required um to do a public hearing on our financial integrity rating. And so that's what this is. Um and so Miss Mendes is going to kind of walk us through the PowerPoint. >> Okay. Um good afternoon. Uh thank you for joining us to the uh first uh ratings for the Westoso ISD. Uh in this public hearing, we're going to go over the ratings for the district and I'm going to go through the items. Uh the first rating is the financial integrity rating system of Texas. It was developed by the education service uh Texas education agency in response to Senate Bill 875 and it was in 1999 that there was first started this rating. The rating does a calculation for the 23 22 23 is the data being used for 2122 fiscal year. The primary goal

of the first rating is to achieve quality performances for the school districts and it's a way for the TEA to be able to um analyze school districts because the accounting system for school district is pretty complex where that was their way to really see that there were being financially responsible that we're being transparent we're being compliant and that we're being towards our public funds. The rating categories are four that you can achieve a superior achievement, above standard achievement, standard achievement or stand substandard achievement. Ratings one through six, you either get a pass or fail. And if you fail any one of those, you automatically the district will get an F. Uh rating number one, it was uh it with the annual financial report was submitted to TA within 30 days of January the 28 deadline

and the answer was yes. Number two, did we receive an unmodified opinion on the annual financial report for the financial statements as a whole? And the answer was yes. So we passed that one. Number three, was the school districts in compliance with the payments terms of debt agreement in the fiscal year ended? The answer was yes, we passed that one. Did the school district make timely payments to TRS, TWWC, IRS, and other government agencies? Yes. Number five, was the total net position in governmental activities column in the statement of net position um know greater than zero and the answer was seline passed. Number six was the average change of fund balance over the three years 25% decrease and we passed that. Number seven, the number of days of cash in hand and uh you have

to have at least 30 days of operating and we got zero out of 10 in that one. Number eight, the measure of assets, current assets to current liability and we had our ratio of 2.1. So we got six points out of 10. And number nine, did the school district general fund equal or exceed expenditures? And it did. We got 10 out of 10. uh rating number 10 was not being evaluated. 11 was the ratio of long-term liability to total assets sufficient to support long-term selly and we got 10 out of 10. Uh number 12 was the correlation between future debt and requirements and the district's assessed property value. We got a 10 out of 10. Was number 13. Was the school district administrator cost ratio equal to or less than the threat threshold? And we

got eight out of 10 there. Number 11, did the school district have 15% decline in student to staff ratio over three years? We got 10 out of 10. And then verse 16 did the comparison to the public education information system data to the like information of the school district's AFR audit result in a total variance of less than 3% of the expenditures by function and we pass the signal number 17. Did the external independent auditors report that the AFR was free of any significant or material weaknesses in internal controls over the financial reporting and compliance? We passed the ceiling on that one. And number 18, did the external independent auditors indicate that the AFR was free of any instance of material non-compliance or for grants, contracts, and low related to local, state, and federal funds?

We have received a 10 out of 10. Number 19. Did the school district post the required financial information on the website in accordance to the governmental code and local governmental code and tea? And we did post where we needed to post. We got five out of five. Um number 20, did the school district administration and school board members discuss any changes or impact to local, state, and federal funds at the board meetings within 120 days before the district adopted the budget? and we passed that ceiling. Uh number 21, that the school district receive an adjusted payment schedule for more than one fiscal year for the overallocation of federal school program funds. And we pass that sitting. So the ratings are all um p uh a superior would be from 100 from 90 to 100 above

standard would be from 80 to 89. meet standards would be from 70 to 79 and substandard would be 70 or below. The district overall uh rating was an 84. >> Okay. >> Yeah. So we just uh to finish up we had to you have to do um some disclosures about outside compensation um received by the superintendent for professional consulting. There was none gifts received from vendors by the superintendent that had a total value of $250 or more. None. Um gifts from vendors given to the board members that [snorts] had a value of $250 or more. None. um business transactions that's would be you know if we uh use one of the board members for construction or things like that um between board members in West OSO ISD none um a copy of the the superintendent

contract is out there um and then um that's pretty much it >> yeah there's I'm sorry and the also the report the first >> the actual yeah report so this this talks about settle up. So, um, in a tier cycle, the district projects what our, um, average daily attendance is going to be. So, that's not how many students are enrolled in the district, that's how many, um, students actually attend every day. And so, you can kind of look at the history here. Um, the parentheses is where we owed money at the end of the year. Um, and so you can kind of see where the projections were versus the actual ADA. Of course, the actual ADA right now is still, you know, in process because they're actually do it day by day for the entire

school year. But I think this year we're actually enrollment is going up just a teeny tiny bit. So, which means, you know, that with attendance, your ADA is going to go up. Even if even if your attendance rate stays the same, if your enrollment goes up, then um our ADA will go up. But we're hoping I know some of the parents might have already started receiving we're sending lots of notifications out by parent square if your child is absent. And so all of that's to hope that we you know do accurate attendance and that we get students here. And then just to always remember that for the this the report what we're giving you today is actually what happened uh 2324. So this is always delay pretty much pretty pretty well delayed data that you're

seeing and that's just the nature of how this first report works. >> All right. Uh Miss Vela, do you have any questions? >> Mr. Viel, >> no questions. >> Mr. Arondo? >> No. >> Miss Gutierrez? >> Yes. >> I just want to know the full meaning of pass. What exactly is that? What page is that one on? >> That's the rating of >> the 21. >> That one just has either a pass or fail and that means that there was no uh we did what we were supposed to accomplish there, but it didn't they didn't have a numerical system that they were rating it by. >> It's like, did you turn everything in on time? There's not like out of 10. You either turned it in on time or you didn't. But if you look

in your board packet after this presentation, there's all the like very dig deep details of all the numbers, >> Miss Jordan. >> No, it looks like y'all put in a lot of work doing this and overall, you know, we it it looks good overall. Thank you. >> I do want to Can you push it back to the one where the settleups are? I do want to just mention on that that is how much money we lose >> when we have a decrease and well they're not balance as far as the ADA projections and the actual ADA uh that's because our enrollment has gone down. So as you can see in the past three years we have lost a lot of money and you do have to settle up because >> you owe the state back

that much money. Uh so parents and uh principles, assistant principles, ADA is critical. That's how we survive. And yeah, we were dealt a pretty blow low. Uh 21, 22, 22, 23, 24, 25, >> but $30 is not m not as bad as three million. So yes, that's why your teachers, your principles, they emphasize ADA because it's our lifeline. That's where we get our money from the legislature. Um, I did want to mention that because it is critical and sometimes people think, oh, well, they can be off, they can miss a day. Well, a day costs us, it does cost us and sometimes it costs us that much more because our enrollment is not where it needs to be. And at the same time, I'm so glad that administration is doing this because in the past,

the board needed to know where we're at and not to inflate those numbers and say, "Oh, well, you know, we did 1928 uh in what 2122. So, let's project 19 uh 19 keep it in the 1900s." Well, as you can see, the actual ADA was 1713. We went down almost 200 students. So, why would you continue to project in the 1900s? >> Um, I think we got that message across, >> you know, >> right? Yes. >> Through no fault of the admin current administration, but >> sometimes that was being done, which we're like, why why would you over project when you knew we were coming down on enrollment? So, that is why it is critical for the board. And I I've talked to Miss Moore and Miss uh Mendes. You need to be transparent with

the board. You need to let us know where we're at and how much we're losing because yeah, it's bad news, but we as a board, we need to know things like that. So, I'm very very happy to see this and we will continue to see these kind of uh reports in the future. I mean again on the flip side >> I agree with Miss uh Rodriguez because in the past we we didn't know and so when we had to uh uh pay this money back we were we were floored because we had no idea that this is what was being projected and I thank them also for letting us know where we stand at this point >> and it's not an excuse not to know. Yeah. >> Yes, we were ignorant of it, but if

you're on the board, you need to not be ignorant of it after so many years. But we were ignorant of it because we weren't being told. So now it's going to be told every year whether you like it or not, whether you see, well, I'm going to let the board know that >> our enrollment has gone down 200 students. Yeah, you need to let us know that because and we also need to find out find out why. Again, last year we were at um enrollment wise about 1770. In October, we're at 1778 to we're at 1,800. That's enrollment, right? So, um we're really hoping, so tell your friends, you know, we do 25% of our students currently are transfers. And so, we're hoping, we're talked about it, you know, we want more students that are,

you know, that um to come to the district. You know, we're open. Um, and we do have I definitely definitely more personalization students are going to be known here. So, y'all can get the word out, please. Anyone um any of the families that are here today that we definitely want, you know, additional students and have the capacity for additional students as well. and be cognizant of the fact that okay maybe we don't have that enrollment but the enrollment that we do have if you're here it counts for us as money if you come to school >> if you don't we don't get that money so we still need to keep up with the enrollment as far as the ADA goes with the enrollment that we have >> all is that it on this one I

think so >> okay all All right. Okay. The time is 5:45 and I call this meeting to order. We will have roll call. >> Liz Gutierz, >> Charlie Jordan >> here. >> Priscilla Bella. >> Albert Riad >> present. >> Benn Gonzalez >> here. Oscar Alonto >> here. >> Rodriguez >> here. Let the record show that there is a quorum of board members. We will now stand for the pledges of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Honor the Texas flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible. We have an okay we do I have one speaker for public um public comment. Anastasia

Filillmore on West Junior High. Want to come? >> Good evening. Uh my name is Anastasia Filmore. I am a parent um in the West Oslo ISD. Um, so I'm just here to express um some concerns regarding my daughter's um 504 process and the overall treatment that's being reported of how the students are being treated within the district. Um, so I was scheduled for a 504 meeting for my daughter. I arrived as expected. Um, unfortunately no staff members showed up and I received no no notification or followup afterward. It was only after um I went directly to the principal that the meeting was eventual eventually rescheduled and completed. So as a parent who showed up uh prepared to advocate for my child um this experience was discouraging and I find it unacceptable. Um so during this

process I was told by a professional of this of the school that um the school is used to parents just not showing up for 504 meetings and therefore they just make the assumption that parents won't show. Um so this this mindset I feel is harmful. It discourages parent uh parental involvement. Um and it negatively impacts the students who rely on these accommodations to succeed. Um parents should never be assumed to be absent for their children's 504 meetings. Um I'm also concerned about the way some students are being spoken to, specifically the use of uh vulgar language, cursing, degrading language, and just overall disrespectful communication by teachers. um this creates an unsafe learning environment for the students and I know it wouldn't be tolerated at CCISD. I know it wouldn't be tolerated um in any other

districts for teachers or um whoever is supposed to attend the 504 meetings. I know that that would be unacceptable in those districts. Um because of these concerns, I strongly am advocating for increased mental health support on the campus. Um I'm not sure if there's anything in place, but I feel that the students need access to licensed mental health professionals. I'm standing on an advocate for my daughter who struggles with anxiety, severe anxiety. Um, so such as a licensed therapist, a social worker who can support emotional and behavioral needs. Um, and assist the families and help prevent situations from escalating. And just lastly, I just want to reiterate that this is just troubling, a troubling perception um that behaviors occurring at Westoso would not be allowed elsewhere and that students may be treated differently. Um based

on it shouldn't even matter based on what zip code they live on live in or the income that they come from. They should all be treated with respect. Um staff should be showing up to 504 meetings and not no showing. Students should not be cursed at. Um I know I don't curse at my child. Um, so I just really hope that the board takes this seriously and addresses it this matter. Thank you. >> Thank you, Miss Filmore. >> Okay, we're going to move on to agenda item five, the presentation reports, action items. 5A is the recognition of the West Sosa Board of Trustees for Board Appreciation Month, January 2026. Miss Moore. >> Okay. Um I think I'm allowed to say one little thing about that. um which is just to share with the board that

we just found out I have a meeting next February 3rd I believe that um Driscoll um h hospital is going to um we're going to have anou so that's going to be coming soon and it's going to be a grant where they already have three years of grant funding specifically for Westo junior high to have a full-time they call them mental health specialists and so that the funding is there um we just need to kind of do theou do and then so these will be people that will be housed fulltime at that campus. So that was a huge blessing to be able to be a recipient of that funding. Anyway, board appreciation. So um y'all are appreciated. You guys can see um the frames are from Westoso Elementary. Of course the mariachi came from Westoso

High School. The posters take them home. Everyone can take home a poster in front of you. Um are from the junior high. And then JFK did a little video for the board that they wanted to share with y'all. >> Thank you for serving on our west school board. >> Roma Rodriguez, [music] you are very important. Oscar Alidondo, >> your leadership helps us so much. >> Valenda Gonzalez, >> you help our schools do better. >> Liz Gutz, >> we're thankful for your hard work. >> Shirley Jordan, Your leadership [music] is awesome. >> Pressa, >> we're so grateful for your dedication. >> You are fantastic. [music] Thank you school board members. You do an amazing job. >> So I I think most of you all have seen the bags. I don't know if everyone kind of got

to see the little picture of what's to come. So, you guys are going to have a two-month uh schoolboard appreciation month because part of your gift is not going to be here until February. So, we'll honor you like a the sort of a birthday a birthday week. I think it's going to end up being like about a month and a half period. But, and then we'll keep honoring you because now we're gonna have hopefully have some good pictures that we can post um of everyone. So, >> keep it going. >> Yeah. Yeah. All year long. So, thank you very very much. I don't know um Okay. So, should we >> keep it going till >> Keep keep going. Then we'll call you up for a good a group picture when he's ready. Okay. Perfect. Okay.

So, we're going to continue. Uh we'll take the picture part of it. We'll do 5A part B in a few minutes. But thank you. Thank you. Thank you. >> Okay. So I can go to 5B. >> All right. 5B is the West OSO ISD OSO awesome bear award recipients for December 2025 and January 2026. Miss Moore. >> Okay. So, um I started this year a superintendent staff advisory board and they kind of helped me think through um how we can do uh more recognition of our staff across the district. And so the process we came up with was to accept nominations each month through the 10th of the month and then at that next board meeting to have two um board uh staff members be recognized. um since our board meeting was so early, it

was like the 15th in December, we just didn't have the turnaround time in December to make that happen. So, we're excited today to recognize four individuals. So, let me move down here. >> Is this on? Yes. Can y'all hear all? Yes. You can just take turn. Okay. The first individual is Miss Deni Denise Hernandez and she was actually nominated by three of her staff members and this is what they had to say. Um here uh Denise, you can come up here. Uh Miss Hernandez is an amazing and outstanding person. She has shown us what teamwork and being a work family is all about. She's gone over and beyond for our department as well as others. I've learned so much from her. She's very understanding and helps in any way which way she can. We appreciate

her for the beautiful and kind-hearted person she is. Her second staff member, Miss Vilma Rodriguez, which I was a little bit confused at first, but there's a we have a staff member named Vilma Rodriguez as well. Um, Miss Denise wears so many hats. She runs many different departments and gives her all in each and every one. Our buses are maintain are maintained and made safe for the transport of our students and now has implemented our new busology system for further security. I can say as a bus driver, I've never felt like I had a boss that understood what we go through until her. She is so deserving of this nomination. Totally love her. She's the best. She always goes goes above and beyond in all that she does and we totally appreciate her. And finally,

Mary Chapa said, "Janice has always shown her employees just how calm she can be handling stressful situations on a daily basis. She's very fair and level-headed, a true supervisor in control. Each day is different, and Denise is up for the challenge. Whether it's helping her employees in the maintenance department with the getting them the required tools to helping her transportation department fill in a short field trip to a route, she just pulls her sleeves up and goes to work above and beyond the call." I feel she's qualified to be a perfect nominee for employee of the month or year. Denise Hernandez is an awesome employee with her positive demeanor. So, you are very appreciated. I think what was cool is these ladies responded like really quickly when we put it out there and it's obvious

that they didn't, you know, use child, you know, there was really words from the heart that they did and um, you know, and a lot of these w women aren't the ones that are always on technology, but they, you know, made a point of because their boss means so much to them, their supervisor, that they wanted everyone, the entire district and especially the board as well to know how much she does for us. So, thank you, Denise. We'll [applause] do it all together. [snorts] So, our second employee of the month for the month of December is Miss Beatatric Zamora. >> [applause] >> And this is what a parent had to pay. She had so much patience with my child, Gabriel Hernandez. He was a one tough kiddo, but she never gave up on him. She

communicated with me on a daily basis for the better of Gabriel. She is what I call an example of a teacher that does what she loves and is not there for a paycheck. I know she had days where she wanted to pull her hair out, but she never gave up and she fought hard. >> Miss Aamora was very dedicated to making my son better in all that he does. She deserves this award more than anything. She's a blessing in disguise. When I felt defeated, she reminded me that I was doing a great job. God bless her heart as she is an amazing teacher. She delivers more than expected and would go above and beyond. And that's parent Linda Mendula. >> Wonderful. >> So for uh January um Miss Mona Arbina is gonna um do it

because uh gonna present this person. Um she's known Mr. Garza with robotics since the fourth grade I believe and is now a junior. So one second. >> Should I just read that? >> Okay. So this nomination is from Miss Rubio and it says Mr. Garza has many roles at our campus. He teaches robotics within fine arts and leads the robotics teams at WTSO Elementary and junior high. He conducts the science lab weekly for fifth grade and collaborates with science teachers during planning. Greg also deals with all the technology related issues or needs. He performs bus and other campus related duties such as breakfast and lunch monitor. He is a very important part of our school community and much appreciated always positive and putting students first. Additionally, Mr. regards enhances equity and unity through yearly led

field trip opportunities, competitions, and hands-on experiences for a wide range of students. [applause] >> I believe they're going tomorrow to the unified robotics. So that's when our um special ed students or general ed students compete together in San Antonio. Yes. So that's tomorrow after doing robotics and this past weekend or other robotics. been busy. There's a slightly different slightly different So, our next employee of the month for the month of January is Mr. Kenneth Johnson. Mr. Johnson was selected as the OSO awesome employee of the month for January of 2026. He was nominated by a community member/parent for his understanding, outstanding work in ethics and willingness to go above and beyond to support students. This is what they had to say. Coach Johnson exemplifies the very best of a Westo ISD employee through his unwavering

commitment to students both in and out of the classroom. He consistent consistently demonstrates genuine care, encouragement, and belief in the students he serves, especially during challenging times. Coach Johnson is known for going above and beyond, excuse me, to support students facing diversity. His pres his presence, consistency, and positive attitude help students remain motivated and confident even when circumstances feel overwhelming. He takes the time to check in, offer guidance, and remind students of their potential, not only as athletes, but as well individuals. In addition to his daily responsibilities, Coach Johnson actively supports students in planning for their future by helping them explore postsecary opportunities, including college visits and athletic camps. His dedication extends far beyond the field and reflects a deep commitment to student success. His compassion, leadership, and unwavering belief in students make a lasting

different in the lives of those he serves. Our family is truly oh so proud to recognize a coach who exemplifies what it means to support students as they overcome obstacles and pursue their goals. Mr. K of Johnson. >> Maybe the boy if you want to kind of come in behind and then we can kind of >> definitely look. Thank you so much. >> Thank you. [applause] >> Do you want them to get up and come in? >> Let let me let the board go over the the recipients. >> Miss Vala, >> don't leave yet. >> We want to um [snorts] >> we just want to say thank you to all of the recipients of the awards. Um um it's just uh awesome to hear um from the community and from your fellow um co-workers and

admin that just what a wonderful job that you're doing. We really appreciate all that you do and we're um oh so proud to have you part of the the Bear family. >> Mr. Everybody, >> it is great that uh the people can be recognized for their hard work. We thank you, >> Mr. Adono. >> Yes. Thank you for going above and beyond. Uh I know you are teachers, um maintenance directors, coaches, but you have a lot of uh other hats that you wear. I know that you counsel people. um they're more they're their mentors uh more than anything and we appreciate you wearing so many hats and uh looking out for the children of this district. Thank you, >> Miss Gutierrez. >> Thank you. I think it was great that we have this kind of

recog. >> Oh, great choices. Uh I thank you all for the dedication you're showing to our students. They need it. They come from uh some stressful situations and I thank you all for uh the 100% that you all are invested in our students here at Restoso. Thank you very much. >> Yes. Uh I have to say yeah ditto on what Mr. Viad said. This is an excellent program as far as motivation and I know that a lot of it a lot of people would love for it to come from the financial side. Unfortunately, we can't do that. We're we're working on something. But, uh, it's good to be recognized by your peers, by your co-workers. >> It It's always a good thing to say something good about someone. if you if you if you notice

it, say it because it does make the world of a difference between that person. Um, and also the fact that you do you you do your time, your energy is spent on West ISD, our staff, our students, everything else that is combined with that. So, we do welcome that. We are uh when Miss Moore was telling me about that, I said, >> "Why hadn't we done this a long time ago?" >> Uh it is it is a wonderful program and I think it's just going to get even better. So, >> uh and I'm happy to say that I did I have heard great things about each one of those four people that were mentioned, you know, and I don't even know some of you personally, but I have heard tremendous things. Some of you I

do know personally, but uh so I can tell it it's going to it's going to turn out to be a great program. Thank you so much. Oh, we have Miss Gonzalez. >> Thank you all so much. I'm sorry I had to >> and I heard a lot about you folks from my grandson. Always talk about you. >> So y'all are doing a great job. Thank you so much. >> Yes. Thank you. All right, we will >> Okay. Yes. Okay, we're going to take a five minute break. >> Where do you want us, Miss Tracy? >> Right here in the Okay. >> Put it in the face. You all right? We want to do some How do you want? probably longer than that. Oh yeah. >> But Mr. AC Do it. >> What? >> The picture.

>> The missing picture. >> Oh, good. Okay. >> She She had broken the frame. She had to take one. >> Yeah. >> She broke the frame. >> But then that didn't work, right? Okay. Okay. >> Okay. Thank you. >> Didn't want to leave you. >> We're still here. >> Right here. You skipped. >> So, we're still We go back to 5 A. >> 5B. >> No, >> we're in C. Okay. The recognition of the Westoso Junior High School and Westo High School students selected to perform at the ATSSB all region band concert and clinic held December 12th, 2025 at Texas A&M University Kingsville. Mr. Carl Milton and Mr. Davia gentleman want to come up and >> back in uh November we had the Association of Texas small school bands uh region band tryyouts at Tloso

Midway High School. There's about 43 uh middle schools in in our region. And uh we were fortunate to have two students make the 2C concert band. And um you know all the students that tried out you know it enriched them as a player you know they practiced more and they got better. Um we were fortunate to have two students make it and the two students that made it um is at KODM on tener sachs first chair 2C concert band and we have Angel Rodriguez that made first chair 2C concert band on trumpet. Um they put on a concert on December the [cough] 13th [clears throat] there at Texas A&M Kingsville and uh it was beautiful music. Kids had a great experience. It was fun. They got to play with other top players from the region

and uh it was just a enriching experience for them. They really really enjoyed it and uh the band sounded phenomenal. >> Wow. >> It was a great performance. [laughter] I've been told that a lot of >> I I hadn't noticed it until today, but congratulations to all the all the children and the parents, >> Mr. Viel, >> to be the best of the best. Congratulations. >> And Miss Bella, uh we're just uh very proud of you guys. I know it takes a lot of time and effort on behalf of the students and the parents and our instructors. It's a it's a huge honor. Um and we're just very proud of you guys. We are Angel Rodriguez, Kane ODM, Alejandro Romero. Y'all have done a remarkable job to come up uh and place in these uh band concerts. And kudos to your u band leaders, Mr.

Melton and Mr. Lava. Great job. You can leave if you want now, >> but thank you. Thank you. All right, we're moving on to agenda item 5D, presentation regarding the Business Professionals of America, uh, Miss Mona Orbina and Miss Relle Roas. So, um, I'll just introduce these students really quickly. Um, uh, they, uh, actually, Mona, right, we the Business Professionals America just had their um, we didn't know this when the board was book being developed. They had their competition on Friday and three of our students will be going to state um which is Mona Erbina >> Lorena Ras and Rebecca Perez. Separate from that um these ladies are working towards um what's called the torch award. So there's certain things that they need to do to get that ward within Business Professionals of America. And

one of their um tasks that they had to do was present about their organization to the board of trustees. So that's why they're here this evening. >> So business professionals of America it's BPA inclusive professionals of America international career and technical technical organization for middle high school and college students interested in business and leadership. They help members build professional skills through competitive events leadership development and opportunities. focuses on finance and information technology marketing for careers and further education business. So I'm I don't know if you're like familiar with it but TSA I know have that too. It's like that it's like TSA just for business careers. Um, Biz Specialist America offers over 90 competitive events through his workplace skills assessment program across six main areas. Finance, business administration, management information systems, digital communication design, management,

marketing and communication and health administration, plus a growing number of virtual events. Students can often choose between two competitive events, one individual and one team to advance the regional, state, and national levels with additional open events for bonus recognition. Um, for leadership opportunities, BI Special America offers members numerous leadership opportunities through chapter officer roles, state and national offices, and community involvement. Students can lead meetings, organize events, manage projects, and represent their chapters at conferences while helping them build communication, teamwork, and decision-m skills, and making a meaningful impact on their school and community. >> Okay, so this is kind of torch. This is why we're here. Um, the Business Professionals of America torch program is designed to promote professionalism and leadership in both career development and personal growth. Students complete activities in the seven torch categories:

leadership, service, cooperations, knowledge, friendship, love, and hope, but faith, and citizenship. Then log their activities in an online torch resume. Each activity is worth 5, 10, 15, or even 20 points. When a student achieves a certain number of points for each category, their advisor or reviewer can submit a resume online to be reviewed for recognition. All students completing a sat satisfactory resume or in their exe executive diplomat, statesman, or towards certific certificates or what we're doing right now we're trying to go for the state level which I believe is 50 points so we need each of those seven categories and one of them happened to be present at board meeting so I just looked at the board meeting I know that was another thing that And I think that's it. >> Um, Mona, do you

remember what the three students are going to state for? >> I'm going for applications. I got second in that event. Becca got first. And then low also is going to state for spreadsheets but higher one. And then we got state alternate for our team event which is team administration if teams were above us drop out. And then I'm also hopefully That is this program is so infor I mean with what the information that y'all gave us is so informative you know to get that high school ready for business. >> I have a degree in accounting and I never heard of any of this stuff when I was in high school and it would have helped tremendously >> tremendously. Uh, Miss Bella, >> um, congratulations and good luck on your, um, as you travel, uh, and

represent, uh, West Oso. We are very proud of you guys. Congratulations, Mr. >> You show, you show great leadership skills. Congratulations, >> Miss Gonzalez. >> Mr. Ardondo, >> great job. Well spoken. Uh yeah, well spoken and uh you represent us good uh and all the other ones that are going with you. So keep up the good work, keep practicing and don't be afraid to if you mess up that's fine. Just continue. Uh don't don't harp on it. So great luck. Thank you, >> Miss Gutis. >> Great job. Great presentation. You all are doing awesome. Uh don't be afraid to speak up. Speak out and stand up and You all have a great future ahead of you. Thank you so much for this presentation. >> And Miss Jordan, >> I get over everything everyone has said

and I know once you uh compete, you all are going to represent Westo so really good because I've heard about little Mona. [laughter] >> But thank you all and I hope you do well. Thank you. y'all did a fabulous job in your uh speech work. You You did excellent. And that's that counts for a lot. Some people go up there and kind of dwindle. I know I did, but uh it's hard to to stand up and speak in front of people, but y'all y'all have got it down. >> So, congratulations. And um I just wanted to share that we uh with the robotics uh program these ladies I think both y'all right got um recruited I don't know what time y'all showed up on Saturday to help Mr. Garza with the younger kids robotics events

and um they actually were able to judge some of the younger kids because they're now juniors and seniors. So that was kind of neat. >> Definitely. >> Y'all are outstanding. Y'all are going Y'all are going places. >> Thank you. Thank you. >> Okay, we're going to move on to agenda item six, the consent agenda. A, the approval of the board meeting minutes. Uh, number one, regular board meeting minutes, December 15, 2025 at 5:30 p.m. B, the approval of the monthly investment report for December 31st, 2025. and see the approval of the general fund financial report for December 31st, 2025. If I don't hear any objections from anyone, do I have a motion and a second? >> I'll make a motion to >> second. Okay. >> All right. A mot a motion has been made by

Miss Gutierz and seconded by Miss Gonzalez to approve agenda item 6 A through C. We'll go ahead and vote. I >> I this motion passes 61. >> Oh, I'm sorry, Miss Gonzalez. >> Gonzalez. Okay. All right. This motion passes 61. We're moving on to agenda item, the items for discussion, deliberation, andor action. 7A discuss and consider taking action on out ofstate travel for Westo High School. JOTC instructor first sergeant Ronaldo Maldonado and student a Hasso who will be competing in the civilian marksmanship programs national marksmanship competition at Camp Perry in Fort Clinton, Ohio scheduled for February 12th through the 14th, 2026. Our presenters are Colonel Oscar and First Sergeant Ronaldo Maldonado. Uh good evening staff, faculty and staff and uh parents. I see that they left. But uh just before I start, I just want

to give you a just a visual presentation of one of the scorecards, what they look like. >> All right. So when the one of the cadets when they shoot for competition, it's 33 feet away. So maybe from the wall to right here is what they're shooting. They'll shoot three positions prone where one's closest to the ground, one center, which is a kneeling, and then one standing. So they'll shoot three of these. The perfect score is a 300. All right. That meaning if you shoot center mass right in the middle, that's a bullseye. That's 10 points. So that's how they can get their 100 points. Well, 300 total. But uh Jason, so he scored uh 273 points. So meaning most of his points were nines and tens. All right. The hardest one to shoot is the

standing, which is you have the rifle when you're this way. So you can move back and forth. You got to make sure he stays the steady posture. So, that's the hardest one, but he did very well. Uh, he's a senior this year. He couldn't be here today, but he's a senior. He's my best shooter. He's leaving just like last year. My best shooter also made it to nationals and he left. So, now I'm going to be miss be losing him. Another side note before I start. Uh, Jason also enlisted into the military uh before uh Christmas. He'll be leaving to basic training in June. Uh, he's going to be a linguist. So, we don't know what language though he'll learn or they put him through, but it could be Arabic, Russian, Japanese, or whatever they

they they he qualifies for or whatever he's testful. So, that's what he'll be leading. But, he's a great cadet. But, like mentioned before, on December 2nd, Jason achieved an extraordinary milestone by ranking 33, sorry, 13th out of 952 shooters. These shooters are from Texas, Oklahoma, Arizona, Louisiana, Mississippi, Alabama, Georgia, Tennessee, Florida, North Carolina, and North South Carolina. Those are all the cadetses that he competed against. So, he's it was exciting for him to see where he ranked. Um, and it was it made me feel good that all the practices that we had from 6:45 till 8:00 in the morning, uh, worked, you know, everything. Mhm. >> Um well, he placed in the top training because he was number 13 uh for to compete in the Army JRTC service championship which is scheduled in Port Clinton,

Ohio on February 12th through 14th. All right. If Cadet Jason places in the top seven at that competition, he'll move on and still compete at the same location in uh Ohio, but that'll be in March 26 to 28. Um we also got some that's the good news. The bad news that we received was on Thursday, January 15th was uh I I got an email from Chief uh JRTC Operation Chief Kennedy that the possibility of a federal government shutdown. If this shutdown occurs, funding for travel and participating in the competition will be impacted. If the federal budget is not approved, funding will not be available to support attendance at the competition. uh we'll find out on the end of January or February 1st if they pause all the funds for for these competition. It's not just

JRTC and it's it's for all the competitions and really the whole government whatever they use the funding for it stops a lot of thing that's also dealing with the military too not just JRTC. Uh so that's the bad news. But if they do approve it, um the army will pay for the flights, will pay for the hotel, and uh the food will get uh taken out from our budget. Um what'll happen is I'll pay for it up front and then I just get reimbursed for the hotels, the rental car, and everything. So we're requesting approval uh to take them across to this competition if funding's available. >> Penny, any questions? Miss Jordan. >> Well, I hope funding becomes available. >> Me, too. >> So, you know, they can have he can u have this opportunity

to participate. And we thank you so much for your time with with the students. Thank you very much, >> Miss. Well, I think the issue is if funding's not available, that's my understanding, the competition is probably not going to happen because there's not going to be other kids to compete against. >> Yeah. No, no kids, >> right? >> Yes, ma'am. [clears throat] >> Mr. Ardondo, >> thank you for your support and for Mr. Oscar also. That helps out a lot. >> Uh, and for encouraging the kids and being once again a mentor. Yes. >> All that. So, good luck. Uh, I'm sure it'll be a great experience for the student. >> Yes. Yes. Getting on a flight and just experiencing the airports and all that. So, >> yes. >> Um, he'll be in good health

with you. So, >> thank you, >> Miss Gonzalez. >> I hope that me too. >> Yes. >> Thank you, >> Mr. Vdio. >> Thank you for going above and beyond every morning at 6:30 whatever time. >> Yes, sir. >> Till the school start. Thank you so much. It showed them what the kids how the kids are performing. Thank you, sir. Yes, sir. Thank you, >> Miss Vela. >> Um, thank you for coming here tonight and also sharing that information with me because it's kind of I mean to know that our students going out that far and what it takes to get there and um that's that's quite a challenge from what you explained. So, if you'll extend our congratulations uh for reaching this level to our awesome Oso Bear student uh let him know that

the board is very proud of him. Um and we appreciate your time and your commitment to uh the students. Congratulations and good luck. >> Thank you. >> I got one more thing to add. I forgot. Um my team as in four um they would have took the top 30 we made uh 31. So by one point >> I didn't I wasn't able to take the rest of the team. >> Yeah. So >> and I tell them every shot counts and I can see >> those cadetses that usually get eight and nines could have got a five and that one five cost uses that one point. >> Wow. >> Definitely. Thank you so much Mr. Well, Colonel Vela who's not here and uh Mr. Maldonado. Y'all are instrument so instrumental in the lives of these students

to get them to where they're at right now because without y'all's expertise. Yeah, that's that's something to say. Definitely. And please, yes. Extend our congratulations to the student hassle. >> Yes. >> Is he going into the army military? >> He's enlist. He already enlisted in the military. He'll be leaving in uh June. >> But it's the army. >> Yes, the army. >> Okay. Great. Great. Yes. Uh tell them congratulations from the board. >> And whatever else we can do as far as the funding, just let us know. >> Yes, ma'am. Thank you. >> Thank you. >> Oh, is this an action item? >> Yes. >> Okay. [clears throat] >> All right, then. I need to hear a motion and a second for agenda item 7A. I make a motion that we approve [snorts] the out

of state travel for West High School Jerent [clears throat] at Camp Perry in Fort Clinton, Ohio. >> Second. [laughter] >> Okay. A motion has been made by Miss Gettis and seconded by Miss Jordan for agenda item 7A. We'll go ahead and vote [clears throat] >> I >> This motion passes 6. We're moving on to agenda item 7B. discuss and consider taking action on out of state travel for Miss Kimberly Moore, superintendent of schools, who will will be attending the US Prep Learning Tour in Little Rock, Arkansas, February 10th through 11th, 2026. Miss Moore. >> Yeah. So, um, US Prep is the organization that what was um basically um a grow the Grow Your Own grant became the strategic staffing grant. So, we've been awarded that grant for this year and next year. And that's where

we have um four students that are placed um in the district from day one, literally day one, like they started July 31st when the teachers came back and they're here all year long. And um so that's the residency program. And so TAMU CC is our uh IICH partner with that. And so I don't exactly understand how the funding works. I just know that I'm not paying for anything. So they invited um Miss Davis has gone, Miss Gomez has gone to um see this I guess it's an annual kind of conference where you learn about the best practices for doing these residency programs and I think they actually went and saw classrooms um where they were doing these best practices and um again the university is paying for everything >> or US Prep I don't know

through US Prep but I'm the district it's not costing the district any money whatsoever. Okay, I need to hear a motion and a second for agenda item 7B. >> I make a motion that we allow more to be out of state travel. >> All right. >> Okay. A motion has been made by Miss Cutis and seconded by Miss Gonzalez for agenda item 7B. We'll go ahead and vote. Hi >> Jordan. >> Hi Gonzalez. >> Hi. >> I This motion passes 70. >> Moving on to agenda item 7 C. Discuss and take consider taking action on appointing a board of trustee to the current vacancy in the policy committee. >> Um so I'm not sure when we initially appointed that policy committee. year or more ago. Um, but right now it's we've had Miss Jordan and

Mr. Arerodondo. Um, and we need or we're open. I think they're they're wanting a third person to be a part of that committee. And so normally, I guess ideally we meet two to three times a year. It just depends on, you know, the updates. But um let's say two to three times a year for a couple of hours >> basically is the commitment. >> Yeah. Um I think we've all well most of us have been on it and so it's time for you know get new blood in there and um I know like this past time gosh y'all had a lot of updates >> and it's a lot you know of course we've read it at home. I hope y'all have because it's a lot of stuff to cover, but we do count on those

committee members to really bring out the focus. I know they're all should be focused on, but the primary focus that we really need to be aware of, but you should have read it. That's why you hopefully everybody's aware of all of it. But we do count on Miss Jordano. We count on Miss Jordan. We count on Gutierrez when she was on there to get us those updates and get us the highlights. We count on Miss Gamas to do the same. So, we're up for any volunteer who would like to uh be on the committee. Anybody want to nominate? >> I nominate Miss Elizabeth. >> Miss Elizabeth Gettis. Good is officially on the committee, but I think she's the one who stepped down. So, I don't know. >> Stepped down. [laughter] Miss >> Bella. >> We

usually meet from 10 to 11. About an hour, an hour and a half. >> And I'm sure you'll accommodate for people that have >> We always accommodate. Always accommodate. >> Yeah. >> Oh, I know. >> Yeah, we we accommodate. >> Yeah. So >> we we didn't want to leave it just fake it and just say well we lost one member. We wanted to give the opportunity to the board members to see if they want to join. Um >> because three sets of eyes is better than two. It's a lot of information. >> You know we said well we'll just go with two. No. Let's let's bring it up to the board and let's see if anybody else wants to join and at least we've given you all the opportunity to come on board. If not

well it's just going to be Miss Jordan and I. Yeah, because if one of us is absent, you know, from it, it makes it very difficult. >> Uhhuh. With just the two of us >> and they will accommodate for people, you know, that have to work. I know that's for a while. I I could never be on it because >> they weren't always accommodating. Not y'all, but I'm just saying in the past and I couldn't be here from 8 to 3 because I was a teacher. So, u but I know y'all are very accommodating. You want to give it a try? >> Get that third uh committee member. >> Okay. >> New blood. New blood. You're definitely new blood. >> We need a motion. >> Yes, we do. >> Ready? >> Yes. I make the

motion that Priscilla will be our next policy committee member. >> All right. A motion has been made by Miss Gutierrez and seconded by Miss Gonzalez for agenda item 7C. We'll go ahead and vote. I [laughter] >> and >> I this motion passes 70. Thank you, Miss Vela. >> Thank you. >> Truly appreciate it. >> Okay. >> And others be thinking of it for next time because I'm sure Miss Miss It might be Miss Jordan or Miss Aodo who want to step down. Of course, you don't have to. do not have. All right, we're going to move on to agenda item 7 D to conduct the first reading on the f following Westtoso ISD local policies according what can let me finish reading it. [laughter] According to TASBY localized policy manual update 126 okay we've read

the general one. I'm not reading each one of these uh because we are going to go over the highlights. Miss uh >> Gamish, it's it's you. >> Okay, there we go. [clears throat] >> Update 126 was very challenging. We had 28 local policies that are going to be reviewed. >> So, we're just going to go over the highlights. One of the things that of course the board agenda posting went from 72 hours to three business days. Oh, >> facility. >> Oh, yeah. We're just kind of >> Okay. The facility's contract threshold went from 50,000 to $100,000. >> Pay leave can no longer be used concurrent with FMLA. >> Wow. >> I didn't know that. >> Yeah, that's something new. >> Um, >> background checks. We'll continue to do our background checks. the legal framework. We

need to continue to post the legal framework just to make sure that we're in compliance. We are now working with cyber security the to make sure that we're covered in all areas. Artificial intelligence, everyone needs to be trained with the AI that's so popular these days. Mhm. >> So um CSI superintendent is directed to invest designate private spaces in accordance with the necessary and then we talked about >> I see your face. So that's those are the things where um kind of the bathroom component stuff so that you have single gender or >> single stall bathrooms that are non-gender specific so that >> it's a nurse's office. Yes, in the nurse's office. >> So, what they have is if you're the boys bathroom can only be gone to for students that were biologically male. The

girls bathroom is only for students that are biologically female and staff members. If somebody is someplace in the middle of all that, then there's going to be a single stall, single thing like in the nurse's office that that student could go to or that adult could go to. >> But they're not building it because it the nurse's office is >> designated. It's a facility. >> Okay. >> Another highlight was the consideration of uh employee complaints. They have to be heard at level one. If they're not satisfied, there's 10 15 days that you so that you can >> So, what was the difference on that? >> It's just the days the placement the days that uh for the to be heard. >> Oh, I was going to say, >> right, they're giving they always had to

be heard, >> right? >> But there's just a difference in the days now, the timeline. >> Employee standards of contact of conduct, we are to report of course all suspected misconduct to the state, which we do. uh instructional plans included the course syllabus, parent requests for instructional material. Any parent who wants to come in and view the instructional material, whether it's new uh material that's being adopted or material that we already have, they have the right to come in. >> Do we not have a committee for that also? >> Yes, we do. >> So, they can also volunteer for that. >> When we have a new adoption, there's a committee. Um, we have parents should be allowed the opportunity to have two parent conferences with teachers throughout the year. We have a a parent portal

in the district which is very it's up it's always being updated >> as far as the parent conferences but we do as a school district require more than that >> with the parent portal. >> No the parent conferences two. >> Yes. So the they have the opportunity to come I mean to schedule a parent conference if it needs if it has to be more than you know sometimes parents have to come in four or five times throughout the year but yeah but I would think >> they can schedule it right >> they can schedule it also >> no but I would think that as I'm just saying exactly I mean >> they get reports or >> I know when we work at the other school district you better have your parent log you're calling parents

but start talking about face toface conferences. >> No, that included conferences. We do have one afternoon that >> in the fall and in the spring >> which would not necessarily always be but it was considered a conference too, >> right? Like you would expect your teachers to be in communication because you will have some parents that don't care to talk to you, but you as a teacher want to make sure you have those conversations and they're there just because oh well the Westo only requires two conferences. I'm saying >> I mean the way the policy is more like what they're offering they're need meaning to make sure that there's going to be at least >> yeah but I would say I would think >> but we're available whenever I mean there's guidelines when students grades

>> bubble >> you're saying we're available as to if you want to you want to I'm saying as a teacher are you not in communication with all your students parents >> yes this is saying designated parent conference days that you have to have two days on the calendar that are the >> Do you have where you have parent logs that only I've only met two days two times with that parent? >> Now, what this is talking about parent conferences like on your calendar, you need to have at least two days throughout the year designated where we do like uh either early release or >> not including the parent >> not Yeah. Not including anything to do with those parent lines. >> We have that. >> Yes. Every campus has that >> and that's actually part

of parent square now is that all of that communication is also we have access to all of that. >> That's what I was talking about but have that communication with that student's parent because >> an additional >> right you set set a set aside time within you know usually within the school day. >> Make it clear because the way that it sounds it's like oh we only have to meet with them two times a year. It needs to be to where we're expecting our teachers to have that rapport with their parents because it's it's well it doesn't always happen. And so that's why you have parents that are never going to call you. They don't care to call you. But I think it's up to the teacher that hey we need to talk here, >>

right? The new law allows employees, including nurses, to administer non-prescription medication to students. But the parents may bring in Tylenol or some sort of cough medicine if they're having something minor. >> In the original bottle. >> Yes. >> There's also a provision uh teaching staff must be made aware if there is a threat against the school, the campus, and we do that. And then of course if we have a an employee who has engaged in any type of misconduct, we do report that. We also need to notify make parents aware of the uh misconduct that occurred if their child was involved. Child abuse, it used to be 48 hours to make a child abuse report. It has now changed to 24 hours, which is much better. Mhm. >> Uh we need to there's considerations for

revised parent complaint policy. So parents must have the opportunity if they don't agree with a with a decision that was made at the school. They have the right to come in and and let us know how what they feel about it and their side of the story. Um video audio monitoring of course that does take place. to the use of video. We need to make sure that it's monitored to censored to make sure there's nothing inappropriate. Parents are involved in disciplinary action placements and of course we do that before any student goes to DAP. There is a hearing held at the campus. So we're in compliance. So it used to be that only individuals in the state of Texas who carried a handgun license were allowed to carry on a campus. Now it's changed for

even if you're from out of state, you're still if you have a license, you're allowed to have it in your possession in the vehicle as long as it's hidden and not visible to anyone that's walking through. >> So today we had our first hearing. The second hearing will be February the 23rd of 2026, which will be next month. There was a lot of policies. The committee worked very hard. Mr. Adondo and Miss Jordan, thank you so much. We went through them. We discussed them. We spend a lot of time there. So, thank you all. >> Yeah. And a lot of these, as you can tell, are policies that we already had. We were already utiliz right. So, now they're in policy. >> Do you have anything to add, Miss uh Jordan and Mr. Alzando? >>

I would just say that a lot of this stuff we had already implemented, but there's a lot of new stuff also. >> Yeah. Um, >> but like the parent portal, we already we were already up to date on that. Some of the other issues, um, we we've been in compliance with that. And I think when you talk about changes in dates, we're talking about calendar day versus business days. >> Yes. >> So, if there's any confusion on >> what did these why is it 10 days? Well, now it's uh business days. >> It's three business days versus 72 hours. So if like today our meeting fell on Tuesday, we had to report on our website that we were going to have the meeting by Wednesday, I believe. >> Right. By Wednesday, >> instead of Right.

Right. Or Tuesday, I'm sorry. >> Right. So if normally if we have it on a Monday, then it has to be up by Wednesday. >> By Wednesday. Correct. >> That's the discussion that we had. >> All right. >> Anything else, Miss Jordan? >> No. >> Okay. All right. Thank you so much, Miss Gamas. And so we'll have the second reading when? Uh, next board meeting next February 23rd. >> Okay, thank you so much. >> And remember, we did this uh driveby because all board members should have already read all those updates. >> And we'll probably do the same the next time. >> All right. So, the next time, do y'all go over just the same things over look at it, fine tune it? >> We don't meet again. We just bring it to the board

again, right? >> Yeah. bring it to the board just for the second. Okay. So, y'all don't meet again. >> We don't meet again. >> Meet in the first session. First time >> before it comes to the board the first time. >> Okay. Yeah, I forgot how it worked. Okay. Thank you so much. All right. We're going to move on to we did 7D. That was just a presentation. Okay, we're at superintendent update. Miss Moore, agenda item A through K. Um so yeah, we kind of hit the ground running back in now in 2026. There's a bunch of activities going on a lot of some you can see our competitions. Um I think for the first time Dr. River we uh sponsored we hosted the floor floor ball competition which is like um kind of like

field hockey but in a gymnasium. Um last week we had robotics. Um the kids, the junior high had their science fair last Friday and the other uh campuses are having it uh the end of this week and then Monday in preparation for the regional fair next month. Um and let's see, you can kind of read all the other events. I think the junior high is having a formal dance at the end of the month for the first time. Uh which should be nice. And um like I said, we're your the rest of your goodies will be forthcoming and now we'll be able to post really nice pictures of everybody on Facebook so that um when the time comes. So I feel accomplished. I hope you all do too for that one. So um other than

that, I think we're super grateful and part of our prize to you guys is we had uh well, I guess it's dark, but we're leaving relatively early. If you have not gotten your food, please get your food.
