003by it to the states are reserved to the states respectively or to the people the department of education the federal department of education is unconstitutional it was formed by democrat jimmy carter to fulfill the 1963 goal of the communist party to take over our education since your oath did not specify a portion of the texas constitution to be supported what is article 1 of the texas constitution it's our bill of rights article 1 section 2 i have a question for you all political power is inherent in the fill in the blank it's inherent in the people did you pardon the board cannot answer questions yeah i know i'm just pausing a little bit too okay section 3a equality under the law equality under the law shall not be denied or abridged because of sex race
004color creed or national origin how does this article apply to critical race theory section 8 freedom of speech and press libel true or false no person shall say anything offensive to anyone unless they are standing in the free speech box thank you very much for the opportunity to tweak your brains a bit all right our next sign up speaker is rayford brown rayford brown next to her 3702 jaguar trail temple texas 76504 superintendent board of trustees fellow concerned citizens you wouldn't be here if you weren't concerned but thank you continuing on the texas constitution article 1 section 28 of the texan texas constitution suspension of laws who can waive state law can the governor rewrite law during his period as emperor only the legislature can suspend laws in accordance with the texas constitution section 29
005to guard against transgressions of the high powers herein delegated we declare sounds like they were a little concerned everything in the bill of rights is accepted out of the general powers of government what does this mean to you do you feel a sense of desperation thomas jefferson said about education enlighten the people generally and tyranny and oppression of body and mind will vanish like spirits at dawn of day article 7 of the texas constitution education section 1 defines the purpose of free of public free schools what is this purpose quoting the general diffusion of knowledge being essential to the preservation of the liberties and rights of the people and ellipses it shall be the duty of the legislature the state to establish and maintain an efficient system of public free schools please keep in mind
006the word efficient when they pass the next bond issue and reach into to the pockets of children not yet born with your immoral intergenerational theft of their right to the life liberty and the pursuit of happiness of these future generations by imposing debt on them without their consent because we lack the moral courage to tax for and pay for what we want now the children will have their own problems to deal with without dealing with the debt that we're passing forward to them as the country slides into socialism thank you david carter 69 runway lane temple uh i ran across something today i print it off i give a copy of doctorate and i'll give my other copy to you chairman posey it concerns an evaluation over the years of education how it's progressing and
007this whole article is about the says the specter of communism did not disappear with the disintegration of the communist party in eastern europe or the wall when it came down education plays an important role in fostering individual well-being and self-fulfillment maintaining social stability and securing the future of a nation no great civilization in the history of humanity has taken education lightly the fundamental purpose of education is to maintain humanity's moral standards and i think of austin and their their gay pride marches and and the the sex education things that have been protested seriously down there that degrade moral standards and continue here and preserve its divinely bestowed culture it is the means education is the means by which knowledge and craftsmanship are imported and people socialized traditionally the well-educated respect heaven believe in the divine
008and seek to follow the virtue of benevolence all the asiatic religions all and as well as our christian judeo-christian religions foster benevolence they possess extensive knowledge of traditional culture as well as mastery over one or more trades and i'd just like to focus on that word culture the communist party have an explicit goal marx wrote about it in a communist manifesto and other writings of if you can sniff the roots of people's spirituality and their their understanding of history and of their own self and of the world if you can sniff their roots at uh to the soil of culture and tradition from which we we each can hopefully build a better society generation after generation that's the way the communists intend to take over the world including the united states of america is by
009snipping the roots of traditional culture away from us so the last thing i'll say here is a communist ideology gradually took over western academia by infiltrating important traditional fields of study and i've written it written in their teacher colleges columbia university is the center of communism and communist teachings in america columbia university in new york as well as fabricating new sciences beholden to its ideological influence literature history philosophy anthropology the study of law and media and other concentrations have become inundated with various derivatives of marxist theory political correctness is now the guideline for censoring free thought on our campuses how much time do i have 30 seconds time's up thank you very much i just mentioned this book fed ed in 2002 the minnesota legislature found out what the federal education department was doing it
010was run by strict marxists and they blew them look in this bed item 4 item 4 is the superintendent's recognitions with all the board members please come out front please uh our first item is the alumni spotlight billy bryce warner class of 1965 dunbar high school i am so pleased tonight to um honor miss billy bryce warner who is a proud graduate of dunbar high school class of 1965. three i'm sorry three 1963 you just look so young born yes she does born and raised in we will absolutely make the correction born and raised in temple she also attended what was then known as wheatley elementary and upon graduating from dunbar miss warner received a degree in medical lab science from temple college and then studied biology with a minor in english at huston tillston
011college ms warner was a medical laboratory technician at scott and white medical center for 30 years 33 years uh retirement has kept her very busy though she has been actively involved in the dunbar meredith homecoming association where she has served as president and is a member of numerous civic and service organizations across temple miss warner has also been instrumental in temple isd in fact when i contacted her last week she was on her way to substitute at cater elementary and she has been an outstanding substitute for us for many many years so if you have ever had the privilege of meeting uh miss warner her gentle spirit and heart of service are very quickly revealed and for these reasons and so many more miss warner you just exemplify and embody anything and everything that we
012would hope for a temple isd graduate and so for this month we are proud to honor you in our alumni spotlight congratulations [Applause] she is the very first graduate from dunbar that we have recognized in this program congratulations on all your success and continue to be involved yes [Applause] you don't have to you don't have to you do not have to say thank you okay thank you for recognizing thank you if you want to say okay i just want to say thank you i really appreciate this very much thank you [Applause] yes absolutely where are you subbing tomorrow are you subbing tomorrow at uh cater okay then i'll find i'll find your next sub place i'll drop it off for you oh no that's right i'm sorry i'm so sorry it's been a long year
013it's been a really long year [Laughter] if you were suffering tomorrow i'm sorry i'm sorry yes we did do that yes our next item is recognition of don wrangler automotive group texas workforce commission industry partnership grant so yes if y'all want to come on up uh yeah absolutely yes y'all going up and you want to take the check charlie we'll wait that okay so the cte automotive technology program has received an industry partnership grant from texas workforce solutions teaming with dawn wrangler automotive to purchase two commercial size toolboxes for our automotive program on behalf of temple isd we truly thank workforce and don ringler without you this would not be possible and our relationship with industry partners such as you is what allows our students to have those hands-on experiences that really make them workforce-ready
014and your support is truly valued more than you should you can even know um so tonight we have with us don and donnie wrangler so with with dawn ringler we have uh texas workforce commissioner alvarez right here uh we have susan thomas executive director of works workforce solutions of central texas and former yes she could be in our alumni spotlight one day um uh charlie ayers our director of industry education partnerships with workforce and we have uh linda angel and jennifer brady with workforce solutions as well so thank you all for being here this evening charlie yeah just uh just a word is this song i i don't know you got to check the bottom word just just to give a little background that i certainly want commissioner alvarez to be able to speak to
015this because commissioner alvarez is all things education and a lot of our programming that we do would not be possible without his support uh and we always appreciate him taking time to come up from the mothership and see how we're doing in central texas yes they all know it's austin we all know so now you know why he's one of my favorite commissioners but really tonight is about uh wrangler automotive group uh i'll let commissioner alvarez talk a little bit about the industry partnership grant but this is a company that is not just committed to the community with words they not only give up their time because they allow students to come into their business and practice their skills not on my but they allow students not only to come into their business and practice
016their skills but part of this opportunity this evening uh is because of their willingness to contribute some of their company's money back to the students needs so commissioner i'll let you start from there commissioner alvarez like i said it's all about education what many people don't know about him that i will share about him uh he's a former dps state trooper he's got that going for him but he's also for many years an official an official for texas uh high school and college football he you're safe here because he never he never afraid of temple games so you're okay but commissioner share with them a little bit about the program sure so first of all i'm honored to be here today in temple and every time i come to temple i love eating italian so
017the group know that i love eating italian rust food and you've got some of the best food here like you mentioned earlier charlie mentioned earlier i was appointed by governor abbott in 2016 to oversee the 14 million working texans in 2016 we had 3.9 million working texas at 14 so we continue to do better and better texas does it the best and so i'm very proud to say that today i had an opportunity to visit a state-of-the-art a cte program that we have with denise ayers i mean what you have put in place here in temple needs to be replicated in other parts of the state and i'm not just saying that because i'm here i truly mean that the number of programs that they have in place and of course the number of students
018that they touch now some people feel that higher ed is a four-year college actually make their own decision whether they want to go the four-year route or if they want to go the cete or apprenticeship round so we thank you for that back in 2016 governor abbott asked us 24 to 35 year olds had an opportunity to receive an industry-recognized credential something that was going to help them in the workforce we all have done that here by putting programs like i saw earlier today it is no wonder why the unemployment rate is and that is making sure that when we educate folks that they're work already i saw that in one of your five charges a commitment from the community to make these things successful working with our business partners working with the ises working
019with higher ed businesses uh superintendents in an executive [Music] i have no doubt and what you've done here again needs to be replicated i sincerely mean that yeah i live in austin i'm from the i'm from the rio grande valley and i was very fortunate that when governor abbott appointed me to this position one of the first things that i was tasked to do was to work with folks that had challenges i don't want to take any more of your time thank you for everything you do for this great state of ours it is exciting we live in great times and during 2020 if you think about it in 2020 we got oracle in fort worth we had spacex to continue expansion tesla down the street somebody needs to service those vehicles somebody needs to
020take care of these things hands-on types of careers [Applause] i am the commissioner of labor [Laughter] so for you and your dad i have a token of my appreciation detective workforce for those that are military veterans thank you for your service but this is also a challenge coin that i'm giving you as well you're welcome there it is [Music] [Laughter] paper well they got my picture at the post office thank you [Laughter] yes here we go don and donnie if you all will stay up there the next one is recognition of acte area for business education partnership award don ringler automotive group the association for career and technical education as business education partnership awards were created for businesses and education leaders who understand that economic livelihood is linked to the success of career and technical

050by dr sanhi all in favor signify by saying aye any opposed the eyes have it thank you item mate is our action items human resources no no items b curriculum instruction no items c financing facilities the first item is discussion of 2021 2022 projected revenue and this is vaden as callan comes up i just want you to know that at your place you have to two handouts and that's what she'll be talking from thank you thank you good evening dr ottenboard it's my privilege to be here tonight to begin the discussions about the budget process we have had multiple meetings have met with either campuses programs departments and so this is just kind of our review for you of a culmination of a process that has been been going on for several weeks and and
051into months the first thing i want to talk through tonight like dr wright said you have this at your place it says tax rates and fund balances at the top this is a page that you have seen several times in the past however i did i did remove some of the earlier years so there's not quite as much information on this page as previously and we will work from left to right and so tonight is is to go over the revenue portion of the budget and so these are pieces of information that uh really impacted that the important pieces of information so i want to go through and kind of highlight those for you you will see we'll start the fiscal year each of those fiscal years represented the most recent ones of course are
052at the bottom and then the tax year that that applies to looking at the next column is our property value this is information we get from the bell county appraisal district we received information from them in april regarding preliminary values as you know we will get certified values next month but we are at this point looking at preliminary value that we received in april from them at that time there were still protests that were happening and they were still awaiting some information from a group that appraises industrial property for them but so at this point it still is an estimate but we feel like it's a conservative estimate at this point but we still feel like it should be pretty close and you can see there based on the last couple of years last year
053was a double-digit increase we actually wound up with just a little over a 10 percent increase in value as far as our property is concerned and this year we're looking at just over 4.7 estimated increase and so that's the the value that we have built into the budget at this point um again we'll reserve certified values in july based on that information we'll look at the next three columns are our tax rate and and want to point out if you remember from the 86th legislative session one of their initiatives was property tax reform and so the way they carried that out they don't actually cap the value but they will compress the m o portion of our tax rate and so you see that based on on the information that we are planning on reducing
054from a 96 just over 96 mno rate at this point estimated just over mno rate so that's how they they implement that tax compression piece when we receive our certified values in july we will have to report some of this information to tea and they will actually calculate what that tax rate will turn out to be ultimately um so but at this point that is our projection on the ins side can i say something on that real quick sure and i probably need to go back and figure out a way to even though it's an estimate to incorporate that in bond discussions because if that is lowering by about two and a half cents on the m o side then with nothing being done the total tax rate goes to a dollar 25 and a
055half i guess that that's more cushion for even though it's a different side but i'm just talking total tax rate the taxpayer going up say 10 cents is not really going up 10 cents on the total tax rate it'd be going up seven and a half so i need to i need to figure out a way to incorporate that um without confusing people that that is not the ins side and so forth but okay thanks okay um at this point we are looking at the ins rate remaining the same um so that's what's been built into all of our projections as we know like you said we're talking about bond and so at that point it would be impacted but for right now we have left that flat so projected total tax rate would be
0561.257 we are continuing across we are looking at a 97 percent collection rate last year at this time we had estimated 96 percent being very conservative with the pandemic we are at this point using 97 still being on the conservative side but did increase accordingly which will lead factor all that in we are planning on a general fund balance of just over 23 million that at this point is flat we will bring you a balanced budget uh when we adopt the budget at the end of june um and so at this point we have left the but the fund balance flat there are a lot of things still pending that will impact that there are some covert relief funds that are pending we're not sure the result of that and whether we may or may
057not receive those there are still some insurance items pending from the big ice storm some fema dollars pending from the ice storm so there's still lots of items that are out there so at this point we just wanted to leave that flat knowing that those things still remain average enrollment we are looking at just nearly 8 600. again that's a decrease from where we were two years ago but it at we ended the year you'll see that on the line above that we actually ended the year at 85-18 that's an average enrollment for the year and so we did add um to that i think we've added about 70 uh that's a conservative estimate too isn't it yes absolutely everything we do we go into it with the conservative estimate and so then you see
058property values per student so even with the pandemic you see that our values have remained steady are there any questions about that okay then if you will we'll look at the other page and this has got a lot more information on it i'm going to do something i haven't done ever in front of you we're not the point i have to put on glasses it's we've hit uh i wear them all day every day here but anyways so this is a first for me i walked in kent's office today i said can you read that and he said yes i said oh i can't so i know i said i'm gonna have to do it oh well okay continuing on if we'll look at the other page this is kind of an overall picture of
059the revenue estimates at this point for the district again go from left to right you will see the various funds this ties in with our account numbers and these funds specifically given to us by tea to account for these certain pockets of money the next column you will see the ending fund balance for the last audited year so that would be 1920 and again you see for the general fund the 23.2 million food service was 2.8 debt service of 3 point nearly 3.6 so you can see the fund balance is there then the next column are the actual dollar amounts for 2019 20. again those are audited amounts revenues actually earned for each of those various funds and then the next column is our 2021 this is our current year budget so there's no projection
060built into that of where we expect to end the year this is our current budget at this point that was adopted and so you can uh not that it was adopted this is our current budget at this point so you can compare what we plan plan to propose uh for next year in a comparison to that and then the the next column is actually our planning amount going into uh next year and then the comparison between our current year and the planning amount for next year and so that's kind of how this works i'll talk you through the numbers just a little bit if you will start primarily the 2021 column and the 2022 column you will see there that we are planning at this point in ada of 7601 and again that's somewhat of
061an increase from the end of this year we've estimated about a student increase in ada and again that should be a conservative estimate and then you see the tax rate that we plan to propose below that and so looking then at the general fund local revenues which are comprised of primarily property taxes but that would have any kind of gate receipts from athletic events there would be some interest in there there might be some facility rentals those kinds of activities looking at a proposed 45.5 million dollars state and you see that's a 1.1 increase and and i like how this worked out you'll notice that the one point one percent increase is exactly two and a half percent so on on a big picture level that does tell you that the the maximum cap for
062time for property taxes when the legislature said we won't allow more than a two and a half percent increase that's your two and a half percent increase so it does kind of show that that the the intent of the reform worked state revenues are estimated to be 45.8 million again primarily generated from student attendance but there is some required trs on behalf revenues in there as well and again i just like to point out that that those kind of work in tandem obviously our our revenue is primarily generated based on student attendance and so whatever that dollar amount is determined to be based on state aid formula uh whatever we raise in property taxes the state subtracts that from our earned amount and then pays us the difference so very much work in tandem federal
063revenues are estimated at 2.3 million this is non-grant federal revenues so this is e-rate and medicaid and then there are some indirect costs that are associated with federal grants there's a portion of those entitlements that the district is allowed to put towards the general fund towards covering administrative type costs from finance to hr et cetera and so with as we'll talk about further down with the influx of stimulus funds there are some of those additional funds that will go into the general fund and so that's why there's a increase there of over nine hundred thousand and then we've got small local revenues of twenty five thousand so looking at the general fund at this point with the ninety three point eight million dollar estimated revenue amount which is a 2.7 million dollar decrease and so
064you will we'll come back and talk expenditures on wednesday wednesday and so you will see as as part of that decrease there are some expenditure reductions that we will talk through and that you will see but then there is also part of that that we have used the stimulus fund to pick up that deficit as well and so you'll see a little bit more about that on wednesday continuing on you will see food service estimated revenue of almost 5.5 million which is very very steady and on the debt service 15.3 million estimated revenue again just very very steady the next section has to do with just our local funds activity funds scholarship funds those typically remain again very steady you do see an estimated increase in campus activity funds however that increase would actually stay
065with the campus the next section has to do with our state grants um most of those again remaining very steady i do want to point out there are two of these that were one-time type grants we had a math innovation zone grant and then we also had a special ed fiscal support grant that were one-time type activities and those funds will not be available next year so we do see just over 250 000 decrease in our state grants and then the last section is our federal grant section again you can see there's in our title 1 and our idea b the 211 and 224 rows there's a slight decrease there a relatively slight decrease but those funds whatever's left this year will roll forward and so we actually anticipate having some of those funds roll
066forward and those those amounts remaining again fairly steady do want to point out uh there's there's a row it says 255a and this is the principal residency grant this is the 700 000 uh brand new grant that's been awarded that was the 10 people that were here tonight and so it was nice to kind of see that that that ties in here so that's a new grant that we have received and then obviously the two big numbers on this page line 281 and 282 that is our stimulus money that will be coming into the district and so you see what's listed is s or 2 is over 11 million and s or 3 is over 25 million and so um just want to point out out of that the sr2 funds the 11 million part
067of that will be used by tea to fund the hold harmless for our attendance as you know the end of last school year when the pandemic hit from march to the end of school year they used stimulus funds to make us whole for that and then for any decrease this year in attendance they will be using this stimulus money to make us whole for that as well and so but then the the yes or three funding at this point there is uh not any supplanting going on from tea so that is money that will actually come into the district uh we've had meetings on that lots of planning um got a pretty good plan in place i think and so um you will see there that that those funds actually go through 2023 and 2024.
068so those are some long-term funds okay so with with that said overall an increase of just over 34 million dollars which again that's another first for me to have any kind of million dollar increase so um that's kind of where we are at this point again the stimulus money is a huge piece of that and and follows multiple years but so that's kind of where we are and the pieces that go into our revenues are there any questions you would have for me yes so under the general funds yes um for federal revenue what is the source of uh 60 over 64 percent increase in the revenue that has to do the increase has to do with it's very much related to this stimulus money like i just talked about there's like 36 million in
069stimulus money and a portion of that anytime you receive federal dollars there's a portion or a percentage that they recognize that it takes additional staff time to process you know purchases and payroll and hiring and so you're allowed to take a percentage and cover uh in the general fund rather than trying to identify you know what portion of you know some of those functions they just give you a general percentage and so that's that's where that goes in the general fund thank you you're welcome anything else is any other questions from mrs vaden thank you very much callum again appreciate your dedication to this this all this hard work and we'll be seeing you on wednesday that's right yeah thank you thank you callum thanks carolyn item d is student services consideration for approval of
070an additional amendment to the district innovation plan or addition amendment yeah good evening in 2019 the board approved our district of innovation plan and that was designed for allowing the district flexibility to be exempt from certain restrictions certain requirements in the texas education code and the texas administrative code what we're looking at tonight is having an addition an amendment to add a another section to it and it relates to group health insurance insurance benefits for our employees under the current law once a district ops into the trs active care which we have we cannot opt out or make any changes to the group health coverage that's available to our employees so there's no flexibility allowed in that so what we're asking for tonight in this amendment is an exemption that allows tisd to increase its
071local control by potentially providing our employees with a different health care plan than trs no change is currently being considered for next year we're going to go as as we have been planning but this is uh for the potential in the future of giving us that flexibility and so it's this is amendment is brought to you tonight for your consideration thanks eric um there any questions this does require approval for approval motion by mr gaines second most uh seconded by mrs davis all in favor signify by saying aye any opposed the eyes have it thank you e board committee reports facilities committee update meeting held may 27 2021 at 4 pm mr gaines thank you josie the meeting was called to order at 4 1 pm no one signed up to speak during the public
072forum item a a summary of the electrical contract renewal mr boyd provided us a summary of the renewal process for the district contract the board previously authorized the administration to obtain pricing for this renewal the administration narrowed the solicit solicitation down to the top two vendors which was direct energy and txu on may 18th administration determined that the pricing in the market appears to be at a favorable level and selected the vendors to provide the best pricing on the day direct energy through the buyback board provided the most favorable price in in contract terms there the administration chose to lock in the direct energy for 120 months to take advantage of the pricing to provide future budget certainty item b update of the bonding bond planning doctor provided us an overview of the bond planning
073process he provided a timeline demographics information reason for calling the bond and tax rate information in addition he presented potential projects across the district how these projects address growth security programs and equity and master planning and improvements the meeting was adjourned at 505 pm our next meeting will be held on june 24 4 p.m in thank you thanks thank you mr gaines next item is consideration for approval of resolution and tisd board policy cda local other investments revenue annual review mrs vaden welcome back one of the requirements of the public funds investment act is an annual review of our investment policy and so we do that typically about this time every year went through the policy the requirements uh in the public funds investment act um and and talks through um how those are presented
074uh including investment officer quarterly investment reports that you see we are not recommending any changes to the policy itself we just have to have that annual review are they questions this does require approval i moved for approval motion by msgowan i'll say second seconded by mrs davis all in favor signify saying aye i'll do the next one for you i'm sorry i'm sorry so the motion is made by miss gallon seconded by mrs davis all in favor signify by saying aye aye any opposed the eyes have it thank you i'll keep watching my head around you i'm sorry next item is the board policy review deal i'm sorry yes i skipped ahead uh policy committee update uh meeting held may 26 2021 at 4 pm mrs davis sorry about that i got ahead of myself
075that's fine the meeting was called to order at 401 pm kenan vaden chief financial officer presented the annual review of the investment policy and investment strategies no changes were recommended at this time she will present the annual review to the full board tonight for consideration which is done dr art reviewed a draft community presentation regarding the facility's master plan and moving forward he mentioned that there will be three committee community meetings june 17th july 8th and august 4th at the mayburn center in temple a district of innovation plan amendment was discussed that would allow the district to choose a different health insurance pool rather than the current trs options if the district so chooses this item was previously presented at tonight's meeting christine parks chief of communications presented changes to next year's return to school
076plan she also mentioned that there could be more changes down the road several policies were discussed and will be presented at tonight's meeting the meeting was adjourned at 5 21 pm our next policy committee meeting will be june 23rd 2021 at 4 pm thank you mrs davis our next item is the board policy review dea legal compensation and benefits compensation plan dea local compensation and benefits compensation plan dea a legal competition plan incentives and stipends dea a local composition plant incentives and stipends deab legal compensation plan wage and hour laws and dea be local compensation plan wage and hour laws stronger good evening again dea legal the our first policy tonight this is where when you hear the teas minimum salary schedule this is where it is listed it is and then you'll hear teachers
077librarians counselors and nurses they're all on on this plan not too much of an issue for us we as a district are about on average about twenty thousand dollars above the minimum plan so when they make changes it uh doesn't really affect us because we are so far above the the minimum salary schedule the commissioner does have rules on where to be put in that uh pay scale and it particularly with those uh job descriptions that aren't educational related we can use previous years experience in an outside job as years of experience for this scale and the commissioner outlines that it also at the bottom there mentions the career ladder if you remember that from years ago we as a district have nobody left that's eligible on the career ladder so that's we don't have
078that on the next page it talks about pay increases and an increase in the basic allotment this was added two years ago with house bill three in that if they change the if they increase the basic allotment which which gives us more funding that the districts require to spend 30 percent of that funding on compensation and of that 30 75 percent have to go to classroom teachers which is uh the exercise we went through a couple years ago when uh house bill three came out that's how the minimum on the next page talking about salary advances and loans just uh to point out it says the district can't lend credit and so that's when you hear us saying we submit the purchase order but we can't pay for it until the services are rendered or
079until we get the product this is where that ties into because if we did that would be could be construed as credit and so that's uh that part on the next page talks about trs surcharges for retirees when we hire a retiree we still have to pay the district or the the trs care and the district pays for their retirement pieces and that and the state still has to pay into the system also for those as an average hiring a retiree is about a 20 increase in what a person who's not retired in all the different things that are required to be paid for with that if there happens to be a need to decrease days of service it's called a state but or it's called the furlough program so if the state budget has
080a reduction and it affects us in such a way that we need to reduce days that have already uh occurred then this this section gives us the authority to do that uh it can't be more than six days and it has to be done by all employees not just a selected uh category talking about the local part of that dea just wanted to highlight that the purpose of the compensation plan is to hire and retain highly qualified employees so that's the basis of our compensation plan salaried employees they're paid even even though their work maybe only 10 and a half months for a teacher or 11 depending on the contract you're you're on salaried employees their pay is distributed through the 12 months period and that's where it in the local policy it states that
081then the last part of that we've talked about a couple times over the last uh several months when we made the change of non-exempt employees when there was a disaster an emergency declaration how and how we recently changed the policy to say that it was one and a half times the regular rate and if it was declared hazardous then it was two times the rate which we the board approved a couple months ago in that next policy d-e-a-a talks about various incentives one of the things that we've talked about recently is the teacher incentive allotment we've heard hr talk about that that falls under this policy and then the local side of that with stipends that the along with the compensation plan uh it the the bud the um with the with the in the
082budget it has the stipend pay scale with that also deab this is our fair labor standards act talks talks about minimum wage and overtime we as we as a district allow for compensation time so even though if you're paying if it's overtime law requires you to pay time and a half rather than paying you you get in comp time then you're you get that same amount of time off so rather than the district paying for the overtime your they at time and a half don't have to or it accumulates and then they get that time often for at a at another time that's more convenient local policy part of that we cap the comp time at 60 hours and so that when an employee gets close to that we can by local policy require them
083to take that time a lot of times that if it's a slow day then in that particular department for that particular time or things for the next day then the person can take off that afternoon and that's how sometimes the comp time gets reduced and stays within that 60. and that's it all right any questions for mr honbur thank you very much appreciate it there have been no further agenda items we are adjourned for night thank you very much for attending
