Here to accept the award are Rick Low, Colleen Haley, Stanley Harris, and Matt Helton. Thank you. And that is all for our recognitions. Thank you board members. Okay. Uh we'll
be moving on to the superintendent report. >> Thank you, Mr. President. Holiday performances and traditions across Waco. Our campus staff and fine arts teams continue to outdo themselves during the holiday season. Each weekn night brings special festive performances that showcase both the talent of our students and the dedic dedication of our educators. And on some campuses, elves have appeared dressed up as days have brought excitement and our principles like Aaron Langi have brought all to the above to our community. I have truly enjoyed seeing the photos and videos being shared from these special performances across our district. We are deeply grateful to Wade Bowen and the Wade Bowen Family Foundation for including the Tennyson and Middle School Choir in a special concert performance and for sponsoring more than 200 students as part of the 17th
annual Makea-Wish Come True program. This generosity helped make the holidays brighter for so many of our students and our families here in Waco. The UHS Makea-Wish Come True program continues to be a meaningful transition in our district. Thank you to the Chapman family, UHS athletics, and all of the community partners who work together each year to support so many of our students. These traditions remind us of the importance of creating lasting memories with our students, our families, and campus communities. Moments that strengthen connections and reflect the very best of Waco Independent School District. Um, update on our GT programming. This semester, Dr. Korn Bloom, Miss Paula Miller, and the advanced academics team have been leading important work to develop the initial instructional framework and staffing plans needed to expand GT services and programming across all
three of our middle school campuses. As you'll recall, this was a key takeaway from our attendance boundaries work this past well, last semester. Throughout that process, it became clear that our community is ready to see Atlas style opportunities available to students regardless of which middle school they attend. Expanding these services is not only an equity-driven move, but also a strategic step toward stronger accountability and consistency across our campuses. We have now reached a point in the planning process where is it essential to re-engage our community, particularly the families of our elementary and our middle school GT students. Before the Christmas break, we will be launching a virtual thought exchange to share updates and to gather feedback as we continue planning to expand services for the 202627 school year. As part of this communication, families will
be informed that we will not be opening an Atlas Academy application window at Tennyson in January. There will be no changes to how we continue though to provide GT services and in the identification process. In many ways, we hope to expand our services for our middle school students. Initial plans include for these campus-based programs to not only serve GT students, but also indicate uh indicate and find students who are high achieving. We know this may prompt questions, ideas, and hopefully some recommendations from our families. While we have anticipated many of those questions in our planning, we also believe strongly that our community deserves a voice in how we move this work forward. The thought exchange will allow families to engage in their preferred language, including Spanish, and will ensure that ideas can be shared and
understood across all languages. Following the thought exchange, we're planning an in-person community meeting at the end of January at Waco High School. At this meeting, we will share more detailed plans and directly address themes and questions raised that come from our thought exchange. This work reflects our commitment to equitable access, meaningful community partnership, and high quality programming for all of our students across our system. We look forward to keeping the board informed as this planning continues and as we take the next steps toward expanding gifted and talented services across Waco. Thank you. >> Thank you, Dr. Spicer. >> Yes, sir. We'll move on to item number six, information item reports. Trusty Bleto, do you have any questions? >> No. >> Trusty Abnusi, do you have any questions? >> No. >> Trusty Davis, do you have
any questions? >> No. >> M. >> No. >> Trusty Patton, do you have any questions? >> No. >> Trusty Ala, do you have any questions? >> All right. Thank you all. We'll move on to item number seven, the consent agenda. Mr. Bledo, anything you like pulled? No. >> Mr. Abnus, is there anything you like pulled? >> No, sir. >> Mr. Davis, is there anything you like pulled? >> No. >> Mr. Gillery, is there anything you like pulled? >> No. >> Mr. Patton, is there anything you like pulled? >> No, sir. >> Mr. Oo, is there anything you like pulled? At this time, I'd like to entertain a motion to approve the consent agenda as presented. Do I have a motion? >> Some move. >> Mr. Bledo, do I have a second? >> Oh, yeah. Yeah.
>> Yeah. I think Mr. Bledo and Mr. Patton moved and Mr. Davis second. Um, >> Mr. B, is there any discussion? >> No. >> Mr. Abni, is there any discussion? >> No, sir. >> Mr. Davis, is there any discussion? >> No, sir. >> Mr. Giller, is there any discussion? >> No. >> Mr. Patton, is there any discussion? >> No. >> Mr. Oo, is there any discussion? All in favor say I. >> I. I. >> Passes. We're moving on to item eight. Review and discuss priority 4-4.2, to technology and training for teaching, learning and effectiveness presented by our CTO, Mr. Jerry Allen. >> Good evening, President Bana, Dr. Spicer, members of the board. I'm here tonight to give you an update on the district plan as far as technology is concerned. Um, want to remind you
that 4.2 is technology, training, learning, and effectiveness. Um, our four pillars, student, staff, community, and financial operations and efficiencies. Uh what we're going to be focusing on tonight is pillar number four and performance objective two which is equip our educators, staff and students with technology and training needed to advance teaching, learning and district effectiveness. Um 4.2 in particular um focuses on two on three strategies. Number one is establishing a minimum technology standard for all classrooms. Uh providing ondemand professional development and then integrating technology into the curriculum. And so I'm going to give you a report as to where we're at so far. Keep in mind that our goal in this was to get done by 2030 and um as of today we are at 100% compliance with 4.2.1 2.1 um which is maintaining a min
minimum technology standard for all classrooms. So that includes a laptop, monitor, docking station, uh document cameras and a projector with sound. Um we are moving forward to 2030 with putting interactive panels in all classrooms. We have so far we have 70% of that complete. Um and we still got three more years to go, four more years to go. So um we're pretty excited about that. the ones where we are is every single um campus has clear touch interactive panels. Um our secondary classes have all have one in every single classroom and our elementarymentaries have one per grade level with the exception of a few um a few campuses Brook Avenue, West Avenue and Lake Air. And that's a phased roll out moving forward with those guys so that we can make sure we get them
to everybody. Everybody else has one per grade level and in the library. So, but we are moving towards that direction. 4.2.2 empowering staff with on demand professional development. We've partnered with TCEA um and we've been doing this for the last couple of years, but we provide ondemand training for um all of our staff. The number one pro uh training that we have so far is 500 people have signed up for the Chromebook educator class. Um we offer this to all employees not just teachers. So if we want if our staff typically we don't issue a pair of professional a laptop but they have an opportunity to get one by taking this course because we view that every single person on the campus is a teacher. So in one way or another and we want them
to understand the devices that the students are using. So having them take the Chromebook educator class really helps with that. So um we've moved forward with that. Future in the future our on demand training will uh branch out and and go also to parents. Uh TCA is developing with us um what's called parent knowledge boosters and it's going to offer everything from Photoshop uh to AI for your students and how to help them with homework. um all different types of things that will will be available to our our parents as well. Um beginning in January, we're going to start with Tech Tuesdays or Wild Wednesdays. We hadn't decided which day it's going to be yet. Um but we're going to be offering on demand training for not on demand, they'll the every hour on the
hour, our instructional uh coordinator will be training for 10 minutes, quick little nudges on how to do instructional technology in the classroom. And if we do it every hour on the hour, then we give we meet every teacher and um during their off period at some point. So um just want to let you know that that's coming as well. >> So cool. >> As far as integrating technology directly into the curriculum, I've been working handinhand with uh Dr. Cornbloom and the curriculum team to make sure that we have um this embedded into our curriculum guides. um lesson our our lesson plans most of them most of our curriculum already has some type of curric of instructional technology built into it but um our lesson delivery process is Seesaw for grades K through prek through five
um Canvas in in 6 through 12 but also Google Classroom in the elementaryaries and middles um and Google Classroom is also available at the high schools as well and it's come a long way since um since it's really started so it's it's beginning to become a major player in the LMS. Um, but we've got our new curriculum that we purchased, Carnegie Blue Bonnet, also has all of that written into it as well. So, um, we are deeply embedded in instructional technology in our lessons. Um, so summary to sum it all up, keep it short and sweet, 100% of the classrooms meet our minimum technology standard. Um, all staff have access to 247 ondemand professional development through TCEA. um with future uh trainings available and technology is fully integrated into the curriculum uh delivery across all
grade levels. So any questions? >> You're doing a great job. Your department >> Thank you for that. >> Thank you. >> Yeah, Jerry, how long have we been using Canvas on campuses? >> How long have we been what >> using Canvas? >> Uh we started when I got here in 2020. I u Dr. cornbloom and I brought it on board for lesson delivery during co >> I moved it over to like students the ones that have the cell phones as far as the calendars assignments and teachers sending out assignments and notifications on canvas for students >> um on canvas yeah they can do it through that but we also use parent square for parent notifications and things like that as well and the teachers have availability to do that. Yeah, that that Canvas it has
a lot of depth to it and so >> does it does one of the one of the main reasons we we actually looked at moving away from Canvas at one point just because of cost but and and Google Classroom right now is free for us since we're a Google district and um but we decided to keep it because going into higher ed higher ed uses Canvas. Yes. And if we if we don't give our kids the opportunity to get to know how to do it now, they won't be successful in their first year. And we we we just need to do it. >> Okay. >> So, thank you. >> I just wanted to say I'm really happy to hear this report. I remember when we didn't even have enough laptops for all of our kids
and our teachers didn't know how to use them and we were all panicking. So, I I'm glad that we're at this point to where we're 100% in compliance. I appreciate all the hard work. >> Yes, sir. Anything else? >> All right. Thank you. >> Y'all have a great holiday. >> Moving on to item We're moving on to item number nine. Consider, discuss, and take appropriate action on the Kickstart Kids course presented by Dr. King Nose. >> Uh, good evening, President Vidana, Superintendent Spicer, members of the board. I'm here before you tonight to discuss a new course proposal that we're bringing forth for you all um to propose some exciting possibilities for our middle school students here in Waco ISD. And the course that we're proposing is a course called Kickstart Kids. Kickstart Kids is a
um character uh program that is character through karate. Okay. To tell you a little bit about the course. So this is some background information. It is a Texas-based 501c3 or nonprofit that's founded by none other than Chuck Norris. Um it focuses on mental and physical strength, helping students develop both of those as uh they face life's challenges. Um one of the pieces that I think is important as it relates to that, and I'll dive a little bit more into some of the values that are emphasized through the curriculum is the ability to um to handle conflict and peer pressure, which is huge. huge at the middle school level. There are already thousands of students across Texas that are served each year through Kickstart Kids. Um you have instructors that are black belt uh qualified and
they are um trained to serve as role models and mentors to the students that uh uh are in enrolled in the course. Um like I mentioned already, it's a values-based curriculum that allows students to learn and develop their sense of self-confidence as they navigate life's challenges. These are the values that are reviewed and honed in on honed in on through the curriculum. Give you a chance to look at them. I'm not going to read through all of them. One thing I'd like to talk about here is why we chose this course because it does come with a little bit of a cost and I'm going to talk about that later on in the presentation. When we think about how we're going to expand elective opportunities, and I want to be clear about that, this is
not to replace any other elective opportunities that are provided for students at the middle school level, there are a couple of different things. Number one, in student focus groups, we've already heard the desire for them to have increased opportunities to try new things on for size. So, we know that that's something that has already been expressed. We also know that there are students who sometimes at middle school really struggle to connect. Um, those are students that sometimes are maybe a little bit more reserved or quiet. They're struggling with a development of their self-confidence of finding a place where they fit in. As a former principal who had this program at my school, I can speak to the value that it brings. Um, there are students that will choose to sign up for this course, but
there are also staff members like counselors, other teachers who see these qualities in their students and they don't want us to lose them. We want to make sure that they have a way to connect. Some students connect through athletics and some connect through fine arts. Some have other opportunities, especially as we get upper in the upper grade levels in middle school and then through high school with CTE. But this targets a specific group of students who have not found that that opportunity to really hone in and connect. And so they work really close up and personal with that teacher who's focusing on the values curriculum. and they build camaraderie and a sense of team among the students. It can eventually involve competitions at tournaments. Um, but that isn't the focus. The focus really is more
about how do we help these students build a sense of confidence, learn self-discipline, and also really understand the importance of the connection between physical health and mental health and well-being. I think it's important because if we talk about that connection there with mental health and well-being, we're already thinking innovatively and creatively outside the box. You you've heard about that in the most recent or last board meeting when we connected um on the the partnership with Waco Family Medicine. We expanded upon that and we're bringing some additional mental health services to our middle schools. This is another way that we're thinking about that. Um this will help uh students also understand a lot about cause and effect impact of their actions. This is just a quick overview. Um it's a little bit of of data that
shows where the courses are currently being offered, which districts across the state of Texas. Um one of the things that I know we'll talk about is the cost. The cost for the program to run each year per campus is initially $125,000. Kickstart Kids will offer $45,000 to supplement or offset that cost. So then what we have to do is figure out how we're going to handle the costs that are remaining. There are um opportunities for us to work with community partners for sponsorship. That's one option we will be exploring. And then the other one is grant funding which could also do that. I will tell you right now we're at a very exploratory phase. What we're seeking is the approval of the board for us to take the exploration to the next level. um we
didn't want to we didn't want to pursue any of those interests, apply for grants, communicate with um some possible partners in our community until we knew that we were going to have the board backing us in the possibility of piloting this program. Um but I do believe in it and I think as we've talked about it and the more we've learned, we understand the benefit that it could bring to us. So the next steps for this, as I've already indicated, is to seek your approval. And once we obtain that approval, we would determine possible pilot locations, what the logistics of this might look like. We would build ourou with kickstart. They actually have somebody um that's a part of their organization that can help guide us through um historical grants that have worked to help
fund or offset costs for the program. So we would engage in that conversation with them and then we would seek those alternative funding sources and try to connect with some of our community partners. >> What questions do you have? I've come in um on it. I believe in the values and and things like that, but I I think if we take it forward, um me personally, I want to speak for the entire board. I wouldn't want to sink any money into this. Um I know we starting wrestling at some of our campuses. We already have, you know, other athletic programs that are supposed to put those same values forward. And so if we did have it in our district, I would say I want those grants and things um to cover the program. I wouldn't
want to put any more money into athletics or anything like that right now. That's that's me. I'm not speaking for everyone. >> I'll echo it. Uh we talked I I think we have a lot of ath uh outlets for students to learn these values with the athletic and fine arts offerings we already have. So um I'll echo uh Trustee Gillery. I would want us to find grant funding. And if we use our own funding, I hope we're uh exploring avenues for students who might not want to do a sport or a physical activity so that they can find their safe space, too, cuz this kind of seems like another sport to me, which I'm hoping that it works for our kids and I feel confident, but I will want us to make sure we're covering
this with grant funding and not not our own. >> Yes, sir. Does the 125,000 does that in is that include like the instructors that you hire like per campus? Is that the large? >> Okay. >> Yes. Yes, sir. Great question. Thank you. >> Tying into that, um, so will the instructor be a certified teacher? >> So, that depends. Under DOI, we would qualify to receive them and that would serve as a local elective course for us as approved by the state of Texas and Texas Education Agency. There are instances where you will have a a teacher who will get certified and beyond that they can get certified in physical education and if we were to choose that route, go that route. Um you can actually offer it as an option to replace PE. So that
is a an avenue that would be for us I think down the road first. We've got to secure our funding, >> right? Uh I was just curious um this uh the funding that you were mentioning um does any of this fall under CTE? >> Not to my knowledge. It doesn't mean that we couldn't look a little bit further into it. >> I mean surely Saxinian can can squeeze. She's back there going no >> I'm sure that we could put our heads together and if there was a way we would make that work. I also know that um for example El Paso, I spoke with El Paso ISD and um uh they had relied on title 2 and title 4 funding because they have such a high population of economically disadvantaged students. So that might be
another option if if it isn't something and of course I understand the request that um Trusty Gillery u made and that Trusty Davis second um it might be that that funding which would not necessarily be the option to go towards additional teachers. Um but it would be funding that we could look at as a possibility and if so of course we would always bring that forth to you all. >> Last question. >> Yes. >> And it is the last question. >> I know there's a overunder on this meeting. Um um the 40,000 through the foundation or whatever, is that just for the startup for one year or is that consistent year to year? >> Consistent year to year. >> Okay. So the 125,000 is really 85 or 80 or whatever it is. >> Yes. >>
Okay. >> Sorry. >> Thank you. You're good. Are we good? >> Quick question. So now my question to you is the 125,000 is that a flat fee or is it based on the number of participa participation that they get or just something is because we don't quite know how many but like the the kind of the we don't have a projection for the numbers of >> correct it's not based on per student that's just the comprehensive to launch it have a single teacher most programs are are one teacher and they'll teach a full full load of courses or in some instances maybe in a district where they're piloting it. They may pilot a couple of courses at a different a couple of different schools and the teacher might travel between the two. >> So, but
could be potentially something that we don't have a lot of interest in potentially could be the case. Okay. Thank you. Appreciate it. >> Absolutely. >> What um the the 125,000 80,000 however you want to look at it. Does that cover uniforms? Because I know he just mentioned that this wasn't based on a sum certain number of kids. So, we have every middle school student, you know, signing up. How how how are we planning on covering the cost of uniforms and I mean, um, everything that I've ever been a part of that there was some kind of competitive edge, I wanted to compete. So, how are we planning on covering the cost for that as well? >> So, there there is like an art fee or another fee like that. There is a fee that's associated
per year. the first year that it rolls at any campus, Kickstart Kids covers that. Moving forward, we would embed that into the requests that when we're seeking sponsorships. Same thing with the tournaments. And there's a whole program that's set up for that by Kickstart. So, they have a like a process and a way to help navigate what sponsorship might look like and it's varying levels and degrees. So, that would be a part of that. >> And so, the re recommendation is to move forward and explore. >> Yes, sir. I make the motion. >> I'll second. >> Thank you. Thank you, Mr. Gillery and Mr. Bledo. Any That's all the qu No more questions. Good. To move forward with exploration. um we we need to see whether or not we have the ability to logistically and
financially make this work. If we do not if we do not see an interest generated, then we won't proceed. Yes, they do. They will do a combination of both as I understand it and they go those teachers go through a lot of training. One of the unique things and this is this is I guess a testament to the power of the program itself. Many of the instructors were students that were kickstart students in school and they recognize the value of the program. They speak to how it changed their life and they commit to it through that process and they desire to pay it forward as a teacher. I don't think we pay into TRS for them, but I can find that out for you. That'll be a part of the exploration. Mr. Bto, is there
any discussion? >> No. >> Mr. Abduy, is there any discussion? >> No, sir. >> Mr. Dav, is there any discussion? >> One more question before we go to the next phase of like aou and we've secured the funding. Will it come back to the board or if you guys secure the funding, you'll just move forward with it? >> We will let you know. >> Okay. All right. Nothing else. >> Mr. Giller, is there any discussion? >> No. >> Mr. Patton, is there any discussion? >> No. >> Mr. Joe, is there any discussion? All in favor say I. >> I. Passes. Thank you, Miss Dr. Hingos. >> We'll move on to item 10, announcements presented by Elizabeth Cox. >> Good evening, uh, President Vidana, Dr. Spicer, and trustees. Merry Christmas. Oh, I'm going. I'm going. I'm
waiting for one thing. I'm trying to see. We did y'all know that we have a se a celebrity amongst us. >> There were Santa sightings across Waco ISC today. Um he may be sitting with you all, but you know, it's kind of like Batman. He's the He's just the bearded crusader. So, we're going to let y'all look at that while I tell you. Tomorrow, Friday, December 19th, is our final day of classes for the calendar year. Um don't cheer too loud. And is also an early release day for students. Monday, December 22nd through Friday, January 2nd, all Waco IC campuses and offices are closed. Hopefully, everyone is resting, relaxing, and ready to come back even stronger into the spring. Staff returns on Monday, January 5th, with students returning on Tuesday, January 6th at your places
tonight. You received an invitation to a special South Waco Elementary openhouse. Thank you, Principal Atnet, for being here with us today. Um, and MA maker space dedication. and we're going to host that on January 5th at 11:00 a.m. We look forward to celebrating this special 2021 bond program addition and renovation along with the Waco IC Education Foundation and a donor and partner Okonnell Robertson who made a special investment in the campus's maker space to honor someone that got to work on the project. Um so look forward to seeing you all there on January 5th with us as we uh welcome in the new year. Um and I wish you all a very merry Christmas and a happy new year. Look forward to seeing you in 2026. I just have one question for you, please. >>
Yes, sir. >> Were these children scared of this man? >> No. >> All reports I heard were that he was quite welcome. >> I heard there were tears. I don't >> I I would I would be scared. >> Yes. Yes. Yes. >> Uh one more before we go. I just uh want to congratulate Mr. Davis and let him tell y'all >> what his accomplishment. >> Okay. All right. Uh yeah, I uh finished my bachelor's degree in uh public administration and city planning. >> We appreciate appreciate y'all letting me speak about it. I just want to let all the kids out there know that we can do it and anything you put your mind to it, you can achieve it. So hope you see me and hope you see yourself in it. Thank you. >> Congratulations.
>> Thank you, Mr. Davis. Thank you. The Waco D board of trusties will now go into close session at 6:42. This time pursuant of the Texas Open Meeting Act, Texas Government Code, chapter 551, sections 072 and 074. We do not anticipate taking action when we return. At 7:19, the board will order at open session and we're adjourned.
