001Please rise for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. May I have a roll call, please? >> Mr. Rockington >> here. >> Miss Padalini >> here. Mr. May >> here. >> Mr. Murray >> here. >> Miss Smith. >> She is on her way in. >> Mr. Smith is out this evening. He gave prior notice. >> Mr. Stern >> here. >> Miss Getty. >> Mrs. Getty is um running late to the best of my knowledge. >> And Mr. Miller >> here. Introduction of mothers present. >> Dr. Andrew Daster, superintendent of schools. >> Yeah. Business manager. >> Trul Wallet solicitor. >> Thank you. Uh we have not had

002an executive session since our last one which was details had already been given. So we're going to move on to the best part of the evening. Uh Mrs. Sable is here with some intermediate student uh government members. that hope and believe. You can come on and join us up at the podium up there. >> Let me introduce you first. Good evening and thank you for having us here tonight. For those of you who don't know me, my name is Julie Hable. I am a proud Marsville graduate, class of 82. Don't do the math. And uh I I'm a um well, I've worn many hats over my time here at Marsel. Currently, I wear the hat of music teacher K to 5. And I'm also very very proud to do the extracurricular activity of being student

003government advisor to intermediate student government grades 3, four, and five. Um I love this group because um my dad was a history teacher and government and history and things like that were very prominent in our house. And um it it it does have its way with music eventually, but in the older grades, but that's where I'm dipping my toe in here. I love inspiring, helping these kids, and I just these kids are just like sponges. You just throw it out and away they go. So, um I don't know if anybody had seen it. I know Miss Loose was kind enough to give me this article that was we were highlighted in the in the Marshall Times and I know she downloaded it to the to the board and if you you don't have it or

004take it to your house try to uh get a copy of it or maybe even >> on the website if it's on the website read it. It's an excellent excellent article. Um it doesn't highlight the kids in their clothes as much. So, they're going to speak to you today about what student government is. And if you have any questions, I'm sure they would I I'm sure they would be happy to um answer them for you. So, basically what it is, um they're elected representatives from their class. They're uh there's only a handful of them here today. Um but they are going to explain what what they do. I I um kind of let them is a it's student driven. I let them come up with the ideas. I just kind of monitor the meeting and

005they are really creative about coming up with things that they want to do within not just the school community but within the town of Marsville as well. And they come up with the ideas. They bounce things off of each other. And then when we hone the idea, we can see it through to fruition. Um, as far as our outreaches and things like that go, but they also um do a lot for their own peers. They come up with uh some fundraising things and therefore we're able to have the money to do some of the fun things that the kids enjoy. And though I'm going to let them talk a little bit more about it. So come up guys. When you come up, tell them your name, what grade you're in, and then read what's on

006the card. And then we'll ask the questions at the end. >> My name is My name is Casey and I am in I am in fourth grade. I My name is Casey and I am in fourth grade. And this and it's just that we we meet once a month to go over any items that we are already working on and to decide what we will be be doing in the next few months. Hi, my name is Anushia and I'm in fifth grade. Some of our community outreaches are the annual food drive, which is going on right now through December 12th, and our tab collection for CHOP, which we do all year. Hi, my name is Jazelle. Upcoming outreach is our socks and warm weather items for shelter and our Valentine's events. Other months are open

007for our classmates to give us new suggestions. Hi, my name is Charlie and I'm in third grade. Um, money from our fundraisers goes to helping out with playground equipment, Walnut Street children's theater assembly and laser light show at the end of the year. Hi, my name is Emma and and I'm in fourth grade. Fun razor where we make money. This year will be our ugly sweater and December Chick-fil-A day on January 26th, pencil sale day, December 17th, opening day of baseball. spring 2026. I >> I can't tell you how impressed I am by the majority of these kids. Um they take the job very very seriously. They come up with great ideas. Um like I said, I just it's like autopilot for me. We meet once a month. They are there. They know it's important

008to be there. They they show responsibility and initiative and creativity. Um they even we happen to have our November meeting. We meet the first Wednesday of the month. We have it our November meeting the day after election day. We all know what was going on that week. And um one of them said, "You know, Mrs. Z, I think we need to um draft a letter to our legislators." And I said, "I yeah, that's a great idea." So they they I mean even last year, Miss P was saying um one of the we drafted a letter to um the Pennsylvania Department of Education because they did not like the way that they have to take the PSSA on computer. They came up with a whole bunch of reasons why uh like little lawyers drafted this up,

009sent it out, and we're still waiting to hear, but it's the fact that they follow through with what they do. Um I I couldn't be prouder of them. I think they are we are in store to watch these kids do some great things um throughout their time here at Marshall and afterwards. So um let's give them another round of applause. Anybody have any questions? >> Not a question, but a comment. >> Yes. >> Keep writing those letters. No, don't don't wait for a bad situation to happen because you know the the people in in Harrisburg, all of the people in Harrisburg, not just our representatives, but everybody in Harrisburg needs to know about this district and the situations that we're in and and the financial situations that we face and the education that you guys

010are receiving and they should know about it. So keep those letters writing. You know, if if you're in third grade or tell your third graders they need to do it in fourth grade and fifth grade. Your fourth graders, they need to do it next year as well. Fifth graders, keep doing it in in middle school and so forth, even if it's just on your own. They really need to know what's going on in this district. And to have it have them hear it from you is going to be better than hearing it from you. So I really commend you for for those efforts and and seeing that image. So I really applaud you for that. And it was a great article and thank you Mr. Sable and I can do the math pretty easy because

011I was class of 84 not here. So I got I'm in the neighborhood. Thank you guys for coming. You all >> wonderful job. >> Thank you to the parents as well. Appreciate your time today. Appreciate >> No, I don't believe we're going to be rushing through. We don't want to miss ours. Dr. Dost has previously missing animal. >> Uh, moving on to the rest of our evening. Uh, we have the IU report from Mr. Stern. Can you top what you just had? >> Absolutely not. Um, the Bucks IU board of directors met yesterday, November 18th, at their newly opened location, the Pearl S. Buck School. in the Shab School District. It's a really amazing facility. Um we got a a tour to learn about some of the um programs that they offer there and it's

012really fantastic. They have a waiting list um already. It's already built. Um and then uh during the meeting, we voted on a number of action items, a list of which is attached to board docs. Um also attached to board docs is some information on some of the programs and awesome stuff that's happened uh at the IU past month. And uh we do not meet in December. So we meet again on January 20th. >> Thank you. Uh anything from the legislative end? >> Yes, we have >> any news? >> Both the state budget and the federal budget have been passed. Um I've included some relevant information from the uh budgets regarding um education in the attachment. Uh some of the notable things, the cyber charter reform ended with no agreement for flat tuition, but they have

013agreed to make some changes to the tuition calculation form. Um that would be backdated to July 1st. Um it's too early for anyone in our district to know how that impacts us just yet. Um it's also now mandatory for by cash payment options for all school and PIAA sponsored activities. Um the uh CTC's uh the tech school can now accumulate funds in capital reserve for 10 years which is an increase of five years and uh parents or guardians for students of cyber charter school will now have to submit proof of residency twice a year both on November and March 1st. That's it. >> Thank you. Any questions for the IU or legislative? Thank you. Uh we have not had a public relations or communications committee meeting. Uh anything from the tech school, Mr. Murray? uh

014if we read on October 22nd the appointment to the position of director effective July 22nd 2026 we accepted um report for fiscal year from July 1st 2018 through June 24 school district and administration is still still in discussion. I have a hammer on my school at the school district. >> What district what district would be responsible for their next meeting is this Monday. >> Thank you. Any questions regarding the tech school? None. Uh anything from PTO Michigan? >> Um just a quick look. Uh they just did their uh family game night and had a great turnout. Um they are planning their holiday shop to let students shop. Um and that's December 8th through 11th. And they are looking for volunteers to help run the shop. Um, for more information about the shop itself, email gi

015mgmail.com. Um, and they'll let you know what times they have available. I think there's going to be a sign of genius, but last I heard that. >> Thank you. Any questions for our PTO? Um, anything from uh this is a highlight for the month of October. Um, on October 27th, we hosted Extreme Science 2.0 as a part of our STEM stars assembly series for middle school and high school students. Uh, the kids absolutely loved it. Mr. O, our high school principal, brought Mr. Herman, the science wizard, and he was a big hit. So hopefully we can bring them back next year. Um, next u next week our elementary students will get to experience well, they already experienced it, the music and math. The that was the next installment of our STEM stars assemblies. Um, we

016also kicked off our books for keeps program with the first uh kindergarten book handed out November 7th. And we're also looking for some new fundraising ideas to keep programs like these dome. Uh, we did have a meeting yesterday and I will have that updated for our next meeting. As always, we ask that you go to the links in the page and I will have this forwarded to the schools to be uploaded to Board Docs. Um, we always appreciate your donations to uh help the kids do these programs. Um the next meeting will be tenative and we just actually look for the update online. So we have MOA. Thank you. Any questions about MOA? Uh the joint committee uh that uh committee met on November 5th. Uh members of the school board as well as Burough

017Council and some members of the public were present. Uh we discussed at that time the delay and the effects of the state budget on our district and and its operations. Uh we also discussed a few items regarding the burrow uh traffic around the schools. There seems to be a number of people who were speeding and not paying attention to uh traffic signs. Uh and we asked for more police presence during drop off and dismissal. And uh we've mentioned this before, but just uh keep in mind that uh August 2026 is the scheduled date for the work on Pennsylvania Avenue on the bridge over the canal. Uh the next committee is scheduled for Wednesday, February 4th at 7:00 here in the LGI, but we will confirm that uh after our reorganization meeting on December 1st. That

018is it for the joint meeting. Any questions regarding that? Hearing none, we'll move on to Dr. Doster with the superintendent report. >> Thank you. Uh, first I'd like to just give a thank you to Mrs. Waters for always organizing these student spotlights. They certainly are the highlight of our meetings when we can have students here and see what's going on in the buildings. I think the only thing that really can compare would be your policy committee report, Mr. Miller in terms of excitement and enthusiasm in the evening. >> Close. I guess it is. Um the advocacy and getting the name of our school district out there certainly has um continued over the last week. Uh what began several weeks ago in press conferences in Harrisburg and on television and in publications is continuing. And I'm

019going to continue to press things. Uh even though the budget is finalized at a state level, there are still a lot of issues um that exist for our district moving forward in regard to funding. So uh last week we had a reporter and a photographer from Ed Week magazine, uh Education Week magazine, which is a national publication. They were here in our building on Thursday for about four and a half hours. Um they spent some time interviewing uh members of the administration, some of the faculty, they interviewed me. Um and they really just wanted to get a grasp as to how something like the budget impass really impacts the student or the the student environment and district as a whole. So that article should be coming out in the coming days. He's going to he

020texted me yesterday and said he would let me know when it's being published. So as soon as that comes out, he sends me a link. I'll be sure to forward it on to the board and we'll get it on our website as well. And this past Monday, I had a Zoom also to discuss our district's situation financially with um three other intermediate unit directors from across the state as well as other superintendents and the advocacy efforts that need to continue moving forward in Harrisburg. We did get our adequacy funding um just to give you an update. So, uh, Morrisville will receive, uh, the ACT reacy supplement supplemental amount of $50,000. And just to give you a comparison and why the I'm still going to continue to push things, Bristol Burough School District will receive $254,01.79

021and Bristol Township will receive $1,842,84210. So for us with the adequacy funding formula which I know has um been a topic of conversation for us as a as a group over at least for all of you years and years and years for me just the last 18 months in my time here. But you can see that things are are wfully out of out of line. So we will continue to push that. I will be on the phone again um tomorrow and Friday with uh Senator Santa's office. They said that they had uh we're receiving an additional $1.5 million through a grant and then they emailed me today to let me know they're working on a a match of that 1.5 million bringing the total to three. So, we'll see and I will contact them tomorrow,

022see where that stands and what it looks like for that. Um on top of all of that, we continue to now we're we're a couple weeks behind, but we'll be on track in December for our budget process for our department heads. We're going to have those meetings at the beginning of the week. We are going to give them the numbers that they are to work within and we're moving forward on that process. So, you'll have uh a first look of the 2627 budget in January as planned. That's all I have as president. >> Thank you. Any questions um or comments regarding superintendent report? That grant is an addition to the ready tole learn grant of the 1.1 >> I believe I believe it's an additional 1.5 in the ready to learn grant and they're trying

023to get another 1.5 match. >> Thank you. Uh from the business office uh Mrs. Papovski. So following this great news for the district and hopefully we can receive that additional uh money will go a long way for our district. Uh we continue daily operations in the business office um as usual with the staff maintaining essential function and supporting district needs. Um as Dr. Daster alluded we have started to work on preliminary budget for the upcoming fiscal year 26 27. Uh we will be having meetings in the next coming weeks with each department hands to go over their their budget reviews. We have received 94% of the real estate tax payment. Thank you to the community. Um we are we have budgeted this is against the budget and we have budgeted at 96 collection rate. So

0242% I'm hopeful we'll be achieving it this year. Um thank you again. We remain actively engaged with the auditors for the 2324 single audit. We have started the AFR for 2425 with our accountant. We will be needing an extension till December 31st. So that's in the works. Uh we are happy to announce that the subsidies have started to come in with approximately 1.5 mill 1.4 million expected by November 25th. WC half of that so far. Um we are also pleased to announce that our full integration with link ERP system and the successful decommission of our alio database inhouse um has successfully been converted and we are fully operational out of the link ERP which makes it like slightly easier although um still a lot of challenges that we are facing daily with the conversions. That's

025all for business office. >> Thank you. Any questions regarding business office? How soon do you think we would know regarding the um legislation about the charter school funded? >> They have sent communication that the PD 363 form would be uh changed with um we are still trying to dissect and understand we have a meeting at the back with all business managers on Friday to dissect that and go over it. But it looked like they have changed the formula for the special education. So that should be helping us a lot as we are paying north of 63,000 for special education students. So that should be very helpful for us if that's the case. >> Yeah, we're like uh number two I believe I looked at in the state out of 500 districts. We're like the second

026highest uh for charter school special education payments. Nothing against those in special education. I totally understand. They need it the services prices that we have to pay. When another student miles away from here pays a different rate for the same services or could pay for get receive the same services. Uh just is not fair. So thank you. look forward to u some good news on that. >> For the um nonsp special education cyber charter schools exhibition, they're removing taxation and collection costs, 60% of student activity costs, 60% of plant maintenance and operation costs, and removes ADMs from the denominator. I'm not really sure what that means, but >> average daily membership. >> So that's those are the changes they're making to the form. It'll be good. Hopefully it's going to move us into positive directions.

027Uh hopefully it moves us. There's been other funding formulas that don't really move the needle much as Dr. Der mentioned. Any other questions or comments regarding um the business office? Uh moving on to enrollment. Grand View is at 210, intermediate school 185, middle school 204, high school and even 200, out of district placements at 154 with a total enrollment of 953 students. Public comments on agenda items only to speak regarding our agenda tonight. >> I just have one question. Did you say you were having problems with commercials? No, >> with the with the um the new software. >> No, we are having challenges within our software system um as our processes as we continue to work and they're still navigating and ensuring that our processes are in line with our other third party vendors that

028we usually connect with. >> All right. Thank you. >> Thank you. Uh moving on to uh some of our committee reports. Uh facilities, Mr. May, we have nothing to report. >> Okay. Thank you. Uh education, Mrs. Catalini. >> The education committee met on Monday, November 10th at 6 p.m. here in the LGI. The committee discussed vocational programming, the possibility of program curtailment for the 2027 2027 school year. We also discussed what we knew and did not yet know regarding the possible school closure if the state budget was not reached. Luckily, it was and we don't have to worry about that. And that concludes my report. >> Thank you. Any questions regarding education? Moving on to human resources. The committee has not met recently. Uh so we'll move on to action items 11.2. A motion is

029in order to approve and ratify the tuition reimbursement for the 202526 fall semester as presented. So move. Do I have a second? >> Second. >> Same by Miss Schmidt. Any discussion? All in favor? I >> oppose. Abstain. Motion carries. 70. 11.3 A motion is in order to approve and ratify the personnel matters as attached. So moved. I had a second. Second by Mr. Rockington. Any discussion? All in favor? >> I >> oppose. Abstain. Motion carries. 7 11.4. A motion is in order to approve Liam Getty as a student teacher from Holy Family University and assigned to Mrs. Digny in 4th grade uh from January 12th, 2026 through April 24th, 2026 at no cost to the district. So moved. Do I have a second? Second. Anyone stir? Any discussion? All in favor? >> I >> oppose.

030Abstain. Motion carries. 70 and 11.5. I have a motion is in order to approve Katherine Fischer, student at William and Mary School of Education, to conduct her counseling fieldwork assigned to Gina Liry, who is a K through five school counselor from January 5th, 2026 through April 22nd, 2026 at no cost to the district. So moved. Do I have a second? Mr. Murray, any discussion? All in favor? >> I >> oppose abstain. Motion carries. 70. Uh we don't Mrs. Getty's not here so we don't have the committee report but I can probably give a quick rundown. Uh we did receive word uh before our meeting last week that the Commonwealth had signed a budget. Uh we're as mentioned this evening we're developing the budget for next school year. Uh the act one index for next year

031for our district is 4.1%. Meaning that that is the highest that we would be able to raise taxes uh without seeking exceptions or without going to a referendum. Uh we discussed the upcoming uh Department of Education deadlines for budget development. Our next meeting will be held uh during our work session uh if all goes to plan uh December 10th starting which starts at 6:15 p.m. here in the LGI. Any questions regarding the committee report? You're all here. All right. Consent motion 12.3, which is a uh consent for 12.4 through 12.6. 12.4. A motion is in order to approve the investment report. 12.5, a motion is in order to approve the treasures report. And 12.6, a motion is in order to approve payment of bills as presented. The general fund $16,31042 AC $145,322.35 athletics $13 I'm

032sorry $1,772 and legal $24,44 which is a total of $187,881. 1 cents. So moved on 12.3. Do I have any seconds? Same by Mr. May. Any discussion? Is the check register the under the new format from the new software? >> Yes. >> Okay. Is there any way that we could maybe get more details other than just the name and like >> what the purpose was? um I wouldn't be able to show the purpose but it would be the account budget code that we use for each >> okay because that um like the old like the old register >> yeah so I will do the other view which is the detailed view which shows um sometimes I write in the description what that was for gain 24 of that that's the most >> okay that would

033be that would be helpful we'll take it from there >> you got it thanks I just don't want look at something and wonder why we're paying somebody and if it's like a reimbursement for something or that's something. >> Okay, you got it. >> Thank you. Uh any other discussion regarding um the consent motion? All in favor? I >> oppose. Abstain. Motion carries. 70 the moment you've all been waiting for, the policy committee reports. I've decided since we're so early that I name uh the number and read each one uh with and the attachments. Yes. Uh committee was >> and the citations. Yes. And all the citations. Uh so uh our committee met on Monday, November 10th here at 7:00 in the LGI. Uh we approved a number of policies for our first read uh as

034well as for second read and administrative regulations. Those are all listed on our agenda for this evening. Uh for action items, uh we discussed a few other ones that will be coming down the road uh which are listed there on the report. It's for policy 122.1. Um 907 got moved up to uh approval for tonight. One of the items that's on the um report policy 918. We're waiting for additional information before we approve that for a first reading. Uh the next committee meeting is scheduled for January. Uh the date and time is still to be determined. Uh during the board reorganization meeting uh we have policies uh 105 that's slated for discussion as well as a continuation of the 900 series. Uh we have approximately seven a combined seven total of policies and administrative regulations

035before that means that we would then complete our uh process. Um and then hopefully we're really only attacking uh those that are given to us in updates uh from the SBA. So uh that concludes the committee report. Any questions on that one? Come on. Uh right, moving on. 13 uh2 approval for uh motion is ordered to approve the first read of the policies listed below. So moved. Do I have any seconds? Second by Mr. Broington. Any discussion? All in favor? >> I >> oppose abstain. Motion carries 70 13.3. The motion is in order to approve the second read of the policies listed below. >> So move. Do I have a second? Second, Mr. Murray. Any discussion? All in favor? >> I >> oppose. Abstain. Motion carries. 70. And 13.4. A motion is in order to

036approve the administrative regulations listed below. So moved. Do I have a second? Second by Mr. May. Any discussion? All in favor? >> I oppose. Abstain. Motion carries. 70. Uh we have no old business on the agenda. We have one item under new business. A motion is in order to approve the memorandum of understanding with the Morrisville Burough Police Department as presented. So move. Do I have a second? >> Anyone stern? Any discussion? This is something that is uh right required by policy first of all. Uh and uh I believe it's good for 2 years since that effect. Yeah. Uh so uh this is not like something new or anything of that nature. This is just standard procedures an updated version that's uh that's been created and uh up for approval. Any other uh questions or

037comments regarding this? All in favor? I >> I >> oppose. Abstain. Motion carries. 70. >> Public comment on nonaggenda items. Members to speak, please come up to the podium. >> Up to the podium. >> Okay. >> We just ask that you uh state your name, please. And you'll have three minutes. Just to let you know also that this is not a question and answer time. This is basically an opportunity for you to um state your comments. If you want to state questions, that's fine, but the board is not required to answer. >> Uh my comment is that for people who are unfamiliar with the building, finding the LGI room is not easy. So, it would be nice if there was some sort of a sign or arrow or something that directs people to find the

038actual location of the meeting. And just as an aside, when I was in third grade, our teacher um allowed us to write a petition to save Star Trek. And we got back a very nice letter from the uh the television company saying that they were very happy that high school students also liked watching it in addition to adults. >> Thank you. >> Could you Oh, sorry, Linda Meyer. >> Thank you. Uh we have no other public here wishes to comment I assume. So we'll move on to announcements. Anything anybody have anything from the board? Um, I Today is my last meeting as a board member. >> I joined 100 less follow-up questions from me. No, I joined in May of 2020, which was a crazy time. My kids didn't even go here yet. And it's

039been an honor to serve five and a half years, serve our community, work alongside the board members, the staff, and the administration. Um, it's a lot of hard work to be on this board, to be a staff member here, to be an administrator here. We're tasked with a really hard job of trying to run the school district on a very tiny budget. So, it's really hard to walk away, but um, it's time. I know you guys are going to do a great job and um, good luck to the people that are stepping in. Thank you. You're always welcome to sit on the other side and >> ask a 100 followup questions. >> You'll have three minutes. >> We're not recording. >> We're not going to be hard. >> Any other announcements from the board? It's

040been an honor to serve with everybody and I take my hats off to especially you Damon and Donna for being here for so long and tackling this problem. And to you, Dr. Doster, put yourself first. Take care of your health in order to get through this. I know you can get through this. >> I appreciate it. >> Thank you. Um, Mr. Smith isn't here uh tonight. Just to give a brief history and and and to thank him as well. Uh, he was elected in 2021, served on a number of committees, uh, HR, facilities, uh, communications. Um he even was the liaison for PTO for a couple of years um as well as for PSBA and legislative. Uh so uh you know he brought uh his viewpoint uh was was basically cut and dry. There was

041really no uh gray areas with with Mr. Smith. So uh um certainly appreciate uh his time, his commitment to the board uh as well. Uh it's not easy. I think that he you know not having children in the district and so forth that uh sometimes it's hard to feel like you're you know what's happening in here but uh his viewpoints were always valued um like everyone's on the board uh because um that's how you move forward. You can't uh just go with one or two person's uh viewpoint and and actions. So, um I want to thank him as well. Mr. Murray, you were also elected in 2021, I believe. Right. Uh you served uh on the joint committee. Uh you also was lead uh the representative for the Tech High School for your whole term

042here, which is not an easy task. Thank you for your service on that one. And you served on the various committees at that school. Uh you also uh foolishly wrote volunteered for the policy committee. Um no we and uh you know appreciate your time with that and and the facilities as well before became a committee of the whole. Um your quiet demeanor has always been kind of a steady hand throughout this entire time. certainly appreciate your uh your time here on the board. Um I think that uh many people don't know this, but you had you were questioned to possibly be a part of something else and you said, "No, I want to be able to be part of the school district and help out."
