008our campuses for emphasizing the strong character this strong character for all cfis students it was a busy month so State wrestling the U wrestling state championships were held February 16th and 17th at our very own Barry Center congrat congratulations to three wrestlers who placed among the top two in the state as a matter of fact they were second place in each one of their weight classes so Ariana Beltran Cyprus Ranch second place also Alexis Booth uh Jersey Village second place lumere um Kongo uh Cypress springs second place as well congratulations and uh we just swept at these Awards the Communications Department at the Texas school public relations Association conference held on February 28th the cfis Communications Department won 36 gold star awards competing against other districts from across the state the video production team won
009the crystal award for its bringing out the best video portfolio in addition the department earned 10 best of category Awards so congratulations to them as well if you didn't know it's read Across America schools throughout the district joined the National Education Association in uh their annual read Across America celebration starting March 1st and continuing through this week readers visited campus libraries and classrooms reading Dr Seuss books to Elementary and ELC students thank you to all of our volunteers that came in so far and who will be coming in this week as well to the um next thing is the National School uh breakfast week uh to encourage more families to take advantage of a healthy choices available with the school breakfast cfd is celebrating National School breakfast week March 4th through the 8th studies show
010that students who eat School breakfast are more likely to maintain a healthy weight be more alert and reach higher levels of academic achievement in reading and math thank you very much for our food service department uh this is also athletic training month March is designated as National a athletic training month thank you to our athletic trainers and student athletic athlete trainers who cover more than 4,000 regular season games practices playoff games and give extra time on the weekends to treat and help our student athletes recover from injury March is also designated as the music uh in our schools month theater in our school's month and youth art month a time to raise awareness about the importance of Fine Arts and the visual arts we know the importance of co-curricular programs like Fine Arts have on
011education of a child and are proud of these high participation rates among our students thank you very much for our fine arts department uh spring break just a reminder that next week March 11th through the 15th is spring break in cfd all schools and Facilities will be closed in case of emergency the cfd police department may be contacted at 281 897 433 S I would like to wish our students and staff a very safe enjoyable and well-deserved vacation also just on a side note since I'm always doing side notes now um personal thank yous so uh this uh this month actually I was able to attend the Vietnamese American PTO Lunar New Year celebration at Campbell Middle School thanks to Wilburn Elementary for inviting me and also miss WN our Vietnamese itinerate teacher in curriculum
012and instruction um and accountability this program has been uh with the district for 26 years and has 100 students this year in it and they just put on a great program this past Saturday we really enjoyed it and actually um I was joined by two trustees um at that in addition I'd like to just say a special thank you to our uh Air Force Junior RC program um this Saturday they did a pass and review and this this year the SII sciare High School um program was the lead on the event um all of our uh high school programs were represented in the p and review and for those of you with a without a military background that is a lot of training for our kids um they have to learn a number of moves
013and they also have the stress of having to go in front in a parade and March in unison and the the the dedication to do all that extra work we really appreciate that I understand it's 20 years of passing reviews in this District district with our Air Force RC uh units and we really do appreciate him special thank you to Lieutenant Colonel Khan and his staff um for uh running that program and all the other jrtc instructors we have in this District it was an amazing performance and we were blessed to be there thank you um and then finally we have a new principal to introduce so I will turn it over to um Christina Cole for that announcement thank you Dr kilan and president Henry I appreciate the opportunity to form announce our new
014principles to you the board and also to our community so without further Ado I'd like to introduce Caesar Diaz who is the new principal at Owen's Elementary Caesar Caesar is completing his 20th year in ed in the education profession he started his career as a bilingual teacher in Houston his administrative experience includes serving as an assistant principal and a principal at Southwest schools in Houston he also served as an assistant principal and summer school principal in Aline ISD Cesar joined cfd as an assistant principal at ban Elementary in 2015 and he served as a summer school principal at duer and at Horn elementary in7 2017 he became the principal at Reed Elementary and before transitioning to his current role as principal at Bane Elementary throughout his career in CFI Caesar has participated in extensive training
015opportunities including obtaining Mentor certification from nasp presenting to other Educators and serving on District committees Caesar earned his bachelor's degree from the univa Rafael boso chin and his master's degree from prie viiew A&M University Caesar and his wife Maria anel who is a bilingual teacher in cfis and a spotlight teacher I will add have four children Anna and and Andreas 23-year-old twins both graduated from sa Ranch Daniela is currently a prek student in cfis and Valeria attends our es ELC program in his spare time Caesar enjoys traveling spending time with his family watching Netflix or going to movies at work Caesar loves helping others working with families in his schools communities supporting his staff and creating a positive School culture and productive work environment so please join me in welcoming Caesar and congratulating him on
016his new leadership [Applause] opportunity good evening Dr Killian president Henry CF Board of Trustees and Associate superintendents thank you for the great opportunity to be selected as a principal at Owens Elementary that has been one of my professional goals since before I came to CF ISD I am here with my wife Mary Angel my mom uh gracella and my son Andres my dad's watching us via YouTube live from Venezuela yes and um I'm also here with our Bane Elementary [Music] family who's supporting um me is I'm so thankful for the the support that I've received over the six years over at Bane um since I was given the opportunity to be Dr Mars's assistant principal and she opened that first door for me but I'm so thankful for many and many others who have been
017mentors from Christina Cole and Dr Linda msia Dr Tanya gory and Mr Roy Garcia and I could go on and on about the quality of leaders that we've H we have in the best District that have made me who I am and have given me the opportunities to continue to lead and serve thank [Applause] you if I could please get Natalie and also Lucas to go out the front with the awards we're going to now do the bring out the best awards from the board um we did receive quite a few nominations but we had to pick two people uh georgana tney would please come up there she's a teacher at Cypress Parks High School Miss tney Miss turny spends hours at school working with students she tutors all students in science not just in
018science but but also other subjects as well she works very hard with new techniques to help build success with our Tigers she puts in hours each week to make sure the chemistry store is is well kept it's neat and it's safe and organized she attends events to make sure that her students have someone that stands in there and chairs for them she strives to have uh positivity in everything she does and she makes everything everyone smile congratulations to you [Applause] jorana awesome our next one is Jay guo pronounced that last name right Jay you're here awesome Jay was pretty easy to pick him because he had I think four different people recommending Jay says I'm honored to present uh Jay with a corner storm for cfd demonstrating ex exceptional performance in both the workplace and

020are silver medalist in UIL competition and girls wrestling at the UIL State wrestling meet held here at the Barry Center Saturday February 10th and in the girls swimming um in the SW in swimming at State swim um held on the campus of the University of Texas on Saturday February 24th if I can get my Texas plug in there I'm always excited um I really appreciate you guys affording us this time to public publicly recognize these highly deserving athletes um athletes as I call out your name if you'll just come forward you're going to receive your certificate and you're you get to stay up here for everybody to see until till all the names have been announced so this is how we do our photo ops it's not anything that you're not already used to like
021lots of people watching you at all times right so um each of our athletes is also walking up to be recognized I would ask that their respective principles Mike Manis Maggie Wy Cheryl Henry and Anna Martin and any of their administrative teams to please stand to be recogn recognized along with the coaches John bannis Chris Proby of Roy Thompson and Hannah Dory and their assistants as well as well as any of our athletes families because I know you guys are here in attendance as well to just please stand as your athlete is coming forward all right so these are our silver medalists in wrestling wrestling Ariana Beltran who was a junior at Cypress Ranch in weight class 107 Alexis Booth a senior from Jersey Village in weight class 145 senior Lumiere Kongo from cyper Springs
022in weight class 185 and our silver medalist in swimming is Sophia Looper a junior from cyfair who was our silver silver medalist in the 100 yard freestyle in the in the spirit so if you guys would all stand I'd also like to recognize our Aquatics director Jonathan Mayer and his staff for providing and maintaining such a first class environment for our kids to train in at CFI at our nitorum um these four young people have achieved State accolades at the highest level with their work e effort their unwavering focus on pursuing e Excellence their leadership and the support and guidance of course of their coaches and parents um as we conclude this portion of the meeting I just wanted to thank again the board and Dr Killian's administrative team for their support of our Athletic

024not take actions on discussed uh I'll start uh to my left Julie like to go first thank you good evening uh since the last board meeting I made four School visits I was uh uh had the honor and the joy of visiting feast homesley ryell and mattski uh elementary schools in terms of school events um I um I'm not sure how much of a blessing it was but uh I was the uh chili cook off judge at Kayla middle school and uh I was yeah it was some really great chili but um was carrying it the rest of the day um and at uh scci Fair High School um and I actually shared this I promised them I would show the spoon that we got today bfnd um at the chil Cookoff today um I
025also had the opportunity to throw out the first pitch at the S Ranch versus cwoods softball game um such a joy to celebrate um the amazing facilities and coaches and student athletes that we have um within our school district um I attended the ccif Falls black student union program of the history of soul music in America it was incredibly um uh entertaining and informative and truly a joy to watch these students shine and show their different talents on stage as part of the black history uh month program um and also bridgelin High School had a black history month program um for the fourth year in a row called Lift Every Voice a celebration of black history and culture so I want to say thank you to the parents and staff who supported these students um
026in empowering their voices uh in such amazing and talent balanced ways from uh District events I attended the middle school spelling be the superintendent student Leadership Council um as well as the S springs and S leges girls basketball teams uh made it to the regional turnour uh tournament in lkin so we travel down there on a Friday night uh lots of Staff went to support our girls our uh basketball teams and um they did a fantastic job this weekend uh I spent some time at the cfd mobile Library this is a wonderful partnership between our Librarians and our transportation department to work together to ensure that our mobile Library um visits um neighborhoods across our district to make sure students have access to books over the weekends so thank you to those folks and then
027as Dr Killian mentioned um we attended the Vietnamese Lunar New Year celebration hosted by the ciper ISD Vietnamese PTO in Campbell Middle School this was truly a delightful and educational event where um the Vietnamese Community celebrates their language and their culture um and they ensure that they continue to pass those um traditions and um and the knowledge to their to their own children but as as well as sharing it with the rest of the community so it was a it was incredible honor to participate of course including uh I uh continue my weekly mentoring at Sai Falls s Park and Sid high schools and then lastly I had an opportunity this last weekend to attend some continuing education um and uh at governance camp in Galveston a couple highlights um I attended a session called
028creating a strategic vision for the district in this case um a a a local board and superintendent shared how they worked on collaboration between board members listening to the aspirations of students engaging supporters and critics and rallying the community so I really learned a lot from that session um another one was building trust and transparency between a new superintendent and a new board of trust so it was very relevant um sharing they shared their experience in process of establishing Synergy overcoming challenges and building a strong foundation in order to better govern the district and better serve all stakeholders um the last one uh that really I took so many notes on and and wanted to share some things is um handling the Personnel shortage and stability crisis by focusing on staff health and wellness This
029was um a a project that a local another uh Texas school board did um an initiative to restore well-being and bring a sense of efficacy to the Daily work of teachers they had great results based upon data they had collected um reducing teacher turnover improv State of Mind improv job performance and satisfaction so there's a lot I think that we can learn and gain from these conferences and bring back to our district um so uh I learned best practices gain some new ideas um in this role it's so important that we continue to grow and and develop our skills um throughout our terms and I encourage my fellow trustees to attend um take the time to attend conferences and invest in training that'll help us um be a better board effectively together thank you thank
030you um as you know it's one of our trustees is not here she's with a new grandbaby So Christine good evening can you hear me yes okay great uh good evening cyfair elected officials and Community um yes do have a new grandchild and it's the greatest thing in the world if you haven't gotten one you should get one they're great um I'm sorry I'm not there in person uh but I definitely did not want to miss the meeting so I want to say a shout out to technology for helping with us to make this happen um and she is sound asleep so I won't be able to show her off to you all but know that uh she is a sweet sweet little thing and we're excited to have her I wanted to say thank
031you to all our families students teachers Administration and staff for making February a great month in cyfair I was blessed to visit leader Elementary with principal dinam McMichael um whose father gave the uh uh invocation tonight and I was given a personal tour of the elementary by three outstanding students maranell and andony who want to be veterinarians and a veterinarian and an engineer so I gave a a plug of course to attend Texas A&M and then to Sebastian who wants to be a computer programmer and I suggested that he might consider going into the air force for computer programming I don't know how much of that advice they will be willing to take uh but I was thrilled to meet with them I had enjoyed looking at their portfolios and getting a tour of the
032school from prek to fifth grade classes I was so impressed with the leader inme approach that the leadership has implemented in that school the children and the staff are living out excellent leadership and life skills in a positive environment these students are are very goal oriented and I can't wait to see all that they do leaders leaders are loving encouraging accountable and determined I was also able to attend a cipher High School varsity and junior varsity basketball game versus Jersey Village Falcons it was a lot of fun and it was a great competition also um I was honored to attend along with Julie and uh our superintendent and some others to be a Kayla Chile Cookoff judge with 12 teams competing every team really did a great job with their theme as well as the
033chili it was really hard to decide on just one and I just want to give a shout out to principal Josh Carroll his administration and the teachers they put on a super fun competition um and they were very competitive about it uh Josh is always so positive in affirming and bringing out the best in the kin nights family I also just wanted to share some information um that I hope will con clear up some confus confusion about um the SB 763 some people have thought with the passage of this bill that we would be replacing school counselors uh that chaplain will proze that this will be a violation of church and state that there's no criteria no credentialing or experience required and care there would be care without consent um I don't believe those things
034to be true I think that there are um things that need to be carefully considered and weighed and I just have heard different people say different things and I just wanted to encourage everybody uh we have gotten a ton of response from this we've gotten emails uh phone calls uh social media posts uh to take this all into consideration and I think uh everybody is considering this carefully and I just wanted to say that um I appreciate uh the thoughtfulness that's gone into that um I also wanted to encourage um Cy cypr businesses um Faith groups nonprofits and our community to support our district with business advertising Global volunteers and mentoring each of us can make a difference in cyer and for those who are volunteering and mentoring and supporting us we say thank you

036look forward to celebrating them this coming Thursday at the salute to the Stars uh your students are truly blessed to have you um and uh Dr Killian did uh mention but I wanted to make a special shout out to um our our athletic trainers who are truly a dedicated Bunch um that make sure that our athletes are well taken care of every day um it's a an important Craft um I know that I was just talking with a young lady this week who um really Medical Care would have been a struggle um and she is a wrestler and had her knee hurt and she's able to get really good quality care I happen to see her at an event with a little knee brace on so I just appreciate that our students can be taken
037care of in such a loving and professional environment trainers are educated in five domains including injury and illness prevention and wellness promotion um examination assessment and diagnosis immediate and Emergency Care therapeutic intervention healthc care administration and professional responsibility um then there's also another group of athletic trainers who teach in health science classes Mr abber at Langham does an incredible job of that and so we uh thank also those athletic trainers who are serving in classrooms to to share their craft with students so that they can follow that pathway um I also want to give a note of personal apology to teachers parents and other members of the calendar committee and Dr msas I um I I think I regret my vote and so I just wanted to say I apologize that we had a big
038group of people who gave so much time and attention to serving on a committee um and the Cal we gave a survey and so that was a very uh difficult time to understand who what voice are you going to listen to if you've asked parents um for information then that's important and so I just weighed that out but I feel like we can really address our calendar um in the future in a way that honors teachers because you are the most critical resource in the shortage area and so I look forward to really starting that process earlier making sure that we put the parameters out for feedback that are ones that will fit uh the the different aspects of teaching and learning in families and so I just wanted to give that public apology for
039that uh my personal mission statement what gives has me uh giving my time volunteering as a in the school district is to defend the cause of the poor the fatherless the homeless and the oppressed to give them a hope in a future I volunteer to build our schools into factories of Hope For Students uh so that all young people can accomplish their full potential um students face many challenges in life um in their journey to graduation for some Hunger others isolation identity issues peer pressure social media has entered a whole another aspect to young people pressure to conform bullying cyber bullying environmental stressors mental health challenges and of course the desire to be seen and to be known um young people are also under incredible pressure suicide and SU sucidal ideation are on the rise
040drug use even despite the fenel um uh fenel what fenel is doing the threat that's posed there gangs and violence fear of school shootings deaths by gun violence um we have to we even have to have threat assessment committees and according to law on our campuses um to recognize homicidal Tendencies um which the Texas school safety says is actually on the Rise um our own cfis teams lovingly and skillfully addressed in the 2022 2023 school year alone and sfair um 1,125 students who had both a plan and a means to carry out suicide and there were 1396 total children addressed and to me the definition of insanity is to do something the same way and expect a different outcome our amazing counselors are doing an incredible job fulfilling an incredibly demanding job description um to
041average an average of 414 students each um we want if we want different outcomes we need to give our counselors reinforcements and care that our students um care about our students in such a way that they can become the portrait of a graduate so they can we can invest in them to be curious right curiosity Integrity resilience empathy and communication that is what we say we want to do and I say let's take it takes all of us and it's going to take more of us to get that done our kids deserve to be supported in mind body and spirit to reach their full potential thank you thank you Todd since the last board meeting I attended a scif Falls uh performance performance during black for the Black History Month performance uh I I need
042to just let everyone know that was we had some we have some fantastic Talent at scif Falls uh the voices were actually absolutely beautiful the performance was uh was great and I really appreciate the invite and um and to all the kids that were involved in that I know it was it was they they they were pressed for time putting this together with all the kids that are athletes that had all all sorts of events that are going on as well uh so kudos to the uh the staff that that was able to put put that together and uh it was an incredible performance so uh thank you um I was also uh able to catch the tail end of the truit Middle School staff versus students basketball game and I just wanted to let
043everybody know CU if if you had a middle schooler or kid kiddos that are sixth seventh or eighth graders they seem to talk a lot of trash during the week when they have an event like this coming up and so the staff gave him a little bit of a humble pie uh it was it was not even close I think it was about 71 to 44 or something like that and uh there were some staff members that uh threw up some thre pointers for the kids in the audience right now Steph Curry would have been proud of those uh some of those shots and for the older people in the audience Robert Reed would have been incredibly excited about it as well so uh in addition to that um I was the reason why I
044caught the tail in tail end of that that that event I was actually attending my son's baseball game and and uh this is my favorite time of the year it's softball season baseball season as well very excited about the uh the upcoming um games and tournaments and I believe bridgland High School just won a um just just won their tournament up in Dallas so want to again give a shout out to bridin high school B baseball team as well um and and in addition to that today I was I was uh fortunate enough to be invited to the elc1 uh the um at the Falcon Falcon Road location uh Miss Jennifer Miss Shauna were incredible uh if you've never had um been to an event like this it's you know you got three four five-year-old

046time because we've got a lot to talk about this evening um I do want to call out that I really enjoyed my visits to two of our elementary schools Swanky and Keith Elementary um and as one of our board members I was I was uh Mrs Clemens very uh you know very efficiently got together and had a five student committee take me around the school and those kids had so much fun they were um and they knew where all the things were that were very cool and of high interest to them and so it was a it was a great tour so shout out to miss clemet and her team and all of her team it was uh I I listened I heard and I asked a question that I ask every time I go
047into a school M uh school is what do I need to know about this school to make me a better board member and so shout out to Tom right because that's something that Tom used to do and so it's it was a great conversation that I had with both Dr Miller at swinky as well as Miss Clemens at Keith and uh so I understand how to help I understand how to Advocate and as with the rest of my colleagues we will do so so thank you to our teachers and to our staff who do an incredible job day in day out to meet the needs of our kids thank you thank you Justin Mr President you might be shocked to hear that I have no board comments this evening but uh I will double up

050get some apartments rezoned out of his child's elementary school because those children don't quote go to the same parties or have the same ameni as his child we've got Julie hean who has been serving cfd steadfastly for years and is currently our lone voice of reason Insanity on the board we've got Todd LMP who has worked hard to ban books and who believes the Bible should replace our student code of conduct we've got Christine kach who stated in writing that she supports vouchers and wants to abolish property taxes which if you paid attention at last month's meeting you know funds a hefty portion of our public school budget and finally we've got Justin Ray whom I believe whom I believe sees cfis Board of Trustees as nothing more than a stepping stone in his much
051grander political aspirations if you've gotten a totally slimy vibe from him thus far you're not wrong let's dig a little deeper into Mr Ray's previous history as a business owner he formerly owned a business which sold oil filled equipment some of which was knowingly improperly modified he sold some of that faulty equipment to lonar Pipeline and spoiler alert the equipment failed Mr Ray didn't disclose that the equipment was improperly modified until lonar pipeline asked about it and even then he didn't excl disclose to to the full extent until they sued him then to avoid over $700,000 in claims he filed for bankruptcy but he some somehow still managed to pay himself and his father a hundred grand in the process in 2020 the Secretary of State revoked his business charter because he's unethical don't let

057dealing with Library policy and we did receive a number of emails but to keep I think we need to keep things in context you know we probably received 40 or 50 emails at one time and it did seem a like a lot when you're reading it but if you want to keep it in context we have 118,000 students and more than 900,000 people live Liv in our community so even if you received a hundred emails that's really not a lot that's some and we have to also assume since we didn't hear from every parent or every teacher that the rest of them were happy with the calendar as it was so I would just uh caution you sometimes how you express yourself and the use of the word a lot when maybe it should be

067or other qualifications for the job in addition section 22901 of the Texas Education Code makes it a class be misdemeanor to inquire directly or indirectly about the religion or religious affiliation of anyone applying for employment in public schools that aspect should be particularly concerning for those in favor of this bill as individuals from religious minorities they may personally object to could apply for the position and if those individuals meet the other yet to be defined qualifications no one would be able to know what religion they actually represent until they've been hired and have started working with students if prolation is not barred or is actively encouraged then anyone whom supporters of this bill might consider hostile to a particular religion Christianity for example would be legally allowed to convert their children the children of Christian
068parents to other faiths furthermore if Section 22.05 1 of the Texas Education Cloe code applies to chaplain that role is not specifically listed there but school counselors are then chaplain would be immune to civil liability for any act that falls within the scope of their duties including prizing even if chaplain are not exempt fromi from civil liability you can be certain that proling will bring lawsuits against cfd forcing the district to spend time effort and money defending itself against these claims and distracting from its primary educational Mission make no mistake the work you should be doing has nothing to do with religion I believe that s SP 763 was not passed with the best interest of Texas students in mind rather it appears to be part of an ongoing effort by a minority of extreme

074going to be discussing the budget I just wanted to reiterate to you that as you know sciare has offered that 20% optional homestead exemption since the mid 1980s and yet we've been treated unfairly by the legislator the legislatur have taken away money that should have come to us because we were not taxing high enough that's a $68 million uh basically deficit that we don't need to be dealing with the sharf fall and B in balancing the budget should be something that you need to address with your legislators and that is your responsibility it is your responsibility to stand up for this District to face your your legislators to talk to them to talk to anyone that is going against public school education I've got to tell you right now it makes me very concerned especially
075when I read the article on Texas monthly recently about our governor who is being basically a puppet to three oil men from West Texas I'm from West Texas I'm not an oil man but I'll just tell you that makes me very concerned I do not want to see public school education dism I do not want to see vouchers put into place because I think that's taking taxpayers dollars and giving it to places that do not need it thank you very [Applause] much policy GE local relations with parent organizations addresses fundraising yet lacks language to prevent one school from having a million dooll playground while another school could have all broken and unusual playground equipment this will not look good if left unaddressed I think the DOA doe would take interest in such inequities budget cuts
076are looming adding a PTO or VIPs or PAC or booster club could be a Saving Grace for some schools even if the principal doesn't want one why is a Pac at a minimum not required for Title One schools the key to building these supplemental yet vital organizations is to have properly trained entitled volunteer coordinators with access to cciir ISD systems and personnel there are parents out there who will step up if they are asked and if they are taught how to do the work as a volunteer director in a past life 80% of volunteers said they volunteer because they were asked not just asked but asked to perform a specific function with an outcome that is measurable meaning I know that when I volunteer I make a difference we need some we need to form

080and members of the cabinet our boundaries projection and planning team has been working tirelessly to calculate enrollment projections for the 2425 school year I want to commend Laura Lis our assistant director and Chris Henning our boundary projections and planning Administrative Assistant for their meticulous and intentional work in calculating the enrollment projections for the 2425 school year both these ladies are here this evening and I would like to recognize them really quickly this way they're a little shy based on our enrollment projections and building capacities we are recommending that the board declare 62 campuses open for student transfers for the 2425 school year our goal is to provide as many options as possible for our families within the constraints of capacities and to accommodate student and parental preference the permanent school capacity which is a school
081capacity without Portable Buildings is used When developing enrollment projections and determining the open closed campus designation before we share the recommendation for the 2425 school year I would like to provide some reminders related to the open closed campus policies and the cfis transfer policy each year the Board of Trustees is asked to approve our recommendations for the open campuses our team develops enrollment projections utilizing several resources including historical data and Trends geocoding student totals projected student residence provided by our demographer Passa current enrollment data and next year building enrollment from echool Plus data from student services and utilization of theorems and algorithms from an analyzation of historical data once identified as an open campus our student services team uses a tiered process with three distinct levels to determine the number of students that are available
082to take open transfer spots on these campuses tier one refers to campuses that are open open to a specified number of transfers for all cfis residents and employees tier two refers to campuses that will be closed to all new transfers but would be available to cfis employees tier three refers to campuses that will be closed to all new transfers which are only available to cfis employees that are assigned to a facility or Building located within the attendance zone of the school requested in summary once approved by the board Board of Trustees all campuses throughout cfis will have a tier one two or three designation once the Board of Trustees approves the list of open campuses student services will calculate the number of open spots available for each Campus based on the tiered system with the
083following timeline we anticipate board approval this evening and then tomorrow transfer options will be shared with the community registrars and student services will then begin accepting applications on Monday April 1st and the deadline for the transfer window closes on Friday June 28th student services will work with our communication Department as well as directors of various departments and campus principles to ensure that op campus transfer information is disseminated in a variety of ways including the district website social media platforms our community and employee newsletters campus Marquees and through our school messenger system this layered approach to communicating information to our students staff parents and guardian ensures that we reach all corners of our community the transfer application window again will be open from Monday April 1st through June 28th information will be available on the district
084website beginning Monday April 1st with the application for transfer our tier one campuses for the 24 25 school year include five high schools 16 middle schools and 41 elementary schools for a total of 62 campuses open for all cfis students these are the 62 Tier 1 campuses that are open to all cfis residents I'll give you a minute just to look it's a lot our tier 2 campuses are open to all cfd employees tier 2 campus CES include 10 of our 12 Comprehensive High Schools every cfd middle school and all but three of our elementary campuses tier three campuses are only open to employees that work at the building requested or at another cfis campus or cfis facility that is located within the campus requested campus's attendance boundary the tier three designation applies to only

098would like to clarify for you about where chaplain reside in Texas Education Code chapter 23 school counselors provide a valuable service to our children and they reside in Texas Education Code chapter 33 totally different duties totally different responsibilities never compete with each other you can have as many school counselors as you like and you can have as many chaplain as you like they never compete okay so Texas Education Code chapter 33.6 says the primary responsibility of a school counselor is to counsel students to fully develop each student's academic career personal and social abilities the purpose of a School Chaplain is to provide spiritual care for everybody on the campus so therefore if you will just follow the law follow Texas Education Code they never compete with each other you do not have to decide between

103you today as you consider adoption of the School Chaplain act for cyer ISD schools potentially replacing school counselors with uncertified chaplain after majority of students parents and community members at the last few public sessions have void voiced their concerns as a grandfather a father and a leader in the Interfaith community over last 20 years I believe it is essential to maintain the secular nature of our public school education counselors are trained professionals who receive Bachelor degrees and Masters and even have classroom teaching experience to be able to understand the holistic needs of students they are equipped with to addressed a wide range of issues from academic struggles to mental health concerns and reducing chaplain rather than hiring additional counselors who have been who could potentially limit the effectiveness of our counseling services and compromise the
104inclusive atmosphere we strive to create thank you so much Chad green followed by John [Applause] Rosenthal uh good evening board my name is Chad green I am both a trustee and a chaplain in this great state of Texas thank you so much for the work that you do this is not an easy job uh and I know you know from time to time it gets harder and harder so uh I am speaking on behalf of chaplain um I've been a chaplain for a little over seven years um at the time I was in training I had a family member Express their um desire to commit suicide in detailed how they were going to do it and that training allowed me to bring some resources in to help that situation I would not have known to

106to urge you to vote no on School Chaplain in our schools if you choose to proceed with this I do want to urge you to adopt sensible guidelines that actually work for this sort of thing first Define chaplain to be professionals with at least a master's degree in Divinity and recognized by the US Department of Defense and the Texas Department of Criminal Justice two require parental consent require consent before allowing a child to meet with a chaplain and do not allow unsupervised meetings and third require that chaplain uh respect the free exercise of religion by students and their families in this state you can be ordained a chaplain by taking a short 40-hour course please do not replace our professional counselors with untrained chaplain at least put proper safeguards in place thank you for your
107time Jonathan cvy followed by lorenza Garza Mr chairman board members my name is Jonathan Kevy I serve as the policy director for Texas values we are uh experts in constitutional law we're the largest Statewide nonprofit that works on faith family and freedom issues uh we support the chaplain policy and just looking at this from a legal perspective this type of policy has always been okay with the Supreme Court so uh first looking at president before 2022 kov V Marsh um deals with military chapy saying it doesn't violate The Establishment Clause but this changed even more dramatically as you might imagine in 2022 with the Breton case with Coach Kennedy the US Supreme Court discarded the lmon test and showed that it's currently taking a much more expansive view of free exercise there is every reason

109chaplain after what happened in 2018 in Santa Fe when a youth pastor couldn't go in but they allowed chaplain and I wanted to go and help the students we are so big on preventative measures but we are not big on preventing preventing the the hurt on the inside what these students are going through that's why I sought to be a chaplain I want to be able to help people chaplain have increased High School graduations by 37% 80% reduction in teen pregnancy zero reported suicide some of the families here y'all have a strong support system and that's amazing but chaplets are here for people that don't have a strong support system also they need help and sometimes it goes beyond academics sometimes that the needs they are so great thank you for telling me this time

111that was never the legislative intent of this bill this proposal uh representative Rosenthal and I are in complete agreement The Proposal before you contains some important protections which you need to put uh into effect you need to make this voluntary it needs to be with parental consent parents must be informed that this service is available at their schools and students have to seek out this type of of interaction and care you should require certification this is a good policy and you should support it thank you thank you C Lane followed by J J danan greetings I am Cleveland Lane a concerned parent thank you for the opportunity of speaking one of the things I know about each one of the board members is that you have acknowledged that we have a very diverse School District

113in the community are being represented vote no J danan your last speaker thank you I wasn't planning on speaking tonight however after I felt threatened by an employee of the National School Chaplain Association at a recent mom's conference I would I stopped at the booth to speak to the representative after hearing from several sources that nsca was recruiting people from around the state to descend upon the cipher ISD family I share that they should allow each Community to make their own decisions without organized outside influence the rep then said that NCA had already applied to be the vendor how many people are testifying for NCA in the bill because they were recruited from many other communities at lunch the head of the chaplain for nsea approached me and firmly stated I needed to stop spreading

115a workshop I thought I would um provide the opportunity to have some information ask some questions and then you all can have a motion and dialogue and just just to make sure I clarify that in our front of our hands we also have these as well is that correct yes sir yes you have a hard copy in front of you I didn't want you to have to Crane around um to the screen so what um and you did just explain uh which agenda item and I wanted to be clear um that we're addressing Senate Bill 763 um it is located in chapter 23 um I I don't remember which speaker but there was clarification that counselors are in a different chapter and that's correct this would be um spefic specifically under chapter 23 and um
116the the request was for language to look at it for both employment and volunteer so that would be policy DP local in my recommendation and then policy gkg the reason um I listed it as first reading for gkg and then a second reading for gkg because they were so different I didn't feel comfortable or that we would kind of have a clear understanding if I tried to revise on second reading gkg so um I did two first readings DP and then gkg and so starting with DP again the Personnel position um it this would be the language added it would just add a whole new section with this um introductory paragraph explaining um that the position was being created um but that it wouldn't go into effect unless it was specifically funded by the board
117Bo or through another um uh Revenue stream such as tea creating a specific allotment um I wouldn't holdt your breath for that but I put it in there just in case um and then specifically stating that there would have to be certification and education requirements that we would determine um if we do pass this on a first reading I will absolutely between first and second reading give you some suggested language for an exhibit but the law does talk about that the board would establish the support services programs that were provided and then um I recommend that you have your certification and education requirements in an exhibit so that it's board adopted and then um just kind of looking at trying to create a policy that would um would be constitutional and um consistent with the
118bill um talking about some background as far as their General um purpose and then specific that there would be notification that they were at a campus and that in order for a student to receive any service from a chaplain that there would have to be prior written consent um being clear that if it were a position in the schools there would not be priz um as well as any disparagement um of any particular religion um belief or a lack of belief um again kind of a an aspirational statement regarding um the goal and the specific values um to be part of the spiritual care uh that a chaplain would provide including empathy compassion um Integrity you know similar to the character traits that we have I don't want too much overlap um and then um
119the collaborative environment meaning that there would be opportunity for Relevant professional development and inclusion um in those activities and a specific statement that it's not a replacement for a school um counselor they would have different different specific assignments um and that if requested outside referrals could be provided but they would my recommendation is that it would be provided directly to a parent as opposed to the student so that's um what I came up with for a DP policy and then for a first reading of a new gkg to actually create the chaplain position similar it's not exactly the same um because it would it be a slightly different role because a volunteer most likely wouldn't be all day every day like an employee so I do have uh the times when the chaplain would be
120um possibly called similar to you know how a mentor maybe we'd have a chaplain on a an established schedule again you'll see in their prior written permission and um in again referrals to apparent directly upon requests similar restrictions and then similar note that there would be requirements and that we would both certification and educational that we would put those in a board adopted exhibit and I just wanted to be clear the difference between last month's first reading and this first reading would be the deletion um of that language so I'm going to um answer any questions you might have but otherwise I would just say this is this is your motion and I'm going to stop talking and or this is your item and you would make a motion I'll stop talking any questions looking

126determine these educational requirements then we would vote on them in a public setting is that correct yes the board can only act in a duly called meeting in the public and so probably similar to um how I bring forward other policy recommendations um I would you know get feedback and then um get do research and then propose an exhibit as opposed to a regulation a regulation is Administrative but um an exhibit would then be adopted by the board and so if that is um I needed more feedback and I also thought I would um see if this was the direction and then I could certainly create that and then next month because this would have to go to a second reading um if it's passed tonight if it's passed yes yes ma'am but if it's

128I would question that statement under number one and I can just share I was thinking um like speak to to staff if parents were to come up that was um in trying to to um capture you know the feedback that's was the thought I certainly understand um as I hear someone else um read it and process it that could certainly be refined that was the intent sure no I appreciate and what comes to my mind are things like field day or rallies so now you are having a chaplain engage with students that that uh without parent consent um underneath uh under that same same point uh when you talk about um an order for a student to receive services from the chaplain I think it might be appropriate to add Individual Services um and then
129I would question we need to I think we need to Define how parents will provide written consent will it be like opt-in like library books at the beginning of the the school year will it be a permission slip on an as needed basis I think there needs to be some more context around that and that needs to be better defined before we uh move forward with this okay so we talked about number one um I just talked about uh that was the end of number one about providing written consent um under number five well no let me back up um number three feel like that's very vague and um I'm not sure how that difference from the character education programs that we provide as required by state law that are provided by our counselors and
130teachers so I see that as a possible duplication okay tell me when you're ready yes if you just move forward to number six um I my question is to um when it says uh chaplain May uh when requested by a parent or Guardian provide students and their families I heard you say you would say you would change that to provide to the parent or Guardian um appropriate references for services outside of the school setting um my question question is who will chaplain be referring students to in my mind I was thinking similar to like a youth service specialist if there was something um there was a wraparound service um that you know that community resource that as part of an interaction a chaplain realize that this you know there's a food pantry or there's um
131if there was a a resource um or a referral is that an Ence though doing the duty of the youth Specialists our social workers and our counselors who do that same work um I do see that there's overlap as you know sometimes the userv specialist um sometimes the counselor sometimes an AP when we see a need I wouldn't want to say to a student I can't talk to you about a food pantry so that was really the thought and trying to capture that but um I don't disagree that there's not some overlap but sometimes we do kind of see that layering sure in the best interest of students for sure so perhaps maybe uh just as we have a list on our website of um outside um providers Mental Health Providers on our website we
132could limit chaplain to that list versus chaplain directing students and families to maybe outside services that we would not want someone who's working for the school district to be referring students to does that make sense M and then I have one other question after I after you grab C my notes okay and then my last question is um how will um if this is voted approved by this board um how will chaplain be identified on campus will they be wearing their CL clerical clothing I uh hadn't thought about that but I would um we have a a dress code and so all staff members would need to be would need to dress consistent with the dress code um if there was um and I'm just not as familiar um with maybe in a in this
