0012005 academic performance report. Good afternoon members of the board community Mr. Board President. Today we're here to present to you the taper. You've seen most of these information before. I think I believe this is going to be the fourth time that you see the data, but we are mandated by statute to bring to you the taper and to have a public hearing today. So let us begin as part of the taper you're going to see information about score participation in CCMR teacher information one of one of the greatest accomplishment we had is we met all requirements for special ed. How to access the taper? That is the state website. We are going to send a letter to the parents so that they know that's already been posted on the school website and they may access
002a copy from the campus principal. So the first scores is the ELA scores. As you can see the scores are comparable to the state and to the region which is the black and the white arrows. You see that the at the approaches is very comparable. You start seeing a little bit widening in the meets and masters. This is for reading. Now when we go to math, this is one of the subjects that we did exceed the state and the region. You start seeing more closer comparison with the meets and the masters which has been an area that we've been targeting at the district. Now you see science same thing very comparable to the state and the region. You start seeing a little bit widening a little bit more at the meets and masters. Our greatest
003area of need is in social studies. This is where you can see the gap a little bit wider and we know it's eighth grade social studies the one that's our greatest in the area of need. I do want to bring to your attention this section. When we compare to the state and to the region you're talking to about all of the districts, right? And these are districts that are comparable to our populations our demographic and in size. So in comparison to Santa Rosa Donna Santa Maria Monte Alto and Edcouch Progreso ISD is higher than most of our surrounding districts. At the approaches is where the highest of all. At the meets and the masters the only one that was higher by one or two points was Santa Rosa. Everybody else compared academically we're scoring and
004outperforming most districts in our surroundings. When we go to all the grade levels, this is a comparison side by side. This is Progreso last year to Progreso 2024 to Progreso 2025. The tapers a year behind. You see that the approaches we stayed the same but you start seeing our gains at meets and masters. What we have seen that that's been our area of need. We're not where we're supposed to. We still have more progress to show but that's the one area that we're targeting the most in the meets and masters and it's evident by the by the growth. When it when it comes to school progress, you see that we are comparable to the state and the region. But the area where we show the most growth is when it comes to accelerated growth. Accelerated
005growth is when a student does not pass the test and shows growth so then they they count as accelerated growth. You see that we are higher than the state and the region. When it comes to our attendance, it's very close to the state and the region and we're staying almost the same compared to last year. One thing to point out I'm sorry is that the when it comes to attendance is lagged so it's two years behind a year behind from taper. So it's the 23 24. When it comes to the dropout rate last year in seventh and eighth we had nobody who dropped out. We have a half a student increase from last year. This was a student that went to Mexico. It's very difficult when a student goes to Mexico to ensure that they
006register they count as dropout. The student ended up dropping out half of the semester. That's why it's half of the percentage. But when it comes to the high school, I am very proud to report to you that the dropout rate decreased. And then you see that it's very comparable to the state and the region. The four year longitudinal this is our the graduation rates. You see that we increased from last year. Last year we were 88%. The prior year 2023 we were at 88 24 at 92 and you see that we're comparable to the state and the region. We were actually higher than the state comparable to the region. College ready you see that this is another area that we need to really really we've been working on consistently this year. We made several changes
007this year because we are below the state and the and the region. But one thing that I do want to highlight it's the number the percentage of students who are earning associate degrees it's way higher than the state and the region and the same thing for students who are enrolling in dual enrollment. We know that our area need is TSI and one of the major changes that we made this this year is with college prep. So you'll see by next year that this percentage is going to drastically increase. The demographics for our districts economically disadvantaged 99% of our district is economically disadvantaged compared to 60% at the state. EB half of our population about half of the population a little bit more is students who are emerging bilingual compared to 24 at the state level.
008Students with disciplinary placements you see that we don't have a lot of incidents specifically at the high school. The culture is outstanding at the high school. We have very few students who are who have a a mandatory disciplinary placement. Immigrants we have two 2.3 actually lower than than the state. With migrant you do see that we are way higher than the state and then at risk 73.4 compared to 53.5. Mind you all of the students who are EB qualify for at risk. That's why you see that number being much higher than the state. For instructional programs students who are serviced in bilingual classroom at 70% compared to 24 at the state level. CTE district wide is 29% compared to 27 at the state but this was this was pretty impressive. We have 91% of our
009students who are enrolling in a CT course compared to 74 at the state and this is at the high school. This is 9 through 12. In GT we have 9.8 of our population being serviced through the gifted and talented program compared to 8.7 at the state and in special education 10.10% compared to 15% at the state. When it comes to teachers beginning teachers we have very few. You see that most of our most of our teachers are teachers with experience. Most of our teachers are tenured teachers, right? Which is very impressive. It means that not only do we have teachers who have a lot of experience but the teachers are staying here in Progreso. Compared to the to the state which is lower than the the percentage that we have here at at the district.
010Any questions? >> [clears throat] >> What is what is what are some of the things that we changed for the college ready? I noticed I know that you mentioned we're working on that just so that we were aware of you know what changes were made. So when it comes to CCMR it's two years behind, right? So it's going to be lagging data. We won't be able to see the changes until next year. One of the main changes that we did is now we're offering a college prep course which gives you a point in CCMR which we did not have before. The second thing we did is we're having a very aggressive um in initiative when it comes to TSI. For the first time we tested all of the seniors on TSI. They're offering Thursdays every
011Thursday they're offering for students to have TSI testing. We have brought consultants to do camps before the students test TSI. I know when you come in in the summer Miss Miss Letty Aguilar was very intentional to bring back the kids who were very close to passing TSI. Which we had not before. So like in the summer it was about 20 students really to 30 students that tested. So we're being more aggressive not only offering the the testing but preparing the kids to test. That I think we were not doing before. So we're having a camp before the kids actually test. If I may I'm just going to add that at the beginning of the year we restructured the high school. If you remember we used to have the I'm going to say the segregation between
012early college and and the traditional high school. This year we moved teachers around so now every student is going back and forth in both buildings and and we've seen motivation changing in in in also the teachers getting to see every student across the the high school and as I mentioned back in November we made some changes in the administration as well. And and you also if you want to add the transcripts you did audit and everyone's taking a It should be 100%. Yes. We increased drastically also the AP students who are taking AP tests especially in Spanish and English. So you'll see a a drastic increase. I think we almost tripled the amount of students who are in the in the classes that take an AP exam. Looking into expanding for for the future when
013it comes to AP as well. All of these changes came because of our weakness which came from CCMR. Now this year we're not going to be able to see the impact of our changes because it's going to impact next year's accountability. It's one year behind. So what we're going to get this year is what we had last year which was pretty similar to what you just saw. Hopefully next year because of all those changes our CCMR is going to increase tremendously. So is it next year 2026? The accountability 2026 2027. Yes. The good thing is the high percentage of teachers between 11 and 20 So with these changes and as referring going back to Miss Canales's question So it looks like there is improvement. What else are we going to do to make sure that
0142026 is I mean we're trying to get an A obviously but >> Right. I know I know we got a C. So I can tell you the other thing was already comes to academics and the scores we were very strategic when you came to strategic staffing. So our designated TIA teachers ended up receiving the students who were the most at risk of or 14-16 students who didn't pass in the last year. So we were very intentional when it came to scheduling so that our best performing teachers had the students that were the most in need. When you came to master schedule we added two periods before the high school did not have two periods and I know that's one of the suggestions that we had gotten the last year. So students are not only receiving
015one period of instruction they're still receiving intervention within the day. So if I did not pass the prior year I'm going to receive two periods of English or two periods of math to make sure that that helps me close the gap. And when it comes to curriculum I know you remember this it was hard for us but we went 100% with Blue Bonnet and and uh we're ahead of the game now because our math teachers know the curriculum left and right they've been going to very intensive trainings so the math is is already covered at the high school and at the BMS. I know that we mentioned in one of our past meetings that we were going to try to have like the counselors meet with with the parents and the students like kind of
016like okay which plan are you going with this is what you need to do. Is that something that we we were able to to start? >> Yes actually we've been having monthly meetings with the parents uh the first time around we had about 12 parents second time around it was like 25 and as I mentioned we we're planning to have a bingo full blown for the community to have those type of of uh presentations with them. Uh actually back uh about 2 weeks ago the high school had uh about 80 students uh there at early college at the library and uh they were doing what was the name of it? The self care presentation we had 80 students it was open for for for anyone who wanted to go so the numbers are increasing and
017yes the counselors are giving the uh presentations as well uh in every campus. Also for dual enrollment I saw an increase right now we have more students in the high school taking dual enrollment. Yes and actually uh we have it on the agenda Miss Aguilar is going to present right now on dual enrollment and NCT as well. How about sitting with the kiddos like one-on-one? Like this is your career plan this is these are the classes that you need and then how are you doing? I do have to say that once uh Miss Garcia started at the high school she's been amazing and and she's been meeting with students and parents not only uh following the plan but also talking about attendance talking about passing the classes so she's been very intentional with administrative team
018and we've we're very blessed to have you Miss Garcia. I've heard great things. I've heard great things from staff students and parents. Thank you Miss Garcia. >> [applause] >> At this time we have any public comments anybody in the audience? All right we go more discussion any other questions ladies and gentlemen? I just wanted to say um I did come a little late but I was able to read up on it. Um on the class sizes I observed that each teacher has like about 13 um students per classroom. So if you look at page 31 I I don't know if you have it there with you. Uh it'll give you a breakdown more or less by by grade level. So if you look at kindergarten the the standard last year was uh 18.5 first grade
01920.3 second grade 21 third grade 18 fourth grade 20.5 fifth grade 17 and sixth grade 17.5 and then the secondary you'll see that the numbers decrease a little bit 15 uh as we're planning for next year I think this is one of the conversations that we're being having uh my philosophy will be 22 to one and I and I know that uh if we want to get good results we we need to have small classes but we also we're also facing financial situations uh so as we move forward with our budget think about that because the class size is going to be very very important. Because I was saying intervention Exactly yes we we we do have it. The reason I'm saying is that I meant the secondary cuz um the the results they got
020for the secondary which was the letter grade that we don't we didn't want to see at that point they still had that small classroom environment right? Yes. So I feel like if they have a small classroom environment there's more opportunity for them to work more one-on-one with the student. And I feel that I know that the teachers have a lot of years here and I commend them for that but I mean we if we that's a blessing because if we uh were to be in another school district the numbers are a lot bigger I've seen high schools with 40 to one student. And I feel that we're moving forward and I commend the the the teachers and administration but I think that we should be better and all for our students because they deserve the
021most qualified education they can get. Especially because of them because of the students that are in our district that's how the teachers get paid. So does that way the teachers understand that because students have come to school that's the reason they have a job. So we expect higher scores for teachers and for the district because the the students deserve that. And all the resources that the board has been approving and all these things that we have been doing is all for them. And so our expectations are are a lot higher now that we see all this data. Definitely. >> commend to all of you uh that have brought progress but we want the best for our students. Definitely ma'am. Thank you. >> mean ultimately we are an educational institution. That's that's what we need to
022focus make sure that our numbers academic wise go go up go up I think that's what Yeah but for them to know that just how we're also asking we're also going to support so that they need to feel that support as well. Thank you. Thank you very Thank you Miss Corona. At this time I need a motion for C1 please. Make a motion for the 2024-2025 Texas academic performance report. Motion Mr. Bryant Mr. Perez second by Mr. Martinez all in favor say aye all against say nay. Motion passes. I'll make a uh it's um 6:17 I'll make a motion to adjourn. Motion by Mr. Ramos second by Mr. Martinez all in favor say aye aye motion public hearing has been over. At this time call meeting order regular meeting at this time pledge of allegiance
023and Texas flag. I pledge allegiance to the flag Mr. Perez can you lead us in a prayer Please bow our heads. Dear Lord thank you for this day thank you for the many blessings you have brought upon our students our staff our administration. Thank you for the opportunity you have given us board members to serve our community and you give us the wisdom tonight make the best decision that is based on you Lord for our district our students our staff and our administration in Jesus name amen. Mr. President members of the board before we start with the public comments uh I have an announcement to make as you know Lone Star National Bank donated 10 laptops to Progreso ISD and on behalf of the board and administration we want to thank Lone Lone Star National
024Bank and we have Mr. Alvares here. Sir come on over sir please. >> [applause] >> Thank you very much for everything that you do for our community sir. Do you want me to say something? Please please. >> [laughter] >> Well first of all I it was it was interesting to be at one of your school board meetings for those who don't know I also serve on a school board so it's really cool to see colleagues. I represent uh the school district of La Joya so I'm actually the president so I'm I'm I'm honored to be here at this meeting. But uh as referenced by the superintendent I was uh Lone Star National Bank received uh 10 laptop computers and uh I was given the distinction uh and the discretion to award it to any school
025district and as you know there's an array of school districts throughout the valley. Um but I have to say that super impressed with the school board that you have been here multiple times here meeting your superintendent is awesome I mean you want to keep him you don't want me to take him from you. And of course Mr. Adnan is your CFO and his staff have done an amazing job so it was a no brainer. The students here I've been here multiple times to see football games and stuff like that. So um I shared with the chairman of the board Mr. Alonzo Cantu our president Mr. David Deanda that I wanted to gift the 10 laptops that we were given to Progreso ISD. Thank you. Thank you very much. >> [applause] >> And we have a
026small token of appreciation for Mr. Alvares so you can take a picture with the board. Now you are a Red Ant. >> Can I get some students over here to take a picture, please? Come on over, guys. >> [cough] >> All right, public audience. Okay. Who's the first one? Miss Alicia Peña. Good evening, board. First of all, I want to thank Miss Correa, Miss Zuniga, and Miss Acosta for the resources on autism. I will be having the child enrolled here in Progreso, and they have guided me and giving me resources, and I am very thankful for them. And this really brought my attention because I will be more vigilant on the teaching staff that they are educated, and that they are um in this uh autism is a very sensitive issue, especially when it comes
027to our children. So, with that said, I wish that we do have a staff that is educated in this source. And uh my second is on your executive session. Uh please take into consideration on hiring a new athletic uh coaches. I'm not going to mention any names. Uh I believe our small town has been humiliate humiliated enough. So, take it into consideration. And that's it. Thank you. Thank you, Miss Peña. Thank you, ma'am. We have oral rights. McDonald >> [applause] [cheering] >> Who do we have next? Jose Trevino >> Gracias. >> [applause] >> I like to uh I like to announce a meeting for special board meeting for January 21st, 2026. I make a motion to approve the board >> I make a motion to approve the board meeting. >> I second it. >> Motion
028by Mr. Martinez, second by Ms. Candelas. >> All in favor, say aye. >> Aye. >> Against the motion, passes. >> District reports. >> Uh >> good afternoon, Mr. Board President, members of the board, community members, students. >> I'm going to start >> with >> TCP fingerprint system. >> You have it there as part of your packet. >> If you turn over to the implementation overview, >> these are the different phases that >> uh >> we've gone throughout the year. >> Right now, we are at the delivery phase. >> All staff members are clocking in >> and out >> using the fingerprints. >> Um >> I met with Lupita. We just were lacking one little thing from >> a sender in Region One, >> uh which is >> which is we need to connect something from
029a >> we need to connect something from a sender to our system >> to make sure that >> uh >> the payroll works. >> This time around, she did the payroll >> manually. >> Hopefully, by the next time around, it's going to be working. So, if you look at the different phase, we're already finished >> initiation phase, discovery phase, >> planning phase, >> and we are at the end of the delivery phase, >> and >> the transition phase will be the last one. Again, >> everyone right now >> is clocking in and out >> using fingerprints. >> Also teachers, yes. >> But we're >> we're asking them to do it throughout the day, >> like for regular day also. >> Like when they clock in, and then not for lunch, right? >> So, so what
030we're doing right now, the the way we're getting our system is Lupita is doing >> getting our system is Lupita is doing the lunch automatically. the lunch >> automatically. >> So, if for whatever reason somebody clocks in in the morning and then they clock out in the afternoon, the lunch time is being taken out automatically. Do you want to do that for the teachers or do you want to use them like for the tutorials, the extra duty? Because like I mean their contract of I was thinking it was only for the hourly. Can we talk to the attorney about that? Because I know they're they're not they're salary. They're not hourly. Morning and out. That's it. Morning and out. But automatically it's getting the hour cuz for instance, we we have a director that comes
031in at 8:00 and then clocks out at 5:00, it's marking 9 hours. 1 hour. So, we are taking that 1 hour so that way it doesn't reflect that that person worked 45 hours instead of the 40 hours. Does that make sense? It's automatic. It's automatic. Yes. >> don't have to go and clock out with the Yes. Who's overseeing at is it the campus level? The principals. Principals are doing it at the campus level then uh maintenance, transportation, and administration is Lupita. So, whoever's overseeing the the this project, right? This implementation, can also be held accountable if somebody is not clocking in on time or >> definitely. >> leave in the middle of the day and >> or leave >> Yes. in the middle of the day and comes back. And and and Ms. Valdez is
032very good about it. If she sees that somebody did not clock in right away, she contacts them because they would have to follow protocol to make sure that we change the fact that they were here working. Cuz if they don't clock in and they don't clock out, it's going to mark it as absent. It's just a lot of funds that went into it. We need to make sure we're implementing. >> Definitely. Yes, sir. That's all I have. Thank you. >> think it's a really good system and I feel that's how we can keep track even of professionals. As a counselor, I have to punch in and punch out every day and I feel it's just it helps, you know, the people that are bookkeeping that way they keep track of who was here, who was
033not and it just makes it easier. Yes, definitely. I think it's in and out. Yeah, not lunch. Just in and out. Yeah. On the expense, that's the time clock plus. Is that part of the part of this? It is part of that. Yes. Then if you um go to the next page, we uh had a meeting with TASB. We're starting the pay system and stipend review. Last week we met with uh TASB through Zoom. They're going to be getting our information and if you turn the page, there's uh a TASB Progreso ISD pay system and stipend review. This is the timeline. If you look at the initial meeting, it's 2/17/2026 which was last week and then we're going to do the return request uh data to TASB by March 3rd. Analyze data and prepare questions
034by the spring break time and if you go over it by June, July, we should have the actual report. Uh we are targeting July for them to come and present to you. Uh it is good to point out that we haven't done an analysis since 2012. Uh and that's what uh TEA uh I guess based it based our our pay, our salary, hourly uh since 2012. So, this is awesome for for our teachers and staff. We're going to have a true picture of 2026 compared to other districts as well. So, the first draft is in May 26th. Yes, the first >> we discuss? Can we see that Definitely. Yes. >> before we even have Before we we have the actual presentation. Yes. And I'll be giving you reports as we go through through the meetings
035with them. Also last week we had a presentation through USDA 504. They came to do a home repair grant and loan. Ms. Acosta, thank you very much for sharing the information with us. They were here for our employees and also we are planning to do one for the whole community. We're going to host it here in Progreso ISD. We're going to open the doors for our community to come and we're going to help them out with uh their application. If you turn the page, it has the information in order for anyone to apply and and try to get the grant, they need to be 62 years older 62 years old or older. They need to have an income under uh $37,500 and uh the applicant's name on home deed. Uh we had a lot a
036lot of maintenance, transportation, and cafeteria workers here. They already applied. USDA is going to come back to guide them and they're going to let them know if if uh they they'll get the the grant. In addition to this, he also presented a loan for $7,500 at a very low interest rate. Uh so, it it's going to be great for our community. Uh they'll come back and I'll keep the community posted. Just to be clear, this is not part of Progreso ISD. We're >> is not. >> hosting >> Yes, we're hosting. Yes, let let me say it again. USDA is the one doing this. We're hosting the information and we want to open the door for the community to help them out. Ms. Rocha with the department has also coordinated Ms. Rocha was the one coordinating
037with USDA and and uh she's going to be the one taking the lead on uh this organization. Also tomorrow we're going to have the 360 athletic presentation. Mr. Jonathan Medina will be here at DTMS and then the high school. We're going to be focusing on uh motivational skills. They're going to be talking about suicide signs and also uh different resources that students can use to talk to uh counselors and and hotlines if they have any pro- uh problems. Again, they'll be here tomorrow. And it's for everyone, not just It is for everyone. Yes, it'll be for everyone. Everyone in in the school district or community as well? Uh no, the students. This is for the students. Yeah, this is going to be for the students. It's only high school, right, sir? DTMS and high school.
038Yeah, that's what I heard. Yes. And finally, we're going to be hosting a health care a health fair this uh Saturday. Uh we're going to be posting it pretty soon. This is for all the community members that want to join us on Saturday, February 28th from 10:00 a.m. to 3:00 p.m. We're going to have uh different screenings that will be free. This is completely free for the community, for our students. Uh they're going to be taking the glucose, blood pressure, height, weight, temperature. Again, we're going to be hosting it on Saturday at the high school. If the community can make it out for them to come out cuz I know last year it was the attendance was really low. Really? Okay, so >> so promote it, promote it, promote it. It's free. >> Did we
039post this? We're going to post it. Yes. Yeah, we're about to post it and we'll invite the community. And also board members are invited. Yes. Be part of it. Talk to your family members. This is This is great. Changing gears, I'm going to give you a little summary on the UIL and DEC information. I know there was a lot of different things going back and forth uh in Facebook mainly, but I'm going to give you the summary of what happened, the DEC and we're still pending the UIL meeting uh but I wanted to give a summary to you as the board and also to the community. So, as you know, uh when we started making changes at the high school, one of the most important things that we needed to do was to be intentional
040about uh the way we check our students and and uh last year we went through a situation and we presented a plan to you and to UIL at the state level uh stating that we were going to have systems in place in order to make sure that all of our students were eligible. In fact, I had a conversation with Ms. Acosta when uh Brownsville ISD reported themselves for having an inel- ineligible student. Uh and throughout the first semester we had like two or three little situations when Ms. Garcia came on board at the high school, I met with her and I met with uh Mr. Gonzalez to make sure that those systems uh were in place. When they started checking, uh they went into the actual Q folders. So, let me give you the summary,
041but I'm going to give you the steps. When coaches are checking eligibility, they go through the PIMS system. They talk to the counselors or they go straight to the PIMS system to check if the student is passing, if the student has been here uh since they were freshmen, sophomores, juniors, or seniors. And this time around checking the Q folders, we were able to find a little situation. So, I'm going to pass this, but I'm going to get it back uh because it it contains student information. So, if you look at this, this is uh a window that we get from the actual PIMS system which is Ascender. One of our students They they get this and they they they get the the grades as well uh but this is the window, the main window they
042check through PIMS. So, one of our students and you have it right there in front of us. If you look at what I highlighted which is on orange, it says entry ninth grade. You see that? That specific space is to put the information when the student became a ninth grader. Right? If you look at this individual student, the student became a freshman according to the PIMS system on August 20th 2nd, 2022. Right? And then if you look the information right underneath, it says this street district entry date. It's exactly the same, right? The problem with this situation is that this student had gone to a different school the previous year, which was 2021. So, he was a freshman in 2021 in IDEA. And I want to make this very very clear. This This happened 2021
043cuz I started seeing posts that stated that we brought a student from IDEA and then we played him this year, which is completely false. And I want to make sure that everybody understands that. That information was false. We did not bring any student from IDEA this year to play soccer. And I wanted to make that clear to the community and to everyone. So, this is a situation that happened 2021. The student went to IDEA. And then he transferred from IDEA to Progreso with two credits. So, when he came to register to Progreso, he brought two credits. And in reality that student was a freshman. Right? The problem is that when he registered in Progreso, you see that the ninth grade entry date was the same day that he registered in Progreso. So, when a coach
044sees this, he's thinking, okay, so he was a ninth grade student 2022 a sophomore 2023-2024, a junior 2024-2025, a senior 2025-2026. Problem is that UIL has a rule that students can only play high school sports for 4 years. The problem here is that this student participated in UIL sports for 5 years because he had participated in IDEA schools 2021. First semester he played cross country for the whole semester. So, we had the DEC meeting last week. DEC got this information. We thought that DEC was going to take the championship away from us. Does it matter if he played So, he played at IDEA in 2021? >> He played in at IDEA, yes. Yes, he he So, so it counted as as year number one. Uh so, we went through the DEC and uh DEC decided
045that or concluded that this was a PIMS clerical error. Now, this is just one. I went back and I started doing the investigation just to see if this was an isolated case. I went back to 2012-2013 and guess what? It was the same thing. I have a student who came March 3rd 2015. When he came to Progreso, he was a freshman. He's coming from another school district as a freshman. Yet the the PIMS coding was ninth grade entry the same date when she when he registered. I have one for 2020. September 2020 and you will see that the same information is there. Registration in ninth grade is the same registration date for Progreso ISD. One for November. And the students were also re-teamed. Exactly. So, So, what what have we done to make sure that
046this doesn't happen again? So, because our coaches are using this system, but you know, we're we're putting this data in wrong, you know, and now we have our coaches being crucified all over social media. So, first thing we did is I brought a sender and region one to do a training with all PIMS uh clerks and counselors as well cuz as as I was going through the investigation process, I realized the disconnect between the counselors and the UIL rules. Like we don't expect for the counselors to know all the rules of UIL, but now as part of the plan, we're going to put a person in charge of the to be the connection between the coaches and the counselors. Now, we were able to find this information because we started checking folders. I asked other
047districts, do you guys check folders? And right away they said, no. Coaches cannot go and check folders because uh the folders ha uh very con- confidential information and you can break the FERPA rules. Uh so, what are we going to do to avoid that? We are planning to put a specific person. In this case, we have a registrar who works for the counselors, who's Miss uh Cassie Garcia, to be the person in charge of UIL compliance so the coaches can go straight to that person and check the information that we're just uh sharing with you. Uh obviously, we are using the uh I think we had this conversation. Uh the way we do it with ELPAC, you have to go back and check previous years to see when is it that the student came to
048the United States and registers. We're going to do the same thing with UIL. Do a template where we check, okay, were they here sixth grade, were they here seventh grade, were they here eighth grade, ninth grade, 10th grade? The problem that we're facing at least this year is that UIL changed the rule. Before we didn't have to create a PAPF for students who were playing in JV. So, if they were coming from eighth grade or they were coming from Weslaco or they were coming from IDEA and they played JV, that's it. We didn't have to do anything about it. They could play JV for 365 days and they would be eligible to play varsity. Now, UIL is asking to have a PAPF. The problem is if we don't know that the student is coming from
049here, from Weslaco or from IDEA, then we're going to be facing this problems. I do want to make this very clear to the community and to the board and also to our audience. This situation came to light because we reported it. Nobody reported us. This came because of our systems in place. So, I wanted to make that clear. And now that we have Miss Garcia here, she was very instrumental because she's checking folder in folder by folder with uh the athletic director. Uh there was a lot of information out there coming back and forth that somebody called uh UIL. That is not true. The one that called UIL was me. That day when we found out about the situation, I called uh Dr. Nolte and we self-reported right away. Uh and I know that people
050wanted to see that there were isolated cases for cross country and for soccer. With this specific student, it was two sports cuz he played cross country and he played four games for soccer. Uh at the end when we presented to the DEC for soccer, they also said, okay, we understand that it's uh a clerical error, but still you're going to get your four games the games that he played uh taken away. For cross country, the championship was not uh impacted. So, we kept it. Let me give you the explanation. Soccer is a team sport. Right? This student participated in this team sport. For cross country, the championship that we got was because of individual students. And then we added the points. So, this one student did not impact the championship for cross country. Does that
051make sense? His points or lack of points did not have an impact. Yes. Now, thank you very much for that question. Yes, that exactly. Now, that is a very good question cuz I don't want for people to think, oh, you know what? Why cross country yes, soccer it is because of that. Because that individual student did not impact the championship. Over here, team sport, he played those games and he was part of the impact of winning the games. Okay, but I don't know if I have a question. So, Miss Garcia has a lot on her plate. She's a principal. Definitely. So, what responsibility are the coaches going to have? And I'm talking about every single coach. And the athletic director. What responsibility are they going to have in getting to know the student, getting to
052know where they're coming from, and checking what grade are they in? Where do they Where did they come from? Did they play before? Was it varsity? Do I need the form? What's the responsibility? So, now Explain it to the public so they know. >> definitely. Now that we have developed the template, they're going to be in charge of making sure that they uh fill out the template so administration can check it. But if it's wrong, it's on them. It is going to be a responsibility uh related to the coach. In this case, the athletic director needed to have the systems in place before. Problem is that we were facing the situation that we faced during the summer. We had the UIL meeting. We created the the manual and we were going step by step. When
053Miss Garcia got there, I was again very intentional, very pushy. I was putting pressure like, hey, we need to do this. We need to make sure that we check every single student's fol- uh folder to make sure that the information is correct. That's why uh it's important for everybody to know that again, this information came from our systems, not because somebody else reported us. Claro que si. Un resumen rapidito de la situación que vivimos con UIL in a DEC y DEC. Um uh Normalmente los coaches eligibility Yes. uh Now, uh uh uh uh uh uh uh uh There's no excuse whatsoever. If I have a principal dealing with 500 students and she's getting to know every single student and she's getting to know if the student is going to graduate, if the student is going
054to go here, if the student is going to go there. uh And I don't know if it makes sense cuz uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh uh Does that make sense? Any questions? Definitely, yes. DEC at the end concluded that it was a a PIMS error. Again, we have a UIL meeting. uh We don't have the date yet. As soon as I I get the information, uh I'll let you know. But right now, that's exactly what happened. Our soccer boys are still playing. I think we're in second place right now. uh Cross country obviously finished back in October. Again, the championship was not touched. Um and we're moving forward. What's what's going to be discussed in the next meeting in
055the next UIL meeting? So, uh the the As you know, we we have a probation of 2 years. um Obviously, they're going to discuss what is it that we're doing, what type of systems do we have in place, what are we going to do so that way these type of situations don't happen again. Again, we already met with the center, we met with clerks, we met with with counselors. um Do they have the power to say, you know what, guys, what you did is wrong? Yes, they do. But from what we gather from the DEC, it it it looks positive because at the end of the day, DEC concluded that it was a PIMS mistake. Going back to these reports from 2012-2013, how how can the school district not catch this? Like You've been here
056superintendent for 9 years now. 9 years. How is this possible? You know, it's it's it's it's it's very hard to catch it unless we're going into a system checking freshman. Let's look at freshman and let's look how freshman registered. Uh In in in order for us to find out, we would have to have a situation which would trigger to check every single freshman that came from the outside or that came from Mexico to see how they were putting this specific the PIMS and and and the counselors. The PIMS person told me, you know, when I got the training, they told me you put the date when they come in as a freshman. Um and and that's the way they followed up year after year. But it's supposed to be the date that they went into
057in as a freshman even if, let's say, the student was at IDEA 2021, then the entry ninth grade should have been let's say 8/22/2021. >> Actually, I'm going to make it simpler for you. It should have been blank. Yeah. It's like if you if you look at eighth grade, we don't have a date for eighth grade cuz we're not going to go and check, oh, IDEA, give me the date when this student was a freshman. Once you leave it blank, then it gives and puts the pressure on the coaches to make sure and go back and check, okay, this student did not register or did not come cuz students who were in eighth grade coming to the high school, the rollover is going to show the same date. I don't know if it makes sense.
058So, if this student was in eighth grade at DTMS and going over there, it's going to show those two dates. Going back to your question, Mr. um Betis, I think that's why cuz if you look at all of the eighth graders coming to ninth grade, you're going to see those two dates back to back. I think the final thing is that we didn't have a system in place. That's it. That's the answer. We didn't have a system in place. And now we're putting our systems and we're actually going to find those mistakes and then we can have solutions for the problems that we And that's a very good point, Mr. Flores. When when we decided to go into the folders, we knew and I think I've mentioned this to you. We knew we were going
059to find something Because again, we didn't have those systems in place. So, as we go and we're checking, yeah, definitely, we're finding little mistakes here and there that we need to fix. But it does take a village. I want to point that out. And you need your counselor on board, your teams on board. You need your CCMR clerk. Admin is always busy. They need support. The coaches need to support. Everyone needs to support because if not, we're not going to be successful. It takes a village. Teamwork. >> You, too. Right now >> be on board. Right now, we're just looking at a date for ninth grade. We have coding for CCMR. We have coding for CTE. We have coding in in again and I, you know, we have Ms. Garcia here. She's been very good
060about creating those systems in place that we didn't have before. I have my reservations on that. Um I really think that coaches need to know their students. I I think that coaches need to Yeah, that that Thank you, ma'am. Thank you. I have another question. There was a main reason. There was a main reason why. Because we had to go through the committee first. And the last DEC meeting that we had was on Thursday of last week. So, we couldn't go out and say, you know what? Because we didn't have a conclusion. We did not have a conclusion from the DEC at the time when all this came out. Now, I'm able to explain it to you because the DEC concluded this was a PIMS mistake. I just feel like we should have gone over
061the folders in the summer to prevent this. I know that we had created a plan. I'm thankful that we caught it now. I I understand that it was an error from the plan that we all created together because coaches were told to check the PIMS file. Coaches have never gone through folders like you mentioned. Um I feel that we do need to have a fix this plan that we had. Like just like we had with the years in US, that's what we use for our bilingual students to keep track of how many years they've been in the US. Maybe have a a I don't know, varsity uh history history sheet where we keep track of how many years have they been playing, you know? And maybe start it off in sixth grade just to be,
062you know, dot our eyes, you know, cross our tees. And just make sure that we have all our information correct. I do feel that it was an error from all of us cuz I know that I was in the meeting and I said, "What are we going to do?" And we all sat together and we all created this plan because we never wanted to see our any of our students going through what our our soccer boys went through. And then here we are again. My heart was broken to see all this social media because so much pride that we have in Progreso and people putting all these ugly things. My heart broke to to the the student that his picture was all over. I'm so sorry. I apologize for that. I'm sorry. I just want
063to point that out I just want to point that out I just want to point that out because I know it's because I know it's important for know it's important for everybody to important for everybody to understand. everybody to understand. We have to We have to make sure that the community understands that a proper board meeting does not work like this. There is no community back and forth. So, we are doing We're breaking the rules by allowing this to happen. But, we as board are
066allowing this to happen because we care about those students. And it's important that the community understands that. That a board meeting does not work like this. So, rest assured that whatever decision If there is a decision made, it will be for the betterment of our students. So, that helps. Thank you very much. Any other questions for district boards? That's it. All right, perfect. Thank you. Thank you. Dual enrollment and career technology education presentation. Good evening, everyone. How are How is everybody? I know from having that topic of conversation um coming into my presentation isn't as uh fun. But, in regards to the CTE program, I did give you an overview of all the programs of study that we do offer here in Progresso. I don't want to go through each slide and take away too
067much time, but each uh program of study has each level that we have, level 1 2 3 and 4, and the type of certifications that we have in that program of study. Um we do have an ARPEP uh partnership with Santa Maria, and that partnership is with manufacturing, which is our dual credit, and then it's also with real estate. So, um actually we have like nine programs of study we we can, you know, say. Nobody wants to learn about CTE. Just kidding. Any questions in regards to the program of study? Any of those? Mine's a PDF, so it won't move, right, with the clicker? It will move. Okay. Okay. What's the percentage of computers we're going to have this year? Um for seniors, we should have 93 total students out of 108. >> Good job.
068Good job. >> Yes. Yes. That was a lot of hard work. Last um last this past year in September, October, we went through all the programs of studies with each individual transcript. It was very tedious, um but we refined our programs of studies with the different levels, and we made sure that those seniors were completing. Now, um so that percentage will be great. So, those are the completers. And then the IBCs, that's a total different story, right? But, we are going to try to have as much IBC um certifications as possible. Um the two most difficult IBCs that we see there is the cosmetology license. Um the students do have to take the state licensing. Um and the next one is the pharmacy pharmacy tech uh licensing as well. So, those are the two rigorous
069IBCs. Other than that, the other IBCs for education, for health science, for ag, for web, for graphic design, um those should be attainable. And the clicker doesn't want to work. You guys have the Can we get to the ag cafe part, please? On the what? Any other questions in regards to that the CTE department? It is CTE month, so when you see a CTE teacher, please make sure to give them a high five. They do a lot of hard work. Do you foresee uh these courses be a high demand in our region? High demand industries? Well, our ARPEP program uh we do have our our coordinator who who's with us. Um and she she actually gives us an insight of what those high demand um wages high demand uh careers are going to be, all
070right? Because it has to go through the wage and everything else. It's a whole different system. So, what we decided to do this past year is we ran a survey. We ran a survey with our students, with Santa Maria's students, um and because we decided to like how are we going to continue growing this program? It's got a great partnership. Got to get these kids going. We have the the advantage of Cameron County. We have the advantage of Hidalgo County. Um so, in those surveys, we're going to branch out. I think she was here last board meeting. We're We're going to branch out into law enforcement. Um we're going to branch out into health science um and education and training, and those are the high demands right now. So, yes, I do foresee. I do
071also foresee that a lot of like We're an early college, you know, district, but I really see that these early colleges are going to be turning into P-Techs cuz CTE is like the focus. So, back in uh '04 when I graduated from college, my degree was a uh computer information systems, and I saw the web web development. Oh, yes. But, back in '04, the the larger industries that would have high-paying jobs in IT were like South Texas College, UT, and the hospitals. Now, there's a large of influx of larger companies where those web developers can actually make money. So, that one here in the valley when it wasn't when it didn't used to be, now is is one. And welding, obviously. Right, of course. So, I I think health science. I think all of the
072the CTE courses you guys have are are are good for our for our region. >> All right, thank you so much. Our kids do enjoy it. We do have a small, you know, small group of kiddos, and they do are are able to take more than one program of study, which is awesome because I did have a student today and was like, "How am I going to be able to do cosmo, and how am I going to do health science?" I'm like, "You can do both, girl. You have enough time in your schedule, so you're going to be able to finish both and have certifications and also dual enrollment." So, it's very possible. So, yeah, we do sit with those kids. We have one-to-one. Uh Miss Netro, she's the early college um counselor, but I've
073kind of converted her to CTE also counselor. So, she's very much aware of all these programs of studies, and she's the one that helps also, too, you know, to put the kids on track. >> Another thing that I had mentioned to Mr. Coronado is the the BPA uh Business Professionals of America's club. Yes. I I I didn't see any We don't have any business. We We were We lost him last year, but we're hoping to acquire this year. I mean, we do have a high demand for it. I think when we we surveyed out, our percentage of kids that wanted to go into business was like 23%. Uh we do, you know, have the the business management under with Santa Maria, but as far as the other like, you know, the marketing and everything else
074under business cuz there's a lot of different um programs of study in that. But, um it's it can be a possibility. Any other questions in regards to CTE? Good job. Thank you. I'm sorry? Oh, FFA. I don't want to be biased, We're making a plan to reconstruct all the FFA infrastructure. >> [laughter] >> Well, I can tell you the animal science program of study has the highest amount of students enrolled. What's the certification for that one? It's going to be the small animal management and the veterinary tech. Yes. So, we do have the largest number of students enrolled in that program of study. And yes, FFA has grown dramatically um since we have a a new teacher who has This is his fourth year, actually, so it has grown Yes, we do. Are you going
075to do the You're going to continue with the dual enrollment, right? Yes, ma'am. Yes. Yes. We have the CTE sections is the next one. Um if you guys the the degree plan that is there, it's called the crosswalk, which is uh uploaded to TEA in our application, and it gets approved. I can't do the clicker. It doesn't want to work with me. Uh we have 18 to 20 dual enrollment sections. Um it varies by semester. Not each semester do we have 18 to 20 because, I mean, that would supersede the amount of kids that we have in the program. But, we have 18 to 20 sections in our early college. Keep going. I'm right there. So, as far as our dual enrollment counts, as you can see, I put fall fall 24, fall 25, 95,
07693, spring 25, spring 26. Um if you can see, the numbers in spring always go up because, you know, we give them time to to pass the TSI. Um but, as far as I know, it was mentioned earlier when Miss Coronado presented about dual enrollment and how it's increased. Yes, it has. The maximum amount of dual enrollment kids that we used to have was like 6 to 10. Um right now, we're at 40. So, which is a really good uh amount. We you know, these are traditional high school students who have passed the TSI, are college ready, and are taking college courses. So, what's the goal? 12 or 15 hours if they decide to continue with their dual enrollment. High school students. I'm not talking about the associate. As far as TA blueprint, it's 15
077for me. Okay, good job. Yes. Okay, the 15 is the goal. Those are the conversations we're having. Yes, yes. We are going I abide by the blueprint very much so. I go through it. Um we actually have our TA coach that sits with us uh once a semester and we go through all the data. And yes, you can do 12 hours and be like, "Okay, child, here you go the 12 hours. Thank you. Next." But we really want to keep them going. So we're going to do the 15. Are you going to work with STC to get a core complete plan? Yes. As you can see as well, everything is changing, right? With dual enrollment. I don't want to say it too much here, but everything is changing especially with early college. Um we are
078no longer going to be focusing on interdisciplinary studies because now the state is saying your 14-year-olds in eighth grade have to know what they want to do when they grow up. And so they now have to choose into a certain degree plan. They can no longer choose interdisciplinary studies. So they're either going to choose a sociology, a a biology, or psychology. Which we decided to go that route. Um this is all new information. But we decided to go that route because it's as most comparable to the interdisciplinary studies associate degrees that we graduate with students. Um so that's the route that we're going to take and we're going to provide as much knowledge and education to our eighth grade, which is you know, our incoming freshman um for early college. But as far as for
079dual enrollment, those kiddos can take interdisciplinary studies. So we have a little bit more room there to grow. Yeah. >> was going to say or suggest, I don't know if this is possible cuz I know that since they're changing the interdisciplinary studies, I know that it's very hard for students, especially coming from eighth grade to to know what career plan they want to go to and what path. Yes. >> Um is it possible I don't know, maybe you're doing it. Are you doing a career survey like in middle school? >> did. Yes, yes. We did, ma'am. We did. And then we also have a recruitment timeline because we got to recruit these littles to come over, right? With all these new changes. So we do have a recruitment timeline that we work hand in hand
080with with DTMS cuz they're our feeder school. And we're going to provide them like I said as much knowledge as possible. Like that has been keeping me up a little at night just knowing how many meetings I'm going to have with parents to explain to them, "No, these are your options. Your child has to decide from here." But I'm sure you know, like it the whole village will help and you know, we'll we'll get the kids educated and the parents educated so they know, you know, what to go into. But yes, we do work a lot with with DTMS. Yes. Because it's kind of hard for them and you know, they're young still to know >> Yes, absolutely. >> what they want to go into. Right. >> even have high school students that 11th graders,
081they don't even know what they want to do and even though they already you know, but Right. >> But that would help at least Yes, yes. And we're going to start with the seventh grade. Actually, we've been starting with the seventh grade since last year. We started educating the seventh grade students about the early college program just so they can kind of know muscle memory like what they're going to be getting into, what kind of programs, what kind of classes, TSI, all of those good things. So we're going to continue also bringing in those seventh grade students as well. Yes. Any questions in regards to dual enrollment? I have a comment. Uh so a couple of months ago South Texas College had a school board uh dinner and I I I was fortunate to attend
082with other board members. And they had a scale uh not a scale, a totals. And supposedly they're saying that since our partnership with Progreso ISD with South Texas College, they've saved our community $4.8 million of dual enrollment classes. Awesome. >> is awesome. >> Yes, that that number is always posted whenever we go to our director's meeting. And so yes, they have we have saved a lot of money. That's Yes. Kudos to us. Yeah. Our kids, our community. Yes, we're very thankful for STC and their partnership. Yes. Any questions in regards to the early college or the dual enrollment? No, ma'am. And then the last is CCMR, but I don't know if you guys want to hear about it again. But we have the college preparatory classes. We're doing really good with TSI. Right now around
083this time we were a lot lower. Um right now our percentage is is pretty good though with TSI. >> have Well, I have one more question. The counselors, are they Do they have all the PD they need in order to help the students? Absolutely not. As you can see like in the previous session with the topic, right? We're going to be getting a sender training. So I really really feel that we do need additional training because all of us were new at one point. I never got official training for a sender and said, "This is how you code a CCMR student." But I had to learn or I had to venture out. So yes, I really think that we do need additional PD. Yes. >> I do want to say something about CCMR cuz I
084want to be very transparent and very honest with you. This year probability that we're going to get the same letter grade as last year is very very high because of CCMR. All the changes that we made for CCMR were made this year. Which will have an impact next year. I don't know if you remember Miss Coronado presented one where we were comparing uh with other districts. And I'll just say for instance, Santa Maria. We were higher than Santa Maria when it came to the actual star testing results. But Santa Maria had excellent CCMR grades, which helped the district go up because of CCMR. So it is very important for us to understand. This year's accountability system for CCMR is reflecting last year's results. Next year will you'll see how we're going to go up. What
085Trem Well, we're at 49% TSI completion. That's college ready. And then we're at 51% of those students are in the CCMR preparatory ELA and math. So God willing, you know, they pass, well we have a high 90%. Awesome. I hope the accountability I said God willing. As long as these children come and pass, we're good. No, the CCMR is based off of the CCMR is based off of the certification. Many. It involves many. So that that's a component. It has just different components. So every student should be getting a point for CCMR if we have system in place. There's different ways. >> have a college prep class, they have TSI, they have dual enrollment. >> have IBC. >> either have an IBC, they're completers, all of it. There's many different ways. We just got to
086got to beat the system. Yes. The only thing is that we're one year behind in accountability system. So this year accountability system is reflecting last year's results. So we'll shine next year. Any questions in regards >> the changes that we're doing won't be seen until next year. Yes, ma'am. We'll shine next year. So if we get another C, it's because it's behind. Right. Thank you. Yes, for the clarification. Yes. Any questions at all in regards? Well, we'd like to thank you guys very much for everything that you guys do for the CTE program, early college, the dual. We really appreciate it. Anything that the students need that the the teachers put in for, it has been approved and they have gotten. So I really appreciate that. Whenever you have time, come drop by. You can
087come and see our graphic design tiendita. Um that's our level four. Our kids are able to do um shirts, cups, uh 3D printing, a lot of different things. So Oh, Miss Cynthia, are we going to have the CCMR night? I know I had brought it up a bunch of times. Yes, we were planning to have it in the spring and have it in it with our college uh like our college day. Yes. Oh, yeah. Yes. Awesome. >> Our college fair. Thank you. We can probably put it in together. Yaque, they're approving everything. Make sure you put a new desk in your front office, please. Yes, Miss Martinez doesn't like our desk there at early college. So we'll go ahead and put a work order. Yes. Thank you guys so much. We really appreciate it. Thank
088you. Thank you, ma'am. Oh, good. Awesome. All right, I've decided we have a one presentation. Mr. Uh president members of the board, as we discussed last time, we wanted to reflect accountability and transparency to our community about the 2022 $10 million bond. Mr. Uh Hernandez is going to present how we invested the money. Good afternoon. Thank you, Miss Coronado. Members of the board, um Miss Coronado said we're going to go over how uh the highlights of Progreso ISD invested the 2022 uh $10 million bond. There was a issuance of $10 million. The cost of issuance was $200,000. Uh through our investment policy, we earned interest of $564,000 to a total bond funds available were $10 million $10.3 million. Through bids and contracts through bids and uh in quotes, we enter in enter into contracts for
089$10.3 million. Uh as of right now, we're at the expense or we already have encumbered the whole uh balance of the bond. Okay, on that. >> No, no. We invested on on the Progreso athletic facilities and equipment with uh the track and uh football field being one of two other major projects. On athletics and facilities and equipment, we invested three point about three point million three million. We purchased some equipment, $200,000 worth of equipment with uh our maintenance equipment maintenance trucks being one of the highest projects with $159,000. Uh we spend about 4.5, 5.4 million on H-back projects with the high school H-back being one of the biggest projects for for us with 3.7 million. We have some new constructions. We have the DTMS canopy and the elementary canopy with being one of the two
090biggest projects for us. We also invested on safety. We have the intercom at the high school with 238,000 and we have the fire alarm at West Elementary and and the high school as well. >> [clears throat] >> Our our district bonds, I included the listing of all the bonds that we have available as of right now. With the when the name of the bond, the current stands, the outstanding balance, the interest that we're paying right now, when they were refinanced, and the original date that they were issued. As you can see, we have a bond that it was issued back in 1997. Any questions on No. No, sir. Any questions? So, the outstanding is the top number, right? Yes, outstanding balance for each bond. Oh, for each bond. For each one. That's what we owe.
091For each bond. Yes. And they're for 30 years, is that correct or That is correct. And you can uh you can uh they're callable what, every 10 years? We can I'm not sure, but we can pay pay it off and pay it off early. Pay it off early. But I I think like for this one at 9.1 at a 3.5, that's super high. If if we find a refinance lower than that, we can move forward. Anytime. Anytime. It doesn't have to be after the 10-year mark. I'm not sure, but I can double check. Check check on that. I think they're they're they're Cuz that one is Yeah, that's pretty That's high. I think it's very high. And it's the highest amount, yeah. Yeah, that's why the other ones got refinanced. If you look at it,
092for instance, the one from 1997 was refinanced twice. 2010, 2015. Yeah. I think they're callable every 10 years. Yeah, I'll double check on that, Mr. Flores. Yeah, cuz if you look at 2022, I'm sorry, 2002, it was refinanced in 2011. So, I I I guess getting close to the 10-year. And then the 2006 was refinanced 2016. All right, any other questions? Thank you, Mr. Flores. So, all these projects are all completed? They're all completed, yes. 100%. Thank you, Mr. Before election presentation. Mr. President, members of the board, uh Ms. Acosta had requested to put the election item on the agenda again. Uh I had a conversation with her, however, I'm going to pass it on to our attorney, Ms. Alyssa Aleman. Good evening, board president So, if you guys remember, back in November, the board
093passed a resolution the election cycle um from 3 years to 4 years. So, that resolution was passed November 21st, 2025, and then with that, your board policy BBB and BBAA were amended to reflect that resolution changing your election from 3 to 4 years. Um you exercised your statutory authority to change the trustee terms under the education code at section 11.059e. So, that statute provides a mechanism to implement the change from 3 to 4 years. However, it does not provide a mechanism to go back. So, once you've decided and passed that resolution changing to 4 years, that's it. It's been implemented and there's no way to revert back. Um additionally, the deadline to call an election for this May has passed. That was February 13th. We're already at the 23rd, so we're 10 days late to
094call an election. Um as a result, there's no legal pathway at this time to revert back to the 3-year terms. So, the 4-year terms are here to Any questions? Well, I just want to say um when this was presented to us, um back then, my question is, well, I should have asked it. My apologies, I didn't. Especially to the community. But I I realized that two places got more than 4 years. Am I correct? So, places um four and five got two more years? Or how many years? Yes, they they got two more years because uh the uh the way that the statute read, we had to align our election with if I don't if I'm not mistaken, with the STC, which was in May of every 4 years or in November of that same
095year, and I think the board at at the meeting decided to go into the May one. Yeah, and the four place the And then that's why they got the two. That's why they got the two. Yes. I think we all got more How How many years did we each get? One. One. Or one and a half or something like that. >> The only the only two members that got two was uh Mr. Ramos and Ms. Martinez. They got 2 years. Yes, because they were up for re-election this year. And we could not deduct a year from Ms. Acosta and Ms. Flores. So, they have to move forward. So, they had to move forward. So, in order to align those four, two got two and two got one to be aligned with that same year. So,
096me me and Acosta got one and they got two and now we're aligned. It's four. Four of us. But Sarmiento and Perez and I also got next You got one. Yes, you got one. So, now November is going to be four Is that only two places running Four of them. So, now the intervals will be 4 years. So, that they're going to run those four places are going to run together and then the other three places are going to run together every 4 years. But that was going to happen regardless at any time. Like, let's say we didn't do it this year, we did it next year. Then whoever was in on the board was going to get the extra years regardless. Exactly. Regardless. >> Could we have waited another year? Yes, then then >>
097was there was no timeline that we had to pass it. 30? No. They were going to get it. Give us a little minute. So, we could have had an election and then voted on this after the election. Yes. Yes. Wasn't it 30 or 30, 2030 or something like that where this was only for like 6 years or something? the window the window the window. That's what I was going to explain to you about the window. Until 2030. Obviously. That long. Um but there was like a deadline for this resolution. But given that it's passed and the deadline there's no legal path to go back. And and and I wanted to just want to explain the reason I had done that um request uh was because there was an insinuation on Facebook that I said we
098So, it was okay, whatever, let the community choose, right? But she explained there's no way to go back. Um ultimately, I just want to say this was this decision was made based on what was the best interest for the district, which eventually would uh our students and staff and solely on that. It's the best for >> So, I just wanted to uh yes, clarify and uh say, "Okay, fine. There could be an election. I don't mind not getting the extra year." I I have no problem with that. Um but then there was the the legal aspect of it. So, I mean, ultimately, I just want to reiterate, it was based solely on that, what was best for the district. >> And it's a change that's from now on. It's a 4-year term. It's not like
099we just chose to make the for us for our benefit. It's for everyone. It's going to be a change that And I'm learning we're not going to keep everybody happy. I know they're going to have their own speculations and >> and it impacts the financials of the whatever, but district. That's what we're thinking, student-centered, money for the students. That's what we're saying. It's important to point out that we presented this item in October and then we brought it in November open session. It was an explanation given by by the attorney. English and Spanish. English and Spanish. We we have it as part of the YouTube and just because of that, we just saved about $30,000 this year because we had to pay the county for the election and so, you know, with our financial situation,
10030,000, that's that's >> And I want to encourage the public, like I know they're watching on YouTube cuz I get texts and messages. Um you're welcome to come. There's an open Come and this is about accountability and transparency. So and all the positive thing about this is that we uh save money because before our elections are very expensive. And now they're aligned. They're aligned with our >> money for now and the From now on 4 years every 4 years. >> [clears throat] >> I have a question. All right, at this time, ladies and gentlemen, we're going to see once Senate Bill 11 on the daily prayer time. I would like to take this item to executive session. Uh I I I do have some questions for legal and then we'll bring it back. Okay. C2
101the Lasso Leadership and Instructional Foundation for Texas. Good afternoon, members of the board. Uh as part of a packet, I've included uh a word letter for the Lasso 4. You are going to see pretty large amounts. I wish we get we got to keep them in the district, but >> [laughter] >> we don't. So for Lift, we got 478,000. 70% has to be designated to uh an approved provider. And then we have uh Lift uh add-on that was 120,000. It has to be the same provider uh for both. We are recommending Region 1. We have already built the relationship with Region 1. Uh this year specifically, we we were able to negotiate to give us as part of the grant was only for the high school, but they provided services for for middle school as
102well. Um so like they have been providing the extra support. So we're we're asking for your approval uh for Region 1 to be our approved provider. Are there any approved providers in the region? There is a list. Um I think Region 1 is the only one in our region. Um you can choose any service center and there's like a long list of of individuals. They're not from here. Um but I can tell you I think that the region has been giving us additional coaching and at the for free. Um I know like we asked specifically for the high school that we wanted the same coach cuz it's the teachers already built the relationship with the coach and they already assured me that we would have the same individual again next year. Um so they've been
103working with us. They're really good about answering questions. They have. And I think that this year specifically, the way that they've been sending us for free, you know, cuz technically it was just the high school. They've sent us presenters for the for DTMS and they have sent us presenters for the elementary. So they they they work with us. They They really do. And they have more than anything, they've built a relationship with Ms. Garcia and with the teachers. As a teacher, I would always call them and get in trouble and they would answer my >> [laughter] >> So what's the total amount? I see the investment part. >> 478,000. Um that's going to be for 3 years. So 70% goes to the region. We get we get to keep 30%. So that 30% we can
104use it for stipends, which we're giving the teachers for the extra planning that they're engaging in. For salaries, we are partially funding Ms. Garcia out of that 30%. Um and the 120,000 is for 1 year and 50% goes to the region and 50% we get to use it for salary or stipends. I can't even find the breakdown. It's on the second You got the letter? It's on the second page, I believe. And not every district got the award. I can tell that's very few districts that were able to So what they provide is coaching. They send us a one individual to work one-to-one with the teachers. Um and Ms. Garcia in the next item we'll go a little bit more in depth as to what it entails. Any other questions? No. Thank you very much.
105Just presentation, right? No, it's an action agenda. We need you to approve the Region 1. All right. I make a motion to approve C2 Lasso 4 Leadership and Instructional Foundation for Second. Motion by Ms. Martinez, second by Ms. Flores. All in favor say "Aye." Aye. All against say "Nay." Motion passes. Thank you ma'am so much. Uh Progreso High School Targeted Improvement Plan. So the next item will be presented to you is a Targeted Improvement Plan. This is part of the um school improvement activities that we must submit to TA. As you know, the high school has been uh school improvement. This is the second year. I do want to emphasize that there's schools who the second year they extended for another year. We didn't. This is going to be our last year that we're going
106to be monitored for this activity. We do have to submit the TIP. You guys have been part of the planning with Blue Bonnet and accepted Blue Bonnet as the curriculum. But today we're going to present to you where we're at with the plan and we just need final approval from you. TA already approved our plan. The last thing that we're pending is your approval. And today what the persons that will be be giving you an overview will be Ms. Garcia who oversees uh Strong Foundations and Ms. Rocha who oversees Lift. Thank you. Good afternoon, Mr. President, members of the board and our community. Um so basically what I'm asking is approval. I'm recommending approval for our Progreso High School Targeted Improvement Plan. What this entails is we've been uh we've been updating you on our
107on our meetings on Strong Foundations Blue Bonnet. We adopted that curriculum for Algebra 1. That was an area of need. That's the reason why we were um for school improvement. And on there you'll see the milestones. Basically where we're at right now. I do agree and and I I with Ms. uh Flores, Region 1 has been very very supportive and impactful in the decisions we've made. We have steered them a different way based on observations, based on student on student progress, and more importantly based on the teacher feedback. So for example, they're coming this week as part of Strong Foundations. Not only are they coaching us, but they're going to model. They're going to lit- literally go in there, teach a lesson, have our teachers do an instructional round, um go back and plan, and
108then the teacher's going to try to mimic, I guess, if if for lack of better words, what uh what the coach is doing. So I think um overall that's where we're at with the Strong Foundations. And um not only is it been been very beneficial for the Algebra 1 component, but the best practices that they bring in and the coaching is it's something that we are aligning across the board with all our teachers, especially the lesson internalization. So that's where we're at with um under the Targeted Improvement Plan, that's where we're at for Strong Foundations. And Ms. Rocha can give you a little bit more of our other initiative. There was two initiatives under TIP. The other one is our TIL. You have any questions on the Strong Foundations? No, ma'am. Good evening, Mr. Board
109President and members of the board. I'm going to go ahead and present on TIL. This is just one more initiative that the high school has just to make sure that we get them where they need to be. Of course, I'm in charge of TIL. And the goal of TIL is to improve the quality of instruction and increase student achievement outcomes at Progreso High School. This initiative is called Think It and Ink It. And it's a journal writing across curriculum initiatives. It is implemented across all subject areas through structured journal writing prompts that focus on specific learning objectives and are aligned to each lesson. What it is basically is going to be journal writing within the class period for 10 minutes that is aligned with the objective that the teacher has that week. So it gives
110them focus, it gives them structure, and it actually gives them time to write. So with that initiative, which is small, you might think that it's a very small initiative, but it's very impactful. And Ms. Mati, of course, she has her Region 1 coach uh that she meets with. Region 1 also assigned me a coach with which they meet with me. Then we go ahead and go into the high school. We go ahead and do observations with Region 1, myself, Ms. Leti, Ms. Garcia, and then of course, we do an observation sheet. We do a tally sheet and we do teacher a running record of how they scored. So everything is very intentional and we're very proud of it. And I'm just so proud of being a part of their team. So this is a little
111way that I can go ahead and help the high school. You know, this is a small district and we wear a lot of hats. So this is part of one. Any questions? No, ma'am. Any questions? And this is part of course, it's under the umbrella of the Targeted Improvement Plan. Thank you so much, Ms. Rocha. Thank you. Yes, ma'am. I make a motion to approve C3 Progreso High School Targeted Improvement Plan. Motion Motion by by Ms. Martinez, second by Who did the second? Ms. Candelas. All in favor say "Aye." Aye. All against say "Nay." Motion passes. At this time, we go to the TA low attendance days waiver for January 26, 2026. Mr. President and members of the board, uh back on January 26, 2026 when when we had that situation with the weather, we
112had a 47.57% attendance, which is less than half compared to uh the year the yearly one, which was 91.97% uh percent. Obviously, it's way more than 10%, so uh we are able to send a waiver to TA and uh we are requesting for the board to approve this request. So, that way that day does not count towards the ADA. Perfect. So, what happens at TA when they receive our waiver? They just not count that day? They don't count it. Yes. They don't count it. No. I make a motion to approve the C4 TA low attendance days waiver for January 26, 2026. Motion by Ms. Candelosa. Seconded by Ms. Martinez. All in favor, say aye. Aye. All against, say nay. Motion passes. Thank you, guys. Do you want an intruder audit report? We have Mr. Alvarado
113here with us. Uh good evening, board president and members of the board. Uh this past February 13th, DAP got audited for intruder detection. Uh they passed all phases, intruder access, exit door audit, and sweep door logs. Um so, everything at the DAP is good to go. Awesome. Good to hear. Any questions? >> know we've discussed this, but what is the interior door policy again? Or why don't why does it say we don't have one? So so, if we would put yes, or if we took it to the committee, uh if TA comes or region one comes and the door is open, they would flag that specific door and and we would have to create a plan of action. So, you have it, all the doors have to be closed inside. If you don't have it,
114you don't have it. The problem was that students were asking to go to the restroom, for instance. So, teacher had to stop instructional time to go open the door because the student went to the restroom and then another one. So so, that's why we don't have it. So, right now if TA comes and checks, since we don't have it, they don't flag us. Obviously, we have a situation, an emergency situation, then the teachers lock it right away. We have them locked and I I know I voiced it last time. I feel like I know it's a hassle because when I do counseling classes, it's a hassle when the kids go to the restroom and whatnot. Um but there's like an assigned student, like, "Okay, you're the you're the door opener." Right? And then teachers at
115at our campus have like a little doorbell where it rings. I mean, some of them have them, some of them don't. They ring it and then the the door uh the person in charge of opening the door opens the door. And of course, teachers would will handle it like I'll handle it like, "Okay, nobody They already know, nobody can go to the restroom till I'm done with the lesson. Once you start independent work, then you all can can go and then they take turns and then we have the door opener. I just feel like it's safer. I think that when we fix everything, all the infrastructure doors that are working properly and everything, cuz I know I we've done walk-throughs, we know. Once everything's fixed, then we can implement the policy of closed doors. Right
116now, I think that there's a lot of fault and a lot of things that we need to fix. So, we need to work on that so we can move to the next And and and actually, I think I presented to you some artifacts, remember? That we could use to lock it, the stopper. Um as we move forward with our budget plan, that is going to be part of it as well. But I think the first step is to fix Fix everything. Thank you. Thank you, Mr. Alvarado. We need a motion for this. Oh, sorry. We need a motion for this. I make a motion to approve intruder detection audit report. Second. Motion by Ms. Martinez. Seconded by Ms. Flores. All in favor, say aye. Aye. All against, say nay. Motion passes. Thank you, sir. At
117this time, you guys are excused if I know it's a long night. Thank you, guys, so much for all the help. Thank you. Have a good night. D2 E-rate bids review and approval. Uh the district went out for bids for E-rate um through the E-rate projects. We requested bids for switches and wireless access points. It's going to be for here, this library, and the fine arts um building. And the total cost is 118,000, and the district cost will be only 17,000. I I like those those odds, 17 to 118. That that that's awesome. But I don't remember discussing that we were going to go out for E-rate bidding. When did we discuss that previously? Usually, um you're right. Usually, what what we hired uh region 12, and they do all the process for us. And
118Who's region 12? That's the way we've do it we've been doing it for the past E-rate years. More. I don't know. It's just kind of a surprise cuz we have no idea what we're looking at. But this is these are changes that are necessary, right? We need to update all of our Yeah, so so with with E-rate, year after year we focus on different uh schools or buildings. In this case, we already took care of high school, we already took we already took care of DT MS, we already took care of the elementaries. Now, the one that was uh the last one was this one and and and the uh auditorium. So, we've used this company before, Advanced Networks of Texas, then? No, actually this is the first So so, yes, it depends on the
119on on on the lower bidder. Yeah, that other that other guy was crazy. They don't even have half of what they're bidding and they're they're more expensive. I mean, they don't have a complete bid package. Let's just make sure that when we do the E-rate, we bring it to the board before and we explain the process. We're going to go with region 12. That's it. And then the the rest is coming from? E-rate. It's a grant. E-rate is It's a grant. Okay. Great. It's awesome. Any other question? You need a motion. Money needs coming from the fund balance. Yeah, again. The 17,000? 17,000 is coming from the fund But it's things we need to fix. I mean, but it's a huge benefit. >> [sighs] >> Motion to approve D2 E-rate bids review and approval. Seconded
120Motion by Ms. Candelosa. Seconded by Ms. Flores. All in favor, say aye. Aye. All against, say nay. Motion passes. At this time, we go to cash disbursements. Mr. Alonzo. Good in the package you have the uh cash disbursement for the month of January. Uh if you see at the end, I included the like a cheat sheet that we um basically, you can read how uh we're paying for how how we're using these funds for each check. Like say, the first one, you have uh 181. If you go back to your cheat sheet, that's athletic department. So, you know that we're spending that for athletic department. 36 is extracurricular activity. 64 11, that's travel. And 001, that's high school. So, you So, for this check, you can see that that's athletic uh travel meals. Or or
121soccer tournament. It was travel for the soccer team. So, So, I just put that for your reference that way um it help you uh read a little bit more on the how we spend our funds. This is only for your review. Thank you. Budget. And this is why I brought up the time clock. 30,600 [clears throat] on time clocks. That's where all this punching is. >> For all all the punching. I just I just have a concern. You already spend a lot of money in the AC H-back, and I see more and more and more, and I'm like, "What's going on? What is going on?" Well, yeah, actually that's that is on my notes. What I wrote it down. That and water heaters. Water heater like $10,000 per water heater, really? We we need to
122check prices on that. I mean, we actually need to get three What type of water heaters do we have? We actually need to get uh quotes. You got the quotes? You got the quotes? Yeah, we we actually go out and get quotes. And we go for the lowest one. Ismael Garcia, that's always getting them. He making a lot of money off of the district. Who Who's that? I don't know. Whoever the checks are made to. I don't know who he is. It says Ismael Garcia. For the water heaters? There's like three or four debits there. So, just this month, yeah. Just this month, 19 19,600 on water heaters repairs. I know we had the cafeteria uh the DT MS and the athletic at the also at DT MS. Yeah, and and and on that one,
123we were getting calls from parents. I mean, the the students were showering with cold water, and that was like an emergency. You know what? We need to get them. Do we Do we Do we still use those those showers? You know, what? We fixed them, right? >> Yeah. What about the ones that were in the weight room? Yes, they're working, too. >> work, too? Oh, yes, they do work. Yeah. Then we bought a water heater, a huge one, at the high school last year. That was that one was broken. Like here, Ismael Garcia again, controller on air handler at high school. Didn't we just spend $3 million to renovate the high school AC? That was um that was part of the It's part of the plan. >> of that Oh, the plan or no, actually
124the for the fire alarm. What what happened is that we changed the fire alarm so they need to change the the connection between the air handlers that connected to the fire alarm. I do have another question one because I saw that we're barely paying athletic stuff for football. I know that you now have help that you have a staff that's helping with all of that. How are we with POs and actually paying things on time? What what I do every month I send them a list to all the campuses. I give them 45 days at least to close them up. Anything that's either behind either because they haven't completely received everything or any open PO that they don't have they haven't closed that's past the 40 days 45 days they haven't received anything the whole
125complete merchandise. But I give them 45 days. I just want to make sure that we are paying on time because that's how we lose business Oh yes, definitely. Yes. If we send that report every month to the campus and we go and tell me why you haven't paid this thing. They have to give me a reason why. And we have a we have a show for them. >> It's systems in place. Yes. We we have a We have a show folder with all the campuses. Okay. And that system that we got for the school for the for the officials Oh yeah. for the ones that that officiate that were the probably one of one of the schools that has the the system where they finish the game and then they get paid right away. They
126don't have to wait. Pretty cool. One one thing Julian Alvarez used to be a referee and he would referee here in Progreso. Another water heater for for Progreso High School. I don't know. It just it caught my eye cuz there's a bunch of water heaters, a bunch of ACs and then there's doors doors renovations also. Yes. Is that part of the proposal or or we got was that extra? Those are things that actually like break down that they were not included on the on the proposal so we will fix them. It's expensive too. And we have to fix those right away cuz if we get the audit from TEA they tag us They are expensive. Actually some of those actually they were new new doors new doors. Yes, because they couldn't replace them anymore. All
127these water heaters I mean we're not we don't need any more, right? So we shouldn't see any more. >> We shouldn't see it. No, they have one How many water heaters do we have? One. The high school has one The cafeteria cafeteria has their own water heater so that's four right there. Like for the one in the high school the showers six Since we did the high school we had to not change the water heater. What I want to request of you is I want an inventory of like the actual equipment in the kitchen. I want to make sure that we have the proper equipment the chillers the fridge whatever you call it they're actually working properly. Because I think that that's like a big part of the students life actually getting the meals and
128I don't want to I want to make sure that everyone has what they need. Even the ovens all that stuff. >> Everything I want cuz I know we got new ovens but I don't think they're in use. I mean I don't know. I don't Because they haven't connected them or something's wrong so we need to make sure everything's working properly. They're not connected. They should have been connected. Yeah. I don't know. Did we ever get the conjunto their outfits? Yes, they we did. They have their We what did we replace in the auditorium? It was just the board for the lights or the the sound? What was it that we >> It was the sound system. Actually you you saw it as part of the bond. We we paid about what was it? $15,000? It
129was the system. The lights we we haven't replaced the lights. We need to make sure that we have it working and I have some people that came to help volunteer free for hours and there is a lot of maintenance on the lights that has to be done. And you have to actually put a lot of effort We already got some quotes for the lights. Again, just going back to our plan. And there's a lot of people outside the valley that use our our auditorium and this year we lost a lot of money. With the pure rentas crazy. No, but for yeah cuz a lot of organizations call me like with dance classes I mean dance schools I remember we would be charging them up to 2500 bucks just to rent them. We have it as
130part of our rental. I mean we're losing money there too. No, any other questions? All right. Any other question? No, we don't need any more questions. 131me can I go back to the cashiers report through passage? There was a for Linebarger like $30,000. I know I but how how does that work? How does that work? What? So the school is paying them for the money for their percentage? For the prior year collections. Not for this for this year collections the current year we pay the the county. For prior years we pay we we hire Linebarger collect our taxes. So if And it's a percentage of I thought we weren't paying Linebarger anything for collecting. Yeah, what what this one is focuses on delinquent delinquent prior taxpayers that did not pay their taxes so they go they send letters they're after them. Once they pay they get a percentage. And I thought they charged that individual more and that's what they get or
132no? Yes, that's what I understood last meeting that we we get all our money We get all our full funding but Linebarger is charging them more and that fund is what goes to Linebarger not a percentage of what is owed. >> If that is the case the money comes to us and then it goes out to them. >> what is the case? That's what I'm asking. I mean how how how does it work? We have a they yes, you're right. It's a percentage of total collected accounts from that money. So 20% let's say you collect $100,000. >> So but they're not overbilling they're just we're just giving them a percentage of of what they collected. No, you see that that that that was my not my my understanding since I became a board member but
133okay. We can bring them we can bring Linebarger to make a presentation. Let's bring them next Add them to the next board meeting. That way we can have a free >> so we can understand. I mean if that's the way it works that's the way it works. It's not going to change. >> We need to start workshops and have it before the meeting that way it's like all the informational and I didn't I it's an idea. I know it's another commitment. Especially for us that are newer like yes. But I understood the same thing you did Mr. Betancourt. Because it was like $30,000 that we cut them this month. It was it was a uh two months behind I think on that. Okay. That was for like two years or what? No, for Two years
134of collecting? For for this year. >> For this year. >> Yeah. Okay. All right. Um where was I? Who's making a motion I guess? Uh tax collection report.
