002continuing education of board members. Uh good afternoon Mr. Board President, members of the board, community members. As part of Texas policy, every year we have to read the uh board member hours before an election. This year we did not have an election, so we still have all the summer to complete our hours. I added the summary there as part of the packet. It has your name and then the hours that you have completed. The ones that are empty obviously that those are the hours that are needed. The hours are divided by local district orientation which everyone has completed that training. Then we have the intro to tech. That one has been completed by everyone as well. We have the open government act. that part that section has been completed by everyone. We have the cyber

003security that one is one hour. I believe Mr. Pacina sent a link. If you did not receive it, we'll uh send it again this week. It's it's a between 45 minutes and 1 hour. That one is online. You can complete that one right away. Then we have the uh post legislative update to tech. Uh we have some that have not completed this one. Again, uh we're we're going to have the summer to complete some of the hours. We have child abuse prevention, that's one hour. Evaluation and improvement, student outcomes, that is three hours. Team building, that one we had the training back in December. Everyone has completed that one. Then we have school safety. And the last one is additional education. The ones that are pending, we just need to go back and make sure

004that you have completed 10 hours because for the new board members, you have to complete within the year 10 extra hours of education. Uh the res that have been here already for more than a year, you just needed five. So, uh you have completed that one as well. We have a training coming up this week in San Antonio and then next week in Fourth W, Texas. I'm going to pass out the information. This one is the summer leadership institute and it has a description of every class that they'll be providing in San Antonio and fourth court. If any of you will be attending the training, you can start planning uh which sessions are needed for your hours. I checked it yesterday and all of them are here. So if you're missing something, my suggestion will

005be take that specific class that you need uh because this institute will have every single section covered. Again, this week is San Antonio from June 10 to the 13 and then next week we have Fourth Worth from June 17 to June 20th. I'll be contacting you uh throughout the next weeks just to let you know, you know what, we have this one online. You you can go to region one for this one. Um, I would like to go ahead and just start by thanking uh the parents and students for attending today. Uh, I understand, you know, we're in summer mode, so there's a lot of activities um and vacation. So, we do appreciate you being here. Uh I do want to thank the school board uh and superintendent Coronado uh for uh recognizing the top AR class and uh I do want to extend a thank you to Miss Coronado also for uh helping to uh implement a lot of the new uh AR initiatives that we have. Um I just want to say really quickly uh when I think of

007AR I think of like the today a reader, tomorrow a leader quote. um and just how these students very much are are our future leaders here in Progresso. So, it's great to see them um taking the reigns and doing uh really extraordinary things. Um because again, reading is incredibly important in all aspects of life. Um so, it's very great to see all the things that they've done. Um I do want to go ahead and just um uh just highlight some of the things that the teachers have been doing. Uh so like for example uh Miss Loris's class at Pek um she's read over or her class has read over 2,000 books already just for the school year. Um and they've read 1.4 million words um at the elementary with Miss Garza. Um she didn't let

008any other teacher win. She like won every six weeks. So she did amazing. Um they read over 3,000 books and uh 3.8 million words. Um, and then Miss Guzman, uh, at DTMS, they've read four million words, um, and close to 400 books or 300 books. And then Miss Terry at the high school, she read 3.8 million words. Um, so just to put that in pers to perspective, um, just within four classes, that's 12 million words and almost 6,000 books. And again, a lot of classes that we had, they were neck andneck. So these are just the top ones. So, I mean, um, I would definitely, um, challenge anyone who says that, um, Progresso doesn't have kids that read, because we definitely do. So, um, I Yeah, let's go ahead and start with Miss Is Miss

013our principles can all attest to that. Um we've done it the past two years. So this is a two-year one-year automatic renewal next year. So we won't have to get it approved till the next year if you approve it now. This allows us to do a partnership for bridge services with uh Texas Tropical. So all our kiddos, we can refer students who might need it and any student who does already qualify for services, their social workers allowed to come to the schools anytime we have a crisis. Sometimes our kiddos can't make it to the the center in Waco. So we allow them to come in and provide the sessions here or like we said in a crisis they're on call. So it's a very good program to help us provide that mental health supports for

014our kiddos. And like I said, they also accept referrals. So um if any of the principles or parents come to us, we can make the referral. They do the evaluation and um also so we ensure that their regular sessions they're supposed to be getting their parents don't have to do the transportation. So we they they come over here and provide it during the school day >> and that that is free of charge. That's just uh there's no charge for that at all. I know here in the past year there was a few students of ours that got evaluated. >> Uh the protocol for that who comes up with it does do we do or do they and then we >> for eligibility purposes um Texas Tropical does the eligibility purposes? We we students that are

015already eligible. We can make a referral. Parents can go to the center or we can have them come in here. They determine eligibility. Um but we can refer any child that we feel might need it. And so I guess that's that's where I'm leading towards the the protocol within our district to determine whether the student is needed is do we have like a written protocol? >> We don't have it written, but what we usually do is we call PD and PD is the one that calls Tropical >> on a crisis for that. But like let's just say we had a kiddo who went through a real hard time. We can also contact them to see if we like a referral to see if they qualify for like uh social workers or or additional counseling or

016support through them. But in a crisis, we automatically do kind of call. >> We do. We have a protocol. >> So we we have a protocol for that. In a crisis moment, but they also accept evaluations as far as they don't always discover crisis. If a child needed services like long-term, then we could make referrals, but they would determine the the eligibility for the child and the long term. But anytime there's a crisis, yes, they they come automatically to evaluate and say section or not or what else we provide. >> I think what Mr. ask if we have a protocol. >> We do have a protocol for any kind of crisis. So, there's several services. I I have it there on the list that they provide uh various different types of services even for the families. So that is one of the many services that they provide uh free of charge to the district. >> So counselors do have because I know I was a counselor here for six years. So we do there's a protocol that we have to follow if there's a crisis. Right. >> Correct. >> There's steps that we follow and then determining on on the answers that the student gives and that the parent gives because now the parents also have you know

018they have to be involved in the process. Then we the counselor determines if to call tropical or the parent also has uh the ability to take the student over there if if it's required. Right. >> That's a very good point. Yes, parents are involved as well in the process. and contact the parents and then also Tropic will offer services like let's say there was a a death in the family then the counselors know depending they can try to provide services or if the parents already want them to receive uh services from an outside counselor then this is one of the one of the providers that can provide the counseling service and come and and provide the service on campus and >> correct and there there's various services they provide so as say it's a really

019good program because for sure during a crisis Yes, but also some of our kiddos like like um Miss Gandosa mentioned um a lot of our parents have other or kids go through things even for parents if they can't make the appointments then um work schedules busy no transportation this allows their counselors to come in to the schools and provide the services. So we're opening up our campuses for them to provide any of those services that are available to them. So even if we like you mentioned a kiddo has um a death in the family and they're having a hard time. If maybe our counselors, we we help also. But if they needed additional supports, then we make a referral and then they determine if they qualify for in school or or in their office. But

020it it's just letting our schools open up to them to be able to come provide all those services in in the agreement. >> And they were very active this this year. In fact, they came to our district to present to the parents to just do formal presentations to them >> uh in in a very general way. So, Tropical has been very good to us. >> And do I don't recall if we work with uh the other agencies that provide services on campus. Maybe that's we need to create a list. I can't recall because it's been a while. It's been a couple of years for me, but I know now in the place that I work at, uh, we do have a list. That way, the counselors know like these are all the people that can

021provide services on campus like students with emotional disturbance, students with behavior issues, students with ADHD that need additional uh support, right? That the counselors can come and provide that support. So, that's something to look into because um depending on what law it goes through because I'm be honest, if we do that through IDA, then we we we could also >> we may be responsible for payment towards them because usually our staff should be able to provide those type of services. If you're meaning like does an ABA uh BCBA or does another type of counselor come in? >> No, but I think I think what Miss Scandinos is referring to is we do have a list with region one. We have >> region one does come in, but I'm saying a private >> county as well.

022>> Correct. So we have free resources that they could come in, but if it became where we had to bring in a different type of provider, we need some kind of agreement. These are free services to like they don't bill for that kind of service for us. So it's a free service, but we could get a list. Yeah, because I know that we do that over there like if the parent wants a particular type of counseling because I know the the school counselor has short-term counseling and I know the sped counselor does provide you know some sort of support but it's it's not like on a mostly not on a weekly basis and I know that do allow other agencies like tropical and then uh other agencies that are private or that they accept you

023know the the parents insurance that would be also a good a good option for parents if they wish to do that, right? >> And we can look into that one. This is just just the purpose. There's some different confidential, but we could look into that definitely. >> On the tropical um do they give you a list of all the counselors and their numbers and all that? >> And if we do accept renew this, do they are have they done that in the past? >> They do have a really good open communication too with our principles. If the principal has an emergency, especially the kids that are already approved, we know who their counselors are. >> What I mean the counselors that are coming from TR. >> Yes, ma'am. They have a a list of counselors

024that come with their numbers and who ser you know because sometimes there's some counselors that up to date with the ones that are coming from tropical. Do you keep track or do they keep track? >> So each student has a specific licensed social worker assigned to them. So that's what I'm saying. They have the direct numbers to our principles and counselors. So that way if there's a crisis or a need, they can call them directly once they're assigned. It's the same counselor that comes to see the child all the time or in if they ever have a crisis or a time of need. So, they do have each other's cell phones. Um, and and the counselors have it. Uh the district went out for RFP for architect and engineer. I'm happy to inform that we informed that we did receive seven proposals. Uh six proposals. One of them was not accepted because it was

027sent via email. But overall we we received six qualified proposals. The top three candidates or companies Alpha, Reich and Falcon Construction. Basically what they have is uh all all construction services architect, engineer, civil, electrical, MP and structural engineer and they al also have the capability of doing uh construction manager as well. The members of the committees were uh Miss Beta Gilad high school principal Santo Salvado elementary principal and Mr. Armando Lopez uh fix from here. What uh basically the next step is for for the board to decide uh the top vendors and then authorize the superintendent to to uh negotiate a fee. >> It's important to note that whoever we choose will be taking care of whatever projects we have in the future. We don't have anything yet as of right now, but it's I

028guess a smart move to have the engineers ready. If we decide to uh come up with a project, they will take care of designing the project. They will be the project managers. Uh if you decide to go with more than one, then once we decide to go out for that specific project, we can take it to them and we can negotiate with them. Yes. And they can give us proposals and then we bring it to you. You don't have to stick with one only. You can choose from the list. You can choose the top three. You can choose all of them if you want. Again, but within this uh group of engineers, we're going to choose who's going to take care of our projects. Does that make sense? >> So, we're going to choose three

Uh, we're your financial advisors here. Proud to serve you all. Uh, but first of all, you know, um, I know we couldn't proceed forward a couple weeks ago and and our condolences to the community of Progresso and and and everyone here and their families and friends. So um our heart goes to you all and our prayers to all as well. But during the meantime uh what we wanted to present uh was the results of the bid that we put out for maintenance tax notes uh for different projects. So what we put out as a

034term sheet out there is for general renovations of the district. I know you have specific projects that you want to complete, specifically the A uh farm building, but um these uh proceeds could be utilized for any type of renovation throughout the district if um if you do have any type of e excess proceeds um beyond what is needed for the ACT farm. We did get two bids uh one from AMA and one from Lonear. Um and my colleague here um Jose Silva works with us here and he was able to put this tabulation for us. Um so the lowest interest rate was at a 426. Um as you know what we had indicated that's because of the whole Iran conflict we had a five and a quarter uh we had previous previously shown. Um so

035that's about an average debt service of about 235,000 a year. Um I want to thank you know uh Juan and your superintendent for providing a lot of information. These banks is just like any of us trying to get a loan. They want to know our financials. They want to know what we're doing. And then when they see deficits, I mean, they want to know what what type of course of action you're taking to correct that and to proceed forward and essentially uh to pay off this note. Uh for them to provide bids is because they feel comfortable in the position that that you're in currently and the and the route you're taking um as far as corrective measures are concerned to try to reduce some of these expenditures. Um so our recommendation would be to

036proceed forward u if the district wishes to and the board wishes to with amity at a 426 interest rate. that's fixed for 10 years and then it does go to a var variable rate on February 15 of 2036. Now at that time this is callable at any time. So that means you could prepay if you wanted six months from now, a year from now whenever we want to prepay this loan without any penalty. We'll just pay the interest up to that date. um if interest rates do come down next year, like say they come down to 3%. We could do like a refinancing and then we could fix the rate for the whole thing at that point of time. So even though it's variable towards the back end, uh we still have the option and

037flexibility um to proceed with a fixed rate once and not have to go into a variable rate at all. U but that's that's what that uh bid is consisting of. And if you proceed, we've been working with bond counsel, uh, with bank counsel, um, and other individuals. And to proceed forward, we submitted documents already to attorney general for pre-approval, but we will be able to close this up June 17th. AMG is only allowing us until June 17th to hold on to that rate. So, if we were not to proceed at this moment in time, they wouldn't they wouldn't hold on to that rate anymore. 038the attorney firm just to see what the update is. Uh I signed the papers. I submitted everything to the attorney general's office. Uh but we haven't had any any update yet. I can also add, Mr. Pettis, you're not going to see anything of that anytime soon of any substance rely on. Claims are going to take anywhere between eight months to 18 months before you actually start seeing any substantive you can rely on to make uh you all just submitted the letter. So that that and the insurance being here, you're still a good six to eight months. >> What do you guys think? I'm for it. >> I'm still against the using doing a loan for all this information. 039it'll be gone. So it's either the egg farm or do maintenance here and here and here and here and here because the egg farm is going to be a lot more than that I anticipated. But if we let it go for more years more something that needs to fix auditorium that they never fix it can add up. >> And just just to add approving approving this this loan here this this term again the term it it was it was broad it was uh so renovations for any district right projects. So on our term sheet, I mean individually here on the board, you could use it with you could I mean you you decide uh 6 months or two months from now how you want to proceed forward uh you know 100% with the act on

So by the next meeting I think when you have your tax rate in your budget we're going to have those resolutions and that kind of uh finality on the issue per se. Um it looks like everything don't hold me to it is in order for purposes of qualifying for them. But I don't want to overcommit tonight and tell you that it's done. I want to make sure that we do our due diligence. But it's important to note that the disaster is helping us right now even with a deficit that we have for $1.4 million.
