001Can you get him? >> We have a public audience. >> Mr. M. >> Good evening. Mark Ma with emergency services district. Uh we're the taxing entity that that taxes uh the area of Progresso and Progresso Lakes all the way up to mile 14. And uh we contract with the city of West Co for EMS service and last year we went out for a a election to raise our rates to 10 cents from 2.4 cents. Uh this year we're coming for another election to raise the rates again to 10 cents. Permission to go to 10 cents. We can't go to 10 cents automatically, but we need permission to go to 10 cents. County has also uh informed us that they are going to do away with subsidies to the municipality fire departments to put out fire
002in the rural areas, which Progresso is a rural area. So with that being said, uh by 2030 they will cease all subsidies. So in other words, you will have no fire protection here in Progresso. So with this 10 cents that we can uh hopefully obtain, we will the emergency services district will take over the contract of the fire from Hagago County and have aou with city west to continue service in progressive. that will also entail uh we will lose amid service as well if we do not get this this u referendum passed and we've already met with one uh private company amidst company and they were willing to give us one ambulance for the whole district. So, we're here to inform you that that it's in best interest that we get the word out and
003let the the taxpayers and the citizens know that if this referendum does not pass, there will be no fire or EMS coverage. So, we're just here to inform you and so you can inform your your voters that and make them understand that that uh what's coming down the pipe. >> Yes. May 3rd is the election. May May 3rd is the election. And we just need you to get the word out and let you let everybody understand that um this is not uh this is a life and death situation. So, please understand if there's a major wreck on on uh right here at 10:15 and 281 and we need extradition from the from the vehicles, Westico is not going to be there. So, it's uh we're in dire straight mode. And mind you, right now if
004you if of course everybody uses $100,000 mark, right, for a home, right now you're paying $26 a year. And by Texas law, we're capped at 10 cents. So that same $100,000 valuation will be $100 a year. And with that $100 $100 uh a year on $100,000 will guarantee fire and EMS service as you're having now but for the rest of the future. So obviously it's up it's up to to everybody to to get the word out and and and tell them what what could happen. Well, what's going to happen if it doesn't pass and >> do y'all have any questions real quick? >> No. So you said elections is are May 2nd? >> May third. >> May 3rd. >> And then they What does our community need to vote for? Yes or no? Or >>
005Well, we need it to pass. We need it to pass because it's not just going to affect it's going to affect everything, including your insurance. I mean, people that will move into town and try to get a mortgage, and if there's no fire coverage, they probably won't get a mortgage. So, you know, insurance is is a uh necessary evil, but uh that's a great possibility. >> What's your rate now? Your current >> 24 or 26. So, on 100,000, you're paying $26 and we're capped by the state at 10 cents. How will it look on the ballot so that we can explain to them? And do we need like a certain number of of people to vote in favor? >> Well, I mean, yeah, we would we would like everybody to vote that that understands what's
006going to happen. And I realize some people don't don't they just dial 911 and they show up, right? If it doesn't pass, you can dial 911 and nobody's going to show up. That's pretty scary. >> So, this is the it's going to be in the election on May, but is it going to be only for ProSo? >> It's for ESG emergency services district, which goes from the bridge. 14 and a half >> from mile two west to >> miles seven Midway Road. >> But I think the the ballot is it going to be separate for progress or is is this going to be for everybody when we go vote the >> everybody in the green area? >> Yes, sir. everybody in the green area >> and we need more votes for than against in order
007for it to pass. >> Well, if it doesn't pass, I've already, you know, it's not going to be pretty. >> It's because it's it was already uh voted for in our city election, but a lot of the community members, they voted against it. I guess they didn't understand or >> they didn't understand >> when when we explained it. I voted for it. >> Right. >> So, I'm hoping that the community will uh understand now the the emergency situation that we have. Well, it's it's not an emergency, but it is we are in dire straits. >> Yeah. >> And >> because just like you set budgets for next year or year after, same thing with the city of West and uh the county threw this on us about last election. We didn't know about this. This
008is this this uh fire is came came after the election. Now, it's even more important. >> Okay. We'll definitely be uh putting the word out there. Hopefully, people will understand that. >> Well, w with y'all's help and your your your constituents that that y'all talk to continuously every day that y'all see every day, it would be it would be great if y'all could pass on the word and make them understand what could happen if it doesn't pass. Thank you so much. Thank you. >> Thank you. >> Anybody else? >> No. All right. We go to item four for the regular board meeting for February 23rd, 2026. Made a motion. >> I need a motion to approve. I make a motion to approve the board minutes on February 23rd. >> Martinez. Motion by Martinez. Second by
009Miss Cost. I motion passes. At this time, we will be 12 26 2027 calendar options. >> Good afternoon, Mr. Board President, members of the board, community members, administration. We attached two options for the 2026 school calendar. The purpose of having this item is to get feedback from you. I already met with the principles. We came up with this idea. I want to get feedback from the board. Within the next two weeks, we're going to be meeting with the uh SBDM committees, parents, students to get feedback from them. And then we're going to vote. We're going to open it up for the community to vote. And then in April during the next meeting, we're going to bring it uh to the board. >> So, we're not sending it to the teachers anymore. >> Yes. Yes. Right
010now, I'm just getting feedback from you so I can get your input. And then within the next two weeks, we're going to be meeting with the SBDM, with the teachers, with students, with parents before we put it out uh to vote. So I'm going to start with calendar A. This one pretty much reflects this year's calendar. So what we did is we took all the input and feedback that we got last year from the community, from the teachers, from the students and we just added to this year's calendar. The main difference will be the early releases days. If you look at November, December, we're adding that Friday as early release because this year we saw uh that our attendance was very bad for those days. I think if we put it as early release is
011going to um help the community members to understand the importance of attendance. They'll bring the students and they'll have an early release. It'll be for November, December, and also in March prior to spring break. Another difference will be Easter. This year we have Easter on April 3rd and 6, which is this coming week. Next year, if you look at March, we're going to have spring break and then Easter will be the following week. This year, because of the feedback that we got from the community and the teachers, we had the Friday and Monday. So, we added the same thing for next year. However, if you look at it again, we're going to have spring break. we come back and then four days back to back. If you look at August, we left it the same
012way with um seven staff development days and it was very important to have the work days for the teachers. So, we left the three work days for the teachers there. Obviously, we have our Super Bowl Monday, February 15th, right after Super Bowl. That was one thing that was important for the teachers this year. We left it the same for next year. Graduation, we have it on a Friday, May 21st, and the last day for teachers will be May 27th. Again, this is just one option. If you want to give us feedback on this calendar, this is a good time. Any questions on option A? Let me present to you option B real quick. And we got option B analyzing different districts. This one mainly has more instructional days for students. So instead of having work
013days, instead of having staff development days, we added more instructional days for the students. Why? And this is just an idea because this would allow us to start um tutoring the second semester. So we would start with instruction right away. We would have our uh beginning of the year testing. we would have uh our interventions early on and then we will focus on uh tutoring for the second semester. That's the way we have it right now. But again, we saw that this year uh we needed more days for instruction. Again, it's just an option. We're going to present it to to uh the committee. We left the early releases days on this calendar as well. Easter will stay the same that Monday and Friday. Now, if the committee decides, no, you know what, back to
014back spring break and Easter is not going to work, then we can probably work on those two days depending on the need of of the district. If we would go with option B, the last day for the teachers will be May 25th, and we put graduation there as well for that date. Last year we presented to the teachers the fall break. You remember that we were going back and forth in October. Uh 90% of the teachers decided, you know what, it's just too much. Uh we just want to go with the Friday and Monday. >> Any questions? Any feedback? >> Any other questions? >> Again, I'm going to take it to the teachers, the students, the community, and then we're going to take it for a vote, and I'll bring it back in April. The
015only thing in option A for me is like the work days, they're all bunded up in two weeks. >> Uh the first two weeks, >> I guess seven, 10, and 14. >> If you would like split those up maybe every two months a work day so teachers can get caught up on certain stuff, not necessarily on those two weeks. >> That that that's a that's a good idea because in reality we can play with the staff development days and the work days. We don't have to have them staggered. That's a good idea. B you have August and January maybe do one like in I don't know in between those few months yeah March or or November even >> and work days are are very important for our teachers especially at the beginning of the year
016because we have meet the teacher night but also when we have grades and when we come back uh we'll do that anybody else >> I guess it'll just be like let them decide but on option B the only thing I did see was like the graduation on a Tuesday I don't know if that would work because you know how sometimes people travel That's true. >> Others and >> Friday works better >> and and actually we can have graduation any day. Yeah. I mean we can change it to the Friday before. >> Yeah. >> So you would like it on a Friday. So we will leave it the same graduation for A and B. I'll present it like that. Anybody else? >> I'm good. Anyone else? All right. Take it to >> Thank you very much.
017At this time, we're going to be two scholarship golf tournament. >> Let me put it right here. So, we're getting ready for the 2026 uh golf tournament. I talked to the um representative from uh the West Leo And these are the dates that I have. Let me get my Hold on. I left them over here. We're right here. Okay. So, uh, in May, they don't have anything. If we decide to do it in June, we have two dates. Either June 20th or June 27th. In July, they don't have anything. In fact, they're going to close it because they're going to restructure uh the golf course. And then in August, we have August 15 and August 22nd. So >> 22nd, yes. August 15 and August 22nd. Last year, uh we had it in August. It was
018it was um our first time. It was very successful. Uh, and the other question I had was if you wanted to leave the same prices or the same value. So, last year we had three options. Platinum 2500, gold 1,250 and silver 400. Since inflation is going up, maybe >> I think we should change it. We should change up the silver >> 500. Yeah. >> Yeah. We we got a lot of um >> silver sponsors last year. >> So 500 600 >> 600 1,250 and then 2,500. I have a list of vendors that didn't give us anything last year, but this year I'll make sure that they go with the platinum to to do it last year and this year together as a as a bundle. >> All I need is just consensus on the date.
019What What would be the the best date? >> I would just keep it the same month. You do it every year. Keep >> I guess I guess August works >> just like the application for the students. >> They they can do it. They can do the application start the process before That's a good idea. Yes. >> Before we And I think August is probably >> better because not too many other districts are are having golf tournament >> actually. Yes. We we we did not compete with anyone. >> Everybody's >> everyone is doing it. Yeah. >> April, May, June, like everybody's hosting golf tourn >> and then all the political >> judges and counties and Yeah. Okay. So, August 15, 22. Does it matter? >> Thank you guys. >> Okay. >> 15 other >> 15. Okay.
020Hey, let me let me talk to the guy. >> It is Saturday. Yes, it'll be on a Saturday. Yeah, that that that would be the the only day to make it work. >> Saturday. >> So, we'll start with um sending the letters to to it. It's easier for us to get the sponsors right now sending the letters and and and for them to be ready for August. Any questions? >> No, sir. >> Okay. All right. And we go to B3 child nutritious project and kitchen inventory. >> As uh we talked last time during our meeting, uh there were some questions about the inventory, but I talked to Miss Rocha because uh we have a project coming up for the high school. So I wanted for her to get your input as well as we go
021through this process. Uh let us know which one you like and we'll take it from there. Audrey Hi, good afternoon members of the board. Uh, I just wanted to quickly I know you have everything in your packet. This is just beginning renderings, ideas. Uh, but I did want to notify you that this is something that we hope to phase in for the 26 27th school year. Uh, right now our fund balance after doing our financial report is um gives us a little bit of leadway. Uh, we are doing the serving line hopefully this year for the high school just because we're having issues and what we're putting into it is just better for us at this point to invest in a brand new serving line. Um, so because it's constant repairs on a monthly basis.
022So that's where this idea stemmed from. It's going to be replacing the serving line and using that money for this year and in our budget and our fund balance, we have the money to cover it for this year. And then next year slowly start with the decor aspect of it and then the tape or if the board sees fit, we could do everything at one time. But that project would probably run us around 260,000 everything together or we can phase it in within the next two years. But since we are doing the serving line and we do have that fun balance available there, we wanted to use that because we're gonna have it's going to be the decor inside the area and we wanted to kind of bring that cohesiveness to the high school and
023we know we also need to focus on our DTMS and phase those things in but it'll be a phase in within over the next two three years preferably. That way every year we're only allotting ourselves maximum 150,000 spending which is where we should be to stay healthy with the healthy fund balance still as well in our account. That's what we project. Um and you have all the pictures there but this is just basically identifying our needs and goals. I know it's a lot of tables that are completely different from what we have right now. But seeing as we have community events there, we have our Thanksgiving. our capacity would go up to over 400. Right now with our tables and chairs, we're about 190 because of damaged chairs, damaged tables. So, this would go up
024to 400. And then if we continue to keep the booths that we currently have on the side, we'd be at about 460 capacity. And because we do have these tables, we can move them in any way we see fit. We could take them out. It'd be much easier to roll them out, bring additional tables in if there's going to be an event, an awards assembly. That's why initially for our staff and logistically and all the things we have there, we saw that these tables might be fit a little bit more. We do see that it may seem like we're moving to an elementary or something of that sort, but because this area is used so much and utilized for different events, we were trying to get as much capacity in there to avoid having issues
025that we've had in the past, having to bring in tables or people not being able to sit at certain events. Uh, and we do have a lot of awards assemblies, but this can be moved in any which way. The tables can be different colors. The seats can be different colors. This is just a basic beginning rendering a starting point. So, we wanted your opinion as if this is something you want to lean into, something a little more school spirit. The tables are just a no-go, but these tables also allow us to put more tables in with the amount of money we want to spend. Once you get into decor and custom, of course, prices are skyrocketing. So, this is what we felt. But I added all the different colors and the different logos, they can
026all be one color. They can change. They can all be round. They can all be long. We can add the ants on there like we currently have in the high school. Um, and we can even repurpose some of the tables that we do currently have to save even more money. But logistically, we wanted to move into the majority of these tables. And we can spread tables that aren't liftable and mobile throughout there. So it can be a different aesthetic, but like I said, this is starting. We've just started speaking with vendors and getting renderings and things of that sort. So you have all the pictures there. This would be our entrance, which I don't think was added in there. This was given to me a little bit later. >> It is. It was. Okay. And
027then just we are going to start creating a project schedule, setting deadlines. They said that this could basically be done in two, three days. This is not going to hinder having to not have the kids in the cafeteria. We could schedule it for a break. However, whatever timeline sees fit because most of these tables are not custom, so they're in stock so we can get them within a couple of weeks. It's just the artwork and the renderings. They come in, they paint. The painting is probably the longest process that we have to go through. And then, of course, we're trying to bring in a little bit lighter colors. You've seen the high school. There's no windows. There's no natural light. So, we added light colors and dark colors to see what you feel is best.
028We could go with we could continue with the black or we could go into with the beige. So, it's just basically seeing what everybody recommends. the students. I also want to get the students input on it and vote and get a couple more renderings and bring it to you guys back to you guys and the kids as well because this is something that they're going to be eating in every day and I want it to be inviting for them. And then just basically the exe uh execution we'd be doing it off peak hours on a weekend or a holiday and then just communicate with the high school principal uh the departments that do use the cafeteria in the afternoon to make sure it doesn't affect anything that we having going we have going on at
029that point. uh and just basically improve dining environment capacity and that morale of them having something new and fresh and clean and being able to fit a lot more and community members for for a work. So this is we're at the beginning level of it. These are just the beginning renderings. So I wanted to just get your input and see if we have approval to continue going out and meeting with vendors and phasing this in within the next year or two. Any questions? >> Okay. You said that right now you have funds for the ser serving line. >> Yes. How much is that? >> The serving line because I know this sounds and I was even in shock but be and I've spoken to multiple vendors because of tariffs and the materials and everything happening
030everything jumped 20 30%. From two years ago. So, a very basic serving line is going because of the size, it would start us at 130. That's basic stainless steel and you can run upwards of 250 300,000. What I've gotten renderings on and I added in there, we're at about 146 for the serving. But that includes also our milk crates. This is going to be everything one line because the milk crate alone cost us about 18,000 on each side. So that's going to be included in there. The cashier stand that cost us also about 8,000 is going to be included in there as well. So it's going to be all one cohesive line >> and the 200 points. >> How much that >> the serving line itself is about 148. I'm trying to stay under 150
031as much as possible with still getting a little bit of custom in there having the red the red ant you know have at keeping it with what design we want to add. And then that's also the decor inside the serving lines. that you've seen right now is just white and red. We're going to add designs inside as well to try to make everything cohesive from inside the serving line, the serving line to the cafeteria. But the serving line I'm pro I'm trying to get done this year. I just finished our financial report, so I feel good moving forward with that. Um, but those are custom, so that's going to take a little bit longer. And then next year, I want to phase in slowly. Uh, seeing how you see fit. if we do it in
032a two-part where we do tables one year design the following year or we do it all one large project but I what I did this year with the ovens that was a capital expenditure I'm feeling if we stay at that amount for the next three years we will have it won't affect our fun at all >> we should still be within the operating having the three months operating cost on top of making these >> it's very important to me to explain to you that we have two fund balances One is child nutrition. And I know that we've been talking about the minus $1.4 million. That is our local fund balance. This one is aside from what we we've been talking about. The child nutrition fund balance is very strong, but we cannot use that money
033for anything else than child nutrition. It's important for us to understand that that money has to go to the uh kitchen area or to the walls around the cafeteria. Uh we've been doing very very good. So we we're going to have those funds for that specific project. Over here, we're working on the $1.4 million, but I wanted to make sure that we understood that they're two different fund balances, two different accounts, because I don't want to send this the wrong message like, okay, our fund balance is strong, but not or so. So, it's two different accounts. >> Yes. Thank you, Mr. Cor. Yes. And ours, we have to have three months operating cost in that fund balance. anything over when I do my financial report, I am obligated to spend if not the the state
034PDA takes it away from us. That's why last year we did the $100,000 with the evidence. Um this year now they moved it to six months operating cost so I can have up to 900,000 in my fund balance um because they were seeing that people were constantly having those overages. We are 100% CP. All our children eat free plus we're severe needs. get additional assistance for every breakfast, every lunch. So, we do have a healthy fund balance because of all those opportunities and grants that were awarded. This past year, we were awarded local food grant. So, our milk was practically free all year. That saved us about $90,000 just in milk for the year. So, you see there's a lot of grants available to us, a lot of assistance because the percentage of severe need
035in our district. So, our fun balance, like I said, this does not affect the district at all. And we're starting our dinner program hopefully very soon. >> And the dinner program actually I sent the last form they requested today. We're going to move from instead of after school snack which our reimbursement is $1.26 to supper where reimbursement is $4.60 and we only spend about no more than $2 on the actual meals. So that$ 260 is just extra revenue for the program which can go to the students, food, staff, whatever it may be. So that's actually going to create more revenue for this program and our balance. >> So is that number 35? Fun balance 35. Which services >> our our fund balance? No, our fund balance for the beginning fund balance of last year we
036had 696. >> The number. >> Oh, >> for the account for the actual account 35. Yes. >> Yes. Yes. We're 10135. I was going to ask you, so all this um fund and balance for the food and nutrition um and this project, you're just doing it for high school, right? >> No, we slowly want to I want to move into DTMS, but DTMs just got new tables. >> Um but we do need to do the decor. We were talking about it, the walls, the ceiling, you know, I can't pay for ceilings, floor or walls, but I can pay for anything on them. Like I can't repair the roof, I can't repair the flooring, unfortunately. Anything in it, I can I can paint it. I can hang things from the ceiling. And then anything that's in
037the cafeteria somehow needs to be tied to nutrition. That's why you'll see that wording in there that you see on those walls that's, you know, has food pictures and has this and that. So, we are able to pay for it 100% out of child nutrition. If not, it would have to be divided up in between the school and the and my department, uh, the food service department. So, that's why you'll see those little nutrition and the broccoli and all of that. But yes, I do. Next year, the DTMs is a very small project though because the tables are new. So that would just be the staging area, the vinyl wrapping. Um because we found I met with a couple vendors that the vinyl wrapping will save us a lot of money. But this high school
038has not been touched since I think it opened the project. We were trying to go back to see when that decor and those tables were from. It was here long before I was here. Um, I've been with the program for 17 years going on now with Luter. So, it was here even before that. I don't remember if it was here when we were in high school, but it is it they are older. I know they don't seem that way, but that cafeteria needs some TLC uh, you know, for the kids and to be modernized a little bit more. >> I I I really like the idea. I just want to make sure that all the you're looking at all the campuses needs, but if you already did your homework and It really is a good
039uh >> what you're planning and you know if if the money's there >> and it's all good for our kids. I think this is going to motivate >> which our numbers at the high school are kind of low with attendance. I think that >> this is going to be a motivator and we need to bring it out there and advertise it to the kids. Hey, come to our high school and once it's done we gota >> Exactly. And for the community as well. Yeah. And show off for the community. And when we have these events, they have this area to go to. And the serving line as well is going to be a little bit more grab and go quick, have a salad station, you know, have a little deli station. So, it'll hopefully increase
040that participation. >> So, the whole mindset for the serving line is to increase partic participation, but then it increases our fund balance. So it's a good problem to have in on our part with our >> who's eco interior system. >> They're actually edges. I got them through choice partners only because I started with them. Every single thing you see on there is line item and already bid out. So and they've already won the award. So they go out, they do the work, they do the bidding for every table, every seat, every chair, every panel, every square footage of painting. Instead of the district having to go out for something huge for the construction, they've already done all the work through Choice Partners and been awarded every single item that I told them that I wanted
041needed to already be awarded and they were even audited by TD by our department and they won um and they had no issues, no findings. So everything on here that would be purchased in your scene has already been bid out and and awarded this proposal we get. >> No, I still want to get other proposals. I always like to do more than less because TBA is so picky and specific, but this one is basically wrapped up in everything you see on there has been awarded uh with other people. But I am going to go out with other vendors, see their pricing. Um, but I know right now everything is because of tariffs and materials very expensive. So what we're going to see and where I want to stay at, I'm actually very happy with them.
042But I can also give you all the information for choice partners. And I don't know if I included it, but all those line items in the back, all these are here last page, that is actually choice partners lined out item. So you see table, you see chair, stool, uh panel, that's their bid items, that's everything lined out. They didn't include the prices in there, of course, because we're not at a final quote yet. These are just the beginning renderings. >> Now, if the war would decide to go out for bids, that's an option. Yes, it is an option >> and we can and I I I would prefer to just so when this comes, we did give somebody else an opportunity and saw other options that are out there. So just if I'm following um
043I'm sorry I'm new to this so I'm trying to just I was freaking out a little bit with oh my gosh 200 something >> I did too >> but I'm glad you clarified that um so you said we need to have six months of funding which is n >> we cannot exceed six months of funding >> cannot exceed >> and they will take it away if I do exceed so last year I was over 112,000 that's why I had to make those purchases if not TA comes in and takes it way. Now, this is the first year they've moved it up to 6 months operating cost. So, I have a lot more leadway. I can have up to 900,000 in my fund balance without them taking away. But from what I'm seeing I'm gaining and
044how I've been spending and still being okay at about four five months operating cost because our operating cost is about 150,000 a month with salaries, food, um I should be more than okay and have still have a healthy fund balance if I'm staying under 150,000 for the next three years with these purchases which I should be. So that's my target. >> Okay. And that's not including every year we replace small wares, cutting boards, spoodles, aprons. That's that's completely separate. That's already budgeted into our yearly budget. These are just extra larger purchases. So, we're not neglecting what the staff needs. That they get all of that every year. And we have a needs analysis at the end of every year because we know how healthy it is and and and how much we can get and
045what they're needing for the next year. So, like right now, we're doing all our smallware purchases for next year. the spoodles, aprons, cutting boards, whatever they need, that gets done towards the end of the year. >> Okay. >> So, this does not affect that in any way whatsoever. Whatever equipment, ovens, whatever they're needing, that's taken care of. >> Okay. >> That's why we added the inventory. I think right next to the presentation, you're going to see a list of all the inventory that we have districtwide. I think it has a cost as well. Yes, there's the over 5,000 capital and under 5,000, but I don't want you to think that these big projects are taking away from whatever we're needing in our cafeteria. That's completely already budgeted under our general supplies. >> This is the
046first stage of the project. Obviously, as we move forward, we're going to be presenting to you the timeline and and where we're at. >> And I would love any ideas you want to walk through at any time. you have ideas for me, pictures, I I am very open. I am not a creative person. This was not done by me, you know. I just they just asked me questions, sent it. This is the first process and it is a a lengthy process. Um because we do have to get everything perfect. Even at that, I was speaking with Mr. Ino at the high school and he's like, "Can we add a TV somewhere for the kids?" I was like, "We can do as much as you want, you know." Um, and then he's of course going to
047have to change some of this arrangement if we do decide to add a TV for the children because now that they don't have cell phones like maybe we can put I've heard schools have TVs with you know CNN uh cooking channel and things of that for the for the students. Um, so there's a lot of things that we could change. This is just the very beginning initial process. But I would love your ideas, the Miss Garcia's ideas and the kids' ideas, you know, because this is for the community and for everybody. >> As an electrical contractor, I've actually done a few cafeterias. Did like four or five for Edinburg. >> And this one's actually really nice. Like the the red the red on the buffet tables. >> The other ones are just luminino aluminum. So
048like that to reflect our colors. >> Yeah, we're not doing aluminum. They actually gave in uh it's not it looks like stone but it's not stone. It's a much cheaper material for the serving line. So it won't be metal. It'll look cohesive. And I think I added a picture in there at the very end. It'll look something like that. But we just need to play with colors at this point. But I'm trying to stay under 150 because that's at where we feel comfortable and I feel comfortable spending that's not going to affect us and make our fund balance too unhealthy for the next couple of years. >> Any questions? >> Are you going to do a RFP for this or >> we can do it? That's why we wanted your your >> I would I
049would feel better doing it also even though at this point we wouldn't need to because Choice Partners come out and present to you guys. Every single thing has already been awarded and they've even been audited on this through TDA. So, we would be okay. But I we can go ahead and do that by all means for the district. >> You feel comfortable if we go for RFPs? >> Yeah. Okay, >> that's fine. We can we can do that. They can come as well to be part of the process. >> Of course. Yes. >> And what happens to the old furniture? >> That's where I want to repurp Like I said, we could repurpose some of them. The ones that don't have the red ants on them, we can auction them off. The ones that do
050have red ants, I could try to incorporate them into the DTMS. Um I don't know what's going to happen with the gym side now the high school if that's going to be permanent if someday it's not make that area an extra seating area or a little cafe area. um they would not survive outside if we were to have an outside, you know, eating area for the students because of the metal. But there are a lot of things we can do and the ones that we can't put auction. >> The 260 includes labor or >> labor, installation, everything's turnkey. Yes, even the serving line. Everything's turnkey. Electrical, water, everything. >> And we have enough money to do the 260 now. I'm going to do the serving line this year and then next year we could either
051divide it up into two or just be extra frugal for the next two years and do it all in one project and it would be about 2,000. But they did say turn around with all of this. They could do it in about 3 days because the paneling, everything's already custom made. It's just the painting that takes the long. But every company works different. So once we go out for uh bids, I can go and get all that information for you. A little bit more detailed as to the project timelines, how long it takes to come in and all of that. >> How exciting. It looks really nice. >> Yes, but DTMS is going to get done as well. That's just a much lower price point to get done and still make it look beautiful for
052the kids. But their tables are I think about three years old, so there's no need to replace the tables there. So yes, any questions? >> All right. Thank you, Mr. >> All right. Yes. Thank you guys. >> At this time, we have >> at this time we have item B4 LB presentation. >> Yes. Last uh month we had uh some questions about Linberger and how we paid him. I think different months >> on on uh B3 recommendations requesting approval. >> We don't need approval for that one. It was just presentation as presentation. >> Yes. >> Uh on this one we have a representative. Any questions? This is a very good time. Uh I went back and checked with Juan on the cash dispersement last time and it was different months that we pay uh Lineberger
053and um here we are. I'll pass it on. >> Thank you, Superintendent Coronado, President Ramos, and members of the board. I have supplied you with a um up-to-date report of our collections work. So I can go over that and then answer any questions that you might have at the end uh with permission. This report is for the period of September 1st, 2025 through February 28th, 2026. Our delinquent tax program on behalf of Progresso ISD focuses on two basic premises. The first is to collect from the delinquent taxpayer first and secondly use the tool of litigation only as the final option to collect. On that first reporting page, you'll see that during this reporting period, we mailed out three separate demand mailings, mailing over 486 statements to taxpayers who are a little late paying their taxes.
054We made or received nearly 200 phone calls. We had 26 folks coming in to any one of our um eight local offices in the valley and we knocked on 27 doors within Progresso ISD having face-toface contact with taxpayers. Sometimes we find that's the best method. People get a little intimidated sometimes by phone calls and and mail pieces and sometimes it's easier to have a conversation with with people. Regarding litigation, we filed 16 lawsuits. We disposed of 12. We took four judgments. We have 46 um lawsuits currently pending on behalf of ProgressoD. We regularly conduct tax sales and resales on properties with little to no effort to pay. Very rarely. I can't imagine can't remember the last time that we sold an occupied designated homestead. That's not our goal and I'm sure it's not your goal
055to displace families. It's uh those sales are mostly done on vacant lots or commercial properties and people are making little to no effort to pay and we allow payment up until the morning of tax sales as well. Um doing our best to get PE to work with folks. Um on the next page you'll see our delinquent uh collection highlights. Last fiscal year was a record high both dollar-wise and percentage wise. We collected over $324,000 in base penalty and interest which was nearly um what is that eight seven or eight percentage points higher than the prior year. So it's a great year for progress ISD for delinquent collections. Currently semiannually we are a little bit behind that historic year but it's the second highest collection semiannual report um historically as well. We've collected over $183,000 in
056base penalty and interest for the district so far. And looking forward to the future, we will continue advocating for Progresso ISD in court. Also in bankruptcy court, if there are any individuals that are um in bankruptcy court, we represent uh Progresso ISD there as well. continue our mailing program and we have a a new uh digital outreach program where we send text messages to taxpayers and it's with I don't know how I've learned a lot about digital connection through this process. There are short codes to send people and there are phone numbers. the phone numbers tend to be um spam because it takes a little effort to get this five to seven digit text messaging um permission and that's what we use to connect with taxpayers and with that there's the Limeburgger logo and there's
057a direct link that people can make payment to the tax office right from their phone which for younger people that's a way to get them connected and get them into um payment arrangements. So I just want to give you that update as well. That concludes the delinquent tax report, but I also want to bring up one additional service that our firm offers, which is property value studies. Um, and what that is in simple terms is the state reviews all property t taxes throughout the whole state to deter to determine how much funding school districts get every year. If those values um home values and property values are too low or they don't meet the state standard, it can reduce and reduce funding to the districts or increase recapture, meaning they want some money back, both
058of which can impact um the district's funding. At Limebar, we offer a service to help protect your districts by reviewing your tax role and the state's funding to identify where values may be inaccurate or where funding may be at risk. From there, we take action through administrative appeals, self-reports, and property value study audits with the Texas comproller to correct those issues and strengthen your overall valuation. Each of these steps plays a vital role. Audits uncover missed values or errors. Appeals address valuation gaps and affect property value study outcomes. And our team's experience. That's all they do. This our property value study section ensures everything is handled thoroughly and effectively. And and this is on a contingent fee contingency fee basis. So there's no up upfront cost for the district. Um when y'all s when we
059succeed, you all succeed. Um, at the end of the day, our goal is very simple. To make sure your property values are accurate, defensible, and that we're working in your favor, so your district receives every dollar that's entitled to. We've been a trusted uh partner for many districts throughout the state, and we welcome the opportunity to support you in that aspect if if you like more information on it. >> So, I'm here to answer questions. >> Miss Alisar, let me start. Yes. Uh, can we explain to the board how is it that you guys get paid? We were talking about the 20% last time. Is it 20% on top of what uh people owe? Is it 20% from what you collect? >> Thank you for the question. So, this district's current fee is structured at
06020%. That's not a fee that the district pays. It's an add-on fee to the delinquent taxpayer. If a taxpayer is current on their taxes, they pay what we term as the base tax. So every year when you get a tax bill from Paul Vio's office, that amount that you see there is your current base amount due. You pay that on time. That's all you pay. On February 1, those base taxes become delinquent and there and and penalties and interest start acrewing on July 1st. If you have contracted with a delinquent tax firm like Progresso ISD has done with Limebarger, a 15 to 20% fee is tacked on to that delinquent account. And so and every month the penalties and interest increase as as they go on. That's why it's so important for us to educate
061individuals and knock on their doors and tell them about how important it is. So in your specific case for Progresso ISD, we collect those funds. Um, those funds are turned over to the Hadago County Tax Office. The base, penalty, interest, and the attorney's fees. Um, Paul Vrial's office, from what I understand, issues a check to Progresso ISD for all base, penalty, interest, and attorneys fees. And then our firm bills you invoices you for the amount that we've contracted to work for. Is that Did I fill in some gaps there with that? Okay. So, it's not it's not an item that you budget for. Um like I mentioned the property value studies. Um when we succeed, you succeed. If we do our job well and produce a good amount for you, then we get that return
062through our contracted um amount paid. >> It's important to point out that this is for delinquent taxes. It's not this year's taxes, but it's prior years. >> Thank you for highlighting that, uh Superintendent Coronado. That's correct. It's only for those delinquent years. We are in 2026, right? So on February 1st of 2027 is when the 2026 year be becomes delinquent. 2025s are always are already delinquent at all those years prior. >> Yes. So >> the other question I had a conversation with Mr. Robert Garza. I believe uh you guys want to add to the agenda for the April meeting uh the updated contract with a lower >> That's right. >> percentage. >> Yes, that's an I should have mentioned that up front. Yes. So, we our current fee with the progressive ISD is an add-on
063fee for your delinquent taxpayers of 20%. We would like to um be placed on the agenda to lower that amount for your delinquent taxpayers to a 15%. So, it may it's a small amount, but I think it's important um to show that um you know uh we like to work with your taxpayers and make sure that um they can meet their delinquent tax needs as timely and and easily as possible. >> Good idea. >> Thank you. >> We'll be we'll be ready when you're ready to put that on. >> We we'll put it on the next agenda. Once we pass it on, we we'll we'll post it on on Facebook so everybody knows that it's it's a 5% decrease. >> Wow. >> For the delinquent taxes. >> And I'd like to also highlight the delinquent
064taxpayers, it's a very small portion of all the taxpayers. If you look at Mr. Vitriel, the tax office uh taxor collectors report, he does a really great job of collecting those current taxes, the 2026 years. um he's in a collection rate of 95% and and beyond. So we are collecting on that five four% of people who do not pay on time. So we're very cautious about, you know, um we want to make sure that's clear. It's not every taxpayer is paying that amount. It's only those people who just miss the mark a little bit and it uh to get them back on track. But I know I presented a lot of information on the delinquent tax and the property value studies. So, I'd be happy to answer any questions either now or or or with
065you, Mr. >> Are they payment plans? I mean, this is just a question that came in. Yes. So, so it >> there are payment plans and the legislature several years ago um have very um homestead um um specific ones and for folks with exemptions and disabilities. I know I'm going a little bit on a tangent here, but just allow me because it's important for the public to know. Um, our office along with the tax office and the appraisal district do quarterly tax cycle presentations all throughout the county to educate and inform individuals about how the process works because a lot of times people hear about us for the first time and don't understand what I could have protest what I need a homestead exemption and that that decreases my liability and the more they know
066the less likely they are to get a phone call or text or knock on the door from us. So information is important. So if ever uh Mr. Cordonado that you have a a informationational meeting with parents or teachers or anything, please let us know. We are always happy to be here and inform people about things that they don't normally know about until man if I had known if I come on January 31st and versus February 1, what a big deal it was or we'd like to let them know. Do you guys have access to information that would reflect the percentage of our population that have homestead? >> Yes. >> That would be great for us to start, you know, letting the community know, you know, we have all these different options. Come to us. We'll
067have a presentation. >> Yes. veterans over 65. There's so many opportunities for people to save and protect um their money and their properties and they just need to know. >> Thank you so much. >> Yes, sir. >> Thank you. May I be excused? >> Yes, sir. >> Okay. >> Thank you, ma'am. >> At this time, we have C1, the teacher a lotment renewal application and spending fund. That's what I Good afternoon members of the board, Mr. Board President. Um, today I'm going to present to you the renewal for the teacher incentiveman. Uh, initially when you apply, you are awarded for five years. This is our fourth year that we implement the teacher incentive of aotment. In order to continue it past the five years, we have to submit an application again for the entire uh
068system. So this is where we are right now. These are the teachers that currently qualify under a local designation system. So we have all the star grade levels. We have one of the things that we added this year is anybody that's an interventionist. So if you're a reading interventionist, if you're somebody that has retesters, if you don't bilingual pull out, anybody that services as a second teacher will coming into our system this year, which is going to increase the number of teachers that qualify by a lot. Kinder and second grade we already had. This year is data collection for pre kinder which we didn't have last year for CTE and for AP. So as you see this year alone we're going to increase on the number of teachers that could potentially get designated uh under
069our local designation system. >> Miss Coronado inter I'm sorry to interrupt interventionist. Does that include our sped teachers or >> Yes. >> Okay. any except for for the ones that are in the unit which is you'll see a next which are the ones anybody that services students with star yes start alt we'll will add it for next year >> thank you >> great question I skipped one sorry these are the number this is our ti tia distribution as of this year we have six teachers who are recognized we have t uh 12 teachers that are exemplary your question might Why do we have more exemplary teachers than recognized? Because we did have five teachers that moved up from recognized to exemplary. Usually it should be like the most teachers should be recognized and you should
070see like going down, right? But because we did have five teachers that moved up this year, that's why that number the number drastically increased and we have five teachers who are masters for a total of 23. This is our distribution for we have right now 49 of the teachers districtwide being eligible to get receive a resignation. We have 45% of teachers designated at the state level. We're supposed to be at 33. One of the things that you see is that when districts start going way above the 33% when you want to designate more teachers that shouldn't they don't pass validation. Perfect example is South Texas ISD. One of the highest performing districts didn't pass validation this year. You have you I I think when I spoke with region one they said that they had nine
071districts in region one that didn't pass validation that had to appeal for the fouryear we've validated the first time. They even told me that we are one of the highest. They give you like a score. Ours was an 86. She told me that she hadn't seen anybody on the 80s. So we have a really really strong system where we submit our data to to tea because we try to stay in the range that the state approves which is a 33%. This is what we're submitting next year for expansion which is what Miss Scandinosa was asking. We do have special ed. They're considered interventionist but we did not have star alt and I know that when we met with the teachers before presenting the application to you we did have a meeting with the teachers. They
072did have a lot of questions because usually in the unit you don't have the same amount of students as a regular teacher. So one of the things that they asked the minimum that the TEA has is 12. We asked them well what do you think if they have less and they said no they should have 12 students at the service too. So what we were going to do is a rotation so that they would serve students who are resource plus the students that are in a unit to meet the 12. That's the reason why we had not added them because having the 12 was becoming problematic amongst the teachers. They felt that if I have to have a minimum of 12, then everybody should have a minimum of 12. Um, so that's why we didn't
073put it initially, but we we're going to submit it as part of the application this year. Um, this is our spending plan, which is another thing that you guys have to approve. This is what we had this past year. The 70% goes to the designated teacher. 20% goes to the teachers in that campus. The rationale is that those teachers are assisting initially those teachers that get designated. And then 10% we get to keep it here at the district. Like I said, we did meet with the teachers before we brought the application to you. Um, and this is the way that the teachers voted. All the teachers including all the teachers who were TIA designated and non-desated teachers would be this 8% voted for the 9010 90% go to the designated teacher the 10% we get
074to keep it as a district to pay for fees like we have to pay the fee for the application and then if I only separate the teachers who were designated this is how they voted teachers who were designated voted 82% uh for the uh 7030 which is what we currently have 18% voted for the 9010. >> Let me make a clarification there where it says all teachers that means the committee teachers not all teachers in the district. It was the all the teachers who were part of that committee. You had uh teacher incentive aotment teachers there but we also had regular teachers that do not belong to TIA yet. However, if we we separate just the teacher incentive allotment teachers, you see there 82% voted keep it the same 7030 18% voted 9010. So we
075are recommending to keep it the same 7030 because that's going to help the other teachers as well to get something out of all the money that we collect through teachers and development. Another uh point that I want to make it and I want to make it very very clear and and I think we got consensus. The reason I want to say this is so that way is everyone is on the same page. If a teacher incentive aotment teacher leaves the district, the money stays here. And that's something that uh we we uh decided since the beginning four years ago because we wanted to send the message of teacher retention. So that was very very important for us. Uh when we talked to the committee, it was consensus the same way that if a teacher leaves,
076the money is going to stay here and then we'll divide it amongst that specific campus. the money stays here for one year >> or one year then that person will get it in in in in the other district once they move if they decide to move. Hopefully not. Again, the the main purpose of this is to retain teachers obviously the teachers are teacher incentive a lotment are very good teachers and we want to keep them here in progress. >> And which teachers would be left because I know we're already including the teachers the support staff the support teachers right which teachers would not be eligible for TIA yet? So, the ones that don't have a test, sixth grade, 7th grade, science, social studies, uh, PE, electives, so like the not the non-ESTED areas where we
077don't have any state assessments are the ones that were pending. So, our plan is we already found an assessment for sixth and seventh grade um, science and social studies, which is NWA, which I believe Wesla was the one that they use. So, we want to pilot it. One of the things that we have discovered is the most difficult thing is not giving the assessment, it's retrieving the data. Um, and how do we read that data, right? So, usually what we do is we pilot for one year and then the following year we submit the application for that expansion. Um, I already found an assessment for PE. I think the elementarymentaries are not using it, but the secondaries are using it. So, we just need to make sure that we use it districtwide. I found an
078assessment for band and for music. Uh but like I said, it's just piloting the assessment to be able to retrieve the data so that we can submit it to TEA um for designation. But pretty much what we're missing is those that don't have a state assessment. >> And the importance the I guess a very important variable here is if we submit information that is not helpful for the whole structure, then we don't validate and then nobody gets anything. So, we have to be very very careful when we make those determinations like sending those uh scores like the social studies. We don't have a start test for sixth grade and yes, we're we're going to pilot one, but we need to make sure that they're part of the validation process. If not, then it breaks the
079whole structure >> right now. Do does do the early childhood teachers are they part of the do they get a chance for the TIA? >> Pretty much everybody except PE. So we have prek all the way through second grade and the interventionist too which she has everything interventionist and dyslexia and uh resource comes in. So pretty much we're just missing and even even the unit teacher cuz she's tied in to do resource because she doesn't have star alt. We did have that discussion with her but she provides services for resource. So the only one that we're pending at peek is P. >> Okay. And we're working on that, >> right? >> Because for the for early childhood, we're using Star Renaissance. Are we going to move on to NWA for those two or just for
080six and seven? >> Just for six and seven because it's it's an expensive assessment and we really we talked about Star Renaissance because they do MClass. That's the state assessment. So, we paid an additional fee for this one. Uh but it seems that the teachers like it. They were not ready to move to the state assessment just yet because like I said they would like to pilot it one year um to see how how it works out for them. >> And we validated how many teachers at >> two teachers got designated. So we have three in total designated at peek. >> Good. Thank you. >> I know there were questions about uh when to tell the teachers. I think last time I I talked to you uh we had a surprise for them. We ordered
081very nice jackets, but then it took a little longer than planned. So, at the end uh before spring break, we went and and to us that's very important that surprise factor in us. Uh we had teachers crying because they were not expecting it. Uh so it was it was very nice. Very very nice. We'll have something uh special for them now that everybody knows who the new teachers are. But uh we'll continue doing the surprise. >> All the teachers that that qualified for this, all of the teachers voted. >> Yes. I think there was only one teacher, one teacher who uh was out that day. >> Uh but everybody else voted. >> What is the number? I know we said 12 six uh recognized six >> and five masters >> and masters five. So what
082that gives us the total >> 23. >> Okay. So then out of the 22, what what percentage is that? How I just want to know how many teachers voted no? >> Three. And the one teacher that was absent, Mr. A spoke to him the following day >> and he voted yes. >> Yes. >> How many teachers are voting total? >> How many teachers voted in total? 22. >> Oh, over here. >> Yes. >> Yeah. I believe it was like 4. >> We have the list here. Actually, we >> Yes, I added the list the people who were present there and I highlighted the ones that are TIA. I think it was like 49 I believe the total >> but eventually we will not have to do the 7030 right because everybody will have a chance
083to do to earn their own teach >> right like this year uh it's going to increase to 50% of teachers so right the state was a 33% last year this year it's going to increase to 50% of the teachers that can qualify and we can push it a little bit further because we're like 10% higher than the 33 >> another important information that we discussed during that meeting was uh the fact that teachers have different income taxes, right? So, uh I I guess some teachers were comparing like if I'm a a master teacher and she's a master teacher, like they were comparing the check, but she might have five children and I might be single, so my check was going to be higher than hers because she was taking. Does that make sense? Mhm. >>
084Just in case if if if that question comes, it's because of the income. We went through every single area where the district is paying the benefits uh with the 7030 versus the 9010, they would have to pay the benefits. Uh but we went through that information as well. And I will say it was very inspiring to see teachers say, you know, it's worth me giving part of my salary to the other teachers because that fosters us working together rather than competing. So like it was something that was initiated by the teachers to say, hey, we want to keep the 7030 because we feel like like that it doesn't become a competition. It's all of us working together to get something. >> And that's a very humbling. It was it was very humbling to see it
085coming out of the teachers like two of the master teachers who are we're the ones that are losing more money because they get more money. We're the ones that that stood up to everybody and said like you know the fact that we get to give something back to other teachers that we know that maybe because they don't qualify or what have you. It was very humbling. And then we have it was a total of 23 teachers >> teacher incentive a lotment teachers but the committee we had about >> yes but we separated this is >> no that one over there the 8218 this one right here the 82% 82% and 18% that one is just teacher incentive allowment teachers. So those are the 22 teachers that belong to that group. >> So 82% of those
08622 teachers said let's keep it 7030. Only three teachers out of the 22 said no. >> Does that make sense? >> How many teachers do we have in the whole district? >> About a hundred give or take. >> The committee is about half. >> Right. 45. And what we included in the committee is teachers who were not designated um teachers who are not part of the system and teachers who are TIA designated. >> It was anonymous. It was through a poll. >> Yes. I didn't want to collect any emails because I didn't want anybody to feel uncomfortable. So, let me clarify because I'm I'm kind of like So, these two pie charts, this when you say all teachers, how many teachers is that? >> 49, >> which included the ones that were TIA and those
087that weren't. >> Yes. >> And now on this one, >> just TIA teachers. >> Only they voted on Yes. by themselves. >> 22, right? >> Without the others being present. >> We just separated the the votes. Those are just TIA. >> Okay. That's what I want to know. Okay, so you separated those TIA and this is where you got and then this is the whole correct >> umbrella. Okay, >> that makes more sense. >> Yeah, I'm glad they got to vote on their own, >> too. Thank you for doing that. >> Yeah, we didn't want to single out anyone, you know, ah that person voted like this or that person voted like that, so we just did it. >> Well, they're getting input from both sides. getting input from the TIA teachers and from >>
088right >> representing the few representing that don't get TIA representing everybody else right >> that was in that committee that's what you're trying to >> correct >> and the overall is there but they want to keep it 7030 >> correct >> that shows team effort and that's >> and and we had very outspoken teachers and and when we started this this teacher incentive aotment structure it was based on two purposes one collaboration to teacher retention. So I I I feel that that day, you know, they went back to four years ago and they said, "Guys, this is the nucleus and we cannot change it right now. Let's move forward." And and you know, we were happy about that. >> Okay. And then any feedback you might have uh for us to submit the application, the
089deadline for the application is April 15th. Um, we do have to meet with teachers, with the board, and then we're just beginning to meet with with parents um to get any feedback or anything that you would like us to change >> on this one. We do need a motion. >> Any other questions for Thank you so much, Mino. >> Thank you. >> I make a motion to approve one teacher incentive. >> Motion by Martinez. Second by Mr. Kola Oliver say I I name motion passes at this time we go to C2 Miss Garcia >> good afternoon Mr. President and members of the board. Um I am seeking approval of the agreement with region one. Basically this agreement is between progresso ISD and region one um education preparation department which establishes a partnership to implement the
090lasso 4 prep teacher residency prep mentoring and the grow your own initiatives. The collaboration supports the recruitment, the certification, the mentoring and the retention of high quality educators aligned with House Bill 2. um and the district's uh strategic goals. So board approval is requested at this time to authorize exe execution of the agreement to ensure the timely implementation of the lasso 4 programming. Basically they'll be our technical support um yeah support. >> Any questions for Miss Garcia? >> Thank you ma'am. >> I'm sorry. >> Oh I'm sorry. I'm sorry. Um the um agreement is only for every year you have to do this or how many >> the agreement is >> is it for just a year? >> No, this actually goes all the way to 20 from 20 all the way to 2030. It's
091an ongoing agreement. Do we have to do the agreement yearly though? >> Yes. M's question. >> We have to That's probably an agreement that has to go through yearly. Yes. The ones you they submitted to anou and an agreement. I'm not sure why region one submitted both. >> Yeah, we'll do our renewal on a yearly bas. >> It has to be a yearly renewal. >> I'm sorry. I thought you wanted to know the the purpose of the grant. >> Any other questions? I make a motion to approve Z2 region one >> educator preparation department agreement >> motion by minez second I >> I against the name motion passes we go to D1 discuss discussion and possible action for the loan propos proposal for equipment and capital projects >> Mr. President, members of the board, this
092item was brought to you back in January. Uh when we presented to you, you gave me the authority uh to make a determination once I evaluated the fund balance and in the financial context of Progress YSD. Then I came back in February just to get some consensus just to see, you know, this is what we have. Uh I went one by one and then um Mr. Ramos uh talked to me to add it here because he wanted to get it had some questions. We brought the fin the financial uh people and then get it through a vote. Ready, sir? Had it on to you. >> President, members of the board, it's always good to see you a long time trying to push me out. I believe uh Mr. May Dr. Mayan has presented to you
093this particular report and uh just to go over it the the bottom line is um finances that you would need is about 250 thou 250 uh $2.5 million $2.5 million to accomplish the projects that uh that have been presented by Mr. Coronado. And uh the third page there is what lays out the financing. And the financing really what it says is you would be borrowing $2.5 million at 5.25% and your payments will be approximately $250,000 a year for five years. Now the question is you know for for >> how many years? >> For 15 years. For 15 years I was like let's do it. Somebody make a motion. >> A motion to approve >> uh for 15 years. Thank you. Um the question is, you know, the comfort level that that the administration might have
094and the board might have with u taking $250,000 a year uh to make the payments on this particular loan and they will come out of the M fund. Um there's um uh you know I think there was some discussion also about uh the impact that they might have on the budget. I we we can't tell you what the comfort level is. We can tell you what what I have just said regarding uh how much will $250,000 a year buy you. That's $2.5 million for 15. So if there are any questions I'd be happy >> I'm just comparing the two informations that were are given to us and uh which and right here it says on the booklet we have a 4250% for the interest and then now it's up to 5.25 >> right >> and
095I'm sorry I didn't mention that >> on the booklet is a bond the one he gave was a loan >> right well the the 4.25 25 is uh also uh you know a month ago uh more than actually six weeks ago and the what happens is the market is so crazy since the war started u and you know oil is not passing through the the hormone straight and um prices are going up and all of that interest rates are going up so uh we increased it and we don't know what it's going to be ultimately if you go out for this financing. We really don't know what it's going to be. Uh we'll put it out for bids. Bids will come in. You know, different banks will say, "I'll I'll buy your $2.5 million for
0964.25." Some of them might say 450. Others 525. Depends on what the market is at the time of the sale. We're just using this strictly as a discussion. >> Okay. Let me let me ask >> and we're being we're being very conservative with 5. Let me ask you a question on the on the preliminary timeline. I see that you know the process if for whatever reason at at the end of say three weeks then uh we have the bid approval date and then 30 days have to pass. If for whatever reason the the the board decides at that point you know what we don't move forward stops there >> right >> the only thing we have to pay is you guys. >> No you don't pay us. Nobody nobody gets paid. >> Okay. If you
097if you decide if the interest rates get so so so high that you say >> uh I mean we we will tell you and we'll meet with him and he'll say man we can't afford $350,000 or whatever the interest rate is calling for you know long as you don't approve the bid or what you say we reject all bids like sometimes for other bids that come in. So one for experience and two just so we can get to see the numbers. We can go through the process and then at the end we can say no you know what >> yeah you can determine that based on how your like I said your comfort level with what your yearly payment is going to and uh nobody gets paid. We don't get paid. All of our services
098are for no pay unless a deal is executed. Now, if they were bonds, they were actual uh school bonds like the ones that you sell, you don't have to accept them either. But but uh but you know, it's it's very difficult to go back and then get biders after you have said no. Uh you know, to go back for another for another uh round of bids. Uh for example, if you go out for school school construction, you go out for contractors and you say no to all of them, then you go out for again and some of the contractor says no. I mean it's too much work to prepare up. Uh but in this case uh you know the market gets totally crazy. You you make a decision at that point like you go into
099the bank to make a loan and all of a sudden hey the interest rates went up. That's it. So, okay. I don't need the loan that bad. >> Now, at that point, we can also determine if we do need the 2.5. Maybe we just need a million dollar based on our budget for next year. >> Not at that time. At the time that we go out, we need to know the number that we're going out for. >> In order for them to prepare their bids accordingly. So, what you would be approving is uh giving authorization to the superintendent to proceed if you so choose, of course. And if you say, you know, we really don't want to invest $250,000 on this project a year payment. Well, then don't give him that authorization. That's what really
100is on the table in a nutshell. By the way, I'm sorry I didn't introduce I don't think he's been with us be before here in the proesso meetings, but Jose Silva is a new member of our team. I think you've met Bobby Grial and Anel Marayanes and myself in past meetings. Some of you that have been on the boards before and uh Jose joined us about almost three years, right? Two years and a half. uh and he did some work in in uh prior to that he was in politics uh working for senator out of Houston and and uh working in the legislative process and so on so forth. He came to work for us about two and a half years. >> That's awesome because you guess what you have a golf tournament coming up
101>> but we don't get paid. Remember we don't get paid. very quick. I mean, your wife's working on making some some money for the kids. >> Any questions? I know we had I had brought in back to the It was my call. I called Mr. Cordell to bring them the item back. Reason being, as you know, I'm a big believer in fund balance and like I think that if we go out to the market and we could get like for example, last month it was 4.25. >> It's a 5% interest rate. I mean, >> I'm just a big believer, guys, in >> question. Yes. Can we go back to the 4.25 and it's a deal? >> Well, we don't know. It could be. >> I mean, if everything went well, you would you'll end up
102with less than 14, >> but right now the market is very volatile, >> mainly because the situation we're in with. >> Yeah. And at the time when we brought it to you, the the 4.25 was just an estimate. That did not mean that we were going to get the 4.25. I think we're going to get the 5.25 regardless because of the situation and and the timeline that I'm seeing. Uh but if we go through the process, we'll see. >> I'd say just go to the process and see what numbers we get. >> What's the what's the difference? Um why do I see interest on the first page being 956,33 and then the second page >> 635,000 with >> one's at 10. Oh, one is short term. Shorter term. >> Oh, we're paying I didn't notice
103that. >> Yeah, you go longer term. >> So, just five more years, Miss Simetos, >> the sheet that you guys gave us. Uh, and I maybe I misunderstood, but it says bond. I thought that was like if we choose to go out for a bond instead of a loan. >> No, it's it's the same thing. It's notes mainly tax, but >> we call them bonds. >> So, the interest would be the same whether it's uh bond or >> no actually bonds would be a lower interest rate simply because they have people have voted for them. Mhm. >> So the people that are lending you the money feel more comfortable that the community has made you know a commitment and u actually once if you do approve the interest rate you made you make a commitment
104at that time but they are generally voted bonds are generally lower interest rates than than the decision is made at the board table by >> Yes. So so last time when they presented they put on the title right you're talking about the title it says bond. Yes. >> Did we get >> Yeah. >> Right. >> I guess that's what threw me off. So, >> it come comes out of the computer. Yeah. I noticed you said that >> and I didn't uh clarify. >> I guess we'll need to sit down and review again the projects that we had. I don't know if we were able to get like an estimate for some of our projects. >> Actually, I put it here on the agenda. I think I think we got consensus on the FFA. That's that's
105>> I guess the first project priority for >> it's uh the next agenda item >> because I had liked Mr. that is idea of, you know, let's if we're going to be paying this much in interest, then let's make these renovations, but if that's not going to be enough, then maybe we can consider the bond >> or the no, >> right? It's it's totally your option. >> Let's at least give let's give the superintendent authorization to go out to the market to see what number they bring us. It's not like you're not approving it right away right now, right? >> Yeah. No, we would have to go through the process. Basically, >> we go through the process. Let's go through the process and then they will bring us the number and then from there we'll
106see >> right now I think it's going to be a waste of time because the 5.25 is not going to be 5.25 with for the next two three months. >> We we uh it's a very there's a lot of comfort in that particular we didn't want to come with you to you with a low and then high ball it at the end but rather 5.25 25 probably is reasonable >> for the next two or three months. But again, >> and that doesn't mean we're going through with it, right? >> Yeah. No, no, no. We would have to bring it back. >> You know, Iran bombs us, something happens on this side. I mean, there probably be no financing for a while. >> Just give it a shot. You never know >> once we get the
107number and you guys don't like the interest rate. >> Get done. >> 2.5 million will do. Huh? 2.5 million will do. We'll probably build just the FFA nothing else than the million. >> So I know you had the question, you know, how much would it be? FFA is not going to be 300,000. Where you going to get it from? The fund balance. >> It's up to you if you guys want for us to go through the process and get the numbers and bring it back. The end of the day, >> it's not going to hurt us. >> Nothing is going to get done until you guys vote. Once we have the numbers in front of >> I don't see why not. I mean, just get the numbers. that the community should also have a input
108on this because we're making a big decision and I know there's needs but I feel that the community needs to also have input whichever >> we do a bond election >> and they know the needs maybe we can get it lower and but they have input >> but if we make the decision and we we don't know what the future holds and that's my thing I think the community needs to know and needs to be a part of it. >> Yes. So we can we can create committees. Um I saw the idea from Miss Vanessa from Sherland that they're having a bond but they also have a a committee from the public. So like that they have a say so they decide or they're part of the of the process. Um, but I like you
109said, I think we could just get the numbers and then from there decide. But FFA, I think it's a project that needs to get done even if it's just that because it it is the conditions do need to get better. >> I've been getting videos from different parents. And I mean, >> I would feel more safe if we would have a >> we could just committee. >> No, I I I don't mind having a committee. I mean, but just give them the authorization to get the process going and then we have meetings with the parents what what they think the district needs, stuff like that. I don't I don't mind having to inflict. >> No, if you let me let me clarify so that all of us understand. >> If you were to do a
110bond where you would go out for an election, that's total involvement of the community, right? Because people have a right to vote >> up or down. >> But that's a totally different process than this. This is a process that districts use for short-term borrowing in order to be able to take care of a project. Um, you could do it, you could do a bond election, $2.5 million. Uh, that would be a totally different process. we would come to you uh you know set up would one council would set up the election and and uh you know you couldn't first time that you would be able to have it would be November and then if if uh didn't have it in November it would be the following May you could only have it during standard uh
111voting dates uh so uh and then that's about it that's about uh of course you had to call the election 78 days prior to the election and when the election passes it would be another two three months before you would sell the bonds and so if the bonds if the people vote yes but this is a this is a month process the uh bond election would be from today probably 6 8 10 months before you would get the final just a point of clarification um >> but basically The only thing that you're deciding today is do we continue with the process or do we stop here? That that's it. We're not spending a single penny if you decide to move forward. We're not spending a single penny if we decide to stop. Right. >> I
112should give it a shot. >> 1.2 million in 15 years. Think >> think of that. I mean, let's vote. I know how I'm going to vote. >> All right, let's take a vote. Martinez four >> four two to continue the process. That's only if the process bring us the numbers. All in favor? 42. Motion passes. >> Thank you, M. >> You're welcome. With your permission, we'll go have dinner or something. >> Thank you very much. shall be contacting you throughout the the week. Thank you, sir. >> We go to D2, discussion of possible action, talk to superintendent for RFQ's bids to uh for the new FFA form. >> So, basically, this is a starting point of FFA. Uh if we want to continue forward at least to know the numbers, uh because with three with
113$300,000, we're not going to be able to make it. But I think it's important for everybody to know where we stand. Uh definitely the farm needs to be restructured. Uh once you give us the authorization, we're going to go out for for RFQS and uh start getting information. >> All right, step one. M this is your time to shine. >> I make a motion to approve D2. >> Motion by Miss Martinez, second by all in favor say I. I. All say nay. Motion passes. We go to D3. Discussing possible to authorize the superintendent for RFQS for engineer for the district projects. I I just put here district projects. Obviously, the priority will be FFA. In order for us move forward, we're going to need specifications uh for the farm. So, we are asking to go
114out get RFPs. Uh the last time we did this, we only got one uh person and that's George Lasso. was the one who took the lead with the turf uh with the stadium with the track uh because nobody else uh guess applied. Uh we're going to try to get more this time around. I just need your authorization move forward. Once we have them, we'll bring them to you and then you you'll get a determination. Hopefully, Juan Oh, you're here. How long would it take if we start the process tomorrow? We're gonna try to to to get it done by next board meeting. Hopefully, let's move forward. If you decide toward Well, again, we need this in order to start the process the FFA. >> Are we only going to get the quotes for the FFA?
115I know that we had talked about getting the fixing the auditorium. >> So, for the auditorium, we don't need an architect. If once we have the money, if if we decide to move forward with the lights and we decide to move forward with the ACs for that, we don't need architects. We can move forward with that on our own. >> I thought we had agreed to get somebody had said that another district was looking at someone that can just come and fix it instead of buying the stuff new. >> Oh, yes. So, um Garcia left. So, we've been checking that. >> You're talking about the lights, right? >> Yes. >> I'll give you I'll give you an update >> and that way it wouldn't be so expensive. >> Yes. But that one we don't need
116an architect. >> Remember we had talked about remember last time we had talked about the auditorium that needed the lights and several other things going and that it was going to be I can't remember how many thousands of dollars >> $60,000. And then I think Yadira said some other districts are using uh this company that comes and fixes what you already have. So instead of paying 60,000 we will be paying can't recall the exact numbers. I'm just saying um more or less like 20 30,000 or something like that. >> I remember that conversation. I'll bring an update on that just to see uh people that came to check just to see what is it that we fix it but we don't need an engineer for that for that we get the money we move forward
117with the auto for this one since the farm has electrical needs uh infrastructure >> right an engineer or an >> I I don't I think I recall that we had all agreed to move forward with getting the quotes for the auditorium yes no other No, no, no. >> Cuz we said we want to fix it no matter what. Cuz we have a lot of people that used to rent it >> and it's going to pay itself, right? So, we had said no matter what we're going to do. We said no matter what we're going to do it. >> It was for for the lights. >> Well, for everything everything in the auditorium. Yes. >> I think we have the quotes for the AC. >> Okay. For the lights, I'm going to get the the original
118contractor that installed the lights going to come do some maintenance. Then from there, they're going to give me a proposal for what it needs to get fixed. From there, we're going to go out for quotes. >> Okay. >> For the AC's thing, we have quotes >> for the AC's. Uh we have uh some quotes. We can go ahead and >> But can you say more or less how much it was? believe it was about 40 40,000 >> per >> because they have to be new or they couldn't be fixed >> and I think uh two of them they they couldn't be fixed. There were some repairs that were done to three of them. So with that I mean the AC's $80,000 then whatever we have the lights again that would come out of 185 185
119>> I don't want >> we actually working the energy company they're also going to be here tomorrow and there's some grants out there I know they say the sal stadium probably >> and including on the grant, the fine arts, but we're going to meet tomorrow. So hopefully >> Oh, great. >> Valion, >> we voted. >> What about uh E3 or what's that other one or something like that? >> E3. >> Let's move on. >> Well, that's another option. Not just value. >> So we we'll bring the different costs for for the >> Yeah. And if we can get like different quotes that it's not just one person like for the AC if we can get different quotes that way you know we can compare like and maybe like >> even even engineering firms can can
120do that by >> Yeah. So I mean we we approve this engineer architect RFQM. >> Yeah. whoever >> and that's why I put um projects. I I did not limit it to the FFA. I just we need someone to help. >> Yeah, that's why I was like bringing it up. >> Yeah. No, definitely. >> So, we we will go out for RFPs, then we'll bring it to you. You decide who to vote. >> RFQ. >> Yeah. And if we can get a second opinion on the AC, maybe maybe somebody else can fix it or what not. Perfect. Awesome. >> Yes, it's the RFQS for for the >> I make a motion to approve D3. >> Motion by Martinez. >> Second by Pis. All in favor say I. >> I. N. Motion passes. D4 review and
121approve chairman's agreement. You have the proposal for uh maintenance agreement with train. Uh currently we have two units, two chillers are working, one is uh down. Uh what the train is going to do is they're going to do a full inspection, coil cleaning u and then they're going to give us a full assessment of what needs to get done to fix the third chiller. So we're requesting the approval for the main >> Is there any other firm out there that works on train units? I mean because I'm assuming they're they're not under manufacturer warranty anymore. One of them is >> the one that's down. >> The one that the one that we uh just purchased, >> right? >> Yeah. One of them is under payments. >> Well, that's what I'm saying. But if another firm
122can work on the one that's down that is not on manufacturer warranty aside from train with anybody else like that before. >> What we want to do is basically get couple work with what's actually needed >> and u under this >> they're going to do instead of bringing someone to so they can do it the charges, we're just going to do it included here. So they'll tell us what the issue is and >> and then we can go ahead and get quotes. Yes. >> And did we want to do the full payment or the one-year payment or or not? Yeah, we're going to do um uh the annual annual uh amount and um that way they can complete the full agreement. I think that that's works at that show. >> Yeah. Let let me ask
123you Juan. Um >> we have training. You have any questions? >> Does the price include what they did last time we had the situation at the high school? >> No. No, that was separate. >> Just let the board know how much it was so that way. >> Yeah, it was about >> We have somebody from train. >> Huh? We have somebody from train. >> Okay. We have any questions? >> It was about,900 to get the the got the one of the chillers going. >> Did we not have this maintenance agreement before? >> No, I know we had the we were discussing right now we had the water treatment maintenance, but we didn't have this maintenance. I think is uh needed that way we don't have any any issues or any surprise uh uh down >>
124just to be clear and maybe you can clarify this maintenance agreement is not to repair it's just to maintain it if if something happens a leak or something that's still additional correct >> you guys check the oil in the car check the tire levels air stuff like that basically >> right yeah the description is in Yeah. Clean and coil annual inspection, semianual inspection. >> Oh, obviously the recommendation is >> that inspection. If we need something, we're going to be charged. >> If it breaks down, yes, this is >> at least we have >> to come check it. >> But at least we have a notice in advance. That way we don't have the children down in the student. >> And the reason why we brought it to you is because we just invested $3.5 million.
125that system. So, we need for them to check it so that way we avoid problems. >> We have a chiller down after 3.5 million. >> Yeah, but that chiller was used the the one that that broke down. So, just one >> we just was exactly. We just replaced one. So, we only have one new one. That's that's it. As part of the bid process last time of the $3.5 million, we only bought one chiller system. The other two have been here for for a while. But I I just want to add that was important to know that the first time that we want to replace everything was about 8.5 million to replace everything new. But we just because of the SER grant we just at that time in the conservative decided just fix what need
126to get fixed and then we can go >> how long was that? >> Was 2022 when when we started the process. So, yes, when uh we went out for bids, part of the option was to change everything. It was $8.5 million. You don't you don't have the amount. >> But it wasn't for with them or >> Yeah. I mean, they were part of of of the process. >> So, they they are train uh artifacts. The product came from crane. Yes. >> Which chiller one, two, or three is the new one? >> Do we know? two >> and that that was installed when >> approximately >> 202 no 22 we started no >> 24 yes >> and uh manufactur warrant is one year >> that one's working I mean I've worked with train for many many
127years on many projects and I mean they're a good company >> we just didn't get a check for the scholarship tournament last time. So, we're going to make sure that we get >> 5,000. >> But over there, they gave three checks. I already checked. So, I'll come back. >> Mr. Coronado, I'm sorry. Can I go back to something in D3 or No, >> just >> after this one. >> Okay. >> Any questions? I make a motion to approve B4. >> Motion by Miss Martinez, second by Mr. Cost in first. I I motion passes. Dispersements on this. >> She had a question. Go ahead. >> Just real quick, sir. I know when you go and when you get the quotes like for the FFA farm and for the auditorium, can you give us a breakdown of
128like like let's say fix the lights so much AC so much replace the AC fix the AC for the FFA farm um the roof the way you know we can if need be because I know our financial situation right >> and if we decide not to go with the loan then or we can just weigh all our options you know like okay what is the main thing that we need and we can just make a a better decision >> definitely for for the engineer what what he's going to do is give us the spec okay we need >> I don't know how many roofs or parts this or that and then once we have the specs we go out for a bit >> for the auditorium that one we can do it next uh during
129the next meeting we'll bring you you know the cost and the quotes that we have already in place >> perfect yeah we can get a cost breakdown for everything Oh, I'm sorry. What? >> Yes, sir. Total cash dispers dispersements for the month of February 239,867 with 78 cents. This is only for information. Does you have any question? >> Yo, centerstone. Those are the doors, right? And they're not working yet. >> Which one? They're not working >> on the second page. >> One, two, >> that was the 5,600. >> The 5,600. >> Yes. >> That was the rolling gate at the high school. That's the an athletic at the rolling gate. >> That's not a door. That's a rolling gate that divide the hall. Oh, wasn't didn't we replace one of those? >> We didn't replace
130one >> last semester. This was second one. Remember when we had the incident? >> Mhm. >> Uh and we said, "You know what? Let's move forward to fix those two whenever we have games." So, we were lacking that one. >> So, the motor cost 5,000. >> How big was the horsepower on that >> motor and everything? >> I thought these were the doors. >> I thought it was a for >> for the gate. >> Gates. >> No, no, >> I saw that one. I have it written down. >> This is for for the high school running gate. >> It's the one going towards the gym. >> They're they also do in the front. Uh I think that's maybe they're also doing the front gates, but but this one specific is the running gates. Yes. >>
131And I'm going to make a comment on that. Uh because I know I I heard the situation. We're going to bring the safety audit report in April. The door works. The lady tried to open it and it it didn't open. Problem is that we have students going from early college to the welding center going in and out, in and out, in and out. >> So, I'm guessing that one one of our students came out, didn't push the door. So, it was just going slowly. It stayed open. So, when they try to open it up, it was open. But it works. >> It works. Yes. I went in actually I went in this morning over there like working >> and we talked to the lady but she said no it was open so I have to
132report. I did find a little rock that they use to hold the doors. the front the front lady do that move it remove it from then go I was there I was there yeah Even even the lady tried it open close and he was working fine. He was just open. >> But we'll go back and check if if if that's a door on this one. It was uh the one going towards the gym. >> Yes. >> So this was a service, right? Center stone service. >> Yes. That's where the vendor is. >> Yes. >> So it was labor and >> labor and the materials >> and our maintenance guys. I thought we have an electrician and >> Yeah. No, >> carpenter. They would not have the ability to fix that. You know which ones I'm
133talking about, right? The ones in the middle of >> 50. >> So yeah, I mean we we can look at stuff like that. That that's a lot of money for one gate, I think. >> Any other questions? >> What are the champion awards? I'm not question for AR and AP AR readers either medals for >> there's a couple of checks in here for Ismael Garcia HVAC that are >> three for 660. Yeah. and a $10,000 10,500 on line item 021804. >> 021 804. >> Yes, sir. >> Page six. >> Yes. >> Okay. That one was where we're having that issue with the cafeteria. Uh there was some debris coming out uh we we couldn't figure out from where it was coming out from the from the ceiling and then it was um it was uh
134after checking everything it was it was u assessed that that it was coming from the ducks and it was falling on the students when they were but we were able to uh so we had to go and and clean it. We actually cleaned the whole duct the whole for the whole caf all the way to So this gentleman, he he doesn't have a company. He works like out of his social. >> No, no, no. It's a it's a DBA. >> May Garcia DBA a AI. >> A what? K I N. They're uh they're actually a they're tips or by so by board will get reimburseed by Bboard. So, so when we have companies that are by board, we don't have to really get three quotes. We don't. Now, if you decide you get us three
135quotes, we'll get three quotes. Problem is that it's we have cert situations like this one that are emergency situations. Students started getting rash because uh the debris was going into the cafeteria. We had to fix the problem right away. So, in those type of circumstances, I support you know what, get somebody from Bboard. We don't really have to get big quotes. We don't have to go out for bits. let's fix it. Uh we tried as much as possible to go off for bits or to get the three quotes in this circumstance because it was affecting the students. We just decided I just didn't know uh the name but but it was them. >> Yes. >> Why is it coming as a Garcia instead of >> That's the way it comes on the uh the check
136the check comes out. That's what we do all the time. Yeah, >> if you have a DVA comes up >> first the name and then the company >> the time clock on uh >> 02802 which is page six for 7,819 total. >> Is that what we what we approved a couple months ago? That's part of the >> That's part of the We were uh making payments >> the fingerprint system because we pay separate one is for cafeteria. Cafeteria has has to pay like Audrey was saying they pay the own services and then we pay maintenance pay the the other part. So, we use child nutrition account to pay part of the trash and then we use another account to pay for the other part of the trash. >> Who who gets uh who has cell
137phone school issued cell? >> I was wondering that too. We have principles, the securityities, uh the tr officers, >> cell phones. >> That's why they call parents, >> huh? >> That's how they call parents. >> Security officers call parents. the truth officers. >> Yeah, that's what I was going to ask. Can we see a copy of the bill next on the next board meeting? What do we have for >> Verizon? >> I was thinking it was our landline or something. >> Landline is smart. >> But they don't have a phone in their office >> or use the office phone for two. They can just >> Who has it? >> This has been like that for 20 years. We we can change it. Even before I came in, like all of those >> I mean I
138I guess I let I mean look at it to see who really needs one. >> I mean that's >> who gets out of per quarter. That's over $20,000 in a year. And can we see like um like what calls go out in just so that we know if it's actually gets used? >> Yeah. That's all right. Any other questions? H4. >> Oh, the CD. Yes, I actually give it to So they actually not regular light the whole picture and about 40 the pictures in there. Uh you can see on the early college on the back there there are sections basically in one section is called label and then then the other section like another 12 but it add up almost two pieces. >> It's not the light like I say it's the whole fixture. >>
139So where have all these lights already been installed or >> part part of them? Yes. And did we need all the this much at one time? >> So, so that's the thing and I I'm glad we're talking about this. So, the high school sense or any school will will send the uh work order, right? I think we're going to get to a point where we're going to see and have to analyze the priority need them because of our budget. So, yes, it's a it's a very good point. The only thing that we don't want is we don't fix them and then people start complaining, you know what, those lights uh are not working. why they're not working. As long as we're all on the same page as to what the priorities are going to be
140for the district. >> So, so elimination, obviously, we need it. You I mean, there's it's a liability if we don't. And then that's not not that's not the question. What I'm saying is if you order 95 lights in a month, >> you're not going to install 95 lights. >> Oh, yes. No. And and in this case, since they're like very specific lights, it's it's not like this ones, right? They're not like the regular ones that our our guys can just go and change. Uh, >> I mean, you're talking you're talking to me here. I do this for a living. I know what type of lights. >> They should they should, but but we're not there yet. We need to get him to that point. But but in reality, the high school has a lot of
141light lighting during the day. Uh, those lights were like that for for a long time already. We need them maybe >> the 866 inch recess can lights. They have a switch, little wings, fat wings, and those those are fast. The other ones are four footers. I don't know. Just >> actually to be honest, the prices is not that that bad. Just the amount of ice water and >> just the amount >> they're sitting there. You have like $3,000 sitting there if you changed 25%. >> Yeah. H. >> Let me bring them back. Yes. >> Did we have anybody on call during uh spring break? >> Oh, for maintenance. >> Were they working? They're working. >> Maintenance. They're working. >> There was a situation that happened at the baseball field with the restrooms. >> Yes. I
142called the superintendent. >> Yes. Uh we sent Mr. >> But he was went to a trip. >> Yes. Got here until 9 9:30. I think he came in the morning again for the tournament. >> So that's our plumber bus driver. So once he got here, >> they were there one night cuz we were there like around 9 9:30. He got there. >> Yep. But then at the following morning >> he came back the tournament it happened again. >> There was a lot of people on >> now that day was it was it was a weekend I think it was the tournament happened on Friday >> on a Friday and Saturday. Yes. >> Yes. So that was extra. He came in >> over the he didn't work on Saturday but he had to come on Saturday.
143>> They needed they need to do preventive maintenance on all. If you have a basketball game check the rest. You have a a volleyball game. Same thing. You have a football game. Check the rest. >> They were working. They were working. >> See, they were sending all the the parents and students to the first restaurant inside to the first. >> I think the first report that I got is that >> some students were >> just throwing paper inside the and that's what how the problem started. That's the first report I got if I'm not mistaken. Yes. >> So there we we had students from other districts because it was a huge tournament. >> I don't know if it was on purpose or not. They started throwing paper and that's how >> but they were working.
144Yes. >> Yes. >> Nasty. >> It was Any other questions? >> Investment report. >> Yes sir. Uh total investment for the current earnings for the month $24,160. Uh total balance is 12 mill 12428,000. Does require approval. >> Yes. I motion to approve F2 investment report. >> Motion by Miss Garosa. >> I'll second it. >> Second, Mr. In say I. >> I motion passes. >> When will we see long store? I'm sorry. When will we see long star rates? >> The rate I can put it in there. 3 3.5. >> Well, I mean the earning I guess. at the at the end when uh when the when the CD matured seven months Augusta usually at the at the football field we have a a maintenance lady outside the restrooms. >> Oh yeah, we maybe we should
145consider doing that for the baseball. >> Maybe only tournaments. >> Actually I did talk to Mr. for now and I didn't mention it for any after school event we're going to uh try to have a plumber uh electrician and if it's inside we're also going to have the a hback uh basic guy >> in case any have any issues >> already the custodians are sitting outside and they go in every so often to check so like that the kids know well somebody's checking >> the plumber electrician just you know that that's over time like and we talked about it like okay let's analyze it see it would be extra need all of that maybe just the custodian sitting out there would help with the kids >> the way we have it at the stadium. You
146mean when we have tournaments and kids are not >> Yeah. Yeah, cuz I mean we can't control especially other other school district kids if they see an adult around it they'll be less >> cuz we didn't have the problem like in regular games we haven't had those problems. Any other questions on tax collection? >> Motion to approve F3 tax collection. >> Motion, right? For the tax collection. Yes. Yes, we do. >> Motion to approve F3 tax collection. >> Second. >> Motion by M. Second by Martinez. All in favor say I. >> I. Motion passes. >> Budget update. Do we have a budget update? >> We have a budget update, sir. Total revenue received as of today is 12.5 million. total expenditures 9.7 million and you have your regular uh reports attached to on the back.
147This is just for information for the record regardless of our finances we are having summer school and we are having the enrichment program. I want to make sure that everybody knew that because there were some rumors but we are having summer school and also the enrichment. Can I comment on some of these? >> Definitely. >> Yes. >> I was looking at the last pages that you gave us um the expenditure report and I was looking at the programs. Um I did see that on some I was like what what what's going on with that? But um like the the high amounts supplies of some like the migrant department >> you know 6,000 for supplies >> that's for the whole year. >> For the whole year. >> Yeah. Th this report is for the whole year
148August all the way up to now. because I had some uh the educational basic grant 35,000 for supplies >> vocational education >> 244 >> that's uh >> 35,000 basically the whole was used >> yeah that that one is the cate we're talking about welding you're talking about the engineer program so so it's all the different programs that we have that they get their supply money divided. The welding gets a portion, manufacturing gets a portion. >> Okay. >> So this this report is a general report. >> Okay. >> Like an overall report for the district >> for the for the different departments >> for the different departments. Yes. For the different accounts. And you would see that 80 to 85% will go to payroll basically. >> Yeah. Some of them had more for supplies than anything
149else. >> Okay. I just wanted them to know basically what what they're for. So this is the overall >> overall expenditure divided by different accounts and programs. >> That's it. on the on the budget is we have you guys looked at the incumbrances that maybe we can reduce >> for next year or for this year >> already now. >> So this year basically as I explained last time uh we're not replacing any individual. Uh we lost Miss uh Aguilar for instance we did not replace that position. We lost uh the front lady of the amante we did not replace that. So that that's the first step. We we have this attrition perspective where if somebody leaves, we're going to have more work. That's basically uh right now that we're talking about the cell phones for
150instance, I already made the note and they're not using it then you don't uh spend 10,000 15,000 $20,000 uh if it's not needed. So so uh we are planning to have a a workshop. Uh I we do have a plan I think a plan that is going to work for next year without having to go uh for an election this year hopefully. I think it's already >> Yes, you already talked to Kevin and qualify. >> So we we feel very positive about next year. Problem is that we we just have to make sure that we're very strict with our expenditure patterns and and we need to make sure that we have our priorities set. So if FFA it's going to be FFA it's going to be it's going to be the lights over there. Uh
151as soon as we finish that workshop we'll bring it to you and ideas that uh let us know. What is a general administration? What does that code under 41? The code for everyone for the the function >> function is anyone uh basically here at the the central office >> anyone like payroll or >> uh anyone here at the office uh central office staff >> but payroll or >> 41 41 is administration function 41 is general administration for here for central office >> for everything uh payroll general supplies everything >> paper copers >> paper copy Have you thought about looking into like a service contract, hourly service contract with like the AC guy, the outside electrician? And what I mean by that is you get a yearly contract. You go out for bids on an hourly
152rate and maintenance prices. So you you would choose this the lowest guy and that's what he can charge you. That's that's the highest he can charge you all year round. >> We have not >> instead of calling for example and I'm not trying to point that out is just in February he made $20,000 by himself that is >> uh we we have not opened that door but if you guys guide us to do that we'll do it definitely. I I think it's a very very good idea to get a specialized person for the different problems that we're facing and and have it as contracted services throughout the year. That would be great. That's something that that the board >> would support. >> Put it on for next month. See if we can discuss that a
153little further. If you don't mind, >> we have an electrician. Uh the plumber is not certified. The plumber is not certified because in reality he's a buzz driver. We're utilizing his knowledge to help us out. >> Yes. >> But he's a buzz driver first >> because he does the routes. When we have the maintenance uh context of the buzz drivers, he helps us out with bomber, but he's not certified. I like that idea. I like that idea of going going for contracted services for I I like >> Yeah, that's a really good idea. I >> Thanks. >> Any other questions? >> I do have something in executive session that I need to cover with you. >> It's 8:13. We go to executive session. >> Do we need a motion for that? Do we need >>
154no budget update? No. We need an update. >> Motion. No. >> Okay.
