001former board member is present that this meeting has been called and that has been accordance with opening act 51. This meeting will be recorded and the minutes will be taken in judgment of those meetings. Audience members are required to follow the board from top of the meeting which allows audience comments during the open portion of the agenda. Please refrain comments during the meeting. All social State God with gratitude today of our community. with determination for our safety and our student in Jesus name. Okay. >> Good evening and welcome. We are so excited and honored to have Patrick with us tonight and we're even more excited to be able to celebrate your students, our students. So without further ado, I'll talk a little bit about and how we will conduct our celebration tonight and then we

002will go ahead and get started. So first of all students, we're going to call your names. As you come up, you will shake the principal's hand, my hand, and then we will take a photo. After you take that photo, if you would just go through and shake each one of the board members hands, and then you may return to your seat so that we can get through the rest of the name. So, we will continue to call the name as students are shaking hands. We have quite a lot of students to celebrate tonight. So we want to make sure that everybody gets their due honor. So families will ask we will pause for a moment to give you an opportunity to celebrate if you would make the celebration brief so that the next student might

003not be able to hear their name. So I'll say it one more time just a little bit to give them time. We're going to call students. You come up, shake my hand, check the principal's hand, and then proceed to shake or hand after the picture, and then you return back to your patience and making sure that we had enough for everyone. We didn't want anyone to have to stand out evening. Go as the seats are put down. You can go ahead and take a seat for our family that are still standing and staff that are still standing. We should have enough seats for everybody. Dr. Responsibility and at school and every single day is something that you're truly proud of. show, but you've done that. So, we're going to honor you. Okay. Happy birthday. 57.

004Thank you. You're so sweet. Welcome back. What's wrong? Okay. Right. Right. Right. >> And then right up Congratulations. Don't know about standing. Everybody Congratulations. Excellent work. Okay. Right. Hello. Can I get Congratulations. But I do want parents to know that this district or leaders. Attendance is monitored for a daily basis because this one we thank you for bringing the kids to school. so important because they're not enough. Right. Right. So again, thank you for proving your part and our our hope is that this continu very very important. Don't look at Olivia speech. Congratulations. Daniela, >> congratulations dear. What's that? Okay. Congratulations. Thank you. My last congratulations. Ladies and gentlemen, the next section of our student recognition is our TA Texas Association of Future Educators National Qualifiers. And I'd like to introduce our directors, Miss Billy

005and Miss. And they're going to take over from here. Thank you. First of all, thank you so much for being here today. students made it to nationals that have made it to nationals in December. We competed took 30 to competition. We took students of the third compete or advance the day. And it's really awesome seeing because We are a small twoe school competing against 6 and five school. So not one of those little tackle program and compete stands for tech association of future educators and compete in what looks like for teachers. So our students go out there and they um publish books. They compete against um others as far as job interviewing and dilemma competition. They have to create different activities and different projects. So it takes a lot longer work. Um we were fortunate

006enough to advance seven to the national competition which would be held till June and Oregon. So it is a lot harder to get to the point. Um I'm gonna begin with our school division is a student who comes into our program from the rule school. Next also inside our school. It's a team competition. So there's four students and two together and um she's also and she was not ever She wrote her books through did two events. She advanced in those treatments. She's part of the school team and she also wrote a bookender. No, I'm sorry. PreK Spanish. We have Kalejo. We have Matt Adam called interactive elementary level. She created a board and it is the students that interact with it. So forward. And then finally we have she is part of the inside school

007Spanish event and she also wrote a book with children. Excellent. family and staff members. That concludes our celebration for tonight. First of all, I just want to take a small moment to have all of our parents to stand. All of you can stand. We want to take a moment just to celebrate you. Thank you so much for investing in your students and bring them out tonight. If it were not for our students, that would be for us. So, it brings us honor and it brings us joy to be able to celebrate you all and our student. Thank you board for giving us this opportunity and for being a part of the celebration. Now I know but they're missing the surprise. So our board members have secured a gift card for all of our programs tonight

008and we're going to allow the principal to pass those out to you at school. It's a special gift card for y'all. at this event. Thank you very much for working with our students as part of this last year. That's very much Thank you. So we will proceed with the rest of our you are more than welcome to stay welcome to join us for any All right. Last half. Yes. There's been Okay. The truth is Wait until they eat. So maybe after down. Okay. offering action. effective instruction 2.2.3 Okay. So, I want to bring all of these to you all. But I wonder the the goal percent of third grade students at grade level math will in August of 2023 to 55% by August of 2028 and each of the proceeding progress measures that you see

0092.1.2 to a 2.3 individually as I look at each grade level. So for 2.1 that is the percentage of kindergarten students scoring on or above grade level on the I grade assessment which I is a normal placement which means that it's not that increase from 2% at um to% by 2026 So what you see here is at the beginning of the year we had 2% of our students in kindergarten or above grade level reassess for middle of the year and increase from middle of the year to end of the year And we're aiming for students to be on level for 70%. So now first grade our goal percent on the grade level on increase for garden to step by means when these students transition from kindergarten to first grade level and the goal and I

010say this but I think it's important important that these goals were here. But the goal was for our students to go from 7872. When we assess that students at the beginning of the year, there were no first grade students who were on grade level or above grade level. when we reassess those students and at the middle middle of the year about 6% of those students were on and that misses the goal for middle of the year which was 37% and a baseline of 72% okay so the Next grade student in first grade to May 2020 26 um so a little bit deeper. First grade level when they begin at the end of the year. One of the reasons that I feel like it's so important to stand up and convers and I'm honest that all

01150% is even more concerning because now we're saying that we're going to increase the goal is saying that we're going to increase our 48 to 50% that's 99 nerves. So, so we could go a 50% that means we are sending 50% of our second grade below grade level in mathematically about about how we're setting goals in the future and what that really means about what we're saying about our students and what we want them to accomplish but more importantly they can accomplish third grade to third grade below grade level The three bars you see on your left which% did not even 26% of those met on star and and we did did get our target. We anticipated the number of year students have third grade. They just got down. We 13%. We're pushing for 13%

012of those students to meet at some end of the year to middle of the year. And when we talk about what the data 26% overall for 2026 is 51% which is still 49. However, um we have to start somewhere and so level at least start. So, so I do understand somewhere. So, this is where we are. We're gonna continue to push and really talk about how we exceed the goals that ahead the number when the board first started govern the first thing that we're taught is We need to set goals that are attainable, you know, that are attainable. I mean, we're looking at the data from whatever that was. So in in in at that time number and I just want you to understand that that's number set these goals. It's it's those numbers that

013we thought we would be able to reach our and honestly you're you're right. It's not just setting high because we set goals. It's not about the number as as as so when we do revisit setting those goals, we're going to hope that we can talk about strategically what that that means. So what does it mean for 55% of our students to meet and and what does it mean for 45% of our students not to meet and that we go deeper into thinking about what that truly means for us as a district and and I honestly believe that um it's just a process that we get better every time especially when we understand what the numbers are saying to us. Um, and I'm excited because part of that conversation part of that process is not only

014set for right in that exciting start and this is where we are. All right. So I thought it's important not just talk about the numbers but really think about um kind of share here the next steps that we've discussed as a campus specifically as elementary school. So, so action step that we already put in place went through and created for every student and we only miss the mark and who are those students and then specifically what standard is the most So we have spreadsheets and charts and chart paper and all sorts of things that's helping us keep up with that. So then we use that data tracking process to help us set up a structured arrangement with intervention time so that every teacher is using every minute of that time to close the academic gaps

015because we had to make some significant movement in a very short period of time. And and finally creating a system and first creating expectations and a system to go and monitor what's happening that intervention time and give your feedback immediately. So again something we can address and also specific steps. A lot of the higher we still we're still working on making talk about us getting that's kind of how we're just going after whatever the hire is and and trying to put it out. Um but what we are setting ourselves up for is to start these practices at the beginning of the year as opposed to starting them in December or January. Um which which some of our things some of them starting before then but some of them didn't start until after I got here.

016Okay. Let's answer those questions and I give answers. Thank you for adding your questions to the um the law communication law and we add to the communication law as well. So we unless completely object we would like to go to this model where we'll add responses to the communication law and put the responses in the slides as well. The only thing is that the slides don't know but we will also make sure the responses are on what have not expected as expected that did any input work and so trusty Johnson proposed this question which is an excellent question so thank you for sharing that and so I want to bring this word for word but many of what is making right so we know that for those were implemented before. So I would say was

017it the version that has socal what we look for and what what do about it that wasn't um clear how have clear communication around the observation and feedback that process. So observation and personal feedback convers have not And this is pretty common for a lot of feedback, you know. So again, tightening up of those processes so that we can truly make an impact. Coaching teachers, coaching peers, I'm coaching principles are coaching their coaches, the instructional coaches are coaching their teachers. These are all things that we have today. We're still working. Um the main barrier that we're facing includes creating this culture district of shifting from teachers, researchers, support staff, everybody is saying what are your respons It's not like we're having a mindset that's recognized practice in the future our intervention time that's something that

018hadn't structured wasn't a systemically those things have been put in place. The data driven instructional practices, those things must be implemented earlier on from day one from the very very beginning. And then um we would like to celebrate and acknowledge the input of implementing a teachers have done a phenomenal job of responding to implementing the curriculum that's using it every single day to provide instruction and they're not waiting and that is a celebration. because let's go to the next question and I'll kind of order um well no I I'll start so let's included in securing the processes. I'm sorry, there were things that we had to make sure were in place. One, we had to make sure that we were implementing a tier one instruction and that included we had to make changes to the

019master at the elementary school because we identified that there were not enough minutes in the block to get those curricular levels that were not to have that. So those are some of the changes that we had to make. school year. Um, we had to address the pay calendar. When I got back was not finished before my test calendar and then made sure that there was some um we had to calate what was working. ISD PLC's were provide professional learning for teachers. Well, the PFL does learn, but the idea for a PLC is for teachers to truly collaborate around best practices. And so that was the major change that we had for PLC's here in this district. And so we had to solidify for this is what's going to happen at this time. first start that's

020just structure of those things and set the expectations very proud of the the team because the ladies there honestly whatever I say they're like I'm on it and they they truly have to take ownership. So so we've transitioned to staff the process it started with Dr. Brazwell and Dr. write the agendas for PLC's and then we move to okay let's do a collab with the instructional coaches now instructional coaches are writing agendas and practicing we're saying before and so now we're really able to capitalize on the effectiveness of at the beginning of the year. My dad and the same Dr. meetings for her team. The opportunity is facilitated conversations and so it's not not perfect but we are really are now down. Again, I say that I think that it's important to celebrate small gains.

021Is it perfect? It's not perfect. You still have to grow. We still have opportunities to make this configuration better, but the systems there were we were plans in place to do things. It just jumped off like and starting systematiz I listened to Will. Yeah. Yeah. The one person was easy, right? That's for sure. you know and you have your job to make sure that instruction is taking place if it's not taking place then your office at home uh I just I am just tell you when you speak what you're Anybody anybody depend anybody with a brain knows a person knows it's you have a very difficult job. Yes, you hire me to do a very difficult job. Uh but that's specific. Um so um I just although the numbers are awful I mean I awful

022bad and she did tell me she said you know you have a right to be nervous. I have she did say don't panic but it's okay but to sit here and have you speak as you and say you know I'm a little excited again it's not be very pleasant you know but Thank you. >> Look, thank you for the opportunity and thank you to the team. Um, I I will say what I said when we analyzed the time first being recorded, but it was it was all it was all good. Nothing uh not good, but I I would want to have like over and over again. But we have real conversations. have real conversations because that's important that we're able to be honest about what we are and what it takes for us to make

023some incremental um so again I thank the team for their willingness to to put in the work to roll up your sleeves get the hard work done and we're working at the high school too it's not just the elementary school I roll up on them as well sit in their ps and ask the same questions and have the same conversations as well about data same things with about analyzing data, um setting they already have goals and all of that stuff. We don't talk a lot about it because it's not in the um the goals or the the guard rules, but we we have the same conversations with the high school and we're making progress there as well. So, thank you very much. Thank you. option other second. All in favor the next item two action

024possible action to large GP 5.1 at the end of okay so so for our attendance it says the superintendent shall not allow student attendance and turn into issues that go unressed or neglect to implement proactive strategies and interventions aimed at engaging students and reducing chronic absenteeism. That's the overall mark of the breakdown 5.1 which we're talking about the average daily attendance. Our goal um is to increase from 91.94% um from June of last year to 93% of June of this year. and we make this update monthly. So, you all have had an opportunity. We didn't get any questions that come through on this. Um, I do want to remind everyone that the the big dip that we see was our ice week. Um, and we did see some some interesting fluctuations when other districts were

025on spring break. Um, I think some of our students I think on spring break, too. So, you don't see that up here, but just give you a heads up that you will see um another district once you come back for next month's attendance. We'll go to the next slide. Uh this is our district overall. So, you can say we're hovering around 92.65%. Um still pling forward. Next slide. And then you can see the comparison by campus and overall district compared to 25 um compared to last year around the same time frame. So we are trending above. So if you look at that very bottom row 26 last year this time we were at 91.33. This year we're at 92.65. I do want to thank our um family support team for all of you ladies that

026you see in the back of the room are working tirelessly to think outside of the box to secure incentives. They're working for both the elementary school and the high school to really think of ways that we can get ahead and be proactive. I called one day we had no attendance. I called the emergency meeting. They all came. Everybody was positive. Everybody was excited. And y'all probably some of these meetings as I replace all the stuff that I like when I actually But anyway, we had a real conversation around attendance and the ladies, I mean, they responded so positively. I I couldn't ask for a better group of people to work with, to do this hard work with, because these people that you see in this room right here, these amazing all everybody absolutely phenomenal. And

027I'm pushing the limit. Do I still have a job? They're looking, >> but I am asking them to do the hard work. They show up with a positive attitude, with great energy, and if they talk about it, they do it with somebody that lives in Mexico or Mexico or Canada because I don't hear any of it. Um, and so I really, really do appreciate each and every one of you all for the work that y'all do every day. I'm not going to cry, but I believe There's no way that I can do what I do if you all didn't respond the way that you respond over and over and over and over again without any without any push back. I mean, of course, I give up and be like, "Y'all not just tell them back

028in Portland, but they get the work done." Um, so the progress that we're seeing is because we have a team that's committed to getting the work done. With that being said though, we do still have to push this goal. Um, we are slightly off track to reach that 93% that we're striving for. Um, when we when we see week 27, what do we have right now, Dr. G? 2. We're like what? We 29 now. So over these next three weeks, 27, 28, 29, you're going to see a dip. So really what I'm hoping that we can do with I've talked to the team about this already is that we create um a monthly plan for next year where we go back and we analyze some of our longitudinal data to see when do we have

029those dips and come up with proactive strategies to try to get ahead of that. Um so I do appreciate you talking to our families tonight. although all these students can't perfect, but if you really spread the word um talking to our families tonight and really helping us get the message out of how important it is for our students to be here every single day. So um again, thank you team. I think after the last slide, um are there any questions? and disregard. Thank you very much. I've always said that very very number today and information is taxing report agenda questions for administration these two items. Item number four, consent agenda items for a approval of events. Okay, first of all, there would like to pull out. Okay, so 4 action 4 action consider to approve

030a memorandum of understanding of cult published in 6.7 program uh for city consideration to the renewal amendment with Congress chars food management company for the 26.7 school year. Oh, get you there. John together. Uh 4 D. Consider a possible action to approve an application for tax refund from General County for tax year 2022 for account number 376.
