This year those submissions came from our middle and high school students. So students, if

Each finalist will receive a poster featuring the artwork submitted by our 11 finalists along with a pack of printed cards featuring their submission. All of our students were able to be here, but as I call your name, students, you'll walk up and shake shake the board member's hand and then we'll stand up there in the front holding your artwork. 005Recognition Program awards academic honors to high performing students to help them stand out to colleges and celebrate their hard work. Awardees are among the highest achieving students in their communities. Students earn students earn this recognition based on their academic achievements in school and outstanding performance on the PSAT, PSA 10, D10, and AP exam. You guys go ahead and come on and line up right here. That's perfect. This year we had this year we had 27 Temple High School students combined total of a total of 38 recognition from college board in either the first generation recognition award or the new school recognition award categories. And so tonight we are privileged to honor these students. So students as I call your name you're going to walk up and shake the board member's hand and then we'll we'll

008board on the platform? >> Friend of Temple. >> The Friend of Temple is wild board allows the districts to formally recognize highle partners and individuals for their contributions. Westers has served the Temple ISD community both literally and figuratively for more than 30 years. He's catered countless meals for coaching staff and other teams and other departments across the district, even going so far as to deliver meals to out of town to feed our students. Wes brings in students from Temple ISD's 18 plus program twice a week to help them learn and practice job skills at his restaurant. It also provides an annual Thanksgiving meal to anyone in the community who wants to participate in another show of support for Temple has served Les has served as the president of the Temple High School Quarterback Club and

009also sponsored a scholarship for Temple students for several years. You would be hardressed to find a bigger fan of Temple ISD and all its programs than Mr. But what makes his support even more special is the fact that it all comes from his servant's heart and is always seasoned with a kind word and a smile. He's created lasting bonds with Temple students and families and always says that he receives as much from his partnership with Temple as he gives to those receiving his support. As the plaque he is receiving tonight reads, his generosity nourishes the family of Temple and embodies the true meaning of community. Because of all these reasons and the impact that you've made on our students, our staff, and our families, as well as the impact you make on our greater Temple

010community, we are thrilled to officially recognize West Eaters with the Friend of Temple Wildcat Award. Congratulations. I don't know that there is anyone with a true more true blue wildat heart than this man right here. There's so many reasons besides the ones that Dr. Adam mentioned had mentioned two pages worth I think my goodness but my goodness this man's heart size the size of aund giants or more I have known him for >> many years I go to his restaurant I go to his restaurant I see the special needs children working in there and learning how to do a job and he feeds our kids feeds our coaches he feeds our

011staff he feeds the community [snorts] not only our stomach but our souls as well. He always says that God wins every time I walk into his restaurant, it's on the ground says God wins and you know I think today Westers >> Westers wins wins. >> He is he is I can't say enough about you. I'm very proud that you're part of our community and I'm very proud to have you part of Tipple ISD. [applause] Just real quick, just real quick. First thing is my name is Wes. I'm a Christian and that's first and foremost. And hopefully you see it. >> And hopefully you see it. Not I don't have to tell you. If anybody would have known if anybody would have known me years ago, years ago, they would have gave up on me. >>

012And I can tell you and I can tell you don't give up on that person cuz that person got to get to them. It just takes them a little while. Sometimes people's heads a little thicker. God does it through me. It is not me. I promise you. >> God blessed me and gave me that little girl >> and my wife and my wife. >> And I can't thank him enough. [laughter] Yeah. >> And our last recognition is Rotary Educator of the Month. >> The Rotary Club of Temple supports teachers in Temple by recognizing the educator of the month at club meetings throughout the year. We would like to start recognizing the outstanding educators that received that award by also honoring them at board. >> So we begin tonight by recognizing a pair of Temple ISD teachers. >> Lynn Katon, come on up. Yep. Come on up. Is >> Lynn is a Lynn is a teacher at Travis Science Academy and she was the first Temple teacher recognized

016by the Rotary Club this school year. Miss Katon is the RLA department head and teaches eighth grade reading language arts at Travis. Her [laughter] nomination highlighted how her dedication is evident through her tireless work. Whether she's developing an innovative curriculum for students, providing extra support for struggling learners or mentoring new staff members, [clears throat] her genuine passion for students and deep commitment to their success makes her an invaluable me of Travis Science Academy. And we would also like we would also like to recognize Miss Shirley Groman. Come on, Miss Gman. Come on down. [applause] >> Miss Groman of Edward Groman of Edwards Academy is the most recent Rotary Club honor. Mrs. Groman teaches English at Edwards and her nomination reads in part. Miss Groman is an excellent English teacher, but her greatest strength is her

017ability to connect with students from all walks of life. All of her students feel like they belong. Miss Groman not only teaches students to read and write better, but she also supports their social and emotional wellbeing. Miss Keman and Mrs. Groman, we are so happy to be able to join the Rotary Club of Temple in recognizing you as educators of the month. We're very grateful for your impact you make on students and their families and your campuses. Congratulations. Item C, facility operations. >> Consideration, consideration for approval of a guaranteed maximum price for the cafeteria kitchen renovation project at Temple High School. Mr. Boyd. >> Okay. 024>> Bids were received in early November by American constructors [clears throat] for the cafeteria kitchen project at Temple High School. This project includ This project includes the addition of square footage, a complete redesign and relocation of the kitchen and extensive renovations to the dining area. This project this project was a key component of the 2022 bond and it represents in my opinion a very impactful improvement to Temple High School. >> I'd like to So what I'd like to do first is show you a brief video of the work that uh we're looking to do. It'll be a quick fly through if you will. I'll note before you do, there are some pieces on here with graphics and so forth that may change. They may not end up looking that way when it comes final time.

025Those are things we'll work on. Also, when you think about the when you see the the furnishings and the equipment and the tables, those are placeholders. We may do some things you need, but I wanted y'all to get a quick look at what this entails what this entails and then uh then we'll talk through the rest of the item. >> [music] [music] >> I'll mention that I'll mention that in addition to renovated renovated spaces this work will connect >> existing main cafeteria >> main cafeteria if you will to the nth grade cafeter We will have one cafeteria without students having to go outside or down the hall to get to the other. We will have one centralized kitchen and then we will have the predominant we'll have the majority of line servicing lines in one

026location with a couple of others up on the higher level. We've worked on this for months and and I appreciate you all on the facilities committee have heard a lot about this for a while and I and I appreciate that. We've we've had a lot to discuss and we've worked through it to get these plans designed. I'll also mention really appreciate Stantech being here tonight and LOL is the lead designer on this and and again I >> I'll talk through some of the details again but um >> I think this parts of the cafeter >> parts of the cafeteria parts of the kitchen have not been touched since the building was built in 1965. was born in 196 was born in 1965. >> I can tell you that's a long >> and I can tell

027you that's a long time to not have any improvement done. And so uh so really really what this represents >> what this represents not only for our school nutrition department and for efficiencies but also but also for appearances and for what our students are going to enjoy. This will be a significant improvement to this campus. And so we're really looking forward to get started we talk through a few more things. Um over the past several months over the past several months considerable time has been spent in developing a staging schedule for the work to minim minimize any potential negative impacts. >> anything that would impact the campus negatively and would also allow for school nutrition services to continue to operate uninterrupted through the project. Those are two really critical pieces. So tonight the administration >>

028So tonight the administration is recommending approval of a total GMP guaranteed maximum price 11,88,966. >> the proposal letter from American constructors in the accompanying documentation is at your place tonight. >> The administration has already identified some potential savings options with American that would ultimately lower the total cost. Right now we're looking at approximately 300,000 if we choose to accept those. And I'll say that anything we do with that would be in consultation with uh Stantech because first of all we want to be efficient. We want to obviously do the project u with as much ability to watch the dollars but we want we don't want to minimize the integrity of the project or the impact of the project. And so we'll continue to work through that together to identify anything and we'll continue to look

029for any other value engineering opportunities. As always, as always, the GMT includes contingency funds and allowances which if not not expended will return to the district. In addition, any other savings that we can find then anything that can be generated throughout the project will be returned to the district as well. >> This project is approved tonight. Work will begin during the Christmas break. We've already worked with Dr. Mayo and we have alternative plans and he has alternative plans for places for students to Ian Vestal has been critical in this as well because this certainly stretches their abilities there but again I think the critical pieces >> there's always going to be a disruption when you do something of this magnitude >> in your campus >> in your largest campus >> but we've come up with

I want to thank First, I want to thank Kent Boyd, Ryan, Dr. Mayo, every Dr. Mayo, everybody administratively that has been involved working on this. Thank not just for showing up but always showing up. Stantech has Stantech has been involved with >> probably all the renovations of the high school in the last several years in some form or fashion. Their fingerprints are all over Temple High School and this will be this will be I think one of the most substantial >> most substantial renovations that we will see in that building. It's really and it's really fantastic. can't wait to see the students faces when they see it. The other thing the other thing I want to share with

032the board that you may not know is because of the design >> because of the design there's an opportunity to go from three lunch periods to two. And if that's done and if that's done then that allows us to take that one lunch period and add time back into classrooms and have longer instructional periods throughout the day which I think is a huge which I think is a huge win. And a lot of times you don't think about some of the instructional advantages that come with renovations that may not be classations, but this is a great example of time putting time right back into instruction throughout the day. So I think that's something very important. Our high school principal has already had some conversations. I know Dr. Adams may Dr. Mayo have talked about that

033possibility and I think it's a real possibility to have two lunch periods instead. That's just something I wanted to share with the board. Thank you, Kent. The board previously >> The board previously approved several couple of years ago the top three architectural design firms for future projects through a ranking process. Now that the 2025 >> Now that the 2025 bond is passed, the district administration has prepared recommended assignments for each of those firms. Several considerations >> several considerations have been used in preparation of the recommended assignments.

034>> ability to provide master planning services, >> location of the construction, >> familiarity of the campus and existing >> and existing workload, not just in Temple but in other places. All of those things were taken into consideration. In addition, the proposed >> In addition, the proposed assignments and rel related rationale were discussed in a recent facilities committee meeting to garner feedback from committee members. And I'll first of all say all three design firms that we will be working with are quality. They will do a great job. I have no concerns with that whatsoever. I sleep well at night knowing that these three will be the ones that we will be partnering with. So therefore the recommend so therefore the recommended assignment architect assignment projects are as follows. VLK would get the Temple High School gymnasium

035in front facade. >> The Meredith Dunar classroom edition Garcia >> Hector P Garcia classroom edition and core expansion and the design of future middle school number four. >> That's design only construction. >> There's no construction. There's no construction for that on this bond. that is was part of the bond to get us moving forward so that we can design it now or in the next couple of years and then it could be used for a future bond >> future construction project. >> Stantech >> Stan will get the Temple High School classroom restroom addition >> and associated parking. >> HBAC improvements at high school. bottom front facade. Lamar locker room. >> Lamar locker room renovations >> and the design of future elementary school number nine. And as with the future middle school um piece piece a

036while ago, this is designed only. No construction on this bond for that either. >> And then finally and then finally MRB will get the Temple High School storage facility and site work weekly renovations Edward's classroom and restroom edition. And what I think is a huge piece to this, the 18 plus program edition, which will be very special >> and the Kennedy PAL classroom edition. >> We've worked for a long time. We Ryan and I worked a lot on this to try to balance and to try to make things fair and to try to make things in a way that made sense for us as a district, for the architects as well. And and then we discussed that. appreciate the feedback we got from the facility committee a couple of weeks ago as well. Do you

I know we've had some disc I know we've had some discussions on this item and I just want to make one

038clarification that isn't obvious or isn't or isn't obvious when you read the agenda item but the repeal but the repeal of the local option for this exemption does not apply does not apply to those that are already receiving the homestead exemption. So if you are currently so if you are currently 65 or older and have been receiving this local option that will continue your grandfather that's very I think that's a very important piece of information to have for everybody.
