Good evening. With the February 17th board meeting being the first meeting held in this room at the MISD Career and Technical Education Center, we unfortunately experienced technical issues with the audio recording of the meeting. Because the recording was incomplete, we're going to formally restate the action items that were approved by the board that evening for the public record. First, regarding the public hearing to consider the petition filed by Wisdom Adellet to detach McGomery Trace section 4 area from Connor ISD and annex the McGomery Trace section 4 area to McGomery ISD. The board adopted the following findings. One, the evidence that the educ education interest of the students currently residing or expected to reside in McGomery Trace section 4 and in the affected district would be positively or negatively affected to any significant degree by the
proposed boundary change is insufficient and/or speculative as students currently have access to limited open enrollment. Two, the evidence that the educational effects of the proposed boundary change would be significantly positive or negative is insufficient and speculative. Three, the evidence that the social effects of the proposed boundary change would be significantly positive or negative is insufficient and speculative. Four, the evidence indicating that the economic effects of the proposed boundary change would be negative for MISD and it fails to meet the ratio test outlined by statute 37.0135 would cause McGomery ISD to take on substantial debt. Five, the proposed annexation of McGomery TRA section 4 would not be in the best interest of McGomery ISD to the likely negative associated economic effects and uncertainty regarding how the debt would be paid to Conor ISD. Six, the evidence
presented as to the educational interest of the current students residing or future students expected to reside in McGomery Trey section 4 and as to the social, economic, and educational effects of the proposed boundary change is insufficient to justify detachment from Connor ISD and annexation to McGomery ISD. The board unanimously adopted a resolution to disapprove the detachment and annexation petition. It is important to note that the board approached the decision with great care and seriousness and ultimately voted decline voted to decline the petition due to the lack of clarity and certainty regarding the financial impact the proposed boundary change would impose on the district. Next, the board unanimously adopted the consent agenda which included the following items. Approval of the minutes from the January 20th 2020 2026 special meeting January 2026 regular meeting in February 3rd
0042026 special meeting as presented. Approval of the January financial report as presented. Approval of the monthly monthly library materials list as presented. Approval of the mutual aid agreement between McGomery County law enforcement pursuit to House Bill 33 and the 89th regular legislative session in McGomery County law enforcement memorial and understanding as presented. Next, the board declined to adopt the resolution and policy establishing establishing a designated daily period of prayer and reading of religious text under Texas Education Code 25.0823. The board also approached this matter very seriously and determined that there are already appropriate opportunities for students and staff to engage in prayer or the reading of religious text at school such as during moments of silence or at studentled events for clubs and organizations like Bible clubs and fellowship of Christian athletes. Students and staff
also hold continuously protected rights in this regard. While the board appreciates the legislaturator attention to this issue, we concluded that implementing a designated daily period would create an undue administrative burden and it is not necessary at this time. The action is also consistent with the feedback Dr. Ruffin received from members of our community, including faithful faith leaders. Lastly, the board approved the guaranteed maximum price for the administration office space buildout at the McGomery ISD career and technical education center without alternates as presented. The board adopted the guaranteed maximum price for administration office space buildout and agreed that this represents a physically responsible and forwardinking decision. Construction will begin this summer and the next move uh next fall will allow the district to utilize this space um at the CTE center effectively realizing the estimated annual
operational savings of approximately 90,000 and preserve over 2 million in bond funds for other campus improvements and achieve additional savings and custodial costs. The new office space at the den is designed to be flexible, allowing the area to eventually be repurposed for construct instructional and classroom use as CTE programs continue to expand. The restatement of action items adopted at the February 17th um is to ensure clarity and transparency. Thank you.
