001let's please stand if you are able as I lead us in the Pledge of Allegiance all right thank you I would like to now introduce our board of directors I'm Mike Rowley I'm joined by Cindy Co Tasha woods melind deanon and Kathy day we're also joined tonight with our superintendent Troy turno executive director of teaching and learning Jennifer KS and Executive Director of Finance and operations Kim Snyder board the first action item is our consent agenda we had the opportunity to review these items individually and seek clarification from the district admin prior to our meeting I would entertain a motion I move to approve the the consent agenda I'll second Cindy Cindy has move that we accept the consent agenda and Kathy is seconded board any discussion call a vote all in favor I I

002any opposed s agenda has passed uh board that now takes us into Administration and first up is teaching and learning update Jennifer okay um so update for today is sort of just some of the more major things we were working on over the course of August on the tnl team so the first one is the admin Retreat um we talked about this briefly at the last meeting and kind of talked about the district Improvement plan which was something that was a big focus of the admin Retreat um but this was two days a few weeks ago uh we were focusing primarily on planning for improvement and reflecting on impact really ensuring that we have good system systems for those continuous Improvement processes including District Improvement plans streamlined School Improvement plan learning Improvement plans and then

003looking at the PLC process for that as well um and then additionally really thinking about the part of that cycle that is reflective and really ensuring that we're looking at what's actually happening what's our impact um and making sure that we make adjustments based off of that and um then I think one of the themes that I put in here at the last second because we talked about it at today's training but I recognized in hindsight oh that was definitely a theme that we had at the admin retreat with the topics that we covered was this idea of clarity so we had an emphasis on Clarity throughout um that talking about Improvement planning and reflecting on impact and so uh today when in our training they he kind of posed three questions where are we

004now where are we going and how are we going to get there and ensuring that we have Clarity on those questions across our system in all the different areas so that students have Clarity on what they're learning and why teachers have Clarity on what they're teaching um what that what proficiency looks like um how to track student progress towards that how to reflect on highest leverage strategies for teaching those outcomes um so Clarity there Clarity with our schools on what is our Improvement plan how are we going to get there and teachers should be able to identify what they're working on in their building um and then that Clarity at a system level too so just looking at that idea of clarity and then I just pulled these two quotes from um the training that

005the admin team went through today because I think with that theme of clarity being really important we have more work to do uh but that idea that there's a direct relationship between level of clarity and level of Engagement and that is again across all levels so um you could say that for at a student level and you could say that at a district Improvement plan level um and then mediocrity thrives in ambiguity so that we can't take steps towards Improvement unless we can be crystal clear about um where are we now where are we going and how are we going to get there I also included these two slides which were in the last one but just kind of highlighting them from the admin Retreat time because this was sort of our how and what

006um for those the district Improvement plan this looks like a lot of different areas that we'll be focusing on this year we were focusing on many of these areas last year so it's not really like we're just um going quite a bit wider we're just getting more intentional with these and building better leadership teams around them um and again focusing on the clarity so ensuring that each of those teams that are working on those areas through shared leadership collaboration and making sure that um there's collaboration around what is it that we should be seen in the classroom for those different areas um and uh again just that idea of being very clear with what improvements we want to see there and what is actually happening there and being able to reflect on that and identify

007next steps so that was the you know two days of admin Retreat kind of focusing on those things the following week we had two days of induction with our brand new sech staff and so we have 15 new certified staff across all eight of our entities so that was kind of fun because even though we have a smaller number I think than we've hired in the past for new um certificate employees it was fun to see them spread across each one of our buildings and we had a great um time in during induction there's a lot of energy in the room and just a lot of enthus i m from our new staff so um those were enjoyable days and then the following week which is this week we had two days of plld professional

008learning days with our staff um so we have three the third one is next week so we had two of them this week Monday and Tuesday and we were focusing on social emotional behavioral uh this year the state requires that every other year one year is sub the next year is the EI and then goes back and forth so this year was a sube um social emotional behavioral and we planned a couple of different things around that I would say that um these two things listed here definitely fit the bill of Seb but then in build de these were things that we did with all staff then in buildings the principles had planned uh professional development around things that definitely also fell under the sub heading um so we definitely hit the target of having

009at least one full day of Seb for our PL that we are required um but we did a menu of options for breakout sessions with all staff led by our own staff and Community groups and then we had an r factor training for all staff which I'll talk about in a second but the breakout um or the breakout groups that staff got to choose from this is a list of them so you can see a number of our different employees and then some Community Partners all under the umbrella again of the social emotional behavioral and we learned some stuff about some of the logistics that we can do better in the future but I think generally speaking we got some really good feedback from people around the appreciation for um being able to select a

010session that applied to them or that they were interested in and it's been years since we've taken this approach with professional development and so it was nice to get back to it um again I think recognizing that choice for professional development is important and being able to um frame it in a way that we're still meeting our state require requirements but they do have some amount of choices to go um and differentiation and then also highlighting our own staff I think is really powerful to say we've got a lot of great expertise both in our community and in our staff so when we build professional learning sessions like this it just tends to have a higher level of Engagement from our own staff so we got some pretty good initial feedback anecdotal we will be

011sending out a more formal feedback survey on um how the pl days went uh but anecdotally there's some some positive feedback um so that was yesterday my goodness it's been a long two days ago I've had three full days so um that was on Monday on Tuesday was the District Welcome Back which was kicked off by Troy and then we had um focus three a company come do our Factor training for our whole staff including classified staff uh we're invited to to come to this and uh Troy had brought some of this framework and Leadership ideas and culture ideas last year so uh it was nice to be able to have a longer stretch where all of our staff is hearing the same thing and really kind of digging digging deeper with those things and

012focus three their whole thing um I'll kind of highlight a couple of their uh bigger Frameworks but the performance pathway which is the idea that leaders which they of course they emphasize that everybody is a leader especially in education um and especially in their own 20 square feet but leaders Drive culture culture drives behavior and behavior drives results so if you want a certain result you have to kind of work backwards and think how are those things influencing the results and then really emphasizing Behavior because while culture drives Behavior Behavior also impacts culture um and drives culture culture so looking at how individual behaviors in the system will ultimately um create the culture and give us results and then the other thing that they have is e plus R equals o simple formula for an

013event which could be big it could be small it could be a good event it could be a negative event um but that an event which we don't have control over events um plus our response individual's response is what determines an outcome and so again that idea of sort of reverse engineering if you look at the outcome you want the only thing that we have control over in this equation is the r the response and so if you want a better outcome you have to examine what the response is and sort of with that so the response being the behavior with that is uh a distinction between a response and a reaction so reaction would be the default and it's impulsive sort of on autopilot um it's the default response versus or reaction I guess

014versus a response which is a disciplined response it's intentional it's purposeful and it's skillful so when an event occurs good or bad large or small I'm really looking at how are we responding and are we being intentional purposeful and skillful and um usually the disciplined response gets us closer to the outcome we want and the default reaction usually ends up in a outcome we are not exactly happy with so and then the sort of last big piece is with that idea of examining our own behavior and whether or not we're being intentional about our responses to things we own our own 20 square feet every individual in the organization um but that that 20 square feet impact our teams that we're on and those teams impact our organization so we had Focus three come do

015that with a full staff session um and again anecdotally I think people uh responded well they went and did building level stuff right after this and the um feedback from administrators with was that those conversations in building buildings built off of this and uh responded well to um this training and I just included this because he ended our our facilitator ended with a pretty powerful story a true story and I'll make it brief he was told it very well and it was lengthy but in a nutshell um he told the story of an 8.1 or something 8.4 or something earthquake that had leveled an elementary school building and that a dad went and started digging um at the elementary school and it had just been completely completely leveled so everyone coming First Responders people walking

016by people like there to assess the damage it's like are what are you doing this is pointless there's going to be no survivors you're like peeling off piece of rebel by piece of rebel and it's you're never gonna there's a waste of time and his only response was are you gonna help me dig or not and um in the end of course he uh there were 15 kids found alive because they' hadd been trapped underneath this piece of concrete and so he left us with this at the very end of his training to make the Ellensburg School District the best it can possibly be it will require the best version of you and you'll need I think it's that says help but I can't read it um to wait you'll need let me read it

017from up there oh yeah it will those those were the two words I was missing it will take a lot of work a lot of digging will you commit to that and will you bring someone along with you today you have the opportunity to say to your colleagues I'm 100% committed to our efforts I'm ready to work hard and to dig so um I thought it was inspiring training I thought it did a great job of kind of going deeper with some of the stuff that Troy had brought to our district our leadership team our our um Staff last year and then after we had the whole staff session there was a three-hour student session in the afternoon and it was a rather small group of students to begin with um and that was intentional

018uh part of what Focus 3 even would say is is that this work has to start with the adults and then can grow to the students um and it was a great session with students all secondary 7th through 12th grade and they ran through the same stuff with the students that uh he had with the staff just a little bit different um intentionality to be student centered and that was yesterday and that's my update thank you Jen Bard any questions or discussion no I don't have a question but I just didn't want to say that I love the E plus R equals o you know I mean that because it relates to just about anything that you can apply it to life situations learning situations all that kind of stuff and I've worked within that

019framework where I currently am and I I like it so I was encouraged to see that and I hope that the response was as good as you anticipate that it was I have a brief question so back on the uh plld day with all the breakout sessions that you guys had uh is there like followup for the staff that want to like you can't go to all of it right so you can pick and choose what you want but there's there followup uh stuff for those teachers or staff that want to yeah learn more beyond what they did go to yep and I should have mentioned too that Ronda Schmidt was uh instrumental and pulling all of those sort of logistic for that portion of the day together and her step one was to pull

020the staff to see what kind of sub related topics are you most interested in and then she went out and find found some people who could provide those to match with the staff had said that they wanted but it was also interesting to see where our full fullest sessions were because I think that that tells us a lot about where the majority of people are feeling like they need additional support with or learning around and so yes we will be doing some follow up with what are some next pieces that are needed and trying to figure out how we can build that in um the one around uh behavior for um or helping interv being on behavior for students with autism was by far we actually moved it to the auditorium which made the other

021sessions a little bit thinner but the auditorium was pretty full for that session yeah for how many were offered during that time yeah and then the aces one I think was another I one um at least in the first session um and uh the one that pagi and pearl offered around um interventions with behavior was also highly attended all right thank you very much Chen all right next up under Administration try your update okay mine's uh fairly short we're all a little uh fatigued this week from things but um uh and just to kind of also augment that last question Mike so one of the things that Ronda has done is we're trying to get all the presentations uh together you know some of the people left without who don't work for us left that

022but we're going to put them like in a hub uh so people have access to the presentation they couldn't attend um one of the sessions as much as possible Jen and her team have put together uh a teaching and Learning Hub that's available through Google with all of our resources that we're you know all the different areas that we're working on and they'll be one for that uh day eventually as we get it set up so people can go back and reference what was there so um just a few things always keep this up here just in till we hear from them we have not heard back from uh the Department of Justice no new developments communicate us communicate with us when they're ready so uh nothing has changed on that front uh we definitely

023would like to thank as we you know end August and prepare for our our students and our staff coming back full-time next week definitely like to thank our Maintenance and Facilities team our transportation team technology team nutrition services team for all the work that they have done throughout the summer and continue to do and of course they have plans and then as we start to roll back okay we need you to do this and that so they've been incredibly flexible uh and worked really really hard uh throughout the summer um there's a lot that goes into um you know cleaning the buildings prepping them moving everything around you know uh doing any sort of changes or modifications that are necessary uh we are were very lucky from a maintenance perspective we've been planning all uh

024late spring and early summer that the irrigation would get cut off uh because those were the reports about the snow pack and things like that so how we were we going to be ready for the areas that we needed thankfully that didn't didn't take place but we had a major agback uh repair at the high school I mean those those the uh the high school is not new anymore so it's at basically those HB systems are pretty close to uh their traditional end of life so we had to do some replacement of some internal stuff that roted so there there was just a lot of things that went down they did a fantastic job our transportation team actually met with them yesterday they were they were meeting and going through all of their things during

025the day so I went and spoke with them a little bit and um their level of enthusiasm uh was great we we talked with about that you know our transportation team the the buses are a fundamental piece the mechanics need to keep them running and the bus drivers are oftentimes for many of our students the first and last uh staff members that they encounter each day and so how important that is and how important what they uh do for us so they were a great group who was having a good time time and and I was was grateful to get a chance to talk with them a little bit yesterday uh our nutrition services team is ready to roll I mean they're they're excited they uh always Alexander does a fantastic job of keeping them

026excited about what they're doing and we have a great culture in that department of being ready to serve and work with students um and the technology team the summer is harder for them in a lot of ways than when SE start they have to when the when the school year starts they have to uh you know get all of our new machines ready in the way that we uh have Chromebooks for all of our students and then they repurpose the Chromebooks that are um done going home with kids we have a cycle for that and then they create carts for the elementary schools so we should be uh this year pretty close to although the sixth grade Chromebooks that's where they start with new ones each each year they they came in a little bit

027late so they've been scrambling to get them uh ready to go but we should be down to second grade uh with a cart in so a classroom set of prome books for every um student through that so that that's a big lift for them and a big ask for them so they they've done a tremendous job um so we we just really thank all of those departments because a lot of times it's especially at this time of the year we get so cranked up about students showing up and all the work that they've done over the summer to to be ready to go we really appreciate that uh also our district office staff this is is one of the really uh you know Jen pointed out some uh all of our new certificate employees we

028have number of new classified employees and and we have uh mashley and Sarah and Lexi and all this people have to get together and process all that paperwork get everybody to go make sure they're signed up for uh insurance and the right retirement plans and do all that and um and and jod uh as well so there's a lot of work that gets done uh throughout the summer at that you know our office doing that and Monica with our our special services secretary um processing records and doing that so it's a it's a busy time for everybody and everybody's done a fantastic job getting us getting us ready for for next week okay you can go ahead lesle and flip um and just keeping this in the loop there'll certainly be more information as we

029go along but uh my initial planning our meeting with the ESD 171 team that's going to lead us uh or facilitate our strategic planning process so I've got that first meeting next week I'm really excited about that it's a big uh big deal for us obviously as we've talked that hopefully we can go through that process get a lot of input from uh our community our students our staff and uh really have a strategic plan that we can all buy into and and work through and it fits and nests that diagram that Jen showed through the rfactor um I I have made one even though we have not really had a living um strategic plan but I've made one and have kept it in my office because I really believe that Nest inor District culture

030strategy you're building culture and strategy and then you're individual and through the rfactor it's a metaphor you know owning your 20 sare feet it's not a mathematical formula it's just that we all own uh our responses within that and that's what we control and so very excited about that process we'll keep everybody up to dat as as we understand more as we go through it uh Jen touched on a lot of the back to school activities and and I want to um thank her and her team uh for really doing a great job of planning this getting it all together uh as you know we worked through things last year and sort of reorganized a little bit about how we do our business um in in the district office um I'm sure Jen probably left

031my office once bicy school and like I'm really supposed to be in charge of all this you know so they they I put a lot on them uh to come up with some things uh for us to do and to set that strategy into what is it that we're going to work in keeping in mind uh that we have a a new cycle that they had veloped in the spring for how we're going to work with with our school Improvement plans and our district learning Improvement plans uh and they really really did a fantastic job we'll continue to learn um from the things that we've done and and you know try to create uh A system that works but you know I I got several emails just from from staff members saying you know I

032really enjoyed both of the the last two days and having the choices and being able to to um you know figure out what it was that I needed most and then to be able to talk to my colleagues about it and so uh just they they just really did an awful lot of work over the summer getting it ready and um you know one of the things I think that I'm proud of one of my roles is is um you know to help facilitate you know leadership within the district and that's what we did today um with Derek a who's our consultant uh from Focus 3 who um I've worked with before uh in my prior job at est10 3 he came and uh helped us create our culture Playbook and and do a lot

033of work along that and so um I could have easily having all that experience and um with Focus 3 I would have been very easy for me just to sort of own the whole process and then it really becomes this is what Troy wants to do and um having Jen and her team sort of take that on and own it and and not necessarily have the background that I did and make it come alive and make it work uh today or over the last couple days and really helping our staff um understand the power of that equation and and using that system of e plus R equals o That's transformative for me as a person as well as a leader and then today with our uh leaders and the students loved it um and of

034course we had we had some teachers come up immediately after Derek got done with the r factor at 11:30 the students students were starting at 12:30 can I bring my kid can I get them down here like if you can get them here they can come you know and so it was a really good message the students are were were very receptive to it um and then today we had uh Derek work with our administrative Team all of them uh our classified administrators and our certificate administrators uh for a dayong workship ship workshop on what their leadership uh system is called it's called Relentless leadership and so it ties very much together the the r factor is your your foundation of your culture and how you uh it's really as Jen said focus on behaviors

035because a culture is made up of behaviors it's not what we declare I say it all the time I hate slogans I don't look at slogans when I see them on the wall until I know that people we're living them and we're so they're actually meaningful and that comes down to how we behave and so I think it was a really um it was a our our administrators got a lot today they got a lot to think about and they responded tremendously um it's starting to make sense to them and so I'm really proud of the the leadership that Jen and her team provided that our administrators took on because um they're not into it now because I told them they should be they've experienced it and so now we can we can speak the

036language we can work together our staff has been exposed to it and um the bill the every one of the principles um has said said the last two days uh in working with with their staff their building meetings have just been tremendous they've been the the excitement level uh the um you know just a focus on what they need to do in each one of our buildings as has the principles of all just without us even asking just reported about how how great things have gone so um just kudos to everybody on our team that helped put the last couple days together and I probably had the least to do with any of it other than telling Jen hey guess what this is kind of your thing so um they they just did a really

037good job and for me as a superintendent that just gives me a really good feeling about how hard our team is willing to work at doing some things that maybe they weren't familiar with it's very easy to just go back to always to what you're familiar with or just to do something because the highest person on the or chart told you to do that which is not really we don't really accomplish anything when that just happen so uh just very proud of our team all the way all the way through um and part of that on year square feet is really working with all of our staff like I talked with the the like bus drivers about is that everybody in our organization makes a contribution everybody has something that they do to help improve

038student learning um even if it's not in the classroom everybody helps I remember when we um when I was back working in CA years ago and we started a culture initiative and there was a girl that walked to school at John Campbell Elementary every day and she just made her day when the guy that was mowing the grass waved at her she would wave every day when they wave back good to go you know so we all have a role to play so very very proud of that um you know buildings have been working with communicating with parents at Bulldog day today while we were at the Middle School uh all the middle school students were coming through getting their schedules their Chromebooks getting everything set up went really well the high school's done it

039the elementary schools have done their things with their parents and communication so just couldn't be happier with how hard everybody's worked at being ready for for next week and so we're very very very excited uh for that and then sort of the last thing uh um because you know one of the things that we've talked about and one of the things that's really important to all of us um knowing that we're going into a long session in the legislature and there's going to be um some serious decisions made around education so um I have there's a small group of us of superintendant in the estd 105 region uh that are coming together and Shane's calling it The es 105 legislative advocacy committee we have that meeting um next week we're of course going to be

040very supportive of the Wasa wasda awsp um priorities for the legislature uh and those are going to be um fully fund MSO maintenance supply and operating costs uh we shared I think with the staff yesterday I shared it so many different times um we were so excited came and I were very excited when our insurance provider sent us a letter back in the spring that said heyy you're tier one so you're you're going to get one of the tier one increases which is the best tier two tier three the increase is going to be more your your insurance premiums will not go up by more than 20% this year because you're in tier one so that was we felt so proud of that um and then of course they settle on 18% for us on

041top of the close to 20% last year so and and uh you know that's hundreds of thousands of dollars of increase over the last two years and the state M sock increase is about for us it's about 4,000 so um you know we know we have these issues and so fully funding uh maintenance supply and operating costs is a big deal um the other two uh are transportation and um special ed funding and in the the lid the percentage um none of those neither of those two really impact us and and I know why Wasa is doing it they're very much you know this is these are three things that impact all districts but those other two really don't impact us uh our Transportation uh Cooperative with Damon keeps us very healthy when it comes

042to Transportation uh and we don't have uh we're already below the limit in special education in that so uh we certainly don't want to qualify more kids just to meet I mean that would be unethical on many different levels so you know what we really need is something that's more for the this the students that are more expensive right who have really higher needs um so there's a group of us that really aren't necessarily we're not unhappy with that approach from the state associations because we appreciate it uh but we also feel that there are other things that are really important for us that is how our staffing is funded and that uh the flat fee uh that came out of the mlar decision does not work for our school district it doesn't work for

043many school districts and that's because we have a veteran staff which we're actually getting punished for which is ridiculous because it's a good thing so uh there's small group of us that are going to be very active uh in working with legislators legislators prior to the session um creating some priorities that go along with the major Association uh priorities and so we'll be doing some Zoom meetings we'll probably be traveling I'll obviously keep you up to date we'll we'll probably be traveling traveling to Olympia or to different regions to meet with legislators um and most of the uh Power players are in the P sound region when it comes to that so uh that's that's a something that is going to take a lot of work it's going to take a lot of my time

044but I think it's something that's very very important uh because we're a little bit unique and I don't want us to get left out of that discussion uh regionalization means nothing to us Levy Equalization means nothing to us due to our property so that's what a lot of the the conversation gets focused on and I just want to make sure that we have our voice at the table as we go through so I'm excited for that meeting don't I mean this is just our introductory and kind of just figuring out what we're doing but that's going to be a major priority and I'll of course keep you up to date as we go through it and I'm sure that the legislative session we'll be doing budget planning next spring and the session probably isn't going

045to go into you know an extended session but it's going to go to the end uh late in the in the legislative year late in the spring before they make any decisions um and they'll they'll just well you know we'll have a new governor we'll have there there's a lot of things that are going to be going on next year through that so we're going to try to there's a group of us are going to really try to stay on top of it and represent our region um and make sure that we're um at the table when decisions are made so that's my report any questions so would you say that many of the districts in ESD 105 share our characteristics of you know like um transportation and special ed lid are not their concern

046no we're in a minority when it comes to that so that's why I want to be a part of that discussion okay the majority of them have transportation and special ed issues okay so when you talked about a small group of people is that the is that this committee yes and they have representatives from each uh superintendents from each of the counties in ESD 105 so I'm the kid of Tas County okay super but there might be some jockeying even within this committee about what the prior priorities are since some districts don't have our issues yes and and that's why uh as Shane set it up having representatives from all over so we can be United at the same time we don't want to have um you know 16 different priorities either so those larger

047Association issues are all important and we're not going to argue against any of them uh but we also want to make sure that because and this is across the board in our region when we met last spring we didn't take a vote but I don't know that there any was any superintendent in the room that didn't think compensation was actually the most important priority and how that system is set up so that that will be our main focus so as as far as mitigating the salary funding uh issue is the reintroducing the staff mix Factor still looked at as one of the solutions or I mean what what is a possible solution that you're lobbying for a great question uh when we posed this to superintendent Rik doll uh who and Dan steel from Wasa

048they they really wanted us to all sort of jump on board uh going back to the old staff mix is probably never going to happen um I'll have to see the ideas that were kicked around were a two or three tiered system so that the you got a higher percentage for your more veteran teachers so it's still a flat rate but you there were two or three different levels of the flat rate based upon your experience so so it it would be sort of in between the current system in the old one but uh we have been told and ND 105 has for years employed a lobbyist um Melissa gaski who does a tremendous job of communicating and um she's just said you know that it isn't going to go back to the old staff

049mix but in the legislature understands what's going on obviously we have some school districts that are in the news on a relatively regular basis with their uh financial situation but all of us really run into trouble going back to the question from our budget hearing about you know future fund balances in three and four years downward all of us almost all of us in the state are in trouble if nothing changes in two years um the ones that are healthy right now others that are could get in trouble sooner uh so the legislature is probably not going to want to take that on because it means lots of money but we have to point out to them that the whole point of McClary was to lower the local um Reliance on local Levy funds and

050and there's actually uh a higher percentage of funding out there as a result of McClary based upon Levy and we are a district with a have an incredibly generous Community which we appreciate we rely on our Levy an awful lot so um we are going to try to urge them they think well we can take care of it next time you know and we're going to try to urge them to take care of it this time because that's the one thing that can do that gives us some more certainty and and allows us to plan better I mean that and that's really my message we need to be able to plan and so we need to uh know that that's um taken care of without you know and last fall when when superintendent R met

051with those of us that were new superintendant and and I asked I told them what I thought our priorities were at the time he said well what if we just increase the levely lit I said why in the heck would I ever advocate for that that's ridiculous you know um that just makes no sense and that's the exact opposite of what McCurry was supposed to do to create Equity within funding so um I think you got I mean I think the light bulb went off after I explained it that way that's not just that simple so I'm I'm excited it's going to be a lot of work but I think I want to make sure that um uh and I like the way that EST 105 has set it up with representatives from each of

052of the counties so we can all um make sure that we're coming together and working on things together and finding those Common Grounds yeah could you give us a brief update on the status of the new website like what's what's come out and what still needs to be done oh well there's a lot that needs to be done because it's on uh um you know there's just there's stuff we adjusting and things all the time but lesie and the team of web Masters have just come back uh to work so they're have updated a lot of things one of the things that we need to um do is make sure uh all of our staff members and this is mostly classified not certificated um have done their created their parents Bo accounts because then that

054up Kim Financial update so tonight I'll be going over July um update Financial update um with the journal fund we are 11 months in I feel like I want to say 12 since the end of August and we're starting a new school year but this is for through July which will be 11 months um we're on target we have 89.6 um% for revenues and 85.8 for Budget expenditures the fund balance is sitting at 14.1 % by the month of July the district spent 1.86 million for certificated employee salaries for a total of 21.6 million for the year 69,000 for classified employee salaries for a total of 7.6 million for the year 1 million for benefits for a total of 10.8 million for the year 424,000 for supplies for a total of 5.8 million for the

055year or whoops sorry um 3.2 million for the year 278,000 Professional Services for a total of 5.8 million for the year 11,000 on travel for a total of 59,000 for the year and 15,000 on Capital items for a total of 72,000 for the year and there was no discrepancies between K County tras report in the district trial balance Capital project funds um is showing 66.17a million and there was no discrepancies between kitas County treasures and the trial balance The Debt Service fund has received 97.3 one% of the revenue and 95.8 um% of expenditures have been reported and the fund balance comes in at 3.16 million and there was no discrepancies between K Tas County treasures and the trial balance the ASB fund has received 62.82% of Revenue and 52.54 per of expenditures have been reported

056the fund balance comes in at 523,000 and there was no discrepancies between KES County treasures and the trial balance and the private purpose trust fund is a fiduciary fund so there is no budget status report for that fund the fund balance sits at approximately $ 33,6 153 and there was no discrepancies between kast County treasures and the trial balance um the trust Transportation vehicle fund this revenues for fund came in at 6. 48% and 45.8 n% for expenditures the fund balance is 600,000 and there was no discreption cities between Kass County treasures and the trial balance um I would like to remind everyone that this report is presented with the information I have currently and it's subject to change as we continue through the year I would also like to remind everyone that Revenue sources

057are used in their current funds for authorized expenditures and can't usually be transferred to be used in different funds unless authorized within the a budget and within the accounting laws are there any questions doesn't look like it thank you very much Kim for the update all right Bo next up is the p h psse contract so this is an action item to uh ratify our contract that we bargained this summer uh with with our PSC group um and just like to just exactly like working with the EA team on that contract it was really uh a positive experience the negotiating team was fantastic to work with um the PSC rep kendle uh who's just left so we'll have a new PSC rep but that was kind of her last with us she she was uh

058really great to work with our attorney we did have uh each group had representation during that bargain our attorney Greg Sans was was fantastic as well so it's it was a very um even though it was more traditional than than how we did things with ea uh it was equally as collaborative and an a good experience we really appreciate PSC bargaining teams uh efforts working with us and we were able to we actually closed this contract before EA but it's it took them a while to get their team together to um to ratify so our our recommendation is that we ratify the PSC contract uh for the next three years and we're like I said we're very happy uh that we have this new deal with them and look forward to continue working with them

059throughout the duration of the contract I asked this question with the EA contract but would you mind summarizing a couple of the issues that were negotiated and discussed with this one this one was all because there's so many different job that untila this one gets a little more complex um and so uh I'll have Kim and Jen can jump in at any moment um the biggest thing we did was restructure their their schedule a which is their their salary schedule there had been some real um I mean truthfully there are some real inequities uh even how calculate how they were calculated in jumps and steps and different job different jobs different parts had some some things so we worked really hard together on what we both felt was a more Equitable um salary schedule uh

060we worked on um a lot of systems and some things that were really important to them uh were finding ways during during and I obviously wasn't here so Kim can can jump in if I misspeak um but especially during Co and coming out of that because classified generally we hired we hire CS sort of in a in a window and then in the spring and early summer and then we get them ready to go whereas classified is more of a year long um process so there was a number of uh their staff members that didn't necessarily get the um meeting with their representatives uh and so we we just spent a lot of time on language with things like that to ensure that that would happen it wasn't that people didn't want it to happen

061it just the language wasn't super clear and so coming back when there was a backlog of people that needed it because when we were working remotely it was a little bit different so we worked on a lot of clarity round language which is what we spend a lot of our time with EA as well um just making sure we're on the same page uh making sure we're on the um and and honestly the reason I remember that one is it took us a little while to really recognize what each side was was talking about with that and so uh that was really what was cool about it was we we took the time to really have those discussions and then all of a sudden we reached an understanding like oh okay well now this makes

062sense can we can do this do you agree so that was a big one there was um uh we yeah go ahead what else was the other yeah a lot of it was around language that's I've been thinking about that too um I know that we agreed to do a stien for maintenance and custodians of $150 a year so they can buy safety boots and safety gear and that kind of thing we provide a lot of it but there's just certain things are like um Footwear and that that they wanted so we would agreed with that other than that that's what I think mostly was spent around schedule a um and just really cleaning that up and some of the titles we wanted to clean up some of the titles we had um grounds been

063helper there for a long time we're all like what does helper mean they're they're just part of Maintenance right they're part of grounds and so we took the helper part off because we're not sure where that came from um so we just really worked through the titles and made sure that they were um really representing who who is working for us and what their positions are so yeah excuse me uh yeah that that was a lot of little pieces and steps in the contract because there was I think what we found and me not being familiar with it not having had experiences there was a lot of things that had probably been done the last couple times where they they sort of did new things but didn't take the old stuff out so so that

064led to confusion so we spent an awful lot of time just making sure we were on the same page as far as understanding processes and what we're going going and uh what we were doing and um that that's other than schedule a um and creating that more Equitable salary schedule we there wasn't another like one big thing it was a series of a lot of little discussions about different pieces of the contract clarifying does this still work and a great example are the job we found out there were an awful lot that and we just sort of all moved on everything was fine but why are they in there if we're not going to do it so there was a lot of just language uh cleaning up and just that's that was really a lot

065of good discussion because out of that came a better understanding of where each other was at and and why certain things were important so salary the the salary schedule and that Equitable was by far like the biggest thing that we did the rest of it was more of a series of clarification smaller adding things making sure uh that the systems were working to the satisfaction of of both both grou RS thank you so board this is an action item um it would be to ratify the P psse contract for uh 2024 to 2027 so I move to ratify the collective bargaining agreement between the Ellensburg School school district and the Public School Employees of Ellensburg for uh September 2024 through August 2027 I second lot of words I said that's a lot no okay so

068a vote all those in favor I I any opposed any extenstions all right resolution 3.08 24 authorization to employ non-representative professional exempt Personnel for the 2024 2025 school year as pass all right board takes us into policy and first up is policy 3205 sex discrimination and sex-based harassment of students of students prohibited okay so this is a policy update uh that was um provided to us uh at the well they updated it at the end of July but they didn't send it out to us till the the middle of August um it is considered a minor revision uh so we can uh adopt the revision um with with one vote uh there was this is a um policy that we've already had and there were just some small revisions based upon U some of the

069changes uh in some federal law and this is a policy just to to be honest that the doj may ask us to rewrite or to alter even from this because there is apparently a little and apparently because that's just what I've heard it doesn't mean it's true or not that there's a little bit of tension between Washington State's uh version of the policy and what they would like so we we may be revising this one again the bigger changes that go with this policy are in the procedure and so we are working through that Pro the model procedure is 16 pages long and uh the problem with a procedure that's 16 pages long is that's an awful lot to go back through and cross reference and things and really a lot of the changes there

070there are some you know you would call truly procedural changes but a lot of them are and this is good um because it's also things that we will be doing and have to put on the website but it's really identifying who in our district is in charge of those areas and so we're going through that document with a fine tooth gome to make sure we have all of our contact information uh that's really some of the biggest changes for us the other changes that are there have been communicated with administrators about you know some of the record keeping and things like that so uh the bigger change with this the actual changes to the policy are quite minor but the procedure uh adds a lot to it and so we're looking for also uh truth

071be told we're looking for some efficiencies there's a page and a at least a page of definitions at the end and so we're going to maybe to try to make it easier for people to work through that we may just link to to where those definitions come from um and so it's still there as part of the procedure but um especially if people are looking at it um on the on the web and don't print it out that's a lot of pages to scroll on things so but the reality is is the the majority of the changes are with identifying and making sure um our officers uh who are in charge of those various parts of this um policy are clearly identified uh in the procedures and on our website so that's what we're working

072on now so you clarified it but could you clarify it one more time this is from the Washington State policy that the Department of Justice had possibly an issue with and so then it could further change once once what happens if Washington updating it right now correct they definitely had an issue with the prior version and uh I I don't you know it's a it's a legal argument so I don't know exactly what was so yes this is an update by uh the state of Washington um to meet those needs but we could through the course of our uh work with the doj they could ask us to make another revision or so which is not a I mean it's not a big deal we'd bring we'd talk about it and we would do it

073to make sure we're meeting what they want we don't we have no idea at this point because uh when we spoke with them way back in the spring this update to this policy hadn't uh been completed yet so but yeah I mean and and my guess is over time this one will be I mean you can see already how many times it's been amended throughout the years based um eight times since its Inception in uh 2011 so it's a policy that gets updated every few years based upon changes in the law can you oh sorry go ahead can you speak uh to the the last paragraph about the policy review and our our responsibilities as far as having you present this annually to us I I guess I wasn't basically um what that is is

074that uh we are we provide information um when the Pol you know about any sort of our changes in uh if we make procedural changes or what those are uh that's that's not something we've done have made those changes for uh since the last uh update to it so it's it's part of just making sure that every year we talk about um anything that's gone on with this policy or any of the changes that we've done as a part of because usually it comes through with um that those come through from directives from OSI they update bulletins and and talk about our procedures and things like that so um we will um at the end of this year well we have to do it as part cross reference as part of the Hib policy which

075you updated I think in July or anyway we we whenever we updated that this spring they the the changes in the law went along with it it just took them longer to re to update this policy so there's some information it just goes hand inand hand with that and those reporting uh having the data on our HIV policies This concerns the last paragraph on the first page um all the way through the document there's an emphasis on non-discrimination or non-harassment based on gender identity and gender expression so then it surprised me to have the language of male to female female to male male to male and female to female as if we're still dealing with binary gender categories so I'm I'm just wondering if we can somehow integrate the language of people of any gender

076rather than that specific language but I don't know how other people on the board feel about that so um we can change it that may be something that the the federal government I mean that might be something that they do uh as they if you see the cross reference um to policy 3211 um which is there then at the top of the second page that's how wasda and the state is is viewing the what you just basically said I I agree with you it's a little bit interesting and we actually expected a bigger um series of changes to this policy um so that's that's how they are um and we do have an updated uh 3211 so that that's how they're viewing it so that's not really I don't have any more knowledge on it

077than that I guess I would just say that it be clear to students and parents and maybe staff as well not to use binary gender language there you have suggestions for a rewrite or what could be put in that place if that was adopted without that language yeah I'm trying to keep parallel construction it's so nice the way it is the parall but I mean you it would ruin the the parallel but you could say or between uh or between people of any gender identity after the adult to adult phras no I agree and it's a first reading right Trey well this this one because the changes are u i mean we can turn it into the f a first rating and bring something back if if you would like that at this point maybe

082the Tri Cities August 14th and they are also working on their alleged priorities uh their um packet and agenda can be found online but trying to make it concise uh they have continued work and are nothing is formalized yet but graduation requirements looking at changing graduation requirements that would affect all students in the state for quite a while uh continued um asked on the master based learning collaborative that has been going I believe the third po heart is starting now so that's been going since 2021 and so continued um push for budgeting and emphasis on Master based learning and then looking for and someone else can tell me that the wise why not of this uh the State Board of Education and how they work with OPI trying to clean up that as to it

083sounds like working with staff or finances but trying to to clean that area up um are there uh potential um areas for legislative work and then also the same priorities that Troy shared earlier with uh mxs and soor I'm going to go to their slide 19 they call it the big three uh special education transportation and mxs uh that that's the big three and then there's classified staff salaries and then Equity of the funding formula uh but that is laid out on their on their website uh and readily available to us great thank you Tasha board any questions for Tasha right uh I don't have a report but I do have just did you have a question um didn't we use the board chair report item as a chance to share what we learned from

084people during Farmers Market hearing board chair what would you like to share about what you've learned at the farmers market please uh I had really a lot of conversations I was talking to Cassie about this just before the meeting that it seems like every time we go there are more people who stop so I would encourage all of us uh if you have time on Saturday mornings through the end of October to volunteer it's it's more fun when there are two of us there so those moments when you don't have someone talking to you you look a little less lame but um but I think every time I've gone there have been more people who stopped um interestingly cell phones in the classroom have been like a major theme everyone who has at least stopped

085to talk to me has been in favor of banning them and I and I said like yes we're going to be discussing that this year um Stu uh people uh there are a couple people who were talking about supporting lgbtq students so parents who have students in the district who are concerned about their um their level of support um and what the district is doing to to protect them from various forms of harassment I had someone who's kid is going into kindergarten stop and say I'm really concerned about reading skills and scores in the classroom and differentiated learning and then um one person stopped and was really excited about dual language learning and asked if we were planning to start that in the district so it seems like there are there's um that parents in

086particular and community members have a lot of our same priorities on their minds but Kathy I don't know if you wanted to add no I would at all those themes as well and then I learned about a program that we do that I didn't know that we do because I had I've had multiple um homeschooling parents ask about ways that they can make connections with us in programs that we might have but Jen knew the answer because U she asked about this parent asked about the uh read to ride program which I wish I was involved in because I could ride forever because I read so much but it's a incentive through Silverwood um and I didn't know if we did it or not but we do and so Jen was able to give me

087the answer to that but um a lot of homeschooling parents stopping to talk share some of the reasons that they're choosing not to have their children uh in the district but then also asking about ways that we can make connections and so I think whatever you know those bridges that we have it'd be worth um having some conversations about that uh as well but it's definitely been a worthwhile activity I'm going to start bringing my guitar so I don't feel lame when I'm all by myself and I can't play the guitar so we'll see how that goes I would just ask that with all the notes that you guys are taking from the people that you are meeting with we discussed we're going to have our fall work study session or something like that if

091email to boardd 41. org Leslie will begin with anybody in person okay good evening my name is Kelly Moore I reside in 20 25 North Spar Lane I'm a first grade teacher at Mount Stewart and I'm here tonight speaking as a teacher but I'm also on the EA exec team serving as the elementary vice president this year and last year I'm here to start building relationships with all of you but even more specifically to begin open and honest conversations around teacher burnout according to scholaro an education research firm it's reported that in 2022 re um in 2022 it reached a high 37-year high in teachers leaving the profession within Washington State when asked why teachers are leaving the number one reason is pay and I'm not here to highlight that topic tonight the second reason

092teachers Express is workload I believe that many teachers in our district are beginning to experience burnout and it's something that we as a district should be openly talking about and finding real solutions to lower stress levels for teachers as a teacher I keep an open mind always rising to the occasion and doing my best and following through with whatever is asked of me without complaining I realizing that talking about this is not complaining but advocating for myself and others that feel are feeling the same way teachers can't do everything our time is and energy is finite I love my job I love teaching I've observed many of my friends and colleagues slowly losing their Joy of teaching with the time allotted for actual planning and teaching getting less partnered with more content being given to

093teach with less support each year classroom teachers are playing the role of multiple professions every day while trying to teach we are Educators social workers counselors facilitators mediators caretakers Behavior interventionalists academic interventionalists protectors and more we are expected to teach content redirect and resolve behaviors attend meetings administer assessments progress monitor skills grade assessments and track data analyze data and plan how to use it to direct instruction and communicate effectively with parents students and colleagues and even more recently supervised recess and so much more many teachers speciic specifically within their first 5 years are leaving simply because they decided it's not a sustainable career Nationwide and Statewide our educational system is breaking at a breaking point if we talk about it now and find ways to solve this problem we can avoid having teacher shortage in

094our own District but even more important we will have more satisfied and healthy teachers in a Forbes article titled no more teachers the Epic crisis of facing education from January 2024 reveals four realizations that we must face if we are going to recruit and retain qualified teachers one of them is the mental health of our teachers we need to lower teacher stress and take teacher well-being into account when making national state and School District policy decisions in other words we need to ask with each new mandate how will implementing this policy affect the stress level and overall well-being of our teachers the workload that is put on teachers today is increasing with each year I will continue to advocate for teachers mental health and I hope you will join me in listening to teachers thank

096upcoming for your contract with certified staff that uh was a overwhelmingly positive experience for our bargaining team so thank you uh with my teacher hat on I I would Echo again what superintendent turno said and that was awesome job maintenance staff just slated again this this summer and just have our schools up and ready to go it's just awesome to see uh I did mention to Jen C the other day when I spoke with her uh after some of our PD I just felt like the Monday that we had recently uh where we had some choice in this professional learning development Choice it was just awesome it was awesome to be able to hear from District staff these experts from estd uh these were local folks you know these weren't folks we were we were

097hauling in from hours and hours away uh it was awesome and it was a great message and it was really neat to be able to to go around and move around in those different groups and and have small and large groups it just it meant a lot it was impactful for me so thank you uh day two was equally impactful I would I would applaud superintendent Toro's uh efforts of getting this factor three or forgive me if I forget the uh the company but e plus R equals o i I've already had a chance I mean it was yesterday I've already has had a chance to use it twice uh once positive and once with a with a positive event and and the other unfortunately with a negative event but wow yeah it's uh it

101what the the first day was going to be like but my teachers have always expressed themselves in a way that's unimaginable and I'm really scared right now for fifth grade but I know my teachers are going to make it better I know my school is going to be safe and I'm really glad that that's going to happen so I love to thank you guys thank you thank you very much Felina Leslie is there anybody else all right I'll go ahead and close a public comment thank you Kevin Kelly and fedelina for speaking all right board that takes us on to new business do we have any new business tonight I would like to ask the board to consider and District admin to consider and I've said this before and I'm thankful for all the open

102conversations we've had about it but we're moving into a new school year where AI is ever present and so I firmly believe that the board should help lay out a framework or a code of conduct or ethics I don't know what the high school or the secondary a student handbook say but we can look around our state and see what peninsula has done Quincy viaka like these these these other districts are moving into this year with at least a framework or a discussion um and and I think that Ellensburg needs to formalize that process a little bit you can't create policy around AI it's changed since I started talking right now so um we at least need to know how to interact with it or what happens when students interact with it or we've made

103a choice to not have our students interact with quite possibly the most impactful technology that's happened in the 21st century and we we still have some connection with a couple of the school districts going to to discuss this too so there could be that possibility of reaching out to them uh to find out some information plus we have wasda conference that we'll be able to learn hopefully learn some more so um any other new business all right it takes us into meeting closing Troy do we have an executive session tonight we do not okay um Board calendar we do want to send out probably a doodle poll to start figuring out when we are available this fall for our work study work day work study day um anything else on Board calendar uh clarification next
