012for the 2021-22 region 4 principal of the year award and i don't think either one of them are here this evening but we are certainly proud of them 11 cfisd dance students representing 11 high schools were selected to the all-state dance team for the 2022 texas dance educators association convention many of these dancers performed at the cfisd dance show-offs on january 27th at the berry center please watch this brief recap from the event from [Music] bye [Music] 44 cfisd high school music students recently earned all-state honors through the texas music educators audition process earning all-state honors is the highest distinction a texas music student can achieve jersey village high school junior ananda stevens and cypress ranch high school junior kirsten vincenti won first place in their respective competition divisions at the fifth annual cfisd high

013school cupcake battle on january 21st at the berry center the competition featured more than 70 entries from all 12 cfisd high schools here's a quick video recap of the event [Music] we love bringing them here every year because they love to come and show off the skills that they've learned throughout the year while we are teaching them we learn so much in the classroom and then we get to show it off and our creativity and everything in front of everyone like it's amazing it's really cool because i get to see everybody else's great ideas the meringue rice is something we've never done before it was brand new and the kids loved it they had to go crack eggs separate them into egg white and yolk and they had to do 10 seconds a person in

014their team until they got it to a consistency where it was stiff peaks and if they turn it upside down that it would not fall out so they had a raincoat and they had to go put it on and flip the meringue upside down over their head and if you could do that without it falling out you wouldn't we would have gotten egg yolks in the whites it would have totally ruined the meringue and so just us working together as a team just was really fun for us i think they're in the right path if they want to succeed in our profession in the culinary world it was really a great treat to be able to come out here and see all these special guests and all the judges and the people from the community

016a successful show and sale and thank you to our incredibly generous buyers who continue to support our students and district dr kane smith cfisd director of transportation services was chosen as school transportation news transportation director of the year for 2021. the nationally syndicated syndicated magazine recognized dr smith as the stnx at the xtstn expo in december he was recognized for his hands-on approach to leadership that has aided to increase employee morale and retention and for making a positive impact on students and the environment by reducing nitrogen oxide emissions through the recommendation and purchase of 336 new propane school buses dr smith are you here stand up dr smith so we can acknowledge you and one one thing i like to really brag about dr smith is as everyone knows in every district including ours there's

017a school bus driver shortage and here's a man that's responsible for a multi-multi-million dollar budget 300 employees in his department and many mornings he's driving a bus route so i appreciate that dr smith campuses throughout the district have been announcing their teachers of the year for the 2022-23 school year these fantastic educators will be recognized at the sci-fi education educational foundation salute to the stars gala on april 5th at the berry center please enjoy this slideshow featuring our outstanding honorees [Music] [Applause] [Music] so [Music] that concludes my report thank you mr president we're going to take a brief five-minute break so that the honorees and their families if they would like to leave they may but if you want to stay and listen to the rest of the board meeting we are more than delighted

020its safety and security plan including the mental health and psychological services already in place we recognize the significant investment of resources but we are concerned they're insufficient in light of increasing violence and misbehavior we request improved transparency and urgency from the district at the secondary level fights between students are breaking out with greater frequency and staff members have been assaulted or injured adults are present in hallways but many students ignore their redirections we're experiencing collective trauma an ongoing pandemic social upheaval and rampant misinformation hurt people hurt people our students are hurting while a majority are meeting expectations the escalating violence and misbehavior from a few are making our schools less secure for everyone staff are exhausted from trying to cope with violence and disrespect increased apathy toward academics and a heavy workload that does not

021abate despite a school year that is far from normal many staff members and students are no longer able to bring their best selves to school each day we are not advocating for a zero-tolerance approach to discipline that criminalizes students yes consequences are important but they're only part of the solution can we expand our alc campuses and the broadband center can we reduce the number of grades required for each marking period can we provide teachers with training in de-escalation and social emotional learning students and teachers cannot close learning gaps when these are unsafe and demoralized what else can cfisd do to offer relief [Applause] and for our next speaker the 30-second warning light did not work so we'll do a better job of letting you know when you have 30 seconds left as opposed to just

02212. the next speaker dr tara cummings i didn't do anything in 30 seconds good evening in reading the superintendent's briefing i learned about the district's partnership with partnership with houston health department's c to succeed program i commend the district for taking the initiative to meet the vision needs of our students who would not otherwise be able to afford eye exams and glasses unmet vision needs certainly impedes students ability to learn and succeed in the classroom and beyond and now participating students are poised for success this initiative along with favorable property tax trends and increased general fund balance successful bond programs employee raises multiple financial awards and recognitions new and improved facilities ensuring one-to-one technology and internet for our students and so many other vastly important incredibly impressive accomplishments is further proof of the phenomenal work

023that dr henry does for our schools and i propose that our trustees unanimously evaluate him favorably tonight in partnering with c to succeed the district recognized the reality that each individual or group has different circumstances and needs and you worked to allocate specific resources and opportunities accordingly this is a perfect wonderful example of equity in action and i'm so grateful for the district's vision cheesy pun entirely intended in these efforts as a district though we have lots and lots of room to continue to grow and i strongly urge you to implement the recommendations from the equity audit to best meet our students needs now and in the future thank you our next speaker is stacy de meyer hello i'm speaking tonight on agenda item 7b the superintendent's evaluation the cypher community is so fortunate to

024have had the leadership of dr mark henry during the past two difficult years especially he definitely led the district through a global pandemic without ever having to shut down a single campus he has fostered a new culture that focuses on customer service giving a little bit extra to students families and district employees making cfisd the premier district for all stakeholders he has also shown his commitment to diversity equity and inclusion something i hope the board will continue to keep relevant by discussing the resolution and equity audit in the future i speak for so many when i say we hope this board will unanimously recognize dr henry's excellent leadership and commitment to our community thank you [Applause] our next speaker is jerry monroe i never go where i ain't invited i signed up for tennessee esser

025funds as i travel the country and i deal with school districts i figured out something that all of them are misappropriating their funds before i open my mouth and i say anything i have my investigators do the work and find out what i need to know esser funds young lady just spoke of multiple fights and helping these kids navigate that let me say it slow for you essa funds she shouldn't have to ask for it if you've gotten tons of money to address it so now the question becomes is what is exactly going on with the answer funds you don't have to tell me i already know and by the time i get through your whole community gonna know and they're gonna figure out you've been defrauding them with that tax money i know you're

026gonna sit there and act like who is this man the one mama warned you about esser funds i recommend you spend them on what they need to be spent on and that's those kids that need it you don't have a problem spending money on administrative staff what about the teachers i'm gonna stop talking and while you're sitting there playing on your computers google my name and then you'll figure out who i am [Applause] our next speaker is julie ricks surely everyone knows that there is nothing right about what is being introduced through manipulation and incentives in our schools follow the money the district is accepting federal funds and thereby indebted to implement new standards to get money which is code for abandoning academic excellence as a foundation and replacing it with crt agenda students and

027teachers another important issue another time meaning the teachers are being sacrificed the break the budget breakdowns reveals millions going towards miscellaneous unlabeled and unable to specifically identify items which equates to selling out our children and patent someone's pockets we the majority are not okay with our children being indoctrinated and sacrificed you know who you are people of influence and authority over district purse strings you are at a crossroad to act with more morality and integrity and use your power to secure and build a foundation of academic excellence or be self-serving greedy and corrupt to the latter group be warned the price is high the bible says in mark 8 36 what does it profit a man to gain the world and lose his soul the answer is eternity in hell right now we are responsible

028for this generation so let's make certain that there is a foundation of academic excellence with the fos focus on the basics of reading writing math and it if it means forfeiting some funding rather than bow down to a wicked agenda so be it thank you [Applause] our next speaker pamela davis duck good evening to president jackson to all the board members to all district personnel present i am pam davis duck i am a recently retired schools teacher in this district i would like to speak on agenda item 10c the board will consider authorizing the superintendent to execute a new memorandum of understanding with mercyhurst university for student placements for the 2021-2022 school year i commend the district for pursuing out-of-state candidates for the student-teacher placement within scifira isd to enhance the diversity initiatives the following

029schools should be included in this recruitment process such as prairie view university texas southern university university of incarnate word university of texas at san antonio the university of texas in brownsville and south texas college we need to target a cross-section of potential applicants in closing diversity is not how we differ diversity is about embracing one's another uniqueness thank you for the opportunity to speak this evening [Applause] our next speaker is angela martin greer good evening board members thank you for the opportunity to speak i'm a sci-fi resident and parent of a former sci fair student i'd like to speak to agenda item 10a nominations for the large district member vacate excuse me region 4c position vacancy for the texas association of school boards board of directors i feel this position should be filled by an

030experienced and tenured board member one who supports tasby and the role that it plays tasby serves as a resource and guidance to local school boards during the working session one of the new trustees nominated nominated another new trustee unfortunately neither appear to support tasby according to questions asked during the conservative coalition of harris county last fall one of the new board members stated that school boards should not ever give up rights to tasby regarding policy and governance and the other stated that tasby is an organization currently operating to represent the entrance of governments and not taxpayers it should return to its roots rather than training in the taming and managing of their boards without governance from tasby adequate checks and balances would be lacking and school boards would be left to self-governance we know the

031importance of proper checks and balances in the workplace why should school districts be any different in light of these factors i request that the school board nominate an experienced and supportive trustee to tasby's open position thank you [Applause] we will now proceed with board comments any board member may make a comment during this portion of the agenda without prior posting being required comment items may not pertain to the character of any students staff or board member and may not be discussed or deliberated upon at this meeting let's start to the right mr henry good evening like many of you i was saddened by the events of this week i first like to offer my heartfelt prayers to coach shot and asked for a speedy recovery since our last meeting i was very overwhelmed by the

032community outreach the support of teachers staff and other trustees we're enjoying districts senators congressman state rep sobey and the list goes on my heart is very full i'm very grateful since it is valentine's day i'm not sure why we schedule this on valentine's day but we did i want to wish my sweetheart a very happy valentine's and all you all my comments very short i understand walgreens is still open and so i wish you all a good happy valentine's day so thank you dr natalie blasting thank you mr president uh happy valentine's day um to all of those gathered here today we may not all see the same on all issues but one thing is clear everyone here and those watching um have a huge heart for kids and kids in our community and so

033we appreciate each of you [Music] i do hope that we can continue out of that spirit of love to engage together in unity of purpose behind our students and our district's mission that i read earlier to maximize every student's potential i know that we can do it's a heartfelt happy valentine's day to all i also want to express um [Music] express my sympathy to coach schott i want to thank him for being a very student-centered teacher who protects students the rules and also tutors kids who aren't even his own students during his lunch time he is truly a great representative of the amazing teachers that we have in our district um they are the very best that we have to offer and so we just want to make sure they know that we are behind

034them and we support them and our teachers need to feel safe at campus and i appreciate the administration and everyone standing behind and making sure that our teachers have that freedom and that safety i want to congratulate the teachers of the year on that what a precious video to see people to be named the teacher of the year in your building i think there's something um that's a very very proud accomplishment that means that you are excellent for your students and you're excellent with your colleagues and you serve and you give beyond your classroom you get beyond your time you give you are true positive force in your building so that is a huge congratulations um i can't wait to celebrate with them at the event in their honor saluting them and also to our

035peer educator and other awardees um to uh the issue of tasby i would like to say i have expressed interest in fulfilling um an interim tasby region four director position uh that will expire at the end of the 2022 tasby convention and um that position is someone who represents the region guiding the organization to ensure that the association fulfills its mission to provide advocacy visionary leadership and high quality services to its members and obviously we are a member district and i would i'm expressing my interest i may be a newer board member but i'm not new to education and i seek to directly engage early with the organization that wields so much power and influence over our role as boards um i want to carry our our community's core vision and mission and values as

036um elected to do and so i would love to be able to be involved because tasby is actually its membership it doesn't have it we bring our community's vision and values to the organization and we offer our input as a whole group and it goes along with the state so as a new trustee i'm learning much however i do hope to be able to serve in that role and i'll do with humility but urgency for our kids our families our educators and our cfisd community and there's one other item on the agenda tonight that i'd like to address i will ask us to look at the mou with telehealth services with rise recovery my heart is very full for students who are struggling with substance abuse and i do think it's an issue that is

037increasingly urgent and necessary to address in our community i do have concerns though about this item in that it's um the good thing is i i thank them your team dr henry for answering questions my first question was about parental consent i definitely um believe that parents are firmly the people who make decisions for their children parents are the ones who need to give um you have knowledge and consent and be asked to engage with any solution we have for their students and so thank you that is clearly satisfied by the answers i've received from the administration that parents will always be the people who will be offered services and engage however i do have concerns about this organization and so what i'd like to do is offer a challenge to our community i would

038love to because free resources aren't always free but any local substance abuse services and resources that are able to serve our local children and our local community from our local values i would love to be able to see if we couldn't engage with some more local folks to make sure that we do address this concern and meet the needs of our students and i think that concludes my comments again thank you everyone for being here valentine's day [Applause] mr arabia sends his regrets he is coaching a high school baseball game tonight going to my left mr scanlan thank you very much mr jackson so happily i've had the opportunity to volunteer at my daughter's school i signed up before the election so it was not planned but it's just how that happened to work out

039that i could volunteer during the month of january and so in my case i volunteered for the watchdogs program and it was lots of fun and so while at our school i was volunteering as a dad not as a board member i want to draw that distinction very clearly now while i was there i was recognizing from my own education training what was happening and i was observing and i was very impressed one of the things that i saw was their implementation of pbis and how they worked with their students and developed their classroom cultures and it was fascinating and so for those that are that term is new i'll describe it a bit and so for pbis the school forms a teacher-led committee who comes up with expectations that are used building wide and

040the community meets in this case monthly or earlier to discuss what's going well in the school and what may need to be addressed and so this committee would meet discuss feedback from the committee members form a plan to address it and then take that plan back to their fellow colleagues their teachers to implement so this pbis committee looked at their school-wide disciplined data every single meeting and they look for trends and ways that they can intervene so examples would be the same type of behavior issues that may be arising or one grade level has odd situations that seem to be a trend the key here is that the program is driven by the teachers not by the administration and i thought it was fascinating because i know my own expertise that it's great and a

041good thing to put the ability to come up with a plan close to those who have the most information in the most context and so in this scenario obviously the teachers they've got the most information about the school they've got the most information of what's working well for the students and they can form a plan to go forward and adjust accordingly and so i think it was the outcome that i saw was a very positive reinforcement on the work culture of the classrooms and it's working for that school and when i think about that school well we have so many schools inside for isd and every one of them are different they all have their own objectives they all have their own programs and what i experienced was effectively an implementation at one school and

042if i went to enough for another school it would be different it wouldn't be the same because c cipher isd empowers all of our schools to make adjustments for their own schools as needed and so when i think about what was great about that moment and what i hope to see in other schools as i volunteer around the district is that we had passionate teachers in the administration working together for those students common outcome common good and in this case it worked and when we think about how we work and how we have developed over time as i've worked with previous board members cipher isd tends to make small adjustments not big moves and that's important because we understand and learn from those small adjustments to figure out where do we need to adjust further

043and so i can look in the audience and i see fred z hay one of our previous board members and you know a lot of our work goes back to previous boards and i commend them going forward i know that i'm committed to working with our administrators and our teachers to find those small adjustments that are necessary to help our kids have a good outcome so thank you miss blackshear yes sir i want to wish everyone a happy valentine's day and as we celebrate a day set aside for love i want to let our cfisd teachers and staff know how much they are loved and appreciated i understand why some may not feel that at times it has been a really tough two years our school district would not be recognized if it were not

044for you and it takes 15 percent to be successful and we have seen uh our teachers be resilient be brave and forge forward to make sure that we do our best to uh educate our students through this difficult and trying time and on this day i want you to know how much i recognize the sacrifices you've made and know and i love and appreciate you i want to thank everyone for the gifts great gifts for board recognition recognition month last month i so appreciate the books syrup flowers and plants and just feeling so loved and thank you to leslie martone for making a late a late night delivery please know that these gifts are deeply appreciated and i am honored to be part of this great district next i want to thank dr linda macias

045and denise cabeca for making it possible for me to attend two of the livestock show safely and isolate it was my 31st livestock show and the idea of not being able to attend was really killing me and if you know me um my uh livestock show background goes back to my uh sons who are now 44 and 45 so it's been a long history with the school district i am thankful uh i attended two of the shows uh there and uh denise quebeco made sure i was safe and that no one came around me uh and then i was able to live stream the shows i could not attend and that was very important to me as well i was able to fulfill my duties as co-chair of the chamber herd by being on the

046phone with my co-chair mark mcshaffery while watching the live stream i was also able to participate in the silent auction online it was a fantastic sell with many new businesses participating congratulations to denise quebeca the cte department the district ag teachers and the students for a tremendous livestock show i also want to express my appreciation to the juror family for their continued support of our show and students sci fisd has set the bar high and i know that we have the top ffa livestock show sale uh livestock show and sell in the state and probably in the nation i appreciate the renovation of the agborn from the 2019 bond funds it is beautiful and state of the art it's another year in the books i also want to congratulate sly woods uh sideways high school

047for being uh the first recipient of the national football foundation national high school's academic excellence award what a great honor for this school for the football team and the coaches and the high standards that they they have set for their athletes um let's see and finally uh congratulations to our teacher of the teachers of the year i am looking forward to celebrating each of you at the salute to the stars gala in april and i hope to be back in person next month i am ready to come out of isolation and hopefully the uh over numbers continue to decrease so it is safe for me to return i really miss being with everyone in person thank you miss heinemann thank you we miss you too debbie one of the most enjoyable things we as cfisd

048trustees get to do is visit campuses and attend student events throughout the district each year we divide up the campuses and have a list of official visits the purpose of these visits is not administrative or for evaluations or inspections but to show support and to get to know each school better their staff their students their communities this is my third year on the board and i've always asked to visit different schools each year i've completed my official visits for the year and i want to sincerely think the principles of scifire and psy ranch high schools arnold rowe and blyle middle schools adam danish hemingway pope wells and black elementary schools and the director of the incredible carleton center which i've visited again since then because it was such an amazing facility in addition to official

050to being on campus um weekly at side creek high school sai falls high school in anthony middle school as a mentor working with kids directly is the highlight of my week what i see when i'm at one of our schools are teachers coaches counselors support staff operations admin and principals all working so hard to help students reach their goals working in public education right now is not easy educators show up every day for the kids in our community and do their best to teach the teeks required by the state board of education address discipline issues fulfill special education requirements adapt lesson plans to individual student needs provide tutoring cover classes for other teachers be aware of mental health and physical health emergencies and now get ready for state mandated high-stakes testing season it's overwhelming educators

051are struggling with exhaustion and burnout and many are considering leaving the profession this is happening not just in cfisd but across texas and across the u.s this is why we must lift up our educators they deserve our respect as the highly trained well-educated professionals that they are we need to trust them to do their jobs as parents we must see them as partners and work together while respecting respecting each other's roles and responsibilities we have high expectations for each other and for our students please know that the majority of parents and community members appreciate you and your work in educating children in our district i love celebrating student successes in the classroom on the court and in the auditorium and i'm proud of our district's achievement in academics athletics fine arts and cte since the

052last board meeting i've given numerous hours on behalf of our district and i'll share just some of those stops with you i was in d.c for national advocacy and visited with the office staff of several of our senior elected officials i voiced support of the phased-in funding of the idea act the principal beneficiaries of this are children who receive special services i also voice support for the legislation that is intended to address the teaching shortage that it is upon us now and will surely worsen over time while there i visited with trustees from across texas as well as the rest of the united states they all voiced concern for the academic learning loss but just as important was degradation of social and behavioral skills these issues are present within our district and to help address

053the ladder i'm pleased to note that the district has almost fully staffed its police department as well as its counseling and mental health teams i obviously will support and look at strongly any other ideas that senior management cares to bring to us an opportunity opened all trustees is to add value outside of our work up here at the board desk an example of this is when lucas talked about being a watchdog dad i'd like to to note that the watchdog program was one that was brought to the district by the board at that time and it has proved to be a successful program and of course also as julie mentioned on mentoring another way to add value this year i chose something a little different i created a scholarship in the names of my children

054to benefit our students in their postgraduate plans once again this year i attended the livestock show in auction and this year i supported the turkey division my brother said it was only natural that i did that i'm not certain i understood what he said but oh well i enjoyed having lunch with representative schofield and was pleased to see that he and dr tom oliver's oliver sons office and commissioner ramsey also supported our event as they always do a young man who is currently a junior at texas a m stopped me close to the pens to express his appreciation for my support of him through that event he gave me far more credit than what i ever did but it thrilled me to realize that the ffa continues to teach lessons and provides guidance for our

055students that are lifelong learning that occurs outside the classroom and so tonight i give my coveted tip of the hat to all of those who work in ag and with our ffa program i want to say thank you to our board members who attended governance training this is required for every two years i attended governance training as required by tea early and oddly enough as i was leaving my car to walk into esc number four i was approached by a gentleman who said be careful they're coming for you i laughed and i said well i've offended people on each side of the question we heard in january that a threat had been leveled against a board member a threat against one is considered a threat against all all of us need to lower our emotional

056temperature as best as we can i know our teachers have expressed hurt and concern which extends to other staff and their families i want to assure everybody that we're still the scifire family that welcome them in to the district and we will continue to welcome them and our goal is to develop that sense of belonging that is so important for both student attainment and our community i thank you for this opportunity to address this evening we should now proceed with citizen participation item 6a patrons who have duly registered per policy bed local may address the board regarding matters of concern and interest to the district other than the character of any student staff or board member the board may not act upon any matter that is not listed under the action item portion of the

057agenda to participate registration is between 5 30 and 5 50 on the day of the board meeting at the entrance to the cfisd boardroom once again you will have two minutes to speak i don't know if our yellow caution light is working or not but if not the keeper of the time will notify me when 30 seconds are left and i will try and let you know that you have 30 seconds and then of course as time expires i'll ask you to wrap up your comments our first speaker is monica dean health education the course description for health on the scifire website states that the students will gain a deeper understanding of the knowledge and behaviors they use to safeguard their health particularly pertaining to health risks students use different skills to protect their health

058and that of the community including cpr specific topics in the abstinence-based sex education curriculum includes issues such as teen pregnancy parenthood sexually transmitted diseases sexual harassment and abuse and failure rate of contraceptive methods so is health a required course in high school according to the tea website no health education is not required for high school graduation but a local district may offer additional opportunities for students to select health education as an elective course the tac 74.26 b states that districts may offer courses designated for grades 9 through 12 in earlier grade levels and cpr instruction can be offered as early as 7th grade on the teas graduation toolkit page health is not specifically listed instead it only stipulates that five credits must come from electives however on our four-year plan workbook given to eighth graders

059health is specifically listed as part of the total number of 22 credits required to graduate this is misleading and needs to be corrected along with pages 6 8 15 48 in the last two worksheets the main focus of this course centers on sexual topics and according to the district is so sensitive and mature that they have to offer a parental review and a warning excuse me that the maturity level must be taken into consideration the constant push to sexualize our children has no place in public education and needs to stop at the last meeting i spoke about the pornographic and inappropriate materials in scifire libraries and i have yet to receive any correspondence addressing my questions and concerns will i also will you make the recommended changes in the workbook and website to reflect accurate

060information for this course and for transparency purposes will you send out questions please wrap up your comments to parents and students of these changes so that they can make informed and decisions for the four-year planning [Applause] our next speaker is carol campbell thank you to the scifir isd board for allowing me to speak i've lived in scifir for 32 years and all three of my children attended school here additionally i've been teaching in sci fair for 22 years i would like to address some concerns i see daily in the middle school building where i teach last year at the height of the pandemic our classrooms were carefully and thoroughly cleaned and sanitized each day to protect us from the spread of covet we even had plastic shields to stop or slow the spread of air

061particles this year it's as as if no one is concerned about the health of our student or staff we have two custodians to clean a building that is over two hundred thousand square feet i repeat two custodians this is the norm inside fair right now it's not just my building but multiple buildings where have all the custodians gone well i think they've decided it's impossible to live on the eleven fifty an hour before taxes that sci fare is paying their custodians as a result our classrooms are not being cleaned we are lucky to get them vacuumed at all no one is filling the sanitizer spray bottles refilling hand sanitizer or replacing paper towels it's teachers responsibility to walk around and look for these supplies to clean our rooms it's no wonder we have 10 to

06220 staff members out each sick each day with no substitutes available secondly the turnover rate for paraprofessionals is ridiculously high i know in our building our office staff and in-class support parents have had a lot of turnover why because they're not being paid a living wage who can live on and support a family on a thousand dollar take-home pay as a scifir pera and who is this affecting our students with learning disabilities and special education needs finally i know we're all concerned and shocked by the behavior of the aragon students toward the langham creek base baseball coach i wish the coach the very best and i pray that this incident has not turned him off as a teacher and coach but i would like to point out that the boy's behavior is not an anomaly

063their behavior is representative of the disrespect and rudeness we deal with on a daily basis students think they don't have to listen to us or obey us we are cussed out argued with and ignored on a daily basis administration doesn't seem to know what to do parents are called and they either don't answer their phone or they tell us it's our problem children are out of control after over a year of being home alone in a critical stage of social development please wrap up yourself mental health is on the decline we have teachers dealing with problems at home and unfortunately i think cypher is going to lose a very large number of excellent teachers if we can't find a solution to this problem thank you [Applause] our next speaker is jen williams good evening my

064name is jen williams with our trustees administrators students staff parents and taxpayers thank you [Applause] our next speaker is jerry monroe get the popcorn on his own now a couple of weeks ago you said something that kind of set some folk on fire well i'm america's worst nightmare i'm a black republican i listened to what you said 15 times total i didn't find nothing wrong with it what i have a problem with is those politicians that came out to your neck of the woods who didn't have the guts to call out a sitting trustee that was indicted for stealing money from our kids in hisd but you come out here and attack this man he's a good father he's a good community member he's a great patriot and you know what i'm so sick of

065black people trying to find anything to drum up your democratic friends to get to the polls george floyd dead and gone now you can't grab that no more so now you want to go after this man well i tell you what i'm the black man from third ward texas that don't bow down to the congresswoman i don't bow down to the commissioner rodney ellis if you need somebody to stand up for you i got some good black panther friends that don't mind standing up for you and if there's any black person in this room that's offended by what i'm saying i really don't care you don't pay my bills and you need to get off your high horses and stop acting like that man did something major when we got folks stealing millions of dollars

066from these children and you say nothing so brother my brother keep doing a great job and trust me the ones that was outside of your building campaigning i'll pay them a visit at the house at three in the morning and protest them [Applause] our next speaker is julie rex we're on the same page we witnessed a spectacle of political theater when legitimate new board members were crucified for doing the job they were elected to do at the same time a teacher from this district puts her own son in the trunk of a car i started to think of the values she places on other children when she is willing to sacrifice her own this person must never have the responsibility and privilege of teaching any child again ever priorities and outrage are truly out of

067order this resolution condemning racism is unnecessary and oversteps the bounds of academics the resolution adopted by previous board member not only creates division but is judgmental and assumes and falsely accuses the majority of being racist which is not true there are already measures and laws to deal with this few the same few is being used to justify the agenda of another greedy few in positions of leadership and authority ironic make no mistake the majority has had enough we are tired of being lied to and told that our children are not being taught the victim mentality of crt or common core math when the reality is they are and there is evidence despite the efforts to disguise the truth the old board agreed to spend seventy five thousand dollars of our taxpayer money for an audit

068by millennium learning concepts whose website boasts equity and cultural audits resulting in a skewed report from the start skewed means biased or distorted in a way that is regarded as inaccurate unfair or misleading seventy five thousand spent of our taxpayer money for a report that is included written on is exactly the reason why this community elected new new board members i hope the board members continue to keep doing their due diligence and identify the problem please finish your comments and implement solutions [Applause] our next speaker is nikki cowart since the last board meeting here in january we have celebrated celebrated black history celebrated school counselors today's death by chocolate and a myriad of student achievements per usual as i'm so frequently reminded at our chamber of commerce meetings and wholeheartedly agree a connection between strong

069local public schools a well-educated workforce and a robust local economy is well documented bottom line our sci fair parents expect the best here because we have always produced the best here we've become a tight-knit community only by supporting each other our community is not going to thrive on nastiness and negativity but how do we come together and have unity now through love and respect we have to get back to respecting each other and certainly loving our educators because an alarming study last month showed that two-thirds of texas teachers considered leaving their jobs in the past year two-thirds it's not that our teachers are quitting because they don't love what they do it's more that they feel undervalued and not respected at all let's imagine if all kids hear their parents praising and thanking our school

070district employees instead of coming after them taking education back to a noble cause and teaching a noble profession our educators witness every day the devastating effects on our kids when schools have staffing shortages and it's only going to get worse unless teachers concerns are addressed dr henry and i agree cypher isd campuses have truly been centers of hope and a solid education is a gift to cherish for a lifetime but it is time to be change makers y'all if we want safe supported well-funded schools we're going to have to make change ourselves in this room some of you made promises on the campaign trail leading up to the most recent school board election our union members want to collaborate for changes immediate action around school employee workload changes around excessive testing and certainly changes around

071racial equity so how far will our elected change makers go to show love and respect quickly to cypher isd employees while they continue to serve all students in such a mighty way [Applause] i would like to note that state board of education board member mr will hickman has entered the room sir if you would just please stand so we can recognize you thank you for attending our next speaker is elias davis marnie this is this is your call is uh is mr hickman signed up signed up for citizen participation i he's not on my list he was not signed up i i think he let me do you want to go on to the next agenda item and all and i'll look i will our next speaker is elias davis [Music] good evening okay so

072i i too have a read this equity and culture report here that everyone else has read and uh this is my public opinion of the report by millennium learning uh concepts based on the data collected by mlc in the state state of texas reference i have learned that cypher fairs black teachers make up 13 of the teachers and the state average is at 10 percent which is lower than sapphire isd in houston independent school district the black teachers are at 36 percent hisd has a much higher percentage than both the state and site fair i reviewed the performance and dropout rates of both hisd and scythe fair thanks to mlc i have learned that the state's dropout rate for grades 9 through 12 is near 1.9 percent safari is approximately 1.2 which is lower than

073the state hisd is approximately 3.9 percent every demographic in sci-fi isd has a lower dropout rate than the state's average every demographic in hisd has a higher dropout rate than the state's average so my conclusion is this there is no correlation or relationship between the percentage of black teachers and black students and the level of students dropout rates if there was then a relation but there was a relationship hisd would have a lower dropout rate but scifire has the lowest i encourage the district to hire as many qualified teachers of color that we can but i do not want to be like hisd austin isd or fort worth isd as the model for us to inspire to be like we can't progress toward mlk's dream if we continue to operate please wrap up your comments

074thank you [Applause] our next speaker is susan nichols my name is susan nicholson i've worked professionally in nonprofit and church development and business development and scifire for nearly 25 years and i just wanted to share some information that few individuals know about scifire after studying demographics of scifire in houston since 1998 on a consistent basis according to the kinder institute who has been studying houston for over 40 years and that's out of rice university stats show economically disadvantaged children start a year and a half to two years behind economically advantaged children and according to a 2020 barrens publication it takes five generations for a person born in low-income family to get their society's median income levels cypher is within safari isd scifire established a freestanding wic clinic in 20 in the year wic stands for

075women infants and children and it provides food and formula to low income families scifire wick's office pre-harvey saw 7 000 women infants and children a month that is the highest amount of children and family clients seen throughout harris county hospital district currently post harvey they see 4 200 women and children month the reason i know this is is i was the individual for who personally arranged an appointment with the head of harris county hospital district over 20 years ago and simply on sitting down with him and advocating for the children of this community and sharing stats he decided that it warranted a freestanding wic clinic in this area why does this matter it matters for equity of our students and getting them started within our district with a fair advantage please wrap up your comments

076with a fair advantage to entering our school system [Applause] and board members i would ask for your forbearance we did not use up our full allotment of citizen participation and even though mr hickman was not here to sign up during the required time as long as nobody objects i would welcome mr hickman to come and give brief comments we have a long meeting sir but yes and then as a board we can address this going forth but but thank you for your forbearance sir thank you mr president superintendent board members trustees nothing more romantic than a school board meeting on a valentine's night my name is will hickman state board of education district six uh just wanted to give you a brief update on what we've been doing on the state board i just finished

077uh health takes and health textbooks sex ed is now opt-in for those parents out there the scifir shack can now decide if they want to use the book we adopted or some different materials just finished science teeks the textbooks are coming so if anyone wants to be involved staff or board members or parents in the science textbooks review we'd love to have you get involved and social studies teex we're just getting started cte courses we just finished 50 at the november meeting that's very important for me i'd really like to talk to you about student outcomes i understand that's an agenda item this evening i call it a flight plan my wife and sister-in-law are both jv falcons and i talk about the falcons have a flight plan which is really seventh or eighth graders

078working with them on career college prep what are kind of where are they heading through high school uh where are they interested in going so i'm more focused on the three r's i'm old school reading writing arithmetic then sel crt and social justice so that's really working on the ccmr numbers in the state or at 60 percent which in school is a d minus so how can we prepare all students for if they want to be an aggie or longhorn want to open a food truck or a nail salon go work somewhere or go in the army or the marines lastly just want to wrap up i'm happy to be a resource for you board members any parents of what's in the teeks what's required by state law uh and really all of us working

079together as a team we all have a part on how can we improve student outcomes and the ccmr number for all them for all students so mr president board thank you for your bending the rules for me and superintendent henry good to see you parents thank you so much thank you sir for stopping by [Applause] agenda item 7a under the discussion portion of the agenda was discussed in a closed session at the board work session on thursday february 10 2022 agenda item 7b under discussion will be discussed this evening in closed session at the end of the board meeting the report's portion of the agenda was presented at the board work session on thursday february 10 2022 we will now proceed with the consensus action item portions of the agenda 9a the board will consider

080approving the minutes of the january 13 2022 regular board meeting the following non-consensus action items were moved to consensus during the board work session on thursday february 10 a brief explanation of how this will proceed we will read all the items that were moved to the consent agenda if any board member wants to remove one or more we will remove those from the consent agenda we will then vote on those items that remain on the consent agenda after a motion that has been duly seconded after the motion has been made and seconded we will then open the floor for discussion so let's proceed 10b the board will consider approving the budget amendments for the period of october 1 2021 through december 31 2021 10c the board will consider authorizing the superintendent to execute a new

081memorandum of understanding with mercyhurst university for student teacher placements for the 2021-2022 school year 10d the board will consider approving the memorandum of understanding for telehealth services referrals between rise recovery and cyprus fairbanks isd 10-e the board will consider approving the memorandum understanding between university of houston and cypress fairbanks isd 10f the board will consider approving the memorandum of understanding between participants in the af jrotc skill bridge internship program and the cypress fairbanks isd 10g the board will consider approving construction proposals and contracts paid from bond funds to the recommended contractors and authorized the superintendent or designee to execute all necessary documents related to such contracts as follows pardon me one second 10 g1 2021 emory and hemingway elementary school renovations 10g 2 2021 farney mcphee and swanky elementary school renovations 10-8 the board will

082consider awarding bids and contracts and or authorizing purchase orders as recommended in the posted agenda item 108.1 audio-visual supplies 108-2 classroom supplies and curriculum equipment 10 h3 furniture and equipment 10h4 special education equipment and supplies repair parts and labor now if any board member wishes to remove one or more of these items for further discussion please do so at this time do we wish to remove anything mr president i'd like to pull 10d to non-consent agenda attendee has been removed to the non-consent agenda are there any other items that we wish to move off the consent agenda uh miss blackshear so nothing else has been asked to move off the consent agenda to non-consent i will now now ask for a motion to approve the consent agenda as presented and or amended mr president i

083move to approve the consensus items as recommended or amended do i hear a second i second second well we had several or third holly you get to pick whoever came in first the motion has been made and seconded on the consent agenda all those in favor please show by raising your right hand and it is unanimous now let's move back to the non-consent agenda agenda attendee the board will consider approving the memorandum of understanding for telehealth services referrals between rise recovery and cyprus fairbanks isd i will now ask board members if they have questions or comments that they wish to make on 10d i'll start to my left mr scanlon i'd like to better understand pardon me i would like to better understand the rise to recovery program our presenters on that would be roy

084garcia and franklin sampson yes sir president jackson i will ask mr franklin sampson to come forward as he would be the primary contact person for this but as he walks his way i can just share with you as he presented on monday one area that we are wanting to provide more resources for parents are for students that are have substance use and what can we do to assist them as you mentioned in your comments earlier dr blessing game this would be something that parents make that choice but it's simply the purpose of offering them another resource those resources we have found are needed and somewhat limited so this was an organization that we could partner with to provide those parents an option for their students and the entire family as many times it is the

085entire family when when working with a substance use situation so mr samson yes sir well uh as mr garcia stated this is another resource that we're providing for students and families we like to take the layered approach we provide services right now we have one substance use intervention counselor employed in our district but this is a opportunity i know that we've talked a lot about some things that are coveted keepers with telehealth services we have the capability of offering therapeutic services to kids at a remote location and that's been a great benefit not only for students who have mental health issues that we've been able to address but we surely hope that this will be another opportunity that parents can take advantage of it's just another resource in our thick list of community resources that

086we offer and have offered for numerous years in our district thank you gentlemen mr president i do not have further questions thank you sir miss blackshear no questions miss heinemann no questions mr henry no questions doctor blessing came um thank you you see the rich list of resources do we currently have uh locally based substance abuse options for families there's not telehealth we provide annually a book of community resources we provide those for each one of our campuses in addition to that we post those resources by category on our website so there are those who are lcdcs in our community but we have a shortage that's part of why ut health has offered this to our our our county because they saw a need one and then two there are there's not enough if you

087will uh providers to offer that support so they have given us this opportunity to take advantage of thank you yes ma'am dr blasting game other questions comments our district is not always an early adopter have other districts utilize this service thank you president jackson uh to answer question yes sir most of which who are in the san antonio area which is where this actual entity's home is located so i think roughly five districts and please don't quote me on that but i believe that number is four to five districts who have uh taken advantage of this service and is there an entity that stands behind this organization on their website you can take a look i know that the funding source is located and they're pretty transparent as to their funding sources and united way

088is one of which who supports this organization but this specific partnership is through ut health very good thank you mr samson yes sir uh is there further discussion or comments to the right or to the left no hearing no further discussion or comments i will now call for a motion to approve non-consent item 10 d mr president i move the board approve the memorandum of understanding for telehealth services referrals between rise recovery and cyprus fairbanks isd is there a second a second so emotion has been made and seconded all in favor please signify by raising your right hand the motion passes unanimously thank you we now move to item 10a the board will consider nominations for the large district member vacant region 4f position on the tasby board of directors i think dr blasingame gave

089an excellent summary of the purpose of the person being on this board i did serve on this board i resigned due to illness the individual who took my place at being bob covey was not re-elected that's the reason why there is a position that is open at this time this position is to serve out the remaining portion of that position held by bob covey that position will be in existence only through september and the replacement for this position will come before this board during may or perhaps as late as june so at this time i will entertain a nomination for a trustee for this position mr jackson i have a nomination yes miss blackshear i would like to place a nomination the name of julie heinemann motion's been made is there a second all second

090motion has been made and seconded all in favor please raise your right hand no in favor that's three in favor it does not carry i will now entertain a motion for a nomination president jackson i nominate natalie dr natalie blasting game motion's been made is there a second i'll second it motion has been made and seconded for dr natalie blasingame to be nominated for the tasby position large district all in favor please raise your right hand the motion does not carry at this time we will not have the position filled i will give the board about three minutes uh we are an open session uh so so this will be interesting but if if you care to to try and convince anybody to change their vote now's the time to do it but if we

091are deadlocked we will not fill the position we will put this on the agenda for next month and reconsider it at that time i urge everybody to figure out how to handle the open meetings law act this is always kind of interesting when when you're trying for one of these positions so you have a few minutes and if you want to come back and let me know that somebody has changed their vote please do so otherwise i'll ask the audience to bear with us i'm just checking lucas but i'll probably change thank you so we will be discussing that next month march in time yeah yeah yeah the meeting's not from march 26th i believe right so a couple of good questions that were asked at the board dice and i will repeat those first

092why does it end in september that's when the the year end of tasby is annual convention is always in september so it runs september to september then the other question was uh can this be decided properly in march and the answer is yes because the the tasbee meeting is at the tail end of march and we will have two board meetings before the tasby meeting however if we are deadlocked again in march we will have no representative on the tasby board and that's because you actually have to this is just the nomination you have to be elected by tasby so if that makes sense so does anybody want to have a new vote or do we postpone this till march what's the pleasure of the board so the board has indicated they would like to

093revoke that means we have to renominate so i need a nomination mr president i placed in uh the name of julie heinemann in nomination for the tax beat physician motion has been made do i hear a second a second motion has been made and seconded thank you all in favor please signify by raising your right hand all opposed please signify by raising your right hand the motion carries thank you for the resolution of that and wasn't that fun to do an open in an open meeting yeah i'm not certain that that all the the quiet conversation qualified but at least we did it in front of everybody um we will now proceed with the superintendent's briefing portion of the agenda dr henry will provide information regarding district events and items of community interest thank you

094mr president trustees since 1976 every u.s president has officially designated the month of february as black history month black history month is a celebration of achievements by african americans and a time for recognizing the central roles and contributions of black americans to our country you can get insight into our district's history by learning about the early settlers of independence garden currently known as the carverdale community by visiting our district website a video posted on the site tells their story and includes long-time community members sharing their memories you heard this earlier but last week february 8-11 cfisd offered free comprehensive eye exams and eyewear to students through the houston health department's c to succeed program which served 959 students from 51 campuses at the berry center approximately 240 students per day were examined and fitted for

095glasses over the week at no cost to students or their families and i can tell you having had a son that uh whose learning greatly improved once we figured out he couldn't see that that's a great program and we appreciate houston health department so much partnering and providing for our students registration is now open for the ninth annual superintendent's fun run set for april 9th at the berry center we look forward to bringing the event back in person it will again be underwritten by memorial hermann cyprus with proceeds benefiting the cypher educational foundation last year we raised a hundred and twenty thousand dollars for student scholarships and a virtual event learn more about the fun run and register on our website and i can tell you over the eight years previous we've raised six hundred
