recording in progress. We're ready. >> Time. >> Oh, time. >> 7:23. >> 7 what? >> 23. >> Okay, we're back in open session. Uh 7A consider to approve the employment of new professional staff. Consider to approve the uh employment of at new at will staff. Mr. >> The uh recommendation is that the board of trustees approve the employment of new Adill staff as discussed and closed. >> Uh before I ask for a motion those include the substitute teachers. >> Yes sir. >> Okay. Motion >> to move me on second. Second >> second by Mr. Spinoza. Questions, concern? Not all in favor? >> Okay. Uh see action on the differential pay for his name. >> Yes, sir. >> Rios for the AEC duties and responsibilities. The recommendation is that the board of trustees approve differential pay

for AC Rios for AEC duties and responsibilities as discussed and closed. >> I have a motion motion. >> Motion by Mr. Espinoa. Second >> Second by Mr. Fonia. Questions, concerns? If not, all in favor? Okay. 7 Z. Uh action on supplemental pay for at will employees. Uh so before I make a recommendation, I would like to present three options uh for the board's consideration. This is for the supplemental pay for AdWill employees, which is a state a lot aotment that the district has received for a total of 65,460. The options that I will be presenting to the board are are three beginning with option one which would include all AdWill employees uh for approximate total of 142. On average, employees, Adwell employees would re Advil employees plus certified librarians and counselors would receive an average

increase to their base pay salary of $460.98 to be paid out throughout the remaining payrolls. That is option one. Option two will exclude the certified librarians and the counselors uh keeping the $65,000 distribution to AdWM. Um so this point >> I'd like to make a motion, Mr. President, but ma'am uh what was the amount for option two? >> For option two, on average the average base pay increase would be $488.50. Did I say thousand? Yes. >> I'm sorry. $488.50. that we go option two. >> Uh Mr. Bonia, uh motion. >> I'd like to enter an alternate motion. >> Wait, let me >> There has to be a second, I believe. >> Get a second and then uh uh Mr. Bonia made the uh motion to uh go with a second uh recommendation. Uh >> second

by Mr. Espinoa. Uh >> I'll enter alternate motion. Um I move that the board of trustees accept option one for all at will employees to be paid the 460 >> average 460 >> and 98 cents >> just for who >> would include >> all at will employees >> at will >> yes >> option one >> that's option two >> but that's all option one >> option option one is all uh not all employees but all ad will certified librarians and counselors option one. >> Yeah. >> Okay. Uh do we have a second or >> second? >> Oh, second by Mr. Mata. Okay, we're going to go vote on that motion first. Uh all in favor for uh >> option one. Uh one, two, three, four. Uh against. Okay, >> we go with uh >> option

one. >> Okay. Number eight. Uh consider action items. Uh consideration to approve the minutes. Uh the board held on uh December the 15 public hearing and the board December the 15 regular meeting. Uh I'll take them one at a time. Do we have a motion to approve the uh the uh minutes for December 15 and 16? >> You said we're going to take them one at a time. >> We're going to take both the minutes and then uh the monthly bill set. Uh sir, I motion that we approve both with the recommended uh submitted the re uh uh adjustment to the regular regular meeting minutes. I believe uh ma'am, did everybody get a copy of >> Yes, everybody. They were emailed to you the correction. >> Okay, there's a motion done by Mr. to approve

the uh the minutes with a correction that was made and you made a second rep. I mean you you motion >> you make the motion. >> I make the motion. Yeah. >> Okay. Do I have a second? >> Second by Mr. Espinosa. Questions, concerns? >> Only questions and concerns I have was with the amended minutes that were sent to us. There was dates that were ret retroactively uh mentioned the the 2425 year but I believe it should be 2526 year. >> So miss uh Miss Carlos did check the recording and it does say 2520 242 24 >> 242. >> So that means that they retracted back till spring 2025 or >> except we didn't have anybody working. >> Okay. So it's just 25 this school year. >> Okay. And also there was a difference in

the what was written that's on our packet. It references the 20% rule which is $700, but on the amended it doesn't mention a dollar value. >> What page are you on, Vince? >> Uh 37 on the packet, >> but on the amended minutes it doesn't say a dollar value. >> Okay. Can you uh make that a revision on a and send it out to the board. Thank you. >> Okay. Uh any more uh comments? Not uh questions, concerns? Not all in favor. Motion carries. We're going now on to uh action item discussion to uh to approve the uh interlocal uh contract between theore and the crystal city ISD relating to the uh theor chair service master service agreement with >> so you have had the uh the agreement and unless you all have any very

specific questions Mr. can stand up and answer them. Other than that, we uh the recommendation is that the board of trustees approve the interlocal contract between DIIR and Crystal City ISD regarding the use of DI shared service master services agreement. I just have one basic question. Uh what do they do for us in repurposed last year to fully fund certain cyber security? Uh >> okay. All right. That was my question. >> Question answer my question. >> Any other questions for the board members? >> That's including the Texas ramp and all that stuff. >> It basically covers uh some appliances that will be monitoring the districts and in this case if we uh are to get this approval then they will be monitoring our endpoints which is computers, laptops, desktops, mobile devices. They they would also

do the framework assessment. >> I think second it in favor 9. >> Uh number 10formational discussion. Uh Mr. >> uh superintendent report. We have our district enrollment. These numbers are as of December 19th, 2025. Before the holiday break, our enrollment was at 92.4 and our district enrollment again as of December 19th, 2025, our enrollment was at is at 1473. >> Any questions? If not, continue. >> Uh financial reports. So, at this point, I'll ask Mr. Mr. Velasquez and Mrs. Estrada uh to come up in case you all have any questions for uh business office reports as h to ask Mr. Fernandez to put it there because my glasses by the dollar store are not working anymore. >> We have this uh reports. >> April, can you move your your gift? I'm sorry. We're providing uh

two reports to actuals and this one is by function and the other one is by you can see there the the local revenue we have the the budget is what was approved back in August so it's balanced with the 31,800 before there at the bottom balance and the revenue we have received is actual as of December we have received 116 million and expenditures we have 8.3 you can see on function 51 the expenditures is 1.1 that is because we have uh paid the property insurance which is about half a million that we paid and also on function 71 is the 71 we paid u 313 the bank loan you can see there we also have on function 81 we have an expenditure of 200,000 which is also the we paid the football over field project

and we still have a a balance that we still owe. >> How much? >> 99,000 >> for the football field. >> Football for the football field. Yes, we have a balance and that uh is not included in the budget. We only appropriated 200,000. So we need to we're going to submit an amendment budget amendment including that amount and on function 91 as you can see that we have an expenditure that those are expenses for the appraisal office we made two payments we made uh September through December. What function was that? M >> function 99 99. >> So we have an expense of 244,000 there. That's those are for the appraisal office. As you can see there this report the revenue to actuals it's balances is the same the same numbers the same data actuals to

revenues and expenditures and um as you can see the total revenues at the end we have 11,000 I'm sorry 11.6 six and it it matches the other report that's there. So, we're going to provide you these two reports, the same data like anything. And over here at the bottom, we have the transfers out, transfers in and transfers out >> on their >> I'm sorry. >> No, go ahead. Finish, please. Then like I was saying this report matches this one. So it's >> on the function 8911 which is the operating transfers out budgeted in excess of 85,337 was what we budgeted but we've actually expensed $633,000. Correct. That's how much we've transferred out and transfers out. That's for the time warrant. It's 85,37. That's the payment for the time warrant. That's what we budgeted, right? But

year to date actual, >> we haven't done the transfer for that transaction. The the bonds are due now in February. So in February, we're going to be doing the transfer. >> So we're going to transfer $633,000. >> No, no, no. 85. The 85 that's there. >> But on the year to date actual right now in the first, >> it says we've transferred out 633,000. No, it was not a budget. >> Okay. So, in the year-to- date fund balance, we were budgeting a >> it's not over. It's 11 point the ne the revenues are negatives. >> Okay. >> And the expenditures are debits here in in this report. So, the 2.6 negative it's revenue. >> So, we have 2.6 million in our account. >> Correct. >> Yeah. Now, in the incumbrances, we have $818,000 that we

still owe different funds, right? Any consequences whether we there's some that we don't have to pay, we don't need. The district doesn't >> if an order is placed and processed via order and the item is not received or is returned there is a dispute on the item it can be redone which >> these two reports we're going to provide them on a monthly basis for you >> you have anything to report we're we're fine you've got just a quick recap on the taxes And that's the report the late of November. We kept getting data January 4 December. We don't have a December report. We'll bring that up to you as well in the next month. >> This one November. >> Y >> we included December as well. in the next couple days. So I don't

have >> you know do you have anything on our on our federal budgets? I mean, migrant, dyslexia, any of that. We can provide that data in the format that you have this one by one and I think I have requested both because I know in the past >> sometimes we don't spend the we're focusing on taking from the uh regular budget and then we don't spend I mean those and we've got to make sure that we spend the uh farms that we can >> more I mean uh yeah because I was going to tell everyone all this other reports that you've given us I mean we don't need them really >> okay >> but we need this to make sure I mean uh >> it'll be part of that by by front which will show

you the draft revenue such as the others that you see now and then the expenditures as well. And now we can kind of >> and the bell the bell one doesn't >> Robert I was just going to ask Robert can we have it by Wednesday so that I can send it out as a brief to the board. Thank you Robert >> probably is the date of December. >> That's fine. >> Yeah we're going to see the budget for the general for next time. Yeah, but I mean we want to see the budget that we approved in September, but we also want to see >> the federal government >> we have balance in in December for all the budget so that we we make sure that every month I mean >> it'll be a recap. Yeah,

>> we we know what monies we have left and uh the coroners have uh how many payments have we given the bank? uh one we're scheduled to we're scheduled for another one >> and then February we'll give >> we should be paid off. Yes, sir. >> On the hel 99 I mean >> that was not part of what we thought was going to be closing. So we would have to bring that cost to you as an amendment >> before we pay it. >> Have you notified? >> Yes. Yes. We've been going back and forth with them and we've concluded that yes, it's money that is owed. Do we have any any uh bills that we owe from the 2425 that we haven't paid? >> We had some that came in last week that uh Mr.

Velasquez and Mira are going to set up for payment this Friday. >> We've got some uh we got a few actually that are still we've been paying them along as along the way as funds are become available to the district. We have taxes primarily, but we still have a few lingering ones from 2425 that >> But how much? You know, >> we might have about $300,000 still. And don't quote me, that's ballpark number that we looked at. >> Are we getting any interest? Because we're not paying >> and all of that wasn't included in this year's budget. Correct. >> Well, it is part of this year's budget. >> Well, was it budgeted? >> Wasn't paying for it, >> but it wasn't it wasn't anticipated. >> It wasn't added to the budget. Yeah. is paying for.

>> So once we we take care of those, we're good for the 24 25 thing that we owe. >> That's correct. >> We get we get invoices >> and like right now I mean I I know there's record here by the uh district how much we collected from the official district. I know they start I mean the people paying their taxes because I paid mine today January and that's when >> that's the biggest month. >> Yeah. So January. >> So how much have we gotten >> al together? >> I off the top I don't know as of today. I don't our last department was on Friday I'm sorry on the 8th actually >> last Thursday. >> Yeah. For the general fund of today we have uh received 4.4. million. >> Yes sir. >> Oh, we

have another good chunk coming on. >> Good chunk of money coming in and most of it comes in in January. >> Yeah. >> 99,000 the football field. Was it like something we over was it overlooked or >> No. So when uh m when Mr. Solomon made the arrangement because Mr. Solomon made the arrangements with Helis, we knew that there was going to be some lingering costs but we had not been given the total amount of what was going to be the difference. And so we've gone back and forth with them just to make sure that the change orders uh as the the project changed that the change orders match what we have paid and what we owe. So and it does. So >> and we do need to set it up. >> Have our ADA

numbers been close to or matched what was submitted as part of the summary of finances or do we anticipate are we anticipating any settlement numbers or anything with the state? So for ADA purposes, for refined ADA, we're waiting until the end of the fourth marking period because that's those are the two marking periods that we take the first and the fourth. Then we do a comparison to be able to say, okay, we're expecting we're expected to see an adjustment. Obviously, December and January are big health risk months for us. Um, and so, uh, this we we started off the week really good. We didn't finish Friday with a with good attendance. uh Monday does not look uh much better than Friday actually. So we are continuing to work on attendance but yes at the end

of the marking period we we would be able to give you more accurate information as far as uh refined 88 but as of today we don't don't we don't see an adjustment in uh summary finance >> on the house you know >> uh I know that Robert the last conversations that we had you were meeting with the insurance carrier. >> They they asked us to provide possibly a quote to replace the building before they can offer uh funds to clean up the the spot. >> We're looking at >> and those are not monies that the district has budget. >> So So we're planning to build or just >> well to replace or start a rebuild of it. Um, but in order to do that, we will have to spend money to and we don't have

that money. Not not as of yet. >> Well, can we at least I mean just demolish it and keep the foundation and then later >> and and those would be cost directly to the district that currently we don't have it for. We'd have to make some amendments and put that out for a question proposals. Well, I mean, did we get any any money from the insurance >> once we do that? Once we >> But we haven't got >> We did get back a while back there. I understand I wasn't here. >> That was 300,000 >> much >> 300,000. >> Where is it? >> That was back in August. That was when we needed money for the payable. So we use it for the package. >> I have 24 >> 24 house. I don't I need

a few houses. >> You're daydreaming. >> I was thinking about later on trying to put like white room there or something. >> That's what he wanted. >> See, but he's not fighting for it. He's I caught him asleep. I think anything else uh questions on this thing, Vince? Yeah. >> My only question I mean I know that I had requested additional information the last time regarding our financials what was submitted to TEA as part of that memo. I just haven't received. >> Yeah, because I and I we I checked it out and the link that I received doesn't have it has what I submitted, but it doesn't have the supporting documentation, which is what I think you need. And so, we'll visit with Mina again tomorrow. Um because it's I don't have access to the

hub that they used to submit. So it has to come from >> uh on the other uh any questions on the uh booster glove statement or the men booster or that if not I think that's it right? >> Yes sir. Okay, I need a motion to uh adjourn. A motion by Sammy. Uh second second.
