001and to [Music] more she was [Music] okay to [Music] far one person way okay just I'll and then [Music] all right I think we're going to get started um because we do have a board meeting at 5:30 and so just so the students and parents know um we are going to do uh our presentation part of this where y'all are going to present to your parents um and we have a few board meetings members here which I'll who I'll introduce in a moment um and then at the very beginning of the board meeting after the pledges and um open Forum if any community members which I thought good experience for yall to see our some those of you that have not been to uh a West Doo board meeting how our board meetings function um
002we'll have that part of the board meeting just the pledges and then open forum and then the first item on the agenda will be the entire board recognizing the students and um the Youth Government Academy so um those of you that don't know who I am my name is Kim Moore the superintendent very proud superintendent of woso ISD and this is the third year of this program and um we're incredibly incredibly grateful for um the collaboration with uh some point someone was saying sorry about Corpus chrisy AF and yes it's Corpus chrisy AF but it's really um National AF we have Miss Julia Washington that represents American Federation of teachers NA national of course we have Dr Nancy Vera uh proud president of Corpus Chrissy AF um and then we have um Martha Sasa and
003Ley Vel right Valentine why do I have a mental Bo I am so sorry and so they were all there with the students all week long we have our West oo staff um Dr Andre ma that was with them that took a break from math you probably found some ways to incorporate math into um government um and our parent family coordinator Miss Samantha gabay who also was with the students um for the majority I guess pretty much all week as well um we had I think 11 students that participated in the program um this year we had more that said yes I'm interested it's a hard I mean it's hard for students you know think about the momentum of you know a summer break I'm out for summer vacation and then say to them okay
004but you can wake up at 7 in the morning so um that you know and you're not just because right like there's not the joy of learning or the joy of being involved and the joy of experiencing so I think you'll find when the students share that the ones that um and parents thank you because I'm assuming that you were helpful in the um making sure they got out of bed encouragement getting them here so I really appreciate parents for what your part in number one raising children um that would say yes to this kind of opportunity but also supporting them in in coming um last week um we know there's lots of things competing for their time such as the bed but also other things social um as well as um other kind of
005programs that they could be in so we're really really grateful we're incredibly grateful to judgeing clein who um is the noasis county component of this partnership who did a lot of the leg work for everything from you know we got uh polos donated to they had lunches donated to all the different things that the students got to experience um from guest speakers to visits to Hands-On experiences um it really is something that is just an amazing example of the power of Partnerships and I think in a few minutes you're going to see um and then of course desan Simmons that was like this extra bonus for um uh alumni to come back after a year Princeton and be with our students um and I haven't gotten to talk we talked to Jan on Monday so
006I didn't really get to talk to you to see how but I'm pretty sure it was a growth experience I'm going to go out on a Lim that it was a growth experience for you as well and seeing your West High School students from a different perspective a year after graduation and then Johnny Marquez who's been with the program for three years as well from noasis County that also helped coordinate a lot and encourage the students and support the students throughout the week um I hope oh so I do want to introduce we have today um our board vice president Mr Arondo is here so thank you right yeah thank you and then U Board of trustee Miss Liz Gutierrez is here as well and then miss Ronda Garcia from westo Central off whatever long
007yall know Rhonda okay title um and I think that's all who are gathered here right now um so without further Ado Dr Vera wants to come up that would be great thank you hello everyone I'm Dr Nancy beta the proud president of the award-winning Corpus Christie American Federation of teachers and as always for the third year in a row we were so excited to collaborate with the West DOA Independent School District I have to tell you that when you you chose Kim Moore as your superintendent you picked the jewel of superintendent in in the Corpus Christi area in the Coastal Bend she's done a marvelous job not only that with this collaboration she has actually met with us at every meeting along with her wonderful staff and taking the time to ensure that the students
008get everything they need in order to be successful in their lives and be happy human beings I have to also say thank you to my staff um uh lety Valentine and Martha Sala and of course as the uh Miss Moore said uh Miss Julie Washington who by the way who by the way is one of the uh National American Federation of teachers trainer but also the best one in the United States that's just for your information so we're we're giving you quality uh quality work here with the Corpus Christi F I'd also like to thank Johnny Marquez a probation he's he's attended our meetings and he's helped us plan and we do a lot of planning but believe me and then and then Dr Mack and Miss gab Bay oh my goodness Jewels all over
009the place and um and of course judge Ena Klein and um and I think the the most valuable Jewels are our students I think today when you see their presentations and you see what they have experienced you're going to say why why didn't I do that why couldn't I have that I know that's what I'm asking myself not that I want to go to the jail every day however however they get to learn about the different types of government we have in in our in our community and even uh Miss gabay was saying wow that she was inspired that she wants to get involved more so and I think that's the thing ladies and gentlemen and this is what I told the students is that when we see an injustice we need to speak up
010and speak out and not just sit back because we need to ensure that every human being receives their rights to a happy life no matter who they are what they do none of that we need to just be as they say and I don't mean to sound cliche is State Le Smiles please um I'm talking to the students State Le smiles please uh but we need to be kinder to each other so I'm hoping Miss Moore I think I think uh CCISD and toso Midway and all those other school districts are quite uh envious of of of uh West Doo right now because they're all chomping at the bit trying to get involved in this in this uh uh program so no students that you are stars no that we care know that your community
011supports you and know that you even have influence at the national level with Julie Washington thank you again Miss Moore and West Doo and school board members for this opportunity I appreciate it now for the students [Music] clicking or if you do you guys want to just tell me yeah we okay so that's just to click thank you hi my name is Ken Kasa and I'm a junior at West Osa High School hi my name is Gabriella Rodriguez and I'm a junior at West Osa high school and this is our yga experience so one of the things that we learned about was the internet crimes against children task force for Predators the internet is a new and effective and more Anonymous way to seek out and groom children for criminal purposes such as producing and
012distributing child pornography contacting and stalking child children for the purpose of engaging in sexual acts the internet crimes against children Task Force program helps state and local law enforcement agencies develop an effective response to technology facilitated child sexual exploitation and internet crimes against children these are some pictures of us at the police station um learning from the speakers and the task force the next speaker that we had was a guest speaker Kayla Selenas she was the rnl foundation manager and she owns a halfway house called um rnl foundation and she works with people in recovery um that are transitioning transitioning out of drug and alcohol rehab mental health treatment and or incarceration these are some of the pictures we have pictures from the halfway house that she sent us and then a picture of us
013um learning from her when she was speaking to us and a picture of us with her at the end of the speaking and then we have the SWAT team SWAT stands for special weapons and tactics this unit is highly trained and provides 247 responses to barricaded persons active shooting scenes highrisk search warrants hostage rescues and crowd control before you can jump into a roll of swap off officer you need to become a police officer first to do so you'll need to complete police training through a police academy theseis are sometimes held by a local police departments and sometimes offered by independent organizations or institutions here we have a picture of the SWAT team member giving us a presentation here we have me and the SWAT uniform and then us with the bear truck and then
014a police officer SWAT member uh showing us the special weapon weapons they use thank you thank you [Music] good afternoon everyone this presentation my name is Raquel Villa I'm 17 years old I'm becoming an upgrade senior next year good afternoon everyone I'm Isaac Hernandez I'm a junior at westos eyes good afternoon everybody my name is bar Nelson I'm a sophomore at westos eyes this slid show presentation shows what we have learned in this program this is our sheriff sheriff Cooper he created an App for us to see who gets put into jail what's their bail what they did for their crimes and just to keep everyone updated for whenever they get out or something and also too he puts in money for the noasis county 25% of the commissary that the prisoners have used on
015the soups and then he makes sure that everyone stays in order and behaves all the inmates and everyone he provided them tablets so he takes them away they misbehave or something the inmates the condition in the jail is very cold it's unsanitary very unhealthy it could cause lot of lots of problems for the environment they have a lot of cameras the laundry floors a lot of it is just unsanitary and better maintainance the inmates and trustees inmates are the people who are detained in jail for the crimes that they have done where they there could be very bad or something and they are sentenced for either a short time or a long time trustees are people who have gained trust in the officers who work there and have at least limit of crime something that
016wasn't too major their jobs are to be cleaning cooking and helping out cuz they have shown good behavior they have their own floor and they follow [Music] rules today I'll be talking about the SWAT section um because it is what intrigued me last week the most so what is SWAT SWAT stands for special weapons and tactics it is an elite team composed of highly trained officers that are that work in high-risk and danger situations these situations can include hostage res hostage rescues drug bus gang violent conf confrontations and other serious crimes SWAT officers are very important in the subject of law enforcement as they utilize Advanced tactics and equipment to ensure that the public is safe to to be prepared for any situation SWAT officers must undergo rigorous training um it it can include working
017out and staying healthy with their diet um as they do need to chase suspects engage in gunfights and any other drug bus houses as we observed last week as you can see on the slide their equipment includes the 40mm launcher and a sniper rifle house in the bear which is a large tanked armor vehicle with Windows for the sniper SWAT also uses various protective gear um such as bulletproof vests and and both light and heavy Shoots for gunfights the combin the combined weights of all their equipment can be very hard and heavy and could be weighing over 100 lb none of this none of this is easy and being a SWAT member de demands more than just physical fitness it demands mental health staying don't get me wrong staying in physical condition is crucial but
018maintaining strong mental health is equally as important when facing dangerous and traumatic situations enduring life-threatening scenarios especially those including civilians or even children requires a very strong mindset being a swap member may sound fun but it is not easy today I'll be talking about the K9 units for the swan team the K9 units are police officers who who are trained to have trained dogs as their Partners to sniff drugs bombs and to bite the to bite the bad guys which is if they're needful and they are professional workers with dogs with the officers and the Kines usually take weeks to train for the program for the program where they train and sniff senses for the handlers the handlers are the ones who can be with the canines at all times so not any other people
019but they wear um a small light on the top of the the on the top of their their leash to see in the dark if they can if they need to see in the dark and if they complete their mission they're rewarded with the toy and the canines are usually often off duty or still not even really available to play with other people or family or people outside when they walk to use a bathroom they will only live they only live with the Handler and no one else that cannot be touched or play with as they need to always be professional that's it [Music] oops uh oh what' I do oh you're doing it there yes oh I'm so sorry I didn't realiz that they were separate okay and then no status on she's on
020her way right now okay which time is it right okay okay yes ma'am I forgot to thank Herman and Herman for uh their participation the Herman and Herman Law Firm provided teachers and hlos for the students this year so we're very much appreciate their their help so I was just letting you [Music] know we'll go ahead like I said hopefully she'll come we'll do that last little presentation um we have students on this um would any of you be willing to share kind of why you join this program [Music] I join this program first to help me kind of to go [Music] um I joined this program because I've recently been interested in criminal justice before I was interested in philosophy but I wanted to be more and heing is very intriguing with Law Officers
021and working in theal anything yeah sure um so this program I actually wasn't a part of um whenever I was in high school so class of 2023 I just recently graduated and I didn't take part of this program but this I mean I got The Full Experience almost The Full Experience this week and just because like the students are shy now like don't don't let that Testament because they had so much fun we got to experience so many things I got to experience a lot of new things I mean just meeting so many new people around in the government and also just getting into tour those places live like it's an experience to just go up to the jail and be like hey can I get a tour you know what I mean like this
022is not just an everyday thing and so I just want to like congratulate all of you students like I didn't even get to take part of this when I was in high school and you're already one step ahead of me and so just keep going I mean like it's it's really really encouraging and I shared this with my mom actually I was like it's just so encouraging like to see how students are keeping going like like she was saying you're wrestling like with stay sleeping in like I struggle with sleeping in every day you know what I mean like I went to sleeping every day and then you guys slept in I mean you guys woke up and you made sure you were there so I'm just really proud to like have witnessed the program
023and also just witnessed like my alumni just keep going and so congratulations to you guys and congratulations to the parents as well you getting your students involved is very very important so congrats so I have the privilege of sitting with me with students um official and and something I noticed was this group from our first meeting we were all at the they were all at the table and some of them were really it was a big group and it got it kind of progressively got going to a very serious and that really wanted to know more of what was going on and throughout the week they they kind of sh it's these are big rooms that they they're in they the courthouse rooms there um I think we were in Jury [Music] Room commissioner Court
024was day one walking in there and tomorrow we have a few students that are going TOA court and if you I think that if you would have ched that last we hey you're going to go with you're going to have something want to say I don't know if they would all believe that but then also seeing their interest P especially I saw it at CCTV so they were getting ready to start explorers this week how many of you um reached out for explorers you don't go today or you don't today oh wow so they are now a part of the Explorers Academy which is basically like Scouts to become a police officer and because they were part of this program the person in charge of that was like come on and join us like you
025can skip the first part we do the background checks and all that stuff they they're going to be able to go ride alongs they're going to learn how to do um swimming and like saving someone and and that kind of situation and so this group on Wednesday some of them are like I want to go into law enforcement and so now they're taking this whole step to really actually getting Foods on the ground experience so it was just amazing to see them Blossom and I can't wait to keep seeing it um and I'm so thankful I I can't wait to cheer you ask him to do this he's like you want me to do it sure what am I doing I think you said yes before you even know it you said yes well I'll
026say this for all the people that are a part of this program and in the program it was from the from the judge to the probation officer sheriff and the jailers and then of course people who run this program it was nice to see the passion that you the passion that you have and the compassion that you have for the people who are in the system that you're having to work with and it's it's good to see people who are uh committed and passionate about what they do and I was very inspired thank you I think it's sort of close oh yes please I want to say that at woso we used to have the explor yes ma my son was part of the explor program back in we had it probably in the 80s
027through about 2000 but we dided expl we used to have a great teacher that he went on to I think he has a do you any comments oh yeah there's some stuff here first of all you want me the conditions that it's even work in prison uh the majority of prisons in Texas so if you think it's CAU right now behind a cell so that should be a what of the so it's good that finding your careerly in life if you might want to change it you have time so at least those option so I really off on taking time off your summer to do this extra uh pram we [Applause] offer so from the first year we've done this um it has really been evolving and I'm so proud of this program I'm so
028proud of the kids that have done this um every year we try to add a little bit and try to widen the scope of what the kids are able to see and I think this year it really has been the best one I've seen it so far I've had um several teachers from other school districts reach out and say hey I've heard you say that next year you will open it to other districts and you still only keep it to West Oak so what is it special about West and West COA is special it has been awesome um to meet all of the kids it's been awesome to meet the teachers who are so passionate about being not only there for the kids but learning all of these things themselves and just seeing the teachers
029faces um last year it was really interesting to have the parents at the very end uh of the ceremony come and ask questions I hope next year we can double the size and open it to other districts um I would love if the kids that did it this year would talk to other kids and see um if they can do some recruiting um perhaps we can also do it not just in the summer but maybe during the year and see how we can do that um I think the contacts you're all making the things that you're seeing so early in life you will truly appreciate it later on um but I think that this year was a real success and it's attribute primarily to y'all and then to everybody who has been there for you
030will as much as I think the West Wester has the best views there some yeah there's some pretty good students in other school districts course yeah so um only benefit I think the community as a whole from students we look forward to it expanding open to very much open to that and maybe we can even are some of our things be kind of you know being part of a community is teaching them that we're not this versus this that we all need to come together so you districts are an artificial Construction in reality we all live and I would like to see judge find and to work with other judges you see what I see here all the kids all the kids Children of employees stuff like that but if you get with others we
031have kids in D absences I mean severe absences that nothing is done to them that they would be made to go to a program like so they can see what these kids have just seen like the dirty jails the dirty you know things like that to wake them up I would like to see you come together with all the judges and bring something like that where the districts can say we're going to S the kids to I've actually been talking to several truy judges the justice of the peace kind of trying to work I've been talking to judge and we've been pting that together talking to judge and judge Rodriguez awesome many he many students to camps to the when he had them so I would like to see this expand to that because like
032I said what I see here my judgment about they're all good kids not but they're not of employees one they're not they're not I mean you all understand what I'm saying they're not perfect kids they're not kids haven't had challenges in their lives and so I I want be careful making judgments okay I'm just saying like we need to really we did JP as but good kids you know help you all get to where you all need to go that's what we want to do you to you need to be okay and we waited for you uh you are worth waiting for you're good I'm so sorry this is like the wrong one I know trust me I will um you need to get back to this I need Sor thank you oh wow I
033okay here okay there's a clicker sorry late um all righty so this is my presentation for um basically like uh for the jail uh we have a noasis County Jail here and um uh this is what my was okay so this is just like a presentation agenda um we're going to go through the shareff the app passing pictures at the end um the process of like prosecution and things like that and also like like what it offers some of the and um some of the issues that have in so first this is our L's County Sheriff um this is J Hooper he is um you would think as a sheriff he would be like ating guy he's actually really nice he's very very talk um he'll tell you a story from here but but yeah
034he's a really nice guy but he's Bas charge of making sure that our de meets all of his criteria and making sure that it is running the way it's supposed to he also I didn't even know the sheriff do this with like cattle or something gets like loose they go and round it up didn't know that that out that was great so I thought that was only something that we do in the movies but it's real okay it's real so yeah that's also something that he does um so the process so um once someone is detained they then go and are delivered to the new County jail and then this is where like they'll be asked like questions search for weapons they have this machine they walk through and and they walk out and so
035yeah and then they're examined for any injuries if they have have any injuries they'll go and they'll make sure that they're checked and they're good and then um if the inmate is staying over 24 hours then they will then change into clothes and then be sent up into um okay so this is some of the things that um it offers commissary is a big thing um to our inmates um commissary doesn't just St with food most people think that it's just like the snacks you know it bu noodles that's the big one um but no commissary also is um better hygiene products um uh better medicine better um shoes and things like that it also offers um technology pures so um I know like for no County Jail uh our inmates they are able to
036have tablets not of course they're on lockdown like that but they're able to have tablets where they can communicate and use those as well and so yeah pretty cool what comments are and so then we have noodle money is what the show call it and the ramen Ramen money yes um basically it's uh most of that's where most of the money that they get comes from it's from the ramen that's the bigest um obviously but all of the money that they receive has to go and be put back into the needs and some form it has to so that's better security that's better quality of what they're getting that's it has to go back into the it can go for a personal so okay so some of the issues that are hard and rough to
037talk about that most people know I'll start with mental health um mental health is a major issue in all jails in the entire system um it is it's rough to talk about um but many people that are incriminated they have mental health issues and so you have to take a different approach with them but it's complicated and it's a lot more harder because you don't know what approach to take with these people the steps that they leave medication the proper treatment and that can be difficult and it's only so much that one or two people or just a few people can to balance that out and make a difference and change that um so then we also have another issue which is our hygiene uh that are going to be in our cells uh the
038hygiene it's for condition uh honestly uh we have problems with uh I feel like women hygiene is definitely a big topic females should be afforded the proper tools that they need to make sure that they're cleansed and they're kept well when we have our period and Cycles we want to make sure that we're given enough PS how many do we need and for the period amount of time maybe even having a list when you get book of hey when is it what do you need you doing those down so that these people can understand that you can still take care of yourself and get what you need without having to go and buy it because some people are afforded the opportunity to go and buy those things those are things that are just basic Humanity
039rights that we didn't ask for that we're just going to need especially when we get out into the field and we want to have jobs you know you want to have all your teeth in you want to have be able to take care of yourself you know smell good you want to be able to present yourself a certain way and that's for men and women so yeah the hygiene should definitely be more FY okay and on the lighter note get the out okay um the sheriff Justice get that out um we do have aasis nasis County Sheriff's Office app and it lets you see um the inmates so who's being in who's being taken out uh what their bonds the bills it also has a most wanted list uh as you can see up here
040um it has some of the info about the inmates you can go look them up you can find out who these people are it's updated very very quickly immediately um it even has sex offenders so let you know if you're living around one if there's one in the area um it lets you know and so definitely the app uh yeah and so here are some pictures uh we had a great time um up here this is where like this is after we had did our tour of the uh jail I think this is probably even before after I see I don't know if I see or not yeah before after um down here this is not um this is we did interviews took pictures of elevators my right um but yeah so we had a
041great time and I just want to say thank you to everyone for inviting me and yeah thank [Music] you what time are you doing the board members we can let's get ready to start the official turn yeah let me try to find those I I was thinking rare is okay did you bu that oh it would have to be was filled with something I don't think Galler you still got some yeah to scroll sorry let me turn the whole system off I need to get that I think Belinda where she was here Belinda's here they're out was here too oh rear Scot right that yeah I always forget a it's a [Music] technical probably not okay you going to do it no Miss Jordan's in the office keep switching my chair okay this yours you

048with Mo Mr Moses what your favorite thing about guys when we the what your favorite thing about guys TI my favorite thing was about J TI was uh the guest speeches when they were teaching us about stuff in J manness trying hard to be kind and all that stuff [Music] [Applause] [Music] [Applause] that any want to share any questions from was there a certain age group for the the kids we picked second grade students second grade okay I'll tell you when I read that I was I was re I laughed and I thought it was just wonderful that you all uh Pres presented this to our students and this was a good start for them and I was so impressed and I laughed through the whole thing I thought it was just wonderful I really
049did I think our hope is this is the beginning right yeah I don't know much about the foundation but they're just kind of taking off and another entity that is sort of adopted W yeah oh hugs to these Souls right here thank you so much for yes so my name is Anna heenez I'm on the board for thos Opportunity Foundation and we were called on to work with this amazing staff and I get emotional because a former educator myself at JFK um when they called us we were happy to come and help so we collaborated on the guys with ties program and um we had a special four weeks every week we would go in and the guys from our office and our foundation would Mentor these little guys from second grade and let me
050just tell you it was life-changing for them and life-changing for us so thank you for the opportunity I get very emotional you guys know I'm a big baby but we thank you for giving us the opportunity to work with these kiddos and we hope to continue the partnership thank you awesome any question with this no I want to say thank you for you coming over and and joining the the district again uh my question my question is um after you all do your guys and ties little thing over here how are they in the real classroom when they go back to the real classroom uh how are they well we definitely uh started the program Miss gasos had the idea and I collaborated with her um we targeted certain students in second grade that were
051having trouble with discipline who needed that extra support that extra guidance uh basically was the attention they they were craving that connection that attention that they needed um so we formed this group to give them that opportunity so they can have special attention special time and in there we mixed in fun activities where we could encourage them to make better choices and I understand that but you're not answering my question question is when they because a lot of our kids I feel a lot of our kids in West Doo and everywhere in all schools a lot of our kids need somebody to be there for them to care for them to talk to them to collaborate with them to engage with them that's what of a lot of our students need that is really what
052they need because as you all know there's a lot of grandparents raising students nowadays oh for sure aunts and uncles and so back in the class we have to take that that you know to bring them in but I want to know when they get back to the classroom uh do they continue on what they're learning yes it's a process we started to see a definite difference in the students because they were now being recognized as students of guys with ties um we saw that their Improvement um in the classroom uh really did progress and we did a poll at the end of the school year with the teachers involved and we asked their opinion as well if they would recommend that we continue the program for next year how they felt that the students
053behavior progressed from beginning to end and we did get some great feedback from the teachers saying that they loved the program that they thought that the students were really um they more than anything they showed confidence and that's the start that is the start we know that a good start especially at JFK we have all the littles and now that second grade is moving over to wo next year we're going to have first grade is going to be the the oldest students on the campus and Y will be doing the first grade or yall going to move to W to do the second grade we are going to continue at JFK and we're going to do first grade um we are definitely um going to reach out to the administration at wo to see if
054they would like to contribute and and keep that process going at that at that campus but I can't speak for that Administration um but I know that Miss Anna here would love if they could continue because they really did make a connection with those boys and they'd like to continue on but overall it was definitely a success we felt like um it was something that was much needed and we got great feedback from it so with that we wanted to just come congratulate and thank Miss Anna and thos Opportunity Foundation for their partnership with us this year and Mr Moses couldn't be here today but we definitely could not have um reached the heights that we did without their help so we have a little certificate for them you want yes thank you so much
055um and while they're sitting for their picture um Miss menz and actually IC engineering is partnering with the district in multiple ways um so we're just incredibly thankful um serving on our Education Foundation board as well and um we'lll some students for and we had play students for our summer CTE program as well so the commitment is for our Littles and then um they've also made commitments to our older students and even to teachers and programming for adults as well thank you so much thank you all you for thank you we also did want to recognize Mr lesto Taylor he was not able to be here tonight but he did send his um thanks and appreciation he was uh featured in the video he gave free haircuts to our students he also mentored um and
056shared and wisdom and then he had an end of year celebration and he provided a pizza party for the boys nice and he has very close ties to the community as well so thank you to Mr Taylor who could not be here today questions M or comments she answered I wanted to know it was okay we welcome the um y'all back again and with everything that you can provide our students uh we're more than welcome to have you here thank you thank you [Applause] okay we will now move to agenda item number 4 d c uh C I'm sorry discussion presentation of the City of Corpus Christi regarding the flatal road construction project presenters are Mr Joseph Johnson assistant director of Engineering Services construction management City of Corpus Christie hello everyone um you hear me
057yeah yes yeah we we don't have a presentation U it was I was under the impression that we were just here to answer some questions but I my name is Joey Johnson I'm the assistant director of uh construction management for the city in charge of all the construction managements or all the construction projects in the city I've got my team here today is U Israel compost from Bay he's a project manager for the for the project out there and I got H Gutierrez who's the city inspector um so he'll be the liais on the eyes and ears for the city on this project um basically uh and they have the they have the the phase one and so my presentation is really just them looking at those maps and see actually in your agenda I
058believe yeah so we're we're standing by for any questions anyone can have or may have you guys can see that we've already started Bay has hit the ground running they I honestly never haven't seen a contract start so quickly so I'm pretty impressed so far with them but uh I'll go ahead and turn it over to you guys and can ask us any questions and we'll answer them to the best of our ability well Jordan uh I'm just so grateful and happy that something is is is is being down to that area and uh how long will uh that construction take place how long will it take yes okay uh my name is Isel compos I work for uh bay construction okay the uh for your question is the uh we have U three phases
059would be uh phase one is the phase we're doing right now which goes from um bar Lane to uh I guess uh to the second driveway of the high school leaving two driveways open at all times okay and uh that first phase should take probably uh six to seven months uh 3 months into the summertime and maybe about four months into when school starts that'll be phase one um I saw the the diagram and all that you had I know nothing about construction but it it's it's is the street going to be widen and widening uh yes the road's going to be from uh 22t wide to uh 38t wide and uh it's going to be uh 11 in of concrete that we're putting on top of there and uh 8 in of uh Flex
060base oh on the bottom I'm just happy that we're getting it done it it was it was way past and I thank you all for for doing it m guz many years in the making uh this started back when Priscilla Leal was the council woman are you going to is it going to affect like any of the water lines sewer lines anything that's going to affect our schools here in this area Okay the um the utilities on this area we have uh some uh sanitary sewer which is uh probably about maybe a 45 days of work when the first when it get started right now we're in the process of getting the materials and stuff like that but uh the sewer line will not affect the school uh we do the sewer line and then
061as we go to the we get everything in the system then we'll connect it to the to the system of the of the school but it shouldn't it shouldn't affect that it shouldn't affect the the the schools to where we'll have problems with it also um it's going to be you all are going to be working during when school starts how are we going to handle the traffic you know like when I came today cuz I have been out of town when I came and I saw it was closed I kind of debated do I go through the the little spot there to get in here or you know I didn't know I did I never go through if it says closed I don't go through there no matter what but I just kind of
062stopped and looked and I was like well I got to get into this driveway so I went in through there is that going to be something that we continue to do and parents have to do to get to there okay right now on the way the phases are uh y get bettered out to everybody uh the road when it says Road closed it means Road closed nobody go in there m but our signs have Road closed through traffic okay so it means like uh for this for instance when you're driving in off this uh be Lane says Road close through traffic you guys are allowed to go over and come into into y's driveway okay uh the people coming in on on a food bank also they're they're already we talk to everybody go around
063and go into their business food bank and also everybody on this side okay I was kind of worried about that so basically we going to have to go all the way around to get you know right here where it says Road close right here when we're coming in you come from here to here yeah we can to go to the high school get to the high school you have to go Agnes yes if you want to go through the uh be Lane is open you go through and then you go around through that through that businesses it takes you a detour has detour signs all the way around and you end up coming over here out on a side of the food bank and then you keep on driving towards the SPID bait and you
064want no baites is under construction baites is closed also the way to uh Agnes King Pin is open right now way Agnes yeah Kingpin that before Oh okay questions Miss V questions um so you said what 6 to 7 months on the flato is baits being worked on simultaneously or will that be following after this or completing about the same time okay right now the uh phase one it's also included in in bait Roo okay that one is about uh 3 weeks of work okay and uh right now we started it and that's all we're going to do until all this rain passes by okay you know but uh that right that should surely be done before Summer's over oh yes okay so at least parents can get through baits through way off of SPID
065yes okay and and like like r one there we're doing it uh if we do it we do we do the work and then uh uh like R out it'll be open for public the people could drive through Road close through traffic they could drive through it it's solid everything's drivable and we'll do the same thing like when we put the there's like four little items we got to put uh Flex base and then we got to put cement in there but at the end of the day uh then it's it's drivable okay thank you next no answer all okay so phase one will take six to 7 months you said yeah which includes baits you said yes yeah includ so you're just redo doing the whole surface on baits yeah baits baits uh we
066well we started today so it's it's going to take about 3 weeks uh weather permitting but uh it's 15 days 15 days once those three you're done with that yes okay that's coming though what's that for the rain that's oh yes weather permitting yeah weather permitting what is phase two okay phase two is uh once we complete uh from here to the second driveway of the high school which is about 1,600 ft all this will be open 100% And then all these driveways will be open and the the in other words it'll be open for the public um we'll still have Road close through traffic and then we'll start phase two which is from the uh the uh first driveway of the school going that way and then you'll have two driveways on this side
067to go into the school so phase two will always have phase one has two driveways for the school uh phase two will have two drivers to the school and then phase uh 2A will'll have two drivers to the school in phase three uh it's 2A it's phase 2A okay it's phase one phase two and then phase 2A 2A is like a a little 100 foot section that we're leaving in the middle allowing it to so you could have two driveways on the coming in off of bar lane and then you have two driveways coming in off of uh bait and that was one of my main concerns uh since right now we have it closed I said why don't we closing I know summer school is going on through June 27th and then we're going
068to have less traffic there so uh um I just want to make sure we have two driveways to our high school one school starts because that's going to be very critical for us yes sir yes sir on uh when school start you'll have uh two driveways it's open the way it is right now two driveways you'll have two driveways through the whole school one recommendation that I would like to for you to consider is when you do open up some of this um I don't know how it might affect but they may not be able to go all through later I guess on the businesses uh just to kind of limit business like big vehicle traffics yes we'll have uh we're going to have signs posted and also we'll have a uh like when the
069pH is going through we'll we'll be out there with flaggers and and the police for a few days just to get the traffic uh you know know what's going on we need to let you know when the first day of school is so that we can coordinate that with you also and then uh how long are you going to have uh be Lane close for us okay be Lane is uh right now it's under um like we're trying to get materials and stuff so once we start it's going to be uh probably closed uh uh well the works about 45 days and what is it that you're doing to Bar Lane tying in the utilities or uh it's a sewer line that's in there it's uh 20t deep the original contract uh it just showed
070the road there and that's right uh but now on the second uh phase they they put sewer line in there which is 20 foot deep that's why we have the whole Road completely closed it's too too uh it's safe for the traffic to go through the is that going to affect quite a bit of the berine road or just that intersection well once we once we put all utilities in there uh we could go we can going to go and close off the center line a little bit and then they'll have access on on the the right shoulder right there okay okay going across through Berlin okay yeah and then uh one question maybe from the city that you may able to answer um just out of C curiosity we have a bait Road uh
071is and is there a master plan that might tell us if that road is going to continue all the way to navigation at one I don't have the answer for that but I I can get it for us if you can get it for us because uh it might affect some of the property that we have on on that side bit the navigation you're asking if baits will be expanded like in a master you might have a master plan where it says that baat road may there's future plans for it to be expended over to navigation or not for you em information we're we're eventually going to have to build another campus here and if in the near future we know that there's going to be a road there that will help expedite people in
072and off of the campuses so that's why I'm asking the question okay good question anybody else have any questions yeah no uh can y'all come back for updates maybe later on maybe one more update telling us have you already had schedule what's going on uh in six months or something like that we can do that in about six months yeah because I mean you're going to run into maybe procuring certain materials or the weather stuff like that and uh we're going to be looking at our claps and saying uh in our calendars 6 months is over and what's going on and if there is a delay we'd like to know well we'll tell you if we run into delays we'll tell you well before that without even having a meeting we we that would be
073good just commun you even communicated with the superintendent and we can we can put that out on our websites with the community at least they know because everybody's going to be yeah absolutely know we'll we'll be highe highe will be in in contact with you guys with any any issues that we're having yeah and we put this out already on on our website and social media so whatever information y'all can give us updates we'll do the same just to keep the the public uh aware of what's going on oh yeah it keeps people from calling my office too that will eliminate a lot of that so um and I do want to give a little props to the city um we had reached out to them about some uh safety concerns at JFK and they
074actually put a c uh crosswalk oh yes a crosswalk yeah so when up drove up today there it was so thank you and that twoa was actually a compromise with with um District leadership you know there wasn't any original plan so after hearing their concerns we added to 2A to uh to to address their their concerns about the driveways one more question you guarantee there sidewalks we're getting the sidewalks yes sir it's going to have it's going to have an 8 foot side 8ot wide sidewalk I was going to ask that same and the other thing is when you do this section that you went at 37 38 ft will there be a turning lane or one at this intersection here because it gets boggled up right on this intersection that ditch is going to
075go away right yes the ditch is going away and uh the the the ditch on the other side is going to be there but it's going to come it's going to have a all the drainage storm box Gutter and all that yeah so it's going to have a more better drainage okay well my concern is right at that intersection you only right now you have room and barely enough for two cars to try right here so is it going to be a little bit wider where we have like a if you want to turn right you can turn right and you can turn left and it doesn't Boggle up the whole yes right now cuz you you only got 22t wide right now and we're going to 38t wide so it's going to be it's
076going to have plenty of room for for the big truck so does that mean we'll have a turning lane I need to look at the striping detail make sure I I could send you you know all letter but no uh it won't have a a center turning lane uh I need to look at the striping detail okay at the drive if you can get the answers and give it to her that would be great all right any questions that was the reasoning for widening that was to have that turning lane that that's like I I said that's an ongoing has been going on for years and it's always been that we need it because right there where he's talking when you're turning that becomes a really big problem when you got everybody coming and it
077backs up the traffic all the way to the high school and then you have commercial trucks and all that trucks coming in and nobody can go anywhere until those trucks clear the intersection that's why you know if it's being whing then did the city consider that you know cuz we've done this for years years like I said and it was to do away with the ditch on this side and it was supposed to have the turning lane to go to so that because you have a cement company back there that they go down this way instead of down this way and then you've got other companies and it gets really bad I've seen it to where we've had to wait for like 30 minutes because you've got all these people having to wait so that
078was the I mean I would like the city to answer that because that was the concern we'll get you an answer right away okay any more questions thank you so much we do appreciate the collaboration and the communication oh it's yeah there's a sacrifice his right to um improvements and Renovations and um you know board no we're going to I'm sure no matter how we try to communicate there's going to be people that are just unhappy because it's inconvenient right there's going to be some inconvenience and that sort of unavoidable but we do appreciate that y'all started you know at a good time so that hopefully the bulk of the inconvenience or at least a good portion of it um has already started during the summer so we appreciate that thank youall very much for
079coming thank you okay we're going to move on to um item four D consider discuss and consider taking action on the communities and schools of the coastal B interlocal agreement for the 2024 2025 school year Miss Moore Miss Gloria Taylor is here for uh update updating y'all about communities and schools for the year good evening everyone we have a small presentation to give to everyone um let me see if I can work this but you're here sir so just in case okay I did all right so um good afternoon um I I know our Madam chair is not here but vice president anondo uh School Board of Trustees Miss Mrs Moore and the West oo ISD leadership I am Gloria Taylor I am the chief executive officer for communities and schools is my pleasure to
080be presenting to you today communities and schools of the castal bend goal is to divide excuse me provide deeper services for your students as we learn their needs your investment in our students has allowed us to continue building connections and giving them the access to wraparound support and Mental Health Services the data reported in this presentation highlights the effectiveness of CIS during the 2023 2024 school year but will only provide a snapshot of program highlights before I move on please allow me the honor of having our cisi coordinators who serve your school district stand and be recognized because we are truly successful only through their dedication and hard work l so as you know or may remember our mission is to surround students with the community of support and empowering them to stay in school
081and achieve in life so what do we do CIS places case managers on each partner campus to deliver Direct services and to connect students and families with needed Community Resources CIS Works alongside students families teachers counselors parent lison School staff and stakeholders to create meaningful change that impacts lives today together we will build a path to education for future Generations our CIS model is designed to keep students persisting in education and ultimately graduate uate from high school CIS partners with Educators students and parents to identify the specific needs of students who are at risk of dropping out of school once needs are identified CIS customizes supports for students and families and provide individual Case Management Services to help students fully engag in learning involving the community as part of this process CIS monitors student level
082data and tracks education outcomes for those students serve and please anytime along the way please stop me if you have any questions so our commitment to diversity equity and inclusion everyone is welcome at CIS and uh communities and schools we nurture an inclusive empathetic culture that celebrates the differences brought by our students families alumni board members employees partners and communities that we serve our diversity fuels our Innovation strengthening our commitment to build an equitable path to education for future Generations so who did we serve at communities and schools we unite the school staff to see potential in all students and work to create access to resources and opportunities that help them Reach the Bright Futures they each deserve this slide depicts the demographics of the students we served in the Intensive case management program so
083as you could see um all of this information is actually um available to us through our Texas Education Agency because our intensive case manag program is that what is being monitored and evaluated by the Texas Education Agency so as you can see I would venture to say that we do serve 50 uh% not 50.2 but depending on how the children or the families um filled out their cards and what entered into the Texas Education Agency and this is what comes out okay any questions so far all right the demographics are Statewide or for our district these are just for our your District only thank you yes sir so some of the results of our work although we were unable to provide any validated numbers from tea because we are still closing out files and supporting
084students in summer school we are excited to share some information that we hope you will be happy with so we provided 3,221 campus goal service hours to assist in the Improvement of the average daily attendance rates we also provided 2,488 students through campus-wide events 247 students received the Intensive case manag services that we were just talking about 4,113 hours of intervention services were provided in the six core components towards case management your CIS case managers conducted 3,312 attendance intervention 2,540 Behavior interventions and 3,438 academic Readiness support services so we're very proud of all the work how exactly do you do the uh the uh campus um the daily attendance rate how exactly was that done I mean we have a Trent officer how exactly this do they help in that okay so uh that's a
085great question so before school starts our CIS case managers sit down with the principal and decide together what is the goal for the school for the schoolwide goal as you can see a lot of our school districts in 18 school districts we serve want to improve the attendance so in order for them to do do that we have to write that as a goal now that goal gets put into tea so what we have to do is come up with programs and work with those kids to try to improve the attendance rate at the schools I want to take Myra for example Myra you want to step up here I know you're not shy uh Myra does daily affirmations at her school and I'm taking your thunder so go ahead go ahead and tell them
086all your little uh well I do the morning morning announcements every day and um during the morning announcements I do for the behavior the I don't know if you're heard in the guys with Tides with but I did a morning Mantra where I am smart I am kind I am what I already forgot it I'm nervous I'm smart I am kind I am loved I'm brave I'm brave so and the kids helping me come up with like the little gestures and then um weekly I do um beat the Bell so they have to be in their desk at by the time the bell rings and they get incentives we have all kinds of incentives that um CIS provides with us with a budget and I'll get kids are like Pokemon cards I'll get Pokemon cards
087I do uh pop name for good attendance if they get five consecutive U perfect attendants in their classroom I take them popsicles which kids love popsicles and it they're cheap so and the first time they get it I give them poppets and popsicles and then they can get it up to as many times as possible and I told them the last month if you get it every month you can get up to how many popsicles um I do U so be Dev Bell popsicles um it's MIT most improved tardies so I go into um I have Miss uh Jessica our attendance Clerk and she runs my reports and I'll ask her for like the more um more than 10 tardies and I'll put those um kids in a little raffle and if they I call
088up their name and if they are there hopefully they get to pick from a little treasure box and they get just to hear their name on announcements is exciting and Miss GES also started um a caught being good so we give out tickets and we um for all the kids behaving and we'll do a raffle as well and we give little incentives that they send us from like um RBS or like uh bubas we have a lot of people working with us and giving us incentives for the kids but just to hear their name on announcements they love to hear their name on announcements for anything just incentives so I do the behavior and the attendance every day every day you do behavior and attendance every single day so we have an attendance clerk there
089right there is an attendance clerk at JFK M MH okay so what is how does she come into your well she helps me with all the reports she helps me run all the reports and then when I have um when I pass out incentives she helps me pass out incentives we work together on um brainstorming on what we can give the kids what they like what's in at the moment to give to them to so they can come to school but I'm the one on live TV I've heard that uh what it what do we do what do we do for the good kids what does CIS do I mean CIS I I'm assuming you're more targeting this group of kids but as a district we should Target all our kids and bring them all
090in that's that's well tons of things for good kids right that's where we normally do a rooll a and be honor rooll perfect attendance I mean we have all of that in place the idea of CIS is to help support some of the students that are struggling similar to what you said for Youth Government right we have things in place for the students already that are getting those accolades is trying to spread and make sure that all students feel included you visit with parents I do okay so that you know say we have a student that has 10 absences okay and well I thought that after five absences you take them out of the district or they're removed from the district or something I don't know back in the day there was something like that
091they had if you were absent too many days they dropped you off our district and that's actually against the law you we don't do that anymore legally not allowed to do that yeah we'd be okay so we don't do that anymore but when you talk to I you know I'm old so back in the day that's what they did so you talk to the parents and is there do the parents respond to CIS better than they do to our district to where okay we're going to work with you to get your kids to school we work together we work I work together with Miss Jessica and we call the parents together um and we talk you know it's not just one do the parents come to the school or do you go to their house
092both well even the Miss gas and I were at the door we're greeting everyone coming in and out and we'll we'll stop them and we'll ask them how they're doing if they're okay if there's anything we could do to help why they haven't been coming to school or they're tardies we do tackling tardies that tardy um if kids come in after 10 and I think we've seen it where you have kids come in after 10 do you all try to go out and stop the parent to ask why is this child coming to me we shouldn't even accept a child after 10 I mean that's my my my my thing is you know when you go to work you got to be at work either at 6:00 in the morning but you can't go at
0937:00 in the morning if you're scheduled to go at 6:00 okay and this is what we got to teach kids you have to be at school bike 8: in the morning you need to be at school at 8 morning not at 10:00 11: or 12 okay but so what is the parents answer to that I mean I just can't see it I I I woke up late oh God and M Rebecca our secretary is really good about did your child eat breakfast because if they're not here before eight they didn't eat breakfast the teacher will save it for them but M Rea always did your child eat breakfast because it's important they eat breakfast and so who who is that Mr Bea our secretary oh our secretary the secretary she always makes sure to ask
094what secretary is she what who to who she's not Rebecca ptis she's the campus JFK JFK secretary okay but but JFK she's not the one okay well we're not let's not yeah yeah I have a question about uh uh behavior intervention we've been having so many problems with uh children vaping how do you all uh work with that group of children in order to improve that behavior yeah I was so I Haven any VAP at [Laughter] JFK no I know not at johnk hi so I'm Le G coordinator for West Junior High a lot of times the way we approach it it's so out of control that it's really really hard to do it so basically what happens is once they get into ISS it's just some conversations that happen with our PR with our
095AP with our assistant principal um some conversations that I'm having with some of them if it's something that has been continuous then I go ahead and pull them out we have some conversations um but most the time they're in a group setting and there uh a lot of times when they're they've already been moved over to DAP it's just some conversations trying to figure out what's going on what can we do to help you and what can we do to fix it trying to find some resolution but but it's been very very hard I can honestly say that this has been has been completely out of control and so we're just trying to figure out what's the underlining issue what can we do how can we help um so it's a lot of conversations that
096we're having with parents um as well as the students just trying to figure it out we're just is the parent receptive to uh your conversation with them oh they're very receptive receptive a lot of times you know um we're finding out that they're getting them from Aunts Uncles it just depends on what the situation is um so it's a lot of them kind of a commitment to to try to change things up try to make you know help them as much as we want to help them uh so that we can get some resolution somehow so but you do have some kind of uh contact with that group of children yes yes so it would be in it would be yes in small either a small group setting individually or you know I go out
097to the AP or we you know there's are different things there's just so many it's just what does the student say I mean what does the student say oh huh what does the student say when they talk to them I mean what is the student's response to it oh a lot of times uh the feedback that we're getting is they're under stress they have a lot of anxiety um so yes our kid they don't really even know what that is yet but some some of them are feeling some of it um so we're just trying to get an understanding and and a good grip and concept of what's going on with them so uh it's just going to take take I guess some more time I guess and the other question I have is uh
098mental Health has been a big issue oh of course yes ma'am and uh do you do do you find yourself involved with quite a few students in this District course of course okay yes so so on a daily basis that's like you know that's pretty big and that's what we do we show them that love support all that but it's really about getting so that's kind of why I like their initiative about you know guys with ties because it's really going back to like having some love and respect for yourself and trying to trying to get them to understand that you know at the end of the day we need you to to take some ownership of course of what's going on um but first we need to try to help you figure out what's
099going on so that you can find that love and respect so yes we do a lot of um a lot of positive or um self-respect uh love I do I don't get to do daily announcements because I support a so I go in a little bit later but I used to do a lot of daily announcements because a lot of times that's when we can hit our kids uh especially being able to see them in the morning kind of see how they're starting their days what can we do to help them to make that day just lift them up pick them up figure some of these things out cuz a lot of times we can see that right when they walk in just by Body Language things like that that's what I love I I
100love to help them figure things out but as far as what we provide we provide we'll do like um lunch tables where we have uh stickers and just helpful games about respecting yourself and showing love appreciation for those around you just like things like that little things and little things go A very long way so I feel like these kiddos they eat it up they eat it up they love love it and they love these little activities that I have for them even as middle schoolers so I love it absolutely love it do you ever recommend counseling for any of them with severe cases of yes ma'am if we if it's anything that um I can't really help them with we me and the counsel are our besties of course right we really really collaborate
101and we partner well together so we'll find them outside help who can actually come into the school district and help them and this year um and glad you said that there has been like a pretty large number of them that were helped out this year okay uh CIS does two mental health initiatives one we pay for a su a signs of suicide curriculum that we do to every middle school and every High School members for the elementaries we do posum which is about a little therapy dog that um the kids uh the side coordinators use case managers use to help our kids realize if they're having these feelings that they can go to a trusted adults the second thing is that we we contract with family counsel in so if ever your counselors or CIS
102makes a referral the family counseling therapist would come to with parent permission would come and do the counseling here on campus in a private room so that way the parents don't have to take off of work to go take them there okay so that's good Miss fell you have any questions Belinda no answer just just a couple more highlights sir and I'm done I promise let's see um okay so we did stuff the bus so we took eight kids um shopping uh we also helped with fish for life to help pick out that they had a lot of $15,000 but we did donate 8 thou $800 to those kids here we gave holiday baskets uh to our all of our kids in all four of the schools and that total up to 960 we gave
103$1,000 per school for the attendance incentives that they had to come up with a plan with the principal do a signed plan and return it back to our office and they were able to buy snacks or up to electronic devices so it was this we left it up to the school and to the leadership of the school to decide uh and then we also provideed 30 of your West too high school proud seniors they're caps and gowns which totaled up to uh 238 um we do site for students and seven of your students have received free eyeglasses family support we have helped out two families at a total of $500 angel tree uh that was something that was done here at woso and uh for 100 students and the food pantry we are so proud
104to say that the food has served 162 households or 597 individuals and we are going try to keep that up next year so here is a sweet story about little Joseph facing adversity and overcoming his obstacles Joseph struggled with behavior issues he came in second semester struggled make making friends he was always upset and would asked to go to the nurse's office anytime he had to work with a partner he was referred to CIS to miss Myra and she sat down with him to set goals and discuss Behavior expectations working with the attendance clerk Miss adalo developed an incentive system for positive behavior Joseph struggled but she did not give up she kept redirecting him to accomplish his behavior goal and in the end he was excited to receive positive feedback from his teacher and
105I think this is a quote that I won't forget is when he said to her that he was sad to be leaving you helped me when I need help you helped me if I needed anything and that is what we do we do what it takes whatever it takes and if we can't do it ourselves we try to find our partners to come in to help your students um it has been a pleasure serving your Stu uh your districts and these are my board members but I am open to answer any additional questions that any of you may have glad to have you thank you sir a lot of times we we throughout the year we forget what you guys do and it's um good that y'all gave us a presentation to let us know
106remind us of all the things that all the services that are available for our kids if you can't handle the problem you get us resources for those kids so uh it's a great Avenue for the kids and the parents uh I did hear I believe that most of the vaping products are being supplied by parents maybe we need a program for them also along with their children I know uh because those things contain hundreds of chemicals and the effects of that won't be known until later on in life so I think uh we might want to consider partnering up with the with the parents and maybe having a one or once every quarter u a meaning to talk about The Vaping the concerns the mental uh the medical issues that will follow later on and
107we would be happy to try sir anything to and then maybe try to sway them away away from the ones that are actually giving them these products might be another thing so yeah I I'd like to have a little information during the school year a little presentation to let us know cuz my concern is with the vaping when I heard about the vaping I was really concerned and then the mental health of our children so but I I would like to to hear at least once during the school year a presentation to let us know what we're actually facing yes and and the problem that we're fac with is we can't we're going to house them because of the vaping somewhere we have to educate these kids absolutely and we're going to have to be
108very Innovative with how what we're going to do with these kids because it's becoming a a where we're getting so many kids now and we can't house them just in one room anymore so we're going to really have to probably put bring that to the Forefront this year it's going to be a focus and I think you know unfortunately the teenage brain right is it's not going to happen to me right you can show them all the things right but well no that's that's other people right the teenage brain doesn't and honestly the teenage brain is also about this minute right now and what I've heard from from some of the kids is they're doing it because of the pressures the anxieties and all that so maybe we need to look at that how can
109we help with that so that they don't do The Vaping yes sir yeah and we got to educate them that it may help you right now with Whatever anxiety you have but longterm 10 20 years from now it'll affix your hair it's going to affect your heart it's going to affect your lungs is going to affect fix your ha all that so I think we're going to have to I don't think kids maybe get outside outside help with that with our district because we're going to need the help yes sir and they are We There are some wonderful agencies that specialize in drug and information education for students so we will make sure that we partner with them to bring this education especially to the de de and if you have something like that that
110we can put on our on our on our website the information Absol we did some pent and all ay uh look up for pent and all and all that we can start doing that with the vaping also because it's um the district ever put the vaping sensors up that's why we have so many students in D I mean it's true right restrooms I mean we catch but how about uh is it just the high school the junior high the high SCH yeah high school and Junior High and dap and Junior High and dap um so are we catching these from the yes uhhuh yes okay I I think that CIS can only do so much they can only do so much the counselors can only do so much this is going to take you know
111how legislature says you got to put them in there for 90 days or whatever no no no no that's not working that's not working because these kids their mentality right now is nothing's going to happen to me you know I I've got one right now that oh my God you know I'll just go live out in the street and I told her yesterday well there's the street let go ahead you know when they call me that they found you dead I'll tell them well I don't want to know you know but they think nothing's going to happen to them the more you tell them and the more you talk to these kids at the schools we have to bring somebody in that's strong that is you know that's going to tell them somebody that maybe
112already has issues with it well and this year we started at dap and I think you know we did we brought in someone from Santa going on right now right Miss Mo yes we started yeah we've started and I think we have some plans um next year for dap with um you have what what I I don't know about it what do you have so what we've done this year is Senor is a drug and uh and uh alcohol reh rehabilitation center and a gentleman that works there is uh was at West oo and actually dropped out of junior high school he stopped his education in junior high school because of drugs and alcohol he's in his early 40s now and so and now he's a peer counselor and so he's come in he was
113coming in weekly to to meet with those dap students and um then also Coach Johnson you know football coach has done a lot with the athletes this year and a lot coach Filmore has done a lot with the athletes the this year um with intervention but what our plan is and Coach Johnson's the one who initiated it is he's going to be assigned to DAP for several periods next year in the middle of the day and be um AA zone so when the students because you know it's you know when they're at dap for the most part we stop them from vaping while they're at dap of course that we're not necessarily stopping them from vaping when they get home but to have a leaone back at the campus you know to do that follow-up
114with them and I think a lot of it you know not to say they were perfect about um we need to also find reasons for the students um I'm sorry are athletes vaping is Coach Johnson is is we've had some athletes that Vaped yes and they continue to be athletes they can I mean they have to go to DAP they can't they're not playing while they're at daap but once they get out they go back like nothing happened I wouldn't say like nothing happened but we need to provide incentives if we take away that then yeah you got to take it away that that teaches them okay if I want to do this if I want to play football I got to stop doing this for their health really for their breathing I correct but
115we also need to so while they're while they're being you know have suffering the consequences they're not allowed to participate in sports but if we take it away forever then what then they really will have nothing to motivate them and that's okay okay we're going to um okay yeah we're going to need a motion for this please thank you I make a motion I make a motion that we take action on the communities and schools of the co wait a minute I had to ask about the price uh is it the same price no it's a little bit lower it's a little bit lower and this all four campuses we're going to serve four campuses but miss Kanye this year is going to be split between the junior high and high school that's where we're
116saving the money to try to save a little bit of money because of our budget okay then I make the motion that we take action on the communities and schools of the coastal B inter local agreement for the 2425 school year I second we have a motion Gutierrez second by Belinda Gonzalez we will now vote okay Lees hi shy Jordan hi Roso Rella hi gonalez I Oscar adonzo I rmer Rodriguez the vote is five zero motion [Applause] carried thank you ladies thank you CSI thank you okay we're moving on to item number five consider agenda for special board meetings minutes for Monday May the 6th and Monday May the 20th we also have agenda item number B approval of the monthly investment reports for May 31st 202024 and C approval of the general fund Financial

121we um brought this to the board at the end of May there was two places is where it had the superintendent and um the chief uh financial officer and y'all asked us to take off the Chief Financial Officer and that's what you see before you those are the only changes and my understanding was everyone was good with everything else do you know happen to know what page number that is by any chance anybody want to say one was f are you looking trying to find it you want to read the whole thing or just uh no so you uh we can make sure that they did the corrections that were asked of the board that they did make those changes to our satisfaction so it looks like page 118 is one of them okay thank
122you the only other word was page 69 It also says the superintendent or business manager they took off business manager okay okay that's 68 67 also has um the principal or designate if they took off the design you want to see that on are we happy with all of it I don't care M Jordan you're good Miss I'm good any questions do what they're going to do anyway um we are part part of that policy oh I I I asked to be removed sir I did ask to be removed okay we'll comply to be removed you don't want to do it more no they're they're going to do what they're going to do ma'am okay we will need a motion let me see for item 6B our motion that we accept uh that we move
123that the board add revise delete local policies in accordance with the proposed change resulting from the policy review session conducted on March 21st second okay motion by asra Rondo second by Shirley Jordan we will now vote okay Shirley Jordan i r sto Rella V hi Linda Gonzalez I Oscar ronto I RMA Rodriguez motion passes 41 we will go to 6 C the priority One Student Success and well-being M are you going to join us no sir thank you M on the agenda okay so um Miss gcia and I are going to share um one thing that I kind of want to front in this with is that um you're going to see our scores we're going to be very transparent or well we don't know we don't know ABC ratings if you ask about that
124um right now what we you know the timeline that ta given was mid August we will get our um accountability ratings or number letter ratings so that information is not available we're giving you all the information that is currently available um and um you'll see it's it's mixed there's some places that we need to celebrate there's some places that um we have work to do um I do want you know to remind the board with the comments that um all of our teach teachers and all of our administrators um campus District all of our and all of you of course want our students to be academically successful I'm not going to spend time going into you know this the test itself the assessments themselves um but we know we can there's room for improvement we
125get that and we're going to be next time we come to you we're going to share with you um specific strategies that we're going to be implementing um uh Miss GC and I have looked at at the data um uh and at least I think we both share that there's definitely some general professional development that are that can be helpful for our teachers I also think though a lot of it is um individual teachers that we want to do some additional coaching with um and just some other strategies for more interventions with specific students um and again I'm not going to in this this presentation I'm not going to give I have lots of reasons I spent some time with Mr saying okay here's why I know all of that this is really just giving
126you an overview of what the results that we've gotten from TAA oh so before we get into star we're going to start with Early Childhood literacy oh yeah you want to do the yeah oh okay and these are just some slides that share with you the assessment that we give is a Statewide assessment for all students is required by in grades K through three and this is what is being assessed and based on that assessment the data is um is given to us in four categories very similar to the star and EOC so well below below which is what basically the state calls approaches for star and EOC at or above and so what I've done for each grade level is looked at how the individ how this group of students started the year how
127they ended the year and that's what you see on the top and on the bottom you see um where last year's group ended versus where this group ended that's kindergarten and of course you know you see gains definite gains this instrument our tutors um are the ones that just for Equity sake and Fidelity sake is the ones that um these retired at to teacher Ed teachers are the ones that it's a one-on-one individual examination so it's you know it's very different than a STAR test where they're on a computer okay and this is our second grade data this is probably the strongest data that we have is that second grade [Music] group um so this is the math um our math students I mean and it's you can look at it's done a little bit
128differently but you can look for examp Le at our students their overall score on this math exam at the beginning of the year was a 62.6 3% and it went to a 79.2% in first grade um it went from a 56.52% second grade you don't see as much um the beginning of the year when they gave that assessment it was given paper pencil 54.8 five by the end of the year getting them ready for what they're going to see on the star exam um it was given all online to the students and so that was 67% and so part of what you're seeing with that is we're seeing the grow what their knowledge growth but then it's also when the teachers will tell us that that transition to the online assessment and that's what we're
129trying to get the students ready for that earlier M you can take over if you want um okay so grades three and four star data for third grade reading they're at 70 I'm going to start um they're at 71% which was just a 2% drop from um last year they're at 32% meets and 8% mastered so it's good for accountability that our masters win up because um that is where we get our accountability is in your meets and Masters so uh we do have some work to do on third grade math but we're getting there we will get that done um I know um Miss Davis has already asked for um assistance and what we could provide uh at coaching for the teachers so we will be um doing that professional development as well the
130fourth grade reading it just went down 6% um or uh down 5% for meets and we stayed the same for Masters fourth grade math did great they had gains in every category meets approaches meets and Masters uh fifth grade reading went down down a little bit um but they gained in their meets and Masters which is great hello yeah thank you am I yeah okay and then fifth grade math well um we have some work to do there so we we'll be working really hard on on um you know fifth grade math I've had some problems with math a whole year and I've discussed it with me and I was not pleased I'm saying it from personally what I saw can't be about individuals you know at a public meeting but there's going to be
131some staff changes that you'll see um and I think again when I when I look at it when you're in a small District right when you're in a a small District you know in a large campus you have 14 Math teachers or something like that then one one person doesn't make that much of a difference to data you know but then in a small District when you have three people for example teaching a subject if one of them is relatively we weak that makes a big difference and also I mean I can say this you know and I will say this one example because it is true we had like um a very strong teacher that was out for three months on with surgery I mean that that makes it makes a difference now that
132doesn't make the difference for all of our star scores and that's why but in individual places that can make a difference but there has you'll see there's going to be quite a different some some changes in Staffing for next year usually you think that the math is very strong for the majority of the students so this was really a surprise to me yeah it was really a surprise number two majority students love math there's one of the so when I saw this it was just like a it was yeah and we'll look at the state comparisons because well we we'll get there in a minute a lot of it isn't I mean there like I said I think it's parts of can they do the math right do they understand the question of what's being
133asked and are they willing to willing some some of it's able but then it's also are they willing to take make the effort to stick with it because you remember during a STAR test the teacher all the teacher can't say a word Ronda has her head down I mean I can kind of go like this but I can't say lift your heads up Rhonda and keep working you can't even do that that you you literally have to read a script and so whereas during the school year you know if Rhonda kind of spaces out I can say hey Rhonda I need you I know you can do this you can't even say hey Rhonda I know you can do this you're not allowed to do any of that during a STAR test but I had
134problems with the teacher yes and would there concern we need to address that t specific teacher uh with providing the tools at an early intervention the earlier the better at the start of the beginning of the year rather than wait the middle of the year but when more in close session I can give you some more specific information too so this next slide is um I do a comparison because that's really what you want to do you know they were third graders last year they're fourth graders this year did they have gains did they have you know did they decrease um they did decrease a little bit but they had gains in Masters which was great yeah you know um our third grade to fourth grade math had great gains um our fourth grade reading
135to fifth grade reading they're staying pretty um they're staying um what's the word for they're staying right right there right they only had a 2% decrease they're maintaining yes thank you U but their meets and Masters went up so that was that's that's great that means you know the teaching is at a higher level and they're using um their strategies that the teachers are teaching them all year okay um and then fourth grade math to fifth grade math well again that's where we do need you know some um PD for teachers so we go to our um Junior High data our sixth grade reading um approach has stayed the same they went down a little bit on the meets but went up um 4% on the Masters our sixth grade math um did decrease so
136um we do have Dr ma from the high school who started doing instructional coaching at the junior high level um for the teachers yes as well as uh you know Mr Alvarado as well but um he is kind of like mentoring as well um because I know Mr Alvarado is mentoring other teachers so we're kind of like team teaming up okay um so have we replaced the math teacher at the junior high I noticed that yes we have okay and and we just found out during this meeting that she's fully certified so that's a good thing yes um our seventh grade reading went down just a little bit but had gains and meets and Masters so that was good uh seventh grade math just went down just a little a little and um oops switch
137it our eighth grade reading um did go down uh kind significantly but our eighth grade math went up in in um meets and barely down in Masters so they're maintaining eighth grade star data are Algebra 1 went 100% approaches 95% meets and 71% Masters um eighth grade social studies did fantastic they had gains and uh eighth grade science did fantastic as well so if there struggles at the junior high it's improving at the high school as they progress to high school MH am I correct that's what we were sharing at the high school level if they don't pass those tests they don't graduate so what we need to look at next year is how did these kids that didn't do so great in the junior high do did they gain it in the in the
138high school or we have to see that data next year do yes yes and teachers teachers break down their data once they get their rosters you know how how did they do in junior high and and the majority of them even look at their Elementary School scores you know have they had growth um did they go down one grade then they dig deeper was there something going on at home that that year I mean they do do a lot of data digs in high school because there's so much accountability you know they have and going back to uh I want to go back to well tutoring are we mandating that if they're struggling they have to go to tutoring yes that's what we have power hour at the high school right at the junior high
139where so we said at the junior high we're going to mandate that advisory period if they haven't passed they've got to be an academic advisory and and I would even say in in ele uh Elementary you know cuz you in the fifth grade they're going to go to the sixth grade and if that teacher sees that this child is not functioning in the fifth grade the recommendation needs to be for summer for summer school and I know that didn't happen that you know and I think in order for them to Pro CU it's going to be difficult anyway making the transition from elementary to the to the junior high and I I think if the kid is struggling the student is struggling at the fifth grade level too they need to um make a recommendation
140for them to do summer school cuz if you don't the kid is going to say I ain't going but if you let the parent know that they need the extra additional help then it might pay off better yes agreed so um the comparison data for Junior High um you know in fifth grade to sixth grade they had well you know not so well uh fifth grade math to sixth grade math was not so well but uh sixth grade reading to seventh grade reading they did improve on their masters uh sixth grade math to seventh grade math they improved in their meets and Masters um seventh grade reading to eighth grade reading improved tremendously and seventh grade math to eighth grade math they did improve as well well well that and looking at this what did
141the the fifth grade didn't do well so when they went to the sixth grade they still had some they still had some issues or was it a Personnel the other thing is and we're going to show you this in a minute was IT personnel yeah the tests Al also obviously aren't of equal rigor because if you look at data Statewide it's not like you know 70% or there's a certain percentage it's very erratic Statewide what and that's what you'll see in the next bit of data so sometimes it's a little bit deceiving because like Statewide seventh grade math is terrible and it's been for the last bunch of years as a state so it makes you think okay it's a little bit weird right like if our sixth grade math students suddenly get lose in
142Ence in seventh grade and go back up in eth it's probably that's as a state it's probably more about the construction of the test or the care nothing about the state no I'm just saying yeah yeah no no I know what we can do to help our children to progress and when I'm looking at the fifth grade and they're not doing well and then CU it's going to affect them when they get to the sixth grade and it does MH I agree so we're going to work on that yeah well man I think priority going to mandate uh you know tutoring and um I think at the junior high level advisory is is good you know for them to have those like incentives oh I want to go to cosmetology I want to do this
143however you need to go to tutoring and that can be an incentive I'm G to I'm going to do good so that I am able to go yeah to the fun things yeah you know but first is academics yeah so yeah um woso High School I am proud to say they did very well um they had gains in Algebra 1 for um lots of gains in meets and Masters so that was fantastic uh biology they maintained it but they had gains in their meats went down a little bit on them Masters English one went down a little bit on approaches but man those meets and Masters went up which is great uh English too did fantastic um and US History did fantastic as well so um and I I'm going to attribute that to our
144power hour I I really really am because you know it's not a choice for you to go to tutorials it's your assigned to those tutorials and those teachers you know based on what strategy your um missing when they take those tests that's how many days you're going to be going to tutoring so when those parents call home and say oh Kim is going to need tutoring in English on Monday and Wednesday and then the math teacher calls well they're going to need it just one day because you know they're stronger in math but those are mandated and our power works great so um here's one I'm really really really this is super exciting um is our ccmr data um do we have a tea has something called ccmr outcome bonus measures so if you have
145a student who passed their TSI in English and math and earned an industry based certification um you get extra money for them so we are getting $100,000 extra because we met that now on the accountability side well we're getting 94,000 sorry you have to take off 6,000 we're getting 94,000 more than was originally at the beginning of the year they project projected we we get six but instead we got 100,000 so we're getting the 100,000 oh wow but this is for the students that graduated last year just recently last year last year right last May mhm so the ones that graduated this may we'll get that data and we'll know what we get next year a year from now yeah okay just okay um so in 2122 data we were at 46.7 for ccmr which
146was our 2223 accountability um for 2223 we're at 88.9% and if y'all remember when we did the um accountability workshop with y'all we said for ccmr tea raised it to an 88 you had to get an 88 in order to get an a right remember so we surpassed that so we got an A in ccmr I mean of course that's not final because we have not received scores but Based on data received from tea on our ccmr we did score an 88.9% so really really happy on that that's good um so Ronda this this is basically are are graduating seniors every year a year behind last year uhuh but not the only not the Juniors only the seniors only seniors correct a year behind yes okay um our early college high school did well as
147well um we had 12 West Oso high school students graduate with their Associates of Arts liberal arts degree and one West oo high school student graduated with his level one welding certification so 11.2% of West oo high school students graduated with an Associates or a level one certification which I believe is great oh that's it and then y'all do have um some star comparison yeah look at the star comparison data that's on slide or page 203 yes 203 and again it's just a kind of oops what page 203 page 203 is where we're we are showing you kind of where the state was at for all this stuff and um oh thank you again the interesting thing to me is the the tests themselves are not consistent right so we have as a state for
148example 69% of the students get to approaches well suddenly in fourth grade they 82% so it kind of shows you the tests probably are not very consistent because as a state we're not going to all of a sudden get 133% smarter in Reading in a year that doesn't make that much sense was this the year that the English was um graded by AI this is the Year this is the year and there's some still some people questioning you think the students did good with um well there's a lot of questions being asked by the you know superintendent and stuff um around the state of Texas because if you were to read a students essay that was done and you follow the rubric you know you probably I mean I'm just going to say you would
149have scored an eight or seven okay but AI scored it a zero or one so there's deliberation there as to what was followed what what you know but but you're teaching the kids to read and write or whatever the way AI is going to grade it well yeah I mean the answer is yes cuz if you don't yeah but how do you know how AI is going to creade it exactly yeah you don't so really the teach but in a way you have a our teaching based on the rubric that was given you know like you give an introduction and and you site your Source through in the readings and you give a conclusion you know so they're they're teaching that of course we don't know how AI is is going to grade and one
150other thing I asked all year we asked districts she would ask at her superintendent meetings everyone Dr deeta would and and we all asked is anyone using an AI grader no one knew of any no one knew of any practice Yeah right so that we could bring it in and like oh let me let me uh doing all that they did very good pretty good they did well I mean mix bag yeah um if you look at math on that's on the right side and you just look at what the state we've got 69 and third grade 68 and fourth 76 and 5th so again that's really the place that fifth grade math is is by far the biggest weakness if we look at State data compared to us but then look at you got
15169 and then it goes down to as a state only 53% at approaches so it just it just makes me think about the validity of that test you know I it makes it look like nobody in our state can do any math you see what I'm saying like so it's not just West Oso it's like the state as a whole none of the questions on that math test and you know we can have another Workshop where I share with you actually the test itself none of it is 76 time 30 it wasn't just ours I was looking at every it's everybody that I so far that I've seen yeah so it's very it's um if you go to page 204 though you can see our eighth grade scores um overall are very compar you know
152are very competitive right and then if you look at the high school they're very competitive as well on page 206 so um I think it's helpful to look at that data just to kind of get an idea of you know what's happening in the state as a [Music] whole questions any questions no sires no show us okay questions good thank you thank you okay we're moving on on to 6D conduct budget Workshop number three is more Miss Mendes yeah good evening board okay this is our third budget Workshop um several assumptions that we've been going through uh is that we're going to try we're aiming at passing the balanced budget uh the sources of income that we're looking is of of course are uh potential real estate selling some real estate um we're looking at
153a potential interest and syncing tax revenue which would come out of a a depth deficien um and we're also uh looking at some additional grants that are coming through the safety and instructional material um we're going to like looking really in depth at the salary recommendations that we're looking I guess next week we're going to really sit down and drill down on that uh some of the uh tasbo did a a polling of different districts and 73% of the districts that responded um they are making budget cuts out of those 57% are going to make um they're going to have to make those cuts and dip into their fund balance only 10% are going to remain spending the same and they won't have to be looking into their fund balance to use those fundings um
154we are looking at the pay scales this is last year's Pay Teachers pay scale uh we did a little put a little increase in there we're trying to see if we can sustain that uh this is a 2425 teacher pay scale of um this is the administrative professional for the 23 24 school year and we clean that up too as well right dep on where they need to be yes yes and then this is a 2524 professional administrative professional scale right here is the clerical and Par professional for 2324 this is the one for the 2425 uh this one's the acceler we're still really haven't really drilled into this one we're going to have to um look at our bus drivers but this is a 2324 uh and we're looking at the you know making
155more adjustments to this one because we haven't really drilled into like I said our 25 2425 play plan okay this here's a recap of our salaries by fund and by Department currently what we're where we're at what we looked at with this does include the uh teachers increase but we haven't really like I said drilled into everything all the items but this you'll be looking them you'll see by Department you see the high school it's 3 million Junior High 2.1 million and um it includes benefits in there and overall for fun for fun1 199 we're looking at 15.7 million other expenses uh uh that's 5.4 million and a total of 21.2 million for general fund itself on the bottom uh we did include the food service in there we're looking at 1.6 million for our
156total expenses and your federal funds right there we just did the salaries that we currently have and that was 1.3 million from coming from your federal funds does that maintenance still include the insurance of the the 800 25,000 yes sir it still includes um insurance right it still includes insurance but on that one right there it's the salaries oh that's just the salaries yes on that portion total salaries that's right thank you okay and this uh slide is just showing the appropriation by Fun and object code so you can be able to see like if we look at the uh fun 199 you're looking at 6100 which is your payroll it's 14.7 million and then you can go on by the different object codes in there here's a recap of our total uh projected budget
157right now we're looking at property taxes of uh anticipated revenue of 8.6 million for general fund and state revenue we're looking at an ADA of a 1.7 projection and uh anticipating that we're going to get 1.5 million out of that a total revenue that we're anticipating for general fund is 21.5 million uh expenditures that we're looking if you look at the salaries right now it's 15.7 million just for general fund other expens expenses for 5.4 million and the total expenses for general fund would be 22.1 million that wouldn't put us in a deficit of over 600,000 and like I said we're still drilling into looking um see where can we cut what can we do where can we make changes so that we can come back and look at a balanced budget well I would
158start with we need to look at Ada Miss Miss Mes because that 1700 we're not even doing 1688 right now pardon me that ADA that you're using 1700 for mhm that's over projecting right there because our Ada right now is about 1688 or yeah that that's probably you're probably correct we might might go down need to get go down but uh being that right now we're still kind of working on the um the tax rates we're looking at work working on different things we are also working at hey what are we going to do with our salaries so I kind of put it I I can tell you something I'm going to look at that ada8 and we need to be where well but that's thing when I was showing you there's a little bit
159more it's a little bit more complex because of some of the weighted funding like for our special ed population yeah because they really go with a refined Ada which includes our programs and stuff so it want to make sure 100% that we don't owe the state anything yes yeah we've been there before yeah yeah so i' rather project a little bit lower and if we're higher then we don't owe them anything they probably wind up oing us this includes uh your cafeteria have to pay so that's the Ada has done what every three years or so we do it every two years and we based it on last year on 1688 we were at 19 and then we lowered it or we were at 20 somewhere the one we turned in last year was 168
160Med we're much exactly close to that right now M oh pretty much exactly if we look our last summary of finances it's exact basically so but again yeah so there's something called and we like I said to you it's it is a lot more mean we it's complicated enough but in reality it's a lot more complicated because there's something called your basic Ada but then it's very based on your special education population your CTE your dyslexia GT all of that that changes if you're in a district not that it exists with no special education students etc etc etc then it would be one way and it's not just the specialed students you have but the severity so a special ed student that has PT o you know Physical Therapy occupational therapy um everything is a
161different waiting a child that's in an Adaptive education self-contained classroom versus a student that is special at inclusion you get more funding to pay so it's it's not quite as simple as just a percentage of our number of enrollment yeah we run a template on that template we'll put our Ada from there we'll cut it by all the programs and it'll give us a percent exactly what the state funds us and then we'll look at the bottom line so as we're getting the numbers as we're looking it changes that's why every time so when you do this 1700 you're um kind of factoring in the extra for the special ed stuff and all that yes sir and are we pretty much where we need to be or we a little bit over or a little
162bit actually this current year I mean we've been like like Kim said almost on target we might get some money back this current year so but where we're where it my main concern right now is salaries and I'm been talking to Kim about keep in mind that we're losing exra funds and that and that this right here where we're focusing on 19 199 I already rolled in that money in there that's why it's showing is in a deficit and the other key is how we um code we have people watching how they're everything's being coded still right we can't keep our eyes off the coding correctly to where this money needs to that needs to be done we got to keep our eyes on that yeah definitely we we we're working on that all the
163time and we actually we can use other funds other than our our funds then just okay I have a question on the properties I didn't see them here um looking for them but I can't find them um are those still out there I mean I know the properties are out there still up for currently they're not we have to go back we got the last survey we were waiting for so we have to go back out for bids to all for all the properties again for all the proper what why did that happen I mean we had already set them up for for sale right M at one time so didn't get any bids no we did get bids no ma'am we didn't get bids we got bids that first time remember we rejected all
164but one of them then when we put them back out in the market we did not and the feedback we met with several we met with both of the people that the one you told us about there was two different entities that had shown a strong interest in bidding and they said that basically the minimum bids that we set were too high because it was just looking at the land itself but it wasn't looking at any kind of infrastructure that that would be their costs so basically they were saying we that they couldn't break even they talk to me about it and they asked me about I said I don't know I don't even know what's going on I said but uh he said that the bids the what the district is asking for is
165too much money I said well is that what the property's worth is that what the property's worth it's what the property's worth but if they want to build houses and they have to build a road in the sewer lines or water lines they're looking at the infrastructure that they need to put in right so they have to deduct that from their cost not getting Inc from the city they got an intive from the city maybe it would say yeah we'll pay that price right so both entities told us the same thing so then we went out and um because y'all had said why we all appraise is we're going to have to go out again that that piece of proper behind JFK JFK and so we got an appraisal just over 300,000 I want to
166say for that property the junior high property the old Junior High property okay I thought that was enough for sale I thought it was only it wasn't originally but then the board requested that we got that we asked oh yes yes I remember that so now that's valed at 300,000 so the goal would be that when we get back from the two week break that we we would be prepared to put it these pieces we constantly um going to the attorneys and paying them more money to redo this work that should have already been done no ma' it's a process we learned when we put them out for bids were a little bit high so then it's they didn't tell you that the attorneys didn't tell you we were too high I don't we weren't
167too high as far as value what it's worth it's just that what for developers it's too high we you have an appra I guess price and then what is a market willing to pay for that market price I mean yeah is there a difference yeah well there's a difference know that because the market value is uh and actually well it depends on the area what is our Market I mean if nobody's buying land here you can have an appra A May's thing I think I saw came up to me and asked me about it and I was like what are you talking about and then he told me he said about the properties at West hoso I said oh I don't know I thought they were already sold I don't know anything I haven't heard
168anything so but he did say we were too high on them and they wouldn't make them a profit for what they want to build exactly and I don't know if they're going to want to build homes or they going to build I think what we should consider is if we take something lower than what they appra that if they build houses there then we get to tax the houses now we have yeah tax money eventually right they have tax over so much money remember well yes I mean you're going to have to have a house worth over 125,000 to be able to getx but the state is supposed to be compensated for the first 100,000 correct and I asked that question last last time yeah that's what they say have we gotten any money from
169the state as far as what we were supposed to get in August we already got that money to cover for the homestead exemption yes no no no no no for the regular Ada remember we haven't gotten any money yet from them or what have we already gotten that money that we were don't we get it in April in April you we get it throughout the year yeah you're talking about our um so we've gotten the money that was owed to us from the state yeah we get it every month we get a portion of it portions okay yeah I I thought it was just one big chunk at the beginning of the school year and they never know every every three every every time you get it they don't even know how much and it's
170not divided equally it's not like yeah it's it's a different it's literally a different amount each time and under the auxiliary the employees of the um the what was it the uh cafeteria and the maintenance uh people that we had adjusted their pay at one time or we had given them a raise yes last year we did that okay are they getting another one to come up with what it needs to be yeah a little bit but like I said we're still I mean our aim is trying to come with a balance budget that and then we're going to go from there because we still our big my big concern this year is the bus drivers because we do have a shortage and bus drivers and we want to make sure we attract more I
171was seeing the if this is what we're going to pay in 2425 school year it looks to me like the first time I mean some of our our employees that have been here just a, dollar away from a firsttime teacher on you got a two-year teacher at 52 you got a fouryear at 53 that's kind of like you know talking about that doesn't make sense I mean that's above get them over here to where they need to be right but I mean even with running those numbers we're still needing to come up with 500 I mean we just don't have the money to do more I know we don't have money I know that that that's the biggest problems but I just you know yeah the steps are I mean the difference is not very
172much but I mean that's your your typical scale that you have of any District We compare with some other districts we kind of at should we are probably we were at where we're supposed to be but we're kind kind of drifting down that's why we we wanted we need to boost it up a little bit because again we've we've definitely lost teachers this year over money there's no question and our problem is you know insurance is going up more teachers that what that what already put in that they're they're leaving the district is there more leaving because of the money is the issue well yeah money is the issue but how can they go to another district and get more money well other districts again that have got to remember it again we don't have
173our property Val values are low for um residential and then our property and we don't have much industry I mean yeah we don't have industry when we lost that company right there that o that killed us right there that that that company remember that was that was a big company there he decided to move to that's we need is that your presentation or we still have that's that's it we're done okay any other questions okay we will now go into close session um government code section 551.074 Personnel matters evaluation employment reassignments duties discipline dismissal of a public officer or employee or to hear a complaint or charge against an officer or employee in government code section 55176 deliberation regarding security audits close session and the time is 7:48 8:49 and we are back on an
174open session so we'll go to number nine superintendent updates as you all know um the district will be closed from June the 21st to July the 5th um as I just mentioned we're going to have a special board meeting on Thursday July 11th where we do our good governance training that's where we're going to look at the board operating procedures um which is part of our board policy that we'll look at them year l um we have regular board meeting scheduled for Monday July 22nd and then that following Monday will be the uh midyear evaluation July the 29th first day of school is going to come right up on Tuesday August 13th we didn't put this in there but the teachers report back on August the 1 tassat tasby convention this year is um in
175San Antonio and Diane will be on it but it opens next month um other than that I think we're good we are having the retirement celebration tomorrow at 11:30 and then on Friday for those of you were that indicated you were going to attend we have the uh teacher of the year lunch and sponsored by the service center at the Omni and that's at noon so tomorrow is 11:30 Friday is at noon tomorrow is here tomorrow is here at 11:30 Friday at the Omni at noon I think that's it Mr that's it yep that's it Jour what time what time 8:50 so what you got just that okay e
