The time is 6:33. and I call to order the regular meeting of the Puma Independent School Board of Trustees. Trusty Va, Trusty Gutierz, Trusty Falcon Vazoom, Trusty Johnson. Is she still there? >> Yes, ma'am. Johnson magnifus closing alert hide meeting controls alert show meeting controls >> now in my computer I'm sorry I apologize >> zoom meeting window >> go ahead and mute your audio on your side. >> Alert hide meeting controls. Quick settings pi >> button. >> Okay. >> Is that better? >> Yes. >> Let me get out and then start all over again. >> Oh, okay. >> Is it muted? No, ma'am. >> Can you hear me? >> Yes, we can hear you. >> Ready? Uh, Emma, can you hear us? I'm just going to go up. Let the record show that a form

of board member was present, that this meeting has been duty called, and that notice of this meeting has been posted in accordance with Texas Open Meeting Act, Texas 7 code, chapter 551. This meeting will be recorded in the minutes of will be taken to document the proceedings. Audience members are required to follow the standard rules of order of conduct of a meeting which allows audience comments during the open forum portion of the agenda. Please refrain from comments during the course of the meeting. Also, please silence all electronic devices. Item 1 C, open form. Nobody. Moving on. Uh item two, Lonear governance 2A action. Consider a possible action to approve the October goal to early years GPM 2.1 2.2 2.3 and the beginning beginning of year I ready. Since Emma is not on, she's not here.

So, >> but can you make that notation in your forum, please? >> Make it Yeah, make your notation. Oh, okay. Uh, so is she trying to get on or we don't we don't have uh trusty via Zoom. So, right before it was right before 2 a.m. we lost her. So, as soon as she gets back on. Okay. Uh 28. Yes. I'm sorry. Good evening again. Today we bring our goal progress measures 2.1, 2.2, and 2.3. Uh, early mathematics. This is a recap. Um, HB3 goal 2. So, percentage of third grade students that meet or above grade level on star will increase from 48% in August of 2025 to 55%. sorry 2023 to 55% by 2028. So our goal progress measures here for mathematics focus on kindergarten, first grade and second grade I ready results. So

if we're looking at goal progress measure 2.1 that is kindergarten the percentage of kindergarten students scoring scoring on or above grade level on the I ready overall placement will increase from 2% beginning of year kinder August 25 to 70% by May of 2026 as measured by middle of year and end of year assessments. So their baseline basically uh is a there was a different assessment last year of prek. So they didn't have a true baseline of IR. So their beginning of year as indicated there is 2%. The middle of goal or target would be the 37%. Overall for the actual HP goal they are not on track. Goal progress measure 2.2 two, which is first grade. The percentage of first grade students scoring on or above grade level on the I Ready overall placement will

increase from 70% that was the end of year kindergarten in May of 2025 to 72% by May of 2026 as measured by the beginning, middle, and end of year ID assessments. So what you see here is the baseline is 70%. So this is the end of year kinder assessment I already assessment that they took beginning of year um they were at 0% on grade level the goal for middle of year is 37%. With the end of year 72%. And goal progress measure 2.3 focuses on second grade. The percentage of second grade students scoring honor above grade level on the I Ready overall placement will increase from 48% that was their end of year uh first grade score to 50% by May of 2026 as measured by BO and MO and EI assessments. That was HB3

board 2 GPM 1.2.1 2.2 and 2.3. We did have a question from uh that was submitted. The question was first grade beginning of year based on the data as kindergarten students last year their end of Y was 70%. What factors contribute to a drastically low beginning of year percentage which was indicated at 0% as first graders this school year. How can we ensure that middle ofear target of 30 37% is met? And then a similar question for the second graders. So I did put the response in front of you. Um it is there factors that may have contributed to the drop. So as mentioned it was they were 70% as end of year kindergarteners. This year as first graders they are 0% on grade level. So several factors one increased math rigor. Um I read

first grade math beginning of year shift shifts from number recognition and simple addition to place value addition and subtraction within 20 and problem solving is a steep jump in expectation compared to last year. Obviously there's always a summer regression without daily math practice students lose fluency with number sense and basic operations. The I Ready is an adaptive test design. It places students in more challenging problem sets quickly. when they hit frustration points, they often score below and also the stamina and readiness. They may not be ready built for an adaptive test as first graders. So, steps to reach the 37% daily tier one instruction of lubonet math with daily math routines um that focus on the implementation of the curriculum which is fluency, the application problem, concept development, student debriefing and the exit ticket. also

small group instruction. They're going to use the ID domain data to target the weak areas, numbers and operation, algebraic thinking, geometry and measurement. Those are the different uh domains also tied to excuse me at STAR assessments. And they will also use formative and module assessment data that we can pull from DMAC and I ready usage goals. ensure students complete at minimum 30 to 45 minutes of I ready math lessons with a 70% passing average and progress monitoring teachers will review lesson completion and growth reports to make instructional adjustments. So similar for um second grade the their baseline as last year's first graders was 48%. They had a 2% at the beginning of year and their middle of year target is 27%. So, similar to first grade, there is a grade level shift. Second grade I

ready includes multi-digit addition and subtraction place value to early multiplication concepts and word problems. Skill gaps are exposed quick quicker if they did have mastery in first grade um the more this assessment will acknowledge that right off the bat. and August the summer slide. Um once again if they're not practicing fat fluency and number operations uh they could regress and word problems and I ready for pose uh problems when it comes to vocabulary and making performance look weaker and similar to first grade three we are you know the daily tier one instruction and that's uh that will be stronger this year because like I mentioned in the turnaround plan we are doing those walks and we are that's the whole purpose of what we've been doing with engaged to learn as well and making sure

the implementation of the curriculum is happening with fidelity small group instruction uh the same usage goals and progress monitoring. So those were the two questions well one question but two uh for that particular goal. Next. >> No. Any any questions on 2A? Any other questions? Anybody else have any questions on 2A? I make a motion to approve the October goal 2 early years math GPM 2.1 2.2 2.3 BY I ready as presented by administration. >> Motion made by trustee Morades. I have a second. Trust. Uh, second the motion. All in favor? Trust the pña. Trusty. Trusty Johnson. Trusty. Trust. Oh, >> trusty. >> Yes. Yes. >> In favor. >> Yes. >> Okay. Yes. Thank you. Thank you for that report, Dr. Ward. Yeah, that was uh I just needed to find out what is it

that Okay, moving on. 2B action considering possible action to approve the October guard GPM 2.2 effective staffing and GPM 5.1 attendance report. >> So like mentioned last time these were previously called constraints and now they're superintendent guard rails. So the guardrail that we are focusing on um this month is the super guard rail 2 which states the superintendent shall not allow hiring of staff in a manner that deviates from the board approved budget or neglect balance between educational need and budgetary. So both guard progress measure 2.2 two states the percentage of core instructional classrooms maintaining effective studenttoteer ratios with district guidelines and staff with appropriately certified teachers as monitored through staff and reports and certification records will increase from 0% in May of 2025 and just it is it we stated 0% um only because

there was no prior documented tracking of that to 80% by June of 2026. Um so obviously we did have more than 0% of certified staff just it wasn't documented in the way that we are documenting it now. So for this is uh the early college academy is broken down by grade level. Um the number of staff and number of certified staff per grade level and the average student toteer ratio. So in total there are 25 um and this is the core uh staff this does not include PE this does not include our PE um this is our rating so we have um 25 and then out of the 25 16 our certified staff members with comes out total of 64%. at our high school broken down by grade level. Um, and if you see half,

that is because there's some teachers that teach um teach a junior high class and a high school class. >> That was one of my questions. Why the half? >> Yes. So, um, yeah, they have them. So there's a total of 23 um total staff members in those areas and then 20 are certified. So a total of 87% at the high school. For the district there are a total of 48 staff members in the core areas, 36 certified for a total of 75% certified staff members across the district. We did have um one question submitted for the guard progress measure 2.2. It's of the 12 uncertified teachers in the district, are any of them designated under uh TIA, which is a teacher incentive aotment? If so, how many from the Pendant campus and PCHS? So, yes,

there are two uncertified teachers that are designated and they are both at the elementary campus. >> Two two at the Pekka. >> Yes. Oh, is it on my is it on paper? >> Currently, all all uncertified teachers received a notice at the beginning of the year. We got notification that they are in a program because they have the end of the year to continue and hopefully complete the program. >> They can't certification. >> That's going to be a board decision because it's now or they give it to each >> the year for sure and a lot of them have had already been in a program. It's just because sometimes the programs take I think you need to review each individual to see them because they're allowed so many years on a certificate I mean on

a uncertified and then and they have to show that they're making progress toward getting certified. So depending on what year they've been in, how many years they've been here working and not being able to get certified, that will either they'll have to be let go or if they can show us that they are making progress toward that certification. >> So just out of the 12 certified has there been any documentation provided? We've not >> document to the district or like from the teacher to the district >> to the teachers. >> What type of >> identify them as the beginning of this year? For sure. I know our HR sent emails to every single uncertified teacher stating that they need to be certified and give send documentation as well that they're in a program. >> I

have a question. Can you hear me? Is Is region two helping us with our uncertified teachers? Do they also got a program? >> They if they do have a program uh they do have a program, but it's up to the teacher which >> program they choose to attend or to enroll in. There's different ones. can but can't we as a school district require our teachers to join one of those programs so that they can become certified. >> We already require that and if they're not completing that then there will be you know uh >> but they go how it up to them how they get it. >> Yes. >> They don't have to go through ESC. >> No, they don't have to go through ESC but that's one option right >> but the universities Excuse

me. If it costs money, can we help the teacher out with a certain percent? >> That's something the board could discuss. >> Business manager. >> I mean, it's just a suggestion because I know that some schools do help their teacher their teachers uh with monies to get certified. that could be an avenue that we can explore further bring information regarding that. >> Okay. Thank you. >> Thank you. Uh Dr. Gonzalez, of those two teachers of those two uncertified teachers who are under TIA, are they uh do they are they in a star tested area? >> One is [Music] I am I am I'm happy that this is now one of our um that we're looking at this. You know, I know that we revised our our our GPMS. So, this gives us a better opportunity

to really look at static and certification and whatnot. So, I'm actually glad that we have this one out. Any other questions, board members? >> Yeah. >> no. >> Okay. So, now you want to do the attendance report. So the next guard rail section is the attendance report and this one does come monthly as requested by the board. The superintendent shall not allow student attendance and truency issues to go unressed or neglect to implement proactive strategies and interventions aimed at engaging students and reducing project. So the guardrail progress measure specifically states the overall daily average daily attendance as measured through reports will increase from 91.94% to 93% by June of 2026 with monthly updates provided to the court. So currently um when we had to submit this data we had eight full weeks of data. So

the campuses seem to be above the 93% week 8 we ended with 94 for both between both campuses. Um and the district attendance rate uh at week eight was a 94%. So they have remained steady above the 90. >> The inputs we implement are are going to be crucial from now on. We're at the end of October. So by now this is where this is where it starts getting. So um >> our first truency court date for the year is October 29th. >> Mhm. That's right. >> Any questions on the attendance report? >> How many? >> Seven. Seven. >> High school. >> Three for elementary. >> Any repeater offenders? >> Probably all of them. So would this be second, third, fourth? >> Well, it's repeat from last school year. This is the first time for

this, >> but that will come up with the junction. >> Thank you. >> I I will say >> I will say that I believe that this these numbers look a lot better today than last year's today. I think we're doing better. >> I know the try officers have really been working hard and the parent uh liaison they've been doing a lot of home visits uh staying on top of it and so that has made a difference but we still have a ways to go. >> Yes, definitely. But I have to kind of trust if I 94 that you know I mean I should have probably at 93. >> So thank you Dr. >> Last year we couldn't seem to get out of a 92 if I remember correctly. >> Do I hear motion? I move

that we approve the October guardrail GPM 2.2 effective staffing and GPM 5.1 attendance report as presented by administration. >> Where you second? >> I second. >> Second a motion made by Trusty Johnson, seconded by Trusty Morales. All in favor? Trusty Morales, Trusty Pña and I. >> Yes. Trusty Falco. Motion passes. >> Thank you Dr. us uh 2C information update on Cremon ISD board policy diet and this is me uh if you remember probably a couple of months ago uh we organized an ad hoc committee uh trusty trusty model and and my and trusty Johnson uh we met with Dr. Ramos here and we went through all of section B which is the governance part and I will tell you that once once you read it it it's completely different than what you see right now.

If you were to get online right now and look at section B governance it's nothing compared to what we will bring to you in November. I wanted to bring it in October but because we had the plans um that's too much reading. So uh Dr. Nelis and I uh kind of thought it was better if you wait till November. So we've done that portion uh and also I have emailed um our legal counsel on three different scenarios. These are not governance policies. These are student related and one schoolboard related um that I have gotten feedback from uh trustee from I'm sorry from attorney Castillo and again I will present that I will bring that to the board in in November. So the board policy guide is almost done. Once we approve that, then we dissolve

the ad hoc committee and then we can revise our board operating uh manual, our board operating procedures manual. So it's going to be it took us about it was like 5 hours uh on a Saturday morning uh that Dr. took us through every single governance policy, all the local policies. So uh I'm excited about that. is very very different. Uh so just know board that we have to continue this because it's lonear governance. So you know elections come and go and we've got to make sure we we keep with lonear governance because our governance policies it's all based on that. So um again uh we'll see that in November. Okay, moving on. uh three superintendent records 3A a action considering possible action to approve the Ponty College Academy and Pont Monatory Academy turnaround plan that

was presented uh during the special board meeting >> and as Dr. Gonzalez pointed out, we had to complete a workbook that was provided by TEA and the education service center. We filled it all out, did everything that we could. I want to assure the board that it was reviewed by the education service center. Also, uh we had a lot of input from uh a support person from TEA directly. Um, and we, you know, had them review everything, make sure that we have, uh, filled out because I believe you only get two chances. You can submit it only twice for approval. So, we all want to get it approved the first time around. So, the plan is very thorough. It's uh it's covering what is being done on the campus and um there you may be

hearing some moaning and groaning, you know, from from teachers on that campus because it's it's really a lot. Yeah, it's a lot of work. They are really doing a great job, but uh they're stressed, but so is Dr. Gonzalez. So is they're all in the ditches and they're working together. So, uh they're just as exhausted as as their staff. So, but everybody's pulling together and I think this we're going to see something improvement. >> Wish nothing but the best because we are in a situation that we need to get out of. So, we're not doing this to cause or to, you know, deliberately doing this. We just have to get this done. >> Exactly. >> So that we get out of the situation that we're in. So, thank you. So, that so the deadline to

submit it is when? >> December 14th. Correct. December 14th. >> How many deadlines? November 14th. and it required board approval and so forth to try to get it in in a timely fashion. >> So, do I hear a motion for 38? >> I make a motion to approve the Pont Early College Academy and Premont Monastery Academy turnaround plan as presented. >> Motion made by Trusty Morales. I hear a second. >> Second. >> Uh seconded by Trusty Pñena. All in favor? Trusty Baner, Trusty, Trusty Johnson, Trust Wales, and Trusty and Trust. >> Yes. >> Okay. Motion, President. Thank you. Uh 3B action considering possible action to approve the 2025 2026 district improvement plan and campus improvement plans. We wouldn't >> we we had staff uh work on this administration uh worked on and this had their

meetings and everything that are required their SBA meetings um and they did a really good job but we want now to come back and include and align our campus plans with the LSG goals. So we need some time to come back and make sure that we input those in a way that shows the alignment between the goals that we have the existing goals plus the board's goals the LSG goals and they may be but uh as I was reading through the plans uh I was having difficulty trying to figure out okay how are they aligned again they may be but it's you know I met with Dr. Canales and Dr. Gonzalez and I just I want to make sure that all seven of us are able to see okay this is this is board goal

one or two three four so we just need to give them a little more time. So um I move to postpone this item for the November board meeting to allow administration one more time to revise and review to make sure that the goals and objectives align with the board's goals and superintendent board rules. I hear a second. >> Uh seconded by Trusty Guutierrez. All in favor? Trusty Gutierrez, Trusty Pña, Trusty Johnson, Trusty Morales, and Trusty Vera, and Trusty Falcon. >> Yes. >> So back in November, gives us more time to actually through it some more. Uh 3C reports information comparison of revenue to budget year to date. I don't right. And then uh two information districts quarterly investment reports and three information. Oh, that's me. Never mind. One or two. Any questions for That's just

information. Any questions on Miss Moreno? Mrs. Moreno's reports. >> We're good right now. Thank you miss uh whatever. Okay. Are there any uh items that we wish to pull to discuss in close session? question. >> I just had a question on how that driveway is going to be made out of it. >> I believe it's crushed limestone. >> It's crushed. It's not seen. It's going to be crushed. >> No, it's going to be crushed limestone. >> So, when it rains, it won't wash out. >> I hope not. But it's crushed limestone. >> I know. I

saw that. That's what I was wondering. >> Yeah. Very concrete's really expensive. They wouldn't do that. I think when it rains it's going to go blow into the drainage. When it rains just wash out. >> Trusty, do you wish to pull any item? >> I just had a question on uh on 4B on the I still did not see where it specifies that the cover on the east side will be included. I just I I read read and reread is and I don't see where it says that but >> I mean if somebody could show it to me where it shows that >> so we can pull that >> and are you talking about the covert to drive over into the entrance >> on the entrance that's on the east side which was our question

from the beginning and then they said they were going to include it but it does not specified >> on this agreement. >> It specifies it's to be made of limestone. >> It's in there and they sent us >> in there. Okay. >> And they sent us a picture of it, a a drawing. >> Okay. >> Yes. >> Okay. Then I don't have a problem with it. >> Okay. So then do I motion as all of those items? I make a motion that we approve all consent agenda items 4A through 4F as presented. >> Do I hear a second? >> Seconded by Trusty Morales. All in favor? Trusty Kenya, Trusty, Trusty Johnson, Trusty Morales, Trusty Vera and Trusty Palan. >> Yes. Motion passes. The board will now convene in a close meeting to discuss items allowed
