Good evening. Welcome to the regular meeting of the Temple is uh Board of Trustees held here on January 12th, 2026 beginning at 6 PM. Our first item is to call on order and to make sure we have a quorum, which we do. Second item is the pledge of allegiance. Would everybody please stand up and face the American flag? >> I pledge allegiance to the flag of the United States of America and to theublic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Honor the Texas flag. I pledge algiance to thee, Texas, one state under God, one and indivisible. [clears throat] [clears throat] >> Next item is public comments on agenda items. No one signed up tonight. Okay, very good. Uh next item is superintendent recognition. Members will please

come in front of the dise. Our first item is the Rotary Educator of the Month. >> The Rotary Club of Temple supports teachers in Temple ISD by recognizing an educator of the month at club meetings throughout the year. And this month, Miss Jane Carile from Ray Ellen Ele Ray Allen Elementary School was the Temple ISD teacher recognized in the month of December. Miss Carile teaches second grade reading at Ray Allen and she has 22 years of service in Temple ISD. Her nomination highlighted how she advocates for her students and strives for excellence. Her students make growth goals based on intensive support during the direct during the day and she also builds really strong relationships with her students. Her nomination even referenced um her decision to eat lunch with her students saying that Mrs. Carile is

building community every day and it shows. Miss Carla, we're so happy to recognize you along with the Rotary Club um as the educator of the month and we're grateful for the impact you make on our on our students, their families, and our community. Thank you. [applause] >> I appreciate you. >> So, I'll say pretty much what I said in front of the Rotarians. You know, there is a core group of teachers at Ray Allen and it doesn't matter who the principal is. It doesn't matter who the assistant principal is. They stay there. They've been there a long time and they do it because they say these are our kids and she is one of them. She's been the rock of that place and it's not just professional for her, it's personal. Her daughter actually teaches

there as well, right across the hall from her. So, this is truly a family affair for her. But we are very grateful for you and what you do and the impact you make on our children. So, congratulations to you. >> Thank you. >> And did you want to Well, I do want to acknowledge Mr. Carlile because he left school sick. He teaches in Harker Heights, but he knows how I freak out about stuff like this. So, he said, "I'm sick, but I'm going to come with you." So, I appreciate it. Thank you, Mr. Carl. [laughter and clears throat] >> And thank you for sharing her with our children. Appreciate it. >> Thanks. >> Thank you. >> Yeah, we need a picture. Big picture. Our second item is recognition of excellence in construction award for athletic

performance complex. The Central Texas Chapter of Associated Builders and Contractors recently recognized American Constructors for their team's superior performance and leadership on projects as part of the 2025 Excellence in Construction Awards. [snorts] Their work on the Temple High School Athletic Performance Complex earned the Excellence in Construction Merit Award. The Excellence in Construction Awards program strives to honor those companies who exemplify the highest quality of workmanship in their projects while upholding a dedication to building projects on time and within budget. [snorts] The award also recognizes the collaboration in designing and coordinating the project with Temple ISD's cooperation, input, and assistance. Some of the highlights of the athletic performance complex project include construction began in the fall of 2023 and was completed in March of 2025 after just 18 months. It [snorts and clears throat] it um

the building is 40,350 foot complex that features modern locker rooms, a state-of-the-art waiting weight training area, expanded athletic training areas, classrooms, and coaches offices. And most importantly, it touches every athlete regardless of sport um to support them in their performance. We're pleased to have Mr. Craig Eers from American Construction at tonight's meeting. We would also like to recognize Ryan Perez, director of facility and construction for Temple ISD, Kent Boyd, assistant superintendent of facilities and operations for Temple ISD, and Steve Apprentice, athletic director for Temple ISD, for their roles in this project. Congratulations on your award. >> [applause] >> Real quickly, I'd just like to add to that. Uh, first of all, um, personally, I appreciate everything you do, Craig, and everything that American does. I can tell you they've worked with us for a long

time. And, um, and I know from experience that this isn't just a job or a project. Um, uh, and when you work that closely with people through a long period of time, you get to know them pretty well. uh you go through good times and stressful times, but but through it all, uh Craig has a heart for Temple ISD and that's why he request to be here on our projects. Uh and and American Constructors does, too. They're a great partner. So, real quick, I I want to thank all all these guys, Ryan and Steve, Craig. Uh the project uh takes a lot of teamwork and I think this team worked well together to get a project that serves our kids and is going to serve them for a really really long time and a great

facility. Uh teamwork's huge. I also would want to mention that PBK the architect while they're not a part of the award they designed the building did a fantastic job as well. So appreciate them. But uh teamwork working around students in an active uh environment which uh when you're working on an active campus and our Temple High School never shuts down like ever and so especially athletics. So uh that always brings an added challenge. American does a great job of that. And then finally um just u just want to say thank you to them for everything that they pour into it. The budget piece is kind of the final piece and uh we've worked well together to make sure that these projects come in under budget and that we meet uh meet the demands of the

taxpayers to give a project to the students in the community that is is a great project that's a project that's going to live for years but that's also very conscious of the budget and the restrictions that we have there. So that's always our goal as well. But thank you all and Craig thank you. All right. Thank you. And our last item is a school board recognition month. Temple ISD is proud to join over 1,025 school districts throughout Texas to celebrate January as school board recognition month. Providing an excellent educational experience for all students in our district is a challenge that requires dedication, commitment, and courage. Board service is a volunteer effort accepted by only a few in the community. It's a tough It's a tough job with no salary, but it's critically important and it's

the responsibility that takes time, a mature outlook, and careful decisionmaking to uh to care for our students in Temple ISD. This year, the Temple ISD Board of Trustees was named the 2025 region 12 board of the year and went on to be selected as a TASA TASBY honor board as one of the five finalists for the 2025 board of the year. The board also helps develop and oversee the passage and implementation of both propositions included in election 2025, the completion of projects included in bond 2022, and the piloting and implementation of highquality instructional materials across the district. You guys have had a busy year. Um so at each of your places there are gifts of appreciation from the district and each of our campuses and we have all of our principles here um to support

you as well um as we try to provide you tokens of our appreciation in recognition and gratitude for the way you provide for everyone in Temple ISD. And so you have a cooler full of goodies to help you carry the load um that you carry for each of us every day. And we're so grateful to you. Um, board of trustees, on behalf of Temple ISD, thank you for caring about our children, our families, our staff, and our community. your dedication and service is recognized and truly appreciated. Thank you. [applause] >> Dan, I suppose you don't want to talk about the board. [laughter] Well, first of all, I'll just say the obvious and you know, there's been many conversations between myself and some of the administrators in here, whether it's principles, directors, assistant soups, but we

are lucky. Uh, I mean, you see the heads nod right away. We are truly lucky. We're lucky because we work for a board that supports us. We work for a board uh that is truly reflective of the values of the community which builds trust. Uh we work for a board that's present. They show up. They show up to a lot of things. Uh they don't just show up to things that are in their single member districts, but at large. Uh we work for a board that has high expectations for our children and for us to provide for our children. uh we work for a board that has had children or have children that have been part of this experience and you know one of the things you know I see the principles and different folks

come uh but they do that because you show up for them uh you support them you you know you challenge us uh you yes you hold us accountable uh but uh you don't do it based off one motive or two it's really you're all about the kids. And I'll tell you one of the reasons why we have and I think one of the stats in there, Lisa, was 84 years total combined. I saw that somewhere with board members. But when you look at our administrative ranks, it's a lot of the same thing. I mean, we have a senior leadership team that has many, many years in the school district. We have principles uh many have grown up here u that are here. Uh we don't have a whole lot of turnover and I think one

of the reasons for that not just my reason for me but others when I talk to them they stay because of you. They stay because I mean you represent retention. They stay because they see your continued commitment to this school district. Uh the the volunteer time you put in. you're showing up for our staff, you support our staff. Tricky situations we've had, you know, I'll just put it out there. Some of them, you know, politically or or some of them that aren't politically. Uh but you stay the course and that that makes people want to be here. That makes people want to be here. And I'll tell you, in an urban district, one of the most important things for kids is stability. That is one of the most important things whether it's a te the

same teacher in the classroom uh not revolving door and administration superintendent uh board and so forth and you guys set the standard for that and so we're truly grateful uh I personally appreciate each of you uh and I know they do as well that's why they're here and congratulations we really appreciate you thank I think I think I speak on behalf of the entire board. We're this is the best job we've ever had and I know it is for me. This is a labor of love and but we couldn't do it without y'all. Y'all are the backbone of the district. Um I think we're a good team. So, we will continue to to be here and uh to serve the district, the students, the staff, and the community. So, again, thank you all for everything.

Appreciate it. [applause] Thank you. item five is executive hires. Dr. Ward, [cough and clears throat] nothing tonight. Okay. Item six is the board presence report. The first one is future items discussion. Any issues that members would like to discuss at a future board meeting? Okay. uh we're going to next one be important dates but before that members at your desk you'll have this sheet here that has the the product of our visiting a visioning meeting we had uh before the holidays uh there's if you please take a look at it there's two uh formats how we can do it you know one or two so if you could before uh January 16th at 5:00 pm make your selection and Give it to Monica Boyd. Okay. Thank you. And item B is important dates. Dr. don't

have many on here. Uh January 22nd is our third grade GT showcase. I'm actually excited about that. U maybe we have a chance to break out for a little bit during our um human resources update. We have a board retreat that same day at 4:30. And uh we'll not only talk about um HR, but we'll also talk a little bit about uh next steps on the vision, the new visioning piece that um you guys have put together. And then the 28th we have our policy meeting and the 29th our facilities meeting. And that is really all I have for January. Besides the attachment, we do have some late January and early February dates for fine arts uh around ban [music] and uh elective nights and so forth. So if you have a chance to attend

any of those, by all means, please do. And that is all I have. >> Okay. Thank you, Dr. Next. Item seven, consent items. We have A through H3. What is the pleasure of the board to deal with these items? I move that we approve consent agenda items from 7A through H3. >> Motion made by Miss Gowen. Is there a second? >> A second. >> Seconded by Mrs. Meyers. Um, all in favor, please raise your hand. Any opposed? Raise your hand. The item passes. Thank you. Item 8, A, human resources. Again, no items tonight. Item B, academics one, resultsdriven accountability 2025 report. Dr. Adams. >> Well, good evening board. Um, Dr. um, Rogers would typically provide this update, but she is under the weather today, so you're stuck with me, so I apologize about that. Um,

but um, Angela Elise will also join me in in a bit to talk a little bit about this special education component of this. Um, so as a reminder, results the results driven Oh, I need to probably turn this on, don't I, Vance? Yep. Um, so as a reminder, the results driven accountability. Um, uh, the things that we're going to talk through are, um, just kind of an overview. We'll talk a little bit about the results of this student group. Um, we'll specifically, um, focus on the special education action plan and then some next steps for, um, for this area, uh, for the school district. And so just as a reminder, um resultsdriven accountability is a system that's used by the Texas Education Agency to evaluate school districts performance and program effectiveness for specific groups. And

so um this is something that we have had in place for many years and you as a board have seen this in many different ways. Sometimes we do a standalone presentation. Um sometimes I embed it into just our academics update. Um sometimes we we embed it into the program. So like bilingual will pres present on just their program and then they'll talk a little bit about um their effectiveness and the RDA data. So it really is dependent on when the state releases this data to us. They're not as consistent as they used to be. So we kind of just embed it into into um where it's appropriate um in your meeting schedule. Okay. And so tonight we're just going to bring uh this uh to you. So I just wanted to make sure you had

a clear vision of that. So there are three programs that are monitored by RDA. Um and this is above and beyond the state accountability system. So currently we have a state accountability system but RDA is above and beyond um very specifically how are bilingual ESL students, how are other special populations such as homeless, foster care, dyslexic students, and then how are our special education students? and the state attaches cut points um that they expect our students to be performing at. So there are determination levels. So as they look at their performance over a myriad of uh indicators, they they assign a determination level to each program. So number one is meets meets requirements uh all the way down to four, which is substantial u needs substantial intervention. And so we're always looking for low numbers.

Low is good. Zeros and ones are what we want to see. Needs assistance really means like there are some areas we're not hitting the mark and needs interventions is a little more uh specific to that. All right. So, let's talk about bilingual ESL first. Okay. And so, we want to start by talking about um some specific areas of strength. This is data from the 2025 spring results. So, this is last year's data. Okay. Um, and so you can see that when looking at bilingual students in uh in math and reading, we're at a determination level one. And with our algebra students, we're at a termination level one. And so that's really wonderful because that means that we are almost to meeting those requirements. We just might have a few areas um that we need to

work on, which is true of any data, right? There's always areas that you could work on. Um, and also additionally in areas of strength, our EOC results for history as well as graduation rate. I'm very excited about that. Graduation rate and annual dropout rate is at a determination level zero, which means excellent. We're hitting the mark, right? And used to drop dropout rate was an area of concern for us with EB students. So the which means that our interventions that we put in place to really track those students and intervene early with them means that they're completing their graduation requirements on time. And so that's super exciting. So we're excited to see that opportunities for improvement areas that we we need to focus on are our um biling our ESL students, students that are not

in the bilingual classrooms um but get additional support. you know, just they they speak their primary language more so is their English is is good enough for them to be in that regular class or whatever um language they might be speaking. The English is is good enough to be in that regular class. Um we they are not in a bilingual classroom. They're in an ESL classroom. And so our math area in grades three through eight is still an area of focus for us. That's an area that we need to improve. Um and social studies, eighth grade social studies is an area to improve. Um, and so the ALP, which is which stands for alternative language program, that's where we have teachers that are teaching these students that are not ESL certified. And so that's also

an area of of of improvement for us. Um, our bilingual and ESL department has been doing a really good job of offering those certification opportunities and providing those two-day CAMmies for teachers and supporting that. But that's still a target area for us um to make sure that all the students have the ESL certification. They are certified teachers. They just need that ESL certification. So, continue to work on that. But that's an area of focus for us with bilingual. Our other uh special populations, again, those are homeless, foster care, and military connectedness. And so, we'll take a look at how they performed um on last year's STAR results. And so, you can see that our areas of strength um these populations did a really amazing job in math and reading. There's z a zero means like

we're we are doing exactly what we need to do which is wonderful and then science we had a one and so you can see across the board that even though these students are facing maybe adverse circumstances or they have some challenges in their personal lives it's not impacting their ability to achieve academically that we have the right interventions in place to support those students. >> Dr. had it. >> Yes. >> Some of this how do we determine these students like homeless? Do we >> do we know that by official >> information or >> Yes sir. So students are um we we either learn that from the student themselves, possibly the parent, possibly teacher. Um but we we go through a a process where we vet that information and we actually um code them in our

Skyward system so that every every person that touches that student is aware of that. Um and Mr. uh Hogerberg's department, Mr. Holly, he works very closely with those families and the counselor is actually one of the key people to provide those um you know insight on what the student needs. >> Thank you. >> Great question. Yes. >> Um let's see other other areas of strength. Um, so we also saw that our students um that um also did really well at the high school level. And so you can see we got zeros across the board, which is excellent if you think about some of the challenges that those students might have um that we were able to uh do really well there. So we're very um proud of their work. Um and so uh we're seeing

that our students are able to meet those academic standards and graduate high school successfully um with with the support provided. Okay. And so next, let's look at what so what are the determination levels for these programs, right? So we I've showed you where where what the data came uh came across with, but how did they actually do in terms of determination levels? And so both for bilingual ESL and our EB students and other special populations um for 2025, uh we the determination levels um that were assigned to these two programs are a two, which is needs assistance. And so what that really tells us is that we have some areas where we're doing really great and we have some areas we need to target and really focus on. Um and so we have some plans

in place um to support these students and and ensure that we are making ground um in this area just like any other area. And so now I'm going to turn it over to Miss Solis and she's going to talk a little bit about special education. Thank you Dr. Adams and good evening board. Um I am starting off with a historical overview of where we've been with our determination levels. In 2022 and 2023 we were a level two and this past year we were 2020 in 2024 we were a level three. This did indicate that we had to complete a strategic support plan in addition to a desk audit and I am happy to say we've successfully completed both of those tasks in collaboration with TEA. Um as we look at the um strategic support plan,

two things we were required to do as part of our collaboration with TAS is we had to look at uh two goals to focus on. And so one of the goals that we focused on was focusing on increasing our passing rate for our English one and two EOCC students. Um some of the targets that we had was professional learning and building capacity of our teachers. uh co-e model is one of our specially designed instruction models. We have a special education teacher and a general education teacher at the high school level and the secondary level in the classroom with students and impacting their instruction together. And so that was one of the areas that we really targeted for training since last year in the spring. Additionally, we really looked at walkthroughs and supporting that feedback loop,

giving our teachers timely feedback to make changes and really working with our campus administrators to review that data and talk about it together and really make sure we're um analyzing which teachers needed that individual support as well. Um we also targeted where our supports were needed and really analyze that as well as part of that that goal. >> Can I ask you? >> Yes, absolutely. Is the goal set down by TEA or do we set does the district set their own goal? >> We actually set our own goal based on our data and so this was a reasonable expectation for us to make based on our current data. Good question. We also um focused on targeting the um dis decreasing the number of disciplinary removals for students with disabilities. This was an area that we

worked on um last year. We trained all of our campus staff at the beginning of the year on deescalation strategies. Um, we really targeted monitoring those. We have behavior specialists that go in to help support our campuses. And then additionally, we have school psychologists that also help our campuses. We've targeted supporting trainings, new teachers, as Dr. Adams um has mentioned. we we really want to focus on supporting our new teachers and this was a great way for us to target that support for our targeted behavior campuses. Our past program are those campuses that have those new teachers we were supporting. Um we also um made sure that we collaborated with our campus administrators. We always want to make sure that they have the ability to talk through the data with us and also review how

we can support them with meeting needs of students. And then additionally, we we invested in some training with region 20 to really focus as a department of learning more of how we can impact behavior and strategies to support being proactive for students in our district. Um, we aligned our supports. We have behavior specialists. We looked at the data and we made sure we aligned the student support and the needs with our behavior specialists so that we could be um proactive in that approach. Some of the strengths as we move into looking at 2025 data, some of the strengths that we found is that our exit years um age 3 through eight, math, reading, and science is areas where we have students that have already been dismissed from special education and we're looking at a year

later. We're looking at how are they performing. This is a celebration because this indicates not only were our services successful, but our students are thriving without those specially designed instruction a whole year after they've been dismissed from our services. So kudos to our staff and our our um students for that performance. And then additionally, our star end of course exam for history and biology. Another area to um to celebrate. We have that co-e model, that general ed and special ed teacher model in those classes. And that work from not just last year in the spring or this past spring, but also the work that we continue to do to support our teachers in those areas can contribute to that that strength as well. So that's a great thing for our district. And then some areas

for continuous improvement. We're always looking at how can we improve as a department, not only continuing the work we started, but continuing to look at places we can work to support growth. As part of the results driven accountability, some areas to highlight were the um star um grade eight social studies is an area that we are going to target moving into this year. And then our star English one and two, we're going to continue that work. Both of those um targeting that instructional support training for our teacher really building some capacity for those co-e model and really helping to support reviewing the data and looking at where we need to provide those supports. Uh the one that's a little harder to understand is that regular early childhood program area. This is focused on students with

disabilities that are at the prek level. So that three through five over at Meredith with students with disabilities, but looking at how can we reduce the amount of time that they're spending in a self-contained setting. It's not appropriate for every student to come out of that self-contain contained setting, but looking at opportunities. We are very fortunate. We were able to secure a grant, an e an early childhood grant um that is going to help us target training for all of our campus teachers on behavior. And this will help us provide some inclusive opportunities by building capacity of our teachers and helping them have some of those key um professional learning that they need to be able to support students with disabilities. So, we're excited about that work and then we're starting that in February. And

then a celebration that we have is we this year 2025 our determination level was a level two which shows progress for our department and our district. We're very excited to report that this is highly contributed to the work of our students, the hard work of our students, our teachers, our administrators, and of course our district level support. Um, we are very proud of this work and we thank you for your continued support of our special education department. I'm going to pass it back to Dr. Adams to close this up. And of course, Mrs. So wouldn't brag on her leadership that's helped to lead us to that um level of uh decreasing that level of determination. That's great progress for special education because the expectation for students to perform is higher than what's expected of their

general ed students in the RDA uh process. So we really appreciate her leadership as well. And so lastly, just overall where where have our where are we at with our RDA? Um just a overview for all three programs. We are currently at a determination level two which basically says that there's some areas that still need assistance in order to uh meet the expectations of the state in the results accountability system. And so we have the option as a district to really complete a self assessment which we do every spring as part of our um as part of our needs assessment. We always look at our data make an assessment. That's just part of our continuous improvement model. Um it also um suggests that we should have a local level uh plan of how we're going

to um improve that data. And so every department um in the academics department has a strategic improvement plan just like every campus has a strategic improvement plan. And we look at uh student data um in specifically within the you know each one of these um programs at both the campus level and the district level. And so we are just going to continue to work to provide improvement and hopefully you'll see better progress uh this next year. Um some next steps that we are doing just in general as we keep working special education will continue to focus on their targeted walkthroughs and feedbacks. It's really about building the capacity of the leaders sometimes on the campus of what should that specialized instruction look like to really help them understand. many of our uh principles, assistant principles,

instructional coach, they don't have a special ed background. And so partnering with the district really helps to build that capacity so that the teachers are really getting the feedback and support needed. Um and they can easily see where we need to provide that professional learning or maybe resource support. Um we also want to Mrs. Ciss is passionate about retaining special education teachers because they're hard to find and hard to hire. And so she's really focusing on targeting that new teacher um targeted support so that the teachers feel very connected to us and want to stay here in Temple because as they stay and we build their capacity just continues to grow um our impact at the at the at the campus. Um consistency is key just like your consistency is key. Uh teacher consistency is

key. Um for bilingual um they're going to continue to just continue to work on implementing those EB strategies across the campuses. We've been doing this for several years and we've really seen a growth. Obviously, you saw evidence of growth in our data and so we want to continue to do that. They do a great job of observing um classrooms as well and giving feedback to teachers and working with principles. We have implemented two new digital platforms to support EB instruction. And so it's really building the linguistic ability of our students. Um it's not so much on the content. And so we have um two different areas, Summit K12 and Elevation. So, we'll be monitoring that very closely and see if those um uh those digital platforms are really doing what we expect to do and

growing our students. And then for the other special populations, working with Eric's department really to make sure that we are understanding the students need and and supporting them in whatever that is. If it's clothing, if it's if it's transportation, whatever it is that they need, we want to make sure that we provide that for the students so that their circumstance don't impact their academic achievement. Okay. What questions do you have for us? >> Members, do y'all have any further questions? [clears throat] >> All right. Well, thank you, Dr. Adams and Mrs. Ciz. Appreciate everything coming up here tonight. >> Thank you. >> All right. Next item, facility operations one consideration and possible action with respect to a resolution expression official intent to reimburse certain expenditures of the Temple Independent School District. Mr. Boyd. Thank you,

Mr. Posey. During the budget development process in the summer, we moved some capital improvement projects into the future 2025 bond because several of those items needed immediate attention. Therefore, if you recall, uh we came to you all and presented a reimbursement resolution for consideration at the October board meeting. At that time, uh we asked for $400,000 in that resolution. Uh and what that represents is money that would be expended from the district's general operating fund to be reimbursed for those expenditures out of eventual bond proceeds. All of those items were infrastructure items in the first place that were part of the bond budget. The district is now planning to close on the first bond sale in June and would would receive the proceeds shortly thereafter. And as we've been developing the schedule for construction work

and compa capital outlay expenses, I anticipate that we will need to expend additional bond funds on several projects and capital outlay items prior to that closing date and the receipt of the funds. Therefore, tonight we're bringing a second reimbursement resolution for you to consider. This resolution authors resolution authorizes the district to expend an additional $2.1 million for those items and like the resolution in October approval merely allows the district to purchase those items and or move forward with those projects now using general funds then would be reimbursed later with bond funds in June after those proceeds are received. I'll also add that everything that will be expended through this resolution and the first one was already planned for in the budget. So, this doesn't change anything uh from a scope or plan or budget uh

manner in any event. It's uh it's it's all still projects that we've uh that we've planned for and budgeted for. It just allows us to go ahead and move forward with them. Now, preparation of this resolution and all legal guidance has been provided by our bond council, McCall, Parkhurst, and Horton. They uh take care of us through uh through each of these steps that we take. Uh, and then finally, I'll mention as I have before, this is something that's common, not just something that Temple ISD has done in the past with previous bonds, but this is a common practice for districts that want to go ahead and and get started on things and expend that money before they actually have the bond cash in hand. Do you all have any questions? Members, we have the

ability to make a resolution. Does somebody wish to offer it? call for the resolution to use the funds for the projects to be reimbursed later. >> Is that perfect? >> I work. >> Motion by Mrs. Alexander. Is there a second? >> A second. >> Seconded by Mrs. Cook. All in favor, please raise your hands. [clears throat] Okay. All oppose. The same sign. The motion passes. Thank you. >> Thank you. Thank you all. >> Thank you very much. Item D, finance. No items, Stanford. Okay. E, student services one, update 126, legal policy review. Mr. Hogenberg. Good evening. I have some good news and some bad news. The bad news is based on the most recent legislative session. Uh, this was the largest packet produced by TASBY for you to review of 1,340 pages. >> Yes, it

was. It hadn't changed. Uh, the good news is that in the last meeting we talked about the local policy. So, most of those topics of discussion of interest we've already discussed. So, this is going to be uh not as long as 1,340 pages would make you think. Uh the first one uh to bring to your attention, BBB Legal, uh you as a board, if you're interested, you have until December 2030 to change the length of terms of trustees and to change the election date from May to the November uniform date. So that's just for your information. You have uh till 2030 to change that if you so desire. Uh next, two things have been added to potentially uh topics to go into close session for. One is cyber security and one is uh critical infrastructure

facilities. So if you want to discuss those uh and they're of some very sensitive nature, you can go into close session to discuss those. For BJB legal, you might notice that when vacant positions are posted, it used to be have to be posted for 10 days. Now it's 5 days. So that'll be a potentially a quicker turnaround for job postings. Uh the next two CCA and CCG uh talks about bond elections and that the comproller in conjunction with TEA now has to have a a website that uh the community can access on bond elections across the state and that for individual districts there's more um requirements for notices and those type things. Uh one of the things you um might notice also in in the budget process is that the uh attached to the agenda

in the board meeting from now on in the uh agenda items the budget will have to be attached to that. So you'll notice that as uh you all go through the the budget process. Uh, next is the procurement threshold went from $50,000 to $100,000. U one of the things the finance office wanted me to mention was that we are still keeping in the agenda uh your notification at the $50,000 level. Even though now because it was sort of tied into uh the procurement numbers, we're keeping it the same. But just know that the actual threshold is now at $100,000. DK legal. One of the things the county sheriff is now required to do is to have an annual meeting with the superintendent regarding emergency management. Our sheriff had that last semester and we were in

attendance for that. Next, CNC legal. If you remember in the past communication and conversations of the three-point seat belts for buses, it is now uh required starting 2029. It's going to be a requirement for school buses. CQA legal. One of the things that's now when trustee information changes uh we have 30 days to have that posted and submitted to tea. Uh DG legal. Uh this is the policy you'll be hearing about fairly soon is that the uh the board now has the option to adopt a policy requiring every campus to provide a period of prayer and reading the Bible. Uh the board has to have an action on that on by March 31st. And uh so we we will be we're working with TASBY with that for language and we will be looking uh at

the policy committee for that. >> It's March. >> March 1st. What did I say? >> March 1st. Yes. So we'll be talking about that soon. We have EIF uh legal and then that talks about prior to graduation students can elect to uh have the Texas Higher Education Coordinating Board share their information. One of the things that the state has been trying to track uh for a long time was once students graduate from high school, where are they attending, how to how successful are they? And so now this is their step, their attempt to have the students say yes, you can provide that information so that they can have better data on higher education after high school. Next is FA legal and this uh part of this policy requires the board to adopt a a develop

a parental engagement policy and in this case the DEEC will be updating that on our current plan and once that's done and goes through the process we'll be uh presenting that again at a future policy committee uh committee meeting for review for that FM legal. Uh just as a reminder, you as a board adopted it early, the policy of declining enrollment for homeschoolers for UIL activities and this so this is the policy that uh now is required by everybody to adopt. And lastly, GKA legal. Uh, one of one of the things that was brought that we talked about was uh a community member who is disrupts activities and there we have a formal process and steps that are required to remove them from campus or have them uh refused entry into campus. uh this uh

policy exempts officials from that. If they're at a game, they don't have to go through the process and the steps of notification that if someone is disrupting a game, an official has the authority to remove them. >> Any questions? >> They can do that without >> correct. Okay, members, any further questions? Thank you, Mr. Hog. Appreciate it. Board committee reports. The policy committee meeting. There was no meeting in December.
