. A
motion is in order to approve and ratify the 202425 Fairhold Academy extended school year agreement for students XP and XY uh sorry XQ. That is all of the action items under finance. Any discussion or questions under payment of bills? We're going to need to know June and we're going to need the breakdown for July. Um, I'd like them to be two separate motions. They can. Does anybody have any issues regarding them being under under the consent motion at this point in time? Do you have any do you want them out of the consent motion or do you want to keep them in the consent motion? >> Keep it in. Okay. >> But just have two separate motions. >> One for Just so that it's more clear. >> Oh, absolutely. >> One for one for June,
one for July. If you don't mind, >> Absolutely. Thank you. Any other question uh questions regarding uh finance? Okay. Hearing none. Under policy, we have three motions. The attachments aren't there yet. I'm working with Miss Waters, but this is a breakdown of what is to be included um for these uh motions at this point. Uh 12.2 motion is in order to approve the first read of the policies listed below. 12.3 a motion is in order to approve the second read of the policies listed below. And 12.4 Four, a motion is in order to approve the administrative regulations listed below. And if there's anything else that just seems to be missing, we'll go ahead and add them on your new business. I believe this is covering it all at least the policy. Any questions regarding policies?
plugging away. Uh we have no new business uh that'll be as added uh during the week and our public comment and announcements will also happen next next week as well as well as moving back to tonight's agenda. Um reviewing that agenda, we have public comment for non-aggenda items. Anybody wishes to Uh then moving on to announcements. Any announcements from the board? >> I don't really have an announcement, but I had a community concern. I'm sorry if I'm putting anybody on the spot here, but um there was some community concern about the Grand View playground being locked. And I tried to explain that the reason why it remains locked off hours is for um security purposes. uh so the equipment doesn't get damaged and in case anything happened we would be liable for um anything that
happens there. So uh we didn't seem like that was a good enough answer. I don't know if anybody has any um anything that they can say about specifically why it's locked, but I just wanted to bring it up in case people from the community who were concerned about it being locked um watch these better understanding as to why it's locked forward. >> At this point, it's blocked off hours due to liability. We've had students there doing things they shouldn't be doing. um some damage, things that are being written on things uh that we wouldn't want, you know, there when the students are in school. So, >> are K through two over there. >> Correct. So, we also don't have the luxury of of things are getting damaged off hours to replace them in any sense
of immediiacy for the students. So, anything that is damaged or we'd have to remove or replace will be something that our students would have to forego for a while until >> our K through2 students would have to forego. >> Correct. >> Thank you. >> That's it. >> Thank you, Dr. Dost. You put it much more kindly than I would have. I mean, basically, it's like if it gets ruined, there's enough people in this town that complain about their taxes and and rightly so. I mean, they are high, but why spend it on on things that we don't have to when we can take those precautions and prevent that stuff from happening. Just my two cents on that one. The other thing you want [clears throat] to consider is that equipment is all. So you can't
go to the catalog and pick out an employment. It's all or nothing. >> I understand. I tried my best to explain it, but >> there's some people >> unhappy with my answers. So >> there's some people who just want >> Thank you. >> And you could if they're not happy, you could always redirect them to me. Thank you, Mr. Any other announcements from the board. Uh again, welcome back everyone. Our committee meetings uh have already started um this month. They will be starting uh they will be continuing uh for September and October. Forget do we meet in November? We don't meet November. We meet in November, right? But we don't need to suffer. Right. >> Right. >> All right. Couldn't remember. >> Uh it's been a crazy month. >> We should do this a few
more years. >> Maybe it's been a crazy month. You know, in a couple of years, in a couple of years, I'll get it down. Probably be in about three. Um the uh so I would just invite the the community, the public uh that you know these committee meetings are open. They are on the calendar. Uh so please uh feel free they happen here in the LGI uh and again they are open to the community public uh as well as our board meetings. We don't have many people here but again um you're invited and uh encouraged to take part in our discussions. With that said and if there's no other announcements a motion to adjurnn. So moved. Do I have a second? >> Second. Second by Miss Schmidt. All in favor? >> I >> oppose. Abstain.
Motion carries. 8 Z. Good night everyone. Thank you.
