001There's a All right. At this time, we'll do a public hearing. At this time, A1 schools district's rating on the state financial accountability system. >> President, good afternoon members of the board. Today we're going to go over the presd financial management report rating 2425 rating based on 20 23 24 data. First basically ensures that Texas public school districts are held accountable for quality of their financial management practice and that we improve on those practices. The overview of the school first. The rating system works on a point system. Basically, school can get a rating from an A, B, C or F depending on total points. There are 20 there are total 21 indicators and only 20 indicators were graded this uh this year. four critical indicators which means that if district fails one of those indicators

002the maximum rating that the district can obtain it will be an F. There's also seven ceiling indicators which mean that district fails one of those indicators there's a maximum points that the district can obtain. For example, uh indicator on 21, if the if the district is in a repayment plan, the maximum points that or the maximum grade or rate that the school district can receive is a 70 pass all those indicators. Also on the next have a comparison from last year data and this year data from each indicator. Last year the district is in 96 points. This year the district received which means that the district 2425 fiscal year rating is an A which is superior uh have some disclosure which is the superintendent contract is not included here uh but it is on the

003district website. We have some reimbursement from the superintendent and the board. They're listed here as well. We have outside composition and fees received by the professional service consulting service. Uh none were reported reported. We also have a gift received by the executive officers or board members that value $250 or more. None were reported. Uh also there's a requirement to disclosure a business transaction between school district and board members. None were reported. That's the presentation for the first. All right. At this time, we go to school district's rating on state financial report. Any public comments at this time? All right. Perfect. Martinez. Second by Mr. Cost in favor say I. I. All say nay. Motion passes. At

006this time we go to district report. Morn. >> Uh Mr. President, members of the board. Good evening. Good evening community members. I'm going to start with the trash uh collection contract. As we were discussing last time, we were going back and forth, we were able to get to the three-year contract uh at the same price. Uh just so you know, oh, we we we got it done. We're going to have the company for three years. Community partners partnership grant program. Um I'm very happy and uh honored to let you know that we got $485,000 from this grant. And I want to thank Miss Coronado Nirocha uh for finalizing and and doing the the application. This uh money will be used to enhance our adult program. We've been talking about it and part of of our

007budget was to uh contract services with region one. Uh so now we're going to have the money to start our adult program and also uh we uh allocated about $50,000 to start our uh public library. This will be an amazing thing for our community. Uh this $485,000 will be for two years. Uh and the way this grant works is we apply for it, we get it for two years, then one year we cannot apply for it and then after that year we can apply it again. Uh so now that we have a better understanding uh as to how the application works, we'll be continuing uh applying for this. I I think this is going to bring uh amazing opportunities for for our community and our students. Uh I'll keep you posted with the structure of

008the plan. We just got the letter this week, but uh congratulations to Progresso getting $485,000 for two years. >> Uh also this week we hosted the feast of sharing. We had a lot of people. Thank you board members who time to be here. It was packed. Uh and I also want to thank uh Mr. Bobby Pledo. He sent us a $500 check uh for this cause. I already gave it to Juan, so we want to thank him for that. We will be out during next week for the Thanksgiving break. It'll be from Monday, November 24th to November 28th. Just, you know, we'll come back on December 1st. Also, on another note, we apply for a supper program. Uh I met with uh Miss Audrey Roachcha and we're thinking of bringing this supper program to the

009high and this program will uh provide supper not only for our high school students but for all of our children in in our community. Uh after what happened with the shutdown situation with the government a lot of families were struggling. Uh so I want to thank Mr. A Costa. Thank you very much uh for calling me about this. you already apply. As soon as we get an answer from the state, we'll let you know uh and we'll give you the structure as to from what time to what time. We'll probably have to hire uh two people to uh coordinate this program after school. Uh but it is a great opportunity for our students to get uh you know good supper for our community. I I met with the city manager as I was talking right

010now about the community partnership grant. I met with the city manager this week to talk about uh working together with the city of Progresso and uh the school district uh for the library. Now that we have this grant, I'll sit down with them to see how uh we can work together. Uh but now the reality is here. we're going to be able to uh execute our plan and and bring this library to our community. >> What did the city say about that? >> Uh so they said they want to work with us. Apparently they're going to have a a city council meeting pretty soon. Um he was mentioning also uh the situation about the properties were going back and forth. I explained to him uh the value of the district and if we go out

011for bonds and and and all of that. Uh he told me that as soon as uh they finalize the plan over there, he'll let me know. Uh but regardless now we have the funds to make it happen. >> Is there a deadline that they gave you to start or >> No, they they have not uh in fact I'm I'm going to work on on the plan to to present to you uh so we can be ahead of the game >> and it it is going to be after right so those that work >> so so it'll be throughout the whole day >> even after hours. >> After hours as well. Yes. Uh now we we're going to be able to use this money uh to to pay region one uh with the adult classes. So

012we have we've been blessed honestly with with this grant. This week we hosted the safety uh training. Um Mr. Pettis, thank you very much for for being here. Um it was a very very good meeting. We're getting ready for the three-year audit uh and obviously looking at our weaknesses three years ago and basing it on that report. We're getting ready for uh this next audit which will take place uh next summer. Uh the chief of police was here. We had uh our district committee uh we're adjusting uh some of the uh investments that we have. Uh as you know, we finished the fences. We finished the doors. Uh principles were asking for exterior cameras. We're working on that. Uh and Mr. Ernnandez is working on a budget for the seat belt uh for the buses

013because now with the new law, we're going to have to invest in that as well. As soon as we get that prize, we'll let you know and then I'll present to you how much we have the different grants for safety. Yesterday, we had the opportunity to go to region one for the ARPAP kickoff. It was a nice experience and I want to thank our partners uh in Santa Maria. As you know right now Santa Maria is providing the real estate classes. We are providing the manufacturing and uh for next year our plan is to expand uh Santa Maria will be providing law enforcement and uh if everything goes as planned we would focus on the health uh context. Uh if you have any questions about ARP, uh Miss uh Flores is the board member representing

014Progresso and the principal representing Santa Maria. >> She has to wear both hats. >> Yeah. >> No kidding. >> We will be having the Christmas parade on December 17. Um we have the flyer already. I just wanted to finalize it and formalize it. Uh we are going to be inviting uh different community members and also the businesses. Uh last year it was a great success. I'm pretty sure this year will be the same. Again, Christmas parade will be on December 17. I had the opportunity to meet with National Bus Sales with Greg Pilot. He came on Monday and I was able to see the charter bus. Oh my god, that was a beauty. It is amazing. Uh he's going to be sending me >> get to see it or what >> the boys like the

015athletic department. >> No, we we we got the uh athletic director, we got the finance. I mean it was it was uh the adults. Uh I was very impressed with all the features that that it has. Uh he's going to be sending me the different quotes. >> Uh as we move forward, take into consideration that if we decide to buy it, it is going to take about 10 months to have it ready. Uh so the sooner uh the better. So, let's think about it. Let's think about it and and and we'll regroup. >> But I I know back and forth, but know when you and I met zone, right? We >> Yes. Actually, he he said that they have a lease to own uh type of deal, but then I talked to Mr. Hernandez, our

016finance director, and maybe we get a loan with with lower interest through the outside. So, if we decide to go that will work right away on on on the loan. I I I would suggest that if we say yes, let's go get a loan and then we'll pay it on a yearly basis. And also, I want to thank uh Texas Elite for giving us five turkeys. What was the name of the coach? >> Coach uh Coach Raymond. He came uh to Progressive today to give out five turkeys and uh we we uh talked to the schools and they gave it to families in need. Uh, so thank you very much, Coach Raymond. >> That's all I have. Do you have any questions? >> No, sir. >> Thank you very much. >> At this time, uh,

017high school volleyball girls. >> Yes. Uh, Mr. President, members of the board, I'm going to pass it on to Mr. Ivan Gonzalez. >> Members of the board, Mr. Board President, For now, community, um, obviously you don't see the girls here today. They did have a planned. They went to go see Wicked and they had tickets. So they were originally gonna we're going to be here Tuesday to present them. Um we did have all their goodie bags and everything is ready for them at the school. So we are getting that to them. Uh but we did want to recognize them this year. Our girls finished the season as runner up in the district. Uh went in the first round and played Vanguard Rembrandt and were by district champions. Uh lost a tough game against a very

018tough orange grove team. Um and uh had a very good season considering the fact that we had lost so many seniors that were integral pieces last year. Uh, we want to recognize a few as members. Uh, number two, senior Marin Mendoza. Number three, junior Miley Gonzalez. Number four, junior Elizabeth Halo. Number five, freshman Haley Alman. Number six, junior Maria Blanco. Number seven, junior Pamela Castillo. Number eight, junior Jesselle Garcia. And number nine, senior Shayla Bravo, I'm sorry. And number 18, senior Alysa Costante. Um, we have a very large part of that roster coming back next year. So, we're excited for the girls for next year as well. Um this year we also we just finished our all district selections for the uh for the girls um volleyball team as well. We ended up very getting

019a few awards. Our offensive player of the year for this year for the entire district 323A is Pamela Castillo. Um our setter of the year. We also won that award. One of our girls uh Shayla Bravo was the 323A setter of the year. Uh being named on the first team all district team was Miss Maria Blanco. And then we had uh Miss Elizabeth Halmo named to the second team all district team. We did have Elana Descendes and Jessel Garcia also earn honorable mention awards as well. The girls are coached by coach Jackie Gonzalez and assisted by coach uh de Santos and Miss Bianca Leman. Seen a lot of growth. We're excited for next year. Um a lot of those girls are already transitioned so they're starting basketball as well. We um have some games coming

020up the holidays and stuff. So we start district play on Tuesday when we come back from break. So we do invite invite you guys out. um to catch one of those uh basketball games. We are excited. Brand new uniforms for the girls. You guys are going to see them looking very sharp. Um we're excited, you know, we're excited for the season. Again, thank you very much for the support of the administration, giving us support the entire season. We traveled a lot this year with with the girls. Uh and they have a huge little fan base here in Progresso. We appreciate the entire community for coming out every single game that they did. Uh we were looking at ticket sales just the other day and there was two games where we didn't know if it was

021a football game or a volleyball game because of how much how much money we made at the stick at those games. So, we're excited. uh the support the community has shown has just been it's very much appreciated and thank you very much. We will recognize them at the school and make sure we take pictures and stuff and the girl we did talk to coach Gonzalez and we were going to try and get them here but it was just we did not want them to lose us. I apologize again for them not being this afternoon. >> Thank you coach. >> Congratulations. >> All right. At this time we go to C1 last of four leadership and instructional foundations for Texas. Miss Garcia. >> Good afternoon, Mr. President, members of the board, and our progressive community. So,

022I am here requesting or recommending approval of the blue bonnet learning mathematics K through 8th and algebra 1 um adoption through the lasso for Lyft. A little bit of background. The Lyft grant is a three-year initiative um by TEA designed to build and strengthen the instructional leadership systems and the capacity within the Texas school systems to ensure that all students receive a high quality grade level instruction. Um basically this is a combination of strong foundations. We are currently implementing strong foundations already at the high school along with its Lyft. Lyft is basically merging three different initiatives. its strong foundations um the Texas instructional leadership which we are also part of the tail and the Texas lesson study. So um at this time basically with the the board approval we will be prepared to move forward

023and leverage from this opportunity to enhance our instructional foundation and accelerate the students outcomes. You guys have any questions on the lasso? >> Any questions? >> On the uh it says it can be used for discretionary item >> as far as the component for the discretionary or at least the budgeting component. I'm not familiar yet what that 20% or 30 I think it's on there. Yes. But it would be resources needed to to comply with the curriculum which we already bought through the high school aotment and then it gives us the opportunity to pay uh stipens for the teachers. That's what we're doing uh to the high school and professional development >> is the most important. >> So the one that we're Yes, I'm sorry. So the one that we're using right now, this is

024already implemented full implementation at the high school. um middle school is piloting and then our goal here is to roll it out from K all the way you know to a full implementation. So this is the planning phase and part of yes the funding that right now we're doing is stipens for the teachers full transparency it is the rigor is there with this if you're familiar with vubonet the rigor is there so um we did get to meet with all teachers all math teachers across across the board we took two days to meet with them and their campus leaders and uh in there we discussed a lot of the options and one of them was the siphon obviously the the high um instructional quality materials which is the biggest component And it comes with a

025lot of support for PLC's and coaching and a lot of opportunity for our team. >> Um estimated total that's going to be allocated. It's over it's 200 million. It's going to be only 350 to 475 uh campuses would be awarded which would be a value of 855,000.5 million. I don't know. So, for the high school, we got uh about $200,000 >> and u >> 50% goes to region one. >> I'll be I'll be replacing what >> this will be. We would be adopting it as our math curriculum across the board. >> But Sharon Wells, this will be supplemented. Yes, >> we will continue. That was one of the that was one of the questions across the board from all of the math uh teachers. And um we currently use Sharon Wells. We have really good

026results with Sharon Walls that would become a supplemental. We've always had it as a supplemental. Um, blue bonnet would be rolled out again. This is a three-year initiative. So, it's like the planning phase and the implementation and then the sustainability. So, we have some time, you know, after the three years the district go back to decide which way we go. >> Every school district is moving to the HQ. >> I know. No, I I do want to say that we are going to empower our teachers as well because they're the ones that are in the classroom. So, yes, Sharon Wils is not going anywhere. We're going to keep >> and that was the main reason why before we even stepped in, we we met with all the and like I said, full transparency, high school

027is implementing it completely. They have amazing coaches that are coming in from the region. And so, yeah, we started off a little rusty, but right now they're really embracing program. middle school is doing a hybrid because they're piloting and they're a little bit more on the walking side. But I wanted to take their testimony back to elementary because it's going to be for babies all the way up. Um the biggest thing here we need to go with the the high quality instructional materials and that is what the state is recommending. One two star is completely shifting 2627 and this is where it's gearing. So, we might as well take advantage of all the supports and and you know get that that >> Yeah, I agree. That's what most of the districts are using. That's what

028we're using and it is very rigorous. I agree. But that's what that's what we that's how they're going to get tested. So, >> and our main goal like we we told our teachers is we're not going to leave them alone. This comes with so much support from the region, the coaching and not just them but the campus leaders ourselves as well that we need to become very >> perfect. Any other questions right a motion to approve for C1. Thank you ma'am. >> I make a motion to approve the C1 last >> motion by Mina second by Misso. All in favor say I. I. All say nay. Motion passes. At this time we D1 audit report. Who has that? >> Yeah I have it sir. Um about two weeks ago we had the state and they

029did an audit at Progresso Elementary. If you look at the report which is there uh we comply with everything. Thank god there there's no plan of action required. Uh probably the first week of December we'll get two campuses and then the following get another one. Now this is not this is not uh related to what we're going to do with region one. Region one is going to come and do a mock audit for the three-year audit that we have. So, basically, the state on this mini audits, they go and check that the doors are not open, that they're locked, and and and the different requirements that the three-year one checks everything, chemicals, uh if there's any fire hazards, uh so we're getting ready for that one. Um this one, thank God, we we we got

030100%. >> Did and I was here, we discussed it at >> the meeting >> meeting heard it. >> It was this week. Yeah. >> Like if you guys would have had an opportunity join, I mean like safety things we covered is like >> a lot out of it, >> you know. Is the the interior door policy part of this audit? >> The interior door policy is part of it, but it gives you the opportunity to say no. >> I Yes. and most of the districts did because uh when they go if one door is open then the state would flag you for that. Uh so about two years ago we opted out because the committee met and and and the teachers were concerned as I explained last time that they would go students would go

031to the restroom then they would have to come back not the course they uh those but I'm working on on presenting uh number one a budget and and number two quotes for the uh artifact to lock the door like seconds. Uh I have two options. One is like a little triangle that you put uh right in the corner of the door and you just place it is like a triangle and it locks it. The other one is is the infrastructure is more complex. It goes with the actual system or door and click button and it locks. Uh so we we are thinking of that you know just creating that in case of an emergency boom uh do it right away. >> But right now we don't have >> so no we opted out. >> Okay.

032Uh so that's why it says there we don't have it so we don't get in trouble. If we do have one and a door is open then state would flag us. So it was easier for us just to say uh you know we're opting out but if we go with those artifacts it's going to be internal but yes it is a lot of compliance when it comes to >> any other questions on the report. >> All right perfect. >> We do need a >> I do need a motion for the report please. Motion motion by Miss Martinez, second by Mr. Pis. All in favor say I. I. All say nay. Motion passes. December to D2 review and approve donation from Weaver and Jacob's uh construction finance. >> As we mentioned during our last meeting and

033in fact we took a picture. Uh we had a representative from Weaver and Jacob's construction finance. We got $500. Uh so we brought it to you so you can vote. Now, I do want to explain that uh during the last meeting, we voted to uh put it from 500 to a,000, but since we got it before we voted, we need to take it. >> Motion. >> I make a motion to approve the donation from Wever and Jacob. >> Motion by Martinez. >> Second by I. All I can say nay. Motion passes. At this at this time, we would have one 2024 2025 fiscal year uh tax collection report. They didn't come. All right. At this time, we go to F2. Disc cash dispersements. We have you have the cash dispersement for the month of October.

034Total expenditure is 665,98. >> I'm sorry. So F1, if there's none, that means that every >> So we'll we'll put it for for the next one. So Limeburger was supposed to come there. They were coming on Monday and we told them, you know what, we're moving the meeting on Friday, but we'll call them for the December meeting. So, they have a report so you guys can analyze the tax collection. >> Do we need to motion? >> No. No, they're not. They're not here to present. >> They're not here. >> Any questions? I'm sorry. I do have a question on the cash. >> Go ahead. >> The one with the 32,515. Uh, this was G LLC. What? What's >> G says? I think it's the security deal. No, >> on page 13. >> I mean, page

035eight. >> It's page eight. >> Oh, yeah. Those that was part also the requirements we purchased some ballistic shield for the for each campus. >> How many? >> Okay. But how many security guards are >> it was it's only required one per campus. Yeah, they're expensive. uniforms included or just the >> most expens comp. That's just insurance for the whole for the whole district >> for the whole Yes. for for the whole year. It's a one time payment covers the whole year. >> That already when is that? >> Usually um usually around July. Normally we uh plan to renew with them in a spring. Look at different options. >> The workers comp and the tax insurance. >> I mean I know we >> this one. No >> automatically. >> Mr. Hernandez, just a quick question

036on Santana Waste Management. on the reason it says October, November, and December. But I believe since last meeting we >> Yeah, it was just for September. Just for September only. >> Yes, ma'am. >> And there's two because one is the maintenance and the other one's cafeter. >> Any other questions? page four, right? Check number 021279 school email. >> Uh that's actually the website >> that we pay that annually. >> That's annually. >> Annually for domain then >> you do the website. How you website. So you want I remember when I was here I was running. >> Oh subscription to have the website. Yes. >> On the next page uh LED lights for PC canopy check number 0290. Uh the next page five. Second check line item that will be uh the campus some lies cuz

037on the back you were and they were having >> is that expense for services or for just material that >> just material right? >> I mean >> actually we've been changing u a lot. Yes. Page nine. 02134. 021. The last four items. Admin rental. Last four items. I'm looking. Yeah, I'm looking at that one because >> what's the company's name? >> Uniform. >> I only had a question. Um it had been it's a concern that had been brought up to me like um at the early childhood I believe the dispensers the soap dispensers and the toilet paper dispensers were replaced just in that campus or in all of them. >> It was it was an option some of them decided to change it because they were given the the logo. So they wanted they wanted

038they went with that one. It was their local option. >> Okay. They weren't broken. A couple of more page 1121 351 mapping for district. >> Yes sir. That's part also the safety plan. So basically they're going to do a map where >> all the exit >> emergency fireproof >> switches station the fire extinguishes everything. Uh mechanical doors. >> Is that one one payment already or >> Yes. I mean, is that like that was $9,000? >> Is that the whole >> the whole Yeah, the whole >> actually No, it's about it was >> I mean, is that the whole balance? >> 20. I'm believe it was 20, >> but it's a onetime expense, right? >> Oh, yes. >> It is a requirement. It is a requirement. >> They actually going to send it to all the

039vendor >> actually. Oh, yeah. Last one I have small but to repair a pool station in the elementary >> uh number two on page 12 >> uh same same thing we having issues >> you guys have other vendors I know John's control we talked about how much has been working. >> We haven't looked ones that respond to us fast. They do two service by the mean the purchasing compliance. >> That probably took like I'm just saying, $200. >> That's all I have. Thank you. >> Any other questions? I'm sorry. >> Any questions? >> All right. Awesome. We go to investment report this time. F3 investments. Uh so today's 9.3 million to current earnings is $32,642 requesting the approval of the investment. >> No questions. Any questions? I >> make I make a motion to approve

040the F3 investment report. >> Motion by Martinez. >> Second by Mesi. I I say nay. Motion pass. At this time we have F4 tax collection report for the in time for the meeting. So uh we're going to put it for next. >> Perfect. Do we have a budget amendment? >> We don't have a budget amendment. >> Do we have a budget update? >> Yes, we do have a budget. Have the normal report on the front page that um gives the actual revenues received 4.6. 6 million actual expenditures with 2.3 millions and total encumbrance 840,000. Now on the following page we have same report B but like for campus and then we have a summary um summary report for the past three years for two years during the current year of uh fund balance revenue expenditures

041and and and projected fund balance. The campus is >> high school >> and the last one is the expenditure by object payroll professional service supplies. >> I do want to point out something. Uh can you turn to page three which is uh general fund estimated fund balance? Important to point out the reality of our investments. Obviously um you look at the fund balance 2023 2024 fund balance was $12 million. Last year we ended up with uh $10.4 4 million and I think we talked about it, you know, the stipens, the adjustments, uh, the investments that we had with our teachers and staff. Now, the projected fund balance for 2025 2026 will be $8.8 million. So, any expenditure that we do that is not part of the budget is going to come from here. So, if

042you look at the actual where it says 11.9, that's what we have right now. been what three months, four months. We still have the whole year to go. So the one that you need to be paying attention to is the 8.8. That is a projection that we're going to have at the end of the year. Now I I've been very conservative about certain expenditures. Thank God we got some grants uh that will help us out throughout the year and and we'll adjust as we go. But I wanted to point out that $ 8.8 million will be the reality at the end of this fiscal year. I'm sorry. No approve, right? >> No. All right. Awesome. Thank you guys. >> Oh, sorry about that. >> So, the the expenditure difference from 24 1.2 million like more

043that we're that we're we're going to spend this uh what what do you think is the different what we added? >> So I have different variables. Number one, the attendance uh stipen most of the staff members get a check uh December and May. The rule is that if you're absent one day, you take $100 off of your two days 200. So, so at the end of the semester, most of of of the uh staff members get a stipen. That's number one. Number two, uh back in 2024, we decided to give a $2 increase to all of our uh hourly employees. It had an effect not only on on on their hourly rate, but also on their overtime rates. So, that that that was another chunk. I think we we talked about situation with bus drivers

044and and and and the TRS went up as well. And the other thing is when we got the uh the teacher uh stipens, well, not the stipens, I'm sorry, the the salary, the incentive, uh we decided to pay some members that uh expenditures coming out of uh the fund balance as as well. uh certain projects that are not planned like AC's for instance. Um fact we just paid what about $60,000 at DTMS that came out of the fund balance as as well. Uh so here and there every expenditure that we make is affect balance. On the other hand, um, one thing that I'm doing right now preparing for next year is I'm going to be very strict about the number of students per teacher. That has to drive our budget next year. Uh, we cannot

045sustain classes that have 12 students. >> Are you saying we're overstaffed? >> We we are over staff. That that is a reality. we're over staff and and uh I think the mentality right now and I had the conversation with the finance director is if if somebody resigns and uh we don't hire anybody else unless it's a teacher for instance right uh but as you know we had a a clerk that left didn't uh so we're going to be very conservative as we >> you get us for next month number of over >> yes we'll do I'm worried about the counselors because of what happened. >> Definitely. >> We need counselors talking to kids, not working on testing, not working on We need them talking to kids. >> So, if we're over over staffed, why can't

046we put somebody with the counselors and just have the counselor counseling kids? >> Yeah. I I I think the the main area where we're overstaffed is having classes post students when we can uh have 22 we're at the high school. Uh so we need to somehow adjust the number of teachers that we have compared to the number of >> you need to work on the master >> that that is the master schedule is is >> you've done it before. >> Yeah. Yeah. I don't know no I think when we when we got here that that that's what happened and remember that Motis used to do uh to work on on master scheduling hand by hand. Uh so yes I'll present but going back to to your appointment I I met with the principles already and

047and I'll connect it to to the uh the agenda item. I met with the principles and and and I did mention to them, you know what, we have a law 8020. The counselors have to be counseling students 80% of the time. 20% they can help you out with ELPAC or whatever the need uh might be. I think that in the past the perception has been the other way around. 80% administration, 20% counseling. Uh so I I met with them. We are restructuring the uh overall counseling system that we have in progress. Uh I'm going to be meeting with uh the the counselors and I'm going to ask you get resources maybe from fun on balance help them out as well. Uh right now we have a ripple effect curriculum. Uh I also uh talked to

048a representative from Pope Squad which is a very very good program. Harlington has it. Uh so I'll be bringing those uh resources. We're gonna have to invest that as well. Yes. And part of this $485,000 that we got from the grant um we allocated an amount for social worker. So the plan is going to be to hire a social worker or an LPC or someone that can do both. >> Uh so they can be the connection and also the students. So that that's going to help a lot. That is not going to hurt our fun violence. >> Has our staff um been trained on the mental health >> the first aid? >> Yes. >> Okay. We already started with that. What's our percentage? >> I don't have it right now, but let let me go

049back and >> check it because uh that's a very good point. Right now we're talking about counselors. Uh I think I was having this conversation with Sarento. I I think it go it goes above and beyond just the council. It has to be everyone. see that that's going to be a priority in in our investments as we move forward. >> If we can have a list, I know that you said you're going to work on the list of like what are the duties of everybody like per campus. that way. I feel like yes, our counselors, you know, maybe we could have we could have like I have a counselor assistant because there's like records that need to be sent out. T-Rex to be someone to take care of T-Rex, someone to take care of >>

050making the folder, someone to take care of all the paperwork and also that way to alleviate the teachers as well from doing all that paperwork um and alleviate the counselors so that we can we can follow the law and do the 8020 and that way our counselors I mean I understand um that you know our administration needs help but I don't know maybe maybe a sign if we're over staff with like with teachers, maybe we can have like a teacher also do like I don't know part-time teaching and then part-time help out the the administration, you know, that way cuz I know when I was here I would uh start coordinator as coordinator and uh I know Miss Garcia was Rogo. She was like no more time for counseling. So she she helped me with

051that, but I I want to say I was the only counselor that had that support because the counselors had to be doing all these other >> non counselor Yes. duties >> that take out a they take up a lot of time, you know. So we can uh have the the counselors maybe give us a schedule like what are you doing? What what does your day look like? How where are you spending your time? That way we can have them do like counseling lessons. I know that we prepare our own um like okay uh and I actually printed out like like a list of you know uh TEICSS that the that the counselors would be addressing and maybe for now and maybe in the summer we can pay them to create that that curriculum you know

052create those slides. I have like um we can look at at sample ones, you know, that we've used before and and just for the teachers to for the counselors to have those lessons with the students, you know, at least one class a one class a day. I because we don't want to take up the whole time also with the with the guidance counseling, but for them to also have that one- on-one time or that small group counseling because we really really need to target that. Um, sorry. >> I was I was just going to finish with this and connected to to the budget. Um, we contacted region one, uh, Utrgv, the county, and also Tropical. They've been very very supportive and and now that we were mentioning about presentation, uh, to the parents, we're going

053to be utilizing them much more for free. It's not going to come out of fun balance. We have those. >> They're there to help us out. Uh, and you'll be seeing more of those presentations for the parents, for the students, >> and maybe I'm sorry I know that we're but create a list of outside counselors that our counselors can refer out to that will be willing to service our students on campus. >> Thank you, ma'am. two things on the fin. We can't discuss that at all executive session or what >> we can't talk about it in executive. I I think I think we can talk about but it be good for >> we can't make any important >> I I think if we present a formal plan as to you know what this is what

054we're doing this is how we're changing the >> 2080 to 8020 the way it's supposed to >> I know I've been mentioning it since day one that I started but I know I know that we use our coun what our counselors do right now is also like you know we need them to do it but we can have somebody else since we're over staffed you I know with that sorry >> sorry on the on the on the budget >> the actual budget for state revenues is 16 million year to date is 4.5 low 4.500 revenue the the difference is we're we're under under revenue by at 1500. >> Oh, no. This is what how much we receive as right now. That's what I'm saying. But expected, >> right? But we have we receive payment. We

055don't receive the work. I get this million rest. That's >> right. At this time, we go to G1 policy update 126. >> Uh, Mr. President, members of the board, uh, these are the policy changes as perpet. The recommendation for administration is passing. vote on it now. >> So these are all additions not changes. So these are all session here directly with all the house bills or bills house current bills that made up to the law. So all these changes are are reflections all changes legal policy are local there. If they're in the local, it's updated. That means the local was inongruent. The these are not these are just adding to our legal and local. So the legal is obviously I understand but on the local part it's just this is an addition not a change.

056So could be a change local. be some cases there are additions on the be local third paragraph what does that mean record both Thank you. >> By law, we have to adopt all these effect. >> We don't we don't need to do the raising of the hands because now you have to say the name. >> No, we do. >> Yes. But I have to say it loud. We'll do it clear. Sorry. >> I do have a couple of questions, but I guess I can reach out to you uh outside of this because it's going to take a while. You're saying that it's by by law we have to stop them most people that >> but then you're going to have to vote for it before ask >> we just I understand and And >> if

057at any point you want to make a change to the local, we can add it to the agenda, then we'll change it there. Just one one. >> Go for it. Go for it. Go for it. >> PGA local says background for contract. What type of background that as part of what they're doing. Our requirement is we have certain contracted services coming on. So for example, if we have uh last year we passed the policy where we were going to allow uh or not allow for example priests to come to give counseling services school district but if they're going to be coming in as even priests we would be conducting background checks on them through the pastor. So we have contracted services that are coming in to work with children or work with anybody required to

058uh yes conduct those background services as required and uh that's kind of so so I do a lot of work for school districts a lot of one of the backgrounds they use and then the DPS website and check their own for contractors, you know, maybe not parents like that. >> And I think our parents use the raptor, right? >> Yeah. >> Thank you. In some cases, so there was about maybe 60 House bills and Senate bills that all affected education. And so that's why you see a lot of changes here. But I'll warn you, we're gonna have another big update like this coming up around February or March because after we have the legal policy updates, TEA now has to update the regulation, have the regulation code be updated based on the laws and we're

059going to get the other big update update again based on uh to the state code for the administrative code. So there'll still be some more updates coming in. And then after the after the this update, after update still going to come, then if there's any changes through either court ruling or through interpretation of a lawsuit, we'll get that update again. And so a lot of these are first impression changes. >> Next time on these, can we get like a a meeting like explain every single workshop before Absolutely do that. Yes, we can absolutely do that for future updates. We can have a workshop first. For those of you who want to come in for that, then we do the workshop before we bring it to. >> Good idea, Miss Martinez. All right. At this time,

060I need a motion for to approve the policy of day 126. I make a motion to approve uh policy update 126. I'll second that motion. >> Motion by Miss Martinez, second by Miss Arth in favor say I. I. Say nay. Motion passes. At this time, five uh board members wanted to do um D& in open session. Mr. Attorney, is that possible? >> Talking about H. >> Correct. Um DN >> an executive session DN. >> Yes. Correct. >> So that one um did I think two hours memo that that that I sent you all out. Yes. I need a copy. >> Yeah. Can I have a copy? Yes. I'm gonna take that. >> I got it. I got it. I got it. presentation regarding terms for trustees to align with the potentially with the um the

061new house bill. At the time I hesitated to finalize the plan because I mentioned to you that again this is one of the first first impression uh laws. Again it's not been interpreted. We got to run through it. And so I indicated to you that we were be speaking to our state representative, Mando Martinez, who was the author of this bill. And he put us in contact with the legislative council. The legislative council is essentially the equivalent to me to you to the school board. But the legislative council is the attorney for the Texas legislature and the state representatives uh who helped them with these laws and helped them uh outline this. uh based on our initial research and there was not a lot of differences on how we were interpreting. So that's good. It

062means we were mostly aligned. The only big uh sort of difference I think that there was is that she identified the a second bill that we are able to tap into that will give the board the discretion to either do an elections keep them in May the way you currently have them or move them to December if you want to be on a December cycle. And so we presented to you all those two options in the memo that I gave you and it's two individual resolutions. One noticeable thing in there is the of course the the trusty term length of the extending. Everyone on the board would get an extension uh by default with this. The big push with this is that under one of the bills they're trying to line up the elections to

063be in uh in in November. And so that's one of the options they have on there. But under the other option, which I'll mention was already a discussion back when TEA was here, but that at the time TA didn't want to mess with it. Then they expired, then it was renewed that requires that you have joint elections. And so what we were doing to satisfy that joint election requirement is always entered into a contract with the county to do the election for us. So Progresso has never run their elections, at least since I've been here, it's always been the county who's been running the elections. But notably, the way that the Texas ledge council is interpreting that is they're saying that it's not enough to have a contract with the entity that you're doing the

064joint election is you have to have the election when they have the election. And so they want you to line up the election either a the state and county officers, that's the December one, I mean the November one, or B through your junior colleges or municipalities, that's May. And so in this case, South Texas College has elections in May. And so that's why the May option is available for us. And of course, our county offices have uh officers have elections in November of even number years. That's why it's an option. So this moves you to an even number year. It doesn't reduce terms, which is not allowed for us to do, and it puts you in a bannual election cycle for you all to uh consider. Um the numbers uh remain the same. You're saving

065about uh $200,000 in in 10 years. If you all move down this plan and it's a matter of a a board adopting a resolution uh and adop and updating the policies that you see on here. I'm happy to answer any questions. Um basically everything you presented last time now you have the option. You have two options. >> We do it in May or still saving money. >> Yes. Because you're going to you're what's saving you money is not that you're May or November. What's saving you the money is that you're moving by annual elections. I would say >> that's what the legislature identified as the reasons behind these changes. Yes, sir. >> May November. >> Yes. Correct. May November is the city. >> And I was going to say that too. When we had this

066previous election, it was packed. And imagine if we have the city and the the school election at the same time. I don't know what's going to happen by that. >> But it's better to keep it in the May with the school. >> Yeah. With the educ >> and we're going to save money in either option >> option. How do we do the >> So, if you want to do that, what we're going to be doing uh for well, let me let me move on one more. Uh that was D, >> right? So, under D, we would adopt a motion to adopt the resolution terms from three to four years aligning with the South Texas College election elections under Texas code. 11.058. That would be your motion. Now you see an accompanying item that comes with

067this down here. That's item I. So in addition to changing your for adopting the resolution, these next policies local uh and BA local uh relate to the trustees themselves in our how we reflected in our local policy. So B E local would reflect this change. see a copy of it there uh that's attached that explains the trusty terms and places and the years are going to go up for election. >> And then the DAA changes your board officer policy because you're going to be having uh elections by annually. It means that your current policy says you change officers every election cycle and now you're going to have by annual elections. So instead of reading by annual elections, it would be every year in May that if you adopt the options for for May. >> Okay.

068Explain the officer part again. >> Yes. So currently your current policy says you will reorganize your board after every election, but because you have an election every year. Now that you're going to have an election every other year, right, you're going to miss one year for reorganizing. So to allow boards to reorganizing every year, it brings in the reorganizing every year whether you have an election or not. >> But we're going to change it to that, right? >> Yes. Correct. To line up to that. Correct. >> But it's not going to change what we put on agenda. >> It's not going to change. No, that's just for policy. For purposes of policy, you have that. Your reorganization goes whenever you want to. >> We're going to reorganize every May even if we don't have it.

069>> Correct. And and I was going to say is that an option to do it every year or can the board has to be per year? >> You can do it any. >> Yeah. So although we we create a sign for purposes of predictability, the attorney general allows for no requirement. >> So at the beginning when we requested that's why we wanted that But we would have to >> Yeah. But when we requested for reorganization of the board, we didn't put it on the agenda. So let's clear that out that if one of the board members ask for the reorganization of the board, then we put it respect that I mean the organization That's true. >> So to clear next year was supposed to be an election year. So if we go through with this,

070what will be the next year for election then? >> Next election? >> It'll be the places that it just >> I mean one of the one of the reasons why I like this because it'll it'll give us time to get experience >> use that experience benefit >> and obviously yeah >> build a build a dialogue. >> Actually, I think right now we're the only district region one that has >> for your cycle time and >> but yes, at least people that I work with >> like I was I think that that once we have more time saying um there we're getting the experience. We're also um know one another and work one another and respect each other's uh capability as to what we bring in order to build leaders. And yes, we're going to have

071our different times, but keeping the students at the center, that's what we're going to do. And I feel like you know like the little time that we feel like and we bring something very feel like that has been extremely beneficial for our and I feel like with time we're going to get better versus we're barely getting the hang and then also all these screens that we have to do again. I feel like it's the best uh option for us >> inclined to move forward. I make a motion. >> I make a motion to approve as >> one last question. Sorry. So, if we're not going to have the election, when will we have the reorganization of the board again? >> May. >> Until May. >> According to policy, >> but you offered questions. >> That's

072what I was going to say. I make a motion as as read out by you. >> That's what I was going to say. I make a motion to approve as presented by Mr. Ramirez and keeping the election in May. >> Right. >> The actual motion is what I read to you. >> Yes, that's what we recorded. >> Okay. Motion made by Miss Martinez. >> Second by Miss Kos. All in favor say I. >> I. All say nay. Motion passes. At this time it's uh 9. We have executive at this time at 7:10. We have executive session. >> What if I said maybe instead of
