Are you commendations to approval? >> My recommendation is that the board of trustees approve the minutes of the board meetings held on November 17, 2025, a public hearing and November 17th, 2025, a regular board meeting. you want to make up? Sir, >> I'll make a motion that uh we approve uh uh >> minutes >> just the minutes of
November 17th, but also the >> bills >> monthly bills unless somebody wishes uh to look at them separately with uh with a correction on the November 17th, 2025 regular meeting uh item 10 C. 003All in favor? >> Against approve >> to approve the >> both the motion by motion I made was to approve both the minutes and the bills. >> Okay. If nobody had any questions. >> No. uh to separate them. >> Not not I didn't hear anybody object. Okay. >> Uh who second it? I second one. There's a uh a motion and a second. All in favor motion to separate the >> uh we can't do it. I mean these things are not in a motion. These things are consent. When they come here under consent we have approve them here. If you have a question when you get your agenda, >> I'll enter I'll enter an altered motion. I motion that the >> I I'm not gonna accept your motion, sir, because we cannot add a motion to
the agenda. Let's vote on on the bills. Re against for the record, I just want to say that there were previous bills from previous months that were not part of October. There were there were bills as part of May and a part of September. Um you know there's a lot of these ghost bills part of that um the monthly bills that were submitted for Ap for November and and I understand I mean what you're saying but I mean going back to operating policy is what it says. to me once they get to the board hearing their consent. I mean, if you have any questions, you're supposed to call the superintendent, [clears throat] if she cannot answer uh everything, then you can request that [clears throat] they be put in next month's meeting, >> but we
still follow the Robert rules of order of >> Well, I'm following the uh >> second and comment. >> Okay. Uh we already voted uh 3 uh two >> 312 is uh discuss uh D or no yeah >> we're 11 >> discussion an action to approve uh the opening of a position at will position for seventh grade interventionist. The recommendation is that the board of trustees consider approving uh the opening of a new AD will position for sixth through 7th grade. Uh and I don't want it limited to any specific uh grade level, but it's just a math interventionist at Fly Junior High. >> And this would be a teacher. Oh, Adill. >> It's an ad. Yes, sir. >> Okay. Do I have a motion? Uh your committance to approve, right? Correct. >> I have a

I'm talking about the middle of the page of the front and also buildings in the back. >> Um, >> I remember that the coaches have gone into the conference. >> I just wanted >> Yes. Not not a junior high. >> I have one. All right. Martinez, you have a question. >> Molly comments. Is there any issue with having the rationale read at sixth and seventh grade math versus what? >> Because we have right now we have one >> discussion to approve under 11. 007instruction uh SB policy update 126 affecting local policies and second and final reading. The recommendation is that the board of trustees adopt the addition, deletion, or replacement of local policies according to taskby localized update 126 uh instructional sheet. >> So all of them? >> All of them. Yes, sir. >> Okay. I need a motion to do I have a second. Second by Mr. Questions, concerns? If not, all in favor? Okay. 6 would pass. Go to see under uh section 11 uh discussion action to approve the nominal pay for volunteer coaches. Mr. 197. >> This is a uh sponsored uh agenda item as well. The recommendation is that the board of trustees approve nonp pay for volunteer coaches. Um just make sure uh Miss Carlos did include this is a a memo that we have previously
shared with you back when we were working on the compensation packet and addressing employees volunteering as coaches. The uh the guidance that we received by Mr. Juan Cruz is for us not to exceed the 20% rule which is the recommendation that we are making. Uh if uh the equivalent of the volunteer coach or the closest equivalent that we have would be assistant uh coaches receive uh the stipens. If we take the uh stipend that football and basketball coaches uh receive annually, that amount is 35,000. When you apply the 20% which is the nominal pay, uh the max amount that we would be able to pay a para coach per sport would be 700 uh $700 >> Per sport. So, in terms of nominal pay, that is the if the board should accept the recommendation, we
would not exceed nominal pay beyond $700 per sport. >> This include volleyball. >> Well, >> yes. Any >> or we going to do it for for the three or for anybody else? only for we would only or the recommendation to the board is to uh implement this only for the pair of coaches that are assisting the athletic program this year. >> Yes. >> This school year, right? Any volunteer coach that was >> this school year. >> Correct. It's going to be uh the two uh well two did football, one's doing basketball, boys, one's >> So right now we have if if I'm not mistaken, we have one that has done football or two that have done football and two that are doing basketball. >> Basketball. >> And outside of these two sports, >> it's a
I'm sorry. >> Uh outside of these two sports, we don't have anyone else being considered for voluntary par coach. We have a junior high coach that's been volunteering. >> Chris said volleyball. >> Uh can we if we cannot keep if we no names but we will consider any parap any pair professional that has volunteered during uh current sports, past sports, future sports uh that have been preapproved by uh or approved by Mr. uh coach battle to assist with with athletics. >> My only comment is the memo that was presented to us, you know, it clearly states that the roles have to be completely different. >> That's one set of roles and responsibilities. very different from if you are a coach coach that's those are different duties and responsib it it reads that an aid and
a coach under the court's view if ever it got to federal labor laws or anything like that >> that we would have to cons >> coach can I mean well the the courts can look rule in favor that they are doing the same duties as coaching is the same duty as a par as an aid right >> that is what the memo says >> that's what the memo says so I mean I think a clear difference would be um custodians and bus drivers. Um >> I know those two people and now uh uh you were saying that there's one that's still in >> there was one um interested in it back in August when it was on the table. Um but I don't know if she finished this season, but that's something we that's not
an issue. I know she's interested in upcoming sports, >> but I think I think uh she was going to be helping with softball. She she did do volleyball. Then she's just waiting for orders for basketball. She's willing to go because we have set three. Look into that and if you only have one >> I just don't want anybody to come and say they're going to pay us a little bit. I know again this two guys I mean they did football on I mean without any pay now they're doing basketball. So they deserve something and if she doing something post uh yes sir >> one yes it's understood that those paras they they cannot do after school what they're doing during the regular working hours I believe the only exception would be if if we have
a a par assigned to the P class that might be an issue >> correct >> those would be similar duties >> same thing >> correct >> uh secondly Uh, who's going to do Okay, I'm not going to ask who's going to monitor it because we already had that issue before. Uh, do we have a a system in place that's going to ensure that we don't have to deal with them earning or starting >> that's a that's a that's a part of the recommendation >> that you're doing retroactive. >> Correct. So now I just got to keep always in the back of our minds the fact that we are still having financial issues, >> right? >> And um I don't know into how many thousands that's going to go into that's going to cost us if
not only do we go forward but if we go retract it. >> Mhm. >> Okay. I mean I'm just putting those things out. multiply multiply 800 by3 that would be for two football. >> It's not going to be more than $5,000. [snorts] Despan, have you have you >> just real quick question for Des, have you considered your needs in terms of pair professionals uh assisting with the athletic department between now and the end of the year? So that to avoid the >> Yeah, that kind of looks like because a lot of our uh coaches are tripled and quadrupled up in sports kind of overlapping and things uh allowing these pair of professionals will give us some relief and those coaches um able to not and make those make it possible for us as a department
to kind of just fully assert kids. >> So you you have considered already Mr. Spe has a question. I'm just going to say on my behalf they they've worked a lot of hours. They have done and are doing a great job. I feel if they leave they will be irreplaceable. And how can we not support somebody that we say go Hawks go but yet we don't support the people that make the Hawks go. My only thing is that the district needs to separate it entirely because the last thing that the district needs I mean and right now we're sitting that I feel like we're sitting that fine line where if these pair of coaches wanted to go to the to go to the labor laws they had a case >> they would have a case
and they would win the case because they are knowingly being called if that line if those lines include travel. I don't know what those what that all includes, right? Do we have to not allow them to travel with the team and totally be volunteers or I don't know what that line, you know, probably need a little bit more clar clarification on that so that we don't get ourselves in a labor laws >> deal in the future, right? >> I mean, that's that's just my concern. >> We talked to uh uh Mr. Kuzi attorney and I know what you're saying. I've been traveling. I've been traveling uh from August to December going with the football teams and all that. I mean, and and now I mean, we're going to have to go back and say, will
will they have the right? >> But you think they will? >> I don't know. >> Sorry. I I don't think that's u >> I think that's a >> You can ask me that question. And I I I would say hopefully not. Okay. The issue is about retroactive. That's why I asked about retroactive, >> correct? >> Because these individuals who are citizens of this community, I know them very well. Uh I know they went beyond 20 hours. Is it 20 hours per week, 20 hours per day? I mean, I haven't heard anything about how it's going to be accounted as. >> What's it? And uh uh I know they went beyond that. >> It's it's a total of $800 course a whole season. >> So So what we're considering is nominal pay which is the equivalent
of a stipen for a pair professional. So they would not be you would not be looking at their hours. You would be looking at the 20% of the assistant coaches stipent which is $3,500. I understand. >> We're not looking into a course >> going forward. That'd be great. >> If we go retro, >> those volunteer individuals, uh, school employees went beyond 20 hours. >> Maybe they didn't clock in. I don't know. Maybe they didn't. >> I don't know. I don't know if our AD had a signing sheet to show that they were showing up for whatever reasons. Maybe there's some other program out there that that uh that takes into account the fact that they do volunteer work in the community. >> All right, >> go ahead. >> We go 20. The possibility is there
that they could say, well, I work more than 20 hours, you know, during the during the volunteer work, and yes, I'm glad that they want to compensate me for 20 hours, but I work more than that. And we don't need that kind of those kind of issues. >> Correct. >> Right now. That's all I'm saying. >> Okay. >> There's there's a form here that our attorneys send us where they have to sign and all that saying that I mean Yes, sir. You're saying about the maybe going back? >> Yeah. I'm talking about the retroactive part, >> right? >> I saw I saw the the document. I saw the form. They >> they did it last year. without any pay. Do you think they would have come back this year and kept on doing it, without
at least getting something? Cuz you're talking a lot of hours. They're great coaches. Not good. They're great coaches. And who are we going to replace them with? >> But think with you. I agree with you. I said that they put a lot of hours as volunteers. At that time, we were not discussing what we're doing here before the board officially. Okay? So, that year is gone. Okay? I'm talking about the current year. >> Well, retroactive. >> Well, that's why I'm saying last year they were not paid. They could have easily said in the summer, >> the last year the board did not adopt anything. Well, didn't propose to adopt anything to pay him a nominal uh amount. >> That's what I'm saying. Got this year with before the board. I know, but you and him
are saying they might go back and request that they get the the the maximum pay. If they didn't do it last year and [clears throat] they volunteered all summer, they could have easily said last year, "Hey, we're not going to do it." >> Well, we're approved for what? >> So, they're not even getting as much as. >> Okay. >> What? >> But I just >> I just wanted to point it out. That's >> a need like we don't have our finances in order. We just got a F rating. >> Mhm. >> I mean, we should get that in order. I mean, I appreciate the coaches. They are great. It'll I think we have other priorities. >> And I'm reading the the the I guess the request to volunteer what they're going to sign. Um, this
was prepared by the lawyer and because there's some pretty there's some things in here, you know, that they're giving up all workman's compensation, unemployment compensation, benefits, you know, if anything happens to them while they're working on the sidelines getting paid, right? I mean that's that's a lot to give up if you know I don't know if that can be rewarded or relooked at or what >> behind that with legal about it but yes this is a document that legal put together >> what's your recommendation >> the recommendation is that the board of trustees approve nominal pay for volunteer coaches retroactively for the 2425 school year. >> Do I have a motion? >> I have a motion. We have a motion. Do we have a second? >> Second. >> Oh, no. One last comment, sir. Um,
>> let me just uh There's Yeah, there's a >> second. So, so, so >> um this is only for the ones that are currently participating as volunteers. What if somebody tomorrow once they find out about this that they want they want >> people that are volunteering in football that are volunteering basketball? >> Three or two and then one at the junior high >> and that's it for this year. [cough] [clears throat] >> Okay. I mean what is this on the record? >> Yeah. I think it I mean I think it has to be open to everybody but the need is still decided by the athletic director and the you know the needs of the the needs of the athletic department right >> so that's why I asked coach Battle if he has determined the needs
moving forward he said he answered in the affirmative are they continue to be three >> okay so for retroactively for up to three coaches >> I want to amend the motion Um, I want to include >> amend or alt or alt >> amend. I mean the the way the motion can you read the motion again please? >> I said uh the recommendation is that the board of trustees approve nominal pay for volunteer coaches retroactively for the 2425 school year. >> Can you amend it to um include nominally not to exceed 20% of the lowest assistant coach for the dedicated sport? >> What's what's here? >> That that is what nominal pay. >> That's what we're approving right now. There was no 20%. >> Cruz need to accept the amendment. >> There isn't there isn't a
number or anything um as part of that motion. I want to make sure what I mean. >> Okay. >> So there's another motion to make the second that would have to approve his amendment >> to add it to your motion. >> Do you want to add it to his motion or >> they have to approve it? >> I motion it. >> No. Yeah, but he's making adding something else. >> I mean Okay. Are you okay with the amendment not to exceed 20%. >> Well, that's what the letter says. >> That is what I'm recommending by that. Okay. >> So, the recommendation is that the board of trustees approve nominal pay for volunteer coaches retroactively for the 2425 school year not to exceed 25% of the 20% of the um the assistant coordinator's uh pay. >>
Coordinator or coaches? >> Assistant coaches. >> Okay. has a fire statement. >> Okay. So, uh now we uh we vote on it. All in favor? >> Uh against staying. >> I have stay. >> Okay. So, it was four. >> I got it. >> One one >> I got. >> Okay. >> Thank you, coach. >> Yes, sir. And that's the documentation that you Yes sir. >> Is that how close is that to what we submitted TA? >> Uh in terms of ADA and enrollment >> enrollment >> uh we're a little bit we're our our projection is at 1425 what we entered into projections but >> right now >> no this is this is not a projection. And these are actual numbers right now. What what do we >> It would be a little bit uh lower
than the 1425. >> But this is not this is not >> I understand. I understand. But see, that's one thing that we got to do. We have to keep track, you know, compared to what we sent to TA because that's what TA is going to uh uh uh give us in terms of what they're going to use to give us money. So if we later on turns out that we didn't meet that amount, they're going to give us lesser money. But we can add projections to this document. But yes, right now the the projections are not here. The projection is not here. >> Okay. >> But we can add it. >> Yeah. But that's how we we need to monitor. That's that's why I bring it up. >> I agree. >> You don't have the
position. You just didn't put it there. >> No, it's not here. Yeah. No, it's not in the report. >> What is it? You have the number in your head? No. >> It's about 1387. >> Yes. And >> how does that correlate with what's submitted to the FSP um payments? >> They they have our direct ADA enrollment. >> They have our direct numbers. >> I've seen those FSP payment plans and schedules and and um the number tends to differ sometimes by by a large amount too. Sometimes that's the number the TA uses to distribute funds at the beginning of the year, >> right? So, I mean to double check and make sure that that FSP schedule is is or the schedule of finances are in tune with what we >> we check the FSP schedule every
well our schedule is three months, right? We get money in September, we get money in October, and we get money in August. So the the variability is not uh it's if you're going to see variability, you're going to see it in August for us because that's when CAP comes and does the settlement. >> And the I guess in the monthly financial reports that we're about to go over, can we include that the FSP schedule of finances summary or the summary of finances at least the cover sheet to present it to us monthly? >> Yes. As long as it's understood that it's not always current because FS the state doesn't update basis the most current one. Yes, we can. >> Well, monthly they always they always update it monthly and they'll >> some of the time
they do, >> but it does I mean it'll tell you when they're taking money away or give district what month, you know, how much has been paid and how much hasn't been paid. >> Yes, we can include it. >> Okay. >> What else? >> Uh the TA financial management desk review. You did receive notice uh of that review. Uh it's a uh series of submissions that we have to make to the state. >> That's by when? >> Uh we are planning to submit on the 19th. I sat with the business department. We have everything ready to go. We just have uh reconciliations >> of this month. >> Yes, sir. Reconciliations to uh to go. Other than that, we're ready. We submit and uh we will wait for TA's response >> to our submission. those documents
ready to present. Uh from the discussion we had, I had a request. >> We have reconciliations that we have to finish and that really is the only thing that we are >> what is what is TA requesting as part of their >> uh they're they're obviously they're asking for our cash flow. Okay. They are first and foremost they're asking for the summary of all the actions that we have taken to make sure that 2324 doesn't happen again which is the audit that we present or the first rating that we presented. uh they want to see budget to actuals uh at the end of the year as best as possible since we're not conduct we're not done with our audit they are looking for reconciliation reports so our most rec uh most recent reconciliated report is
October Mr. conscas our accountant is wrapping up November because we still have bills that are that are coming in uh and so he's reconciling uh November uh they're asking for a cash flow model to make sure that that we give TA as assurances that we have enough of our budget to carry us through the entire year so we have everything ready to go and beyond that they are asking for policy manuals for procedures manuals our county not done with our audit but we have our working documents ments. Yes, sir. And that's what we will submit. >> That is going to be submitted. They were also asking for I guess year year to date budget versus actual for 256. >> Yes. All of those reports are part of it. >> Can you present that to us
at the next meeting >> in January? Would we the actual documents that we submit >> or you can email it to us as soon as you guys send it out to? >> No, I'd rather it's just they're digital copies and it's a it's a pretty big uh it's it's a pretty hefty document that we're submitting. Can you submit that to us? What you're submitting to TA, I'll formally request it or you can take this as a formal >> we can put it we can put it on the agenda in January >> and then you have Mr.formational items. >> You want me to just move on? >> Just move on. >> Soformational items. We have the uh business office reports 2425. And then on item B, we have donation of ten commandments posters by Jen J
excavation and uh polycada. And then here recently we have another donation by Rebecca Green. And these are all um entities that have donated the ten commandments on page uh two uh 226. >> Yes, sir. >> Are they going to be put up? >> Most of them are already this last donation, the the 45 that we received those we are waiting for you all to receive them today so that we could send them out to the classrooms that don't have one. >> But we have like the last time we got those frames and they just sat there forever. But yes, we are in compiance with >> I mean there's a lot of lawsuits against it, but right now it's a law and are we not required to take any action on the donations? >> No, because
these are not monetary donations. No ma'am. Um um I have no qualms about our ten commandments because uh I that Christians, Jews, and Islamic people have the same God for sure. Uh that's when the ten commandments were issued out. Um but we do have other uh we have people that follow other u denominations or religions or whatever you want to call them. Um, I just I'm just curious uh how we're going to deal with it if one of those individuals says, you know, we have our list of commandments or rules or whatever they call them. I don't know. Um, and they asked for it to be put up and they they're willing to polite copies. Is this something that we've thought about? >> Yes, sir. And I mean that's Mr. the law says ten commandments
if somebody >> I understand that so we would have to process it through >> you can't I mean we're following uh there's a lot of litigations I mean back and forth and I know those people that you're talking about I mean follow law >> I mean they can request it of the district the district would have to submit it and they would have to make their presentation or their uh their appeals to the court system >> I don't I don't think the law states what ten commandments need to be posted So I mean I would think if if any religion comes and wants to post their >> they could challenge. Is there grounds to challenge? Yes. >> I don't think it's a challenge. I think it's uh we'll post it because there isn't a law
saying has to be Catholic ten commandments, Christian ten commandments, Islamic, you know, whatever religion it is. I think it's just vague ten commandments. We all understand that you know >> presented with that scenario, we would run it through legal. Yeah, we would still have to run >> and see what they tell us. >> The teachers have to explain. >> No, it's posted. >> Just post it. That's the That's the law. >> You scratch out what you don't agree with [snorts] >> on the uh evaluation information. >> We're going to send it out >> Monday. >> We're going to send it out. >> Okay. >> I just missed on the you don't know. So >> I just have, you know, additional things on the business reports presented to us is good information, but it's really not
telling us where the money's being. And that's why I I harp and continue asking for budgeted versus actual. So if at the next meeting if they can present that to us. >> Do you want these replaced or to continue? >> I mean with the First Republic finance to continue or not? >> If they want to be in there, it's fine. But I mean I I would think that you know budget versus actual >> uh I'm just going to be sending uh you all uh information uh the forms and everything for her evaluation which will be uh uh probably last week in September because and I know me as about why changed the meeting today and I think we're going to have to change uh the January meeting because I mean you all come back from
the holidays is when? >> Uh the 5th. January the 5th. When is our schedule meeting? >> 12th. >> The 12th. >> So I don't know if you I mean we're going to be ready. >> We can work on agenda the rest of the week and have it post on the 6. If if >> the taper hasn't been released yet unless it was released already this afternoon. >> The taper hasn't been released. So uh we can't plan around that either. >> January 12th. >> Right now it's January 12th. So that means we would have to post agenda by January 6th. Um the contract uh the amended contract is >> everything everything uh >> in April right >> the evaluation yes >> the contract is April yes the evaluation >> evaluation >> or at least the >>
I think he formative one >> yeah he should be January right >> January >> September >> right >> January I mean uh same thing >> it's January and July it's the for the for the summitive >> I don't know I don't know about cluttering a regular meeting. >> No, >> with >> going to have it on a special meeting, >> right? Okay. Yeah. >> The regular board meeting is January the 12th >> and then >> the evaluation would be a a special meeting. >> Special meeting uh I don't know if you all want it on Monday or >> on a Wednesday. uh just for that >> need the date as soon as possible so I could for my scheduling >> it was some information that I had requested that I still haven't received um that
I wanted to use as part of the your >> send me a send me another email u do you have a date that works for you Senator >> No I didn't >> okay after the 12th so >> uh we'll email the uh >> the dates >> the board members of uh a date that would work if we're going to have in January. We can have it the following week or in >> Monday's works work for everybody. No, not Monday. >> Monday. >> It's a holiday. The 19th is a holiday. >> Do it uh January >> on the Wednesday. >> We could do it on the 21st of January. That's a Wednesday. >> That works. >> Yes. January 21st. >> Okay. What time? 6 o'clock. 6:00. >> Remind me cuz I hibernate. We You have a
whole little Christmas holiday to >> I am mad cuz Texas. >> Okay. >> Then I need a motion to uh adjourn. >> Move. >> Yeah. Second. Uh Gabriel. Mr. Rooney. I made the motion. Second by Gabriel. All in favor? Thank you guys. Time >> 8:14.
