0019C Okay, so due to the newly elected board members and the reorganization of the officers, it is necessary to take action on the electronic signatures for bank transactions. So, you will get as the the three officers will get emails requesting approvals, um and then you just reply with your intentions to review and approve them. So, it is the recommendation of the administration to designate the board officials the president, um Mr. Gaskin, and that's us the vice president, and Mr. Gaskin and the secretary and I are the authorized electronic signatures for district bank transactions. Got a motion? No motion. I'll make the motion. I second. Okay, we have a second. Any discussion? All those in favor of authorizing the board officers as the designated electronic signatures for the district check signers. All those in favor. Unanimous.

002Thank you. 9D So, 9D is the last board meeting I brought to you all the um cost to retrofit those three buses. So, the first item was just informational that was not right now um cost-effective for us to retrofit the three buses, and so the state is allowing us to do a resolution and say, "Okay, then what's your plan?" So, um so, our plan basically is that what we're doing every year and um we'll we'll see what we can do. So, uh it says, "Whereas Senate Bill 546 of the 89th Texas Legislature requires that all school district school buses operated by or contracted for lease by the school district be equipped with a three-point seatbelt for every passenger, um including the operator, to be in compliance no later than September 1st, 2029. Bracket I.S.D. currently

003operates a fleet that includes a significant number of buses which do not meet the newly mandated safety equipment, whereas the estimated cost to replace or retrofit the non-compliant buses creates a substantial financial burden on the district if current budget conditions do not permit full compliance. Whereas Senate Bill 546 authorizes the school district to determine through board action, that's why the first one was information, now we're going to take action, that the district budget does not permit the purchase of compliant buses or retrofitting of non-compliant buses at this time. Providing that provided that the required reporting to TEA is complete. So then now there will be a resolve, it's just that the board of trustees hereby determines that the current budget does not permit full compliance for the 2025-2026 or the 2026-2027 school year. So this

004buys us another year. We're not going to get it done um this year. The board directs the superintendent to submit the report for Senate Bill 546 to TEA um including the fleet inventory cost estimates and this resolution. So I have the fleet inventory, I shared the cost estimates with y'all at the last meeting and so now we'll have the resolution. And the board further directs the superintendent to develop a phased, fiscally responsible uh fleet replacement and retrofit plan which provide a base to the board as part of future annual budget planning. So adopted and approved this 11th day of May. >> [clears throat] >> So it is a recommendation that the administration to approve the resolution as proposed. Any discussion? I'll make a motion. I'll second. All those in favor? Yes. I need This is

005regarding a uh property and casualty insurance for 2026-2027. So a Dixie school district isn't not exempt from liability incurred from the operation and use of school motor vehicles. Insurance coverage is necessary to comply with this requirement. Additional coverage for other liabilities is not required by law as they are considered an arm of the state. However, purchasing insurance is key part of the school district's risk management plan helping to reduce the financial impact of unforeseen events. It is a recommendation of administration to purchase motor vehicle and liability insurance to comply with this legal requirement. Um to purchase the property, liability, and privacy information and then buying accident insurance also as per the quoted premiums and covered by TASB for 2026-2027 in order to mitigate financial risks. Is there any discussion? I'll make a motion. I'll make

006the motion. All right, Mrs. Mosley made a motion. Is there a second? Second. Overruled seconds. All in favor? Everybody? Nine to zero. Um so, we did make some revisions to the budget calendar and that is typically adopted by the board. Um I know I've been sharing that with you all on the Monday's message. Um so, we had originally scheduled one for um for this for this for this Monday. Oh. So, we it was for this Thursday. So, we originally had a uh a meeting scheduled for this Thursday, the 14th. So, we have that. [cough and clears throat] We made some revisions and so, today we adopted the compensation plan. So, now our next workshop won't be until the 21st. And so, the first budget workshop we kept calling it and we kept on yelling, "Oh,

007this is a preliminary proposed budget." Well, now that we've adopted some things, we'll have a true proposed budget. So, on the 21st, we'll bring the proposed budget and that will be posted on the website and we'll leave it there until the 28th, and then everybody has it available so that way they can review it prior to the June 15th meeting and come with questions or comments or concerns. So, the proposed budget will be brought to the board on the 21st, posted for everybody on the 28th, so that way it's available for discussion on June 15th for the public hearing, and then adopted for us to move forward. So, those those are the regular budget changes. So, um it is the recommendation of the administration to approve the revisions on the budget calendar as presented. Any

008discussion? Do I have a motion? Motion by Vladimir Smirnov. Second. Tony Sergent. All in favor to approve the revision to the budget calendar as presented. You. 19. This is regarding the third quarter investment report. So, for CDA legal, not less than quarterly, the investment officer shall prepare New Arts is not loading it. Oh, I'm sorry. Yeah. But, can you all are you all able to open it? Yeah. The [snorts] quarterly investment report of investment transactions for all funds covered under the public funds investment act for the preceding reporting period. Um we have to do this not less than quarterly. And so, we've attached that report. Um You can see it. If you have any questions, please let me know. We can review that. Um it is my recommendation to accept that third quarter investment report

009as presented. So, since it's not pulling up, I am going to just read it out loud so way, since we are live. So, um the cash in the general fund at the Bank and Trust Investment at Lone Star Investment um pool I'm sorry, so the cash in the general fund at the Bank and Trust is 268944.52 cents. The investment at the Lone Star Investment pool is 6500424.85 cents. Interest earned during the third quarter um at the Bank and Trust it was an average of about 2.3%. Oh. Oh, never mind. >> [laughter] >> 2.3%. 2,720 dollars. Yeah, sorry. 2 Okay, so now so now it's there's 2,720 dollars. Um Lone Star Investment at 3.68 is 55,623.46 and then you can see the total earned in the third quarter and then the total earned year to date

010in our investments. Thank you. So, it is the recommendation of the administration to accept the third quarter investment reports as presented. I'll make a motion to accept the administrative recommendation. I'll second I'll second. I'll second. All in favor? Everybody. Thank you. I need a motion. There's none in. Number 10, business and finance. Dan. This is just informational and it's obvious. The budget and expense and revenue comparison at the chapter. So, we're basically on target compared to last year also for revenue and expenditures. And now that you look at it, do you have questions on the revenue and expense? >> Move it up. Number 11, superintendent's report. Under the superintendent's report, um basically this is all our events. It is getting busier and longer and fuller of the events. Then we did have our fine arts

011banquet last week. We did get the end of that I'll be finishing up our graphic as previously mentioned. Um upcoming events and I and what I think I'm going to do is just try to on Monday at least just kind of remind you of the events for for that week cuz there's so many. So um for this coming week we do have the FFA banquet for tomorrow. Um if you hadn't already gotten it, there is a little card that the little invitation with a QR code. Um so you need to RSVP to attend. Um then the athletic banquet is scheduled for May 17th. Cody, do we need to the front. Yeah, I'm I'm not sure on on who the RSVP needs to go to for that one cuz that is done by the athletic booster

012club. It's not by the school district. It's the booster club. Um the ISD combined their fine arts night for next week and so we'll start with the showing of the play and then um Miss Hodges will be transforming our boardroom into an an art gallery. So that'll be on the 19th. And then we have band day and junior high one, two, and three. We've got the band concerts and then like as I mentioned our budget workshop. No school on the 25th. On that Monday it is the one day off before we hit the week of scholarship night, graduations, awards assemblies, and just it's it's crazy that it's here really it's here. So we start off with kinder graduation on the 26th, junior high um that same day in the evening. Awards will be on the

01327th for the junior high senior awards and scholarship night will be on the 27th, elementary awards on the 29th. Last day of school is the 28th. Teachers will have a work day and of course you are invited and encouraged and all that good stuff to be at at the graduation on the 29th. Summer Leadership Institute, I know that federal has been in contact with some of you all. If you're eligible and you did not go to the summit, then you can go to SLI June 3rd through the 13th. And then again, just a another reminder that the June meeting is off. Okay, so June 1st is the 1st Monday, June 8th is the 2nd Monday, June 15th is actually the 3rd Monday. So for June we're meeting on the 3rd Monday of the month, not

014the 2nd Monday of the month. And that's when we'll do our budget adoption. And that's all I've got. All right, pursuant to Texas Government Code 551.074, the Board of Trustees have recognized they will be going into closed session at 7:08 p.m. Thank you, Director. I appreciate y'all. >> Mhm.
