001[clears throat] All right. Today's January the 12th, 2026, 6 p.m. regular meeting of the board of trustees. We do have a form established. Will everybody please stand? of to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Next is item two which is a public regarding the Texas academic performance report by um Mr. President there is something that you should have to uh state for the record that we will be going into public hearing. >> Oh sorry that's for after myself. Um, so tonight we do have the public hearing for our paper report, which is the Texas Assessment Performance Report that is provided to us by the Texas Education um, agency. I did do a very brief
002slideshow um, which just basically gives an overview of what can be found in our district's paper report. So what is it and why is it important? So every year um TEA reviews star performance, star participation, attendance, graduation, dropout rates, graduation pro uh profile, college, career, military readiness and other post-secondary indicators as well as students information and staff information. It's always a year behind. So the data that is presented in the taper report is based on the 24 um 25 school year. So, school year ends in May. They put all the information together over the summer and we we did receive the taper report December 18th. Just a few highlights that I did pull from our taper report in regards to college, career, and military readiness. 90% of Racket ISD graduates are considered college and career
003military readiness um as per factors that are determined by the state compared to the state average of 81%. um star performance. Um the district outperforms the state in reading English language arts with 82% of the students and approaches grade level um grade level or above compared to 76% statewide in regards to advanced and dual credit courses completion. So 36.6% of students in grades 9 through 12 complete advanced uh courses compared to 25.1 statewide. and then industry based certifications. And again, this is based on a 2425 um school year. Um 63.4% of bracketized students graduated with an industry certification compared to 34.9%. I am happy to report on that last one for the upcoming school year, um Mr. Himemenz has stated that 100% of our graduates are going to graduate with um an industry-based um certification.
004So that continues to show improvement. Um just again some highlights in regards to graduation and retention. Our four-year graduation rate is at 97.8% for the class of 2023 compared to the state's 90.7. Our low drop uh low dropout rates, our annual dropout rate was 0% um compared to the state's 1.9. And that basically means that if a student doesn't return to school at Bracket ISD, that we know where they go. They either get a GED, they either go to another district. Um they're levers, but we find where they went and we're able to report that to the state. Um chronic absenteeism for bracket ISD were at 13.3 compared to 19% at the state level. And then the attendance rate, bracket ISD attendance rate is up um 94.6 from previous year 94.1 and it's also higher
005than the state which averaged at 93.6. Um the takehome report also gives information um regarding teacher compensation and development where we are compared to the state. Um [cough] excuse me. Uh we do not participate in the teacher incentive aotment but that information has been brought to the board already that we are in the process of submitting our application to be able to um reward teachers based on student performance. Um and we will be submitting our application in April of 2026. The beginning teacher salary here at Bracket ISD is 55,238 compared to the state of 63751 statewide. Turnover rate for teachers the turnover rate for teachers at bracket was 17 and a half lower than stated 18.8. Then um just students that we service um students that we provide opportunities to um economically disadvantaged students were
006right under the state. we have about 55 and a half versus 60 um indicating you know higher needs um students with intellectual disabilities um about 50.5 compared to 48.3 and that's of our special ed population not of our total population um suggesting that we do have a greater special education need year bracket and then atrisisk students 40.9 versus the state 53.5 Um there's some instructional factors um that I did include. Um class sizes here at Bracket were consistently smaller than the state average. Um the number of students per teacher was 10 and a half versus 15. And then I just kind of gave some grade level examples. A first grade classroom here at Bracket usually averages about 15 versus the state 19.2. Third grade 12.7 um state 20.1. sixth grade classroom 12.3 versus the state
00719.8. Your average 9 through 12 English language arts would be we have about 8.6 state 16.4 and then math 8.4 versus the state 17.8. And that's something that bracket has always prided themselves on is the small um class size. So even with the changes um we continue to be able to pride ourselves in offering small um class size for our teachers and our students. Um one thing that I thought was notable was 25 years of experience. Um 23% of our teachers range in that 21 to 30 years of experience versus the state at 14.1. And then high teacher percentage 10% of our teachers have zero to five um versus the state 7 to three. So it's kind of like we either have new or veterans and not a whole lot in in that um middle
008range. So taper requirements includes um doing the public report holding our annual hearing which is what we're doing today and disseminating this throughout the district. The taper report can already be found on our website and it was provided to you. Um the taper report provides valuable valuable information regarding specific grade levels, how they do in certain um star areas, progress measure. Um so it's it's this report right here. It was um we can get you a hard copy, but it was uploaded into um board book as well for you all to be able to reference. Um, finally with the paper report at the end, it it officially gives us our district accountability score, which is a B, which is up from last year. Last year, we were a C. So, we went from a 79
009of a C to the 79 to a B of an 81. Um, the other thing they review is how are we meeting the needs of our special education students? and uh the Texas Education Agency has determined that we have met all requirements um in regards to special ed. So we continue to be in compliance um with the Texas education. And that is all the information regarding the taper. I have any questions? >> Anybody have any questions, comments? >> It's a very encouraging report. >> Yeah, it is an encouraging report. I'm guessing I mean the vibe I'm getting is that next year's basically better. >> Yes. And already questioned >> and if you look at it of course I did some of the highlights but if if you look at it there are definitely areas of
010concern um you could look at for example third grade reading specifically and look at 2024 versus where we were in 2025 and there was a drop you know so we have to carefully monitor those students so we use this data and we share it with teachers um of course this officially comes out in December but we have our star preliminary results that we use to kind of drive in construction and start preparing for. So there are some wonderful things um in the table report, but there's also things that um help us know what to target, what interventions to plan for, what curriculum needs to be, you know, reviewed. >> The math third grade [clears throat] also significantly the >> [clears throat] >> Yes, ma'am. Yeah. For every positive, you'll find something that we can we
011can work on that didn't show the growth that we would have liked it to show. >> And then I always like to look at it also vertically. So, like if you look at um third grade 2024 and compare it to fourth grade 2025, that's actually comparing students student group to student group and you'll see an increase there. >> That's why >> and then this information is provided to teachers. So they have the their baseline, you know, the percentage of students coming to you on or at grade level. [cough] >> [snorts] >> We have no further comments. At this time, we will close the public hearing and we'll continue with the regular meeting agenda items. On the item three, no public comment. We go on to item four, which is our school board appreciation bund. Thank
012you. >> Um, so as as I've mentioned to y'all, um, this month is school board recognition month. So, um, our school our public schools exist to meet the educational needs of all students. Um, and our school board members are elected by the community to act in the best interest of the students. that work collaboratively with parents, educators, and community partners to shape the shared vision for our schools and ensure a strong foundation. Um, we just wanted to take a few minutes today to recognize you all. Um, you have received some gold gift bags. Um, that is [snorts] from Jones Elementary. Um, the wooden um cutting board that is from the administr administrative team. Um, dinner today was provided by uh Mrs. spotter. Um, and you've got some signs and then I believe we also have
013some some presentations for you all. Um, so do we want to start with Secondary, can I come on up? [cough] >> Thank you to the school board for the constant support and care of our students and staff. Public schools play a vital role in strengthening communities and preparing students to become responsible, capable citizens. Racketist is a powerful example, not only offering a safe, supportive learning environment, but also encouraging students success, no matter the students path of choice. School choice gives students the freedom to discover who they are and who they want to become by allowing families to select learning environments that nurture individual talents, strengths, and dreams. In a school that values flexibility and opportunity, a student might begin preparing to be a courageous fireman trained to respond calmly in emergencies and protect lives with
014strength and compassion. Another student may follow a creative path as a musician, filling concert halls with powerful melodies shaped by years of practice and artistic expression. Some learners may be drawn to the adventure, imagining life as a scuba diver, exploring colorful coral reefs and mysterious shipwrecks beneath the ocean surface. While others may be inspired by a wide open landscapes and hard work dreaming of becoming a skilled cowboy who values tradition, independence, and resilience, school choice can also support students who aspire to serve their country. in the Navy developing leadership discipline and tech technical expertise or those who reach even higher setting their sights on becoming an astronaut and exploring the vast inspiring ex expanse of space by offering diverse programs in diverse programs and pathways. School choice helps students grow with confidence and purpose, preparing
015them for meaningful and exciting careers that match their passions. Thank you, Superintendent Theas, for your dedication to helping mold and guide our students to be whatever they wish to become, no matter the obstacles. And the students of BISD would like to sincerely thank the board for their continued support, leadership, and genuine care of the students of Bracket ISD. With your support, we can aspire to accomplish anything we set our minds to, and we'll we'll be ready for whichever career path we choose. [applause] >> [clears throat] >> Thank you. I love it. Thank you so much, girls. >> Very proud of y'all. >> Thank you again, ladies. We really appreciate that. [clears throat] >> Very welcome. Um, and then now I believe we have some students from Jones Elementary, >> fifth grade. Awesome. >> Good evening.
016Thank you for being here tonight. We are proud to represent our school and to share why public education and leadership matters so much to us. When we say our future is public, we mean that public schools help every student learn, grow, and succeed. Our future is something we all share. Public school is more than a place to learn. It's where we discover who we are, build friendships, and learn how to work together. Your decisions help our help make our school safe, supportive, and full of opportunities. Because Because of you, we have what we need to learn and succeed. In public school, we learn more than reading and math. We learn how to be responsible, respectful, and ready for the real world. >> Our dreams are big. Public education helps prepare us to reach those dreams
017and to give back to our community. Thank you. >> Thank you for believing in students like us. Your support shows us that our education matters. [applause] We promise to do our part by working hard and using our education to make a difference. >> Thank you school board members for your time, your service, and your dedication to public education. >> [applause] >> Thank you so much, fifth graders. That was very special. Very, very much appreciated. >> Just say one thing. We gave the kids the bare bones and they came up with the slideshow and everything else. >> Awesome. Great job, guys. [applause] So, just a little bit of a presentation for you all tonight, just to know how much you are valued um and how much we do appreciate your time um and everything that you
018do for our for our students and for our staff and for our school district. So, thank you very much. >> All right, now your chance. Thanks again. [cough] >> But you're welcome to stay a little governance. >> All right, moving on to item number five, which is our consent agenda. comes to look over the previous meetings of uh November 10th, December 8th. Uh November 10th was a regular meeting. December 8th was a special meeting and then B would be the donations. >> No donations. Anybody [cough] have any issues? And it's just the way the minutes are reflected. So if you look at November I'm sorry the December regular minutes. So if you look at item number six it has motion to approve the consent agenda as presented. This motion made by Matthew and seconded by
019Edwina and then Whit and Jesse were both absent. Matthew Yay Claudia Yay. I didn't I had a question in regards to the minutes from the November. So I didn't um vote for the consent. We voted for the consent agenda but we had pulled out the minutes. I'm just making confused on how I'm reading this. Then it has motion to resend motion approving consent agenda and then motion to approve the donations due to corrections and then the November minutes will be tabled. January. Mhm. >> I guess the consent agenda was approved with the exception of the minutes from November. So on um six that first one motion to approve the consent agenda without minutes >> as presented. Would that be would that be correct on that top one if we added without minutes? [clears throat] >>
020I just don't know um how the correct the correct verbage to use. If it's motion to approve the consent agenda to strike out the minutes, November minutes, >> but y'all didn't approve the minutes. >> We didn't. But the way it because the minutes are are part of the consent agenda. If you're writing it as if the consent agenda was approved without notating that the minutes were taken out, then by approving by stating that the consent agenda was approved, you're stating everything within the consent agenda as a whole was approved. I understand. But when y'all approve the consent agenda to discuss, y'all, See, that's how y'all do it. You take a motion to you you take a motion second and then you discuss and then within that discussion because it's already been then y'all said okay
021well no so then we rescended the motion >> cuz y'all did resend the motion and then y'all came back and approved the motion but only with the donations not permitted. >> Yeah. But so I don't know how I think the way it's written it's it's not written like that. I I don't know how just to think off the top of my head how to word it. Um motion to resend motion this motion. >> So at first it was at first the motion to approve all of that happen. >> Did y'all do that before even discussing it? >> Well, let me pause there. >> Okay. So the motion was made to approve the consent agenda and someone second it and then discussion and that's when the discussion happened about the minutes to table the minutes. So
022to say >> at that point we I didn't vote to pass the consent agenda because we had the discussion about the minutes. So then we rescended the motion that was on the table and then it went back to approve the consent agenda with the exception of the minutes and that the minutes would be tabled for this meeting. So really, can we can we um send it? >> This is probably why the only time since we didn't make a motion thing that I never in favor of making a motion past the motion to have a discussion because you have to get there first. now with the Roberts rule >> to discuss anything and I guess like right now I'm at fault. I should have done and I I'm not used to doing it that way. You
023know, you had me discuss it. So to avoid all this >> you need a motion on the table for us to go to discussion, >> right? So you need is there a motion [clears throat] approve the consent agenda as presented? Sure. I'll make that motion. Matthew makes a motion. Second, second. Any discussion? >> Yes. >> Okay. >> To what I was saying is I have a question on how number six is written. At our last meeting, the motion there was a motion on the floor to approve the consent agenda as presented. Second motion was taken. Then when discussion that's when I questioned the way the minute the November the language or the verbiage used for the November minutes on how it was done. So it was that motion that was on the table was rescended
024and we voted on tableabling the minutes for the January meeting but approving the consent agenda and then Robert the border. Anything that falls within a consent agenda. The purpose of a consent agenda is that you're really saying, "Hey, I'm going to lump all this together because it's just housekeeping stuff." And you do one motion. You just vote on it. But you can ask for part of whatever is within that consent agenda to be removed for further action. and then you can approve everything else that fell within the consent agenda. So on that first one, if we said motion to approve the consent agenda as presented, the motion was made by Matt and seconded by Abuina, not passed but discussed cuz that's where it was then discussed. No action taken cuz that opened the floor for
025discussion. So if we replace the word pass with discussed and then moved the motion was to resend >> and then the next one. >> Yes. >> So I think it's just >> instead of pass it should be >> for discussion >> and then I think what we need to do is get some clarification on on the on the appropriate process and documentation of this. So BTO and I will reach out to someone in front of TASBY and just kind of explain how we have shifted to the Robert's rules of order. And so now we do is there a motion? There's a second and we do discussion and then vote because I feel like that's the issue is the discussion before the vote because here it would be correct to say that the motion was made
026and it was seconded but it wasn't passed. It was just discussed at that point. >> And then if I'm not mistaken, I think that when there's a motion on the table, it's seconded, then we go to discussion. and we discuss it and if it's you still have to have a count and if it's going to be rescended then we can say resend the motion and then we go back and vote and put it back on the table. The the board president would resend the motion that's on the table and redo the vote. But yes, that is exactly what we need to do because we need to make sure that we're um documented correctly. >> Yes. Correct. Because then once it's approved, then it's public record. >> And it just needs to be this is your
027history, your history. >> Yep. So for tonight, are we good with changing the word passed to discussed and then moving to the motion to resent and then the motion to approve donations or do you want to just >> We're still during discussion right now. We still have two motions on the table. and we're done. I mean, I don't know whoever else wants to discuss, but you have motions on the table. We have to be Mr. President. [clears throat] >> There's only one motion. >> Yeah, I thought that was >> I thought we had one motion to approve. >> Yeah, I'm sorry. one motion with um to >> discuss. >> Well, you have to make a motion to approve the consent agenda to enter discussion. That's that's the issue with all this. Instead of making a
028motion to approve, we should I don't know if it's allowed. We should have a first a motion to discuss the consent agenda as presented in my opinion then have our discussion and then maybe a motion two is there to approve after we've had but I don't know if that's legal or because you have to make a motion to approve to enter discussion >> correct >> so that's my only you know >> so right now we have a motion >> we have a motion to approve So >> we discuss yeah >> what to you know [clears throat] if our discussion is concluded I guess we we need someone to make a motion to make this correction and we go to the next >> we're in agree with that correction. >> Yes sir. Okay. All right. walk
029us through this. >> Okay. Um I make a motion to resend discussion. >> Yes. >> Okay. >> Not to resend it to resend the motion that you make agenda. >> Okay. I'll second it. >> So there's no vote on the first motion then, right? >> No. Now you can. >> So we >> you second it to say is there discussion? Further discussion. >> Is there further discussion? No. All right. >> Take a vote. >> All those in favor >> to consent. >> Now it was resent. I'll make a motion to table the consent agenda for the superintendent to get further clarification on word on wording >> 40 minutes. >> All right, Matt seconds. All those in favor? Unanimous? So, no approval on any of the minutes. Right. >> Correct. >> All right. Moving on to
030item six, formational items. 6A, the district improvement plan, campus improvement plan by Miss Diaz. >> So, um, in January is when we bring back our campus improvements plans and our district improvement plans. And basically what we do, it's an opportunity for us to review the strategies and see where we are and we provide um some evidence of progress [clears throat] of do we need to go back? Do we need to make any changes? Where where are we on our strategies? So I went through the district improvement plan um went through every strategy. A lot of it is still being rolled over. Um we looked at things in November. For example, strategy number two said build in intervention time during the day and in November I said that the secondary campus had built it into tiger period
031and that it was also being done at the elementary. Well, this is continuing. So, I just listed that both campuses um are continuing. So, we reviewed every strategy um documented if there was any type of change or conclusion um and then the campuses did the same for their campus improvement plans. Mr. Himemenz is out sick today. So, Miss Harris is here. Um, if we have questions on the secondary and then Mr. Miller is here for the elementary and of course if there's anything on the district plan. The next evaluation um will be in March and then we close it up in June. Anybody got any questions, concerns? >> So, I've always had a question on this quantity math. Okay. this new implementation of curriculum that we're doing. I see that we're continuing through that. Now,
032the teacher that is teaching that class is also learning the program the car math to to are they teaching it? Are the kids doing it on their own? How does that exactly work? So, it's curriculum. So curriculum basically is um activities, strategies, a scope and sequence that's provided to the teacher. So you look at all Carnegie looks at all the required TESS for the state of Texas. So sixth grade has to teach these 140 Texas essential knowledge skills. So Carnegie groups them and says these should be taught together. These should be taught together. This is the sequence that makes sense. And Carnegie is approved by the Texas Education Agency. um they were one of the organizations um that we had to use if we got this grant from TEA. So they grouped them and then
033they devis okay um activities um different strategies to be able to teach that Texas essential knowledge and skill. Um, Carnegie comes in and trains the teachers on how to use their curriculum, also provides coaching and provides modeling. >> Okay. So, I understand that's for the secondary. Correct. >> Correct. Part of you right now is only 6 through 12. >> And then the kids are learning based off are they learning on the computer or are they actually a teacher teaching them the curriculum from the >> No, the teacher's teaching them. >> Okay. So the the I mean just for an example, a lesson might say um a good way to teach fractions is to use this graphic organizer with these examples, but the teacher has to do the teaching. It's not software. >> Okay. >> Yeah.
034It's it's not software. It's teacherled instruction. I've just been trying to figure out where that uh disconnect is with the math and the math grades and how much this new curriculum, how that flows into the numbers and what that looks like. Am I making sense? Bas uh evaluation we have with the numbers. It's like is this particular curriculum and program you know are they doing a lot of it on there? Is it being explained to them that way when they are getting their baseline or their teeth done, you know, is it uniform? Are they getting the same type of of curriculum? >> Yes, they they are. >> Okay. All right. That was basic question. >> All right. Moving on to 6B, the multi-hazard emergency operations plan reviews. So annually I receive um updates from the
035Texas School Safety Center um when our emergency operations plan is out of compliance. Um so this summer due to the changes that happened over the legislative session, we were required to make some updates to our emergency operations plan. um that has been completed. And so this is just notification to the board that the review has been completed. Um and we did receive an email where our emergency operation plan um is in compliance. >> All right. 6C the 36 weeks attendance report. So um December we wrapped up the third six weeks and so what I have provided for the board like I do at the end of every six weeks is where we were this year 20 in 2025 and then um the comparison of in 2024 2025. Um so you can see prek this time
036around was at 95.7 and this time last year they were at 96.2. 2. Kinder was at 92. Last year we were at 94.7. If you see a little check mark, it means that we've shown a gain from last year to this year. If there's no check mark, it's a drop or um about the same. Um you look at the second page and it gives you the total at the end. Um and we're we're off just by a little bit. Last year at this time were at 94.8 8 and right now we're sitting at 94.7. Of course, with our drop in enrollment, okay, a little drop in attendance um in past 88, you know, um because our enrollment has has gone down. Um so, we're we're staying pretty steady where to where we've normally been. Um
037but the in the the difference is going to be we have fewer students with that percentage. [snorts] It's pretty steady. >> Yes. >> Kindergarten. >> Yeah. >> And you know, we're getting ready to put some information out to parents regarding attendance. I think there's this misconception that prekinder and kinder aren't required. So then if they're absent, it doesn't matter. But Once a parent chooses to enroll their child, they become part of our membership and therefore compulsory attendance does go into effect. And so, but I think that sometimes in the mind of some of our parents, it's that oh well, they don't really have to be there because it's not required. Um, but it does impact ADA. >> [clears throat] >> So the ADA for kindergartener and a senior high school the same. >> Um yes
038>> where it's not the same would be prek kinder. We're going to get half day for the 6D early childhood program. >> So, this is just reallyformational. Um I received a few calls before Christmas break um regarding Avon and what had happened to the Avon program here at Bracket. And so um I just wanted to share with y'all bas a basic timeline of of what happened. Um so when I came on board um we did have the Avon program at the elementary. Um, but then when I moved into the superintendent's office, we were notified that the Avante program did not include Bracket ISD in their grant. So, because we weren't listed in their grant, um, they could no longer fund um the Avante program here with us. They couldn't do the partnership with us. So,
039um, in the past, we had done a four-year-old program and then an Avon three and four-year-old program. So to try to help and still keep most of our four-year-olds, we decided to open up two four-year-old programs, but we don't get funding for three-year-olds. So we didn't offer the three-year-old. Um then we continued to hear the need to do something to help with the three-year-olds and the four-year-olds, uh sorry, the three-year-olds because at I think it's like 30 months, they're no longer provided services at a bonite. So then they have it's kind of from that 30 month to being four where where does their child go to school? Um so I reached out to Mr. Selenus and we held several meetings and I listed them there um and tried to get the Avon program um back
040here at Bracket ISD. Um they submitted a proposal but in their proposal they wanted Bracket ISD to fully fund okay and to house two and three year olds. Um, and so I brought that to the board and we don't get any funding for two-year-olds and at that time we wouldn't have gotten any funding for um, three-year-olds and their plan was to provide us with an aid. And so it wasn't um, fiscally responsible for us to to go in in that um, direction. So today I just really wanted y'all to have a a timeline that we did attempt to bring Avon back. um but the funding wasn't there on their side and we couldn't 100% um fully fully fund it. It just wasn't cost-effective for us. Now um this summer in 2025 um there have been
041some legislative changes where districts can receive up to half day funding of ADA um or eligible three-year-olds. So, those would be um three-year-olds who are in special programs. Um if they qualify for speech, for special education, um then we get half day funding. They even pass that if it's a staff member's child, we get half day funding. But as we get into budget, that's something that we're really going to have to look at because even though they generate half day funding, um is it going to generate enough funds to be sustainable, you know, um to be able to to do to stand on its own. Um, sufficient. Thank you. So, um, currently the district provides prek uh to all four-year-olds, eligible and non-eligible. So, we lose some a little bit of funding there. Um, funding
042is generated for only eligible students, which are about three4s of the students. So, there's a fourth of our four-year-olds that we don't generate any funding for that we're already covering cost. Um, district supplements funding not generated for non-eligible students. Um, and right now our pre-K4 program is not self-sufficient. So, bringing on a preK3 program um would would not be the best financial decision for the district. Um, so next steps, we'll continue to look at a cost analysis and staffing and we'll bring that information to you because I know the need is there. Um, I know that there's a need. Um, I I I I know that it's there's a need. I know that it would be a win-win to be able to have three-year-olds and get them started. um early and and getting that foundation
043in place. Um it it really does come down to the financial part. So, I just wanted y'all to have some information because I know that it's out there in the community about what happened to Avante and and kind of how it was done away with and why it's not with us anymore. Is this what the I had from border? >> Yes, the border organization. >> So, I I did meet with a representative from the border organization and a grandmother and a parent, >> but Absent didn't. Is that I guess let me So that organization is trying to bridge this thing or or what's >> I I think there's been >> that's the individual that wanted everybody's >> yes email >> cell phone numbers to begin with and then I I said I would share emails.
044Um so the border organization um they advocate for needs in the community and so um I think there were some community members who were um wanting to get have Avon um back in the district and so they went to Avon and Avon said well the district didn't do it the district uh the board the school board turned it down okay we took it back to the school board and the school board turned it down so the community members I believe partnered with uh the border organization to try to have someone help advocate for bringing the program um back to the district. So since then I have met with that um organization um with the community members and explained to them that um that wasn't the whole the whole story you know and and I shared
045with them our timeline and I also shared with them the proposal that was brought to the board from Avon um which just wasn't a fiscally responsible proposal. [clears throat] Glad you brought that up because they were They reached out to me as well trying to get me to come to a meeting and I asked questions. Are other board members going to be there? What's this about? Ask more questions. Once I asked enough questions, they quit coming back. So, I'm glad you addressed that because that was going >> and they had not reached out to me, >> right? >> So, um just for clarification, so they had never reached out to me. They were reaching out to you all. Um, so at one point Mr. Busman um reached out to me and said, "Well, will you
046meet with them?" And I said, "Absolutely. They just have to reach out and request to to meet with me." >> And so um so he he he set that up and we we met and we got to give our side of the story and explain the timeline. This document was actually shared with the border organization and those two community members um along with the proposal that was presented to the board um two maybe about two years ago. >> Anybody else? >> All right. [cough] department reports. >> So, just your monthly department reports if y'all want to take a look at them and see if you have any questions. Um, as I stated, Mrs. Harris is here, but Mr. Himenez, and I did send y'all an email that coach is currently the basketball game, so he's
047not here. >> How young was the uh cell phone violator? What was that? >> How young was the central? >> Third grade. Oh, that's too small for that. Well, it it uh it had reported that it was [clears throat] we have a lot of children in the ISS program right now. >> Miss Harris, wave one in the secondary. >> That's it. >> Wow. I feel disciplined has actually been really controlled this year. >> What do you attribute that to? >> I I think it's I think it's a number of things. I think it's, you know, stop being vigilant in hallways and expectations being communicated. the chunk >> and the bones. >> Yeah. >> You know, we also have I would say the majority of our secondary students are involved in things. So, they don't want
048to get in trouble because it keeps them out of something. >> And like I said, it is amazing to see how many things our kids go from one thing to another. It's rare that they're not participating in something. The food service is still ongoing. >> Yes, ma'am. >> It seems like it's >> Yeah, it's going to be on for a while because they after the initial they're doing dust review and then they're going to do onsite and then they go back and do finalizing. >> So, it's a few months. >> It's been very tedious. It's been >> Do do you think the self harm policies helped? >> I love it. >> In high school as far as discipline stuff, >> I think the majority would be with like cheating, that kind of stuff quite a
049bit. >> Um, yes. >> But it it >> we have a few other like we have other things that pop up in place of it, but we're kind of working with the kids right now socially like how to interact. Before there was very little interaction socially with their kids. Now they're almost forced to interact with each other. So that that earned its own >> Yes. >> set of issues, but we're working. >> You guys heard me complaints like the first semester of the cell phone and I'm just wondering they've kind of gotten used to it. >> I I think so. Like I love it. >> The teachers love it. able to get that for the overtime requirement. you know that there's the language in there for IRS ruling states that it's not mandatory for us
050to go back but it's reported in box 14 >> which is a premium portion and we've got uh the region's already working with programming on that and thankfully we don't pay a lot of overtime on it because we do comp time but the handful that we had to we had 90 calculated so we're ready for the W2 information on those >> and They're making adjustments for the 2026, but it's on their calendar year 2020, >> right? They think now things are the 26. It's just a year. Drop it in to the box. >> Everybody good? >> Yeah, I think so. All right, moving on to seven action items. 7A which is considering take possible action regarding the 2026 2027 superintendent evaluation calendar. >> So the superintendent evaluation calendar provides the structured timeline uh for when
051we set goals when we do the formative assessment when you do your formal evaluation kind of clarifies the expectations and make sure of course that we're within compliance and um meeting legal requirements. Um I brought it to the board tonight um number one because we're getting ready to finish one year of the evaluation calendar. So it usually goes from January um to January or February to February. Um but I am asking for a change. And so, um, if you look at what I'm asking for, um, it's in in January 2026, you all completed the evaluation on January 5th and then presented it to me, um, today. My recommendation is that for next year, um, the task would be that the state of the district wouldn't be until January. Okay? [snorts] Y'all would still do the
052evaluation in January, but rather than do it the first week of January, you'd be doing it probably like after the general meeting. So the general meeting in January would be the state of the district and then you would do the evaluation and then contracts in February. And my biggest reason for changing that is the taper report. So the official report from TEA, which is our performance report, doesn't come out until December 18th. And I think that report has some very valuable information. Um things that even like this one pointed out, you know, looking at third grade, you know, they from 24 to 25 there was a drop. Next year we'll be able to see 26. Is there a growth from 25 to 26? To me, the taper report is a true reflection of our students
053and how our students are doing because it is STAR. It is a test that everybody takes. It is based on the Texas essential knowledge skills. And so I think that that taper report um is very valuable in the state of the district. And so not having it prior to is a hindrance. And so if we just push everything back. So if you just kind of scroll down, basically it would be January 2027 would look a little different. Um the regular January meeting would be the superintendent state of the district report to the board. That's where we would provide y'all with the blank evaluations forms, copies of the superintendent's contract um to be able to compare information to salaries. Basically all of that would be done now in the January meeting and then there would be
054a special call meeting in January for the summited evaluation and then the board action on the evaluation and contract would be in February. So the only change is state of the district from December to January. >> Just push back the valuation couple weeks kind of >> correct >> towards the end of January. >> Yes sir. >> Instead of the beginning. Mhm. [clears throat] >> for this for the taper. >> Yes. And I think the other thing too, and I mentioned it at the last meeting, um if the if the board decides to go in the direction that we continue to use middle of the year assessments, um I shared with y'all that we were trying to test that last week before Christmas break. We had lots of kids that were out already. Um, you know,
055so it just seems like the timing to try to do that and compile the data so quickly to turn it around and give it to y'all, you know, that December meeting. Um, I just don't think it was very efficient. [clears throat] >> I agree because uh during our short meeting, I had mentioned that she said a lot of things last month, but they kind of fizzled out. So um >> be fresher. [clears throat] >> Yeah, >> it's the recommendation and actually we should have said >> it is the recommendation of the administration to approve the 2627 superintendent evaluation calendar as presented. I will make a recommendation to approve the administration to I make the recommendation of the administration to approve the 2627 superintendent evaluation calendar as presented. >> Now we can discuss it. >> My
056recommendation in support of the changes because of all the holidays that are going on and it's not um a rush um it [clears throat] gives us time to process and and evaluate >> well >> based on accurate not accurate I shouldn't say accurate because this the data that we that was currently used for this year to to validate to do the evaluation was accurate and concise this just gives us more information to >> to evaluate >> if you look at the valuation tool. I was going back over it. It says down there on that report on student performance towards the bottom it says uh and the financial part of the taper should be included when doing >> if you decide to make goals with finance and budget that is >> so this push back the
057testing as well. Instead of being right in front of the holidays, it would be after the holidays or just the >> Not not necessarily because it's really going to depend on what the board decides to do. >> Okay. >> So, when we set goals again in February, are we going to continue with an MOI? Okay. or we did a look at the taper and just look at um December to December taper results. So, a lot of it's going to depend. So, if the board continues um to want to see an MOI, a middle of the year assessment, it could be then that we maybe do it a week before um that crazy Christmas break week, you know, um or come back, have a few days back, and then do it at that time. Um so,
058I I definitely do not want to say, "Oh, it's going to make the the test in December or in January because I think it would just kind of depend on the calendar. The se secondary kids were also taking semester exams. So, the timing of the MOI was just was off, you know, um there was there was a lot of stuff going on. Um we're also still waiting on the state to tell us what they're going to do with the star itself. Star itself may now have a beginning of the year, middle of the year, and end of the year. So that is one of the things that is being discussed. Rather than give one long 4hour test at the end of the year, we're considering doing three interimm tests, you know. So there's just in
059regards to when and how we would give the test. Um I think that's still kind of up for discussion when we when we start planning for goals and see what the state puts out. But I think one of the biggest things is um that assessment report, the taper um provides us with progress, which I know is something that you've talked about wanting to see if if kids are making progress. It gives a percentage of progress, not just passing star. So it shows you how many of the kids made progress, how many of the kids passed STAR, how many of the kids had chronic absenteeism. So, I just think that having that report in December is a better tool for the board to to use. >> I'm trying to think of a reason to surpris >>
060um taper used to come out here. So t so if you look at the previous um summitative evaluation calendars it actually said that the superintendent would present the taper in November. >> So taper used to come out in November. Um with all the changes the state has done to assessments um I think that's why they pushed it back to December. So which is basically now that the state is releasing taper later then everything kind of needs to just shift later. The tape used to come out in November and was available. >> All those in favor? >> Can you repeat what we're >> just repeat the last thing? What we're in favor? >> I have made a motion to approve >> approve >> the recommendation of administration to approve the 2026 superintendent evaluation address presented. >>
061Okay. All right. Unanous 7B the consider consider and take possible action regarding the 2026 27 budget adoption calendar. >> So it seems early to be thinking about budget but it's right on time actually. So, what we do is bring you a um calendar annually so that we're all kind of on page with the process and with the dates, especially because of the different uh roles that we all have with the budget. Um so, if you'll take a look at the calendar and and um also know that it is flexible, but not too flexible. If we try to target the June 15th adoption rate, I mean rate date, we'll be in compliance about about 15 days. We always like to leave ourselves a little wiggle room in case we don't have a quorum or that kind
062of thing surfaces. So that's kind of what what our starting point was. And when Miss Das and I reviewed it, we try to factor in uh one or two workshops and those have to kind of fall in right after we get the appraisal, preliminary appraisals and the new board members are in. And so it kind of squeezes a few quite a few things into that May area. So if you look at line nine the special call meeting the first one is uh for the canvasing uh board members and then on that same day we have that first initial workshop where we do more of a overview presentation for the new um members and then the special call meeting number two we have over in May. So at that point um we try to adopt that
063employee compensation plan because that is the biggest piece of our budget and it does take us a little longer to work on. By the 21st we would have a proposed budget so that then we can publish by the 4th and then have the hearing and the adoption on the 6 I mean on 6:15. >> So now get your recommendation so they can make a motion to discuss. It is the recommendation of the administration to approve the 2627 budget adoption calendar as presented. [snorts] >> I'll make the motion. Second that second discussion >> seems reasonable to me. >> Yeah. do it with the experience. >> It's it's a lot and and I do appreciate Amaya bringing this um plan so early on because I know that everybody's schedules um get very busy very quickly. Um and
064and so there are several special call meetings and um this way we felt like if you have them ahead of time we could make arrangements to make necessary arrangements. There's no discussion for vote. Everybody good? All those in favor passes unanimously. 7 C considerate to take possible action regarding the budget amendments. >> We don't have any >> none. All right. Uh eight, business and finance. Uh a budget expense and revenue comparison. >> So compared to last year, um we're pretty much on target with both revenues and expenditures. And then B is just your check. Correct. >> Correct. Just a regular transactions over 500. I'm just curious. I saw check here for high school music service. Where are they based at? >> I guess they service the instruments or something. >> There it is. on the
065top. I can't tell you, but we did quote all of those and we went through our body co-op. So, they might be one of those board >> vendors. I want to say years ago, we used to used to go to San Angelo, I think. All right, moving on to item nine, which is the superintendent report. >> [clears throat] >> So, um, you can see that even though we were on Christmas break, there were still some things [clears throat] that were happening. Um, we had the junior livestock show on the second and third, which was a great success. Um, the kids did a phenomenal job. The welding projects were just out of this out of this world. Um, and our our kids did fantastic. Um, UIL had their cheer cheer had their first competition on January
0663rd. Um, we have curriculum planning, um, teacher work day. I shared some information regarding those two items in my uh Monday's message with you guys. Um we did hold our Saul Ross parent meeting. Um we had six parents that showed up to get the information from Saul Ross, but needless to say, the kids are excited about the possibility of taking classes from from Saul Ross. And so I think that's getting some momentum. Um upcoming events um we have the deadline to file an application for a place on the school board um opens on January 14th. It opens on January 14th and closes on February 13th. Um this week is the state cheer competition. Um the cheerleaders are leaving Wednesday um very early in the morning about 4:30 in the morning to travel to Fort Worth.
067They compete all day Thursday and come back on Friday. Um the 19th is a holiday. Our regular call meeting will be the 19th and we end another six weeks already on February 13th. Um February 16th is a holiday. Uh what's up for discussion is um we do the mafet board and superintendent performance goals um in a workshop format. If you all recall, we met and we all kind of brought together some different ideas and then that's where we created the superintendent goals last year. Um typically what we We've done special call meetings. We've done Thursdays. So, I didn't know if um y'all wanted to look at your calendars already and look at February 19th or 26 for the goal writing workshop. [snorts] >> You got a preference 19 26. >> I know I have a
068few conferences coming up. The 26 be a sacred day for me >> at a conference. >> This is the time where I'm like the end of January, come back and see where again March 1st. Um I don't know the week of the 19th works better for me after [snorts] the 19th work for you. >> Works for me. It doesn't. Um >> I will make it work. 19. >> I think I think >> 1930, right? >> Yes. And then um I think three of y'all if I'm not mistaken um four of y'all ended up saying yes to that summit board for training. Um so um I know Val's been in communication with those who are going what you need to to have. So y'all will be out the 22nd the 24th. >> Uhoh. Well, I have
069a little conflict, but I'm working that with it because that's my um but I'll push it tomorrow as we look at it today. Okay. But I do want to go to the May this time works better than June the June time. You got >> that's it. Yes, sir. >> All right, that's it. We're going to go into item 10, which is our close session for the government code 551.07 at 7:16. >> Thank you. Thank you so much. Thank you. Thank you. We are coming out of close session at 8:43. First item of business is All right. Uh, the superintendent evaluation. Is there a motion to approve the superintendent's evaluation with the one correction? >> Correct. >> Adjustment. Adjustment to goal one. >> Yes. to P >> to a P. I'll make that motion. I second.
070All those in favor. All right. Passes unanimously. Next, we're coming on to the You guys want to do the salary and the contract together or separate or does it matter? >> Does it have to be together? >> Can it be together? Um, uh, well, it's it's on my mind. >> Okay. All right. Is there a motion to approve the superintendent's new salary of $133,700 with a one-year contract extending extension to 2029? >> I'll make a motion to accept to um extend the one-year contract and the salary adjustment. >> Cloud makes a motion. Is there a second? >> A second. >> That we a second. All those in favor. Uh I'm in favor of the salary extension. I believe that a lot of folks in bracket uh would like to stay with a 2-year contract, but
071it's all good. So one four and a half. >> We didn't do a discussion. >> Okay. [snorts] Well, I guess I'm a nay vote, but now or you're a no. >> I'm a no. >> All right. So, you're a no. The contract >> four yeses. Yes. >> 4 to1 approvement. No further discussions. That's all we have. Right. We'll journ at 8:46. What time are we going to executive session? 7:15 >> 7:15
