Please rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> May I have a roll call, please? >> Mr. Rockington >> here. >> Miss Katini here. Mr. May >> here. >> Mr. Murray >> here. >> Miss Schmidt >> here. >> Mr. Smith is unable to attend. He gave prior notice. >> Miss Stern >> here. >> Miss Getty >> here. >> Mr. Miller >> here. Introduction of others present. >> Dr. Andrew Doster, superintendent of schools. >> Dowski, business manager. >> Ben Hower for David True Love's Listeners Office. >> Thank you. Um we have not had an executive session that we needed to report on since our last one.

So um we'll move into our committees for this committees for tonight. Uh we have a committee of the whole for facilities and finance. So we'll start off with facilities. Mr. May, you're the chair. >> All systems are running normal and we're in good shape. Does somebody watch it? >> No, there's nothing to add for this evening's agenda. >> Do are there any question? Yes. Are there any questions um from the board regarding facilities? Okay. >> Does that conclude the committee report? Uh committee, Mr. >> All right. Thank you. All right. We'll move on then to finance, Mrs. Getty. I assume assuming that this won't be as short, >> right? So, first of all, I want to thank our state legislators for doing their job and passing the budget so we do not have to furlow,

which I'm extremely grateful for. But um I also want to talk about the elephant in the room. The focus since July 1st, 2025 has rightly been on keeping our schools open. But there is an additional topic that needs to be addressed. For the past 14 years, previous and current boards and current and previous district administrators have reached out to our elected officials, current and past, including our state and federal legislators, governors, the Pennsylvania Department of Education, and our neighboring district, for assistance in resolving the inadequate funding our district receives. We have investigated the cost to the district for every idea presented to us and in every case except a merger, it would cost more than we are spending now, making them untenable. We continue to ask for assistance, but this problem of inadequate spending will

not go away even though the Commonwealth just passed a budget. Again, I am grateful for that. There is a problem with the funding formula with regards to the bureau of Morrisville school district which needs to be resolved or we will continue to face budgetary challenges. So I ask our state legislators to continue to advocate for our district and help us to resolve this funding formula issue. It's specific to Morrisville and we need relief. Okay, having said that, does anybody else have anything to add to that? >> Okay, >> I I I could um we've gone down this road before with a few items. Um we talked about the census data that has been used. Um I think um give us a little bit of a breather here. Um not that it's you know, resting on

anything at this point in time, but I think we really need to make sure that we're uh looking for the long-term goals here and figuring out what is the best uh solution for the district, which includes not only the students, but the community. And um it's going to be taking it's going to take some time to get everybody educated and aware of the situations because while some solutions seem very simple, there are great effects to those solutions. And I think that we all should be aware of uh what those effects could be. We have a new board that's coming on. So, um, three new members, uh, as early as next month. So, um, it's going to take some time to bring everybody up to speed, but we're going to keep moving forward on this. And,

um, we're not going to let anybody forget who we are and the situation that this budget impass has put us into. um as well as um moving forward for funding for the district or alternate plans. That's all I have. >> Thank you. Eloquent is over. >> Okay. So, um I'm looking at our agenda items and we no longer have to talk about the state budget impass. um of we're going to have to talk about our district budget for next year which has been affected by the impass and things are going to have to happen in order to compensate for the loss of dollars. Even though we're going to get them back, it's still not going to be enough. Um so let's talk about the act one index for Marksville. Do you have that for us?

Yes, we have a preliminary view with um with the most of the up-to-date information that we currently have. We are using the current millage which is 268.8389 and with the index of millage increase would be 4.1 max [cough] for 2627 school year. We are estimating or proposing an allowable millage to be at 279.8613 8613 based on the condition we have for the 267 school year. This will give us a total revenue amount of 15,986742 again with current assessed value with the current um homestead and homestead numbers that we currently have for 256 or current 256. Once those come out, we may have a different estimation of them. >> Can I ask a question? Sure. >> Not about the act one index. Going back to the budget impass. So, now that the budget is passed, do

we know how and when the funds are distributed to us? Like, is it going to be one lump sum at a certain time? Because I know we're behind on bills and things that we have to pay. I wasn't sure if we had any idea yet. We have not been told at this time as to whether it would be a lump sum or it would be um payments uh that would be obviously increased from last year. What we do know is the total amount that we have expected to receive, how that will be impacted by the um act 85 debt service payments that have been covered and for the TR loan. So, you know, we we're still working on finalizing what our actual subsidies will look like in terms of once those loans and those debt

service payments have been removed from those subsidies, how much we will be getting. So, um we're still waiting on word now. The next steps will be waiting on word in terms of when the the subsidies will start to hit and then will they be in payments or will it be in a lump sum in terms of the amount that is owed to us at this point. and interest incurred, right? >> I I wish. >> Okay. Sorry. But it sounds like we have enough time now that we should not have to close cuz obviously it's a trickle down effect being that we have to pay out all these things when the money comes. It isn't like this huge lump sum. Hooray. A lot of it's going to already be gone. >> Correct. and and what I

was what the information I was given was that we would need to pass a budget or I should say the state would need to pass a budget in December prior to the winter break in order for us to receive subsidies that would prevent us from having to close on January 30th. So this this certainly is well ahead of that timeline. >> Good. Thank you. C can I just ask question regarding our current military and the proposed with the increase of the 4.1. What were those numbers again? Cuz you went so fast. >> Sorry. It was the current the current mill is 268.8389. >> And then the and then proposed >> would be 279.8613 8613 based on >> 8613. >> Correct. >> Great. Thank you. And that was with a 4.1%. >> Correct. >> Okay. Thank

you. >> Is that the Morrisville equil Thank you. Is there and and our next deadline that we need to meet is the budget. It's January, correct? So there are deadlines coming up. Um uh December 15th is an annual deadline for school districts. December 30th is the Department of Education deadline to notify school districts um of AFR data to be used in calculating referendum exceptions. December 31st is another deadline. And then January 29th is the school district deadline to make the 2627 proposed version of the preliminary budget available for public inspection. >> Thank you. Thank you. I don't make you repeat that every meeting, but I want I want everybody to be aware. >> That's fine. We can keep it on the agenda every meeting as well. >> Yep. And I appreciate that. Um, have we

looked I know you've been incredibly busy. The next step is looking for potential exceptions. Correct. >> Yes. >> The other impact here by the budget impass is going to be how the district budgets and what it is we're looking at moving forward. So, this is really going to trigger uh a few things for for our CFO and my office in regard to our enrollment numbers, program evaluation, and staffing for future years. So, we're going to working on a plan right now. Um that plan has actually begun this week. Um and we are going to hopefully have something to propose to the board of education uh if not December but in January at the latest. That way you have something to look at in terms of what potential uh program evaluations as well as staffing needs

will be present for the 26 27 school year. And I will say that in our district timeline that our department heads were to have their budgets in hand uh this week due to everything that's been going on. That was delayed. So now we can move forward with that. So I still anticipate them having their uh department budgets back to us uh right after the Thanksgiving holiday. >> Thank you. If [clears throat] if I can just add that um I know that there's a lot of people that are concerned public that have expressed some concerns in regards to what the school board with the school district is doing the future and and so forth. And I just want to let everybody know that yes, as Mrs. Getty had mentioned we've been doing this for 14 years

um and possibly boards before uh getting on to the board. I don't know what they were doing because it's not privileged. Uh but the idea is that nobody has ever pushed aside efforts to not do anything for the future of this district. and we've explored many options. Some of those options the public is not going to know about because it affects or could affect staffing or other issues. So, it's not necessarily something that you're going to public is going to be made aware of until the times that if we make decisions on that. So, as Dr. Doster mentioned looking at certain things. There could be changes down the road. We don't know. It's going to be up to the board to to make those approvals as well. So just because information is given doesn't necessarily

mean that it's going to be accurate. It's something that the board needs to make those decisions on. But I just want everybody to understand that we are doing our best with the information that is given to us by our state legislators and with their help and with the work of the administrative team here at the district along with the board and our solicitors. We're finding paths to keep the education as great as we can at the district, but also within the means of what we can afford. >> Anything else? >> Thank you, Mr. Is that all from the committee? Thank you very much. Public comment uh on agenda items. Uh we have one person here, but they're not interested in commenting or at least on what we do. So, we'll move on to uh our

agenda for next week. Uh other than our typical items, uh we have a student spotlight that scheduled uh with Mrs. Hel uh and the intermediate student government. Um they had a cover story in the latest Morrisville Times. It was a great story. uh looking forward to hearing more about it and uh congratulating uh the students on their uh their fine work that they've been doing within the community. Uh we also have our liaison reports and committee reports uh as well as reports from our administration and the enrollment numbers as well. So, looking at uh action items for next week, we'll move all the way down to human resources. Uh 11.2, a motion is in order to approve and ratify the tuition reimbursement for the 2526 fall semester as presented. 11.3. A motion is in order

to approve and ratify the personnel matters that will be attached once they are ready to go. 11.4. All right. uh in fourth grade uh from January 12th, 2026 through April 24th, 2026 at no cost to the district. and 11.5. A motion is in order to approve Katherine Fischer, who is enrolled at the William and Mary School of Education to conduct her counseling fieldwork assigned to Miss Liry at uh who's K through 5 school counselor uh from January 5th, 2026 through April 22nd, 2026 at no cost to the districts. Uh any discussion regarding any of those action items that are scheduled for next

week? >> Is it Liry or >> Larry? Liry, right? >> Yeah. >> It says Larry. I'm I'm glad I'm glad that it was misspelled because I kept I was afraid calling her by her long name. >> All right. Hearing none. Uh no other discussion regarding HR. We'll move on to uh finance action items uh 12.3 which is a consent motion for 12.4 through 12.6. 12.4 4. A motion is in order to approve the investment report. 12.5 a motion is in order to approve the treasurer's report. And 12.6 a motion is in order to approve payment of bills once they are prepared. 019approve the second read of the policies listed below. And 13.4 motion is in order to approve the administrative regulations listed below. There will be attachments to uh 13.2 and 13.4 when uh supporters and I are able to go through the revisions and have them posted. Um, so stay tuned to that for that or for that I should say. Any questions regarding policies? Uh we have no old business to add to the agenda. New business will be added after this evening. Uh public session for uh that basically concludes our agenda for next week. Public comment for a non-aggenda item. [cough and clears throat] comments, announcements. Uh the only thing that I would just mention at this point in time, just as a reminder, that there are no committee meetings in December. Um so everybody uh gets

a break during that month. There will be a reorganization, I believe, on December 1st at 7 o'clock. And we're going to be swearing people in prior to that meeting. at 7:30. So the swearing in is at 7. >> Okay. Very good. And um >> the judge is secured. >> Judge is secured. Fantastic. And um I think that's that's we'll be determining our committee meetings uh schedules and and so forth. Uh so for those of you who were on the board or and who will be continuing on the board uh please uh keep that committee assignments in mind and if you have uh thoughts on when they could meet if it's outside of the current schedule uh please be prepared to bring that up so they can be determined. Um so we will see uh everybody

next Wednesday. I hope those members who are going to be leaving us leave on December 1st will be able to join us um on that at next Wednesday. Any other announcements? Motion to adjurnn. So move second. >> Second by Mit. All in favor? I >> I oppose saying motion carries 8 to zero. Good night everyone. Thank you.
