001Good evening. Welcome to the regular meeting of the Temple ISD Board of Trustees held here on March 9th, 2026 beginning at 6 p.m. Our first item is to call to order. We do have a quorum. Second item is the pledge of allegiance. Would everybody please stand and face the American flag? Republic comment on agenda items. Okay, that was an agenda comment. So, yeah. All right. Item four is the superintendent recognitions. members would be pleased to come and stand in front of the dasis. >> First is Rotary Educator of the Month, Dr. Adam. The Rotary Club of Temple supports teachers in Temple ICD by recognizes recognizing an educator of the month at club meetings throughout the year. The district is also proud to recognize selected teachers at our board meeting. So, Miss Kay Verrett, if you'll
002come up. Kaylee is a is a teacher at Temple High School and she has been has been recognized by the Rotary Club this February. Mrs. Verette is an advanced academics coordinator, our IB diploma program coordinator, senior activities coordinator, and languages other than English lead teacher. I'm not sure what else she has to do. Um, she has 15 years of service in Temple. Her nomination highlights how Mrs. Verrett has led the advanced academics program to new heights. This year, the Temple High School IB and AP programs beat world, national, and state averages in many content areas. Mrs. Verette is also described as a servant leader with a great vision and attention to detail. She's a team player who cares deeply about those she works with and as Dr. Mayo usually said, she's all in for Temple.
003Miss, we're so happy to be able to join the Rotary Club of Temple and recognizing you as an educator of the month and we're grateful for your impact on our students, their families, and Temple High School. Thank you. have to if you want. I'll just make a really quick comment and I'll basically pair what I said to the Rotary Club. She's extraordinary teacher. She coordinates all kinds of things at the high school. But the one thing that a lot of people don't know is what she does outside the classroom. And I guess about a year and a half ago, we had a student that fell on hard times uh and became homeless and her and her husband took that senior in. And that senior today is at Charlton State University doing extremely well. Uh so
004yeah, she's a great teacher, but what she does for students beyond that, in my mind, there is a special place in heaven for Kaylee V. Congratulations, Kaylee. We're gonna take a picture. Sorry. There's Billy. Our our next item is a part of Texas regional history fair medalist. All right. It's not often that a person gets the chance to make some history while doing research and a presentation on history. But that's exactly what our next honore did last month. Temple High School sophomore sophomore Gabriel Garcia, come on up. Come on, buddy. Y come shake your hands. was the medalist at the heart of Texas Regional History Fair at Baylor University. Garcia claimed the third place honors in the senior individual exhibit for his exhibition on mutraers and exposing child labor. This makes him the first Temple
005High School student to earn a medal at the heart of Texas Regional History Fair as the school participated in this event for the first time this year. A total of 11 students participated in the fair and three other Temple High School students won special awards. Those students qualified for the regional competition after advancing from a local showcase where they competed against their classmates. The sponsors of this event are Miss Kayie Morrett, Josh Kaslin, and Coach Thurman. And so, Gabriel, we want to say congratulations to you um and to your sponsors for a successful first trip to the regional history fair. and we look forward to the continued honors that you will earn as you are only a sophomore. So congratulations Gabriel. I just want to say we're so proud of you. We're proud of your
006research. We're proud that you put yourself out there in this contest and you really were a pioneer in this event and you made your district pretty proud. You and your classmates who all competed. So thank you. um in the back, my mom and dad. They help me and supported me through this whole journey and I'm really grateful for them. Congratulations. >> Our next is the Kenny Pal Elementary Educational Results Partnership Honorable List of Top Performing Schools in Texas. Kitty Pal Elementary School is one of the select number of schools from across the state of Texas to be named to the 2025 educational results partnership honor role. The ERP honor role is part of the national campaign for businesses and education excellence and engages business leaders in recognizing schools that are preparing students with the fundamental
007skills needed to be successful in the workforce and life. The honorable program now in its 11th year use solely uses objective student achievement data as a criteria for recognition and seeks to find and highlight successful schools and encourage collaboration among educators on best practices in raising student achievement. Honorable schools pres represent those that are comprehensively higher performing on the STAR reading language arts and math assessments for all cohorts of students served. and they are um and that are improving outcomes for historically underserved student populations. Schools must have comprehensively performed above the trend line at least 80% of the time for all students served and for all grade levels served. The schools are assessed on 22 different metrics and only 15% of eligible schools made the there's a lot of numbers in this sorry only 15%
008of eligible schools made the Texas honoral list. Kennedy Bow serves as the as TC STEM Academy on the elementary level and was one of only 10 campuses from across Bel County and um 1,776 student schools in the state to earn this spot. This is the second time in three years that Kenny Powell has been named to the ERP honor role. Tonight we recognize the KP administrative team of Miss Jill Owen, principal Lucy Castleberry, assistant principal, Ashley Mercer, instructional coach, Carrie Bennett, counselor, and Kimberlin Underwood Underwood, RTI specialist. Congratulations and thank you for the impact you make on the students and families of Kenny Powell Elementary School. Well done. I just have to say how happy this heart happy this makes my heart you know KP um it was my home for many years so I
009pay special attention to these ladies but uh this campus you know it's our elementary STEM campus and they continue to set the standard for innovation and excellence and the CRP honor role it such a welldeserved honor very proud Proud of y'all. I'm proud of the I think I speak for the whole board when I say I'm proud of the administrators and teachers and the students that made this happen and two out of three years, but I think we're going to see this more, I'm sure. So, I'm proud of you guys. You're welcome. Our next item is the career and technical association of Texas distinction district of distinction. We've known in Temple IC for some time that our career and technical education department is pretty special and now a statewide organization has recognized that fact as
010well. The Temple CTE department program was recently recognized as a CTE district of distinction by the Career and Technical Association of Texas or CASTA. The district of distinction program highlights districts that excel in workforce readiness, foster innovation and CTE and inspire others through their dedication to student achievement and community impact. Recognized districts serve as models of excellence, showcasing best practices and driving progress in CTE statewide. Temple High School offers 17 programs of study across 13 career clusters in CTE and Temple High School CTE students earn nearly 450 industrybased certifications last year alone. The program offers a variety of services to the students, staff, and the community through service-based learning opportunities and also collaborates with local businesses and the city of Temple for internships and work experience partnerships. Mrs. Sarah Bartlett is the director of CT
011for Temple and Brianna Hunik is the coordinator for CT. We would also like to recognize any of our CTE teachers that are in in attendance. if you'll stand up or wave at us. Are they outside with the students? They're always with the kids, right? They're always about the students. So, we wanted to recognize them. We're so proud of the outstanding work done by your students and teachers in the department. And we certainly agree that C with that you are deserving of a district of distinction designation. Congratulations. Sarah, I just want to thank you for everything you've done for our CTE program. It's is really a jewel here at high school from some of our partners include Scott and white out there to know veterary services the range automotive the range of services we offer our
012students in the community it is it's truly amazing and I believe the figure is is like almost 89% of our kids at high school go through a CTE course which is amazing that they're exposed to that. So, thank you for your leadership, your commitment to it, your outreach in the community to help build an even stronger program. Thank you. Our next item is the BPA state qualifiers. >> The Temple High School chapter of business professionals of America was well represented at the state competition this year after a successful showing at the organization's regional leadership conference in Tennessee in January. 15 of our students qualified to advance to the state competition based on their performances at the conference with several of those students qualifying in multiple competitions. The state leadership conference was held this past weekend
013in Dallas. Tonight we want to recognize these students for their achievements. Novea to come on and desire won first place in global marketing and Carlos Gomez won first place in server administration. has also qualified for state in information technology concepts. Other state qualifiers include Houston Martin in entrepreneurship, Andreas Gomez in both computer programming and information technology concepts and Victoria in both administration support concepts and communication and design. 014Jessica Quayar. And we also want to recognize her tonight. We want to congratulate all of these students for their success at regionals and at state competition. We're so proud of how you represented. Well done, students. I screwed down just a little bit in the middle right there. Perfect. First of all, I just like to say congratulations to this business owner myself. I know that this training will be vital for you when you start your new careers and thankful to all the teachers that prepared you for this. I know when I started business, I know you probably don't know what hard knocks is, but I went to the school of hard knocks and I had to, you know, learn from my wisdom in business, but again, congratulations. Great job to all of you. And now we
015have the HOSA state qualifiers. Okay. The Temple High School chapter of HOSA, Future Health Professionals of America, also recently had a strong showing at their organization's regional leadership conference in Ken, qualifying four students to advance to the host of state conference. Temple High School's Mira San won the regional competition and clinical specialty to advance to state. Shamaya Miller finished second in personal care. Juliana Ventos finished third in healthcare photography and Kosi Muana maybe did I do it okay finished third in medical reading to qualify for the state conference Miller will also be competing in the state competition for the second straight year and San Juan was an alternate in last year's state competition the chapter advisor is Mrs. Elizabeth Maven and we want to recognize her tonight. The host of state competition will be March
01624th to 26 in Corpus Christie. We once again want to congratulate these students for their success at regionals this year and wish you the best of luck at your state competition. We are so proud of the way you represent Temple IC and Temple High School. Well done. Nope. Mrs. So, real quick, funny story. My senior year in high school, I actually job shadowed Mrs. Maven. So, um, we truly have a drill here in the district. So, I do believe that when students are set for success, they will rise for the occasion. So, thank you for what you do. Students in healthcare mediocrity is not enough. You do have to go above and beyond. And that shows not only you participating in HOSA, but placing. So best wishes in your future endeavors. >> I know there's
017some healthcare professionals out there smiling. So you have some people you can hire. All right. Great job. Good evening, Dr. A, Mr. Posey, and members of the board. I speak first. Yeah. Uh our next item is consideration for approval to hire the executive director of elementary education Crystal Thomas. Good evening Dr. Mr. Posie members of the board. The interview committee consisting of Dr. Sarah Watson, Angela Solis, Connie Cisneros, Quisa Williams, Tiffany Vessel, Amanda Kendrick, Ashley Mercer, Ashley Carol, Adrien Lopez, and Dr. Bernard Rogers interviewed for the position of executive director of elementary education on January 22nd, 2026. The committee has selected Dr. Crystal Thomas as the loan finalist for this position. Dr. Thomas graduated from Texas Christian University in 2003 with the Bachelor of Science degree. She graduated with the master of education in educ
018educational leadership and policy study from Texas&M central Texas in 2012 and a doctor of organizational development and change from Bowling Green State University in 2025. Dr. Thomas has served in the field of education for 22 years 13 of those years in Temple ISD. Within Temple ISD, Dr. Thomas has held the positions of teacher, instructional coach, and assistant principal. And she served as the principal of Scott Elementary for eight years and is currently the principal of Samson Howard Elementary. Dr. Thomas is married to her husband Shawn, who has been an incredible support to her throughout her career. Together, they have two sons, Miles, who attends Travis Science Academy, and Felix, who attends Samson Howard Elementary. Dr. Thomas is grateful for the opportunity to serve the district in this new role and excited to lead the work
019of our elementary campuses. The committee is delighted to present her for approval of the position of executive director of elementary education. Thank you, Dr. Rogers. Any questions? This require approval. Mr. Gains move by Mr. Gains. Is there a second? >> Seconded by Mrs. All in favor, please raise your hands. I'm sorry. I apologize. I all in favor, please raise your hand. All the same sign is approved. Thank you. I have my notes so I can stay focused. Um, but I just wanted to begin by expressing my sincere gratitude to the board um for the trust that you are placing me. I do not take this role or this assignment lightly and I'm so grateful to be able to um step into the role as executive director of elementary curriculum. This opportunity is the fruit of
020so many people who've poured into me over the years and I want to take a moment to recognize um those who have who shaped me and prepared me to be where I am today. So the first person I want to recognize is Donna Ward who hired me as an assistant principal many many years ago. And when she hired me she let me be a leader. She never held me back and she gave me a taste for what it is to lead others and grow others. and she taught me how to grow those around me. I want to recognize um Lisa Adams who took a brand new principal who knew nothing. I was fighting over paper plates my first day as a principal and who stretched me and coached me and I would not be the
021principal I am today without the way that you have led me and coached me. Um, to my Scott family and my Samson Howard family, you'all have made me the principal I am too. Y'all have kept me inspired and motivated. I'm so thankful for this. The hardest part of taking this job was leaving the campus that I love so much. I want to thank my parents, my mom Diana, who went to school all day and then I worked at turkey factory in the evening with me. She taught me what it means to work hard for the things that you want. My dad who's taught me excellence and integrity in everything. And I know Dr. Adams here excellence. You got to be excellent. Now you know where I got it from. And then finally my husband Sean.
022So often the job demands a lot of our time and effort and energy away from home. And so often he stands in the gap and takes care of our family when the work demands are high. He was always there to encourage me and cheer me on and support me. So from the bottom of my heart to all of you, thank you because I'm here because of you and the way that you've invested in me. To the board, please know that my commitment is very simple and unwavering. My goal is to ensure every student has access to rigorous learning in every classroom on every campus every day. That is my one calling. I look forward to continue working um to support our teachers and empowering our leaders and serving our students in Temple. So, thank you
023both so much for this opportunity and I'm truly truly from my heart and honor to be selected. Thank you. while Crystal's finishing up her hugs. Um, I'll just make a few comments. Um, you know, Crystal, many of us, as you mentioned, we've had the opportunity to watch you in the district for many, many years. Um, this is her district. Her kids are Temple IC children. Uh, her parents are they log more volunteer hours at Samson hour than anybody else combined. Uh and her husband is I mean he is the quintessential backbone for an administrator in every role that Crystal's had in this district. There's one thing that's been a common thread and that is she's been a leader. It didn't matter in what position she held. She has been a leader. We are very grateful
024to have you in this district. And I did have a chance to have a private moment with her about a week or so ago and I'll say what I said to her in front of everybody. But Crystal, you earned it. I mean, you earned it. You've absolutely earned it. We're proud of you. Congratulations. Item six is the board press report a consideration of approval of certification of unosed candidates for districts 2 and seven members. Is there a motion? >> Motion by Miss War. >> Seconded by Mrs. D. All in favor say I mean raising your hands sign opposes. Thank you. Item B is consideration for approval of order of cancellation for trustee elections for district 2 and seven does require approval for approval. Motion by Mrs. Cook. Second >> seconded by Mrs. Dean. All in
025favor raise your hands. Okay. All post the same time. The motion passes. Thank you. Item Z future items of discussion. Any items we just wish to discuss at future board meeting? Okay. Uh the important dates. Okay. Considering that we're running right up against spring break, we don't have a whole lot of important dates. Uh, as you know, spring break is next week. We have our principal meeting when we return uh after spring break for policy committee. Uh, we also have our temple IC job fair on March 28th and that will be held at Temple High School. Uh, and we also have our uh DEIC meeting April 2nd and then our next regular board meeting is April 13th. We have an attachment of important dates, all of our fine arts uh performances from March 10th to
026April 13th. And I want to encourage the board to attend as many as those as as you possibly can. It's a chance to be around our families, parents, and and watch our kids perform and represent the district and their respective programs. Thank you. Thank you, Dr. Next is uh item seven consent items items A through G3. What is the pleasure of the board to deal with these items? Make a motion approve 78 through G3 motion gains. Second by Mr. All in favor signify by raising your hands. All the same sign motion passes. Thank you. Item eight, action items a human resources one, consideration for approval of the 2026 2027 senior leadership team contracts. >> So I am bringing our senior leadership team, Dr. Adams, Mr. Boyd, Dr. Rogers, Miss Sanford, myself, and Mr. Willis to
027you for an extension of our contract for another two years. Is there is there a motion? Motion by Mrs. Alexander. >> Seconded by Mrs. Co. All in favor signify by raising your hands. All those same sign. Thank you. Item two, consideration for approval of House Bill 3372, administrative personnel services contract, Shirley Johnson. >> Okay. So, House Bill 3372 says that any administrator that is going to earn money from a business entity that conducts or solicits business with a district has to get approval from the board. Um, and we cannot um have any personal gain from that. Um, and so Shirley Johnston has been invited to serve as a review coach for the upcoming instructional materials review and approval. It's called IMRA for the 2026 cycle for the state board of education. Um, and so they
028partner with a company called softball partners um who will lead uh whoever's on the committee through the process of reviewing instructional materials. Um and so she will be serving as a consultant uh for this pro through this process. Um and so because this is a professional and nature uh consulting um it aligns directly with the coordinator of fine arts expertise and curriculum and instructional materials and enhances our knowledge of the material curriculum and so that would not pose a conflict of interest. Her activities will be performed on personal time, not on district time, and spend she will be compensated between six and $10,000 depending on how much time she spends reviewing the materials. And so we do have to get board approval for her to participate and get compensated to participate in um the reviewing
029of the materials. >> Thank you, Dr. Any questions? does require approval. >> Approval >> motion by Mrs. Myers seconded by Mr. Gains. All in favor, please raise your hand. >> All those same motion passes. Thank you. >> Thank you. Item B, Baylor College of Medicine, Baylor Scott, Dr. Adams, Dr. actually have come up with good members of the board. I'm excited to bring forward an exciting opportunity for our students at Temple High School to connect directly with healthcare leaders right here in the Temple community. Uh we are fortunate to have exceptional healthcare partners here in our backyard and with your approval of theou that's before you we'll be able to leverage those partnerships to provide unique healthcare pathway experiences for our students. And so to provide some context oops have this here to provide some
030context for how we arrived uh here with theou I'd like to walk you briefly through the timeline of our partnership and our work to this point and so it was back in 2022 that Dr. A Dr. Adams and I believe also some members of the board took a trip down to the Houston area to uh tour Debian High School for health professions and also one of the middle school campuses there. And from that experience was born the idea that we might be able to do the same thing for our students here in Temple ISD and offer a partnership with the healthcare uh community in order to bring unique experiences to our students. And so in 2023, we initialized some conversations with Baylor College of Medicine and just started to talk about what that work might
031look like uh between Temple High School students, uh Temple ISD, and those healthcare um institutions here in Temple. And then in 2024 and 25, those conversations really started to ramp up. We started talking about what student experiences might look like. We worked on a scope of work. Some of those conversations were online through Zoom. Some of them were in person. Some of them were large group. Some of them were small group with Jasmine Bartlett and a few of the leaders from Baylor College of Medicine. But all of that work eventually led us here to uh the the proposed that's before you. And uh with your approval again, we'd like to launch this program in 2026. Uh as I mentioned earlier, uh this program will run through CTE and so I'm going to ask Miss Bartlett
032to share a little bit about the student experiences. >> Good evening. Thank you for the opportunity to tell you about these experiences for our students. Um you'll notice that the freshman year is the initial launch. I like the word that Dr. Rogers used. Um about 150 students and families would have the opportunity to attend an open house provided by Baylor Scott and White with a diverse group of healthcare professionals present to visit with our families and students about all the opportunities ahead as well as a fall and spring question and answer panel session be provided at Temple High School to the same families and students um can ask questions and really engage with those healthcare professionals. The sophomore year, um, about hundred students will have a great opportunity for Baylor College of Medicine students to
033come to Temple High School in our educational setting and work with our anatom tables, which are a 3D virtual table where students can really dive into anatomy and they will lead those case studies with our students. You'll notice that between sophomore and junior year we will develop a application process and that during junior year about 30 students will have the opportunity to actually shadow at Baylor Scott White and Baylor College of Medicine and virtually um sorry in person um walk through their laboratory settings and um get a one-on-one hands-on experience in those settings and then as a senior a really comprehensive understanding for about 15 students to engage with health care professionals and really set the direction and tone for their future. So again, that timeline just very generally outlines the the experiences that our
034students will have um obviously they'll have some more detailed experiences. Um but those just kind of outlined for you um for the purposes of approving theou. And I'd like to next walk you through the commitments that are outlined in MOU so that you can see some of the key responsibilities for each partner. And so we'll start with Baylor College of Medicine uh who we're really going to be able to rely on for curriculum expertise. And so they'll uh continue to work with Lartlet along with her teaching staff to make sure that the curriculum that students are receiving is very specialized and targeted towards the career pathways that they are exploring. uh and they'll also be helping to design uh that pathway with the um high school team. Also, they'll be providing professional development to our
035teachers and so they'll also benefit from that hands-on experience of learning right next to um healthcare professionals. Then mail Scott White is going to provide the opportunity for our students to have some clinical shadowing as Miss Bartlett previously mentioned and again participation in those panels and tours and engagement with Baylor College of Medicine students. Then Temple ISD will maintain the responsibility to identify and prepare the correct students and supervise them most importantly when they're off of the Temple High School campus and in the the world of healthcare professionals. And then we will also provide program program coordination and any data that they may require. Do you have any questions? Members, you got any questions about this? Think it's a great opportunity for us to get this closed at this be great. great opportunity and we're
036very grateful to um Baylor Baylor College of Medicine for working with us, sticking with us over the years to to come to this um place where we're finally able to provide the opportunity to our students. Any further questions from members does require a vote? Uh just note that myself, Mrs. Myers, and Mrs. Alexander will abstain from the vote tonight. So is there a motion to move? Motion by Mr. James. >> I'll second. >> Seconded by Mrs. D. All in favor signify by saying I show hands. All oppose at the same time. And Monica, please note that myself, Mrs. Myers, Mrs. Alexander. The motion passes. Thank you. Thank you. I just want on behalf of the board just want to say this is a great thing. Uh this program wouldn't be we wouldn't be talking today
037if it really went for the vision of great m uh three and a half years ago. I know we had a discussion with Dr. and others uh at the college and at Chicago's that vision u and dedication knowing this we can replicate something that Houston has with our great healthcare and academic institutions here in Temple with our resources and he you know he did talk to Dr. Unfortunately, he couldn't be here tonight, but he did want to say uh that uh Temple is a glutton for improvement. Those are his exact words. So, uh truly his vision helped bring us here tonight. Uh this is such a great thing for all involved and for the school district and the community. We're going to see great things ahead. So, congratulations on this finally coming together and Dr.
038and then we can turn over some of our um professionals that are here to make comments. I want to thank Baylor College of Medicine and Baylor Scott White Health. You know, this has truly been pioneer work. It really has. I mean, it's very innovative for this area. I I think there may be one or two cases of this all across the state of Texas. uh but to extend the healthc care professions pipeline backwards into the high school and put students in front of experts in that field the way that we're doing it here. I mean, if you think about the possibilities of getting these experiences while they're in high school and then some of the college offerings around here, if you're getting a bachelor's, you know, it could be go to DC first and then
039you may be or go to Baylor, whatever it may be. Uh, and then you apply med school, well, we have the top preparatory program anywhere around, you know, Baylor College of Medicine. Um, whether it's there or anywhere else they go. And then you know of course working here at Baylor got one night at the hospital. Uh there is an opportunity for a student to be here almost the entire time as a homegrown localized option. Uh and if I'm a parent that has a child that's interested in healthcare professions, I'm here to tell you I sent him to Temple High School for these experiences. So very grateful. I know this has taken a lot of time. Um Dr. cables probably tired as you know how much we've had conversations. I know Alicia is uh great. Thanks
040for picking up the phone anytime. Uh and being kind. Uh Ashley has been fantastic and they've all been wonderful people to work with. Uh and so I just want to pass on our gratitude. Uh you know these opportunities, we can't create them in a school district by ourselves. It's impossible. We don't have the expertise. We just don't. Uh so to have the partners that we do and the the committed folks that are supportive of the district and opportunities for our students uh that's where it's at and this is a great example. This is going to benefit families and students for years to come and and my hope is our local healthc care uh field here in Temple as well. And I'll turn it over to any of you that would like to speak. Dr. Kaitton,
041did you want to come to the mic up here and say a few words from Baylor College of Medicine? So certain certain kind of people enjoy coming to school boards on Monday nights and actually enjoyed it and it it has not been painful. It's been intentional and I really appreciate at least all the blood, sweat and tears and every time there was a barrier to wanted to do it the right way and Scott and White wanted to provide the correct level of supervision for these extraordinary young high school students. It is different what we're doing here. Dr. Uh I was a graduate of the health professions high school um health careers in San Antonio. We lost at HOSA but I never had the opportunity to actually go into the health um the healthcare setting. I
042volunteered in the summer. So I very much appreciate everybody working on this together. I will also emphasize this is a real win for our medical students. I got such a happy email today passed along that two of our first year medical students were Wildcat mentors of the month. And so Victoria and Charles were smiling with their kids and just it goes both ways. >> So I I think of this as one of those rare triple wins. I mean it's a partner in the Baylor Scott White group. This is we need new blood. It is so wonderful to see students here. Baylor Scott and White would not be Scott and White with CICD. This is an extraordinary school district and an extraordinary community. I confess that I live in Belton because I couldn't afford acreage and
043temple. But I'm proud of our public schools and it is an honor to partner with you and we just thank you for your patience and I celebrate with you getting it across the line. Well done. Just thanks to the board. I want to thank Dr. I want to thank um Dr. Cable, Alicia, Ashley, the team, uh, Rachel, there were several people involved in making this happen. So, incredibly grateful. Um, I think Dr. Cable said it well, so I won't belabor that, but what an incredible community. What an incredible partnership. And I know I've only been here two years, but you guys have just embraced me. And I can feel how much you've um just embraced the entire community with what you do. This the spirit of this meeting. um is impressive and you feel what
044you guys are doing, your leadership. We're excited to be a part of that in a different way now with this partnership and just thrilled that we can add to our pipeline. It's so critically important that we create more opportunities and create more awareness um for students into the healthcare field. an insight to what can be done and maybe it's it's something that they want to go to medical school, but maybe it's not. But this exposure to this entire program is going to help them see all types of different fields that are available to them. Um we are particularly wanting to train and teach physicians. Um that's part of our mission while we're also caring for the community. But we need all those jobs filled and we need a pipeline. We're excited about where this is
045going. So thank you very much for the opportunity. At this time I'd like to thank our partners the college of medicine and board members such a bigation. Let's go in front of the group photo. Item C is facing operations one consideration for approval of guaranteed maximum price for renovations to the temple high school. Okay, thank you Mr. BS were opened in February by American constructors for renovations to the typical high school egg barn. The administration met with egg department staff on several occasions to garner input and to determine priorities. The renov the renovations included animal pin redesigns to allow for more functional layout as well as fencing, lighting, ventilation, drainage, and other site improvements. Total guaranteed maximum price of1,156,579 is being proposed for this project. If approved, the 8month two-phase project will begin in April
046and be completed by December 31st. That schedule works the best with the a department so that um so that there will be as minimal amount of animal displacement as possible. The proposed letter and supporting documentation from American is attached. This project will enhance the security of the facility and provide a more functional space. As always, the GMP includes contingency funds and allowances which if not expended will return to the district. In addition, any other savings generated throughout the project will be returned to the district as well. This was one of the important projects from the 2022 bond. I also say Craig Gersler with American Constructors is in attendance tonight. I appreciate that. Uh so so that's the the um the GMP we bring to you tonight for this exciting project. Do you all have any
047questions? Any questions? Move motion by seconded by Miss. All in favor, please signify by raising your hand. Okay. All opposed the same sign. Thank you. Motion passes. Item two, consideration for approval of the guarantee the maximum price for the replacement of HVAC equipment in the high school administrative offices. Thank you, Mr. is open in February by American constructors for the replacement of HVAC equipment in the Temple High School administrative office areas. The proposed guaranteed maximum price of 1,75,597 includes the demolition and removal of existing equipment and the installation of new units and controls. In addition, because we could work this into the time frame this summer, this GMP includes funding for the renovation of both boys and girls restrooms off of the student center. Because we will be closing down the high school with all
048of the work that we'll be doing this summer, uh specifically in the cafeteria kitchen area and in the office area, uh it makes sense to try to do as much as we could to these other spaces as well. The purchase of the HVAC equipment was actually approved several months ago uh to ensure that everything would be received in time for installation and you approved that at the time. The cost of the units was themselves about $242,000. So that's the other piece of this project that was previously approved. The schedule for this project will be tight. If approved, the two and a half month project will begin as soon as school is out and be completed in mid August. The proposed letter and supporting documentation from American is included for you all as well. As always,
049GMP includes contingency and allowances which are not expended will return to the district as well as any other savings that we might generate throughout the project. This project is being funded by 2025 bond proceeds. Do you all have any questions about this particular project? Members have any questions or does require approval? Any approval? Motion by Mrs. Cook, seconded by Mrs. Alexander. All in favor, please signify by raising your hands. Okay. All opposed the same time. The motion passes. Thank you. Thank you. And the high school administrative staff. I guess so as well. I Yeah. Item three, consideration for approval of contract for improvements to Scott Elementary and Western Hills elementary gymnasiums. Thank you, Mr. Posie. The administration re recently reached out to Cloud Construction to obtain pricing for improvements to the gymnasiums at both Scott
050and Western Hills. Those are the only two standalone gyms that are the primary gyms used in Temple. You know, Thornton has a standalone gym that is simply an auxiliary gym and one used for other purposes. So, our focus really is on these two. They're the only two for these two campuses. Cloudy has provided us an opinion of probable cost of $355,988. That includes improvements to both gyms. That document uh with those that pricing is also included for for you as well. The scope of work includes new court flooring, new lighting, fire alarm upgrades, interior painting, and furing out the walls to cover those exposed areas of installation. Because this contract is based on probable cost, it does not include contingency. And because this is not a guaranteed maximum price per se, the administration is requesting
051authorization of an allowance up to 5% of the probable cost, which is $17,800, to be used only for contingency purposes. And as with all contingencies allowance allowances, the funds will not be expended unless it is absolutely necessary. It will only be expended with the approval of the administration. If approved tonight, Cloud will begin purchasing the flooring and lights now so that work can begin as soon as school is out. Both gyms can be completed by early August in time for the beginning of the fall semester. Uh so tonight we uh we are recommending approval of a contract with cloud in the amount of $355,988 with the ability to increase that cost by $17,800 only if necessary to approve any contingency items that may arise. The 2025 bonds will be used to fund this project. Do
052you all have any questions um or any comments about that one? Any questions? members and I'll mention also I know that there are some other things like um we're looking at some awnings some covered awnings and pathways that was an additional request so that price was not available in time for this recommendation but uh depending on the price it's under uh the the amount that's not required we'll notify you so they require about $50,000 we'll bring that to you for approval in a future meeting but it will be part of the It it will be now maybe increase it will not it will not be part of this dollar figure that you are that you are approving tonight but it will be part of yes it will be an addition correct motion by Mrs. Yes,
053I do make a motion by second by all your hand. I'll post the same sign. The motion passes. Item four, consideration for approval of construction manager project assignment for the 2025 bond projects. Thank you, Mr. Posie. We'll continue with the construction. uh you all previously approved five finalists to serve as construction manager at risk for the 2025 bond projects. Since then the administration proceeded with the second step for the selection of those firms. The process uh the second step is a process by preparing sample contracts documents and soliciting pricing from all five firms. We have done that. In addition, a detailed scoring instrument with assessment criteria was also provided to each firm during the second step. In other words, they knew what they would be pricing on specifically. Responses and pricing for the second step
054were received from all five finalists last week. The administration used the prescribed assessment criteria in addition to the pricing received to determine final rankings for each project or group of projects. In some cases, the project stands alone and in other in other cases they are grouped uh for various reasons mainly for uh for ease of project and and some things that made sense. For example, Wheatley and Edwards are grouped together. Lamar Travis are grouped together and Kenny Pal and Garcia are grouped together. A lot of that is because the scope is very similar with each of those. the Temple High School storage facility, the Temple High School gymnasium, and the Temple High School classroom edition as well as work at Meredith Dunar and Bottom each stand alone. Each project or group is ranked separately. The
055process has been a very detailed and analytical method for ranking each firm according to the assessment criteria. And I've included for you tonight in addition to this inter place is a a sheet that details all of the information that we use to determine the rankings. Very specific. It was a very thorough process. Uh and we took pricing uh and other variables into account. All of that was uh was provided to the firms originally so that they knew what they would be pricing on and they knew what criteria we would use to make these recommendations. The firms that were invited the firms were invited to provide pricing for as many projects as they desired because each project or group of projects stands alone. Some firms chose to bid on all eight while others submitted bids for
056only those projects that they were interested in. If the rankings are approved tonight, we will immediately begin contract negotiations with the top ranked firm or on each project or group of projects. Start with number one on each project. And if negotiations are not successful on one or if the firm chooses to pass on a particular project, the administration will contact the second ranked firm. That process would continue until we have a contract in a positive negotiation with each for with a firm for each of the projects. Now, that's a lot of information. Uh there's a lot of information on that spreadsheet, but do you have any questions that I could answer about the process or the details uh or or what happens now? Thank you, Mr. Boy. Members, any questions? Motion by motion made by
057Mrs. Alexander second >> by Mrs. Myers. All in favor signify by raising your hand I all opposed same motion passes. Thank you. Thank you to get started. Thank you very much. Thank you all for your support. A lot of work. I know >> this was there was a lot of detail on this but but it was all the detail work up front should make contract negotiations much smoother and there's very little avenue for doubt or question when everything is spelled out front.
