Please rise for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. May I add all please? >> Mr. Roington >> here. >> Miss Kit here. Mr. May >> here. >> Mr. Murray >> here. >> Mr. Smith >> here. >> Mr. Smith is unable to attend. He gave prior notice. >> Mr. >> Here, >> Miss Getty >> here. Mr. Miller >> here. Introduction of others present. >> Dr. Andrew Dair, superintendent of schools. >> Benoska, business manager. >> Ben, the school listeners office. >> Thank you. Uh, we did have an executive session. We've actually had a couple since the last time we've met. So, uh, Mr. Hower,
you have details on that? >> I do, Mr. President. Uh, members of the public, uh, on after the board agenda meeting on the 20th of August executive session beginning at 7:40, all members accept Mr. Smith, the president, Dr. Goss, myself, and Joanna Dumbrosski in my office were also in attendance. Uh, the subject for personnel and litigation of the pen USA uh, property tax appeal. Uh, that concluded at 7:25. Uh the board also met at the executive session part tonight's meeting beginning at se at 6:15 p.m. The subjects wereformational presentation on tonight's agenda. Uh the same litigation uh pen regarding PEN USA uh confidential student matter and personnel. It concluded just meeting at 7:00. Thank you. Uh we have a student spotlight this evening and I think it's a very special one. Uh we have uh
a student here who has done some great things to benefit everybody here uh particularly her classmates and so forth uh here at the district and uh Miss Capuccino take it away. >> Thank you. Good evening everyone. It is an incredible opportunity for me to present to you Astra Zel who is one of our fifth graders. Astra is the true definition of what it means to have school spirit. She is always seeking ways to help our school community and the community around her. whether it be her work in recruiting her family um in helping rebath our brand new garden back when she was a second grader. Not only did they clean up the garden um on Sunday, but they Ash donated their new family picnic table and convinced her family to help build benches. Um she
has also been a great example of what leadership and school pride has been. She goes around the neighborhood and collecting tabs to not only help um our Marsville community, but the Ronald McDonald Foundation as well. And most recently, she was able to work with Lowe's upon her own will to get a donation of bucket drums for every single one of our fifth graders. So, we are just so excited and proud of her and yeah, she's here to answer any great questions you might have. Can you tell us what the buckets are for? Um, >> in fifth grade, um, Mrs. Hel, um, does this thing called bucket drums, and it's basically drumming on a bucket. >> That's awesome. >> What's your favorite class? She's also one of our incredible musicians in our in our uh music
program and one day we're going to all see her at a concert. >> Do you play the drums in in the music? >> No. >> Is that Yes. >> No. >> Oh, no. What What instrument do you play? >> Clarinet. >> Not as easy as the drums. >> Well, Mrs. We're very lucky to have you here. Thank you so much for all your hard work for our district and our community. >> Thank you. The whole appreciates you. >> Thank you, Miss for the time. Congratulations again. Thank you. And and the family as well. Thank you for all your help. Good to see you. We have uh some other business to take care of tonight. I wish we could all be about student spotlights and and everything. Um our uh first up is our facilities committee
meeting of the whole uh Mr. May Dr. Dster August 20 meeting Dr. told us about the facility while doing a great job. >> Mr. menu as well as the schools are ready for our next our next meeting will be September 17th which is the month of August Additionally, I'd like to add um the repairs to the bleachers at the stadium are at this point almost fully complete. Uh those will be fully completed by the time the next home game. Also, we are we have three quotes for repairing our backflow pre which caused the flooding in our boiler room this past winter. Um, we are looking at what the uh lowest qualified quotes are and making sure that it is an apples to apples comparison for you. This will be around uh about a $15,000 repair
after it's all said and done. And I will I'm asking the board if I can authorize the work based off of the lowest qualified quote. Uh there is one company that would like to have that has the materials in stock and would be able to do the work and be done by the beginning of October or if you'd like me to bring those to you for the October board meeting. >> You have reference All right. Then Mr. Cohen, uh, Mr. Posski and I will review the quotes again this week and make a decision as to which is the district's best option moving forward for the most timely repair as we need to also uh, switch over from our cooling system to the boiler in the next few weeks as well. >> I just want to
express my gratitude for fixing the bleachers. It means that somebody of my size can now walk up and down them without worrying about their safety. So, thank you. >> Yeah, there were a few that were unfortunately a little loose. >> They were almost like a cartoon where you stepped on one end and >> but they weren't that bad. It was there were some that were that did definitely need to be were replaced. So, thank you. I'm sure the band appreciates it as well. Uh, anything else for facilities then? >> Nothing at this time, Mr. President. All right. Anything else for >> Yeah, I just I'm going to forget by the time we get down to announcements. So, I just Homecoming is this Friday, right? So, let's all go out and support our football team uh
at the uh football field on Friday. What time does the game start? >> 7. 7. >> It usually starts around 7. Um, >> so just looking Yeah, perfect timing for those >> and during that time is when the homecoming presentation is done. >> Okay, thank you. Any other facilities items? We're done with that. Moving then on to finance. Mrs. Getty, >> um three very general topics that um state of the PA state budget. Do we have any word on it yet? >> All right. So, currently, as you know, the governor proposed a 51.5 billion or billion dollar budget at which point the Democratically controlled House countered with a slightly lower 50.6 billion and then the Republican controlled Senate countered with 47.5. So, as of uh this past Monday, both chambers remain at a standstill and
they are not scheduled to meet again. The House is not scheduled to meet again until September 22nd. The uh Senate will not formally reconvene until October 8th. So as of right now, they are at an impass and there is no news yet as to a state budget being passed. They are facing the very real possibility of the state government being shut down as of the end of September. Okay. Now, what that means to us is we are still without an average of an $800,000 a month revenue stream, which is uh impacting our day-to-day decision- making in terms of budget and purchase orders and things we have to do and trying to project out for things that are un uh foreseen or unplanned for. So, uh, the good news is is that we have received a
significant amount of our real estate tax money, which allows us to continue functioning in regard to our district for the foreseeable future. So, we are not for at least this fall moving into the winter break. We are not in jeopardy of um being in financial peril. Um, beyond that though, we will have to look and see as things unfold over the next several months. >> Thank you. We appreciate it. That takes care of one and two. >> Can I can I just add on to that for a moment? So, um, one of the things that I read, two, there's two things that I read. One was that, uh, while both the House and the Senate are scheduled to come back at those times that Dr. Doster mentioned, I believe they said that they would be
open to reconvening if they if they were so so so far addressed. Um so there is the glimmer of hope there should the sides decide to uh have something that they want to present. Um the on on the flip side of that uh I saw an article with a superintendent I believe from the western side of the state who said that he didn't believe that there would be a budget passed until December. That is what it's looking like with each passing weekend. That was all I had. >> All you have um and the status of our of the outstanding audits and are we does that still affect our ability to borrow when we need to? >> Yes. So, um our credit rating continues to reflect the impact of the audit delay and the previous rating
downgrade. Um at this time, we do not anticipate the need for additional funding. However, PNC has been informed should the need arise. So, at the present time, we're just holding off on that. But yes, the our reading is >> And what audits are we still waiting for? >> We're still waiting for the 23 24 audit completion. Um the new auditing team that has taken over to complete uh our audit is asking for a lot of information from scratch from data from 2010 if even um and over of our inventories because they apparently when the companies transferred over they did not transfer any files to them that we had submitted previously or that Carl had from DVD. So they're asking for massive information massive work for us to complete. So that's delay and it's taken us
a long time to do. >> And just for the public's reference, we are not the only school district struggling with this. It's impacting other school districts as well. >> I do want to mention that we have submitted most of the uh information um requested. So I'm praying and hoping that we'll get it done as soon as possible. I just don't have an ETA for you yet. >> I appreciate all your hard work and support. And this is not on us. This is on the company. So it's out of our control. >> On another note, but appropriate for finance, we did submit the TR loan under act 85 of 2016 and that should be uh taken care of through that state funds. That would just then come out of later subsidies throughout the year. >> So
that would be a an additional loan from what we already taken. No pay off the terms no return for this particular scenario. Got >> because our v our um interest rate is variable at the present time. We would prefer to pay it off as as soon as possible. So we don't have to pay any higher interest for this. >> Understood. Thank you. >> I sincerely appreciate all the efforts of administration and being fiscally responsible as you face something that's completely out of your control. keeping the school open, keeping, you know, classrooms functioning. Um, I deeply appreciate it. >> Thank you. >> Is that all, Mrs. Getty? >> Does anybody else have anything? >> Um, I will wait till we get Thank you. All right. Moving then on to the other uh liaison reports and such
uh from the IU, Miss Stern, as well as the legislative report. >> Thank you. Um it's been a minute since I've been able to provide reports for the IU. So um attached docs are is the information for July and August. The um box IU met on July 15th and also August 19th. action items from both the meetings are attached along with information from both months of the um awesome things that the IU is doing. Um we met for September last night. So I will have the information for September next month. Um for the legislative report um I again only have July and August currently. Uh they are attached to board docs. not a lot has been happening uh because we don't have a an improved budget. So that's really the biggest news. >> Thank you.
Any questions regarding uh either of those two reports? All right. Public relations. Uh we have not had a meeting of that. Uh that is scheduled four times a year. might want to look into seeing when the next one is and possibly addressing any questions that we may have regarding communications and public relations. Uh from the tech school, uh Mr. Murray, new school year, the freshman began on September 2 September 26 orientation rest came in on Wednesday. Uh the school's partnership Texas High School partnership with Beyond Corporation that provides students who pass the course the same certifications that your employees receive from going through companies training programs. It's well official now, but the assistant administrative director George is intentious to retire. My school next. >> Thank you. Any questions regarding the tech school? >> I do
not have a question, but I do have something that I want to put out for the community. Um, as a parent of a newly accepted student to the dev school. Uh she started um her freshman year. It is an amazing opportunity for children um to to go through this and um I cannot stress enough how awesome it is to to um to get to experience this for your child. uh they graduate high school with uh basically enough experience to begin um apprenticeship anywhere in whatever field they're going into um or whatever field they've studied in in school and um you know make sure that uh if your students are interested they should apply. I think the application deadline is December mid December. So if anybody has students going into freshman year next year um and
they're interested look into it uh sooner rather than later. >> Thank you. Any other questions, comments regarding tech school? >> I think I just heard Miss Stern volunteer to be the new liaison to the tech school. >> I'm not doing that any absolutely not. Absolutely not. >> Yeah. an open night between the IU and the tech school here. >> Nothing else. >> Uh thank you. Moving on to uh PTO, Miss Schmidt. >> Yes. Um so there is a new PTO president this year, so they're very excited. It's a co-presidentship. Uh their next meeting is October 1st. Um but they did want to let everybody know uh that they are going to be having another trunk or retreat. It is slightly earlier this year, October 17th. Um, I put in the attachment how to sign up
if anybody's interested. Um, in the past, we've had members of the board participate in cards, uh, trunks. They are also looking for candy donations to be sent over to the school, individual pieces. Um, but they're very excited for the new year. So, next meeting is October 1st. any parent or uh sorry lost train of thought uh parent or guardian can absolutely attend the meeting and they want more people to be involved >> and where is uh I'm sorry it's right >> and they want bags of individual pieces not just individual need one individual part but any bit helps so you know take it when you And um their email is the same. It is gb i m ptogmail.com for grand viewing. >> Thank you. >> That's it. >> There was something that was going on
regarding the middle school, wasn't there? Was there >> There is talks, but I haven't heard anything official. >> Kind of kind of come It kind of comes and goes, right? It comes and goes. So, >> thank you. >> Yeah. >> Any questions regarding PTO >> other than what costume we're going to wear? >> All right. Uh Movington. >> All right. Thank you. uh the joint board uh with the uh burough council. We met in uh August, August 11th, as a matter of fact. Um Oops. >> That's the policy. >> Oh, it sure is. >> And I don't have my notes. While you're doing that, let's go on to the superintendent report. >> Thank you. The only thing I have uh for this week outside of all the things going on around budget uh would be
that as you know in our where we did lose a member of our our school community this past Saturday. Um, and the administration did an outstanding job connecting with resources and supports over the weekend, both Saturday and Sunday, as well as liazing with the Morrisville Police Department, and trying to make sure that everything was addressed and taken care of moving into this week here at school. So, it has been a trying time for both teachers, uh, paraprofessionals and our students, but we were supported heavily by the Bucks uh, county intermediate unit, and the people that they sent down here did an outstanding job. So, um, we are moving forward and trying to get our students uh, the help and support they need as well as getting back to business as usual. But our our thoughts
and our condolences uh go out to the family um that was impacted by this tragic loss. That's all I have. >> Thank you. Uh we'll move on to the business administrator's report. >> Sure. Um daily operations in the business office continue as usual. This um will stop maintaining essential functions and supporting district needs due to the budget impairs. will continue to be strategic in our vendor payments. Um we have received most real estate tax payments. Thank you for your support. Um we remain actively engaged with our auditors for the 2324 single audit and also continuing or starting preparations for our AFR 2525 AFR. The Bucks County IU payments have been brought current through the 2425 fiscal year following receipt of the reconciliation bill. An adjustment was applied that lowered our original um following balance or
outstanding balance with the IU. So based on this, we proceeded with a payment of the catchup bills to ensure we're up to date. The only payment remaining right now of York that I'm as much aware of as possible is the fiscal year 2526 payment. We have not made any payments towards that. Our credit rating as mentioned earlier continues to reflect the impact of the audit delay and the previous rating downgrade. Um at this time we do not anticipate the need for additional funding. As mentioned PNC has been informed should the need arise should we need more funding to continue forward. They have requested a lot of documents but we'll work with them if needs be. Um and as Dr. As I mentioned, we have submitted the transnom payoff information to act 85 that data. They
um the commonwealth of Pennsylvania sent out an email stating that if uh due to the impass that if you need um any of the paid off from the period from September 15 October 1st that to submit them over to them. So we submitted our transo. We submitted our deadlines however they fell after the the payment period that they provided which was September 15th to October 1st. If they do come up with another window of provided for future payments then we'll submit our debt which is our bond debt payments. That concludes the business manager support. >> Thank you. Any questions regarding either? All right. Uh we'll go back to the joint committee report uh with the burough council. Uh discussed a number of different items with uh the burough council president uh member of the council
and as well as the mayor and there was a member of the public here as well. Uh we discussed the first day of school. Some of this is old news obviously. Uh school the school zone signals. We asked for them to ensure that they were functioning properly. Uh the crosswalks have been painted. Uh sidewalks, the repaving of Palmer Avenue, they are fixing the border issues underneath the street at a later date when grant money is received and the bridge um over the Pennsylvania on Pennsylvania Avenue and Golden Canal. That's still scheduled at this point in time for August of next year. We discussed the the state budget. Obviously, a flat tuition rate for cyber charter schools would be very helpful for us. Um and uh there was a discussion regarding uh district uh provided sports
programs. Um the mayor I believe uh brought up uh that a community member had suggested lacrosse. Uh we discussed other options to explore as well as opening our facilities for community sports programs which I believe we already do. uh people are able to rent our facilities, they would contact you, Miss Waters. Um and then, uh be able to if there's a opening, slot opening or whatever, depending upon what the schedules are, uh that might be able to be something that could be worked out. And our next committee meeting is scheduled for Wednesday, November 5th at 7 o'clock here in the LG. Any questions about that? Hearing none. Moving on to enrollment figures. Grand View Elementary 206, the intermediate school 186, middle school 205, and high school 203, out of district placement 150 with a grand
total of 950 students. Public comment on agenda items. If anyone wishes to speak on anything on regarding the agenda hearing none, we'll move on to our action items. 9.1, which is a consent motion for 9.2 and 9.3. 9.2, a motion is in order to approve the minute minutes from the May 21st, 2025 work session meeting. And 9.3 a motion is in order to approve the minutes from the May 28th, 2025 business meeting. So moved. Do I have any seconds? Same by Mr. Murray. Any discussion? >> The um minutes don't appear to be attached anymore. >> Oh, it's true. I know. I remember looking at them last month, >> right? >> And I skipped over them when I looked at the agenda. Do we skip this and >> well I don't know if the board was
able to review that. >> So I guess we will have a motion to table the minutes 9.1. I will move that motion. Is there a second? >> Second by Mrs. Getty. There's no discussion. All in favor to table 9.1 >> I >> oppose. Abstain. Motion carries. 8 uh 8 Z. Uh we've had our facilities committee report unless you want to report what it discusses. I wait uh education. >> The education committee met on Monday, August 11th at 6:30 p.m. here in the LGI. We discussed the following topics. We went over the title one plan which is attached to this agenda. Student handbooks were explained by building principles. The biggest change was at the high school level. We removed an A+ grade. that the highest level grade will be an A. Chromebooks will remain on school
grounds for this academic year. Chromebooks will no longer go home with students. This should decrease costs associated with losses and damage from books and chargers. We discussed the PA state budget or lack thereof. We reviewed training plans for teacher days prior to the school year. That concludes my report. >> Thank you. 034>> Of course you are. >> We um had a finance committee meeting during the work session on Wednesday, August 20th. Um, state still had not passed a budget as we discussed tonight. It's leaving us about approximately $800,000 in subsidies per month. Title one and title two funding was released to schools. They're currently relying on tax payments to move forward. Um, staff has been informed of this issue and have been asked to focus any requests for purchasing on things needed for academics and student learning and achievement. and the district had initiated the process for securing additional monies from the state as per act 85 of 2016 to address the district's debt services expenditures but that changed. >> Thank you. So the committee uh met on uh this the combination of two months uh of meetings here on Monday, August 11th as well as September 8th. We discussed a number of policies that are all listed under your first reads in the agenda as well as for the second reads as well as administrative guidelines, excuse me, administrative regulations and
board guidelines. They are all listed there on the committee report. Uh we discussed a few different policies. Uh 832 which is considered uh educational equity. Uh that is to be retired as a recommendation from PSBA. uh the educational equity uh policy basically due to the federal administration uh curbing a lot of that uh the equity even though the equity really focused on making sure that uh it was for a larger district that may have multiple buildings with the same grades that they would want to make sure that there is equity among those buildings. We don't have that but we always considered it uh a vital policy. Uh but now it is to be retired. Uh administrative regulation number one for uh policy 234 which was the student health report form uh that was recommended to
