011and coaches and students if you wish you may stay for the rest of the meeting last time we were here until i think about 10 30 but if you want to leave early and catch this at your leisure at home you're free to do so so we'll take a two or three minute break in case any of you all wish to leave at this time [Music] do [Music] do [Music] remaining agenda after the registered patrons have had an opportunity to speak patrons who have registered to speak this evening may see the order of their names listed on the screens to your right and to your left before your name is called please move forward and sit in one of the two reserve seats on the front row our first speaker is stacy de meyer are

012you ready mr secretary yes i am and as you uh approach the podium as a reminder everybody has two minutes to speak you have a 30-second warning when the red light comes on we ask that you wrap up your comments you have about 10 seconds to do so got it wait wait wait okay tonight i'm speaking on agenda item 7a in a perfect world where public education is fully funded in texas i would be devoting my comments tonight on where i feel the district is falling short with taking care of our teachers and staff i discuss how despite receiving a raise our teachers and staff are still not getting compensated enough i'd also be questioning the district's high health insurance premiums which are at amounts that many teachers are finding difficult to pay for but

013we don't live in a perfect world where our state is fully funding public education as noted last thursday night the district is truly doing their best with what they're working with and it is clear that what they're working with is not enough we must come together as a community and do everything we can possibly do to get the basic allotment increased we are a large district with many active and influential community members imagine if our district wasn't regularly making the news for its divisiveness imagine if we came together as a community and accomplish this task of bringing more funding to texas public schools i'd love to see cfisd make the news for that to accomplish this we must pay attention to who we vote for and commit to voting for those candidates who will be

014making positive impacts on public education we need every single board member to commit to doing what is best for our district and quit endorsing candidates who want to take funds away from public education lastly we need our community members to reach out to their legislators and urge them to increase the basic allotment there are many folks like myself that are willing to put in a great deal of work to accomplish this i hope that the district along with the clc can offer community members guidance on the best way to go about doing this because for a lot of us this will be unchartered territory thank you [Applause] our next speaker is mrs nikki howard we need your help tonight we need your help we have always set the standard for public education in our region

015i believe that to my core and cypher isd has a history of strong starting salaries but we are woefully neglecting our most veteran educators someone said pay teachers what they deserve and you will get the teachers that our kids deserve while we can appreciate being physically mindful of the fund balance we almost we also must truly account for the current staff vacancies we have endured over the last two years and continue to battle we know that there are over 20 school districts in harris county alone and we're all vying for the same workforce as we all sat here together last thursday night a neighboring district at the same time unanimously voted and passed an 11 pay raise another district that touches ours actually passed and announced their pay raise way back in april before completing

016their budget this june i respectfully ask that we consider doing this earlier in the future and i also respectfully request that if we discuss trs care premiums that are not increasing the next school year we should have certainly included all the years it did increase and consume much of the pay raise dollars of the past bottom line we need your help we have been pushing for a seven percent pay raise the addition of paid bereavement leave days additional monies for teachers that are covering classes and please provide a stipend for bilingual employees who are repeatedly asked to work as translators i am confident that the more we continue to collaborate and include employee and community voices in this budget process the stronger our district and student outcomes will be [Applause] our next speaker is christina

017woods i'm speaking on 10c before i sat down to write my comments today i listened again to the testimony of lexi rubio's mother lexie was killed at rob elementary every time i hear this mother talk about her precious child it is heartbreaking texas has taken this top spot for school shootings in the country since 2012. after the santa fe shooting governor abbott assembled a round table to discuss school safety gun reforms were never on that table but instead he added more armed law enforcement to campuses and put more onus on teachers to protect students however the data continue to bear continue to bear out that having armed law enforcement on campus does not provide the safety we as parents and community members are told it will in fact a 2021 jama study a school shooting

018showed that armed law enforcement on school campuses does not reduce school shootings in fact the study showed that law enforcement on campus actually increased deaths on campus the study suggests that officers weapons may increase aggression which is a phenomenon known as weapons effect and may be further exacerbated by the fact that many school shooters are suicidal even though 98 percent of school shooters were male and 76 were white 76 were white having law enforcement on campus causes negative interactions between law enforcement and by poc an increased disciplinary action taken against bypoc for age-appropriate behaviors another fact confirmed by the data over and over is that black girls are more likely than any other group to be arrested by law enforcement on campus while i appreciate the lengths that with at which the district has gone

019to to harden campuses against a would-be shooter gun reforms are still being resisted at the state and federal level while more firepower is getting into the hands of the wrong people it is clear from some board member comments and from the budget information shared at the june 9th work session that the district is prepared to spend more money on policing showing that it is not allowing policy to follow data it is time for this district to take a hard look at how policing in the district is affecting bypoc and that it is not reducing school shootings it is also way past time for the district to begin implementing the recommendations for the equity audit and reinstate the resolution to condemn racism thank you our next speaker is danielle cockrell good evening i would like to

020speak on 7a last thursday at the school board work session the conversation regarding salaries went from teachers deserve more pay to teachers would rather have better discipline in the classroom as i respect fiscal responsibility by this year's oral budget is limit to what if student behavior was out of control this past year students knew administrators were limited to what they were allowed to do and they did as they pleased as teachers we worked hard to grow students who have deficiencies due to covert and high absenteeism to the detriment of both our health mental and physical and also our families and work life salaries and discipline are not the same discipline and campus culture is free this school board has already put policies and procedures in place that are fair and equitable they need to be

021enforced consistently throughout the district teachers do not limit their work to planning time we give up nights weekends grading planning and preparing this does not include the monies teachers spend each year to help with student success teachers need an increase in salary not to get rich but just to simply keep up with inflation thank you [Applause] our next speaker is tara cummings i'm going to speak on 4d and 7a i want to share with you a wonderful achievement by one of our students brooke adams who just graduated from bridgeland high school and who is headed to alabama state university to pursue a degree in education a few weeks ago cypher civic alliance was thrilled to award brook our black teachers shine scholarship at the january work session trustee scott henry made a vile racist comment

022about black teachers and my friends in cfi in cfca decided that we would not let that stand we still sold these shirts emblazoned with black teachers shine and all of the profits went toward creating a scholarship we're so proud of brooke we wish her the best at alabama state and we selfishly shamelessly hope that she returns to cfisd as a teacher in the future i also want to wish our queer students and staff an exuberantly happy pride month you are exactly who you should be and cfisd is a better brighter place with you in it in terms of the budget i want to ditto everything that mr meyer said about the engagement that we need to do at the state level to make some changes for public education funding and i especially want to call

023upon our newest trustees to better mind your votes all three of you recently proudly endorsed a blatantly anti-public ed candidate you either support public schools or you don't you either support cfisd or you don't your vote tips your hand and the community is paying attention thank you [Applause] that concludes our public comments we will now proceed with board by the any board member may make a comment during this portion of the agenda without prior posting being required comment items may not pertain to the character of any student staff or board member and may not be discussed or deliberated upon at this meeting i'm going to start on my right side this evening mr henry good evening and thank you everyone for being here both in person and online i appreciate the conversations and the work

024done the budgets to ensure that we take care of all of our employees in the district and both maximize our budget and improve what's best for our kiddos and the educators are alike this decisions are never easy they're never taken lightly but in all this we're doing everything we can to absolutely value everything we do for the professionals that everyone calls sci-fi their home in the end we're all singly focused on one thing which is education and we saw this in grand style at the berry center with thousands of graduates entering in the next seasons of their lives we are privileged to hear from so many great speeches from seniors and they were so greatly inspirational to me personally it's a great pride that we see so many graduates heading to great universities in the

025millions of dollars in scholarships that they earned everyone entering the workforce for trade schools and those making the sacrifice to serve our country in the armed forces we salute all of them and wish them the very best in their next life choices now that summer is upon us i hope we can all take a deep breath we can all take a very we can all take a deep breath and we can all have a great physical and mental break my hope and prayer is we all come back with more respect for each other we can all look forward a common ground that for our fellow students our teachers and those we interact with at school i want to thank all of our teachers i want to thank all of our staff i want to thank

026all of our administrators you are so valued and you are so appreciated and i look forward to having a great summer thank you very much [Applause] dr natalie blassingham uh thank you everyone for being here this evening for your engagement we may not agree on all things but we can all agree that an engaged community is a powerful one i want to thank the incredible staff in all roles across the this excellent district you are what makes cfisd great we are the strongest districts in the region because of the incredible student focused hard hard-working relationship-building human beings who dedicate themselves to our students and families thank you for all that you do for your commitment to cfisd within incredible constraints and in unprecedented times we have worked to give the strongest race possible without being

027irresponsible to you that the tax players and the homeowners in our district please know how much you are valued it is a commitment to be since 11 12 we've as a district taking no credit obviously all those who sat in the seat before to be able to have offered a raise in all for 12 years i think that is incredible and i hope that it can always continue that way i also want to commend the administration for work on the teacher incentive allotment because that is one path that i can see that is already in the law that we can advocate for that allows chunks of cash to go to teachers for performing and not just a one-size-fits-all raise but one that says your performance in the classroom your teaching behaviors the outcomes for your

028students your professionalism we notice that you're a standout and we and you have access to a pot of money that does not cost the taxpayers well directly does not cost in the budget of sci fare but indeed is sitting there at the state so i look forward to that work as the district forges ahead to see how many more teachers we can include in that formula after we vet out the first stages of it because that has great promise to bring more teachers more money in their pockets more staff members i also want to congratulate dr henry the administration and specifically dr linda macias for an incredible rrr conference rigor relevance relationships um there were such incredible high quality speakers that brought that fed the the minds hearts and souls of our leaders and teachers

029and across the district but not just in our district 85 other districts 85 districts have access to professional development that they would not necessarily in a small district for the economies of scale um so the fact that we include and expand our educational community um and they were really high quality speakers including one on trust that was really i think thought provoking for all of us and even for us as a board and um so thank you commend you for that incredible work uh very professional in all aspects the berry center as always the staff uh and also just the support of this administrative team um that's not just linda's thing over there that was the entire team was there to support and that speaks to why this district operates so well because they have

030a team that cares for each other and supports each other in the work we also had a compliment while they're a young a gentleman who a very bright very um incredible gentleman who i happen to know from rice educational entrepreneurship program during his mba he works for someone who is a vendor to the system in teacher coaching work and he said oh this is the best district around and his compliment was um when sci fair administration notices something they figure it out they get it fixed right away and so i want to pass that compliment on to the administration of scifire i also want to congratulate the langham creek team uh principal martinez and his team who shared about the lobo heart because they were speaking about intentional development of teachers and teams to care

031about the students build relationships and also build their the outcomes it's the english 2 team was sponsored i mean was highlighted and i was able to show them a little note in my phone at the end of the session with my own daughter who had written to her english teacher saying who exactly that that she had seen she had learned so well under her but how much she had cared and built relationship and so i commend the langum team and all the high schools that were there listening and all the schools that are working to build that those relationships while they push their students i also would like to my prayers are with the community of uvalde and the collins family and um our job is to ask the right questions and push for um

032push for all the safety features that we can and we do need to continue to have that discussion uh however i would say that also we continue our work on the hearts and the minds of children because that ultimately is what's going to be the power to change the momentum and congratulations to all the graduates they heard it there but they were uh just seeing every single face walking across the stage and all 12 graduations was such an incredible moment to reflect on the work that we do for each individual child to have all the families out there cheering and to remember that each child behind each child is a family and so it was a complete honor and privilege to be part of the graduations and i can commend the team for the incredible

033work they did to truly honor our graduates and i wish each of you a nice little summer break in july we'll see you in august mr sirapio welcome everybody commencements we had uh 12 there at the berry center and they were run magnificently we want to thank beth wade and her staff for hosting us and everybody else um got a down pat around 000 seniors graduated uh throughout the district and it was um when you hear that uh palm circumstances it's just it's the best it gets you fired up every time we're walking down the the way there uh the administration and everybody uh deborah and iffy for hosting us uh taking care of us the whole time there uh the days seem not to drag so much this time last time they were a

034little bit long though but they were very very well done this year uh congratulations to the administration and the guys putting it on and stuff that's outstanding work the awards last thursday as you many of you saw throughout the year we give awards through through out the year on different facets it's just amazing the staff the educators the employees making it possible to make sure that the kids can strive to be the best they can be today we'll have an important vote i don't like to echo debbie's comments on thursday i wish we could give everybody everything that everybody wanted no matter what percent it was and all across and uh but looking at the uh at the future we do have to be physically responsible to the community and stuff but we think we

035did something here to help [Music] all all employees here and and there's not a one person up here who thinks otherwise we want everybody to get to get as much as they can get uh as much deserved and um it's just gonna be one of those those years hopefully it trends later on to the better we have a lot of hiring to do we got a lot we talked about that on thursday um we we do have a lot of people leaving us uh and they got to do what they got to do for their families they got to do what's best for their family and if there's greener pasture somewhere else i'm sorry uh that they had to leave our our family here and we wish them nothing but the best but i do

036believe i said this thursday that um next person up give the next chance uh to the next person who can step into line and assume a position i remember my son a few years ago when he was coming out and he was looking at his teaching profession he was like i think it was like uh may or something like that and he was starting to wonder where he was gonna go uh and unbecoming to me that's way early uh for districts to come out there and get them and of course they came and got him now the young kids have choices and that's a good thing they have choices and we're going to go out there and and get the best that has to offer for the district safe travels to everybody it's going to

037be busy it's going to be busy but like always we we persevere and we get out there and come back safe to our district and to our families and stuff during the summer time last but not least i miss roy but this is bill's last board meeting is that right bill yes sir so mr bill powell will be leaving us after many years i believe he he had some touching words on thursday and we appreciate everything you've done for the district bill and we wish you nothing but the best and happiness miss blackshear yes sir good evening everyone so happy to see you this evening uh i too want to start with uh congratulating our 2022 graduates uh regretfully i only made one graduation this year due to a un prepared for hospitalization but i

038was happy to be at that one because i always love the joy and the faces of our graduates as they cross that line and receive their diploma and then the very favorite is at the end when they're all tossing their hats and all the joy on their faces um i too want to extend my condolences colin's family one of the mrs collins is a teacher in our district and when something happens to someone in our side fair family we all grieve with them and feel their pain deeply and also to our um to the families in the uvalde area and to our uh i don't know if we call them sister or brother school board there in uvalde talk about the budget a little bit um you know i said it monday night or thursday

039night tonight it's monday night thursday night if we were able i would get of every teacher in this district at least through our years experienced some lean years when maybe at christmas time we wanted to to pull the money from somewhere but we're already operating lean and i believe that we have come up with the best solution that we can for our staff at this time although it's not what we would choose if we could and then i want to say i am so proud of the tone of this meeting tonight i have been so wrapped up in my recovery over the last 11 months that i probably have haven't been as vocal as i should have but i have been really distressed by the lack of decorum in some of our meetings and the

040way that some of our community members and parents handle themselves we want to hear everyone's opinion feedback comments we value that we need it but i always ask that we do it in a respectful manner and respect everyone's opinions presented in this board meeting it seems like at one time we had two factions and i will say that first and foremost i am an american and i am proud to be american now i may have uh i certainly have a political party that i'm probably most closely aligned to but i will tell you when i sit in this seat as a school board trustee i operate as an advocate first for our students second for our staff and third for our community and i promise you i will always do that that is our role

041as trustees is to be advocates for our students and not worry about the different political parties represented again this is great tonight i'm so proud of this group and i i will always value and want to hear your opinion but i just asked especially in past times when we've had young children present in our boardroom to hear such behavior by people they respect you know there's a saying that children learn what they live and i don't ever want any child from our school district to say they saw bad behavior exhibited at their school board meeting i believe that we're all adults and as such we can behave that way thank you mrs heinerman thank you mr president um i want to make a quick comment first on last thursday's work session when we were introducing

042new campus and district leaders and celebrating them with their families i found it truly inspiring to see the next generation of campus and district leadership step up and step into their well-deserved places our district honors and builds on its strong foundation and its legacy while growing and investing in new leaders i'm very proud of cfisd i love celebrating during the break with the families of individuals who are recognized last week as well as their campus families and speaking of families my heart does go out to the farney elementary family who is loving and caring for one of their teachers as evidenced by the prayer vigil the other night on campus the collins family is much loved and they will need to lean on the love and support of their farney family for months and years

043to come as others have said we are all heartbroken over the loss of lives of students and teachers in uvalde texas um i have to share with you every morning during the school year i when i start my day and say my morning prayers i always think about our students and our teachers and i pray every day that everyone returns home safely it's the worst nightmare of a superintendent of a board to have something happen on on a campus to our students and our staff i want to thank all of the community members who participated in the 2014 and cfisd long range planning committees these groups of community members focused on school safety to ensure the district has made we'll make significant investments in facilities and technology to help keep our kids safe i am

044proud to have supported both the 2014 and 2019 bond programs which were resoundedly voted in favor by a very large majority of our cfisd community our community values the safety of our students and wants to ensure that schools have facilities that are not just safe but are well maintained and updated to provide effective learning environments i'm so grateful that our community cares about our kids our teachers and our schools i want to make a quick comment about tasby which is the texas association of school boards tasby is a non-profit organization that is governed by its membership and its members are the thousand locally elected school boards in texas the texas association of school boards provides services needed by school districts and often mandated by state law in a cost effective and efficient manner recently there

045was a vote by the tasby board of directors to end membership in the national school board association this vote occurred after the results of an independent investigation were finally released results showed that there was a lack of good management and poor internal processes as certainly demonstrated by the letter that was sent by nasby without member approval or even awareness to the federal government that letter did not and does not reflect the values and opinions of school boards in texas for these reasons the board of directors of tasby voted to end membership in the national school board association as a tasbee director i will share how i voted and i voted yes to leaving the national school board association board meetings last week's board meeting on thursday was very very long and very productive thank you

046to all the community members who reached out by email and in person to share positive feedback about the tone of the meeting as a board we want our business meetings to be positive and to be productive we are always working to improve our meetings in order to govern more effectively reflecting on board meetings uh i've been on the board uh for three years now and i attended meetings for about three years before i was elected and i remember when meetings were less like sporting events or soap operas and more like business meetings so i think that's what we're trying to get back to and i look forward to that um i also remember two years ago when the board met in closed session to learn about and discuss legislative changes to public board meetings we

047quickly learned the new law considered new procedures and worked to consensus efficiently and effectively and i don't know if y'all knew this but citizens participation is not actually required by law only public agenda comments the board at that time believed it was important to offer citizens participation so local community members could share their concerns about non-agenda topics directly with the board and i still believe that i wish it was not open mic night for lies name calling and misinformation but the core value of engaging with the community and giving stakeholders an opportunity to speak to the board continues to be important to me this board is considering making some changes moving forward with the new school year i support the upcoming changes to the structure of our board meetings as reached through a lengthy process

048of discussion consideration and ultimately consensus by this current board i look forward to more opportunities to collaborate and build consensus with our board as we continue to govern our school district together and finally um i just want to make a comment that the our community is truly the beneficiary of public education we are growing the next generation of citizens than our future workforce um and i think that the majority of our community really cares about the real issues in our district real issues include ensuring that we are educating the whole child academics character work ethic critical thinking so they have success in the real world after graduation other issues include teacher recruitment and retention and that includes compensation and workload the mental health of our students and staff and finally ultimately funding i look forward

049to working with my colleagues as we continue to work on all of these issues together have a great summer recharge your batteries and i look forward to seeing everybody at the start of the new school year [Applause] mr scanlon cannot be with us this evening he did provide me with comments the comments largely pertain to the budget that we'll be voting on this evening so i will read his comments at that particular point in time at the last board meeting not the cow but the board meeting i said i was going to be asking this board to adopt a resolution there's many ways to do so and the approach i'm going to take is permit every board member to make their own resolution as a board member i resolve i will not engage in personal

050attacks on members of the board or of the school district as it is against my religious beliefs and does not advance student attainment further i will not support those who persist in this type of behavior i'm well aware that there's a fine line between criticism of elected officials and personal attacks i encourage other trustees to state their resolution or not as they deem appropriate i was speaking with an elected official who functions out of austin and we jointly noted that on a philosophical note if somebody believes that a word or phrase is vulgar or pornographic or inappropriate if it is written would these object adjectives also apply if these words are spoken in front of children we then discussed that the same apparent dichotomy surrounding books written by mark twain and the public discussion that

051entered into it for retention or removal so what happens now is not new it's been going on for at least the last 40 or 50 years but it is never pleasant we will follow we will adhere to robert's rules of order no matter how passionate our beliefs happen to be as ms heinemann pointed out we will be voting on revision to board operating procedures perhaps in august and also speaking of august we will be presenting a revised book policy to be voted on by the board in august as i mentioned in march i had requested vice president heineman and myself to meet with senior management to review our book policy and we asked them to go back review the situation and see if we can't come out with a better solution these things do take

052time we will see that in august commissioner morath reminded us when he first took office that the number one job of any school district is to make certain that your child returns home safely what happened in nevada happened to all of us i served in the class of 16 with the fellow trustee from ebaldy the horror and tragedy still resides everywhere even with those who are not from that area but in other places around the state i personally knew students and parents at columbine high school in colorado the tragedy will last forever i do want to say thank you to beth wade and her staff at the berry center once again they pulled off a tremendous graduation of almost 9 000 seniors and it was sold out in terms of reserve seating each and every

053graduation i attended all 13 of our graduations of the standard graduations i've missed one and that's because i had certain complications from treatment that i wasn't had not developed a coping mechanism for but speaking of that i want to say thank you to my colleagues up here who have donated over 300 hours of volunteer time since the last board meeting and those board members who came to graduations and it required courage on their part in addition to coming to see graduates walk across the stay and did they do more than walk across the stage you bet any number of them also had already been awarded their associates degree from lone star college before they received their high school diploma absolutely magnificent i want to just conclude with a reminder that research shows that a harmonious

054board and a harmonious citizenry results in greater student attainment but also in lower operating cost you did hear me say at the last board meeting not thursday but the last board meeting i told management i was willing to sacrifice a full month of our reserves to address situations that they deemed most appropriate and that was partly in respect of what covet has done for two years but also the disharmony that is present because that is felt in the classroom and it is felt by our students as well and so that concludes my comments tonight but i give my coveted tip of the hat award to beth wade and all of her staff dr deborah stewart and ifhiagu mckay [Applause] we will now proceed with citizen participation as a reminder of our new process if you

055have registered to speak this evening you will see the order of names listed on the screen so you're right and to your left before your name is called please move forward and sit in one of the two reserve seats on the front row closest to the podium on my right but obviously you can visit the podium on the left as well once again two minutes and we have the thirty second alarm our first speaker for this evening is patsy gillam thank you i have something to give to the board members i don't know thank you this is thank you all very much i am retired from the scifire isd putting in 18 years at hamilton elementary in kindergarten and ppcd what you have before you is some pieces of information i'm on the board for

056the icinc foundation for safe police response we have had mentally ill loved ones killed by police who did not have de-escalation training our booths that we run we work with nami and with law enforcement we the first three pages that you have are some cards that we give to families who have mentally ill members or family members or neighbors which also applies to our students body here at scifir isd this tells the person who is making the call what to tell the the dispatcher what to do while waiting for crisis intervention training police officer to come to the home we did attend the celebration for the scifire police department we did give those same three sheets to the police department here for sci fair i encourage y'all to see what y'all can do with that

057to cycle that down through our school system maybe our nurses our counselors can give those to some of the family members that have mentally ill some of the teachers may even have a use for that kind of verbiage the second three pages that you see in my handout is that there's a book called the new alphabet for humanity it approaches changing the hearts and minds of children in the pre-k kindergarten grades that they their alphabet that they teach is like m for mindfulness or n for nurturing l is for loving h is for happiness g is for gratitude it's a mindset that we can teach pre-k kindergarteners maybe first i don't know how far it can go but this kind of foundation can be used to change the student body so that as they go

058forward they are more comfortable with uh diversity and accepting please stop thank you very much [Applause] our next speaker is todd lecomp good evening my name is todd lecompte i have uh two two boys that go and they attend sci-fi independent school district for those of you guys that know me um i'm very passionate about helping people just in general but especially kids i wanted to share a verse from matthew chapter 18 verse 6 and it goes but whoever causes one of these little ones who believe in me to sin it would be better for him if a millstone were hung around his neck and he would drown in the depth of the sea now one of the things that uh i came up with with uh with the help of some of my friends

059was we we recognized that there's a a deficiency in the number of volunteers in the school districts not just in scifire but also across texas and so what we've done is we we actually opened up an organization called texas civic alliance and uh what we're going to do is we're going to it's it's actually a conservative christian group for people that basically share our values we want to get volunteers to come and and help in the communities across the state whether it be with like a bus buddy a mentorship program which i i look forward to basically being a part of this year uh watchdog dads what have you so we want to basically have a positive impact on this community and uh where whatever we can do to help out that's uh you know

060that's that's really all we're concerned with is basically helping the kids and obviously the the teachers and administration uh for the school district so i wanted to kind of make everybody aware um we're going to have different chapters uh one of the branches that we do have is um obviously sci fair sci fair civic alliance that it's not to be confused with a facebook group i know there's a facebook group that's out there but we are a legal entity we do not accept donations we're not giving donations but what we are doing is we're giving up our time and that's that's the sole focus is just to volunteer in our community thank you [Applause] our next speaker is mark goliby good evening board members and i appreciate my two minutes there are some who consider

061the actions by some parents as an effort to destroy public education far from it we are for public education because we are fully aware there are many whose only option is public education we are advocating to empower these parents to take control of their child's education it is you destroy you who are destroying public education it is your policies that ini institute a curricula driving parents to home school private school and charter schools it is your policies they are creating a environment when dutch teachers feel compelled to take their skills and talents to pursue other career options and you know that with all your all of that your general counsel has the temerity to declare that the proceedings of these parents are unofficial the audacity to state that the proper administrator will get the minutes

062of the parents discussion parents coming here all right to plea their case and implore action right are unofficial if they could get what they wanted done by a simple call to the principal do you think they would be coming here pleading and imploring some type of relief if this administration can so flippantly dismiss those who entrust their children and pay the taxes as a board member i would question how they regard you are you just window dressing all right to play nice and tell us and regale us with stories of your bus buddy tours thank you [Applause] our next speaker is monica dean i was pleased to hear the district finally acknowledging that the disruptive and violent behavior issues have skyrocketed over the past year and adherence to stricter policies will begin in august campuses

063have become extremely dangerous for students and teachers alike to say that there were no mistakes made over the last year is irresponsible like the titanic the captain must acknowledge the huge iceberg that lies ahead as well as what lies deep below the surface by listening to his trusted crew and repeated cries from concerned parents hopefully the ship can be steered back in the right direction and not suffer the same fate a student carrying a loaded handgun on campus should warrant a letter to all parents in the district especially right after the uvalde tragedy adding more police in adopting the guardian or marshall plan for teachers to train and carry should definitely be considered and approved by the board because of this volatile environment i was told by a friend in the profession teachers now fear

064getting sued by a student or parent many are leaving and others that choose to stay are seeking an outlet for legal representation being in texas they may never have wanted or felt the need to join a union especially one like aft that doesn't align with conservative values so great news there's two options to consider one is called innovative teachers of texas ittexas.org and the other is christian educators association international ceai.org i loved hearing all of these uh people being recognized at the work session professionally and athletically many attributed their success to not only the support of their family but most importantly their faith in god when we put god at the forefront of all our decisions personally professionally and at the ballot box we can achieve greatness otherwise chaos ensues on a grand scale like

065we are seeing now there's a reason why our national motto must remain in god we trust [Applause] our next speaker is judy duhan evening thank you for having me in february's board meeting i spoke to you about cfisd's safety and security action plan which coincidentally was not provided for the public to review at that time i brought to your attention eight different safety incidents of concern since then you have heard testimony from other parents and previous board member of several additional incidents to include an administrative member hit during a student fight at cy woods a student was being severely beaten by another student in a classroom to stop the injury another student intervened and received a concussion at la bye middle school a student was sexually assaulted by several students in the cafeteria at campbell

066a student transferred out of the district due to ongoing harassment by girls having sex in the bathrooms at bridgeland these continued incidents show a lack of discipline and a culture of violence being allowed in our schools and in the classroom cfisd's discipline enforcement therefore was a primary topic of the working session our teacher's responsibility is to provide a safe quality learning environment and they need to know and see that they have administration's backing and willingness to enforce disciplinary measures we demand that the board and this administration provide the needed support and backing for our teachers to effectively manage their classrooms we understand that the tea committee assigned to ascertain reasons for teacher vacancy came to scifire within the last few weeks we are hearing that discipline and the lack of support by admins in the

067is the major cause of the exodus leaving a severe shortage of teachers at over 30 percent was the board aware of this meeting and contact what type of questions or survey was provided were all teachers surveyed or interviewed or a hand selected group what were the results of this meeting and survey did the tea review exit interviews of staff or interview those not returning next year is the community expectation that we address the culture of violence that exists and how it relates to teachers exodus we must continue to strive for answers and solutions for our teachers and students they deserve the best thank you [Applause] our next speaker is javier cervantes hello members of the board and of course dr henry i was part of this year's graduating class at cypress park high and a

068part of cypress first class of college academy students i came here today no longer as the president of the chess club or ezra the tiger at side park but as the unofficial president of this area's chess club association i'm here to bring awareness to what we've done and make sure that it's heard to everyone in the cfisd area this past spring psy park held the first district-wide tournament it was a success the schools involved were side lakes size springs sy woods sci ranch psy park and bridgeton high school for too long the game of chess has been forgotten and we're here to hopefully bring back the game to the community i'm 18 and the rest of our board members that we've been trying to put together are also really young we're striving for a newer

069and re-reoriented game of chess for everybody in the community i would like to be in your memory over this summer as we get ready to start and this fall so please don't forget and just be ready to see us at the berry center hopefully thank you [Applause] we will now go back and pick up agenda item 4d the superintendent will make remarks and announcements including the honors and achievements earned by staff and students in recent weeks presenter is dr mark henry thank you mr president uh trustees members of the audience staff so glad you all are here this evening this is a great place to be and and i'm proud to be part of this school district uh the 2021-22 school year was a memorable one filled with many achievements so i want you to

070check out the monitors and enjoy the uh a brief video that highlights the year that was [Music] hey stay tuned oh [Applause] that's just a small sampling of the things that are going on in scifire isd and in fact we have the advantage of being a large district a suburban district and having a community that wants to see a place where all students can achieve so uh just if you looked at that video and saw all of the activities and all the places that we get young people plugged in and the great staff that we have and the great recruitment tool we have in cypher isd because of our facilities and the support they receive from our board it really makes it a destination district and the best place to be cypress creek high school

071recently inducted three alumni into its 2022 wall of honor please enjoy this brief video recap of the event well today we're honoring uh three individuals they're the inductees for the uh 2019 wall of honor which was put on hold for two years because of the obvious reasons pandemic and so today is the day for us to be able to induct them and put them on the wall of honor here at cypress creek when i left as a principal back in 2012 i always wanted to accomplish the idea of having a wall of honor we created a nomination committee and we actually inducted nine people in that first year this is the first time i've been back in these walls since 1995 so it's kind of a trip but it's such an honor and it's a

072wonderful excuse to get my whole family and my whole crew together and come home that is a testament to the dedicated teachers and faculty that we have here at cypress creek that saw greatness in them that they maybe not even saw on themselves and then inspired them to go on out into the world to college and education after college and do great things i think the wall of honor is something that reflects the quality the excellence of not only cypress creek high school obviously it's a legacy to the school because of all the incredible talent that's come out of this here and the great things they've done and it's a reflection on not only the parents the community and the staff here but also the school district cypher isd [Music] many graduating seniors from the

073class of 2022 walk the halls of their former elementary schools to inspire the younger students towards success please enjoy this brief highlight video [Music] today was amazing it was really such a good experience you know you get to see like how everything like it's so small but when you're living it it's like so big and seeing all the teachers who helped raise you and bring you up and shake you into the person you are today is really amazing watching these kids cheer you on like we're their future and they're our past and it's just so like overwhelming it is but i'm happy to move on with life and i hope that when they get to this point they remember everything about like their elementary and how their experience for growing up was [Music] the class

074of 2020 uh or excuse me class of 2022 graduation ceremonies took place between may 24th and 28th at the berry center you've heard our trustees talk about that the exact number was 8 868 graduates from 12 high schools that walk the stage more than 62 000 guests attended the class of 20 the 2022 commencement exercises while 51 906 others live stream the graduation ceremonies in addition to earning their high school diplomas 199 seniors from side lakes side parks ireads sidewoods and langham creek also graduated with their associate degrees from lone star college sci fair through the cfisd college academy here's a brief video to share about our graduation i guess it's going [Music] my favorite memory has to be the sort of the union that bridgeton has because then when one of us fell we

075always picked up the other no matter how far they got down and great memories to the union about in the family [Music] wow [Applause] there's so many firsts that this class accomplished for us at cypress park and we just could not be more thrilled to see them celebrate this day and move on to their next [Music] [Applause] i love graduation week it's the most exhausting week of the year but it's the most gratifying so i'm just so thankful that all of our teachers and our families and our staff made it possible this year [Applause] diana brown nutrition services quality assurance and compliance coordinator was inducted into the no kid hungry texas hunger hero hall of fame for her work during the covet 19 pandemic the inaugural award and celebration honored five individuals across the state

076who'll go above and beyond to ensure kids have access to healthy meals every day and i would just uh finish up uh my remarks by just acknowledging a couple of people that it is their last board meeting uh that we'll be losing two of our assistant superintendents you've already heard about bill powell bill stand up bill bill is such a great uh person he provides great customer service i think all of our campuses would tell you uh that when you're dealing with with bill you know that he's going to find a solution and respond however he can so bill thank you so much for your years of service here in cyprus and then we also have the one and only dr carla brosnahan stand up carla carla is this is her last board meeting she'll

077be retiring uh just in a few days and carla is she's had a huge impact on this uh district probably one of those impacts that well not probably it runs very deep many of our current leaders that are leading campuses and are leading throughout the district were under her tutelage she truly is a legend in scifire isd and carla it's been such a privilege to work with you the last 11 years and i wish you the best in retirement thank you [Applause] agenda items 7a 7b and 7c under reports were presented at the board work session on thursday june 9 2022 we will now proceed with the public hearing portion of the agenda a day the board will hold a public hearing on the adoption of the 2022-2023 budget at 6 pm on monday june

07813 2022 our presenter cfo karen smith thank you president jackson thursday night at the board work session administration reviewed with you the proposed budget for 2022-2023 what i'll be going over to this evening is incorporating the recommendations made by the board and briefly provide you a presentation updating you on that information so just to go over the items that really changed as part of the presentation i will first i want to do want to highlight the salary increase of 2 percent on the greater of midpoint or base and increasing teacher starting salary to 60 500. however based on the board recommendation the recruitment and retention stipend has been changed it will be it what the recommendation is a thousand dollars for full-time professionals and then two one thousand dollars for full-time professionals and then two

079thousand for full-time hourly and paraprofessionals these will be paid in two payments one in the fall semester and one in the spring semester part-time uh employees will receive half of this amount and then the uh these the rest of the items remain unchanged that are listed here the substitute pay increase uh which would be 18 per day the additional teachers and paraprofessionals for growth as well as an increase in the benefits and trs associated with anytime we increase salaries or staff those those items go up as well as a at the elementary and middle schools a behavioral interventionist or a testing coordinator this this slide mostly remains unchanged also so i'll just go to highlight that it includes the additional additional six police officers which will cost a little over four hundred thousand dollars this

080slide has been updated i shared this with you on thursday the average percent increase for employees with the two thousand with the two percent salary increase on midpoint or base as well as the one thousand dollar stipend for professionals and the two thousand dollar stipend for hourly and paraprofessionals so you will see here for the like for example the hourly support taking into consideration the two percent raise in the two thousand dollar hourly the stipend they will receive an average of a twelve percent raise based on that dollar amount uh and then as you go down you'll see that mostly the ones that have been changed on this particular slide are going to be the hourly and paraprofessional from what was shared with you on thursday evening this slide remains unchanged and shows you the

081general fund revenues of the district of 1 billion 057 997 339 as i mentioned on thursday our revenue is all made up of primarily our local revenues which consist of property taxes and state revenues which consist of state aid the general fund expenditures have been updated to reflect the increase in payroll expenses because of adding the two thousand dollar or increasing the stipend for hourly and professionals from one thousand to two thousand dollars as well as the six police officers as you can see here payroll costs are 89.81 of the district's budget and the budget now reflects a deficit of 109 million dollars as i mentioned to you on thursday the district is required to adopt the budget by just sir i want to finish that statement oh yes you are correct yes with federal

082dollars it's a zero percent deficit budget absolutely thank you dr henry the general fund uh we must adopt a budget by fund and function and this reflects the different functions of the district that we have to adopt the first slide i won't go through all the information but i do want to highlight that instruction is 65.18 percent of the district's budget and then the next largest category is plant maintenance and operations and just i i want to just add one thing to that i apologize for interrupting you plant maintenance and operations i i just want everyone to understand that we are responsible for over 18 million square feet of indoor space that doesn't even include outdoor space so uh we we take care of a lot of a lot of buildings and i'm also i

083want to highlight that general administration you will see here is 1.79 of our budget the school district is required to include as part of its budget the cost for accelerated instruction and we have to highlight which you'll see down at the bottom of this slide 12.8 million dollars of our expenditures are related to accelerated instruction school districts are required to set aside that money for any any students that failed end of course exams or did not do well on those exams and we have to provide that accelerated instruction and separate it out as part of our budget process as you can see here the instruction is 67.67 percent of our budget and if you take that and add in the instructional support that's 80 percent of our budget all tied with instruction and i think

084we all know that the district operations such as transportation also support and so that comes up to 96 of our budget spent towards those areas and once again you can see central administration is uh it's actually a little less than two percent this is the the debt service budget has remains unchanged and it is a balanced budget as well as the food service budget remains unchanged and it is a balanced budget so now i'm open to any questions that you might have over the presentation i will start to my right once again mr henry dr blasica fantastic work thank you so much for taking all those pieces and putting it together the question is just uh what the esser funds look like into the following year that you're following this and the impact on fund

085balance uh that's a great question natalie it'll it'll actually dr lasting game it'll depend on obviously where our deficit ends up this current fiscal year that that we're just we're in right now and almost completing as well as next year so that could vary a little bit based on if all uh funds are spent and all uh positions are filled then there would be uh about let's see i've got that right here there would be about 10 million left for 22 20 23 2024. thank you mr seraphia karen thank you and your staff uh for all the uh the the hitting around the edges and everything you did you did an outstanding job and i know we kind of put you through the ring you're there the last few weeks and stuff though but thank

086you again for stepping up and showing the district the true true spirit though thank you karen thank you and i i would just have to thank my staff i couldn't do it without them absolutely miss black's here and karen i too thank you for all the hard work you and your staff danielle uh you crunched so many numbers i i would be seeing them in my sleep just one thing just because i've received quite a bit of mail email since thursday night's last meeting and one of the concerns that i heard was about the stipend and i just want to clarify for our viewing audience because i think a lot of people may be unaware of this but am i correct in saying that the stipend does not go towards their trs retirement amount you

087are correct uh the stipend is going to be paid uh out of a separate check s or funds and uh it'll be the there's some restrictions associated with the esther funds and it'll be it's basically calling it a recruitment and retention stipend and can you tell me what will be withheld from that check from the stipend check just normal the normal withholding that would come out of it out of any pay that an employee there would be no trs correct withdraw withholding okay just your normal taxes okay okay well thank you again miss heinerman thank you mr president um again karen and team thank you for incorporating all the different ideas and the feedback and pain this together so quickly i feel that the board worked well towards consensus to create a budget that is

088necessary to run the district and also to provide recruitment and retention um encouragement for our um full-time and part-time uh professionals and hourly and fair professionals one thing that um was important uh in our very first conversation was um uh to address concerns with some of our our uh staff custodians nutrition services to try to bring their pay up so i feel like this budget does reflect that priority for us obviously have a concern about using so much of our ester funds or of our federal relief funds this year and not having as much left over for next year i think it just really reinforces the priority for us as a board and a community to advocate with our elected officials at the state level to address the revenue side as we mentioned before we

089don't really have any control over the revenue side of our of our balance sheet um but and that's where we need some assistance um and encouraging our elected officials to fund public schools at the true cost of educating children today thank you i will go ahead and read mr scanlon's comments as opposed to waiting to when we actually vote on the budget which will happen later this evening hello all i cannot be with the team this evening for this important vote i and the team have been working with the administration over the past few weeks to craft a budget that solves for two primary objectives increase pay within the constraints of what is possible financially and determine additional key considerations based on feedback from teachers paras principals and our admin team as we have progressed

090the conversation these objectives have evolved into the following objectives not stated in order or prioritization our teachers and do our best to increase salaries with the state funding formula we have provide a safe learning environment hence the consideration of adding cfisd police improve quality of life for teachers with additional discipline testing support based on per campus needs retain a fiscally prudent budget that keeps district bonds at their current and preferred ratings so we can support funding initiatives in the future tonight the board will vote on a budget that is a final recommendation from the administration i have read the proposed recommendation today and i agree with the recommendations provided the recommendations align with the expanded objective summarized above and we believe this is a path that provides maximum and balance for the two primary objectives

091we understand the seriousness of the budget increase during these inflationary times our team has sought to be creative within the bounds of what is fiscally responsible lastly we as a board will work to meet with our state representatives to increase funding for our teachers during the next texas legislative session our teachers in paris are the front line with our amazing staff and admin team providing support so that our students obtain strong learning outcomes thank you all for your commitment to our students and parents lucas scanlan i thank mr scanlon did a excellent summary of where we were in the the budget process something karen that we chatted about last thursday but it's a presentation that we make every time we review the budget there are always different percentages and merely because somebody receives a larger

092percentage say for a salary increase for a teacher it does not mean that that moves them ahead of sci fare but then again it might so if you would remind us where these salary increases will come in line with our neighboring districts mr jackson it'll mo it'll put us in line with uh with our neighboring districts based on what has been announced from our neighboring districts what we have seen is just the beginning starting teacher salary and it would put us in line with those some of our districts you some of the districts you may have heard may be giving a larger increase however they were below us in comparison to where our sk our staffing or compensation plan is at this point in time so they're just catching up to scifire isd my recollection

093of the presentation that that you made previously is that these increases and this and the stipend uh would keep uh cyfair teacher salaries either at the top or very near within the top is that is my memory correct on that point you're correct based on what has been announced to this point yes sir just mr jackson just to add to that too and of course we're just throwing out the starting teacher pay which is comparable to there is some some may have eased past us passed us a little bit but we're right in that general area but i i don't know about this year because i i haven't seen the salary comparison at 5 10 15 20 25 years but in years past we've either been number one or number two once you get into

094years of experience and i feel confident we'll be very competitive once you get up in those categories once this raise is added in thank you dr henry and cfo smith other comments from the board are questions i'll look to the right and to the left that concludes the public hearing i would announce that no citizen signed up to speak on the public hearing itself we will now proceed with the consensus action items portion of the agenda 9a the board will consider approving the minutes of the may 9th 2022 regular board meeting the following non-consensus action items were moved to consensus during the board work session on thursday june 9 2022 10a the board will consider approving the budget amendments for the period of april 1 2022 through june 30 2022 10b the board will consider

099might talk about this last thursday and lo and behold it actually how do we happened has this area yes sir if there is a commercial area uh there is no walk path for a student to take to their campus their home campus uh or if they have to cross any type of hazardous multi-lane highway or roadway we do consider that hazardous do we do a physical inspection yes sir and we have to review them every year because as fast as we're growing and the streets are growing sometimes they're two lanes now they're four lanes sometimes six lanes so we do have to go back and reevaluate every campus every year especially those that have a lot of construction around them so this is not a static process but an ongoing review correct very good thank
