001e e e okay board members please turn your mics on do I have a corn yes we do okay oh see Alber okay agenda item one a b public hearing public hearing 2023 24 the district annual report the Texas Academic performance report as advertised via press release hey good afternoon ladies ladies and gentlemen I'm here to present our westosoisd Texas Academic performance report for 20 um 23 24 this academic report is a comprehensive Reporting System defined um by Statute provides parents and Community a snapshot of District campus performance District campus profile District performance and uh contains all data used to determine District campus accountability ratings although we do not have accountability ratings at this time um this is our 2000 it's always a year behind our 2223 uh student achievement you can see the district

002compared to the state we are above the state um TSI and both subjects were way above the state and Associates degrees we are above the state as well so really proud of that high school so this next slide um is just a breakdown of our district profile it does show you um by demographic how many students we have in the percentage our subpopulations our Eco disadvantage emergent bilingual how many D placements we had and how many at risk students the next table has how many bilingual ESL students how many students are enrolled in Career and Technical education classes how many gifted and talented and how many special education students the next report we have is our attendance and dropout rate our attendance rate for the state was 93.3% we are at 91.9% so we are

003lower than the state but higher than last year so last year we were at 89.6 for the year and this year we're 91.9 so we're going up but we're not high enough yet um our annual dropout rate 1.8% graduated class of 2023 92.3% and continuers is 95.4% this is a district profile a breakdown of Staff information total staff 3.2 professional staff 186.65 [Music] but I know classes will tell you H not it's not 13.7 so next it's a breakdown of our teachers by highest degree um with no degree bachelor's degree Master's and a doctorate so now for our district as star performance for all grades all subjects and the approaches level approaches is it is passing but below your grade level the state average is 75% we're at 67% for meets state level is 48

004we're at 36% and Masters the state is 20% we're at 9% so all grades in ela and reading you can see that the state is at 76% and the district is at 69 at meets state is 54 we're at 38 and Masters 22 and we're at 8% in math 72% district is at 62% meets 43 district is at 31 and master 177% and 7% I can say um our teachers are working extremely hard in the classrooms um we have challenged them to try to get our meets and Masters up and they are working extremely hard um they're doing all they can with the students differentiating doing thinking outside the box to get these students to learn and it's been doing great and you'll see in my next report how good they are doing so um

005so today is the public hearing the taper report can be found on the tea website our district website and your campus offices we have included the link as well oops so that's it yeah okay so we don't have any speakers for public hearing 1 a um no I believe not no all right we're going to proceed to public hearing 1B pursuant to Texas government code section 1 180.7 regarding the proposed voluntary early notification of resignation retirement in incentive program and voluntary early notification of resignation retirement incentive agreement Miss Moore yes so the this is the third year that we've asked the board for this what it allows us to do is um well if the board approves we'll be push we would push this out on Wednesday and ask staff to respond by the day

006after Spring Break um if they're planning to retire this year or if they're planning to um not renew their contract if it was offered to them and by doing this early and they get $500 it really allows us to plan better for next year so that um if we need to fill vacancies we get to fill them with kind of top tier people rather than scrambling at the last minute to try to fill vacancies it also allows us you know internal transfers if people want to transfer within districts which just gives us a clearer picture of where those um vacancies are okay okay this is pursuant to Texas local government code section 1 180.00 SE 7 uh please bear with me but this needs to be read after this public hearing 1B board the next

007item on the agenda is a public hearing pursuant to Texas local government code section 1 180.7 which requires a public hearing to be held if any payment is made to an employee or former employee that exceeds the contract amount owed to an employee or former employee as such this item has been properly posted and a sign-in sheet has been provided for the public to speak if they so desire there is an agenda item tonight that the board will consider a voluntary early notification of resignation retirement incentive program and agreement and release with employees of the district Who currently are under contract with the district the district will consider for approval a one-time incentive offer to professional staff currently under a probationary term or non-certified contract who provide notice of early notification of resignation retirement by

008March the 18th 2025 effective at the end of the 2024 2025 in exchange for a total amount of $500 number one the public per purpose if the board approves the F voluntary early notification of resignation retirement incentive program and agreement and release this payment will be offered to end the contraction ual relationship with the employee which serves a public purpose for the district item number two the proposed payment to be made if the board approves the voluntary early notification of resignation retirement incate program and agreement and release and a payment of $500 for professional contract staff who provide notice of early resignation by March 18th 2025 the resignation to be effective at the end of the 2020 2024 2025 school year this proposed payment will be made to the employee upon execution of the voluntary

012is here um is Miss Amanda Gonzalez I don't know if she was able to come or not but if those Lucero I mean Mrs scusa and Mr um I mean Miss Selenas if you guys would come on up I want to say something about science fair um when I first came to the district um I think JFK was doing science fair and again Marcy's not here at a campus level but we had not competed in the coastal Ben Regional science fair um I'm not sure in the history but not recently and that first year 20178 I set a prayer that we would have one winner and we had one winner so then I decided I need to pray a little bit with a little more faith and so um I'm super excited this year um

013they re rearranged things a little bit but we have 35 students that are going to be recognized and so um this district has that's why this room is so full and so it's like problem but thank you parents for your support um and um so I'm going to let them help me out with calling names so here's the list Mrs cusia if you would do elementary all the elementary and you can do all the secondary thank you let's maybe recognize Elementary first and then secondary because I think it will be real crowded for a picture um starting with kindergarten we're going to start with third place Elvis in chemistry next we have third place KAS in chemistry um next we have actually a preschooler which I'm really proud of third place Andrew and physics and

016we have Miss caralina wera she also received some special Awards she was the recipient of the thermal Fisher Scientific innovators award as well as the lemelson early inventure prize so she was selected for the special award very awesome and then also a first place group Aston Branch Azie ptis and Sean on over streak good job these young men also were recipients of the thermofisher scientific innovators award congratulations they also had a second place group um Aiden Fuentes Xavier PES and Alexander Galvan I have and then um we'll go on to the winners from high school uh my second place team in the embedded systems category consisted of all seniors which Unfortunately they couldn't be here today Miss Leslie Davis Jad Johnson and Isabelle Ramos and then we have a second place winner in the Robotics

017and intelligent machine category Mr Chad Aila congratulations to all of our science fair winners great and our um all of our six through 12 students will be advancing to the Texas science and engineering fair that takes place in the end of March in College Station so this group plus a few others well before we move on to agenda item 5D I do want the board to uh say if they have any words or comments Miss Jordan oh I just want to congratulate everybody all the young men and women you all worked hard and congratulations yes and to the parents misses I want to say congratulations to all the students the teachers the parents because it takes all the BS to do to work with them and the students that are going to go to where

018did you say College Station College Station congratulations to all of you yes Mr Arondo uh yes congratulations to all the winners uh and once again thank you parents for your support continue supporting them a lot of them are probably going to be in the top 10% from what I can see so keep encouraging them thank you Mr VI off awesome awesome awesome great job Miss Val congratulations to all the students and their parents so we know it takes a lot of work uh into these projects and uh we we just have some shining kids and we we appreciate you guys we do congratulations and I want to say dto to everything that has been said but also to make the comment at piggyback a little bit off of what Miss Moore said we haven't had

019this many recipients as far as the science fair projects so kudos to the teachers that we have because they have been sending our students I mean Miss Jordan and Miss gutieres can attest to this because we've been on the board for several years and I have to say this is the first time and for her to say 35 of our of them are going to no well 35 got like awards from elementary a yes so 11 qualified for the state compan that is quite an accomplishment and that just I I mean I have to say kudos to the teacher because I know we've had the these discussions before between Miss Jordan and Miss Jordan Miss Moore and the board stem is growing stem is a big field right now where they are hiring people uh

020to get those jobs and these kids have a head start because that's what it's all about so kudos to the teachers but also to the parents because you have kept on them to perform the way that they have performed they I don't think they would have performed that way at those compet policians without having the backing of the parents and our teachers so thank you very much all right we're going to move on to agenda agenda item 5D the presentation and discussion by raise your hand Texas I'm sorry we have one more group The robotics group I'm sorry it's okay okay item 5 C the recognition of the first Lego League robotics competition I am sorry and there's going to be duplicate she'll see you have your name your name I know you hello I

021am the coach for uh the westa robotics team both at the elementary level as well as the junior high level I have my helper at the elementary School level here miss Zano she is there every day during practice to help with the kids it's a lot of work the kids have put in a lot of hours both on the weekend as well as after school and they have these are the students that were able to advance to the uh Regional championships that we went to in Austin so without further Ado this is my fourth grade group Lorenzo gon meline Gus and Aaron Nash fourth grade apparently didn't show up all right fifth grade group Jazelle Aguilar Adan Ayala yis azua Arya Davila azarine Kendall leas Emory Nash Preston Ron janiel V and Dwayne Woods and

024the qualifying event and then they here with 10 schools and then the stud the two three groups that advanced then went on to Austin so we hosted not only you know put the teams together but hosted the entire event here yeah way to represent I mean that's another great representation of West Doo and the all the upcoming uh events we see coming thank you so much Mr Garza and Miss um bro zirano okay thank you so much and thank you again to the parents okay we're g to move on to agenda item 5D the presentation and discussion of raise your hand Texas regarding the overview of the current state of the legislature Miss Sophie thoris hi good afternoon everyone my name is Sophie toris I'm a regional advocacy director for raise your hand Texas um

025thank you so much to Miss Moore for the invite I'm just going to give you guys a very brief highlevel overview about what's going on in Austin as we're talking about the legislative session a little bit about who raise your hand is um our mission is to educate engage and activate Texans through public education policy and advocacy we do this through um Grassroots and grass tops relationships we do do this through policy analysis and then we also do it through legislative advocacy as well um I'm a regional advocacy director for raise your hand so my my job my sole job is to go to districts all across my region from San Antonio town to the Coastal Bend area and talk about public education policy what's happening and how we can get more people involved um

026and also for them to understand what's happening in Austin um so I'm going to give a really brief overview on the landscape of what's going on we hear a lot about public education because it is the biggest part of the Texas legislative budget it's about 34.9% looking at this by an by anym um so that is the biggest chunk of change you can say that the legislature spends goes towards public education so you keep hearing it a lot in the news most currently the events leading up to the session we have to actually go back two years to the 88th legislative session so during the year of 2023 there was the regular session from January to May which is 140 days right and then there were four special sessions called by the governor during that

027entire time um school districts like West Oso didn't receive any additional funding right I'm sure you had some budget conversations over the last year or so of how do we deal with this um from there looking at last year there was primary elections where there was a lot of outside money and lots of involvement by state officials um but as I mentioned school districts began to discuss their deficit budgets across the state unfortunately we had the com controller come in tell the state that we're looking at a 21 billion Surplus as we're heading into this 25th 2025 legislative session um and then at the end of the day the election kind of stayed the same there was ultimately no number changes in the house or the Senate so that gets us here to the 89th

028legislative session we're in the midst of it we have about a hundred days or so left to that June 2nd um siny die day so it really is par amount for the legislature to do something to help school districts because if you don't you're living with the consequences for two school years right you're living with the 25 26 school year and then the 26 27 school year so it's really really important for the legislature to do something um on average there's about a thousand education bills a 100 or so pass but the biggest thing is this those last numbers all the way on the far side there's about $ 51 billion dollar that the state has to spend at the moment um in Revenue both in their General Revenue fund and then in the rainy

029day fund as well um so the state of Texas does have a lot of money and as a former staffer for elected officials they hate being in this problem because it's so much easier to be like oh no so sorry we don't have money to spend um but this is where we are in the Senate um they did change the committee name it also decreased the numbers from 13 Senators down to 11 Senators um in this area Senator Adam HOSA does serve on that committee um and so that is a great Ally and Resource as far as for this community to to be able to talk to him um and then in the house public education committee it those numbers actually increased from 13 members previously to 15 members um Brad Beckley continues to be

030the chair and the vice chair Diego Bernal is from the San Antonio Bear County area what to expect as some of the issues that we see as an organization probably coming up a lot and taking up some of that education air will be the overall voucher education savings account debate that's already happening at the moment school funding additional property tax relief this has been a priority not just for the governor but also for the lieutenant governor additional funding for school safety culture issues like library books curriculum diversity equity and inclusion programs student treny and discipline cell phone bands has been having a very large conversation up in Austin of legislators wanting to ban cell phones in classrooms and in schools um ban to taxpayer funded lobbying and then more restrictive Bond elections for school districts

031or entities that decide to go for a bond um restricting the language and what entities can do before for educating communi so they're looking to add more restrictions and making it actually harder for the Community to understand um one number that you guys will hear a lot is um $5,500 that goes to per student to to districts um I know the graph is kind of small but I think we all know how to read a little bit of a graph um the blue at the bottom is what the state funding is and you can see that across the board for those 10 years it kind of stays the same that gray bar in the middle is school funding when it comes to local local property tax increases and local property tax funding so you can

032see that as funding and local property taxes go up that is how schools get funded right and then the green at the top is really the federal funding specifically that came in with Esser that we had a lot of and um schol free and reduced lunch so there has been an overall increase of 48% since 2011 but that state funding that blue bar has really stayed the same so what is included in that amount um it's other isds and Charter Schools it is the your regional service centers it's state and federal vendors it's pass through for TRS but really at the end of the day tea says about $10,800 of operating cost is making it down to school districts per student and this varies per District um in some districts that I worked with and

033talked to um that number is less than $10,000 it's about $9,000 so that's really what's making it down to schools and into classroom which is really important um as an organization we do a lot in the realm of advocacy so this is a Shameless plug um we have a really great newsletter that comes out every Friday um that talks about the legislative session talks about that week gives you one thing to do and then four or five five things to know super easy to understand um we also have some really great resources online one specifically is How are schools get funded it's about a three minute video that just tells you um how our schools get funded in really simple easy ways we always recommend for you to call and email your legislator to let

034them know what you believe should happen during the legislative session as a former staffer I know how important it is to hear from constituent and receive those calls my job in one of my off offices was literally to answer the phone and jot down and take notes and tally how many people were calling from where and then at the end of the week giving that to my boss um let them know what you want to hear and then also spread the word um right now is a really Paramount time for for um our public schools that we need more people involved and everything to to be able to share because policy decisions don't happen in a vacuum you guys are here tonight and you guys have discussions up on the DI and within the community

035every single day and that's how it should be in Austin as well advocacy is not lobbying you guys are not paid but thank you so much for your time that you spend here each and every week um you're educating policy makers on something that's going to impact students and get their attention and at the end of the day effective advocacy is about building power and so I just want to say thank you so much for the invite Miss Moore um I am here to answer any questions that you guys might have on on Austin and what's going on um but then also if you guys want to sign up for our text alerts or our website or anything like that that's the QR code on there as well okay thank you very much uh we'll

036start with Miss Jordan do you have any questions no I just want to thank you for being there representing us and to make uh like we get making sure that we get our share because it is a need for public schools and uh because uh these last couple of years it's really hurt us since we didn't get the money and so everybody is is is doing the best they can to stay above and I thank you for what you're doing for the district thank you Miss gatus I want to say I am a part of the raise your hand for Texas I do get their notices every Friday and I do read them and I believe that we do need to be in Austin we do need to to the vouchers I I'm totally against

037and I'm totally against Mr the commissioner of Education to say that he is for them I think we need a new commissioner because he is the Texas Education commissioner which he should be for the public schools helping us the public schools not the uh the charters and the private schools so I think it's time we stand up and we say something to that and we need to contact every single one I've written to everyone that's in that house I have written to every one of them so I I think that that is awesome what you do that you go and you talk so but we need to continue to do it we need to get stronger on that AB do thank you for coming thank you Mr Arondo I also uh attended some of your

038meeting for raac your hand I do get your newsletter I'm of the opinion that uh it hasn't really moved the needle advocating I'll give you an example two years ago the legislature tried to pass vouter they didn't you keep writing all these letters nothing happens I think part of your strategy should be to get out the vote because when they didn't pass vouchers two years ago they brought in their own people they ran them and they got the votes now to do that so we got to beat them at The Ballot Box you can Advocate all you want so you're black and blue and purple but you worked as a staffer your disappointment of doing all that work to pass that bill and at the end it doesn't pass because the bill because the votes

039weren't there yeah so I really think in your strategy you need to put it in there let's get the votes because I believe the votes are out there teachers administra administrators throughout Schoolboard trustees throughout the state of Texas I think we have the numbers I think we need to change our strategy yeah so we do a lot of get out the vote stuff as well during the primary leading up to March i h raise your hand here in the region hosted a candidate forum for those that were running in able herrera's hd34 seat um and we also I hosted some voter drives and things like that it's really just how do we get more Community involved exactly you need to get the people off the couches on on Election Day or and it takes all

040of us it takes an entire community in your application all I'm saying is let's try to get out the vot absolutely thank you let's work together Mr viel thank you for coming you sound very very competent thank you you're very impressive I'm glad that the staff get to know who you are and what you do thank you for coming absolutely thank you Miss Val um I have no questions but I really appreciate you coming out and giving us this valuable information absolutely thank you yes thank you so much we did meet up with some of your people at the last uh the summer Institute in San Antonio LSI LSI yeah or SLI S I got the letters right yes I know oops it's loud last month we did a presentation as well and um somebody

041recently asked me to re to review House Bill too um and I was looking at it and one of the things that the when we were across the street at the food bank they indicated that there might be some stuff looking at funding by enrollment but not instead of ADA but I'm not seeing that I didn't see that in House Bill too I haven't seen anything on House Bill too as far as the larger Bill there has been a separate bill that has been introduced um a separate bill that has been introduced to look at enrollment versus Ada um but I don't know where if that's going to be added in or what's goingon to happen on that but there doesn't seem to be too much traction on it as far as hb2 itself there

042was not so one other question with that house bill too it's um just for for everyone here's sake um the house bill towards vouchers is a little bit Kinder gentler voucher it's not it's not great but it's it is would you kind of say It's like because it's saying instead of the 10,000 it's saying 85% so would the 85% be of the proposed 6,380 do you know you don't know okay so um I can get that information okay later this week so that the I mean who knows it's probably gonna go through edits and things like that but the house bill that came out last week which was the big old education funding bill was proposing raising the um the 6,160 to 6, 380 which is of course yeah yeah if you looked at the

043slides from last time it would have to be more like a thousand or more dollars to keep up with inflation so it's just a tiny drop in the bucket um and um I have been asked by somebody to review that so I'm going to take that seriously and do that um but I as far as I got that it didn't seem like it was doing anything with enrollment it was all still just Ada I'll send you the information that we have okay perfect yeah and regarding that last uh election where youall say you did have a a forum and all so but do yall try to be nonpartisan we are nonpartisan so you all are yeah we invite even though you know the other side does is going for vouchers for our candidate forums we

044invite everyone that's on the ballot um we don't well because she wanton by a landslide and I mean that's a person that is Mone yeah that's what I'm saying so I'm sure that's what's that's what's really putting these people in I mean the governor even said he came down to Texas to support her 100% and to me that you all you're saying you're nonpartisan but at the same time if you're not for vouchers I mean where you're walking the line well partisan means parties so but mean you can there's Republicans that are anti vouchers well yeah but I can count them on my one hand okay I'm saying for the majority who's going to vote for vouchers who's not going to vote for vouchers I think that we did a big disservice to that guy

045to not support him full force but you know I don't I don't have a million dollars to give him I don't think they I don't either yeah and that but that's what I'm saying I think that we got to take a stand because we have to let people know that we are not for vouchers because they are literally taking money from public education we're barely making it we don't have that excess money that we need it right now because we're trying to send our team off to state but we don't have the extra money where they needed a charter bus or they needed to go and and I know these but these are still things that are related to education we don't have that extra money we'd love it I mean we we already have

046gotten criticized by parents that's saying oh my God we're having we're going to stay in this and that and y'all can't even Charter a bus or y'all can't even let them spend the night things like that and that's what really I was telling Miss Mo I know they think we have an endless bucket of money because our general fund is 3.5 but really we don't we don't because that is for our rainy day when that hurricane hits or something or two boilers go down in one week you know something for example right off the bat so it it it kind of irks me that you know we say we're not for vou cures we even have you know people in the education system but they support that Republican party and and it hurts us it

047hurts us a lot I think at the end of the day we have to decide when we go to The Ballot Box what's the most important thing um and what we say is we have to vote for public education um and so that's how we continue to be nonpartisan and nonprofit because this is the only issue we advocate for and talk about is public education and so at the end of the day if someone chooses to have that for front in mind when they're at The Ballot Box that's up to them to decide how they choose to put that those priorities into practice but it yeah and but at the same time it's like he said we we need to get that vote out absolutely Democrats you need to go out and vote because that's

048how you said Republicans voted uh for vouchers those that didn't aren't in office anymore so there are a lot that that's at The Ballot Box goes back to The Ballot Box we need to probably be careful as a board to though my question is going to be and I don't know I've heard of it but I don't know on the Texas Constitution it states that if ever the state of Texas has a surplus of money it's supposed to go to public education I do not know that okay I'm sorry I can find out right because if that's the case you know Lo where is the money why is are we not getting the money they always write in a loophole in there I'm sure the Republicans found I can get that information it to miss

049they said that about the lottery exactly that was supposed to go to public education they still say it I heard it in the radio today public education and Veterans yeah but I I just I I know I had heard about it I have been meaning to look it up but uh it's just if that's the case who are they to say well we're not going to do this but and and it's just that's the constitution of Texas we they should be followed we need to do something if it is we need to do something about it well I think with with them also it's going to take the boards and and all boards all boards all boards to go out and to The Ballot Box it's just not going to be left up to them

051absolutely and that has been a thing for many years because even when my kids went to private school they were already asking us to walk so that we could get a vouchers but my belief is if I wanted them to if I wanted them in private school I paid for it and $800 a month is $800 but I chose for them to go to private school for a reason so that and any parent that has the right to take them wherever they want charter school private school wherever you want but if it costs you need to pay for it it shouldn't be us paying for for them and that's how I felt I've always paid for my kids to go to private school so I just think that that's what the parents want then pay

055time um we uh were notified that I think I notified board that we were going to have to that West Wester junior high was a Improvement required campus back in September when we were at um Tassa tasby and then we just kind of waited on esc2 and ta for information um on what we needed to do what that meant and essentially we it was been very slowo so they got trained on what they actually needed to do what they're going to share with you today they only got trained a month ago and so they had about a month then they had to get a visit so basic from someone from esc2 so they had a very short period of time to turn this Improvement plan around and just so yall understand they're going to share

056this the plan is starting this year but it's really a plan we're starting it this year but it's a plan that they're going to be also implementing for 25 26 so I again also want to remind you because Dr Castillo has walked in you know this is her first year on this campus and so um she kind of got handed okay you're you know you have an improvement required campus and so she's really stepped up to the challenge um her staff has stepped up and as is Miss Pinder and um you'll kind of see a lot of what what they've done and they've implemented a lot already and then they have plans to implement a lot more to improve the campus so good evening today um we will be presenting the comprehensive support and Improvement

057plan for West Doo Junior High School um prior to presenting the details of the Improvement plan I'd like to talk about why the junior high school was identified as a CSI campus um so the state accountability system holds schools accountable in three areas which are student achievement School progress and closing the gaps student achievement is the overall performance of all the students per subject area on the star School progress is divided into two parts Part A which is academic grow growth and Part B which is relative performance academic growth is the amount of improvement or growth that a student makes from one year to the next in the areas of reading and math relative performance measures the achievement of all students relative to campuses with similar economically disadvantages disadvantaged percentages and closing the gaps uses

058data to demonstrate differentials among r ethnic groups socioeconomic backgrounds and other factors So based on the accountability system campuses can be identified with the following low performing designations and those you can see targeted support and Improvement additional targeted support and Improvement and comprehensive support and Improvement so targeted support and Improvement is when tea uses the closing the gaps domain to identify camp that have consistently underperforming student groups additional targeted support in per and um Improvement is based on a subset of the one that that I just explained targeted support and Improvement and then comprehensive support and Improvement is where tea ranks all of the title one campuses based on the closing the gaps scale score and they look at the bottom 5% and if you are in the the bottom 5% after they ranked them

059all then you are identified as a campus in comprehensive support and Improvement so West Doo Junior High School was identified as a CSI campus and so as a result of that we have to develop a plan of action and after you develop the plan of action a draft form you seek stakeholder engagement you get their feedback and then once the plan is pretty much um polished or you know ready to go then you present it to the board and that's what we're going to do today once we present it to the board then we can submit the plan of how we're going to improve our academic achievement um to tea so if you look at the oh and this is kind of hard to see but if you look at this slide if you look

060at the last line which is um shows you you the the last line is the 2024 data at the junior high and so it tells you in that First Column that the cut score was 45 and in 2024 the junior high earned 42 so therefore we did not get better than 45 we got a 42 and so that's why we were identified as a a CSI school okay so when you're identified as a CSI school there are certain things that you're required to do one of those things is that we have to assign a district coordinator for school Improvement and that is uh Miss Ronda Garcia then we have to participate in an effective schools framework training through the Education Service Center then we have to establish a campus leadership team we have to develop

061and Implement a targeted Improvement plan which we will present to you um coming up and then you will get to decide if you want to approve that or not and then we had to participate in an effective schools framework Diagnostic and which what that is is when um tea sends representatives to come and evaluate the school and so that takes place every three years and we've already um undergone that once this school year and So based on um their feedback we were able to add that information to our um Target Improvement plan so um the representatives from Education Service Center 2 conducted an effective School framework diagnostic campus visit on October 23rd 2024 that is a very indepth visit they got to the campus at 7 a.m. and they did not leave till it was

062about about 4:50 that afternoon um they see what is your drop off in the morning what protocols do you all have in place what protocols do you have in place once they enter the building um what how do students transition after the Bell Rings um what is what are policies and procedures on discipline um lunch how is lunch handled how do students Act during lunch um it it's just it's crazy what signage do you have on your campus do you have the proper signage that's needed so it's a very in indepth um Diagnostic and then they go into classrooms as well and see you know how how is teaching so um then on November 21st based off of that diagnostic there was a superintend consultation with tea so they um give us all their findings

063that's what they did oh hello so there we go um so they give us their findings um on February 7th Dr Castillo and I um had a foundational leadership instructional practice and systems meeting number one that's conducted by Amy Chase um out of ES c 2 these are great meetings like it's sad to say but we really enjoy these two-hour meetings it flies by um they're going over different Milestones with us um and we're gonna have a total of six of those meetings so um February 13th we had meeting number two and we will schedule um the next ones so some interventions that we have already put in place this year are um scheduled advisory for our house bill 1416 students as well as students identified through color bands um advisory students are on a

064uh computer program called I Exel and um it is a great program that really breaks it down to students and how do you learn do you learn by um seeing someone do it do you want to read it it breaks it down step by step it's a great program it really is a great program um and of course ace high impact tutoring after school okay um some supports are Texas color bands I'll go over that more in Priority One but what Texas color bands do is the accountability alignment instructional grouping and continuous Improvement for the campus we also have uh esc2 lesson study for math grades six through eight we got that Grant um we were kind of just hey a school dropped out because they couldn't meet the requirements would y'all like to participate

065in it absolutely you know um so we are participating in that they come out once a week work with the matth teachers they're here all day long there's two Representatives um they go into classrooms um model for them then during PLC what strategies could have worked better what's your next lesson how can we make that lesson better what's not working so it's it's really been very um strategic it's a strategic PLC is what it is they're great plc's um and we're ALS so um with that Grant we're mentoring and training our math department chair to build capacity for instructional leadership that is one of our requirements that we had to have and we had to have one person that would be doing this because we want to build up the campus to help the campus

066so as instructional leaders an additional support and intervention that we're providing there at West Osa junior high as well is we did have our first training on February 17th with Mr Delgado from the esc2 he's a behavior specialist that comes out to the district now what he went over and we were able to have both JFK and westo Junior High be a part of it specifically the connected driven classroom training so what that is is they're looking at what type of strategy and interventions can be put into the general education classroom that will help promote a positive environment and build those relationships between teachers and students so that if there is ever a time that a student needs more support or they're trying to work on those classroom management skills he's able to go in

067and that full day training they gave examples of things you can Implement in the classroom things that we can do within the districts and then actual techn technical support so we're very fortunate with Mr Delgado this's this second year with the district with JFK but since we had already been partnering with him he was able to do that training through his grant for free and he's also going to be able to follow up and do technical support with teachers at the junior high so what that'll look like is I sent out a survey asking what teachers right now do you know that okay I'm having issues in my third period class with a group of students or my whole class and these are the challenges that I'm seeing so what he does is he comes

068in and he observes the classroom he's able to model and give strategies and suggestions and then he also comes in and does plc's to help support the teachers if anything that they're seeing in the classrooms in regards to supporting that positive behavior so we are able to get that entirely free through the service center and this is our second year and now we're implementing that at West josa Junior High as well so um our next steps are to submit the board approved tip plan that I'll go over in just a little bit um West oo junior high will continue to receive support and coaching through the ESC lessons math lesson study Dr Castillo and I will continue the foundational leadership of instructional practice systems and um campus Administration and I will continue to ensure best

069practices and research-based strategies are being used campus wide um you will see the tip plan um it's this one right here it's just a yeah so this is literally all we needed to turn into tea it's kind of weird because I'm used to the on the agenda item oh it's a separate page separate Pap paper underneath so what te said was that in the past they made school districts like submit like you know tens and 20s and 30s of pages and that the school district would spend all the campus would spend all this time write writing a plan and they and the plan might look good on paper but then when they went to visit they're like they're not doing this they're just spent this time writing the plan so then they moved to we

070just want a couple of strategies but we're going to really Implement those couple of strategies with Fidelity which I think was pretty wise of them to say let's not spend all of our time just writing writing things down let's actually do some things and when they come is that what they can look for to see if that's what they're yes and are there like surprise visits or they have um they'll let the service center know and we have a great partnership with the service center so they'll just let you know that hey just an FYI tea is stating they're going to be on your campuses you know certain weeks and do you get to choose what classes they go to do they just go to they they yeah they get to choose they get to

071select they'll ask us maybe to submit um some classes from math some classes from reading and then they provide us with a detailed schedule of how long they'll be in each class but all of their evaluation and their walks um seems to be it it is revolved around the effective schools framework so that is what they go by that is what we're studying as well and making sure that all aspects of that are implemented and of course I think that as the campus principal that I C upon entering that that campus there are processes and procedures um where when it comes to students when it comes to staff that we're just lacking and so now that we've been participating in these training sessions with the Education Service Center they are helping us to build those

072and put those in place and then they will come back and they will make sure that those are being implemented yes ma'am I'm sorry okay um okay Miss fell do you have any questions Mr VI good uh Miss Gonzalez any other questions no I Mr Arondo M Ronda yes sir um give me an example and I know that the start test measures some of the results what measures student achievement what measures School progress what measures closing the Gap well student achievement is whether the students learn what the teachers taught them throughout the year so that's a STAR test okay okay um what was your second one sorry student prog progress student progress is closing the gaps that's your growth you know did they grow from uh third grade to fourth grade and I will give

073you an example of how the teachers are monitoring that growth um in the next okay uh presentation is that also measured in the star test when we say me to yes that is how it's measured so a quick example is uh you took the star test this year okay or last year and you got approaches this year you took it and you got um meets so you grew okay so we get a point for that student however if you went from approaches to did not meet we didn't get that growth and before the star test was growth by cohorts and now it's individual student growth so in closing the Gap what measures that that well that's part of it's all the story it's all the same assessment back to the start T yeah everything is

074the start so for in your first question so for um the academic growth so as Miss Garcia said it's it's how once student does from one year to the next on the star test and because the only tests that are consistent that they're always given for in each grade level are reading and math that's where that measurement takes place so that is specifically for your academic group I also look at uh the tools that we use at the beginning of the year at the middle of the year yeah at the end of the year so that we don't have a surprise in the start test as to we the the child began here improved or not here and then that finally at the end of the year did they actually learn something based on uh

075the testing that we did for them and the interv engs so to me we should have probably known this was going to happen if we used those tools correct so uh I think we should have seen it coming so the other thing is y'all are learning a lot with all this with all this right yes with color bands I don't mean to interrupt you excuse me but I think um with the color bands training it has really opened the eyes of our staff members because they are doing exactly what you're saying and you're kind of proving my point is open your eyes up right so could we use the techniques that we are learning at the junior high and I'll say before it happens at the high school before it happens at the elementary we

076already know what to do because we're we're using the junior high as a model and now before any of that happens why don't we try that strategy if it works you're absolutely right and I think that's something that Miss Garcia has done once she saw um how valuable color bands was um to the junior high she went ahead and she presented that at the elementary school so I don't know if she wants to talk and this was something that wasn't aaable prior to this or is it because we we got into the situation or well I mean we got into this situation but we you know you just assume teachers know how to measure growth okay well we need to stop assuming and just give them that training and so that's what we did this

077year we just gave the teachers the training on how to measure you realize where the weaknesses yes are absolutely so um it's y'all put on here that y'all will be using Blue Bonnet for math what are we currently using there that's very a very loaded question it's Carnegie okay they use Carnegie uhhuh I've heard of it which is going to be blue bonnet it's the same thing a name change it's just a name change and we're g to get money through um what is it o are for yeah for to buy their curriculum it's just basic yeah it's it's a lot of political things but basically Carnegie is a national program and then Texas wants to make it you know wants to change the name of it and so now they went to um the

078event we had at the high school this week uh at at CTE showcase and I asked a few questions to the teachers because what I see overall as a state and as a nation as a district is American children are not grasping the math in the English so I'm I'm trying to figure out some people are wired differently I'll will never learn the math because that's the way my brain is wired I may not learn the English because I don't get it right M so I asked them is it uh the way we're teaching is it what we're teaching them so it kind of came back to we we brought up um stars test being graded by AI in English Miss uh Moore you brought up the the I think it was Fort Worth I

079somebody up north 4 46% of the things were done incorrectly were done incorrectly by AI but you had to challenge them and you had to pay $50 per student to say have a human read this and Engrade it for me instead of AI so what we did is as teachers and I teachers you kind of have to teach to the test and we always hear that but AI is looking for certain words certain Al of the algorithms and if we don't put that in there we might have the smartest kid that has all these ideas and wants to write this beautiful story about what did you do this summer but certain words have to be in there am I correct or not yeah um yes and no yes certain words do have to be in

080there and our teachers are doing a great job with teaching um students okay here is the rubric make sure you know that you're answering the question because our students can write I'll tell you that right now well I'll tell you something as Americans I think we're not getting it because and I'm not picking on any you have a lot of people from India come and there's more than mathematics there's more than stems MH all this and they're taking our our tech jobs all but I came figure and I'm just a board member I can't figure is it the way we're teaching them or maybe we're teaching them and maybe their brains aren't developed at that time when we want to teach them I don't know let let's look at it this way would you rather

081want a well well rounded student or a student that was just taught the test I I want somebody that's well rounded you're right uh but they can can express themselves and be able to this is what I'm capable of right and that's all you're going to get out of me and whether it's 60% or 70% we have to I guess live with that but exactly but then again you see what are other countries doing differently or is it maybe the parents that are not aggressive enough with their kids and say you must learn your your meth you must something's missing I don't know what it is I know other countries they go to school for a much longer day um that's number one well not all kids school exactly and not out they're tracked I

082mean so I want I just want to make sure that what y'all are learning maybe we can just and yes sir to the other campuses Miss Miss H um what are we we're doing at we right every grade level to find out like it's not colge class what is student what does this student need that we're not Prov they have why you know what do we need to do so we're not looking at just classes we're looking at teachers we are looking at walk we are looking at um alignment and stok and sequence but we're looking at the kids yeah we have a designated advisory typ period we get interventions done and those are documented attendance calling parents but it's the individual kid first then we also we just did our so we're in the

083process we just did it last week we're comparing their middle of the Year we're speaking to their beginning of the year and see if they're making growth they're not to be at 100 yet but make sure they're making grow and um making I mean the teachers feel accountable but now they have a firm path to get that accountability paper for each student and that's what we're trying am I correct to say um on the data from STAR test we can say this particular teacher this particular from this particular individual and then we can tailor to those individual make sure that the teacher doing it right and then focus on the individual yes sir that's that is struggling yes sir okay thank you okay Miss Gutierrez okay um if you go back like two slides back

084I wanted to see something I wanted to ask something on that it was two slides okay that one let's go to this one on this um you say you did uh surveys survey with parents survey with students survey with teachers what was the survey with who was survey with um I'm sorry I don't see a survey there on the one before I think it was the one before somewhere you said something about you see all this like October 23rd okay did we get a report on what was said and done the tea superintendent consultation okay did we get something saying what tea and the superintendent uh talked about did we get any of that now I'm I'm assuming that esc2 somebody's gonna give us the money to buy this blue bunnet learning math grad you

085know I'm hoping somebody's going to give us the money because obviously we don't have the money to purchase these things but you know the thing is that there is so many programs that the district has bought in all these years that I have been a board member so many programs but you use them one year and then the next year you don't use them I mean I I don't understand it why we are still here when Le let's just I'm gonna say last year okay last year we decided we're GNA buy this program because this program was better than this program and we were going to get it but we're still in the same place can I say something sometimes our our hands are tied because they tell us to go buy it from this

086particular vendor well no that I I understand you know I I know everybody gets a kickback you know from them uh but my thing is what's going to happen to all these programs that and we've purchased a lot of programs as many years I've been here we have purchased a lot of programs but have they not been effective because obvious obvously we're still here you know now we even had we're even having to do this tips thing uh for tea so what happened with those programs I mean what is going to happen I mean tea comes down on districts as yall know you know you need to use this research based program you need to use this research based curriculum right all that so really your hands are tied you have to use that research

087based you know program you can't blame the district because you told us to use this program and it didn't help our students I mean well I think it's about you know for K5 we've had a lot of support for mathematics with Eureka with strong foundations we've had it basically we implemented Eureka and Carnegie at the same time when we had a math adoption so this is our third year all along the elementary schools have had support the junior high has not had as much support and that just had to do with the grants offered by tea we haven't and also really through esc2 they offered us lesson study K5 they didn't offer us lesson study at the 68th level it's so in order for a curriculum to work right um You need the C first

088of all I will tell you this till the day I die that no no published stuff is going to take the place of of a teacher I mean right so you can have you know I I'll just drop it there right so you you still have we're hiring human beings not robots to teach our classes and so no Curriculum by itself is going to teach students you need teachers you need professional development but you also need instructional support and coaching and you need an administrator that's going to help support the teachers to do it and to monitor it and make sure it's done with Fidelity so you need alignment of all of those pieces and that's what the ESF e effective schools framework is saying is we can't just isolate ol a curriculum or isolate

089a teacher or isolate a leadership we've got to look at the whole system because like Rana was Dr Rivera was saying we have to look at the student Behavior they in the class to learn this so you've got to look at it as a system and um I'm not saying that Junior High has never done this but I don't you several when I first started in the district the high school did this they were in Improvement required 201718 and um this the junior the high school has consistently performed since then um at a high level and um you know now I guess you it's time for the for the junior high and you know again we have we don't we need to just in my opinion be moving forward and we need to ask ourselves

090again why is the high school the high school students are performing they've consistently performed at you know so if our kids were so low right then how how is it that they miracles happen so I think it's a combination of a lot of things that I just shared I don't think there's one point that's going to say this is why um where at we're at you know the test itself in terms of writing it's testing a very narrow piece of what writing is it's not testing at all it's text based kind of writing it's all non-fiction it used to be um like a personal narrative it's nothing like that anymore nothing there's nothing creative about it there's nothing it's very formulaic okay so it's it's definitely testing something but it's not testing a a compr

091hensive this is all the things that Rhonda knows about how to write it doesn't do that well my thing is you know we've always emphasize that the administrators need to be there for the teachers and to help them with whatever they need and so does over here the super the ad all the administrators you know but I I think teachers have their hands really full especially esecially when you have kids in the class that don't want to learn that makes it hard for a teacher to teach the students because if you have two disruptive over here and three disruptive over there and 10 right here that are trying to learn it's hard for that teacher so how does the teacher get help to get these students to all you know this is what You' all

092got to do you know and I think a lot of it is our parents I really believe a lot of it it's our parents uh our parents don't make our kids now I I feel like parents are afraid of their kids there's still some parents that are really you know you going do it and then there's parents that are just laidback and you know you all do whatever it is you want to do yeah and that's one of the problems I think in our schools where we we need to help the teachers with those students that don't want to learn well yeah and that's why Dr deeta has brought in the um Behavior specialist from esc2 okay but Dr deetta is with what special ed special needs right but so are all are you saying

093that all our kids at Miss now special I said she just brought him in through a grant but he is helping our entire campus not just our sped population he's helping all teachers okay so she she's not only doing Special Special Ed Mr Delgado no ma'am not for Mr Delgado he's helping the entire that was a full day training it was a full day training and um the entire Junior High staff was invited to attend and which they did and it was pretty much best practices on how to of course one we know that the the beginning of you know any kind of before you can even get to the education piece of of a Child Learning you had to form build that relationship with them so that's what he started with and then it

094progressed from there he gave them just some best practices but I think the good thing about that is that he's you know said that he can come back any time and so going back to your original question about um did we have a you know any feedback any kind of a report for after the diagnostic visit yes we did and so that was actually reviewed with Miss Garcia and myself at a meeting and then it we actually went over it with tea and with a lot of representatives from the Education Service Center during the t uh superintendent consultation and so I think at that point they realized the Education Service Center in Te realized that we were getting a lot of um different curriculum and textbooks and things and so our teachers were getting these

095things and they didn't have the training to um Implement them all in the same way and to deliver that instruction according to the way that you know the textbook was created to be delivered and so as a result of that one such being Carnegie they were able to come in and that's when we partnered up with the Education Service Center and they're working with our math department on Carnegie and the whole PLC and talking about curriculum and about how to deliver that instruction so they're feeling more confident I can see that when I go into the classrooms the teachers are feeling more confident as they deliver that in instruction another thing we did for our language arts teachers is we made it clear you know that saice is the curriculum that we would be using

096and we did bring in the trainer from savis so I think that is the thing is that they were this these curriculums were thrown at them textbook adoptions were thrown at them and there was confusion and so they needed Clarity and they needed that support and the beauty of this is that now we have ties to the Education Service Center doctors and has has said whatever you all need we want to help you because you are a part of the Education Service Center so since then she has now sent emails to me um saying that there's different um trainings trainings for our teachers to go to that are free for um to teach teachers best teaching practices um on how to get students to collaborate with one another how to talk to one another that

097discourse after they read something so just a lot of trainings are coming our way for our teachers and we're building their confidence and it shows now as I'm doing my walkthroughs well I know that when Eureka we started with Eureka a lot of the teachers were saying that they had no training a lot of these new math programs that they had no training they had very little training in it that's I'm not gonna at all them extremely indepth still didn't understand it even after the training but if now we're getting and all kid I think all students I don't care if it's a first grader second grader there's a way to speak to them there's a way to talk to them to get their attention to do you know what needs to be done but

098if a student comes in and the teacher starts on him well that he already gave up you know I mean I didn't get a I didn't get a chance but all students need that and that's the only way you're going to get them all into to the you need to know this math we're going to do this but I'm glad that they're coming in and and training you know everyone is getting this training and that the teachers will be uh that they can do it because I remember uh I mean you might say no but I I remember a lot of them where there was a lot of conf with that Eureka program when it first came in but I'm glad that I mean it's the same thing they're just changing the name probably they

099owe taxes or something so they're going to change the name but yeah I I'm hoping that it works out for for for the district for if the high school can do it I'm pretty sure the the junior high can do it thank you and we know that it's going to take some time you know it took us it took the junior high a while to get to this situation that we're in but we are confident that if we are we continue to work with um the service center and with the services that are provided and we continue to come together and you know have those conversations about curriculum and instruction and let that be the focus our students focus and as they talked about making sure our students are just showing that growth then we

100know that we will be able to get out of this situation that we're in Miss Jordan how when did we learn about this because I just found out so how when did you and I'll tell you my granddaughter came home and said one of the teachers told her that y'all are dumb you know y'all are this no no that's and and when I read this I'm like she told them that y'all are low performing school and I'm I but I didn't believe it because nobody told me that we were so I'm trying to figure out when did we know this because apparently they knew it because my granddaughter came home and and said she said right I think we I mean but in October and November in the presentation we told you that we were

101going to be that the junior high and I know that I share with you guys at Tassa tasby but I didn't we didn't have any information on what all that meant and what we needed to do all we knew is that we were in this comprehensive School Improvement well apparently some of the teachers knew it because they they told the kids because that's when I that's regretful that they would have shared it in that manner and when I read this and I'm like G she was telling the truth you know but my biggest concern so too is when I read this I'm I was like Mr Arondo if we had the boy and then we went to the m Mo there should have been some some red flags going up so little bit this is

102what's hard is it's complicated and we can probably spend a long time explaining it's it's really not boy eoi it's really comparing individual student growth from how they perform Med in sixth grade understand that but I'm and I'm G say this and and I my granddaughter from she's in the sixth grade now she just learning math because remember I had a conversation with you about the math and some of those things Elementary right and some of the staffing has changed a not knowing no math so she's at the point now that she's just she's just learning math because of the the uh the way this teacher is teaching teaching her so she's grasping it it now so that that has a lot of uh effect on some of this problem too you know and and

103I've addressed this with that teacher who wasn't teaching these kids and but U my biggest concern is the discipline even your staff has come to me and said those kids are awful and if you have a discipline problem the learning is going to be difficult and some of them were saying if nothing don't change I'm not going to be there next year you understand and my and I know you have some things going on now with uh with trying to handle the distri but even last week we had a problem up there with the young lady you know sexual and all of that but then the kids went to tell the teacher and the teacher didn't address it so you know these kind of the things that we're going to have to have to look

104at yes and uh and and and and so there's a lot of things that's going on at at that Junior highight right it really is yes is and uh so and uh but my biggest concern was with the discipline right if you don't have discipline it's that creates a big problem yes so one of the the things that um that we've done upon entering into the junior high and taking on this role is to create behavioral expectations for the common areas of the school and so what we need to do is continue to reiterate those and so that's those are the common areas of the school but you know then you get to more specifics such as inside the classrooms themselves right and so we that's what's that's what's nice about going through this training

105is that they are making sure that all those things are addressed what is the classroom management plan for the teacher inside the classroom is it consistent so when there is a misbehavior and it is affecting the instruction and the learning of the other students in the classroom what is that teacher supposed to do and so those are the things that we are now covering and that we will be addressing because apparently in the past it it there was not a con you know a consistent classroom management plan and so we do have new teachers as well that are you know eager to learn when I have those discussions with my staff members on an individual basis they are just so open to my ideas and you know any kind of information I can give them

106and so these trainings are beneficial and hopefully like I said it took us a while to get to this point we know that middle school is a challenging um you know years for students they're going through a lot of changes and so they come from an elementary school where they've been extremely um most of the time in one classroom it's very structured and now there's a lot of freedom going from one class to another so those are all things that we have to address and definitely put some systems and processes in place so we will be addressing those things yeah when I read that I was like I didn't know we were at this point and when I it kind of shocked me when I when I was reading my agenda and I'm like oh

107it shocked she was the Tell this teacher was telling the kiss the truth you know and then I was like I didn't know that you know and the kiss was telling me and I I didn't have a clue of what was going on and uh so but uh and that's why I asked why had we hadn't we been told anything about this again but we were we were I shared with the board I was Shar with the board several times on October yes um again we weren't told what all we needed to do and framework and the plan and so they've come up with this coming but we just didn't know the specifics of but uh I'm I mean we know what we need to do I'm pretty sure your administrators are well aware uh

108one of the things I do want to point out because as a retired teacher is what we came across is all your teachers like you said have to have those systems not only outside because when we went to your Veterans Day your students were very very well behaved yes they were but you you uh you hit the nail on the head in the classroom and that's where you see the differences because some teachers are pretty laid-back some teachers are pretty I was a very strict teacher a lot of parents did not want their kids in my classroom but I got them to read okay because I I had 24 kids that they needed to learn how to read yeah I had three or four that were something else but those systems either way however uh

109mannerism or however teaching style you have those systems need to be in in your classrooms because if not all the teachers follow that it goes to that other teacher we had you know when I taught at Cathy you know we had a student that was um well behaved in the in the first period but in the second period it was some and that's where and that's where I'm saying that guy comes into place because he can see the behavioral hey I just saw him on first period but in second period there's something there that you know maybe he doesn't get along with the teacher but maybe that teacher is like I'm a strict teacher I'm going to I'm going to do what I'm going to do in the classrooms but those systems need to be

110in control because and consistent because it follows and it goes to all the teachers and then some teachers get blamed well that's why he's not learning in your classroom or that's why but you know I think that we're on the right track with this tips program and especially thank you Rana for getting that Grant because you do need to look at at behavior and you do need to look at the home life you may have that student and you may think well I'm not going to get anything but you don't know what kind of a home life that student has you know I've had students that after everybody gets a breakfast he still goes and looks and can I have an extra breakfast yeah because they're starving okay so and you give it to them

111so you don't know what they're coming from and you can't assume either but I'm pretty sure you have a pretty good idea once you get to know that student and also your teachers have to get to know their students and I know that's a really hard thing to do when you especially when you have 24 or 21 kids in your class but you do uh if you went into teaching and you didn't think about all these things then you need to get out because you do you and I both know that you all especially as administrators you you you didn't go into teaching for the money uh you need to get to know those students and you're going to have to teach them and will you have discipline problems oh yeah you will but that's

112the other plan in place we have to tray our teachers to know how to hand that student can just make your day or break your day and he knows what buttons to push that's how smart they are I know because they push mine a lot but I had to learn oh yeah we're not playing this game so teaching it's it's it's it's a hard job it is it is a difficult job it is very rewarding job but it is a difficult job uh different personalities yeah but those instructional practices which is exactly what it says in there those need to be implemented in every classroom with Fidelity I have another question what's the tenue of your teachers there I know some of them are kind of young and so but what what what's the percentage

113my head I I I can't tell you the exact percentage off the top of my head I'd have to get that for you but I know that some of our teachers have been there for some for over 10 years they've been there a while but then you this year we did have quite a turnover and we have about maybe anyway six to 10 that are new they and some may not be brand new to the profession they've come to us from another District but they are still new to our district and fairly new in itself so that's why um those are the those are the conversations that I have with them when they come in you know what c how can we support you what do you need and um for the most part it's

114classroom management when it comes to our brand new teachers but I think our tips program does a good job um you know the the bear tips program which is for our new teachers um through the district we do a good job of of helping them and so we provide them with a mentor and those things but yeah it's it's pretty a a unique campus because we have veteran teachers that are very familiar with woso and um the history of it but then we also have some brand new teachers as well okay and the resources I know uh Miss gutieres had brought up that some of the teachers said we weren't trained I I think what what they were saying is that you were trained but like when we got Pearson we got 25 boxes of

115resources and no we did not get trained in every 25 each each of those boxes but you got trained in the Pearson manual you know the the bulk of it but I have to say you all and and all the other campuses have to have ongoing trainings because when you get those 25 you don't get trained on it but you all have to at least once every six weeks once every okay we're gonna have the training on I don't know box one box 25 whatever because they do I mean I would look at it and man I wish I could use it but I don't have time I do not have time to be looking at all those resources so you give them that and oh wow we gave our teachers 25 boxes of resources

116they're not going through those boxes and the interesting thing is you're absolutely right you know time is the one thing that they all wish they had more of but also we as administrators I think we need to remember that when we buy purchase those um textbooks and those resources a lot of times we can pick up the phone and call those companies and they can either do a zoom with us or they can come on in I know that's what happened to us with um the saice reading curriculum they said oh we we can come in we can help not a problem so they did have them in your after school meetings or whatever your plc's because and because I heard that word we invited them to the TR are those mandatory me I mean

117to me you invited them to saying in a nice way no they were required to come I going to say it's not about invitation they're going to be there because yeah you're going to have some teach I don't want to be there I didn't want to be there sometimes after school but it's mandatory because it's something that you do need to know about and once you get there you're like yeah I do I do need to know about this but yeah that that needs to be ongoing training uh and for the teachers not to decide whether you're going to go you're going to go I mean whether you want to get trained on Box 25 you're going to be trained you're going to be trained yes all right uh we're going to move on to

119stated earlier students do undergo assessment at key points throughout their Academic Year it's the beginning of the year the middle of the year and the end of the year in order for us to monitor their progress and inform instructional strategies so teachers use the middle of the Year assessment data to select students needing additional support and our assigned intentional tutoring they're grouped based on their need so at um woe West oo Junior High and West Oso high school there are tutors um that assist with assigned students uh students at West oo Junior High attend advisory and Ace after school students at the high school attend a power hour and Ace after school and those Power hours are assigned um tutoring as well during that time uh we will be having Saturday school at West oo

120Elementary West Oso Junior High and West oo high school campuses for star review okay so going on to the data prek and this data shows the impact that the West Doo ISD prek program has on kindergarten Readiness so the overall you'll see on the on the tables the overall kindergarten Readiness is 36.5% that enter our School's kindergarten ready okay but students that attend prek are 62.5% that attended JFK are considered J FK ready so those prek teachers are doing a phenomenal job getting our students ready for kindergarten okay um kindergarten math data you can see um you know based on the number of students the percentage at the boy and the percentage at the m has increased which is good that's what we want increase um satisfactory set to 70% and advanced 85% first grade

121math data you also see an increase based off of boy Andy second grade of course these are uh set at satisfactory in advance because they are non-star tested so um that's a second grade math data so now we're going to go on to the star levels so I just wanted to let yall know so approaches grade level it's kind of below grade level you can pass but you're going to need intentional tutoring okay meets you're at your grade level and Masters you're above grade level okay question real quick well we have somebody at the Master's level do we try to challenge them because they we challenge them to stay at Master's level absolutely absolutely because we don't want them to go down because then you don't get that growth point but a lot of times

122it's up to the teacher to really challenge them yes and we're we're being very intentional on that this year like I I'm striving all the cni department we're really I say that because sometimes you'll see you can see which ones are learning it and mastering it but do you just leave them alone and say let me help the rest of them or do you keep challenging that student no to see how much you can get out of them we're going to keep challenging them okay that that is a challenge we have given our teachers keep challenging them because they can still rise they can still it may not be part of the curriculum but yeah take them to the next level yes sir we do do that um our next slide is just the the

123Star Raw score conversion table I know it's really small but um this is you know how the the teachers can see what percentage is going to be the approaches your meets and Masters and we set um test scores based on those so third grade math their approaches level is 41% their meets level is 59 and Masters is at 78% you can see a difference between the boy and thei you know the first semester summi of tests they have grown um fourth grade you have your approaches at 40% meets at 58 and Masters at 78 once again they're growing we're happy to see that very happy fifth grade 38% 57% and 79% um again we're really striving to get our students to the meets and Master's level really proud of this this is West Doo Junior

124High sixth and seventh grade you can see they're uh percent at boy and their percent aty so this we're extremely proud because there has been growth in all levels um the sixth grade math Masters they're working on that one we're going to get some master students we are um because of the intentional grouping the intentional tutoring that's that um those teachers are doing um and seventh grade math as well for your eighth grade again you see an increase um our eighth grade math at Masters right now they're at 0% he is working all teachers are working really really hard right now west Doo High School um everyone improving English too working on their masters they have 0% Master students at this time from Bo to moy um but we're getting there so West Oso Junior

125High and West oo Elementary are utilizing the Texas color bands to track individual student growth I did make copies for y'all and I'm going to explain Texas is color band to y'all um kind of in a a rush thing but I will present it slowly to anybody that wants to so um this form you see that says seventh grade math on the top it looks like this a spreadsheet okay this is what's given to the teachers I took student names off okay but we let them know is there an indicator for special ed are they emergent bil langual what's their ethnicity you will see the 23 math score okay and then you see the 2024 sixth grade math score on the next row you see the growth from 23 to 24 so this first student

126got 88% in fifth grade and went down to 77% in sixth grade so they did not earn a point because they regressed even though they still stayed passing they didn't grow okay so the teachers at the junior high did this for every single one of their students and then I went and presented to teachers at woe I think I've gone four times so far about four times and I meet with the teachers during their um PLC time okay um I did this for the elementary teachers as well and I taught them how to U measure growth and based off of this this is how you form your tutoring groups okay because as you know student number one grown no okay well I need to get them to grow so what is going to what is

127that student going to need and what are they missing so I can get them to grow okay what tees are they needing to um perfect this is um the color bands chart this is just your star um percentages okay and what we're teaching um students because they also see the this is you know are you um ready to go to trade school or college you know if you w to be in an ivy go to an Ivy League school you want to go to um oh go Princeton Harvard oh my gosh I went blink you're gonna have to be at this ivy league in the blue you have to score Masters on all your tests in order to get to that Ivy leag school you have to work harder right so what we gave the

128students and it is individualized and they you're going to see this um color brands growth scorecard every student at Junior High has one of these okay so every time they take a test they're going to color what percentage they got did they go up did they move down and it's really a competition right now it really really is um they are um celebrating the growth teachers are celebrating their growth in their individual classrooms like oh great Rhonda you grew you grew a color band so they get a bag of Cheetos or you know just something and that is the world to them um we working on getting certificates posted in the hallways like oh Rhonda grew a color band she went from yellow to green or you know just to celebrate every small growth just

129to bring bring them up okay um and and Jun uh woso Elementary this year we're not doing this part with the students but we're doing the growth part with the students so so they the teachers have this part and can see it for every single student at West Doo Elementary so um that is what we're implementing at at Junior High and um a part of it at woso elementary we're being very intentional on really having those PDS with teachers on how to measure growth how important it is for the student for the campus for the teacher for everyone you so basically it's the same as the heat Maps yes but um more indiv more individualized though right yeah this is very individualized it's per student so well I I remember doing the heat maps and

130that's what we did them for for the groupings so and based off of the test you know like I know some teachers at um Elementary and and Miss Ginger can attest to this like they'll say okay this was my tutoring group before based off of this test now it's going to be this group so it's very intentional it's it's yeah I like it junior high as well you know who they need to work with after school during Ace who they work with during advisory so oh yeah I mean I think it has a lot of uh intentional you know approach to it uh I would hope that we would keep up with it because like I told you we we've done this before and then we let go of it because we have another program

131but I think that's getting back to what they're saying and you all said you even said it you know esc2 does give you research-based programs you know what works you know the research out there uh I need to I think we need to stick to that we know I more we need consistency consistency with with the program in order for teachers to buy in and actually do it with Fidelity you know exactly yeah because and administration yes that's one of the hardest things to do that you have boy you know we we had that Pearson and we mastered it and we knew exactly how to go in and teach it and then three years later we had something else do away with your Masters you know as a teacher you you keep that stuff that

132you know is research based you know it's going to work but it's like why reinvent the wheel if if something is working but I get on yours you're you're under that c CIS or CSI CSI so yeah that it it makes sense I'm I'm glad we're we're doing something that is research based I know we've done it before and uh and has that approach to where cuz that grouping does have to change that grouping cannot stay stagnant or that's what you're going to stay in that same group forever and because they do grow and that's what you want you want your groups to change it's just students taking ownership of their own learning that's really what it is you know and that's what I like about the score sheet they they're buying into and they

133have to take ownership with with this I really like this definitely accountability it is accountability that they're taking and it's a competition amongst themselves you know and I love the teachers that celebrate every every little growth for the kids even to take the test seriously you know because that's again what we're showing I think it's always been the case that when there's when there's actual consequences to to passing the students do better well if we we're bringing some some motivation and some you know them understanding that you know this we want to do our best you know some pride I guess about performing our best on these tasks definitely miss Val are you done I'm done yes okay Miss Val no question Miss Gonzalez no Mr Arondo want to go back to the junior high

134and I'm pretty sure this is not the first year that I've seen where the junior high scores dip down but then when I compare them to the high school by the time they become Juniors and seniors they're like they Lo learned it in high school whatever they lacked at the junior am I correct to say number one yeah number one it's maturity right and number two yeah I don't want to say there's no accountability but there's no accountability if they fail you can still go on in high school you have to pass those five tests in order to graduate so that's you know that there it is right there okay and then um when we me your PR I'm going to go back to the beginning the middle and the end how do regular grades

135are they an indicator of where they're going to be at the end of the year and the reason I asked that is you might have a student this ab highb and they may maybe they landed in Meats so are those grates are they an indicator or or is that AB do you think is going to land in approaches and maybe even Masters have is there any correlation between grades so on that I'm going to say it depends because you can be a straight A student but you're not a good test taker yes right so that test shouldn't be indicted of what the student knows or does not know or that day they can have a real bad ex they had a bad morning they had a you know whatever they didn't get any sleep the

136night before um I don't want to say those are all excuses those are real problems right you know um those those are the the criticisms of start because you're going to base all that on one test one day one test one day so it's kind of hard to say oh yeah a student is getting a be so they should get meets you know it that it's I personally can't overall I'm sure if we graft students Australia student that only did the meats is the reason I'm asking I would say if it's St a student they should have probably mastered most of it they should have but if they have a bad day and you have a bad test taker and as soon as she gets in that classroom which all teachers can tell you they've

137had those students and they start crying like and you got to call the counselor and Mom says she's not taking the test goes your there goes your a student child was an a student but when it came to testing she was just like struggle like w well I have the sit I had the same situation my son would overthink it at the test that's what it is they overthink it but then the grader yeah don't read too much into it sometimes and again when they're doing when they're designing these tests they actually think okay what the child made this mistake this is what they would write like they they actually thinkon yeah these misconceptions or if you miss a step when you develop tests they actually do that and then sometimes it's it's not like

138Choice B not might not be wrong but it's not the best answer so I mean there's it's a different kind of test it's a much more rigorous kind of test than we're think goes back to the parents because I tell my kids every Point counts every it's harder to come back from a 62 or a 78 than it is from an 89 or whatever every and I think if if they were to emphasize that every Point counts especially in high school by this that you're say you're basically teaching them that by because they're advancing and saying it's very important that every time you test that you do better or you do good because you're going to see the progress in it so it goes back to a lot of times the parents too yeah parents

142in a few years we get to talk about pricing decreases so um I know it's been rough the last few years the market has finally transition um and become soft from what we've seen you know over the past eight to nine years um so with without further do this evening I'm sure everybody's got a copy of the renew and the comparison but essentially um you know 95% of the cost the district incurs every year in the property and Windstorm Insurance right so we were able to achieve a 17% rate reduction this year which equated to um right at about $224,000 savings to the district so substantial savings um again something we haven't been able to talk about in a while but the market has finally transitioned the natural disasters have ceased U we like to

143say that of course I mean California obviously is dealing with some issues right now but um from a global standpoint uh we're just not seeing as many natural disasters as we had been seen the last five six seven eight years um which is which is bringing the premiums down um with that being said um and the reductions nothing has changed uh as far as the coverage limits the deductible um the only thing that changed on the deductible was a little bit more favorable wording in in the form of the district so instead of a per location deductible we had last year we were able to get a per building deductible which is definitely in yall's benefit and y'all's favor so overall it's all positive news and I'd be happy to answer any questions specific questions

150substitutes to me that is spending money on those substitutes I think so do you expect a reduction in sta um in in U staff next year as far then rollment um well right now our enrollment you know last year we steady yeah I mean it's it's it's doing you know it dipped um we ended last year at 1828 and then we started this year it's kind of in a scary place we're right now we're at about 1796 so we're a little bit under where we ended last year I'm hoping with the we're going to have a much uh smoother process for registration and accepting of transfers and I think that's going to help um us not I feel like we lost some people last year through the transfer process and um because we were transitioning

151the the position the person that was approving those transfers and so I think we're going to start earlier and I'm hoping that we can um by doing that we can um retain everyone that we need to maintain but in terms of your question there's probably there's going to probably be a few positions that we're going to be looking at we have that first budget meeting early April um I don't think a drastic you know let all these other districts or you know you'll look at cutting a 100 people you know all these drri numbers I would think that we would be possibly cutting a few positions but nothing drastic cutting positions yes well our enrollment is not but attrition would take care of that I don't no one's I can't there won't be a situation

160it their life expectancy on a boiler is between 20 and 30 years and this one was 21 years old I was kind of hoping it was going to go to 30 years I'm praying over the other one right now that it keeps going I don't know if it will so it's better for us to get it fixed now before the other ones give out because it's put in a lot of work to try to get that big building yeah it's uh and then we had another leak this morning I was like okay it just keeps getting better okay but uh you know we got to keep it going uh that's what that's how you regulate the temperature in the classrooms you take cold water and hot water and when you don't have any hot water

161it gets pretty cold because your chillers cooling that water down to 45 degrees we actually shut the chillers off but that didn't even help I mean it's just so cold so we're having to replace we had to replace this one and I don't know are we gonna go for two of them or we're just yeah that's the recommendation because the reality is the repairs repairs it's possible that we'll put a whole lot of money in and still not fix the problem and that's fear yeah by the time you put the labor in to try to exchange the tubes inside it it's going to be almost as much as a new boiler okay and then you've got other parts that can go wrong so did they get the pictures and yeah the the pictures are in
