Um according to the PA state law, that needs to be public for 20 days prior to voting on. That did not happen. And you cannot proceed with this vote until it

006has time for it to be inspected. Uh as far as I realize, it was first posted this week. And uh that's why I'm saying you need to remove it from the agenda or uh table it till you have it another time. >> Yeah, Mr. Leonardi, uh the preliminary final was presented a month ago and posted at that time. Uh so, you're speaking specifically to this agenda, but the proposed final budget was posted online over a month ago. >> It It was not. It is not available on BoardDocs as we speak. This one is, the one that's for today is. >> He's talking about the 2028. And I've been told in the past by other solicitors that as long as someone if someone came to the district and requested a copy of the 2028, you could

007provide them with a copy of the 2028, that you had to have a vote, and you had to do the meeting 20 days prior 20 days it has to be posted 20 days prior to the meetings have to be 30 days apart. We have met both of those criteria as far as I know legally. >> I I believe that's accurate and the 2028 is a >> the form >> It's just the form, correct. It's just the form, it's not the official budget. >> The budget itself and all of the information that is in included in the 2028 was presented at the May 5th meeting, whatever that Tuesday was. >> The final budget, according to the PA law, PA code says there's a section 67 or 687 and needs to be available. The proposed final budget, we have to put up a proposed final budget, which we did. You are allowed to make you are allowed to change the proposed final budget. The proposed final budget was done in May as it was required. The state gives us new numbers. We get new numbers from the county on tax assessments. You are allowed to adjust your proposed final to your final final, and your final final, which is what we have put posted two days prior and was within sunshine law, has been posted on the on the internet in time for this meeting. >> That is not correct. Um shall I go? >> Yes, please. >> All right. Um I am the parent of two children who attend Inglewood Elementary um in the North Penn School District. I'm here tonight to ask the board to consider a phased parent-driven approach to uh uh the uh all the uh Excuse

011me. Lost my place. Here we go. Uh comprehensive review of student technology use in our schools, including cell phones, smart watches, and what is most important to me right now with my children is uh district-issued Chromebooks. I want to be clear. I'm not anti-technology. Technology fluency is an essential skill in today's world. I've worked my entire career in IT. Our children need to learn how to use digital tools responsibly and effectively. And I support the district's efforts to prepare students for an increasingly digital future. However, I also believe technology should be introduced in ways that are developmentally appropriate and that respect our role as parents. Like many families, we learned that managing technology is not always as simple as putting a Chromebook in a backpack. Uh in our own home, we saw changes in sleep,

012and mood, attention, and behavior this year before we understood what was contributing to them. YouTube at 2:00 a.m. We made significant issues to our house um in order limiting the technology access, and these concerns improved both at home as well as in school. And I suspect many families in North Penn have experienced similar challenges. Recently, I had the opportunity to speak with Lindsay Smith, the director of technology. She was generous with her time and shared information about Custodio, one of the tools um available to help parents manage student device usage. I appreciate the tool and the district's uh investment in it. However, in reality, the first time I talked to her was the first time I knew that that existed. Um I'm sure this information was included somewhere in um one of the many communications

013we receive um throughout the year, but I'm suspect I'm not the only person who missed it. That conversation reinforced my belief that this issue is not about whether technology is good or bad. Um it's more about ensuring that our policies, our communication, and our expectations have kept pace with how rapidly technology has become embedded in our children's lives. With Pennsylvania currently debating um restrictions on student cell phone use during the school day, and across the country, school districts taking up this idea of what the role of cell phones, smartwatches, tablets, and laptops is in student learning and student well-being, I think this is an ideal time for North Penn to conduct its own review of our student technology policies. COVID is over. It's time for us to think about what's happening now. As part of

014the review, I would like the district to consider a phased approach to Chromebook take home policies. For students in kindergarten through third grade, I believe that the default should be that the district devices remain in school unless the parents specifically request otherwise. For students in grades four through six, >> I'm so sorry to have to cut you off, but we have a three-minute limit. There was a lot to hurdles to to um to get over and roads to negotiate and every it worked. Not a lot of complaints from what I

016see, so congratulations on that. Uh Let's set that aside. Um last time I talked, I was I was mentioning the the administration to a teacher ratio. And Dr. Bauer brought up a good point or at least brought a point saying that for him personally, it's not really an issue and I would largely agree with that. Uh I think that he's here more than he should be. So I'm not I'm not talking specifically about him. In general, however, uh there's a couple of graphs that I need you all to bring to the attention of the board and everybody who's watching is the growth in administration versus population of students over the last 20 years. Okay? So, here it is. This shows a 95% growth in administration over 20 years. Well, there's only been a 5% increase

017in student population. That's pretty alarming, especially considering how much you know, it's a lot of the administration is not paid a little bit of money. They're paid a lot of bit of money and they have great benefits. And they have flex days and we can talk about that later. Here's another graph. It shows the salary increases over the same time period. Again, 185% increase over that same time period. What I would ask is the same question I asked before is what do we get out of that? Because in that same time period, our proficiency rates have dropped precipitously. And I've been up here and I said this many times and I can show you the graph and I can pull out the data from Pennsylvania Department of Education. It doesn't seem to move this administration.

018I do have a at some point a future meeting with with Dr. Kelly because he's going to he's going to walk through with me. It's been my fault. I've been traveling quite a bit. But uh this is real information and this is really problematic. Our budget needed to get changed up in the last minute even though it isn't currently online or it is currently online, but it wasn't before. When when uh Ms. Howells has said that that the only way to cut was through cutting salary or employment was the only way to do it. And yet uh we don't know who you cut. We don't know what how you came miraculously with 15 million more dollars. I don't I don't understand. It needs to be better detailed. And as much as you guys want to

019tell me that it was online since 20 days ago, it was not. Not any proposed budget, nothing. The only thing was on was the individual budgets for each of the departments, not the overall general budget and how it was changed from being so far in deficit to being in a surplus now. So, you guys should look into that. I don't know what the remedy is, but the PD will be known. We'll we'll probably get back to you on that. >> would love to I I we can't focus on your graphs from this distance. 021Technical Career Center JOC met in executive session immediately prior to the regular meeting to review school safety data in accordance with Act 44 and to discuss personnel matters. Following the executive session, outgoing administrative director Dr. Bethanne has provided several important updates, including the Health Sciences renovation project, which [clears throat] remains on schedule and is expected to be completed by the end of July. Enrollment for the 2026-27 school year is projected at approximately 1,341 students with 1,228 enrolled in PDE-approved pro- programs. Continued efforts to expand program capacity have reduced the student wait list to fewer than 200 students. And in at- addition, NMTCC has finalized an agreement with Montgomery County Community College to house its Biomedical Technical Technology program, creating exciting new opportunities for our students. Dr. Haas also highlighted the success of the senior recognition

022ceremony held on May 21st, 2026. Student achievement continues to be impressive with 92% of graduating seniors earning a rating of competent or advanced on the NOCTI end-of-program assessment. An increase from 88% last year. And we congratulate the class of 2026 and their families on um and their families on these outstanding accomplishments. Finally, the JOC recognized three dedicated leaders for their years of service and contributions to North Montco TCC. Administrative Assistant Carol Carr, Administrative Director Dr. Bethann Haas, and the Superintendent of Record Dr. Bob Barbara Russell of Pottstown School District. We thank them for their commitment to career and technical education and we them all the best in their retirements and future endeavors. 023Dr. Russell and uh Dr. Bauer uh a great honor because they've increased the population of the Tech Center from 750 people to over 1,300 people today in the last four or five years. Uh it's it was a an amazing accomplishment by this team. And and I personally feel very grateful for them. Thank you very much. >> Thank you, Mr. Rush. Okay, and I'll move on to the Montgomery County Intermediate report, which I will be giving um highlights from our meeting. We met on May 27th. We started our meeting with a retirement celebration honoring 14 MCIU dedicated staff members. Mike Webb presented on the global work overview and his experiences. Um the Mrs. Loman, who is the representative from Cheltenham, was appointed to the MCIU voting delegation. The ad hoc committee of the board reported that

024their work has begun and they um began outlining the timeline and next steps. Um Mrs. Edling provided a legislative report. Um it was then also discussed with um matters of the Head Start program, included updates about a volunteer fair and a car show, and that three of the programs will be visiting the Please Touch Museum. The Office of Organizational Professional Professional Learning is training um EMU ambassadors, and the EMU program is the Environmental Mobile Unit. Um it is a a vehicle that makes its way through Montgomery County to bring environmental education to students. Um and are agreeing on service agreements with different schools. Um the next meeting of the MCIU board is in June. And that is the end of my report and I we will move on to the North Penn Educational Foundation and

025Dr. Teo. >> Thank you. The foundation met on May 19th at the ESC. In addition to regular monthly business, uh the trustees had an in-depth discussion of board committees, membership, and responsibilities for the coming year. Uh we brainstormed action plans around alumni engagement, employee matching programs, and the need for a development position. Uh President Ramage and I want to thank the North Penn families who donated through the staff tribute program. Close to 50 staff members across the district were honored with donations in their name and received personal notes from the families and their students. From thanking a teacher for helping with homework to telling a custodian how welcoming they make the school, the messages were a great way for our staff to end their school year while raising money for the foundation. Any comments or questions? >> I'll just note that um this resolution includes a 65% of the rebate received uh through the Pennsylvania property tax rent and rebate program. >> [snorts] >> And a program that we value deeply. Okay, any com- any comments or questions? >> Um Microphone. >> I I >> Oh. >> I know we raised the Pennsylvania state raised the amount of money that you can use to qualify and I think the amount is $45,000. Is Is that correct? Could you speak to that for a little bit? So our public knows. >> Miss Houser, so the question was the change in who qualifies for the tax rebate program. >> Yeah.

034So the new state the new state maximum income is $48,000. That is an adjusted income though. There's a lot of qualifiers to that. So I highly recommend that people go out to the state website. All of those links are listed on our website in order to see if they qualify because it's not just your W-2 wages. There's other things that are taken into consideration. So I would I would highly encourage anyone who thinks that they're around that point to go out and take a look at our website and go through the the PA state forms. We do not have we follow the state criteria at 100% so they can go out there and if they qualify for the state they qualify for ours. >> Perfect. Thank you. Yeah. We have a motion and a second

Just updates on the budget and changes from the proposed final. >> Correct. So I there is um in the agenda there is a presentation on the last page of the presentation I walked through the changes. I will discuss them because we went from to speak to the deficit to the surplus. We went from a before transfers to capital. So we have a $15 million transfer to capital that's coming out of fund balance. I'll touch on that in a minute. Before transfers to capital we started with a 700 around a $757,000 deficit. Um and we are now at a $33,000 surplus. Um on $350 million neither one

036of those numbers is 1%. I'll just put that out there. Um so the major changes that occur between now and then we have some we have better clarity on what the Merck situation will look for look look at look like for us. Um and as well as we were able to adjust a couple of other things. So, starting first with revenue, um in discussions with some representatives at the state, originally when I did the when I did the proposed final budget, we adjusted the the total assessed value of all the properties for what Merck was for about half of what Merck was originally proposed. Um and then I calculated off of there. In conversations with the state, they suggested that I use the full county assessment um and then book a reserve on the liability

037side of the of the budget for what Merck is asking for now. Um so that is reflected in the revenue number. So the revenue number looks like it's significantly increased. Um it did but it didn't. So it the net effect is that we um I originally had built in about six 6.2 million in losses for Merck. Now I'm building in about 3.5. Okay. So we got back about $3 million there. Um we also went through so um there was that was an increase. I reduced the amount of earned income tax a little bit and some other local taxes. So we brought that down by 400,000. The increase in federal carry forward that is related to the fact that federal title grants are issued over a 15-month period. So you have 15 months to spend your

038entitlement um or your award I should say not your entitlement your award and if we do not spend that money intentionally, we have 15 months to spend that money, but we budget on a 12-month cycle. So we did not receive about $900,000 worth of our funds from the last couple of years, and we are able to roll those into the new year. We have not We have not recognized those as revenue. They may have been previously budgeted, but they were not received, and they were not expended. So, we are allowed to bring them forward into the current year. I will just remind everybody that we went through a federal monitoring, and we came out fiscally that we have we had no findings fiscally. We had no findings fiscally, and so that everything was appropriate. This

039is a normal course of action to carry forward funds. Again, 15-month grant period, 12-month budget. The next thing that there was a reduction in some state revenue for PDE. I'm just going to flip the page here to my notes. I'll probably put my glasses back on. Um Hang on. There is about a a $400,000 change in the state reimbursement basically because we changed the salary numbers a little bit. So, the state reimbursement changes cuz we get back from the state about 50,000 I'm sorry, 50% of the social security that we pay in and the PEEZERS that we pay in. So, there was an adjustment for that as well as the original the proposed final budget had preliminary estimate for the gaming number, which was 8.245 million, and it came in at 8.283 million. So, there

040was a 40 $40,000-ish increase there. So, that was the change in revenue. The change in expenses um There were several changes within the salaries category. There was an a reduction to the admin salary line. Basically, once we have we we've we've replaced some folks in the last couple of months and back in January and February when I first started putting the personnel budget together I put in people that had much more experience in their positions and they were at a higher rate of pay. So there was a couple of those positions that I was able to reduce admin salaries by about 155,000. The increase of 2.2 million for extra duty pay um we in our personnel budgeting module we budget for full-time positions. This is my first time using PowerSchool. So when I came up

041and I was significantly ahead a couple weeks ago, three or four weeks ago, I went going through line item by line item extra duty pay has to be added in manually. So my staff and I sat down and we added all that back in and then that so extra duty pay would be all of your coaches, all of your clubs, all of those kind of things. They are not on the same line item as teacher pay. Um so they're on a different line item and we went back through through our normal course of review um and we added those back in. But it is significant so I do want to call it out. And that's the fully loaded that's so that's salaries and benefits on that number. Um the other ones are mainly reclasses where

042we went through and we looked at positions and where they were coded. The positions are right, the people's positions are right. Their account code according to PDE we adjusted some account codes to make sure that we aligned with PDE. So most of that was a back and forth. The big a number there is the 3.4 million. That's the Merck number. So we have set aside 3.4 million out of our budget for what we think we're going to deal with with those coming up. There was also a reduction of 304,000 in um the debt area. We had we had double booked that so we have to pay a portion of North Montco's debt. We put the entire amount including their um debt in a different section so we lowered it. We appro- We put it in

043the appropriate place. So, um that was that. And then the other 600,000, there's about a $400,000 inc- reduction um regarding property uh liability in all of our insurance policies. We didn't get the final policy until um well, it's on this agenda to be approved, so I just got the final policy renewal in the last couple of weeks. Um so, that was another um nice reduction for us for the next year. So, from what we were estimating the increase was going to be. So, overall, we came down about um about 800,000 net um before transfers to capital. So, we have a balanced budget. I I $33,000 surplus is a balanced budget for as far as I'm concerned. That's um so, I'm you know, school district finances, I said before, is going to start to get very

044um it it's going to get start to get very challenging for everybody, not just for North Penn. Um You look like you had a question. Um but with you adjusting and changing your strategy um with the Merck assessed values. Um is there a time in this next budget year we'll we'll see where you have to pull from reserves you set aside? I just I'm curious of how we would see that reflected in every- the real budget. >> So, in actuals, not in budget.

045Um so, it's going to depend on where we land with Merck and how that looks. All right? So, on July 1, the tax bill will go out at their full assessed value. Okay? So, and they may or may not pay that full bill. It's going to depend on our conversations with them. So, if our conversations with them are we'll allow you to pay less, then it would come through as a reduction in revenue. If they just go ahead and pay the full amount and then we refund them, then you would see it on the liability side of the of the P&L. Um so, it's really going to depend on how our negotiations with them go over the next um couple of months on on are they going to pay it and then we refund them,

046are they going to withhold payment and we settle on an amount to pay. So, it could go either way. >> Yeah, and later on in the agenda, you will all see that there is um a recommendation for an engagement with special counsel for the Mercury situation. So, we'll see how that goes. Uh we're trying to be uh fiscally responsible in our planning for that. Um but, when we know more about where that lands, we'll share that. >> Um I did want to touch on one comment that's come up a couple of times about that I said the only way that we could save money is to cut salaries. That is not at all what I said. Um what I said is that our most expensive um our most expensive thing is our most important thing,

047which are the people in this district. There are lots of ways to save money on people cost without cutting people. We have the ability to look at all of our benefits programs to find out if there's a way to better structure our benefits so people don't lose benefits, but they cost us less money. Um there are ways to look at our staffing levels on different departments to reduce overtime. So, in which case we could possibly hire one person and pay one times salary instead of paying three or four people one and a half times salary at overtime pay. So, there are lots of analytics that we need to do um, as an as an operations team, um, to look at where we can eliminate some overtime and maybe make some hires. So, simply saying that

048I said we have to fire people is not the case. What I'm saying is I'm trying to find a way that we can look at this analytically across the board, um, to try to find better ways to spend money on our folks. So, it's 70% of our budget. So, if I'm going to have any significant impact on the budget, we are pretty much bare-bones on all of the other expenses. Um, so there I I can't cut pencils at what I was saying the last time. I can't cut pencils and markers to give us a surplus. Um, so we have to find ways to strategically, um, staff ourselves appropriately, which could be more people, not less people, um, but to come out ahead financially. >> So, I think I also just want to recognize, too, that

This is really authorizing us to follow through with these steps and others. Uh so there will be checkpoints with all of you along the way. First, as a teacher, a school leader, and most of all a parent of three current North Penn students, school safety has always been paramount in my heart. School safety isn't simple and it isn't getting any easier. The risks, the challenges, the threats, they loom larger every passing year. And the state At this stage, we have to, as a district, continue to amplify and improve our protocols. As an educator, I've seen both sides of school safety. I've managed weapon detection systems. I've overseen security

066teams. And I've been in the middle of horrible, violent, critical incidents. And I've lost students just beyond the steps of my schools. At the same time, I've had the honor to see supportive security teams act as guides and not just guards, as mentors, shepherds, supporting students navigating at-risk circumstances to build better lives. At best, school safety isn't an objective. It's a non-stop action verb. We've had chance to hear from our many students, staff, neighbors, law enforcement officers, parents, community members on this topic for the past few months. And the consensus is really clear. Our community wants more resources for safe schools. And while there's a lot of discussion on how to do that, everyone's eager to make sure that North Penn is safe in all aspects. So, thank you to so many people who came

067out to discuss this with us. School safety can't be looked at through a single lens. Like a block of Swiss cheese, a single slice alone lets in too many risks, but a many overlapping layers can truly create that barrier we need. Creating a Department of Public Safety puts an additional layer and more resources into the hands of our leadership and staff here at North Penn. It enables our staff to manage incidents, to guide and support students, and as they navigate those challenging, difficult moments, and potentially damaging decisions. That said, the vote tonight is far from the end of the process to get this right, as Dr. Bowers said. If receiving an affirmative vote, this puts a significant new responsibility, and one that will require those robust policies, implementation plans, training protocols, oversight strategies. It's not

068a switch flip, but rather requires deliberate, staged-out actions to ensure that we're doing this the right way to improve the structures. We can't also lose sight of that fact that while this is essential to our students, launching a Department of Public Safety could also become a distraction from our core work of accelerating student outcomes. So, prioritization from the administrative level is going to be paramount, so that we can stay focused on those items that we know will drive success for every student, even as we're focusing on this new Department of Public Safety. We also can't believe that this is a cure-all. School police officers are resources to support student safety, not a panacea to remove all risks. Safety requires action from everyone, every day. We can't allow apathy to creep in. We can't think that

069having an SPO equates magically to safety. Daily, proactive, and sometimes hard actions from all community members and students and staff and parents is required. These are steps that really drive school safety. Advocating for increased support for community days mental health programs, addressing youth and adult behaviors, closing a prop door, checking on students in crisis, holding each other accountable, these are the moments where safety starts. An SPO is just another layer on top of that. So, I believe in the need for these resources and I'm eager to support the administration in thinking it through. So, most of all, much appreciation to our administration staff and especially our students and community members for engaging in this process and ensuring your voices are heard. While I appreciate the time and effort that the board and administration has spent on exploring the addition of armed security police officers in our building, I simply do not believe that it it is an action that is necessary. In the event that an armed presence is ever required at any of our schools, I am confident in the capabilities and responsiveness of our partners in local law enforcement to handle the situation appropriately and keep our community safe. Because the addition of armed security it it is not a necessary and it is not necessary, my preference is for the district to put its limited financial resources into repairing and updating our infrastructure so that we are in the best position possible to provide our students with the

071educational experience that they deserve. Investing in academics and programs that support the social and emotional needs of our learners is, in my opinion, the most responsible path forward at this time. Ultimately, this is a next step that is going to include details that have to be ironed out. And I would uh I'd be remiss if I didn't thank our our leadership uh who with absolute certainty have gone through the work uh with a vision in mind of how this meets North Penn's needs. This is not here for any other reason besides um what they're proposing is a thoroughly researched, specifically defined, and clearly communicated vision for what they believe to be the best next step. And I respect their work in creating such a thing. Um and I look forward to

073work uh to define these details as we move forward as we move forward. No matter how the vote goes, there will always be next steps, and I look forward to working with all of you and the members of our North Penn community to see what fits us best. 074is the students already know these individuals. And so I want to acknowledge Dr. Rone's uh rationale that a guard who already knows the student is in a better position to de-escalate a situation rather than an outside officer with no context in the situation. So I think that's a meaningful point. Um and I think it also speaks directly to the concerns that a lot of the community had back in November uh with uh equity and uh disciplinary disparities there. So I know the outline on the screen on the on the presentation outlined the draft training and accountability standards and and uh de-escalation and special education and mental health and annual review commitments, which is all good. And I would ask that those become the actual district policy, similar what Mr. McBain mentioned is not just the

075slides, but we have a lot of work to do going forward um before anything is really deployed. So unlike some monitoring systems that if they fail, things get through, but in this case it's an active uh control, and that active control by failing could actually cause more harm than than not. Um but I raise these points because they're important um for tonight's discussion, but I expect we'll get policy and personnel guidelines and technical controls back from the administration. We'll vote on those if this passes, but um I just want to the all of those policies and technical controls and guidelines to end up lowering risk for students and not raising risk for students. Um the morning commencement went very well. And I just ask that senior parents and students look for a survey in their inbox to tell us what they thought about a morning commencement. So from an emergency services standpoint, custodians, security, and school personnel, um obviously having students K through 11 home that day was not ideal. Uh but we want to consider as a community whether or not this is a good fit for us. So check your inbox in the coming days. We're going to be getting some feedback from senior parents and kids.
