001Recording in progress. Somebody uh the principal still here. >> Oh yes. [cough and clears throat] Okay, we're back in uh open session. Uh number eight, uh we don't have any new uh professionals at wheels. on B uh we have the recommendation of the uh of the police officer that's considered at will we have can we take it with a substitutes or yes >> the recommendation is that the board of trustees approve new adwell staff as discussed and closed >> a motion for that Mr. to move. >> Second. >> There's a motion to second. All in favor. >> Okay. Motion carries. 70. Okay, we're now on nine uh considering action items. uh the minutes and uh the bills. I mean, so somebody wants to make them together or separately or I need a motion. >> So,
002I move that we uh take a at a time, the minutes. >> Uh >> okay. So, you're making a motion that we uh do a >> Yes. I I would motion that we do the the minutes first. >> Right. We have a motion, Mr. Bonia, to do uh the minutes. Uh being held on uh January the 12th, 26. Second. >> Second by Mr. Mata. Questions, concern? Not all in favor? >> Oh, now I move that we approve the minutes presented with the corrections. uh for the January 12th and uh January 21st, 2026. >> So >> that's my >> Okay. Do do I have a second? >> Second or Mr. Ma questions, concern? Not all in favor. So you will move in on on B or >> on A. >> [clears throat] >> Now, uh, I
003made a motion to approve the monthly bills for January 2026. Motion >> motion member Sata second. >> Second, second by Mr. Espinosa. Questions, concerns? >> Yes. Uh just out of curiosity and [clears throat] is this where being that it's it is a monthly bill is this where Mr. Velasquez would make some comments? They go under business office reports >> under business office reports. >> Yeah. Because this this is consent. I mean consent and uh you can call. Yes sir. One question I do have is in these bills is the payment to insuranceances included in these or what are what areed in these and what's not? >> Can we can we address that in in in the business report because I mean uh they they've been paid. So let's >> the payments in shown in here
004though. >> Yeah. Can you can ask that question when you have the business report? >> Those questions were asked before. >> All I'm asking is if the payments included it's a yes or no. These are the accounts payable bills. The ones that you're looking at, the district's accounts payable bills. What you're alluding to is the payroll deductions, the employees personal deductions, the voluntary deductions or the district's health. Those are not included in >> Okay. Okay. Uh there was a motion to second right all in favor to approve. [cough] Uh A and B. Uh >> she said fine. >> No action >> for uh item number 10. Uh A and B were no action. Uh on C discussion action to approve the donations for the uh 2026 uh special Olympics. Dorisia will uh will present uh
005the donations. Thank you. >> There you go. So, good evening board of trustees. So, this is going to be we did receive information from community members and businesses for our 2026 special Olympics. Um, and the flyer is the date for the Special Olympics. It will be March 4th this year in Eco Pass. So we enjoy the invitation but come see our athletes. We are taking a total of 89 students and um 23 staff members. So the donations are going to cover the shirts for the students and for um staff. >> Does that [clears throat] is the special Olympics going to include baseball? >> It so the right now the special Olympics is just limited to um track and field. So it's presents for the little ones. They do have modifiers. >> Um, is this districtwide?
006>> Yes, sir. So, it does have an eligibility criteria. So, it's only for students identified with intellectual disability, autism, deaf, heart of hearing or developmental delay with suspicion of autism and intellectual disability. >> So, also let me ask you this question. Uh, aside from the donations, I mean, I know some campuses have been raising money What's going how how are you going to divide this money? And >> so this is for Mr. Mr. Martinez is the one that coordinates the Olympics. So this is specifically for the donations for the shirts. I know that the shirts the campuses I think they're having their own fundraisers to do I guess like sets and stuff. Um so they're the ones that are doing those fundra fundraisers based on the campuses. >> How much has the district allocated for
007funds to use on these individuals? So for this one, we do use we do pay to take the travel. So like for our travel, we do have that allocated. We kind of just saved aside whatever we took an estimate of what we took last year or how many students we took last year. And usually the district just pro um provides the transportation and then the meals. And then moving forward and I believe in April, I don't have the exact date yet, we have another Special Olympics get invited to, but that one that district covers like the meals for the students. >> Yes, sir. Forot where [snorts and clears throat] they pay for the meals. We just kind of cover transportation. So, outside of meals and and transportation, the district hasn't set aside any money. We've
008set aside money for athletics, jerseys, and everything, and we can't purchase 89 jerseys or anything for these students. >> What what was what was the comment? The district hasn't set aside any money outside of travel and food or you know for the students. But yet yet we set aside money yearly for our athletics for all of our athletics teams, all of our band teams, anybody that that travels somewhere, right? And yet the district hasn't set aside any money for, you know, these students that that participate. And we all know that they have Special Olympics every single year. >> Well, uh we're here when [snorts] we were approving the budget. I mean maybe when we approve the budget again. I mean that's something we can discuss. I mean >> we can definitely do I can how
009much the invoice quote was for like the shirts and stuff. >> You can remind us I mean when we're doing budgets uh based on what Bon needs as for us but the the bus or uh more meals or whatever uh so that we put something not to rely only on on donations from the community. >> Definitely. I can say whatever this year. >> Yeah. And that way we can put it. I mean like uh Mr. Martinez say >> uh any more questions for a motion to uh go ahead and approve the donations 2026 special uh Olympics. >> Motion in by uh >> second. Uh, one more comment. Uh, like I know we're approving uh this thing here. I mean, who makes contact with the people that donated? Thanking them for the donation. >> Mr. Martinez
010does. Okay. Okay. All in favor. Motion carries. >> Uh, one last thing. Can the district send a thank you letter? I don't know. >> Yes. state our students will sign our students you know so they do get um they do get those things ready for like the donors that did that >> thank you thank you thank you not >> 11 uh information uh discussion superintendent report >> very briefly uh as of January 30th of 2026 our uh average daily attendance was at 92.21 21. In comparison to same time last year, we were at a 91.56. Our district enrollment as of January 30th, 2026 was 1474. In comparison to last year, same time, we were at 1578. And we've included our more detailed reports in there. You have any questions on report? Okay. If not, we're
011going to move on to uhformational items. Uh business report from the different >> you mentioned the HBA or the health insurance premiums. That's what you wanted to fix on Martinez. That's the question. >> Our payroll account generates revenues from drawing money from the different funds across uh payroll across their desk. In turn, the employees pay different deductions or health insurance or life insurance all kinds of insuranceances. The district on some of these benefits contribute some funds. They contribute funds for health insurance specifically and for a small life insurance policy. the district agreed to buy uh over the summer. >> Sorry, which uh fund was that or which account title? >> It would look at payroll account. Now, at this time of this report, you notice a $21,000 balance at the time this report was made,
012but on a monthly basis, several thousands, hundreds of thousand dollars go in the account from different funds that you saw or you'll see later from special aid, from general fund, federal funds, and so forth. Again, the premiums are determined by the plans that the employees select or the packages that they buy when they voluntary deductions. also by the amount of contribution the district puts in your account. Money in money out. The district has so much permission to take from your check from your check and permission from the district to contribute for some of those. They pay for their active employees, employees that are active. Okay. The other accounts mentioned fringe benefits, unemployment, workers and so forth. uh and those funds that are transferred in because of the amount of salaries or project a [snorts] proportion
013of the salary that goes into their fringe benefit unemployment account that goes in there. You got workers comp, you have an activity account which is usually in the student activity account. Those that's the balance they currently have. You have a construction fund. You've got nothing in there. You got a serious time warrant. Right now we've got nothing in there. Most of those monies are set for those funds. Loans are at a different account. You'll see it in the preceding pages. When the time comes to pay those bills, we bring in the money before it's invested into the Sali County Bank, which is our clearing account. Money is go out from there for those bills. Any other questions on that document? >> You mentioned that active employees um are we paying for non-active employees? >> Uh
014no, but we are being build for some. hence sometimes delays in identifying why they're billing for it. As a matter of fact, we got a an employee listed on the bill that left the district in 2023. So that raised obviously a flag, but in the jumble of names and lists that tends to get overlooked. That answer to your question, yes, we have been built for employees [clears throat] that are no longer here. >> You know where that is? >> Pardon me. You know why that is? >> Um, one explanation was is because this particular insurance uh took the list from last year because they were in an urgent time to get their claims in. The insurance that the district agreed to take on that the board approved on came in in a rush to get
015employees signed up. We had the district had two different plans. One that was a self-funded plan if you remember that which was in significant deficit. I'm talking a million dollars per year. You took on a fully funded program. The company that was selected happened to be the same company that was administering the previous program. Our explanation today was well, we took the list from the other year, but there were employees there that were hadn't been here in a long time. That file had not been updated. There was changes in the district from several years ago that administration for such as payroll and paying bills was done through a different agency. The staff in the district wasn't doing that. I on cue with that. So who was assigned in the district to process or assist in
016processing for that agency and the end result is all coming out of the district is not doing that anymore. And those files were at the insurance company. >> And so Robert is referring to when we were contracting with region 20. >> Could could those um old employees be from be rollover from whenever we were paying the self-funded? >> So since that that account was in the negatives, it wasn't getting paid. >> Pardon me. >> So since that account was in the negatives, you know, it never was able to pay for the >> not correct. That account was in the negative. The district carrier subsidized that account back then by over a million dollars. That was your puppy. That was your responsibility. You had to pay it. That was yours. The dis when I said yours,
017it was the district. This other plan that you have comes from the employee and the portion that the district allowed to contribute per [snorts] employee. So, it's very different. Back then, it was a district responsibility. You made a commitment. You did not update premiums. The premium that I saw last was 400 some dollars per employee. >> It's now 700 plus almost $780. And that's kind of a conservative number. And I I could be wrong, but by other uh agencies, it's very conservative per employee. >> Yes. >> So you're saying uh it's a So the employees are paying this money. >> Yes, sir. So they they take it from every employees check. >> Oh >> on the health insurance side and even let's say you call it glasses dental uh employees want that insurance. He might
018not want it but you may want it. You may have different plans if you like. >> That's a cafeteria plan. >> No no that's health insurance. No those are just voluntary deductions. Cafeteria means for tax exemption. >> Answer his question because I might be getting off track. >> So yes continue. Ask me again so I don't miss it. I don't know if you understood. Okay. >> The employee [clears throat] pay. It's a voluntary plan. You >> mentioned it was the employees responsibility to pay for the insurance of their check. >> Whatever a portion of it >> because I understood that this insurance wasn't getting paid since like October, November. It had it been paid at that time >> in October. >> I mean, because they were still taking out money from their check, right? >>
019Let me let me get that. Uh the September payroll paid for the October invoice. In September, we were in an urgency to see the bill from blueprints. I wanted to see what did that invoice look like. The insurance company came back says we don't have it ready yet. They had just done an enrollment and they had not finished everybody. So they turned in the invoice for October and November invoices which meant September payroll, October payroll. They didn't turn that in to the office to our payroll department until late November. Invoice is already late by over six by 60 days or 30 days I guess by then. We processed the payment and I had the question of check the list but you know what we're urgently wanting to pay this bill. So we paid a little
020over $47,000 for those two months without totally going with a fine tooth comfort. We wanted to get that money in the account to get it covered. We'll clean that up. We'll go after them later. Then their bill comes in later for the following month. For the following month, it was sort of behind and in this round to make sure we don't pay for an employee that isn't ours like you mentioned or you mentioned, it got somewhat delayed and asking for a little reconciliation from the insurance company and making sure we didn't have more of those employees. So that's when one employee showed up that was on the previous insurance cost of about $232,000 for one employee a claim. We don't want to pay that one. And it was two different programs, but the insurance company
021included that name in the current insurance policy. >> I'm just saying. I mean, we take out money from the employees and they don't have the insurance. >> Well, they have insurance. >> They didn't have insurance, sir. my wife herself, she got >> what happened with us or the insurance company is they said in December or actually in January they said we're going to put a hold on the app that they had. That's what they did. [snorts] They put a hold on the app that claims according and I'm explaining according to what the agent told us. He said all the bills maybe the doctor calls in and say well we don't have there's a hold but a hold to to me might mean something that different than what it means to somebody else. be to comed.
022The agent who was getting calls asked us to try to explain to the employees. I had a meeting with principles and I put him on the phone on the speaker with all the principles there. They don't have to hear it from me. They needed to hear it from them. They did get a delay in payment. But last week they send in for the January payroll. We send last week we have 45 days to send that payment in. We sent it in within a week, within three days. But we're cleaning up what they included names of employees that weren't here. We'll continue to do that. They've gotten better at it. And so have we. We gotten faster at it. >> I mean, are we still paying for people that don't work for us? I mean, >>
023we're not trying We're trying not to do that. We're trying to make sure that their bills do not include those names. So when they say you're short money, who am I short for? who is a district short for or a current employee. Employees make uh adjustments or changes to their policies as they should. Maybe they increase dependence on them when they didn't have them and that's all right as long as the insurance is okay with it. So if they didn't pay it timely, we may have to go back and say, "Hey, you got to pay a couple extra bucks because you updated your policy." The same goes in the reverse. If the employee changed his policy to something lower, leaving family or children out and he deserves a credit, we may have the credit and
024give him some money back to follow. I mean, you know, I think this is all coming from all of us starting receiving calls. And you know, we got calls that I got calls that, you know, they had to pay more for their co-ay or co- insurance at the doctor's appointment than they normally would have, you know, or some couldn't get their their medicine because they couldn't, you know, they can't access their, you know, they couldn't afford it. $1,000 insurance no longer, I mean, thousand dollar medicine no longer cost 100 bucks or 25 bucks, right? They couldn't get it. But what happens to those employees that ended up paying their co- insurance and didn't just walk away from from paying? I mean, how how is the district going to write the wrong with them? >> We
025don't because we're not the insurance company. The insurance insurance agent or agent told us that the doctors and some of those bills will get repicked up. They don't even have to resubmit them. They're already in their system and they'll reactivate them and they'll process them. As far as the employees that your example, if somebody paid out of pocket, they can probably put in for a reimbursement, file a claim with the insurance company and hopefully they settle it. As far as deductibles and co-pays, I don't know what those are. I couldn't ask >> when when all of this I guess the the dust settles on it and you guys figure out what's going on. Are you planning to have a a discussion with all the employees or everybody in general? I mean, hey, this is how
026you need to go about to recoup your your money or, you know, whatever you did spend. um you know if if there was anything accumulated I mean you know are you planning on doing >> so through all that through all that >> you mentioned that that had effect because I've heard that uh payama the insurance ended in December insurance has never ended >> well no okay so it never ended it stopped so that's why people couldn't get you know me your because it stopped they couldn't access their insurance or show up at the doctor's end of the doctor's office would probably run their card information and they may get the message that it's on hold at >> it was never cancelled. They've never counled it. >> Yes. >> I mean I guess that's what who
027do we talk to to know why was it on hold? Non-payment. Like I said earlier, the delay is sort of snowballled because the insurance company started by not sending the the invoices timely and then in turn including employees that weren't our employees >> because we were charging for services that are being provided. We're supposed to be providing health insurance yet they're being denied for services at the clinics and stuff. >> They were put on hold. There's a difference. No difference. I mean they were they were being told no at the to their face. I mean understand they were there was a hall. >> They cleared it up today >> and hopefully this doesn't happen again. And >> so what was the whole sorry the delay? >> The delay because in the delay of them sending
028us the bills and then us sorting out some of the employees and questioning the people that were on that list on the list of in the bills of employees that we found weren't our employees. They were one time but they were no longer here. That delayed it and they wanted payment. Now we will clean it up later is the insurance company's uh comment they charge and when we find they find the difference they'll give us a credit but again I mentioned earlier payroll is a clearing account. I can't pay more than I took from the employees or from the district per employee. So, we've got to make sure that we can't we don't over >> I just want to say real quick >> one second. It doesn't wait. >> Let me just finish. >> Oh,
029I'm sorry. I'm sorry. >> It doesn't sit right with me taking people's monies for their services for the insurance and then not having coverage. That's not right. >> No, I agree. I don't disagree with you at all. >> Hold or no hold, whatever it is you want to call it. Sure. >> So, what time is everything supposed to be okay? Yeah. Everybody could go. sent the message this morning or this Yeah. this morning and they said the prescription uh reactivates overnight. They reset that or cleaned that up and it prescription card >> because Yep. I need patients to the >> cuz I got a couple of calls after 1:00 that >> they were still on hold. >> No, we got a lot of calls and we kept calling the agent and referring them to the
030agent directly and that's another reason I put the agent on the speaker when I spoke to the principal. So when the principles came to the office now it wasn't an answer that I was satisfied with but that's his explanation >> and whose decision was but >> you mentioned not going over what's the cap you know for the district not to go over I mean can that be changed or >> not really because if I I'm only taking $100 from you and the district's paying another $200 I only have $300 to pay to the interest. This is a fund. Money in and money out. I can't send more money on your behalf because the fund doesn't have it. I can't overpay. >> No, Robert. Uh, I know like Sam is saying we weren't taking the employees
031money, but on the long run, I mean, if we would have said, "Okay, I mean, we got a cap. I mean, we're going to give you money." And they would have lost their insurance. If if if tomorrow or something I mean they had a major uh illness then they would have been without an insurance. The other thing is uh I mean >> I know some people I don't some people I mean never get sick so they still use the uh they [clears throat] have the insurance. I mean like I have my insurance. I mean I pay a lot and if I spend a year maybe uh once uh in a year I mean $300 a lot but I keep it because I mean I don't know I mean when when I'm going to get so
032and that money that they pay out of their pocket you're saying that it's going to be reimbured. >> I'm saying >> if you submit it it so it's like >> paperwork. It's it's it didn't take their money because if if uh an individual would mean all that I just want to cancel my insurance okay cancel it and tomorrow I mean a major illness and it would have been worse >> the message from the agent was insurance was never cancelled they got the premiums the delay in clearing up the issue of employees and unemployed and us the district saying these aren't our people. Don't build me for them. We'll pay for them anyway. We'll clean it up later. That was the message. Okay. So, I mean, I I hear it clearly and it's unfortunate that some
033of our employees had to suffer, but and I'm not I'm not excusing our district, but apparently it's an issue that was created by the insurers and I already mentioned that it's something we need to going to have to, in my opinion, we're going to have to uh to visit. Now, you see what I mean? It's it's unfortunate the way it happened and [clears throat] uh uh I my people I feel bad >> and and and uh I feel feel very bad that that they had to go through that kind of stuff especially if they have kids the kids had to go to the to the see the doctor. Um but um >> well you know one thing's for sure we should have left it the way it was. We We never should have changed it
034because everything ran smoothly. It was perfect. We never should have changed it. But I'm a little bit confused like September, October, November, and everything rocked along smoothly and then wham, all of a sudden it goes to hell in a hand basket. And >> we got a bill >> and the November bill, I think towards the end, we got a bill and it did not include an employee. we're getting into process and then they sent an updated bill that included that former employee and we question and I said wait we've got to clean this up. This isn't just a simple mistake that maybe it came in from August from the prior year and the employee left. >> This employee worked two months here. Their last check was in December of 2023 and they were building this.
035But wouldn't it behoove the employees just to pay everything and then settle up with the insurance later on the ones that aren't ours so there's no skip and >> I don't know that we could pay for him out of your pocket. [clears throat] >> Who made the decision not to pay? >> No, we questioned you. Not that we didn't pay. >> Who made the decision not to pay that invoice? >> We paid the invoice. >> All 600,000. you you were build 400 plus the >> we take them and question them and question them and then they came up and said okay we'll take the whole not cuz I argued with them I called somebody on Saturday I have someone that I know that works in the business that used to help when I was here
036when we had an insurance company and they made contact and they they helped me clear it up >> we even sent out other people >> are you at liberty to pay are you at liberty to pay okay insurance is due. Let's pay it. Or are your hands tied until somebody says, "Okay, we have all the money together. Y'all go ahead." >> At the end of it, every pay month are the collections from the employees and the contribution that the district puts in. We got an invoice. We turn around, check that the people that we dock and we have listed as as the participants in that program and send the money out. But if that invoice has people that don't belong, we have to reconcile that. We have to identify who those people are. [clears throat]
037>> Does the Does the district always have the money to pay their portion of the premium? >> Yes, at this time we do. >> At at this time we do. When did we when did we not? >> Well, I'm saying we we have it current. There hasn't been the time this year that we don't have the money. Now, let me back up to prior year. prior that insurance program that the district was on the hook for that program didn't have the money. They had to borrow money from the general at a tone of over $1.2 million. So we got to keep in mind that we we are now we're no longer self-insured. >> Okay. With a new situation 100%. And apparently uh you know I hate saying it's worth a big glitch on the part
038of the to me the part of the insure and it's costing our employees uh agony. Agony it is I want to do this probably tomorrow contact the insurance agent and ask him to provide us the claim process for claims that the employees paid. Now I'm going to tell you this. If I did, if I was one of those employees and I had the pay out of pocket, I might see this that I fill out my claim, attach my receipt, send it off, and they turn around and say part of your deductible. I can't they can't do anything about it. It may be part of the co-ay. They may have applied it before. I don't know. I don't know that in the individual cost for employee, they might >> When is the new the new uh
039bill going to come in? The new >> end of the month. We just paid for February one out of the January payroll. >> Okay. Right. >> We should get one in the next couple of weeks >> or the March payroll by then. We've collected the money from employers and the district for both portions >> In February. By the end of February. And we intend to pay like the first week just like we did this last week. >> And we're going to know we're going to know exactly how much should be on that invoice. >> Yes. >> And that's what's going because that's what's going to be in our account. He said today he says, "Oh, we should be much smoother after this." >> I mean, you guys hear that? >> I just want to make
040>> Okay, remember it was us that voted to select this people. Okay, just remember that. >> Let me let me before us. >> Do you have an idea, Robert? How many employees in the district have insurance or the husband or the wife or >> off the top? I don't have that, but we can tell you that. We have that number. I don't have it off the top of my head. >> But but we do have >> but let me mention in the district in this district I've helped a few but in this district you have a large selection and it's not fault to the employees. It's just the options that the board has decided. You have four plans in a one scale employee only children employing spouse employee family. Then you have a little better
041one same four and then even a better one. You have 12 insurance plans for a district this size. It's high. You don't have all the employees on the high one or on the middle one. I'm distributed across. So, >> how many something how many employees do we have >> on the option one? >> I can get you those numbers. I don't have them off but we can get those. >> My understanding is that we have a lot of employees on one. They don't pay anything or they do. I know the district pays 700 >> option one employee only the employee doesn't pay anything >> but we pay $700 >> $779.76 for >> they don't pay anything but their deductible is is very high >> the deduct >> um miss you know as part of this
042I've already sent you an email of information that I've requested but I just want to put on the record that I did request invoices you know all the invoices for the current um year that of the insurance, when it was paid, any POS, checks, whatever it was cut, the dates they were, and when we all received all the invoices, >> and we've shared we've shared I've shared that document, that request, and so we're working on it. Yes, sir. >> So, what my last question, uh, what parameters have been put in place for this not to happen again? And I'm talking to I guess district leadership. we did is like like I said earlier this last week was the first week after the payroll that's after the January payroll by Wednesday not Tuesday we had already
043reconciled the account and I think the principles were in there that day and I mentioned I'm rent getting ready to give the instruction go ahead and pay it I don't get involved in that that's not my area but it is a delicate area and it was already steaming >> too many questions and a lot of calls so that's why I've stepped in and Mr. uh rear payroll processed it that day. You'll see the invoice. It was processed. Uh they take claim for it on Friday. So we did it on I think Wednesday and they say it takes 48 hours or something like that. So by Friday they had the money in the back and it's electronic. So So do we have a process? >> We do. >> We sent a check uh this morning and
044by >> What's the process? lunch time they had it right >> but they had cleared their account even before any more questions regarding the business >> yeah what is the process to help prevent this happening again you have that >> that we stay on top of it check the list we have against the invoice that comes in we continue to do that that's never changed [snorts] >> when do you get that list how soon do you get that list before the payment is due so you can go through the list >> the payroll generates a list of employees If we paid on the 30th, we should have it by the 30th at the end of the afternoon. The bills don't always get here. Like I mentioned earlier, that one got here 30 days late. >>
045So, it can't happen again. >> It can happen if the invoices get here late. >> On their end. Exactly. This last time. And in conversation with the agent, he says, "We're going to try to get it to you by the 17th of this month or next month." So that by then by the middle of the month we've got the bill and we we will be ready and we we've got that [snorts] rhythm >> and every and every invoice has a different list of employees. It depends on who had a claim for that cycle. So it's important for us to reconcile that list every time that we get an invoice. >> Yeah. The other thing that he mentioned is was in the >> what's that? >> The invoices were not showing on the website until later
046on. We're checking. >> We we try to check their website and our bureau clerk goes into the website, but they didn't put the invoice. They didn't post them. Rather than us waiting on them, we were going to them to get them and they didn't have them posted. They they were behind and they were in a mad dash to do a roll up of sign up in here. And he mentioned that after they left here, employees found out that they didn't get on the insurance. So they called them directly without letting us here know they were going to get on an insurance. It worked both directions. But as far [clears throat] as keeping up with it, they will be keeping up with it. I'll be monitoring it. And again, I'm going to ask with claim processing
047so that employees that did incur a cost can at least make the effort to get credit for it or get worse on it. It is now a fully funded program by the insurance company, so they're on the hook for that. They should be on >> who be responsible to keep up with the names on the lists. >> Our payroll office will keep track of >> Payroll office keeps track of it because he's the one that's signing up you and you and you for whatever plan you want and that the insurance is building for that person. >> Mr. Ree, do you have any comments to say because I know you deal with that. [clears throat and cough] Um, >> I don't want to put you on the spot or anything, but I know >> it's kind
048of just like Mr. Blasco was saying, we get our deduction register for what initially whenever the enrollments were first made for the open enrollments. Um, I got sent a spreadsheet by Mr. Alamont. um [clears throat] all the all the including all the employees that I enrolled plan uh whether they enrolled dental family dental spouse pretty much every planet one two three um >> but >> and that's something that I that's something which I input into the system um and >> so you don't submit a payment until you get an invoice from them. >> Yes. >> And you have waited for invoices to come from them. >> Oh yes definitely. We were searching for, we're not searching, but we were um inquiring for an invoice for about two months before they sent their first one. And
049so it was like they were playing catchup, but they wanted us to get ahead in that sense. [snorts] >> And we did. >> Any more questions for or anything on on >> on this this document here? If I may jump to it, you'll notice that it says our interest in safety has zero money. It doesn't have any money here. is that loan starts the loan. Um the market value is simply securities that the bank sets aside in case we have so much money and so we have to be insured. These are public funds not personal funds and I could afford to lose money but the district can't public funds. So they secure us these funds. When we get a significant deposit from our tax office, we have to immediately wire that money up to our
050bank where we invest in loans are because this bank cannot secured beyond that. If they can and if they do, it creates a hardship on this bank because they don't have securities to cover the other customers. >> So that's that number. These are simply like an insurance for for our clients. >> Yes. No, I mean continue with that and then I'll I have one more the breakdown on the the securities. They have someone from FDIC depository corporation but the bank goes beyond that and does an additional 700,000. >> Yes, sir. >> Robert, uh I know it's well it it falls under budget. I mean uh [snorts] remember when we replaced uh you know Josea and Estrada and we got the Herina. Can you give us a little information on what he has done for the
051district since we hire him? I think it's very important. I mean that the rest of the board members know. >> I did this um I might share this with you and I and I'll point that the important numbers out. the amount of of savings that the debt service fund will uh will recognize. And I say will recognize because it's an investment that was made and it gets paid off in 2040. >> And this is Robert Darina. >> This is Tarina. This is Mr. Tigerina's investment financials. They took the debt that the district had that settled until 2020,000 2040. They refinanced a lot of those debts to a tune that we saved approximately the funds saved approximately $1.2 million $1,121,000 of that the cost to do that work the attorneys the investors and all that and
052was about 342,000. So the district saved about $879,000 over the time of that uh payment till 2020 2040 which means when we do the taxes that I ins should see a lower cost okay in taxes for debt service. >> Well that's a debt service >> and and the rate come in sir >> the interest rate. So he's looking out after us, after the district to see that it benefits and that's why he kept saying the savings has got to be significant and we cannot go longer than than the time that the other ones were there otherwise we defeat the purpose of saving. So yes, we really appreciate Mr. Tadina's efforts and he came through >> and he's going to continue with that. >> Yes. Is he monitoring monitoring the market? >> Yes. So I had
053asked that question if we could write refinance some of our bonds and I was told no and he was able to do it. >> Yeah. Well, and the timing >> the market had to be the market had to be just right >> to see that the market was >> and the the savings was significant to offset >> if there was not going to be enough savings just to pay the attorneys and the investors what's the use >> and that was one of the purpose I mean when when he came over here that he that we had already hired him but then he came over and we had to approve to let him be searching around and in the few months that he's been with class. I mean, this is what we got on here, >>
054Robert. >> Thanks for going to the lunch. [laughter] [snorts] >> What else, >> Robert? So, as early as February 15th, we should see a savings since it's going to be our first uh payment of the year. >> That's correct. That's actually this week. >> We start the processing by Friday. >> Uh uh the 14th until Friday, we the payment is not due until the 15th, which is on Sunday. And on our accounts payable side, Mr. Selena's have made contact with him and we're setting the scheduling the payment because it's all all done electronically. Uh and they told him it's not till the 17th because there's a holiday and then it falls on Sunday. We don't want to take the chance. So we're processing setting it up, scheduling it for Friday to draw from the account
055and they draft automatically on the account and that's going to be principal and interest and some of them uh will be less than what's originally skipped. >> What's the yearly savings going to be? One more. >> I can get that out. >> One more question. The money it goes straight to Blue Cross Blue Shield or it goes to Almano? >> It goes straight to Blue Cross Blue Shield >> and it's on their website and our our payroll office checks that and submits the payment on and he gets the verification when it's going to clear. But their system says uh give it 24 hours or something like that, >> 48 hours. And again, she said it's an automatic withdrawal. We give them permission and they just they take it out and it's really up to them
056after we've sent it to take it out the next day or or the week later. I don't think they'll wait a week. But >> and where do we have that money? Long star or >> we have it when we process it. >> Longar. >> Yeah, it's at Lone Star. Yeah. >> Again, this is a clearing account and we will wire monies back and forth depending on what fund needs it at what time. We don't want to keep it at this bank for couple reasons that I mentioned earlier. They can't secure too much plus make interest at the other bank more so than this. Do do y'all ever when you're transferring money, y'all never transfer money from the EHB account to other accounts, right? >> No, we haven't done that. We have not done that. >>
057Okay. >> I just have one I'm sorry. Go ahead. I was just going to say in along those lines, the district has contributed thousands of dollars into AHBA. In my opinion is when it starts to we need to get some of that money back the general fund. >> Mr. O'Neal. >> Yeah. just um so I'm hoping I'm getting at least indirectly assurance that on the next invoice that whatever amount is there hopefully should equal what we believe should be paid. >> That's exactly correct. >> So but if it's higher than that, >> we're still going to pay send them what we're supposed to send them. >> Yes. And I have to we have to ask you instructions too. Hey, why do you have Rob on here? He's not even our employee. >> Oh well. Yeah.
058Besides that, but if we know that we're supposed to send him this according to our figures >> and but the invoice is higher, we're going to send him that amount. >> Okay. >> So where there will be no issues about >> we will still question. >> Oh yeah. Yeah. Yeah. No got to >> I don't have any more. >> Uh you have a budget tax. >> Any more questions? We'll let Ma do her presentation and >> budget for actuals. We have two reports >> and both of them are the same except they are formats different formats. Okay, we have this one, the one with the funs. It's going to do it. Well, with the funds we have um on this one we included the grants. So everything is seen here the 189 101 and the
059188 which is the de service of them are here >> and all the other grants. >> When you say the grants that's title one my grant and all that. >> Yes sir. >> You request it. We have the listed 101, the 200s and the 58. And the next column we have the budget for each of those uh funds and grants. And then we have the next column we have the realized revenue. That's up to current up to date for that month. Okay, the next column we have realized revenue up to today which is uh September up to current January. And in the next column we have the balance which is the budget and [snorts] realized revenue the difference and it's the listed on that column and then the percentage realized for that uh item. And
060um as you go down, you can see the total revenue for all of those grants. We have 28.2 [snorts] realized revenue for that month for everything listed there 2.5 and then realized to date up to date including the current that totals to 14.6 and the difference 13.3. As you can see there on the bottom, that's for the revenue. And the next column on the bottom, we have expenditures. As you can see there, we have the same column, the same items. But on this one, we have the budget incumbrances year to date and expenditures year to date, current expenditures, and the balance. on this one. As you can see, for example, let me example fund 410, we have uh as you can see, you have more revenue there. And the reason why is because on that
061special grant, we receive the money in advance and then we expend it. On the bottom, you can see the fund for 10. You can see the expenditure, the encumbrance year to date. The money is there is expended there. That's why you see more revenue like on the other grants. The other grants you see the expenditure and then the revenue. We do the expense first and then we do the draw downs. So that's when you receive the revenue except for the fourth uh the 14 and the some of them as you can see they have no activity for examp [snorts] uh expenses for the summer. So that one hasn't happened yet. So it's uh fund allocated for the summer. the the other one that's um the car parkings also that one has no activity to the
062but it has the the incumbrances in there listed for the car parkings which is the fun 244 or the next month we can see the February payments are going to be showing up in the next month since we don't have it here. For the next month, you're going to be so show showing expenditures. So, this month there's nothing there. The total revenues for the budget, the total revenues and the difference between revenues and expenditures. You can see the 28.3 28.2 I'm sorry. So, 28.2 two. The difference between that revenue and the expenditures will give us the difference of what uh we have on in the budget. the 31,000 that we have uh over in the revenue 31,000 the difference >> on the revenues on the revenues where [clears throat] is it broken down with like
063the ASF funds and the F and the foundation school program funds >> that one >> or is that separated ated in the revenues to title one and everything. >> No, that one is under 199. >> That's under 199. >> That's under 189. >> That's FSP and ASF. >> Yes. And both of them are under under general fund >> and it's only that or is it additional? Well, that's including all the revenue coming in, including the taxes and >> okay, >> as you see from the food service, >> sorry, food services 101, but those uh foundation grants are under 189. >> Okay. >> And any other questions? >> They're not all under 1990. So you have uh 121 is >> 129 is within 100 [snorts] >> a percentage a percentage for >> in summary of but
064in summary of finance gifted and talented it is its own program career career and technology is its own special ed state is its own uh bilingual is its own so they're not all in 199 Yeah. >> So the FSP is split between all these >> a percentage for each >> a percentage. Yes. >> That's how you see it. >> Yeah. That's the revenue we see for each of those 100 funds. >> Cuz I know from the state we're only receiving about 7 million >> 6.1 six. >> Yeah. The on the other report you can see the local revenue. This is the 57 and the 58 that this report gives us a breakdown and the 59. This one is reported by function. There's also revenues and expenses. The same dollar amounts that are in the previous
065report. You can see the next column it's all the budget to date actual these are all actions budget to actuals as of January and yearto date incumbrances and the variance variance the difference between budget and yeartoday actuals on that and then the percentage on this one you can see the function 71 which is the debt service uh you all Oh, on December we made a payment to the bank 313,000 and then in January we made another second payment 100,000 and this February since we received more money in the taxes we made 1 million. So that 1 million you're going to see it in the next report. As you can see year to date actuals for that 71 item is 413,800 which is part of that is the payment to the bank for the loan. >>
066Mayor, we're on target to pay that off, right? >> Yes, ma'am. >> Okay. >> What's the balance? >> The difference uh it's about 35,000 I believe and we're hoping to pay it in >> March. set up the 20th of this month. Next [snorts] this week, >> the due date to pay the whole amount is March. >> This month, >> February, no later than February 27. >> And how much do we owe? >> The difference 35,000. >> Was there an early payoff? Was there anything for paying off early? >> Little interest. Yeah, >> that's what Rowan gave us. 35,000 the difference. So hopefully we'll finish it up this >> you mentioned uh Texas uh the other day I was called to to a transfer [clears throat] to the bank. Uh I think it was 3 million.
067>> Yeah. 3.1 >> 3.1 and February the 4.1 >> today I was informed that tomorrow they're going to have a million dollars additional I mean on that one it doesn't get transferred out of the bank >> we'll see what the demand may be at the bank here for that period we may have accounts payables that we'll use >> 22 belong to the general fund and 848,000 to the debt service. So that's why we were able to pay the the loan billion from that came in and yeah that's 43. And then we have on the function 93 you can see we have the payment to relations which is uh chair services agreements. You can see there we also have um which is sped uh function 99 we have other intergovernmental charges which is the appraisal collections
068that's why you see a big amount there [snorts] and some of those are incumbrances or uh bills set up to pay that's why you see a big amount the total expenditures You can see the revenue year to date the actual is 14.6 6 and the total expenditures for the month is 11.7 plus the transfers in and transfers out still the same amount 633 which we mentioned the last time it's the health insurance and the difference between revenues and expenditures is 2.3 the difference between we have money as you can see the revenues are credits and expenditures are debits so the different between It's that credit which is have 2.3 million for the month of January. >> Any questions reports? >> That's that's a whole report. Uh I know that we've been talking about monitoring the
069insurance uh [snorts] thing which is very important. How are we monitoring the uh the uh the salary for staff to make sure I mean >> for for the upcoming school year >> for for no for for the remainder of the year >> in terms of >> of having enough money to finish the year? >> Well, we're we're we're we're trying to positions are essential, but there's some that are more so than others. If there are positions that we can uh close by attrition at least for the remainder of the year, we will close them so that we can start uh building up. I mean, we already we have a fund balance so that we can continue uh adding adding to that. And obviously, we're limiting um travel. We're limiting uh to some extent, not necessarily
070limiting, but making sure that federal funds uh are paying for extended day, extended week tutorials so that we don't have to tap into uh local or state funds uh as we begin to slow down the year financially. So, yes, we are tracking we are tracking our cash flow. Yes. Yes, sir. >> That's another thing that's important. >> The other option is finish paying it off this loan, then the same process again. >> [snorts] >> That's what >> Well, that's an opportunity that have other options. >> I mean, I know when when we're trying to get this loan, I mean, we we have problems. I mean, convincing buying the loan and now that we're going to pay it maybe a little before it's due. [snorts] I'm talking to Mr. completely instead. I mean, we were afraid
071that you guys were not going to be able to pay it on time. But now, I mean, if you do it and you need a little bit more, I mean, I don't think we would have to go the same amount like 500,000 already. I mean, >> to to to [clears throat] help you guys because you did uh pay it like we agreed to obey. So >> we've maintained our commitment to Z county bank. Yes. >> So that's why we want to pay the difference. >> I mean uh we don't have to use it but >> if we have a little >> is that report >> when it comes to that is is the plan always to be taken out alone. I mean >> do we get ahead? Do we start being able to get back
072to the students? Give back to the teachers have a track. We don't have anything, [snorts] you know. We don't have I mean the it's >> we're on the track. I mean, we requested it be done and you said no. >> Yes, sir. You said no. And now you come in here with the track. >> Never talked about the track. >> Yes, sir. We have. [laughter] >> We never discussed the track. >> We did. He said no. >> Money. >> Support of two basketball coaches. >> Um, go ahead and finish. I mean, >> now you want everything in the world. >> Thank you, ma. Yeah. [clears throat] I mean they're screaming go Hawks go if I were you sir. >> Uh donation for Savala County. Uh uh >> we want to >> uh Ro Sala County
073Commissioners Marez and Raul Gomez. >> Sir, do you want to come up and present the donation to the board? This is a donation that we received uh not necessarily in monetary uh donation. So it does not require board approval. >> Oh, we just um the district or CCISD and uh our staff just wanted to thank um the Savala County Road Department and Savala County Commissioners Mark Ben Mes and V Gomez because um couple of days before uh the cold weather hit um they called our office. they had called Miss Carlos and then uh called my office and asked if um and they were great about taking them on, giving them out. Um so we just wanted to express our our gratitude to um the Sal County Road Department and commissioners um Sal County Commissioners Maris
074and for their information. [clears throat] >> Thank you, sir. Mr. President, >> I have I have >> What are we doing with all the revelers that that we're getting a lot of people see? I mean, like on this donation >> on the donation for the jackets, we passed them out to the students. >> No, no, but on the uh Oh, no. There wasn't any any more on on on >> no >> on the uh the county was going to donate us more asphalt and all that. >> Uh that is not on the agenda. >> Uh I don't know if people think can give us an update. >> Are we getting more from the >> asphalt? They asked me if we needed some more bring us some more. Right now we have like four loads there
075at the shop. >> Okay. Let me ask you this question. like around the baseball field there's a lot of holes in the entrance there's a lot of uh as you enter I mean there's a big hole there who who takes care of uh checking around the district >> for that it would be the city that told us not to do that >> even though it's it's inside >> there and it's to be done through the >> even even though it's inside the uh >> parking >> in the baseball parking lot >> in parking lot. We can do it ourselves. >> That's what I say. I mean, >> uh, that's one, are you awake? >> Well, let me ask you, uh, have you seen any any holes there in the the baseball parking lot? >> Uh,
076yeah, there's there's some holes in the baseball parking lot for sure. Some in the parking lot as well. >> That's what I'm saying. I mean, we need somebody not not on the road because I know that belongs to the city, but within our own grounds uh that we can uh before baseball season comes. I mean, they can go and and cuz I seen some big ones, especially at at the entrance uh the the day that the girls had the uh >> fundraiser, >> the fundraiser and the boys were playing uh the oldest but goodies. Uh uh at the entrance I have a bit cold here. So >> yeah, I could burn him out and then I mean they go to meet tomorrow morning. >> Yeah. And and not only there if like right now there's
077a lot of things going on in the gym. I mean I think they're starting with the uh youth basketball check around the the parking lot. I mean inside to see if there's anything I mean that needs to be patched. Uh yes sir. We'll do that tomorrow. the way we can get uh those things out of the way. >> Yes, sir. >> Thank you, coach. >> Thank you. >> Uh anything else? >> That is it. >> Uh and I need a [snorts] motion to adjourn by by Sammy. Second, second by uh Gabriel. All in favor [clears throat] >> recording stopped. >> This we took no action. Man, it's a lot faster.
