008regarding district and community events or items of interest there are no speakers on this topic this evening Dr Henry thank you Mr President trustees the month of February was jam-packed with events and achievements throughout CFISD please enjoy this February recap video highlighting how our students and staff brought out the best [Applause] [Music] thank you [Music] [Applause] [Music] foreign [Music] the UIL wrestling state champion championships were held February 17th and 18th at our very own Berry Center congratulations to the Cypress Ranch High School girls team for placing third over overall in class 6A at the Texas school public relations Association conference on February 22nd the CFISD communication Department won 27 gold star awards competing against other districts across the state in addition four best of category awards were earned miscellaneous digital media training for simultaneous translation

009Rosario Meehan and Sylvia Puente published news release edited CFISD swimmers coaches set new world record Abby galvezthausen uh video feature story Air Force Academy acceptance Vanessa coach and flyer CFISD notices Rosario Meehan and Denise sales throughout the district join the National Education Association in the annual read Across America celebration the week of February 27th through March 3rd Raiders visited campus libraries and classrooms during the week reading Dr Seuss books to Elementary students to encourage more families to take advantage of the healthy choices available with School breakfast CFISD is celebrating National School breakfast week March 6th through 10th studies show that students who eat School breakfast are more likely to maintain a healthy weight be more alert and reach higher levels of achievement in reading and math please watch this brief video created by CFISD AVP

010students in CFISD we believe in starting our students day off right and that means having a nutritious breakfast during National School breakfast week we celebrate the importance of having a healthy and delicious start to the day did you know that 24 000 cinnamon rolls are produced each week from scratch in the food production Center a child who eats breakfast is more likely to be able to concentrate better and reach higher scores in math and reading in CFISD our power up Cafe fuels our students for success and provides them with a great start to the day happy National School breakfast week thank you March is designated as National athletic training month thank you to all of our athletic trainers and student athletic trainers who cover more than 4 000 regular season games practices playoff games and

011give extra time on the weekends to treat and help student athletes recover from injury please enjoy this brief video recognizing the work of our ATS athletic trainers do a lot for athletes on and off the field I think it's truly a privilege that I get to attend a high school with such an extensive staff that works injury prevention and strength amongst all athletes going from practice and games they've always been extremely supportive we're extremely grateful to them I think that their role does not go unnoticed I would say thank you for helping me throughout these years and helping me get to the next level and not only help helping me physically to recover and everything but helping me mentally they do more than just you know rehab and stuff like that and you can talk

012to them about anything or any problems that you have we do everything for our athletes so having a month that highlights all the work we do is truly amazing it motivates you to want to be the best Healthcare professional that you can be I also hope that it shines a little light and into the value that athletic trainers hold for the rest of the world we're there at the worst times of these kids lives when they have that season ending career-ending injury and you know we're the ones that are going out and picking them up up off the field and drying tears but then we're also the ones that are there that we've returned them to the field so we rehab them and we get to see them go back and do what they love

013and that's why we do it and so it's that just that true relationship and the fact that they let us into their lives um that really makes the job worthwhile March is also designated as music in our schools month theater in our schools month and youth art month a time to raise awareness about the importance of Fine Arts and visual arts education we know the importance that co-curricular programs like Fine Arts have on the education of a child and are proud of the high participation rate among our students a reminder that registration for the 10th Annual superintendent's Fun Run ends on March 10th we don't want you to miss the fun uh Community event set for April 1 at the Berry Center watch this brief video about the fun run three two [Applause] [Music] are

016do so 4B the board will consider the administration's recommendation for naming Middle School number 20 in elementary school number 58. we have no speakers on this topic this evening Dr Henry do have some comments I do thank you Mr President and um for our two honorees this evening I I think you'll realize that we had to pair this down but even pairing the description down it's still pretty long so some people say I have an accent so I hope you can put up with this but uh uh I would ask um Dr Carla Brosnahan if she would please stand while I read this Dr Brosnahan served her entire 39-year education career in Cypress Fairbanks ISD she started as a fourth and fifth grade GT and ESL teacher at leader Elementary School in 1983 where she

017was soon promoted to assistant principal in 1987. she served in that leadership role for five years before opening Sheridan Elementary School as an assistant principal in 1992. she was named principal at Sheridan in 1995 and led the campus until 2003. at Sheridan she was selected by the superintendent to a core group of leaders to be trained by the American productivity and quality Center in process and Performance Management in 2003 she opened Burke's Elementary School where she served more than 1400 students in 130 staff members annually for 12 years earning three recognized ratings and nine consecutive exemplary ratings from the state at Burke's she was selected as a mentor for new principals and led a principal cluster group while being named Region 4 Elementary principal of the year in 2005-2006. Dr Brosnahan was named assistant superintendent

018of Elementary School leadership in 2015 serving in that role until her retirement in 2022 and this row she supervised and evaluated 29 Elementary principals while recruiting interviewing and selecting new principles Dr Brosnahan earned her Bachelor of Arts in education and guidance and counseling from Houston Baptist University and her master of education and supervision from the University of Houston she earned her doctoral degree in professional leadership from the University of Houston in 2011. she left a lasting Legacy of growing and serving educational leaders nine of her past assistant principals have been promoted to principal and eight other past staff members are also principals she continues to serve as an Adjunct professor at the University of Houston working with CFISD cohorts earning their masters in doctoral degrees she has been instrumental in the growth and success of

019cfisd's leadership development program and continues to serve as a principal coach for CFISD I think Dr Brosnahan is truly one of the legends of CFISD and we believe that Dr Brosnahan is the ideal namesake for Elementary School number 58. [Applause] president Jackson hi Carla Carla I'm sorry come on up front and look at the audience you're doing stuff like I do I know you don't work here anymore I can do that so come on okay um okay then president Jackson and Board of Trustees and and Dr Henry um really the only word that I could come up with for the past couple days is wow I had this Mantra and I don't want my people that have worked for me I don't want you to say it because I'm going to say it but I

020had this Mantra that I taught everybody and it was this have your words ready well the problem is when Dr Henry and Teresa called to tell me about this recommendation no words just none and um so just to be even considered for a namesake I'm just so honored and humbled by that um so many of our namesakes I was able to work with and they mentored me for so many years and I just feel like what a dream team if we could just bundle them all up together and um I think they would just be the dream team of um servant leadership is what I was thinking and I include um another namesake to be as well in that just being servant leaders it started with me with Robbie Sheridan she hired me and Debbie

021Emery Dr Debbie Emery one of our namesakes was the AP then and then she was one of my supervisors as a principal Peggy Durie Janet Hoover supervisors for me and I worked for Charlie Goodson an assistant superintendent at Mr Rick Berry superintendent Dr Anthony Who challenged me every single day and uh-huh and then through all the people that were so helpful as far as namesakes and I see um Harold Rowe and Deanna swinke and I just think about Betty runnell and Pam and Jim Wells Jim was always my next door neighbor at leader he was at Watkins and then we were principals at Thornton and Sheridan together so I I just can't even um I just can't even think about all the namesakes and I want to just say one more for sure and that's

022uh Leonard brought again and also Dr Cheryl Salyers as she sat on my dissertation committee and was so encouraging and helpful um but before I end the namesakes I want to talk about Dr Henry because I feel like um the the just that he's a recent namesake but just Dr Henry just when I think of you I think about a bunch of c words and that is that you model caring for us and compassion and um just a whole lot of common sense thrown in but then I also think about all the humor that you grace us with and make bring some levity to some of our dilemmas so I just want to honor if any names I mean the namesakes that are here would you please stand because you've just been a mentor to

023me for all these years so please stand up Dr Henry alluded to this um he shared this when he said that um I hired a lot of great people in the 21 years that I was able to be a principal and so that's a long time and so I hired uh just I can't even tell you so many dream teams and um so um I just feel like that leadership I've always just really wanted to grow leaders and I just feel that that starts with paraprofessionals and teachers as they are on the front line every day leading and then with our leaders I just am so proud to have nine of my assistant principals they were promoted to principals and seven of them are here tonight seven of the aps that served with me and

024so if you'll stand um I I'm gonna just say on the second grow here hey Linda I think Catherine only cries in China right that's just a side joke when we got our doctorate we all traveled to China but Karen I mean will you all stand up the seven that are here thank you [Music] thank you uh I think I only see uh Jeanette and Dr drough and Dr Stockton are the only ones still serving everybody else has retired but um I'm so proud of y'all and thank you so much for your service to CFISD thank you and then I was lucky enough that eight more people eight more awesome people um that made up so many of the dream teams they were also promoted to the principal ship and so will you please stand

025as well served with me awesome and I think only only there's only one retiree nope two Laura Barrett and Yvette Garcia yeah I bet you don't have to you know jump up and down anyway um if you were on any of the staffs um that and I had the pleasure of working with you in the honor and the privilege would you please stand as well at Burke Sheridan leader thank you for being here okay and then I was gonna say families and um I'm just going to call them out where is Eric Smith oh is it way in the back okay Eric is here um because he is with pbk Architects and he is um the architect for number 58 but he and his wife or parents at Berks Elementary and man when you have

026parents like Eric Smith and Marianne Smith and Marianne was my prpto president and um we just I'm talking about another whole dream team of just parents that were so supportive one of the things that we had as a staff where we had a common vision and the vision was that we knew we wanted us climate in a culture that kids would love to come to school and we had a we wanted to bring them joy and we wanted to bring them encouragement but most of all we wanted to bring a lot of laughter and we had a lot of laughter with kids and you guys all made me look good every single day and I just really appreciate it after my time as principal Dr Henry mentioned that I went to school leadership and good

027grief I landed in another dream team and it was under the leadership Dr Henry hired me and it was under the leadership of Mr Roy Garcia and I don't say Mr Roy Garcia without saying this Roy Garcia nicest man on the planet you can clap for that if you want anyway I had the oh my oh my I got dropped in to this department and it was Don Donna Shepard and her husband Dr Scott Shepard and Travis Fanning and Roy and it we just had an absolute blast and I learned so much from them and I will take no guilt about them all leaving I have no idea why they left me but I know Donna's here Donna stand up she decided when Scott got a superintendency offer she decided to leave too and go

028with him and then Travis spanning yes I know and so Travis Fanning left and went and is a superintendent as well and then what happens I get blessed again with Dr Sherry mckaig and Christina Cole and Sarah Hardy and Roy's whole department has just been amazing and so I just want to thank you for that opportunity but with that opportunity we all also served our department also served on Dr Henry's um District support team it's called DST and on that team it's the his whole cabinet and everyone pretty much knows who they are because they have these special seats up by the board but what do you think about that dream team um you know pretty over the top and then with it comes all the assistant superintendents and I'm going to ask you to

029stand Dr Henry made me come up here so I'm going to ask all the assistant superintendents to stand will you do that come on they're amazing amazing um I I just am so privileged to have have worked um you know every day with you but our main goal and our main job being ndst is to support support principles and um so we're supposed to support principals as well as their campuses and so I'm thinking the major dream team we have in sci-fi or the 93 is it still 93 principles oh thank God y'all haven't hired a whole bunch more at 93 principles so if you're a principal will you please stand because you're the dream team that changes the world every single day stand up thank you so much for being here okay last last

030dream team and that's the U of H dream team we have this partnership under Dr Horner please stand under under our professional learning Department Dr Dr Horner she orchestrates our cohorts with the University of Houston and University of Houston professors as well as sci fair staff who are adjuncts teach our cohorts so our students don't have to leave cyfair and we're building that leadership Pipeline with master's degrees and in leadership as well as doctoral degrees so several of our CFISD staff are adjuncts and several are field supervisors for them so will you guys please stand too um I'm seeing you I'm going to make Dr goree and cni Dr Merricks Dr Stockton and then the field supervisors Dr mckag and Christina Cole and Christina and Karen okay we got I think I think we got

031him but I am so excited oh go ahead you can clap for them I'm so excited and you know what every time I teach a class for U of H I just get so excited I can hardly stand it and so um I have a group this semester that I have been so fortunate to have had two other times during their two years in the master's program and I'm seeing a lot of red so I think a lot are here so will you guys please stand and be recognized as our next dream team of Future Leaders thank you so much for coming okay so I'm going to come over here and stand by um the man Jim Brosnan I've had the name Brosnahan for 45 years and it's because of this awesome husband and so

032um we have two daughters Elizabeth and Christina and they're married and they just became moms this past year in 2022 so we became grandparents and um they I'm just excited to say that they're live streaming they don't live in Houston and all of our family is live streaming both of our families extended family live in Pennsylvania and so we're so excited to include them in the celebration and I just wanted to say that Jim and I are so happy that we raised our girls in Cypress Fairbanks both of them and one of our son-in-laws all graduated from Langham Creek High School so they're very happy and very successful and so we're so proud of them the okay one more and then I'm done okay I did find some words um so so Dr Emery um

033right here you can go ahead and stand uh I know she already stood as that but she um like I said I she was one of the reasons I got hired in 1983 and then she's just been such an awesome family friend and God Parents to our daughters and so I got she and her husband Carl got parents to our daughters and so I just want to recognize her as family and then Chris Deweese and Chuck Deweese if you'll stand I know she doesn't like it okay Robbie Sheridan had this Infinite Wisdom in 1983 to say every teacher needs a mentor and um so she assigned Chris as my mentor and Chris is still mentoring me 40 years later and her husband they're just such great family friends so I just really appreciate you guys

034thank you for being here um and then Linda Ellison I know she does not like this at all but I worked with Linda and Linda I worked with I worked I worked with Linda in the 80s and then after my first year as a principal I needed a secretary and she was working at she was working at Sheridan and had gone to a district position and so I hired Linda and for 20 years she was my secretary and she still continues to serve Burks as Stacy everson's secretary so she still working and I had to do a shout out just because everybody knows who runs the show a lot of times the secretaries I want to say that so I just want to say thank you again president Jackson Board of Trustees and Dr Henry

035for this recommendation and honor and I just wanted to do a shout out to Renee Silliman Dr Silliman uh where are you stand on it she's going to open number 58 and her Mantra is number 58 is great and I'm going to do everything that I can to help you have that come to fruition kids just bring me so much joy and I can't wait to meet all the students who are going to be attending 58. thank you so much [Applause] we did happen to put the cart before the horse folks Dr Henry do you have a recommendation to make for the name of Elementary School number 58 so the board May entertain emotion and vote on the matter sir well I can think of a lot of things do to you right now Carla

037President Board of Trustees I'd like to recommend that Middle School number 20. be named after Mr Roy Sprague thank you Dr Henry for the recommendation I would entertain a motion for the naming of Middle School Number 20 after Roy Sprague Mr President I move to approve the non-consensus to Roy spring as motion has been made is there a second seconded motion has been made and seconded Holly I'll leave it to you I had two colleagues each join in at the same time I suspect one consecutive one motion and one can second the other a motion has been made and seconded to name Middle School number 20. 038record that it is unanimous of all trustees who are attending this evening Dr Henry well if anybody knows Roy they would have to know how much I've had to edit this Roy it's barely as long as Carla's speech so I'll just say that right up front so you knew I wasn't going to let you off Carla Roy why don't you stand up Mr Royce Sprague has a 42-year career in architecture construction and Facilities Management including 32 years in public education and 26 years in Cyprus Fairbanks ISD he came to CFISD as director of facilities planning and Construction in 1997. managing a department of for and overseeing the successful completion of a 264 million Bond program in 1998. in 2001 he was promoted to senior director of facilities planning and construction he was instrumental in developing

039a 470.5 million Bond program dollar program excuse me approved in December of 2001 and a 713 million Bond program approved in December of 2004. in this role he developed the district's standard architectural and construction contracts utilizing the new 1997 AIA documents for all projects He also developed district-wide facility design and construction standards for all new facilities and renovations Mr Sprague was promoted to assistant superintendent of facilities and Construction in 2006. a role he served in for seven years in 2007 he took on the added responsibility of overseeing a maintenance department that included 180 employees he helped develop another 807 million dollar Bond program in May of 2007. during this unprecedented District growth he managed three ongoing Bond authorizations totaling more than 1.9 billion dollars of new construction and renovation projects in 2013 he was promoted

040to associate superintendent of facilities construction and support services a role that was eventually named chief operations officer as coo he was responsible for approximately 3 500 I'll let me rephrase that he is responsible for approximately 3 500 employees in eight divisions consisting of facilities planning construction maintenance custodial operations Energy Management Transportation nutritional services and procurement services and handling all real estate Acquisitions for the district he oversaw and managed a successful 1.2 billion dollar Bond program approved by the voters in 2014 and a 1.726 billion Bond program approved by the voters in May 2019. he provided leadership vision and support for the design Direction quality standards administrative procedures and processes to develop 21st century School designs for new construction and renovation Renovations of existing facilities Mr Sprague successfully negotiated multiple electricity procurement contracts to purchase electricity

041through 2028 resulting in more than 3 million dollars in annual cost savings he announced his retirement following an accomplished career effective June 2023. Mr Sprague earned his Bachelor of architecture from Louisiana State University he is a registered architect and interior designer with the state of Texas he is certified by the National Council of architectural registration boards has not is an active member of numerous professional organizations in 2014 as part of cfisd's 75th anniversary celebration Mr Sprague was named one of cfisd's 75 most influential honorees throughout the district's history other accomplishments include being named an Le fellow by the Association of learning environments southern region planner of the Year by the Council of educational facility planners International planner of the Year finalists by the Council of educational facility planners and two-time a4le Chairman's Award winner in

0422013 and 2018. during his tenure Mr Sprague has overseen the construction of more than 60 percent of the district's current square footage totaling nearly 12 million square feet altogether he has completed the purchase of 41 property sites and overseeing the planning and construction of 73 new facilities which include 30 elementary schools 10 middle schools seven high schools two special assignment campuses and 24 support facilities he and his team have also handled hundreds of Renovations and addition projects touching every District facility enhancing instruction health and safety while providing campus Equity that is has impacted countless students staff parents and community members and I would add that I don't know and I do know that there is no one in the United States of America who has done more with school facilities in total volume and Total

043Quality and with total Integrity than Roy Sprague and I'm proud to say that I've been able to serve with him the past 12 years he's has had a legendary impact on CFISD and he is deserving of the honor of namesake I won't call it Middle School Number 20 of Sprague Middle School right foreign Mr Tom Jackson members of the board thank you so much for bestowing this wonderful Honor on me and my family I did have a speech prepared but uh since I had to follow Carla which is a tough act to follow I'll wing it up here but I truly appreciate the support that I've had over the years from the Board of Trustees our community all our district partners and uh and my staff that's been just dedicated over the years it's just

044been a tremendous uh journey to take to when I started here in cyfair I think we had 52 to 56 000 students we're now over a hundred eighteen thousand students and still growing at this point and uh still a few more schools to build but it's just been incredible incredible experience uh I I never could imagine in my wildest dreams that I would be even considered a namesake and now I have a building named after me which is pretty awesome I get to join folks like am in Harold and the resident and Peggy and and all the other folks in Carla and I really appreciate this honor all my family is out of town basically we have some of my media families watching this live stream that first of all I want to thank my

045wife Cindy and all she's done to support me throughout my career and all the effort she did to raise Two Fine boys our two boys also graduated from langel Creek High School so go Lobos we've got a lot of Lobos here in the audience and they're being very successful in their careers they got an excellent education here at Cypher ISD and in fact Cindy in insisted that we moved inside Fair because she was a former graduate of Jersey Village High School in 1977. I'm telling her age now I'm gonna be in big trouble no doubt about it and she also is the one that encouraged me to apply for the position when it was open in 1997 to come after here in Cy Fair and fortunately I was hired and I was a smart husband

046I did listen to her so from that end of it I would like to thank my my two sons one is in Tommy and Samantha and our grandson who is Evan Apollo they live in Santa Barbara California so they're watching hi Evan and uh appreciate all they've done to support me my other son Michael and his wife Angela are in Denver Colorado and they're watching as well my sister-in-laws are also watching uh here in Houston and streaming this my two sisters one lives in San Diego Debbie and my other sister Patty lives in New Orleans and they're watching as well and I can't thank them enough for all their support especially during my younger days and trying to guide me in the right direction and keep me straight narrow down in high school and in

053specified parameters and enacting other Provisions relating thereto there are no speakers on this topic this evening the presenters Karen Smith Terrell Palmer Jonathan trails Miss Smith thank you president Jackson you may recall that typically we come to the board with a bond parameter order in either April or May this year we're coming a little bit early and the reason being is we're hoping to sell Bonds in April uh we the permanent School fund which is the guarantee from the state of Texas that allows our bond sales to be sold with AAA rating is at almost at its capacity so what we did back in October end October is decided to go ahead and apply for the permanent School fund guarantee and hoping that we would be able to make everything happen associated with that Bond

054sale and we applied for 350 million uh permit School fund guarantee and were approved for that 350 million it is good for six months therefore we must sell in April in order to have that permanent School fund guarantee there was a little bit of capacity that opened up after the February payments that were made typically payments are made in February and August every year and there was a little bit of capacity opened up as well as they changed how they're doing their reserves so we have applied for another 50 million to give us the flexibility if we want to sell a total of 400 million in new money also a part of the parameter order is a refunding of up to possibly 600 million so now I will turn it over to see if y'all

055have any questions because we have here Terrell Palmer as well from Post Oak Municipal advisors as well as Jonathan frels from bracewell open for questions I'll look to my right yes I would just make a comment that I appreciate the forethought to make sure that we could access that fund thank you to my left Miss Ironman um Karen thank you you answered my question that I was going to ask regarding about the impact of the cap the IRS cap on the bond guarantee program um and you answered that so thank you so I guess I would just make a comment then um uh Mr Jackson and I were recently in Washington DC discussing this very issue with um our congressman in DC to encourage them to get behind legislation to remove or at least raise

056that cap with the IRS um because it negatively impacts the taxpayers of Texas it it increases the cost for uh school districts to um sell their bonds to raise funds to uh do Renovations bicycle buses build new buildings Etc um what's important to note is that there is no additional cost to taxpayers by raising the cap there's only a cost savings to taxpayers because it reduces the cost um to school districts and therefore to to taxpayers um also of note is that no school district in Texas has ever um defaulted on a on a bond so uh it's a very safe and easy thing to do the challenge is we need our congressmen to get behind this currently with the current politics in Washington is there's some resistance and so I think we need to

057continue to um to push that issue with our elected folks in DC thank you I would add that I visited personally with the office of Congressman Hutt and requested that they consider being a co-sponsor of the legislation they did take a copy of the bill as drafted and it seemed that they were very supportive but actually we what we need to have happened is last time we requested this is we had unanimous support among the Texas delegation and and we just need to repeat that again we need to take care of Texas Terrell as you know always have standard questions and the good news is you always have answers so the first question is I want you to sketch out the lay of the land in terms of interest rates I know you don't have

058a crystal ball but tell us about where interest rates are now and where they might go both in general but also specifically for municipal offerings such as this okay well uh as everybody knows interest rates really since uh January of 2022 have gone up uh considerably I I would think that we are at least 200 basis points above two percent above where we were at those uh crazy low levels in in January of 22. a lot of that is because of the Federal Reserve action with the FED funds rate and they have been increasing the FED funds rate which is really the shortest end of the yield curve and has really pushed up the yield curve uh quite a bit to to the point uh and if you actually it's a very unique uh time

059uh in in my career to see a descending yield curve and that the the fact that the one-year interest rate is higher than the 30-year interest rate and it's just a very strange time and it has to do with this um artificial movement that is that is called caused by the Federal Reserve so it's a very uh uh strange time in our in our industry and and our rates are uh uh have gone up considerably and and we think that the Federal Reserve is not finished yet uh and there's uh most of the smart people believe that there are additional increases in the FED funds rate uh which are already kind of built into the existing uh rates if they do anything more than what is expected uh then uh then I believe our whole

060yield Curve will will go up um uh quite a bit on the on the uh the good side uh you know because of the district's incredible uh underlying ratings and the fact that we will have the permanent School fund I still believe that we will uh be able to issue these bonds at an interest rate uh of around four percent uh that is about 50 basis points or 0.50 percent lower uh than what we you know thought that we were going to going to issue the bonds when we had this election in in 2019 so we're still uh very uh very low plus the fact that we've issued a lot of our bonds during the historically low rates in 2020 21 at an incredibly low rates and so I think we're very good as a

061as a board member I would be very worried about trying to keep our promise to to the voters and because of interest rates I might be nervous about that I would like to say as your financial advisor I see no pressure in that at a all and and we're we're gonna we're gonna make every effort to keep our ins tax rate uh you know in the same range where we are uh right now and so the the we have talked a lot about the permanent School fund and uh you know and I know hey you know we're we're double a double A what what does that really mean to us and and we have um it means about 15 basis points in rate and so you're you know you as I mentioned you could probably

062sell your bonds right now with firm School fund around four percent you would actually pay 4.15 if you didn't have uh the the perm School fund guarantee and for your issuance of 400 million in new money that means six million dollars uh to the to the CFISD taxpayers would be that additional burden and so uh we we thought it was something that we needed to get out in front of and in October and I'm and I'm really glad that we were able to get this get this commitment for you the timing was and remains excellent uh you correctly anticipated my the the second or my standard uh questions uh if we approve this do we have the ability to pay it off without having to resort to a tax increase you've given us your view

063let me turn now to our CFO Ms Smith yes president Jackson we we have modeled it he's looked at it and I've looked at it and based on the fact that we've been fortunate with as he said with our prior rates but then also our property values have been at a higher rate than we had modeled when the the bond election occurred so we feel very comfortable with uh keeping the tax rate where it is and then the the third of my standard questions that has to be asked although I'm fairly confident I know the answer will we find sufficient appetite among the buyers for us to be able to sell the entire issue uh yes you will uh you know and we uh we have a Monday morning conference call with uh with the

064Post Oak Municipal advisor uh group and our Market specialist is on that call and uh I I will say that uh he used the word uh there will be buyers that are big salivating uh over CIA Cy Fair ISD permanent School fund guaranteed bonds really in a market where we've been issuing a lot of bonds billions of dollars worth of bonds for school districts from just the November election that were not able to get the permanent School fund and so this will be uh that they will be very excited about your bonds and and maybe we can you know stretch that difference there from 15 basis points to maybe 20 basis points to to help help the taxpayers and in fact there is a school district within greater Harris County and the bonds came across

065my screen at 4.5 percent so you have collectively put us in a very enviable position uh it's one thing to to talk about 0.15 but a difference of 0.5 and uh CFO Smith you and and also Mr Palmer together you all work to make certain we have exceptionally low rates there is one last question that I need to ask before I ask for a vote on this and I guess this is over in your Camp Roy Mr spray if we sell these funds do we have a use for the funds are we just banking the money we do have use of the funds we've got plenty of projects in the in the hopper right now to get planned for and we've been very pleased so far with the results of the projects we've done to

066date and we feel really good about being able to meet the promises we made to the voters when the 2019 model election was passed very good thank you sir Mr Jackson just to add to what Roy Roy and I had a conference today in Roy tell them tell them about phase seven yeah right now we originally when we did the master uh Bond schedule we actually laid it out by seven uh phases right now with this uh measure we're thinking we will be able to get all the phases done through six and because some of the projects in Phase seven we've actually done a couple of those and we're going to look at moving those up that will help us say some inflationary dollars uh which will ensure that we'll get to the Finish Line

067with the dollars we have available and then a a general question this has to do with our overall Financial Health so not necessarily on this issuance but on past issuances so we have had some variable rate bonds uh and variable rate bonds are always interesting in a rising interest rate environment does that cause us any Financial concerns as those have the ability to increase yeah you know what we've done with your variable rate over the last couple of sales is fix them out and so we've taken we've reduced our variable rate exposure uh quite a bit as a matter of fact we would be typically you know bringing an item to this board at this time about remarketing your variable rate but we we don't have any variable rate bonds to to remarket uh currently

068and so we're going to wait until next year so you you are you have a a what we've been doing is is fixing it out for three years and so yes it is the short and the yield curve but it's not variable rate every day and so you haven't really seen the increase because of what the Federal Reserve is has been doing and so it'll be next summer when we will make a decision whether to fix out a large the probably a large portion or all of your remaining variable rate bonds and we will just see Market is at that point but but the variable rate bond and you're relatively low percentage of variable rate bonds is not caused any concern of the General market or your rating agencies that rates your bonds and by

071to elementary schools and all the unique experiences are special to me from Silex High School to Post Oak Elementary to Wilburn Detroit Middle School to live by the Metcalf to Woodard Elementary just to name a few we have some of the greatest Educators around I love the love for students like no other I know as a board member visiting schools committee worries and the principals but other Educators never missed a beat the principles were great I enjoyed every visit and a few kind of highlight stand out to me as well now lifting weights with some of the coach at SCI Lakes were well trying to maybe look like a fool myself or exciting and quite embarrassing as well I didn't enjoy spending time with the class of representatives from SCI lakes and speaking with them

072about their experiences at school while visiting Truitt Elementary Dr Williams talked about the use of social media in trying to reach parents and keep them engaged it was truly remarkable that some of the events he was doing and how he made that work for his kids it's an amazing team at watered and how they engage with every student in the beautiful campus the awesome campus staff in the use of space to help make kids Thrive and also learn in a great environment you can also see the good leadership and by the tempo of the way the students work together and the staff work together as well special mention to miss Hallowell in the great presentation she provided me on Star the videos and information was great and very thorough in fact I actually passed this

073along to some teachers as well who truly appreciate it I know every visit is very special and unique I look forward to visiting more schools over the next few months before this before a school year wraps up another topic is a little more personal to me but it goes to the level of detail that the a-rated school looks like I mentioned before that my daughter has struggled but our last IEP was truly difficult only because the school not only because she's going to be out of school we have to put her on homebound again for her health issues as a parent and as a dad you want to do anything you can to protect your kid but unfortunately as she sees the world pass by her friends not in drama where she can't be or

074attend events or go out and enjoy the things that we take for granted instead she has to sleep in bed all day I can't imagine the hurt that feels for me and for my family because she can't believe you can't do that as I regularly expect the parents and board members and also legislators on something near and dear to my heart which is Special Ed cyfair has gone above and beyond as a leader in this field we take extraordinary steps to make sure every kid regardless of ability or status get the top-notch education this is the first time in many years I've been able to attend my IEP for one of my kids because all three had them is my travel schedule the professionalism and compassion by Educators was truly exceptional I won't go any

075details but needs to say the teachers and staff at Cy Woods are remarkable and they truly take care of our kids I know every school does as well I want to thank the teachers I want to thank the staff and the students and the parents and also our administrators I wish you all a very good night and a very safe and helpful spring break thank you thank you and before we proceed a council that would be you Marnie I have been channeling Dr Henry and we have a speaker on item 2A that I did not call before I started with board comments I do like the leadership of Dr Henry and so I'm trying to emulate him would it be terribly wrong if we saved that speaker until after all board comments it you weren't

078as always I want to thank Those Who come out and show interest in our schools uh Community thank you for being here and my heart goes out to my colleague Scott um we're all here because we love kids all kids everyone's kids but my heart is there for you and struggling with your own child um spring break is upon us and I hope that all of our hard-working students and Educators parents community members all of the CFISD family have a fun and relaxing spring break as Nikki was just mentioning we push towards the last part of the school year and it's always super demanding in schools assessments interventions culminating competitions graduations Etc um so I hope everyone will take time to fill their bucket and enjoy some sunshine over spring break so that their field

079for the last push of the school year um but this last push in mind I'm still eager to see our Moi reading data in the district so that we can see how we are addressing the needs of our students um I had mentioned previous comments that last year in our accountability data there was so much Incredible strength as a system but we still had 3711 African-American kiddos 6345 Latino kids and 9 490 economically disadvantaged students who were not able to reach passing status so I'm super eager to see how we've been able to close that Gap this year as we go into budget season it's critical that we have data in order to make decisions so that we can make sure that reading which is one of the most fundamental things that we're here to

080do is able to we can analyze those efforts we need to know you know what what's working incredibly out there and what we need to emulate and anything else that's not making the needle move as fast so that we can get that work done for our kids so we can ensure that all are literate at grade level I had the opportunity to participate in a school board Finance Workshop through the Ed genomics Lab at Georgetown University it was informative and gave me a few lenses with which to examine our budgeting process process of engaging around Investments versus desired outcomes and estimated effectiveness of these tools so that is one reason why I'm definitely want us to look ahead of data there's also a course they're offering about they're calling it The Wild Ride ahead when

081we look back at District finances post Esser and so I really enjoyed this learning anyone who would like any of those resources I can share them because they definitely do provide food for thought as far as looking at what's ahead for us in budget I do want to thank the members of The Shack committee who gave countless hours to give feedback and on the curriculum for health and sex ed included health education is of course more than it's got a it's a huge and Broad and important topic to raise whole healthy thriving young people by definition and fatigues it says it's instruction that allows youth to develop and sustain Health promoting Behavior years throughout their lives I also understand that each child is unique and parents of each child should have a choice in how

082and what content on sensitive topics is taught a presented to their child health education is Broad but sensitive topics are those that should be the the purview of the parents so with that in mind I would support I know it's not on the agenda but I was putting the idea out in comments as is allowed I would support the idea to make Health high school health class optional as has been true from the states and something around 2009 I know I was a principal at the time and in Spring Branch we did decide not to keep it but I would say there are so many important topics and maybe there's another way to get at that that I would support that if it was something that would help help a household be sure that what

083was being presented was in line with their values but of course it also challenged families I myself my child took health I know my kid her personality I know what we could do and discuss at home but I would also Challenge and important topics happen there that I may not have covered at home because I wouldn't have thought to cover that content so I don't I do challenge you know families to make sure they have a plan but that is definitely something that is in the purview of parents in my opinion we are here to do the job of developing students and their academic their cognitive their linguistic development sociocultural processes and I think we should prioritize our time there and I'd love to explore any other useful semester courses that might help students develop

084in those areas I appreciate uh the time tonight and I just congratulate our namesakes that's very exciting to hear such incredible careers in this incredible District um we do stand on the backs of Giants and now they have names on buildings as well congratulations Mr Sarabia yes welcome everybody viewing audience um again I start off with apologies I couldn't wear my jacket today I'd try to put it on but uh just not there yet hopefully next month I can get my jacket on for uh um I'll get it I'll get it on somehow so um congratulations to Carla and Roy um it's um very nice to see the community come together the community as a whole was touched by Carla Within all the thousands of of students and Personnel that she touched throughout the years

085and families it's so rewarding to see um that achievement that uh her namesake uh for the school and everything else it was very gratifying and Roy uh also as well uh so much the very uh deserving you can just drive any place in the district and see that Roy had an imprint on the district no matter where you drive it's there uh we'll still ask the questions about the flood plain right Scott we were talking about that right spot playing and the quality of the AC so we have not forgot about you stuff though but he always has the answer um and to your beautiful wife to uh um I thanked her for letting us have you uh for over the years and stuff so congratulations Roy um well went out to various events throughout

086the uh District uh I did catch uh an amazing uh playoff game on third round women's basketball at Bridgeland was hosting laying in the Lobos and Cy Springs and that was amazing I believe me and Dr Henry and some A.D Cepeda and A.D floors were walking around uh the whole the whole time and different angles and it was back and forth uh by the end of the first half you thought Cy Springs had it in hand and then we took a walk to what turned out to be an amazing complex there at Bridgeland that they just kind of finished their uh baseball and softball complex I I've never seen anything like that in public schools that's what we did with the money that was allotted to us was amazing uh and then we came back

087and the Lobos were up um by half a dozen points and the crowds going crazy and it might not been as safe where I was at so I went to the other part of the gym and then I went to another part of the gym where Ray said you're safer over here and stuff so but the game was uh so exciting to see uh the action between the two schools um and uh they're they're um the schools have been around for a while uh so uh we've seen a lot of success with the newer schools but these schools have a lot of tradition and uh it's nice to see uh um them going head to head and and that was very rewarding and stuff congratulations to the side Falls men's basketball team for advancing to

088the regional uh um tournament there and uh they showed very well there throughout the whole year and stuff coach Florence does an outstanding job over there also I did uh like I said I visited Bridgeland uh um complex and again boy I've been to many stadiums over the years uh and uh it's Second To None I thought Grand Oaks was the best I had seen and it might have been until what I saw at Bridgeland but then I saw Langley Creek and Coach the Daniel showed me around and uh because today was quite proud of what he has uh uh he doesn't take a second second seat to anyone uh as the many of y'all know coach Daniel and that's uh very rewarding seeing what uh our bonds um come after all the work uh

089with Julie and Debbie heading that committee years ago for that huge bond election and now we're getting to see everything come come about and it's very rewarding uh to see that actually happen now and not just talk about it and stuff so um let's see oh I got to get to go I got a chance to go to the governor's conference this past weekend in Galveston which was very rewarding I got to see it many of our uh fellow colleagues throughout the state um to the Educators and throughout our district and through all the districts uh we have your backs guys we we are trying our best throughout to get the best for you and we know there are tough times coming up and uh visiting the colleagues throughout it was uh the conference was

090very rewarding it was well attended um me and Julie got a chance to go up there uh there was a young lady from our district who on Friday morning was on the student voice scholarship panel and this is early in the morning and she is speaking uh in front of what I would think would be a thousand maybe 1500 easily if not more leaders throughout the state and I tell you she she knocked it dead um her name I hope that said right yeah kodali oh it's by Langan Creek oh boy I tell you what we presented her earlier here this year and uh she had um she spoke we were so proud of oh boy she everybody when she spoke and she said she gets up this early in the morning she does this

091that that that and she was going to go she was going to go to University of Texas but she was doing everything the whole crowd just exploded with her accomplishment that she's doing as a young lady and everything that she does she also told me after the meeting that she just uh was going to go University Texas but she just got a full ride to Vanderbilt so I think she's going to head to Vanderbilt is what she said though but the she would if everyone here would have listened to part of her of her uh um well throughout the panel you would be so proud oh my God she shine CFISD throughout the whole the whole state and uh it was very amazing uh for the young lady also um again the trainers trainers those

092months as trainers and as you know I'm big into the sports uh they they help my kids throughout their careers over and over uh even when my youngest was in Middle School uh at blyle and he had a broke hand um he was still the quarterback because he the trainers would would go get him um wrapped accordingly to be uh certified and playing that game and so he continued on the trainers are amazing uh and I do get a chance when I do go out to events to try and speak with them and ask them on the side do you have everything you need this is District providing you with everything that that you can need and and all of them are are quite pleased and yes they are and we have everything that we

093need to take care of our children so that's very uh comforting knowing uh that that does take place oh and then one more before I let you guys go um a gentleman I went to a session that about retainment of Educators and how they were leaving our profession in which we have encountered this year's maybe um maybe seven or two other years Deborah but now we're having to do the just cause because educators are leaving before the contracts are out uh but there was a session I intended to see what we could do about it and a Gentleman brought up a good fact he said um you know as you saw the predominantly all the principles that were here and the namesakes uh a lot of them were female and for many years in a

094Educators were always thought of to be females the female teachers the female Educators but now um the the power of the young ladies going to be engineers and other jobs that were thought of to be only for men before may have taken some of our Educators away because as they see their empowerment to go to different places which I applaud totally applaud and uh and that was a point that was uh taken and we've had good discussion there in the session about that uh the empowerment of women and making sure that uh they can go there is no ceiling for them to go wherever they want to go and stuff and that was very uh brought up into this the session of retainment so but there are Educators and I believe Dr Henry has the

095right idea here for us to go seek the Educators wherever they may be at uh to bring them back here to this destination District because we are a destination District we are where people want to be at uh like I said before we are a gated community without Gates it's just a wonderful place to be at and stuff thank you Tom and to my left Mr Scanlon thank you president Jackson so good evening viewing audience and again congratulations out to Roy and Carla I was very surprised in the accolades that Dr Henry mentioned ahead of your presentation that he didn't bring up you almost beating him in ping pong so I will look forward to this coming graduation where we have a lot of time in between graduations and I get to watch the two

096Roy's Garcia and Sprague duke it out and then Dr Henry pick off whoever is left so right now this year my money is on Roy I'm just letting you know just letting you know okay so I wanted to mention a few things so one is that while not an official cyfair ISD event you if you had attended the wedding of Miss Snyder wow my daughter's second grade teacher it was so kind of her and she's going to be furious with me that I'm bringing this up but she was so kind to include her class on her special day and so if you can imagine Mrs Sandy now she had Rose reserved right behind the family for all of her kids and predictably speaking the boys were very distracted with just kind of whatever you know

097tag beating each other up who can punch harder but all the little girls my daughter included were waiting for the kiss and in their dress and we're practically in the aisle as Mrs Sandy was coming down so I just wanted to say congratulations Mrs Sandy thank you for including us and The Cypher family in your special day um and I'm probably going to pay for that and so next I was grateful that like Tom although I wasn't as festive as Tom was in my outfit selection that day I was able to participate in read across America uh if anybody has ever seen the Cat in the Hat movie Tom's a dead stand in he's the stunt double and so I was grateful to be able to read the places that you'll go to our first

098grade students over at Burnell Elementary they were gracious to have me and uh it's just a special thing to read and spend time with any of our kids and when you spend time with the really little ones you know as they look up everything is just wonder and so I encourage our community to volunteer to Mentor get involved in our students lives it was a special day so I appreciate that now I warned the next teacher that I'm going to mention that I was going to do this so I'm not going to get in trouble and I gave her permission to you know for me not to do this and she said no that's fine I went to the student Leadership Council and so I was there with you Julie and so while I was

099there I noticed there was a student who had a violin case next to her so me being the musician I am I immediately placed myself next to a student who played violin got to know her got to know Alexa and so Alexa is the principal violinist at Cy Fair High School in their Orchestra and so I made sure I asked Alexa are you going to be performing anytime soon she said well as a matter of fact we have a performance this coming week so I said wonderful and so I looked up the teacher and reached out to one miss Lacy twing if I'm getting the last name correct and so I you know had email communication with Lacey and asked when can I come out and so she was so gracious she allowed me to

100come out to one of her rehearsals and then to arrive for her concert and so this concert was there's a little bit special in that it is a preparation concert for her students to get ready for a UIL competition meaning that there's a moment in the concert in which they're going to do something that you wouldn't normally see during any other concert which is practice sight reading and if you were a band director or a choir director anybody watching your kids doing sight reading is a little bit like washing your dishes with company over where you just you get to it's not something that's necessarily prepared and you get to see whatever happens happen it was my favorite moment when I went to her concert because in that moment of her a the kids did

101a great job but B I'm watching Lacey engage with her students and in a moment I was transported into her classroom and I watched the way that she engaged her kids and I watched the respect that our kids had for her and the way that they wanted to perform for her and with her it was endearing is not the right word what I term to her as I you know reached out was the leadership she displayed in the classroom was everything you would hope a scifare ISD teacher would do for her or his classroom it was outstanding and the kids did a great job and they're inspired but all the parents and the family and friends in the audience we were inspired just because we had a moment to watch her interact with her kids

102in that way so Lacey all of 29 years old amazing job on her own just a couple of accolades on her own actually working with one of the band directors put together a full Orchestra at Cy Fair High School and from a logistics standpoint that's very complicated you might not immediately think about it but different school schedules class schedules but finding ways to find Space workout schedules communicate with parents and get all those students together that normally do not meet able to be able to rehearse and perform together at UIL is a accomplishment and while she was doing it she actually reached out to two different clinicians so one of them Dr Henry you know Dennis Kidwell I worked with Dennis Kidwell 20 years ago and taught for him and so I got to say

103hi to Dennis and she also reached out to one of the teacher of the years in Orchestra one penny and I'm dropping Penny's last name oh my gosh forgive me Benny but she did on her own demonstrated leadership of putting together the orchestra reaching out to professional teachers long time professional teachers who were now retired in expert clinicians to guide her and her students to become better and she's done all of this at 29 years old just so impressive so congratulations Lacey just hats off great job and while I was there I also had a chance to run to Michael bull one of our choir directors over at cyfair and so she brought up well Mr Scanlon we have a Madrigal Festival coming up and so Julie you know you and I saw each other

104there so we had the pleasure of being able to witness something that's fairly unusual where you have all of the choir chamber choirs come together and perform in preparation for their concerts at UIL and it was just a great experience because you have a church The Foundry church right down the road but it's filled with family friends of kids from most of our high schools and it's again it's an amazing experience to be able to hear these students preparing for their UIL performances but there just or pardon me their magical performance but they're doing they're inspired by each other they're encouraged by each other and they get to work out the Kinks of nervousness so to speak in front of an audience of families and friends in this wonderful venue so you know thank you

105very much to the church for supplying the facility and for our team of teachers and choir directors who orchestrated all of it so it was just it was an outstanding week and so I also wanted to make one more note logistically speaking so in a little bit we're going to be voting on items regarding Shaq the recommendation on 4E so I just wanted to clarify what I'm about to do so I will actually be abstaining from voting on at least the High School portion of that Shack sex ed committee simply because my wife is on the shack committee and I've been pretty close to it so I thought it's probably within my rights but I feel like it's something that I need to abstain from I don't want to appear to have any conflict of

106interest so for if we split the vote up I'm not sure if we will I will be I can vote on the elementary but I will want to abstain from the high school if you do not plan on splitting that vote up Tom perfectly fine I'll simply be abstaining I will be voting on the um human trafficking portion of it simply because that part of the curriculum is is not editable by scifare it is the entire curriculum is published and we either accept it as is or we don't and so I'll be fine in accepting there was no debate on that topic by The Shack membership it's copyrighted so I'm fine to vote on that portion of it in 4f so I just wanted to clarify what my vote is going to be a little

107bit later on thank you Miss heinerman thank you since the last board meeting I have continued to Mentor students weekly at SCI Falls site Park and Cy Ridge high schools I did attend the superintendent student leadership advisory council meeting like Mr Scanlon I also had the opportunity to interact with one particular student and I usually ask you know what your extracurricular is what's the thing that you've you know enjoyed most at school and he shared that he had been a member of The Cypher High School bowling team for four years his mom took him to the bowling alley during the summer before his ninth grade year because it's indoors air-conditioned and free and he fell in love with it and I just saw today on Twitter that Cipher High School bowling team is going to

108state so congratulations to him yes I did attend The Cypher Chamber of Commerce education committee meeting as well as the school board legislative conference that was held in Austin our board had the opportunity to join other boards from across the state in Austin to learn more about upcoming legislation that will be impacting scypher ISD and to meet with our elected officials there were over 300 trustees from almost every region in Texas participating and Mr Jackson and I well time's up uh are the ones that participated from cyfair thanks for coming just um we during that legislative um conference in Austin we did have the chance to meet with the chairs of the House and Senate education committees do you understand their priorities as well as the State Comptroller to get the latest update on the

109Surplus in Austin we were able to meet with staff members of most of our state representatives and state senators who represent Cipher ISD I would say our most successful meeting was when we met with my Senator's office Senator colcorst is my Senator and we met with her staff person that focuses on education we had a great long discussion with her um sharing our legislative priorities that we had voted on as a board but also answering many of her questions and we really clarified and cleared up I think some some issues so I feel great about that time and I it was a very very productive day at the Capitol advocating for students families teachers and schools which is a responsibility that's actually in statute that we are responsible to do um I uh attended a

110couple of JV track meets at Langham Creek and Cy Woods High School and uh as Mr scalin said I attended the choir performance at Foundry it was actually half of our high schools were that night and the other half were the night before um and just so amazed by the the talent that our students have and how that Talent is is nurtured by their teachers and their directors but I especially am excited that next year those performances will be in our very own Performing Arts Center so we won't have to rent out other spaces um I did attend the Cy Woods Wildcat Mental Health Alliance second annual walk for a tomorrow this is a student-led event where students host a candlelight walk around the campus they have speakers there discussing mental health and students share

111their own experiences and it's a great opportunity for students to share some other mental health concerns but also encourages parents to have those open conversations with their students a lot of good came out of last year's event and I was really pleased to see it repeated again this year and they also raised money to support students at Cy Woods as well as the middle schools and elementary schools that feed into Cy woods so they'll have access to counseling services as well um and then finally I did the 10 governance Camp um we are also required as board members to um uh earn continuing education credits so this was a great opportunity to do that focusing specifically on governance issues but there was also the second day was all about student voice and as Mr Sarabia

112said one of our very own seniors from Langham Creek High School and nithya kudali represented our district with poise Grace intelligence uh just she blew everybody away and I was so proud to be there with her to help her celebrate her scholarship and to thank her for her for her representation of our district as I tell people all the time our future is in great hands with students like her so finally just want to say thank you and I wish everyone a wonderful spring break I want to congratulate my my colleagues we we touched special needs we touched academics Athletics Fine Arts advocacy I think the the board comments reflect that Our intention is shown by our comments and that we fully support all aspects of a traditional full service as I like to call

113it school system K through 12. we each look at a different aspect and that's okay we don't need to speak with the same voice and it's good to have different eyes looking in different directions that way our cumulative contribution is greater than the sum of the parts one of the stops I made last month that I did not talk about and I wish to correct that was the 25th anniversary of Cypress Springs High School which was celebrated with a brunch at the Berry Center this amazing high school has given us world-class athletes think Olympic gold medal in addition to highly accomplished professionals and graduates who formed the backbone of our community and our country I am proud of each of the leaders who have shaped this campus over the 25 years and the opportunities that

114it continues to offer today I also attended a luncheon of the American University women where my colleague Miss Julie heinerman was honored for her contributions to education this is really just the latest and a long line of accolades that you miss heinerman have received by others in your support of education for all children as Miss heinerman noted she and I along with Senior Management visited eight different offices of Representatives and senators in office Austin to express appreciation for their support of CFISD and also public education added several of the offices we were careful to listen to what they had to say also attended the safety meeting the board will be hearing the highlights of the safety meeting tonight some of which will be in closed session I attended the CLC meeting this morning and I

115appreciated the fact that Congressman Hunt's office did have a representative staffer present during the meeting as did representative Dr Tom oliverson as well I've spent over two hours on different Zoom meetings with state representative on different topics including a meeting with an aggrieved parent on the use of inappropriate language parents this is not something that will ever be stopped for schools for example I was blessed with wonderfully long arms a hair suit body and a rather short torso my nickname in junior high of course was monkey boy that moniker stuck with me until I went to high school my son whose arms are even longer than mine if that's possible briefly in middle school had the same Appalachian and what's interesting is that moniker was affixed to him by a dad in the stands at

116a basketball game I had a brief conversation with the dad and and we understood each other quite nicely but but I think what I'm saying is parents we need your help in reminding your children that it does no good to make fun of others or to use phrases that best case or very objectionable we do have a code of conduct which is followed and it is administered by campus leadership but wouldn't it be better if we did not have to use that code of conduct to remind our students of course I have attended certain board meetings where I had some of our very good patrons use language at the microphone where I wish they had chosen perhaps different words with the exception of covet I've read during Dr Seuss Week at schools ever since Robbie

117Sheridan was principal at leader Elementary and Carla was not yet a principal at all this year was no different so I donned my red and white to read it all nine of the first grade classes in McGowan Elementary this is a wonderfully diverse student body and they were amazingly well behaved particularly because when I do Dr Seuss it's more of a dramatic interpretation than Mr Henry you might be you and your daughter might be pleased to have seen some of that I'm sure she she could do better and of course I never stay seated in the tear which means the students have to constantly move to follow me throughout the room where I am and and I know it they have great fun when they go back to their classrooms mimicking the person they just

118happened to see uh as always I ask the questions to the students to tell the difference between me and Cat in the Hat I found that most instructional that no student said the cat was black and white and I was just White it was fascinating that I would think one of the key physical differences other than I'm human and the cat in the Hat's cat that they did not identify as being a remarkable difference to comment on it reminds me of of what my job is as an adult it's my understanding that some of my colleagues may or may not have met with community members as trustees certainly trustees are individuals and community members and they can attend community events in these capacities however when school district business is the topic of discussion and it

119may have or may not have been it's very likely difficult for the average person both attending as well as the trustee speaking to be able to keep the distinction consistent and so I will ask Council to examine the situation to provide us guidance as we go forth uh we do have to be in public we do have to speak with constituents but we do have to be careful that once we leave this diocese we aren't trustees anymore we have that moniker and people see us as trustees but somehow we have to convey and let our good constituents know we're not there as trustees particularly when we gather as a group it tends to change the perception I also attended a chamber event where a charter school was was presenting I support all education that is

120robust whether that be homeschool Charter private school or traditional public what I found interesting with this Charter School one of their uh one of their claims that they're very proud of and they should be is they have a hundred percent attended to college and I see this in marketing information however when they indicated the attendance based upon the same data that we use the same data the daughter Dr blassingame asked their percentage attendance in college just happened to be the magical two-thirds percent that we achieve here in cyfair and have every year that I have been a board member It's always important that that all of us work very hard to work with the specific data that we have available so that we can make informed decisions I also attended the safety meeting as I

121indicated and so I I tip my hat tonight to everybody who supports reading whether with a close eye to make certain that our reading progresses as it should or those of us who encourage reading by reading to our students at school reading a course is very important and all those who participate in Dr Seuss Week I give a tip of the coveted hat too that concludes board's comments for tonight and now as I requested we're going to move forward E up and I think it makes sense as long as everybody agrees 4f goes part and parcel with 4E it's really the same topic so we'll discuss both of those as well so flipping over to 4E the board will consider adopting the health and human sexuality curriculum proposed by The Shack for elementary and secondary

122students we have three speakers this evening the first speaker is Mark Mark goleby Mr secretary are you ready very good good evening uh I would just like to comment and make sure that the parents in scifare ISD are aware of their parental rights in regard to the instruction of human sexuality before a student maybe provided with human sexuality instruction a school district must obtain the written consent of the student parent a request for written consent may not be included with any other notification or request for written consent provided to the parent to the board if a Board of Trustees of a school district decides to provide human sexuality instructions to District students written notice to a parent of each student enrolled must be provided before each school year the notice must include summary of the

123basic content of the district's human sexuality instruction a statement of the parents right to review the curricular materials remove the student from any part of the district's human sexuality instructions without subjecting the student to any disciplinary action academic penalty or other sanction information describing the opportunities for Parental involvement in development of the curriculum and the grievance procedures available to the parents the go the school district shall make all curriculum materials used in The District's human sexuality instruction available for reasonable public inspection so thank you our next speaker is Mary Ann Jackson thank you Trustees for all the time and effort you spend helping the families in our community you have a very important job which I do not envy for almost 25 years my husband and I have been taxpayers in this school district my

124professional background has been steeped within the education world for over 30 years so I'm very interested in what you do I am a former CFISD assistant principal go jackrabbits and have held various education positions because I worked in the schools I was usually in the know with the latest things happening in the schools however now that I'm just a taxpayer I find it challenging to get the information from the district to be properly informed on important things like this health and human sexuality curriculum I would like to know how taxpayers and parents who were not involved on the shack were supposed to learn about this sex ed curriculum in advance did the district share this proposed curriculum information with parents or taxpayers I received a Little Help From A Friend to find the recordings of

125the January Shack meeting on the CFISD website I had to go to other websites to find specific information about the sex education Publishers Texans wake up is a very helpful site of various School topics I am concerned with the proposed Health and Human Sexuality curriculum gender ideology is brought into schools with the materials curricula speakers teacher training supplied by gender activists I recommend School Vote trustees vote no to good heart Wilcox and Quaver education according to tec 28.004 human sexuality is not a mandatory course so why not remove this course from CFISD it's crucial our leaders critically think about the harm be indun to children because of these various ideologies thank you our next speaker is Monica Dean I urge the board to vote no on the adoption of good heart Wilcox the sboe's adoption

126of it was highly contested not unanimously voted for and we are not required by the state to use it good heart openly admits both on their website and their parent opt-in letter that their sex ed aligns to the National sexuality education standards the nses is comprehensive sex ed they focus on social racial and reproductive Justice and they also align themselves with Planned Parenthood and seekus Texas law requires an abstinent-based curriculum while good heart meets the teaks does it truly follow the five required tenets of the Tec 28.004 e Dash e135 the overwhelming amount of recommended changes presented by Shaq to bring this curriculum up to acceptable Community standards is quite concerning and thus does not Foster parental trust I urge the board to vote no on Quaver Ed this curriculum is an interactive program with

127significant student Data Tracking which includes emojis for daily check-in student online journaling quizzes and private private teacher chat thank you Natalie for mentioning to remove the health requirement that was one of the things I was going to talk about districts like Klein baller Tomball humble they have removed Health as a requirement to graduate because it's not required by the state so this would allow more opportunity to take High more highly qual more high quality electives so promoting courses like financial literacy Communications would be beneficial to prepare students with life skills needed to enter college or their Workforce so with the alarming learning loss numbers and sexually explicit books taking up space on our library shelves the district needs to focus take its focus away from sex health education and return to academics to put trust

128and confidence back into our Cypress Community our next speaker is Judy DeHaan good evening thank you trustees I found it interesting that in the community impact newsletter article about the transparency policy of library book superintendent Henry said and I think we've set up a system where all parents have a right to help dictate what their children can read why is this same premise not applied to the approval of the good heart Wilcox textbook and curriculum it appears one parent's choices are being supported over another why the easiest way to support both is to not make this course a requirement for graduation like other isds have done this allows the rights to be returned to the parent regarding the education of their child as they see fit by doing so CFISD will be able to provide

129more academic choices for the students to enhance basic skills or provide college preparatory opting out of parts of the curriculum does not opt you out of the bulk of the curriculum the state does not require this course for graduation so why does CFISD so why the concern over the textbook curriculum approval the CFISD check provided the community with only the minimum two-state required public meetings coincidentally they were held back to back within a couple of days of each other and not publicized like the redistricting was the meetings were only a PowerPoint of key topics selected by Shaq another ISD provided a computer demonstration by the vendor where the parents could see for themselves what was included and asked questions regarding concerns Miss Macias was at one of the ISD board meetings where she heard firsthand

130some of the concerns about the book and curriculum with that level of transparency that ISD turned it down and took it one step further to not require this course for graduation my question is why would CFISD want to embroid themselves in another controversial topic this test textbook does not have to be used by the district as an sboe member confirmed the CFISD curriculum Department could design or select another vendor according to tea standards of Greater concern are the changes proposed by The Shack subcommittee of five are they going to be in writing or just verbal promises well this proposed changes be returned to the shack and the board to be voted on are we being asked to blindly accept this without validation from a committee I respectfully request that the board not approve the textbook

131and curriculum seize the requirement thank you please stop thank you Mr Jackson item 4E I believe we have a presentation this evening the presenters would be Dr Linda Macias Wendy Johnson Jennifer Moya good evening president Jackson board members and Dr Henry earlier this fall in August actually via a resolution the board unanimously convened the district Shack to recommend curriculum for health fourth and fifth grade human growth and development and high school human sexuality instruction along with instruction on prevention of child abuse Family Violence Dating Violence and sex trafficking go to the next slide please with the charge from the board let me see if we can get back on there we go with the charge from the board The Shack established two subcommittees an elementary subcommittee and a secondary subcommittee to thoroughly evaluate programs and

132provide a recommendation to the full Shack both committees were were chaired by current CFISD parents that are not employees in the district so the elementary subcommittee was chaired by Jennifer Moya Jennifer Santa please Jennifer is a parent here in our district this committee reviewed material for elementary health and the parent opt-in human growth and development instruction and I only use opt-in for the for the human growth and development instruction because the health techs are mandatory they're not optional Dr blazingames correct the health course at high school is not required but the texts are required so for elementary there are two decisions for the board to consider one is is the material for elementary health and two the resource the material for the opt-in human growth and development joining Jennifer on this committee were Marcela Sabatino

133Marcella Bill stand up she is a parent and Loretta born who's not here with us who's a committee team member secondly the next committed subcommittee was a high school Shack subcommittee and that one was was led by Wendy Johnson Wendy Williams stand please Wendy is a parent here in the district they reviewed material for high school health and for the opt-in human sexuality instruction so these are the two decision points for the board to consider this this evening for high school the health uh and also the often human sexual deconstruction joining Wendy on this committee were Dr Elizabeth Vasquez Dr Vasquez she is a parent and a pediatrician here in uh in the district Ginger Patel a parent Ginger's here Carolyn rospersky who's a nurse and unfortunately Karen is uh Carolyn is not here today

134and Bethany Scanlon who's also a parent Bethany Bill Stan please who is also a parent here in our district I will share with you that these two subcommittees spend countless hours at home reading every page watching every video that was a part of these programs that they are recommending then they attended I believe six or so evening meetings from 5 to 7 p.m and sometimes it was till 8 PM or a little later discussing the materials that they had studied and reviewed uh to see if they were aligned to the text and noting anything that my race and eyebrow even though it was part of the text and in fact some of the material that you received in this back in this black binder has the books that they are recommending and they were tagged

135for you because the committee wanted to make sure that you were able to see anything that they thought might raise an eyebrow even though it was a part of the text also in the material that we're provided for you were actually the notes that they took so you could see what their thought press process was and how they thoroughly reviewed all of this information they truly did a deep dive and I know the Deep discussions they had because I attended the evening meetings with them and I was very impressed with all the work that they did and the charge that was before them and per the Texas Education Code there were two public meetings that were provided for our community and one was in the morning one was in the evening so that community members

136come in the evening and one was during the day for our community additionally there were opportunities to ask questions at these two public meetings and to go a step further because we didn't want to have transparency any of the questions that were asked we posted on our website or in the Shack website along with the answers uh to those questions the two subcommittees unanimously approve the materials programs they presented to the full Shack so they had they had all their review they had the public meetings and then they presented to the full Shack what they were recommending as the materials or programs that full Shack committee then all voted except for two members to also approve the the subcommittee's recommendation to you which is what they're going to be providing to you this evening and

137so first the first recommendation we presented to you by our high school chair Wendy Johnson foreign good evening the first area that I will be sharing with you is the Shack's recommendation for health you are aware that the Texas state legislature has tasked the Texas Education Agency and the State Board of Education with implementing the newly revised Texas Essential Knowledge and Skills for high school health you will hear me refer to the Texas Essential Knowledge and Skills as State Standards during this presentation there are 15 new standards this year for the high school health classes that have necessitated a change in our District's curriculum as our students are coming of age and a society that's very different from that of yesteryear the district Shack committee has chosen to recommend a curriculum resource that is largely

138aligned with the new state standards that seek to prepare students to be aware of their values individuals to seek out trustworthy sources and to effectively care for their mental emotional social and physical well-being in a two-month time period five subcommittee members from the school health advisory Council referred to as Shack as consisting of parents medical professionals business professionals and community members reviewed both the Glencoe Health text and the good heart Wilcox Health skills text all of the reading and deep dive analyzation by our subcommittee took us through more than sixteen hundred Pages led to multiple meetings to identify the extent to which the textbook materials applied to the updated state standards and led us to explore many topics that could be considered sensitive to the diverse population that's represented by Cyprus Fairbanks isd's 118 000

139students the subcommittee performed individual analyzes and a side-by-side comparison of the Glencoe and the good heart Wilcox materials after which the subcommittee unanimously recommended the good heart Wilcox text as the Health Resource to the full Shack The Shack approved the good heart Wilcox or GW Health textbook to be our recommendation to you the board we are recommending that the GW Health textbooks as a resource that the district curriculum team will use to write a customized Health high school health curriculum this resource will support the curriculum team as they craft a comprehensive curriculum that is mindful of sensitive issues and to the age of the intended audience throughout the resource it is recognized that teenagers are in a stage of growth and of growing Independence across the spectrum of physical emotional mental and social learning it

140is the Shack's opinion that the GW text contains reliable and accurate information regarding the required state standards and that it will serve the health curriculum writing team very well as their primary resource these are the units that are covered in the GW textbook you might notice that the text is quite comprehensive in its coverage of physical mental emotional relational and developmental growth GW is the only Health textbook that was adopted by the State Board of Education it is Texas specific which is not always the case with resource materials topics are relevant to issues that teens face today not all teens May face these issues but the textbook recognizes that teens are developing their own sense of self and are beginning to make their own decisions as a natural part of becoming an adult the text

141comes from the Viewpoint that teens want and need straightforward truthful and scientific information to be informed consumers and healthy digital citizens to recognize and avoid risky situations and to become knowledgeable in caring for themselves physically socially emotionally and mentally these are but a few of the worthy Concepts presented through the GW materials these eye-catching materials contain information that is contemporary and relatable they use realistic scenarios to help students plan how they can operate in various situations The Shack really appreciates the way that the GW text remains neutral regarding gender identity and sexual orientation often using the word partner to refer to various relationships we feel that it is an inclusive and non-offensive format for allowing the student to apply a personalized interpretation information is not candy coded yet it attempts to cover it in an

142age-appropriate way for the target audience of 14 to 18 year olds as the committee considered this resource for recommendation we called through each page of the hard copy and the online resources identifying that over 90 percent of the state standards are covered in the GW textbook although class sets will be purchased for use during the in the classroom it is recommended by The Shack that the district curriculum team includes select videos in the teachers digital resources since they engage students and enhance the content we have identified potentially sensitive areas and are and are considered how they align with the state standards since these sensitive areas are included in the required State Standards there are two ways we are recommending the sensitive topics be handled when our District's curriculum is being written firstly we are recommending

143that some of the sense of sensitive topics be considered for change as the curriculum Team Works through that writing process secondly we would also like to identify any potentially sensitive topics that are presented in the GW materials being considered for adoption that at this time are not being considered for change using the GW textbook as the main source we are asking for these adjustments to be made as the district team writes the curriculum as is presented in the text we are recommending that vaping needs clarification on the dangers of its use some of the language in the text could also use some adjustment for example the phrase is pregnant person and persons who are pregnant we feel should be adjusted to pregnant women or pregnant female some of the role play activities are inappropriate data

144and statistics will need to be updated regularly and we are recommending that information regarding vaccines also includes the provisions for exemptions as we identify potentially sensitive topics we continuously referred back to the state standards sensitivities are subjective and not everyone will be pleased all of the time on the final outcome some of the standards-based sensitivities covered in the GW text are as follows a brief connection between suicide and guns refers to the high mortality rate of suicide using firearms we also know there are different viewpoints on climate change in summation the district Shack is recommending for your consideration the good heart Wilcox textbook to be adopted for high school health I'll be happy to entertain any questions you might have about the health textbook first let me say thank you for for serving on the

145shack secondly thank you for coming to speak before us this evening having served as chairman of a committee sometimes it's a little bit daunting when I came to speak it was not on sex ed which is probably one of the most controversial subjects I had mundane items such as finance and uh and aspects of of that nature so let me turn to my right Mr Henry you have a couple technical questions maybe Linda you can answer these as opposed to um you mentioned other curriculum that was considered other than what's presented tonight you mentioned only two is that correct that is what the committee looked at okay okay did we ever consider maybe non-state approved curriculum outside of that well one of the ones that they looked at was not as was not on this

146on the on the list because the State Board of Education only adopted this one right the only one this is the for all grades I believe correct I'm sorry that's the only one for all grades correct even quiver has not been interested this is the only Health yes that is correct this is the only Health adoption that uh that they did okay um you mentioned um if I'll make sure I hear this right you said that the text will be used as a resource and then you modify that curriculum to your own city is that correct I heard that correctly this will not solely be you used as the only resource our district is in the habit of taking a resource from a textbook company and adapting it to the needs of our students so

147this is not anything new and different for us so the curriculum team will use this as the main Resource as is um it is 90 percent of the texts included so we will need to supplement that last 10 percent adjust some things many statistics that need to be updated to be realistic and believable you know on a regular basis is just one example of those so so if the board adopts this the GW that will be the source that's used to write our curriculum so so as Wendy shared we whatever resource we have we write our own curriculum from it the scope and sequence but as she said there are pieces that have to be updated like the statistics the committee shared and asked if we would make the I think was The Vaping is

148that right Wendy The Vaping yes they do to make it just a little bit more prominent to add a little bit more to it and so those are the kinds of things that she's talking about that we would enhance uh within the curriculum just want to clarify what you say you want to say enhance but you also said there are some other topics in here you want to change is that correct or my own children hearing that correctly at this time we have not identified any further topics other than the ones that are in the tech standards that need to be addressed in the health curriculum and the items that are not addressed in the GW textbook would be supplemented through trusted resources for example through Harris County Health or the CDC or you know

149Statewide information as it pertains to our students okay and so once these changes are made you're going to come back to the board and let us see those before that goes out how does that process work can you explain that to me Linda well it depends on what the changes are so if the changes the if the changes are truly the statistics piece so that piece that that is that's something that we do every year with any materials that we have we in we uh update that that information the information that the committee is Rec that the the committee is recommending the second is recommending uh such as the vaping to they just didn't feel that it went far far enough I guess would that be would that be correct Wendy that they didn't feel

150that it went far enough with vaping the areas that they recommended to change that they that do that Wendy share do you want to go back and share that yes so we mentioned uh the role play those would um be up to the the curriculum team to discover whether they seem appropriate for our students there's an example of um a role play activity in your own words describe how how condom works and so this is supposed to be a class discussion um we our team talked about how we think there's a better way for that activities approach in order to get the students thinking and learning and interacting with the concept of contraception but we don't think that that's probably the best way for our students so that would be one example another one is

151adding in extra informations on the vaccines as was already mentioned that there is provision for the state for an exemption from immunizations and that's not mentioned in the book so that is a Texas State specific thing for us so those are the things that they that they've asked for us to uh make changes to or to uh enhance in the curriculum and Mr Andrew well happy happy to bring that back to to you if that's if that's the the what the board would like I'm just more asking the process first time so make sure I understand it completely um you mentioned that you're going to have this as a resource in classrooms the textbook is that correct that is correct the book as is written today no changes made will be as a resource in

152a classroom is that correct it will be class sets that are purchased not that not not not the uh the online version just the that textbook is what will be available in class sets there to be used with the with the uh obviously the teacher overseeing so at that point the teacher could use this as a resource and make their own changes based on that as as as we've shared we write the curriculum from from okay the resource and that is what the teacher is expected to use I'm making sure yes the curriculum is not in here it's what you all provide that is right it's from that it'll be from that but that is what the teacher will use as their uh teaching resource gotcha um what God forbid if happens if we have

153a disaster and we have to go to an online learning for a month let's say this can't be used as a resource for kid at home what do we do I'm just asking do I have to do the what is itself I'll play the the flooding example what do we do then just curious so the teachers would take their curriculum that is District created and District that we've created here as a district and that's what they would use as their online learning either either sending the instruction through schoology or if it was virtual learning again that's what they would use just like we did with the the virtual learning for the rest of our curriculum okay I guess for me um I'm very thankful we have opt-in in the state of Texas and I'm thankful

154for that and thank you for your time as well on this um I like the idea of giving parents a choice um my daughter is in health class now um taking the existing curriculum but I know the state doesn't require that for graduation but we require that and I think like Miss blessing and Dr blasingham said I would like to see us make that as an option for high schoolers to give parents more Choice with my belief in that those are all my questions I have now thank you very much thank you Linda so that was part one that that's the first decision would be the the resource to use for health so the second part that Wendy will be sharing go ahead oh I'm sorry I'm sorry I forgot well we may have more

155questions yes yes I'm sorry I just I just Natalie uh thank you to the group for your uh really very detailed and arduous process that you've gone through I definitely appreciate your um you as parents and others on the committee health care providers for your time um actually I when uh Scott asked several questions that raised a little bit more concerned for me frankly but we said it's 14 to 18 year olds such a huge range of 14 year old is 14 and 18 year olds an adult so um one of the questions I had in the notes we had identified like 15 sensitive topics and so um and I'm just gonna list some of them because they're pretty serious right we mentioned a couple you said the role play the vaccines but we have

156guns vaping climate change vaccines pregnancy contraception sexual assault rights for minors consent for minors gender identity gender identity diversity consent for minors sterile needle for drugs and gender identity so I'm a little bit interested in all 15 topics within the first part probably in the second part as well and how we're um are they all being addressed especially right now that's a required course for a 14 year old if as a parent if these are in the course it's a required course then they will see this content right so I'm just kind of interested in the rest of those topics addressed in our edits or not uh the majority of the topics that you said passed probably the third or fourth will be addressed in the very next presentation that I'll do because they pertain

157to the companion text recommendation and the opt-in yes and they are also it's the opt-in um can you please list the first few I'll just ask it again after you've heard the full presentation because you're probably giving me answers that I'm looking for and I have a little concerned about this question about this the book being available so if we're making all this a 10 like the difference between just being a scifare curriculum versus being good heart Wilcox with some tweaks and um interested in whether that be an option to have somebody that was ours versus being good heart Wilcox that's probably to you Linda are you asking if we can write our own curriculum is that what you're asking yes only knowing that the book would be available in his full form so we

158spent this in months looking at honing it down to what we feel is comfortable for our families and then something that is currently required for 14 year olds basically because most kids take it with their Pace class so they're 14. so if that's not comfortable for a parent you know at this point that's why I'm asking is there a way to make it safer or make it optional so the answer to can is it can a curriculum be written the answer is yes a curriculum can be written as you know Dr blasingame it's very timely uh to to write a curriculum it takes a lot of resources and and it takes a lot of time this is no different than other resources that we purchase for our content area we purchase the the the resource

159and then from the resource a team of teachers with a curriculum team get together and they're the ones that go in there and prepare a scope and sequence and the resources to be used from the curriculum but we still provide the book in the work the book just like we provide all other books there the books are there as a resource whether it's a language arts book or a math book the books are there as a resource but the teachers use the curriculum that Cypher has has established from those resources I'll leave my questions there for now since you've got more presentation to do thank you Gilbert any questions right now no questions thank you for your presentation and the time given by your your team and Dr Macias thank you very very much Lucas

160uh I do have a question and some comments so first thank you to the uh all of the shack members I was able to witness that up close and personal and when they say they review every single line in the text they are not kidding uh going back to all the teaks that is no exaggeration at all and reviewing every single video so all of our as we'll hear all of our elementary Shack members can sing and dance every song that curriculum um and then you know as Dr Macias was leading the shack committee through the process thank you for your time Dr Macias um she actually took a call from myself and Bethany well we kind of went around the process and we had a question and there was a deadline and I said

161well let me just call Linda and uh so she picked up while at a conference somewhere in the states and uh so thank you for your dedication to helping that team be successful and I it's a lot I do have a question can you define I I have awareness of the answer I know the answer but just for the viewing audience when we say the term abstinence based what does that term mean well that will actually be um in the next presentation because that that entails the opt-in um the human sexuality unit that's in a separate book and so if that's not answered in the presentation please ask that again understood next question when we state that this was the only uh book approved by the State Board of Education what does that statement mean

162for the viewing audience well it's my understanding um through looking at the agency that was reviewing the books the State Board of Education that they did review several and then for whatever their reasons were they decided to only recommend this particular one for the high school health some of my other questions are similar to Mr Henry's and Dr blassing games and what does it mean when we say that we're going to make changes and write the curriculum so rather than regurgitate the answers that we've already had what will be the process because I would like to understand when the curriculum team is done making those changes how well does the final product align to the recommendations that were provided by Shaq and I suspect that's going to come back to your team Linda to provide

163you that recommendation but getting that full feedback loop I think would be appropriate so award approves whatever resource if you approve the resource then that is the resource that we will use to develop the curriculum what have the lessons how is this going to be what will be addressed how will this be taught when will it be taught uh within the classroom that's that's the scope and sequence uh piece of it that's the resource that we will use that the as we said what we would have to come back and uh ad I guess would be changes in any statistics that that that would be in the book uh the recommended changes that that the that the that the shack had um one recommended change that I know Wendy will talk about in the other

164presentation as well but I think it's also noted in in the in the health is the use of the term pregnant person and so the committee said we really would like for you all to use a pregnant woman or pregnant female well that's easy to do when we write the curriculum it might say pregnant person in the book but that's easy for us to do that's the kind of things that they are recommending and suggesting um as Wendy said when they talked about vaccines they said they said can we can we have more of a neutral look at vaccines because there are people that supporting people that don't support it those are the kinds of things that they would like for us to consider which we will do if that's what what what uh what

165the board adopts understood um echoing a comment made by Mr Henry and Dr blassingame I also agree that it would be nice where this part of our curriculum inside fair ISD may be optional for parents just all together regarding health um and I had requested that it be added to the agenda for a vote itself on that specific topic um so I look forward to having that conversation and when that topic does come to a vote but that said I do appreciate the uh diversity of opinions from The Shack membership and all the effort and I mean hours and hours and it's no exaggeration to say 60 hours per person spent on this so we appreciate your time team thank you very much for representing volunteers and well no further comments or questions Julie no

167I scanned on either side of it I'm glad that you highlighted vaping I did find the the opening sentence to be most objectionable when it said that vaping was not as dangerous as as cigarettes I think that's the the language so I'm glad you that you flagged that I thought it was silly that climate change would show up in the textbook you flagged that as well I went through every item that you did flag and so I commend you for a very careful read it does make sense to have a foundational book we have a relatively young board here and one example that I like to think of when we talk about having a class set and writing our own curriculum we have mass textbooks in this District but we really don't use the math

168textbook the math textbooks are there as a resource and as reference material and as a parent I always had difficulty trying to figure out if we have a textbook why don't we just use it from page one all the way to the end of it that is not what this District does and although as a parent I had difficulty accepting that when I became a trustee and I saw the results I had difficulty thinking how could I have been so misguided in My Views before because the district had carved the the strike path but I do know that when you're relatively new to the process it takes time to to learn that you can trust the process and certainly I have come to learn to know that I can in fact trust the the process

169of our curriculum Department it's it's one of the great strengths of this district and and certainly Austin believes so too when they try and make our curriculum available to the rest of the state without recompense which always gives me a little concern the let me check some of the others that I did a double double tab on to see if it would be covered now or covered at a different time so you also tagged Health misinformation which clearly is a controversial concept even up in Washington D.C so I presume that one has has been tabbed to uh do something about is that correct Linda if you permit me um so out of the five subcommittee members we were charged with analyzing the information not only from our viewpoint but what could possibly be viewed as

170a skew or controversial or sensitive to anyone and so it goes the gamut from this end to this end on the kinds of things that we mentioned somebody could have a issue with this and so I believe that particular reference to the health misinformation was based on um it was a small discussion about vaccines and it um the misinformation term is a new one with covid and uh you know some people really think that there is a lot of misinformation others do not think that there's misinformation and many of us are in the middle and so we just wanted you to know that someone could bring this up this is the brief mention here it is so that was kind of what that is and I appreciate that uh and and your recall from the

171microphone is absolutely amazing because on the other page is in fact the information about vaccines which you also tagged and I appreciate that um really impressed with the work that that y'all put in on this I've already talked about climate change and I I found it interesting that that would find a place in the book I understand why the authors would have done it uh but also there are differing views as to whether climate change actually exist or not you also tagged the section on diversity uh certainly uh in Austin there's a major discussion on on the concept of diversity and certainly that's happening in Washington D.C as well uh and and of course my favorite right from the book while vaping is less harmful than cigarette smoking I mean come on authors you have

172no idea what's in The Vaping device you may know what's in the cigarette but you have no idea what's in The Vaping device and there's no way that you can make that as a comment but I went through each of those that that you tagged and very very impressed I I also went through Page by Page looking at the takes going back to the textbook trying to uh if not walk in your shoes at least observe the path you took it was very thorough very detailed very straightforward and very helpful by bringing that to our attention when when we vote on the matter and now there's a second part to the presentation yes go ahead now that I got the game down that it's just this book right now there were a couple I think

173most of the topics that you tagged that could be considered um controversial for people or sensitive or whatever the term was sensitive yes um I would say there were a couple of places where the this it's not a new it's not a new sensitive topic but those pages weren't tagged it doesn't make sense so there's other places for example biological sex versus gender this idea of it being a label that's external is on page 496 I didn't see the page tab I do see some issues with similar ones so I would just mention there's maybe three places where there's similar questions but not tab Pages just as depending on how things would go as far as the decision those would be other places to look and we would be very interested in knowing what those

176the health and not adopt the human sexuality instruction or you could adopt the human sexuality instruction and not the health or you could adopt none of them and it's like 4ea and 4eb oh that's a difficult the agenda is simply to give notices required under the open meetings Act of the topics that you know reasonable notice of the topics that may be discussed and so an agenda item can be broken up you know you can say yeah we've talked about it and we'll do this part and not that part and so that's why Linda did four different suggested motions so that you could so you wouldn't have to do them both at the same time but we I think they did kind of Clump them together because they were secondary versus Elementary okay does that

180the curriculum team will work on on the on the actual curriculum and it will be implemented next school year second question is if it wasn't um if there's not enough information for me to make a good decision tonight this work doesn't go away there's still all the inputs still there it's really just uh uh maybe some other procedural things that as in my colleague called for something that we might bring forward later I just want to make sure I mean all this would still live and be actionable for the curricular Department correct what she's asking to ask are you asking I'm sorry are you I'm not sure I'm just saying if if I don't feel uh like if there's still require more information or maybe understanding whether Health has to be a requirement or not

181for families um if indeed but basically the work of the shack would not be wasted all this input all the topics all the identification all the resources still would exist forward for the curriculum Department in coming months before next school year that uh yes that is correct and and uh whatever decision the board takes in the future for health the techs still have to be taught so yes this if this resource could be used to take the question would be where do you teach it because they stop to be taught this is for next school year yes other questions open discussion Linda we we still have the taste to teach now as well right we still have the teacher in the summer time right that is correct so we're just using the teaks that have

182been in place we haven't made the adjustments that we need to make because we haven't had a we haven't uh because a shack had not uh reviewed everything and brought it to you and it will take time if the board approves this it will take time to write the curriculum and move forth to be ready by the Fall is that correct that is correct they'll work on it uh the rest of the spring and into the summer do trainings for teachers because we always train on any new curriculum and then we're ready to go in the fall so so this is not something that that should turn on a dime for example no we can't we can't go and implement it tomorrow I understand further discussion questions okay we have a motion that's been seconded

184unanimously recommended the good heart Wilcox companion text containing human sexuality instruction The Shack is extending that recommendation to you as the opt-in human sexuality instruction resource for high school as was previously mentioned by Dr Macias parents and Guardians will make the decision as to whether their children will participate in the human sexuality instruction by opting in the human selection the human sexuality companion text is a separate book included in the companion are the following chapters GW is a sexual abstinence-based curriculum that is in line with the abstinence-based perspective that our school district has traditionally used to present the human sexuality instruction per the state standards the effectiveness of sexual abstinence is a theme that threads throughout the companion textbook of the 15 new state standards that are being implemented the majority of them were added

185to the reproductive and Sexual Health proportion of the new state requirements these new standards include sex trafficking Dating Violence influences and pressures to become sexually active the importance of reporting sexual abuse sexual harassment sexual assault and sexual violence the impacts of sexual activity and teen pregnancy descriptions of sexually transmitted diseases and their effects the importance of sexual abstinence and how to identify a healthy support system of trusted people to encourage sexual abstinence or a return to abstinence this resource includes respect and empathy of others the importance of preventing and screening for STDs breaking the cycle of abuse how abuse affects brain development overcoming negative life events strategies to avoid violence the connection between harmful substances and increased sexually risky situations and the importance of healthy relationships and marriages just as in the health textbook The

186Shack appreciates the way that the good heart Wilcox companion text remains neutral regarding gender identity and sexual orientation these are adjustments to sensitive topics we would like to recommend in order for the content on marriage and Child Development as stated in the teaks to fully meet the state standards the committee feels the content needs to be expanded by the curriculum writing team similar to the textbook adjustments we are recommending a change in the pregnancy terminology contained in the companion text regarding contraceptive data the data provided to students regarding the effectiveness of various contraceptives is recommended to be updated regularly there are possibly sensitive topics that are part of the state standards the committee feels that by identifying the sensitive topics that are presented in the recommended companion text understanding of the required standards will increase

187and the materials can better serve our students Texas standards require that more attention is devoted to abstinence from sexual activity than is given to any other Behavior the standards also require contraception use to be taught in terms of human use reality rates instead of just theoretical laboratory rates an example of the companion addressing both the abstinence and the contraceptive requirements is a chart that clearly delineates abstinence as 100 effective in preventing pregnancy and STDs the other forms of birth control have varying levels of Effectiveness listed it is recognized that the topics of sexual assault and harassment are sensitive issues yet we feel that the information presented seems to support the expert-derived idea that sexual violence is an act of power and aggression that is never the victim's fault the mention of orgasm is brief and

188medically accurate yet could be highly sensitive GW strives to be as scientifically accurate as possible in its definitions and descriptions of sexual intercourse and fertilization The Shack would like to reiterate that the sensitive topics identified here are included in the Texas Essential Knowledge and Skills standards parents and Guardians will have the opportunity to review the new human sexuality curriculum before it is presented to students they will always have the option to include their child in the human sexuality instruction by signing the opt-in form per state law students who are not opted in to the human sexuality instruction will receive no penalty to summarize the district Shack is recommending for your consideration the good heart Wilcox companion text to be adopted as the main resource for the opt-in high school human sexuality instruction I'll be happy

189to answer any questions you might have about the companion text which is the thinner textbook and I'll go to my left to start Lucas I have no questions and I'm saying that for the viewing audience just because I was very close to the process of the review itself I reviewed the entire text I've reviewed all of the teaks I understand the objective of the shack and how they seek to align to what needs to be taught I also understand the recommended recommended changes that they've put forth so again I appreciate the shack and the objectives that you've had in trying to be careful with sensitive topics and focus on a abstinence-based program so that being said I have no further questions or comments Julie um understanding that parents must opt their their student in to

190receive this instruction is clearly empowering parents in the ultimate way so if a parent chooses not to fill out the form their child will not receive any of this instruction and you said there's no penalty for that so that's that's important I think to understand um you know this will be our first year of having that opt-in process um well no we've had you could opt out in the past right so I'm curious do we have a lot of parents that have opted out in the past you know do we know so the opt-in went into effect last year last year last year the the law change and the optimum into effect last year because we haven't we haven't usually our our uh human sexuality instruction and all of this type of story usually happens

191later in the spring I have information I can share with you from last year in the opt-in so um for high school we had right about seven percent of our kids who who did not opt in okay I also looked at the middle school because that's another opt-in as well we had about 1.8 percent that chose not to opt in okay well that's helpful to know just because it helps us to get a gauge of parents see value in um this and uh in health education um the only other comment I will make is you know I know it's uh these are sensitive topics to have with our our students and and I recall when my own daughters went through this instruction not the new materials um but the the previous ones um as awkward

192as it is it really helped kind of facilitate those awkward conversations when they come home and I'd say tell me what you learned let's talk about that and then I had the opportunity to share my own personal beliefs and values and thoughts um uh and it really just helped facilitate those conversations that are awkward to have with our students you know around the dinner table otherwise so they were good conversation starters and it really helped facilitate those conversations that um I wanted to have with my children as a parent thank you and if I may add something as parents volunteers on the subcommittee we did have lots of questions for the curriculum team at any given time we had five or six at the curriculum team available to us our meetings and we asked those

193questions about well you know what if this is adopted but the a parent doesn't appreciate that being taught by someone else and so it was really reinforced that these sensitive things will be listed on the parent letters as cyfair has been in the habit of doing for several years and that the curriculum is open for viewing by parents before it's given as instruction to the children and then obviously the opt-in option that we've already mentioned and so you know their their options it's not a required thing for every student if they choose not to to my right Scott thanks again uh quick question um Linda this for you how long will parents have to review the material once they decide to opt in for classes start because it's always been a kind of a question

194from parents is you make it during school hours what's that what's it gonna be like something like that so we are required to submit the parent notices 15 days 14 days before the instruction is to happen typically we do it before that but that's the law says 14 days 14 days during that time a uh a parent could ask to see this whatever time well we would make it available to them thank you yeah so will this be opt in within the health course or where is this taking place during the school day they'll hear the classes et cetera this is a unit that that that is taught within Health it is taught with in health and so this is a component that parents would opt in for and it's different components that just like

195the middle school there's different uh different lessons different units and they could opt into everything or they could opt in to two of the lessons it is up to them whatever they feel comfortable with places where really we're not tabbed maybe similar or one or two are a little bit different in comments so again this is going to be customized and um and there's a chance to give input or see that product ultimately and the parents will have transparency like we just said my parents will certainly have transparency and again if you adopt you choose to adopt this we will again take it do a scope and sequence for it outline the units we want to that that are going to be taught and then how they're going to be taught from that oh Excuse

196me yes I'm Ken thank you thank you president Jackson before we conclude I do have one more question yes um Dr Macias if I recall correctly last year when a parent wished to see the curriculum the requirement was they had to travel to the school to view it in the school am I remembering that correctly that was for the Middle School okay yeah that was for the med school and that was that was correct they would either go we provide them with with information through the parent letter about the different the different topics we also have meetings parent meetings and then if they actually went into the whole curriculum that is correct they would go to to the school or they could come to the office to our offices too to see it what would

197be the expectation for the coming years with the new curriculum is that any different for this for this one it would be that as well it's not it's not a an electronic curriculum so it's a it's a curriculum that we would be we would be writing so parents would would uh could make an appointment to come and see it either at the school or they could call our office and we've stayed until different times when a parent has wanted to come and see the curriculum understood thank you once again I went through the companion since this was a more slender book it was easier to scan it Page by Page I think you did a very fine job identifying those areas that are sensitive it is always a sensitive topic I think the the evidence

198I have seen and independent research does strongly suggest that this should be covered but what I found interesting and and let me make certain I understand this properly there are because it was highlighted in this fashion a parent can opt in but then there's parts that a parent could opt out of did I understand that correctly Linda there is no opt out to to this Mr Jackson the parent has has the complete autonomy to make the decision whether they want their student to participate in any component right but there's multiple components so you can pick and choose you can pick and choose what to opt into I understand I I use the wrong language so so it really gives tremendous flexibility is the default opt out and then they can only take the instruction if

199they opt in well the state doesn't want to using the words opt out they want using the words opt-in and so because before everybody got the instruction unless a parent opted out yeah and so the state said there is no more opt-out parents have to opt in so if a child if a child does not does not bring a written permission they don't they don't they don't get the instruction but you uh but for parts of these as I understand it you you can opt in for uh this component and you can be silent on another part of it that is correct that is correct and I think I use better better terminology that time okay uh Marty if you would describe the the type of motion that we're looking for here fourth one so

202for the elementary Health instruction you are aware that there are newly revised teaks for elementary school health you will hear me refer to these teaks estate standards during this presentation similar to the high school committee we followed the same process when reviewing the resources all of the subcommittee members recommended recommended Quaver Health as the elementary Health Resource to the full Shack The Shack approved the recommendation of Quaver Health to the rec to be our recommendation to the board this is a digitally based curriculum we went in depth into this program watching every video and reviewing every lesson plan if you guys did this also you might be familiar with beanie the bean bag I mean there was lots of videos we did a thorough review of each module for each grade Kinder through fifth we

203re we evaluated the program against the state standards and we found that it met all requirements Quaver is engaging for the students it has interactive games videos songs and activities included in each module the way the materials are set up it is easy for teachers to develop the content and to be consistent with the delivery of the lessons we want to show you what the teacher dashboard looks like and what the lessons are covered for each grade level fourth for health here is a lesson for kinder and for first grade foreign third grade fourth grade and fifth grade now here is an example of an interactive student activity found within the program here students are learning about healthy eating habits once you click Start it goes into different activities this is an interactive game on

204the next slide this is an interactive game which is include which is included that will engage students in the content here they're learning about the health meter they'll go it's interactive they'll click on the apple and they'll tell them okay is this healthy or not they'll click on the broccoli is it healthy is it like you know the candy is that healthy the soda the next slide is an example of the same component present excuse me presented in third fourth and fifth graders about healthy eating habits you can see that the graphics and presentation of materials are tailored to each grade level to make sure activities are age appropriate the curriculum team always develops a soap a scope and sequence for when and how the program is taught they will do this with this program

205as well though Quaver Health offers a human and growth and development component we will not use this component and will turn off the access for our district I will talk about that a little bit later as a separate health and growth development resource next this is an example of a fun video that's part of the program it's very very catchy if you guys want to get up and dance Mr Jackson I know that you you're a dancer Dr Henry I mean it'll wake you guys up and this is also good because if they have siblings younger siblings at home it'll get them engaged they'll start teaching them this stuff really stuck in in our heads I mean my kids would come in what are you listening to and we we got going um but now

206that you've heard the Shack's recommendation and you saw the fun video um again it's our determination that Quaver Health provided an interactive and fun Health curriculum for our elementary students um you guys are going to go home and you're going to hear that when you're going to sleep trust me um the district Shack is recommending for your consideration the Quaver Health Resource for adoption for our elementary Health I'll be happy to answer any questions about the elementary Health portion let me go to my right this time Scott since I guess probably you Linda maybe um I've read about this quiver um because of the online tool that they have data mining turned on whether they survey the kids and they look for different things they actually use this internally to it um this is a

207feature we can turn off so Mr Henry the the kid will not be using the online version It's the teachers awesome that will be using this it is not the students great thank you that was my question um and also I understand from that they also update the content on Quaver in a background but we're going to keep it consistent whatever they have today we'll buy that and use that and supplement with their own curriculum is that correct so with any online materials that's probably one of the pluses to it is that you get you can get any updates but again they will follow the teachers will follow the curriculum that the district develops so they will go in there and develop this is what's going to be used this is a video that's going

208to be used this is when it's going to be taught this is this is a video that's going to be taught or this is how it's going to be taught so even if there are updates the teachers will still follow the district curriculum to confirm this was never a per by state of Board of Education correct the State Board did not approve anything for for uh for elementary and the last question which is more I know we haven't got to finance but um do we know how to link the contract on this would be because I've I'm in Reading it's they require like eight year commitments we don't do eight-year commitments and so we would work with the company to do Karen help me out we would either do a one-year commitment or sometimes they'll

209give us a break if we do like a to your commitment awesome thank you very much thank you Natalie I had actually similar question about the online curriculum so what you're saying is it's not static so if it's going to be used pulled down into our curriculum in its existing state so the video would be the video we we the committee looked at or reviewed and um in other words when the editor or the publisher makes changes uh that wouldn't there's not going to be sudden changes we would have the videos and stuff that we pulled down into our curriculum that is correct when when the publisher makes changes we usually know what those changes are but we've already decided what is going to be used the next year we might look at that whatever

210change it is and decide to make change or you know to pull something else down but really it is it is it is a scope and sequence of District sets thank you Gilbert thank you to my left Lucas no questions only a comment um so I wasn't as close to this curriculum as I was to the high school curriculum but from what I have been able to observe it's I thought the curriculum and I thought the Publishers did a good job of creating something that was interactive and did answer reasonable health questions for nutrition Etc their dialogue regarding changes regarding puberty I found those to be not inappropriate let me say it that way so I I was comfortable with what they published Julie no questions thank you for sharing this part of it um

211I also commend you that you went through all of this I have to admit when I pulled up the videos I maybe I saw 10 seconds and then fast forwarded and saw another 10 seconds to set all the way through all these videos truly I appreciate what what you did I also like the fact that it takes her there you did go through I went through all of those comments Page by Page do have a question for you though yes sir um at the high school level I saw each of the reviewers with all kinds of comments throughout at this level some some reviewers had comments and some had blanks if a person had a blank does that mean they never looked at it no that just means that either it was all there or

212we just didn't I mean we made comments if like we couldn't sometimes there were some where say it was in if you go in first grade and I'll give you an example you're looking for for lice and you don't see it in first grade and then you go and you see it in second grade then we would go and we would write down okay these are our comments this is how you find it but if I mean we looked at a lot of stuff and you know so there were some comments that were needed to show you where to look and more in depth but some of the comments were not necessarily needed it wasn't you know what I mean like you're looking at a video it's there if it's if it's a five it's

213there you're good you know we didn't need to make as many comments right and there is a specific reason why I'm asking that question last time we looked at this a yes was maybe 10 years ago Linda 11. 13 years ago and at that time members of The Shack came to the microphone and said oh gosh we never looked at all of this oh no no we did and it was I mean even in our meetings we would discuss it and we would sit down I mean we we yes we talked about and we'd say this is where you found this this is where we found I mean we did and we I can sing you the songs yeah I mean it was yes we did review every video every because it's also the activity

214so it's not just the videos it's the activities and there's interactive stuff and then there was also you know beanie the the bean bag and there was and there was we also didn't just you know look at this program we also were looking at more than one program right so we had two programs that we were looking at so very good I appreciate the answer um you know I think one of your uh colleagues wanted to make a comment uh some of the times when we didn't put a comment on it it was uh more related to the curriculum also how they would find like if we put a comment next to it it was to facilitate also the curriculum because it wasn't shown exactly by that grade it was shown like she said on

217the evaluation each member of the subcommittee recommended to the shack that the district continues to use the current resource with modifications based on the additional new standards added added by the state The Shack approved that to take this recommendation to the board I want to stress again that this next portion will continue to be an opt-in for parents as required by law the human growth and development video Lesson has been a constant resource for the district to meet State Standards the video allows for consistent delivery of content across all elementary campuses for fourth and fifth grade students this was developed in partnership with the human services department and all slides are narrated by a male and female District nurse this the video is this sole resource that is used for human growth and development and

218students are encouraged in the video to direct questions to a trusted adult the teachers are not answering questions the video also addresses sensitive topics in a respectful way that represents the values of our community again the again these are the new standards that were added and parents make the decision whether their students participates in these lesson lessons by opting in we have to meet the state standards but we kept it very simple and scientific for the boys we need to include the definition of menstrual cycle fertilization and reproductive within the PowerPoint section of the video for the girls we recommend removing the repetitive hygiene seen from the video at the end of both videos we need to add a PowerPoint to update the food pyramid to my plate and include a significant Milestones of fetal

219development here is an example of how we are keeping definitions simple and scientific if sperm comes into contact with the female's egg Frozen fertilization can occur and result in pregnancy in growth and development is a sensitive topic and the Shack's recommendation continues to address this in a respectful manner while reflecting the values of the community boys and girls will continue to receive the instructions separately as a reminder parents must opt in for the human growth and development videos and all fourth and fifth grade parents will have the ability to review the videos at least 14 days before students view the videos the district Shack is recommending for your consideration the district pre-recorded video with modifications as the resource for elementary human growth and development I'll be happy to answer any questions on this topic now

223comes forward I just wanted to take us back although it was a few minutes ago back to when Dr Messiah started and she kind of went through the process what I want to reiterate to each of you in the in the public is the process was the same for this curriculum as well which goes all the way back to the resolution that you all provided Us in August and then leading up we did the while we wanted to do these two together back to back is that's exactly how it was done in the two public Shack meetings that we had so what we're going to do is to give Mr Sampson an opportunity to give you a little bit more information and then ask our subcommittee chair Bethany Scanlon to come up and present exactly

225uh please perceive Dr Sampson thank you Dr Henry to president Jackson and to the board trustees and all are assembled here this evening we are of course sharing the information as it relates to human trafficking at first and that's through Crime Stoppers and with their safe schools Institute that'll be the first portion that you'll hear and that'll be for only secondary campuses and then the second portion that Bethany will share on this evening will be from the Mental Health America has created a curriculum the Dallas base based location has done so it's called who we help ourselves and she'll explain more about that curriculum in just a few minutes so without further Ado I'm going to turn over to Bethany scalen she's our subcommittee chairperson and she has the presentation for tonight good evening Crime

226Stoppers offers a free curriculum for schools to share with students and staff for years they have provided valuable information and shared it with others to tackle the ongoing problem of human trafficking yeah the students will be taught that there are multiple ways to report if they are a victim or if they are aware of someone who has been victimized it is quite simple they can call report it through the mobile app or go directly through the Crime Stoppers website when someone makes a report it is 100 percent confidential this is important to mention because the reporter will know that they can disclose all the details without the risk of it coming back to backfire on them when one makes the report a case number is issued to the person who makes the report this curriculum

227shares with staff and students that Crime Stoppers cannot call with an update because they don't store phone numbers the reporter can call back and provide the case number and an update will be provided for them please note we will only share this presentation with our secondary students grades 6 through 12. the human trafficking curriculum lessons cover the topics what human trafficking consists of where human trafficking takes place who is affected by it who engages in it how youth are lured into it what strategies are being put into place to end it the term is clearly defined it shares that human trafficking involves exploiting a person through Force fraud or coercion for the purpose of forced labor commercial sex or both the curriculum shares that it's not confined to one location it's in all 50 states

228it shares that Texas is very high on the list of those who are trafficked it also gives a comparison of something that many students will be able to relate to there are more brothels than there are Starbucks in our area the question is always raised regarding who traffickers are there are many misconceptions but anyone could be one there is a wide range from an employer to a family member one of the extremely interesting facts is that immediate family members rank on the list of the perpetrators another key component of this curriculum does with students being safe online many are lured in this way some attempt to show romantic interest or establish a fake friendship or mentorship that is not genuine as part of the curriculum students are taught the stages of Grooming from them being

229identified as the target to the end in an effort to prevent individuals from being trapped the tactics are disclosed so that they will be able to recognize potential predators traffickers are very strategic they offer enticing incentives ranging from pay to providing expensive gifts housed within the curriculum the program shares typical behavior of those who are being trafficked this helps adults and others to identify them and provide the help that's needed an older boyfriend Advanced sexual terms avoids eye contact Etc there are also physical indicators that others should look for in others barcodes Motel keys malnourishment and others are signs to be on the lookout for the curriculum also shares the difference between prostitution and trafficking as you can see trafficking involves a victim prevention is a key component of the curriculum with any initiative this

230is the case prevention and education are key we ask students to observe their surroundings keep social media game accounts private trust their instincts and more in conclusion we encourage students to never stop advocating for themselves if they suspect someone else is in danger we ask them report it to an adult the lessons also ask students to look out for people that they care about and report to the appropriate authorities thank you I'm going to turn it back over to Franklin Simpson just keep going okay is it going to be the this one okay this is the who program who we help ourselves was designed to prevent the likelihood of child victimization it is presented using videos to Children and Youth ages 4 through 18. by school counselors who have been trained I have watched all

231the videos and they are engaging with who students learn to develop appropriate decision making and communication skills to see themselves as capable worthy human beings who do not deserve abuse of any kind to understand they are not to blame should they be victimized there are three ways in which Hugh teaches children how we help ourselves no know the rules you and your family have decided on for safety do have a plan for assertive positive action tell ask someone you trust for help it's important to tell someone about situations that are uncomfortable who has curriculum for elementary students K-5 middle school students six through eight and high school students 9 through 12. you can see the entire curriculum for who on the screen for this presentation we will focus on the following in elementary school we

242or who so when we discuss the Crime Stoppers it was only for the secondary campuses for who we would like for the secondary campuses to have the option of either utilizing Crime Stoppers as that product or who so to answer a question as well so with that that's up to the campus leader and the counselors to decide how that's going to be conducted either through large group or individual classrooms or there may be a rotation of such that will take place on our individual campuses for the secondary level Dr Blossom game if I may this also is an opt-in so it goes back to knowing how many students you're going to have in each of those grade levels and then that's when the the campus principal and the counselors may make a determination on what's

243the best way to present that this is as you heard before parents will have that opportunity and S was also stated if we don't get that opt-in form they will not receive this this curriculum this instruction so it's opt-in for all the children get noticed and their parents will opt in and then the campus will decide how to execute it and in high school is that notice given to them in ninth grade 10th grade 11th grade and 12th grade or just a ninth grade are we picking a time frame it's annually and it's a 14-day notice requirement and it cannot be attached with another notification it has to be a sole notification that goes out in regards to this topic thank you no problem other questions for clarification comments yes I do have one uh

248report on the 2023 summer school plans and summer programs for elementary middle school and high school we have a short presentation tonight Dr Linda Macias and Dr Heather Berkman good evening again and Mr Jackson this is a very short uh presentation we wanted to just quickly just share with with you and the and the Audi the viewing audience the summer summer school programs that we will be offering for uh summer 2023 you you recognize these programs they're the programs that we have been offering we've got a number of them at both elementary middle and high school along with next slide please along with programs for Fine Arts we have Fine Arts camps and then we also have some summer language camps and probably the thing that I want to make sure that we stress the

249next slide please is that we've got something for really any child who would like to participate in in some activity this summer at no cost to to uh to our to our students this year so we I think this is our third year now that we've offered summer programs at no cost and so we are again offering that the information should be up on the web later this week on our on our in on the website later this week for our parents to view and we will begin uh uh recruiting and hiring teachers for for the programs and I think last year Mr Henry you asked about how we're going to get teachers for all of these programs and it was I will admit it was it was a challenge but I do want to

250know that we we first of all recruit from our teachers that we have a teacher of records that we have our intervention is that we have as well we also recruit from our retired teachers and then we also have a number of student teachers that we have by this time we have higher it now so we also offer them and then we work with with HR with anybody who's a new hire for next year we also tap into them as well and then I'm also happy to to um well actually I told you last year that we had increased the pay for summer school to 35 and then we provided a 500 stipend for our teachers and and I'm happy to share uh teachers I hope you're listening that the stipend now will be a

251thousand dollars so we've increased that a little bit as well to help our teachers if you have any questions I'll be happy to answer questions let me turn to the right Scott Natalie Gilbert Linda from um the previous summers are we increasing any more of the classes that we're offering compared to the last few uh when we're recovering from pandemic we are offering the same programs uh Mr Sarabia that we offered last year and so we have intervention classes we have original uh course classes we have classes for students who are not successful on this on the star test and then we even have some uh an online version for any parent or any child who just wants to get a little bit more of support they haven't they really are reading on level or

252or their math is fine but they just want to get some a little bit more support um during the summer so this basically the same programs probably the the new our newest program that we have is in our language program we have a a Spanish via stem program that we're that we are offering for our um for students and that is uh I think this is our second year that we're doing that program and summer school now is um we can say that it helps the children that are in need uh to catch up a little bit on on certain uh areas and is it for maybe some kids who want to just stay ahead we have yes we have original credit for those students who want who want to take courses and and uh

253again be ahead or and maybe take something different while they're in school so again yes we have programs for kids who have struggled and any need time to catch up uh but it also and it also helps with students uh not falling further behind during the summer the summer slide that Mr Jackson talks about sometimes uh that sometimes students do fall behind a little bit or regress in their learning some so this allows them to continue with their learning and not slip not fall behind and our projected numbers for the summer school well we'll probably have around 18 maybe 20 000 18 around there is probably well what we will end up having again this coming year is that substantially higher than last year that's about what we had this past year the first year

254we had we had a higher number because we had a lot of kids who took part in in the virtual part and then and then that slip that that uh decrease some uh this last year but we had about 16 16 to 20 000 around their students this past year thank you doctor to my left Lucas I'm grateful that we could extend the stipend uh so that's in our inflationary environment that's that's good it's helpful um and I think the program has proven to be a success so I'm looking forward to seeing what the numbers are going to be as a result of the involvement over the summer time in our reading and our mathematics scores thank you Julie so a question I have for you Linda where we talk about math acceleration course accelerate

255the algebra moving up in math what exactly is that those are Mr Jackson when we have our kids moving from elementary to middle school they they are able to take the advanced courses if they have scored 90 or above in their corset in their courses or they have scored at the advanced levels on Star but the students who have who were not able to reach that level these courses help them be able to also uh join some of those classes so is this one of the ways that that we were able to move kids more rapidly into algebra giving them a more rigorous appreciation to math we're able to move more kids into the algebra and middle school because they're getting more opportunities to be able to get into those Advanced levels uh when they

256weren't able to get into them maybe from fifth to six or 67th and then over on on Spanish and we talked about this when we first had the Chinese Star Talk that came to us through a grant has all their grant money been used up no we still we have a grant for this summer as well and and when we first had it and and I did a visitation and I was most impressed I did challenge you and I said if we can do it for Chinese can we also do it for Spanish yes you did and so this is our second year and you had you had different strategic reasons for for setting it up in this fashion do we know if we had any carryover benefit from our our children who went through

259this topic this evening the presenters Christie Geron Teresa Hall good evening I heard y'all miss me in February so I come back in March share some new information we have been missing yeah well it's that time of year again and uh since the approval of the new boundary lines the department of boundaries projections and planning has been busy drawing the redistricting maps and making all the necessary changes to calculate the projections for the 23-24 school year based on our enrollment projections and building capacities the office of boundaries projections and planning are recommended that the board declared 44 campuses to be open for student transfers for the 23-24 school year our goal is to provide as many options as possible within the constraints of the capacities and to accommodate student and parent preference the school capacity

260without the Portables is the planning capacity before I show the list I would like to remind everyone of the open close policy in the transfer policy next slide okay each year the board is asked to approve our recommendation for open campuses once identified as an open Campus Student Services uses a tiered process with three different levels number one on this slide is referring to any school that is open to all CFISD residents and employees those are called tier one campuses number two is referring to campuses that will be closed to all new transfers but will be available for CFISD employees only these are called the tier 2 campuses number three is referring to campuses that will be closed to all new transfers but will only be available for cfisc employees who are assigned to a

261facility or Building located within the attendance zone of that school requested so in summary once approved by the board all campuses will be identified as either a tier 1 tier 2 or tier 3 campus once the board approves the list of open campuses student services will be calculating the number of open spots available for each Campus based on that tier system here's the timeline provided by student services so once approved student services will advertise the campuses that are open starting tomorrow Tuesday March 7th the registrars and student services will start accepting applications on Monday April 3rd and on Tuesday June 1st that will be the deadline for all students to apply and after first the transfer window closes student services along with the communication department will be getting uh open campus and transfer information out

262in a variety of ways as you can see by the list provided District website social media School newsletters see if I see connection for Community Connection from employees building campus bulletin boards email inside CFISD website and school messenger transfer applications will be available in the registrar's office at all campuses beginning Monday April 3rd forms will also be available on the district website on Monday April 3rd the district will be accepting the applications between April 3rd and June 1st and after April after June 1st the transfer window as I said earlier will be closed hey the high school uh this year the the open campus recommendations tier one campuses which means all CFISD students and all CFISD employees include five high schools 11 middle schools and 28 elementary schools for a total of 44 open campuses

278request more information regarding the referral of teacher certificates to the state board for educator certification or aspec because quote good cause did not exist for them to resign so far this school year according to my account 85 teachers in CFISD have resigned to work outside of education and have had their certificates referred to aspec aspec then decides whether and for how long to suspend their teaching certificates where there are gaps in communication people ask questions and come up with narratives in light of the Nationwide crisis of teachers exiting the profession CFISD stakeholders need a better understanding of pre and post-pandemic resignation numbers the rationale behind choosing this year to refer resigning teachers certificates to aspec and any ongoing efforts to retain staff we've been told that the five teacher work days were added to the

279calendar in an effort to retain teachers by giving them more time to get work done however next school year there are only four work days on the calendar my husband a CFISD teacher sometimes takes these days off because we don't have child care or because he's exhausted and prefers to take one of his personal days when he won't have to write sub plans or cause students to miss instruction my husband usually works from home on these days because he has too much on his plate not to again he takes a personal day to stay home and work he's not the only one if the district is reducing the number of teacher work days because some teachers choose to take those days off I am concerned about that reasoning I worry that this is the case

281authentic efforts to keep teachers there has been much discussion about staff salaries and the limitations on raises due to budgetary issues we can trace that problem back to the state school funding model as discussed citizens please ensure you vote for pro public education candidates to represent us in Austin so our schools can get funding they need in the meantime what is within the district's locus of control to retain teachers in Cipher ISD it isn't pay that drives people to burn out the unsustainable workload as a key factor that leads teachers to take days off just to grade their plan that causes us to miss out on precious weekend and evening time with our families that gives us little to no cognitive or emotional breaks during weeks and months of schools in session that's a man

284you the findings for this last go-around I don't see the slides though thank you I'm going to the backup so since the state has started the audit uh in September 39 of our 93 campuses have been have had audited audits conducted 24 elementary schools nine middle schools and six high schools 21 campuses have passed All Phases of the audits and no and again none of our campuses even the ones I'm going to share with you tonight have had an intruder be able to breach the school so during the audit no one's got in during the first phase since uh during the time period of January 6th through February 16th 23 campuses have been completed 14 campuses passed All Phases of the audit five campuses have findings four campuses are in the corrective action process and

287comments bullying and harassment have long been present in our schools when students don't feel safe in school their learning and mental health may suffer as a former CFISD employee I sometimes witnessed harassment and bullying and even I wasn't always sure about the best way to respond I can only imagine how students must feel when they witness such harm being inflicted on their peers fortunately there are effective ways for staff and students to intervene that's why Cypress families for public schools is coordinating a bystander intervention training for the sci-fair community bystander intervention training equips us with a menu of strategies for intervening when we witness harassment and bullying this menu offers choice so we can determine what feels safest and most strategic in any given situation how powerful would it be if every student and staff

289website we at cfps believe students want to do the right thing let's support them by giving the tools to do so our next speaker is Alexi swarsky on April 11 2022 the Texas Education Agency issued new guidelines for schools to use When selecting library books these guidelines emphasize transparency and parental involvement as a scyfair ISD taxpayer who cares about the well-being of the children in the district I want to emphasize the importance of following these guidelines to prevent our children for being exposed to harmfully such harmful sexually oriented books it's critical to make sure our precious children are not damaged by being exposed to deviant materials in the school libraries and classrooms as a very Avid Reader I myself spent many many hours in school and community libraries growing up and ever once came across

296I was as well as the last board meeting so since then we've met up with our principal Mr kindergart and other staff members to try to reach Solutions so one of the solutions we've prioritized is implementing um professional development for teachers during their routine training and workshops on how to properly address and handle racial offenses this way the proper changes are implemented when when the proper changes are implemented within the code of conduct they are actually enforced and maintained within the classroom environment although it's important to make these changes on paper these changes don't create a true impact until they're actively implemented and taken seriously among all teachers and administration so by providing providing these teachers with better Education and Training will gain one more step closer to creating a sincerely inclusive and Equitable learning

297environment my question to the board is what plan do you guys have to redress our grievances our next speaker is Monica Dean thank you we will maximize every student's potential through rigorous and relevant learning experiences preparing students to be 21st century global leaders our mission statement whether intentional or not appears to align with the wef and UNESCO in which one of their 17 sustainable development goals is global citizenship education and is detailed on their website under their plan agenda 2030. the Nea also supports a 21st century Global curriculum un's goal number four for example focuses on quality education for all includes a Target which focuses on global citizenship education in states by 2030 they want to ensure all Learners acquire Knowledge and Skills needed to promote sustainable development including human rights gender equality peace diversity

298and global citizenship their goal education for all sounds very familiar to our opportunity for all also the district is creating a committee to review our current portrait of a graduate program in which one of the possible of all topics is to adopt how to become an ethical and Global citizen so if the mission is preparing students to be 21st century global leaders should we assume the district wants to align itself with these Global organizations to be clear we are not Global Citizens we are a citizen of we are not a citizen of the globe the globe is not sovereign America is I asked the board to please reevaluate the current mission statement remove references to globalism create one that encompasses words like academic achievement Student Success leadership independent thought as well as America the American

301for your time and I'm staying up with us this late my daughter a student at Goodson is a victim of bullying at school and cyber bullying on 217 cyber bullying started with the post made of social media about a little girl taking a poll of who liked my child on 227 my child is hit in a locker room and a parent was allowed to bully my child in a school pickup line on 2 28 I spoke to the APN person made them aware of all the bullying and harassment I was assured that these events would be handled on 3-3 it's at a school event my child is confronted by one of the bullies after I was assured that this indeed was handled my child comes home crying daily out of fear that something else is

302going to be done to her she is ABS she has absolutely loved school and now she begs not to attend and has missed several days because out of fear this is not the child that I have known for almost 13 years and because of the severity of the harassment I have now enrolled her in counseling I also have a packet of a series of events that I will email to you all thank you so I'm back to you uh Council Marty so previously as parliamentarian you indicated that Nikki Cowart was not on the agenda item she wasn't in the right spot but I said to move her to citizen participation so she would go next so that will be appropriate yes our next speaker then is Nikki Cowart we'll come back oh where was I
