please stand for our pledges and followed by the opening prayer. To the flag of the United States of America, Heavenly Father, thank you for bringing us together. Remind us that we are here to serve, not to be served. May we use our voices and our votes as instruments of care for those who rely on us. Grant us a spirit of humility so that we may see our responsibility as a sacred opportunity to offer our best selves for the benefit of others. In Jesus' name we pray. Amen. Amen. Seated. Okay. The next item on the agenda uh student recognition before Dr. for us and start uh the recognition portion of the meeting. Uh I would like to first thank all of you for attending this meeting and know that we are very proud of your children.

Uh I know some of them are about to graduate so parents are a little maybe it's a bittersweet for you bittersweet moment. Uh but know that we are very proud of uh everything that our students have accomplished. So thank you for being here. Good evening everyone and welcome. Before we um dive into our recognitions for tonight, Miss Garcia is going to come up in just a second to present our um recognition. Before she comes, I do want to share a list of all of the accomplishments that our students have made throughout the year. and they're not in any order. So, our volleyball team made the playoffs this year. Our boys and girls cross country teams both qualify for regionals. We have two students who qualify for state cross country, Haven Pñena and Elon Leuente. Cheerleaders

made it to the finals in state competition. Our baseball team made it to the first round of playoffs. Four of our girls qualified to regionals and powerlifting. Five boys qualified to regionals and powerlifting. Three boys qualified to state and powerlifting. Our boys and girls tennis teams both won district titles this year. And this is the consecutive the second consecutive year. 13 of our tennis players advanced to regionals. 13 and uh for our girls track team and we went on to um compete in regionals. And we have one student, Haven Pñena, who's going to represent Primmont ISD at the state level for track. And I understand that this is his third consecutive year. >> This is his third. >> 23 boys and girls advanced to area track meeting and and then eight of those went to

regionals. 30 of our taffy students competed in area compet competition. They've all went to state competition and eight of those qualified to advance at the national levels and they will be competing in Oregon this summer. We have um four certified educational aids. Our band got straight ones in marching this year concert and site reading. We advanced in the one act play. 11 students whom you are here tonight um earned medical certifications and we also made advances in our m from mariachi and I think that's it we also competed at the elementary school level in UL and several of our students placed in that event so I said all that to say these are our students and this is our time we have amazing things happening here at Pontmont ISD and I'm just excited to be

a part So, thank you for being here with us as we continue these celebrations. >> Good evening, ladies and gentlemen. Uh, we are so excited to honor our students that received certifications already. Some of these students are juniors, have accomplished two of their cert their medical certifications, and some are seniors and will be walking out of our doors at PCHS with certifications that they can immediately, if they wanted to, go get a job because they already have what are called industrybased certifications, meaning that industries in the area and the state recognize these certifications. the uh medical certification are actually national certifications. So they can go to any state and get a job based on those certifications. So our first teacher education certificate is going to be given to Jolene Garcia. Jolene is also receiving her

educational aid level one certification from Coastal College. Congratulations. >> And look over here. And our next student receiving her teacher a certification could not be with us this evening. She is at practice for allstar volleyball. So Ava um is also a volleyball allstar volleyball athlete and they're having practice today. So she could not be there. But our next teacher aid certification again a senior Maline Rodriguez. Maddie is also receiving her educational a1 certification from Coastal College and will be continuing her education at Angela State. Congratulations And our ne next senior receiving her teacher aid certification is Emilinda Salenz will also be receiving her educational aid level one certification from coastal college. Congratulations. >> And now to our medical certifications. Same thing. Some of these students have been in this program for four years and will

be walking away with four certifications that they received in their junior and senior years. So, our first senior, LESIE DAVINA And our next senior, Mateo Escalante. And again, another senior that's been in the program for four years, has received all four certifications, most recently passing her certified medical assistant, Justinda Esposa. Our next medical student again a senior who has accomplished all four certifications. most recently certified medical assistant Isaac Luna. Our next senior again receiving all four certifications. Most recently, certified medical assistant Emma Bettis. Emma couldn't be here tonight because she is at her job at the emergency room at Alice uh Spawn Hospital. And our last senior again receiving all four certifications, most recently certified medical assistant Walter Civia. Smile. Never smile. Now, our juniors that have been in the program for three years and

most recently passed their phbotomy certification, they passed their EKG in the fall, the spring phottomy. Caitlyn and Aosa Our next junior again receiving her phabbotomy certification, Reagan Himenez. Our next junior from certification, Aubrey Rodriguez. Okay, our next junior with her phabbotomy certification, Deina Sanchez. And last but not least, following in the footsteps of her sister, Rihanna Vargas. Again, thank you parents for bringing your kids uh with a small appreciation and recognize their success. Uh it's a little extra special for me because some of those seniors were in my last group when they were in the seventh grade. So uh little special for me, extra special. So congratulations to all of you. Thank you. Moving on to the agenda F open forum. Uh uh moving on the next item of the agenda number two longar governance

vision and theory of action. So board recite our vision powered by our Primistd vision fostering a community of excellence, high standards and limited student opportunities and our theory of action. If Primmont ISD empowers campus leadership with earned autonomy to implement strategic methods of identify high performance campuses while agreeing to operate in pursuit of the board not composed and within the board's constraints then he will be able to accomplish the board Wait. I I'm going to make a short comment, but are you are you leaving, Maddie? You're leaving. >> Oh, okay. Because I was about to say we had our workshop on Friday with y'all or Thursday or Friday? >> Thursday. >> Remember how we talked about Northstar governance? Maddie, this is it. This is it. Okay. Uh item 2 A uh I'm sorry, 2B action.

Consider a possible action to approve the May goal three CCMR GPM 3.1 3.2 two percentage of graduates meeting TSI criteria and or dual course credit criteria. Dr. Rosson. >> Okay. Thank you so much for this opportunity to share. We're going to talk a little bit about 3.1 and 3.2 overall um house goal three. the percentage of graduates meeting the CCMR criteria will remain at 100% from August 2023 to August 2028. So some of the areas for which we're focused in order to do that is our TSI um the number of graduates that were TSI ready in both math and ELR r both the same. We are striving to increase that from 77% of June of 2025 to 85% of June 2026. And then for 3.2 um the graduates who meet dual course credit criteria based

on the annual CCMR verifier report will increase from 60% in June of 2025 to 75% of June the in June of 2026. So before we go into our data, we'll talk a little bit about what does CCMR mean, um the last time we were here, we shared a little bit that CCMR is for college, career, and military readiness, and this is part of our state accountability. And so it's a very big area for us at the high school. There are some significant changes that are taking place and these are going to be phased in changes. I won't go through all of those um line by line right now, but I did think that it was important for the board to see that there are some changes that the state is um phasing us into and

those are going to gradually go into u place. uh we're already positioning ourselves at the high school to be ready to meet those changes. A lot of times when the state um creates changes for campuses for districts, you have that lag year where you're trying to adjust to these significant changes and usually there's a big drop in our data. Um but because we have several more years before these go into place, we're already starting to track in this way um starting the next school year so that we can incrementally make increases that we need to make to be in position when it does become a part of accountability. So again, this outlines in more detail what these changes will look like. And so you have foundational postsec post secondary readiness, demonstrated postsecary readiness and advanced

postsecary readiness. And these are the three areas from which our high school students will be able to meet um qualifications and this is how the state is now going to evaluate whether our students are ready or not. And then we have some time because this goes into impact on that 2930 school year. So we do have a few years to make these to make make it happen. All right. And then this is just basically showing you how that score is going to be calculated. So right now um for the for domain one we have approaches meets masters and those are all added up as average. we're going to a postsecary appro they're going to uh calculate the raw score for postsecary CCMR using that average. So the percentage of students that we have that met

the foundational postsecary readiness plus the percentage of students that met the demonstrated plus advanced will all be added together and now average for our CCMR score. Again that's the direction we're going. not there yet, but it's very important that we are in position when it's time to go live. Um, so I just wanted you all to know that we're already thinking about that and making adjustments accordingly. Okay. Why is having a high CCMR percentage important for us? one because it's part of our accountability and you can see that CCMR contributes to 40% of our high school um student achievement and it the outcomes directly raise our overall student achievement. So it's very important that we focus on this um and that's why it is one of our board goals in domain two part B relative

performance schools um like us that have stronger CCMR outcomes and and when we're compared to districts that have similar demographics it gives us an opportunity an advantage in that way and Pont ISD as you saw have we have had strong CTMR scores relative for the past years. Um, and so that's really helped us at the high school. Last one for domain three. Again, closing the gap. And this school quality component accounts for 30% of our overall score and then performance gaps in CCMR for any focus group directly lowers our postsecary readiness. So, it's not only important for us to have strong CCMR, but we also have to be knowledgeable of what our student groups are doing because it impacts us in domain three. So, you can see CCMR has an impact on our accountability at

the high school in all three domains. That's why it's so important. Okay. So looking at our data you will see that all students who are complete and TSI ready um the total percentage for completion is 26% and this is for our um seniors and that's what our our progress measure is calculating. So 26% who are both math and RLA ready. So there are some opportunities there. You'll see we have 32% who are ready in math and 45% who are are LA ready. Um we have several students that are still in progress which is you can see that next line 72% and then 43% meaning that the students still have an opportunity to um test and we have some information on that based on the questions that you all ask. We did break down the data

for our student groups. 20% of our special education students are ready, 26% of our ecois, and then only uh none of our emergent bilingual students. We only have one, but that student is not TSI. And then 3.2, as you can see, all of both of these are on the same page. This is about our dual credit. And we were 49 strong in that dual credit cohort in 2025. that went up to um 53 for May of 2026. But you can see by the time we're finished, we're going to have 34 students that have nine plus hours um for in dual credit. And that really does help us again with CCMR, but it also helps in other areas, especially those students that are enrolling in postsecary courses. All right. So, we did have a couple of

questions and so let's talk a little bit about the responses here. So, the first question, the table shows that 26% of the 53 student cohort as TSI complete with in progress at 72% with only a left. How many more attempts will students have? Um, and in progress indicates that the students are currently enrolled in those courses right now. Um, and these students are on track to complete those courses by the end of the semester. And then the second question showed the 20% of the special education students in this same cohort. What specific or additional intervention input is offered to these students? So I think I believe this response goes to the last to the last question um because it's talking about the the last the last round of tutoring and testing. So, the seniors will

receive one last round of tutoring and testing opportunities during the last two weeks of school. For our students who are special population students, those students are receiving um individualized support according to their individual education plans within their general education classes unless they're in one of our self-contained classrooms. So, those students their support is built into their IE. They're not pulled out. We haven't you know go and um identify those particular students and pull them out for anything special. We do have students who are um in an RTI some students some of our students are in an RTI time frame or we call it something else at the high school not RTI uh advisory advisory. Thank you. So some of our our students do have advisory at the high school all our high students most of

our high school students and they do receive targeted support in that class and that's they get that every day that they go to that class. All right. So 75% of students meeting uh the dual dual credit course criteria based on the annual CCMR verify report is the goal for June of 2026 based on the final grades the students enroll in dual credit courses and pending final grades. Is it likely that the outcome goal of 75% will be met? So based on the current trends in midterm grades, we should have 34 out of 53 students meet the CCMR dual credit of nine hours resulting in 64%. Um so four students successfully completed only receive six hours. So that will have a um 11 percentage points shy of the 75% goal. Oh. Oh. The goal. You got

to go back all the way. >> 60%. So we'll be above last year's but we won't meet the 75%. So the possible we are the goal for this year that we're shooting for too high. So does anybody want to speak to that? >> Was it too high of a goal set? I think the goal was fine. The students that should have met that should have gotten us to that goal just didn't pull it out. They didn't they ended up failing at midterm and therefore being dropped. >> So, we had the correct number of students enrolled in a course that would have allowed us to reach the 75% and they didn't make it. and and dual credit is um those students are enrolled in college courses. So um these students are taking their high school classes

in conjunction with college courses at the same time. Now, this is on the spot, Miss Garcia, so you may or may not have this number, but we'll still meet the What is our goal for our that blueprint book for the 69? >> Oh, our outcomes. >> Yes. Yes. For >> we'll still meet that >> for PEK. Yes, ma'am. We'll meet our outcome. >> So, >> outcome measures. Yes, >> we'll still meet our outcome measures for PEK, which means that we're on track. um we're fulfilling the requirement that we're we need to fulfill to keep our dual credit program on on track and then you know we can look closer at evaluating what those students might have benefited from as far as support and do we are there some additional layers that we need to put

in place for that going forward. So we definitely can take a look at that. >> Okay, thank you for all that information. So that was item 2B. President item 2B considerable considerable action to approve the main goal CCM GPI >> motion made by vice president seconded by trustee. All in favor moving on 3C action and possible action to I mean consider a possible option to approve the May guard 5.1 attendance report. All right. So we have two we have our overall bar royal superintendent shall not allow attendance and trundancy issues to go unressed and or neglect to implement right strategies and interventions aimed at engaging students and reducing chronic absenteeism. And so 5.1 is that we have a goal to increase from 91.94% in June of last year to 93% by June of this year.

And we have been looking at this every month and we have been making adjustments and implementing proactive strategies. As you can see, as of week 33, which was Friday, uh, May 1st, our elementary school is at 92.5 and our high school is at 92.09. overall as a district um for week 33 is 92 and uh.31 and then we'll show you the comparison for each week um overall. So although you you will see us trending upward for each week, we got two and a half weeks left. So say a prayer because we uh are probably going to be shy of 93% overall. So we got some work to do for next year. That concludes my report. Any questions on this one? Not a motion. >> I make a motion to approve the Mayard GPM 5.1 attendance

report as presented by administration. >> Motion made second by All in favor Johnson. Okay. The next part for the board consider a possible action to approve the board self evaluation score. Uh and I've never read this. Uh done this before. Uh the background information just for audience members who don't know what this is, this is our most of our governance. This is he is our tool that we use for training for workshops with our coach and every three months we must Oh yeah I I'm at the top it should say anyways these are um reports we have to submit every three months. So this month for our self evaluation. So it has we look at five different pillars, vision and goals, systems and processes, progress and accountability, advocacy and engagement and synergy and teamwork. Uh

so please know that uh take this very seriously. Uh we're trying very hard to add points to our to our total. It does require time. So the paper that you have in front though it's the wrong it has the wrong date on top. It should have made sorry should have made should be quarter 4. Should have made this at the very top. So if you look at three quarters ago, August 2025, we were at 59 points and then November 2025 went up to 61 points and then three months ago we went up to 70. Okay. I took some time to go through each of the pillars and I think this is me. I don't know if you looked at your looked at your fillers. I don't know what you what you came up with, but

I feel that we're still at 70 points. And the only reason I say that, well, there are several reasons, but I kind of need you to follow along because if I'm wrong, please let me know. Okay, so this is going to take a long number because I I do want to go through the pillars. Okay, so if we look at vision and goals one, on page 22 of our manual, last quarter, we were 12 points. The most we can get is 15 points. Okay, so we know we're at 12 points. So if we look at everything from the last where it says meet master's focus, all board members and the superintendent. Remember we have to check off every box. The all all board members and the superintendent have committed the vision is do not condose

to memory. That's probably a question mark. Uh the second box know the current status of each outcome goal. Now I don't know if that means we do get data every month but I don't know if this means like like you if I if they were to ask me okay do you know I'll be the first person I may not know. So I don't know if that's what that means. So for me that's a question mark. And then the third box agree there is broad community ownership of the board's vision and student outcome goals through involvement and communication with students, staff, and community members. Now, we've done part of this where we have met with students. We met with them last week and our students learned that it's a school board who sets the goals. So,

they know that we were the one responsible for outcome goals. Okay. The staff knows because we told them at the beginning of school when M and I did the teachers at the beginning of the school year community members I know that trust and trust in the shack meeting and I know that Dr. Austin spoke uh I just don't know how much was mentioned about student outcome goals. I don't. Okay. So, we could check that off. The only one that I'm worried about that why that's why I'm kind of I don't know would be either the first or second box. That's me. I don't know how to feel about that. So, because I couldn't check all three off, you know, just like that. That's why I say we're still at 12 points. committed the vision and

student outcome goals to >> no. Yeah, the vision. Yes. But student outcome goals, all our student goals, how do we know them by memory? >> Says here to memory. >> Oh my goodness. So anyway, even if let's say we were to check that box off, we still what what about the second box? >> Well, I made a little note here that I can we can add a slide for next time. that shows each goal and then the status of each one. So I did make a note to do that for next time but I think that's why it's it's crucial that we do post our goals and it's permanent that way come in see every month and maybe we'll remember it. So I can see why if we're posted by always all the time, you

know, we do that. So that's why I say I think we're still at 12. >> Yes, it is. >> Okay. So moving on, vision uh and goals two. Last quarter we were at 12 points. Okay, we're at 12 again. We just need one more to get the 15 points. All board members and superintendent agree there is broad community ownership of the GPMs, not the goals. We're now talking about the progress measures through involvement and communication with students, staff and community members. Well, I I know that when we met with the students, I we did not specifically identify our GPMs. I I just did the goals, not the GPMs. So I can say that on my part that's a no because we didn't do the GPS. Now I don't know about when when shots >> the

staff yes because we did that in August but we just haven't done kind of I think more students and community members stays at 12. >> So for me that stays at a 12 to let you know that's why I say it's 12. Am I wrong? Vision and goals three. The board has adopted constraints. We were at nine points. The most we get is 10. So if you look on page 24, can we check off those two boxes? The board in collaboration with the superintendent has adopted one or more theories of action. Yes, we have one theory of action to drive overall strategic direction. The second box, all board members and the superintendent agree there is broad committee ownership of the constraints through involvement and communication with students, staff and committee members. Students, staff and community

members. The staff knows students do know because we did we did announce to them the board constraints and the superintendent constraints point included in that in that PowerPoint. Uh community members Are they aware of the constraints? >> You say what? >> No, we met with a group because that we did our I have all of 22 kids. >> Well, I mean, I don't know if they're going to talk about it, but we did our part. They're not. But uh we did our part at least making them aware that you know these are things that the board cannot do, will not do and these are things the superintendent is not supposed to do. So a good 15 kids know it because it's a moment for class. But uh but the act I will say this uh

we did we did get some very good feedback that by way I need to I need to scan scan level some pretty interesting questions that I felt like and we told them you know you say what you got to say ask us what you got to ask and they did. Uh so we got some good good feedback. Okay, moving on. So does that stay at nine? >> Yes. Yes. Okay. Uh vision and goals four. The board has adopted superintendent constraint progress measures CPMs. Uh we are at four points. So we know we're there. Can we move to a five? All board members and the superintendent agree there is broad community ownership of the superintendent CPMs through involvement with communication and communication with students staff and community members again big question mark which I don't okay

the students know the staff knows What about >> continue? So, do we remain at four? >> At four. >> Yes. And that's where goals 25h >> but again again we've talked to students so we're okay there. It's a community got be so board see that's what I keep saying okay progress and accountability one page 26 the board invest at least half of its time to improve the student outcome goals we're at 15 so we're good there progress and accountability two last quarter we're at two can we move up to four I don't think we can because if you look at the first box the board receives at least annually a report on the average cost of staff time on governance using staff striker and that is that's at the end of our of our of

our book and we haven't done that yet. That's actually page 47. We haven't done that. >> Oh, sorry. Oh, you need a book, don't you? Next one. I have mine's all like average cost of staff time spent on governance. average time on the average report on the average cost of staff time spent on using the the staff use charter which is page 47 on our manual page 47 Dr. >> If you go to page 47, there's an example. So, we haven't done that. So because we haven't done that, we we still say at two, correct? >> Yes. >> We've done uh a one quarter ago the board performed a self-evaluation using the LSG integrity instrument and we voted to approve. We've done the second box. We just haven't done the first box. So that that

leaves us at a two. Do you agree or disagree? >> Okay. The next one, systems and processes. The board operates in a way that allows the superintendent to accomplish the vision. Last quarter we were at 12. We had moved up. We moved up to four. Can we go up to 15? Uh if you look at 15, the first box, board authorized public meetings in the last quarter did not exceed an average of three meetings per month. We're good there. An average of two hours per meeting. We've been good there. An average of three other topics per meeting. It's that second box. Board members receive the final materials to be voted on at least seven calendar days before the public meeting. And the reason it's that we don't qualify for that is because of this May

meeting. >> Yes. >> Because we had to have it now. Uh and we had to give ad administration time to prepare the agenda and the packet. We did not get everything before 77 days. So it's not through their fault. It's just because we have timeline. So that means that we can't check off that box. Otherwise, we would otherwise we would uh that's that's the last box. No edits to the board's regularly scheduled meeting agenda in the three days prior to or during the meeting unless a state of emergency was declared. That would have been checked off. I mean, so we have the first and second box. We just don't have the second box. So because of that, we remain at 12. >> You agree or disagree? We have the first and third. >> Yeah, the

first and third. We don't have the Okay, we don't have that second one. >> Advocacy and engagement. The board promotes the vision. We are at one. We're We've been at one for a long time. And the motion we get is 10 points. So, can we go to three? Let's see. The board has provided time during regular scheduled board authorized public meetings to recognize the accomplishments of its students and staff regarding progress on student outcome goals. Yes, we finally did March. So, please check that box. But can we check the second one? Hosted a community meeting to discuss progress towards two knock goals within each feeder pattern with low performing campuses during the previous 12-month period. We haven't. So, I mean, we're checking off boxes. We're checking off more boxes, but we're just not checking all

of them that we need to get points. And I know that will work with us on that. So that that's why we we remain at one. We can't move up to three. And the last one, synergy and teamwork. The board works collaboratively and with superintendent for division. We've done better here. Let me see. Last quarter we were at three points. So let's look at nine. Can we check off all those boxes? The board maintained an average attendance of 80% or higher throughout all regularly scheduled board meetings over the previous three months. Yes, we have. Agrees that all members have adhered to all policies governing board operating procedures. Can we check that off? Agrees that all members have adhered to all policies governing board operating procedures. agrees that every member has completed all required trainings and

I didn't ask Dr. I didn't >> I just didn't ask that question the last time we had some we still have some who are not okay so we can't so we have to stay at three >> rather than the superintendent led the completion of los we haven't finished los our government stats anyway so we are at three so because of that And we've done we've done our ad hoc meetings or trainings and that's a good thing. We just haven't completed every single box. So that's why I I say that we still remain at 70. Yes, that may not be a good thing, but that means we've shown no progress. Well, according to this, we've shown no progress, but we have because we have had some meetings with staff. We've had a couple of meetings, you

know, we have reached out. We just reached and it was our first one. So, we'll do better as we check, you know, in the box. >> He'll find out after he sees this video. >> But, um, so we remain at 70. Are we okay with that? I mean, we don't have a choice right now. So, let me write these 12 12 9 and I'll redo this on my template. Oh, no. But this has to be signed. Okay. So, any questions on that so far? Okay. So now I hear a motion for item 2.
