I want to start with recognition. >> Oh, here it goes. >> You got it. [cough] >> We'll do our employee recognition. And we will start with our elementary teacher of the month for Jan. Well, let's back up. Let's back up first. Sorry. We'll go ahead and back up to December. She was not able to be here in December. So, if we could have Miss Nuel Parker to come forward. She was our elementary teacher of the month
for December. So, we want to honor her here tonight. Says, "Our spotlight teacher for December is a long-standing Mount Vernon elementary teacher. Muel Parker has devoted many years of her educational career to Mount Vernon ISD. She has taught prek and second grade where she continually makes a lasting impact on her students. Miss Parker can always be found with a smile on her face throughout any circumstance. Her calm demeanor brings a calmness to her classroom that comforts her students and creates a safe learning environment. She is willing to meet the diverse needs of her students and welcomes any challenge with an open heart and a smile. Her willingness to help the greater cause is always appreciated. Students had to say the following about Miss Parker. She is very respectful and very nice to all of us.
She works hard to teach us. She's exciting and she does good work in her classroom and teaches us manners like yes ma'am and no ma'am. She is the best. Sometimes we aren't doing the right thing, but she teaches us how to be good and to do the right thing and she helps us to learn. And she has taught us about shapes, multiplication, counting coins, and math games. When we come to school, she says good morning and smiles. She is the best teacher and we love her. We are thankful for Miss Parker's commitment to Mount Vernon Elementary School and for the difference she makes on our campus. So, our December Elementary staff member of the month, Miss Nuel Parker, [applause] >> right? To celebrate. >> Okay, >> very good. You want to say anything? Um, look,
first we appreciate all that you do. Uh, my board members, I thank y'all. Um, it's just an honor. I love what I do. The kids mean the world to me. Thank you. >> Very good. >> Thank you. [applause] >> Okay, now we're going to move to our January elementary teacher of the month. Miss uh Maria Rea [applause] says, "Our spotlight teacher for January is Maria Raina. Miss Rea has taught both pre-K and kindergarten at Mount Vernon Elementary School for several years. Miss Raina provides structure, consistency, and high expectations for her kindergarten students each day. From the moment she enters the classroom, routines and procedures are clearly established and consistently reinforced, creating a safe, predictable learning environment where young learners are able to thrive. Her classroom is a true family where students take care of each
other. Students know what is expected of them academically and behaviorally. Students are engaged, focused, and eager to participate. Her classroom serves as a strong example of how high expectations paired with consistency and care lead to academic growth and social emotional development. She is a true asset to MBEES and a model of effective kindergarten instruction. Miss Rain is a true blessing to us all. Congratulations. [applause] >> Very good. Any words? >> Um, thank you. Thank you for all you do. >> We appreciate you. >> Thank you. Next we will have our middle school teacher of the month, Miss Kristen Woreram. [applause] >> Congratulations. >> Since Miss Woreram doesn't simply manage paperwork or schedule, she builds bridges between academics and well-being. She coordinates with teachers to align individualized education plan goals with daily instruction, ensuring accommodations are
implemented effectively and data is used to guide decisions. She designs and facilitates social emotional learning opportunities and supports small group interventions in classrooms. Her presence signals [clears throat] to students and staff that their voices matter. where the student is seeking strategies to stay organized, a teacher needs a quieter space to check in with a student, or a parent wants to discuss progress. The result is a more inclusive climate where students feel seen, valued, and capable of growth. Miss Worerom exemplifies what it means to be a dedicated educator and a collaborative leader. Her work embodies the principles we strive for, rigorous support that is compassionate, data informed decisions that are supportive, and a school culture where every member, student, family, and staff feels heard and valued. Middle School teacher of the month, Miss Christ. [applause] >>
Any words? You want to say anything? >> Uh, special ed is hard. So, thank you all for letting me be your special ed person. [laughter] >> Glad to have you. >> Thank you. >> All right. Next, if we're gonna honor our high school teacher of the month, Coach Harrison Haney, if you'll come forward, please, sir. [applause] Since Coach Haney has been a great addition to the team here at Mount Vernon High School, he has quickly proven to be one of the most effective and reliable staff members at our school. In just his first year serving as a special education teacher, Coach Haney has excelled in his role. Harrison maintains regular constructive conversations with colleagues about students IEP goals and carefully inputs progress monitoring data from teachers into our system. He reliably attends to all inclusion
minutes and has adjusted multiple times to schedule changes and additional class assignments while still meeting requirements for every student. He tracks minutes and data for many special education students, some across multiple classes, maintaining accurate records and clear communication. His attention to detail, flexibility, and student centered approach have made a noticeable difference for students and staff alike. Teachers love having Coach Hane in their class as the inclusion teacher because of how he easy he is to work with and how good he is with students. He never hesitates to go above and beyond or help out when needed. Mount Vernon High School is fortunate to have Coach Haney as part of our school and he is very worthy to be recognized as teacher of the month. Congratulations. Thanks. [applause] want to say anything? >> Uh, uh, coming
in with the slew of coaches and new employees this summer, uh, have cannot go any better. Uh, it's my first year here and I'm I'm loving it. I love coaching your kids. I love teaching your kids and all that and thank you for everything you do as well. >> We're glad you're here. Thanks, coach. [applause] Next, our campus support of the month for the month of January. Miss Cheryl MCCERTIE [applause] >> SAYS, "Miss McCertie is a oneperson safety net who coordinates care, comfort, continuity for both staff and students. She jumps into action to keep our daily functions in check from opening doors and coordinating resources to guiding you faces with warmth. She builds bridges between departments so information flows quickly and accurately in a school day filled with unpredictability, meeting changes, supply puzzles, or a
student needing a calm presence. She remains the steady center. In short, she is a oneperson safety who coordinates care, comfort, and continuity for both staff and students. At the heart of her work is empathy, recognizing the needs of others and meeting them with respect and patients. There's reliability, being where she's needed, on time, and prepared. There's adaptability, juggling competing demands and finding workable paths forward when plans change. She demonstrates that a strong support system can exist within within one dedicated person and that her impact ripples through classrooms, offices, and hallways alike. Sport staff of the month, Miss Cheryl McCertie. [applause] >> Very good. Want to say anything? Thank you. >> Thank you'all for allowing me to take care of our students and staff at the middle school. I appreciate it. We appreciate you and all
that you do. [cough and clears throat] [snorts] >> Miss Lindsay Rogers. See her. Miss Rogers is um we we honored her last month as cafeteria support of the month. We were going to do it again this month and so maybe we will follow up in February. We'll save hers again till then as well. All right. Next, we will do our custodial recognition of the month. So, if I could have the Mr. Billy Fountain come forward. [applause] [applause] >> This is what it says about Mr. Billy. >> Says we true all true [laughter] >> says we want to recognize and thank Billy Fountain for his outstanding service and dedication as a supervisor for our custodial team. Billy plays an essential role in maintaining safe, clean, and welcoming facilities for our students, staff, and visitors. His work
often takes place behind the scenes, but his impact is felt every day. Billy takes great pride in his responsibilities and consistently goes above and beyond expectations. Whether addressing routine cleaning needs, responding quickly to unexpected issues, or assisting staff and students, he approaches every task with professionalism and a positive attitude. His willingness to help wherever needed reflects a deep commitment to the organization and to those he serves. We also appreciate Billy's dependability and flexibility. He is someone his colleagues can count on and his contributions help create a supportive and efficient work environment for everyone. Students past and present still talk about Billy and his unwavering daily positive attitude. Thank you, Billy. [applause] >> Congratulations. [cheering] >> Very good. Anything you want to say? >> Yeah, I'm going to break the code. I want to thank God
first. Thank mom, thank Miss McCulla, and uh thank the school board. Thank I got a great staff that work works on me and I appreciate everything they do. Other than that, last but not least, I want to thank Mr. Bobby Thompson. Great boss, man. >> Very good. Thank you, Mr. [applause] Bill. Our uh the bus driver recognition. Of course, we're our bus drivers are still driving the bus right now, but this month would be Miss Deanna Strand. Says, "We'd like to take a moment to formally recognize Miss Strand for her outstanding service [clears throat] and dedication as a bus driver. She plays a vital role in the daily operations of our organization. She is often one of the first and last individuals our students and families interact with each day, and she consistently represents our
district with professionalism, care, and reliability. Her commitment goes well beyond transporting passions from one location to another. She helps create a safe, welcome, and dependable environment for everyone on her route. So, we'll be sure we get her back to her as well. And our maintenance employee for this month is Mr. Mitch Carney, who's not able to be here tonight as well, but it says, "Mitch plays a vital role in ensuring that our facilities, equipment, and systems operate safely and efficiently. His work directly supports the daily functioning our of our organization, helps provide a safe, comfortable, and well-maintained environment for our students, staff, and visitors. He's known for a strong work ethic, technical skill, and dependable approach to his responsibilities. Whether performing routine maintenance, addressing urgent repair needs, or assisting with larger projects, he consistently approaches
his work with professionalism and attention to detail. His problem solving abilities and willingness to go the extra mile make him a valuable member of the team. We also appreciate Mitch's flexibility and responsiveness, his readiness to step in when issues arise, and his commitment to resolving concerns promptly help minimize disruptions, ensure smooth operations across our facilities. So, we'll be sure and get Mitch his plaque as well. So, if those who are here tonight, if you come back up here, we'll get a group picture. >> Yep. Y'all come up here. Come on in here. Yeah. Come. >> All right. >> [snorts] >> That's a little better. I can't see. [clears throat] [laughter] >> Very good. Congratulations y'all. Thank y'all so much, coach. Thank you. >> [laughter] >> Thank you guys. >> Thank y'all so much. [clears throat]
All right. So, we'll start with information item A, our 2025 audit report. >> We put you right up front as we could. I know you got a roll to hit. I've only got three of these to do tonight. >> Wow. >> So, uh, let me take time hand these little things out here and just Start off by saying I appreciate the opportunity to be here tonight. Try to get through this pretty quickly. >> Thank you. Couple years ago, I kind of started this and I think everybody kind of likes it. So, uh, I will tell you that this is just kind of a cheat sheet to kind of go through the 70 some odd pages that are there and it just kind of hits the high points, but >> I expect them to read it
all. [laughter] >> Read it all. I don't >> Are you Are you going to quiz us later? >> But, uh, try to go through this. Not going to try to read it to you because y'all can read the steps. But I will uh kind of hit the high points and let you know that [cough and laughter] you [clears throat] know the the one thing that that uh [snorts] tends to uh the financial statements are your financial statements. Our responsibility as auditors is issue the opinion that's on there. So, we help the district put the numbers together and everything, but uh our responsibility really is the the first three letters in the report. And at the top of our sheet here, we talk about them. Uh financial statements have what's called an unmodified report. It's the
best report you can receive. And then there's two reports on internal control and uh compliance. Both of those best you can receive, no findings uh as far as compliance concerned. and no identified internal control weaknesses. So, uh overall best thing you can do. Then from there you get into the report itself. Uh you know there's two sets of financial statements. The governmentwide financial statements and the fund financial statements. Uh the governmentwide's net position is a little over $20 million as of the end of the year. Uh you ask what is net position? Basically if you took all your assets and sold them, use that cash to pay off all your liabilities. that's what you'd have left over. Um, so anyway, [snorts] uh, for the current year, uh, there was an increase in that that net
position by 3.6 million. Our total revenue is a little over $29 million. It's it's uncanny at how close that was to last year's number. I couldn't believe it that uh I think it's less than $500 difference between this year and last year, which is amazing to me. Um property tax is 64% of your total revenues. Uh the collection rate a little over 100%. Uh there's some collections, some back things and some roll forwards and things that go in there. So so it can be over 100%. Uh total expenses at 20 just a little bit under $26 million which was a decrease of 1.3% over the last year. Uh, everybody's trying to put the put the screws to those things, try to kind of keep everything under control. Uh, and then the instructional functional categories, 47%.
Uh, we're in the instruction business, so that's what we would hope to see. Then you get into the finan the fund financial statements, uh, cash and investments, almost $36 million at the end of the year. Uh, the state owes the district a little over a million dollars. that's for attendance, uh, settle up and whatnot. Uh, liabilities at $2.2 million. 923,000 of that's acred wages. So, that gives your general fund an unassigned fund balance of 4.7, but that 4.7 is a part of the 6.7 total fund balance. Uh, y'all got some commitments and some things y'all done through the past that are that are out there that that shows that. Uh the other equity a little over $28 million. 24 million of that is uh what's remaining on the bond program and the construction. Uh general
fund revenue is a little over $19 million. Uh general fund expenditures right at $20 million. So the general fund actually had a decrease in fund balance about $925,000 this year. [snorts] Then from there I'm going to kind of skip over the outstanding debt. a little over $75 million. That's a decrease a little about 3.1 million for the year. [clears throat] Um budgetary schedules, there were no functional categories over budget, which is excellent. Uh the uncollected property taxes and $725,000. That's a decrease. Uh y'all are only one of two school districts that I've delivered at this point that had a decrease in their actual property delinquent property tax roles. So, uh tax collector must be doing a good job out there. or y'all are doing a great job because people want to pay their taxes. I
don't know. >> And then federal grants, we received $1.8 million for programs here in the district. Uh that's a decrease of 322,000 from the prior year. Uh kind of anticipate that those those funds will continue to kind of trickle down. uh all the pandemic programs are gone now and u with the uncertainty with I don't want to say in the White House or Congress whatever you want to call it uh this past year you know they put a hold on all federal programs and stuff so just kind of an uncertain certain area out there so just be aware of that and that's it pretty quick anybody got any questions be happy to answer anything that you might have question about Thank you. >> Appreciate the one sheeter keeping it concise for us. Helpful. >> Well,
you know, it took me 35 years, [laughter] >> but uh but as always, we appreciate the opportunity. Want to thank of course Dr. McCulla. kind of it took us a long while to find where they were for a while there, but uh but based on looking around the district and things look like they're they're really improving and moving along. So, that's a great thing. Of course, thank Craig and the rest of the staff. We appreciate their time and helping us get the numbers together. As always, I'll just leave you. If you have any questions, feel free to give us a call. Be more than happy to come back, explain anything. >> Thank you very much. I appreciate the work you did. >> Thank you. Thank you. We'll move on to our information item B. Our
enrollment totals. >> Yeah, [clears throat] >> enrollment totals as of January 6 were 1523. Um, so that's where we stand. Um, 621 elementary, 450 in middle school, and 452 in high school. and then our campus department updates. [clears throat] Okay, so since we last visited, we've had Christmas parties. We've had some student awards. We recognized all of our UIL participants and those that won awards. We had a staff party where all of our I think we had 90 people there, 85 people that came and we fed them Mexican food and everybody got a gift and a a gift card. So, it was a fun time. We had our first uh semester tiger fiesta where the kids used their dojo points and they went over to the church and played games and had a good time.
The high school interact club actually came and helped run those games which was really fun. And it's exciting because our kindergarteners are starting to read always. It's like the chickens are hatching, you know, it's [laughter] so exciting. They're reading and so we are really celebrating our babies down there in kindergarten. So we're seeing lots of good progress. We're having our second round of MTSS meetings this week, making sure that kids are getting the interventions that they need or they're received their interventions and they no longer need it and they can go back down to um tier two or tier one. So that's an exciting time for us. So, that's all the updates we have. I just want to thank each one of you for all you do and for supporting our campus the way you
do and our kids. We very much appreciate it. And our gift was the the purple long sleeve for the females and the the boys got a great t-shirt. It was in the brown bag. >> Thank you very [clears throat] much. >> Thank you, Miss George. [snorts] >> Here you are. Hi again. [laughter] Yeah. >> Um, so similar to elementary, we finished up uh last semester with student awards. Our fifth graders um won the movie field trip last six or last semester, so they were excited about that. Um really the main update I have for y'all is we are doing a campus fundraiser. Um we are doing um a blanket fundraiser. So, I know y'all just got a blanket from the high school, but if you need another one, um I'm sure Mo Butler will be
happy to sell you one because of course there's a competition component with that because who doesn't love competition and prizes. So, um the middle school did the cooler bags for y'all. So, um and again, I want to echo what Miss George said. So, I appreciate y'all and I appreciate the time, the effort, the sleepless nights, the prayers, all the things that I know y'all endure. Um, I appreciate it as an educator, but also as a parent. Um, there's nowhere else I'd rather my kids be, and y'all are a huge part of that. So, thank you'all for all you do. >> Thank you. >> Okay. >> What's that? >> Kind words. >> If I can beat that. >> I'll try. >> All right. Just a few things from the high school um that that I want
to note today. Um, last time I talked a little bit about the RIA selections and the Rotary has come back and they have announced the winners of that and uh they are the girls [clears throat] are Kate Jordan, Rachel Stevens and Brie Walker and the boys Kyle Elmore, Dylan Honeyut and Dex Patrick who was here but he stepped out but really big honor for them and um and I know that camp is coming up sometime soon that leadership camp so congrats to them. Um we're going to be hosting coming up in early February a school day ACT. We've got 62 juniors signed up to take that this year. That's that's free school day act. That's free for them. So that's really good participation, much more than we've had in the last few years. Our EAF
grant committee is already working on the third annual CCMR expo. Uh that's going to be coming up in early March. And if you've been a part of the last couple years, you know that's been a that's been a really big deal and a wellreceived. So that's going to be third year running on that. Let's see. band had their all region or they had their contest and they have selected all we have four students that are on the all region band this year and that concert's coming up this Friday or Saturday [cough] I think at Pleasant Grove in Texas. So Hinsley Bllelock, Paul Bentley, Addison Pointer and Claire Hart are part of the all region band. So a huge honor for them. our DECA students. We took 18 students to a DECA competition [clears throat] last
last week and we had and 12 of those 18 have advanced to the state competition in February. So, Mr. Gardner, who's new this year, [cough] really taking that taken that bull by the horn and he's doing a good job and and they got a lot going on there. So, we'll have I don't have all the individual names, but 12 of them will be advancing the state competition coming up soon. So, that's the updates I have for you. And as far as the gifts go, yes, the blanket there is from the Mount Warner Designs class and the purple bag had some things in as well from the high school. So, we certainly appreciate everything that you guys do. Let's keep going. Springtime. >> So, we'll get we'll do that just a second. Let's get through these
here first. So, board trustee packets. Jessica, do you want to say something about that? They're ready to go and can pick up in my office um Wednesday, beginning Wednesday, January 14th, and they have to be turned in by February 13th at 5 o'clock. That's a Friday. >> Three positions, three places positions. Uh Josh, Kyle, and Linda. >> There you go. Uh construction update. Um Lou is got the flu and Dustin could not be here as well. So, I'll try to go through just a little bit. As you see, they've still got they're they've got lots going on. Um admin building, uh they're putting finishing touches up on the inside there. We've got furniture arriving >> when next Monday. >> Next Monday. Um so we will be moving back into admin shortly thereafter. Should be by
the first of the month for sure. uh the entrance the front part still won't be released to us yet because they're still using all that and kind of part laid down and still work going on out there. So, we'll still have to come in through the middle school, but we will be back in our um in the administration building, not our regular offices because it's all changed in there. And um so I encourage you to once once we get there for y'all to come by and take a look and see what that looks like as well. cafeteria is coming along. As you see, they're brick. They're bricking the outside of that, working on roof, uh getting kitchen going in through there. Miss Heather and I took a walk through so she could kind of see
and start thinking and planning ahead for that as well this past week. Um fine arts building is still going and a they have got back to start once they got all the able to get their brick layers kind of back in. They started laying brick again today. Um, [clears throat] so we should we are we will we will not have any of those buildings I don't think before school is out. Um, which again with school I I think that's still going to be okay. Uh, we should have all three of those buildings ready uh to start school this next school year is what they're telling us. Uh, the only thing we might not have is what they're talking about is uh Dustin said he still might need this entrance right here as they're going to
be renovating these offices. Uh his plan would be as soon as school is out uh plan as of today, the the very next day after school is out to begin the demo of the current dining hall in these offices. Um and then as soon as the demo is done to focus everything on having the library media center done so that they're not having to work in two spots and work across a hallway. And so his plan is if if he will push everybody that he has to be finished with this by the time school starts in August so that they'll just be having to finish up these offices right here on the on the renovation. So everything should be done probably still entrances when schools start could still be coming in the back like what
we're having to do right now. Uh but they're going they're again they're working quickly. Again their contract says that they'll be finished by uh December of next year. [clears throat] Um, and I think that they're going to they're going to hit that mark. So, best I can give you on that. You know, our walkway is open now. So, we've got that. Um, we will um we'll surplus sale if you're interested in a slightly dinged up uh carport cover. Those have of course been disassembled. And [laughter] so, uh, we will need to do something with those. Um, I know the tall one, uh, the real tall one, we're going to keep for transportation to put the transportation yard. Um, smaller [clears throat] ones again, I think they're >> what, Craig? We got to think about 16
foot tall probably. And I think because they're pretty long, they're about 32 foot long. >> 30 foot long. >> Yeah, I think they come 30 30 foot 30 32 foot section. Anyway, so we'll here in the next I'm not going to give you a date, month or two or something, we'll we'll put something out there for um I guess for people to bid on of what they would like to give for one and we'll see how it goes. So kind of what we're looking at do with that. Um but the walkway open has been I think it's been good. Agree, Mr. Glover? >> Yes, sir. >> Very nice. So, like I said, I think again our our folks and students and staff and parents again have been very very accommodating and flexible, which has been
very good as we're working through this process and um moving forward to the to the final stretch. So, excited about that. >> Yeah, we're getting there. We are getting there. >> All right. >> So, let me Madam President, if you don't mind if I could back up. Let's do one more recognition. Um, if I can back up. So, let us honor our cafeteria. >> I [snorts] got locked out. >> Okay. >> Well, Miss Lindsay, if you'd come forward, please. >> I forgot about it [clears throat] today, so you're good. You're such good. This is Miss Lindsay Rogers. And it says, "Lindsay Rogers has shown outstanding dedication to keeping our cafeteria running smoothly every single day. From greeting students with a smile to preparing meals with care to making sure everyone feels welcome, your hard work
and positive attitude makes a big difference in our school community. Thank you for everything you do to help our cafeteria be a friendly, organized, and delicious place to eat. Cafeteria worker of the month, Miss Lindsay Rogers. [applause] [cough] >> Very good. Any words you want to say? I don't like being >> Okay. All right. Well, congratulations. Thank you for all you do. >> Thank you. How are you? >> Don't have anybody signed up as far as public comments. Then we'll move on to our consent agenda. Do I have a motion to approve the consent consent agenda? >> Motion made by Linda, second by Kyle. All four. >> Our action items. Our first one is to consider approval of the independent audit report as presented by Weatherford and Taylor Company. >> Okay. You have any questions?
I know. I mean, Craig might can [snorts] answer, but if not, then >> All right. >> Take it as presented. >> I'll make a motion to approve it. >> All right. Motion made by Donnie. Is there a second? >> Seconded by Josh. All four. 70. >> And then our [clears throat] last action item is to consider and approve procurement of elementary library materials to materials submitted on December 1st. So, these have been posted for the 30 days. Um, Miss George looked over this list. She said these are mostly replacement of books that are needed to be replaced in the in the library. And so, I would um move for the board I recommend the board approve this list. >> Any questions? Okay. >> Do I have a motion to approve the procurement of elementary library
materials as presented? Motion made by Kathy, seconded by Donnie. All four. That's 70. All right. It is now 5:50. We will convene to close session for personnel matters pursuant to Texas Government Code section 551.074 and to address legal concerns, implications, and questions regarding the opposed agenda items pursuant to Texas Government Code section 551.071. All right. is 802 and we are convening back into open session to discuss matters discussed in the close session. Um action item A is uh to consider the superintendent's contract. I'm going to make the motion that we extend Dr. McCulla's contract and um also approve an administrative raise that we also did for our admin uh previously this summer. Do I have a second? >> Second. Oh, we got lots of seconds there by Kyle. All four. That's >> Thank you very
much. Thank you. [cough] >> We appreciate you, Dr. McC. >> Thank you. I appreciate you. Thank you. I appreciate that. >> And then, uh, do we have any other contracts? >> We have no other. >> Yes. >> Yeah, we're getting there. Yeah. Yeah. No, no professional contracts. No, ma'am. >> Okay. And then, uh, resignations to acknowledge. >> Yes, ma'am. We have two. Holly Fulton from our elementary pings clerk and Kimberly Bernal who's a middle school sped aid and both of those positions have been posted and I know both campuses are have been working through interviews for those. >> Any further questions? >> No ma'am. >> It is 8:03. This meeting is adjourned.
