001Please rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> May I have a roll call, please? >> Mr. Broington, >> he is uh out this evening and he gave prior notice. Miss Catalini >> here. >> Mr. May >> here. >> Mr. Murray >> here. >> Miss Schmidt >> here. >> Mr. Smith is out. He also gave prior notice. >> Mr. Stern >> here. >> Miss Getty >> here. >> Mr. Miller >> here. Introduction of others present. >> Dr. Andrew Der, superintendent of schools. >> Babosku, business manager. >> How David True Love Solicitor's Office. >> Thank you. Uh we have not had an executive session since our
002last one which was already announced in notes given I believe we do have one this evening a brief one uh after our meeting tonight. Mr. Hower you have >> yes the board will be meeting in executive session after the conclusion of the meeting on the subject of litigation and USA uh tax matter. >> Thank you. Uh so we'll move on to our committees of the whole. Our first up is the facilities. Mr. May, here you're the chair. The only thing going on with facilities right now is that the backflow pretor has been installed. Um and that information will be on the board agenda for the board to um review. That uh was done with company. We had three companies provide information in terms of the specs and the pricing and we went with the lowest
003qualified um competitive quote. So um that information will be presented to you next week and be on the agenda I believe at that time. Other than that we have switched over uh from our cooling to heating. Uh Mr. Cohen and I have been watching the weather and made sure it was done at a right time where we did not do it too early and then had a little bit of a heat wave come through. Uh the other thing that we are looking at is the guide pit that was donated um and built by I believe it was an Eagle Scout if I remember correctly. Uh the the ground underneath is now uh dirt a dust bowl like a a street in an old uh Texas town or cowboy town. But so we're looking at our
004options as to what we can do there to try and alleviate some of the uh dust bowl that's created while the kids are outside in the mud if it's slightly wet. So um at this point the things that we're looking at are anywhere between $1,200 and $1,600 to put underneath it to allow proper drainage. You know, everything from turf to some tiles that allow drainage to go through it. So, we're looking at that and then we're just going to look at once we have what we feel is a good solution, then we'll look at what our possible options are in terms of the budget and where we're at. Uh, trying to project things forward as well. So, other than that though, knock on wood, things have been um moving along. We've had a couple intercom
005systems that needed to be repaired in two classrooms that were not functional. So, those we've made arrangements for um for the companies to come in. They came in on a couple of our days off and ran the wiring and put those systems in. So, those two classrooms uh will be functional. One is functional at this time and I believe we're waiting on a a card um for the other classroom to be functional. So, those teachers, we have made arrangements. They have walkie-talkies that if there is an emergency that you know they're not not getting an announcement in the building. So, um other than that, everything else is where it should be and on track. um with no right now, knock on wood, no unforeseen costs or expenses uh coming our way. >> Thank you. >>
006Anything else, Mr. Render? All good. >> Any question? >> Yes. >> Um I'm not really sure if facilities is the correct place, but the um the school zone lights on the past few days in the morning. >> That would be the burrow. Okay. >> Do you know um >> what times >> I was dropping it was 7:30. I was dropping her off for school. It wasn't as like drop off time. So, >> okay. I'll double check the signs. I did ask at the last joint meeting uh to make sure that the they had been checked. I was told that they had been. >> They were on earlier. I don't know. I don't know. Well, I was noticed uh like 3 days ago that it was off. >> So, they were working, but now >> they
007were at one point. Yeah. >> I thought maybe they had changed the time early, but it's a whole month early. So, >> yeah. >> And they have to be manually they have to be manually changed, right? >> They're not like an automatic slot. >> Okay. >> I can reach out to the council president. >> Okay. >> Thank you. Any other um facility items? >> Good to go, Mr. Mayor. >> Yes. >> Okay. Thank you. Moving on then to finance. Mrs. G. >> Um as everybody knows, we still don't have a state budget. Um which matches the federal end as well. So, um I just I don't know what we're going to do. I'm leaving it up to our fine team to figure things out. and so far they have. >> So what we're going to
008need to work on collectively as a group um well before I get into that we've included a document um for the finance committee which lays uh shows a projected timeline for budget development for 2627. So Mrs. Paposki and I are going to begin this process uh starting tomorrow. And part of what we have to do, I was on the phone today with the intermediate unit as the directors across the state of Pennsylvania for the intermediate units have been in discussion that their smaller districts that may not have been managing uh their funds uh maybe quite as um with such scrutiny as we have been are running out of money now. So there are districts across the Commonwealth right now that are dipping into their fund balance of which, you know, that doesn't apply to us,
009but there are some that are running out of money. So what I'm going to be presenting to the superintendents on at our meeting at the on Friday will be a projected window of time uh that it should the state budget not be finalized and the federal government still be shut down that we would be in jeopardy. of um running out of funds here that we have. Okay. So, part of what we will need to do as a board um between now and the meeting in November would be to have a tenative plan in place as if we are going to hit that window. I believe we have to and this would be a conversation with our solicitors. I believe we have to provide uh 2 months notice if we were going to look at a
010possibility of closing our doors for a period of time. Okay. Um and that notice would be to our employees. Um so we are going to Miss Papovski and I will be looking at uh when we are projecting um possibility of uh being in real financial peril and uh what we can do between now and then to try and extend that. I will tell you that what we have been doing is uh making sure that only those things that are absolutely necessary right now are being paid to ensure that we can extend right now to this uh window that we have potentially uh while we wait on the state budget and now the federal government shutdown. So, uh, we are going to have some information for you, um, probably as early as next Wednesday, but I
011would like to urge the board to work on with us on a plan that we could finalize prior to the the Thanksgiving break. >> Thank you. So as you mentioned the updated budget timeline was posted and on there the first item for tonight well discussion of the budget of the development timeline. Okay it's there the overall process and the act one index we have information on the act one index. >> I believe that information we just received a little bit of it today. So we we were hoping to have it for you. Um but we just got that today. Uh, and I got derailed by the IU and working on other things as far as this now what's becoming a statewide crisis for small districts. >> That's fine. Thank you. >> So, yeah, >> I
012appreciate it. >> Um, our timeline will be right now we're looking at for our departments um meeting with our department heads again, but going from a uh we're going to be providing them with a number for their overall budget. And so it will be a flat number at least from this year if not potentially reduction from what they had this year moving to next year. Um because there are other areas that will go up regardless of what we do such as our special ed costs, such as our facilities costs, those sorts of things. So um but our in our other departments and areas that we can potentially quote and quote unquote control uh what's going on. Um but they will be given those numbers. We will have those numbers back right after the Thanksgiving break
013from them in terms of their budgets developed. And then we'll begin that same process we went uh we undertook last year in December to have a first run done. So that's prepared after the the holiday break. >> Thank you. Is there anything else that you wanted to discuss? Yeah, on a heavier note, the trans loan has been officially paid off and I have put in a letter confirming from the bank stating that we have paid off our trans loan. The subsidies um is the ones that paid it and the reason why I requested this letter confirming is because I don't have any confirmations on my end either in FI or anywhere from the states that they did pay it even though I know that why it was sent. So I wanted the time to confirm
014it and the later the letter is attached on that administrative contact. >> Thank you. Are there any questions from the board? >> Um I have one item in regards to the act one index. So I see that the deadline um that was given to me um is January 29th and it's also on the uh this sheet here that was the attachment that's the Janu January 28th meeting is when we would need to adopt a resolution. So uh the only thing that I going by past conversations I would like to make sure that by by then, if not sooner, we know what exceptions we may be eligible for and what amounts they may be able to. >> I remember last year we were not qualified for >> but every year changes. >> So I would just
015don't go by the prior year. go you know >> whatever happened last year may not be the same as what happened this year I'll see that >> uh so I think that would be helpful >> and then as direction to the board what I think helps the administration and other board members is should you have ideas about cost savings projects to to budget for uh whatever it may be, the sooner you give the information to the administration and and and we discuss it as a board uh and under the appropriate committee. If it's a facility issue, if it's a personnel issue, if it's uh education issue, uh we should be discussing them under the the proper committee and then that way it gets brought to the attention to the administration. But doing that in advance,
016doing it at the last minute doesn't help. And in the past we've had some conversations. Some of these ideas are worth exploring. Unfortunately, the timing is is is bad. So I think that it's again just directionwise. I think that it would be helpful to have those uh conversations starting like now uh or as soon as possible. Uh, one other thing too is that I will be coming to the board with recommendations for plans of action. Um, so it's not like I'm asking you or expecting the board to come up with what our options are going to be. I'm going to work to provide you options for you to look at and collectively decide which direction you'd like to go. And I will I will also give you my recommendation as to what I would choose
017if it were to me. That's all I have. Thank you. >> Anyone else? >> Thank you. >> All right. I believe that concludes our committee meetings. Public comment for agenda items. There's no public here. So we will now look at the business meeting for next week and the agenda for such. Uh here uh we will have it's showing this. Oh, there's some items that are on there that aren't going to happen like the committees of the whole. Um so we'll have our reports um from our liaison and committees uh as well as the administration and the enrollment. Uh we will have uh action items. 9.1 a motion to approve the minutes from the June 18th, 2025 work session meeting. 9.2 two, a motion is in order to approve the minutes for the June 25th, 2025
018business meeting. And 9.3, a motion is in order to approve the minutes from the August 20th uh 2025 work session meeting. Those are our action items. Are we calling that the work session or was that the actually or did we just do business during the work session? I don't remember >> what we called it. I think it was called a rescheduled work uh rescheduled business meeting. >> Oh, I'll look in there. Okay. >> Actually, I apologize. No, that is the work that is the work session. It was the September meeting. >> It was the Yeah, we we didn't have August. We had it canled >> until the September, >> which we're not on here yet. It's all coming back to me now, >> right? >> Uh, all righty. So, we have nothing uh no action
019items under facilities nor under education. Uh, next week we have uh three action items under human resources. 12.2 2. Motion is in order to ratify and approve the tuition reimbursement for the 202425 spring and summer semester as presented. Is that correct? 2425. >> Uh yeah, because it goes it was for the spring of 2425. >> So we're asking to ratify. >> Okay. All right. Thank you. >> 12.3. A motion is in order to ratify and approve the tuition reimbursement for the 2526 fall semester as presented and 12.4 motion is out. Excuse me. >> Just not following this. >> It' be the fall 25, >> Right. >> No, but this school year starts September 24, right? >> No, let's talk about one at a time. Let's go back to 12.2. This is the 24 25 spring
020and summer semester. Spring semesters usually start in January. So that would be 25 January of 25 and it would have been the summer of 2025. Is that correct? It was still it was going through this the fall, spring, summer 24, 25, but the motion reads the 2425 spring and summer semester, which the spring would have started in January of 2025, and the summer would have been this past summer of 2025. this the the academic year would have been 2425. >> Well, that's what I mean by that. >> The way their tuition reimbursement, those three allocations start the fall, spring, summer, all attributed back to the one year, >> right? I got it now. >> Yeah. So, they have those three buckets and that's how it gets. So, the new one didn't start till this fall.
021>> Okay. So I maybe just sug just just a wording change so that it's a little bit clearer. I would say for the spring and summer semester of the 2425 academic year, >> right? And I'm I'm gonna we reimburse prior to taking the class or after taking the class. >> Okay. So this 12.3 is for the fall semester. That is not completed yet, right? And we're just approving the course or taking the course. >> So you have to approve the courses and you have to approve the reimbursement of the courses. So this would they take the course and then we don't put it back in their for the approvals for the course and the payment once they submit their grades and proof of payment. So they pay for the course ahead of time and then
022once they're done they submit their paperwork. >> Okay. Because superintendent approves the class. >> Yes. >> We approve the payment of the class. I mean, it's always been posted by too hard. >> Can I ask the question? >> Sorry. I'm just so confused. >> So, it's confusing because spring and summer has already happened. We didn't approve it before he took it or they took it. >> But this fall one, we're approving before it's done. >> So, the reality of the situation is mistakes are made in human resources, which is why you're approving those courses from last spring and this past summer. That's No, that's the >> You will always get the truth from me no matter what. That's it. Mistakes are made. Sorry. >> I'm an honest person. Mistakes are made, things are missed. That's
023why you got this spring and summer. >> But in normal or would be like 12.3 of we are approving before like fall's not done yet. So that's just my question on the wording of this says approved tuition reimbursement, >> but we're he's reimbursing before he's done the they're reimbursing before they're done the class. >> No, no, no, no, no. We're all that we're doing is approving the payment of it. >> So it's not it's not >> that they meet the criteria though. That's up to >> to the superintendent. >> Superintendent opportunity that he gets approved and >> providing everybody does what they're supposed to do. >> Exactly. >> They they've been they've been approved. They've been approved and be paid. >> Right. I understand. >> Should there be an issue as in someone doesn't re
024meet the qualifications contractually, >> then they would not be paid. >> Okay. All we're doing is approving the >> conversation. All right. Sorry. >> We're so confused. >> No, we're not. >> Got it. >> It's always okay. Going forward, they will not. >> I got you. >> Only when there's clarification. >> All right. >> And uh 12.4 just to it again. Motion is in order to ratify and approve the personnel matters as are present. >> Once they are present, >> they'll be there. >> I'm afraid to ask any other questions resources. >> Thank you foring >> moving under finance. Uh 13.3 is a consent motion for 13.4 through 13.6. 13.4. A motion is in order to approve the investment reports as presented. 13.5. A motion is in order to approve the treasures report as presented.
02513.6. A motion is in order to approve payment of bills for September 2025 as presented. Those numbers will be given next week. Uh outside the consent motion 13.7, a motion is in order to approve the Homestead Farmstead district agreement with the Bucks County Intermediate Unit number 22 as presented. Any questions uh regarding any of the items under finance hearing? None. Moving on to policy motions for next week. Consent motion of 14.2, which is a motion is in order to approve the consent agenda items for 14. Uh, can we change that to 14.3 to 14.6 >> 14.3 motion is in order to approve the first read of the policy is listed below. 14.4 4. A motion is in order to approve the second read of the policies listed below. 14.5. A motion is in order to
026approve the in uh administrative regulations uh listed below. There are no board guidelines, so that can be removed. 14.6. A motion is in order to approve the retirement of the uh actually administrative regulations as presented. Any questions regarding uh any of the items under policies? Right. Uh old business. We have two items. Motion is in order to approve the minutes from the May 21st, 2025 work session meeting. And 15.2. A motion is in order to approve the minutes from the May 28th, 2025 business meeting. >> We had some corrections that needed to be made, >> excuse me, >> for the June um the June minutes. >> For the June, >> yes, if you look in the there's a note on there, it was u to correct it currently said 89. So the June minutes aren't
027Oh, the June minutes of >> time. We you we had tabled the May minutes last time. So they became >> Okay. Thank you. Uh no new business at this point in time. Uh that'll be added during the uh week prior to next week's meeting. Uh and that basically concludes our agenda for next week. Tonight uh back to tonight's scheduled program. Uh we have another public comment for non-aggenda items. We have non-public here. So no discussion on that. There are no announcements that are posted within the agenda. Anything from the board at this point in time. >> Is the trunk or treat this weekend? >> Tomorrow. What's tomorrow? >> Tomorrow. >> 17th. >> I mean, no. What's Friday? Friday. >> Yeah. The 17th is Friday. >> Yes. >> Candy. >> Still looking for candy. >> Any
028um any other announcements? Motion to adjurnn. So move. Do I have a second? >> Second by Schmidt. All in favor? >> I >> oppose. Abstain. Motion carries. 70. Good night everyone. Thank you.
